Village backs Binny’s tax pact Store on Route 34 expected to be open in time for holidays

By JOHN ETHEREDGE jetheredge@shawmedia.com The Montgomery Village Board is one step closer to giving its final approval to plans for a Binny’s Beverage Depot store in the Ogden Hill shopping center on Route 34 at Route 30.

Board members voiced unanimous support Monday evening for a 15 year, $1.5 million sales tax incentive agreement for the store with Inland National Development Corporation, shopping center owners.

Under terms of the agreement, the village will reimburse 85 percent of the sales tax revenues generated by the Binny’s store to Inland for the first five years of the store’s operation, with the village retaining the remaining 15 percent.

During the sixth through 10th years of the agreement, the village will reimburse 65 percent of the sales tax revenues generated by the Binny’s while retaining the remaining 35 percent.

Village President Matt Brolley told the owner of the proposed store that he was impressed with the business plan for the store, but expressed concern over adding yet another retailer with a liquor license to the Douglas Road corridor.

Board members said they shared Brolley’s concern.

“We have had a large number of requests for liquor licenses along that Douglas Road corridor over the last five years and I don’t want a building to sit vacant,” Brolley said, adding, “[But] we really don’t want it to become a liquor corridor.”

Board member Doug Marecek noted that there are currently three retailers licensed to sell liquor within a one-quarter mile area on Douglas Road.

Board member Steve Jungermann said he would like to see the store locate on the village’s far west side, west of Orchard Road.

The Binny’s will locate in the former Office Depot store in the Ogden Hill shopping center.

When questioned by board members, Richard Young, the village’s community development director, said Binny’s has already submitted build out plans for the store to village staff.

Young said Binny’s officials have indicated they expect to open the new store this fall, in time for Thanksgiving and the start of the holidays.

Board member Denny Lee said he is happy with the terms of the agreement and predicted the store will generate the $1.5 million in sales tax for Inland well before the 2031 expiration date.

Hastert seeks dismissal of hush money lawsuit

By TONY SCOTT tscott@kendallcountynow.com An attorney for former U.S. House Speaker Dennis Hastert asked a Kendall County judge Monday to dismiss a lawsuit filed by an alleged victim of sexual abuse seeking hush money payments, according to the Associated Press.

Hastert, 74, is serving a 15-month prison sentence for violating banking laws, after he was caught trying to pay $3.5 million to the victim, who says he was abused when Hastert was a wrestling coach at Yorkville High School in the 1960s and 1970s,

according to the AP. The victim filed a breach of contract lawsuit in April stating that Hastert still owes him $1.8 million in hush funds.

Attorneys appeared before Judge Bob Pilmer on Monday at the Kendall County Courthouse in Yorkville.

Another court date was set for Oct. 13 at 10 a.m., according to court records.

By TONY SCOTT tscott@kendallcountynow.com Law enforcement agencies throughout Illinois, including those in Kendall County, recognized Wednesday as Illinois Speed Awareness Day, promoting safety for motorists, pedestrians and cyclists throughout the state.

We had a few “frequently asked questions” for our local law enforcement officers about speeding, and they obliged. Responding were Yorkville Police Officer Patrick McMahon, Kendall County Sheriff’s Deputy Frank Pavlik, and the Oswego Police Traffic Unit.

Here are a few of those questions and answers:

What is the most common excuse you hear from motorists you’ve stopped for speeding? How about the funniest you’ve heard?

McMahon: “The funniest are the

Cellphone use tends to effect drivers’ ability to operate a motor vehicle safely. Improper lane use and other erratic driving, similar to an impaired driver, are the most common effects of cellphone use while a driver is operating a motor vehicle.”

Again, the goal for all officers enforcing traffic laws is to gain compliance to increase traffic safety on our roadways.”

Oswego Police Traffic Unit: “Ticket quotas are illegal in the state of Illinois. Police departments may not implement a ticket quota system for the purposes of evaluating a police officer. Historically, Oswego Police Department officers issue far more warnings than citations for speeding.”

There are certain areas we patrol more frequently, just because we look at where we have a lot of accidents, and where are we likely to get speeders, and where we are likely to see higher speeds. But there are no spots that we’re assigned to.”

“A lot of what we do as far as traffic enforcement is based upon what the citizens are voicing concerns about. So in the neighborhoods we’ll get complaints not just about speeding, but about stop signs not being obeyed and the speed limit as well. Especially during the school year, when kids are walking to school, when kids are walking to the bus stops, we’ll get a lot of complaints.”

Those are generally the funniest, and a lot of times they’ll go into detail about what their emergency is, and it’s just too much information.”

“The one I’ve been hearing a lot lately: ‘I was just passing somebody and forgot to slow down after I passed.’ I’ve been getting that one a lot. Or, ‘I was just going with the flow of traffic.’ Regardless if there are cars around them or anything like that. You could be the only car on the road a mile in either direction, but they were just going with the flow of traffic.”

Pavlik: “Several years ago, I conducted a traffic stop on a husband and wife in rural Kendall County for speeding ... They were en route to St. Joseph’s Hospital in Joliet, due to the wife being in labor. The couple declined medical assistance, and the husband assured me he would drive safely and they departed the area with a verbal warning for speeding.

Several weeks later I received a letter from this couple, thanking me for my compassion and professionalism.

officers have discretion in regards to writing a citation or providing a warning during a traffic stop. Officers take several things into consideration when making their decision to write a warning or give a motorist a citation. Some of the deciding factors for an officer include road conditions, weather, traffic congestion, a driver’s past history and if the offense occurred in a rural area or a urban area. The ultimate goal for all officers when enforcing speed laws is to gain voluntary compliance from the motoring public to ensure safe traffic flow throughout the county.”

Oswego Police Traffic Unit: “No. The Oswego Police Department would advise motorists to take the word ‘limit’ seriously and not travel in excess of the posted limit. Often, motorists stopped for traveling between five and seven miles over the speed limit will receive a warning and avoid a citation. However, any time a police officer stops you for speeding – regardless of how much in excess of the speed limit you are traveling – you can be ticketed.”

A chance to say thanks to police, firefighters Every year about this time we publish notices from area police departments and the Kendall County’s Sheriff’s Office concerning special events scheduled in local communities to mark the annual, nationwide observance of National Night Out. This year National Night Out is set for next Tuesday, Aug. 2.

What, you may be asking, is National Night Out? National Night Out is a crime and drug prevention event sponsored by the National Association of Town Watch and is intended to, in part, “strengthen neighborhood spirit and community policing partnerships.”

To mark this, the 32nd annual observance of National Night Out, Montgomery police have scheduled a series of neighborhood visits next Tuesday

along with firefighters from the Bristol-Kendall, Oswego, Sugar Grove, Montgomery-Countryside and Aurora Township fire protection districts. (The neighborhood visit schedule can be viewed on page 12 and on our website at KendallCountyNow.com.)

Meanwhile to mark National Night Out in Oswego, village police, the Kendall County Sheriff’s Office and Oswego firefighters will play a series of exhibition baseball games against youth from the Oswego Baseball and Softball Association and Oswego Cobra Baseball at Prairie Point Park beginning at 7 p.m. A donation of $5 is asked with the proceeds going to Kendall County Special Olympics.

If past National Night Out observances are any indication, we expect many people--especially parents of young children--will visit with police and

firefighters next Tuesday in Montgomery neighborhoods. We would also expect a fair number of residents will turn out for the exhibition baseball games next Tuesday in Oswego to cheer on the police and firefighters.

But given the horrific news involving the shooting of police officers in Baton Rouge, Dallas and other places over the past few weeks, we hope many more people--of all ages--take the time next Tuesday to meet with police officers and firefighters and offer them their support for keeping Oswego, Montgomery and Kendall County safe communities to live, work and play. We’re certain a simple “thank you” would be especially appreciated at this most difficult time for those who put their lives on the line every day to keep us all safe.

‘Amber waves of grain’ a thing of the past here REFLECTIONS Roger Matile Loyal readers recall that I have a keen interest in how farming has evolved during the past century or so.

And as this time of year rolls around, nothing illustrates the change in farming and farm culture more than the virtual disappearance of small grains in the farming cycle.

Small grains are ancient in origin and were (and in some areas still are) vital parts of the farming process. But not here, and not now.

Defined as cereal grains – wheat, oats, rye, and barley – small grains are, like their cousin, corn, the seeds of genetically modified grasses that humans have relied upon for food for thousands of years.

Drive around the countryside this time of year and you’ll still see a few small grain fields turning a beautiful golden color in the summer sun. But today’s occasional fields of oats and even more rare stands of wheat are pale examples of what farmers planted and grew here a century ago.

Instead of fields of small grains, you’ll see extensive fields of soybeans, a crop that was as rare here in the 1920s as wheat is today, interspersed with huge fields of tall corn swaying in summer prairie breezes.

Why the change, why the evolution?

Because times change as does the use to which crops are put. Back in the early 1800s when Kendall County was settled by pioneer farm families, small

Wheat was harvested and ground into flour either on the farm or at one of the new gristmills that were rapidly popping up along every county stream whose bed had enough fall to power a waterwheel.

Oats, on the other hand, were the fuel that powered the horses and mules that were the backbone of power on the farm and in the transportation industry of the era. Granted, oats, too, could be ground into flour or they could be otherwise processed for use as oatmeal and other purposes, but their primary use was to feed the millions of horses the nation relied on for everything from pulling stagecoaches to delivering beer.

Barley and rye were also used for human consumption by being ground into flour, but they were also popular grains for processing into the beer so beloved by so many in that era when drinking water was mistrusted, and often for good reason. The germ theory of disease was still considered a radical hypothesis, so wells and outhouses were often adjacent leading to outbreaks of typhoid fever and other waterborne illnesses from which even the wealthy were not immune. Queen Victoria’s husband, Prince Albert, died of typhoid contracted in their London palace.

Gradually, farmers became aware that Illinois really wasn’t good wheat country. Wheat likes warm, relatively

dry growing conditions, and while we all know Illinois does not lack for summer heat, dry conditions (except during drought years) are not what you find here. As the frontier kept moving west, those ideal wheat conditions were found on the Great Plains in a huge swath from Texas north to the Dakotas. Improved transportation systems added to the climate soon meant that bread could be baked in regional cities and shipped to small farming towns cheaper than rural folks could produce it on their own.

But that didn’t apply to oats at all, not for more than a century after Kendall County was settled. In 1912, which was close to the high-water mark for oat production, Kendall County farmers harvested 53,000 acres of the grain, producing well over 2.5 million bushels to feed their own horses and mules, but mostly for market. By 2007, so few acres of oats were harvested in Kendall County that the U.S. Department of Agriculture didn’t even report them.

Why so many bushels of oats then and so few now? When oat production was at its height, farmers relied on horses to plant and harvest crops and then haul them to market. Today, gasoline and diesel fuel those activities, which have become entirely mechanized. And in towns and cities, where horses once hauled everything from passengers in streetcars to mail delivery buggies to the milkman’s delivery wagon, hydrocarbon-fueled machines have replaced the millions of horses that once did those tasks.

So the realization that wheat grew better farther west, the disappearance of the horse, and the evolution of Midwestern farming to specialization in either raising grain or livestock led to the annual harvest of small grains and all that it meant to our farmer forebears, both socially and economically, gradually becoming mostly a thing of the past here in the Fox Valley.

Oswego rail crossing to close Aug. 8

William Wilkinson, who was recently featured on Fugitive Fridays on the Kendall County Sheriff’s Office Facebook page, was apprehended in Aurora on July 22 by members of the U.S. Marshals Service Great Lakes Regional Fugitive Task Force.

Wilkinson, a 37-year-old Aurora resident, was wanted on a Kendall County warrant for failing to appear in court on a charge of burglary.

Wilkinson was apprehended thanks to a tip received through Kendall County Crime Stoppers. “Thank you to citizens of Kendall County for continuing to provide information which allows us to locate wanted subjects,� said Sheriff Dwight A. Baird.

Wilkinson had been a fugitive in Kendall County since July.

By TONY SCOTT tscott@kendallcountynow.com Illinois Department of Transportation officials said July 25 that the Illinois Railway railroad crossing on U.S. Route 34 (Washington Street) in downtown Oswego will close on Monday, Aug. 8, for approximately one week to allow for the rebuilding of the crossing.

According to IDOT, Route 34 traffic will be rerouted as follows: westbound Route 34 traffic will detour west on Ill. Route 71 to Orchard Road, then north on Orchard Road back to Route 34; eastbound Route 34 traffic will detour south on Orchard Road to Route 71, then east on Route 71 back to Route 34.

In addition, South Adams Street will be closed from West Washington Street to West Jackson Street.

Motorists are urged to use caution and to expect some delays while traveling the detoured route, IDOT officials said.

An image workshop with the trustees will take place on Aug. 16 where they will have their own input and say about the building’s design, look and feel.

“Every other week we will hold workshops with the development team so we are consistently moving forward,” Roberts said. “The sooner we get ideas on the table, the sooner we can shake those into a final design direction.”

Now that the architects and engineers have been hired, work on Oswego’s future police headquarters is well underway, and the building could be open for business in as early as two years.

“It’s been a busy two weeks,” said Oswego Police Chief Jeffrey Burgner, who has been working closely as of late with architects/engineers Hellmuth Obata & Kassabaum, Inc. (HOK) and McClaren, Wilson and Lawrie, Inc. (MLW), which the board hired in March to provide advisory services on the construction of the new police department.

“It’s time to make some moves and plan for the future,” said MLW Senior Principal Dean Roberts, who made a presentation to the board during a Committee of the Whole meeting July 19.

“I know that everyone is anxious to know what’s happening with this project ... they want to know what it looks like, and we’re not quite ready to say that yet,” Roberts said.”We’re doing due diligence and considering all the factors that need to be considered as we go about designing the site.”

But, what he does know is that if the predicted timeline goes as planned, the building, to be located on Woolley Road, immediately east of Fire Station 1, will open in July or August 2018.

And, when it does open, police department staff have expressed what they’d like the building to exemplify, Roberts said.

Police staff said that the building should “evoke feelings of stability and security” for the public. It should come across to people as a place they can go to seek help, have a safe refuge – a building that is approachable and not threatening.

“That’s not something that was happening in police buildings generations

which is 65 percent under the market value, Roberts said.

“It’s a remarkable price,” Roberts said. “Sixty percent of the funding from this project comes from non-residents [through sales taxes], which is a really great story to tell so [residents] don’t have to foot the bill.”

The total cost for the project was reduced from $34 million to $30 million, a budget Roberts all but promised to stay in line with.

Village President Gail Johnson commended Roberts on his hard work in recent weeks in helping get the project off the ground.

“You have a pretty impressive schedule. Thank you for that. You heard us loud and clear,” Johnson said.

Trustee Pam Parr could hardly contain her excitement surrounding all the momentum.

“I can’t sleep at night [waiting] to see what’s going to be,” she said enthusiastically, praising the development teams.

Roberts said he feels the energy in the air, as well.

“It’s a pleasure to be involved in a project where the momentum keeps building,” he said. “We’re as excited as you are.”

OSWEGO LEDGER The School District 308 Board of Education approved the hire of Dr. Greg Baker as the new assistant principal for student services at Oswego High School (OHS) during a recent meeting.

Baker’s appointment brings the number of assistant principals at OHS to three. The board also approved a third assistant principal position for Oswego East High School. (See related story) “Dr. Greg Baker is an excellent choice to help lead Oswego High School forward,� said OHS Principal Michael Wayne. “The addition of Dr. Baker and the new assistant principal for student services position will help streamline responsibilities at the high school and provide students with additional guidance in academic and career planning.

Dr. Baker is very familiar with School District 308 as he and his family live in the district and his children attend District 308 schools. We are very excited to have Dr. Baker join the OHS leadership team.�

Baker, who began his career as a history teacher in 2003, has several years of high school administrative service. Most recently, he served as dean of students at Glenbard East High School. Prior to that, from 2011 to 2013,

Baker was the department chair for Social Studies and Word Language at Proviso West High School.

At Glenbard East High School, Baker was the mentor coordinator for minority student achievement. In this role, he recruited 35 African American and Latino students each year and paired them with administrators and certified academic staff who provided the students with academic and social-emotional support.

Baker received his undergraduate degree in history from Illinois State University, Normal. He then went on to obtain a master’s of education in school leadership from Concordia University Chicago, and later earned a Ph.D. in cultural and educational policy studies from Chicago’s Loyola University.

Chris brings with him a demonstrated ability to establish meaningful partnerships with all stakeholders.�

Grays began his career as paraprofessional/substitute teacher at Homewood-Flossmoor High School in 2007.

He then took a position as guidance counselor and assistant athletic director at North Lawndale College Prep High School in Chicago in 2011. Following that, he was a guidance counselor from 2013-14 at Crete-Monee High

School before becoming administrative dean of students at Crete-Monee in 2014.

As administrative dean of students, Grays observed, supervised, and evaluated teachers and staff, supervised daily operations at the school, monitored school discipline policies and made adjustments when necessary, and facilitated professional development for faculty. “I’m excited to join the team at Oswego Chris Grays East High School and to serve School District 308,� Grays said. “I plan to use my wide array of skills and experience gained in various learning environments to support positive experiences for families, teachers and students alike.�

Grays received his undergraduate degree in business from Northern Illinois University, his master’s of education in school counseling from Saint Xavier University, in Chicago, and his education specialist certificate in administration and supervision from National Louis University, in Lisle.

Educator joins Grande Park OSWEGO LEDGER The School District 308 Board of Education recently approved the hiring of Amy Feulner as Grande Park Elementary School’s new assistant principal.

Feulner served as the kindergarten music teacher at East View Elementary School from Aug. 2011 through June 2016. From March 2016 to July 2016, she was also the interim principal at East View Kindergarten Center. “Amy brings a tremendous amount of positive energy and enthusiasm to Grande Park Elementary School. She has demonstrated that she is a strong leader through her experiences in District 308, and will be a great addition to the Grande Park staff,� said Grande Park Principal Sean Smith.

Prior to joining District 308, Feulner worked as a long-term substitute in School District 54, where she gained experience teaching students in general education, special education, English learning, and bilingual programs.  “I am very excited to join the Grande Park team,� said Feulner. “I already know about 90 percent of the incoming first and second graders at Grande

Park because they attended full-time kindergarten at East View, where I taught. I’m looking forward to helping them and all students at Grande Park progress in their academic careers.� Through her internship as a principal at East View Kindergarten Center, Feulner oversaw field trip programming, facilitated a team in creating the master schedule, compiled class lists, collaborated with staff to create interventions, Amy Feulner participated in the Rising Star School Improvement Team as process manager, and assisted in student discipline. In addition to her career in education, Feulner was the lead coach for a competitive soccer team in Geneva and served as the director of the Neumann Band at St. John Neumann Church­­in St. Charles. Feulner received her bachelor’s degree in music education from Illinois State University, Normal, with a mathematics endorsement. She earned her master’s degree from Aurora University in educational leadership.

Same-day voter registration takes extra time on Election Day

“We would post notice that we would be operating only in the election capacity, so that individuals that need something done could perhaps get that taken care of before or the day after the election,” she said. “We’re just asking for some assistance to work with us so that we can concentrate on the election duties.”

Board member John Purcell asked about the need during spring consolidated elections, noting that the voter turnout is typically low during those elections.

However, Gillette said officials never know for sure how many people will turn out to vote.

“Potentially, but we still have that same-day registration,” she said. “We don’t know what to expect anymore. In March, we had a turnout that wasn’t expected.”

County board renews jail prisoner contract Will get paid to house Kane inmates; might team with Cook as well

By MATT SCHURY news@kendallcountynow.com The Kendall County Board recently approved an intergovernmental housing agreement between Kane County and Kendall County for the housing of prisoners at the Kendall County Jail in Yorkville.

County Sheriff Dwight Baird said the contract is the renewal of one they had with Kane County the board approved a few years ago. Kendall County Board member Matthew Prochaska, who chairs the county’s Public Safety Committee, said Kane County would pay $60 per prisoner per day under the contract. The agreement is for 36 months with an option to renew for one year.

Baird told the board that the number of inmates the jail has housed this year so far is up from last year. At the same time Baird said the average daily jail population is down slightly this

year.

The county jail takes in prisoners from other counties and agencies including DeKalb and Cook counties as well as federal prisoners from the U.S. Marshals office.

Baird said contracts to take inmates from other counties would be coming before the board in the coming months.

He added that officials from the Cook County Corrections Department recently visited Kendall County and that the two counties are working on to renew a contract to take Cook County prisoners.

In 2008, the Kendall County Jail held suspects from the Operation Family Secrets trial involving Chicago mobsters.

Baird has estimated that the county has taken in hundreds of thousands of dollars by housing prisoners from other counties.

DeKalb County recently broke ground on a new jail, Baird said. Once that facility is completed, Baird said Kendall County is expected to see fewer inmates from DeKalb.

“We are looking at other options to bring inmates into the county,” Baird said.

The Kendall County Board this month approved an engineering agreement with a firm for the replacement of a creek bridge on Fox Road.

County Engineer Fran Klaas told the board that the bridge would need to be replaced due to a federal mandate.

The board voted 7-1 at its July 19 meeting to approve a preliminary engineering services agreement with HR Green for the bridge replacement.

The services will cost $73,356.73, and the county will pay for them using transportation sales tax funds. Board member Bob Davidson cast the lone no vote, while Scott Gryder and Elizabeth Flowers were absent for the vote.

At an earlier meeting, Klaas said the 18.5-foot bridge is regulated by the federal bridge inspection system and IDOT, and that the state has recently declared the weight limit to be half of other county bridges. It was built in 1958 and widened in 1981, Klaas said.

Kendall County Clerk Debbie Gillette told the County Board that she will need to dedicate more resources at her office on Election Day, Nov. 8, for same-day registration, as new rules require same-day registration at all polling places.

Gillette said she is also in need of more election judges.

The board unanimously approved a measure this week that will allow Gillette to close the Clerk’s Office on Election Day this year and future election days for services unrelated to the election.

Also, the Recorder’s Office will be open for half a day on those days – from 8 a.m. to 11:30 a.m., according to a resolution approved by the board.

Board member Scott Gryder was absent from the meeting.

Gillette said that during the 2014 general election, she and her staff

were challenged because of same-day registration in her office.

“On that day, three people, plus myself, handled over 100 voters to register them and get them voted, as well as taking all of the calls from polling places, citizens, and whatnot that occur on Election Day,” she said. Debbie “Well now, we have to Gillette do same-day registration in our office as well as in all the polling places, and do our other duties, which are marriage licenses, notaries, tax redemptions. With the staff that we have, we cannot do the amount of work required of us.”

Gillette said she also needs election judges to help with registration at polling places.

“I need about 200 election judges, in addition to the ones we already have,” she said.

First responders to play in softball game OSWEGO LEDGER The Kendall County Sheriff’s Office, Oswego Police Department and Oswego Fire Protection District will be playing exhibition baseball games against youth from the Oswego Baseball and Softball Association and Oswego Cobra Baseball next Tuesday, Aug. 2, as part of the National Night Out observance against crime.

The games will be played at Prairie Point Park located 4120 Plainfield Road in Oswego with first pitch at 7 p.m. The game will be announced and broadcasted by WSPY’s Jim Teckenbrock.

Admission is a suggested donation of $5 with children under 12 and seniors free. All proceeds will benefit local Kendall County Special Olympians.

These games, played by local first responders against the future leaders of our community, provide an opportunity to enhance relationships between the community and first responders under positive circumstances, while bringing back a true sense of community.

OSWEGO LEDGER Montgomery police and area firefighters will visit local neighborhoods on Aug. 2, as part of the 32nd annual nationwide observance of National Night Out against crime. Everyone is encouraged to come out and meet informally with police officers and firefighters as they make their stops.

According to police, National Night Out is intended to heighten crime and drug prevention awareness; generate support for, and participation in, local anti-crime efforts; strengthen neighborhood spirit and police community partnerships; and send a message to criminals letting them know that neighborhoods are organized and fighting back.

This means, instead of residents saying they live in Prescott Mills, or Fox Chase or Windcrest, they’ll say they live in Oswego, and say it proudly.

“Oswego has had a difficult time defining itself,” Village President Gail Johnson said, noting that there seems

to be a lot of “old Oswego vs. new Oswego” resident clashes.

“How do we bring that together?”

Johnson asked. “I’m excited for a professional to take our thoughts and lay out a plan that’s implementable and executable.”

Johnson noted that the village is without a marketing department, and that for the next year it is up to Business Districts, Inc. to take on that role for the price of $60,000.

Lane, who has worked to rebrand

towns such as Lemont, Lombard and Oak Forest, said she’s already got some plans in mind.

“I don’t think the general population looks at Oswego as a river community,” Lane said. She’s hoping to change that.

And while some initially thought the $60,000 price tag for a logo redesign was hefty, it wasn’t until they realized the breadth of the project that the money spent began to make sense.

“I thought, ‘$60,000? My God, that’s high for a logo,” Trustee Pam Parr said. “But when I read the depth of which you will explore, I think it’s well worth it. It’s another piece to our comprehensive plan.”

Trustee Karin McCarthy-Lange said she was excited about choosing Business Districts, Inc., and looking forward to Oswego’s future image.

“I’m just bursting over here. I’m thrilled,” she said. “You’re going to help us decide what we want to be when we grow up. It’s kind of like we’re going to high school now and we have to go to college and declare a major. We’re not sure what that major is going to be ... but, I’m thrilled – absolutely thrilled with our selection [of Business Districts, Inc.].”

In an effort to rebrand their village, Oswego Village Trustees have approved the hiring of an economic development firm to help shape the town’s image.

At a July 19 board meeting, trustees passed a resolution approving an agreement with Business Districts, Inc., in the amount of $60,000 to provide the village’s 2016 regional positioning plan.

“A branding/regional positioning plan is long overdue for the Village of Oswego,” a memo to trustees read.

“This plan will set the village apart from the surrounding communities and will be integrated into every department and interaction with the public.”

The plan aims to help the village accomplish its goals of being a regional destination for economic development and tourism, as well as attract new residents.

As part of the rebranding, Business Districts, Inc. will help the village update its current logo, review current marketing methods, help translate community survey/input, work on a village motto and tagline, create a branding and identity plan and imple-

Yorkville man gets 12 years in child porn case 2 years are for violating state registration rules

By TONY SCOTT tscott@kendallcountyrecord.com A Yorkville man has been sentenced to state prison for downloading child porn and violating the state’s sex offender law.

Randall J. Anderson, 60, of Riverside Drive in Yorkville was convicted of child pornography and violation of the Sex Offender Registration Act and sentenced to 12 years in prison, according to the Kendall County State’s Attorney’s Office.

Ten of those years are for the possession of child pornography, and he

was also sentenced to a consecutive two years for violation of the Sex Offender Registration Act, according to prosecutors.

Last December, Kendall County Sheriff’s Office investigators were processing Anderson’s address to confirm he was in compliance with the requirements of the sex offender registration law, according to the state’s attorney.

Anderson has three previous convictions for child pornography, prosecutors said.

“Detectives obtained and verified Anderson’s computer internet address.

Investigators later learned, through the Internet Crimes Against Children Task Force, that 100 images of known child pornography had been downloaded to that computer address,” prosecutors said in a statement. “The investi-

gators subsequently obtained a search warrant to search Anderson’s home and computer(s). Anderson was found to be in possession of numerous images involving children under the age of 13 years of age involved in various acts of sexual penetration or provocative poses showing the unclothed genitals of the children.”

“Evidence of child pornography was discovered on multiple media devices in Anderson’s home. Additionally, Anderson had previously denied employment of any kind on his previous sex offender registration compliance documentation but was found to be working with computers. He was therefore in violation of the Sex Offender Registration Act regarding his duty to register,” prosecutors said.

Anderson was charged with multi-

ple counts of possession of child pornography involving a minor under 13 years of age, all Class 1 felonies due to his prior convictions, prosecutors said.

Anderson was also charged with several counts of violating the Sex Offender Registration Act. In addition to his prison sentence, Anderson will serve three years to natural life mandatory supervised release, or parole, upon his release from prison, and is required to register with the Illinois Sex Offender Registry for his entire lifetime.

The Rotary Club of Montgomery kicked off their year with a service project at the Montgomery VFW Memorial Post 7452 on North River Street in the village’s downtown.

Club members were joined by members of the village’s Beautification Committee as the volunteers cleaned up the landscaping and planted flowers. The group removed ground cover and dead tree limbs, trimmed bushes, replanted perennials and then planted flowers. The end result “far exceeded my expectations” according to Rotary President Theresa Sperling.

Sperling met with then incoming VFW Commander Robert Bailey in May to establish a partnership and to discuss service projects and goals for each of the organizations.

At that meeting, Sperling proposed planting flowers to soften up the look of

the building. Bailey gave his blessing.

Both are in new leadership positions with Bailey taking over as Commander in June and Sperling taking the lead of the Rotary Club July 1.

The Rotary Club received help from family members, Barb Albright and Amalie Yen. In addition, the following members of the Beautification Committee worked on the project: Marion Bond, Judy Brown, Nancy Tranby, Kim Watkins and Chair Stan Bond. The flowers were donated through Rotarian Steve Jungermann’s employer Twin Oaks Landscaping in Oswego.

Bailey, who is also a member of the Rotary Club, indicated that he had received numerous compliments on the new landscaping within a day of the work. He added, “The Montgomery VFW is blessed to have people like you in the community. On behalf of my post, I sincerely thank you all for today as well as all the other great work you do.”

By ROGER MATILE news@kendallcountynow.com Although the congregants of the Church of the Good Shepherd United Methodist in Oswego will celebrate the 120th birthday of their building this year, the congregation’s history extends a good deal farther back in time.

Methodism came to the Oswego area with circuit-riding frontier ministers in 1834. But the Church of the Good Shepherd’s roots don’t extend to that branch of Methodism. Rather, they are anchored in the Evangelical Association, founded in 1803 in eastern Pennsylvania by Jacob Albright.

Albright Methodism ministered to German-speaking people who were immigrating to the United States in increasing numbers in the early 19th century. Evangelical Association pastors reached Illinois in the 1830s, and in 1844 there were sufficient members to establish the Illinois Conference.

The 1840s saw a large influx of German farming families to eastern Oswego and western Wheatland townships, where, between 1844 and 1860, they established three congregations. The Oswego Prairie Church on modern Wolf’s Crossing Road was established in 1844, followed by the Copenhagen Church at modern Route 59 and 83rd Street in 1860, and the Wheatland Church at 248th and 111th streets shortly thereafter. All three were served by a single Evangelical Association pastor who rode the circuit weekly.

The Germans living in Oswego had two choices: they could attend English language services at the village’s Methodist-Episcopal Church (now the Little White School Museum) or they could travel four miles east on the Old Naperville Road – now Wolf’s Crossing Road – to the Prairie Church to attend German language services. By 1860, there were enough German families in town to warrant their own church.

The “French Castle,” built as a large home by some of Oswego’s early French-Canadian residents (thus the name) at Washington and Madison streets, had been used by the village’s Presbyterians until 1857 when they moved to their new church at Madison and Douglas streets.

The vacant building proved the perfect home for the new congregation. The new church was added to the

existing circuit, with the minister, who chose to live in Oswego, traveling a roughly 40-mile circuit to serve all four congregations.

The Oswego congregation continued to grow, as more Germans immigrated to the area, drawn by the large population of their countrymen already here, with sermons and funerals preached in German while the Methodist-Episcopal Church served the village’s English language population.

According to frequent mentions in the Kendall County Record’s weekly “Oswego” column, sermons, marriages, and funerals were conducted in German, although some marriages and funerals were conducted in both German and English.

By the 1890s, the Oswego Albright Methodists were rapidly outgrowing the old French Castle, and so plans were begun to build a new church. It was decided to build the new church on the site of the old French Castle, which was torn down in October 1895. Construction began soon after on a new, modern, and much larger building Godfried Schwartz acting as general contractor, with Fred Kohlhammer and his crew doing the carpentry work. Both men were church members.

On Nov. 6, 1895, the Kendall County Record’s Oswego correspondent reported that: “The laying of the corner stone of the Evangelical church Sunday afternoon was witnessed by a large assembly, favored with the nicest

kind of autumn weather and most successfully accomplished in all respects.

The services were all performed in the German tongue.”

Construction continued apace and on Saturday, May 16, 1896, the church’s new bell, cast in Cincinnati, was hung in the steeple.

Besides its towering steeple, the church’s collection of stained glass windows was its most distinctive feature. The windows were donated by church member families that sound like a roll call of 19th century Oswego German families. Mr. and Mrs. Charles Knapp donated the large window facing Washington Street, while the Shogers, Burkharts, Leighs, Mundsingers, Roths, and Schells donated other windows, including one for William Shoger who was killed in action at the Battle of Raymond, Mississippi during the Civil War. The new building, which had become a prominent landmark even before it was finished, was dedicated on July 12, 1896.

SYCAMORE – U.S. Rep. Randy Hultgren, R-Plano, said he’s warming to the idea of Donald Trump as the next president of the United States during a visit to a Vulcan Materials Co. facility near Sycamore.

Hultgren, 50, told employees at the facility at 15622 Barber Greene Road that he met with Trump recently, and although he didn’t give the Republican nominee a solid endorsement, he said there was “no one in public service” that he respects more than Indiana Gov. Mike Pence, Trump’s running mate.

“I don’t know what’s going to happen in November,” Hultgren said Thursday. “I think the good thing is people are paying attention. I talk about that a lot, how frustrating it is when people feel like elections don’t matter or ‘I don’t have to vote because my vote doesn’t matter.’

“I sense something different this time. I think people are paying attention and are motivated, maybe because they dislike one person or the other person so much, so it should be pretty interesting to have maybe the two least-liked candidates on either side who are our nominees, but it is what it is. I believe in the process.

“Donald Trump wasn’t my first choice or second choice, but I like a lot of the decisions he’s making early on.”

Hultgren’s first choice for the GOP nomination was Wisconsin Gov. Scott Walker.

As for backing Trump, Hultgren said: “I’m getting there.”

Hultgren said he “appreciated” the process Trump has put together to pick a Supreme Court nominee.

He was less enthusiastic about some of Trump’s other policy plans, including building a wall along the border with Mexico and a temporary ban on all Muslims entering the country.

However, he said there might be alternatives to building a permanent structure.

As for a ban on Muslims, he said

that protecting the U.S. from radicals is important, but a ban was unrealistic.

“That’s never going to happen,” he said.

the Evangelical Church. The congregation at the Methodist-Episcopal Church – now the Little White School Museum – dissolved in 1913, and its members mostly transferred to the Evangelical Church. Possibly prompted by that union, services started being held in English in January of that year.

Finally, when the Congregational Church was destroyed by fire in 1920, its congregation also decided to join the Evangelical Church’s congregation, and a new church community, the

Federated Church, was created.

Like the previous Evangelical church, the Federated Church (a name by which many long-time Oswegoans still call it) was linked with the Oswego Prairie Church. In 1947, both congregations became Evangelical United Brethren (EUB) churches following the merger of the old Albright Methodists with the united Brethren in Christ General Conference.

Then in 1957, the Federated Church officially changed its name to the

Church of the Good Shepherd, EUB. The Church of the Good Shepherd and their one-time mother church out at Oswego Prairie both became United Methodist churches following the merger of the Methodist and EUB churches in Dallas, Texas in 1968.

Today, the 120-year-old Church of the Good Shepherd remains one of Oswego’s most iconic landmarks, whose vibrant congregation maintains an active involvement in the community it has served for so long.

Cats make title bid, but storms win out Team preps for trip to Cincinnati for NABF Regional

At the very least, Sunday proved to be a unique experience for the Oswego Cats. At the most, it was preparation for their next postseason challenge.

Despite reaching the title game of the inaugural Chicago Suburban Baseball League Championship, the Cats were unable to compete for the top spot amid powerful storms.

Inclement weather – summer baseball’s greatest opponent – had impeded Oswego (17-16-1, 13-15-1) on several occasions, forcing game delays, postponements and even one suspension last week. All three factors, however, made their way into the four-team CSBL tournament.

Originally expected to start in the late morning, all contests were pushed to the afternoon where Oswego rallied back with seven runs in the final two innings to take the first game of the tournament, 8-6, over league-best Lombard at Silver Cross Field in Joliet.

Storms didn’t impact the outcome

of Game 2 between Beecher and Joliet, as the Muskies dominated the Dirtbags 9-0 to set up the championship before another change was made – this time to a new venue. With that start postponed almost two hours and another round of lightning in the area, the game was called without intent to make it up.

“The weather was just bad luck,” Cats field manager Todd Miller said.

“We were scheduled for Silver Cross, then that was unplayable, so we ended up at Homewood-Flossmoor since Beecher has access to it. We drove through the storm to get there, and it’s like there was a bubble around the field, because it ways in good shape.

We expected to get the game in at around 9:30, but the lightning determined by then that we weren’t going to play.”

In the game that was played, Oswego was stellar.

Down 3-0 after four, a Mike Rissley homer put the team on the board in the fifth before Lombard answered with a run in the bottom half. The Cats then benefited from a two-run home run from Ryan O’Dell in the top of the eighth to make it 4-3, but the Orioles’ offense got one back before heading into the ninth.

“We’re right where we need to be at the right time of the year. I’m definitely more optimistic than I was heading into Sunday.”

“It was good to go out and be a part of [the first CSBL Championship], especially for the younger guys to see a little bit of what tournament baseball is all about,” Miller said. “We worked our pitchers in, had four guys go out and throw a few innings each. We even had a fifth guy lined up if we needed him.

“We had runners on base all game.

Three home runs accounted for six of our runs, and we have 20 combined this season. We’ve got some power in our lineup.”

A bit of that power appeared to be missing prior to the championship event. Following an offensive explosion during a four-game winning streak from July 10-16, the Cats sputtered with doubleheader home losses

to Lombard last Monday, 9-8 and 12-6, and to Westmont on Saturday, 3-2 and 4-3.

In between the twinbill pairings, Oswego and Joliet played to a 2-2 tie before storms halted and eventually suspended things at Jackie’s Field of Dreams.

With the steamy and stormy weekend behind them, Oswego is now focused on its first appearance at the National Amateur Baseball Federation (NABF) Regional in Cincinnati, where the winner will head to the World Series in Battle Creek, Mich., in August.

“Sunday was a taste of it. It’s two games, but it kind of makes you think of the rotation you want to work with and your bench,” Miller said. “We had a short brunch on Sunday, but we’re piecing it together. We’re taking 16 guys to Cincinnati. Position-wise, we’re a little thin, but our pitching is strong.”

Few bracket details were known at press time, with only Thursday’s opening game on the schedule. It is unclear if the Cats will play that evening time slot, but after surviving Sunday, Miller expects that his team will be ready for every possible tournament obstacle.

“We’re right where we need to be at the right time of the year. I’m definitely more optimistic than I was heading into Sunday,” he said.

NEWS BRIEF Hilltop Gardeners planning to gather again Sept. 8

With many members on summer vacation, Hilltop Gardeners will take a break during August and resume their regular monthly meetings on Sept. 8.

Since the Annual Plant Sale in May, the garden club has had a whirlwind of activity with participation in Oswego’s PrairieFest Parade, the Annual Members Garden Walk and Luncheon and a July field trip to the home and garden of Carolyn Finzer in Naperville.

The Sept. 8 presentation will be “Gardening in the Shade,” given by Nancy Christian, owner of Redbud Creek Farm in Sheridan and Yorkville.

The Northern Illinois Reds 11U closed out their 2016 season with a win in the Sliver Bracket championship game at the MCYSA Summer International Championships.

The tournament was made up of Top Teams from Wisconsin, Illinois and Michigan as well as an All Star Team from Puerto Rico, who the Reds had the opportunity to play on the third day of the event.

Cody Haynes, an incoming sixth-grader at Plank Junior High in Oswego, was enjoying a family vacation in Orlando, Florida, when they decided to make a detour to see the ESPN Wide World of Sports Complex at the Walt Disney World Resort in May. Little did his family know, that served as a preview to Haynes’ upcoming USSSA All American Games.

The 11-year-old will represent the Great Lakes Region on the 10U National League team during the four-day tournament Aug. 9-12.

He was selected to play in the USSSA All American Games at the ESPN Worldwide Sports Complex for 9U-14U teams. The top 24 players from each of the eight regions were split into an American team and a National team per age division to make up a 16-team bracket.

“We’re big Disney people and for the first time we decided to go to the ESPN complex – before this tryout or anything happened. We didn’t even know,” said Steve Haynes. “My son [Casey] played in Cooperstown [New York] when he was 12 and now he’s 17, and he even he said he wishes he could play there. Now we’re really excited. We’re looking forward to it.”

The tournament bracket is divided into eight regional teams, and tryouts were held at multiple locations in each region.

Haynes attended a tryout for the Great Lakes Region – comprised of Illinois, Indiana, Kentucky, Michigan, Ohio and West Virginia – at the Stuart Sports Complex in Montgomery.

His tryout consisted of batting, first base fielding and outfield work, and a score was given for each

“I was nervous because there were so many talented kids there,” Haynes said. “When I got there, I realized it wasn’t that bad. It wasn’t anything I hadn’t done before. It was a really big relief to be selected.”

The opening ceremony and practices take place Aug. 8 before pool play starts the following day. The tentative schedule indicates that Haynes and the Great Lakes National League team will open pool play with the Atlantic, Northeast and Southeast teams. The remaining four teams from the Central, Midwest, Far West and Northwest regions make up the other half of the National League pool play bracket.

Bracket play begins Aug. 10, and the top team from the National League will meet the American League in the championship game on Aug. 12.

“It’s going to be really cool, and I can learn from the other players there and how they play and make myself a better player,” Haynes said.

He has received several donations to help with tournament expenses: Carlos Lopez, owner of RampNow LLC in Montgomery, Dr. Jason Monroe, DDS, of Village Green Dental in Aurora, and Ken Pickerill, longtime coach, educator, mentor, Oswego community member and supporter of local sports programs.

Top Illinois running back Ivory Kelly-Martin makes immediate impact

By KRISTIN SHARP ksharp@kendallcountynow.com Ivory Kelly-Martin built an impressive football resume in three seasons with Nazareth.

The 5-foot-11, 185-pound star running back helped the Roadrunners to a pair of state championships as their leading rusher. But weeks after winning his second state title with the Roadrunners, the former School District 308 student made the decision to come home.

The Plainfield resident transferred in December to start the second semester at Oswego East. Now, Kelly-Martin has spent the summer showing his new teammates just what it takes to play in Champaign in November. Oswego East has just two playoff appearances in its 12-year history and has advanced no further than the second round.

“It’s all about getting that winning mentality,” Kelly-Martin said. “Coming from Naz, it’s a little different here.

It’s all about having fun out there with these guys and making the most of my senior year. We want to make it as far as we can.”

Kelly-Martin went to Bednarcik and then transferred to Murphy Junior High when the building opened in 2012.

When he graduated eighth grade, he enrolled at Nazareth in LaGrange.

“There’s some new faces, but mostly I know all of them,” Kelly-Martin said. “I was really lucky to have gone to school with these guys. The biggest thing is just the change of atmosphere.

I’m just here to enjoy my senior year and make the best of it, and help these guys out to maybe get something they’ve never gotten before.”

Kelly-Martin, who had 190 carries for 1,972 yards and 33 touchdowns for Nazareth last season, will work out of the backfield with Tyran Bailey, who led the Wolves with 671 yards rushing.

He got his first taste at Oswego East football this summer, participating in five different events in June and July.

“He’s a good kid and he’s been a great addition. He fits right in,” Oswego East coach Tyson LeBlanc said. “He’s not naturally really vocal, but he’s taken on that role a little more. I think it’ll help him now and in the future.”

“All this work is finally paying off for me. ... I really felt comfortable with all the players and coaches. Their coaching staff is amazing,” Kelly-Martin said of the Hawkeyes. “It was a no-brainer. The facilities are also ridiculous.”

Oswego East spent its summer competing at Aurora University, the Wheaton Warrenville South Red Grange Lineman Challenge and Joliet Central

among others. Oswego East also took second at the Bolingbrook Lineman Challenge on July 20.

Last Thursday, Oswego East closed out its summer schedule by hosting an eight-team 7 on 7 event and faced Metamora, Sterling, Neuqua Valley and Glenbard East. No scores were kept, and each team played five games under excessive heat conditions.

“I thought we did well. I wouldn’t say any of those teams got the better

of us,” LeBlanc said. “The summer is about finding out who can play and who knows what they’re supposed to do, and a lot of time that decides who is going to play when they know what they’re supposed to do. This is probably the fifth 7-on-7 that we’ve done, so we’ve got a lot of reps and had opportunities to see a lot of guys in different positions.”

Now, the focus shifts to the official first day of practice on Aug. 8 – and work begins for the season opener and Southwest Prairie Conference opener on Aug. 26 at Joliet West. With the addition of Joliet West and Joliet Central to the league for the 2016-17 school year, all nine regular season games will be against SPC teams.
