Kifowit re-elected to 3rd term Unofficial totals show big lead over Strick SHAW MEDIA Voters in the 84th State Representative District re-elected Stephanie Kifowit of Oswego to a third term in the Illinois General Assembly in balloting Tuesday.

Final, unofficial vote totals show Kifowit with 20,054 votes to 12,361 for Mike Strick, a Naperville Republican and business owner.

In seeking re-election, Kifowit cited her record of voting to support state services for those in need while also supporting a property tax freeze.

Asked in a Record Newspaper ques-

tionnaire what project unrelated to budget or tax issues would be her top priority if re-elected, Kifowit, a U.S. Marine Corps veteran, noted that she is currently serving on the Veterans Suicide Task Force. She pledged to “continue to work towards ensuring Stephanie that the needs of our vetKifowit erans are met.”

Kifowit added, “There is new growth coming to the area, and it is important for the roads to be able to withstand this new capacity. In addition, I will continue to ensure I am accessible and available to the public.”

She added, “I have consistently voted to support services to take care of those who need help and to Freeze

Property Taxes. I believe in services that maintain a quality of life for the most vulnerable in our society.”

Kifowit also said she supports a change in the state’s public school funding formula.

“All school districts in my district need a fair and equitable funding formula for schools, which does not result in the loss of revenue for our school districts, in addition to the payment of past due school construction grants, that have not been fully funded for about a decade. There needs to be a comprehensive analysis of school funding in Illinois, along with a comparison of what other states are doing with regards to school funding,” she said.

Prior to being elected to the General Assembly, Kifowit lived in Aurora where she served as an alderman.

Oberweis returns to state Senate

By BRENDA SCHORY bschory@shawmedia.com Incumbent Republican state Sen. Jim Oberweis won re-election over his Democratic opponent, Corinne Pierog, with 34,252 votes to her 26,072 votes, in unofficial results Nov. 8.

Oberweis, of Sugar Grove, and Pierog, of St. Charles, previously vied to represent the 25th District in 2013 with Oberweis winning.

“I’m very honored that the voters chose to send me down to Springfield for another four years,” Oberweis said. “I hope that I can help to turn our state around and get our economy moving forward again. The last four years have been pretty frustrating. It’s looking like Republicans are going to pick up a few Senate and House seats, which hopefully will send a message to Mr. Madigan that it’s time to be

reasonable.”

Oberweis was referring to House Speaker Michael Madigan.

Pierog said she thought her campaign and supporters “did great.”

“There was a large support from committed voters and committed volunteers, excited they could have a candidate they could support,” Jim Pierog said.

Oberweis “The voters all came out; we had a good strong vote,” Pierog said. “We tried very, very hard. We worked hard. We got a chance to meet many, many people. We heard many of their voices and their needs – from special needs to our seniors – and it’s only with hope that Jim Oberweis will start listening to the concerns of his constituents, and not just the needs of

big business.”

Oberweis said he believes he does represent the needs of all his constituents – Republicans and Democrats alike.

“I have been very active in supporting groups like Mutual Ground, Hesed House and the Northern Illinois Food Bank – on whose board I serve,” Oberweis said. “I just think we need to do more independently instead of relying on government to meet everyone’s needs. We need to do more things on a private basis – and many groups are doing that.”

Oberweis said once the state’s economy gets moving faster, it will generate more tax revenue so the state can afford to pay for more programs.

“Mr. Madigan has to come around to compromise on common sense reforms,” Oberweis said. “It’s critical.

Mr. Madigan is killing this state.”

49th ILLINOIS SENATE DISTRICT

Bertino-Tarrant has lead over GOP challenger SHAW MEDIA As of Tuesday night, state Sen. Jennifer Bertino-Tarrant, D-Shorewood, led the District 49 race with 50,996 votes while Republican challenger Michelle Smith had 45,904 votes in Will and Kendall counties.

Bertino-Tarrant could not immediately be reached Tuesday.

She’s previously said her top priority is shifting school funding to the state.

She also said she can work with both parties and does support certain elements of Gov. Bruce Rauner’s Turnaround Agenda.

Wheeler again defeats ex-mayor Incumbent SHAW MEDIA Incumbent State Rep. Keith Wheeler, R-Oswego, won re-election to a second term from the 50th District in the General Assembly Tuesday by a wide margin.

For the second time in two years, voters chose Wheeler over former Yorkville Mayor Valeria Burd, a Democrat. Wheeler first won election to the General Assembly in 2014 by defeating Burd.

tion, Wheeler noted that Governor Bruce Rauner had reduced the size of his controversial turnaround agenda from “four items to just five. Those five items are: term limits, redistricting reform, work comp reform, property tax freeze, and pension reform.

I support all five and look forward to bringing about these solutions to help Illinois become a more fair and competitive state.”

11th CONGRESSIONAL DISTRICT

Foster cruises in bid for third term SHAW MEDIA

U.S. Rep. Bill Foster, D-Naperville, won a third consecutive term handily Tuesday.

Foster won by large margins in all four counties in the 11th District against Republican opponent Tonia Khouri.

The unofficial vote count was Foster, 73,568, and Khouri, 46,256.

In DuPage County alone, where Khouri is a county board member, Foster had 12,782 votes to Khouri’s 8,202.

“I was really heartened by the number of Bill Foster young people that came out to work in our campaign and vote,” Foster said. “I think they realized that this was an import-

ant election.”

Foster, who typically introduces himself to audiences as a businessman and scientist, also said that he thought his young supporters “like the idea of at least one scientist being in Congress.”

By TONY SCOTT tscott@kendallcountynow.com For the second time, incumbent state Sen. Sue Rezin, R-Morris, defeated Democrat Christine Benson of Ottawa Tuesday in a race for the 38th Senate District, with most of the precincts reporting.

Rezin defeated Benson in 2012, gaining 54 percent of the vote.

Tuesday evening, Rezin defeated Benson again, this time with 58 percent of the vote.

Sue Rezin Rezin had 44,891 votes to Benson’s 32,679 votes with 17 precincts outstanding in LaSalle County late Tuesday evening. There were 201 out of 218 total precincts reporting in the district.

The 38th Senate District includes portions of Kendall, Grundy, Putnam, LaSalle, Livingston, Bureau and Will counties.

Following the results Tuesday evening, Rezin thanked the voters of the district for giving her another term.

“It is my honor to serve the 38th District in the Illinois Senate and I want to thank the voters for giving me the opportunity to keep fighting for them in Springfield,” she said.

“My opponent very graciously called me earlier this evening, and I want to thank her for a race well run. Finally, I want to thank my family for their unconditional love and support.”

Let’s not do this kind of political season again There is a great scene at the end of the 2008 Coen Brothers black comedy “Burn After Reading” where a CIA analyst named Palmer sums up an extremely twisted story that serves as the film’s plot to his boss and the boss asks, “Well, what do we learn?”

Palmer responds, “I don’t know, sir.”

The boss then slumps back in his desk, breaths a heavy sign, and says, “I don’t know ... either. I guess we learned not to do it again.”

Those words sum up our view of campaign 2016 and Tuesday’s election.

We hope that we, as a nation, don’t let another divisive campaign/election season happen like this again.

More than a year of negative campaigning on both sides – fueled by millions and millions of dollars in special-interest money – has served to further fracture our nation’s political fault lines and will now make it even more difficult for our new president,

Congress and the Illinois General Assembly to find the compromises that are necessary to move our state and nation forward. It’s an extremely distressing situation.

History, however, shows that we have endured several highly contentious national political seasons before and managed, in good time, to move collectively forward to something better.

As Winston Churchill once said,

“A pessimist sees difficulty in every opportunity; an optimist sees the opportunity in every difficulty.” We will continue to see the opportunities ahead if we as citizens and our elected officials are willing to end the political divisiveness and work towards compromise. In the meantime, we hope our newly elected officials and their respective parties have learned not to do this kind of political season again.

Capt. Haynes survived Civil War, but not its aftermath Down at the Cowdrey Cemetery, just off Ill. Route 71 between Oswego and Yorkville, you’ll discover the once-towering marker for Andrew Jackson Haynes, and wonder at the mystery of the monument’s inscription.

The Haynes monument is a twopart obelisk (the top of which has since fallen from its base) memorializing Haynes, who was murdered in 1869 in Arkansas.

According to the epitaph on the monument: “Capt. A. J. Haynes, Assassinated by Collyer while in defence of his country at Marion, Ark, July 15 1869, Aged 31 yrs 1 m 5 dys, O Mother do not weep though You never see again thy noblemanly Son who in a Capt. A. J. distant land was slain.” Haynes That epitaph has fascinated me ever since I first saw it more than 40 years ago. As we recognize the service of our veterans this month, it might be a good time to look into how a young Kendall County man came to be shot dead in Arkansas.

When the Civil War broke out, Haynes decided to enlist in Company C, 4th Illinois Volunteer Cavalry Regiment.

The 4th Illinois Cavalry was recruited by Democratic political heavyweight T. Lyle Dickey. Dickey, an Ottawa lawyer and judge, was a Mexican War veteran, where he had served as a captain of cavalry, meaning he had military experience – along with his considerable political pull.

As a result, he was authorized by the U.S. Army to recruit a federal cavalry regiment. Republican Illinois Gov. Richard Yates, however, com-

REFLECTIONS Roger Matile plained, probably to his close friend Abraham Lincoln, and the War Department decided Dickey’s unit ought to be an Illinois volunteer regiment after all.

Company C was recruited mostly in Kendall County, with the pitch to enlist made by Capt. Charles Townsend and Lt. Asher B. Hall. Both men were well-known Oswego-area residents, Townsend a wealthy farmer and Hall a merchant, and both came from substantial Kendall County families.

In his enlistment papers, Haynes, an Oswego tinsmith by trade, was described as black-haired and blue-eyed, standing almost two inches over six feet. Enlisting as a private, Haynes served with the 4th though some pretty heavy campaigning in the western theater of the war with the Army of the Tennessee at Pea Ridge, Shiloh, Forts Henry and Donelson, and Vicksburg.

Late in the war, Haynes heard there was a chance at promotion with one of the new black regiments being formed.

On Feb. 18, 1864, he was discharged from the 4th Illinois Cavalry as a sergeant and then mustered in the same day as a captain in the brand new 1st Mississippi Cavalry (African Descent). A month later, the 1st Mississippi was converted to the 3rd U.S. Colored Cavalry Regiment.

During the Civil War, the Union was willing to recruit regiments among escaped slaves and free blacks, but there was a strong cultural pro-

hibition against black officers. Thus, officers in black regiments were almost uniformly white. When the 1st Mississippi was formed, the call went out for experienced horse soldiers, of which by then, Haynes was certainly one.

If Andrew Haynes expected his new post to be less rigorous than serving with the 4th Illinois, he was mistaken. By all accounts, he was an effective combat leader, receiving a commendation for his actions during the battle at Black River Bridge.

The 3rd USCC saw lots more hard campaigning, including the hunt for Jefferson Davis as he and his wife attempted, unsuccessfully, to flee the country at the end of the war.

The 3rd USCC was mustered out of U.S. service on Jan. 26, 1866, but Haynes decided to stay in the South to assist in reconstruction and was subsequently appointed as an officer in a black Arkansas militia unit. His reconstruction activities did not make friends among defeated rebel military officers and troops.

One of those with whom he had a dispute was a former rebel soldier and Ku Klux Klansman named Clarence Collier. On July 15, 1869, Collier, who already had a $500 price on his head for the murder of George J. Bethel, took his revenge by ambushing Haynes in downtown Marion, Arkansas, shooting him dead.

An article in the Aug. 5, 1869 Kendall County Record reported the incident: “…Clarence Collier, who had apparently been lying in wait for him [Haynes], came out of a grocery on the opposite corner of the street Haynes was leaving, and without a word of warning, drew a bead upon him with a double-barreled shotgun and fired. The charge took effect in

Captain Haynes’ left side. The assassin instantly discharged the contents of the second barrel into his back. The Captain fell upon his face a corpse.

But the vengeance of the brutal fiend was not satisfied. He advanced toward his prostrate victim and emptied his revolver into his body, riddling it with balls. Two lodged in his head.

The assassin coolly returned to the grocery whence he had issued to do his bloody work, received his coat, mounted a horse, evidently prepared for the occasion, and rode out of town undisturbed.”

Collier was just 23 when he pulled the triggers on his shotgun and emptied his revolver into Haynes.

Haynes’ body was brought back to Kendall County for burial, John Redmond Marshall wrote in the Aug. 5, 1869 Record: “The corpse of Andrew J. Haynes, who was murderously shot dead by one Collier, at Marion, Arkansas, arrived last Thursday and was buried next day in the Cemetery near Morgan’s.”

Collier was never arrested despite the public nature of Haynes’ murder, the authorities protesting they were unsure what had happened. According to at least one source, the case is still considered unsolved by Arkansas law enforcement officials.

You might think 1869 is an awful long time ago, but the poison of those divisive years of war and more war are still with us as yet another Veterans Day rolls around. As William Faulkner (who knew a thing or two about the South) so famously and so accurately phrased it: “The past is never dead. It’s not even past.”

To the Editor: This Veterans Day, please take a moment to remember all those men and women who have or are serving this great country. These brave individuals put their lives in harm’s way to protect our very freedoms. Serving our country is the ultimate commitment.

They serve on the front lines to give us the freedoms that we all can enjoy. Each and everyone deserves our gratitude and respect. Without those who are willing to sacrifice their lives to protect us, our freedoms would be a thing of the past.

Anyone else concerned?

To the Editor: When I first read about the plan to build a new Oswego police station at a cost of $30 million I was stunned, but I said nothing and let it go. When I read the article (Oct. 13) that gave a few more details, I became appalled at how the village board attempted to justify spending $30 million. Board President Gail Johnson said, “It’s important to be a welcoming place to the community.”

“How awesome would it be to have the community feel welcome to this place for other things.”

Seriously? Also, let me quote Peter Ruggiero (basically the salesman for the architectural firm), “They don’t need to work (referring to department employees) like they have in little rooms and cubicles.” Heaven knows that village employees need a beautiful view of Woolley Road when discussing ways to

save taxpayers money.

I don’t understand construction or architecture, but I think I still understand $30 million and what goes along with it.

By that I mean more police officers will need to be hired, and more tickets will need to be issued to provide more income. It’s a means to an end. Kendall County already has the highest taxes in the state, and I think the residents have had about enough.

Ask any homeowner what kind of house they could build for $1 million.

Then ask them what they could build for $5 million, etc.

I’m not saying that a new police station isn’t needed (actually I don’t think it is), but I question the amount being spent in proportion to the need. This is Oswego, folks. Not the south side of Chicago. Are there others out there that share my concern?

Monster Mash Bash thank you

To the Editor: Children in Oswego celebrated Halloween in style at the Oswegoland Park District’s Monster Mash Bash on Saturday, Oct. 29. A kangaroo was spotted in the bounce house, Tinker Bell was getting her face painted, and there were superheroes taking on the obstacle course with skill.

Over 500 kids and their families came to the event to play games, meet favorite princesses, win prizes, and have fun.

A community event like this would not be possible without the help of all our wonderful junior high and high school aged volunteers. We are grateful that our student volunteers spent their afternoon making this a memorable event for all the kids.

Hultgren pulls far ahead of challenger

By BRITTANY KEEPERMAN bkeeperman@shawmedia.com CRYSTAL LAKE – Unofficial vote totals indicate that incumbent Randy Hultgren, R-Plano, will likely maintain his seat as congressional representative in Illinois’ 14th District.

Hultgren had about 141,929 unofficial votes compared with Democratic challenger Jim Walz’s 98,143.

Votes were counted from different counties the district covers including McHenry, Lake, Will, Kane, DeKalb and Kendall.

Hultgren has held the seat as representative for Illinois’ 14th Congressional District since 2011 and said he puts small families and businesses first. He also wants to prioritize infrastructure and transportation.

If elected he said he would continue to fight for jobs, families and limited government.

Asked about his plans for the next term, Foster said, “I think the opioid ep-

“The input we received [at Tuesday’s forum] was very valuable,” he said. “The comments opened the committee’s minds up to things they have not been thinking about.”

The Oaks mother said she was pleased with how much time committee members spent with her group that evening and that she believes her voice was heard.

“Almost every single committee member seemed to be very invested in making the best decision for the district and for the greatest number of kids. That’s all we can hope for in the end,” she said.

Committee members said that mostly families with homes in rural areas were concerned with proposed changes. A switch from the west side of town to the east side of town comes with transportation woes and being fed into a new high school.

One committee member, whose children were uprooted when boundaries changed four years ago, said she’s grateful to not be dealing with another upheaval.

“Change is hard, but it usually works out OK,” she said of her children’s acclamation to switching schools. “Kids are more resilient than us.” disbanded. I am open to making across the board cuts if we can’t actually negotiate specific cuts that will start to close the budget gap.”

Hundreds of concerned parents showed up to voice their opinions this past week during a series of public forums surrounding attendance boundary changes in School District 308.

The changes would go into effect during the 2017-18 school year and could impact hundreds of students who will be forced to attend new schools.

Some proposed boundary changes split neighborhoods in half, sending backyard neighbors to different schools. Families that once used neighborhood trails to walk to school will now have to use mobile transportation instead.

Parents and community members were afforded the opportunity to speak out about issues concerning proposed boundary changes during the public forums held on Nov. 2 and Nov. 3.

On Nov. 3, parents filled the bleachers at Traughber Junior High School in Oswego, armed with hand-outs and ready to plead their cases to the district’s Boundary Advisory Committee members.

The 37-member Boundary Advisory Committee, which is tasked with re-

drawing School District 308’s school boundaries, consists of two board chairs – Lauri Doyle and Dr. Michael McDowell – 10 administrators, and 25 community members. The committee has already met four times since August to analyze data and provide feedback used to create the map drafts for the public forums which were discussed this week.

The committee will take public feedback into consideration when it meets again on Nov. 10.

According to the district, final determinations and recommendations by the Boundary Advisory Committee will be shared at the Nov. 28 Board of Education meeting. The BOE is anticipated to vote on boundary recommendations at its Dec.12 meeting. After the holidays, building administration will begin planning for onboarding those students and staff affected in the process.

Some of those students affected live in The Oaks at Churchill Club subdivision in Oswego and attend Old Post Elementary School. According to one map, that could change and those children would attend Southbury Elementary in Oswego next school year instead.

“The Oaks is mostly new construction,” one mother explained. “Many of us, upwards of 50 houses built in The Oaks over the past three years, have children already and moved with certain expectations of where our kids would be attending school.”

She said she’s worried that because the subdivision’s small size, the kids will get lost in the shuffle and moved around often as boundaries change.

So, she came armed with stickers and fliers that read “Keep The Oaks at Old Post” in an attempt to sway the opinions of committee members.

“What we know is that all of the schools in the district are pretty much fantastic. Not pretty much fantastic, they are fantastic,” the mother who asked not to be named on account of her children’s safety said. “As someone with family in district, I know how hard the district works. Having said that, we’re concerned with the move because of our size. We’re worried that we’re going to keep getting moved as boundaries change. We are so few students, and we think there is room for us where we are.”

But, there are a lot of criteria to consider, said Rob Schwartz of RSP and Associates, a demographer firm hired

Teen killed in crash

By TONY SCOTT tscott@kendallcountynow.com A Montgomery teen and his teenage passenger were killed in a crash in rural Virgil Township in Kane County on Saturday evening, police said.

Driver Arthur Stenger, 16, of Cambridge Way in Montgomery and his passenger, Elijah Vajgert, also 16, of Maple Park were killed when the pickup Stenger was driving entered the intersection of Meredith Road and Beith Road and was struck by a semi-truck hauling corn.

Kane County Sheriff’s Office spokesman Lt. Pat Gengler said the 2002 Chevrolet S-10 pickup driven by Stenger was westbound on Beith Road and stopped

at the intersection with Meredith Road at approximately 5 p.m. Saturday. A 1979 Peterbilt semi hauling corn was driving southbound on Meredith and did not have to stop, Gengler said.

“For an unknown reason the Chevrolet S-10 pulled into the intersection and was struck by the semi,” Gengler said. “After the vehicles collided, they rolled over and took out a utility pole and power lines near the intersection.”

Stenger and Vajgert were pronounced dead at the scene, Gengler said. The 60-year-old driver of the semi was treated and released at the scene.

The sheriff’s office and the Kane County Accident Reconstruction Team are continuing to investigate, but no tickets have been issued, Gengler said.

Sex offender from Oswego gets prison time for failure to report

Kendall County Judge Timothy McCann recently sentenced Michael A. Najar, 43, of the 5000 block of U.S. Route 34, Oswego, to seven and a half years in state prison on two separate charges of unlawful failure to report as a sex offender, both Class 2 felonies, according to State’s Attorney Eric Weis.

Najar was originally charged in September of 2014 when he failed to report to the Kendall County Sheriff’s Office as required by the Sex Offender Registration Act. A Kendall County jury found Najar guilty of that charge in August, and Najar was sentenced for that offense to three and a half years in prison, according to Weis.

More than 600 households respond to mailer, say village not a good home for retirees, singles

By ERIKA WURST news@kendallcountynow.com A recent village-sponsored survey answered by more than 600 Oswego households shows that residents think the village is a great place to live and raise kids, but not retire or spend their single years.

The results follow the completion of a six-page survey that was mailed to a random sample of households throughout the village recently. The goal was to obtain 500 finished surveys. The village ended up obtaining 629, according to Jason Morado of the ETC Institute, which the board hired to complete the survey project.

Morado said the purpose of the project was to assess how satisfied residents are with village services, to set baselines for future surveys, compare Oswego’s performance with national and regional averages, and help determine the priorities of the community. The ETC Institute conducts surveys across the country and in 49 states.

“Satisfaction with village services is much higher in Oswego than in other communities,” Morado said, noting that satisfaction ratings were 24 percent above the regional average and 14 percent over the national average. Ninety percent of respondents identified Oswego as an excellent or good place to raise kids, while 88 percent identified the village as an excellent or good place to live. There were, however, some categories that scored lower than others in terms of satisfaction, and should be addressed, Morado said.

Forty percent of respondents identified Oswego as a below average or poor place to retire. The survey showed 36 percent of respondents identified the village as a poor or below average place for singles to live. Residents also identified transportation options and job availability as areas that need improvement.

Only 29 percent of respondents indicated that Oswego was a good or excellent place in terms of job availability.

The survey also queried residents about police

and library services, waste management options, customer services, and a host of other topics in an attempt to gather pertinent information to help bring the village into the future. Traffic flow and congestion and overall management of village finances were both categories that didn’t see great satisfaction scores, Morado pointed out.

In terms of what residents are leaving Oswego to purchase, fine dining food, furniture and cars topped the list. As the village works on bringing new businesses to town, this is important information to consider, Morado said.

Board members indicated that they were pleased with the results of the survey, which will help them plan for the future.

Village Administrator Daniel DiSanto said that in addition to the survey findings, the village is working on a branding campaign, a convention and visitors bureau study, village priorities and strategic planning. He said all of these things will help residents be best served.

Weaver began working with the village on Nov. 6, 1986, and has been instrumental to the public works department, said Public Works Director Jennifer Hughes.

“In addition to public works, he’s also a firefighter,” Hughes said. “I can’t

think of anyone who is more invested in everything we do in the village.”

Weaver was raised in Oswego and is married to his wife, Pam. They live in the village with their children.

Hughes pointed out how much things have changed since Weaver began his tenure with the department.

“When he started, there were three people in public works,” Hughes said.

Weaver was in charge of plowing snow, the village’s water system, road and infrastructure work and other important duties.

“To look at how we’ve grown as a community, well, a lot of it was through the hard work of Jerry,” Hughes said.

In addition to being responsible for the delivery of 850 million gallons of water every year, Weaver has gone on to continue his education and constantly improve himself and his knowledge, Hughes said.

“We certainly owe an awful lot to Jerry and his work over the years. I can’t tell you how valuable Jerry has been to the organization and helping us run the department,” Hughes said.

Two from Aurora charged in Boulder Hill burglary

The Kendall County State’s Attorney’s Office has charged two Aurora men with residential burglary in connection with the burglary of a home last winter in the 200 block of Fernwood Road in Boulder Hill.

According to the Kendall County Sheriff’s Office, Alfonso Nino, 21, and Jose Arzate, 19, have both been charged with one count of residential burglary, a Class 1 felony, in connection with the Dec. 21 incident. Aurora police took Nino into custody Oct. 26, while Arzate turned himself in to authorities Nov. 7.

Bond for the suspects has been set at $50,000 each and they remain in custody at the Kendall County Jail in Yorkville, according to the sheriff’s office.

Montgomery Village Trustee Theresa Sperling has announced her intention to seek a second term as trustee in the April 4 village election. She was first elected to the board in 2013.

In a statement, Sperling said, “I am excited to announce that I will seek re-election as trustee. During this first term, there have been many wonderful accomplishments. Yet, there is always more work to do.”

She continued, “In the coming months, I look forward to meeting many more residents and hearing about what is important to you. I appreciate all the positive feedback and support I have received over the last few years. I am ready to serve our village for another four years.”

Library feeling state budget pinch Population rose, but fewer dollars given per person

By LYLE R. ROLFE news@kendallcountynow.com The state of Illinois’ financial problems will be affecting the Oswego Public Library District for the coming year.

Each year since 1980, the library district has received as much as $73,000 in state per capita grants from the Illinois Secretary of State’s Office. The grants are based on the district’s population.

The per person grant was 24 cents for every person in the library district in 1980, and increased to a high of $1.34 in 1995. For the past two years, it was $1.25, but this year, Secretary of State Jesse White has notified the district that it would be only 77 cents for 2016, “due to state budget cuts.”

This is the lowest it has been since 1985, when it was 53 cents per capita.

The largest grant received to date was $73,589 last year, based on a population of 59,871 and a per capita rate of $1.25.

But for 2016, at the lower grant amount and the same population, the district is expected to receive only $45,380.

Sarah Skilton, library director, told library district trustees at an Oct. 26 board meeting that she received notice of a special census this year that would add 2,733 more people, bringing the new district population up to 61,594.

If the new population figure is used, these additional 2,723 people would bring the new per capita grant up to $47,427, still far below past grants.

From the time the first grant was given in 1980 through this year, with the additional population, the district will have received $2,287,673.

Last year’s $73,589 grant was the largest amount the district has received since the program started in 1980.

The largest amount before this was $62,217 in 2010, based on a population of 60,931 from a special census that year.

It was paid at the rate of $1.06 per resident.

Skilton said the money received this year will be used to purchase materials for children and adults including books, audio-visual materials and special collections.

The amount will be split evenly between the two departments and between the Oswego Campus and Montgomery Campus libraries, the same as the previous grant, according to Skilton.

These items encourage reading for information and enjoyment, and support lifelong learning through educational programming, she said.

According to White, the funds can be used for programs, personnel, continuing education, supplies, equipment, electronic access including computer software and hardware, travel, public relations, telecommunications, and contractual services.

They also can be used to supplement the regular budget but cannot reduce, nor cause to have reduced, the library’s levy in the current year or in the next year.

Skilton said capital expenditures are not allowed with per capita funds.

Even though the grant is an Illinois Public Grant approved by and announced by White, Skilton said the funds actually come from the federal government.

The funds are part of the annual Illinois Public Grant given to more than 600 libraries throughout the state every year. As state librarian, White is responsible for awarding the grants from funds appropriated by the General Assembly.

In a press release White said the grants help ensure that public libraries have the resources to address patron and community needs.

“I know the libraries count on these grants for important expenses such as paying for materials, programs and technology,” White said. “Our public libraries are truly the cornerstones of our communities. In these hard economic times they are the lifesaver of those who need help to better their lives and provide the best and most reliable resource Illinois citizens have to obtain information.”

Rotary Club collecting coats Donation boxes are set up at local businesses, District 308 schools through February OSWEGO LEDGER The Rotary Club of Oswego has announced its 2016-17 Coats for Kendall winter clothing drive.

The club will be collecting coats, scarves, hats, gloves and mittens through the end of February. The items will be available at no cost through the Kendall County Community Food Pantry.

The Rotary Club of Oswego also will make these coats available as needed through Hesed House, The Wayside Cross, Mutual Ground, Salvation Army and any other

agencies that are in need.

“As part of the Coats for Kendall program, Rotary Club of Oswego is working with the schools in our community to make sure that each student in need can leave school in a warm coat, gloves and a hat this winter,” said a news release from the club.

Look for the collection boxes in many local businesses, and in the Oswego Community School main entrances.

“We would also like to thank Groot Industries, Keith’s Car Care, the Oswego Park District, AutoSmart, Village of Oswego and Nezpique for their continued support of the Rotary Club’s efforts,” said the news release.

State representative a principal for a day at local schools OSWEGO LEDGER State Rep. Stephanie Kifowit, D-Oswego, recently visited various schools in the 84th District as part of the Illinois Principals Association’s Principal for a Day program.

Kifowit had the opportunity to visit Churchill Elementary and Oswego East High School in Oswego and McCarty Elementary in Aurora. She met with many students and teachers, sat in on classroom presentations, and spoke with students about her role as a legislator, how a bill becomes law, and other functions of state government.

Wolves’ defense good, but Ramblers’ is better

Oswego East football coach Tyson LeBlanc took some time Sunday to replay film from the Class 8A second round playoff game.

That only reconfirmed what Le­ Blanc already knew: Oswego East had opportunities to knock off No. 1 Loyola.

The No. 16 Wolves (9-2) kept the Ram­ blers (11-0) to a season-low 22 points, but Oswego East was shut out of the end zone as Loyola contained Iowa-bound Ivory Kelly-Martin to just 33 yards rushing on Saturday. The result was a 22-3 season-ending loss for Oswego East.

“Our defense played lights out.

Talking to their coaches after the game, they said we were by far the most phys­ ical and the best defense they’d seen all year,” LeBlanc said. “Coming from the conference they play in, that means a lot. We weren’t in it for moral victories, but that’s a great compliment coming from them. They’re a great team and a great program.”

Loyola, which is currently ranked No. 30 nationally by High School Foot­ ball America, will now travel to No. 24 Huntley on Saturday for a 1 p.m. quar­

terfinal game.

“If you would have told me on Friday that we were going to hold them to 22 points, I would have told you that we were going to win by two touchdowns,” LeBlanc said. “I thought we had a really good game plan offensively. There were some things we didn’t execute very well, but they’re a very good defense.”

Oswego East reached the red zone twice, and was inside the Loyola 30 in two other situations, but could not convert those drives into points on the scoreboard.

“Offensively, I wouldn’t say we’ve struggled in the red zone because we really haven’t, but we struggled in the red zone against Oswego and we strug­ gled against Loyola – two teams with good defenses,” LeBlanc said. “For us, the closer we got to the goal line, the less space there is for our athletes to operate. They made plays when they needed to and got stops. When you’re playing a team like that, you can’t at­ tempt field goals and win games. You’ve got to score touchdowns.”

Loyola struck first on a 5-yard touch­ down run by Duke recruit Jake Mar­ wede, and a two-point conversion gave the Ramblers an 8-0 lead with 4:35 to

play in the first quarter.

Oswego East got on the board in the second quarter behind a 43-yard field goal by Chase Bruns after an incom­ plete pass on third-and-9 to create an 8-3 game. But Loyola countered with an­ other TD by Marwede – this time from 8 yards out – and Marwede made the two-point conversion catch in the end zone for a 16-3 halftime lead.

Oswego East had a big third quar­ ter with two more opportunities to cut Loyola’s lead. After a big connection from quarterback Jaylon Banks (17-for33, 227 yards) to Collin O’Reilly put the Wolves at the Loyola 5, the Wolves were pushed back to the 9 and on third-and-9, Banks’ pass was heading for Kijana Caldwell in the end zone when it was tipped it away. The ensuing field goal attempt missed. The Wolves also drove to the Loyola 31 later in the quarter, but turned the ball over on an incomplete pass on fourth down.

“We picked them off twice – once in a two-point conversion as well. He’s a jack-of-all-trades,” LeBlanc said of Ol­ iver. “He’s played defensive end for us all year and because of their big re­ ceiver, Jake Marwede, we decided to use Tahj on him a lot because Tahj is a physical guy who can run. Any time you have a guy out there who is 6-5, 240, we had to do what we could to match up with him, and Tahj did a good job.”

Oswego East tried to put together a final offensive series with 4:35 to play in the game. Banks found Justin Clark for a completion at the Loyola 35 before O’Reilly caught a pass and Kelly-Martin came through with some rushing yards to reach the Loyola 25. But on fourth down, Banks was sacked and Loyola left its offense on the field until the final horn.

“The thing I talked to our kids about before the game was to go out and have fun because I think when we played Os­ wego earlier in the year, we played very uptight. That’s one thing we were able to do. We went out and played loose,” LeBlanc said. “We put everything on the line.”

The Oswego Bears Pop Warner Jr PeeWee team won its semifinal game, 24-0, to advance to the Chicagoland Conference finals against the Lockport Jr Porters at St. Francis High School in Wheaton.

The Bears are undefeated and have not allowed a score this season. In the semifinal matchup, the Oswego Bears Jr PeeWee team shut out the Robbins Cal Park Eagles. The Bears started their second offensive drive pinned back on their 1-yard line from a punt by Robbins. Jackson Gillen caught a pass to get some breathing room. Tyler Bibbs and Chase Gerwig found the end zone. Zack Clarke kicked in each extra point he attempted. Chris Dicosola and Gillen had sacks for the Bears. Gillen also had a stripped ball for a fumble which was recovered by David Drendel. Bryson Mello had a key tackle to avoid a long TD run by Robbins. Zack Clarke kicked in each extra point he attempted.

The boys bowling teams from Oswego and Oswego East will take different paths to success this winter.

The Wolves return four varsity bowlers from a team that finished second in the Southwest Prairie Conference to Minooka, and Oswego East hopes that experience will carry the Wolves to sectionals. In contrast, the Panthers return only one varsity bowler and hope to gain progress through the regular season schedule to prepare for the competitive January stretch.

“We still have some experience, but we’re one of the youngest teams around,” Oswego coach TJ Arnold said. “Our key is going to be experience. These early matches will be seasoning matches to get these guys ready for our conference.”

Oswego East senior Sean Benson and sophomore Will Clark return to the Wolves’ lineup after sectional appearances last year, as well as senior All-Conference bowler Travis Sturk and junior teammate Troy Sliwa. Junior Max Wojciechowski recently joined the roster after the Oswego East football season’s season ended.

“My starters were on summer leagues and kept bowling all summer to keep sharp. They’re pumped,” Oswego East coach Frank Johnsen said. “We went 8-1 in match play last year and took second in conference, and they’ve never accomplished that before. They’ve always been in

the bottom half. They were really pumped. These guys are stepping up and they’ve matured more.

I’m expecting big things from them.”

Oswego will be without Joey Preston in its lineup for at least six weeks after the junior and SPC tournament champion injured his ankle in practice recently.

“I’m definitely impressed with the way the guys are stepping up around him,” Arnold said.

Seniors John Rizzi and Parker Bradford, juniors Jack Perkins and Joseph Leverich, and sophomore Philip Schmidt along with freshman Kevin Cherven will be helping carry the Panthers in Preston’s absence.

The Plainfield North Baker Kickoff Challenge took place last Saturday to open the season for both Oswego and Oswego East. After 20 games, both teams moved into the Silver Bracket.

Oswego East was hopeful to break into the Gold Division and compete in the 12-team elite bracket, but fell 70 pins shy. The Wolves entered the Silver Division as the No. 2 seed, and after a first-round bye, went 3-0 to meet No. 1 seed St. Charles North in the finals. Oswego East captured the win over the North Stars to bring home a trophy.

With its youth, Oswego was pleased with a Silver Division and entered the bracket as the No. 8 seed. After defeating Lincoln-Way West in the first headto-head match, Oswego lost to St. Charles North to end Oswego’s day. Oswego averaged a 174.92 for the tournament.

Zangri, Christiansen both finish 9th at state

For area runners Isabelle Christiansen and Dylan Zangri, finding success in the Class 3A state cross country race meant digging deeper through the final half-mile.

The result was a pair of top-10 and All-State finishes.

Christiansen, an Oswego sophomore, was the first to step to the starting line last Saturday at Detweiller Park in Peoria for the girls’ race and captured a ninth-place finish with a time of 17:01.

One hour later, Zangri made his way through the three-mile course and the Oswego East senior raced to a ninthplace finish in 14:36.

Zangri’s progress from his state debut in 2015 – a finish in 132nd place in 15:42 – is noteworthy as he dropped more than a minute off his time and nearly 125 places.

“The race was a huge improvement from last year’s state meet,” Oswego East coach Jim Milner said. “Dylan has worked tremendously hard and has learned a lot in the past year. You have to remember last year’s state meet was about the 10th cross country race Dylan had run in his entire life, so there was definitely room for him to grow over the past year.

“Dylan had a great day on Saturday.

He approached the race and executed the same way he’s been doing all season, which is key to having success at the state meet. Dylan had a great kick with about 300 meters to go and that solidified his spot in the top 10.”

Oswego senior Bennett Peterson, also a two-time state qualifier, also raced in the 3A finals and turned in a time of 15:11 to place 64th overall.

“He started well and put himself into position in the first half. It was disappointing for him and us all,” Oswego coach Dan Whipple said. “He had some goals for himself this season and a team goal that was not fulfilled. The outcome of the race showed that it seemed to be hard for him to get around the idea that he was not racing with his team when he put so much energy into making sure they were going to be there with him. Not every goal we try to achieve gets met and this year was a lesson in that for us all. Now Bennett and the rest of his team looks to find a way to turn disappointment into the fuel for future success.”

All-State honor after missing a top-25 medal in 2015 by one place. Her finishing time was a 16-second improvement from last year and broke a school record set by Kelsey Hjorth in 2012.

“We had talked about establishing position in the top group of about 15 at the mile and she did that well. It is very tight still at the mile, but she was about 13/14th. She came out of the ‘triangle’ past 1.5 in ninth place and was with a good pack,” Oswego girls coach Eric Simon said. “I know she was hurting the final 800, but held nicely to her spot.

She is extremely strong right now and very determined to succeed.

“She had a slow start to the season with a slight foot injury that we were very cautious with for about 10 days.

She did not panic, was patient and trusted the training to get back where she wanted to be by the end of the season.

It was a great run,” Simon continued.

Christiansen will have one more cross country race ahead, entering the Foot Locker Midwest Regional at the University of Wisconsin-Parkside in Kenosha on Nov. 26.

Edwardsville breaks through in round 2 to hand Panthers first loss

By KRISTIN SHARP ksharp@kendallcountynow.com After Oswego lost standout defensive tackle Noah Shannon to an ankle injury on the third play of the second quarter, Edwardsville delivered a big blow with its touchdown in the closing seconds of the first half.

That combination put Oswego on its heels as No. 12 Edwardsville (10-1) scored 28 unanswered points to defeat No. 5 Oswego, 31-14 in Saturday night’s Class 8A second round playoff game.

“The touchdown they scored right before half, for some reason took the wind our of our kids’ sail. At halftime, they didn’t seem right. We didn’t see that confidence out of them,” Oswego coach Brian Cooney said. “Having Noah go down also took some air out too. You can’t replace a player like that and he’s such a big part of what we do.

We tried out best, but they were able to gain yards with Noah out.”

Oswego (10-1) came out with a strong start, stopping Edwardsville at the Oswego 25, and the Tigers’ field goal attempt failed. Edwardsville was whistled for two big penalties on Oswego’s first offensive series, as a roughing the kicker penalty kept the drive alive and defensive pass interference pushed the Panthers to the Edwardsville 36.

After a first down run by Drew White, Levi Olson (9-for-15, 132 yards, 2 INTs, 2 TDs) found Elliott Pipkin for a 23-yard touchdown. That combination worked again in the second quarter when Pipkin caught a 42-yard touchdown pass from Olson to highlight a five-play drive and give Oswego a 14-3 lead with 3:11 to play in the first half.

White finished with 111 yards on 31 carries.

“We had a nice connection in the first half. Our offense came out strong and our run game set the pass up,” said Pipkin, who made seven catches for 132 yards. “We went into halftime feeling good about moving the ball on them, doing that consistently, and putting points on the board. Unfortunately, in the second half it was a different story.”

The momentum started to shift in the final minutes before intermission.

Dickmann (11-for-14, 147 yards) ran in the 29-yard touchdown to put the Tigers ahead, 17-14, with 8:33 to play in the third quarter.
