Oswego motorcyclist, 20, dies in crash

BATAVIA – A 20-year-old motorcyclist from Oswego was killed in a crash with a car about 8:20 p.m. Aug. 4 at the intersection of Main Street and Randall Road in Batavia, according to a report from Batavia police.

The Kane County Coroner’s Office identified the motorcyclist as Justin Retherford-Speer, noting the preliminary cause of death was multiple injuries. Toxicology samples were sent to a forensic laboratory for analysis.

Bretz said a 2009 Pontiac Vibe, driven by a 16-year-old female from North Aurora, was southbound on Randall Road preparing to turn onto eastbound Main Street, while the 1994 Kawasaki Ninja motorcycle was northbound on the inside lane of Randall Road approaching Main Street.

Both had a green light, Bretz said, noting that preliminary information indicates the Pontiac began its left turn onto Main Street and the vehicles collided.

Montgomery gives final OK to sales tax pact for Binny’s

A Binny’s Beverage Depot store should open in the Ogden Hill shopping center on Route 34 at Route 30 in Montgomery late this year as a result of action taken Monday evening by the village board.

In a unanimous ballot, the board approved a 15-year, $1.5 million sales tax incentive agreement for the store with Inland National Development Corporation, the shopping center owners.

Under terms of the agreement, the village will reimburse 85 percent of the sales tax revenues generated by the Binny’s store to Inland for the first five years of the store’s operation, with the village retaining the remaining 15 percent.

During the sixth through 10th years of the agreement, the village will reimburse 65 percent of the sales tax revenues generated by the Binny’s while retaining the remaining 35 percent.

During the final five years of the agreement, the village and Inland will share in the sales tax revenues on an equal, 50-50 basis. The agreement will terminate upon Inland receiving $1.5 million in sales tax revenues or on Nov. 1, 2031, whichever occurs first.

The Kane County Accident Reconstruction Team and Batavia police investigation will determine whether any citations will be issued, Bretz said.

“We ask the public to watch out for motorcycles and be cognizant of everything around you when you’re driving, so we can avoid terrible tragedies like this,” Bretz said.

Freight facility coming to Aucutt Rd.

In other business Monday evening, board members voted unanimously to accept the village’s plan commission’s favorable recommendation on plans submitted

by Old Dominion Freight line to construct a large freight handling facility on the north side of Aucutt Road.

Old Dominion has proposed construction of a 52,000-square-foot freight facility on a vacant parcel situated immediately east of the VVF (former Dial Corporation) plant.

The firm is seeking board approval for annexation, zoning and final development plat approval for the project site.

Village President Matt Brolley said the project will be included on the consent agenda for a final vote during the board’s next meeting set for Monday, Aug. 22.

Local lawmaker’s company abruptly ended contract

When contacted to offer his side of the story, Wheeler said the police department’s services and security were “not compromised.”

“IT services and security were not compromised at the Oswego Police Department since the village has its own internal IT staff along with the fact that we were available during the transition (as clearly stated in our letter to the village administrator) as was inaccurately portrayed during the most recent village board meeting,” Wheeler said in an email.

Wheeler said his company was “cut out of all discussions” about the projects.

“For our firm, it was a simple business decision to terminate our services based on the situation where we were totally cut out of all discussions, project design and bidding regarding a questionable IT project that would have had a substantial impact on the IT infrastructure at the police department,” he wrote. “We felt that having multiple IT vendors that are not in agreement in these important decisions would have prevented our firm from executing the work already outlined in our agreement with the village. With too many incompatible opinions driving the decisions, it becomes redundant and costly to the taxpayer when inevitable finger-pointing occurs.”

Wheeler reiterated that the project, in his opinion, would not be valuable to the village.

“The project, costing almost $28,000 of taxpayer funds, will provide little if any value to the village especially after data sharing occurs in the cloud,” he wrote. “We also feel that the potential for disruption to the smooth operations at the police department is unwarranted and that the critical issue of degraded compliance with state agencies was not acceptable in our professional opinion. Therefore, we executed the termination option in our agreement in just the same right as the village had.”

Oswego’s village president is questioning why a local state representative abruptly canceled his company’s IT services with the village’s police department.

State Rep. Keith Wheeler, R-Oswego, owns Responsive Network Services, which had been providing IT services to the Oswego police department.

Village President Gail Johnson said Wheeler dropped off a letter to the village clerk at 4 p.m. Friday, July 15, notifying the village that his firm was canceling its services immediately.

The village board has since approved a contract with B&W Control Systems Integration (BWCSI) of Chicago for IT consulting for the police department for a fee of $2,830 per month. The board also approved a contract with the same firm for a domain migration project to consolidate the police department’s website into the village’s network, for $27,690, at its Aug. 2 meeting.

Johnson expressed her frustration at Wheeler’s decision, and said the village’s police officers were put at risk.

“Lots of scrambling happened,” Johnson said. “[Village Administrator] Dan [Di Santo] informed the board right away because we had the potential of a problem. I gotta tell you, not only were our residents at risk but at a time when our police officers are under such stress and duress, every one of those officers was at risk. I have never been so disappointed in somebody in my life.”

Wheeler represents the Illinois

House of Representatives’ 50th District, which includes much of Oswego, and lives in Oswego.

“It’s the community in which you live, which you represent, and you’re a vendor for a municipality,” Johnson said.

Johnson said, however, there was no written contact with the police department and Wheeler’s firm, describing it as a “handshake.” She also said the police department was “very happy” with Responsive Network Services’ performance.

“I just don’t understand,” she said.

“I really am flummoxed by the whole thing. I’ve never allowed a personal relationship or a feeling to interfere with my business, and I would never let it interfere with me doing what’s right to serve the residents. I’ve had people who, during the campaign, were horrible, and then they called with a problem and we fixed it. That’s what you do.”

Police Chief Jeff Burgner confirmed that his agency was satisfied with Wheeler’s firm’s work.

“They were receptive to our needs within the department and worked with us to control costs,” Burgner said. “There were no issues with the system security being compromised that I was aware of. We had direct access to our internal IT support which allowed us to have support until the new firm was approved.”

The letter Wheeler gave to the village in announcing his firm’s termination of services states that he thought the domain migration project was “ill-advised and unnecessary” and would not benefit the village.

“Since there were no discussions with our firm in advance of this decision being made, along with the fact that another firm is already being contracted for the migration project, we feel that this prevents our firm from executing the work outlined in the scope of our contract,” the letter states. “With the single-domain approach presented, it becomes obvious that all network management will be

Something for motorists to look forward to In case you missed it in last week’s Ledger, we published some good news for people who happen to drive on local highways.

During the Oswego Village Board’s Aug. 2 meeting, Jennifer Hughes, the village’s director of public works, told the board that contractors for the Illinois Department of Transportation should finally finish construction on the Route 71 widening and reconstruction project late this year.

Hughes said work on the project is currently projected to be complete by Thanksgiving.

“There’s lots of work going on that’s not visible to the public right now,” she said of landscaping and

traffic signal work being done. “There’s a lot of work to be done, but they do tell me they’re on schedule to finish by Thanksgiving, and the end is in sight.”

To the motorists who travel Route 71 daily and the many businesses along the highway, we’re certain it seems like the Route 71 project has gone on forever. However, work on the $21 million project actually started a little more than two years ago. At that time, IDOT said they anticipated construction would be finished by late 2016. It’s good news that IDOT and its contractors appear to be adhering to that schedule.

When finally completed, the four-lane concrete

highway with its center turn lanes should help move traffic safely through the area and make it easier for customers to access the businesses along the highway and for students to reach Oswego High School and East View Elementary School. Installation of a multi-use path along the highway between Route 34 and Orchard/Minkler Road will provide safe passage for cyclists, walkers and runners.

The prospect of work being finished by late November goes right to the top of our list of things to look forward to this November, right after the conclusion of this truly crazy presidential campaign season.

Filling in the blanks in Illinois’ bison history A more iconic North American animal than the bison probably doesn’t exist.

The shaggy beasts once covered the western Great Plains in their millions, and were also common on the tallgrass prairies and in the wooded savannas east of the Mississippi River. But as the study of history and archaeology became more formalized and organized, a bison problem arose here in Illinois.

The state’s Native People, particularly the member tribes and bands of the Illinois Confederacy, conducted huge bison hunts during the late 1600s that were captured in accounts by French explorers and missionaries.

But as archaeologists began truly studying Illinois’ Native American population, they became greatly puzzled by the lack of bison bones in prehistoric habitation sites.

After all, they assumed, prehistoric Indians should have made as much use of bison as did tribes during the historic period. French missionaries and explorers, starting with cartographer Louis Jolliet and Father Jacques Marquette in 1673, had reported the presence of large herds of bison, also recording the methods local tribes used to hunt and make use of the big grazing beasts.

That there were lots of bison east of the Mississippi during historic times is also confirmed by French reports of an extensive trade in bison hides.

In 1704, a French tannery established near the mouth of the Ohio River reported shipping more than 12,000 bison hides down the Mississippi River to New Orleans. The combination of market hunting, severe weather, and subsistence hunting by American settlers and Native People probably

So if bison were present in Illinois in substantial numbers during historic times, it seems logical their remains should have also been present during prehistoric times. But they weren’t – at least not in the archaeological sites studied starting in the last quarter of the 19th century. That led experts such as William McAdams to suggest in the late 1880s that the reason bison remains weren’t found in Illinois archaeological sites might have been because there were no bison here for ancient Native Americans to make use of.

After surveying the archaeological evidence collected during the previous several decades, John W. Griffin and Donald Wray concluded in a 1945 article in the Transactions of the Illinois State Academy of Science, “Bison in Illinois Archaeology,” that bison did not arrive in Illinois until around 1600. Their conclusion was considered definitive for the next half-century.

But bison bones kept popping up in places they shouldn’t have if the theory was correct. By the late 1990s, R. Bruce McMillan, then the director of the Illinois State Museum, was curious enough to begin looking at the subject anew. He figured one good way to get an idea of bison in Illinois would be to survey the state’s local museums – large and small alike – to see just how many bison remains had

been discovered and where they were found.

As part of his study, McMillan and Dr. Bonnie Styles of the museum staff visited the Little White School Museum in Oswego in June 2000 to record the bison remains on exhibit there that included a portion of a rear leg bone discovered during excavation of an ancient Indian village in Oswego, a more complete bison leg bone found in the Fox River just above the mouth of Waubonsie Creek, and a bison tooth found in the creek itself. All three were submitted to Dr. Michael Finnegan of Kansas State University for positive identification as bison remains.

In 1987, Dr. Finnegan, using a bone fluorescence technique, determined the partial leg bone was 500 to 800 years old. That, of course, placed it in Oswego centuries before the 1600 date Griffin and Wray contended marked the start of bison occupation of Illinois.

If the Oswego find had been the only one to conflict with the accepted view, it’s unlikely much would have changed. But once someone looked for it, there turned out to be lots of evidence that bison had occupied Illinois not for a short period of 200 years or so, but actually for thousands of years.

In fact, a 2005 find of bison remains near Peoria with Indian-manufactured stone tools intermixed conclusively proved bison were being successfully hunted in Illinois at least as early as 400 A.D. So if bison were in Illinois and were a food source for the state’s Native People, what accounted for the rarity of bison bones in prehistoric Indian habitation sites? According to McMillan, it turned out the lack of bison

evidence was not evidence of a lack of bison.

Something scientists informally dubbed the “schlepp effect” kicks in with bison, animals too large to manually haul to a village site after killing. Recall that the horse was not introduced to Native People until the Spanish brought them to North America, meaning heavy loads had to be moved by people power. So instead of moving dead bison to a village to be butchered, bison were butchered at kill sites and the meat, not the whole carcass, was hauled (“schlepped”) to village sites. And in fact, numerous French accounts during the early historic period in Illinois attest to that procedure. Bison bones left exposed on the Illinois prairie quickly deteriorate, thus was their very existence cloaked.

It appears bison reached their greatest population in Illinois during the early historic period due to factors including the decimation of Native American tribes by imported European diseases and inter-tribal warfare sparked by the fur trade, before falling prey to the introduction of firearms, European settlement, and the demand for bison hides.

Dr. McMillan’s reexamination of the puzzle of bison in Illinois (you can read all about it in “Records of Early Bison in Illinois,” R. Bruce McMillan, Editor, Illinois State Museum, Springfield, 2006) is a perfect example of how science is supposed to work. If new, provable facts are uncovered, old theories, no matter how beloved, must be discarded.

Dems ignored important issues

To the Editor: One writer to the Ledger, after criticizing the Republican Convention, is now using the game plan that the best defense is a strong offense by going after major Republican candidates. I can understand him taking this route because he cannot claim positive accomplishments for the Democrats.

The Democratic Convention can best be described as, “Let us Entertain You.” Important issues facing the U.S. and the world, like ISIS, radical Islamic terrorism, Hillary’s emails and a stagnate economy were never mentioned.

The writer attempts to deflect attention away from important issues by attacking Donald Trump regarding comments about Hillary’s missing emails. He then attacks Congressman Hultgren because Hultgren favors Gov. Pence as the vice president candidate. He denigrates Hultgren by inferring that Indiana’s Religious Freedom Restoration Act discriminates against gays, which it does not and ID HB1337 does not require a funeral for a miscarriage as claimed. He then listed items which in his mind are wrong politically but does not mention the important issues we are facing like ISIS, radical Islamic terrorism, and a stagnate economy.

This past week it became known that $400 million in foreign currency was sent at night on a contracted aircraft to Iran that just happened to coincide with the release of the four American hostages.

The release of the hostages was delayed until the aircraft carrying the cash arrived. Obama claims this was not ransom and that this had been announced previously. I guess we all just missed it.

Now Iran can use this money to further support terrorism.

Hillary this past week continued lying by stating to Chris Wallace that she told the FBI the same thing she had told the public. This is in contradiction to what

she said to Congress under oath when she claimed she never sent or received any classified emails. She now says that she “short circuited,” what she said to Wallace, whatever that means.

What it does mean is she lied to the FBI because FBI Director Comey in testimony before Congress stated that Hillary did send and receive classified email over her server. Hillary cannot have it both ways and her latest lie incriminates her of lying to the FBI, not protecting classified information which is a federal crime and she should be indicted. Anyone else releasing classified information to a foreign government would be charged with espionage and possibly treason.

Wonderful day of achievement

To the Editor: The Oswegoland Park District would like to give a huge thanks to everyone who helped make the 30th annual I Tried A Triathlon Sunday a wonderful day of personal achievement of so many. We had athletes and those who never considered themselves athletes crossing the finish line after a 250-meter swim, 6-mile bike ride, and 2-mile run.

This event was possible because of the help from the Oswego Police Department, Oswego Fire Protection District, the Oswego High School Science Honor Society and all our generous volunteers.

Our thanks to all the people in our community who served as course marshals, handed cups of water to thirsty runners, and who worked the swim, bike and run legs all morning long. We celebrate with everyone who made us proud crossing the finish line. They didn’t just try, they crushed it.

Die for a mistake?

To the Editor: In April 1971, John Kerry asked a couple of questions to Congress: “How do you ask a man to be the last man to die in Vietnam? How do you ask a man to be the last man to die for a mistake?”

ISIS, having captured blank Syrian passports, has pledged to infiltrate the U.S. for the purpose of destroying us, and hence our way of life through violent acts. With the Obama and a possible future Clinton Administration bringing

New Jersey and enlisted in the Navy in 1967 where he completed Hospital Corps School at Great Lakes and Pharmacy Technician School in Portsmouth, Virginia. He was assigned to NAS Lakehurst in New Jersey in 1970. He received orders to Vietnam and flew helicopter medevacs with the 1st Marine Air Wing. He was shot down, wounded, exposed to Agent Orange and received the Purple Heart.

After returning to the United States, he was assigned to the USS Providence, a guided missile cruiser in San Diego.

Barrett was released from active duty in 1972 and joined the Naval Reserve where he served with the 4th Marine Air Wing in Glenview until 1991. He retired as a senior chief petty officer in 1999. He became accredited by the General Counsel of the Department of Veterans Affairs in Washington, D.C. Currently, he is serving as superintendent in the Kendall County Veterans Assistance Program, ably assisted by Chad Lockman, a Marine veteran, and Olivia Laschober, an Army veteran. He resides in Oswego with his wife, Lyn. They have a son, daughter, and six grandchildren. Jason’s Montgomery Fest kicks off Friday Hogfan Party set for eighth year OSWEGO LEDGER

Event to fight cancer in honor of local man SHAW MEDIA AURORA – The eighth annual Jason’s Hogfan Party for leukemia and lymphoma research is set for 4 to 8 p.m.

Sept. 24 at Mike and Denise’s Pizzeria, 760 Farnsworth Ave., Aurora.

The event is held in honor of Jason Gould, who grew up in Elburn and later lived in Oswego.

Gould died in January 2006 from a viral-related complication of leukemia. The fundraiser supports innovative cancer research at Ohio State Jason Gould University, according to a news release.

Since Gould was an avid Arkansas Razorbacks fan, his mother, Sandy Gould, said she and his family and friends thought it would be the perfect tribute to him to host the Hogfan parties every year his memory to raise money for research, the release stated.

Sandy Gould said in the release that Jason’s Hogfan Party has raised almost $175,000 for the work Ohio State University’s Cancer Research Center is involved with. All proceeds and donations go directly to research, she said in the release.

There will be a raffle for an Apple iPad, Bose music system, Trek bike, large-screen TV, “Star Wars” sets and an American Girl doll at the event, the release stated.

Sandy Gould said her son was a “huge ‘Star Wars’ fan,” and there will be costumed Star Wars characters at the event. Members of the 501st Legion Midwest Garrison and the Rebel Legion will be on hand to pose for photos and join the fun, the release stated.

Dr. Rob Baiocchi of Ohio State Medical Center will be present to speak on progress he and his staff have made with donations from Jason’s Hogfan Parties, the release stated.

Residents and business owners looking to speak their minds about the village of Oswego’s proposed downtown area tax increment financing (TIF) district will have a chance to do so during a public hearing scheduled for Tuesday, Aug. 16.

The hearing, which will take place at Village Hall at 7 p.m, is a required part of the TIF process, which village board members said will help revitalize underused areas of the village’s downtown corridor.

More than 20 years ago, state lawmakers gave local governments the power to create TIFs. A TIF’s goal is to help restore growth in areas going though economic change, or to revitalize currently stagnant parts of town. It allows cities and villages to make improvements they need, like new roads or new sewers, to attract businesses or help existing businesses expand, without tapping into general funds or raising taxes.

How does this happen? Property taxes collected on properties included in the TIF district at the time of its designation continue to be distributed to the school districts, county, community college and all other taxing districts as normal. Only property taxes generated by the incremental increase in the value of these properties after that time are available for use by the TIF.

In September 2015, the village hired Kane, McKenna and Associates, Inc. (KMA) to conduct an analysis of the Redevelopment Project Area at Main Street and Washington Street in downtown Oswego in order to analyze its qualifications for receiving TIF funds. The site is located primarily in the village’s central business district and has developed in a “piecemeal fashion and uncoordinated manner over time,” according to a village statement.

Because of the condition of the Redevelopment Project Area, the village has concluded that new private investment has been deterred in the area based on traffic coordination problems, deteriorating buildings, and the fact that the area consists of scattered residential properties, automotive repair shops, restaurants, large vacant commercial facilities, public facilities and manufacturing companies in the same condensed area. “[TIF] revenue, used in combination with other village resources for redevelopment incentives or public improvements, would likely stimulate private investment and reinvestment in these sites and ultimately throughout the TIF district,” a KMA report said.

The revitalized sites would be used for new retail, commercial and residential development, and off-street parking.

had not been released via the Freedom of Information Act, but Groat responded, “I have nothing to do with that.”

“That is the basis of this complaint,” Milliron Eric Weis said.

“You put a hyperlink [in the complaint] and said, ‘This appeared in a news story, and here’s the hyperlink,’” Groat said. “You didn’t even say I read that story or I saw the story or I heard the story, and you didn’t summarize the story. You didn’t attach a copy of it on a disk. You just put a hyperlink. A hyperlink is not self-authenticating.”

When Milliron protested that he was “just a regular citizen,” Groat said the standards applied to everyone.

“You’re held to the same standards as everybody else, and ... to have a valid complaint, you have to state a violation of the ordinance,” Groat said. “Show me where you’ve stated a violation of the ordinance in complaint number one. Tell me what paragraph has been violated.”

Milliron also said he had “new evidence” that he received that day, but Groat said the commission couldn’t address that since it wasn’t in the filed

complaint.

Milliron then suggested that the commission table, or postpone, the hearing, until he could get the audio tapes, but Groat said that was not possible.

Milliron said the purpose of his complaints was to allow the ethics commission to “look into” possible violations.

“That’s basically what I think happened is, there may have been violations of this ordinance, and I’m asking these four citizens [the commission] to look into it,” he said.

However, Groat explained that such a task wasn’t within the jurisdiction of the commission.

Kinnally said there is nothing in the complaint that says Weis violated the ethics ordinance and that Weis’ name and reputation had been “dragged through the mud with this complaint.”

He said there are provisions in the ordinance that call for fines if the complaint is found to be frivolous.

“What is said in this complaint is spurious, it’s frivolous, and it shows that whoever prepared the complaint was, in a word, mean-spirited,” he said.

“There is no declaration in this particular complaint that says my client did anything wrong that violates your ordinance.”

Kendall County’s ethics commission dismissed complaints that a county resident filed against Coroner Ken Toftoy and State’s Attorney Eric Weis in a hearing Tuesday evening in Yorkville.

Todd Milliron, a rural Yorkville resident who ran unsuccessfully in the spring Republican Party primary for County Board and has been a frequent critic of local government officials, filed four separate complaints with the ethics commission on July 13.

Attorney James Groat acted as hearing officer during Tuesday’s hearing. Chairman Judith Burks and commissioners Amy Cesich, Kristine Heiman and Ruben Todd Milliron Rodriguez attended the hearing. Commissioner Brad Mathre was absent.

At the hearing’s conclusion, the commissioners determined that none of the four complaints were sufficient, and that one of the complaints that involved both Toftoy and Weis was frivolous in nature. The commission could have also handed down sanctions of up to $5,000 to Milliron for filing a frivolous complaint, but chose not to do so.

During the hearing, attorney Peter Wilson of Aurora represented Toftoy and attorney Patrick Kinnally of Aurora represented Weis. Milliron represented himself during the hearing.

In one complaint, Milliron claimed that Toftoy appointed politically-connected friends as deputy coroners.

Milliron also claimed in his complaints that Toftoy and County Board member Matthew Prochaska had a conversation about “how to punitively attack myself within their powers of government.” Milliron pointed to recordings of those conversations that have yet to be officially released to the public but were published on a local ra-

dio station’s website.

Milliron also accused Weis and Toftoy of planning to fire Administrative Deputy Coroner Jacqueline Purcell. Purcell won a contested Republican primary race this Ken Toftoy spring to replace Toftoy as elected coroner, and does not face a Democratic challenger in the November general election. She is expected to take office as the new coroner on Dec. 1.

Toftoy, who was first elected to office in 1992, did not run for re-election.

Finally, Milliron said in his complaints that Toftoy gave a deputy coroner’s badge to a state lobbyist and did not disclose the lobbyist as a deputy coroner. He said there were three former Illinois State Police officials working as deputy coroners on Toftoy’s staff and that Toftoy’s father-in-law is a retired State Police commander. As part of that complaint, Milliron suggested there was a conflict of interest related to an eavesdropping investigation being conducted by the State Police in relation to the audio recordings of Toftoy’s conversations.

Wilson said the complaints didn’t meet the criteria to be sufficient. Regarding the recordings referenced by Milliron, Wilson said they don’t know who is on the recordings, when they were recorded or if they were edited, and that they amount to hearsay.

Wilson also said Toftoy could have as many unpaid or paid deputy coroners as he sees fit, according to the state’s coroner act.

During the hearing, a clearly frustrated Milliron tried to explain the basis of his complaint, but was thwarted

by Groat, who said he did not specify which portion of the ordinance the officials allegedly violated.

“Where is the violation ... stated in your complaint?” Groat asked at one point.

Travel through Oswego has been a challenge since Monday morning as contractors closed Washington Street (Rt. 34) at Adams Street in the village’s downtown to rebuild the railroad crossing. The normally busy four lane highway is expected to remain closed until next Monday, Aug. 15, as work proceeds on the crossing. The Illinois Department of Transportation, which owns and maintains Rt. 34 through the village, has set up a detour around the work zone that routes motorists onto the Orchard Road bridge and Rt. 71.

Unfortunately, Rt. 71 is also under construction – but it does remain open for traffic. Many motorists reported long delays on Route 71 and Orchard Road as a result of the highway closure. AVID Program gets $10K donation OSWEGO LEDGER At a recent School District 308 Board of Education Meeting the Meemic Foundation for the Future of Education presented a $10,000 check to the district to support expansion of its AVID (Advancement Via Individual Determination) program.

Meemic’s $10,000 sponsorship of AVID will help fund expansion of the program for the 2016-17 school year, according to Superintendent Dr. John Sparlin. District 308 will add four additional AVID sites this coming year.

In total there will be seven sites in District 308’s elementary schools, four in its junior high schools, and one in each of its two high schools.

“We are very grateful for the generous donation from the Meemic Foundation. Ensuring that all of our students are college and career ready by the time they graduate is our top priority,” said Sparlin.

In total last year, 127 district teachers and staff members were involved with the AVID program, 62 at the elementary level and 65 at the secondary school level. During the 2015-16 school year, a total of 2,436 students (2,200 elementary, 110 junior high, and 126 high school) were served, and the cost of continuing site licenses to run the program exceeded $39,000.

As part of School District 308’s ongoing work to establish partnerships in support of education, the Teaching and Learning Department met this past spring with representatives from the Meemic Foundation. Over the course of

“Meemic representatives have been very excited about how we are integrating AVID as a key professional development component across the district. They attended our AVID open house and were very impressed with our students,” said Associate Superintendent and AVID District Director Dr. Judith Minor.

In addition to receiving recognition for its gift in written and digital

publications and at district functions, Meemic will be invited to participate, when appropriate, in AVID-related functions as well as in discussions with other school districts and with state and national AVID representatives.

In June, District 308 sent more than 100 educators via bus to Minneapolis for training at AVID’s Summer Institute. Meemic donated knapsacks filled with “travel goodies” for the educators.

The village of Montgomery is teaming up with eWorks to offer a TV and electronics recycling event on Saturday, Aug. 27, from 8 a.m. until noon in front of the Police Department at 10 Civic Center Avenue.

There will be a $35 per unit fee to drop off TVs or computer monitors for recycling that are larger than 21”; under 21” the fee is $25 per unit. Payment must be made by cash or credit card only; prepayment is encouraged and can be done online at recycle.eworksesi.org. Just bring your printed receipt to the event.

You can also drop off home office electronics (computers, printers, etc.) and other small appliances (microwaves, toaster, etc.) at the recycling

event to help keep these items out of landfills. There is no charge for these items, only for the TVs and computer monitors.

This event is in addition to the monthly recycling event held on the third Saturday of each month. The main purpose of this extra event is to provide an option to recycle old CRT or console TVs. The regular monthly recycling event on Aug. 20 will still take place as scheduled.

Please note that this recycling event will not accept paint, metal, disposable batteries, large appliances, hazardous materials, car fluids or tires. For complete information on items that will be accepted, visit the village’s website at ci.montgomery.il.us.

WCC invites public comments for accreditation process

Waubonsee Community College is seeking comments from the public about the college in preparation for its periodic evaluation by its regional accrediting program.

The college will host a visit Sept.

26-28 with a team representing the Higher Learning Commission (HLC).

Waubonsee has been accredited by the HLC since 1972. The team will meet to evaluate the institution’s ongoing ability to meet the HLC’s criteria for accreditation. The public is invited to submit comments regarding the college to the following address:

OSWEGO POLICE REPORTS Juvenile arrested Oswego police arrested a juvenile on a charge of criminal damage to property and burglary at a business in the 100 block of Washington Street (Route 34) on Aug. 7 at 8:40 p.m.

Sheriff’s office checks on sex offender compliance SHAW MEDIA The Kendall County Sheriff’s Office hosted a multi-jurisdictional police initiative July 27 to check compliance on all registered sex offenders and registered violent offenders against youth living in Kendall County.

Investigators from many area police agencies worked together to check a combined 77 offenders. The agencies involved were the Oswego Police Department, Yorkville Police Department, Montgomery Police Department, Aurora Police Department, Plano Police Department, Joliet Police Department, Minooka Police Department, Plainfield Police Department, Kendall County Sheriff’s Office, United States Marshals in Northern Illinois, and the United States Mar-

shals Great Lakes Task Force.

Investigators met at the sheriff’s office and received assignments for the initiative. After the operational briefing, all investigators left the sheriff’s office and started conducting compliance checks.

During the checks, investigators made contact with 43 offenders and completed a verification check on each. Investigators visited 34 additional residences, but were unable to complete the verification process due to not making contact with the offender. In total, investigators checked 77 residences in three hours.

The Sex Offender Registration Act requires a person convicted of sex crimes to register a residence, employer, school, vehicles, and many other items with the police agency where they reside.

Parking lot damage A Montgomery resident told Oswego police that someone struck and damaged her vehicle while it was parked in a lot in the 2800 block of Route 34 in the village on Aug. 8 at 4:32 p.m.

The vintage vehicles paraded down Route 31 in Aurora through Montgomery to Oswego on Friday evening. On Saturday, a large crowd of area residents turned out to view the vehicles on display up and down Main Street in the village’s business district throughout the day. Among the vehicles were 1960s-era Illinois State Police and Chicago Police cars and vintage fire trucks and ambulances. Oswego Fire Protection District Union Local 4773 sponsored a dunk tank during the show to raise money to benefit its Benevolent Fund. Plenty of fun at the Kendall County Fair Area residents of all ages descended upon the Kendall County Fairgrounds off Route 71 in Yorkville last Thursday through Sunday to enjoy the fun of the annual Kendall County Fair. As in past years, the fair offered plenty of family events from 4-H exhibits, to live music, to truck and tractor pulls and a carnival.

I’m also interested in finding out what will count as an official pitch.

Some of my colleagues who have umpired in other states tell me that warmup pitches do not count toward the total, which makes sense, especially since you have no idea what’s being done in the bullpen in pregame or during a game.

Of course, it’s pretty silly to have a rule established to protect a pitcher’s arm without truly documenting how many pitches he’s throwing. Just because a pitch might not be live in a game, are you telling me that the warmups he’s throwing aren’t wearing on his arm, too?

Or how about when a batter is awarded time and the pitcher still proceeds to pitch the ball. That probably won’t count toward the pitch-count total in the new policy but it obviously affects the arm, and in most cases even more so because there’s often

situations where the pitcher stops in mid-movement home before regenerating and firing that way.

Regardless, I’ll be interested in finding out more about what the rule will be once we commence playing again in chilly March 2017.

Like I said, I’m pretty sure us umpires won’t be asked to keep track. If we were, that would be ridiculous. We have enough responsibilities to begin with that an added one such as this would be silly.

Still, the impact this will have on the game is going to be enormous. It may protect some kids from future Tommy John surgeries and other related procedures, but the medical science still hasn’t been perfected with regard to what pitch counts are healthy and which aren’t.

How often will we see coaches having players work counts to make a pitcher work extra hard, especially when facing the ace and knowing that he’s only allotted a certain amount of pitches? Those fantastic postseason relief appearances by a pitcher who threw a few days earlier will pretty much be over.

How many mid-at-bat pitch changes will we see? Usually you never see this, but with such a rule it’ll become

common. In a sport that has tried so hard – well, they claim they have – to speed up the game, this will undoubtedly slow it down.

If you’re a hitter facing a great pitcher and you come up to bat and know that he only has seven more pitches left before he has to be removed, that totally changes how you approach that at-bat, especially if it’s a long one.

You might be able to fight off a few pitches and before you know it, he’s got to come out of the game and you may face a less talented pitcher.

Imagine being a pitcher and you’ve got a shutout going and with two outs in the top of the seventh you have to be removed because you’ve hit your pitch count. How aggravating will that be?

I suppose the good thing is that pitchers will look at wasting less pitches. While pitchers always are aiming for first-pitch strikes, they’ll be looking to do that even more.

I’ll be looking to call them, but I better not be asked to count them.

Fox Bend announces Men’s Club Championship winners OSWEGO LEDGER The annual Fox Bend Men’s Club Championship was held Aug. 6-7. The 36-hole medal play featured five flights.

Glen Przybyski of Frankfurt won the Championship Flight with a 146 total after carding a 71 in the first round. Adam Johnson (77-71 – 148) took second, Jason Johansen (81-70 – 151) was third and John Quill (76-80 – 156) placed fourth while Ryan Patera (81-77 – 158) took fifth after winning a playoff with 4 on #18.

Robb Wallers of Geneva won the A Flight with a 149 after a 73 in the first round. Rob Kay (73-81 – 154) was second, Mike Copeland (79-78 – 157) was third and Paul Anderson (73-84 – 157) took fourth.

In the B Flight, Kirk Blakney of Joliet won with a 158 after carding a 77 in the second round.

Annas Ahmed was second (79-82 – 161) and Ryan McDaniel took third (89-75 – 164) and Tony Monico was fourth (83-82 – 165).

It was only a matter of time.

Beginning next spring, Illinois high school pitchers will have to adhere to a pitch-count policy.

The National Federation of State High School Associations made that announcement recently, but the specifics for how the rule will be implemented has yet to be determined by the Illinois High School Sports Association.

What I’m most curious about is who is going to keep track of the pitches, especially since coaches and players often ask us umpires repeatedly what the count is during at-bats. If they can’t keep track of a single at-bat, how are they going to correctly count the number of pitches thrown in a game?

I don’t think the IHSA will dump this responsibility on umpires, but we’ll be accountable for ensuring that teams are following it. Then again, since it’s the IHSA, I wouldn’t be surprised if they asked us to somehow do it. Good luck with that, especially for the guys umpiring solo.

While I don’t think the IHSA will hire someone such as The Count from Sesame Street or other related wannabes who would bark out the number of the pitches thrown and then a hiss of “Ah, Ah, Ah!,” I am rather

The Oswego resident and co-found­ er of Elite Sports Performance un­ veiled the expanded ESP Complex last week, adding another piece to the ESP Complex. The new units now exclu­ sively house the baseball and softball training facility – complete with new batting cages, higher net frames and FieldTurf throughout the combined 25,000-square-foot facility.

Drive in Oswego. The original ESP building at 2050 Mitchell Drive will now primarily house the ESP Football Academy, fitness training and speed and agility training as well as field rentals in a continued partnership with ESP co-founder Macey Brooks.

“In the long term, I’d love to have fields,” Gibson said. “The communi­ ty has been so awesome supporting us that I’d love to give back with some turf fields. There are a lot of good people in this community. We get a lot of busi­ ness just from word of mouth. It’s been really good.”

The training center schedule is booked from December through March with area youth teams practicing as

late as 10 p.m., but the building doesn’t close then; college teams from Bene­ dictine and Aurora University arrive after dark to get their time in as well.

The ESP staff includes 13 trainers with four working full time at the location.

ESP also houses 25 competitive travel baseball and softball teams.

“On the weekends, from 7 in the morning until 10 at night, every hour is booked,” Gibson said. “August is a slow time here because everyone is on vacation or they’ve transitioned to football, and we still have four guys here full time. The training business is year-round.”

The evolution began from its cre­ ation in January 2009, with Gibson

teaming up with co-founder Mark Dale­ sandro and Brooks. The site under­ went some remodeling in 2011. When the building down the street went into foreclosure in late 2009, ESP began leasing space for its growing facility until the building was purchased a few years later. The adjacent building was purchased in March 2015, and renova­ tions began to convert the area into an additional training space.

Over 550 athletes recently attend­ ed tryouts for the ESP Select baseball and ESP Elite softball teams, and after a quiet August in the fieldhouse, Gib­ son and his staff will be gearing up for what will certainly be a busy winter offseason.
