Caterpillar jobs will move Company confirms manufacturing to leave local plant by end of 2018

By TONY SCOTT tscott@kendallcountynow.com Caterpillar representatives have notified local government officials that the company plans to move its manufacturing out of its Oswego Township plant.

Caterpillar had announced in January that it was considering the move, but it has now made it official, according to Kendall County Board Chairman Scott Gryder, who learned of the move in a call from Caterpillar representatives Friday afternoon.

In a statement Friday, the company said that although manufacturing will move out of the local plant, the company plans to maintain an office for engineering and product support work in the facility. The transitions are expected to be complete by the end of 2018, the company’s statement said.

A Caterpillar spokesman said in January that 800 of the plant’s 2,000 workers were involved in production.

Gryder said the Caterpillar representative told him that employees would be able to go through the human resources process and be able to apply to the jobs that were leaving town.

“While it’s not good news by any

stretch, I was pleased that they weren’t precluded from making an attempt if they’re able to do so,” he said.

Caterpillar spokesman Lisa Miller echoed this statement.

“Any employees who are impacted will have the opportunity to apply for other opportunities within Caterpillar,” Miller said.

Gryder also said the Caterpillar representative told him local officials could speak to the company’s director of real estate about the future of the plant site. Miller said the company would “work with community leaders” on that issue.

“Production will not be fully moved out of the facility until the end of 2018,” Miller said. “During that time, Caterpillar’s non-production workforce will continue to work at the facility. The company will work with community leaders to determine the future use of the facility as the company goes forward.”

Denise Johnson, Caterpillar group president of Resource Industries, said in Friday’s statement the company would support “impacted employees.”

As a result they were not able to complete the leaf vacuum collection in the area of the village designated Zone C. Leaves not placed out by 7 a.m. on April 10 may be placed in yard waste bags for the free Groot refuse pickup, the week of April 24-28, on the regularly scheduled garbage day.

The statement says that Caterpillar will transition its prime products currently made in Aurora to the following Caterpillar facilities: large wheel loaders and compactors to Decatur, Illinois, and medium wheel loaders to North Little Rock, Arkansas.

Though referred to by company officials as the firm’s Aurora plant, it is physically located in unincorporated Oswego Township adjacent to Montgomery’s municipal limits, west of Ill. Route 31 and east of Orchard Road.

Caterpillar has operated the plant at that location since 1957. At one time, the plant employed more than 6,000 workers.

In addition to providing a major source of jobs, the plant has been a significant source of property tax revenue for local governmental agencies over the years, including School District 308, based in Oswego.

According to Kendall County property tax records, Caterpillar owns four parcels in the county: three smaller parcels and its plant at 275 Route 31.

The records show Caterpillar paid $1,244,318 in property taxes this past year on the plant. Of that amount, $846,792 went to School District 308.

Rogerson wins race for highway commissioner

ELECTION BRIEFS Voters elect four to District 308 Board seats

Voters in School District 308 elected four candidates to four-year terms on the board in close balloting Tuesday.

The successful candidates were Heather Moyer with 2,664 votes; Matthew Bauman, 2,518; Toni Morgan, 2,472; and Brent Lightfoot, 2,336. Bauman is the current board president, while Moyer and Morgan are newcomers to the board. Lightfoot served a previous term on the board.

Coming up short in their bid for board seats were Dominick Cirone, 2,253; Danielle Paul, 2,024; Robert Graves, 1,441; and Michael McDowell, 1,376. Paul and McDowell were both seeking second terms on the board.

Oswego Village Board incumbents re-elected

Voters in Oswego re-elected three incumbents to four-year terms on the village board in Tuesday’s balloting. Gaining new terms on the board were Judy Sollinger with 1,666 votes, followed by Luis Perez with 1,453 votes and Pam Parr with 1,365 votes.

Coming up short in the balloting were Brian Thomas with 1,270 votes and Donnie L. Soard with 902 votes.

Thomas and Soard ran as Republican Party candidates, while Sollinger, Perez and Parr ran as a slate of independent candidates.

Village President Gail Johnson had endorsed the three incumbent candidates prior to the election.

Montgomery Board incumbents re-elected

Montgomery voters re-elected three incumbents to seats on the village board in voting Tuesday. Re-elected to four-year terms on the board were Theresa Sperling, Steve Jungermann and Denny Lee. Sperling was the top vote-getter with 498 ballots, followed by Jungermann with 374 and Lee with 331.

Coming up just short in his bid to return to the board was William Keck, who placed fourth with 313 votes. Keck had served on the board from 1991 to 2013, when he lost a bid for election as village president to Matt Brolley. Also coming up short in their bids for board seats were Thomas Betsinger with 269 votes and Glenn Macey with 172.

Sperling and Jungermann were elected to serve second terms. Lee, a lifelong village resident, has served on the board since the 1990s.

Bob Rogerson of Oswego won a six-way race for election as Oswego Township highway commissioner in balloting Tuesday.

Rogerson, the owner of a drywall company, secured the position with 1,213 votes. He was followed by Jeffrey Christiansen, 847; Tom Cook, 760; Terry Olson, 518; Aaron Grosskopf, 414; and Claude Ainsworth, 241.

All of the candidates were making their first bid for election to the full-time position that comes with an annual salary of $55,000. The highway commissioner is responsible for the maintenance and snow plowing Bob of unincorporated streets in the Rogerson township, including the populous Boulder Hill and Shore Heights subdivisions. The salary will increase 3 percent annually for the next three years beginning in 2018.

Rogerson will succeed Gary Grosskopf, who has served as highway commissioner since 1989.

In seeking election, Rogerson cited his family’s long history in Oswego and said he wants to “make a positive impact in our community.”

Through his business, Rogerson noted that he has operated all kinds of heavy equipment, built custom homes and estimated, managed, budget engineered multiple public construction projects, including the Montgomery and Oswego village halls.

In other township races, voters elected Brian LeClercq, former two-term Oswego village president, as township supervisor, succeeding the retiring supervisor Jim Detzler. As

township supervisor, LeClercq will earn a starting annual salary of $22,000 in the parttime position along with health insurance benefits and participation in the Illinois Municipal Retirement Fund. LeClercq’s salary will increase 3 percent annually for the remaining three years of his four-year term.

LeClercq edged out two other candidates in the supervisor’s race, Dan Koukol, a former Kendall County Board member, and Michael Becker, who served previously on the School District 308 Board of Education. LeClercq won with 1,905 votes; Koukol had 1,072 and Becker, 1,049.

In seeking election as supervisor, LeClercq stressed his prior experience as village president.

In a Ledger questionnaire, he said, “I gained experience running all aspects of the village. I also had the opportunity to work with other local units of government on a regular baBrian sis, especially the township. I LeClercq can draw on those experiences to improve our services and reduce spending.”

Asked what his top priority as supervisor will be, LeClercq said, “Better communication with the public – get information on the website for easy access. Work with other agencies to improve service and save money.

Work with an independent committee to review our practices and identify where we can reduce spending.”

Voters elected Ken Holmstrom to succeed George Hettrich as town clerk. Hettrich announced last year he would not seek re-election to another term in the position. Holmstrom has been extensively involved in the community since moving to Oswego in 1995.

His community service include stints on the Oswegoland Park District Board of Commissioners and Oswego Plan Commission.

Loss of Cat jobs a hit to workers, economy The news we reported last Friday afternoon on our website at KendallCountyNow.com that Caterpillar will halt production work at its Oswego Township plant by the end of next year was not unexpected.

Company officials had announced and we had reported in January that they were considering the move. Friday’s announcement made it official that 800 jobs will be eliminated from the local plant as the company shifts production of large-wheel loaders and compactors to a plant in downstate Decatur and the production of medium-wheel loaders to another plant in Arkansas.

In a statement, Caterpillar officials have said the 800 local production employees will have the “opportunity to apply for other opportunities within Caterpillar.” Meanwhile, an estimated 1,200 non-production employees will continue to work at the plant

– for now.

Caterpillar announcement is bad news for the local economy and, most importantly, the 800 employees and their families. We are hopeful that many will be able to find work at the company’s other locations, but understand how difficult it can be for families to pick up everything and move to new communities, schools, etc.

The pending end of production work at the plant also has local officials now wondering about Caterpillar’s long-term plans for the plant at Route 31 and Caterpillar Drive, just outside Montgomery’s municipal limits. Besides the thousands of jobs it provided, the plant has been a prime source of property tax revenue for School District 308 and other local governmental agencies since it opened in 1957.

We encourage Gryder and other local governmental officials to ramp up efforts to work with Caterpillar officials in an effort to encourage the company to remain in Kendall County. Even a significantly reduced presence by the company in the local plant for the long-term will be far better for the local economy and the local tax base than no presence.

Finding out a good story’s true is historical fun Every once in a while, myth turns into truth, and when it does, it makes history dabblers like me happy.

I must admit that, on the local level, the historical myths that predominate will likely never be proven. We were told, beginning when we were kids, that it’s a well-known fact that some famous or infamous person did this or that thing right here in our own hometown or neighborhood. And sometimes it really happened, which is great, but most often it didn’t – although there’s almost always a grain of truth in every story about the past of our home regions we hear.

For someone like me, who enjoys telling a good story, it’s always a little off-putting when the story is good, but might not be true. That means using a lot of indefinite words and phrases to make sure readers know that the story might be good, but it might also be untrue. And when one of those good stories is proven true, it’s especially satisfying.

For instance, the story I heard as a youngster that the Chicago, Burlington & Quincy Railroad really wanted to cross the Fox River at my hometown of Oswego, but didn’t do it because the silly residents here thought railroad technology was just a flash in the pan.

Instead, they held out for the road proposed by the Oswego & Indiana Plank Road Company that was to extend from Oswego east all the way to Indiana.

Well, there really was such a plan for a plank road, which really did fall through, with only a couple miles built linking Joliet and Plainfield. But did the railroad really think Oswego was the spot to cross the Fox River and not

It was a great story, but couldn’t be verified until the National Archives digitized the records of postmaster appointments. Debbie Buchanan, who rides herd on Montgomery history, decided to search the database almost as soon as it was posted, and she struck local history gold.

Turns out, Elijah Pearce (a brother of the Pearce founders of Oswego), who maintained a stagecoach inn at the Montgomery ford, was appointed postmaster of a post office named Wyponsie – probably after famed Chief Waubonsee – on Aug. 25, 1834, which would have made it one of the oldest post offices in northern Illinois. But then those scalawags up in Aurora apparently managed to get Pearce’s key, which they kept. With no key, the Wyponsie Post Office was discontinued Nov. 16, 1835. The Aurora Post Office was officially established March 2, 1837. Montgomery wouldn’t get its own post office until 1844, meaning Aurora stole a decade-long march on growth.

In 1908 when an Aurora history was written, longtime residents were asked what they felt were the most important happenings in the community’s history. Second on the old settlers’ list was “The getting of the post office from Montgomery.”

Great stories make history fun. And it’s even more fun when they turn out to be true.

FORUM To the Editor: The word “narcissist” has been appearing in the news more recently, often in connection with the man currently occupying the Oval Office. But in a letter in last week’s Forum from Don Lass, I was surprised to see the word (even now) employed in reference to the previous occupant of the White House, Barack Obama.

Although Mr. Lass sees it as a sign of a personality disorder, I give President Obama a lot of credit for his ability to step away from the political fray and have a little fun with March Madness.

He is doing the classy thing, Don, especially in light of the totally baseless, unsubstantiated accusations leveled against him by his successor. If Barack Obama is a narcissist, then so am I. Let’s all look up the word’s definition, realize we all (at times) may have the affliction to varying degrees and then try to have a little empathy for each other.

Internet privacy lifted

To the Editor: What is going on in Washington today is “do as I say, not as I do.” Our president tweets his outrage that he feels his privacy was violated because he feels someone listened into his communications with others, possibly on the internet. Then the next day the Congress, along party lines, stripped away our privacy on the internet.

The House and Senate overturned protections President Obama put into place that would not allow internet service providers (ISPs) to look at all your most private conversations and sell that on the open market.

Did you search out information about a disease you discussed with your physician? Do ads now pop about medications regarding that disease? Did you tell your best friend about your concerns about a family member’s drug habit? Do you now see ads about drug counseling companies? Is your privacy a right or a privilege? Do you look up things on right wing or left wing websites? Do you want political parties to hound you for money because of that?

We had protections in place but large ISP companies paid politicians handsomely to allow them to look at what you are doing on the vast internet. Who

does not log onto the internet today to see something of interest? Have you never sent an email to someone that you did not want a stranger looking at?

On certain sites you voluntarily sign away your right to privacy. That’s why they put it into very tiny type and bury it in a five-page form you have to agree to before continuing. But thanks to Congress, you now have no rights to decline this.

You are also reduced to becoming a computer geek to hide your personal data that you communicate on the net thanks to our Republican members of Congress.

Internet privacy vote explained

To the Editor: I am strongly committed to protecting the privacy of Americans using the internet. There’s been much discussion and confusion about S.J.Res. 34 which passed the House and reversed a recent Federal Communications Commission (FCC) regulation on internet privacy.

Let’s be clear – the proposed rule was published in December 2016 and had never gone into effect in the first place.

When proposed, the FCC claimed the rules would provide broadband customers meaningful choice, greater transparency and strong security protections for their personal information collected by Internet Service Providers (ISPs). ISPs only include a designated number of providers. And these ISPs do not have unique or complete access to consumers’ online activity, according to experts including Larry Downes of Georgetown University and others at the Georgia Tech Institute for Information Security and Privacy.

Because of this, the rule arbitrarily treated ISPs differently from the rest of the internet. Search engines like Google and Microsoft’s Bing, as well as third-party companies, were carved out, creating a false sense of privacy that simply didn’t exist.

This left a vast majority of browsing and customer information unprotected and does a great disservice to consumers. That’s why I supported reversing this rule.

I believe the Federal Trade Commission (FTC), which has been focused on

In a bid to expand its own power, the FCC stripped the FTC of its jurisdictional authority and reclassified ISPs as common carriers.

The FCC’s power grab created a dual-track system in which the FCC applies its own set of rules to ISPs while the FTC monitors the rest of the internet ecosystem.

The FTC has been the “cop on the beat” for decades and the FCC’s decision created a bifurcated approach in

order to advance its own political clout.

Contrary to some reports, personal health and financial information is already protected under regulatory regimes created by the Gramm-LeachBliley Act and the Health Insurance Portability and Accountability Act (HIPAA). The FCC rule did nothing to expand these protections. Reversing it did nothing to diminish them.

S.J.Res. 34 puts all segments of the internet on equal footing and moves consumer privacy protection back to the FTC where it is best housed. American consumers will be once again provided with a consistent set of privacy rules.

To the Editor: On behalf of the Vietnam Moving Wall Committee, I would like to express a sincere thank you to the 300-plus people that turned out Friday evening to support the Wall coming to Oswego this summer. It was beyond our wildest expectations and raised nearly $40,000.

We are blessed to live in a community that shows such dignified support for our veterans. The Fox Valley Kickers Club served as host and provided a topnotch service to this cause.

Oswego is truly a special place to live and raise a family and I invite everyone to join us this summer and pay tribute to the 58,000-plus men and women that sacrificed everything for this country.

OSWEGO LEDGER The Easter Bunny will be hopping over to Fox Bend Golf Course in Oswego on the morning of Wednesday, April 12, the Oswegoland Park District has announced.

This meet and greet will happen rain or shine and includes breakfast featuring kid-friendly cuisine and an egg hunt. Everyone attending must register. The Bitty Bunny Brunch is $20 for park district residents and $25 for non-residents. Registration ends April 7.

School-aged kids will celebrate the season with a Flashlight Egg Hunt held at Fox Chase Elementary and Wormley Heritage Park in Oswego on Wednesday, April 12.

Kids will embark on a search for Easter eggs with only the beam

from their flashlight. Select eggs are designated as winners with prizes that include an Action Pro Camera, Tablets, VR viewers, stuffed animals. Everyone walks away a winner with a goody bag filled with candy and prizes. Interested egg hunters are encouraged to remember their flashlight and dress for the weather, as the hunt is on rain or moonshine.

A limited number of 250 participants will receive their egg hunter’s license at check in from 7:30 to 7:55 p.m. The Egg Hunt fee for park district residents is $7, $9 for non-residents. Registration ends April 10 at 4:30 p.m.

The village of Montgomery and the Community Christian Church are again teaming up to offer a free Easter egg hunt and related events for children from 10:30 a.m. until noon Saturday, April 8.

The egg hunt will take place at Montgomery Park at the corner of Mill and River streets, with more activities nearby at the Montgomery Village Hall, 200 N. River St. In case of inclement weather, the egg hunt will take place inside the Village Hall.

The egg hunt will take place in three stages (ages 1-3 at 10:30 a.m., ages 4-6 at 11 a.m., and ages 7-10 at 11:30 a.m.). All participants should be at the park at least 15 minutes before their start time and should bring a bag or basket to collect eggs.

Meanwhile, the Easter Bunny will preside over activities at the Village Hall, including popcorn and other free refreshments, a cake walk, cookie decorating, face painting, a police car and fire truck, crafts, and more. There also will be an opportunity to take pictures with the Easter Bunny.

Holmstrom secured the position by defeating Stephen Youhanaie, another first-time candidate. Holmstrom received 2,399 votes, while Youhanaie garnered 1,468.

As clerk, Holmstorm will receive a starting annual salary of $8,000 and qualify for health insurance in the part-time position. Holmstrom’s salary will also increase 3 percent annually over the remaining three years of his term.

Asked in a Ledger questionnaire what his top priority would be if he was elected clerk, Holmstrom responded: “I would like to see the township office solve the transparency issue that has plagued it for quite some time. The township needs to make minutes and notices available via website. Also be

able to respond to community concerns in a more expedited manner.”

In the race for four open seats on the township board, voters elected Diane Selmer with 1,969 votes; Allyson Jacobsen, 1,961; Donna Stanley, 1,816; and William Small, 1,668. Small is the lone incumbent.

Finishing out of the running were Jan Alexander, 1,632; Leah Philpot, 1,595; and Tom Yackley, 1,546.

Each of the township trustees will receive starting annual salaries of $4,261, but will not be eligible to receive health insurance or participate in the IMRF program. Trustee salaries will also increase 3 percent each year over the remaining three years of their terms.

As required under state law, the township board previously set the salaries and benefits for all of the township’s elected officials prior to Tuesday’s election.

The village of Oswego and city of Yorkville have continued their shared service efforts by hiring a purchasing manager who will work for both communities.

In a statement, they announced that Annie Callahan has been hired to the new position.

According to the statement, Callahan has a “strong background in procurement” having most recently worked at Navistar, where she negotiated $4.5 million in cost savings in 2016. She received her MBA from Benedictine University.

A team comprising of staff from both municipalities served on the hiring committee, selecting Callahan from a pool of nearly 30 applicants.

Callahan lives in Oswego with her

three teenage children.

The purchasing manager will review existing contracts and be involved in future purchasing contracts for both municipalities in order to identify potential cost savings and ensure the best contract terms for both communities.

The purchasing manager will also seek additional shared service and joint purchasing opportunities, gaining further cost savings for both municipalities, according to the statement.

The two municipalities adopted an intergovernmental agreement last October setting the terms for the shared employee. The position is an employee of the village of Oswego, with reimbursement of half of all employment costs from the city of Yorkville. Callahan will split her time between the two municipalities.

“I am honored to be leading this unique initiative between Oswego and Yorkville. I intend to apply my procurement experience to find cost savings opportunities in both communities,” Callahan said.

The Kendall County Sheriff’s Office has received phone calls from concerned citizens inquiring about legitimacy of mailings from the Illinois Sheriff’s Association regarding memberships.

The Illinois Sheriff’s Association recently sent membership appeals out through the mail. Individuals choosing to join the voluntary program can do so for as little as $25, while businesses can show their support for a $50 contribution.

According to the sheriff’s office, the payments help provide critically important technical resources, training and legislative support on key criminal

justice issues.

Contributions are tax-deductible and unlike other organizations in our state, the program does not solicit membership by telephone.

The program is committed to its “no telemarketing” policy and only sends invitations to citizens to become members by mail. Individuals who do not receive a membership appeal and would like more information can contact the Illinois Sheriffs’ Association at 401 E. Washington St., Suite 1000, Springfield, IL 62701, or 217-753-2372.

Information is also available online at www.ilsheriff.org.

Residents can also become members of the program by contacting the sheriff’s office. The membership program was formed to provide citizens with an opportunity to lend their support to more effective law enforcement and to help local law enforcement officers protect the lives and property of citizens.

The two officers completed the 12week resident program and participated in their class graduation ceremony along with 65 other new police recruits from all over the state.

The two officers will now begin an 800-hour field training program at the police station to learn agency policies, rules and regulations, procedures and practices. The program is designed to allow the recruits to experience “on street” policing while being guided, observed and evaluated by experienced

police officers before they are allowed to advance to solo patrol status.

In a statement, the department welcomed the new officers and congratulated them on their successful completion of the police academy.

The Institute’s high-quality training program utilizes current principles of discipline and structure to prepare recruits to meet the challenges of today’s complex policing environment.

Hands-on instructional methods and a regimented physical training program provide challenges that prepare officers for the demands on the street.

Community policing values are integrated throughout the course with emphasis on the service functions that are so much a part of today’s law enforcement mission.

Work continues on Route 34 widening Storm sewers now being installed for multi-year project

By TONY SCOTT tscott@kendallcountynow.com Crews continue to work on the Route 34 widening project in Yorkville and Oswego.

D Construction of Coal City is widening 3.65 miles of the highway to five lanes with new storm sewers, curbs and gutters, infiltration trenches and basins, traffic signals, a shared-use path and landscaping from just east of Route 47 in Yorkville to just west of Orchard Road in Oswego.

The Illinois Department of Transportation awarded the contract to D Construction in November of 2015, hiring the firm to complete the $33.2 million project.

Alan Harwood, IDOT area supervisor for Kendall, Grundy and Livingston counties, said the agency has yet to put in place a construction engineer on the project.

Harwood said the contractor was performing what work they could while waiting for clearance from nearby utilities.

“We’ve been delayed about a year for utilities, and there is still a couple of them out there,” he said. “That’s why they’re doing stuff here and there, and kind of jumping around.”

For now, the contractor is installing storm sewers where they can, he said.

The original schedule called for the crews to install storm sewer lines throughout the summer and begin to shape lanes in the fall, building the two northernmost lanes first, Harwood said. He said they may lay concrete down this year, but he is not sure how much progress they will make on that front.

“They planned on just getting dirt and stone down this year, but something tells me they’re going to get some concrete down, but I don’t know how much as of yet,” he said.

Harwood said waiting for utilities has been “out of their hands,” but “they’re getting closer.”

“A lot more utilities have cleared out,” he said.

Harwood said the project is expected to take a little more than two construction seasons to complete.

In the meantime, he said IDOT officials are looking for a venue to hold a public meeting to give residents an update on the project.

He said the goal of the meeting is to “get everyone together who wants to come in to see what’s going on.”

‘No’ vote recommended on shooting range Zoning committee also must weigh in on proposal for 30-acre site in Lisbon Township

By TONY SCOTT tscott@kendallcountynow.com A Kendall County hearing officer has recommended a negative vote on a special use zoning request for an outdoor shooting range in the county.

Wally Werderich, a special use zoning hearing officer, reviewed the request at a meeting Monday evening in Yorkville, and heard testimony from neighbors of the property on 16502 Church Road in unincorporated Lisbon Township who oppose the project.

Following the testimony, Werderich reviewed the required “findings of fact” to determine whether the special use zoning should be approved, and said the project did not meet the standards.

The project now will be reviewed by the Kendall County Board’s Planning, Building and Zoning Committee at 6:30 p.m. Monday, April 10, at the County Office Building, 111 W. Fox St. in Yorkville. The committee then will forward its recommendation to the full County Board.

Robert Delaney is proposing a 24lane shooting range on his approximately 30-acre property.

The range would have berms and be subject to 33 conditions under the special use zoning, according to information from the county. One of those conditions is that pistols will be the only firearms allowed to be used at the range.

Delaney currently uses the property for private shooting for friends and family, although residents at the meeting claimed it was being used for classes, as well.

Peterson said he also was concerned about the effect of lead on a nearby pond, which he said was near his well. Delaney purchased the property at auction from Peterson’s family.

Peterson presented a petition to Werderich that he said was filled with

45 signatures of nearby residents.

“Mr. Delaney has shown by his actions a willingness to skirt the regulations and shove this gun range down our throat,” Peterson said.

Whitewillow Road resident Joe Phillips said he was concerned the shooting range would bring down his property values and those of his neighbors. He also claimed that the current range is situated so people are shooting right at his property.

Phillips said he recently called the sheriff’s office when those using the range were shooting towards his property, and questioned the regulation of the range. He noted that a company had been advertising shooting lessons at the range.

“I think it’s kind of an open game out there,” Phillips said. “I don’t know what’s really happening.”

Yorkville attorney Daniel J. Kramer, representing Delaney, said it would be better to have a supervised range. He pointed to the 33 conditions that would restrict the use in the special use zoning. Kramer said there is “a need for this type of facility in the community.”

Kramer also said that the courts have ruled that a special use request should be granted if the conditions are met.

“Popular or unpopular, pleasant or unpleasant, the Illinois courts have said if a governmental body takes upon itself to give that checklist and you go through that checklist and the applicant can make and comply with each of those provisions, then it’s a ‘must’ not a ‘may’ or granting the special use,” he said.

Montgomery to flush water mains OSWEGO LEDGER The village of Montgomery Public Works Department crews will flush water mains in the village and unincorporated Boulder Hill subdivision during the weeks of April 10, 17 and 24.

This procedure clears sediment from the water distribution line, helps maintain water quality, and verifies proper operation of the hydrants.

Residents are encouraged to refrain from washing laundry when flushing is done in or near their neighborhood as the temporarily discolored water may cause laundry staining.

Residents should also run their cold water taps first to clean out any sediment that may enter the water lines inside the homes.

Public Works crews will flush hydrants from approximately 7 a.m. to 6 p.m. daily according to the following schedule:

Week of April 10: Areas east of Orchard Road to Hill Avenue (includes Parkview Estates) and north of Route 30 (Seasons Ridge) up to Ashland Avenue.

Week of April 17: In unincorporated Boulder Hill, South of Route 30 to Circle Drive West and from Route 25 to Douglas Road; within the village of Montgomery, Lakewood Creek West, Fairfield Way and Foxmoor.

Week of April 24: Areas west of Orchard Road to Dickson Road and from Galena Road to Jericho Road, including: Montgomery Crossings, Lakewood Creek, Lakewood Creek West, Fairfield Way, Foxmoor, Blackberry Crossing, Blackberry Crossing West, Huntington Chase, Balmorea, Orchard Prairie North, and Saratoga Springs.

Oswego girl aids NICU OSWEGO LEDGER Oswego resident Olivia Bailey-Powell, 10, gave back to Rush-Copley Medical Center in Aurora on March 28.

The fifth-grader at Southbury Elementary School in Oswego helped deliver 80 items of infant clothing and stuffed animals to the hospital’s neonatal intensive care unit. Bailey-Powell was a patient for 47 days in the NICU after being born three months premature. Her birth weight was one pound, 13 ounces. Gifts she presented for newborns were collected in a third annual Pajamuary drive at Fourth Street United Methodist Church in Aurora. Bailey-Powell attends there with her mother, Bonnie, who plays in the church’s handbell choir, and with stepfather Tom Disantis.

Donations included 26 onesies, 21 sleepers, nine blankets, seven stuffed animals, six preemie hats, four pairs of booties, two infant hats and a tote bag.

Bailey-Powell said she wanted help because she knows how parents of premature babies need something comforting while they are at the hospital.

The Rev. Deborah Tinsley Taylor, Fourth Street UMC pastor, told a reporter, “Olivia is an alumni of the hospital, and this is an opportunity for her to participate. We’re responsible for the spiritual lives of our young people, and sometimes we believe they don’t have something to offer someone else. This is an opportunity to show both gifts and graces.�

OSWEGO LEDGER The Aurora University chapter of the American Marketing Association was named International Collegiate Chapter of the Year at the AMA’s 2017 International Collegiate Conference earlier this month in New Orleans.

Some 1,500 students and faculty from more than 200 universities converged on the Big Easy from March 1618 for three days of professional development, competition, and networking with peers, industry professionals and potential employers.

In addition to winning overall international honors, several AU/AMA students won individual accolades at the conference.

Kelly Hauge, AU/AMA president, a senior from Oswego majoring in business administration and marketing, was selected as the 2017 AMA Student Marketer of the Year.

Junior Caitlin DeRuiter, a marketing major from St. Clair, Michigan, and AU/AMA’s president-elect, took home a $5,000 scholarship as the winner of the 2017 EBSCO Marketing Scholar Award.

Senior Bradley Kigyos received an honorable mention in the Sales Student of the Year competition. The Aurora native is the chapter’s vice president of professional selling and is majoring in psychology.

“It’s a great achievement for everyone involved,” said Hauge. “I am most proud of the fact that this was a team effort. It would never have happened without everyone working together.”

This is the first time since its creation in 2009 that the 85-member strong AU/AMA chapter has been recognized as the nation’s No. 1 chapter. AU/AMA placed among the top five chapters internationally the last two years. The AU/AMA chapter won recognition in four other categories as well: Chapter Communications, second place; Website Competition, second place; Outstanding Marketing Week Activities Competition, honorable mention; and Community and Social Impact Video Competition, second place.

For the final category, AU/AMA produced a video about pet adoption for Kane County Animal Control.

AU’s Jane Davis, chair of the biology department and Kane County Animal Control’s deputy director, helped make the video possible, according to Kyle Friedrich, of Aurora, AU/AMA’s vice president of media production and a senior majoring in marketing and communication.

Ten AU/AMA chapter members joined their longtime faculty advisor, marketing professor Brian Vander Schee, at the event.

“Dr. Vander Schee is the reason that our chapter has been able to compete so effectively with the larger state schools,” Hauge said. “His dedication is really the backbone of our success.”

According to Hauge, AU students who participate with the AU/AMA chapter benefit from its relatively small size, which allows more opportunity for students to get to know each other better, hone skills and participate together on projects and competitions.

“For me, one of the most valuable aspects of being a part of AMA is that it constantly pulls me out of my comfort zone,” said Kigyos. “The sales competitions are as close to real-world situations as you can get. You are competing at a high level with people who know what they are doing.”

Hauge would agree. “AMA has provided me with endless opportunities to network with students and also with potential employees,” she said.

In February she landed a job as a marketing administrator with SPEC Engineering of Plainfield, a full-service process engineering firm that provides the latest in technology to the food, beverage and chemical industries. She begins full time in May. “I’m excited to learn all about a new industry and put my marketing skills to the test,” she said.

Growing fresh herbs is one of the most inexpensive and delicious ways to make home-cooked meals even better. Orders placed prior to April 18 for municipal pickup are to be collected at the ECO Earth Day Event from 9 a.m. to noon Saturday, April 22, at Village Hall.

Three times Saturday a breeze knocked Mason Madalinski’s cap off.

The Oswego East senior pitcher casually refit it each time, and went back to work.

“It’s always a problem with the long hair,” said Madalinski, who’s also grown a beard. “I don’t have a problem with the other hat. This one always falls off.”

Nothing, though, unsettles Madalinski and the Wolves these days.

The righthander went the distance on a two-hitter, striking out six, and homered as Oswego East remained unbeaten with a 4-2 win at Metea Valley.

Oswego East (9-0) has almost matched last year’s win total – and it’s only the first week of April. Count Madalinski as not surprised.

“To be honest, not really,” said Madalinski, committed to Olivet Nazarene.

“Our mentality coming in is that we were going to make a run, that this was the year and that we were going to do something special. This is one of the hardest-working groups I’ve ever been a part of.”

Coming off a 12-19 season, the Wolves had reason to be confident. The entire pitching staff, including Madalinski, returned intact.

So far, things have played out according to plan. Oswego East pitchers have allowed three or fewer runs in their last seven games.

“We know we’re going to be in every ballgame because of our pitching,” Wolves coach Matt Engelhardt said.

“We can pick any name out of a hat and they’re going to get it done.”

Madalinski logged 43 innings as a junior, but he’s even better now. Bigger and stronger, he’s also made the curveball a bigger part of his ­repertoire.

Oswego East starting pitcher Mason Madalinski went the distance on a two-hitter for the Wolves Saturday, striking out six in a 4-2 win.

Oswego East is now 9-0, and pitching like Madalinski’s is a big reason why.

It came in handy when he unveiled it the second time through the order Saturday. Madalinski (2-0) struck out two to get out of a two-on, one-out jam in the fourth inning. Three of his six strikeouts came on curveballs, two looking.

“That’s been a pitch that’s really helped me this year,” Madalinski said.

“Last year really I was basically fastball and changeup. I’ve worked to develop that pitch, it’s got me out of some situations and I’ve trusted it more.”

Madalinski’s lone blemish Saturday came in the fifth, two runners scoring on his errant pickoff and an ensuing throwing error. He bounced right back, allowing just one runner

the rest of the way.

“We expected this from Mason,” Engelhardt said. “He had a really good junior year and he didn’t rest on it. His work is paying dividends.”

Oswego East got on the board in the second inning with Daniel Rodriguez’s two-out run-scoring single. Madalinski helped his cause an inning later, crushing a 1-0 pitch to left for a tworun homer to make it 3-0. Sean Schumacher’s sacrifice fly in the sixth scored Rodriguez to make it 4-2.

With 15 pitches left on his limit, Madalinski worked a 1-2-3 seventh.

“I started the game, I knew I had to finish it,” Madalinski said. “I threw strikes and trusted my defense.”

The Wolves open Southwest Prairie Conference play April 10 at Joliet West. Madalinski, for one, is confident they can contend in an always-tough league.

“We definitely have a shot to be one of those teams competing for a conference title,” Madalinski said. “We just have to keep our mentality, keep playing our game, keep the pitching going.”

Oswego East notes: Garrett Goetz struck out nine over six innings to earn his second win and Madalinski got the save for the Wolves in a 2-1 win over Naperville North on March 29.

Oswego soph helps Panthers to fast start

None of her Oswego teammates realized she had a no-hitter going in the seventh inning last Wednesday in Geneva, either.

“Honestly, we didn’t even talk about it,” Oswego coach Amanda Stanton said. “Our bench was just having fun, being silly. We were more caught up in the excitement of her striking everybody out.”

Scaramuzzi, a sophomore lefty, had the no-hitter spoiled with two outs to go. She settled for a 14-strikeout two-hitter, throwing 16 first-pitch strikes in a March masterpiece.

“I was just doing the best I could to help give my team the best chance to win. I wasn’t really thinking about a no-hitter or anything,” Scaramuzzi said. “I think working ahead in the count helped me the most.”

Scaramuzzi followed that up with 11 strikeouts three days later against Lemont.

For her spectacular week in the circle, Annie Scaramuzzi is the Ledger Athlete of the Week.

Scaramuzzi and the Panthers seem to be a team on the rise.

The program hasn’t had a winning season since 1994. Oswego went just 10-18 last year, but finished strong in advancing to a regional final. The Panthers (6-1) are already more than halfway to last year’s win total, and it’s still the first week of April.

It’s a young group, too. Scaramuzzi and six of her teammates play together on the Kane County Explosion travel team.

“We’re hoping we can accomplish that winning season,” Scaramuzzi said.

Scaramuzzi’s pitching is on the rise.

Scaramuzzi struck out 14 batters in a win against Geneva last week, then came back to get 11 strikeouts to beat Lemont. average with 77 strikeouts in 79.1 innings as a freshman. Entering this week, she’s 3-0 in three starts with a 0.87 ERA and 40 strikeouts in 24 innings.

“Her confidence has definitely grown,” Stanton said. “Last year as a

freshman on varsity it’s hard, then being one of our starting pitchers. When things weren’t going her way she would get more upset and get down on herself. She’s really been working on making adjustments.”

One big adjustment is the develop-

ment of her rise ball.

Scaramuzzi relied more on her curve as a freshman, with a changeup. She’s worked on perfecting the spin of the rise, hitting her spots and controlling the zone.

It’s paid off.

“Her rise ball was pinpoint against Geneva. She was just placing it perfectly,” Stanton said. “She was just going after batters, trying to get ahead in the count.”

Scaramuzzi is also a capable hitter, but she’s always felt at home on the mound.

She started playing baseball when she was 7 years old, and quickly hit it off with current Oswego softball assistant coach Lindsay Hejtmanek. Scaramuzzi took pitching lessons with her, and transitioned from baseball to softball.

Three years ago Scaramuzzi started taking lessons with Robin Voss of All-American Softball in Aurora.

“Both of them have got me to the next level,” Scaramuzzi said. “I just love how the pitcher controls the game, how it gives its team every chance to win.”

Stanton considers her young pitcher to have endless potential. Scaramuzzi can also be her worst critic.

She’s worked on that mental side of the game as she aspires to the next level.

“That is definitely my biggest struggle,” Scaramuzzi said. “I hold myself to a higher standard. When things get thrown my way I let it get to me. That’s something I’ve worked on. I want to be consistent with my attitude and overall presence.”

Stanton already sees her growing into a leader on a young Oswego team.

“She’s a sweet girl, a total team player, respects her opponent,” Stanton said. “She’s just a great teammate and a great kid.”

Rachel Johnson took a reasoned outlook to one rough game.

No surprise.

Johnson, Oswego East’s junior left fielder, is a third-year varsity player.

She’s experienced enough to know it’s a long season, and a tough league.

“At the end of the day they hit more than we did,” Johnson said. “It’s just one game, and it won’t determine anything. This will benefit us in the future.”

The Southwest Prairie Conference opener Tuesday definitely didn’t go the way the Wolves would have liked.

Host Joliet West, new to the league, made a rude entrance with an 11-1, five-inning win.

Kristen Ames and DeShonte Smith homered in a three-run third inning.

The Tigers (4-1, 1-0) tacked on three more runs in the fourth and four in the fifth off Oswego East pitchers Mackenna Mittelstaedt and Emily Schultz.

“They hit those couple long balls, and that really hasn’t happened to us yet,” Oswego East coach Mark Green said. “I think it kind of knocked us on our heels a little bit. Joliet West has historically been a good softball program. We knew they’d be good.”

Oswego East (3-2, 0-1) scored its only run in the second inning. Mittelstaedt hustled out a leadoff double, and one out later Kaili Chval walked.

With two out Johnson went the other way, singling in courtesy runner Riley Kelsch to tie it 1-1.

“I knew the situation,” Johnson said. “We needed to get a runner in.

Once I saw that outside pitch I knew I had to take it that way. It fell in. Sometimes you get lucky.”

The Wolves weren’t so lucky later in the inning.

With two outs and the bases loaded, Schultz hit a laser off the hand of Joliet West pitcher Sidney Budzinski. It caromed right to the Tigers’ shortstop, who threw out Schultz in a close play at first. The Wolves had baserunners in three more innings, but stranded them.

“They hit the ball and we didn’t.

That’s the story of the game,” Green said. “It’s only one game. This defeat won’t define our season.”

leading off the bottom of the third gave the Tigers the lead for good. The Joliet West senior hit it right-handed, which was unusual for her.

“I’m usually lefty, I switched over sophomore year full time,” Ames said.

“I decided to go righty this game. I warmed up good, and I felt confident in my swing. It felt amazing right off my bat. I didn’t know if it would go out, but I loved that it did.”

Joliet West just adds another contender to what should be a rugged league. It hardened Oswego East for a historic playoff run last year.

Johnson doesn’t see why it can’t again.

“We love our conference because it’s great competition,” Johnson said.

“If you don’t love competition, why play? It’s great that we face teams that know how to play. It’s beneficial to the whole team. They [Joliet West] will be on our home turf in a couple weeks.

There’s always a round two.”

Oswego East notes: Sycamore scored two runs in the bottom of the sixth to beat the Wolves 5-4 on April 1. Emily Schultz went 3-for-3 with an RBI and two runs scored, Chval was 2-for-3 with a triple and two runs scored and Mittelstaedt was 2-for-4 with three RBIs for the Wolves.

FINDING FRESH STARTS

Teammates at Oswego, Campbell and Sinnott at home at separate DII schools

By JOSHUA WELGE jwelge@kendallcountynow.com Sometimes, plans change.

Jordan Campbell and Erin Sinnott can certainly attest to that.

For four years, Sinnott and Campbell played varsity basketball together at Oswego. They won two regional titles, and led the Panthers to a sectional final in 2015. The two also teamed up on AAU with the Chicago Hoops Express.

They didn’t plan on being a package deal in college, but both committed to Evansville five months apart.

Now, both are ready for separate fresh starts.

Sinnott announced last week that she was transferring to DII Daemen College in Amherst, N.Y. for her last two collegiate seasons. Campbell, who played last season for Tyler Junior College in Texas after a year at Evansville, is also on the move – headed for DII Kentucky State.

“It’s a relief, a relief off my family’s shoulders that this will be my home and I’m settled,” Campbell said. “It definitely wasn’t my four-year plan to transfer twice. Things have happened, and I’ve rolled with it.”

The end result was similar, but Campbell and Sinnott took divergent paths to their decisions.

Campbell, a 5-foot-11 forward, appeared in 17 games and made five starts during her freshman season at Evansville. In July 2016, though, Evansville cut ties with Campbell.

She found a landing spot at Tyler, two hours east of Dallas. Campbell played in 26 games this season for Tyler, averaging 2.2 points and 1.7 rebounds. The team earned an at-large bid to the NJCAA National Tournament.

Campbell appreciated the life experience, and the travel, but the distance from home didn’t help her game.

“It did affect me not being close to family, coming from Evansville, where I had a lot of support and family coming to games,” Campbell said. “I didn’t play as well as I could have when I was down here.”

Campbell was recruited by Daemen, like Sinnott, but Kentucky State was her first choice. The program an hour east of Louisville is coming off a 12-14 season.

Tyler and it was a great experience - I want to feed off of that,” said Campbell, who is pursuing a degree in business.

“I’m ready to be back in the Midwest.

We were on the same page about a lot of things.”

Sinnott was definitely not on the same page with developments at Evansville.

A 5-foot-11 forward, Sinnott played in 21 games as a freshman with five starts. By Thanksgiving of 2016, though, things started unraveling.

After scoring 13 points in the season opener against Cleveland State, Sinnott scored just 21 the rest of the season.

“I didn’t like how things were going and how I was treated,” Sinnott said. “I knew coming to Evansville I wouldn’t be a star and I understood that, but I felt I should have been playing more than two minutes a game. I met with

coaches and I wasn’t getting the answers that I wanted. It made the decision easier.”

Sinnott was granted a release from her scholarship at 5 p.m. on a Friday afternoon in March. By Saturday morning, texts were buzzing in from interested schools. Daemen was the first to reach out.

“I didn’t have a plan before I got my release, I went in blind, I thought I was going to have to beg someone to give me a chance,” Sinnott said. “The amount of people who reached out to me right away, it was the light at the end of the tunnel.”

Sinnott initially thought she’d end up at a school closer to home.

She’s had limited exposure to the east coast, and never been to New York City. Amherst is located about 10 minutes from Buffalo.

It only took Sinnott one trip to fall

in love with the idea of living there.

“The school had everything I wanted from an academic and playing standpoint,” said Sinnott, who is pursuing a degree in business and sports management. “They were truthful and upfront about my role. The coach, she’s a mom, she understands things and wants what’s best for her players.

That’s ultimately what it’s all about.”

Longtime teammates, Sinnott actually considers her and Campbell opposites off the court. She does, though, think about the four years she thought they’d spend in college together.

“You lose touch – I haven’t really been in touch with her as much since I left Evansville,” Campbell said. “It’s funny, when Daemen was recruiting me, I thought for a minute that fate wanted us to be at the same school. I wish her nothing but the best with her journey.”
