tscott@kendallcountynow.com Retired Army Sgt. Brodick G. Richmond has already been through much in life, serving in Iraq and Afghanistan, being wounded in battle, then coming home to a second battle with brain cancer.

But now he and his wife, Terrica, have one less burden to bear as they were presented with a mortgage-free home in Yorkville’s Autumn Creek subdivision on Friday on behalf of PulteGroup, the subdivision’s developer, and the Military Warriors Support Foundation.

The gift is part of the housing developer’s Built To Honor program, and all expenses of building and decorating the home are being covered by the company along with its trade partners, according to a company spokesman.

In addition, the Yorkville City Council unanimously agreed to waive the various fees for the home. The home is expected to be completed next spring, according to PulteGroup.

The Richmonds currently live in Naperville, but were welcomed to Yorkville with open arms in a ceremony at Green’s Filling Station Park in the subdivision, complete with the Yorkville Police Department, Bristol-Kendall Fire Protection District, the Yorkville American Legion Post 489, and students from Yorkville schools greeting them.

Richmond joined the Army in 2006 and was serving a tour in Afghanistan in 2008 when a 108mm rocket struck his mortar squad. He sustained numerous injuries and was awarded the Purple Heart. After coming home from the military, he was diagnosed with brain

cancer.

The couple knew that they were being considered as winners of the home, but did not know they won until they pulled up to the ceremony Friday.

“We pulled up, and ‘What the hell?’”

Richmond said, laughing. “We won a free home. Yes, indeed.”

Richmond said he was excited to own a home where he, his wife, and his three young daughters, who they are in the process of adopting, can live.

“I own a piece of the rock,” he said.

“That’s what it’s all about right now.”

Oswego, Yorkville to share purchasing manager

A motorcade that included the Yorkville Police Department, Yorkville American Legion Post 489, Bristol-Kendall Fire Protection District, and other organizations escorted the Richmonds to the park.

The Yorkville City Council unanimously approved an agreement with the Village of Oswego Oct. 11 where city officials agreed to share the cost of a new purchasing manager position.

The Oswego Village Board approved the agreement at its Oct. 4 meeting.

City Administrator Bart Olson explained that such a position will allow department heads to do their jobs with-

out having to also manage purchasing of equipment, coordinating bidding, and other related duties.

The agreement states that Yorkville and Oswego will split 50-50 “all costs related to the wages, costs, and benefits for the employee.” The agreement says Oswego will pay the costs of the employee and that Yorkville will reimburse the village.

Olson said there is “potentially a net savings to the city in doing so.”

“You have this person making less than the department heads, they’re do-

ing that (purchasing) work probably at a higher level than we can,” he said.

“Then we’re freed up to do higher-level managerial work. Those are soft costs, but there’s a real benefit to the city.”

Alderman Joel Frieders praised the concept of sharing employees between two communities. He said it would ensure that the employee performs to the standards of not just one, but both communities, and could save money.

“I think this is a really cool idea, and I think we should do more of it,” he said.

The City is Yorkville is moving to clean up Dan Nicholson’s sawmill property in the city’s downtown. said. “It will be a couple months, I would expect, by the time any progress is made down there. But we do have the authority to do it, so it depends on the City Council process of selecting a vendor and then that vendor’s availability.”

The RFP form, available on the city’s website, includes a list of projects that have been approved by the city’s adjudicator, an attorney that oversees the city court process, Olson said.

According to the RFP form, the projects include: removal and disposal of a wood rack for firewood located within the public right-of-way on Heustis Street; removal and disposal of “snipe signs” in the public rightof-way on Heustis Street; towing and storage of approximately 12 inoperable and unlicensed vehicles to an auto yard; removal and disposal of a six-

foot-tall “dilapidated” wooden fence; installation of a new 900-foot, eightfoot-tall fence and two gates; installation of new building-mounted address numbers; removal and disposal of “various rubbish and garbage, included but not limited to such items as inoperable equipment, numerous large metallic items, pallets, piles of tree branches, boxes, etc.”

The RFP form states that work will be performed between 7 a.m. and 5 p.m. Monday through Friday. It also says security in the form of Yorkville police may be needed.

“Police presence may be required and if determined to be a requirement will be provided by the United City of Yorkville during the hours of work on the site,” the form states. “The contractor must be in communication with the city to determine the need of police presence.”

Yorkville officials have approved an agreement with the U.S. Census Bureau for a special census that could bring more than $500,000 more revenue annually to the city’s coffers.

The City Council voted unanimously Oct. 11 to approve the agreement with the federal agency, at a cost of $134,557. Of the total, $108,093 is paid up front to the Census Bureau and the remainder is held by the city to pay personnel.

The city is responsible for providing office quarters, but the Census Bureau will conduct background checks and make final hiring decisions, according to a memo to the City Council from Nicole Kathman, the city’s administrative intern.

The special census will not include the entire city, but areas that have seen growth since the last census in 2010.

The areas city officials have identified to be part of the special census have a total estimated population of 3,690, according to Kathman’s memo, and officials anticipate 1,280 new residents since the last census.

“Keep in mind this number is estimated as of the middle of June,” Kathman wrote. “With the BUILD program and single family detached permits continuously being issued, this number has more than likely already increased and we expect it to continue.”

The city receives $150 per year per resident in tax disbursements for income tax, use tax, and motor fuel tax, Kathman wrote.

“We anticipate additional revenues of approximately $637,200 that would not otherwise be realized,” she wrote.

“With the cost estimate of $134,557, it results in a net gain of nearly $502,700.”

Kathman wrote that the process of the special census would begin in November and last through August of 2017. The city should expect its first payment in November of 2017, she wrote.

Yorkville officials are moving to clean up a lumberyard in downtown Yorkville that for years has been the subject of city property maintenance violations.

The Nicholson Logging and Lumber property, owned by Yorkville resident Dan Nicholson, sits just south of the railroad tracks and north of Van Emmon Street in Yorkville’s downtown, between Heustis and Mill streets at 206 Heustis Street.

The city is requesting proposals from contractors due this Friday by 4 p.m. to perform work to clean up the property. Nicholson will be charged by the city for the cost of the work, City Administrator Bart Olson said.

For his part, Nicholson declined to comment on the record but said he has retained an attorney.

Olson said Nicholson has been through the city’s administrative adjudication process “several times over the past couple years.” Olson also said that over the “past few years,” the city has received “formal and informal complaints from commercial and residential neighbors” about the property.

“Within the past year, the state approved a law that expanded some of our authority on administrative adjudication, so our ability to go in and complete remediation on a property if there’s a property maintenance violation,” he said. “And then to either lien the property ourselves or to go in and do the work and charge the individual for it.”

Olson said the city has been through two rounds of adjudication using citations with Nicholson.

“The next step after that basically is to get a contractor that will do it for a price that we see as fair, get that contract approved by City Council, complete the work, and then proceed with collection afterwards,” Olson

Bravo on new county courthouse mural Bravo! That’s our one word reaction to the large mural that now hangs in the foyer at the entrance to the Kendall County Courthouse in Yorkville. But we want to share more words of praise here for both the artist, Eulojio “Joe” Ortega of Sandwich, and the Kendall Arts Guild (KAG) who secured donations to pay for the painting and oversaw the project.

Ortega has painted a stirring, uniquely Kendall County scene that features a farmer with a team of horses harvesting a crop in a field overlooking the Fox River. Spanning the river is a steel box truss bridge, the kind that once spanned the river in Oswego and Yorkville more than a century ago. A cupola, much like the one on the coun-

ty’s historic courthouse building in Yorkville, appears across the river on the horizon.

Like any good work of art we believe Ortega’s painting will mean different things to different people. Many will look upon the painting and ponder the county’s history and growth, while others will enjoy the scene and rich colors.

Even if you don’t have any business

at the courthouse, we encourage you to stop by and view Ortega’s work.

And, if you see Chief Judge Timothy McCann or any members of the KAG thank them for having the imagination and vision to use public art to bring some badly needed historic character to the courthouse. The painting serves to convert a largely overlooked space into a focal point for current and many future generations to enjoy.

Correspondent’s 1891 ballot prediction proved wrong Much, I suspect, to the relief of just about everyone in the U.S., not to mention the rest of the entire world, we’ll be heading to the polls in another couple weeks to elect a President, not to mention a host of state and local officials as well.

It’s probably understating the situation to say this has been one of the most unusual Presidential campaigns in the nation’s history as one of the nation’s two major political parties has found itself with a candidate that public opinion polls say most of the country intensely dislikes – and that includes a surprisingly large portion of his own party.

When we get to the polls on Tuesday, Nov. 8, we’ll find the usual setup of voting booths arranged so we can cast our ballots in private.

We take secret ballots for granted, but that’s not what our great-great-grandparents found when they went to the polls. Not until 1891 were Kendall County residents allowed to cast secret ballots, marking the end of a voting process beginning thousands of years ago.

Although we like to think that democratic tools like voting are relatively modern processes, voting using ballots has a long and honorable history in both the East and the West.

The ancient Greeks pioneered the use of ballots as early as the 5th century B.C., using methods ranging from kernels of grain to colored balls. Farther east, balloting was used in India before 300 B.C. Later, balloting was used during the Roman Republic, but gradually disappeared as government became more and more autocratic, and voting virtually disappeared for

Not until the 13th century was balloting revived by some Italian city states. By the 16th and 17th centuries, balloting had crossed the English Channel to Great Britain.

The first use of voting by ballot in the New World was used by the General Court of Massachusetts, which used the process to select governors after 1634.

Gradually, balloting became widespread. Its existence was assumed by the U.S. Constitution as well as state constitutions after the nation won its freedom in the Revolutionary War. But voting during that era was a lot different from what it means to us today. At that time, ballots were often passed out throughout the community – no polls necessary – and at other times the ballots were pre-marked. When a vote was cast, it was done in the open, often orally – reading and writing skills were sometimes absent – and there were usually separate ballot boxes for each political party. It was as if every election was a partisan caucus.

In the 1870s and 1880s, a parade of financial crises called panics – we’d term them depressions these days – continued to plague the nation.

A general public that was becoming more educated, thanks to the nation’s public schools, and more disenchanted with being told what to do by politicians who were little more than lapdogs of big business, clamored for change.

After some study, it was decided the Australian Ballot system, in which ballots are marked and then cast in secret, was by far the most fair.

Under the new system, ballots were to be printed at public expense and would be distributed only at official polling places. When ballots were marked, voters would place them in locked ballot boxes to secure them until they were counted. After approval by the Illinois General Assembly, the first election by secret ballot was held in Kendall County in the local elections of November 1891.

Not that everyone was looking forward to the new system, of course.

In October of 1891, the Kendall County Record’s Oswego correspondent, Lorenzo Rank, observed: “In a few weeks we shall be called upon to vote by a new system imported from Australia.

No tariff will be was paid on it, perhaps having been admitted under reciprocity.”

During succeeding weeks, the Record included a number of articles explaining how the new voting system would work. In addition, public meetings were held in communities throughout the county to explain the new procedures.

In the Record’s Nov. 4, 1891 edition, Rank wrote: “Today we do as the Australians do. As everyone will want to try the new style of voting, a good turnout may be expected.”

And remember: “everyone” in that era meant strictly men.

In Oswego, a Mr. John Pitt had the honor of casting the first secret ballot under the new system, although not without a few prob-

lems that entertained bystanders.

Rank wrote: “He [Pitt] is a very enthusiastic, quick, and nimble man. When starting for the booths, someone said, ‘Do you know how to fix the ticket, John?’ ‘Yis,’ said he; on entering, instead of lifting up the curtain or drawing it to one side, he dove right down under it, coming up on the inside under the shelf, with which his head came in collision, making the sheet-iron concern tremble and jingle from bow to stern, but no damage resulted to either it or John’s head.”

Presumably, Pitt’s exploit was the highlight of the day, although it was also apparently instructive because no more booth diving was reported.

Not everyone was happy with the new system, of course.

“There was but one man that balked when told that he must go into a booth to prepare his ballot and who declared that if it has become to such a point when an American citizen cannot mark his ticket wherever he pleased, he proposed not to vote at all,” Rank reported. “Upon second thought, however, he concluded to go through the important forms.”

The new voting system proved both successful and popular, although there were still some initial doubts. “While the system was met with general favor, it will be apt to be too cumbersome when it comes to a general election with a full slate,” Rank predicted.

In the end, of course, the Australian Ballot was adopted nationwide, and its direct descendant is still in use today in Kendall County, although sadly not enlivened by the entertainment value provided by Mr. Pitt.

Longing for Heaven

To the Editor: I have one thing and only one thing on my mind these days and that is my longing for Heaven. When I say this to people, they look at me as though I am not in my “right” mind. These people are living days filled with so many activities, and so many “high-tech” devices to check, answer or peruse. I recently got rid of internet service and thus, one of the last things to tie me to this earth. I wait for the cry of my Lord Jesus Christ, to call me to Him and my Heavenly Home. It may be through death or the Rapture of His church, but it is not far off.

Every person on earth has a finish line to cross. It is important, yes, imperative to think about where we are headed as we finish our earthly race.

GOP imploding

To the Editor: “The Sleep of Reason Produces Monster.” Francisco Goya, c.1799 The GOP is imploding and Republicans have no one to blame but themselves. As has been pointed out in this Forum in the past, they have been trafficking in flagrant denial of facts for years, whether the issue is evolution, global warming, or the religion and birthplace of our current president.

Many Republicans know better but they remain quiet, preferring to keep their (in the words of their presidential nominee) “poorly educated” base intact to protect moneyed interests.

The candidacy that started out as a bad joke has become a national nightmare. Most dismaying of all are the “evangelical elites” (e.g. Jerry Falwell, Jr. and his ilk) who are lined up behind a person totally lacking in moral principles, performing all kinds of mental contortions to support a candidate who espouses very little in the way of a Christian identity. These evangelical “leaders” have shown us that what is really important to them is their party affiliation, not their family values or their Christian faith. And their concern that our country’s leaders are proper role models for the faithful and the young -- what happened to that?

We might recall several statements the candidate made last year and the Pope’s response that anyone who says such things is not a Christian. It is true that only God knows the heart, but some people give pretty good clues as to where their heart is.

down as part of the widening of Route 34 to four lanes in front of the home. He said the contractors briefly halted their work as his mother talked to the foreman for the crew that was cutting down the trees.

“She (still) had to express her dislike for the whole thing,” he said.

Meanwhile, several passing motorists stopped to visit with the Mitchlers as they watched the workers take down the trees. As for himself, Mitchler said,

“It’s a tough thing to see progress come through. There doesn’t seem any longrange planning for it. It just keeps happening and there doesn’t seem to be any end to it.”

Citing the daily traffic back-ups that occur daily on Route 47, Mitchler questioned why IDOT is widening Route 34 between Yorkville and Oswego before attempting to improve Route 47 from Yorkville north to Sugar Grove.

Contractors for IDOT have been cutting down trees on numerous other properties between O’Brien Way in Oswego and McHugh Road in Yorkville in recent weeks. The agency has awarded a $33.2 million contract to D Construction of Coal City to widen the highway.

Over the past several months contractors have been moving utilities out of the highway’s right-of-way in preparation for construction.

Oct. 8 was a sad day for members of the Mitchler family and tree lovers everywhere as contractors for the Illinois Department of Transportation removed several trees that had stood in the front yard of the family’s home on Route 34 just west of Oswego. John Mitchler said his parents, Helen and the late State Sen. Robert Mitchler, purchased the home in 1954 and the family had always enjoyed the trees.

Over the decades the trees had shaded the Mitchler’s front yard and made for a picturesque setting for the family’s home.

“It was a sad day not only for the visual aspect of the property, but also for the wildlife that the trees supported,” Mitchler said. “Trees like the Burr Oak support a lot of wildlife.”

He said IDOT had previously acquired the property the trees stood on adjoining the highway through eminent domain.

Contractors for the agency have also taken down numerous other trees in recent weeks in front of homes up and down the highway corridor between Oswego and Yorkville.

Parents asked to help stop rumors KENDALL COUNTY RECORD The Yorkville School District is seeking the help of the district’s parents to help stop unfounded social media rumors.

The district issued this statement Friday morning: “Last week, rumors began circulating around the Yorkville High School community about an unfounded threat of a student intending to do harm to others in the school. At no time was there a viable threat to the security of students or staff at YHS. An investigation by YHS administration and Yorkville police has shown that these rumors to be completely false.

The Yorkville School District Board adopted its annual budget Sept. 26 following a public hearing.

No board members or public asked any questions or voiced any comments during the hearing. Total expenditures for the budget are just under $80 million, which include $54,105,048 for education, $8,676,576 for operations and maintenance and $8,442,800 for debt services.

“We didn’t have any feedback, any questions, during the public hearing or

general comments. From time to time, we’ll have some community members that will come in and ask questions and we appreciate that they want to know how tax dollars are being used and to keep informed,” said Dean Romano, the district’s chief operating officer.

Romano noted that there continues to be a lot discussion concerning potential changes to public school funding at the state level.

“They’re looking at adequacy and how much money it takes to educate students and how general state aid is administered,” he said of state lawmakers.

“Last evening, continuing irresponsible posts on social media have unfortunately resulted in harming the reputation of an innocent student. The school district asks for parents’ assistance to help stop these rumors from continuing so there is no further disruption to the school community. Despite the unsubstantiated claim, the school has coordinated with the Yorkville police department to increase the police presence on the YHS campus to ensure students in the building feel safe. All threats to the school are taken very seriously, and students are encouraged to share any viable concern to school safety with school administration or a trusted adult.”

Yorkville residents haven’t had a public recreation center to call their own since 2013, when the city ended its lease with a private landlord for its Rec Center on Route 47 and Countryside Parkway.

The city’s Park Board, however, discussed a new, downscaled version of such a building at its Oct. 13 meeting.

The city recently sold 15 acres of park land in the Bristol Bay Park to a developer, receiving $250,000 in revenue. According to a memo from Tim Evans, the city’s parks and recreation director, the funds are being held in the city’s Parks and Recreation Capital Fund.

Evans said at the meeting that the building could be located somewhere along the fence line near the Yorkville High School football field, if it’s approved.

He said it wouldn’t interfere with the baseball programs.

Scott Sleezer, the city’s superintendent of parks, said it would be a smaller, simpler building, compared to the fully-equipped Rec Center.

“It’s 50 feet by 60 feet; it’s literally one large room and some bathrooms and some storage,” he said. “It’s fairly simplis-

tic and straightforward. But I think just having a free, clear span room, one large room, down the road if we have a dedicated use for it, you can always change it up.”

Sleezer said that, in talking to a local contractor, the building would cost approximately $300,000.

“This is what we can afford,” he said.

Evans said most likely the use of the building would be restricted to summer camps and children’s programming.

The department could do a building double the size, which would allow them to provide an open gym for basketball and other amenities, but that would cost $600,000, Evans said. A third option would be to add on to the existing Beecher Community Building.

“So this isn’t a gym, this is a pole barn?” Alderman Joel Frieders said. “So you can do half-gym things with this?”

Shay Remus, superintendent of recreation, said it would give the city a consistent space that could be used for children’s programs.

“This is at least somewhere (for programs),” she said. “We don’t have anywhere else to go at this point. It’s not everything we want, but it’s a start.”

“It’s what we need, not what we want,” Evans said.

Anna Halsey is a Senior at Yorkville High School an plans on attending Illinois State university in the fall where she will study Elementary Education.

She is a candidate for the 2017 Student of the Year scholarship award.

A total of 25 YHS seniors, selected by a panel of faculty members and a junior Student Council representative, will be recognized throughout the school year in the Record.

Seniors applied for consideration through the high school guidance office.

Activities and Honors Anna credits her parents, Christopher and Julia Halsey, for helping her maintain her busy schedule of sports, music, volunteering and other community activities.

Whether it was driving her to play violin in a concert, picking her up from tennis practice, or taking her to and from fundraising activities, Anna said her parents were instrumental in helping her stay active.

Anna is a member of the YHS Student Council and serves as a Student Ambassador. She is co-President of the school’s Educator’s Rising program, a member of the tennis team and the YDiscipline Youth Group. She fundraises for her church and her school, and spends time volunteering as a summer school and religious teacher. Her rigorous schedule is demanding and consumes her time before, during and after school, as well as on the weekends.

That said, Anna said her contributions have “allowed me to discover that I love helping others and making my school and community a better place.

“I realize the power behind volunteering and how just on person lending a helping hand can have a major impact on other.”

Through volunteering, Anna said she find her own happiness.

“I always feel fulfilled doing these activities knowing that I am helping others and making others smile, which brings me happiness as well.”

Anthony Place Yorkville is planned for the northeast corner of Freemont and Walnut streets on the city’s north side, just south of the Jewel-Osco grocery store.

The Yorkville City Council unanimously approved modified plans for

the complex in February. Neighbors of the proposed complex voiced concerns about an initial four-story plan, and developers modified the plan to a two-story building with 50 units.

The project is planned by GC Housing Development LLC and the Burton Foundation.

According to the Illinois Housing Development Authority, the agency awarded a total of $12.7 million in federal Low-Income Housing Tax Credits to help finance 12 affordable hous-

ing developments in eight counties throughout Illinois.

“Once sold to investors, the tax credits will generate an estimated $132.4 million in private capital to finance the creation or preservation of 955 affordable apartments for families, seniors and persons with disabilities,” Authority officials said. “The construction activity is expected to support more than 1,657 full-time construction jobs and 298 permanent jobs after completion.”

“The Low-Income Housing Tax Credit is the most effective tool we have to create and preserve affordable housing in Illinois,” IHDA Executive Director Audra Hamernik said.

“The public-private partnerships formed through these credits lead to significant investments that revitalize and grow Illinois communities each year, ensuring working families, those with disabilities and seniors have safe, decent and affordable place to call home.”

Music Boosters set chili supper KENDALL COUNTY RECORD The Yorkville Music Boosters will hold their ninth annual Red Paw Chili Supper on Saturday, Oct. 22 from 5 to 7 p.m. in the Yorkville High School cafeteria. The music boosters invite the public, students and their families to attend this popular, music-filled, fundraising event.

Over 20 chefs will showcase their chili recipes during the supper while competing for one of three top chef awards. Visitors may sample or eat as much chili as they would like in addition to cornbread, beverages and chili bar fixings. For kids and non-chili eaters, hot dogs will be available. A variety of desserts will follow the chili fare.

After sampling the chili, attendees will have the opportunity to judge and vote for their favorite recipe. New this year, first through third place prizes will be awarded to those chefs who have received the most votes for their chili recipes.

Visitors will also have the opportunity to win many prizes by purchasing raffle tickets during the supper.

Numerous sponsors have graciously supported the music program by donating an unprecedented number of products and services valued at over

$4,000. Sponsorship opportunities are currently available for those interested in supporting the event.

In addition to sampling chili and desserts, attendees will enjoy entertainment provided by Yorkville’s very own music students. Throughout the evening, these students will share their musical talent by playing in several mini concerts. The grand finale begins at 7 p.m. and will feature the YHS Marching Foxes performing their show music from Harry Potter and the Sorcerer’s Stone.

Two motorists were injured in a two vehicle crash Oct. 17 at 5:47 a.m. on Route 47 at Boombah Drive, Yorkville police reported.

Three hurt in crash

Three people were injured in a two vehicle crash on Fox River Drive at Fox Road in Fox Township Oct. 14 at 5:30 p.m., according to the county sheriff’s office. Police said one of the drivers, Amanda Anderson, 31, of Plano and a juvenile were transported to an area hospital, while another juvenile was treated at the scene. Police said David S. Schmit, 52, of Bolingbrook, the driver of the other vehicle involved in the crash, was cited for improper lane usage.

WHEELER: This is one of my biggest frustrations about my time in Springfield. As a member of the House Appropriations General Services Committee, I expected that we would work through the budget in tremendous detail looking for ways to make cuts to balance the budget. Those discussions never took place. Instead, a budget was produced by the House Democrats and the appropriations committees were effectively disbanded. I am open to making across the board cuts if we can’t actually negotiate specific cuts that will start to close the budget gap.

Do you support any part of Gov. Bruce Rauner’s Turnaround Agenda? Explain.

WHEELER: The Governor has whittled down his agenda from more than forty items to just five.

Those five items are: term limits, redistricting reform, work comp reform, property tax freeze, and pension reform. I support all five and look forward to bringing about these solutions to help Illinois become a more fair and competitive state.

BURD: I am vehemently against most of the governor’s agenda, especially right-to-work laws being passed at the municipal level.

Unions helped to create what was once a BURD: Illinois today is spending 28% less on core strong middle class and we need to support services than it did in 2000, according to the unions, not destroy them. I am against term limits because I have seen how long it takes executive director of the Center for Tax and Budget Accountability in Chicago. The misap- new aldermen and legislators to understand

WHEELER: I will be voting for the Republican nominee, but will not be campaigning for him. I believe him to be the better choice over Hillary Clinton. I am focused exclusively on my own race and getting Illinois back on track.

WHEELER: While there are several infrastructure items that will provide value to the constituents of the 50th District (Full interchange at Rt. 47 & I-88, Metra extension to Kendall County, intersection improvements at Orchard Road & Rt. 30, etc.), I don’t expect to see the necessary financial support from the state until we get past the budget impasse. Until then, my top priority will continue to be to create Illinois jobs for Illinois families and reduce the property tax burden on local taxpayers.

Our extremely high property taxes make it difficult for families and seniors to afford living here while also driving up the cost of doing business which, in turn, puts a damper on local hiring. A growing economy and a vibrant job market will lift our state and the residents of the 50th District.

BURD: There are several, but I would like to mention two: First, several of the municipalities – Yorkville, Oswego and Montgomery – are looking at going together to build a water treatment plant that would use the Fox River to provide drinking water to residents in the municipalities. When I was mayor of Yorkville and president of Metro West Council of Government, I served on an area-wide committee that was investigating the fact that our fresh water reserves are shrinking as we use up water from our aquifers and from the Great Lakes. REZIN: For many years, hard-working middle class families in Illinois have dutifully paid their taxes, only to watch corrupt politicians spend it with reckless abandon. As State Senator for the 38th district I have pushed to rein in government spending, and I will continue to do so. Before we talk about any new revenue, structural budget reform must be accomplished, and that will continue to be my focus.

How can the state cut spending to help reduce the deficit?

BENSON: As your senator, I will work to develop a system to evaluate existing government programs. Illinois needs to cut waste, including redundant services. With so many levels of government there’s too much red tape. Illinois needs to fix our fiscal problems, including pensions and the budget. This will save money as well as make our state a more attractive place to do business in and reduce business concerns about instability.

Ultimately, we need to grow our economy.

I am also willing to compromise on certain Turnaround Agenda items, but it is critical that these items not be part of budget negotiations. However, I do support allowing Workers’ Compensation issues to be negotiated between union leaders and the governor. This is an important issue where both sides will have to make compromises; parties shouldn’t just disagree and walk away from the table. We’re already seeing results from the 2011 Worker’s Compensation reform. One issue we need to fix is not all Insurance Companies are passing on to the purchasers these savings and we need to make sure these savings are passed on. I support an increase in minimum wage.

REZIN: I know that there is broad support in the 38th District for issues like term limits and fair maps. I am supportive of ideas like these.

Do you support a change in the school funding formula?

Can equitable change be achieved without a tax increase? Explain.

BENSON: YES. Modernizing our school formula is something we have talked about for too many years without meaningful reform.

From both sides of the aisle we heard “This is not the year.” Our children need a first class education, with more school funding, and less of a reliance on property taxes. In Illinois, the zip code determines services to

our children. As a life-long educator I know the importance of education. I support an evidence-based funding model based on regional conditions and student needs that takes into account the cost associated with delivering quality, researched-based programming with real local control. One size does not fit all. I also support creating a two-year funding cycle with year ahead budgeting. I personally understand the need.

Education has been forced by the state budgeting process to make expenditure decisions before state funding decisions are final.

State budgeting has to support local decision making budgets, especially in regards to personnel decisions, which is normally about 80% of the budget. This change can be made without a tax increase, but it will require additional revenues. We should first work to cut waste, including redundant services, and to grow our economy by investing in businesses and workers.

REZIN: Over the last several years I have served on the Education Funding Advisory Committee (EFAC), the Senate Education Committee, and most recently was appointed to the bipartisan Illinois School Funding Reform Commission. I believe school funding is one of the most critical issues facing Illinois today. It is vital to students in my district that Illinois schools have proper funding and that the school funding formula is equitable across the state. Every student must be a priority

What project in your district, unrelated to tax or budget issues, will be your top priority if elected?

BENSON: The first priority is to increase job opportunities. We need to develop jobs for working families so our middle class grows.

At this time the 38th district has a high unemployment rate. For example, LaSalle County ranks 7th highest in unemployment out of 102 counties in Illinois. There are three qualities needed for developing innovative business and residential districts; an educated and skilled workforce, open land, and

easy access. The 38th district has all three qualities. We should play to our strengths, which includes a highly skilled and educated workforce that can easily roll into jobs.

There are already examples of the intermodal transportation hubs, which have brought a mix of technical and blue-collar jobs into the district. We have open land, that purchased at fair market value, will provide areas of space that are needed for infrastructure and development. We have access to transportation/industrial corridors via interstate, canal, and railways. Also unique to our District are the eco-tourism areas due to state parks and conservation areas. We must remain diversified, remembering businesses, agriculture, utilities, education, and residential must function together. This will raise our tax base, lower unemployment, and increase buying power.

REZIN: I will continue to fight to rein in out-ofcontrol state spending and push for balanced budgets. I will do what I can to bring good paying jobs to our area, and work to reform our state’s broken school-funding formula to get more money to local students.

OBERWEIS: Illinois is already one of the highest taxed states in the nation. We must work to reduce the waste, fraud and abuse so prevalent in Illinois before we talk about taxes. We also must first pass the common sense reforms proposed by the Governor before we pass any tax increases. IF and ONLY IF we pass those reforms would I consider a temporary tax increase to pay down the backlog of unpaid bills.

A graduated income tax would be the best way I can think of to accelerate the exodus of small businesses and jobs from Illinois.

PIEROG: I oppose raising income taxes, property taxes, and the multitude of unfunded mandates imposed upon local taxing bodies without a revenue source to support the added cost of compliance. Unfunded mandates are one of the main drivers of high property taxes in Illinois.

Local governments must determine how to pay for these unfunded mandates, leaving fewer resources for local governments to perform their core mission.

How can the state cut spending to help reduce the deficit?

OBERWEIS: Unfortunately, there is little room in our stressed budget for anything but cuts. K-12 education takes up about 25% of our GRF budget and no one wants to cut that. Required pension payments will take about another 25% of our budget and the courts have not allowed any adjustment there, so that means the other 50% of the budget may be under the knife. But the most important thing is that we must pass the reforms so necessary to get our economy growing faster and creating more jobs so that we have a bigger pie to tax instead of trying to take an ever larger piece of a static or shrinking pie. That will not work.

OBERWEIS: Absolutely! The five remaining proposals from the Governor’s common sense reforms are: 1. Term limits. Essential because term limited legislators tend to vote in ways they believe are good for the state and good for their district instead of ways that are good for their own re-election. 2. Redistricting reform. Take redistricting out of the hands of politicians and put it into an independent commission. 3. Law suit reform. Require plaintiffs to file lawsuits in the county in which the incident occurred, the county in which the defendant lives, or the county in which the plaintiff lives instead of in Madison County. 4. Property tax freeze and local control over whether or not to use PLAs. 5. Workman’s Comp reform to require that an injury must be job related to be covered by Workman’s Comp. Rates in Illinois are double the rate in some of our surrounding states like Indiana.

PIEROG: While both sides need to turn down the rhetoric and start focusing on policy, I believe that the lion’s share of the blame belongs to Governor Rauner. By tying his Turnaround Agenda to the FY2016 budget, Rauner played a very dangerous game with the most vulnerable people in our state. Holding vital services hostage to accomplish a political goal is not

OBERWEIS: Yes. Vision 20/20 has identified the most cost effective ways to improve education in Illinois. Those suggestions should be carefully considered. State aide to education needs to be understandable. A foundation level grant for each student plus an adjustment based on poverty levels plus an adjustment for special needs students makes sense to me. Those criteria and amounts should be known to all.

PIEROG: Illinois has fallen short of its constitutional obligation to fund education, largely because our current system is too heavily reliant on property taxes. We need to modernize the school funding formula to make our school system fairer and more effective for all of our students. However, we must ensure that schools in middle-class areas, like many in my district, do not suffer reduced funding. This is unfair, and would place a greater property tax burden on suburban families. Ultimately we need to invest more funding into education. Modernizing our state school funding formula and investing in education will not only provide a better and fairer educational system, it could also reduce this property tax burden. I successfully fought to lower property taxes in St. Charles because

I’ve seen the hardship that high property tax burdens have had on working families, seniors, and people on a fixed income.

Forecasts show that much of the increase in demand for affordable housing will come from seniors who live in State Senate 25. The St. Charles Housing Commission of which I am a member has already implanted a cost effective housing retrofit program, as well as compiling and distributing materials to educate aging homeowners on retrofit best practices and resources for completing necessary alterations.

Yorkville ready for Class 3A postseason debut Saturday

The Yorkville cross country team has spent months preparing for a move into the Class 3A ranks this postseason, and the Foxes are about to make their debut Saturday.

No. 3-ranked Yorkville will race in the Normal Regional at Maxwell Park at 11 a.m. It will be the first of possibly three straight weeks racing the defending Class 3A girls’ state champ Minooka. The No. 2-ranked Indians enter the Normal Regional after winning the Southwest Prairie Conference title.

“It’ll be very, very interesting. My coaching staff as well as Minooka’s coaching staff knows that we don’t need to run 100 percent each week going into the state finals,” Yorkville coach Chris Muth said. “It’s going to be key that we’re building and getting better. Our girls know that if we’re going to beat Minooka at a big meet, we’re going to have to be battling between their No. 3 and No. 4 runner. It’s simple math, and each race is going to be dif-

ferent because there will be more girls.

Even though a team may win a regional or sectional, having more girls in a big, quality meet like the state meet is a completely different story.

“This is the best part of the year.

These last three weeks is where you see all the payoff.”

The top six boys and girls teams advance to the Edwardsville Sectional on Oct. 29.

Last Saturday in Sterling, the Yorkville girls defended its Northern Illinois Big 12 Conference title with an 18-point effort. Kaneland (60) was a distant second and Sterling (93) finished third. The Foxes put five runners in the top six, led by Nicole Greyer’s individual championship finish in 17:49.

Alexis Grandys was second in 17:57 before Kaneland freshman Rachel Richtman broke up the Yorkville pack in third place.

Maddie Dearborn (18:07), Alyssa Edwards (18:14) and Olivia Borowiak (18:30) came in next for Yorkville to clinch the win and Julia Megazzini finished 11th overall in 19:41.

With the new two-class system introduced in girls tennis this fall, finding a win in the sectional bracket came at a higher price.

Yorkville earned a pair of firstround wins at the West Aurora Sectional last weekend to score six points, but capped the season without a state qualifier.

Freshman Ashley Hatch made her sectional debut and opened the singles bracket with a 7-5, 6-2 win over Waubonsie Valley in the first round. She advanced to face Metea Valley freshman Taylor Goldman and won the first set 7-6 behind a 7-4 tiebreaker. Goldman won the next two sets 6-3, 6-3 to eliminate Hatch from the bracket, and Goldman went on to place third and advance to state.

“That girl was really tough and a freshman too. It was quite a match,” Yorkville coach Frank Yabsley said.

“We all learned from it and hopefully Ashley, being a freshman, will contin-

ue on and make it next year.”

Senior Bella Perez went 0-1 in the singles bracket, drawing No. 3-seeded Hannah Owens of Waubonsie Valley in the first round and fell 6-1, 6-0 to close her four-year tennis career and three varsity seasons with the Foxes.

In doubles play, seniors Bri Pickering and Sam Keane opened with a win over East Aurora, 6-1, 6-0. The duo moved on to face No. 6-seeded Naperville Central and lost 6-3, 6-1 to end their four-year tennis careers.

“They were happy to get the win right off the bat,” Yabsley said. “They knew they were playing a good Naperville team and gave it all they had. They were very happy with their season.”

Freshman Kaylee Kosulic and sophomore Maggie Romano opened against a tough Waubonsie Valley team and lost 6-1, 6-0, ending their first varsity season.

Naperville Central edged out Metea Valley 25-21 for the sectional championship. Naperville North finished third. West Aurora and Waubonsie Valley also advanced players to state.

Yorkville Middle School brings home state cross country trophies KENDALL COUNTY RECORD For the first time in program history, Yorkville Middle School captured two trophies at the IESA state meet last Saturday at Maxwell Park in Normal.

Helena Kleronomos led the team to the finish with a time of 11:33 for third place and a new state school record.

Her finish also matched the highest place finish for a Yorkville Middle School runner in the team’s history.

Hailey Simmons took fifth in 11:40 to put two Yorkville runners in the top five at state for the first time.

Sara Klemm ensured an All-State finish in 25th place with a time of 11:59.

Sydney Peterson (12:21), Nikki Vergara (12:32), Brooke O’Carroll (12:49) and Jinnaea Richardson (13:07) also raced for Yorkville.

In the closest final standings in state history, Minooka edged Yorkville 111-113 for the championship.

Ivan Westcott led the boys’ team to the finish line in 10:41 for sixth place – the highest individual finish downstate for the boys’ team in school history. Cade Grimaldi (10:47) was eighth and Austin Popplewell also finished as an All-State runner in 25th place with a time of 10:58. This was the first time in school history Yorkville had more than one All-State runner in the boys’ race.

Danny Harker (11:27), Matthew Angerame (11:34), Jack Brucher (11:36) and Colin Kachlic (12:20) also represented Yorkville.

Chatham Glenwood ran away with the state championship with 70 points, and Yorkville edged out Minooka 151152 to take the runner-up position. The boys have finished in the top seven at state every year since the competition was expanded to three classes in 2012, but this was the first year they came away with a state trophy.

By KRISTIN SHARP ksharp@kendallcountynow.com When Yorkville freshman Kait Natividad stepped onto the bus bound for Decatur and the Class 2A girls golf state tournament site, she didn’t show any signs of nervousness.

“We left Thursday morning at 6:30,” Yorkville coach Kristen Frantzen said. “Kait was so funny; she got on the bus and said, ‘See you in two hours’ and hung out in the back of the bus and took a nap.”

The Northern Illinois Big 12 Conference champion ended her storybook season at Hickory Point Golf Club for the two-day state tournament last weekend. Natividad capped off her inaugural high school season in a tie for 39th place with a two-day total of 158. That was the top score posted from a 2A freshman individual qualifier in the state field and fourth best score out of all freshmen downstate.

“I’m so proud of her,” Frantzen said.

Natividad had a strong practice

round on the course Thursday, but saw some struggles in Friday’s round and carded an 81 – which put her in 54th place.

“The course isn’t too difficult. It’s very wide open, with some trees that can cause you problems. There were three or four difficult holes, and the only real issue was a lot of sand traps that protect the greens, so you really have to be smart about where you’re going to hit to get a good approach shot coming up,” Frantzen said.

“We talked about her round and she wasn’t content. She really wanted to do better the next day, so we set a goal on Saturday to shoot better than an 81.”

Natividad cut four strokes off her second round total of 77 and moved up 15 places in the final individual standings.

“We’ve already been talking with coaches downstate and learned about training programs where they work in a dome,” Frantzen said. “She got a better idea of what to expect when she was down there.”

There was little the Yorkville football team could do to prevent DeKalb from completing a third consecutive undisputed conference championship.

The No. 6 Barbs scored on all five of their first-half drives and played stellar defense to defeat visiting Yorkville 52-14 on Friday night.

The last conference loss for the Barbs (7-1 overall, 4-0 in conference) came in a 14-7 defeat at Yorkville on Oct. 18, 2013.

The 52 points are a season-high for the high-powered Barbs offense and senior quarterback Derek Kyler was 12 for 23 with 231 yards and four touchdowns. However, the catalyst for the Barbs on the night was senior linebacker Jacob Perkins, who blocked Yorkville’s punt on the opening drive to start DeKalb’s first possession on the Foxes’ 15-yard line.

Kyler found Zuerek Day for a 15yard touchdown pass on the first play.

Early in the second quarter, after DeKalb scored on a 17-yard run, junior defensive lineman Zacchaeus Donahue jumped on a Yorkville fumble to give the Barbs the ball on the Foxes’ 45.

The Barbs turned Donahue’s fumble recovery into a 26-yard field goal

by Connor Tierney to put them up 17-0 midway through the fourth.

For Yorkville, junior quarterback Ty Liaromatis was 5 for 10 with 100 yards, but 73 of them came on a touchdown pass to Jason Lewan midway through the second quarter. Austin Avery ran the ball 16 times for 75 yards and an 11-yard touchdown in the fourth quarter for the Foxes.

The run-oriented Foxes (1-6 overall, 0-4 in Northern Illinois Big 12 East) faced a dilemma after the Barbs built a 31-7 lead at halftime when Kyler found Day for a 13-yard score and later connected with Williams in the final moments of the second quarter. However, Yorkville didn’t veer from their strength and only threw the ball four times in the second half. Offensively, the Barbs outgained the Foxes 469-196.

“If you get away from what you’re built on, sometimes that can cause even more issues,” Yorkville coach Dan McGuire said. “That’s kind of been our M.O. this season. We can’t afford penalties and turnovers and that’s what happened tonight.”

Yorkville returns home to end its season on Friday against LaSalle-Peru.
