By MIKE MALLORY mmallory@shawmedia.com The Kendall County Sheriff’s Office is taking an extra step to protect seniors from victimization.

The sheriff’s office announced in February the assignment of 20-year veteran Deputy Wayne Dial to the role of senior services deputy within the office’s community policing unit. Dial began working in this capacity Jan. 1.

While there has been no statistical rise in the victimization of seniors of late, the sheriff’s office said, several different types of crimes affecting seniors are investigated. Dial will work to decrease these crimes.

“The most common crimes we investigate are telephone scams, home repair/work fraud and residential burglaries,” Dial said. “The majority of the cases involve financial themes.

The suspects in these crimes use the trusting nature of seniors for financial gain.”

The sheriff’s office will partner with several organizations that serve the seniors of Kendall County, including

Dial will give presentations regarding current financial scams and other crimes targeting seniors to educate them and their associates throughout

Kendall County.

“Dedicating a deputy full-time to partner with senior citizen organizations is the first step in helping senior citizens avoid becoming victims of a crime,” County Sheriff Dwight Baird said in a press release.

All citizens – seniors included – need to be aware of dealing with complete strangers, especially those strangers offering to perform unsolicited home repairs or work, Dial said.

“Everyone should trust their instincts and if something does not seem right, it probably is not right,” Dial said.

“We encourage all citizens to contact your local law enforcement agency immediately if they suspect suspicious activity occurring.”

Dial is no stranger to taking on different roles throughout his career with the sheriff’s office. He has served as motorcycle officer, dignitary protection officer, D.A.R.E. officer, child restraint technician, defensive tactics instructor, school resource officer, public information officer, juvenile officer and more.

School board revises registration fees

Board members approved the revised fees at their meeting last week.

Basic registration fees for first to fifth grade will increase by $14; for sixth grade by $14.50; and for seventh and eighth grade by $7.50.

Kindergarten registration for Yorkville Community Unit School District 115 will take place at each of the elementary buildings from 4 to 7 p.m. Thursday, March 3, and from 8 a.m. to 3 p.m. Friday, March 4.

To be eligible to attend kindergarten during the 2016-17 school year, a child must be five years old on or before Sept. 1, 2016.

Children must register in the building where they will attend.

Parents or guardians will be required to present a birth certificate and three proofs of residency at the time of registration.

Subdivisions that have addresses in both Yorkville and in another district will be required to bring a tax bill to show which district received the tax dollars.

By KATHY FARREN news@kendallcountynow.com The Yorkville School District was able to refinance $9.1 million in building bonds at an interest rate of 1.575 percent, saving the district more than $2.3 million in interest.

The bid opening on the bonds, authorized by the Board of Education in January, was held Feb. 17 and attracted 67 bids from four firms. BOSC Inc. was the low bidder.

These bonds were originally sold in 2006 to pay for new school buildings.

At that time, the repayment schedule was set up figuring rapid growth

would continue. It assumed the total equalized assessed value (EAV) of all property in the district would grow by seven to eight percent a year, resulting in more taxpayers to share the cost of repayment.

However, the recession stopped the rapid growth and the value of existing property fell.

In the 2015 tax levy, the district is asking for about $6.9 million in real estate taxes to make bond payments next year. Without this refinancing, the bond repayment schedule would increase sharply to more than $14 million due in 2025.

With lower interest rates today,

Assistant Superintendent for Finance and Operations Dean Romano said restructuring the 2006 bonds could hold the amount needed in taxes for bond repayment to no more than about $9 million a year through 2027, dropping to $7 million in 2027.

The district saved $500,000 in interest costs when it refinanced earlier bonds in 2014. A third phase of refinancing is anticipated in the fall of 2017.

Romano said he “couldn’t be more pleased” with the response to the bond offering. BOSC Inc. and Mesirow both bid under 1.6 percent, while the district had expected bids of about 2.25 percent.

“It shows at least two financial entities really like what they’re seeing,” he added.

Moody’s credit rating for the district is Aa3 which Romano said he felt should be slightly higher. However, the fact that the district gets so much funding from the state, which is not as financially strong, was factored in to Yorkville’s rating.

In comparison to the 1.575 interest rate Yorkville School District will pay on their bond sale, the Chicago Public Schools will pay 8.5 percent interest on $725 million in bonds sold in early February and the state of Illinois will pay 4.27 percent on bonds sold last year.

Transition fee waived on senior development

The board agreed to waive the district’s $3,000-a-unit transition fee on the 75-unit senior housing development called Anthony Place. The independent living facility for residents age 55 and older is planned by GC Housing Development Corporation at Fremont and Walnut streets in Yorkville. The transition fee is intended to cover the cost of educating students before real estate taxes are received on a house or apartment.

‘If you see something, say something’ A pre-recorded message heard frequently on Metra commuter rail trains urges passengers who observe suspicious and possible criminal activity to report it at once to Metra conductors and security personnel. The message – in a cheery voice – reminds riders, “If you see something, say something...”

As we report this week, the Kendall County Sheriff’s Office is hopeful that county residents will do the same when it comes to the county’s most wanted fugitives. The sheriff’s office announced Friday it has begun posting photos of the county’s most wanted on its website at co.kendall.il.us/sheriff and will post a “featured fugitive” profile on its Facebook page every Friday under the headline “Fugitive Friday.”

Like those pre-recorded Metra reminders, the sheriff’s office is asking anyone who may see or has information on one or more of the fugitives to say something to sheriff’s personnel by contacting the sheriff’s office at 630-553-5856.

Citizens can also call Kendall County Crimestoppers at 630-553-5999.

Sheriff Dwight Baird explained, “The Kendall County Sheriff’s Office is committed to bringing wanted fugitives to justice. We look forward to achieving this goal through the use of social media and information received from the public. The key to maintaining a safe community is good communication and partnerships with our citizens.”

Over the past several years law enforcement agencies up and down the Fox Valley and across the country have successfully utilized their websites and social media to gather valuable information on criminal suspects.

The sheriff’s office should be commended for broadening its effort to bring in the bad guys by utilizing its website and Facebook page.

To help the sheriff’s office locate the county’s most wanted fugitives, we plan to share the agency’s Facebook posting on our Facebook page each week. We encourage county residents to find the postings at either www.facebook.com/ OswegoLedger or www.facebook.com/ RecordNewspapers. We hope by sharing information on the county’s most wanted we’ll help the sheriff’s office in its continuing effort to bring the county’s most wanted fugitives to justice.

REFLECTIONS Roger Matile As is usual about this time of year, Mother Nature is toying with residents of northern Illinois.

A day of summer-like temperatures is often followed by a day of mid-winter temperatures followed by rain followed by flurries followed by a blizzard. Sometimes in fact, all on the same day.

The poor snowdrops, who already peeked through the not-quite-frozen ground and seemed to be standing around with bowed heads hoping things would get better, tend to get buried or iced over, and any crocus unwise enough to pop up in an area warmed by the sun often look like they’d like to send out a bloom or two, but the weather usually makes them think twice about it. And, of course, the Star of Bethlehem are biding their time, covertly spreading into places they shouldn’t in preparation for their short, although aromatic, flowering not too many weeks away.

We have contemplated putting the snow shovel back in storage, although we knew that to do so just now would certainly invite a heavy snowfall down upon our heads. On the other hand, not doing so probably won’t have much impact on the weather, either. So we remain ready to spring into action.

This week, at least, let’s put our spring impulses aside and tend to more serious business until the false springs are all out of Mother Nature’s system and the true spring of April and its showers gets here.

While we’re waiting, we can enjoy the seed and bulb catalogs we find like specks of gold among the gravel of junk mail delivered to our mailbox each day. And while dealing with this impatience, we ought to take a few moments to enjoy the junk mail itself for the unexpected nuggets we find from time to time. Here, for instance, are a few gems we never would have found out if we hadn’t opened all of our junk mail each and every day that little U.S. Postal Service truck showed up out in front of the Matile Manse: Henry Ford invented the automobile, didn’t he? Nope. The Duryea brothers built the first successful gasoline-powered auto in the U.S. in 1893.

Think you’ve got problems? Just imagine if you needed a blood transfusion and you shared a blood type with only two other people. That’s the situation a few residents of Bombay, India, face who have blood subtype h-h, the rarest in the world.

Sheriff now posting Kendall’s most wanted online SHAW MEDIA The Kendall County Sheriff’s Office is now listing the county’s most wanted fugitives on the agency’s website at co.kendall. il.us/sheriff.

Starting Friday, Feb. 26, citizens will be able to view and provide information on wanted fugitives to help the sheriff’s office catch them. Residents can provide information on fugitives by contacting the sheriff’s office at 630-553-5856. Citizens can also call Kendall County Crimestoppers at 630-5535999.

In conjunction with the most wanted list, the sheriff’s office will also launch a “Fugitive Friday� feature on their Facebook page, facebook.com/kendallcountysheriffsoffice. Every Friday, a wanted fugitive will be featured with the goal of utilizing social media in order to receive information to apprehend the fugitive. “The Kendall County Sheriff’s Office is committed to bringing wanted fugitives to justice. We look forward to achieving this goal through the use of social media and information received from the public. The key to maintaining a safe community is good communication and partnerships with our citizens,� said Sheriff Dwight Baird.

The sheriff’s office reminds the public to never attempt to apprehend fugitives on their own.

Veteran journalist Dan Waitt, who had served as the Record Newspapers’ news editor since last July, died Friday afternoon at an Aurora hospital.

A non-smoker, Waitt, 55, had been diagnosed in October with lung cancer.

“All of us here at the Record Newspapers and Shaw Media are extremely saddened by Dan’s passing,” said Record Editor John Etheredge.

“Besides being an Dan Waitt experienced and gifted editor and reporter, Dan was first and foremost our good friend,” Etheredge said.

Prior to coming to Record Newspapers, Waitt worked for more than three decades as a reporter and editor at the Aurora Beacon-News. During his years at the Beacon-News, Waitt

served stints as a reporter, special sections, business and entertainment editor.

During his years as beat reporter in the 1980s and 1990s, Waitt covered at various times the Oswego School District, Yorkville City Council and the Kendall County Board.

Waitt returned to covering the Yorkville City Council this past July when he was named the Record’s news editor.

A 1983 graduate of Indiana University, Waitt attended the National Journalism Center and completed several graduate level courses in journalism, education and law.

Waitt is survived by his wife, Carolyn, and a daughter, Lauren, a senior at West Aurora High School.

A public memorial for Waitt will be held from 2 p.m. to 4 p.m. this Sunday, March 6, at Westminster Presbyterian Church at 10 N. Edgelawn Ave. in Aurora. Burial was private.

Chamber Woman 2 Woman lunch Tuesday in Bristol KENDALL COUNTY RECORD The Yorkville Area Chamber of Commerce Woman 2 Woman will hold their monthly luncheon on Tuesday, March 8 at Kennedy Pointe Restaurant and Pub in Bristol.

The luncheon program this month, “Who, What, Where, When and Why?” will be presented by Jennifer Gilbert, executive director for CASA. Jennifer CASA Kendall Coun- Gilbert ty is a nonprofit, volunteer-based organization that advocates for abused and neglected children within the Juvenile Court system.

Highly trained volunteers are appointed by a judge to represent the best interests of children in the abuse and neglect court.

CASA believes that every child has the right to a safe, loving, and permanent home, and deserves the support and involvement of their community to ensure this need is met. The Court

Appointed Special Advocate/Guardian Ad Litem (CASA/GAL) will be the consistent person in the child’s life.

The W2W luncheon will take place at Kennedy Pointe Restaurant and Pub in Bristol from 11:30 a.m. to 1 p.m. on Tuesday, March 8. Cost for the luncheon is $20 for YACC members and $25 for non-members. Networking and registration begins at 11:30 a.m. followed by lunch and program at noon.

Warrant arrest Sheriff’s deputies arrested Richard W. Esler, no address, on Hill Avenue at Goodwin Drive in Montgomery at 12:45 a.m.

Feb. 26 on a warrant for a prior a charge of shoplifting.

Domestic battery arrest Joseph B. Montgomery, 35, of the 7001000 block of Morgan Street, Yorkville, was arrested by sheriff’s deputies Feb. 28 at 8:35 a.m. at a residence in the 700 block of Morgan Street on a charge of domestic battery.

Montgomery was transported to the Kendall County jail in Yorkville pending court proceedings, according to the sheriff’s office.

Arrested on Orchard Road Kendall County sheriff’s deputies arrested Mark A. Bell, 36, of the 1200 block of Marketplace Drive, Yorkville, shortly after 2 a.m. Feb. 28 at a gas station on Orchard Road at Aucutt Road in Montgomery.

According to the sheriff’s office, deputies attempted to stop Bell’s vehicle on Orchard Road at Caterpillar Drive for a speeding violation. However, Bell accelerated through an intersection, committing several lane use violations before coming to a stop at the gas station. At the gas station, Bell refused to comply with deputies’ commands before being placed under arrest, according to the sheriff’s office.

Identity theft reported A resident of rural Oswego told sheriff’s deputies Monday that someone had changed the address and his email for his Social Security account without his consent or knowledge.

Tom Cross appointed to Ill. Board of Higher Education SHAW MEDIA Illinois Gov. Bruce Rauner has appointed former State Rep. Tom Cross, R-Oswego, as the chairman of the Illinois Board of Higher Education. Cross’s experience as a state legislator and fiscal reformer will be an asset to the board, according to a statement issued

by Rauner’s office.

Cross served in the Illinois General Assembly for 22 years and was the

House Republican Leader from 2002-2013. He currently is a distinguished fellow at Aurora University, where he promotes innovation in STEM education programs, Tom Cross and a senior consultant at Culloton Strategies.

Cross also is an attorney and a former prosecutor in the Kendall County State’s Attorney’s Office.

Boulder Hill arrest Sheriff’s deputies arrested Brandon L. Wilkinson, 31, of the 10-20 block of

Ashlawn Avenue, Boulder Hill, on a charge of criminal damage to property during a domestic incident at his residence Feb. 28.

According to the sheriff’s office, Wilkinson punched a wall, causing a hole, forcefully removed an outside vinyl fence panel causing it to break, and damaged a wooden railing inside his residence.

Sheridan man arrested Kendall County sheriff’s deputies arrested Travis B. Jennings, 28, of the 2900 block of North 4201 Road, Sheridan, after stopping his vehicle on Fox River Road at Fox Road at 1:01 a.m. Feb. 27.

Jennings faces charges of possession of drug paraphernalia, possession of hypodermic syringes and possession of cannabis.

The Yorkville girls track and field team won the Sycamore Quad to kick off the indoor season last Thursday.

One school record was broken at the meet, as the 4x160-meter relay team of Stephanie Schlichting, Mischara Palmer, Haven Fed and Sydney Beech ran a 1:30.09, breaking a 2014 mark and taking first in the event.

Sam Weisz improved upon his indoor shot put record set last year by throwing an all-time Yorkville best 56-11. The 4x160-meter relay of Cade Vallero, Brendan Zeinstra, Logan Sudduth and Elijah Hill ran a combined 1:18.34 to break the old record of 1:19.2, set in 2010. Event winners included Gabe Arroyo (400), Weisz (shot put) and the 4x160-meter relay team.

Yorkville’s season ends

By CHRISTINE BOLIN DASCHER cbolin@kendallcountynow.com The Yorkville boys basketball team saw its first season under coach Mike Dunn come to an end on Monday, after No. 17-seeded Romeoville defeated No. 16 Foxes, 58-56, in the first round of the Class 4A Minooka Regional. The loss was Yorkville’s fourth straight, as the Foxes ended the year at 11-17 overall. Romeoville advanced to Tuesday’s semifinals against No. 1 Minooka.

“I couldn’t believe Romeoville was a [No.] 17 seed,” Dunn said. “It was a tough matchup. They were very athletic. Our kids competed, but the ball just didn’t bounce our way.”

Romeoville led 16-14 after the first quarter. The game was tied at 29 at the break and the Foxes led 41-40 going into the final period. Yorkville was led by Jake Eberhart (13 points) while DeAndre Manuel added 12 points and Jonathan Suarez finished with 10 points.

“It was definitely a back-and-forth game,” Dunn said. “It was a very good game, but we just ran out of gas. They were able to hit a few key free throws at the end.”

A total of 25 YHS seniors, selected by a panel of faculty members and a junior Student Council representative, will be recognized throughout the school year in the Record. Seniors applied for consideration as a Student of the Week through the high school guidance ofďŹ ce.

Co-sponsored by First National Bank and the Kendall County Record, the $4,000 Student of the Year scholarship will provide $1,000 each year for four years to the college of the recipient’s choice.

The 2016 Student of the Year will be announced in May. A panel of community leaders will choose the ďŹ nalists and the winner based on their transcripts, applications and an interview. She won the title of Miss Illinois High School Rodeo Queen, winning the interview, speech and personality portions of the contest. She placed 14th in the National High School Rodeo Queen contest.

She also worked on Heifer Hay Day through her church.

Kevin Cain’s first year as coach of the Yorkville Middle School 8th grade boys basketball team was no doubt an incredible one.

For the first time in school history, the Foxes won the Illinois Elementary School Association (IESA) Class 4A state title and finished with an overall record of 25-4. They capped the season on a 13-game winning streak, including the championship finish on Feb. 18. “It’s super exciting for the kids, the program and everyone involved,� said Cain, who had previously coached boys basketball at Minooka. “It was definitely a learning process for me, but the kids responded well. It was definitely a feel-out process from the get go, but we got clicking and understood what the common goal was.�

Yorkville defeated Chatham Glenwood, 45-32, in the state title game.

The Foxes trailed 26-25 going into the final frame before outscoring their

opponents 18-6 in the fourth quarter.

TJ Laurich led the way with 16 points, including a huge 3-pointer that gave his team the lead for good. Taaj Davis added 10 points. “If you look at the score, it looks like we beat [Chatham Glenwood] handily, but we didn’t,� Cain said. “We knew they’d make a run at us, but we were able to respond. TJ hit the big three and we were able to extend the lead with free throws.�

In the semifinals, Yorkville beat Homewood Hart, 63-33. Davis led the way with 17 points and Torran Harris added 14 points. In the first round, Yorkville topped Bellwood Roosevelt, 40-34. Davis, Laurich and Jake Polowy each netted 10 points for the Foxes.

Cain knows this year’s team has made a solid impression on all the future Yorkville basketball players. “This team is a perfect example of what you want – it was a total team effort,� Cain said. “Teams couldn’t zone in on one person. We had different scoring options. This was a special group.�

The No. 1 seeded Norsemen won their seventh crown in eight years after topping No. 4 Leland-Earlville, 66-47, in the Class 1A Serena Regional title game on Friday.

This will be the second meeting between Newark and Marquette this year after the Norsemen won a 57-39 road game on Jan. 5.

“We played [Marquette] already this year and in the regional final last year. They are a similar team. They are a good team, so it should be a good game,” Newark coach Rick Tollefson said. “We are going to have to play well. We just have to go game-by-game.”

Against Leland-Earlville (20-10), the Panthers put up a strong fight against the Norsemen in the first half. There were four ties in the first quarter and Newark led just 26-21 at the half after a three-pointer from Dylan Patrick off the bench in the closing minutes.

“We didn’t shoot well early, and our inside game wasn’t active,” Tollefson said. “We were a little nervous, a little tentative, but in the second half, we did some really good things and made some adjustments.” “[Leland-Earlville] wanted this one bad because they had nothing to lose,” Patrick added.

Patrick’s 3-pointer was part of a 9-0 run that continued in the opening minutes of the third quarter from Newark. The Norsemen took their first double-digit lead of the game after a bucket from Evan Schomer that pushed the team ahead 32-21 with 5:28 left in the third.

The Norsemen maintained their double-digit lead the rest of the way and led 43-29 entering the fourth quarter. Newark ended the game on a 9-0 run and was led by Jack Clausel (20 points, 15

rebounds), Patrick (12 points – nine in the fourth quarter), Will Clausel (11 points, six rebounds, six assists) and Schomer (10 points).

“It was a much better second half,” Jack Clausel said. “We seemed nervous, but then we settled down. It was kind of scary there at the start.”

Notes: To get to the regional title game, Newark defeated No. 8 Serena, 78-33, on Feb. 24. Cam Myre led the way with 14 points and Will Clausel, Steve McGrath and Schomer each netted 13 points for the Norsemen.
