Olson said the upgrade was the result of the work the city has done on its finances.

“There are a lot of things that we do that require hundreds of man hours to tune and plan and figure out ways to save money, and this is one of them that, all the other work you put in culminates into bond ratings, and if you’ve done everything relatively well and responsibly, you manage to save yourself some money in the future,” he said. “So it’s a huge deal for us.”

Olson said the ratings agency looked at a variety of factors when they reviewed the city.

“This bond rating agency is looking at flexibility in revenue sources and your ability to cut projects or expenditures if you need to, political climate, etc.,” he said. “Those are all things that they factor in, now more so than they used to. And even though they went through all of that, they still saw our financials as strong enough to warrant an upgrade.”

Fitch’s upgrade report states that Yorkville’s “primary employment base is diverse” and that unemploy-

ment in Kendall County is “below the state and modestly above the national average.”

“The city’s revenues have strong growth prospects, which Fitch expects will keep pace with U.S. economic performance,” the agency wrote in its report. “This strength is tempered by the city’s moderate ability to independently raise revenues, despite being subject to property tax limitations.”

The city’s “long-term liability burden,” which includes overall debt and direct pension liabilities, is “moderate relative to the city’s personal income,” the agency reported.

The city government “has very strong gap closing capacity given its reserves and ability to cut expenditures. Management makes consistent efforts to support financial flexibility.”

The agency also made note of the city’s home rule authority referendum on November’s ballot.

“Approval of the (home rule) measure would significantly broaden the city’s revenue-raising ability and could materially improve credit quality,” the agency wrote.

City Council extends incentive program for building homes

By TONY SCOTT tscott@kendallcountynow.com Fitch Ratings announced recently that it upgraded the city of Yorkville’s bond rating, meaning the city and its taxpayers will save money on future refinancing and debt.

The agency announced Aug. 31 that it upgraded the city’s long-term issuer default rating from A-plus to AA-minus, its unlimited tax general obligation bond rating from A-plus to AA-minus, and its debt certificate rating from A to A-plus.

City Administrator Bart Olson said the agency’s upgrades represented a “big deal for us.”

“Practically, it represents another avenue to save money, either through future refinancings or future projects where we have to go out and issue debt,” he said. “The fact that we can save money without having to do anything other than conduct a refinancing sale or just have a better bond rating and get a favorable interest rate on a new project, that’s something you strive toward.”

By TONY SCOTT tscott@kendallcountynow.com The Yorkville City Council voted Tuesday evening to extend the city’s new home building incentive program until the end of 2017.

Aldermen voted 6-2 in favor of extending the Buyers of Undeveloped Infill Lot Discount, or BUILD, program until Dec. 31, 2017. Carlo Colosimo and Seaver Tarulis voted against the extension, while Diane Teeling, Ken Koch, Larry Kot, Joel Frieders, Chris Funkhouser and Jackie Milschewski voted in favor of it.

Under the program, the builder or developer of a new single-family home doesn’t have to pay the building and impact fees until the certificate of occupancy is issued, as long as the certificate is issued within one year of building permit approval.

For the home buyer, the city rebates a portion of the building permit fee up to $5,000 with a matching $5,000 contribution from the builder or developer.

The city gives the home buyer a check for up to $10,000 after closing and upon final occupancy certificate.

During a discussion prior to the vote, Koch said he would like to see the money for the program come out of a

different fund, but that he supports the project because his constituency on the city’s south side would like a grocery store, and he’s been told that the only way to get one is to increase the number of new homes built in the area.

He also said three subdivisions in his ward have benefited from the BUILD program.

Kot said the program is a “no-brainer” and that the numbers “speak for themselves.”

“We keep talking about attracting new businesses; this is the one program that’s bringing the rooftops in,” he said. “And yeah there’s a cost to it.

But the other issue is how many tradespeople have we put to work for this program, especially when the economy was slow. So, I supported it from the beginning and I strongly encourage that we pass this extension.”

Mayor Gary Golinski said compared to housing starts in neighboring communities, Yorkville has been near the top.

According to city officials, Yorkville had 73 BUILD housing permits issued in 2015, compared to 66 single-family home starts in Oswego, 65 in Plainfield, and 36 in Montgomery. This year so far, the city has issued building permits for 101 single-family homes.

Lynn Dubajic, the city’s economic development consultant, said the city had been trying to hit that “magic number” of 100. Like Olson, she said she thinks the city will see more homebuilding before the end of the construction season.

“We were striving to hit that magic number 100, so it makes you wonder how high we can go this year,” she said. “We still have the months of September and October, certainly, and perhaps even in November. We have a lot of potential.”

Dubajic said retailers look at the housing numbers when they are

searching for new markets to enter.

“It directly impacts economic development because it’s one of the key factors that retailers of all types look for,” she said. “They look for activity, they look at the new housing starts in the community, and they are literally going to select communities with the most activity to be finalists for potential sites. It goes to retailers of all types, whether it’s housewares, clothing, or even restaurants and entertainment.

They’re always looking to go to places where there’s activity.”

Dubajic said building permit numbers generally dovetail with other statistics, such as spending.

“New homes generally often correlate to spending, because when somebody builds a new home, there are a lot of new costs involved that you don’t have with an existing home,” she said.

“It might be window treatments or fencing or house accessories. That’s an even stronger number when it’s a new home. These are all great indicators and they’re great numbers for us to go and compete against other communities for attracting new businesses.”

SANDWICH – A Yorkville man previously convicted of falsely impersonating a police officer faces criminal charges for impersonating an emergency management worker at the Sandwich Fair.

Andrew R. Pepperdine, 28, of the 100 block of Colonial Parkway, Yorkville, was charged with falsely impersonating an emergency management worker. If convicted of the Class 4 Andrew felony, he could face one Pepperdine to three years in prison.

DeKalb County Sheriff’s deputies were called to the Sandwich Fairgrounds about 4:30 p.m.

Saturday for a report of a person impersonating an EMS worker. Deputies found that Pepperdine was wearing a Newark fire department shirt, pager and scanner while telling people that he was an EMS worker, according to a news release from the DeKalb County Sheriff’s Office.

Pepperdine told a Sandwich Fire Department EMS member that he was an EMS worker while at the fair and reported a woman who was unresponsive or in need of medical attention, according to court documents.

Pepperdine is not an EMS worker, according to the news release.

Pepperdine also was ticketed for possession of less than 2.5 grams of marijuana and possession of drug paraphernalia, according to court records.

In 2009, Pepperdine was charged with falsely impersonating a police officer. He later pleaded guilty and was sentenced to jail, according to DeKalb County Circuit Court records.

Assistant State’s Attorney Timothy Mandel told Judge Marcy Buick that Pepperdine also had a 2006 traffic offense that involved the use of blue oscillating lights.

Buick set bond at $4,000.

Pepperdine is due in court Oct. 4.

More than 100 new homes have been built in Yorkville since Jan. 1, a number the city hasn’t surpassed this early since 2008, according to housing figures.

City Administrator Bart Olson said this is a significant figure for the city.

“The milestone of 100 is important because it represents our highest new housing start total since 2008,” he said.

“And it represents another year of double-digit growth from the year prior.”

Last year, the city saw 84 building permits issued for new single-family homes.

“Things had kind of bottomed out at the end of the 2000s, start of the 2010s, and it started to increase modestly,” Olson said. “But I think this is the first year where we’re already up 17 over last year, and that’s well into the double-digits, and truly with three months left to go we’d expect that number to get even higher.”

The city issued building permits for 158 new single-family homes in 2008, dropping to 64 in 2009 and 42 permits in 2010, its lowest point in the past 10 years and a far cry from its peak of 809 single-family home permits in 2006.

Olson said the numbers are coming from a variety of subdivisions, and from both large-scale builders like Pulte and local, custom builders.

“One of the best parts about our figure, is that it does come from a lot of different subdivisions,” he said. “Autumn Creek, obviously, Pulte is one of

‘Long arm of the law’ has far reach these days There’s an old saying in law enforcement that you can’t outrun a police radio. The expression likely dates back decades to the time when radios were first installed in squad cars. We thought of that expression when we received a report from Oswego police last week concerning the arrest of a suspect in a child sexual assault case that originated in the village.

The report of the suspect’s tracking and eventual apprehension featured all the intrigue and drama of a top-notch detective thriller. Oswego police had been searching for the suspect since March, when the alleged incidents were reported to them by the victim’s parents.

The search heated up about two weeks ago when detectives learned the suspect had relocated to Arkansas but had traveled to Japan and was attempt-

ing to leave that country for Australia. Detectives notified Interpol, the International Criminal Police Organization, and the U.S. Department of Homeland Security Investigations Division who, in turn, notified Australian authorities.

Police said the Aussies revoked the suspect’s Australian travel visa the same day they were notified. Meanwhile, back home in Kendall County, the state’s attorney approved six felony charges against the suspect and a judge issued a warrant for the suspect’s arrest. Oswego detectives then notified Interpol of the warrant and Japanese authorities detained the suspect and then arranged to have him returned to the U.S. Oswego police detectives took the suspect into custody when he stepped off a plane at O’Hare Airport in Chicago. He is now awaiting trial at the

It’s still true, in most cases you can’t outrun a police radio. But now – thanks to countless more technological advances and the cooperation of police and other law enforcement agencies across the nation and in other countries – the long arm of the law truly has a long, long reach from Kendall County these days. It’s good to know that when called upon to do so, local and county authorities are able to swiftly reach out and work with both domestic and foreign police agencies to bring suspects to justice.

‘Opening day’ for new property tax bill season arrives in Kendall to the county’s supervisor of assessments.

Andy Nicoletti, the county’s chief assessing official, collects assessments from the nine townships – including a three-township assessment district – to prepare for the county’s property tax collection process.

This year’s taxes, to be paid in 2017, will be based on 2013, 2014 and 2015 property values.

Nicoletti said assessments increased across the county by about 7.5 percent, with the increases varying by township.

Nicoletti said the highest increase took place in Little Rock Township – its overall assessed value went up a little more than 18 percent. The other townships increased as follows over last year’s assessments: Big Grove, 1.12 percent; Bristol, 10.2 percent; Fox, no change; Kendall, 7.02 percent; Lisbon-­NaAuSay-Seward multi-township district, 4.95 percent; and Oswego, 5.57 percent.

Nicoletti said there is some control of property tax increases because of the Property Tax Extension Limitation Law, which was put in force by county voters in a November 1997 referendum.

The most prevalent cause of tooth loss is periodontal disease, caused by plaque buildup — a result of poor tooth-brushing habits. Gingivitis is reversible with brushing and flossing, but left untreated, it can lead to periodontal disease.The gums pull away from the teeth and form pockets that become infected, spreading below the gumline. The body’s immune system, coupled with toxins from the infection, cause the jaw bone and the tissue that hold teeth

in place to break down, resulting in eventual tooth loss.

“When the tooth is off the roots are exposed,” Dr. Javed Bhojani, of Distinctive Dental, in Villa Park, said. “Roots don’t have enamel, and enamel is a protective layer. So once you get a cavity in the root, you lose more and more teeth.

It’s a domino effect. Over a period of time you have difficulty cleaning, you have food impacted, bad breath and periodontal disease that leads to heart disease.

“An implant is the best option to tooth loss because it doesn’t affect other teeth,” Bhojani said.

A dental implant is an artificial tooth base, typically titanium, that is implanted into the jaw to hold a replacement tooth or bridge of several missing teeth. “It’s healthier because it goes into the jaw bone. It is good for a single tooth for two in a row and three with an implant supported bridge.”

“It’s fixed and it’s permanent,” he said.

“Once the implant is there, bone loss stops.”

The start – call it the Opening Day – of a new property tax season in Kendall County begins today with the publication of property assessment changes in today’s Record.

Inside this edition of the paper, readers will find a special 84-page section listing all of the changes to assessments on individual properties throughout the county for the coming tax year.

County property owners should also soon receive a notice in the mail from the county informing them their assessment has been changed.

Under state law, all properties, with the exception of those zoned for agricultural use, must be assessed at one-third their fair market value.

This winter, county officials will use the new assessments in calculating how much each county property owner will owe on their annual tax bills. The county is expected to mail out the new bills late next April or in early May. The assessed value of all property in county increased an average of 7.5 percent over last year, according

Cannonball Trail crash Yorkville police ticketed Irma Cadena, 51, of the 300 block of Steward Street, Plano, after the vehicle she was driving was involved in a crash on Cannonball Trail at a private driveway south of Route 34 Sept. 6 at 4:08 p.m.

Police said Cadena’s vehicle entered Cannonball Trail from the private driveway and struck another vehicle. Cadena was cited for driving without insurance and failure to yield.

KENDALL COUNTY SHERIFF’S REPORTS DUI arrest on Bridge St. County sheriff’s deputies arrested Barboza Ricardo Gonzalez, 25, of the 500 block of Laurel Street, Elgin, after stopping his vehicle on Bridge Street and Somonauk Street in Yorkville on Sept. 11 at 2:24 a.m. Police said they observed Gonzalez commit multiple moving violations prior to stopping his vehicle. Police said Gonzalez has been charged with driving under the influence of alcohol and was ticketed for speeding 60 mph in a 35 mph zone and disobeying a traffic control signal.

Vehicle burglarized County sheriff’s deputies took a report on Sept. 6 of a burglary to a vehicle that occurred in the 20th block of Leisure Lane in Oswego Township that had occurred five days earlier.

Two cited in crash Stephen M. Lindstrom, 37, of the 600 block of Kimberly Lane, Montgomery, and Jack M. Maechtle, 17, of the 1600 block of Cypress Lane, Yorkville, received minor injuries when their vehicles collided on Eldamain Road at Galena Road in Bristol Township on Sept. 10 at 12:14 p.m., according to the county sheriff’s office. Police said Lindstrom was taken to Rush-Copley Medical Center for treatment of his injuries. Maechtle was cited for failure to reduce speed to avoid an accident, while Lindstrom was cited for a U-turn violation and operating an uninsured motor vehicle.

Reports can be mailed electronically, published via a third-party web site or printed, bound and presented in package form.

For sellers and buyers alike, a home inspection is an opportunity – a professionally guided, visual once-over that just might make – or break – a great deal.

Yorkville reaches first season checkpoint in Peoria Girls race muddy course to runner-up finish, boys take 18th

By KRISTIN SHARP ksharp@kendallcountynow.com The cross country course at Detweiller Park in Peoria is typically a fast, flat course that provides season-best times for high school runners.

But after the ground absorbed nearly five inches of rain in the 10 days leading up to Saturday’s First to the Finish Invite, Yorkville was left to navigate through the muddy terrain against a talented Class 3A field.

“It was a disappointment for them.

You make the trip to Peoria, you have the competition and you want to have a fast time. You want to see all the hard work you’ve put in,” Yorkville coach Chris Muth said. “When you get there and it’s muddy, it’s kind of a let down.

You have to grind out a race and bide your time to pass people and make moves. That hurt us a little as far as our overall results.”

Naperville North girls, ranked No. 2 in state, edged out No. 3-ranked Yorkville, 81-82, for the invite championship while defending state champion Minooka finished third with 118 points.

“It’s the first test of the year for us.

We mark this one on our calendar,” Muth said. “It’s a stepping stone for everyone early in the year and it’s not a true depiction of what the November results will be. Minooka was seventh there last year and ended up winning state. It’s a snapshot, but it’s definitely a good start.”

Nicole Greyer led the Foxes to the finish, clocking in at 18:16 to place seventh overall, while Olivia Borowiak (18:31) and Maddie Dearborn (18:31) came in eighth and ninth, respectively, with identical times. Emily Eberhart (18:42) was 20th and Alexis Grandys was the fifth finisher in 19:15 to place 40th, just ahead of teammate Alyssa Edwards (19:17).

“Our top three girls ran exactly like they’d practiced and Emily was a nice surprise for us,” Muth said.

In the boys race, Ben Summers was the first Yorkville runner to the finish in 16:19 to place 70th. Alexx Nauman

(16:29), Zack Price (16:34), Eric Nauman (16:45) and Matt Cox (17:04) were in the top five while Patrick Black (17:22) and Brendon Zienstra (17:37) were also in the mix.

Downers Grove North had no trouble capturing the team title with 66 points and all five runners in the top 25. Lyons Twp. (87) and Hinsdale Central (162) rounded out the top three.

The Foxes finished 18th in the 47-team field. Yorkville – ranked as high as No.

12 in the state – fell out of the top 25 this week.

“The boys are learning. I think they ran a little scared; that’s their first experience in 3A,” Muth said. “They have to believe they are capable and that they belong with these teams. I think it’s just a matter of time before they break out. This past Saturday is not what we’ll see in the next seven weeks. It’s going to take time, and we knew that going in.”

Despite picking up a 6-1 win at Yorkville on Monday, Oswego East girls tennis coach Pete Conrad would like to see a redo on the court.

Oswego East’s No. 1 doubles team of Annie Carmody and Keertana Kota lost their first set to Yorkville’s Bri Pickering and Sam Keane, and were rallying in the second set when an overhead shot by Oswego East hit Pickering in the face.

Pickering was unable to continue play and Yorkville was forced to retire the match. Oswego East finished with a 6-1 non-conference victory over the Foxes.

“We were on our way to a comeback in a second set tiebreaker. Realistically

I feel better calling the win 5-1, because you don’t know what could have happened in that second set,” Conrad said.

“It was too tight and I’d like to replay that one.”

Yorkville moved to 5-3 overall. Ashley Hatch provided the lone highlight on the day when the Yorkville freshman won 6-3, 6-2 over Oswego East freshman Eden Short at No. 1 singles to improve to 8-0 on the season.

“I was really happy with my No. 1 doubles and No. 1 singles. They really came ready to play,” Yorkville coach Frank Yabsley said. “Ashley hasn’t lost a match yet and she’s only given up a total of 10 games in eight matches.

Oswego East has a good freshman and that was a really nice match to see. “[Hatch] plays year round and has really put the time and effort in, and it shows,” Yabsley continued. “She’s a very aggressive. What I’m finding out about her is that when I come to the fence and tell her something we need to correct, she takes it in and responds to it, corrects it immediately, which is just awesome.”

Rochelle’s 58-yard drive in fourth quarter proves the game-winner

By KRISTIN SHARP ksharp@kendallcountynow.com The Yorkville football team seemed to match visiting Rochelle in every category on Friday night, but one drive proved to be the one stat that tipped the scales in favor of the Hubs.

The Hubs answered the Foxes’ fourth-quarter score with a six-play, 58-yard drive that proved to be the game-winner in an 18-14 decision at Campbell Field.

“It was a physical game between two physical teams. It was a good old-fashioned football game and you could tell early on that it was going to come down to the wire, and it did. We just didn’t make enough big plays, and they did,” Yorkville coach Dan McGuire said.

“We had the ball at the end with an opportunity to win, and we just couldn’t put it in.”

Rochelle (2-1) jumped on the scoreboard with six first-quarter points, but a blocked punt by Jason Lewan gave the Foxes good field position to mount a scoring drive early in the second quarter. Yorkville (1-2) scored with 8:31 left before halftime on Trent Delaney’s 2-yard run to lead 7-6 at intermission.

“Our offense was able to capitalize on that, and Trent made a really good cut on that play,” McGuire said. “It was a nice drive and we had a lot of things go well from the punt block to putting the ball in the end zone.”

The Hubs added six points early in the third quarter to lead 12-7.

Yorkville’s Brandon Lee scored on a 4-yard run with 10:39 to play in the game and Cade Henry completed the extra point kick to put the Foxes back out ahead, 14-12. With 7:19 to play, Rochelle scored from the 4-yard line – and although the Hubs missed the extra point attempt, the 18-14 lead was enough to clinch the win in Yorkville.

Delaney led the Yorkville offense with 112 yards on 24 carries while Lee had 34 yards rushing and Jason Lewan added 37 yards on the ground. Quarterback Ty Liaromatis went 5-for-20 passing for 48 yards and one interception.

“We have to build more trust and be a little more consistent and I think it will really improve things going forward,” McGuire said.

Defensively, Austin Avery and Delaney had seven tackles each while

Now, Yorkville prepares to host Kaneland (2-1) in the Northern Illinois Big 12 East. The Knights dropped their Week 3 game to Rich Central, 19-13.

“Whether we’re ready or not, here it comes,” McGuire said of the conference opener. “We know each other very well, and Kaneland is a great team. They always pose a lot of issues defensively in terms of having to defend the whole field against Kaneland.

Defensively, they do a lot of different

things and they’re extremely athletic on defense. We’re going to have our work cut out for us for sure.”

Kaneland is led by quarterback Jack Douglas, who has 45 completions for 610 yards, six touchdowns and one interception, favoring receiver Matt Noel (10 catches, 236 yards) and Josh Marczuk (15 catches, 207 yards) as his primary targets. Sophomore running back Jonathan Alstott, who has 48 carries for 175 yards and four scores this season.

“Coach [Tom] Fedderly has a bit of

a system that they’ve done for quite a few years now, so they’re no different than they have been in the past,” McGuire said.

“We always know we have to prevent the big play defensively, and try and do a good job tackling. If we can prevent the big play and tackle the players in front of us, that’s going to spell success for us down the road. Offensively, I’m not trying to take anything away from Kaneland, but we have to get some consistency and worry about ourselves.

That will really help us quite a bit.”
