Kendall County’s ethics commission dismissed complaints that a county resident filed against Coroner Ken Toftoy and State’s Attorney Eric Weis in a hearing Tuesday evening in Yorkville.

Todd Milliron, a rural Yorkville resident who ran unsuccessfully in the spring Republican Party primary for County Board and has been a frequent critic of local government officials, filed four separate complaints with the ethics commission on July 13.

Attorney James Groat acted as hearing officer during Tuesday’s hearing.

Chairman Judith Burks and commissioners Amy Cesich, Kristine Heiman and Ruben Rodriguez attended the hearing. Commissioner Brad Mathre was absent.

At the hearing’s conclusion, the commissioners determined that none of the four complaints were sufficient, and that one of the complaints Todd Milliron that involved both Toftoy and Weis was frivolous in nature. The commission could have also handed down sanctions of up to $5,000 to Milliron for filing a frivolous complaint, but chose not to do so.

During the hearing, attorney Peter Wilson of Aurora represented Toftoy and attorney Patrick Kinnally of Aurora represented Weis. Milliron represented himself during the hearing.

In one complaint, Milliron claimed that Toftoy appointed politically-connected friends as deputy coroners.

Milliron also claimed in his complaints that Toftoy and County Board member Matthew Prochaska had a conversation about “how to punitively attack myself within their powers of government.” Milliron pointed to recordings of those conversations that have yet to be officially released to the public but were published on a local radio station’s website.

Milliron also accused Weis and Toftoy of planning to fire Administrative Deputy Coroner Jacqueline Purcell.

Purcell won a contested Republican primary race this spring to replace Toftoy as elected coroner, and does not face a Democratic challenger in the November general election. She is expected to take office as the new coroner on Dec. 1.

Toftoy, who was first elected to office in 1992, did not run for re-election.

Finally, Milliron said in his complaints that Toftoy gave a deputy coroner’s badge to a state lobbyist and did not disclose the lobbyist as a deputy coroner. He said there were three former Illinois State Police officials working as deputy coroners on Toftoy’s staff and that Toftoy’s father-in-law is a retired State Police commander. As part of that complaint, Milliron suggested there was a conflict of interest related to an eavesdropping investigation being conducted by the State Police in relation to the audio recordings of Toftoy’s conversations.

Wilson said the complaints didn’t meet the criteria to be sufficient. Regarding the recordings referenced by Milliron, Wilson said they don’t know who is on the recordings, when they were recorded or if they were edited, and that they amount to hearsay.

Wilson also said Toftoy could have as many unpaid or paid deputy coroners as he sees fit, according to the state’s coroner act.

During the hearing, a clearly frustrated Milliron tried to explain the basis of his complaint, but was thwarted

by Groat, who said he did not include which portion of the ordinance the officials allegedly violated in his com-

plaint.

“Where is the violation ... stated in your complaint?” Groat asked at one point.

Milliron complained that the tapes had not been released via the Freedom of Information Act, but Groat responded, “I have nothing to do with that.”

“That is the basis of this complaint,” Milliron said.

“You put a hyperlink [in the complaint] and said, ‘This appeared in a news story, and here’s the hyperlink,’” Groat said. “You didn’t even say I read that story or I saw the story or I heard the story, and you didn’t summarize the story. You didn’t attach a copy of it on a disk. You just put a hyperlink. A hyperlink is not self-authenticating.”

When Milliron protested that he was “just a regular citizen,” Groat said the standards applied to everyone.

“You’re held to the same standards as everybody else, and ... to have a valid complaint, you have to state a violation of the ordinance,” Groat said. “Show me where you’ve stated a violation of the ordinance in complaint number one. Tell me what paragraph has been violated.”

By TONY SCOTT tscott@kendallcountynow.com Yorkville and Oswego will be sharing some public works services in an agreement the Yorkville City Council unanimously approved Tuesday evening.

The agreement had been reviewed by the City Council’s Public Works Committee, and was approved by the Oswego Village Board at its Aug. 2 meeting.

According to City Administrator Bart Olson, Oswego has already requested to use Yorkville’s Vactor truck “to assist cleaning catch basins for two days.”

“We would identify a project at a later date in exchange – potentially leaf pickup in the fall,” Olson wrote in a memo to aldermen.

The agreement states that officials “have reviewed the infrastructure and assets under each of their respective jurisdictions and have determined that the citizens and taxpayers of [Yorkville] and [Oswego] would be better served if the maintenance

of certain infrastructure and adjacent areas be performed by the Public Works Department that is best equipped to perform certain tasks, thereby saving time and resources and permitting immediate attention to the needed maintenance or repair.”

The agreement says the two municipalities will use “on an ‘as needed’ basis, the service required to the roadways such as mowing, snowplowing, jetting, leaf collection or such other maintenance as deemed necessary to improve the use and safety thereof and jointly determine whether [Yorkville’s] public works employees or [Oswego’s] public works employees are better able to provide the needed service.

“The [two public works departments] shall agree and advise each other of the date and time such services are to be provided. In the event either the city or the village is unable to assist at any given time, all services to the roadways shall be the responsibility of the unit of government (city or village) having jurisdiction over the roadways. In other words, this agreement does not reduce, eliminate or transfer

the responsibility of the city or the village to repair and maintain the roadways within their respective jurisdictions.”

In other City Council business Tuesday evening, aldermen voted to approve a 20-year lease of ComEdowned land that will complete the land acquisition process for the Kennedy Road bike and pedestrian trail. The cost of the lease is $1, according to the lease document.

Aldermen voted 5-2 in favor of the lease agreement. Aldermen Seaver Tarulis and Carlo Colosimo, who have consistently voted against the trail, voted against the lease agreement. Aldermen Jackie Milschewski, Larry Kot, Joel Frieders, Diane Teeling, and Chris Funkhouser voted in favor of it. Alderman Ken Koch was absent.

The City Council also approved appointments to the Planning and Zoning Commission. Appointments approved were Randy Harker as chairman, Deb Horaz, Rich Vinyard, Reagan Flavin Goins, Jeff Olson, Don Marcum, and Bill Gockman.

Oswego village president questions IT service cancellation

Police Chief Jeff Burgner confirmed that his agency was satisfied with Wheeler’s firm’s work.

“They were receptive to our needs within the department and worked with us to control costs,” Burgner said.

“There were no issues with the system security being compromised that I was aware of. We had direct access to our internal IT support which allowed us to have support until the new firm was approved.”

The letter Wheeler gave to the village in announcing his firm’s termination of services states that he thought the domain migration project was “ill-advised and unnecessary” and

would not benefit the village.

“Since there were no discussions with our firm in advance of this decision being made, along with the fact that another firm is already being contracted for the migration project, we feel that this prevents our firm from executing the work outlined in the scope of our contract,” the letter states. “With the single-domain approach presented, it becomes obvious that all network management will be taking place from Village Hall following the migration.

Therefore, upon turning over the administrator password for the network located at the Oswego Police Department, Responsive Network Services will cease to provide IT support for said network. Any transition-related administrative work will be billed at non-client hourly rates of time and a half of our standard hourly rate of $135/ hour. Oswego’s village president is questioning why a local state representative abruptly canceled his company’s IT services with the village’s police department.

State Rep. Keith Wheeler, R-Oswego, owns Responsive Network Services, which had been providing IT services to the Oswego police department. Village President Gail Johnson said Wheeler dropped off a letter to the village clerk at 4 p.m. Friday, July 15, notifying the village that his firm was canceling its services immediately.

The village board has since approved a contract with B&W Control Systems Integration (BWCSI) of Chicago for IT consulting for the police department for a fee of $2,830 per month. The board also approved a contract with the same firm for a domain migration project to consolidate the police department’s website into the village’s network, for $27,690, at its Aug. 2 meeting.

Johnson expressed her frustration at Wheeler’s decision, and said the village’s police officers were put at risk.

“Lots of scrambling happened,” Johnson said. “[Village Administrator] Dan [Di Santo] informed the board right away because we had the potential of a problem. I gotta tell you, not only Gail Johnson were our residents at risk but at a time when our police officers are under such stress and duress, every one of those officers was at risk.

I have never been so disappointed in somebody in my life.”

Wheeler represents the Illinois House of Representatives’ 50th District, which includes much of Oswego, and lives in Oswego.

“It’s the community in which you live, which you represent, and you’re a vendor for a municipality,” Johnson said.

Johnson said, however, there was no written contact with the police department and Wheeler’s firm, describing it as a “handshake.” She also said the police department was “very happy” with Responsive Network Services’ performance.

“I just don’t understand,” she said.

Filling in Illinois’ bison history blanks REFLECTIONS Roger Matile A more iconic North American animal than the bison probably doesn’t exist.

The shaggy beasts once covered the western Great Plains in their millions, and were also common on the tallgrass prairies and in the wooded savannas east of the Mississippi River.

But as the study of history and archaeology became more formalized and organized, a bison problem arose here in Illinois.

The state’s Native People, particularly the member tribes and bands of the Illinois Confederacy, conducted huge bison hunts during the late 1600s that were captured in accounts by French explorers and missionaries. But as archaeologists began truly studying Illinois’ Native American population, they became greatly puzzled by the lack of bison bones in prehistoric habitation sites.

After all, they assumed, prehistoric Indians should have made as much use of bison as did tribes during the historic period. French missionaries and explorers, starting with cartographer Louis Jolliet and Father Jacques Marquette in 1673, had reported the presence of large herds of bison, also recording the methods local tribes used to hunt and make use of the big grazing beasts.

That there were lots of bison east of the Mississippi during historic times is also confirmed

by French reports of an extensive trade in bison hides. In 1704, a French tannery established near the mouth of the Ohio River reported shipping more than 12,000 bison hides down the Mississippi River to New Orleans. The combination of market hunting, severe weather, and subsistence hunting

by American settlers and Native People probably resulted in the eradication of bison east of the Mississippi – the last wild bison in Illinois was reportedly killed in 1808.

So if bison were present in Illinois in substantial numbers during historic times, it seems logical their remains should have also been present during prehistoric times. But they weren’t – at least not in the archaeological sites studied starting in the last quarter of the 19th century. That led experts such as William McAdams to suggest in the late 1880s that the reason bison remains weren’t found in Illinois archaeological sites might have been because there were no bison here for ancient Native Americans to make use of.

After surveying the archaeological evidence collected during the previous several decades, John W. Griffin and Donald Wray concluded in a 1945 article in the Transactions of the Illinois State Academy of Science, “Bison in Illinois Archaeology,” that bison did not arrive in Illinois until around 1600. Their conclusion was considered definitive for the next half-century.

But bison bones kept popping up in places they shouldn’t have if the theory was correct. By the late 1990s, R. Bruce McMillan, then the director of the Illinois State Museum, was curious enough to begin looking at the subject anew. He figured one good

Bison graze in a field on the grounds at Fermi National Laboratory in Batavia. way to get an idea of bison in Illinois would be to survey the state’s local museums – large and small alike – to see just how many bison remains had been discovered and where they were found.

As part of his study, McMillan and Dr. Bonnie Styles of the museum staff visited the Little White School Museum in Oswego in June 2000 to record the bison remains on exhibit there that included a portion of a rear leg bone discovered during excavation of an ancient Indian village in Oswego, a more complete bison leg bone found in the Fox River just above the mouth of Waubonsie Creek, and a bison tooth found in the creek itself. All three were submitted to Dr. Michael Finnegan of Kansas State University for positive identification as bison remains.

In 1987, Dr. Finnegan, using a bone fluorescence technique, determined the partial leg bone was 500 to 800 years old. That, of course, placed it in Oswego centuries before the 1600 date Griffin and Wray contended marked the start of bison occupation of Illinois.

If the Oswego find had been the only one to conflict with the accepted view, it’s unlikely much would have changed.

But once someone looked for it, there turned out to be lots of evidence that bison had occupied Illinois not for a short period of 200 years or so, but actually for thousands of years. In fact, a 2005 find of bison remains near Peoria with Indian-manufactured stone tools intermixed conclusively proved bison were being successfully hunted in Illinois at least as early as 400 A.D. So if bison were in Illinois and were a food source for the state’s Native People, what accounted for the rarity of bison bones in prehistoric Indian habita-

tion sites? According to McMillan, it turned out the lack of bison evidence was not evidence of a lack of bison.

Something scientists informally dubbed the “schlepp effect” kicks in with bison, animals too large to manually haul to a village site after killing.

Recall that the horse was not introduced to Native People until the Spanish brought them to North America, meaning heavy loads had to be moved by people power.

So instead of moving dead bison to a village to be butchered, bison were butchered at kill sites and the meat, not the whole carcass, was hauled (“schlepped”) to village sites.

And in fact, numerous French accounts during the early historic period in Illinois attest to that procedure. Bison bones left exposed on the Illinois prairie quickly deteriorate, thus was their very existence cloaked.

It appears bison reached their greatest population in Illinois during the early historic period due to factors including the decimation of Native American tribes by imported European diseases and inter-tribal warfare sparked by the fur trade, before falling prey to the introduction of firearms, European settlement, and the demand for bison hides.

Dr. McMillan’s reexamination of the puzzle of bison in Illinois (you can read all about it in “Records of Early Bison in Illinois,” R. Bruce McMillan, Editor, Illinois State Museum, Springfield, 2006) is a perfect example of how science is supposed to work.

If new, provable facts are uncovered, old theories, no matter how beloved, must be discarded.

County Fair brings noise

To the Editor: It’s hard for me to accept that the Kendall County Fair is “All about the people,” as reported in last week’s Record. That doesn’t seem to hold for the residents living on the fair’s “driveway”, Legion Road, or for the noise which is so loud, you can’t sit on your back deck or in your yard. Noise control laws? They don’t apply to the fair. The noise goes on well after the time it’s not supposed to. The county never seems take the residents in mind, just the fair revenue.

All about the people spending money is more like it.

Big trouble if Clinton wins

To the Editor: The media at times will bring up the topic of why Obama and Clinton can’t seem to use the phrase Islamic terrorists. The simple answer is that they both have high level advisers in their little inner power circle that have direct family ties to the Muslim Brotherhood and they don’t want to offend Muslim voters.

Obama and Clinton also can’t seem to speak out about the racist hate group Black Lives Matter. If you look at the actions of this group they show what racist hypocrites they really are. Based on their actions the life of a black person shot by a white cop matters more than an innocent little black kid shot by a black gang member. The Dems won’t denounce the group because they don’t want to offend black voters who will overwhelmingly vote for the Dems. The Dems usual “solution” is more gun control. Illegal guns are just like illegal drugs, if the demand is there the supply will be there no matter how many laws there are against them. The reason so many people don’t trust the Dems on gun control is they know the Dems will use a vaguely worded gun law and say it applies to all guns.

Now that the FBI has proved that Clinton is above the law and given her a free get out of jail card I dread the thought of her getting elected to the White House.

The question nobody seems to be asking is where was the NSA? She refused to use secure devices, even within NSA headquarters. That alone should have

some things

triggered the NSA to monitor all her communications.

Did the NSA not do their job or do they have her communications and it’s being kept secret, again to protect Clinton.

If she gets elected and with her lust for money and power look for her to use her above the law status to run the country like some third world dictatorship.

It will be like Obama on steroids. The Dems have protected Clinton for the last eight years to guarantee she would get the nomination but who is going to protect her if she is elected and has to deal with the Obama mess. As I have said before, if she gets elected and runs the country as totally incompetently and corruptly as she ran the State Department this country is in big, big trouble.

This program is designed to introduce your 2- to 3-year-old to the daily and weekly routine of preschool. Each week will include curriculum that is based on our Parker’s Playtime Preschool program which focuses on children’s overall developmental needs by providing a stimulating environment through hands-on experiences and play.

Their efforts were stymied to the point that a wrongful-death lawsuit they filed in 2015 was tossed out due to the two-year statute of limitations. No one was ever charged over Young’s death.

Police said Warriner was wanted out of Arapahoe County, Colorado, for escape as Warriner failed to report to Arapahoe Corrections authorities to fulfill his sentence related to criminal charges he received in Colorado.

Warriner was also wanted out of Doug-

las County, Colorado, for contempt of court, according to police. Warriner had been wanted and a fugitive hiding in Kendall County since June 9.

“The Kendall County Sheriff’s Office will not tolerate fugitives hiding in Kendall County. Fugitives will be tracked down, caught and brought back to justice,” said Sheriff Dwight Baird.

“Crime knows no boundaries and this operation is an excellent example of how modern police forces at all levels must work together to keep our families safe,” Aurora Police Chief Kristen Ziman said. “It also illustrates the diligence of the region’s law enforcement agencies to assure compliance by those who are required to register on the sex offender and violent offender registries.”

The Sex Offender Registration Act places legal mandates on persons convicted of sex crimes. The act requires the sex offender to register a residence, employer, school, vehicles, and many other items with the police agency where they reside. The act also has stiff penalties for violations of the act.

Persons required to register as a violent offender against youths are those who have been convicted of an offense listed in Illinois Compiled Statutes 730 ILCS 154/5 when such charge results in the finding the offense was not sexually motivated. Most of these crimes are crimes against persons who are under the age of 18.

The sheriff’s office will continue to work in cooperation and conjunction with all police agencies in and around Kendall County. The focus of this teamwork is to proactively work toward reducing crime and maintaining the high quality of life that Kendall County and the surrounding areas offer.

The Kendall County Sheriff’s Office hosted a multi-jurisdictional police initiative July 27 to check compliance on all registered sex offenders and registered violent offenders against youth living in Kendall County.

Investigators from many area police agencies worked together to check a combined 77 offenders. The agencies involved were the Oswego Police Department, Yorkville Police Department, Montgomery Police Department, Aurora Police Department, Plano Police Department, Joliet Police Department, Minooka Police Department, Plainfield Police Department, Kendall County Sheriff’s Office, United States Marshals in Northern Illinois, and the United States Marshals Great Lakes Task Force.

Investigators met at the sheriff’s office and received assignments for the initiative. After the operational briefing, all investigators left the sheriff’s office and started conducting compliance checks.

During the checks, investigators made contact with 43 offenders and completed a verification check on each. Investigators visited 34 additional residences, but were unable to com-

Groat said the commission couldn’t address that since it wasn’t in the filed complaint.

Milliron then suggested that the commission table, or postpone, the hearing, until he could get the audio tapes, but Groat said that was not possible.

Milliron said the purpose of his complaints was to allow the ethics commission to “look into” possible violations.

“That’s basically what I think happened is, there may have been violations of this ordinance, and I’m asking these four citizens [the commission] to look into it,” he said.

However, Groat explained that such a task wasn’t within the jurisdiction of the commission.

“You misunderstand our ordinance,” he said.

“We’re not a police agency. We’re not the FBI. We’re an ethics commission and, based upon a complaint that states a violation of our ordinance, that then triggers our power to act. Without a statement that is clearly shown to be a violation of the ordinance, we don’t have the power. We don’t have the jurisdiction to go forward with those other powers and duties under the act. That’s why the ordinance says the first order of business for us is to decide, does the complaint state a violation of the ordinance.”

Kinnally said there is nothing in the complaint that says Weis violated the ethics ordinance and that Weis’ name and reputation had been “dragged through the mud with this complaint.” He said there are provisions in the ordinance that call for fines if the complaint is found to be frivolous.

“What is said in this complaint is spurious, it’s frivolous, and it shows that whoever prepared the complaint was, in a word, mean-spirited,” he said.

“There is no declaration in this particular complaint that says my client did anything wrong that violates your ordinance.”

Kinnally said the way the complaint was written was “careless, it was reckless, it was without observation of the rules.”

“He may have been well-intentioned,” he said. “I’m not here to say that he’s a bad person or anything.

What I’m saying is, is what he did is besmirch my client’s reputation. To be brought before an ethics commission as a lawyer is probably the worse thing that can happen.”

Wilson also said Milliron knew what he was doing when he filed his complaint.

“When he wrote those complaints he knew that they didn’t comply with the ordinance,” Wilson said.

“He just wanted to bring this out, I guess, to cause disrepute, if you will, to both Mr. Weis and to Mr. Toftoy.”

BATAVIA – A 20-year-old motorcyclist from Oswego was killed in a crash with a car about 8:20 p.m. Aug. 4 at the intersection of Main Street and Randall Road in Batavia, according to a report from Batavia police.

The Kane County Coroner’s Office identified the motorcyclist as Justin Retherford-Speer, noting the preliminary cause of death was multiple injuries. Toxicology samples were sent to a forensic laboratory for analysis.

Batavia Police Detective Kevin Bretz said the morning of Aug. 5 that a preliminary investigation continued in tandem with the Kane County Accident Reconstruction Team.

Bretz said a 2009 Pontiac Vibe, driven by a 16-year-old female from North Aurora, was southbound on Randall Road preparing to turn onto eastbound Main Street, while the 1994 Kawasaki Ninja motorcycle was northbound on the inside lane of Randall Road approaching Main Street.

Both had a green light, Bretz said, noting that preliminary information indicates the Pontiac began its left turn onto Main Street and the vehicles collided.

“He [Retherford-Speer] was taken to Delnor Hospital and pronounced deceased,” Bretz said.

The Batavia Fire Department provided the transport to Delnor, and reported that the two people in the car were uninjured.

Rt. 34 closed in Oswego KENDALL COUNTY RECORD Travel through Oswego has been a challenge since Monday morning as contractors closed Washington Street (Route 34) at Adams Street in the village’s downtown to rebuild the railroad crossing. The normally busy four lane highway is expected to remain closed until next Monday, Aug. 15, as work proceeds on the crossing. The Illinois Department of Transportation, which owns and maintains Route 34 through the village, has set up a detour around the work zone that routes motorists onto the Orchard Road bridge and Route 71. Unfortunately, Route 71 is also under construction – but it does remain open for traffic. Many motorists reported long delays on Route 71 and Orchard Road as a result of the highway closure.

August 1986 • Nearly 800 Kendall County residents were on hand to greet Illinois Governor James Thompson at the annual GOP Pig Roast at Harris Forest Preserve.

August 2011 • Filming of the “Man of Steel” movie begin in downtown Plano. First few days included helicopters overhead and a loud explosion on the set. The explosion rocked the downtown area, but was apparently a planned event.

August 1981 • Clarence Beecher’s gift to the City of Yorkville, a community center, is taking shape on Game Farm Road. Laminated beams were set in place for the roof last week and brickwork is also under way. The late Mr. Beecher, a former city clerk, left the city about $350,000 in his will with the stipulation that it be used for construction of a community center.

August 2006 • The Yorkville City Council approved the plan for a huge shopping center on Route 34 west of Cannonball Trail. Stores planned include Kohl’s, Super Target, Home Depot, Linens N Things, Michaels, Pet Smart, Office Max. • The new Grande Reserve Elementary School opened.

August 2001 • Two firemen were injured in a fire at All Season Rental in Bristol. Damage estimates were $700,000.

August 1996 • Over 60 Yorkville area residents showed up at a city meeting held at the Beecher Building to discuss lingerie shows being held at one local establishment. The council voted to ban such shows.

About 115 elm trees in the cemetery are dead or dying due to the elm disease and 67 should be removed this year. They are encouraging the sale of lots to help finance the cost of the tree removal and are also seeking donations.

August 1901 • The Yorkville Schools opened Monday. Attendance is large with 203 enrolled in the various rooms, 61 of whom are in the high school.

August 1896 • The river is being drained here of its fish and turtles by the many campers from the big cities.

August 1891 • The threshers have commenced operation. Rye hereabouts is running 40 bushels to the acre.

August 1886 • The Lisbon road commissioners are putting in a large stone arch across the stream at Cy Lloyds.

August 1881 • Jay Moore of Lisbon is attracting considerable attention with a 400 foot telephone. It works like a charm.

August 1876 • When the present Board of Trustees in Yorkville went into office last spring we all expected that the opinions of the anti-saloon men in the village would be respected and as few rum holes be licensed as two, at least. The board, however, licensed three and the temperance men were pleased to have even one cut off. Last Monday at a special meeting they considered the application by William P. Gray, one of the trustees. Mr. Gray tendered his resignation from the board then presented his application. To our dismay, there are now four saloons in Yorkville.

August 1866 • Last Thursday night while Mr. James Greenfield and family were at a Sunday School Concert in Oswego, his house was entered by some thieving rascal and U. S. Bonds and money to the amount of $1200 or $1300 was stolen. The loss is great to Mr. Greenfield as it was his all. The thief has not been arrested yet.

QUILL THE UMPIRE Chris Rollin Walker Like I said, I’m pretty sure us umpires won’t be asked to keep track.

If we were, that would be ridiculous.

We have enough responsibilities to begin with that an added one such as this would be silly.

Still, the impact this will have on the game is going to be enormous. It may protect some kids from future Tommy John surgeries and other related procedures, but the medical science still hasn’t been perfected with regard to what pitch counts are healthy and which aren’t.

How often will we see coaches having players work counts to make a pitcher work extra hard, especially when facing the ace and knowing that he’s only allotted a certain amount of pitches?

Those fantastic post-season relief appearances by a pitcher who threw a few days earlier will pretty much be over.

How many mid-at-bat pitch changes will we see? Usually you never see this, but with such a rule it’ll become common.

In a sport that has tried so hard – well they claim they have – to speed up the game, this will undoubtedly slow it down.

If you’re a hitter facing a great pitcher and you come up to bat and know that he only have seven more pitches left before he has to be removed, that totally changes how you approach that at bat, especially if it’s a long one. You might be able to fight off a few pitches and before you know it, he’s got to come out of the game and you may face a less talented pitcher.

Imagine being a pitcher and you’ve got a shutout going, and with two outs in the top of the seventh you have to be removed because you’ve hit your pitch count. How aggravating will that be?

I suppose the good thing is that pitchers will look at wasting less pitches. While pitchers always are aiming for first pitch strikes, they’ll be looking to do that even more so.

I’ll be looking to call them, but I better not be asked to count them.

Fox Bend announces Men’s Club Championship winners KENDALL COUNTY RECORD The annual Fox Bend Men’s Club Championship was held Aug. 6-7.

The 36-hole medal play featured five flights.

Glen Przybyski of Frankfurt won the Championship Flight with a 146 total after carding a 71 in the first round. Adam Johnson (77-71 – 148) took second, Jason Johansen (81-70 – 151) was third and John Quill (76-80 – 156) placed fourth while Ryan Patera (81-77 – 158) took fifth after winning a playoff with 4 on #18.

Robb Wallers of Geneva won the A Flight with a 149 after a 73 in the first round. Rob Kay (73-81 – 154) was second, Mike Copeland (79-78 – 157) was third and Paul Anderson (73-84 – 157) took fourth.

In the B Flight, Kirk Blakney of Joliet won with a 158 after carding a 77 in the second round. Annas Ahmed was second (79-82 – 161) and Ryan McDaniel took third (89-75 – 164) and Tony Monico was fourth (83-82 – 165).

Al Riscos of Oswego won the C Flight (86-83 – 169), Ray Waclaw (86-86 – 172) won second place after clinching a playoff with 5 on #18, and Randy Schumacher (83-89 – 172) was third after clinching the playoff with 6 on #18.

It was only a matter of time.

Beginning next spring, Illinois high school pitchers will have to adhere to a pitch-count policy.

The National Federation of State High School Associations made that announcement recently, but the specifics for how the rule will be implemented has yet to be determined for the Illinois High School Sports Association (IHSA).

What I’m most curious about is who is going to keep track of the pitches, especially since coaches and players often ask us umpires repeatedly what the count is during at bats.

If they can’t keep track of a single at bat, how are they going to correctly count the number of pitches thrown in a game?

I don’t think the IHSA will dump this responsibility on umpires, but we’ll be accountable for ensuring that teams are following it. Then again, since it’s the IHSA, I wouldn’t be surprised if they asked us to somehow do it. Good luck with that, especially for the guys umpiring solo.

While I don’t think the IHSA will hire someone like The Count from Sesame Street or other related wannabes who would bark out the number of the pitches thrown and then a hiss of “Ah, Ah, Ah!,” I am rather curious on how both sides will keep track of the pitches in an official manner.

I’m also interested in finding out what will count as an official pitch. Some of my colleagues who have umpired in other states tell me that warm-up pitches do not count toward the total, which makes sense, especially since you have no idea what’s being done in the bullpen in pregame-game. Of course, it’s pretty silly to have a rule established to protect a pitcher’s arm without truly documenting how many pitches he’s throwing.

Just because a pitch might not be live in a game, are you telling me that the warm-ups he’s throwing aren’t wearing on his arm too? Or, how about when a batter is awarded time and the pitcher still proceeds to pitch the ball. That probably won’t count towards the pitch-count total in the new policy but it obviously affects the arm, and in most cases even more so because there’s often situations where the pitcher stops in mid-movement home before regenerating and firing that way.

Regardless, I’ll be interested in finding out more about what the rule will be once we commence playing again in chilly March 2017.
