Kendall contributes TAP funds to Kennedy Road multi-use path

mschury@shawmedia.com The Push for the Path recently received another push, this time from Kendall County. The county board on May 17 unanimously approved awarding $50,000 from the Kendall County Transportation Alternatives Program (TAP) funds to the city of Yorkville to help build a multi-use trail along Kennedy Road from Route 47 east to Mill Road near Oswego.

“Ten-zip, very commendable,” County Board Chairman John Shaw said shortly after the unanimous board vote was recorded.

The Transportation Alternatives Program was started a few years ago and allows the county to provide financial assistance to government entities that apply for funds to construct multiuse trails and sidewalks in the county.

County Board Jeff Wehrli said the proposed Kennedy Road trail is in a high-traffic area and will serve to increase safety for pedestrians.

“There is already a substantial amount of money out there that has been raised to be able to promote this.

I, for one, am very happy to be able to hopefully help the group,” Wehrli said.

He added that the need for the trail is underscored by the tragic death of a local woman along Kennedy Road.

Darlene McCue, a 46-year-old mother, was struck and killed by a pickup truck in July 2009 on Kennedy Road while she was riding her bike. Police say that the accident could have been avoided had there been a trail along the road.

Push for the Path is a not-for-profit organization created in the wake of McCue’s death to raise funds to build the 2.72-mile trail. A groundbreaking for the 10-foot-wide path was held on May 7.

The organization, formed by private citizens, stepped up a few years ago to fill funding shortfall between the anticipated cost for the trail and available government funds. In February 2012, the cost for the trail was estimated at $1.7 million. Yorkville received a $1.3 million grant to fund it, and the remaining amount of $357,000

The trail will extend east from Route 47 in Yorkville along Kennedy Road to the existing trail south of Mill Road near Oswego. had to be privately raised. So far, Push for the Path has raised over $230,000, according to the group’s treasurer Lynn Dubajic.

“It’s sort of the missing link and it will connect Yorkville’s paths with Oswego’s paths and actually allow people from Yorkville to ride their bike all the way up to the Wisconsin border,” she explained. “We will continue to raise money. But this would be very helpful to our cause.”

Bart Olson, Yorkville’s city administrator, said construction could begin as early as August or September of this year or possibly as late as 2017.

Currently they are working through property acquisition and the project is slated to be bid in June or July. From there it is estimated to take about one to one-and-a-half years to complete the project, according to Olson.

The funding for the project is slightly outside the guidelines for the TAP funds, County Board member Dan Koukol noted. The county’s guidelines state that TAP dollars can only be used to construct paths along county roads or state highways.

However, Koukol said despite the fact that this was a municipal road, he felt the funds were appropriate for the project.

“Our idea was not to go into subdivisions and build sidewalks, it was to stay on main thorough-ways that have a safety issue,” Koukol said.

Fran Klaas, Kendall County’s highway engineer, added that the intent of the TAP funds is to build trails that would connect neighborhood and trails in municipalities.

“So this Kennedy Road path is one of those types of projects,” Klaas said.

“It doesn’t really fall within the technical guidelines of how we had initially put the TAP funds together, but I believe it does meet the intent of that program.”

Klaas suggested that the board may want to look at expanding TAP funds for use beyond state and county highways.

“Do we want to consider these types of facilities along other major or minor collectors regardless of whose jurisdiction the roadway is?” Klaas said. “I think this is a good thing.”

Two administrators hired; retired administrator to begin work as consultant

Yorkville School District receives AEDs SHAW MEDIA Yorkville School District 115 recently updated its automated external defibrillators (AED) program thanks to a donation. The district replaced aging AEDs with new Cardiac Science G5 AEDs donated by Second Chance Cardiac Solutions. The new devices

increase student and staff safety because the have the potential to restore a normal, effective heart rhythm to victims of sudden cardiac arrest. Illinois schools are required by law to have AEDs available and they are frequently placed near school gymnasiums and cafeterias where large numbers of people congregate.

As they recognized retiring staff members at their meeting May 23, Yorkville School District 115 Board members hired one of them back as a consultant.

Brian DeBolt, the district building and grounds director since 1992, was one of six retirees presented with rocking chairs in thanks for his service, but he won’t be able to rest in it full-time yet.

After approving a job description for the position of consultant for facility operations, DeBolt was hired for the job for no more than 599 hours at $88 per hour.

According to the job description, the consultant will provide historic perspective of the operations of the Building and Grounds Department to the district’s chief operating officer and to the new director of facility operations, and introduce them to all key partners supporting the department. The consultant will also support the oversight and direction for all facility improvements using outside contractors and services.

DeBolt has served as the district’s construction manager during the building of new elementary schools and during the construction and renovation at the high school.

Other retirees presented with rocking chairs Monday were: Laurie Bridge, teacher and gifted resource director for 35 years; Karen Gottschalk, special education teacher for 22 years; Claire Hurd, special education teacher for 22 years; Janet Strukel, teacher and district instructional technology specialist for 42 years; Dave Taylor, Bristol Bay Elementary School principal, who worked in the district for 14 years.

Also recognized was Ron Pieper, director of the Indian Valley Vocational Center after 39 years there.

Superintendent Tim Shimp pointed out their service totaled 199 years.

Two new administrators were among those hired May 23.

Dr. Nicholas Baughman will be the chief academic officer, replacing Director of Teaching and Learning Kelley Gallt, who is taking a job in Community Consolidated School District 181 in Hinsdale and Clarendon Hills. His job title reflects changes in the administrative organizational structure that take effect July 1.

Baughman has been with the West Aurora School District since 2008 and has been its director of elementary teaching and learning. He graduated magna cum laude from Southern Illinois University with a bachelor’s degree in elementary education. He also has a master’s in educational leadership from Concordia University and a doctorate in education from Aurora University.

Amy Murillo will be the assistant principal for talent development and student engagement at Yorkville High School. An employee of School District 308 in Oswego since 2004, she has been the World Languages Department chair at Oswego High School since 2012.

She has a bachelor’s degree in education from the University of Illinois at Chicago and a master’s in educational leadership from the University of St. Francis. She is also currently enrolled in a doctoral program with Lewis University.

Baughman’s salary was set at $132,000 and Murillo’s at $81,600. Both will also receive administrative benefits.

Metra line would benefit users and motorists

In announcing two weeks ago that they would resume work on engineering and environmental studies to extend Metra commuter rail service from downtown Aurora into Kendall County, Metra officials appeared to want to place the financial burden for the project squarely on Kendall County and county municipalities.

In a prepared statement, Metra Chairman Martin J. Oberman said of the local officials, “They clearly understand the financial demands that will be facing them and I look forward to working with them in the future.” While in another prepared statement, Metra Executive Director/CEO Don Orseno said, “We are humbled that local officials are so convinced of the value of Metra service that they are willing to take on this challenge.”

Clearly, Metra’s top leaders – faced with billions of dollars of expenses to upgrade the agency’s existing infrastructure – are not overly enthusiastic at the possibility of having to divert any of the agency’s limited capital improvement funds to expand their service into Kendall County. The agency has

previously estimated the cost for extending the service into the county at more than $200 million. $200 million is indeed a big pile of money, but taxpayers wary of the potential expense to the county and county municipalities should keep in mind that the extension – if it is ever built – may well be eligible for a significant amount of federal funding, just as the agency’s extension of service to Elburn from Geneva in Kane County was a decade ago. That project, which cost an estimated $105 million, was funded by a portion of an $11.6 billion federal granted award to Metra by Congress in 2001.

Taxpayers should also place that $200 million estimate in context with the cost of other transportation improvement projects. Over the past few years alone the Illinois Department of Transportation has awarded well over $100 million in contracts to improve sections of four highways in Kendall County: Route 47 in downtown Yorkville; Route 34 between Oswego and Yorkville; Route 30 between Route 34 and Route 31 in Montgomery; and Route 71 in Oswego.

The vast majority of the funding to pay for these highway projects did not come out of county or local municipal coffers, but federal transportation funds allocated to the projects by IDOT officials, with the support of local state and federal lawmakers.

The local officials and taxpayers who question the value of extending Metra service to the county should consider that it would not only benefit current and future Metra riders, but also those who will never use it. The opening of a Metra station or two in the county would serve to take hundreds, and quite possibly thousands, of vehicles off already crowded highways daily as more commuters take the train to Chicago and other points east instead of driving already busy Routes 47, 30 and 34.

We’re sure county residents who now sit in the daily traffic backups on Route 47 at the Kane-Kendall county line each day or on Route 30 at Orchard Road in Montgomery would appreciate anything that would help reduce the number of vehicles that regularly use those highways, especially as the county’s population continues to grow.

The Sauk warrior Black Hawk led a tribal band of an estimated 1,200 men, women and children across the Mississippi into Illinois in the spring of 1832 in violation of previous agreements with the U.S. and Illinois state governments.

The tribespeople had suffered greatly during the terrible “Winter of the Deep Snow” of 1830-31, and longed to

return to their homeland in the Rock River Valley. The Winnebagoes invited Black Hawk’s band to come back east to live among that tribe, plant corn and renew their Illinois roots.

But state and federal government political and military leaders denounced the Indians’ actions as an invasion and gathered troops to force the Sauks back across the Mississippi.

The situation might have been handled peacefully if not for a rash, unorganized attack on Black Hawk and a couple dozen of his warriors by a drunken battalion of Illinois militia.

At the cost of three of their number, the angry Sauks, who had tried to surrender under a white flag only to have it fired upon, completely routed the militia, killing 11 of them.

The resulting conflict allowed angry Indians throughout northern Illinois to settle scores with whites who had bullied them and illegally occupied their land. The worst of these incidents was the Indian Creek Massacre just across the Kendall County line in LaSalle County where 14 men, women and children were killed.

In Kendall County, the Potawatomi chief, Shabbona, and his nephew, rode like Native American Paul Reveres to warn settlers to flee, which they did.

But what happened here showed that while the Indians were angry about a

In 1877, William Harris told Kendall County historian E.W. Hicks what happened: “There appeared no alternative but to leave him [Mr. Coombs] if they would save their lives, and to this he urged them. ‘Leave me to my fate,’ he said, ‘and save yourselves; I am an old man and can live but a little while at best.’ Taking what articles they could, with tearful farewells, they left him and hurried away on foot…

Before sunset the Indians were on the move, eager for scalps and spoil. They struck Harris’ cabin first, and Mr. Coombs gave himself up for dead; but having satisfied themselves that he was sick, they did not molest him.”

In an interesting historical sidelight, authorities eventually rounded up the Indians suspected of perpetrating the Indian Creek Massacre and put them on trial for murder at Ottawa, but the jury acquitted them because none of the survivors could positively identify the perpetrators.

The Black Hawk War was the end of conflict and near-conflict in Kendall County. But that didn’t mean no more soldiers died here. There are many stories about wounded and sick Civil War soldiers coming home to Kendall to die during and shortly after that horrible war.

Although I could do so, I will leave it to others to argue morality, money, and details, but will make this statement regarding domain: It is not the role of any government to tell my sons or my daughters who gets to be in the restroom with them. As a parent, that is exclusively my domain, not that of the government. I retain the right to make decisions about when and where my children will be exposed to the private anatomy or to the physical presence of, when in a state of partial dress, those of the opposite biological gender.

Washington’s over-reach is a clear indication of a fundamental misunderstanding of the role of government within society, and demonstrates just how quickly the combination of an ideologically-driven social engineering experiment combined with an overestimation of the responsibilities of the government can result in such an unjustifiable intrusion into the personal lives of the citizenry.

That’s fancy talk for “authoritarianism,” a term normally associated with countries like, say, North Korea, Iran, the former USSR. Just sayin’.

mschury@shawmedia.com Sprucing up the Kendall County Historic Courthouse is on the county’s agenda this summer. The Kendall County Board unanimously approved a few capital projects earlier this month for the aging structure in downtown Yorkville.

The approved projects include replacing three windows, repairing brick on the facade of the courthouse and installing a new NEC phone system redundant processor. The total estimated price tag for the work is $44,500 and the money should come from the capital improvement fund.

“These items have been on the socalled five-year plan, I mean the windows are getting to the point where we’re going to have to board them up if we don’t do something and they’re just falling apart,” Kendall County Board member Bob Davidson said. “This is

just part of having an old building that we’ve got to maintain.”

He added the decision to preserve the courthouse was made a long time ago and now the county has to maintain it.

“I’d like to spend the money in other places but we’ve pushed the pencil about as far as we think we can go,” Davidson said.

Board member John Purcell, who chairs the county board’s finance committee, said they have $50,000 budgeted in that capital improvement fund for these projects. Purcell said they will most likely have to go out to bid on replacing the windows, which is estimated to cost around $32,500.

The brick work improvements are estimated to cost $5,000 and the replacement phone system processor is estimated at $6,500. Purcell said that the county’s facilities management director Jim Smiley could move forward on those projects.

Domestic battery arrest Yorkville police arrested Jay B. Woody, no age given, of the 10000 block of Galena Road, Yorkville, at 6:46 p.m. May 28 on a charge of domestic battery (two counts). Police said Woody allegedly struck two other people during an altercation.

Multiple citations issued County sheriff’s deputies arrested Pierre Maerques Gilbert, 24, of the 800 block of Fifth Street, Aurora, after stopping his vehicle for speeding 86 mph in a 55 mph zone on Route 71 at Sheridan Road at 11:24 p.m.

May 30. Police said Gilbert faces charges of driving 26-34 mph over the posted speed limit, driving on a suspended license and operating an uninsured motor vehicle.

Alcohol arrest Yorkville police arrested Abigail C. Cannabis arrest Yorkville police arrested Darnell Lash, 25, of the 1300 block of Chestnut Lane, Yorkville, after stopping his vehicle at Sycamore Road and Route 34 on May 25 at 7:18 p.m. Police said Lash has been charged with unlawful possession of over 2.5 grams of cannabis.

Two hurt in Rt. 47 crash Two motorists were injured in a two-vehicle crash on Route 47 and Galena Road in Yorkville at 4 p.m. May 24, Yorkville police reported.

Police said the drivers of the two vehicles involved in the crash, Danielle Howell, 25, of the 1800 block of Baldwin Way, Bolingbrook, and Maureen Bernico, no age given, of the 2700 block of Goldenrod, Yorkville, were injured and taken to Rush-Copley Medical Center in Aurora.

Howell was cited for failure to yield, police said.

Disorderly citations issued Yorkville police responded to a disorderly conduct incident in the 1400 block of North Bridge Street at 8:14 p.m. May 24. Police said Collin Marrow, Carlos Rodriguez and Nathan Bell were all cited with disorderly conduct in the incident.

Robb-Turner, 22, of the 0-99 block of Greenbriar Road, Boulder Hill, at his residence May 28 at 8 a.m. on a warrant for failure to appear in court on a prior traffic charge.

Arrest two on Springdale County sheriff’s deputies were summoned to the 0-99 block of Springdale Road, Boulder Hill, on a report of neighbor trouble stemming from people squealing tires and being verbally aggressive. After a disappointing end to the 2015 season, Yorkville’s Sam Weisz was once again left with a frustrating finish in the Class 3A shot put state finals last Friday in Charleston.

The field events were moved indoors when thunderstorms threatened to hit the area, and Weisz missed qualifying for Saturday’s finals by six inches – finishing 13th overall with a mark of 54 feet, 11 inches.

It required a mark of 55-5¾ to make finals, and a 56-7¾ to score for the most talented field of throwers in state history.

“This is the meet that 99 percent of these athletes have worked for all year, and you throw them a curve ball and make them throw with inadequate indoor shots. It was a really frustrating situation as a coach,” Yorkville coach

TOO MANY MISTAKES Foxes’ season ends with extra-inning loss in regional semifinal

ksharp@shawmedia.com Two trips to Downers Grove South in a 24-hour span still wasn’t enough to determine a winner in the Class 4A regional semifinal baseball game between Yorkville and Waubonsie Valley.

The Foxes and Warriors lasted 12 innings on Thursday before the game was suspended due to darkness in a 7-7 tie.

But when the teams returned to Downers Grove on Friday afternoon, Yorkville was shut out in the top of the 13th and Waubonsie Valley scored on an error in bottom half for the 8-7 win over the Foxes.

Yorkville ends the season with a 21-14-1 overall record.

“I think they were very excited to know that even though we made a bunch of mistakes, we were still right there,” Yorkville coach Scott Luken said. “In the first 12 innings, we committed six errors and Waubonsie had zero, but we outhit them 15-10. Unfortunately, you just can’t make that many errors against a team like that and continually get away with it.”

With the win, Waubonsie Valley advanced to Saturday’s regional championship game and fell 6-1 to Plainfield Central as Wildcats ace Sultan Solebo threw a no-hitter.

On Thursday, the final fireworks of the night came in the 11th inning when Yorkville took a 7-6 lead off a one-out RBI single by Jon Jungr, which allowed Mark Sommers to score after his leadoff single.

But like the previous innings, Waubonsie Valley responded in the bottom half to extend the game.

Yorkville was one out away from closing out the game in the bottom of the 11th after reliever Will Ferguson made a double play with a catch and throw to second base to catch the runner trying to advance.

With two outs, Waubonsie Valley’s Nick Price hit a solo home run over the outstretched glove of left fielder Brady Kauppila to tie the game at 7-7.

Waubonsie Valley had a strong opening frame against Yorkville starter Ty Liaromatis, scoring two runs on two hits. The Foxes found their offense in the top of the third with run-scoring hits off the bats of Brendon Reifsteck and Cameron Van Bokel to tie the game 2-2. The Foxes added three more in the fifth – all scoring with two outs. Van Bokel started the rally with his double before Jungr hit a triple to bring Van Bokel home. Max Warren doubled and Kauppila’s single down the first base line pushed Yorkville ahead, 5-2.

Yorkville’s lead lasted one more inning before Waubonsie Valley tied the game in the bottom of the sixth after a pair of errors by the Foxes’ infield.

Tracey Kurz relieved Liaromatis with one outs and faced two batters, striking out one and walking one before Ferguson went out to the mound to take over the pitching duties.

what our pitchers did there. Ty starting the game and battling through that first inning – he threw 39 pitches in that inning – and shut them down.”

Ferguson pitched two scoreless innings, and Yorkville hoped to close out the game in the ninth after taking a 6-5 lead. Farren opened the inning with a triple and Reifsteck doubled him home. But another Yorkville error in the bottom of the ninth allowed Price to reach second after a single and score on a deep sac fly to center field, once more tying the game.

“We had four sophomores or juniors that had two

hits or more in that game, and to know that we have the majority of the team back with playing time, it’s promising for our future,” Luken said. “This was an epic game, and hopefully we use this game to understand how much the little things matter in a game like this. I hope they can see just how close we are, and use this as motivation to fine tune those little things and make us a more complete team so that when we find ourselves in games like this, we can take a good team like Waubonsie Valley and put them away.”
