As the sun set on summer 2015, I began reflecting on some popular summer attractions – such as swimming pools, bike trails and ice cream shops.

This week, I took a trip to Stone Creek Miniature Golf at Wheeler Park in Geneva to take some pictures of a recreational activity often played during summer. But I didn’t stay long, as I saw the first hole of the Frisbee golf (a.k.a. frolf) course near the

miniature golf course.

I was brought back to my days of high school when I saw a group of four playing the game. On this recent visit, I got to meet Vinny Miller of South Elgin (pictured) getting ready to take on a hole. We talked for a bit about frolf, where we’ve played and how Vinny got an ace (a hole in one) at another local course near Campton Hills.

playing casual frolf games with friends while drinking various soft drinks, wearing tank tops and poking fun at each others’ ability to frolf.

The sport is a lot of fun, and I think I’ll break out my old,

Laws give county new revenue sources

Gov. Bruce Rauner on Tuesday approved two bills relating to the court services fee and a judicial facilities fee – two items Kane County Board members have asked legislators to support.

Through a judicial facilities fee, Kane County will be able to raise money for the expansion of the judicial center campus at Route 38 and Peck Road in St. Charles Township.

The fee may be imposed on civil and criminal cases and is not to exceed $30.

Last year, Kane County Board members saw illustrations of how the judicial center campus might expand to hold all of the county’s judicial services, including the circuit clerk’s office and civil

Board member Brian Pollock, who also serves on the Legislative Committee, said it has been included in the county’s master plan for more than two decades.

“It’s needed,” he said.

‘THE MOST USER-FRIENDLY LAW LIBRARY’ County law library aids lawyers, public with legal resources

By BRENDA SCHORY bschory@shawmedia.com ST. CHARLES TOWNSHIP – Most mornings, the Kane County Law Library and Self Help Legal Center bustles with lawyers and the public using the computers, law books and publications to do legal research.

Among them on a recent day was Huntley lawyer Jeff Rifken, tucked into an alcove and working on his laptop computer. Now semi-retired, Rifken said he does mediations and guardian ad litem work out of his house – and at the law library.

“For years, forever, it’s been probably the most user-friendly law library in four counties,” Rifken said. “You can do the electronic research here very easily. I’ve been coming down here probably 20 to 25 years, and it’s been quicker to do it on their computers than it is to do it with the books out of the bookshelves.”

The law library, which has a staff of three, is on the second floor of the Kane County Judicial Center at 37W77 W. Route 38 in St. Charles Township.

Not only does the law library have law books, publications, public access Internet terminals and conference rooms, it also loans out about a third of its law books, as well

a small lending library of circulating fiction and nonfiction books, and it hosts legal assistance programs for the public, Executive Director Hallé Cox said.

The law library also has extended hours to 8 p.m. on Wednesdays, a staff notary public, and hosts Lawyer in the Library events in which lawyers volunteer to meet with people who otherwise cannot afford legal assistance. The library has a Facebook page.

Rifken said he just settled a mediation case and was using the law library’s facilities for all of the next steps.

“I’m now preparing the mediation report. I’ll email it to myself. I’ll go over to their computers; I’ll download it; I’ll print it. I’ll give it to the judge – and then I’ll go home,” Rifken said. “And I’m not the only [one] that does it. The bar uses this library a lot. The staff is very good. They’re very nice people, and they know what they’re doing.”

The law library’s popularity is increasing among members of the public. According to its statistics, 2,889 people were assisted from December 2013 to June 2014, and 3,395 were assisted from December 2014 to June 2015.

“Those are the people that we directly assist,” Cox said.

“These are not the people who

come in and already know how to use our facilities and already know what they are looking for themselves.”

With a budget of just less than $300,000, the library is almost entirely funded by a civil filing fee of $19 – and it is struggling because civil filings are decreasing, Cox said. Criminal complaints also have filing fees, but they are not directed to support the law library, she said.

There were 22,830 civil filings in 2012, and that was down to 15,935 in 2014, Cox said.

A $2 civil filing rate increase would bring in almost an additional month’s revenue of just less than $25,000, she said.

“Right now we are statutorily capped at $21 per civil filing.

I can ask [the County Board] to raise it to $21,” Cox said. “I am going to soon, within the next couple months, because we are in budgeting season.”

In recent years, the bulk of civil filings were foreclosures, but now that has slowed down, she said.

“Also, just the economy – people can’t afford to file,” Cox said. “When the economy is really bad – people need divorces, they need help with rent and stuff like that – but they cannot afford to actually file a lawsuit, unfortunately.

The library also creates some of its own revenue streams, such as overdue fines for its loaned-out books, photocopy costs, invoicing fees, computer printout fees and faxing fees, she said.

But the library’s costs are increasing, as well. Records show the “Illinois Compiled Statutes Annotated” database cost $4,658 in 2012, but increased by 64 percent in 2014 to $7,172. “Illinois Jurisprudence” went from $811 in 2012 to $1,368 in 2014, a 59 percent increase. “ ‘The Illinois Compiled Statutes Annotated’ – which are the laws for Illinois – almost doubled,” Cox said. “And my revenue is not doubling.

Cox said if law libraries sought legislative support for more revenue, she was not sure what a new funding mechanism would be – only that something has to be done.

“We can’t just keep increasing filing fees for the rest of our lives,” Cox said.

The County Board could provide the law library with an appropriation. But Cox said she would not ask for it because she knows the county doesn’t have it – because other county departments also get revenue

“They could [support the law library], if they had funding themselves,” Cox said.

“But that is not a route I am willing to take at this point. ...

So I do not foresee me asking for general revenue funds at this point. I would not do that unless it became absolutely vital.”

City launches electric line replacement project KANE COUNTY CHRONICLE editorial@kcchronicle.com ST. CHARLES – The city of St. Charles Electric Utility this week launched a project to continue to improve electric reliability to residents.

The project includes replacing some electric poles and relocating a majority of the overhead electric system to an underground electric system, according to a news release.

The work area is bounded by Iroquois, 3rd, 2nd and Marion avenues east of the Fox River in St. Charles.

Archon, the city’s contractor, will perform pipe installations via directional boring, the release stated. After the pipe is installed, city crews will install new underground cables and equipment.

Residents received a door hanger card notifying them of the upcoming work in the area, and underground utilities will

be marked with flags and spray paint, according to the release.

While the majority of the pipe will be installed by horizontal drilling below the surface, open pits will need to be dug at some locations, the release stated.

The pipe installation phase will last about two weeks, and the city work will likely last three to four weeks, according to the release. Once all the work is complete, the city plans to restore the landscape.

The cut over from the old system to the new system might require brief outages that will be scheduled in advance with customers in the project area, the release stated. City officials apologize for any inconvenience and look forward to the electric utility improvements.

NORTH AURORA – Road closures and parking restrictions will begin Friday for North Aurora Days, which runs through Sunday.

In a news release, the North Aurora Police Department indicated the public should be aware of the planned road closures and detours, regardless of whether they are attending the weekend festivities.

Oak Street will be closed between Acorn Drive and Randall Road from 10 a.m.

Friday to about 12:30 a.m.

Sunday, after the Saturday night activities are over, the release stated.

Police noted local traffic may access Silver Trail from the east.

Additionally, the Clocktower Plaza will close to vehicles for event setup at noon Friday and at noon Saturday.

Geneva woman awaits trial date in Canada

By ASHLEY SLOBODA asloboda@shawmedia.com The Geneva woman charged with conspiracy to commit murder in Canada must continue to wait for a trial date.

A trial date was expected to be set Thursday, but the action was delayed to Nov. 19, Chris Hansen, the Nova Scotia Public Prosecution Service communications director, said in an email. Lindsay K. Souvannarath and Canadian Randall S. Shepherd have been charged with conspiracy to commit murder, conspiracy to commit arson, conspiracy to use weapons for a dangerous pur-

pose and unlawfully conveying threats through social media.

The charges stemmed from a foiled Feb. 14 plot to kill people at the Halifax Shopping Centre in Canada, authorities have said. Their preliminary inquiry, which determined whether there was enough evidence to go to trial, ended last month. Although the pair will be tried together, Hansen has said in emails that Souvannarath and Shepherd have their own legal representation.

Their trial will be in the Nova Scotia Supreme Court, the highest court where trials are held, Hansen has said. It will be heard by a judge and a 12-member jury.

Ron Johnson’s last day at the township was July 19, according to a news release.

He began working for the township’s road district on July 11, 1983, and was elected in 1997 to be the township’s highway commissioner.

During his time as highway commissioner, Johnson served as president of the Kane County Township Highway Commissioners Association for 14 years, the release stated.

Johnson also was on the board for the Township Highway Commissioners of Illinois, where he served as treasurer for four years, vice president for two years, president for two years.

Johnson spent four years on the Township Officials of Illinois board and the Township Officials of Kane County as secretary, according to the release.

A wealthy oligarchy of donors is dominating 2016 election THE WASHINGTON POST The United States may be turning a corner in presidential politics. Although the election itself is more than a year away, the latest reports to the Federal Election Commission show that a wealthy oligarchy of donors has come to dominate campaign finance, particularly in the crowded Republican contest.

Fewer than 400 families are responsible for almost half the money raised in the campaign so far, according to an analysis by The New York Times. This class of wealthy patrons, some with new fortunes and others of long- standing, is throwing money into campaigns, not of all which will end happily. But the preeminence of this clan of tycoons so early in the season is not a good sign.

The post-Watergate reforms sought to limit the corrosive power of money in politics, enhance transparency and encourage candidates to raise funds from a broad base of supporters. But new vehicles have become available that do the opposite, encouraging wealthy donors to make unlimited contributions, concentrating the power of the plutocracy and overwhelming the impact of small donors. One of the most important of these channels is the super PAC, an organization that can accept unlimited contributions.

Super PACs, which must disclose donors, are supposed to be independent of the candidates, but in fact most are not.

According to the Center for Responsive Politics, in the 2012 election, all the presidential super PACs together raised about $26 million by June 30 of the year before the vote. Now, at the same point in the cycle, they have raised $258 million, nearly 10 times more. Moreover, the super PACs dwarf the actual campaign organizations in fundraising. The total the super PACs have raised is nearly double the more than $130 million the presidential campaigns raised in the first six months of this year, the center reports. The super PACs are the tangible result of the Supreme Court’s Citizens United decision that opened the floodgates to unlimited campaign giving. A second vehicle, groups that claim to be social welfare organizations, is also worrying because the donations do not have to be disclosed to the public.

The Times analysis of FEC and Internal Revenue Service records shows that candidates are becoming dependent on a small pool of wealthy Americans. The analysis found that about 130 families and their businesses provided more than half the money raised through June by the Republican candidates and their super PACs. The Democrats also have some big-money fat-cats, but they also have a wider base of smaller donors. What’s wrong with this concentration of wealth and power? The nation has often been ruled by elites, and rued it. But the potential to warp the political system is ever-present when such large sums are poured into politics. A quick scan down the list of the biggest donors shows that many of them would be affected by government policy under a new president — tycoons who have made their fortunes in private equity, hydraulic fracturing and oil field services, technology and other businesses. Now they want to add king-maker to their names.

Geneva native Parma headed to Bolivia for USA Karate

By CHRIS CASEY ccasey@shawmedia.com GENEVA – The first time Julia Parma put on a karate uniform as an 11-year-old, never in her wildest dreams could she picture where it has taken her today.

Parma, a 2015 Geneva graduate, recently earned a spot on Team USA and will represent the United States in the Junior and Cadet Championships from Aug. 24 to 30 in Santa Cruz, Bolivia.

After finishing second at the

USA National Championships in Fort Lauderdale, Florida, in her competitive division in mid-July, Parma earned a spot as one of 11 U.S. athletes who will compete in Bolivia.

“I really wasn’t planning on competing in Florida,” Parma said. “I probably decided three days before we went that I was going to. I never expected something like this. I just went there with no expectations and just figured I’d compete since I had nothing to lose. I got some great experience there and I’m excited to head to Bolivia.”

Parma, who qualified for Bolivia in the 18- to 20-year-old Female Elite Kumite minus-61 Kilograms Division, has been involved in karate for more than eight years, but only has competed competitively for a little more than two as a member of the Illinois Shokotan Karate Club. Elite Kumite is a point-based, head-to-head combat. The objective is to beat your opponent by eight points in a two-minute match by being awarded points through various methods.

Successful punches are

worth one point, takedowns are worth three, with kicks to the body and head earning two and three points, respectively.

Although her final match in Fort Lauderdale resulted in a loss to the recently named USA Female Karate Athlete of the Year in Joane Orbon of North Carolina, Parma not only gained exposure to top-class competition, but showed the kind of toughness she brings to the mat.

“She has some guts, that’s for sure,” Julia’s mother, Marian Parma, said. “She really

held her own in a very tough fight against a tough opponent.

I can tell you that I wouldn’t have gotten up a few of those times ... that’s for sure.”

Julia’s interest in karate peaked from her father, Sam, older sister, Alyssa, and younger brother, also Sam, being involved in the sport. The younger Sam Parma, a Geneva junior, recently was selected to go to Poland in October to compete in the Shokotan Junior World Games.

‘Steady’ equals spectacular so far

By KEVIN DRULEY kdruley@shawmedia.com A Midwest League-leading .273 team batting average and a second-ranked 2.94 team ERA have helped vault the Cougars to the top of the Western Division’s second-half standings.

Still, one intangible has proven equally vital. If there’s a metric for keeping an even keel while flirting with a .750 winning percentage, the Cougars have a pulse on it.

“I think that’s the biggest thing, especially why we’ve had the success that we’ve had, is that we’ve been so steady, game-in, game-out, whether we’ve played well or played poorly,” Cougars infielder Cody Regis said. “I think we’re not putting too much pressure on ourselves to think that we have to do certain things. It’s kind of been the same vibe every day, which has been nice.”

Playing as Cubs prospects in 2014, the Cougars won the MWL title behind a remarkable run in the face of ever-churning roster moves.

This season, the club’s first as an Arizona Diamondbacks affiliate, has offered more stability on the transaction wire as well as similar results in the standings.

“I think the linebacker group as a whole, we have to get back in the flow,” Folliard said. “There were some mistakes, but definitely some good things, as well. I feel like guys are pushing through and getting back into shape. Playing shape is a lot different than workout shape.”

DeKALB – The silence was gone from Huskie Stadium.

The Northern Illinois football team opened training camp with a helmets-only practice Thursday, replacing the silence with the sounds of whistles, the pounding of the blocking sled and music blasting over the PA system.

“I know I haven’t slept in the past two nights,” junior linebacker Sean Folliard said.

“I’ve been excited to get back on the turf and start playing with the guys. This is the best time of year right here.”

The Huskies, looking to defend their 2014 Mid-American Conference championship, have another helmets-only practice this afternoon before moving to half pads during the weekend and full pads Monday.

“We were in our underwear but there was good energy today,” NIU coach Rod Carey said of the helmets-only practice. “We’re not playing football yet, but there was good tempo to everything. Overall, very pleased. We have a lot of stuff to clean up – a lot of little

mental side of the game firing.

You got to knock off some rust the first few days.”

The Huskies didn’t have any players graduate high school early to participate in spring ball this season and Thursday’s practice gave a first look at the incoming freshmen for the Huskies – which included a handful of miscues during the freshman 7-on-7 session. Carey has said that based on history, between three and six players usually end up getting significant playing time in their

Karate now more than hobby • KARATE Continued from page 13 A simple and usual childhood hobby has turned into so much more for the Parma family, which has lived in Geneva for more than 15 years.

“It’s really a family thing,” Julia Parma said. “Not just my [immediate] family, but the ISKC and this team is like a family. I probably see them more than my actual family.

We do everything together, and it’s really become a great experience to train together and compete against one another.”

Karate has become much more than just a hobby for Julia Parma, so much that the start of her freshman year at Northwest Missouri State will be postponed because of the trip to Bolivia. Parma, who is planning to study animal science at the Maryville, Missouri-based school, will get back to the U.S. on Aug. 30, a Sunday, with her school year starting the next day.

“Karate is the most important thing to me right now,” Julia Parma said.

But these opportunities weren’t given lightly. The Chicago–area athletes were led by President of USA Karate and ISKC Chief Karate Instructor, John Dipasquale, but the club has several coaches, including Julia Parma’s coach, Brian Mertel.

Not only does Julia Parma credit a lot of her success to Mertel and the way he cares about each of the members of the team, but also the rigorous training program that the

athletes endure.

While most of the training takes place during the summer, Julia Parma joked that she and her teammates often like the school year better because a majority of the summer is consumed by karate, sometimes literally from the time they wake up until they fall asleep.

“Training is every single day during the summer,” Julia Parma said. “Every day can be different, but you go to practice then you train one to two more times a day after that. So for most of the summer, you train two to three times a day.”

Mertel puts the members of the team through interval training, which consists of several different workouts with 30-second on, 30-second rest sets.

Some of the workouts include ladder drills, medicine ball training and speed and strength exercises. There are often five rounds of seven different workouts that last a total of an hour.

The fun just begins from there, as the athletes leave for more karate training after that.

“The summers get extremely hectic,” said Julia Parma, who earned her black belt six months ago. “It’s pretty much training and work, then to practice to more training. It’s nonstop, but we are even offered more training if we need it. It’s something we all love to do, and it’s a passion we all share here.”

Although she still plans to train in college, more so to stay in shape, the Bolivia

competition will, in all likelihood, be the last competitive karate in Julia Parma’s foreseeable future.

Marian Parma and her husband have been to most every competition. Both will head to Bolivia with Julia Parma and follow suit in October to support Sam Parma in Poland.

Marian Parma is beyond proud of Julia Parma’s karate accomplishments thus far and could still remember her little girl and her first involvement in the sport.

“Never did we imagine it would turn out to (be) something like this,” Marian Parma said. “It’s been a great experience for all of the members of the team. They are all very talented individuals, and it has really kept them focused. We never thought Julia would get this chance, so it’s really awesome.”

Julia Parma will be tested mentally and physically more than she ever has while in Bolivia, competing against some athletes who have internalized the sport more than even her.

Considering her preparation, however, she’s poised to strike and eager to make the most of the opportunity.

An August to remember

August just isn’t the same anymore.

Of course things change. It’s handy, however, that sometimes a worn out phrase opens a conversation, brings back familiar images and – sometimes – widens our perceptions of what is truly important.

Already there have been glimpses of that August in 1945 – 70 years ago.

Picture me, above-the-shoulder brown hair parted in the middle and held in place with a strand of grosgrain ribbon long enough to tie a bow. Most of the baby teeth now replaced, not usually in a smiling mode, but excited about starting first grade at Evan Shelby.

It had been planned that Loretta Hahn and her sister, Joan, would lead the trail up the hill. Yet, during that August, there was plenty of hot sun weather before Labor Day, and then the thoughts about school would begin. The understood dress code led to a wardrobe of knee-length skirts or jumpers – no shorts, slacks or pedal pushers. Saddle shoes and socks for school and Mary Janes for church.

Boys needed respectful hair cuts.

Picture that.

The family tavern was air conditioned and was a busy in-and-out place for customers – most were considered friends of the family. Grandpa Steve had taken up his daily copy of the Chicago Tribune, to be read carefully and fully

When victory over Japan was declared just a few days later, Grandpa Steve closed his tavern, loaded his pickup truck with kegs of beer and had a flash party in the basement of the house ... that lasted for the next two days. I have only once seen such jubilation at a UW frat party after a Badger, on-to-Pasadena win.

That was quite a month in the middle of an overwhelming year.

The Cubs made it to the World Series, we made it up the Indiana Street hill to Shelby School but not until after Labor Day and, in every way, the lights went on again.

SQF is a food safety certification based on international standards, as set forth by the Global Food Safety Initiative. All of Power Packaging’s plants are SQF Level 2 certified, covering all aspects of the food safety code, states a news release. The newly incorporated SQF Level 3 includes quality programs, such as package weight control, product sensory evaluation and preserved products identification.

“This is an important milestone in our efforts to attain the highest level of food safety and quality assurance at Power Packaging,” said Power Packaging president Gordon Gruszka in the release. “These types of certification achievements set us apart from our competition.”

Pertussis is still considered a threat to babies Dear Doctor K: I am pregnant.

My doctor wants me to have a pertussis vaccine. Why? And is this safe?

Dear Reader: Pertussis, also known as whooping cough, is a highly contagious bacterial infection that causes violent coughing. The coughing makes it hard to breathe and produces a deep “whooping” sound. Pertussis bacteria spread through droplets that move through the air when an infected person sneezes, coughs or talks.

Pertussis can occur at any age, but serious illness is most common in infants and young children. Pertussis can even lead to death in very young babies.

All infants should be protected against whooping cough. But infants 0 to 6 weeks old are too young to get the pertussis vaccine. A new review by a panel of experts, published in the journal Pediatrics, found that vaccinating women while they are pregnant is the best way to protect newborns against whooping cough.

The panel recommended that all pregnant women should get the Tdap vaccine (which protects against tetanus, diphtheria and pertussis) during the last three

When a pregnant woman gets the Tdap vaccine, it tells her immune system to make antibodies that protect her from getting whooping cough. She passes on these antibodies to her baby at birth. This gives her newborn protection against whooping cough.

However, the mother’s antibodies against pertussis don’t last many months. That’s why the baby should get the pertussis vaccine as soon as it is safe. I describe the immunization schedule for babies below.

For a pregnant woman, receiving the Tdap vaccine is known to be safe. Women who get the vaccine show no increase in problems with the birth or the newborn.

It is also important that the other parent, caregivers and anyone else who will be in close contact with the baby get one dose of the Tdap vaccine when the mother is

pregnant. This is called cocooning.

This approach surrounds the infant with people who all have been vaccinated. If the people in contact with the baby are protected from catching pertussis, then the baby won’t get pertussis from them.

Your baby should get the DTaP vaccine when he or she is old enough. (DTaP is the pertussis vaccine for children under 7 years of age. Tdap is the pertussis vaccine for anyone 7 years of age and older.) Your child should get the vaccine at the following ages: • 2 months • 4 months • 6 months • 12 to 18 months • 4 to 6 years These shots will help your child’s immune system to develop its own protection. Many of my patients think of whooping cough as a disease of the past. While it is true that whooping cough is less common today than in the past, it still is a threat – to you and to your baby.

Kurt is the love of my life and my cousin stole him away from me this past summer when I was on vacation with my family.

Make your feelings known to your cousin’s family. Maybe they’ll disinvite Kurt. If that’s not likely, and you remain determined not to go to the dinner, I’d hope your family would honor your feelings and also skip the anniversary dinner.

If a student is taking six classes – math, history, English, science, music and physical education – how many hours per week should be spent doing homework for the four “solid” subjects? It must be a learning situation, not simply busy work. In your situation, five hours per week is an ideal amount of time for productive home study.

It’s not the quantity of time spent that’s important; it’s the quality of time spent.

This week, I have been trying to clarify the confusion that responder can have after the opener bids one of a major and the next player interposes a takeout double. Then, a jump to two no-trump shows game-invitational values with fourcard or longer support for partner’s major. With game-forcing strength, responder bids three no-trump.

Here, though, responder is a passed hand, so cannot have a game-force unless he has distributional values in the form of a singleton or void, when he could make a splinter bid.

I know, more confusion!

In this deal, North indicates a maximum pass with four or more spades, and South bids game. (Yes, South might have opened one no-trump. Then North might have raised to three no-trump, which would not have worked well; or he would have used Stayman and reached four spades.)

West cashes two top hearts, then shifts to the club jack. Declarer wins with dummy’s ace and runs the spade jack. West takes the trick and leads another club. How should South continue?

It looks obvious to take the diamond finesse, but West, who could not open the bidding, has already shown up with 11 high-card points.

East must have the diamond queen. Declarer should draw trumps, cash his diamond ace, and play a diamond to dummy’s king.

Keep counting those high-card points.
