Sergio’s Cantina wins 4 prizes at state fair

By BRENDA SCHORY bschory@shawmedia.com GENEVA – The steak chimichurri taco created by Sergio’s Cantina won two firstplace and two second-place prizes at the Illinois State Fair in Springfield, owners Sergio and Lindsey De Los Santos said.

“We are a Mexican restaurant, and we have my husband’s family recipes and traditional Mexican food on our menus,” Lindsey De Los Santos said. “About a year ago, we added a bunch of different tacos to be more contemporary. Small street tacos are very popular right now, [and] the steak chimichurri is one of them. A ‘street’ taco means they are small enough to walk and eat them.”

Sergio’s is at 30 W. State St., Geneva.

Chimichurri is a traditional Argentinian sauce, a blend of olive oil, garlic, parsley, cumin, crushed red pepper, salt and apple cider vinegar – a lot of flavor but not spicy, Sergio De Los Santos said.

“We added a little kick [with] Mexican cumin,” he said.

“We tweaked it,” Lindsey De Los Santos said.

The taco is finished off with shredded cabbage, made from scratch pico de gallo and sour cream on a small corn tortilla. They’ve been serving

It was the couple’s first time ever at the state fair and the taco won first place for Best Tasting Food and Best Overall Food against 23 other contestants. It won second place for Best Walking Taco and the People’s Choice.

“The cool thing is, this is the first time it ever happened,” Sergio De Los Santos said. “They never had an over-

all winner; it’s a new category.”

“We could just not believe it,” his wife said. “There were non-stop lines at our booth at the fair.”

The take-home prize for their first place wins was two bobblehead trophies of Abraham Lincoln, called the Golden Abe Award.

De Los Santos said he plans to participate with the chimichurri steak taco in next

month’s Flavor Fare at the Geneva Chamber’s Festival of the Vine, which is Sept. 5 to 7.

“It is going to be our first year at Festival of the Vine,” De Los Santos said. “I’m going to bring my bobbleheads.”

De Los Santos also will be featured on the Food Network’s new series “Carnival Eats.” He was filmed making the steak chimichurri taco at the Oswego PrairieFest in June, his wife said.

County Board honors ‘truly remarkable’ Elburn Lions Club GENEVA – The Elburn Lions Club received a standing ovation Tuesday as the Kane County Board recognized the civic organization’s 85th anniversary.

“I have nothing but the utmost respect for all of you,” said board member Melisa

Taylor, R-Sugar Grove.

Noting the village’s population of 5,506, Taylor said the Elburn Lions Club is the biggest such group in the state and one of the top 70 in size worldwide.

“That’s impressive,” she said.

A resolution recognizing the club’s 85th anniversary listed some of its accomplishments, such as providing service dogs

LOCAL BRIEFS Car raffle set for Elburn Days festival ELBURN – A car raffle is set in conjunction with the Elburn Days festival. The festival is Friday through Sunday at Lions Park, 500 Filmore St., Elburn.

The cost is a $20 donation, and the sale will be limited to 3,750 tickets. The drawing will be at 8 a.m. Sunday at Lions Park. The grand prize will be a choice of any 2014-15 Chevrolet car or truck from Bob Jass Chevrolet, or $30,000.

District 304 providing free screenings GENEVA – Geneva District 304 is providing a free screening to assess children’s development in the areas of vision and hearing, speech and language, cognitive and motor and social and emotional.

The screening is optional and is not a requirement for enrolling in preschool and is not designed to determine kindergarten readiness.

All children with qualifying disabilities between the ages of 3 and 5 must be provided with programs appropriate to their needs.

School districts must offer

an annual screening for these children in order to determine need and eligibility for services.

Eligible children must be preschool age and reside within the district.

Proof of residency is required in order to register a child for an early childhood screening.

The screening will be Aug. 29 at Friendship Station, 1415 Viking Drive, Geneva.

Kane County Chief Deputy Clerk Stan Bond said he initiated the resolution because he values volunteer efforts in communities.

“What they’ve done in Elburn is truly remarkable,” he

said, noting he has no connection to the group. “Their gift of money and time is exceptional, and it really deserves recognition. We’re proud of them.”

Club member and District 1-J Lions governor Chris Halsey said the group is more than 180 members strong with members ranging in age from 18 to 98.

“We all work as a team,”

Halsey said, adding there is “no individualism.”

Elburn Village President and club member Dave Anderson said the village would not be the village of Elburn without the Lions Club. He invited the public to the club’s biggest annual event, Elburn Days. It begins Friday.

‘They’re always doing something’ Lions Clubs International president praises Elburn club

By AL LAGATTOLLA alagattolla@shawmedia.com ELBURN – The man who heads Lions Clubs International said members around the world are familiar with the feats of Elburn’s club.

Joe Preston, the organization’s international president, spoke at an event over the weekend at the Elburn Lions Club, a group that is celebrating its 85th anniversary.

A day before his visit, Preston, in a phone interview, praised t h e E l b u r n Joe Preston club, which has 184 members, has one of the largest in North America and one of the top 70 in size among more than 46,000 clubs in the world.

“They have so many projects,” Preston said. “They are always doing something.”

Preston’s visit happened only days before the Elburn Lions Club’s signature event, Elburn Days, which kicks off Friday.

Chris Halsey, a longtime member of the Elburn Lions Club and the governor of Illinois District 1-J, said it was impressive that Elburn not only welcomed Preston for a visit, but also Dr. Jitsuhiro Yamada, the first international vice president, and Robert Corlew, the second international vice president.

“It was quite an honor for us,” Halsey said.

Preston, 61, who is from Dewey, Arizona, said he was in town to recognize the key accomplishments of the Elburn club and “thank them for what they are doing.”

Also, he said it was important for the club to continue to

be strong and stay active and focused on the community.

He said even a large and vibrant club can lose its focus.

“This club seems to do a really good job,” Preston said.

He said the Elburn Lions Club is admired for the way it connects with the community and partners with other organizations. He talked of vision screenings that are done, as well as how the club works with youths in the Elburn Leos Club.

Preston said he had been a member of the Lions Club for 40 years, and he said he helped start the local chapter of his club 15 years ago. He said being a Lions Club member is special and that the act of putting on the club’s pin might not accomplish anything on its own, but “it gives you the opportunity to be involved.”

COVER STORY RIVERBOATS HIT HARD BY VIDEO GAMBLING Officials: More local machines are cutting into revenue

By BRENDA SCHORY bschory@shawmedia.com The popularity of video gambling is eroding Kane County’s Riverboat Fund, leading to a plan to cut about 8 percent a year through 2020 for the fund’s internal and external grants, said John Hoscheit, a Kane County Board member from St. Charles and chairman of the committee that oversees the funds and grants.

In 2010, revenue received through its agreement with the Grand Victoria in Elgin was more than $6.5 million.

This year, it’s less than $3.3 million. The culprit is a perfect storm of factors, with video gambling leading the way, officials said.

Hoscheit said the expansion of video gaming is likely the biggest factor. But, he said, so is the turndown in the economy, additional competition from the Rivers Casino in Des Plaines and an additional state tax on casinos that reduced their profit.

“Video gaming is a major impact,” Hoscheit said.

Tom Swoik, head of the Illinois Casino Gaming Organization, said the expansion of video gambling has caused statewide casino revenue to fall 42 percent since 2008 and an additional 7 percent drop in 2012-13.

“That is the first full year of video gaming,” Swoik said.

“We think a large percentage was due to all the new [gaming] positions out there. It is having a significant impact on us.”

Casinos are allowed 1,200 gaming positions at each of the state’s 10 casinos, which adds up to 12,000 opportunities to gamble, he said.

18,000 video gaming positions, Swoik said, the equivalent of 15 new casinos and a saturation point, he said.

“The other thing is convenience,” Swoik said. “Why would you drive half an hour to a casino when you could go down the street? Some people prefer to do that.”

Swoik also said casinos pay a graduated state tax based on revenue, from 15 percent up to 50 percent.

Video gaming, he said, pays 30 percent.

So if the casinos lose $1 million in business to video gambling, and the state loses taxes that the casino would have paid to it, he said.

Kane County allows video gambling and has 11 licensed establishments in unincorporated areas. These include the Blackberry Bar and Grill in Blackberry Township near Elburn, Blue Boar Inn in Aurora Township near Montgomery, Calamity Jane’s of Sugar Grove Township, Winner’s Circle in Virgil Township near Maple Park and Batavia Moose Lodge 682 in Batavia Township.

Batavia, Geneva, St. Charles, Kaneville, Big Rock

and Campton Hills are the six municipalities that do not permit video gambling. Sixteen in the county allow video gaming, including Elburn, Burlington, Sugar Grove, Virgil, South Elgin, North Aurora, Montgomery, Maple Park and Lily Lake.

Sugar Grove Village President Sean Michels said video gaming was approved, and it has been successful.

“We have not seen an adverse impact, and it’s helped the American Legion,” Michels said. “We’ve been approached by coffee shops and gas stations, and we have respectfully declined because it just did not seem right.”

In Batavia, a final vote on whether to allow video gambling is expected at a meeting set for Monday, Mayor Jeff Schielke said.

Another problem, he said, was the state gaming board was going to have stringent examination of applicants.

“There is no guarantee of how background checks are being done. I have no comfort level that this is being handled in a good manner,” Schielke said.

If the council approved it, however, the mayor said he would not veto it, but he won’t sign it, either.

“I can’t in all honesty put my name on it,” Schielke said. “Not signing it is the same as vetoing it. The lack of a signature is a veto ... but the council can override [the veto] with 11 votes.”

In St. Charles, a recent request by the St. Charles Moose Lodge 1368 to allow limited video gaming for charitable organizations or other private clubs in the city was rebuffed by two aldermen – 2nd Ward Alderman Rita Payleitner and 4th Ward Alderman James Martin – and went no further.

Among the $4.4 million recommended for internal grant requests are about $500,000 for the Child Advocacy Center, $480,000 for Domestic Violence Court and nearly $567,000 for the Drug Court.

Among the $1.1 million in external grants approved in 2013 were $30,000 for the Association for Individual Development, $50,000 to the Batavia Parks Foundation for the renovation of the Batavia Riverwalk, $50,000 to CASA Kane County for volunteer training and case management, $65,000 to St. Charles for a green infrastructure project along the Fox River and $15,000 to the Maple Park Public Library for an outdoor drop box, flooring and accessibility updates, records show.

“More will be turned away because we won’t have the resources,” Hoscheit said. “And we have no control over it.”

County Board unanimous in Animal Control administrator pick

The County Board on Tuesday unanimously approved the appointment of Brett Youngsteadt to lead the agency, which is overseen by the health department.

“We welcome his young family to Kane County,” member Drew Frasz, R-El-

burn, said.

The unanimous vote was in contrast to former Interim Administrator Robert Sauceda’s appointment, which passed in a 16-2 vote last year.

Sauceda resigned May 7 amid a personnel investigation.

Board member Jennifer Laesch, D-Aurora, was absent Tuesday, as was Chairman Chris Lauzen, who was out of town. Lauzen did, however, provide a written statement about Youngsteadt’s

By ERIC SCHELKOPF eschelkopf@shawmedia.com BATAVIA – Batavia School District 101 will seek voter approval in November to borrow up to $15 million to fund capital improvements throughout the district, including potential improvements to the athletic fields at Batavia High School.

The Batavia School Board on Tuesday voted to place the question on the Nov. 4 general election ballot. Voting “no” were board members Jon Gaspar and Jason Stoops.

If approved, the district would issue up to $15 million in alternate revenue bonds to fund the projects. Assistant Superintendent for Finance Kris Monn said the proposal would not result in a tax increase because the district would pledge existing revenues against the bonds.

The board has until Aug. 18 to put the referendum on the Nov. 4 ballot. As proposed, the district would make payments of $1.2 million for 20 years.

“We do not have the au-

thority to raise additional revenue for this type of bond,” Monn said.

Stoops said he would rather have a referendum next spring rather than in November.

“We as a board need to be better informed on what projects the money is earmarked for,” Stoops said.

Gaspar said he still had concerns about the proposed athletic field improvements.

“I’m not for the whole athletic field plan,” he said. “We should take our time and wait.”

The board still needs to decide specifically how the money will be spent.

There is a proposed $13.4 million master plan to improve the Batavia High School athletic fields, which includes the installation of a synthetic turf field and other improvements, such as boosting bleacher seating to 2,500 people from its current capacity of 1,500, a press box, a scoreboard and stadium lighting.

Board member Tina Bleakley said she would like to get direction from residents sooner rather than later.

“This is not a new topic to anyone in the community,” Bleakley said. “The community is going to have input in this. I’m for putting it on the ballot.”

ported Animal Control while it has been short-staffed. In addition to relieving them of the extra responsibilities, Frasz said county leaders are looking for Youngsteadt to bring stability to Animal Control.

Jeffers had a similar reaction, noting their excitement for Youngsteadt to bring leadership, as well.

Youngsteadt likely will attend the September Public Health Committee meeting, she said.

D-303 School Board barely passes $190M budget

By CHARLES MENCHACA cmenchaca@shawmedia.com ST. CHARLES – The St. Charles School District 303 Board on Monday approved a budget for this school year over the objection of three of its members.

School board members on Monday voted, 4-3, in favor of adopting the fiscal 2014-15 district budget at its regular meeting. Board members Jim Gaffney, Judith McConnell and Corinne Pierog voted against the proposal, each stating their concerns that taxpayers cannot continue

to endure the anticipated increase in tax rates that will result from a higher budget than last year.

The total expenditures on the 2014-15 district budget are nearly $190 million, an increase of about $4 million from the nearly $186 million budget they approved in Aug. 2013 for fiscal 2013-14. Board members have tried in recent years to keep the levy increase to 2 percent, but this year’s budget might make it difficult for them to do so, as it represents about a 2.3 percent increase from the previous year.

Pierog was the first to speak on voting against the budget, saying she has received many calls from residents who asked her to put an abatement on the tax increase.

The district expects the levy to drop in 2017 when some of its debt is scheduled to retire, but Pierog said people are struggling now and live in homes with underwater mortgages.

McConnell said she has heard similar concerns about residents with homes that can’t be sold or paid off.

She was married to Frank Ward Jr. who passed away in January 2013, at age 90. Marylou lived her entire 67 years of married life in Glen Ellyn.

Frank’s family were Glen Ellynites, and she joined him there to raise a family.

Marylou Ward was born April 24, 1927, in Baltimore, Maryland. She was adopted at the age of 15 months

by William and Ida Bell a senior Baltimore couple who had three grown and adventurous daughters, Miriam, Elizabeth, and Eileen. William and Ida died when Marylou was a child, and Marylou was raised by Miriam and was often in the company of all three of the sisters who were avid horsewomen. Her early life was blessed by her remarkable sense of imagination and fun and the storybook property they called home at 5415 Reisterstown Road. The property contained stables and barns and sheds and it sometimes housed thoroughbreds visiting nearby Pimlico race track.

Marylou grew up with dear friends in an “Our Gang” kind of environment of clubhouses, shows, and depression-era moneymaking projects.

Marylou attended Forest Park High School where she had many friends and nurtured her lifelong love of music and opera. She was known for her charm and beauty.

Schlomann said the only room he would have to adjust the budget at this point would be to cut positions and increase class sizes.

“You will fill this room with parents that are angry,” Schlomann said to the board members before the vote.

Board President Steve Spurling said the property taxes in the county are obscene, but he said the board has been fiscally responsible and he has high expectations of the district because of the high taxes.

Board members will vote on the levy this fall.

At age 16, and in the middle of WWII, Marylou Bell met Frank Ward at a street car stop in Baltimore.

There, River Forest, IL born Frank, in his Army uniform, engaged Marylou in conversation. Frank was in radio training before going overseas with the Signal Corps. At their first meeting they talked for hours and soon had a couple of dates. At war’s end, Marylou married Frank at the First Congregational Church in Glen Ellyn in February 1946, as soon as Frank returned from the Pacific. They honeymooned in Chicago and took up residence in Glen Ellyn, next door to her in laws.

Texas-born Vida and Oak Park-born Frank Sr. were her dear family for all their lives. Marylou was a wonderful mother and friend. David was born in 1949, and in due course, Madeline and Ellen were added to the family.

Marylou’s close circle of friends were her beloved “Links”, a group of energetic young women friends with shared social, community, and spiritual interests. They and their families remained friends for all their lives.

And Marylou had additional friends for life from the Hawthorne School neighborhood of Glen Ellyn where she and the other moms in the neigh-

borhood formed the ad hoc squad of multiple mothers who looked after and cared about each other’s children as they did their own.

Marylou’s love of opera found an exhilarating number of years in the 1980s and 90s when she was both a school group leader at the Lyric Opera and a board member of the Chapters’ Executive Board of the Lyric Opera. In those same years, Marylou and daughter Ellen were avid in their appreciation of Luciano Pavarotti and other opera stars and were often present backstage and at other cast and Lyric gatherings.

Marylou and her beloved Franko were also world travelers in a time before extensive travel was quite as common as today. They made interesting journeys to Venice, to live in Guadalajara for a month, or ride the new and old trains of Europe, or go hear music in Vienna.

In addition to children David, Madeline, and Ellen, her sons in law, Gordon Roth and Chuck Scarborough, daughter in law, Anny Cuccio Ward, and her brother in law Donald Ward, Marylou is also survived by her loving grandchildren Jonathan, Becky and her husband Callum Duffy, Sally, and Nick Ward, and Alex Roth, her goddaughter Kyle Quintero, and her nieces and nephew, Mary Ward, Anne Bonokollie, and Owen Ward.

A memorial service in celebration of the life of Marylou Ward will be held on Saturday, the 6th of September, 11:00 a.m. with a reception to follow at the Founder’s Room at the Morton Arboretum, 4100 Illinois 53, Lisle, 60532.

Road would be renamed within village limits

By ERIC SCHELKOPF eschelkopf@shawmedia.com SUGAR GROVE – Route 47 in Sugar Grove could soon be known as Sugar Grove Parkway.

Village trustees on Tuesday are set to vote on an ordinance that would assign the name Sugar Grove Parkway to the stretch of Route 47 that is within the village’s corporate limits. The idea for the name change came from the Sugar Grove Economic Development Corporation.

“It would be another identifier for Sugar Grove,” Sugar Grove Community Development Director Walter Magdziarz said. “It is a community identification type of strategy.”

The street change would affect 28 businesses and six

homes in the village. Businesses and properties that would be affected include the Village Bible Church, the Sugar Grove Center, Walgreens, The Landings center and the American Heartland Bank, currently under construction.

However, they would not have to change any signs because of the name change, Magdziarz said.

“It is still Route 47,” he said.

The village would have to replace 10 signs at each intersection along Route 47, Magdziarz said. The overhead street signs attached to the mast arms of traffic signals along Route 47 are under the jurisdiction of the Illinois Department of Transportation, he said.

Magdziarz said it remains to be seen whether the Illinois Department of Transportation and the Illinois Tollway Authority would change the Route 47 directional signs on Interstate 88 and elsewhere.

If the signs are replaced, they likely would be replaced as part of a normal sign replacement schedule, he said.

Justice to Bank of America THE WASHINGTON POST Justice is being done to Bank of America – rough justice.

The bank last week reportedly buckled to the Justice Department’s threat of litigation over alleged misdeeds in the mortgage-backed securities market, offering to pay upward of $16 billion to settle the matter, more than half of it as a cash fine. (The rest may be in the form of future relief to borrowers.) If the deal goes through, it would amount to the largest such exaction related to the Great Recession.

Bank of America would not quite be paying for its own sins but rather for allegedly faulty mortgage securities sold by two companies – Countrywide and Merrill Lynch – that the bank absorbed, with government encouragement, during the crisis. It’s not exactly a case of no good deed going unpunished. Though it pleased Washington by bailing out those firms, B of A also intended to make a profit, and it knew it was buying the firms’ legal liabilities, as well as their assets. Still, the wrongdoing, if any, involved securities sold to sophisticated institutions, not hapless widows and orphans.

The bank quit fighting the Justice Department after a federal court in New York ordered a fine of more than $1 billion in another case, signaling that litigation risks were much higher than it anticipated – and that its real interest lay in legal finality, which it now apparently has.

Just or not, no one should confuse this pending settlement with a solution to the deeper problem of the U.S. financial system – namely that Bank of America and other institutions remain too big to fail. The prospect of a taxpayer rescue in the next crisis still threatens the U.S. government’s finances and may distort the flow of capital by implicitly subsidizing the giants. To be sure, the biggest banks have raised capital and are on a much sounder footing than they were before the crisis. Also, the degree of implicit subsidy remains disputed. A new Government Accountability Office report suggests that large bank holding companies had no advantage in funding costs in recent years – i.e., a period of relative financial calm – but that they would enjoy an advantage over smaller institutions during crises.

And, according to the logic of a recent joint decision by the Federal Deposit Insurance Corp. and the Federal Reserve, that is precisely the problem: Any crisis large enough to threaten one bank would probably be large enough to jeopardize them all, making a government bailout inevitable. The FDIC and the Fed thus rejected “living wills” that the 11 largest U.S. banks had submitted under a provision of the Dodd-Frank financial reform law requiring them to plan credibly for orderly liquidation. The mere fact that the plans lacked transparency, FDIC Vice Chairman Thomas Hoenig noted, shows that the banks’ recent capital-raising and streamlining “only marginally strengthened their balance sheet to facilitate their resolvability, should it be necessary.”

The regulators’ rejection of the living wills was not unexpected, and the banks have a year to fix them. Still, it reminded banks of the need to simplify their businesses and keep leverage to manageable levels, a warning they’ll heed if they want to avoid more drastic shrinkage at the hands of regulators or Congress.

Earlier this month, President Obama signed into law a $16.3 billion measure for the VA. Prior to that, VA Deputy Secretary Sloan said that it will take at least $17.6 billion to hire 10,000 doctors and nurses, among other health care costs.

The Senate also had passed a reform bill for $35 billion over the next three years. And leaders of 16 major organizations had sent a letter to Congress urging approval of billions for the VA.

Veterans of Foreign Wars, Disabled American Veterans and others know that now is the time to act. People who want such terrific boosts given to the VA should write to their representative and senator telling them how much we as taxpayers want the VA supported to ensure that quality care and services are available to all veterans in a timely manner.

Late breaks give Cougars comeback win

By STEPHEN BOURBON editorial@kcchronicle.com GENEVA – Entering the ninth inning Tuesday night against the Quad Cities River Bandits, the Kane County Cougars were lifeless.

Coming off of a 15-inning marathon victory against Cedar Rapids on Sunday, Kane County trailed, 3-0, going into the ninth and needed lots of late help to pull off a wild, 4-3 comeback victory at Fifth Third Bank Ballpark.

Quad Cities’ defense was generous in a zany ninth inning that saw two errors, two more misplayed balls and a wild pitch, leading to an improbable walk-off victory for the Cougars (30-20 second half, 75-45).

The shenanigans started when Quad Cities brought in closer Frederick Tiburcio to pitch the ninth. Cougars catcher Victor Caratini pulled a routine grounder to first base.

When Tiburcio covered the base, he dropped the flip from first baseman Chase McDonald, leaving Caratini safe on the play.

The Cougars immediately capitalized when Jacob Rogers crushed a 3-1 fastball off of the Country Financial advertisement above the right field deck for a two-run home run to cut their deficit to 3-2.

“We knew being down one, with no outs, we’ve done that a million times this year,” shortstop Daniel Lockhart said.

While the comeback was routine, the path to it was unlike any other game this season.

The show continued when designated hitter Cael Brockmeyer hit a pop-up to second base, only to have it fall to the turf when River Bandits second baseman Marc Wik lost the ball in the lights. Brockmeyer took a hard turn toward second base and fell down, but Wik fired the ball to second base and Brockmeyer was able to return safely to first.

Jeimer Candelario followed by finding the gap in right-center, only because the right and center fielders were indecisive and again saw a would-be out drop.

on a wild pitch from Tiburcio.

Quad Cities walked the bases loaded to bring up Shawon Dunston, Jr., who struck out on a high fastball, bringing Lockhart to the plate with the chance to win the game.

On the 1-1 pitch, Lockhart hit a fly ball to left-center field, and again the Quad Cities players looked at each other and watched the ball fall to the ground for the walk-off single. Lockhart was credited with a hit on the play since no fielder touched the ball before it dropped. He was 1 for 5 with three strikeouts and reached on an error in the first inning.

“That was insane,” Cougars manager Mark Johnson said.

“I haven’t seen anything like it.

That’s unexplainable, especially on a pitch black night with no twilight.”

“Just put it in play,” Lockhart said of his mentality in the ninth. “I had already struck out three times today, so I was just looking to put something in play and see what happens.”

Cougars starting pitcher Jen-Ho Tseng was razor-sharp on the mound from the opening pitch and didn’t allow a hit until the top of the fifth.

Tseng lost control in the sixth inning and Quad Cities struck. Thomas Lindauer led off the inning with a single to left field after Tseng fell behind 3-0 in the count. The Riv-

er Bandits shortstop advanced to second on a fielder’s choice and moved up to third on a wild pitch by Tseng. Wik broke the scoreless tie on a sacrifice fly to left field. Even with two outs in the inning, the Cougars couldn’t escape because their pitchers couldn’t find the strike zone. Tseng surrendered a double into the right field corner to James Ramsay and proceeded to walk the next two hitters to load the bases.

The Cougars tapped Michael Wagner to relieve Tseng, but he walked the first hitter he faced, forcing in the second run of the inning.

“He just kind of ran out of gas,” Johnson said of Tseng, 19. “It’s his first full season and he’s young. He’s not as physically mature as some other guys, so that’s part of it.”

River Bandits starting pitcher Kevin Comer pitched four shutout innings, scattering four hits on the night. His relief, Adrian Houser, was equally effective in shutting down the Cougars’ bats as he pitched four more shutout innings.

The Cougars were finally able to break through in the ninth inning thanks to the abundance of mistakes from the River Bandits.

“Any way to get a win is good for us,” Lockhart said.

Rocky Troutman has seen how beneficial martial arts can be for those

in other sports.

“There’s confidence, focus and learning how to concentrate more and block out distractions,” he said. “It’s conditioning, the cardiovascular, and balance, footwork, flexibility and hand and eye coordination. Often, all of that is a tribute to doing karate.”

The Troutmans, who are the other father/son combo in the Illinois State Martial Arts Hall of Fame, aren’t showing any signs of slowing down.

SUGAR GROVE – Ron Troutman always knew his son, Rocky, was gifted athletically.

He couldn’t have known how successful Rocky’s Dojo and Gym would become however.

Rocky’s Dojo and Gym celebrated its 40th anniversary Sunday afternoon at its training center in Sugar Grove.

“It’s hard to believe it’s been 40 years already,” Ron Troutman said.

“I’m 74 now but I still love doing it.

The kids love me and I’m still teaching classes. My mom turned 102 and I’ve been married for 56 years. I’ve really been blessed.”

What started in Ron Troutman’s garage at 138 Monna Street in Sugar Grove is now a two-level, 6,400-square foot training facility that offers expert training in karate, kickboxing, MMA and Jujitsu, as well as weight training and Zumba. It’s been at its current 46 Terry Lane address since 1988.

As part of Sunday’s festivities, guests were able to watch a variety of exhibitions showcasing many of the classes offered regularly. Tours of the facility also were available as were plenty of kids activities, free snacks and refreshments and raffles.

Batavia resident Joey Casper just started taking karate classes a couple months ago, but was there to join in on the celebration.

“I’ve liked karate a lot so far and I am going to keep going until I’m a black belt,” the 10-year-old said. “I’ve had a lot of fun sparring today, and playing in the bouncy house and eating hot dogs.”

Sugar Grove resident Tom Scales also was on-hand with his sons, Jack (11) and Bryan (7).

Jack isn’t taking any classes, but spent three years in karate at Rocky’s, while Bryan is taking karate classes twice a week now.

“The kids are busy with football four days a week so we’re just enjoying a beautiful day here in the [Sugar] Grove eating freezy pops,” Scales said.

good sign’ for lacrosse The District 303 school board’s vote Monday to fold boys and girls lacrosse into the athletic departments at St. Charles East and North has energized the sport’s supporters, both locally and statewide.

The D-303 board voted 6-1 to fund lacrosse at the schools, albeit with a larger participation fee that gradually will drop to be in line with the schools’ other sports.

“I think it’s a very good sign that St. Charles chose to embrace it,” Geneva athletic director Jim Kafer said. “I think that now I’m hoping some of the other schools that haven’t been on board here in recent years will change and do it.”

Kafer said Geneva already has functioned similarly to the model St. Charles is moving toward for the past three years. He likened lacrosse’s status at Geneva to sports such as boys volleyball and badminton, with the major distinction being lacrosse does not yet have an IHSA state series.

“It’s a school organization, but it’s not fully funded like the other sports,” Kafer said. “The school pays for transportation, and lacrosse has used the school facilities forever, but the funding for the coaches and so forth goes from a participation fee for the kids.”

Kafer supervises and reviews the lacrosse coaches at Geneva, and the ADs in St. Charles – East’s Mike Sommerfeld and North’s Dan Dolney – will take on those responsibilities beginning this school year.

With lacrosse becoming an increasingly entrenched part of the high school sports scene in Geneva and St. Charles, the question becomes how soon until the sport graduated from an “emerging” IHSA sport to a full-fledged one, complete with a state tournament.

Kafer expects that possibility to bubble back to the forefront this school year after 55 boys teams – 10 short of the cutoff set by the IHSA – committed to fielding teams

Although decisions like the one D-303 reached Monday indicate momentum for high school lacrosse in Illinois, there have been enough setbacks in recent years to keep lacrosse-backers from growing overconfident.

Rich Martin, president of the Illinois High School Lacrosse Association, thinks the IHSA would have been better suited establishing a long-term date for initiating a state series to give schools more notice and certainty with which to plan.

“The problem with their process is they don’t give schools enough time,” Martin said. “They get all their results back in December and say, ‘Oh, we’re going to sponsor this now.’ That’s not enough time for some of these schools that aren’t really in the loop.”

GREEN BAY, Wis. – Seeing Julius Peppers sporting a green and gold uniform, numbered 56 for linebacker, rushing from a two-point stance opposite Clay Matthews was an unfamiliar sight for one Chicago Football writer Tuesday observing his first Packers practice of 2014.

The grace and fluidity with which the 6-foot-7, 287-pounder flew around the practice field – however impossible it still seems – was as familiar as ever.

Even at age 34, Peppers, who joined the Packers on a three-year deal with $7.5 million guaranteed shortly after being released by the Bears in March, remains one of the game’s elite athletes and most formidable physical specimens. The Bears simply couldn’t justify keeping a player with an $18 million cap hit whose productivity and motor waned sharply last season.

That didn’t stop one team source in April from predicting a change of scenery would lead to a big rebound from Peppers, who certainly looked the part of a player enjoying a fresh start during and after practice Tuesday.

“We’ll see about that,” Peppers said when asked if he’s too old to make an impact.

“I’m not going to really get into much of discussing what I can and can’t do – we’re going to let the film speak.”

Last season’s film spoke volumes. It showed a player still capable of taking over games, as he did in monster performances at Minnesota and Detroit. But in roughly 12 other starts, Peppers was close to invisible, a tough task for a man of his incredible stature.

Coach Mike McCarthy seemed pleased not only with his more flexible defense but the progress of its biggest addition.

“I think Julius is doing good,” McCarthy said. “We’ve asked a lot of him – we haven’t just lined him up in one spot.

He’s getting more and more comfortable. I think Julius is

having a good camp.”

Peppers called his transition to outside linebacker “smooth,” saying he made some adjustments, but the position isn’t all that much unlike end, a role he’ll likely continue to fill on occasion.

Indeed, the “elephant” role Dom Capers envisions for Peppers will include him spending time at outside linebacker and end but also three-technique and, on occasion, maybe even next to Matthews. The goal is to create pre-snap confusion, and the belief is that Peppers’ size and athleticism can create conflict for opposing blockers. The Packers think using Peppers less than the Bears did, closer to 50 per-

cent of snaps than the 80-plus percent he was deployed last season, will also help maximize his productivity.

He might be rejuvenated, but Peppers remains the same quiet, subdued personality he was during four years with the Bears.

Packers left tackle David Bakhtiari, who as a rookie had the task of blocking Peppers, admitted as much when asked if he’s had the chance to ask his foe-turned-teammate for any pointers.

“He’s a very quiet guy,” Bakhtiari said, “and the last thing I want to do is interrupt a quiet man in his own thoughts. If he ever came up to me, of course I would love

it.”

The Packers didn’t sign Peppers to give advice to Bakhtiari, or to have him suddenly transform into a dependable locker room sound bite.

They acquired him to take heat off Matthews – a job Green Bay has struggled to fill – and fortify a Capers defense that failed to pull its weight last season, when the offense was weighted down by injuries.

“It’s about maximizing my abilities to try and fit into this defense and help this defense be more productive,” Peppers said. “I’m coming here to try and help this defense, help this team.”

Too many questions BEARS INSIDER Hub Arkush has emerged as a new weapon for the offense.

“Zach had a heck of a day last week,” Cutler said. “He’s had a really good camp. These last couple days he’s had some really strong performances again.”

But there are real questions about Miller’s ability to block the position and Matt Mulligan’s and Jeron Mastrud’s receiving skills.

At wide receiver, Josh Morgan was better the past few days of camp but no sure thing for the No. 3 spot, and Chris Williams, who had a good early camp, is now out indefinitely with a hamstring injury.

On his own potential backups, Cutler again commented honestly.

“They’re both working hard,” Cutler said. “They’re both learning the offense and trying to do exactly what [quarterbacks coach Matt Cavanaugh] and [coach Marc Trestman] want them to do.

Getting out of the huddle, making the reads. We have three more preseason games so we’ll see how it works.”

It does appear clear that Jimmy Clausen has moved ahead of Jordan Palmer to No. 2. But what if Clausen has to start as many games as Josh McCown did in 2013?

It is worth noting that McCown looked awful in the preseason last year.

On defense, there is a perception the defensive line is greatly improved. Perhaps?

There are no facts to back that up yet. What we do know is the strong-side linebacker spot and both safety positions are still up for grabs, and no one seems able so far to do anything to claim them.

There is time, and all of this may work out great. Perhaps all the potential backups are Josh McCown in waiting?

But I had hoped to know just a little bit more before we left Bourbonnais.

BOURBONNAIS – On Wednesday, the Bears will put Bourbonnais behind them for another 12 months. Perhaps they’ll spend the hour-and-ahalf ride back to Lake Forest wondering, as I am, what we’ve learned from training camp.

I fear the answer is very little.

With the camp portion of the Bears’ preseason over and one exhibition game down, we know exactly what we’ve suspected since free agency began in March and little more.

If it stays healthy, the Bears’ offense can be explosive.

But an injury to any one of Jay Cutler, Matt Forte, Brandon Marshall or Alshon Jeffery could derail the season. Battles for backups to each of them not only remain wide open, it’s uncertain whether any of the players who will eventually win those roles are capable of getting the job done.

Cutler amplified the still uncertain depth on offense when he was asked Tuesday about the backup running backs.

“We have a lot of positions like that on this team, I think, where at No. 2 they’re vying for positions and to get it right,” Cutler said. “Sometimes it just takes time. You can’t expect some of these young guys to jump in and for it to click right away. It didn’t for us when we were veterans last year running this offense, so it’s definitely not going to for rookies.”

He wasn’t being critical of his teammates, Cutler was just being honest. We still have no idea what will happen if Forte gets hurt.

Offensive coordinator Aaron Kromer voiced concern about the running game.

“It was slow to start, and we need to do a better job of it,” Kromer said. “We just have to do a better job of blocking and understanding the angles we’re trying to run, and I’ll believe we’ll get that done as time goes.”

There’s no panic there, nor should there be, but Kromer’s concern extended to the offensive line as well, where Kyle Long, Jordan Mills, Eben Britton and now Brian de la Puente are all missing significant practice reps.

Talkin’ ‘The Expendables 3’

By ED SYMKUS More Content Now Fans of the first two “Expendables” films will be happy to know that while most of the series’ formula – insane action sequences, tight camaraderie and wiseguy humor – is intact in “The Expendables 3,” things have also gotten more personal.

Sly Stallone again stars as Barney Ross, the leader of a rather crusty team of government-backed mercenaries. The twist is that this story has Ross bringing in a batch of young blood – new youthful recruits to replace the aging crew.

The film also introduces a big-time adversary: Conrad Stonebanks (Mel Gibson), a former cohort of Ross who has turned into his bitter enemy. Stallone and Gibson sat next to each other in a Los Angeles hotel earlier this week to talk about their roles in the film, and hint at their future career moves.

Symkus: There’s a great scene in “The Expendables 3” where Stonebanks tells his back story, and reveals why he’s become Ross’ adversary.

Sly, did you write out that whole scene, and Mel, did you stay on script?

Stallone: I just wrote a guideline, and then Mel came up with some ideas.

Gibson: I worked on the script a little bit at night, then I came in and handed the pages to Sly and [director] Patrick Hughes, and they said, “Yeah, that’s cool.” It was a theme of somebody who’s subcontracted by his government, and then thrown under the bus.

Stallone: I think what gave it some heart is that he was saying something that had some truth, and it was valid, and I don’t believe he saw himself as the bad guy. But then you bring in the aspect of Cain and Abel, and two best friends becoming the worst of enemies, because usually when you love something

In that scene, I had some dialogue back and forth with him, but the more he did the scene, the more I realized that I shouldn’t speak. So I just let him roll.

Symkus: Everyone watching is waiting for the two characters to finally go at it mano a mano, and you guys don’t disappoint.

Stallone: It’s a good fight.

You know, there are situations in sports where two rivalries get together, two teams that have done very well in their own world.

Then you wonder how they would do against each other.

When that finally happens, it becomes an event.

Gibson: King Kong vs.

Godzilla.

Stallone: That’s right.

Contact is made, and you do get hurt, and it’s freezing, and you don’t want to do [the scene] again but you have to do it again. But Mel is very fast and he’s very strong and it was great being punched by him.

Gibson: There was no actual contact.

Stallone (interrupting): That’s a bald-faced lie.

Gibson (laughing): It was kind of like movie sex. You don’t actually do it. And of course, you’re battling arthritis. But it was fun.

Symkus: If each of you could take one of your earlier characters and make him an Expendable, who would it be?

Gibson: The obvious one is the crazy cop from the “Lethal Weapon” series. But maybe that whack job from “Conspiracy Theory.”

Stallone: I think Rambo, but then he would turn around and kill them all.

That’s the down side of working with him.

Symkus: Sly, your character in the film is talking about retirement. What are your own thoughts about retirement?

Stallone: I’m not ready to sit at home and play with Pomeranians for 12 hours a day. Actors don’t want to retire; they’re usually forced to retire. And that’s sad, because you really get better as you get

older. You may not remember as much dialogue, but with the dialogue you DO remember, you’re better at it. We’re just adult children; we’re there to perform. I’ve always said that an artist dies twice.

The first death is the hardest, which is the career death, or the creative death. The physical death is an inevitability. So I think that everyone should just keep going, and I think that’s happening.

The genre is opening up, and television is providing more alternate careers or second acts in adult actors’ careers.

Symkus: Mel, are your plans leaning toward more acting or more directing?

Gibson: I think the most fun you can have standing up is directing a film. I think my gift is directing, and I’m going to pursue that. I’ve got a few irons in the fire, but it doesn’t pay to talk too much about it because industrial espionage is rife. The minute you say anything, somebody swipes the idea, and it ends up on TV. But that’s OK, too.

I’ll direct TV. TV is getting amazing.

ADVICE Daughter’s stalker ramps up accusations Dear Abby: I am very concerned about my 33-year-old daughter’s safety. A man in his mid-60s, someone she met at a previous job, has become obsessed with her. He has declared his love for her and divorced his wife.

She has refused his advances on nearly a daily basis, and he is now tracking her every move. If she leaves her house for even 30 minutes, he knows and accuses her of going to have sex with someone. If she says she’s coming to my house, he drives by to verify it. If it takes her longer than he thinks it should, he accuses her of having sex with someone. She swears that she has never had sex with him.

It has really intensified lately.

Heavy sugar intake can increase cardiac risk factors Dear Doctor K: I’ve read that sugar increases the risk of heart disease. How does it do that? Also, any advice for those of us with a sweet tooth?

Dear Reader: So far as we know, sugar doesn’t directly harm the heart. But it sure indirectly harms the heart, by promoting the following cardiac risk factors – problems that lead to heart disease: Obesity – Excess calories contribute to obesity. Added sugar is a major source of excess (and empty) calories. Overweight and obese people are at greater risk for heart problems. Today, we’re discovering that the cells containing fat make hormones that travel in the blood and have many harmful effects on the heart. The more fat cells, and the more fat in each fat cell, the higher the blood levels of these nasty hormones.

Diabetes – Sugar-sweetened drinks appear to play an important role in the increase of Type 2 diabetes. One reason for that is that the sugar is rapidly digested.

Suddenly all that sugar that was in your stomach and gut now is in your blood. Sugar levels spike

The pancreas is a gland in your abdomen that has many functions, one of which is to make insulin, a hormone that lowers blood sugar levels. Repeated surges of blood sugar whip your pancreas.

Blood pressure – Two major studies have tied sugar to blood pressure. One linked sugar-sweetened beverages to increased blood pressure. The other found that cutting out just one sugary drink a day lowered blood pressure.

Metabolic syndrome –The metabolic syndrome is a cluster of risk factors that signals a sharp increase in heart disease risk. Sugary drinks substantially

increase the risk of metabolic syndrome.

Sugar clearly impacts cardiac risk factors. But does that translate into actual heart attacks? It does. A long-term Harvard study of nearly 90,000 people found that those who averaged one sugary drink a day were 23 percent more likely to have heart attacks than people who drank no sugary drinks. The risk was even higher in those who had two or more sugary drinks per day.

Try these strategies: • Give up sugar-sweetened drinks. Quench your thirst with sparkling or tap water.

• Think fruit, not juice. Eat a piece of fruit instead of drinking fruit juice or drinks.

• Read the cereal box. Choose one with minimal added sugar.

• Read food labels. Many processed and packaged foods contain added sugars.

Bilingual population part of living in a free society Dr. Wallace: I just returned home from Santa Barbara, California. Five of us spent a fun week there. We are sophomores at the University of Wisconsin on summer break.

This was our first time in California, and we were surprised at the number of people that spoke Spanish.

How many Spanish-speaking people are now living in the U.S.? – Kelly, Madison, Wisconsin Dear Kelly: According to the U.S. Census, about 32 million people speak another language in their homes. There are over 325 different languages spoken, and Spanish ranks No. 1, but no numbers were given.

Following Spanish as most frequently spoken in order were French, German and Italian.

The U.S. is unique and strong, precisely because of its diversity; we’re a mixture of people from every corner of this planet. Most immigrants who did not speak English in their native country do learn to speak English, but some of them never learn to speak English.

And that’s their right in a free society.

I assume he means that if you lend someone a book, you will never get it back. I agree with that. However, the word “except” applies to this deal. What should West lead against four hearts?

East opened with a weak two-bid, showing a respectable six-card suit and 6-10 high-card points. Then, after South overcalled three hearts, West raised spades, applying the Law of Total Tricks. With nine trumps, bid to the nine-trick level. However, in this instance, it was perhaps not the best choice. It effectively pushed North into bidding four hearts. And if West had then bid four spades, he would have given the opponents a fielder’s choice – double or bid higher.

Here, though, he allowed the prevailing vulnerability to keep him quiet.

There was a strong case for jumping straight to four spades over three hearts, to pressure North. And pressured him it would have. He might well have gone to five hearts.

Now to West’s lead. It is normal to select partner’s suit – except when you have an ace-king holding in an unbid side suit. Here, West should definitely lead the club ace. East will signal with the eight, starting a highlow (an echo) with his doubleton.

West will cash the club king and lead a third round. East will ruff it and the diamond ace will defeat the contract.

Note that after a spade lead, declarer will ruff his low spades in the dummy, draw trumps and lose only three tricks.

Saving a spot

Al Lagattolla ELBURN – Bailey Cates has performed at numerous recitals and concert events, but the 12-year-old Elburn resident admits she’s a bit nervous about an event coming up on Sunday afternoon.

On Sunday, she is performing a solo concert, with proceeds to benefit the Kaneland Arts Initiative.

She will be playing two instruments – guitar and piano – and will feature songs from several genres, including classical, jazz and pop.

It will be at 4 p.m. Sunday at Da Capo Music Studio, 140 E. Route 38, Elburn. It is expected to last an hour.

She said the reason she’s a bit nervous is that the seventh-grader at Kaneland Harter Middle School will be in the spotlight at the event, and “since it’s just me, if I make a mistake, it’s all on me.”

But she expects that she will have friends in the audience and is looking forward to it. She’s aiming to raise at least $1,000 for KAI. There will be no fee charged for admittance, but a donation will be accepted, with proceeds

She said Bailey Cates likely looked to add the new instruments as a result of her training at Da Capo, which features co-owners Ben Westfall and Kristin Paxinos.

provides piano instruction.

Both will be at Sunday’s concert and will accompany the featured performer on some songs.

Westfall said Bailey Cates will perform as many as 20 songs at the concert. He said it is the first time Da Capo has featured a solo event.

“This is different for us,” he said. “We’re used to having a recital where we might have 12 performers. … We’re used to throwing an event or a concert, but we have just not done it with only one student. Hopefully, it’s the first of many.”

Each year, it’s common to find items such as chairs, tables and barricades used to reserve a prime viewing spot for the parade. But at a board meeting after last year’s festival, Village President Dave Anderson warned that such items are dangerous when they are left on sidewalks, and he vowed to have them removed if they were to be set up this year.

Asked last week whether that still was the case for this year’s festival, Anderson reiterated that sidewalks should not be blocked, especially in the area of Route 47 that stretches from Shannon Street, south to the railroad tracks.

He said if he sees any such items there, “I’ll do what I did last year. I’ll move them. … It’s just good common sense.”
