Dale Richard, past commander of the Batavia Overseas Post 1197 VFW, and incoming district commander, told aldermen at Monday’s Batavia City Council meeting that the organization is in competition with other organizations that have video gambling, such as the Aurora Turners Club and the Aurora VFW. “We are in competition for volunteers,” Richard said.

The Batavia VFW has a post at 645 S. River St. Batavia, along with Geneva and St. Charles, doesn’t allow video gambling. Some communities that originally banned video gambling now allow it, including North Aurora, Sugar Grove and Elburn.

clubs and veterans organizations in those communities and counties with video gaming can have up to five gaming machines each.

The Illinois Supreme Court in 2011 upheld the constitutionality of the Illinois Video Gaming Act. Video gambling terminals have to be in an area restricted to people older than 21, and those under 21 cannot play on a video gambling terminal.

An establishment’s liquor license can be taken away if it is caught breaking the rules.

Batavia Mayor Jeff Schielke suggested that the issue be discussed at a future Joint Committee of the Whole meeting. Video gambling started in Illinois in October 2012.

“All the little kinks with video gambling have been ironed out at this point,” Richard said Tuesday. “The rules are set, the enforcement is set and where the money goes is set. I feel very comfortable that the City Council will look at it with an open mind.”

Fox Valley Wildlife Center plans library workshops

WHAT: The Fox Valley Wildlife Center will conduct two educational workshops about coexisting with wild animals and wildlife’s rehabilitation.

Summer tour season at Garfield Farm

KEEPING KANE CLEAN Adopt-A-Highway program volunteers pick up trash on county roads

ith more than 300 miles of road to care for, the Kane County Division of Transportation’s maintenance staff has several responsibilities, such as mowing in spring and summer and maintaining highway surfaces, storm sewers and shoulders.

But from spring to fall, they also get help from dozens of groups through the county’s Adopt-A-Highway program. Nearly 90 groups with 1,095 members were registered as of late May, but program coordinator Glenda Starcevich said the numbers frequently change as new groups sign on and others leave.

The volunteers – who participate as families, businesses, Scout troops, veterans organizations and civic groups – pick up trash at least twice a year on such county roads as Fabyan Parkway, Keslinger Road, Kirk Road and Randall Road.

Starcevich said more than 130 miles of road are currently adopted.

“That saves our maintenance crew hours and hours of work,” she said. “They have plenty to do.”

The Kane County AdoptA-Highway program was established in 1995, the same year the Illinois Adopt-AHighway program began.

According to the Illinois Department of Transportation, nearly 1,700 groups have adopted about 3,400 miles of state highway and annually collect about 32,000 bags of trash.

“Even with this tremendous effort,” IDOT reports, “Illinois still spends more than $12.5 million each year on litter pickup.”

IDOT Secretary Ann L. Schneider thanked those who participated in a written statement.

“This past winter was one of the most severe ever and

made trash pickup especially challenging,” she said. “The positive response we received to the spring cleanup was overwhelming.”

In Kane County, longtime Adopt-A-Highway participant Engineering Enterprises Inc. of Sugar Grove cleaned its stretch of road – Bliss Road from Denny Road to Route 47 – in early May.

“It’s part of our way of giving back to the communities we serve,” said Angie Smith of EEI. EEI incorporates its cleanup days within a workday, usually a Friday afternoon, and employees divide into about three or four groups, Smith said.

In addition to bagging trash, she said, they search for unusual items they can bring to their coworker who stays at the office to grill lunch for them.

“We try not to bring the gross stuff back,” Smith said.

In their nine years in Adopt-A-Highway, EEI employees have found “a lot of everything,” Smith said, list-

ing wrappers, newspapers and bottles as common findings.

“We found a wallet one year,” she said. “We found a broken iPhone this time.”

Because of budget limitations, the county provides groups only orange trash bags and safety vests that each volunteer must wear, Starcevich said.

But, she added, those who renew their membership get reflective Adopt-A-Highway hats.

“They just get so excited with these ball caps,” she said, recalling how a mother gave hers to her son, who would point out garbage from the car.

By ASHLEY SLOBODA asloboda@shawmedia.com SUGAR GROVE – A 33-year-old man is in custody on charges he stole about $40,000 from his Sugar Grove employer, according to court documents and a police report.

Esteban D. Cortes-Vega, of the 800 block of North Randall Road, Aurora, was charged last month with theft of an amount between $10,000 and

$100,000, a Class 2 felony, according to Kane County court documents dated May 15.

The documents allege that Cortes-Vega stole checks valued at $38,200 from Cylinder Services Inc. Esteban D. According to Cortes-Vega a Sugar Grove Police Department report, Cortes-Vega began working

for Cylinder Services, 629 Heartland Drive, in December 2013 as a laborer and rebuilder. The business told police last month that its account had been overdrawn when it should have had sufficient funds.

Bank statements and other documentation from January to April were reviewed, police said. Checks reportedly had been made out to Cortes-Vega in amounts from $600 to $2,500.

ga was not a signer on his employer’s account and did not have access to company checks.

Cortes-Vega was described as “a good employee, except for the theft,” police reported.

Court documents indicate Cortes-Vega’s bond was set at $40,000 with 10 percent to apply for bail.

The Kane County Sheriff’s Office listed him in custody Tuesday. He is expected in court June 11.

Police: Man charged after trying to break into former home

By ASHLEY SLOBODA asloboda@shawmedia.com BATAVIA – An Elburn man faces a felony charge after he attempted to break into his former home early Saturday because he had to use the bathroom, according to a Kane County Sheriff’s report.

Patrick C. Hess, 22, of the 900 block of Kendall Street, Elburn, was charged with criminal damage to proper- Patrick C. ty, a Class 4 Hess felony because the damage was between $300 and $10,000.

He is expected in court June 11.

According to the report, Hess was drinking at bars Friday, watching the Blackhawks game against the Los Angeles Kings, and later was dropped off in the Tanglewood Hills subdivision in Batavia.

He walked east to his former home in the 500 block of McKinley Street, also in Batavia, because he had to go to the bathroom, police reported.

Hess tried to get inside by throwing a brick he found on the ground through double-paned windows but couldn’t get in, police reported.

Police arrived at about 5:50 a.m. after receiving reports of a man in a red Blackhawks sweater banging on the front door of the home, police said, noting a witness also heard glass breaking.

Police found Hess in the backyard, reportedly trying to hide behind a tree. According to the report, Hess was “highly intoxicated,” had trouble standing and slurred his words.

The home, which is being restored through the Kane County Neighborhood Stabilization Program, sustained an estimated $600 in damage, police reported.

AURORA – Brian Eugene Brown, 60, of Aurora, formerly of North Aurora, passed away Sunday, June 1, 2014, after a long battle with Parkinson’s disease.

Brian was born Nov. 16, 1953, in Anderson, South Carolina, the son of Bobby and Betty Brown.

Brian was united in marriage Sept. 1, 1979, to Linda Sue Frederiksen, and they spent the next 35 happy years together.

He attended Our Savior Lutheran Church in Aurora, where he served as an usher, Sunday school teacher and sang in the choir. He retired after 19 years of service as a letter carrier and member of the N.A.L.C. Branch 825 of the United States Post Office in Geneva and delivered newspapers for the Chicago Tribune, Kane County Chronicle and the Beacon News.

As a graduate of both Oswego High School and Augustana College, Brian had a distinguished running career holding records in track and cross-country. He was in the “Who’s Who Among Students” in the American Universities and

Colleges 1975-76 issue. He became a Boy Scout Leader for Troop 321 Pack 11 in Aurora and a coach and referee in the Aurora Soccer League.

Brian is survived by his wife, Linda Sue Frederiksen of Aurora; his children, Adam (Joanne Givins) Brown of Montgomery and Bethany Brown of Aixe-Provence, France; and his grandchildren, Caleb Givins and Caitlynne Brown. He leaves behind his sister, Carol Ann (James) Ray of Somonauk; his brothers, Robert B. (Ann) Brown of Oswego; Dr. David F. Brown of Pennsylvania and Kenneth L. (Mary) Brown of Streamwood; and stepmother, Betty C. Brown of Sycamore. He also is survived by his in-laws, Norma J. Kids at Wilderness Escape VBS will join the efforts to help protect kids in Central Africa through a hands-on mission project called Imagine No Malaria, which will raise money to provide mosquito nets to end preventable deaths by malaria in Africa, especially the death of a child or a mother.

Plan Commission opposes Bluffs development proposal

By CHARLES MENCHACA cmenchaca@shawmedia.com ST. CHARLES – The St. Charles Plan Commission on Tuesday echoed many of the concerns residents had about a housing development proposed for annexation into the west side of St. Charles.

The eight plan commission members present were mostly uniform in their opposition to the development, called The Bluffs of St. Charles.

The proposed development would require 96 acres to be annexed into the city and then subdivide it in about 285 single-family residential lots.

The development is proposed to be at the southeast corner of Route 38 and Brundige Road in unincorporated Campton Township.

The Avanti Acquisition Company came before the Plan Commission on Tuesday with their concept plan application for The Bluffs development.

The commission provides

recommendations to the city’s Planning and Development Committee, but the committee also needs to hear the concept plan presentation, said Joe Segobiano, who represented the company at Tuesday’s commission meeting.

“We’re going to move forward [with the] same plan,” Segobiano said outside the St. Charles City Council chambers where the meeting was held.

By BRENDA SCHORY bschory@shawmedia.com GENEVA – Five Geneva residents and a former resident asked Mayor Kevin Burns to seek an investigation of the Prairie State Energy Campus, raising questions about Geneva’s investment in the coal-fired energy plant near downstate Marissa.

The residents and former resident spoke this week at a City Council meeting, asking Burns to join State Rep. Tim Schmitz, R-Batavia, in seeking a probe of the energy plant and its construction cost overruns.

Burns did not respond to the public at the time, but said later he would not ask Illinois Attorney General Lisa Madigan’s Office for an investigation of the plant.

“We have no evidence to believe we were duped,” Burns said. “There is only one city paying less for power than us, and that is Naperville.”

Resident Bill Scown said he examined Geneva’s electric rate history from 2006 to 2011.

“Over the last three years, since Prairie State started operation, the high cost to purchase power from Prairie State resulted in large electricity rate increases,” Scown said.

Scown, who said he also is speaking as a member of Sierra Club, noted the reports of an explosion of a water tank at the site, which took one of Prairie State’s two 800-megawatt units offline until it can be repaired.

“Prairie State was sold to us [as] reliable, affordable and safe electricity,” Scown said.

Geneva residents Jean Pierce, Janet Dellaria, Tom Carter and Colin Campbell – and former resident Andrea Alvarez – each asked the city to ask for an investigation into Prairie State. Alvarez is an attorney with Citizen Advocacy Center in Elmhurst.

“The contract was signed with the understanding that our city would receive clean energy at a reasonable rate,” Pierce said. “Both these promises were broken. Coal from the plant is harming the environment. Prairie State Energy Campus is the largest point source of carbon dioxide built in the last 25 years. The cost of constructing the power plant went $1 billion over budget.”

25,000 tons of soot and smog pollution each year and 748 acres of coal ash 10 stories high over its life span.

Burns said he welcomed input from the public, but he added that he respectfully disagreed with them.

“These people believe in ‘no coal, no way nohow, never.’ I ask the question, if not coal, then what is the alternative?”

We’d be more than happy to, but the market is not there for that. Geneva citizens do not want to pay 40, 50, 60 percent more for energy.”

Burns said the city is investing in renewable energy sources, but the city’s involvement with Prairie State is part of an overall energy portfolio over 30 years.

“It is the most technologically advanced, most clean coal power plant of its kind,” Burns said.

“We can wait for something better to come along and wait for technology to advance, but citizens and businesses are demanding energy now, and we have a fiduciary responsibility to provide it.”

KANEVILLE – Those who attend Kaneville Township Historical Society’s annual open house Sunday will come face to face with history.

During the open house, the Historical Society will celebrate the 20th anniversary of restoring and moving the historical 1840s Benton House from the James Farm on Harner Road to its current location on Lovell Street in Kaneville.

“It was a real community project,” longtime Historical Society member Lynette Werdin said.

According to Kane County records, the Benton House is one of the few remaining structures in the county of the 1840s period.

The Benton family was one of Kane County’s pioneer farm families who helped develop the architectural base of the area, records show.

Historical society member Karen Flamand helped with cleaning and painting the Benton House as part of the restoration project.

Since then, she has given tours of the house to different groups, such as Cub Scouts.

“They can imagine living back then and seeing how different it was,” Flamand said.

The play area at Dugan Park West, located at 1944 Fays Lane in Sugar Grove, will be dedicated in memory of Betty Rich.

The park district will install a plaque with Rich’s name onto a large boulder in the park, said Greg Repede, the district’s executive director.

“Betty had been instrumental in putting in the playground equipment that is currently there today,” Repede said.

Bob Bohler, a village trustee, approached the park district about honoring Rich.

Rich learned about the need for the playground in the 1990s from girls who lived in the Dugan Woods neighborhood, Bohler said.

Rich agreed to match the girls’ fundraising efforts, which totaled in the thousands after organizing pig roasts and road rallies. Dugan Woods residents installed the equipment themselves, and in 1995, the girls finally had their playground.

Repede said Tuesday’s dedication will be fairly low-key, but everyone is welcome to attend.

“It would be a great honor for her family,” Bohler said.

Community Garage Sale set this weekend in Sugar Grove

“They’re going to have it on Friday, June 6, and Saturday, June 7,” Sugar Grove resident Pat Graceffa said.

“Almost every subdivision will do their own individual advertising.”

Graceffa is a member of the Sugar Grove Library board.

of Commerce announced in December that it no longer would sponsor the event, because of a lack of resident registrations, executive director Shari Baum said. The chamber had sponsored it in 2012 and 2013 for the first full weekend in June, on both Friday and Saturday, Baum said.

“We relied on resident registrations to cover the expense of marketing and advertising,” Baum said. “We made the decision to respectfully decline due to lack of registration.”

Baum said in addition to marketing and advertising,

the $20 registration fee allowed the chamber to provide office support, such as map listings by neighborhood and how to get to each neighborhood. Last year, 31 participants registered with the chamber.

Now that each neighborhood is on its own, those looking to snag some bargains will have to drive around and follow the different signs, Graceffa said.

“People will just have to drive around town,” Graceffa said. “The subdivisions will have signs out. I’ve even heard from people in town who will have garage sales.”

Elburn to add credit card fees

By AL LAGATTOLLA alagattolla@shawmedia.com ELBURN – Those using a credit card to make a payment to the village of Elburn soon can expect to be charged a $2 fee for the transaction.

At a committee of the whole meeting Monday night, board members backed village staff’s plan to amend the village’s ordinance on acceptance of credit cards to add the fee.

Doug Elder, the village’s finance director, said the village has an average cost of about $2.51 per credit card transaction processed, and the fee is an attempt to recover part of the cost. People may make payments to the village using credit cards for reasons such as a water bill or payment of parking violations.

Debit card transactions would not be affected. Officials said there is no cost to the village for debit card transactions.

Board members indicated they supported the idea, and the request will be added to the consent agenda at the next Village Board meeting, which is set for June 16.

Elder said the village processed 859 transactions in 2013 at a cost of $2,153.10. The cost to the village includes fees, such as the annual fee, as well as a cost for each transaction.

“We’ve got a pretty reasonable cost, but it’s still a cost to us,” Elder said. “The fee will help us recover part of our cost.”

Credit card payments would be accepted for charges of at least $15 and no more than $1,000. Staff arrived at $15 because that is the minimum cost of a water bill.

In other news, board member Dave Gualdoni said he hopes to review the village’s outdoor warning siren policy.

He said he received calls after a recent hail storm. One caller asked why the sirens went off.

The other caller asked why the sirens had not yet been set off.

“I think we all need to be in on this,” Gualdoni said.

New EPA rules on carbon emissions are historic but modest BLOOMBERG NEWS President Barack Obama’s proposal to reduce power-plant emissions is a historic achievement of relatively modest scope. Understanding this paradox is essential to judging both the rules themselves and the reaction to them.

The reaction first: Industry’s campaign against them began before they were made public, while the top Republicans in the House and Senate offered their considered judgment within minutes of their release (“nuts” and “a dagger in the heart of the American middle class,” respectively).

Assessments in favor, in contrast, are noticeably more restrained.

What explains the dis-

crepancy? Answering that question requires a closer examination of the rules themselves.

Their goal is to reduce greenhouse-gas emissions by 30 percent by 2030. That reduction will be measured, however, from 2005 – and emissions have already fallen by 12 percent since 2005. Even if the plan succeeds, it would have only a slight effect on global emissions.

Yet it’s not quite fair to say the rules are insufficiently ambitious. That’s because, by allowing the states flexibility in how they meet these goals, they could provide a template for future regulation. There’s also something to be said for achievable goals. Not only will a successful plan of its own help the United States per-

suade other nations to reduce their carbon emissions, but it also may bring about technologies that can help the rest of the world do the same.

The rules proposed Monday by the Environmental Protection Agency would push power producers – the country’s biggest carbon polluters – to use more natural gas and other sources of power, burn less coal and close the dirtiest coal plants altogether.

The EPA would offer states four strategies to help them reach these goals.

The first is to get individual power plants to run more efficiently, with lower carbon emissions. (The oldest, least efficient coal plants in the U.S. spew about 30 percent more carbon emissions than the most efficient ones do.)

The second is to change the distribution of power generation among existing plants. In other words, lean more heavily on natural gas plants.

The third approach is for a state to derive a greater share of its electricity from noncarbon or low-carbon energy sources, including solar, wind and nuclear. That could mean setting renewable portfolio standards in states that don’t yet have them or, where they exist, making them more aggressive. Ideally, a side effect of such strategies will be the development of much new (exportable) clean energy technology. Fourth, states can work on lowering consumers’ demand for power.

States can use other strategies as well, and join with other states to pool their ef-

forts. For example, they could create carbon trading systems such as the one in California or the one jointly operated by nine states in the Northeast.

Many Americans have justifiably grown impatient for federal action on climate change. These new rules are not perfect, and under the best of circumstances could take years to implement. They will almost certainly be challenged in court.

Still, they are the first such restrictions ever to be seriously proposed by an American president. If all goes well, in 2030, the U.S. power sector will emit 33 percent less carbon dioxide than it would if no action were taken. And the U.S. will have provided the world an example of what can be done, not what can’t.

LETTERS TO THE EDITOR PART OF THE CURE To the Editor: An open letter to Bruce Rauner – Mr. Rauner, is it any wonder that you are pushing as hard for term limits on all members of the Illinois General Assembly as you are?

There is no solid way to keep people in our state legislature from quickly spending most or all their time concentrating on getting re-elected instead of finding out what we as citizens of Illinois want the elected representatives to work on that will create more jobs so that our country will become economically healthy and as productive as it used to be.

There is a steady flow of people who get in bed with industries and lobbyists who have their own narrow interests and will spend a lot of money on politicians to legislate in favor of things that won’t benefit the country as a whole.

There are strong, intelligent people who need to be encouraged to actively get involved by example, which is something this country needs badly.

THE FIRST AMENDMENT

One way to help achieve this is to install term limits on all state elected positions. When a man knows he has only two or three terms to get things introduced and voted on, he will realize that he better get at it. The state of Illinois is rapidly deteriorating because we habitually spend more than we bring in, and it has to stop.

When you win the governor’s job, you will be able to force a number of General Assembly members to acknowledge that term limitation must be respected.

The readers of my comments will hopefully write their representatives and tell them they are part of a bad operation and term limitation is part of the cure.

People who get in bed with industries and lobbyists who do likewise have their own narrow interests that bring politicians into the legislative arena.

This is just what we must hold to a minimum.

Saints live up to program pedigree

By JAY SCHWAB jschwab@shawmedia.com ROSELLE – It doesn’t take a history buff to know Fighting Saints soccer is drenched in tradition.

England native Paul Jennison – who coaches East’s girls and boys programs – was far removed from Norris Stadium as the Saints’ girls program ruled the state shortly before St. Charles High split, winning five successive state championships under former coach Joe Moreau between 1996 through 2000.

Consider those echoes officially awakened after the Saints plowed past Huntley, 2-0, in Tuesday’s IHSA Class 3A Lake Park SuperRion Gaffney sectional. The Saints are headed for the state semifinals for the first time as St. Charles East; they’ll play Lincoln-Way North at 5 p.m. Friday at North Central College in Naperville.

“You can’t help but know, working in this school, how this program used to be,” Jennison said. “It was an extreme honor for me when I got the opportunity to take both [the boys and girls programs], and there was no doubt in my mind that my goal was to get the program back to where it was.

“I’m not saying that just by getting to the final four that we’re there, but I think we’re on the right track. It also helps that this group of girls is as hard-working, motivated, selfless and driven as they are because you can’t do it alone.”

East (18-4-5) and Huntley (19-7) were scoreless at halftime despite the Saints mostly controlling possession.

Senior Rion Gaffney gave East the lead, 1-0, with 28:08 to play in the second half, and from there, the odds swung mightily in the Saints’ favor.

All 19 of Huntley’s wins this season came via shutouts.

the second we would get a goal that we would win this game.

That’s what we tried to do.

The first half, I think we had a lot of nerves, but the second half we came in there and we knew that we needed to get a goal, and the second that we did, we could control the game, and that’s what we did.”

Huntley goalkeeper Jessica Galason made a stop before Gaffney closed in moments later for a second opportunity.

“Amanda [Hilton] had the initial shot, and then I think it bounced off the keeper or Sophie [Jendrzeczyk], I don’t know who,” Gaffney said. “I slotted it upper-left, and it was

a beautiful strike. … We felt it coming. We worked our hardest to get that goal.”

Jennison delivered an impassioned speech to the Saints as the match stood scoreless at halftime, imploring them to show just the persistence that allowed Gaffney to successfully cap East’s frenetic push in the box.

“We talk about moments that you get to show what you can do, moments that you get to really just prove you have the heart and desire to be successful,” Jennison said.

“When that ball is scrambling around there in a supersectional game, somebody’s got to throw themselves on the end of it. Rion was the first one to do that. That can be the difference between a career being over and continuing.”

East midfielder Kelli Santo Paulo hit the crossbar less than two minutes after East went ahead, but her frustration didn’t linger long.

Santo Paulo’s picturesque cross set up junior forward Darcy Cunningham for a header score that made it 2-0 Saints with 13:10 to play, allowing East goalkeeper Ken-

dra Sheehan (four saves) and the Saints’ defense to relax a smidge.

Huntley coach Kris Grander cited East’s midfield dominance as the biggest difference between the teams, saying the Red Raiders changed formations as a concession to the play of Saints midfielders such as Hilton, Santo Paulo and Anna Corirosi.

“Their defense is good, but their defense comes from the midfield,” Grabner said.

“That [Hilton], man, she’s a special player, and she’s surrounded by good players. That was tough.”

East was solid throughout the season, but the Saints seem to have found another gear come the postseason.

While Lincoln-Way North – the Saints’ state semifinal opponent Friday – needed a late, tying goal en route to a penalty kick victory against Lyons on Tuesday, the Saints have not required overtime in any of their five postseason triumphs.

“All these postseason games, we’ve been just dominating,” Jendrzeczyk said.

“There’s no stopping us now.”

dence and who really wanted it more,” Sperlazzo said. “I was ready to pound it. I didn’t really care. I didn’t want this to be our last game. I just had a bunch of confidence and was going up there hacking.”

North Stars coach Tom Poulin referenced similar confidence on his team’s side after North stayed close with the Panthers in a 5-3 loss in April.

That game hinged on three unearned runs for Glenbard North.

Center fielder Sarah Petzold, also 4 for 4 and a home run short of the cycle, punctuated the second-inning rally with a two-run double. Dopart didn’t think twice as her team built a 15-hit attack while striking out just three times.

“It gives me a lot of wiggle room to make sure I hit all my spots and do everything,” Dopart said. “It’s just a lot easier on my mind, you know.”

Rabin had two hits, scored twice and stole a base in her final game, showcasing the skill set that made her a highly-regarded talent for four seasons, including a run to the 4A state championship game in 2011.

“She’s as good as it gets, and that’s not saying it well enough. She really is,” Poulin said. “She is the epitome of what every coach would want.

Student-athlete. A leader. A captain – by example and vocal. She produces. She’s a leader during the tough times, you know.

“She has been nothing but a joy to work with. She’s very, very special. I love all those seniors. It’s been a good run with them.”

While North will graduate six seniors, many of its core players return for 2015. One of them is Millett, who knocked a two-run single in the seventh after three seniors singled in a row – Andrea Beal, Rabin and Goetz.

“We’re best friends. We’re a team of best friends,” Goetz said. “And I think that kept us going.”

BARTLETT – Rally caps exist in theory for softball teams who don’t wear visors as part of the uniform.

On Tuesday, the only thing that served as headgear for St. Charles North other than the masks for pitcher Sabrina Rabin and catcher Alex Millett were players’ batting helmets.

The North Stars slid their helmets on a collective seven times in the seventh inning of a 4A Bartlett Mickey Goetz Sectional semifinal against G l e n b a r d North. When their rally tapped out at two runs and ended a 10-4 defeat, North players yielded Tom Poulin to reflecting.

“It was a good four years for all of us,” senior shortstop Mickey Goetz said. “I think it’s positive that we went down fighting, didn’t give them the satisfaction of just leaving us three up, three down. It was a good way for us to end on.”

North (23-9) still emerged from its final postgame outfield huddle of the spring without the optimal result.

By JARED BIRCHFIELD editorial@kcchronicle.com GLEN ELLYN – Montini pitcher Lauren Trojnar had a hand in both the first and the last pitch in Tuesday’s IHSA Class 3A sectional semifinal against St. Francis at Glenbard South.

As the starting pitcher for the home team, Trojnar threw the first pitch of the game.

And it was her two-run single in the bottom of the fifth that gave Montini the 10-run lead needed to win the game by the mercy rule, 11-1.

Tuesday’s contest was the third time St. Francis lost to its Suburban Christian Conference rival this year.

The Broncos will play the winner of today’s game between Glenbard South and Lemont for the sectional title on Saturday.

“They’re a good team. Every time we made a mistake, they capitalized on it. That’s what a good team does, so I have to give them credit for that,” St. Francis coach Ralph Remus said. “I don’t like it, but I’ll have to give them credit for it.”

Montini (26-10) took the lead early by scoring five runs in the second inning – four were unearned.

With one run already in and the bases loaded, Isabell Alexander hit a grounder to Spartan third baseman Emma Davis, who threw home for the force out. Catcher Fiona Summers was unable to field the throw, allowing the runner to score. The runner on second also crossed the plate as the ball rolled to the backstop.

Cristina Barrett followed with a misplayed fly ball to right field that scored two more runs.

“We had some issues with defense this year. It hasn’t been as consistent as we have had in the past,” Remus said.

Montini added three runs in both the fourth and fifth innings.

St. Francis (24-6) was unable to capitalize on the scoring opportunities it had.

After Carley Pasquale grounded out to start the game, Summers hit a triple to right field. She was unable to advance as Trojnar struck out Ali Dittrich and induced Janie Smith to pop out to the first baseman.

“They showed us our weaknesses. We should have had a run in the first with that triple but then we had a strike out and a popout with our 3 and 4 hitters,” Remus said. “Something should of happened. We should of put the ball in play.”

Dittrich, of Batavia, opened the fourth with a home run to right field.

“In the at-bat before, I struck out looking at a pitch outside so I was thinking she [Trojnar] was going to come back outside again,” Dittrich said. “She did and I took it over the right field fence.”

Smith, the next batter, popped out. Starting pitcher and St. Charles resident Maggie Remus, daughter of the Spartans coach, and Bailey Zydek followed with singles.

Second baseman Emma Chapman popped out for the second out. Ali Murphy, who was running for Remus, was picked off second base to end the inning.

Trojnar (19-5), the winning pitcher, allowed only five hits in the five innings she pitched.

“Lauren pitched a great game. She hit her spots,” said Rich Constante, Montini’s coach.

The sophomore right fielder’s two-out, two-strike triple drove in Nadia Trujillo in the bottom of the eighth inning to lift the Golden Warriors to an 8-7 victory against Burlington Central in a Class 3A Marengo Sectional semifinal Tuesday.

The game-deciding inning did not get off to a promising start for the Golden Warriors.

Hale, who was 0 for 3 at that point, batted with one on and two out and hit a two-strike offering from Central pitcher Brooke Gaylord into the left-center field gap, allowing the winning run to score.

it in enough. I got too worried about hitting her, and it was just right there for her to hit.”

Gaylord, a senior who will play softball at Loras College next season, had a monster offensive game for BC (23-10).

She went 3 for 4 with a pair of two-run home runs and an RBI double.

With her team trailing 7-5 with two outs in the top of the

seventh, she hit a two-run shot to straightaway center field to tie the score at 7.

“I just concentrated on making contact,” Gaylord said. “High pitches are my thing, so when I saw it there, I was going to swing whether it was a strike or not. That was my best shot of getting a hit.”

Central grabbed a 4-0 lead in the top of the first. Brooke Gaylord delivered the first blow, a two-run homer to right.

After a double by Emily Kisch, Kassidy Gaylord, a junior and Brooke’s younger sister, hit a two-run shot to left.

Sterling drew to within 4-3 in the third. In the fourth, Central coach Wade Maisto pulled Brooke Gaylord from the circle in favor of Kisch. The move quickly backfired, as the first five batters Kisch faced reached base, helping Sterling take a 7-5 lead.

David had options to attend smaller colleges and has a guaranteed roster spot – not to mention an easier path to playing time – but playing for a bigger program was a major priority. ISU and Northern Iowa both are part of the Missouri Valley Football Conference, which competes in the NCAA Division I Football Championship Subdivision.

David said he’s been working out with other college-bound Kaneland seniors such as Tyler Slamans (Western Illinois) and Cole Carlson (Wisconsin-La Crosse).

Zollers finishes 8th at national race

If the opportunity at ISU falls through, David said he will be disappointed but not regretful of his college decision.

“I’m sure at first it’d be pretty tough to deal with but it’s one of those things with Illinois State is I knew if I wasn’t able to play football it was a place I could still see myself going to school at and that was kind of a big part in also going there, [do] I like it enough [for other reasons], not just for football,” David said.

Like his classmates, David is mentally transitioning from high school to college as the summer hits full swing.

Orlow to run at Eastern: Batavia cross country/track recent graduate Chris Orlow will run collegiately at East-

ern Illinois. Orlow was part of Batavia boys track’s sectional-winning 4x800 relay team and he competed on his future college’s home track at last weekend’s IHSA state meet.

Orlow also won the 1,600 meter run at the Upstate Eight Conference meet.

Drew David has peace of mind about where he’ll be attending college.

As for what’s going to transpire once he sets foot on Illinois State’s campus, the Kaneland quarterback still seeks closure.

David, a recent Kaneland graduate and three-year varsity QB for the Knights, has had discussions with the Redbirds football coaching staff about walking onto the team, but it’s not a done deal.

“They couldn’t give me 100 percent certainty, but it seems like it’s leaning that I’ll be able to walk on,” David said Tuesday. “I can’t really say 100 percent but I’m training and stuff as if I’m going to be on the team.”

David visited Northern Iowa and Illinois State after his basketball season ended.

He’s had extensive dialogue with ISU assistant coach Cody Deti and is hopeful it will lead to a roster spot once the Redbirds’ roster number crunch plays out.

If he ends up playing for ISU, David expects to remain at quarterback.

By DARYL VAN SCHOUWEN dvanschouwen@ suntimes.com LOS ANGELES – Before Chris Sale went on the disabled list with strained flexor muscle strain, his ERA was a stingy 2.30 with 29 strikeouts and seven walks. In 18 innings over three starts after he got back, Sale has given up one run on four hits and one walk while striking out 23.

And as we watch this somewhat brief but most extraordinary run of pitching excellence from Sale, consider that it all might be for naught.

There’s a good chance it won’t contribute to a postseason experience for his team.

If Sale goes 16-5 with a 2.20 ERA, wins the Cy Young and the Sox finish 81-81 and a half dozen games out of a wild card spot, that would be OK with Sale. He knows his seasons of pitching productivity are like pieces of gold, but he’s on board with general manager Rick Hahn’s goal to be golden in 2015, 2016 and beyond.

“If you want to win every year. He has a good philosophy going,’’ Sale said. “Let’s not hit the panic button and start doing stuff to please everyone, let’s do something to make a lasting impression to make a three, four, five-year run at the playoffs.’’

Sale, who is signed to a rich, yet club-friendly $32.5 million contract that runs through 2017 with club options for two additional years, would be around for that run.

It’s one reason why he and the Sox cautiously waited an extra week or so to come off the disabled list. In another year, at another point of the season, he might have come back sooner.

Sale, 25, who wants to win as badly now as much as the next guy, gets the long-range vision.

“You have a much better chance at winning a championship when you get into the playoffs three, four, five years in a row,’’ he said. “It’s like poker. You can go all in on the first hand, and it could work

out for you,x but you could be left with nothing. I completely agree with [Hahn]. And he’s said it, it’s not that he’s giving up on the 2014 White Sox, it’s just that he has a bigger goal down the road and I think it’s a good way to go about it.’’

The trade deadline is another two months away, and if Hahn believes a playoff push is a reasonable goal, he will consider parting with prospects for a pitcher, outfielder, reliever or whatever is needed to fill a hole. The prospect just won’t be prized infield prospect Micah Johnson.

“Opportunities to win are sacred,’’ Hahn said over the weekend. “If we are in a position where we feel we have a real chance to win, we will address whatever needs we feel exist at that time to enhance those chances. At the same time, we are not going to do anything that’s going to compromise our longer term goals.’’

These Sox, who took a 29-30 record into their game Tuesday against the Dodgers, believe meaningful games in August and September are possible. And they know, even with Sale, Jose Abreu and Alexei Ramirez having an all-star season, they’re not the Detroit Tigers.

“That’s a fair assessment,’’ Sale said. “We know what we have to go up against, it’s not going to be easy. But nobody expected us to be where we are right now so who’s to say we cant make more surprises happen?’’

Said second baseman Gordon Beckham: “There’s a long way to go and it’s too early to know [how good we are] but we have shown we can piece together wins despite some injuries. We’re resilient and if you’re that you feel like you’re never out of it. That’s the vibe we get in here, we’re never out of a game and if we lose a couple games we come back and win that next game and keep going. We don’t put too much pressure on ourselves.

There’s possibilities and we’re inching closer to the Tigers.’’

LAKE FOREST – At 21 years old, Marquess Wilson is the youngest wide receiver on the Bears’ roster for a second year, but he assures he’s nowhere close to being a rookie.

In fact, as he ran with the first-team offense in Tuesday’s offseason training activity, he said his turning point remained framed in his mind.

It’s a scene from last season when Pro Bowl wide receivers Brandon Marshall and Alshon Jeffery asked him to run routes with them.

Wilson, then a rookie out of Washington State, did as any seventh-rounder would when faced with an invitation to play with two receivers with 2,716 yards between them. He accepted. Then he ran. And he ran some more.

Exhausted, he unstrapped his gloves and looked up to find the Bears’ starting wide receivers lining up again.

“They just kept going, ‘No, we’re going to get a few more,’ ” Wilson said Tuesday

“I strapped back up and just took on the work.”

Right there, Wilson said he saw the line separating elite NFL wide receivers from those who hang their hats on their college statistics. The blur of his first NFL season started to make more sense, like those times he walked off the field or out of the weight room after hours and had to say goodbye to Marshall and Jeffery, as they couldn’t stop themselves.

“Just work, and don’t complain about anything,” Wilson said. “The time you put in is what’s going to come out in the end. Say you’re on the field and you leave 45 minutes after everyone else.

The coaches are going to see that.”

Wilson hopes to work into

a slot role with the Bears but recognizes he still has a long way to go. He’s working in a depth chart with Marshall, Jeffery and tight end Martellus Bennett, each of whom totaled at least 750 receiving yards last season. Wilson, meanwhile, had 13 yards on two catches.

But what the 21-year-old has on his teammates is time and room to grow, and he’s starting to feel the results.

Wilson said he has added 10 pounds of upper-leg strength and claimed he now weighs 207 pounds. The team roster still lists him at 184.

On one play with the firstteam offense, Wilson exploded out of his stance and made a hard cut on an out pattern.

He looked up to find Jay Cutler’s pass in his face and a defender draped on his back.

Wilson’s timing was perfect as the ball fell into a sweet spot between his 6-foot-4 frame and the sideline.

Wilson scooped the ball to his body and dropped two feet in bounds to the sound of a few cheers. Then he sprinted back to the huddle for another route.

Kane, Toews up for extensions Brookbank, Handzus, Regin might not return next season

By MARK LAZERUS mlazerus@suntimes.com There are numbers to be worked out, a salary cap to wriggle under, maybe even a hometown discount to be discussed.

But as far as Blackhawks general manager Stan Bowman is concerned, there will be no suspense.

No drama. No hardball to be Michal Handzus played.

Jonathan Toews and Patrick Kane will get contract extensions this summer.

And that’ll be that.

Peter Regin “It’s the highest priority for us,” Bowman said Tuesday as the Hawks cleaned out their lockers Sheldon and scatBrookbank tered for the summer following their Game 7 loss Sunday to Los Angeles in the Western Conference final.

“There’s no doubt that’s what we’re going to do.”

Bowman even went so far as to call Pat Brisson – the very fortunate representative for both Toews and Kane – “the best agent in the game.” So while both Toews and Kane likely can command north of $10 million a season (Pittsburgh’s Evgeni Malkin and Washington’s Alex Ovechkin are the league’s highest-paid players at $9.5 million a year), Bowman had no doubt that he’d be able to keep his two biggest stars. Both players will enter the final year of their matching five-year, $31.5 mil-

lion contracts next fall, and are eligible to negotiate extensions starting July 1. It certainly wouldn’t be a shock to see the deals announced at the Blackhawks Convention on July 18 through 20.

Toews and Kane weren’t exactly being coy about their futures, either.

“Who could ever think of a better situation to be in?”

Toews said. “Just to see the growth of this franchise in the city of Chicago, the amazing fans we have here, there’s no doubt in my mind there’s no better way to have it as a hockey player.”

Kane was less ebullient, saying he hadn’t had any discussions about his future with Bowman, Brisson, Toews, or his parents. But he added, “I know we both love it here in Chicago, we love playing here and having the chance to win every year.”

That’s Bowman’s trump card – the chance to win every year. No matter what other teams might be able to offer Toews or Kane, few, if any, would be able to offer the chance to compete for a Stanley Cup every season.

“The one thing I know about both of them is they want to win,” Bowman said. “You take all the other things and set them aside, they’re winners and they want to win. And we’re committed to winning.”

Kane would never say so, but there are some within the organization who believe he’s been frustrated with the Hawks’ lack of a true second-line center. Kane played with six different centers this season, and as Joel Quenneville admitted, that’s been pretty much the case every year with Kane.

But Kane found instant success against the Kings on a line with Andrew Shaw and Brandon Saad. And with Teuvo Teravainen poised to join the Hawks full-time next fall, and

Bowman: Versteeg still part of Hawks’ future The Blackhawks aren’t giving up on Kris Versteeg. Not yet, anyway.

The 28-year-old forward, who had six goals and 14 points and was a plus-4 in the Hawks’ 2010 run to the Stanley Cup, was re-acquired in a trade with the Florida Panthers in November.

But he struggled to find the same postseason groove this year – he had one goal, three points and was a minus-5 in the playoffs. In the Western Conference final against the Kings, Versteeg had no points and was a minus-4. He was a healthy scratch in Game 6 and played only 3:44 in Game 7.

But Hawks general manager Stan Bowman said he still sees Versteeg, who had offseason knee surgery last year, as part of the team’s future.

“I think the biggest thing for him is to have a good summer training [and] be prepared for next year,” Bowman said Tuesday at the United Center. “He was coming off the injury last summer – probably didn’t get the full recovery time that every athlete needs when you have an injury like that.

“Often times it takes you a

full year to be back completely.

I think it’s important for him to have a good summer and come back refreshed. He’s comfortable with our group here and the way we play. So I’m really excited for that as we move forward.”

Teuvo time?: The Hawks need depth at center, but Bowman said they will not rush 19-yearold Teuvo Teravainen, who Teuvo played in three Teravainen regular-season games in 2013-14.

“We’re very excited about Teuvo, but we’re not going to put any pressure on him. He’s still 19-years-old,” Bowman said. “One thing we have done very well here over the past few years is we’ve given players time to develop. We haven’t put players in position to fail. And we’re not going to do that with Teuvo. He’s a special player and he’s going to be here for a long time.”

Boston College standout Kevin Hayes working on a contract, the team’s void up the middle behind Toews could finally be filled.

Of course, there are other matters to address this summer for the Hawks. Bowman didn’t expect any “wholesale changes,” but there will be some inevitable departures.

Michal Handzus said he doesn’t plan to retire, but it’s unlikely he fits in the Hawks’ plans. Peter Regin very much wants to return, but he seems a

long shot. Sheldon Brookbank likely will leave as an unrestricted free agent, as well.

Two players who should be back next year are Ben Smith and Antti Raanta, both restricted free agents. Bowman spoke highly of both, and expects to work on new deals for them soon. And both, like Toews and Kane, said there’s no better place to be than Chicago.

“Well, of course,” Raanta said. “Who wouldn’t want to be back here? It’s the greatest organization you can ask [for].”

‘22 Jump Street’: Signs point to welcome sequel

By ANN HORNADAY The Washington Post On paper, the 2012 comedy “21 Jump Street” looked like a real dog: Yet another post-Gen X nostalgia piece, this time re-processing the beloved eponymous TV series about hip undercover cops, a show best known for making Johnny Depp a star.

But when the movie came out, it immediately addressed its own dubious provenance when a deputy police chief played by Nick Offerman delivered a world-weary speech about the force being all out of ideas, played out, creatively bankrupt. After this fiendishly clever act of preemptive jiu-jitsu, “21 Jump Street” turned out to be the most delightful surprise of that spring, a slice of March madness that gave an otherwise dreary movie month a genuine reason to trudge to the multiplex.

A big part of what made “21 Jump Street” work – aside from some delicious cameos from the TV show’s original cast – was the chemistry between stars Jonah Hill and Channing Tatum, whose relationship in the film was a brilliantly complicated skein of past resentments, unlikely bonding and, once they infiltrated a California high school as undercover narcs, wonderfully surprising role reversal. Once the jock-BMOC, Tatum’s Greg Jenko realizes his bullying tactics and beefcake swagger are laughably square.

For his part, Hill’s former shy guy Morton Schmidt discovers that misfits are cool.

Hill had long since proven his comic bona fides, but “21 Jump Street” was something of a breakout for Tatum, whose dancer’s strength and mastery of movement fit right into the film’s deft sense of physical comedy (just

months later he had further honed all those skills even more skillfully in “Magic Mike”).

Perhaps it’s asking too much of a TV spinoff to strike the same vein in the sequel. But there are some encouraging signs: Hill has once again teamed with “21 Jump Street” screenwriter Michael Bacall on the script, and the directors are Phil Lord and Christopher Miller, fresh from another how’d-that-happen success d’estime, “The Lego Movie.”

This time out, Jenko and Schmidt are headed to college – a situation rife with the worn-out cliches of off-thehook ragers, offensively stereotyped students and hyper-sexualized co-eds.

With luck, Hill and Bacall will navigate those pitfalls as adroitly as they did before, and make “22 Jump Street” yet another fizzy, funny surprise – not a dog, but a welcome, winsome lark.

One of my closest friends’ husbands was recently diagnosed with it. He is only 62. I thought Alzheimer’s was only memory loss, but it seems like so much more. His personality has changed. She tells me he gets angry with her when she tries to help him. What exactly is Alzheimer’s, and what can be done to stop it? – Unsure In Oak Park Dear Unsure: I’m sorry to say – from personal experience – that Alzheimer’s disease, while often thought of as “minor memory loss,” is a disease that is ultimately fatal. Its cause is not yet understood. I lost my mother to it. Alzheimer’s kills nerve cells and tissue in the brain, causing it to shrink dramatically. It affects a person’s ability to communicate, to think and, eventually, to breathe. At least 44 million people

DEAR ABBY Jeanne Phillips worldwide are now living with Alzheimer’s disease and other dementias. As our populations age, those numbers will swell to 76 million by 2030.

Currently there is no way to prevent, stop or even to slow the progression of Alzheimer’s disease. Some drugs manage the symptoms, but only temporarily.

This is why more funding for Alzheimer’s and more support for the families who are caring for loved ones who have it are so urgently needed.

Plan ahead to keep healthy meals, snacks ready to go Dear Doctor K: Between my job and kids, I rarely have time to prepare and sit down to a healthy meal. I’ve had my fill of fast food and energy bars. Any suggestions?

Dear Reader: It certainly is easy to eat badly. For one thing, as you say, many of us have very hectic schedules. Fast food is appealing because it’s fast. But fast food is often unhealthy.

You don’t have to sacrifice nutrition when you’re on the go.

I spoke to Dr. Michelle Hauser, a nutrition educator and clinical fellow in medicine at Harvard Medical School, and registered dietitian Kathy McManus, director of the Department of Nutrition for Harvard-affiliated Brigham and Women’s Hospital. They offered the following tips to keep meals and snacks healthy when you’re in a hurry: • Plan ahead. Plan out meals and snacks for the week. Make a list and go shopping. Then make time in your schedule to cook or prepare the foods.

• Cook In Batches. Cook extra food to save time later. You can do this with entire meals or with meal elements. For example, cook a large batch of brown rice, then portion out and freeze the extra.

My wife and I do this a lot.

Last night we had what my niece (when she was a child) called “Uncle’s Famous Hamburgers.”

I mixed my secret ingredients into the meat about six weeks ago, and froze six meals’ worth of patties – each meal two patties in its own zippered freezer bag. We’ll have them every week or two.

Same thing with “Uncle’s Famous Spaghetti Sauce.” An hour on a Sunday afternoon saves many hours down the road.

• Eat nutrient-dense foods.

Nutrient-dense foods are the ones with the most vitamins and minerals and the fewest calories.

Try legumes (beans, lentils), dairy products (low-fat yogurt, eggs), avocados, leafy greens (kale, spinach), vegetables (Brussels sprouts, mushrooms, bell peppers), seeds (flax, pumpkin, sesame, sunflower), nuts, whole grains (barley, oats, quinoa, brown rice), fish and poultry.

• Try a smoothie. Toss as many ingredients as you like into a

blender, and you’ll have a drink that can be used for a meal or a snack throughout the day. Plain yogurt and frozen berries and bananas are a good place to start.

But smoothies don’t have to be fruit-based. Vegetables (think carrots, beets and spinach) make delicious smoothies as well. Don’t believe it? Try it. (Still, I prefer fruit.)

• Keep snacks simple. Choose just one or two ingredients. Some satisfying and nutritious pairings include plain, nonfat Greek yogurt and a few nuts; a tablespoon of peanut butter and an apple; or chopped vegetables and a quarter-cup of hummus. Keep snacks packed in your pantry or refrigerator, ready to grab and go.

You’ve got to have chips sometimes? There suddenly are lots of delicious chips on the market that have no unhealthy trans fats and are very low in unhealthy saturated fats. But, in moderation, nuts still are healthier than even “healthy” chips. And, for me, more delicious.

Parents determine height Dr. Wallace: I’m a 13-year-old boy and considered short for my age. I don’t want to be extra tall when I finish growing, but I’m a guy and I would like to be at least 5 feet 8 inches tall.

Right now I’m 5 feet tall.

My mom is 5-1 and my dad is 5-5. Is it possible for me to reach my goal?

Are there any foods that I could eat that would help me grow taller? How about medicine?

My parents keep telling me that “good things come in small packages.”

I tell them that I’m good, but I want to come in a tall package. – Nameless, Vicksburg, Miss.

Dear Nameless: Every generation produces children taller than the previous one, and scientists credit this to a more healthy diet and lifestyle.

But there is no formula that will make you grow taller.

The height of the parents is the most dominant factor determining a child’s eventual height.

Short parents can have a tall child, but Mother Nature’s rule is that when both parents are short, their children will generally follow suit.

Boys continue to grow to somewhere around their 18th birthday, and some continue to grow into their 20s. Most boys have a “growth spurt” where 2 or more inches of height may be added in just a few months. This usually takes place from age 12 to 14.

Dr. Wallace: I’m 14 and so is Ashley and we have been good friends for several years.

Last summer, Megan moved into our neighborhood and Ashley and Megan started spending a lot of time together, and I was not included. Once school started, Ashley started to spend some time with me again, but I’m sure it was because

’TWEEN 12 & 20 Robert Wallace Megan was going to a private parochial high school. The reason I think this is because they get together every weekend and I am never invited to join them.

Dr. Wallace: I’m 16 and have been “sort of” in love with a good friend.

But, as you probably guessed, there are issues.

The first issue is that he is significantly older than I am. Next, I’m not really sure that I love him or if it’s just “high school” infatuation.

I believe that nothing good could result from our relationship and I’m willing to do what it takes to let it go, but I really want to remain friends. Help! – Nameless, Galesburg Dear Nameless: You have already made up your mind to end the relationship and want me to assure you that it would be in your best interest. I agree. The fact that you said, “Nothing good could result from our relationship” means that you have given this a lot of thought.

It’s not always possible to remain friends after a split in a romantic relationship. Don’t tell him that you want to remain his friend. It’s up to him to make that decision, and it won’t take long for you to find out.

In today’s deal, success is the culmination of controlling the trump suit. This is easier to do when presented with a deal on paper. At the table, it is harder because no one is ringing a warning bell.

South is in four hearts. West starts the defense with his three top spades. How should South continue?

North opened one club because his hand was too strong for a 15-17-point no-trump. South was tempted simply to raise clubs. However, he knew that the game revolves around the majors. So he responded one heart. West made a takeout double, promising four spades and four or more diamonds.

North’s jump to game was an overbid given his 4-3-3-3 distribution, but he wanted to try for the game bonus. If he had bid only three hearts, South would have also had a close decision. And note that in five clubs, North should lose two spades and one diamond.

It looks so easy: Ruff the third spade, draw trumps and run the clubs for an overtrick.

Here, though, when West discards on the second round of hearts, the contract is suddenly unmakable. Declarer has lost trump control.

South should be happy to lose one trump trick in order to get these 10: three hearts, one diamond, five clubs and the spade ruff. Declarer must concede the first or second round of trumps.

Then he can win East’s return, draw trumps and run the clubs.

ORDINANCE NO. 2014 - 08 ORDINANCE AUTHORIZING THE VILLAGE OF ELBURN, KANE COUNTY, ILLINOIS, TO BORROW FUNDS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM ADOPTED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF ELBURN 19 May, 2014

ORDINANCE AUTHORIZING THE VILLAGE OF ELBURN, KANE COUNTY, ILLINOIS, TO BORROW FUNDS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM WHEREAS, the Village of Elburn, Kane County, Illinois, ("the Village") operates its sewerage system ("the System") and in accordance with the provisions of the Combined Waterworks and Sewerage Systems Division of the Illinois Municipal Code 65 ILCS 5/11-139 and the Local Government Debt Reform Act, 30 ILCS 350/1 (collectively, "the Act"); and WHEREAS, the President and Board of Trustees of the Village of Elburn ("the Corporate Authorities") have determined that it is advisable, necessary and in the best interests of public health, safety, and welfare to improve the System, all in accordance with the plans and specifications prepared by consulting engineers of the Village; which project has a useful life of greater than 21 years; and WHEREAS, the estimated cost of construction and installation of the Project, including engineering, legal, financial, and other related expenses is approximately $7,655,000.00, for which there are insufficient funds on hand and lawfully available to pay said costs; and WHEREAS, the Village desires to borrow funds through the Illinois Water Pollution Control program; and WHEREAS, the loan shall bear an interest rate as defined by 35 Ill. Adm. Code 365, which shall not exceed the maximum rate authorized by the Bond Authorization Act, as amended, 30 ILCS 305/0.01 et seq., as of the time of the issuance of the loan; and WHEREAS, the principal and interest payments shall be payable semiannually, and the loan shall mature in 20 years, which is within the f useful life of the project; and WHEREAS, the loan shall be repaid from revenues of the System; loan is authorized to be accepted at this time pursuant to the Act; and WHEREAS, in accordance with the provisions of the Act, the Village is authorized to borrow funds from the Water Pollution Control Loan Program in the aggregate principal amount of $7,655,000.00 to provide funds to pay the costs of the Project; WHEREAS, the loan to the Village shall be made pursuant to a loan agreement, between the Village and the Illinois Environmental Protection Agency;
