By AL LAGATTOLLA alagattolla@shawmedia.com No students were injured Thursday morning when one of four buses carrying members of the West Aurora marching band was involved in a traffic crash on the way home from a trip to Disney World, a spokesman for School District 129 said.

According to spokesman Mike Chapin, the buses were traveling through Kentucky on

Thursday morning when one was hit by a pickup truck.

Chapin said emergency personnel were on the scene, but there were no injuries to students or the bus driver.

Chapin said the students were transferred to a new bus and were on the way home. He said parents had been notified of the incident, as well as the students’ late arrival.

WHAT: The St. Charles Public Library will present “Invite Nature to Your Yard.” The program will feature ways to make a yard more environmentally friendly and conserve water.

Jim Kleinwachter, land protection specialist with Conservation@Home, will discuss a variety of techniques for transforming a yard, including the use of rain barrels, rain gardens, and the selection and use of native plants to solve yard problems.

Dojo’s program director all about outreach

cmenchaca@shawmedia.com ST. CHARLES – A new program director at PRO Martial Arts in St. Charles is getting the word out about bullying prevention and more.

Matt Bosko of St. Charles joined the martial arts dojo, located at 2422 W. Main St., Unit 4C, in February. He helps maintain the quality of the classes and does community outreach to get the word out about the business.

Bosko usually visits local businesses and schools with one of the dojo’s instructors and its mascot Rocky the Rhino, played by St. Charles East High School senior Mitch Karmis. While the children get excited about breaking boards, the parents can learn more about what the dojo offers in the way of bullying and predator prevention, martial arts and self defense.

“It’s great if they do the martial arts ... but if we can make life better at home, that’s what really important,” Bosko said.

At a recent visit to St. Patrick’s Preschool in St. Charles, the dojo focused on respect and being polite to adults with such phrases as “yes, sir or

ma’am,” “please” and “thank you.” The St. Charles Colonial Cafe also hosted the dojo March 24 during its Kids Eat Free Night.

The PRO Martial Arts group quickly won the customers over, said Kate Obernesser, a Colonial Cafe guest services manager. She said

the children learned about self-confidence during the instore event.

Bosko said he enjoys making contact with different groups. He is used to outreach in a separate role he has as CEO of +10 Damage, a third-party interactive media review site and video game blog. It also doesn’t hurt that he’s a St. Charles North High School graduate and has lived in town for 21 years.

“I’ve had great things happen to me here, and I want to be able to contribute to great things happening here for other people,” Bosko said.

STC Police Department wraps up accreditation site visit ST. CHARLES – A two-person team evaluating the St. Charles Police Department as part of its reaccreditation process is set to conclude a fourday site visit today.

Department spokeswoman Lisa Blackwell said she has spent the week taking the assessment team to interviews and other agencies, such as Tri-Com Central Dispatch.

“Everyone’s been busy, busy, busy this week,” she said.

The St. Charles Police Department is seeking to maintain its accreditation from the Commission on Accreditation for Law Enforcement Agencies.

It first received accreditation in 1989, Blackwell said.

According to a pamphlet produced by the police depart-

ment, the accreditation program aims to improve delivery of law enforcement service by offering a set of standards that cover a range of topics.

Agencies seeking accreditation must comply with the standards applicable to them.

“It just helps our department abide by our policies and procedures,” Blackwell said.

“It’s a great tool and guideline for all members of the department to follow.”

The site visit is one of many steps toward accreditation and is done by an out-of-state team.

Michael Webb – deputy chief of the Abington Township Police Department in Abington, Pa. – is part of the CALEA team evaluating the St. Charles police.

By the end of today, he and his partner will have put in four full days verifying St. Charles’ compliance, he said.

Their tasks included

talking with a cross section of employees in addition to interviewing city staff and elected officials about the police department, Webb said.

The public was invited to share feedback in person and by phone on Wednesday. Webb described the community feedback as very limited.

“Sometimes, that’s a really good sign,” he said.

“Their numbers were down due to the thinning of egg shells. All birds of prey numbers were down due to the thinning of egg shells. The weight of an adult bird would crush the eggs during incubation.”

Hope said the turning point for the birds was the 1972 prohibition of DDT and other chemical pesticides.

“The bald eagle population in the lower 48 states got down to 200 to 400 nesting pairs by the end of 1960 ... not counting Canada or Alaska, which did not use DDT,” Hope said.

“The bald eagle was becoming dangerously low with the risk of extinction, and some areas had no eagles at all.”

The last official count in Illinois puts nesting pairs at 200, he said.

“That is a fantastic comeback. There were no known

nesting pairs in Illinois prior to that because of the DDT problem,” Hope said. “My wife Jean and I have conducted several bald eagle trips.

You can just take a stroll from Quarry Park in Batavia and follow the Fox River south.

You do that four or five times, and you’re going to find an eagle.”

“The daddy brings her fish to eat, and they take turns sitting on the nest,” Myers said.

“Then she will leave the nest, and he sits on the eggs. It’s really sweet how they switch.”

Myers said she sees the resurgence of bald eagles as not only a symbol of the nation, but a metaphor for it.

“The eagle kind of went endangered and did not do well but [they] are now making a comeback,” Myers said. “Like our country has done so many times with the depression and wars. And then we make a comeback. I think it’s a great thing.”

Audubon provided dating back to 1992, the lowest population was 885 recorded in 1994.

Volunteers do the counts on the Illinois and Mississippi rivers, with additional routes on the Ohio and Wabash rivers, Crab Orchard Lake, Horseshoe Lake Conservation Area and Carlyle Lake.

Clay said the eagles’ resurgence is a result of the United States stopping the use of the pesticide DDT and other land protection and stewardship efforts in the last 40 years.

“They were not extinct, but their numbers in the lower 48 states were certainly in peril,” Clay said. “They were certainly to the point they were on the threatened and endangered list, and now they can be de-listed.”

Birders and conservationists are especially encouraged by the number of breeding pairs of bald eagles that are nesting, he said.

“There are at least five nesting pairs in Sangamon County,” Clay said, referring to the downstate county where the state’s capital of Springfield is located. “You don’t really think about the Grand Prairie of Sangamon County as bald eagle habitat, yet they are here.”

Jerry Hope of St. Charles, historian for the Kane County Audubon chapter, said when the pesticide DDT was used, it prevented adult female eagles from utilizing calcium in their diets in order to make egg shells.

So when they laid eggs, the shells were too soft to protect the developing bird.

A new home: Owl reunited with its family Wildlife center works to help owl at golf course

By AL LAGATTOLLA alagattolla@shawmedia.com A young great horned owl has been reunited with its family this week at Settler’s Hill Golf Course, thanks to efforts from volunteers and officials with the Fox Valley Wildlife Center, as well as the golf course.

A golfer on Sunday was searching for a ball when he discovered the owl, which had fallen out of a tree. That set in motion an effort to find a way to get the owl back into the tree. That ultimately brought in Ryan DePauw, a St. Charles native and a naturalist experienced in such efforts.

On Monday morning, Fox Valley Wildlife Center Director Ashley Kendall had been contacted, and she came out to examine the bird. By Monday afternoon, DePauw was scaling the tree.

The original nest couldn’t be located.

DePauw, who volunteers with the wildlife center, brought up a basket to attach to the tree. As volunteers and staff members watched from below, the owl was put into a bag and brought up to DePauw, who put it into the basket.

Then, he said, it was time to “climb down and let mom do the rest.”

Arden Zick, one of the volunteers and a board member at the wildlife center, said the spectacle was “so rewarding.”

But good news followed quickly. DePauw said he received a call Tuesday morning that golf course workers reported that a parent owl had joined the young owl.

Zick said Kendall returned to the site Wednesday and reported that Kendall, too, saw a parent owl in the vicinity.

DePauw said he is trained specifically for such work. He said he underwent training and took courses in arboriculture and learned “to help put baby birds back in trees.”

He said it’s something that comes up maybe one to four times every year. In this case, he said, it was determined that the young owl might be in danger and “that’s when

we intervene.”

He said there is urgency for a couple of reasons. If there are no siblings, parents might not continue to wait if they cannot locate their

young. And also, he said, it could have been in danger from a coyote.

Zick said the effort was impressive and said the staff from the golf course had been

“as excited and hopeful as we were.”

“It really was a team effort of people who wanted to see this little bird reunited with its parents,” she said.

Judge John Darrah granted the district’s motion to dismiss the case March 27 in U.S. District Court in Chicago.

The Staneks accused teachers at St. Charles North High School of failing to follow their son’s in-

dividualized education program and creating a hostile environment in which he was “humiliated, harassed, retaliated and discriminated against and mentally abused,” according to court documents.

Bogdan Stanek declined to comment Thursday afternoon on the dismissal when reached by phone.

A phone message and email left Thursday for Sandra Stanek was not returned.

Neither St. Charles School District Superintendent Don Schlomann nor the

attorneys representing the district in this case Thursday returned phone messages seeking comment.

The lawsuit was dismissed in part because the Staneks were asserting claims on behalf of their son, when in fact he should have prosecuted his own lawsuit because he was 18 at the time of the filing, according to Darrah’s analysis.

The analysis also noted that the proper defendant for the case appeared to be the St. Charles School Board, but it was never named.

The suit named the dis-

trict itself and 10 individual district employees, including Schlomann.

The Staneks initially sued the district in Kane County in 2013, but the case was transferred to federal jurisdiction because of the nature of their complaint, said James Casement, an Elgin-based attorney who represented the family last year.

The Staneks’ son graduated from the district and currently attends an Illinois university as a full-time student, according to court documents.

KANE COUNTY CHRONICLE editorial@kcchronicle.com AURORA – An Aurora man is being held on a $15 million bond after police seized nine kilograms – nearly 20 pounds – of heroin, with a street value of $1.35 million.

The heroin seizure is one of the largest by a Kane County law-enforcement agency, according to a news release issued Thursday.

Modesto Alarcon, 41, of the 1000 block of Grove Street, Aurora, was charged Wednesday with one count each of unlawful possession of a controlled substance with intent to deliver, unlawful possession of a controlled substance and money laundering, all felonies.

In a news release, Kane County State’s Attorney Joe McMahon said the arrests are “a meaningful victory” as Kane County continues to deal with the challenges of a heroin epidemic.

McMahon thanked the police agencies “for their work to remove this poison from the streets.”

“Heroin is dangerously addic-

tive and often deadly, and it plagues nearly every community throughout the Chicago area,” McMahon said in a statement. “This seizure removes from circulation a significant amount of heroin that otherwise would have been distributed throughout the Chicago suburbs.”

Also charged in connection with Alarcon were Juan C. Fernandez, 39, and Reyna Garcia-Manzanares, 41, both of the 400 block of West Howard Street, Evanston.

Each was charged with one count of felony money laundering, police said. Their bonds were both set at $500,000.

Alarcon would have to post $1.5 million to be released, and Fernandez and Garcia-Manzanares would have to post $50,000. If they can post bail, they must prove that the source of the money is legitimate before they can be released, police said in a statement.

According to information presented in court on Tuesday, Aurora police investigators and Department of Homeland Security agents observed a meeting between Alar-

con, Fernandez and Garcia-Manzanares on Aurora’s near west side.

Alarcon left the meeting in his vehicle and Fernandez and Garcia-Manzanares left in a separate vehicle, the release stated. Police conducted a traffic stop on the Fernandez/Garcia-Manzanares vehicle and a search turned up more than $190,000 in cash, police said.

Authorities also searched Alarcon’s Grove Street residence, which revealed about nine kilograms of heroin, about $85,000 in cash, a handgun, ammunition and other items consistent with drug distribution, all of which were seized, police said.

Alarcon is scheduled to appear in court April 18; Fernandez and Garcia Manzanares are scheduled to appear April 11.

If convicted of the most serious offense, Alarcon faces a sentence of between 15 and 60 years in the prison. Fernandez and Garcia-Manzanares each would face a sentence of between four and 15 years in prison.

He was a member of the Senior Center in Geneva at Wheeler Park.

Bob loved his hometown of St. Charles, where he could often be spotted at the public library, Mount St. Mary’s Park and the many bike and walking trails around St. Charles. Most of all, he was a devoted uncle and brother who will be greatly missed by all.

He is survived by his brother, Fred “Hack” (Sarah) Kohlert; sister-in-law, Lorraine Kohlert; and nieces and nephews, Sherry (Brian Winters) Kohlert, Gloria (Edward) Geske, Thomas Kohlert, James Kohlert, Jeffrey(Carla) Kohlert, John (Nora) Kohlert and Christopher (Mae) Kohlert.

STC elder abuse case continues

Jacqueline Santos and Chemyra Barnett, both 18, last appeared March 27 before Judge Susan Clancy Boles, according to court documents. Santos’ attorney Timothy P. Martin filed a standard motion for discovery for police statements,

evidence, a witness list and more in connection to the charges.

On March 31, Martin was sent a CD of unspecified contents in connection with the case, a court document said.

Santos, of the 1300 block of Timber Lane, and Barnett, of

the 300 block of Watch Court, each had been charged with aggravated battery of a person older than 60, a Class 3 felony, and unlawful videotaping, a Class 4 felony.

Santos and Barnett each had been accused of hitting a 97-year-old woman in the face with a nylon strap and making a video recording of the incident, according to court documents. Police said the incident occurred March 11 at the Rosewood Care Center in St. Charles, where Santos and Barnett worked as certified nursing aides. They were

terminated after the incident.

Barnett and Santos on March 17 were released on bond after their mothers each posted $1,500, according to court records. Bond conditions include no contact with the woman or her family, no entry to the care center, no transmission of the video that is the subject of the case and no possession of cellphones.

Barnett is next scheduled to appear in court on April 22 with her own attorney, according to court records. Santos’ next court date is May 8.

Dawn Weber and Tamara Getzelman said they will call State Rep. Bob Pritchard to request the laws in Illinois be changed.

Most states in the United States require those with seizure conditions to have a seizure-free period before they are allowed to drive. Some states also mandate that doctors report epilepsy conditions. According to the Epilepsy Foundation, Illinois does neither.

“Maybe we’ll get some validation so other families don’t have to go through what we’ve had to go through in the last three years,” Tamara Getzelman said. “We’re never going to get our children back.”

Pritchard said he would try to visit with the families and hear their concerns, but he said it would be difficult to enter legislation soon because the bill would likely have to be heard by a committee and out of the House by next Friday.

“While we can certainly introduce bills to correct some of this, passing them is not always a sure thing,” Pritchard said.

Schmidt had her driver’s license canceled pending the outcome of the trial. She can now file a request with the Secretary of State to get her license back, Assistant State’s Attorney Phil Montgomery said.

One thing friends and families of the victims wanted from Schmidt was an apology,

which they said they never received since the day the couple died. “ ‘I’m sorry’ goes a long way,” said Sandy Cubica, a family friend of Dawn Weber.

Schmidt was initially charged with aggravated driving against the influence, which carries a sentence of between six and 28 years in prison, a charge prosecutors dropped in September. DeKalb

County State’s Attorney Richard Schmack previously said that no experts from the three labs prosecutors consulted would testify that Schmidt had been under the influence at the time of the crash.

Montgomery said he was disappointed with the verdict but respected the decision. He disagreed with Smith’s assertion that the case should have never been brought.

SYCAMORE – Patricia Schmidt’s attorney said her acquittal Thursday gave new life to the 49-year-old Sycamore woman once accused of reckless homicide in the crash that killed a local couple.

Defense attorneys Gregg Smith and Jonathan Minkus said the case alleging reckless homicide and aggravated reckless driving shouldn’t ever have been brought to court. Smith called Presiding Judge Robbin Stuckert’s decision courageous.

“This was a negligence case at best,” Smith said. “The judge did the right thing.”

Authorities said Schmidt was driving more than 70 mph Feb. 21, 2011, when she ran a red light at the intersection of Route 23 and Peace Road in Sycamore. Her pickup truck collided with the white Pontiac Grand Am carrying Tim Getzelman, 21, a Sycamore High School graduate, and his girlfriend, Alexis Weber, 21, a Kaneland High School graduate. Both died as a result.

Schmidt would have faced probation or up to five years in prison if convicted of the more serious charge, reckless homicide. Schmidt was released from jail while the case was pending since posting $50,000 bail April 6, 2011.

The trial began in January and continued a few days at a time until Thursday.

Testimony revealed Schmidt likely suffered a seizure just before the crash.

Schmidt’s neurologist, Andrew Ta, testified he was OK with Schmidt driving and knew she was driving herself to doctor’s appointments. Ta never filed a notice with the Secretary of State forbidding Schmidt to drive.

Stuckert said Schmidt always listened to her doctor and faithfully attended all appointments. Prosecutors asked Stuckert to put more emphasis on Schmidt’s decision to drive rather than her doctor’s own expert opinion, Stuckert said.

“I cannot take that out of the equation,” Stuckert said.

“Isn’t that what we expect ourselves to do?”

Stuckert called on residents

“One of our jobs is to present the evidence and make sure the defendant gets a fair trial,” Montgomery said. “The judge found her not guilty. The system worked.”

Defense attorney Jonathan Minkus said having a judge decide Schmidt’s fate rather than jurors helped them tremendously.

“I had great faith in the judge’s ability to overcome a tragic situation,” he said.

“We’re very proud of the fact that justice was done here in DeKalb County.”

Dawn Weber disagreed. Although she’s glad she doesn’t have to come back to court again, she doesn’t think she’ll ever finalize the grieving process for losing her only child.

“I’m going to cry tonight, and sleep, hopefully,” Weber said Thursday. “We’ll keep on keeping up. That’s what we do.”

Tamara Getzelman said holding the Random Acts of Kindness Day on Feb. 21, the anniversary of the crash, helps both families move forward.

“It reminds us to be kind and to treat others the way you want to be treated,” Tamara Getzelman said.

Quinn’s running mate criticizes GOP challenger’s financial plan

Vallas – who has 17 years’ experience as a school superintendent – said rolling back the income tax rates would have a $2 billion net impact.

All school districts would feel the effects, Vallas said, but the poorer districts would feel it the most. Losses would amount to $19.2 million at Elgin School District U-46, $13.7 million at East Aurora School District and nearly $6.2 million at Community Unit School District 300, according to his information.

He said schools already have cut from their budgets.

“I think school districts are looking at their budgets all the time,” he said.

As a result of the cuts, Vallas said, inequality among school districts would become more pronounced, the quality of schools would suffer and property taxes would increase.

Under Quinn’s budget plan, Vallas said, an additional $6 billion would be invested in education over the next five years.

Mike Schrimpf, a spokesman for Rauner’s campaign, issued a written response that accused Quinn of raising taxes and still cutting education funding by $600 million.

“Misleading the voters has been a hallmark of Quinn’s for the last four years, and with that kind of record, it’s no surprise the ‘Quinnocchio’ ticket is now making things up about Bruce,” Schrimpf said.

IYC-St. Charles intake facility to get $3.2 million renovation KANE COUNTY CHRONICLE editorial@kcchronicle.com ST. CHARLES – Gov. Pat Quinn on Thursday announced an investment of $3.2 million to completely renovate the intake center at the Illinois Youth Center in St. Charles, according to a news release issued Thursday.

The work is being funded

by Quinn’s $31 billion Illinois Jobs Now! construction program, the release stated.

“This project will allow us to get full use out of this vital building and protect the state’s investment in the facility,” Quinn said in a statement.

As the largest youth reception center, the facility at St. Charles is critical to the department’s intake process, Candice Jones, acting director of the Illinois Department of Juvenile Justice, said in a statement.

This project will replace the temporary work stations provided in the interim, and will be essential in ensuring the health and safety of youth and staff at St. Charles, Jones said.

The Illinois Capital Development Board will manage the project, which involves

asbestos abatement and remodeling the intake building, including all general, mechanical, electrical, plumbing and fire protection work.

Replacing the temporary structures will save the department about $36,000 annually.

The successful bidders include Path Construction Company Inc. of Arlington Heights, $1.9 million for general construction; Premier Mechanical Inc. of Addison, $576,000 for heating and air conditioning; Associated Electrical Contractors Inc. of Woodstock, $470,000, for electrical work; J.B. Contracting Corp. of LaSalle, $129,000, for plumbing; Amber Mechanical Contractors Inc. of Alsip, $107,300, for ventilation; Automatic Fire Systems Inc. of Rockford, $103,800, for fire suppression; and Colfax Corporation of Chicago, $50,000, for asbestos abatement.

In a statement, Illinois State Sen. Jim Oberweis, R-Sugar Grove, said updating the facility’s infrastructure will help the department in its mission of providing individualized treatment for young offenders in the hopes of turning their lives around.

available, according to Rebecca Babel, the director of student financial aid.

Students who don’t receive a MAP grant are faced with difficult choices to pay for college, she said.

“They might work a second job or it might affect the number of classes they take,” Babel said. “They might not buy all of the books for their classes. I think they make all sorts of choices to cope with it.”

Students could receive a maximum of $4,720 for the 2013-14 school year, which covers about 35 percent of tuition and fees, Babel said. The MAP grant at one time covered almost all of a student’s tuition, but the grant has paid for less as the cost of college has risen, she said.

NIU President Doug Baker echoed Babel’s sentiment about the rising cost of tuition as well as Quinn’s concerns about the average $24,000 debt burden placed on new college grads.

“Rising tuition has priced some students out,” Baker said. “I’d welcome a $50 million increase in MAP grants.

I think the governor’s very serious and it appears he has some support in Springfield.”

An Aurora man with a history of crimes driven by substance abuse has been sent to prison for a pair of 2013 burglaries.

Mark E. Swienton, 50, of the 1300 block of Monomoy Street, Aurora, was sentenced Thursday by Circuit Judge Susan Clancy Boles to 16 years in the Illinois Department of Corrections, according to a news release issued by the Kane County State’s Attorney’s Office.

On Jan. 15, Swienton pleaded guilty to two counts of burglary, each a Class 2 felony. At about 8:40 p.m. March 8, 2013, Swienton broke into a business in the 1300 block of West Galena Boulevard, Aurora, by smashing the front door window with a rock. The business was closed at the time. Swienton threw the cash register on the floor only to find it was empty. He fled empty handed. However, he cut his hand while breaking the window, and his blood was found on broken glass.

About 10 p.m. March 22, 2013, police saw Swienton use a rock to break through the glass front door of a business in the 200 block of South Third Street, St. Charles. Police took him into custody after a brief struggle.

Swienton was on parole at the time of both burglaries for three prior felony convictions, two from Cook County and one from Kane County.

During the sentencing hearing, evidence was presented to Boles that Swienton committed the burglaries to finance his heroin and cocaine addiction.

glary charges in three unrelated cases were dropped because Swienton agreed to pay $5,199.45 in restitution to the victims of those cases to cover the cost of property damage, and stolen merchandise, property and cash.

According to Illinois law, Swienton is eligible for dayfor-day sentencing. He receives credit for at least 378 days served in the Kane County Jail. The case was prosecuted by Kane County Assistant State’s Attorney Andrew Whitfield.

“We cannot have the money run out and [have] a lot of the dreams extinguished,” Quinn said. “That’s not the right way to go in Illinois or America. We’ve got to invest in the people who want to learn. We want a lifelong learning society.”

Quinn is running for re-election in November against Republican Bruce Rauner. Republicans have condemned Quinn’s plan for extending the unpopular income-tax increase as a broken promise to the public.

If the tax increase does roll back, it would create an estimated $1.6 billion revenue decline for fiscal 2015 and an even greater decrease in fiscal 2016.

Rauner has said the revenue shortfall can be made up through budget cuts, although he has not specified what exactly he would cut.

Carr, a junior from Chicago, said without MAP money and other scholarships, she’d likely work at a job to make ends meet instead of going to college to study something she’s passionate about.

“Without that money, I don’t think I’d be able to go to school,” Carr said. “I was kind of freaking out because I didn’t know if I would make the cut.”

DeKALB – Adrianna Carr has dreams of working in public relations for a company like Disney, which she said wouldn’t be possible without state tuition assistance to earn her business management degree from Northern Illinois University.

Carr is one of 140,000 Illinois college students who receive a Monetary Award Program grant from the state.

Had she waited a couple of weeks longer to apply, she could have been one of the more than 150,000 who qualified, but were denied because funding had run out.

Illinois awarded $373 million in MAP grants last year to residents attending in-state universities who demonstrate financial need, with money going to less than half of those who were eligible, according to the Illinois Student Assistance Commission.

Under the budget proposed by Gov. Pat Quinn, about 20,000 more students across the state could receive MAP grants with the help of a $50 million bump in funding to the program included in Quinn’s fiscal 2015 budget.

Quinn flew to DeKalb on Thursday and visited the NIU campus to promote his budget, which calls for making Illinois’ “temporary” 67 percent income tax hike permanent and doubling MAP grant funding over the next five years.

“We want to make sure we invest in scholarships,” Quinn said. “We understand how important college education is to the families and students of Illinois, but it’s getting more and more expensive. We want to make sure it’s affordable to working families.”

A law passed in 2011, with solely Democratic support, increased the personal income tax rate from 3 percent to 5 percent. It was designed to be temporary, with the provision that the rate would decline to 3.75 percent Jan. 1.

Supreme Court asserts narrow view of political corruption BLOOMBERG NEWS There are no former politicians on the current U.S. Supreme Court – and it shows. Wednesday’s 5-4 decision striking down some limits on individual campaign contributions may be right on the law, but it’s dangerously wrong on the politics.

In McCutcheon v. Federal Election Commission, the court struck down aggregate limits on campaign contributions, which will enable individuals to contribute the maximum amount – currently $2,600 – to all federal candidates, while also making hefty contributions to the parties themselves.

Chief Justice John Roberts’ opinion is clear and logical – the government’s interest in preventing corruption, it

says, does not trump an individual’s right to contribute to as many candidates as he or she likes. The government’s efforts must “not have the effect of restricting the First Amendment right of citizens to choose who shall govern them.”

It’s a high-minded and admirable principle. But the court seems doggedly unaware of political realities that are obvious to the rest of the country. The opinion contends that the only corruption the government need concern itself with is the venerable quid pro quo. That’s a comically narrow definition – as Justice Stephen Breyer is at pains to illustrate in his dissent, to which he helpfully attached an eight-page appendix of quotes from elected officials, party members,

lobbyists and donors noting that money does, in fact, buy access and influence.

For decades, the Supreme Court recognized that Congress has an interest not only in prohibiting outright bribery but also in deterring more insidious – and common – forms of undue influence.

That’s how limits on campaign contributions emerged in the first place. Millions of dollars in campaign spending will inevitably translate into millions of dollars’ worth of legislative or regulatory influence. This court pretends such avenues of corruption simply don’t exist. If independent expenditures on a candidate’s behalf “do not give rise to corruption,” as the court ruled in 2010, and millions in direct contributions to candidates and parties don’t give

rise to corruption, as it ruled today, does any exchange of money ever lead to corruption?

Breyer’s dissent, sadly, is naive in a different way.

Wednesday’s decision, Breyer wrote, “creates a loophole that will allow a single individual to contribute millions of dollars to a political party or to a candidate’s campaign.” That’s true enough.

It’s also beside the point.

Billionaires already have their own political organizations, spending prodigious amounts on political activities and communications that are often indistinguishable from the actions and communications of candidate campaigns.

U.S. politics has entered a new era of megadonors and independent groups that

make the regime of contribution limits to candidates and parties seem almost quaint.

That old system no longer works. But no new system exists to advance the crucial public interest in deterring corruption of the government.

Whatever that new system will be, better disclosure needs to be part of it, as Roberts rightly notes. And, as Breyer says, it must do a better job of balancing freespeech rights against “the importance of protecting the political integrity of our governmental institutions.” Otherwise, the judicial branch may soon find itself dealing with a campaign-finance scandal that could have been predicted by everyone but the nine justices of the Supreme Court.

That’s about the only part of the operation he’s approached passively.

With the biennial Crown coming to Rich’s Sugar Grove golf course in 2016 – and ideally beyond – after July’s debut event at Caves Valley in Owings Mills, Md., there’s hardly been a hiccup in preparation.

“This is really something that’ll be very, very special,” Rich said Thursday, “especially the way that we’re going about energizing all the ethnic groups in Chicago.”

More expansive than the United States-against-Europe format of the complementary Solheim Cup, which Rich Harvest hosted in 2009, the International Crown is composed of 32 players from eight countries.

The United States enters July’s inaugural LPGA International Crown at Caves Valley in Owings Mills, Md., as the top seed among eight teams.

Stacy Lewis, Paula Creamer, Lexi Thompson and Cristie Kerr will comprise the U.S. team.

Creamer and Kerr were part of the American Solheim Cup squad at Sugar Grove’s Rich Harvest Farms in 2009. Rich Harvest will host the Crown in 2016. helped launch the four-day, match-play competition after routinely consulting the Rolex World Rankings and noticing the global scale.

The same rankings helped determine the Crown field.

The United States, South Korea, Japan, Thailand, Spain, Sweden, Chinese Taipei and Australia will participate at Caves Valley. Rich and Co. are seeking a corporate sponsor that would help Rich Harvest become the Crown’s longterm venue.

Rich said 450 volunteers already are on board for 2016.

Almost 1,600 volunteers boosted the effort in 2009, when the Solheim Cup attracted about 120,000 spectators over four days.

“So the communities around Sugar Grove – and that takes in quite an area; I mean, through Kane County and what have you – everybody is extremely excited about it,” Rich said.

Among the Solheim gallery were 4,000 to 5,000 Illinois prep girls athletes invited to the grounds. Rich, persistently committed to growing golf, still finds fuel in those bygone conversations.

“I talked to a lot of them, and they said, ‘ Mr. Rich, you know, we didn’t even know what the Solheim Cup was,’ ” Rich said.

“They had never heard of it until we invited them and they came on the grounds and they learned all about it and they said, ‘Wow, this is really something.’ ”

The Cubs facilitated fraternization between major and minor leaguers by consolidating cafeterias and common areas at their new spring training home in Mesa, Ariz.

Several Kane County Cougars capitalized on the lack of barriers and got busy picking big-league brains.

“The last couple years, it’s been separate,” Cougars second baseman Daniel Lockhart said, “so now that they’re together, we’re able to have conversations with them and they give us some tips. … Usually we weren’t able to do that, so that’s been nice, you know. Be able to see the guys who are there where you want to be eventually.”

“See the Future” emerged as the Cougars’ 2013 marketing slogan in the club’s first season as a Class-A Cubs affiliate, but in many ways extended to next spring.

While the Cubs feature their share of veterans, minor leaguers find the youth of lineup regulars such as shortstop Starlin Castro, first baseman Anthony Rizzo and left fielder Junior Lake especially reassuring. All are age 24.

“It’s good to see them.

You know, pick their brains a little bit,” said Cougars left-hander Nathan Dorris, who’s more high-profile than others at this level given last season’s Midwest League All-Star nod. “But on the same note, they’ve got a job to do and they’re trying to get better as well, so you try to stay out of their way.

Groundskeeper Wasielewski: Cougars general manager Curtis Haug hailed new head groundskeeper Dave Wasielewski’s mettle in preparing the Fifth Third Bank Ballpark field for Tuesday’s home opener.

It wasn’t long ago that onlookers peered in the dugouts and tunnels and saw sheets of ice. Things were more dire on the diamond itself.

“Oh my gosh, it’s been a winter that most of us have never been through before,” Haug said. “It’s taken a lot of preparation. A couple weeks

ago, we didn’t think we were going to make it.”

The Cougars employed a few measures to speed up the thawing and treating process.

One tactic: renting heaters and letting them blow underneath the tarp for the bulk of the day.

Wasielewski, a Chicago native, spent nine seasons as an assistant on the Cubs grounds crew.

“That’s a nice thing to have,” Haug said. “He’s got some good resources. Good people and references with the Cubs to work with.”

Dome opener: In the worst of weather, the Cougars

know they have the nearby Strikers Fox Valley indoor soccer facility as a resource for early-season practices.

Playing games at the socalled “Cougardome” is not an option, however, given the dimensions.

In Rosemont, that’s another story.

Several softball teams have squeezed in spring break games this week at the Dome in Rosemont, which houses two fields and has been open for more than a year.

“That’s the first time I’ve played there and it’s very nice,” Burlington Central

coach Wade Maisto said after the Rockets split Wednesday’s indoor doubleheader against Waubonsie Valley.

“I can see why teams play there now; it’s a really nice facility.”

The overhead covering is 565 feet long, 250 feet wide and 75 feet high.

“Some balls hit the roof that are dead balls,” Maisto said, “but not many.”

Speed spurs Cougars’ strong start in opener

KANE COUNTY CHRONICLE WEST CHICAGO – The St. Charles East girls soccer team remained unbeaten Thursday, defeating West Chicago, 5-1, on the Wildcats’ home turf field.

“A good game,” Saints coach Paul Jennison said.

“Obviously freezing cold, but it was a couple of decent teams trying to play some soccer and I was happy with the effort against their talent.”

East (2-0-1) took a 1-0 lead into halftime before West Chicago responded with the equalizier. The Saints recovered to score the final four goals of the match, spreading their attack.

“It was nice to have a few different scorers out there,” Jennison said.

Goalkeeper Kendra Sheehan played the bulk of the afternoon in net before Alison Chesterfield entered for the final 15 minutes.

Geneva match canceled: At

Granite City, Geneva was unable to escape the inclement weather, as the opener of its downstate spring trip, a match at Granite City, was washed out.

BASEBALL Burlington Central 13, East Carter (Ky.) 5: At the Cal Ripken Experience in Myrtle Beach, S.C., Central closed a 3-1 spring break trip behind an offensive barrage. “Oh, it was great,” St. Francis coach Rich Janor said. “We had played pretty well overall and kind of broke the ice with the season here, no pun intended, and kind of hopefully set the tone for the early part of our season.”

Kaneland’s game Thursday at Elder (Ohio) was rained out. The Knights endured a lengthy rain delay Wednesday to watch the host Cincinnati Reds defeat the St. Louis Cardinals, 1-0, at Great American Ball Park.

Ricketts considers selling share of Cubs CHICAGO – The Ricketts family is exploring opening its ownership of the Cubs to minority shareholders to help finance long-overdue renovation and expansion of Wrigley Field.

But what the IHSA does with the millions of dollars it makes off state tournaments remains a mystery, causing concern among entities that deal with the IHSA on a regular basis. In a news release issued by the IPA on Wednesday, executive director Dennis DeRossett said the the IHSA is “clearly profiting off of public, taxpayer-funded events.”

“It should be public knowledge how much revenue is being generated by these events and other exclusive arrangements along with what percentage or amount of that revenue is being remitted back to local school districts,” DeRossett said in the release.

In addition, the IHSA controls how media companies distribute video coverage of playoff and championship games.

After entering a partnership with the National Federation of High Schools in July, fans who don’t have cable services with Comcast were charged a $9.95 pay-per-view fee to view state playoff events.

The IHSA had not charged for such video content for the previous 10 years. Troha said last year the IHSA receives a flat fee as part of the partnership.

Playoff games webcast on the NFHS site are blocked from other media outlets after a Sangamon County judge’s ruling in 2012 on the matter. Several media outlets – including the Northwest Herald – sued the IHSA in 2008 after it denied photographers access to the field during the state football championships. The litigation was later dropped.

Chapa LaVia said Tuesday that her introducing the resolution should not be misconstrued as an accusation of IHSA wrong-doing. She said she brought the resolution as a way of getting the IHSA’s attention, simply asking that it offer more information than it currently offers to the public.

With a special event for high school and junior girls players from five states coming to Rich Harvest later this year, Rich’s staff remains busy with more urgent matters, as well.

The course, home of the Northern Illinois men’s and women’s golf teams, also will host an NCAA men’s

regional this year and The Western Golf Association’s 2015 Western Amateur and 2017 Centennial Western Junior.

Rich, an NIU alumnus, speaks passionately about each endeavor, but for now, the Crown arguably puts the biggest glint in his eye.

“It’s so everybody can benefit,” he said. “The county as well as the communities. That’s what it’s all about at the end of the day.”

Linda Chapa LaVia insists she’s not on a witch hunt in asking the Illinois High School Association to be more open about how it conducts its business.

The Democratic State Representative from Aurora believes that a not-for-profit organization that took in $10.9 million in revenue in 2011, according to its 990 tax form, should be more forthcoming about where its money is coming from and how it is being spent.

Chapa LaVia recently introduced House Resolution 895, which seeks to hold public subject matter hearings searching for answers from IHSA officials. Topics, the resolution reads, include how the IHSA administers and funds high school sports, how it protects prep athletes as well as an explanation of the costs and income associated with the administration of high school sports.

The IHSA, founded in 1900, operates as a 501(c)(3) and is therefore exempt from making its financial information public. The IHSA maintains that the contracts Chapa LaVia characterizes as “exclusive” should remain private. Because of its not-for-profit status, the IHSA says it is exempt from state laws that make its business public. The governing body, Chapa LaVia said, cannot even be investigated by state auditor general Bob Holland.

But that’s just where Chapa LaVia’s concerns begin.

Although a House Resolution is nonbinding, Chapa LaVia – along with officials from the Illinois Press Association and Illinois Broadcasters Association – believe it’s time for the IHSA to be accountable to the state it serves.

“I hope they don’t have anything to hide,” Chapa LaVia said Tuesday. “But that’s not my purpose – it’s not a witch hunt. I’m just looking for some knowledge and some transparency.”

The IHSA issued a statement

regarding Chapa LaVia’s resolution March 14, stating it had no idea what concerns Chapa LaVia might have because the legislator had not contacted its office. Chapa LaVia confirmed that she had not reached out to the IHSA, but said she has meetings with executive director Marty Hickman scheduled for the near future.

The IHSA statement touted that it offers more than 300,000 students each year the opportunity to participate in high school sports. It stated it has eliminated membership dues, worked to make high school sports safer and balanced its budget. In addition, the IHSA wrote that it has funded its pension and “shared millions of dollars with its members.”

Exactly how much the IHSA has handed back to schools, however, remains unknown.

IHSA spokesman Matt Troha did not respond to an email seeking information about IHSA contracts. Hickman was not available for comment and did not respond to an email.

According to its 2011 tax return, the IHSA took in almost $8 million in revenue from its state tournaments. The IHSA also reported it took in $212,553 in souvenir income – money that Chapa LaVia said taxpayers spent after paying to gain admission to IHSA events, giving them a right to know where that money is going.

The same tax return stated that the IHSA spent $10.8 million in 2011, including more than $5 million on state tournaments.

The second biggest expenditure came in the form of $996,000 in compensation for employees and officers and more than $850,000 on its pension fund.

Schools that host IHSA tournaments receive 20 percent of the gate as well as a financial guarantee that varies on what level of the postseason tournament the school hosts.

Stingily heads strong group at running back

Northern Illinois’ second-year running backs coach would like his tailbacks to make his decisions difficult when it comes to filling out the depth chart.

With the running backs NIU has coming back, Copeland might be in for some hard work.

There’s senior Cameron Stingily, who ran for more than 1,000 yards last season. Senior Akeem Daniels, the starter in 2012, missed last season because of a foot injury, took

a redshirt year and is working his way back this spring.

Sophomores Draco Smith and Aurora Christian grad Joel Bouagnon saw time as true freshmen in 2013, while speedy redshirt freshman Jordan Huff could have an impact this fall as well. Junior Keith Harris Cameron Jr. suffered a Stingily season-ending ankle injury last season and has not practiced this spring but should be in the mix as well.

“I tell those guys all the

time, their job is to make my job hard. If my job is easy as far as who’s No. 1, 2 and 3 in that pecking order, than we don’t have a very good room,” Copeland said.

“Competition makes it better.”

NIU knows what it has in Stingily, who went from beJoel ing buried on Bouagnon the depth chart to grasping the Huskies’ starting tailback spot in 2013, rushing for 1,119 yards.

During NIU’s scrimmage March 28, Stingily played only one series so the staff could see

what it had in the rest of the group.

One back who stood out was Huff.

“He’s kind of that guy who can put his foot in the ground and really accelerate. He’s got some burst to him that, [from] other guys in our league that I haven’t seen. He’s got that onefoot burst I like to call it,” Copeland said. “He can put one foot in the ground and accelerate.

Just like most freshmen, he’s got to work on some coachable stuff that’s easily correctable, just takes a lot of reps.

“That’s what spring ball is for. He’s definitely got ability, there’s no doubt about it.”

Huff worked with the scout

team last season but has been getting both first- and second-team reps this spring.

“It’s been a very big learning experience,” Huff said.

“Working on fundamentals, things I need to work on so I can get better for the season and camp come summer.”

Before the arrival of Chandler Harnish and Jordan Lynch, NIU was known more for being a running back school.

Tailback should be a main strength in 2014.

“We’ve got a lot of depth right now,” Bouagnon said.

“We’ve got a lot of backs. Lot of speed, lot of power. We’re well-rounded right now.”

Lynch to work out privately for Bears

By JEFF ARNOLD jarnold@shawmedia.com There are days when Jordan Lynch waits for his cellphone to buzz, informing him that it’s time to leave for practice, a weightlifting session or meeting with his former Northern Illinois teammates.

For the first time in recent memory, however, the Heisman Trophy finalist has more free time on his hands.

It’s a strange concept for a football workaholic who has shifted his attention from running an offense to preparing himself for next month’s NFL draft.

Lynch still works out and throws on a daily basis. But biding his time for another month has proved to be a balancing act for a prospect who has drawn attention from NFL teams as a quarterback, defensive back or running back.

“I’m just enjoying my time to relax,” Lynch said in a phone interview Thursday morning. “I haven’t had that for the past year or so, so it’s just relaxing just to hang out.

“But this whole process can be long at times and so you’re always kind of looking forward to the next thing.”

Lynch is scheduled to work out privately for the Bears on April 18. The work-

out will be his first with an NFL team since the NFL Scouting Combine.

The Chicago native said he and his agent have been in contact with between eight and 10 teams – half of which are considering him as a quarterback and the other half of which look at him to take on another role.

Lynch said Thursday that he will work out for the Bears as a quarterback, offering them a late-round option if they Jordan Lynch choose to address the need for a backup.

The Bears have two quarterbacks on their roster – starter Jay Cutler and backup Jordan Palmer, whom the Bears signed to a one-year deal March 9.

Lynch said he is willing to do whatever a team needs just to get his foot in the door.

But it’s clear that he’s banking on sticking with his current position despite plenty of chatter from analysts who maintain Lynch would be a better fit elsewhere.

“I know I’m a quarterback first and I think, at the end, that’s what I will end up playing [in the NFL],” Lynch said.

“I feel like that’s my best po-

sition, that’s what I’ve been playing and that’s what I’ve been proving people wrong with.”

During his senior year at NIU, Lynch threw for 2,892 yards, 24 touchdowns and eight interceptions. He also ran for 1,920 yards and 23 touchdowns, averaging 137.1 yards a game on the ground.

It’s that versatility that he said could make him attractive to NFL teams – including the Bears.

Lynch met with the Bears at the Combine along with Oakland, Cincinnati, Miami and Cleveland. While he monitors league activity in which team might be in need of his services, he is focusing on his future.

Lynch will try to treat the Bears workout as just another chance to prove himself.

He’ll attempt to stay grounded without getting “too jacked up.”

But he also knows there is a need after the Bears lost backup Josh McCown to free agency to Tampa Bay last month, providing some urgency to put his skill set on full display later this month.

Lynch gets the sense the Bears will take a quarterback in the draft’s later rounds and said that he could be among the handful of candidates the Bears might be considering.

Local students celebrate at Eagle Court of Honor event KANE COUNTY CHRONICLE neighbors@kcchronicle.com Ryan Valesh and Mike Jacobson of St. Charles Troop 80 had their Eagle Court of Honor ceremony on March 16 at the Congregational United Church in St. Charles.

Valesh is the son of Robert and Jeanne Valesh of St. Charles.

Jacobson is the son of Allen and Michelle Jacobson of St. Charles.

Valesh and Jacobson are seniors at St. Charles East High School.

Valesh’s Eagle Service Project was performed for the benefit of Garfield Farm and Museum – an 1840s working farm and museum, dedicated to preserving America’s agricultural heritage.

Over a three-day period, Valesh – along with a dedicated group of parents, scouts and friends – devoted more than 200 hours of work by stripping, staining, and resealing 22 benches and picnic tables used throughout the year for community events.

In addition, all porches, ramps and decks on the farm were water sealed to protect them from the elements.

Jacobson’s service project entailed drafting a plan for planting evergreen trees at the St. Charles Sportsmens Club in Elburn.

The process included researching and sourcing plant materials, meeting with representatives of the club to present and execute the plan, fundraising and – the final step – overseeing the planting of over 50 seedlings.

In addition to beautifying the property, the goal of the project was to provide a wind and noise break for the club and adjacent neighbors.

Valesh and Jacobson have had numerous leadership positions with their troop. Each was awarded the Ad Altare Dei religious medal, and both are members of the Order of the Arrow.

Valesh will attend UW-Stevens Point studying fish and wildlife management, and Jacobson plans to pursue an engineering degree.

College aims to send more students abroad KANE COUNTY CHRONICLE neighbors@kcchronicle.com SUGAR GROVE – In coming years, Waubonsee Community College intends to send more students overseas as part of study-abroad programs.

With the intent of broadening educational and cultural learning opportunities available to students, the community college will partner with the Institute of International Education’s Generation Study Abroad Initiative, which launched March 3.

Generation Study Abroad is a five-year initiative that will mobilize resources and commitments from a coalition of employers, governments and associations toward the goal of doubling the number of U.S. students studying abroad by the end of the decade, according to a news release.

“Our college will turn our study-abroad program from a passive opportunity into a proactive program, seeking and recruiting students,” said Dr. Melinda James, Waubonsee’s vice president of student development, in the release.

More than 150 institutions of higher education from 41 states have already agreed to partner with the study abroad initiative, states the release.

The initiative also has earned the support of key international bodies, including the U.S. State Department’s Bureau of Educational and Cultural Affairs and foreign governments and organizations in China, France, Germany, Israel, Japan, Norway, Spain and the United Kingdom.

Audi A6 offers quiet, powerful ride Audi has the roads covered in engines and prices when it comes to sedans for sale in these United States.

The German company has four-cylinder, V6, V8 and 12 cylinder sedans with prices ranging from $30,000 to $130,000 for the A4, A6, A7 and A8 models. They are compact, mid-size or full-size sedans. The coupes are an A5 and a TT. Perhaps the most highly regarded is the A6 with the choice of a four cylinder, V6 or V8 engine and a price range of mid-$40,000s to high-$70,000s.

The 2014 A6 in for a week of test driving cost $45,200, which paid for a 2-liter turbocharged four-cylinder developing 220 horsepower and an all-wheeldrive system that Audi has trademarked as quattro. That engine and AWD system also can be found in the A4 and A3.

Instead of a six- or seven-speed sequential DSG shifting mechanism, though, the A6 had the engine mated to an eight-speed shiftable automatic transmission.

Needless to say, the shift points were not noticeable and torque was quietly provided at all speeds. This 3,957-pound sedan can accelerate from 0 to 60 miles per hour in 6.6 seconds, according to the factory.

Braking is in the 120-foot range on P255 all-season 17-inch tires mounted on the 10-spoke alloy wheels. Front and rear brake discs measure 13-inches.

Airbags are in front, on the sides and overhead. Traction and stability controls cooperate with a four-wheel antilock braking system. The five seat positions have headrests and seatbelts (pretensioners in front).

Audi provides a variety of engines for the 2014 midsize A6 sedan. The most inexpensive is a 2-liter, 220-horsepower, turbocharged, four-cylinder mated to an eight-speed automatic transmission.

BEHIND THE WHEEL Jerry Kuyper sensors for reflection on a rear view camera. It can really help in tight parking situations. The sound system included 10 speakers, compact disc player, MP3 playback and iPod capability, Bluetooth, and AM-FM-satellite radio with presets.

Quibbles are few but included small buttons for the directional vents of the heating and air conditioning systems. They are tiny buttons and could use an increase in size. The MMI sound system with the seven-inch color screen was confusing, but an owner’s manual explained how to use it.

Trunk space is 14 cubic feet

and small for a midsize sedan, but the storage space can be doubled as the split rear seats can fold flat.

Although the exterior design is prosaic and understated, this means it will not go out of style in a few years. It may look as fresh or in vogue 10 years from now as it is today.

Silence prevails in the cabin when the sound system is off. This is a tight, highly insulated sedan. The multilink suspension system was tuned to a sport ride so expect to feel the road more than normal.

Seats are buttressed and comfortable front and rear.

The front seats power back for taller folk. Officially the leg room in front is 41.3 inches, but that is when seats have not moved, leaving 37.4 inches of

leg room in the rear. When the front seats power back, more leg room becomes available.

Steering is precise and begs for fingertip control. Quattro provides a system where road conditions and speed dictate power flowing to front or rear axles. The system seeks the most tire grip for the car. If Audi engineers can be believed, that tire grip is not only sought but found. Traveling around corners at high but legal speeds was done safely and without incident. In fact, the A6 quattro system kept the car as balanced on those sharp corners as in straight-a-ways.

Amenities are above the norm and include a power sunroof and tilt-telescoping steering wheel to accompany power express windows, power and heated front seats, plus heated

side mirrors. The mirrors are power and, at night, a driver can see the lighted control. Other goodies are power door locks, an automatic three-zone climate control system, cruise control and courtesy lighting.

There are rain and light sensors to trigger windshield wipers and headlights.

Options, such as sound system and sport packages, can easily raise the price above the $50,000 mark.

Warranty coverage of four years or 50,000 miles includes 24-hour roadside assistance.

Free scheduled maintenance is provided for one year or 5,000 miles.

In the luxury midsize sedan market, the A6 stands out and is worth a look and test drive.

‘The Missing Picture’: A view of history that is as devastatingly personal as it is profound

By MICHAEL O’SULLIVAN The Washington Post Part memoir and part documentary, “The Missing Picture” engages with the past, not by confronting it, but by backing away. By doing so, it presents a view of history that is as devastatingly personal as it is profound.

In 1975, when the Cambodian-born, French-educated filmmaker Rithy Panh was 13, he and his family were deported from their home in Phnom Penh to labor camps by the Communist Khmer Rouge, who had just taken over the country. “The Missing Picture” is based on his memories of the deprivation and death that followed – in a manner that feels simultaneously detached and uncomfortably intimate.

It’s frankly amazing how much poignancy he is able to wring out of simple models. Unlike traditional stop-motion animation, Panh’s figures don’t move.

They’re set up in miniature tableaus – replete with tiny plants, animals, furniture, buildings and props – that his camera zooms in on or pans over. Each one is a little work of art.

Why use clay, instead of actors or some other style of animation? That’s because dirt is a powerful metaphor for the director. It not only holds the bodies of those who died under the Khmer Rouge – including Panh’s parents – but, in the central symbolism of the film, their spirits as well.

Old black-and-white footage of skulls being excavated is paired with a scene of Panh’s mother and father watching their adult son, as if from the afterlife, on television. It’s a surprisingly effective technique.

Right off the bat, Panh confesses to a certain ambivalence about telling this story. In the film’s first-person narration (voiced, with even further detachment, by French mathematician Randal Douc), Panh writes that he isn’t seeking the past so much as it is seeking him. He also notes that he “would rather be rid of it.”

The film, then, is also part exorcism. While “The Missing Picture” could be called an animated film, it isn’t kid stuff. Passages dealing with people who have been reduced to

It helps, somewhat, that much of the film has the quality of a dream, even if the subject matter is, at times, nightmarish. Disturbingly graphic archival images are kept to a minimum and mixed with Khmer Rouge propaganda.

That’s also by design. If images haven’t survived that would paint a full picture of what he experienced, Panh will provide them himself, from memory. “A picture can be stolen,” says the narrator, standing in for Panh, “a thought cannot.”

As haunting as it is haunted, “The Missing Picture” leaves viewers’ heads rattling with ghosts.

• “The Missing Picture” received four out of four stars. The film is unrated and contains disturbing images.

It is in French with subtitles and runs 92 minutes.

Dear Reader: No one likes needles, but the needles used to give yourself insulin are very small, and the shots are very easy to administer. But for Type 2 diabetes, it is true that pills are often all that are needed.

In Type 2 diabetes, like the less common Type 1, blood glucose (sugar) levels are too high. Type 2 diabetes occurs when cells don’t respond appropriately to insulin; this is called “insulin resistance.”

Every cell in your body needs energy, and the glucose in your blood is an important source of energy. But to provide energy to a cell, glucose has to be able to get inside it.

Insulin is a hormone made by the pancreas, an organ inside your abdomen. Insulin circulates in the blood and ushers glucose into your cells. The insulin resistance seen in Type 2 diabetes makes it hard for glucose to get inside cells. As a result, glucose builds up in the blood.

When your body sees blood sugar levels rising, it makes unusually high levels of insulin.

That’s when blood sugar levels rise to the point where diabetes is diagnosed.

Today’s diabetes drugs address insulin resistance, insulin production, or both. Doctors have many drugs to choose from, and they often prescribe them in combination. I’ll discuss the more frequently prescribed drugs. (And I’ve put a table of these drugs on my website, AskDoctorK.com.)

Metformin (Glucophage) lowers blood sugar levels mainly by reducing insulin resistance.

It doesn’t stimulate the body to make more insulin. Unlike some other diabetes drugs, metformin does not cause weight gain, and it doesn’t usually cause blood sugar levels to drop dangerously low. Metformin can cause nausea, flatulence or diarrhea.

Sulfonylureas stimulate the pancreas to make more insulin.

About half of people who initially benefit from these drugs find that

they become less effective over time. Possible side effects include dangerously low blood sugar.

This risk is elevated if you drink alcohol or miss a meal.

Thiazolidinediones (TZDs or glitazones) reduce insulin resistance. They work most effectively in combination with other medications. Glitazones have been linked to several serious health problems and their use is now restricted.

Alpha-glucosidase inhibitors slow the body’s digestion and absorption of carbohydrates. This helps limit surges in blood glucose that occur after meals. These drugs often cause flatulence and diarrhea.

Glinides stimulate the pancreas to secrete insulin. They act rapidly and have a shorter duration than other drugs. As a result, they are less likely to cause dangerously low blood sugar.

It’s really not a big deal to take insulin. But we’re fortunate that insulin is often unnecessary because there are many effective pills for Type 2 diabetes.

Dear Ramona: It appears that the producers of wine coolers want to portray just such an image. That’s why wine coolers are packaged this way – to appeal to people who ordinarily do not drink alcohol.

Coolers are not low in alcohol. They average 6 percent alcohol by volume whereas beer averages 4 percent.

According to Chicago’s Parkside Medical Services, teens, especially girls, are drawn to coolers because they like the name, which suggests a light refreshing drink. This is a tremendous hazard because you can go from a lemonade to a lemon cooler in one easy step. This way, one doesn’t have to acquire a taste for alcohol.

A survey revealed that 40 percent of sixth-graders and 80 percent of all 11th- and 12th-graders have tried wine coolers at least one time. About five million American and 500,000 Canadian teens already have problems stemming from alcohol, and many started this way.

Do yourself a big favor and stick to drinking ginger ale and pure fruit juices (if available) at parties, and continue to say, “No, thank you; I don’t drink, and that includes wine coolers.”

On some deals, a defender will have a dilemma, not sure how to defeat the contract. He must rely on his partner.

Against five diamonds, West leads the spade two. How should declarer play? Suppose he wins with his ace, plays a heart to dummy’s 10, and runs the diamond nine to West’s king. How should West defend?

After two passes, East opened a light third-in-hand one spade.

South overcalled two diamonds.

West made a pre-emptive jump to three spades, showing four-card support and less than game-invitational values. (With a stronger hand, he would have cue-bid three diamonds.) North doubled to indicate a maximum pass, and South jumped to five diamonds.

This is a difficult deal. It is tempting for declarer to assume that East holds the diamond king. But after the diamond finesse fails, West wonders whether his side needs to take one diamond, one spade (when East has only five spades) and one club, or one diamond and two clubs (when East has six spades). He does not know, but East should. At trick four, West should shift to his club queen, and South plays low from the board. Now the spotlight is on East. From the spade-two lead, he knows that West has only four spades. So East should overtake with his club ace and cash the spade king.

What did declarer do wrong?

It is better to cash his diamond ace at trick two. If the king drops, fine. But when it does not, South turns to hearts, getting home if the defender with the diamond king has at least three hearts. Declarer’s club loser evaporates on dummy’s fourth heart.
