Kaneland school embraces Black History Month

She said the Black History Month lessons always are enjoyed by students. With students so young, she said, it can be a plus. Brubaker said kids “don’t care what you look like on the outside” and “really take it to heart” that people should be treated with fairness and respect.

KANELAND CONNECTION Al Lagattolla ELBURN – Deb Brubaker said she understands that John Stewart Elementary School in Elburn isn’t among the most diverse schools in Kane County. But Brubaker, a music specialist at the school, said that might be more of a reason to embrace Black History Month.

Brubaker said she, along with fellow music specialist Patricia Blackman, work in songs and music lessons to themes at every opportunity.

Brubaker said February is a “golden month,” featuring Presidents Day, Groundhog Day and Black History Month.

“It gives kids an understanding,” Brubaker said.

She said students learn Underground Railroad songs and freedom songs. She said she tells her students “that music is the closest thing to a time machine.” She

Kaneland aims to boost immunization policy

By AL LAGATTOLLA alagattolla@shawmedia.com SUGAR GROVE – Members of Kaneland’s school board on Monday night looked to “tighten” the school district’s policy on immunizations.

Board members are hammering out details of the Kaneland School District 302 Board of Education policy manual. Approval of the manual’s second reading had been on the consent agenda for the board’s meeting Monday night, but Cheryl Krauspe, the board’s president, wanted to discuss some items, including the immunization policy.

The current policy states a student would be exempted from immunization requirements on “religious or med-

ical grounds if the student’s parents/guardians pres ent to the superintendent a signed statement explaining the objection.”

Krauspe said “with all of the news” highlighting “the importance of immunizations,” she would suggest having those seeking an exemption to provide a detailed reason, as well as adding administrators could deny the objection. Immunizations have been in the news spotlight this year, as the Illinois Department of Public Health recently reported 14 confirmed measles cases in the state.

Renee Goier, the district’s interim superintendent, said she recently spoke to an attorney and said the district could require a parent to provide reasons for why they

would want a student to be exempted from immunization requirements.

Goier said any students who were not immunized might not have access to certain staff members. For instance, she said if a teacher is pregnant, “we can prevent that student from being in contact with that teacher.”

“They can turn in a request [to be exempt from immunizations], and we act on the request,” Goier said, adding she “wouldn’t bring that to the board,” rather the administration could determine whether to allow an exemption.

Krauspe also looked to add another change – addressing foreign students. The policy reads the district accepts foreign exchange students as participants in an exchange

program screened by the administration. Krauspe aims to adjust that, adding it would need to be a “preapproved” exchange program that would be “prescreened” by the administration. She said she was concerned about “for-profit organizations” that have been sponsoring such students in recent years.

“I just want to have it preapproved,” Krauspe said.

Board members unanimously voted to approve the rest of the policy manual. In addition, they asked to have the language changed on the immunization exemptions and the foreign exchange students. They said they would review those changes at the next meeting. Tony Valente was absent from Monday’s meeting.

All will advance to ballot after Campton Hills primary

By BRENDA SCHORY bschory@shawmedia.com CAMPTON HILLS – All candidates in the Campton Hills special primary Tuesday will advance to the April 7 consolidated election ballot, county election officials said.

A total of 388 ballots were cast, said Suzanne Fahnestock, Chief Deputy Clerk of Elections for the Kane County Clerk’s Office.

Those who will advance are candidates Harry Blecker for village president, incumbent trustees Laura Andersen and Susan George for trustee, and newcomer Michael O’Dwyer for trustee.

Two write-in candidates Steve Galloway for trustee and Nicholas Girka for clerk also will have their names printed on the April ballot, Fahnestock said.

Blecker received the most

votes at 251, followed by George with 249, Andersen with 248 and O’Dwyer with 227, Fahnestock said.

Galloway received 107 write-in votes. Girka received 123 write-in votes, more than enough of the 18 votes he needed to get on the April ballot.

The number of votes he needed was equivalent to 1 percent of the 1,744 votes cast for village clerk in 2011. The turnout was just under 5 percent

of the 7,868 registered voters in Campton Hills, according to the county clerk’s website.

Village President Patsy Smith is running as a writein for village president, as are trustee candidates Michael Turgeon and Donald Sheluga and clerk candidate Stephany Impson. Their write-in status, and that of Galloway, is being challenged in court by Campton Hills resident James Newman because they did not file

at Village Hall with the clerk.

They are to appear in court Thursday on the issue.

Newman also objected to write-in trustee candidate Galloway because he filed as a write-in for both the Feb. 24 primary and April 7 consolidated election.

Galloway’s attorney, Ken Shepro, said Galloway’s filing for the April 7 election as a write-in was in error and was withdrawn.

Objection to Campton Hills’ write-ins headed to court

By BRENDA SCHORY bschory@shawmedia.com CAMPTON HILLS – A judge will determine this week whether a Campton Hills resident has legal standing to intervene and challenge five write-in candidates for the April 7 consolidated election.

James Newman, a Campton Hills resident and an attorney, filed court papers seeking to stop write-in candidates, including Village President Patsy Smith, trustee candidates Michael Turgeon and Donald Sheluga, and clerk candidate Stephany Impson from receiving votes.

Attorneys are to appear before Kane County Judge Da-

vid Akemann at 9:30 a.m. at the Kane County Courthouse in Geneva.

Newman also objected to write-in trustee candidate Steven Galloway for the same reasons, and because he filed as a write-in for both the Feb. 24 primary and April 7 consolidated election.

Galloway’s attorney, Ken Shepro, said Galloway’s April 7 filing was in error and was withdrawn. The write-ins filed their declarations Feb. 4, records show.

Newman’s filing states the write-ins’ candidacies should be invalid because they did not file to Interim Village Clerk John Strauss at Village Hall.

Strauss said he was at home when he received the filings. Village attorney William Braithwaite said the write-ins also filed their declarations with the county clerk’s office.

“The election code is not very well-written, but that does not mean they can do what they want without consequences,” Newman said. “It is an affront to the democracy that we live in.”

Newman said going to an official’s home to conduct election business is wrong.

“I have no idea when, if, or where Patsy Smith or the others submitted their [declarations] because it was not done at the [village] clerk’s office where they were required to

do so by law,” Newman said.

“It has to be done at a public place and not at a home. Or how can anyone verify when it was done?”

Strauss had said because he is the interim village clerk and he works part-time, anywhere he is becomes his official office. Newman challenged that, saying the clerk’s office is only at its physical location.

“He is absolutely wrong,” Newman said. “The clerk’s office is the clerk’s office.”

Kane County Supervisor of Elections Suzanne Fahnestock said Newman’s objections regarding the write-in candidates were referred to

the Kane County State’s Attorney’s Office.

Assistant Kane County State’s Attorney Joseph Lulves said the office does not comment on pending litigation and would respond only through court filings.

Shepro said he would object to Newman’s petition to continue his objections.

“The election authority is Mr. Cunningham, not Mr. Strauss,” Shepro said, referring to Kane County Clerk Jack Cunningham. “They were not required to file with Mr. Strauss. They were only required to file with Mr. Cunningham.”

Botterman to fill vacancy on Batavia City Council

By ERIC SCHELKOPF eschelkopf@shawmedia.com BATAVIA – Kevin Botterman has been appointed to fill the vacancy on the Batavia City Council after the recent resignation of 5th Ward Alderman Steve Vasil- Kevin ion.

Botterman Aldermen voted to appoint Botterman at Tuesday’s Committee of the Whole meeting after interviewing him and Mark

Foster, the other candidate for the position.

Botterman will be sworn in at the March 2 council meeting. Vasilion was elected to the City Council in 2013 after defeating Eldon Frydendall for the 5th Ward seat.

Frydendall had been on the Batavia City Council for 32 years.

Botterman will fill the seat until Vasilion’s term expires in May 2017. The person who is elected in the April 2017 election will serve a full fouryear term.

Botterman and Foster are former employees of Shaw Media, which publishes the

Kane County Chronicle.

As a reporter for the Kane County Chronicle, Foster, 57, covered Batavia, including attending City Council meetings.

Botterman, 53, was a writer and photographer for Shaw Media from 2003 to 2007. He has lived in Batavia since 2003.

His past municipal experience includes serving on the Hampshire Zoning Board of Appeals, and as a member of the Hampshire Township Board. Botterman and his wife, Lori, served as volunteer co-campaign managers for Vasilion’s campaign.

By AL LAGATTOLLA alagattolla@shawmedia.com ELBURN – When Village President Dave Anderson earlier this month spoke to residents who packed the meeting room at the Elburn Village Hall, he explained he did not have details about how money could be saved if the village opted to contract its police service through the Kane County Sheriff’s Office.

But Anderson said he suspects there could be savings. He said Elburn must do something to address the cost of police pensions because the cost is starting to affect other projects, such as road repair.

“We need good streets, and we need police protection,” Anderson said. “Those aren’t wants. Those are needs.”

Since the village hit the 5,000 mark in population, the money for police protection has had to come out of Elburn’s general fund because voters in 2012 rejected a referendum proposal to create a new property tax levy specifically to fund police pensions. When a village population reaches 5,000 in Illinois, it no longer can fund its police pensions through the Illinois Municipal Retirement Fund.

Doug Elder, the village’s finance director, provided information that showed the police pension cost to the village is $144,780 this year. If it still could fund the pensions through the IMRF, the cost to the village would be $34,943.

Anderson said his preference to resolving the pension fund gap is to have a successful referendum. Officials last week directed staff to determine the cost for a special election held this November, since the deadline for the April 7 election has passed, and no regular elections are set for November. As of Tuesday, the cost had not been determined. The village also could wait and have the referendum on the ballot in

spring 2016.

Wanting the police Residents at the meeting earlier this month urged officials not to discontinue village police services. Ken Gustafson, a member of the police pension board and a longtime resident, was among those who spoke.

Gustafson said there are concerns. What if there were only one officer on duty in the village at any time, and backup was needed in another area?

“Do you want a town without police coverage?” Gustafson said. “You’ve got banks, several restaurants, three bars – all of those things generate a need for coverage. I, for one, would definitely not want to be in a town that only has partial coverage.”

Gustafson said residents would support a referendum if they knew the situation was so dire. He said in 2012, there was no talk of disbanding the police department if the referendum were not successful.

Elburn Trustee Dave Gualdoni has been vocal in support of keeping the police department. He said the last referendum “wasn’t communicated” very well.

“I think other than what was

said in the board room, nobody had any idea about what they were voting on,” he said. “All they saw was a tax increase.”

Gualdoni added, “I haven’t talked to a single person” who thinks it’s a good idea to contract police services through the sheriff’s office. Another Village Board member, Jeff Walter, said there had been a lot of emotion surrounding the situation, and “the people who showed up at the meeting do have an interest in getting something going.”

However, Walter said the village has to explore all options, including working through the sheriff’s office.

“I’m not in favor of disbanding the police department, by no means,” Walter said. “But if we can’t afford it, we can’t afford it. I’d like to drive a Mercedes, too.”

He said he didn’t believe that officials did a poor job of getting the word out before the 2012 referendum, but added, “I don’t think people understood the gravity of what we needed to do.” He said when people attended the meeting earlier this month, “you could see the light bulbs going off. … ‘OK, now we’re taking this out of the money we use for potholes and

shoveling snow.’ ” Drew Frasz, a Kane County Board member from Elburn, said he agreed with Anderson that part of the job is to be open to exploring all options. He said the Mill Creek community near Geneva has had a good experience with coverage from the Kane County Sheriff’s Office.

There also was concern at the recent meeting that Geneva-based ShoDeen, which soon will begin building its Elburn Station development, might have issues if the sheriff’s office provided police service in Elburn. But David Patzelt, president of ShoDeen, wrote in an email that “we don’t see this affecting Elburn Station in any way.”

“I believe this is a difficult issue that needs to be dealt with by the Village Board,” Patzelt wrote. “And as part of their decision process, [I] would hope that everyone considers such factors as a comparison of the cost of services, as well as crime statistics [based on population] ... in their community, compared to neighboring communities.”

Exploring the options Anderson said he contacted Kane County Sheriff Donald

Kramer to ask whether there would be interest if Elburn would consider contracting its services. The sheriff’s office has acknowledged a brief meeting did take place.

“He did not say no,” Anderson said, adding details were not discussed.

There are other municipalities in the state that coverage by a sheriff’s office. One such example is Machesney Park, which has had its police services provided by the Winnebago County Sheriff’s Office since the village was formed in 1981.

Officials said the village’s population is about 24,000.

Tim Savage, village administrator for Machesney Park, said the arrangement works effectively. He said village officials identify how many police officers would be needed, and the sheriff’s office provides the service. The village pays wages and benefits, including pensions, he said. Squad cars are clearly marked to note that they provide service to the village, as “the Machesney Park name is on the side of them pretty prominently,” he said.

The situation there is different, since the village always has used the sheriff’s services, but Savage said residents need not be concerned that they no longer would have police services if a situation were to require officers to respond to an emergency. He said officers already would do that in a mutual-aid situation.

“That’s an unwarranted fear,” Savage said, adding officers “work and patrol within our boundaries, and they maintain coverage.” He said “we don’t see any of those types of problems. ...”

Chief Deputy Kurt Ditzler of the Winnebago County Sheriff’s Office said officers patrol at Harlem High School and “make sure the kids are able to be safe and seen by the officers.” He

Geneva police were notified Monday that Patzer chose to waive extradition, Geneva Police Cmdr. Julie Nash wrote in an email Tuesday. Two Geneva officers traveled to the jail in Lake County, Indiana, where Patzer was being held and brought him back to Geneva, Nash confirmed.

Patzer was processed by Geneva police Monday before being taken to Kane County Jail, Nash wrote.

Gould’s named Pork Producer Family of the Year

The Gould family on Feb. 3 was named the 2015 Illinois Pork Producer Family of the Year in Peoria during the Illinois Pork Expo. The association represents more than 2,000 pork producers throughout Illinois. The family was surprised by the award, said Eldon Gould, who owns and operates Gould Farms with his wife, Sandy, along with their son, Chris, and his wife, Dana.

“It’s always nice to be recognized by your peers,” Eldon Gould said in a phone interview.

Eldon and his father, Don, started farming together in 1963, according to a news release. The family has a 3,000acre crop operation and a 750sow farrow-to-wean operation.

The Goulds currently produce 18,000 piglets annually for a local hog production network.

At some point during the Jan. 27 incident, Patzer assaulted his brother-in-law, Nash said. According to a Geneva police report, Patzer was armed with a knife in the area of the hospital’s intensive care unit.

“As Justin entered the ICU waiting room, he immediately grabbed his brother-in-law by the neck using his left hand, pinning him against the couch and wall,” the report stated.

The report also stated that Patzer removed a folding knife from his pocket and held it above his head.

According to the report, witnesses described Patzer as holding the knife like a dagger and yelling that he was going to kill someone. Delnor Hospital went into lockdown, which was lifted after less than two hours once police determined Patzer was no longer on the hospital campus. Patzer was involved in a crash with another car while leaving the hospital campus, Nash wrote in an email on the day of the incident.

Patzer’s case is due back in court March 4, according to court records.

said Elburn likely can save money through the elimination of an administrative staff. He said there also could be savings through evidence storage, and the village doesn’t have to deal with contract negotiations and discipline issues.

What’s next?

Anderson said no matter what, “We will not be without police protection as long as I’m in this seat.” If there were to be an unsuccessful referendum, Anderson said the village could continue to take money out of the general fund, so long as that money is available. But other services would continue to be lacking. Walter said he would be on board with a special election only if he knew that residents would support it. He said he would know that support existed if a committee would emerge and people “would be talking about a plan

to educate the community.”

“If we don’t have that, we don’t have what you would call citizen support,” Walter said.

Gustafson said a key would be how much of a tax increase residents would face in a referendum, saying “if it’s not going to be a significant increase in people’s taxes, it would really enhance the chances of it passing,” and “if it’s going to be more substantial, it would be harder to pass.”

Gualdoni doesn’t favor contracting out police services, even if a property tax levy referendum were to fail.

He believes that residents, fully understanding the options, would approve the referendum. But if not, he said, “I think there are other cuts we could make. … There are management positions that can be consolidated.” He said he could not envision supporting contracting out the village’s police services.

“I moved to town to have police and fire,” Gualdoni said.

ST. CHARLES TOWNSHIP – The 30-year-old Campton Hills man that caused a lockdown at Delnor Hospital in January is back in Kane County after waiving the extradition process, according to police and court records.

Justin Patzer was booked into the Kane County Jail shortly after 9 p.m. Monday and remained there as of Tuesday afternoon, according to online jail records.

He appeared in court Tuesday, and a judge ordered him to be held on $270,000 bond.

Patzer is charged with two counts each of felony aggravated domestic battery and domestic battery, and Justin Patzer one count each of aggravated assault, battery and leaving the scene of an accident, all in connection to a Jan. 27 morning incident at Delnor Hospital.

Local leaders on Tuesday railed against Gov. Bruce Rauner’s proposal to slash in half the local governments’ share of the state income tax.

“To eliminate 50 percent of the local government distributive fund is irresponsible,” Geneva Mayor Kevin Burns said at a Metro West Council of Government news conference.

“It is ill-advised. Every department in the city of Geneva will be affected if we lose $1 million by the reduction of the LGDF funds.”

Metro West Council of Government represents 34 municipalities in Kane, DeKalb and Kendall counties, including Batavia, Geneva, St. Charles, North Aurora, Wayne, Elburn, Sugar Grove, Campton Hills, Kaneville, Lily Lake, Maple Park, Aurora, Elgin and South Elgin.

According to the Metro West Council of Government, the reduction in funding would represent a direct loss of $37.5 million for the 750,000 residents in the 34 communities Metro West Council of Government

represents.

Elburn Village President Dave Anderson said local governments have done their part in operating within a budget.

He said the local government distributive fund represents about 11 percent of the village’s general fund budget.

“We are in deep doo-doo,” Anderson said.

According to the fiscal policy center at the group Voices for Illinois Children, Elburn would see its revenues cut from $553,649 to $276,824 in fiscal 2016 if the proposal goes through.

Other area leaders who spoke at the news conference included Batavia Mayor Jeff Schielke, St. Charles Mayor Ray Rogina and Aurora Mayor Tom Weisner.

“We stand unified,” Schielke said.

In an emailed statement response, Rauner press secretary Catherine Kelly wrote that, “Governor Rauner is committed to turning around Illinois, and that starts with getting our fiscal house in order after years of neglect. 10 Former teacher’s attempt to reduce bail unsuccessful

By ASHLEY SLOBODA asloboda@shawmedia.com ST. CHARLES TOWNSHIP – The former Fox Valley Career Center instructor accused of having a sexual relationship with a minor remained in custody Tuesday afternoon, as he has been unable to raise money for bail, county records show.

Glen C. Baum, 42, has been in custody since Feb. 4, a day after the Kane County State’s Attorney’s Office authorized charges against him.

He faces nine counts of felony criminal sexual assault and two counts of felony child pornography.

Prosecutors allege Baum had a sexual relationship with

a 17-year-old girl between May 2014 and January 2015, records show. At that time, he instructed high school students in fire science, according to a state’s attorney’s office release about his arrest. The Glen C. Baum teen reportedly was one of his students.

His bond was set at $250,000 with 10 percent to apply for release.

According to court records, Baum has attempted through friends and family to raise money for bail but has been unsuccessful.

Records show he asked for a bond reduction on Feb. 11.

“The amount of bond set in this case is oppressive and does not contemplate the financial ability of the defendant or any sources of funds he may be able to raise,” the motion states.

According to the motion, several factors are considered when determining bond, including the nature and circumstances of the offense, whether the offense involved violence or the use of a weapon, and the defendant’s motivation or ability of flight.

The document indicates Baum has no prior criminal history, is married and lives in Oswego with his wife.

“He has no means or mo-

tivation to flee the jurisdiction,” the motion states.

Judge James Hallock denied the request to reduce bond, records show. A condition of bond also was added: Baum cannot reveal the teen’s name to any other person, according to records.

Other conditions of bond include having no Internet access and no contact with the teen or any minor, except for his stepson with supervision, records show.

Baum is next expected in court at 9 a.m. March 18.

Baum, who was described as a contracted service provider at the Fox Valley Career Center, was terminated Jan. 14, according to Kaneland School District 302.

County Board grills sheriff on inmate program, lost revenue

By ASHLEY SLOBODA asloboda@shawmedia.com GENEVA – Kane County Sheriff Donald Kramer on Tuesday defended in detail his decision to terminate the federal inmate program but offered no solutions about how he would rectify the now $1.7 million revenue shortfall.

“I’m willing to meet the board halfway,” he told the Judicial and Public Safety Committee. “But I’m not going to give up $2 million worth of the operational budget. The expenses in the correctional budget were very tight to begin with.”

The first-term sheriff has taken heat from Kane County Board members since January, when they learned the federal inmate population had been reduced.

In a presentation Tuesday, Kramer outlined the challenges he faced upon taking office, including more than 40 union grievances by corrections staff and a number of pending unfair labor practices by the corrections union.

He said many of the employees’ grievances stemmed from not being able to take days off because of a lack of staffing, and one unfair labor practice stemmed from forcing employees to work in excess of four hours after working an eight-hour shift.

Additionally, he said, five corrections officers have re-

signed, 10 are on intermittent leave under the Family and Medical Leave Act, four are expected to take an extended leave of absence under FMLA, and five have physical restrictions that don’t allow them to be in contact with inmates.

“We’re grossly understaffed,” Kramer said.

His options were hiring more officers or reducing the number of inmates, he said, so he terminated the agreement with the U.S. Marshal’s Service. He noted he later learned he didn’t have the authority to terminate the intergovernmental agreement but did have the authority to ask the marshal to reduce the number of inmates.

“I did it for the concern of the inmates and for the concern of the officers,” Kramer said, stressing his decision was intended to make the jail safer. “I never deemed the jail unsafe.”

Board member Kurt Kojzarek, R-Gilberts, asked Kramer why he didn’t discuss his concerns about the jail in his first report to the committee on Dec. 12, three days before he made the call to the U.S. Marshal’s Service.

“Did you come to that conclusion within 72 hours?” Kojzarek asked.

Board member Monica Silva, D-Aurora, said decisions of this magnitude should be made with all decision-mak-

ers. Balancing the resulting revenue shortfall should not overwhelm other county departments or taxpayers, she said.

The federal inmate program was expected to generate $2.5 million, but Executive Finance Director Joe Onzick initially used the potential $1.4 million loss to frame the discussion because it represented the 43 detainees that were removed.

The estimated loss was revised to $2.5 million upon learning there were only one or two federal inmates left, Onzick said in an email.

As of Tuesday, the unresolved budget impact had been reduced to about $1.7 million through a $225,000 cut, two months of the program’s revenues, and the expected savings from the direct cost of housing the inmates, Onzick said. He noted the County Board has yet to approve the latter budget adjustment.

The Finance Committee was expected to discuss the issue today.

Chairman Chris Lauzen said if action on the sheriff’s revenue shortfall isn’t taken by the March 10 County Board meeting, that pushes the issue to April, and any glitch would bump it to May – six months into the fiscal year.

“Now that you’ve cut your budgeted revenue by $2.5 mil-

OBITUARIES NINA J. JAPUNTICH Born: Sept. 18, 1959; in Chicago, IL Died: Feb. 22, 2015; in Geneva, IL Nina J. Japuntich, age 55, of Geneva, peacefully passed away Sunday, February 22, 2015, at her home surrounded by her family after a courageous battle with cancer.

She was born September 18, 1959, in Chicago, the daughter of Dr. Louis and Nancy Mustari.

Nina graduated with a B.S. in Education from Rosary College of Dominican University and completed her master’s degree at Northern Illinois University. Nina loved teaching and was a lasting influence on the lives of the many students from St. Charles School District 303. Beginning in 1983, teaching 5th grade was her passion for several years until the births of her children when she decided to focus on raising them. In addition to being a full-time stay at home mom, she worked as a homebound tutor and advocate for children K-12 until she was diagnosed with cancer in October. Her dedication, kindness, and love will be missed by all those who encountered her warm smile and big heart.

She is survived by Joe, her loving husband of 27 years; son, Jon, who attends the University of Iowa; daughter, Christina, who attends the University of Illinois; father, Dr. Louis Mustari of DeKalb; brother, Gino Mustari of Cardiff by the Sea, CA; sister, Dr. Elisa Mustari of Mahomet IL; her godchild, Francesca Thielman (Shad, Angelina, Isabella) of Cardiff by the Sea, CA; and many dear nieces, nephews, relatives, and friends.

Barajas also was diagnosed with low bone density. After a knee surgery to repair a torn meniscus, Barajas was told she eventually would need a full knee replacement. She decided to get active and try to improve her overall health so it didn’t get to that point.

More than five years ago, she began working out and has seen a tremendous improvement in her strength and endurance.

“My knee is stronger than ever, and I attribute that to the fact that I’ve been working out to keep healthy and strong,” Barajas said, “I’m 63, and I don’t feel my age.

My philosophy is to just keep moving. I don’t want to sit around. I want to be as active as I can.”

Many people use excuses, including their age, to put off working out. But to these three women, age is never a barrier. At 75, Karstens still rides her bike several times a week to St. Charles and back.

She also is able to do a plank on a medicine ball and can hold a plank for more than 100 seconds.

“I may be getting older, but I’m also getting stronger,” Karstens said. “It’s so wonderful to be my age and to

be able to do so much. Fitness is going to give me a much longer and happier life.”

If you’ve been thinking about starting a fitness routine, it’s never too late to get moving and get healthy.

Fitness classes are offered for all skill levels, and all exercises can be modified to your ability.

“People get discouraged when they don’t [know] where

to start,” McDonald said. “But it’s important to start where you are and not worry where someone else is.”

Getting into a regular fitness routine has a number of benefits, no matter your age.

Classes can help you burn calories, improve strength and flexibility, and build muscle.

Not to mention, you’ll feel better overall.

“There are no doubts about the benefits of working out,” McDonald said. “Ten years ago, I couldn’t do the things I’m doing. I constantly see improvement in my strength, balance and the way I feel.”

If you’re looking for that extra motivation to start on the road to better health, take Barajas’ advice.

“Just get out there and get active!”

Fitness is always a hot topic when a new year rolls around. A lot of people choose to wait until January to get active and healthy, but several Batavia Park District fitness participants know the importance of staying active all year long.

The district offers fitness classes to encompass all skill levels and abilities, but Ginna Karstens, 75, Donna McDonald, 74, and Barb Barajas, 62, have proven you can be fit at any age.

All three women take part in Kathy Freedlund’s “Shape & Tone” class, as well as yoga at the district, and all three attribute their success to Freedlund’s knowledge of health and fitness.

“Kathy’s enthusiasm makes a big difference,” Karstens said. “I feel so much better when I go to class. I feel stronger, I have better balance, and I can keep up with all the younger girls in class.”

McDonald began attending Batavia Park District fitness classes more than 10 years ago, after she was diagnosed with osteoporosis.

LILY LAKE – Incumbent Jesse Heffernan, who is seeking another term for Lily Lake village president, is facing challenger Michael Carlson in the April 7 consolidated election.

Heffernan, 44, is a stay-athome mom. Carlson, 55, is a construction worker.

Heffernan first served as a village trustee in 2006, then became acting village president in 2007. She was elected as village president in 2011.

“I’m running because I’m always learning new things with the village,” Heffernan said. “And there are things I want to complete, such as the infrastructure on the roads. I’d like to get on a path on getting repairs done in an efficient and responsible manner.”

Carlson was elected as a Republican committeeman in 2011.

The village, which incorporated in 1991, has no property tax levy. It gets money from the state’s shared revenue, a utility tax and other fees.

“There’s a bigger picture of how to address the issue of maybe a property tax,” Heffernan said. “It’s the whole scenario of unifying the village as

a whole. It’s been in play for a long time.”

Heffernan said voters could create a tax levy by referendum.

Carlson said one issue that prompted him to run for village president is its lack of transparency about its finances.

“I have no idea what money is coming in or what money is going out,” Carlson said. “She [Heffernan] had a paper with the bills on it for the month and passed it around to all the board members. What about the people in the room?”

Carlson criticized the village’s website for not having any financial information on it.

Heffernan said officials were trying to improve the website to include monthly balances and minutes.

“He has voiced his opinion on the clarity of our finances,” Heffernan said of Carlson.

Another issue that prompted Carlson to become involved was the removal of a 20 mph sign on Route 47 near Lily Lake Elementary School.

Carlson blames the village for not providing input to the Illinois Department of Transportation. Heffernan said the sign was removed because it had one speed going one way, and 40 mph going the other.

Soda tax might be a good strategy against those empty calories BLOOMBERG NEWS Is it smart to impose a sin tax on soda? Many Americans hate the idea, considering it an imposition on personal freedom. Congress, likewise, won’t go near it anytime soon.

But it’s been recommended – for good reason – by the panel of doctors and public health experts who help define U.S. dietary standards. And it deserves a try, ideally by city and state governments.

Americans have a serious sugar problem, as the Dietary Guidelines Advisory Committee reported last week.

A sugar-rich diet is a major cause of obesity, which can lead to diabetes, heart disease and plenty of other deadly and debilitating ailments. So to suggest that people should consume less sugar hardly is controversial.

To go a step further and recommend using tax policy to persuade people to comply may be novel, but it’s based on a sound and well-established economic principle: Tax the bad stuff. Levying taxes on alcohol, tobacco and gambling – all of which impose heavy costs on society – has led to reduced consumption and helped finance the government programs that address the problems they cause.

Taxing sugary drinks, which are a leading cause of obesity but have no nutritional value, makes at least as much sense. Perhaps even more – after all, according to some studies, modest alcohol consumption may at least have some positive health benefits.

No such evidence exists for

sugary drinks.

Critics ask: Why not tax doughnuts and candy bars, too? But there is an important distinction between junk foods and junk drinks. Foods usually have a modicum of nutritional value and help fill the stomach, sending a signal to stop eating.

Sugary drinks do nothing but supply empty calories.

One city already is experimenting with a soda tax. In November, voters in Berkeley, California, voted by a 3-to-1 margin to impose a penny-anounce tax on sugary drinks.

A legislator in Connecticut recently proposed a similar levy. It’s too soon to know what the effect of Berkeley’s tax will be, but early indications from Mexico – which adopted a sugary-drink tax in 2013 – are encouraging. People there say they are drinking less soda, and they’re better aware of the link between sugary drinks and diabetes and obesity.

Although the economic case for a soda tax is sound, the political argument will take more time to develop. The soda industry, like the tobacco industry before it, still denies being part of the problem.

As obesity-related problems worsen and public health expenses multiply, states and cities will need a range of new strategies. Providing greater subsidies for fruits and vegetables – an idea that the federal advisory committee also endorsed – could improve diets. But to fight one of obesity’s leading causes head on, the best weapon may be a tax.

By KEVIN DRULEY kdruley@shawmedia.com GENEVA – Grace Loberg downplayed the impact her 23 points, 14 rebounds and six blocks made for the Geneva girls basketball team Tuesday night.

Asked whether she ever sensed her assertiveness in action during the Vikings’ 49-40 win against Bartlett in a 4A Geneva Sectional semifinal, the sophomore post demurred.

“I’m so focused on the game and not worried about what I’m doing,” Loberg said. “I’m worried about what’s happening.

I mean, it was a team effort. It was a good feeling. I know we could have played better, but a win’s a win.”

Geneva (22-6) realizes that kind of showing likely won’t hold up in Thursday’s sectional final against St. Charles East, which handed the Vikings their lone Upstate Eight Conference River Division loss in the Mack Olson gym down the hall about a month ago.

Bartlett (20-10) stayed afloat behind junior guard Kaitlin Brohan’s 21 points, but the Hawks don’t exactly mirror the hard-nosed, defend-and-run style the Saints will display.

“It’s going to be an exciting game,” Loberg said. “There’s probably going to be lots of people there, but we’re not focused on that. We’re going to be focused on the team. They’re a good team, but we definitely have all the keys to beat them.”

Vikings coach Sarah Meadows viewed the turning point of Tuesday’s game similarly.

Bartlett missed its first 10 field goal attempts of the third quarter after Lauren Janczak split a pair of free throws to cut the deficit to two points early in the period.

Meadows chalked it up to the Hawks’ struggles – they shot 30 percent for the game – more than the Vikings’ defensive prowess. Still, she felt an

added sense of urgency that swelled as Geneva’s 25-22 advantage at the break did. The Vikings led by 11 points after three quarters and never lost their edge in the fourth.

“We just talked at halftime that we just had to be better,” Meadows said. “Bottom line, we had to be better. … Offensively, we were kind of a disaster in the first half; same with defense, we were trying to play make-miss. We just weren’t on the same page. So we just need to refocus.”

By THOMAS KUEBEL editorial@kcchronicle.com MOOSEHEART – The Mooseheart boys basketball team breezed to the regional final with an impressive first -half showing en route to a 7865 win over Harvest Christian on Tuesday in an IHSA Class 1A Mooseheart Regional semifinal.

Senior standout Hameed Odunewu led the way for the Ramblers with 25 points, 10 rebounds and seven assists.

Odunewu was most excited about his assist total.

“Before the game I had 178 assists – my goal is to get 200 for the year,” Odunewu said.

He was complemented by teammate Ceda Makindu, who

was able to beat the buzzer with 3-pointers at the end of the first and second quarters en route to 15 points, seven rebounds, and six assists.

Makindu went on a stretch of five consecutive made baskets including four 3s late in the first half, earning praise from his coach, Ron Ahrens.

“Ceda shot the ball half-way decent in the first half,” Ahrens said. “ … We have passed the ball really well all year. People might have a hard time believing some of our assist stats that we have, but that’s what we’ve been doing.”

The Ramblers (18-10) on the night recorded 24 assists on 31 made baskets as a team.

Senior Noah Fox led a feisty Harvest Christian team with 12

points (19 for the game), four assists, and only one turnover in the second half. The Lions also played a trio of freshmen and started two juniors as a bright future looms for Harvest Christian.

“I’m so excited for the next couple of years,” Harvest Christian coach Scott Cork said. “We have some good freshmen that play very hard. I have a really good eighth-grade class coming up also. The future for Harvest right now is very, very, good.”

The defending state champion Ramblers will face Westminster Christian in the regional final Friday night at Mooseheart.

Westminster Christian is a team that the Ramblers lost to earlier in the season.

“We have to win our regional, you know, and we have a very, very good opponent that we have to play. We will see what happens,” Ahrens said.

Poor Mooseheart free-throw shooting was largely what allowed Harvest Christian to make the final score as close as it was. The Ramblers shot 10 of 30 as a team from the foul line, leaving some things for Mooseheart to work on during two days of practice before facing the Warriors on Friday.

Nonetheless, Odunewu is excited for the opportunity to win a final on his home floor.

“Last time we were here for the postseason we lost sectionals, and what makes it even better is it’s against Westminster,” Odunewu said.

LISLE – The warning signs were piling up for the Aurora Christian boys basketball team.

Those ominous moments added up to a 54-46 loss to IC Catholic Prep in Tuesday’s IHSA Class 2A Lisle Regional semifinal, ending what had been a strong season for the Eagles in sour fashion.

The second-seeded Eagles, who had defeated No. 3 IC Catholic by eight during the regular season, finish up 20-7 for the year.

“We played a good regular season, but it’s the postseason when it actually matters,” Lutze said. “We didn’t show up ready tonight. … I mean, we showed up ready to play, but I don’t think we played our best game out there. They

took us out of our game. They did a good job.”

The teams entered the fourth quarter tied at 31, and the Knights (15-13) ran 1:27 off the clock on the opening possession of the quarter against the Eagles’ zone before finding Will Lyles for a back-door layup. The Knights played from the lead the rest of the way.

“Our guys just stayed patient, worked it around, worked it around, worked it around and we found Will underneath,” IC Catholic coach T.J. Tyrrell said. “ … It was textbook basketball. Patient and not settling for an outside jumpshot, which we could have done several times, and instead we worked it around, worked it around and found Will underneath for an easy one.”

The Eagles twice cut the deficit to one point early in the fourth quarter, but IC Catholic kept the pressure on with resurgent offense after struggling to score for the first three quarters.

STC East softball’s Kolb back in business St. Charles East softball outfielder Katie Kolb played through agonizing back pain as a sophomore but was determined to remain in the Saints’ lineup.

“Coming off freshman year, I didn’t want to miss sophomore year – we just came off getting second in state [as a freshman], so obviously it was an exciting time,” Kolb said.

“But it was definitely frustrating. I wasn’t playing to the ability I know I could play at.”

Once the season ended, Kolb found out why. An MRI revealed a severe stress fracture in her lower back, prompting a mandated four months of rest and physical therapy.

Kolb fretted that being sidelined during the summer, travel season would dent her recruiting outlook, but on Sunday, the left-handed hitting junior lined up a college softball future by verbally committing to Winona State, a Division II program in Minnesota.

Kolb watched Winona State compete last weekend at an indoor tournament in

PREP ZONE Jay Schwab Rosemont, and came away enthused with the team – including St. Charles East product Lexi Perez, who projects to be a Winona senior when Kolb is a freshman. That was the age spread at East, too, when both players started on the Saints’ 2013 IHSA Class 4A runners-up.

Reuniting with Perez adds to the appeal of Winona, an intense and upbeat team with a quality coaching staff, Kolb said.

“When I [joined the team] my freshman year, [Perez] was very welcoming, very sweet, and when I ended up behind her when she played shortstop and I played left field. …

We always had each other’s back,” Kolb said. “I knew she would do anything for me and I would do anything for her, so it was really cool.”

Kolb said it was “really, really hard” to miss the summer

with her back injury given her zeal for softball. Her back still isn’t 100 percent and she’s seeing a chiropractor twice a week, but Kolb said she’s feeling much better than she did at the tail end of last season.

Kolb is the lone returning, starting outfielder this spring for an East team that has a pair of D-I Evansville recruits to help lead the way in infielders Alex Latoria and Olivia Cheatham. Kolb looks forward to a banner season now that her back is – for the most part – cooperating.

“I’m hoping,” Kolb said.

“I’ve been working really hard. I’d say I’m at 80 to 90 percent on the healing process so it’s definitely better than where I was my sophomore year, and sophomore year I could literally only do so much without being in excruciating pain, so junior year I’m looking forward to having another good year and looking forward to spending one more year with Alex Latoria and Olivia Cheatham before they go on to college.”

Conference finales tonight:

Not adding up: The past few weeks have reinforced that it’s sound practice for basketball coaches to delegate the task of making sure his or her team is not being shortchanged on the scoreboard.

In February alone, I’ve been to three high school games in which the scoreboard operator has lost track of a team’s point total without being corrected, and one of those instances might have had an impact on the outcome of the game.

Clearly some scoreboard operators need to do a better job of remaining alert throughout a game, but teams also ought to proactively protect their interests. Whether it’s an assistant coach, a statistician or some other support staff member, someone should be assigned the simple but important task of making sure the scoreboard is accurate.

Each of the Tri-Cities boys basketball teams will close their conference seasons tonight, headlined by Geneva’s visit to Larkin.

The Vikings (25-2, 12-1 Upstate Eight Conference River) will take the conference outright if they win at Larkin or St. Charles East stumbles at Elgin. An East win and Geneva loss would create a tie between the Saints and Vikings for the River championship.

Although Larkin – which features a formidable frontcourt combo of Christian Negron and Daniel McFadden – arguably matches up with Geneva’s size better than any other team in the conference, the Vikings handled the Royals, 57-45, when the teams met in Geneva last month. Geneva rides a 16-game winning streak into tonight’s rematch.

Elsewhere tonight, St. Charles North plays host to Batavia as the Bulldogs seek their first conference win over an upper-half team.

North needed overtime to win the teams’ first meeting in Batavia.

DeMoss and Nathan Traxler both bumped up a weight class from the divisions at which they won titles to earn early falls at 182 and 195 pounds, respectively.

The Cadets grabbed a 17-0 lead after three bouts, but, battling injuries at the upper weights and a season-long vacancy at 106, trailed by a point three bouts later.

Two more state placers, A.J. Jaffe (132) and Anthony Cheloni (138) earned victories before Matt Ferraro’s fall at 152 sealed the result.

Marmion will face fellow traditional power Oak Park-River Forest in a state quarterfinal at 11 a.m. Saturday.

“When Oak Park’s healthy, they are very, very very hard to beat,” Reynolds said.

In Class 2A, Kaneland lost to host Geneseo, 43-26, in a dual that couldn’t quite match the

drama of the team’s regular -season meeting, when the Maple Leafs won the final bout to defeat their Northern Illinois Big 12 crossover foes in Maple Park.

Geneseo earned its third successive berth to the dual team state tournament by pulling away in the second half of the dual.

The Maple Leafs held just an 18-16 advantage through six of 14 bouts.

Aurora Central Catholic boys hoops beats Bison BENSENVILLE – Brett Czerak (32 points) and Mario May (17) paced four double-figure scorers to lead the Aurora Central Catholic boys basketball team to a 72-63 win at Metro Suburban West rival Fenton.

“You know what, we held them, and I think our defense just stopped them. It helped us from them pulling the lead a little bit bigger,” Brohan said. “But once you hit a shot, you’re going to hit more, so I think at the end of the third quarter, when we made the layup, I think it got us back into it for the fourth.”

To a degree. With the 6-foot-2 Loberg disrupting Bartlett’s flow on both sides of the court, any comfort the Hawks could muster was hard to come by. Geneva hounded Bartlett with its fullcourt pressure, and the Hawks quickly learned they weren’t in the clear. Loberg collected four blocks in the first half, with a handful coming as Bartlett seemingly swooped through the wing and into the paint for a layup.

“Some of the times, I get beat, so I have to just run back and do the best I can to not let them score and get an easy bucket,” Loberg said.

As she noted earlier, a win’s a win.

I guess so, yeah. Everything I do comes off my teammates with them passing the ball. … Without me feeding off them, none of this would have happened over the past three years.

Did you do anything special to celebrate that milestone?

I kind of hung out with all the guys on the team afterward and kind of celebrated at a friend’s house, so yeah, it was fun.

Larkin is one of the teams that, size-wise, matches up with you guys better than a lot of teams.

Are you expecting a tough one [tonight]?

Yeah, it should be a good test for us. I think we need to come out this week and have a good week of practice. We had a good practice [Monday]. It should be a good matchup, and we’re looking to win the River outright.

Geneva senior forward Nate Navigato has had plenty of memorable weeks in his threeyear varsity Geneva career, but last week ranks high on that list.

Navigato scored a game-high 26 points to lift the Vikings to a key conference win at St. Charles North three days before becoming the program’s all-time scoring leader (1,590 points) in Friday’s win over Elgin as Geneva clinched a share of the UEC River title. Navigato, the Kane County Chronicle-St. Charles Bank & Trust Athlete of the Week, spoke with Chronicle sports editor Jay Schwab about the week and tonight’s regular-season finale at Larkin. The following is an edited transcript:

HAMPSHIRE – Luke McCurdy plodded down the lane.

He had turned the corner on Marengo guard Weston Shepard.

Before center Hunter Simonini could step out to meet him, McCurdy floated a shot just above the low block. The ball sailed high off the backboard, then fell in for the goahead basket.

The shot put the Burlington Central boys basketball team ahead by two points with 1.8 seconds left to play and became the difference in a high-scoring, back-andforth conference matchup. It was enough.

Adam LaRoche hopes to fill leadership role hit, share first base with Jose Abreu and be a leader. He’s been very good at all three.

“That leadership role is interesting because I don’t know if you can walk in anywhere and be considered a leader,” he said after his first day at camp Tuesday. “That’s something that’s earned.

“If I end up in that spot, great. I’ve been there before and I love it. I love being the guy that people come to when things are going on, whether it’s on the field or off the field.”

LaRoche is filling a few of the spaces Adam Dunn occupied – first base and DH, cleanup man, veteran. Both are popular, personable clubhouse guys but in different ways, LaRoche the devout Christian and Dunn the fun-loving generous lug who could show up at almost any backyard barbecue and fit right in. But Dunn never met the expectations of his contract, was booed by fans because of it and – although he never let on publicly – wasn’t happy in Chicago. Under those circumstances, it was difficult for him to lead, yet he was considered a clubhouse leader.

Help your knees by strengthening muscles and losing weight Dear Doctor K: I’m in my 60s. My knees have started to hurt, especially when I’m climbing stairs.

Can you recommend any nonsurgical ways to relieve this pain?

Dear Reader: Knee pain is one of the most common reasons for doctor visits. As you get older, knee pain can limit your mobility and take away your independence.

The keys to keeping your knees healthy? Strengthening muscles around the knees, improving balance and losing weight.

Let’s start with muscle strengthening. Your knee joints bear your weight when you are standing, and that creates a lot of stress on them. That stress is reduced by different muscle groups above the knee that help extend and bend your knee. They also help hold your body weight on a bent knee. Therefore, weakness of these muscles can cause higher levels of stress in the knee joint.

I spoke to my colleague, Michael Orpin, a doctor of physical therapy at Harvard-affiliated Massachusetts General Hospital. He recommends exercises that work many muscle groups at once. One such exercise is the sit-to-stand, in which you move from a sitting to a standing position repeatedly. (I’ve

Below the knee, the muscles in your calf are important for knee control. They also help propel the body during walking, stair climbing and running. Weakness in these muscles also adds stress to the knee joint. Heel raises can help to strengthen the calf muscles. To do a heel raise, hold on to a counter for balance. Slowly rise up on tiptoes, then lower heels to the floor. Try three sets of 15 repetitions.

You’ll also want to focus on balance to keep your knees healthy.

Maintaining balance requires your knees to work with your hips and ankles. This coordination takes practice. Simple exercises, such as standing with one foot right in front of the other, as if you were standing on a tightrope, can help.

Weight loss is the important final piece. The force of each pound you carry is magnified by the time

it reaches your knees. If you’re walking across a flat surface, for example, the force on your knees is equal to 1 1/2 times your body weight. Going uphill, it is two to three times your body weight.

Shedding extra weight reduces this force and can help prevent arthritis and injury. It can also reduce existing knee pain. To lose weight, try aerobic activity that doesn’t overload the knee.

Swimming or walking in a pool, or riding a stationary bike are good options.

You’re right to ask about nonsurgical options for knee pain – and you’re asking at the right time: as your knees are starting to hurt, but probably before they have been badly damaged. By taking action now to protect your knees, you can postpone, or even avoid altogether, the need for knee replacement surgery someday.

Surgery can be a godsend, but if you can protect your knees before they reach this stage – and you can – that’s even better.

Before we get to the play of today’s deal, though, what should South bid after West opens one diamond, North makes a takeout double, and East passes?

Next, plan South’s stratagem in four spades after West cashes his two top diamonds and shifts to a heart.

In the auction, if South bids one spade, it shows 0-8 points; if he jumps to two spades, it indicates 9-11 points. With more than that, he starts with a two-diamond cuebid. The auction continues two hearts – two spades – four spades – pass.

South can afford one trump loser, but not two. Strangely, the best play is the same even if East and West have passed throughout.

Here, West is marked with the spade king from his opening bid.

So, first playing low to the queen cannot be right. The second-best play is low to the 10, planning, if it loses to the jack, to cash the ace next. But even better is immediately to cash the ace. When the king comes down, South can gain an overtrick by finessing East out of his spade jack.

In isolation against passing opponents, if the ace dropped the jack, South would continue with the queen to drive out the king. Or, if the ace collected only the four and nine, declarer would cross to the dummy with a club and lead a spade toward his queen-10. He would have no guesswork.
