‘An ugly place’: Levy talk continues in Kaneland Board members clash; discussion on tentative levy set for next meeting KANELAND CONNECTION Al Lagattolla SUGAR GROVE – Members of the Kaneland School District 302 Board directed Associate Superintendent Julie-Ann Fuchs to move forward with plans for a tentative levy based on requesting the full amount the district is allowed to seek.

The vote was not unanimous at Monday night’s meeting, as Pedro Rivas and Tony Valente did not give a thumbs-up to the request.

Rivas and Valente both voted against the tentative levy last year. Fuchs told board members that the levy could be lowered, but not raised, before the adoption of the tentative levy, which could be adopted at the Nov. 10 meeting of the board.

Fuchs presented four options to the board, with each using a different percent increase. The focus was the tax-cap restriction, which would be limited to the consumer price index and Fuchs said would have a maximum increase of 1.5

percent.

She presented options that included increases of 1.5 percent, 1 percent, 0.5 percent and 0 percent. As a basis for comparison, it was estimated that – if board members choose the maximum – the tax bill for the owner of a home valued at $200,000 would be about $148 higher a year. That impact was lessened with lower percentages, but even with a 0 percent increase, tax bills would go up, as much as $50.

Fuchs said the ultimate impact of a 0 percent increase would be a loss of $824,000 to the district, which could lead to cuts.

Board member Peter Lopatin said officials were “in an ugly place.”

“The implications of a levy at zero are severe,” Lopatin said, adding he didn’t think he would be comfortable with the ramifications of that. However, he added “to keep raising things just to hold place – I don’t think anybody feels good about that.”

Valente argued the board should adopt a 0 percent increase. He said the board needs to reduce its spend-

Fuchs said it was the board’s decision, but she added there would be a cumulative effect, the district would lose the $824,000 not just for this year, but for years in the future.

“But taxpayers are going to get hit for that $824,000, not just for this year, but every year,” Valente said.

Fuchs acknowledged that “it works both ways,” but said it might lead to a reduction in options for students.

Cheryl Krauspe, the board’s president, said board members needed to provide direction to Fuchs, and she asked for the thumbs-up or thumbs-down responses.

Rivas said he gave the thumbs-down because board members “need to consider where that money is coming from.”

Teresa Witt, the board’s vice president, said board

members who opt to levy less than the 1.5 percent allowable should explain what they would cut, “otherwise you are just singing a pretty song to these people who want to hear it. … It does mean cuts.”

Valente said he has been recommending cuts for three years. He said the board needs to stop “rubber-stamping things.” He said Witt’s remarks were “political.”

Witt responded to Valente saying “everything that comes out of your mouth is political.” She said other board members also carefully consider options and “you’re not the only one who makes tough decisions.”

Krauspe said Valente might have “the luxury of voting no” because other board members might vote yes, and tasks would get done and Valente would be able to claim he voted against it.

LOCAL NEWS St. Charles School D-303 tackles declining enrollment

By ASHLEY SLOBODA asloboda@shawmedia.com ST. CHARLES – St. Charles School District 303 is facing a declining enrollment that has the potential to affect future facility needs and uses.

District leaders have been staring at this issue for about five years, Superintendent Don Schlomann said, and they thought it was time to bring in others to consider the topic.

Tuesday was the start of such consideration.

A committee of community members – including a former school board member, a religious leader, real estate brokers, alumni and District 303 parents – have been tasked with assessing the projected community growth as it impacts potential student enrollment.

During the next two months, the committee will hear from communities within the district – West Chicago, South Elgin, St. Charles and Campton Hills – about the growth they’re projecting and planning for.

A Kane County representative presented Tuesday.

In January, the committee will learn about enrollment projections, and the process will wrap up in March with a summary and recommendations.

From there, facility needs and the most efficient

use of the facilities will be determined.

Committee member Jim Chimienti said the committee has the hardest job.

“This is an inexact science,” he said. “This is tough. … It will be interesting to hear all the communities speak.”

The drop off in enrollment begins at fifth grade and continues to kindergarten.

Schlomann said if all the kindergarteners and first-, second- and third-graders were placed into the high schools today, about 4,400 high school students would be replaced with about 3,000 students.

Committee member Gina Rizza, a real estate broker, said public perception is the opposite. She said she hears, “You need another high school,” over and over.

District administration said members should consider the factors that contributed to the decline and whether it is a temporary or continuing trend.

Mark VanKerkhoff, the county’s development and community services director, said results of the Homes for a Changing Region study should be beneficial.

“That information, I think, will help you,” he said, noting the city of St. Charles will likely present it.

Batavia School D-101 approves contract for website design Project will include redesigning nine websites

By ERIC SCHELKOPF eschelkopf@shawmedia.com BATAVIA – Batavia School District 101’s websites will be getting a fresh face.

Batavia School Board members on Tuesday unanimously approved a contract with Geneva-based Rule29 Creative Inc. for a cost not to exceed $90,000 to redesign the district’s websites and brand.

The project will involve updating the district’s main website and the eight websites for the individual schools.

“In the long run, I think it will benefit us with all the new platforms,” school board member Jon Gaspar said, in voting for the contract.

The district’s main website, www.bps101.net, is 3 years old, and its current structure and design is inflexible, Tony Inglese, the district’s chief information officer, told school board members.

“The website is really the central hub of all communication,” Inglese said. “We want to use it as an opportunity to engage people.”

Mooseheart mourning death of former student

By ERIC SCHELKOPF eschelkopf@shawmedia.com MOOSEHEART – Staff members at Mooseheart are mourning the death of former Mooseheart student Afrikka Hardy. Her death is being connected with the deaths of several other women in Gary, Indiana.

“We extend our heartfelt sympathy to her family in its time of loss and will keep them

in our prayers,” Mooseheart officials said, according in a statement issued. Mooseheart Child City and School, located between North Aurora and Batavia, is a community and school for children and teenagers in need.

Darren Vann, 43, of Gary, has been charged with murder in Hardy’s death, along with the death of 35-year-old Anith Jones of Merrillville, Indiana. Jones’ body and

those of five other women were found after Hardy’s was discovered.

Hardy was a student at Mooseheart from October 1995 to March 1998, according to the statement. She returned to the campus in October of 1998 and remained at the campus until July of 2007.

The 19-year-old Hardy, who lived in Gary, was found dead from strangulation in a Hammond motel on Oct. 17.

Other ideas to improve organization: give children color-coded folders to easily identify each subject; urge students to clean out their back-packs daily; provide a quiet and routine homework place; and organize back-packs nightly for the upcoming day. Establishing good preparation and other habits offer many benefits, in addition to supporting good grades.

Educational proponents also suggest that parents invest time to build relationships with the teacher. Open communication helps educators learn quickly what motivates a particular child and teacher feedback helps parents reinforce goals at home.

‘WE HAVE BEEN READY’ Emergency officials, hospitals, county leaders take part in Ebola preparation

Standing nearby, Marty Friel, a battalion chief for the department, described the demonstration as a common preparation for dealing with an infectious disease.

But with concern growing about the Ebola virus, emergency officials in the area are reviewing their practices and having discussions about how to deal with the threat.

The St. Charles Fire Department offered to demonstrate the process for the Kane County Chronicle, and Fire Chief Joe Schelstreet was joined by other department officials, as well as John Schultz of Tri-City Ambulance. Schelstreet said officials have been paying attention to updates from the Centers for Disease Control and Prevention.

“We’re going to protect our people,” Schelstreet said.

Schultz added it is the same for those at Tri-City Ambulance.

“We protect ourselves from infectious diseases every day,” he said. “We have been ready.”

Also, Kane County officials met last week for a “table-top meeting,” involving representatives from the Kane County Health Department, the Kane County Sheriff’s Office, the State’s Attorney’s Office, the Kane County Office of Emergency Management and the Kane County Coroner’s Office.

That page describes Ebola as “a rare and deadly disease caused by infection with one of the Ebola virus strains … discovered in 1976 near the Ebola River in what is now the Democratic Republic of Congo.”

And the Illinois Department of Public Health has been sending continuous updates, including one Tuesday that updated Illinois’ Ebola safety guidelines, including mandatory home quarantines for those who are considered to have a “high risk of exposure to the virus.”

On its website, the CDC calls the situation “the biggest and most complex Ebola outbreak in history.” There is concern in the United States because of Ebola patients being treated in the country.

Hospitals have spent weeks working on their

plans. Spokesman Christopher King at Delnor Hospital, now part of Northwestern Medicine, released a statement that said the health system’s clinical teams “have been working closely to implement a plan to safely treat a patient with Ebola virus disease. The safety and well-being of our patients, employees and clinical staff remains our highest priority.”

According to an Advocate Health Care statement, the organization is “ensuring the clinical staff at each of our hospitals and all sites of care are aware of the signs, symptoms, precautions and treatments of the Ebola virus. Additionally, patients who may have recently traveled to the affected areas are assessed upon admission to our hospitals or sites of care. … We are prepared to effec-

tively handle any cases that might present.”

Kane County officials stressed they would be prepared, and several said the recent “table-top” session was helpful. Tom Schlueter, the health communications coordinator for the county’s health department, said the meeting included a scenario that illustrated how departments could be affected by a case of Ebola.

“Because it does have a high fatality rate and has received a lot of media attention, hospitals, emergency agencies and the health department want to make sure we are as prepared as we can be,” Schlueter said.

Kane County Coroner Rob Russell said his office has benefited from the accreditation process that recently was completed. He said that has enabled him to get infor-

mation more quickly, and he said he has adopted a protocol from New York City.

He said a coroner’s office would face a distinct challenge if it were faced with an Ebola case because the virus remains “at its most dangerous state when a person expires.” According to the New York City protocol, current estimates are that it survives “in postmortem tissue” as long as 72 hours.

Undersheriff Pat Gengler, spokesman for the Kane County Sheriff’s Office, said preparations for Ebola are similar to those for other infectious diseases.

“It really comes down to making sure guys are aware,” Gengler said, adding that “you don’t always know” what might be encountered at a call.

“That’s the reason why most police officers carry at least one, if not two pairs of gloves,” Gengler said.

Don Bryant of the Office of Emergency Management said the department’s function in such a situation would be to provide logistical support, in case supplies or additional personnel would be needed.

At the St. Charles Fire Department, Schelstreet said he remembers when AIDS grew in prominence in the 1980s. He said he recalled “a similar uptick in personal protection.” He said a key part of the plan on Ebola is containment.

“We have to protect ourselves and the patient and also the public,” Schelstreet said.

Halikias started her new job Oct. 20. She had been the library director at the Lisle Library District for three years.

“They are looking for a strong director, and I’m looking for a supportive board,” said Halikias, 44, a Naperville resident.

“We have good access to the interstate, good jobs. The cost of living is a little lower in this area; the schools are good,” Halikias said. “This is a good area to see growth, and Sugar Grove is poised for that, and the library is key to that, as well.

We have a beautiful facility to support the educational, cultural and recreational needs of our community.”

Halikias comes by her Southern accent honestly, as she is originally from Alabama and North Carolina. She has lived in the Chicago suburbs since 2001.

Halikias also worked at the Aurora Public Library as coordinator of the Eola Road Branch Library, so she said she is familiar with growth and expansion, and taught in the library technical assistant program at Waubonsee Community College.

Halikias currently serves on the Illinois Library Associ-

ation’s Public Policy Committee. Her hobbies include kick boxing – as a stress reliever, she said – hiking, teaching and writing.

As a working mother of two boys, ages 9 and 10, Halikias said she is in touch with parents and what they want in a library, and how valuable a role a library can be in people’s lives as a resource and a place to come.

“It’s the ‘third space,’ beyond home and beyond work,” Halikias said of libraries in general. “This is the philosophy I bring to Sugar Grove. People are looking for themselves in the library, be it for discussion groups, Legos, to knitting, to film discussions.”

But Halikias’ universe paused a bit when she saw the library’s budget.

“I am walking into just my first week on the job, and I saw the budget,” Halikias said. “I had a few heart-thumping moments, and I went, ‘Oh my. Oh my.’ We don’t have money for staff. We don’t have money – what are we going to do?”

But Halikias’ plan is not to keep talking about what the library can’t afford or can’t do, but to focus on what it can do with the resources it has.

“We’re going to let people know what we are accomplishing,” Halikias said. “We’re changing the dialogue and not talking about what we are lacking, but what we are providing.”

“To me, the library is very important to the community,” she said.

At that time, she met Beverl y H o l m e s Beverly Hughes, who Holmes was director Hughes of the Sugar Grove Public Library from 1990 to 2011. Hughes is being treated for glioblastoma multiforme, a common and aggressive form of brain cancer.

DeBoer is hosting a Halloween party fundraiser to assist Hughes and her family. The fundraiser will be from 1 to 3 p.m. Sunday at the Sugar Grove Township Community Building, 54 Snow St., Sugar Grove.

Hughes is expected to attend the event, DeBoer said. During her treatment, Hughes is unable to work full-time. She is the main support for her husband, Chuck; her sister, Janet; and Janet’s four adopted special-needs kids. DeBoer said Hughes continues to stay positive, despite her illness.

“She always looks at the bright side,” DeBoer said.

McIlvaine attorney Philip Piscopo had filed a motion that the city didn’t have Clifford the authority McIlavine to change the style of the roof. In a written ruling, Akemann dismissed the motion, saying the city’s actions in repairing the property

“do not constitute a taking or damaging of his property and do not constitute a violation of due process.”

Akemann last year allowed the city of St. Charles to proceed with repairing McIlvaine ‘s property at 605 Prairie St., including correcting an unfinished roof. The city had sued McIlvaine in 2010, pushing him to finish an improvement project that was started more than 30 years ago. St. Charles hired Absolute Construction and Roofing to install a conventional asphalt roof on the house.

McIlvaine wanted to install a foam and steel roof, for which he had obtained a permit.

Piscopo said he was disappointed in Akemann’s ruling.

He said he doesn’t know yet

whether he will appeal the ruling.

Batavia man gets 16 years for marijuana trafficking KANE COUNTY CHRONICLE editorial@shawmedia.com A 50-year-old Batavia man was sentenced Tuesday to 16 years in prison for his role in a drug trafficking scheme that involved dozens of interstate trips and thousands of pounds of marijuana, according to a news release issued by the Kane County State’s Attorney’s Office.

Richard G. Ecklund was Richard sentenced by G. Ecklund Kane County Circuit Judge Susan Clancy Boles to 16 years in the Illinois Department of Corrections.

In addition, Ecklund was or-

dered to pay a statutory fine of $2,696,760, which is equivalent to the street value of the marijuana that Ecklund pleaded guilty to trafficking.

On Aug. 22, Ecklund pleaded guilty to marijuana trafficking, a Class X felony.

During the plea and sentencing hearings, prosecutors presented evidence that in early November 2012, Ecklund and co-defendants Matthew Westerlin, 30 of Earlville; Crystal Westerlin, 31, of Earlville; and Dean A. Dziuba, 57, of Darien, drove to Arizona in two cars.

There, they acquired 600 pounds of marijuana with a street value of nearly $2.7 million, and returned it to Kane County. Authorities had information about the trafficking operation, stopped

“Mr. Ecklund made many drug runs, at least one with young children in the car, so that he and the dangerous, large-scale drug dealers he was working for could reap millions of dollars in profits.

Mr. Ecklund knew he was taking great risks, delivered thousands of pounds of drugs into our community, and now he’s serving a long prison sentence,” Kane County State’s Attorney Joe McMahon said.

“I want to recognize the North Central Narcotics Task force for its great work, and for the risks it takes in trying to stop the flow of illegal drugs into our neighborhoods.”

The uncertainty is because of pending legal action stemming from Kane County Circuit Judge David Akemann’s August ruling that allowed the referendum question on the ballot.

If the referendum is successful, the Fox River and Countryside Fire/Rescue District would gain territory roughly bound by LaFox Road to the east, Anderson Road to the west, Campton Hills Road to the south and Silver Glen Road to the north.

The Elburn and Countryside Fire Protection District appealed Akemann’s decision in September, and the Second District Appellate Court has

yet to rule.

Because of the pending appeal, Elburn asked the judge to stay the election or to not certify the results until after the appellate court has ruled, said Robert Britz, an attorney representing the Elburn district.

He said it is a way to avoid a lot of unnecessary problems should the appeal win and voters favor the disconnection.

In an Oct. 20 ruling, Akemann decided he would not stay the election, but he would wait to certify the results until further order of the court.

Britz said the district hopes the certification would happen after the appellate court rules.

But, he said, if the referendum to disconnect is unsuccessful, then nothing further will need to be done.

A forum about the referendum is set for 7 p.m. today at Fox River Station 1, 40W361 Route 64 in Campton Hills.

Representatives from both fire districts are expected to attend.

Poll shows Kramer ahead of Mayes in sheriff race

Don Kramer, the Republican candidate for Kane County sheriff, is ahead of Democratic candidate Willie Mayes by 18 percentage points as they head into next week’s election, according to the results of a poll released this week by Kramer’s campaign.

According to the report by polling company Strive Strategies of LaGrange, 48 percent of those polled said they would vote for Kramer. Thirty percent said they would vote for Mayes, and 22 percent were undecided. The survey sample mostly included voters who are 55 and older, the report states.

Strive called 1,500 registered voters Oct. 20 and 22. It surveyed 510 of them, which is the benchmark for accuracy, said Rosemaria DiBenedetto, a media spokeswoman for the Kramer campaign.

Voters were asked, “If the election were held today for Kane County sheriff, would you likely vote for Willie Mayes, Don Kramer, or are you undecided?”

“I’m pleased with the results of the poll, but I hope to garner the support of the Democrats and Independents prior to and up to election day,” Kramer said, according to a statement.

The polling company also asked voters about the race for Illinois governor. In Kane County, 54 percent of voters said they would support Republican Bruce Rauner and 35 percent said they would support incumbent Gov. Pat Quinn.

On the results, Mayes said “anyone who does a poll would show themselves being ahead and not behind.”

“Because of that, I would not put much into what Don or his campaign says,” Mayes added.

Lift the ban THE WASHINGTON POST Politicians have stoked fears that lifting a ban from the 1970s on exporting U.S. crude oil would increase gasoline prices at home. Last week the Government Accountability Office said they are wrong.

U.S. crude oil production is booming. The country is producing nearly 70 percent more crude than it did in 2008. The nation also boasts some of the world’s most advanced refineries. So why not keep all that crude here, refine it in U.S. facilities and sell it to Americans at a discount?

Many U.S. refineries are fitted with expensive upgrades to process heavy, sour crude oil, which has given them a leg up in refining crude from the Middle East and South America. Much of the domestic oil flooding into the U.S. market, on the other hand, is light and sweet. The crude-refinery mismatch in the United States means that drillers are desperate to sell their product to foreign refineries.

Even if the mismatch weren’t so pronounced, U.S. motorists wouldn’t realize big benefits from keeping crude in the country. Yes, with a glut of supply, domestic crude prices tend to be lower than international benchmarks. But drivers don’t put crude oil in their tanks – they buy gasoline, which more closely tracks international prices. The true beneficiaries are U.S. refiners capable of taking the light, sweet crude. They get to buy crude cheap and sell gasoline at standard rates.

Given this reality, the GAO concluded that removing the ban on U.S. crude oil exports would tend to lower gasoline prices. U.S. drillers would produce more oil if they could sell it at higher international prices. The additional supply would push global crude oil prices down and gasoline prices, including those in the United States, would follow. The difference would probably not be large – the GAO offers a range of 1.5 cents to 13 cents per gallon. Members of the Organization of the Petroleum Exporting Countries might respond by reducing their own production, propping up world oil prices and limiting the effects on gas prices. But even in that circumstance, the U.S. economy would benefit as international customers bought more U.S. crude and the trade deficit decreased.

Environmentalists oppose exports for a different reason: They don’t want to encourage energy companies to drill more. We will be as happy as anyone when the world finally kicks its dependence on fossil fuels. But demanding that global oil markets operate irrationally in the meantime is not a reasonable response for economies that still depend on fuel and must manage a transition to cleaner energy. Instead, policymakers should demand that energy markets operate more rationally – by taxing fossil fuels in proportion to the damage they do to the planet.

I have spent most of my professional career in the Batavia school system as an educator. I have loved my work with thousands of kids and their families and have always been overwhelmed by the pride the

community has in our schools.

Although staff is what makes the critical difference in a child’s education, the facilities are also important. A safe environment in and around each building is paramount. The comprehensive capital improvement plan will provide high-priority facility improvements at schools in our community, without raising property taxes. The plan will allow for immediate improvements, rather than waiting 15 to 20 years for these projects to be

completed.

A “yes” vote to the advisory question placed on the general election ballot will ensure that critical projects, on behalf of all Batavia children, move forward in a timely manner. Through my work with kids in our community, I have always implored them to be their best. Let us all continue to enhance that theme by voting “yes” on Nov. 4.

The Warriors dominated the Knights, 3-0, in Tuesday’s Class 2A Hampshire Boys Soccer Sectional semifinal.

“We try to go into every game hungry,” said Wheaton Academy senior Grant Rougas, of Geneva. “That’s a word we use a lot. We try to be the hungriest team out there, and we try to overwhelm teams with our hunger, and we have the speed up top to do it and the defenders to keep us [solid] in the back. We try to just come out and overwhelm teams.”

That objective was met again Tuesday. Asked what the Knights would have needed to pull the upset, Kaneland coach Scott Parillo quipped “Divine intervention.”

“We may have played our perfect game and it may not have been good enough,” Parillo said. “They’re bigger, stronger, faster. But we didn’t give up. We just kept hanging in there, and unfortunately it wasn’t our day.”

Much of the parroting ended down the stretch of the host Wildcats’ Class 4A Neuqua Valley Regional semifinal. By the time Daley Krage smacked the final point of St. Charles North’s 25-17, 23-25, 25-15 win, only the visitors’ side of the gym was howling.

“We just had to keep pushing forward. We knew what they were going to do; we’ve played them twice before,” North Stars junior outside hitter Claire Anderson said.

“So we just had to make sure we were doing what we could and avoiding their big hitters.

We kind of figured them out toward the end.”

The Redwings (35-1) swept Batavia, 25-18, 25-13, in the night’s opening semifinal for their second win against the Bulldogs this season. Benet is aiming to duplicate the result of a 25-11, 26-24 win at North in September.

Steeled by the result of the second set that night and its play of late, the North Stars likes their chances of flipping the script.

“We can do anything, I think, this team,” Anderson said. “It’s great. We have a great bunch of girls.”

Distributing the ball to top hitters Claire Grove and Abby Skryd, who smacked 10 kills apiece, the Wildcats (2511) rebounded from their loss in the opening set and held the North Stars at bay in the second.

“We took line on them, and that definitely helped a lot,” North senior middle Kailey Grove said.

Grove, no relation to her Neuqua counterpart, earned six blocks to help provide separation. Jaclyn Taylor added six blocks, as well.

Daley Krage (12 kills) and Anderson (nine) boosted the North Stars’ offense. Sam Lappin contributed 10 digs, while Taylor (nine assists, five digs)

and Taryn Dal Degan (seven assists, five assists) both delivered solid floor games.

North defeated Neuqua in three sets earlier this season before losing in three sets in a home Upstate Eight Conference crossover last week.

With the third set tied, 8-all, North sealed the result with a 7-0 run.

“The bottom line is, they just outplayed us in that third [set],” Neuqua Valley coach Kelly Simon said.

That surge featured a mixture of Wildcats errors and solid net play from the North Stars.

“You just keep going. I mean, you kind of have to forget about the points. You’re not dwelling in the past,” Anderson said. “You keep moving forward. Especially in those runs, you just have to keep moving and keep your momentum.”

Batavia (13-24) faced Benet’s balanced attack and strong corps of blockers in the opening semifinal. Aileen

Griffin and Veronica Snelling both had eight kills for the Redwings, while Rachael Fara followed with seven.

Still, Bulldogs coach Lori Trippi-Payne lauded her team’s resilience, personified in sophomore Aasha Dave, who filled in for injured senior Jancy Lundberg and played middle for the first time this fall. Dave contributed two blocks in the second set, providing a brief breather for libero Maddie Jaudon (seven digs). Sam Bradle had 14 assists.

Batavia graduates only Jaudon, Lundberg and middle Anna Clausen (seven kills), leaving Trippi-Payne optimistic about her 29th season next fall.

“I want to stay coaching for a long time,” Trippi-Payne said. “I want them to wheel me out in a cart and say, ‘Trippi, you’re done. You can’t stand up anymore. You can’t coach.’ I love coaching these kids. They’re great kids.

Batavia’s only loss this year came on the final play of its season opener against Oswego, and the defending 6A state champion Bulldogs deserved a friendlier playoff opener than Mt. Carmel.

But the Bulldogs will look at this game as a golden opportunity to make another resounding statement about their program.

It’s certainly a prime chance for the Bulldogs to show they’re capable of thriving regardless of which class they’re slotted in.

And if Batavia can fend off the Caravan, its side of the 7A draw opens up more favorably than Geneva’s, where unbeaten Cary-Grove could loom as a potential quarterfinal opponent, unless the North Stars or Rolling Meadows can trip up the Trojans first.

Big-ticket proposals: The

IHSA on Tuesday announced 16 bylaw amendment proposals, including high-profile topics such as separating public and private schools for postseason play, moving from a conference to a district structure in football and adding a preseason football game.

Discussion will take place next month and voting will occur in December.

The district concept would curtail the administrative headaches created by widespread conference volatility, instead allowing the IHSA to divide schools into clusters based on enrollment and geography.

A proposal to add a second class to boys and girls tennis also is on the table.

HAMPSHIRE – It might not have been the prettiest match that the Kaneland girls volleyball team has played this season, but the IHSA Class 3A Hampshire Regional’s top seed advanced.

The Knights pulled away late in both games against St. Edward, as Kaneland won 2521, 25-22, to advance to Thursday’s regional championship against Burlington Central, which won the nightcap against Genoa-Kingston.

“I think in the beginning, we were a little nervous because it was the first round of regionals,” Kaneland’s Riley Hannula said. “We definitely got better as it went on, and then in the second game, we came out confident.”

Hannula led the Knights with six kills. Kaneland had a real team effort when it came to kills with Ellie Dunn finishing with five kills, Rachel Kintz getting six and Annmarie Franz adding three. Hannah Nauert had two kills and 15 assists. Kaneland coach Cyndi Violett said she was happy the Knights (24-8-1) won the match, but knows things can improve.

“We got it done. I was hoping that it was mostly nerves that they got out of their system and that they can come back and play,” Violett said.

“One thing about this team is that they have grit and heart.”

St. Edward took an early lead in Game 1, but the Green Wave let Kaneland hang around, and the Knights closed out the game outscoring St. Edward, 16-10, with Hannula getting four of the final five Kaneland kills.

“Once we start playing like a team, you can see it on the court,” Hannula said. “And, when we are not playing as a team, you can see that on the court. We can’t win unless we play like a team.”

The teamwork continued in the second game as Kaneland took control early. The Knights scored the opening point and never trailed in a convincing win. Nauert and Kintz each

By KEVIN BEESE editorial@kcchronicle.com GLEN ELLYN – Shaking off early jitters, the St. Charles East girls volleyball team advanced Tuesday night to a regional final.

After dropping the first game against Wheaton Warrenville South, 25-22, the Saints stormed back to take the next two games, 25-11 and 25-12, in their IHSA Class 4A Glenbard South Regional semifinal.

Senior middle hitter Mikaela Mosquera provided the offensive spark, supplying 11 points for the Saints (23-7) over the final two games and 14 points for the match. Mosquera dominated at the net in Game 2, blocking five Tiger

shots for points and adding two kills. Mosquera’s presence showed with the score at 7-1 in favor of the Saints in Game 2. She twice blocked Tiger spike attempts and moments later added a kill.

“When we lost the first game, we knew we had to step

it up and then build on that,” Mosquera said. “A lot of my teammates had strong games and did a great job of setting me up.”

Junior outside hitter Avery Macklin teamed with Mosquera to dominate the third game. Macklin recorded five kills, including the game-winner while Mosquera recorded four kills in the match-clinching third game.

Senior libero Anne Hughes kept many tough Tiger shots in play, recording 21 digs in the contest.

“It was jitters,” Saints coach Jennie Kull said of the sluggish first game, which saw the Saints get out to leads of 3-0 and 9-6 before the Tigers tied the game at 13 and then went on a 5-1 run to take control of the game. “We changed

some things, going back to our more traditional offense and altered the [player] rotation a little. That turned the tide and got us going in the right direction.

“But give Wheaton Warrenville South (12-25) credit. They came to play and did just that.

They were aggressive and went after it.”

East came out on fire in game 2, getting out to a 11-2 lead and cruising from there.

Clinging to an 8-7 lead in Game 3, the Saints closed the game on a 17-5 run for the victory.

East will play for the re-

gional crown at 6 p.m. Thursday against Waubonsie Valley, which topped host Glenbard South in straight games, 25-20 and 25-11, in the other semifinal. St. Charles East has already beaten Waubonsie Valley twice this year.

“It is always difficult to beat a good team three times in one year,” Kull said.

Mosquera and her teammates know the matches only get more difficult as the state tournament continues.

“Everyone is going to give it their all,” Mosquera said.

“Everyone knows it could be their last game.”

“We have a lot of seniors, but at the same time a lot of our foundation is sophomores and junior,” Barrett said. “So there is time where we just don’t have the experience, but playing with the seniors helps give us that experience as well.”

The early-round regional scare showed Seitelman “the road is not easy. Every match you have to come in prepared.”

KANE COUNTY CHRONICLE AURORA – Host Rosary swept Sandwich, 25-10, 25-19, Tuesday in the night’s opening semifinal of the Class 3A Rosary girls volleyball regional.

“I’m just happy the first one’s kind of in the books and we can move on to the next one,” Royals coach Rachel Hartmann said.

That would be Thursday’s regional championship match against crosstown rival Aurora Central Catholic, a 25-23, 25-19 winner against Plano. Rosary defeated ACC, 25-8, 25-21, in Suburban Christian Conference play in late September, stymieing the visiting Chargers with 10 aces. Martha Konovodoff served three aces and had 18 digs against Sandwich. Erin Burke smacked six kills.

Class 3A Regina Domincan Regional – St. Francis def. Regina Dominican, 2-0 (25-12, 259): At Wilmette, St. Francis earned a sweep and advanced to face Richmond-Burton for the regional title Thursday.

GENEVA – The Geneva girls volleyball team rallied for a 2325, 25-17, 25-23 IHSA Class 4A regional semifinal win on its home court Tuesday against upset-minded Metea Valley.

“Are my cheeks red? I’m still fired up! Yeah, they made it interesting tonight,” Geneva coach Annie Seitelman said about the nerve-wracking match.

In a decisive third set that featured seven lead changes, including four of them after the set was tied 19-all, it wasn’t just Seitelman that was feeling the nerves. The decisive series of events came with Geneva trailing, 23-22, when the Vikings sophomore Ally Barrett (14 kills, nine digs) slammed a kill to tie the game.

“You just really have to give it all on those last couple of points,” Barrett said.

Barrett then took over serving, and fellow sophomore Grace Loberg (13 kills, 10 digs) notched a kill. Then a controversial out-of-bounds call, of which Metea Valley coach David MacDonald believed the ball was tipped, gave the heavily favored Vikings (29-7) the match victory and a date with Naperville North in Thursday’s regional final.

“It’s hard to lose on those,” MacDonald said. “He was calling doubles all match long; I thought it was a double. There was a touch at the end but just like any sport, it’s a game of inches.”

Dear Abby: Smoke alarms are one of the greatest fire safety success stories of our time. Since they were introduced in 1975, home fire deaths have been cut in half, even as the nation’s population has increased by half. But far too many people let the batteries in their smoke alarms wear out, or even remove them to avoid occasional nuisance alarms. And too many people, and their families, pay for their neglect or poor judgment with their lives.

About 2,500 people a year die in structural, mostly residential, fires. According to the National Fire Protection Association, more than 60 percent of them, over 1,500 people, are dying in homes that had either no smoke alarms or no working ones. That’s more than three people a day.

This fall marks the 27th consecutive year the International Association of Fire Chiefs (IAFC)

Together, we’re asking people to test their existing batteries or install fresh ones in their smoke alarms in conjunction with the end of daylight saving time on Sunday, Nov. 2. This will not only give families critical early warning time to escape a fire, but also helps to protect our firefighters by reducing the likelihood they’ll have to enter a burning home to rescue someone still inside.

Nonsurgical treatments often work to relieve knee pain Dear Doctor K: I saw my doctor because of aching pain in my knee, which sometimes buckles unexpectedly. He says I have chondromalacia. What is this, and what can I do to relieve the pain?

Dear Reader: The joints in your body are cushioned by cartilage.

This tough, rubbery tissue covers and protects the ends of bones inside a joint, allowing them to glide smoothly against one another as the joint moves.

With chondromalacia, the cartilage inside a joint softens and breaks down. The ends of the bones can rub together, causing pain. Chondromalacia can affect any joint, but the most common location is inside the knee. (I’ve put an illustration of this area on my website, AskDoctorK.com.)

The part of the knee that is affected most often is the kneecap (also known as the patella). The kneecap is a little oval-shaped bone with an undersurface covered by cartilage.

As chondromalacia causes more cartilage to soften, it can crack or shred into a mass of fibers. Bits of cartilage can float inside the joint, irritating the cells that line it and provoking them to produce fluid. In severe cases, the cartilage can wear

Chondromalacia of the knee is usually related to injury, overuse, and poorly aligned muscles and bones around the knee joint. It is especially common in runners, joggers, skiers, soccer players, cyclists and other athletes who repeatedly stress their knees.

Workers who spend a lot of time kneeling are also more likely to develop this problem.

The most common symptom is a dull, aching pain in front of the knee, behind the kneecap.

The condition also can make your knee joint “catch”: You suddenly have trouble moving it past a certain point, or it may buckle unexpectedly.

Nonsurgical treatments often relieve knee pain within a few months. Your doctor may recommend: • Applying ice for pain or swelling.

• Taking acetaminophen (Tylenol) to relieve pain.

• Taking a nonsteroidal anti-inflammatory drug, such as ibuprofen (Advil, Motrin, others), to ease pain and swelling.

• Starting exercises to strengthen the muscles around your knee.

(A physical therapist can design an exercise program for you.)

• Avoiding kneeling, squatting and high-impact exercises.

• Using knee tape, a brace or a special sleeve to keep your kneecap aligned properly.

• Wearing inserts called orthotics inside your shoes to keep your foot in proper position – neither turned in or out too much – when you bear weight on that foot, and the knee above it.

If nonsurgical treatments fail, or if you have severe symptoms, your doctor may recommend arthroscopy. This surgical procedure uses miniature instruments inserted through small incisions to repair joint problems. Damaged cartilage can be removed during the surgery. If necessary, your doctor also can correct the alignment of knee structures to help to reduce wear and tear

How would you analyze the bidding in this deal, and what is West’s best opening lead against four spades doubled?

When East opened one diamond, South would have liked to describe his two-suiter immediately, but he could not. A two-diamond Michaels Cue-Bid would have shown both majors, and an Unusual TwoNo-trump overcall would have indicated hearts and clubs (the two lowest-ranking unbid suits).

West made a negative double to show four hearts (or perhaps five with insufficient strength to respond two hearts). North cue-bid two diamonds to indicate a maximum pass with at least three-card spade support. Then East jumped to three hearts, which was a slight overbid. Now South decided to keep his club suit hidden. And East’s rebid persuaded West to double four spades.

When the opponents bid game and your side has the balance of power, a trump lead is usually best – as it is here (but admittedly tough to find). After winning the first trick, West shifts to a diamond. South will win with dummy’s ace, play a club to his ace, and ruff a club, but East can overruff and return his last trump, which results in down two.

If West leads a diamond, South just has to be careful to ruff the first club with dummy’s spade eight or 10. Then he can escape for down one.

To the extent that the Illinois Prevailing Wage Act applies, Contractor must pay and require all subcontractors to pay the prevailing rate of wages to all related laborers, workers, and mechanics involved in the project as established by the Illinois Department of Labor for each craft or type of work needed to execute the contract in accordance with 820 ILCS 130/.01 et seq. The Contractor shall prominently post the current schedule of prevailing wages at the Contract site and shall notify immediately in writing all of its Subcontractors, of all changes in the schedule of prevailing wages. Any increases in costs to the Contractor due to changes in the prevailing rate of wage during the terms of any contract shall be at the expense of the Contractor and not at the expense of the Owner. The change order shall be computed using the prevailing wage rates applicable at the time the change order work is scheduled to be performed. The Contractor shall be solely responsible to maintain accurate records as required by the prevailing wage statute and to obtain and furnish all such certified records to the District as required by Statute. The Contractor shall be solely liable for paying the difference between prevailing wages and any wages actually received by laborers, workmen and/or mechanics engaged in the Work and in every way defend and indemnify the District against any claims arising under or related to the payment of wages in accordance with the Prevailing Wage Act. Likewise, Contractor shall comply with all applicable laws, regulations, and rules promulgated by any Federal, State, County, Municipal and or other governmental unit or regulatory body now in effect during the performance of the work. By way of example, the following are included within the scope of the laws, regulations and rules referred to in this paragraph, but in no way to operate as a limitation on the laws, regulations and rules with which Contractor must comply, are all forms of Workers Compensation Laws, all terms of the Equal Employment Opportunity Clause of the Illinois Fair Employment Practices Commission, the Illinois Preference Act, the Social Security Act, Statutes relating to contracts let by units of government, all applicable Civil Rights and Anti-Discrimination Laws and Regulations, and traffic and public utility regulations.

The Contractor, before commencing the Work, shall furnish a Performance Bond and a Labor and Material (aka Payment) Bond. The Performance Bond shall be in an amount equal to 100% of the full amount of the Contract Sum as security for the faithful performance of the obligation of the Contract Documents, and the Labor and Material Payment Bond shall be in an amount equal to 100% of the full amount of the Contract Sum as security for the payment of all persons performing labor and furnishing materials in connection with the Contract Documents. Such bonds shall be on standard AIA Documents, issued by the American Institute of Architects, shall be issued by a surety satisfactory to the Owner, and shall name the Owner as a primary coobligee. The cost of the bonds is to be included in the Bid Proposal. The Performance Bond and Labor and Material Payment Bond will become a part of the Contract. Each Bidder shall list the name of the surety company that will be furnishing the Bonds on its Bid Proposal. The failure of a Bidder to list the name of its surety company on its Bid Proposal shall be a non-responsive bid. The failure of the successful Bidder to enter into a Contract and supply the required Bonds within ten (10) days after the Notice of Award or within such extended period as the Owner may grant if the forms do not meet its approval shall constitute a default, and the Owner may either award the Contract to the next responsible, responsive Bidder or re-advertise for bids. A charge against the defaulting Bidder may be made for the difference between the amount of the bid and the amount for which a contract for the work is subsequently executed, irrespective of whether the amount thus due exceeds the amount of the bid guarantee.

All bids will remain firm for 90 days after the bid opening. The Geneva Park District reserves the right to reject any or all bid proposals or to accept any bid proposal, which in its judgment, will be in the best interest of the public or to waive any informalities in bidding.

The Geneva Park District encourages small and minority businesses and women's business firms to submit bids on the approved project and successful contract bidders to utilize small and minority businesses and women's businesses as sub-contractors for supplies, equipment, services, and construction.
