Lions Club from Japan brings the party to Elburn KANELAND CONNECTION Al Lagattolla ELBURN – With the sounding of a gong and a spirited display of singing and dancing, members of the Toki Oribe Lions Club brought a party to the Elburn Lions’ facility on Filmore Street.

The visitors from Japan expressed great admiration for the Elburn Lions Club last week, praising Illinois’ largest Lions Club for its hospitality, for its impressive facilities and its commitment to the community. It was a trip months in the making, after Jitsuhiro Yamada, the first vice president of Lions Club International, visited Elburn as part of its 85th anniversary celebration last year.

“I was so impressed,” Yamada said through a translator. He added, “You are doing tremendous work.”

Members of the Toki Oribe Lions Club conduct a meeting last week during a visit to the Elburn Lions Club. of the Elburn Lions Club and the governor of District I-J, called it an impressive display and “a momentous occasion.” The Japanese group was visiting the headquarters for Lions Club International, a facility that happens to be in Oak Brook. He said Yamada remembered his trip to Elburn last year, and he wanted his group’s members to meet Elburn’s members.

The group made a day out of it, visiting Ream’s Elburn Market during the afternoon before attending the Elburn Lions meeting in the evening.

Yamada said he was bring-

ing in members from his club in Japan “so they can see what you are doing here.”

“They basically used us as the model club,” Halsey said.

“They saw what we did and said, ‘Wow, how do you do this?’ ” Halsey said he was pleased that members of the Elburn club were able to experience the respect the local organization has built. Halsey travels as part of his role with the club, and he said he understands how highly regarded the Elburn club has become.

“I will come back and talk to my members and say, you

don’t realize how dynamic the Elburn Lions Club is until you visit other clubs,” he said.

The Japan club members treated the Elburn club to a glimpse of what its meetings are like, with singing and dancing and an impressive collection of more than $600 that members donated to the Elburn club. There was a buzz at the event over the differences between the dues paid by members of each club. In Elburn, that fee is $70. In the Japan club, that figure is about $2,400.

Halsey said he moved to take the money donated by the Japan club members and put it toward buying a concrete bench to honor the occasion, with a plaque featuring a photo from the event.

“It was quite an experience, and one I won’t soon forget,” Halsey said.

Visitors welcome tonight at Fox Valley Career Center

Today, parents will have a chance to have their questions answered. An open house is set for 6 to 8 p.m. at the career center, which serves seven public high schools in six districts, in-

cluding those in the Tri-Cities and western Kane County.

It is located on the Kaneland High School campus, 47W326 Keslinger Road, Maple Park. A shuttle bus will provide transportation to the former middle school next door, which also houses programs, Burchell said.

The programs – which cover subjects such as automotive technologies, early childhood education, fire science and, among others, welding – put an

emphasis on the practical application of knowledge and are generally taken by juniors and seniors, Burchell said.

For many of the students, he said, the career center gives them a chance to earn their first certifications, job shadow, make contacts and explore a field they might pursue after high school. Burchell noted how some college freshmen start their post-secondary careers not knowing what they want to study.

Obama – who addressed topics, such as middle-class economics, education, veterans, cyberthreats and climate change – started by saying America had a “breakthrough year,” experiencing a growing economy, a lower unemployment rate and fewer troops in Iraq and Afghanistan.

“America, for all that we’ve endured; for all the grit and hard work required to come back; for all the tasks that lie ahead, know this: The shadow of crisis has passed, and the state of the union is strong,” Obama said.

U.S. Rep. Bill Foster, D-Naperville, said on Twitter he was looking forward to hearing Obama speak about the state of the middle class.

Obama described middle-class economics as the idea that the county does best when everyone gets their fair shot, does their fair share and plays by the same rules.

“So the verdict is clear,” Obama said. “Middle-class economics works. Expanding

The start of a new year can be stressful. The optimism of New Year’s resolutions can quickly turn into frustration and disappointment if those goals are not achieved. Winter weather can bring on seasonal affective disorder, or SAD. And college students heading back to the classroom can feel the pressure of finishing the academic year strong. In fact, according to the National Alliance on Mental Illness, 80 percent of college students report feeling overwhelmed, and 45 percent report feeling hopeless.

Those striking statistics come as no surprise to the members of Waubonsee’s Counseling and Student Support Department. We understand that troubles in the classroom often stem from problems outside of it, and that’s why we offer free oneon-one, confidential, personal counseling to all of our enrolled students. During these sessions, students can open up about stress, anxiety, family issues or other personal concerns that may be keeping them from reaching their educational and life goals.

We realize, however, students can experience anxiety and other mental health issues any time day or night, even when Waubonsee is closed. That’s why, this fall, the college partnered with the Aurora-based Association for Individual Development (AID) to offer a 24/7 Waubonsee Talk Line. AID-trained professionals staff the line, referring callers to local support services for a range of issues, including depression, addiction, domestic violence, financial difficulties, medical care, veterans support, child and elder care, legal services and family and relationship issues.

Of course, the Internet also is available 24/7, and some useful sites can provide help with certain issues. Two of the most popular are halfofus. com, where students and popular musicians share their stories of mental health, and ULifeline.org, where users can take a confidential screening and locate additional resources.

Waubonsee is proud to offer access and referrals to these and other resources, and we encourage students to take advantage of them and better understand the importance of their own mental health. To that end, the Counseling and Student Support Department designates a few days each February as Mental Health Awareness Days. This year, events will run Feb. 23 to 25 and will include free, confidential, depression screenings, stress relief tips and addiction-related programs, such as a “field sobriety goggles” activity to demonstrate the dangers of drinking and driving.

Another highlight of the week is the annual Community Resource Fair, which brings a variety of social-service agencies to campus to

In a statement, Foster said the policies Obama outlined – including making college more affordable, investing in middle-class families and improving working standards – return to the principles of the Greatest Generation that led to the nation’s strongest economic growth.

“As a scientist and businessman, I think it’s important to look at facts and data when crafting policy, and on this issue, the facts are clear: investing in the middle class leads to strong economic growth,” Foster said. “I hope that Congress will act quickly to consider these proposals to provide overdue relief for middle-class families.”

U.S. Rep. Randy Hultgren, R-Winfield, said in a statement that he came into the speech expecting Obama to chart a brighter course for future generations and to enlist Congress to work together to solve the nation’s challenges.

“That didn’t happen,” Hultgren said. “Tonight, he showcased a wish list of items that in large part were intended to divide the country, rather than bring us together.”

COVER STORY ELBURN’S CENTER OF ACTIVITY Community building offers opportunities for business owners and residents

alagattolla@shawmedia.com ELBURN – When Jenny O’Brien looked to open her very own dance studio, she worked with community centers in three towns – and one of them was the Elburn and Countryside Community Center on Route 47. Less than a year later, she said her business, Dreams Dance Academy, “skyrocketed.”

At the Elburn center, she said, she enjoyed a business-friendly atmosphere that really helped her business get off the ground. The rent was low, the utilities were included and, because the building buzzes with activity, there was visibility. She moved to her current location in LaFox and continues to grow, something she said likely was made possible because of the opportunities offered at the center.

“It was a great start for me,” she said.

O’Brien’s story is one of many that includes the community center, which sits at 525 N. Main St. – also known as Route 47 – just north of the village’s downtown area and south of Route 38. The center is a private facility, run as a nonprofit organization. The building once served as an elementary school, but since the mid-1980s, it continues to function as a significant hub in Elburn.

It is home to several businesses – Midtown Martial Arts, Creative Beginnings preschool, Jazzercise, Yoga by Lynn, the Elburn Food Pantry, H&R Green, GTP Activewear and the Elburn Herald.

Several successful businesses started there and moved to larger buildings. In addition to Dreams Dance, that list includes Da Capo Music, the American Family Insurance with agent Justin Smitherman, Leyden Electric, Beautiful U Resale Shop and Avenue J Studios.

Many businesses have been launched at the Elburn and Countryside Community Center.

In a village without a park district, the center’s board members strive to attract activities that can offer a similar experience. The community center also offers a gym, and – just outside of the building – a sand volleyball court and a park. It can play host to parties or other activities and festivals. Business owners, both those who continue to be located at the center and those who have moved out, praised current board members – in particular, Kristen Damolaris, who also works as the volunteer program director, noting her vision, her love of the facility and her efforts to renovate and make necessary improvements at the building, which opened as a school in 1929.

The building The center’s past as a former school building is apparent to anyone spending even a few minutes in the facility. There are school athletic trophies in cases in the hallways. Many rooms still resemble classrooms of the past, with some having older-style

blackboards. For years, it was an elementary school.

Elburn Village President Dave Anderson said that changed in the 1980s, when Anderson was a member of Kaneland’s school board. He said enrollment had been down, and operations and maintenance costs were high at buildings in Elburn, Maple Park, Kaneville and Sugar Grove. He said the district’s elementary students were educated at Kaneland’s main campus, and the board offered to sell the vacated buildings to communities for a dollar.

“That might sound ridiculous, but the board felt that taxpayers had already paid for those buildings,” Anderson said.

He said Elburn decided against buying the facility. By 1986, Jim Michels bought the building, and a group – led by Clara Stonecipher – ran it as it’s run today, as a nonprofit entity. Kathy Johnson, a longtime board member and the secretary of the organization, called Stonecipher “the matriarch of the place.” Johnson said it’s in the facility’s by-

laws that it must be run as a community center.

Leyden Electric called the center home for more than 13 years, and Patrick Leyden still remains a force in the facility as a board member. Lisa Leyden called the center “a part of the community. … It’s centrally located, and it’s got everything people need. … It’s kind of a YMCA without being a YMCA.” By far, Midtown Martial Arts has been the longest-running current business at the building, having been established in 1993. Its owners, Kimberly and Cam Cote, started out as students – Cam Cote said he was the 21st student under previous instructor Richard Temmerman. The Cotes said the facility is perfect for their business.

“We love it,” Kimberly Cote said.

‘Something I never want to go away’ Damolaris said she has been part of the community center for eight years, and for the past couple of years, she has embraced the role of vol-

unteer program director. She said she aims to attract businesses and activities to “fill the need in this community.”

She called the building “definitely an awesome place for parties,” with “probably one of the most affordable gyms to rent in the area.”

She said she always is looking to bring well-rounded offerings to the center. For instance, since O’Brien’s departure, Damolaris said she would like to attract a dance studio. Between yoga, martial arts, Jazzercise and a preschool, she said the building has “all the makings to have an awesome park district.”

She touted the center’s family atmosphere and said business owners do what they can to help with improvements.

Lynn Logan, who runs Yoga by Lynn, said she doesn’t see how it would be possible to run her business anywhere else. She said everyone in her class is from the Elburn area, and many of them are involved in other activities at the center.

“It’s just exactly what I need,” she said.

The Cotes said the center has improved in recent years, including the installation of a new geothermal heating and cooling system, made possible by a significant grant. Cam Cote credited Damolaris and Patrick Leyden with making a “commitment to improve this place.”

SG board mulls 2nd TIF District SUGAR GROVE – The Sugar Grove Village Board is one step closer to creating a second tax incentive financing district after two recent votes from its members.

The board on Jan. 13 voted unanimously to evaluate the feasibility of establishing a second TIF district, and to establish a TIF-interested-parties registry, along with registry rules, said Walter Magdziarz, the village’s community development director, on Tuesday.

The proposed TIF area is on the north and east sides

of the Aurora Municipal Airport, generally along the Municipal Drive corridor between Route 30 and Wheeler Road, according to a Village Board report.

A draft report on the property area completed in December indicates the likelihood that the area can become a TIF district, but more work will be done over the next couple of months to complete a final report, Magdziarz said.

“The village sees the airport [area] as an asset but without the infrastructure to serve industrial development,” Magdziarz said. “We have an opportunity that is not being exploited.”

If the village decides to establish the proposed area as a TIF district, water and sewer systems would need to be extended, Magdziarz said.

The village also would need to extend Municipal Drive north of Wheeler, something the village had already included in its comprehensive plan.

At this time, the village would likely keep any second TIF district for its initial maximum length of 23 years, without an extension to 35 years, Magdziarz said.

The village’s first TIF district was established a few years ago in the area of Route 30 and Dugan Road, Magdziarz said.

There also are events – last year, there was a Chow Down that showcased businesses at the center on the outside lawn. And there was a Jinglepalooza event during the Christmas season.

“The building is definitely better off with Kristen being here,” Cam Cote said.

“She looks at this as her house,” Kimberly Cote said, adding she appreciates how Damolaris seeks to improve the offerings.

Damolaris said she is committed to making sure the community center stands as a useful and important part of the town for many years to come.

“This is my baby,” she said. “It’s something I never want to go away.”

Growing success Ben Westfall, who runs Da Capo with Kristin Paxinos, said the business was at the community center for four years, opening in 2009 and leaving in 2013.

He said the rental price was about half of what he now pays at a studio that sits on the north side of Route

38, just east of Route 47, near Walgreens. He called the community center “the right place at the time for us. The rent price was low enough that, with very little business, you can at least cover your cost.”

It’s a story told by many who run businesses that started there – it allowed their businesses to thrive to the point where they outgrew the facility. Johnson, the building’s secretary, said that’s not a bad thing.

“It’s very gratifying when people are able to start their business and be successful,” she said. “And when they move on, they move on.”

Jennifer Madziarczyk of Avenue J, which puts on performances in the area, wrote in an email that the center “offers a very important service and opportunity for small business startups.”

Avenue J recently moved to North Aurora.

“It jump starts new businesses and helps them get established, reach a market, promote themselves and obtain a client base before committing to a larger, more expensive, longer-term lease,” Madziarczyk wrote. “Many organizations wouldn’t be able to start without places like the community center.”

surance business was at the center for about two years.

He said it was convenient, and he liked that he didn’t have to sign a long lease. He said the business is now at least six times larger than it was when it first started. He called the community center “historic.” He said it’s a perfect place for business owners to get started and get to know residents.

Liz Hough runs the Beautiful U resale shop, which was at the center for less than six months. It was a perfect place to start, she said, but “we outgrew it.”

She called the center “absolutely” important in the town.

“They were a blessing for our stepping stone and for what we needed to discover if this was going to work, or if this was not going to work,” she said.

Lisa Leyden said her family business experienced strong growth at the center, starting in one office and then expanding into a second. The electrical contractors gained more employees and had needs, such as space for their trucks, and “we outgrew our location.”

“We didn’t want to move on, but we were too cramped,” she said. “I would have stayed there forever.”

Orville “Perry” Hazelwood, age 61, of Elgin, IL passed away peacefully at home after a courageous fight with cancer.

He is survived by his beloved wife and friend of 35 years, Kathy; two wonderful sons, Kyle (Megan) and Kevin Hazelwood; and the apple of his eye his granddaughter, Guinevere Hazelwood. A brother, Randy (Ginny) Hazelwood; his dedicated caretaker and mother-in-law, Verna Huddleston; brother-in-law, John (Debbie) Huddleston; and many nieces, nephews and tons of very dear friends.

In addition to his parents, Clifton and Delores Hazelwood he is preceded in death by his brothers, Clifton, Ivan, David, and Steven Hazelwood; his father-in-law, James Huddleston; nephew, Jaymes Huddleston and niece Jeanie Hazelwood.

Perry worked for Hoffer Plastics for nearly 40 years and enjoyed being with his sons, granddaughter, family and friends, hanging by his pool, motorcycle rallies, snowmobiling, and on going on vacations. You could find him most evenings and weekends tending to his garden, something that made him very calm and happy.

Many called him “Mr. Fix It” since he loved to fix things. He believed almost anything could be fixed. Too bad he couldn’t fix his cancer. As of late he most enjoyed watching cartoons with his granddaughter Guinny, she truly kept him happy.

HARRISON HORTON Harrison Horton, age 88, died peacefully in his sleep at The Holmstad Assisted Living Community in Batavia, Illinois where he had spent the last two and a half years of his life with his beloved wife, Ann.

Prior to their move to The Holmstad, Harry and Ann had lived in St. Charles, Illinois where they had raised their children for almost fifty years.

Harry, or “Bud”, as he was affectionately called by many, was born in Batavia, Illinois to Irene (Fox) and Eugene Mack Horton on November26, 1926. After a brief tour of duty with the Army Air Corp, he worked as an electrical engineer with Commonwealth Edison for 43 years.

He was preceded in death by his mother and father; as well as his sisters, Violet, Hazel, Rosetta, Margaret, Helen, Alice; and his brother, Bill.

Harry is survived by his loving wife, Ann. At the time of his death, they were just a few weeks short of celebrating their 64th wedding anniversary. He is also survived by his five children, Sue (John) Morden, Cyndie (John) Cavanaugh, Jim (Anne) Horton, David (Gail) Horton and Juli (Jim) Meier. He experienced his greatest joy through the lives of his sixteen grandchildren and thirteen great grandchildren. He is also survived by his sister, Ruth Morge of Aurora, Illinois; and his brother, Robert Horton of Mesa, Arizona.

A memorial service celebrating his life will be announced and held at a later date.

ST. CHARLES – A 21-year old St. Charles man has been charged with 12 counts of theft under $500 stemming from mail theft incidents St. Charles police reported in December, according to a news release.

Alexander G. Niemann, 21, of the 36W100 block of I n d i a n M o u n d Road, St. Alexander Charles, G. Niemann faces the theft charges, which are misdemeanors, as well as one count of obstructing or resisting an officer, which also is a misdemeanor.

Police said there appeared to be 12 to 15 victims of mail theft.

The release indicated about 1:30 p.m. Dec. 10, officers went to the area of Blackhawk Trail to investigate resorts of a suspicious person possibly stealing packages from door steps.

A caller told police he approached the person and then called police. Police indicated the person fled the scene in a black Jeep, striking a mailbox and post and also brushed the caller with the vehicle.

Officers found the black Jeep and made contact with a 21-year-old man later identified as Niemann in the area of 1500 East Main Street. He was questioned and subsequently arrested on suspicion of battery, the release states.

Through further investigative work, one of the officers discovered numerous pieces of mail, and items in plastic bags in the vehicle that did not belong to the driver, who was identified as Niemann.

Police said Niemann turned himself in at about 2 p.m. Monday on a warrant

‘Mr. Geneva’ Weldon Johnson dies at 75

By BRENDA SCHORY bschory@shawmedia.com GENEVA – Weldon Johnson, a third-generation descendant of Swedish immigrants known as “Mr. Geneva” for his love of the city, died early Tuesday at his home, friends said. He was 75 years old.

Stephen Persinger of Geneva, who had served with Johnson on the boards of the Geneva History Museum and the Paul Ruby Foundation, said the cause was a form of dementia.

“This is a big loss for Geneva,” Persinger, formerly executive director of the Geneva Park District. “He wore Viking outfits for the Swedish Days Parade and was so proud of his Swedish heritage. And he cared so much for Geneva.”

“It was a lengthy investigation,” she said.

Niemann was charged with one count of obstructing an officer because he provided false information when he was arrested for battery, Blackwell said.

Police indicated that he posted $100, 10 percent of his bond, and was released. He is due in court at 9 a.m. Feb. 26, at the Kane County Branch Court in St. Charles, the release indicated.

“He was a good guy, and he cared so much about Geneva,” Persinger said.

Geneva Mayor Kevin Burns wrote in a text that Johnson’s contributions to Geneva were legendary.

“As a proud alumnus of Geneva High School, successful business owner, alderman and

champion of all things Geneva, Weldon was Geneva, and Geneva is a better place because of his selfless commitment and passion,” Burns wrote.

City records show Johnson served as 1st Ward alderman for 12 years from 1977 to 1989.

Terry Emma, executive director of the Geneva History Museum, said Johnson was enthusiastic in his support for preserving Geneva’s history.

“I think he was our biggest cheerleader,” Emma said. “He loved Geneva for all the right reasons.”

Emma said Johnson shared his experience as a small-town business owner for the museum’s Meet Me Downtown chapter of the Story Corps program.

“We did an iPad interview with him about owning the store downtown and how bigbox stores were making it difficult to own a small business,” Emma said. “He talked about

the fate of small-town businesses. It’s a very real story, not sugar-coated. He tells it very nicely. We are happy we preserved his story.”

Emma said when Johnson came to the museum in August and again in November, his illness was apparent.

“We could tell he was not himself,” Emma said. “We are very sad. He will be sorely missed.”

Viking Office Supply on State Street in Geneva was in business for 33 years, closing in 2010 when Johnson was 70.

The store’s name reflected his heritage, Johnson had said at the time, as all four of his grandparents came from Sweden.

Johnson was preceded in death by his wife of 39 years, Frances Johnson, in 2004. Arrangements are being handled

by Malone Funeral Home in Geneva.

Batavia aldermen debate Houston Street improvements

By ERIC SCHELKOPF eschelkopf@shawmedia.com BATAVIA – Aldermen still have not made up their minds about what kind of streetscape improvements they would like to see on Houston Street.

Aldermen at Tuesday’s Committee of the Whole meeting reviewed the latest concepts for the street. The city has made streetscape improvements to Wilson Street and River Street in recent years.

“It’s not what the council asked to be done,” 4th Ward Alderman Susan Stark said.

“We didn’t ask for new concept

drawings. We didn’t ask for a total redesign.”

The latest plans by landscape architect Altamanu call for an area where pedestrians and bicyclists would congregate. Batavia City Administrator Bill McGrath said the plans feature proposed “islands” that would help slow down bicyclists.

“This treatment will contain landscaped or improved ‘islands’ to break up the straight line paths which contribute to speed,” McGrath told aldermen and Batavia Mayor Jeff Schielke. “We wanted to know what you think about

this kind of scheme. The engineers would then have to look at the cost.”

The proposed improvements to Houston Street would cost an estimated $3.2 million.

Seventh Ward Alderman Drew McFadden said most of that cost is related to the reconstruction of Houston Street, and not streetscape improvements.

Several aldermen also voiced concerns that the new concept plans would drastically increase the project’s cost.

“We are to pick something when we don’t know the cost,” 2nd Ward Alderman Marty

Callahan said.

McGrath said that staff’s direction to Altamanu was that the city didn’t want the latest plans to increase the project’s cost. Staff intends to present the plans to engineers who will work to determine what impact they would have on the project’s cost. Resident Sylvia Keppel spoke against the project at the Batavia City Council meeting that followed the Committee of the Whole meeting.

“The islands are obstacles to people walking and pushing strollers,” Keppel said. “You really need to reconsider that.”

St. Charles School District 303 officials suggest dropping class rank

By CHARLES MENCHACA cmenchaca@shawmedia.com ST. CHARLES – St. Charles School District 303 administration Tuesday is making its case to school board members to eliminate individual class rank for district students.

St. Charles North Principal Audra Christenson and St. Charles East Principal Charles Kyle on Tuesday presented the district’s recommendation to drop class rank to the school board’s Learning and Teaching Committee.

The full school board will vote on whether to eliminate class rank at its next regular meeting Feb. 9.

District officials proposed that the current junior class – the Class of 2016 – be the last class to receive individual rankings. Reasons Christenson and Kyle gave for removing class rank include erasing competition between students, the fact that ranking strictly on grades limits students’ course selection and that often fractions of a percent separate the top students in the class.

“It’s a topic that’s been sitting out there for awhile,” said Kathy Hewell, committee chair and board vice president, after the meeting. “A lot of school districts have cut it out, and now it’s our turn to address it.”

Geneva School District 304 in Geneva and Wheaton Warrenville District 200 are two area districts that no longer use class rank, according to Christenson and Kyle.

The principals also provided information that showed class rank was becoming less of a factor or not considered at all

in some college and university admission processes.

St. Charles North and East high schools still plan to recognize students in the top 5 percent of their class at graduation, and class rank still will be available to administrators if required by a post-secondary school, such as a military academy.

District officials requested the class rank item be part of the school board’s consent agenda, but Hewell and McNally agreed it should be its own action item at the Feb. 9 meeting.

Biting the hand THE WASHINGTON POST The Internal Revenue Service may be the leastloved arm of the federal government. For tax-hating Republican lawmakers still angry over what they see as IRS malfeasance, the antipathy is especially strong.

That explains why GOP lawmakers repeatedly have cut the agency’s budget over the past several years, including a 3 percent reduction this year. But no matter how therapeutic it may feel to hack away at the IRS, it is deeply irrational.

IRS Commissioner John Koskinen said Thursday that the budget punishment has been so harsh that he may have to shut down the agency sometime this summer.

Mr. Koskinen’s warning comes on the heels of an ominous report from National Taxpayer Advocate Nina Olson, who represents everyday Americans’ concerns at the IRS. In her annual report to Congress, Ms. Olson described an impending customer service disaster as the agency struggles to do an ever more complex job with less and less money. About half of the 100 million or so people who will try to call the IRS this year probably won’t get through. The agency reckons that even those who do will have to wait 30 minutes or more. Those who tough it out on hold won’t be able to ask anything but basic questions because the agency has limited the topics its taxpayer support staff may answer. The agency also will reduce services at walk-in centers and stop helping elderly Americans fill out their tax forms.

“If these projections

prove accurate, taxpayers in 2015 will receive the worst levels of service since the IRS implemented its current performance measures in 2001,” Ms. Olson reported.

If the IRS were overfunded, some cutting back would be justified. But the agency has seen its inflation-adjusted budget reduced by about 17 percent since 2010, Ms. Olson calculated. For 2015, lawmakers tried to keep the taxpayer services budget stable, but they still ended up reducing its inflation-adjusted funding level by 3.8 percent.

“The IRS can operate more effectively and efficiently in certain areas,” Ms. Olson concluded. But “the only way the IRS can assist the tens of millions of taxpayers seeking to speak with an IRS employee is to have enough employees to answer their calls.”

The consequences won’t end with taxpayer frustration. Mr. Koskinen has estimated that eroding enforcement will result in the government losing $2 billion from its $346 million cut in IRS funding. IRS dysfunction will also make the implicit tax that Americans pay tax preparers every year even closer to mandatory.

This is, to use the technical term, nuts. Congress should restore IRS funding in the short term, then simplify the tax code in the long term so that it doesn’t take a CPA to navigate the internal revenue system.

It is often said that government should protect people who follow the rules and pay their taxes. Instead, Congress has opted to help tax cheats and the tax preparation industry.

‘AN INTERESTING SITUATION’ St. Charles East, North endure first pool impasse

By KEVIN DRULEY kdruley@shawmedia.com ST. CHARLES – Maneuvering past bleachers, bags, towels and other crowded pool deck clutter, St. Charles East and St. Charles North boys swimmers outstretched their hands Tuesday night.

Among other things, athletes’ personal histories and the tight quarters collaborated with a unique final score – East 93, North 93 – as proximity ruled at the Saints’ Norris Center.

“The handshake at the end, there’s a little more behind the, ‘Good meet,’ or the, ‘Good swims,’ than if it were another team we weren’t as close to,” East junior John Tarpey said.

In terms of final outcomes, tying remains the ultimate equalizer. To be sure, it’s a new one on the Saints and North Stars, who tied for the first time in what has otherwise been a North-dominated series since St. Charles High split more than 15 years ago.

“It is definitely an interesting situation. I’m trying to think back to the last time I saw something like this happen, and it’s one in a million, I think,” North senior Ben Sherman said. “But we’re going to take it as it goes. I’m going to take it as it goes. I’m happy.

We were definitely faced with a big challenge today, and I think we came out on a very good side. Maybe not the winning side, but I think we came out excited and reinvigorated.”

North forged the tie in the night’s final event, the 400yard freestyle relay, thanks to first- and fourth-place finishes.

Regardless of team standings, the relay traditionally brings out the rowdiest in fans and the non-competing athletes lining the deck.

Once North’s quartet of

Sherman, Joe Myhre, Nathan Bawolek and Caymus Cairns completed the race in 3:18 – 2.61 seconds faster than East’s runner-up team of Tarpey, Nick Boryk, Grayson Cain and Mitch Milosch – spectators seemed to sense something special brewing.

Moments later, a public address announcement trumpeting the final score confirmed it.

“We knew it was going to be tight going in,” said Milosch, a sophomore. “We just hoped for the best.”

Within moments, a pocket of fans murmured something about a swim-off. Athletes took it one step further, chanting “one man swim-off” before retreating back to the pool for warm-downs.

For what it’s worth, North turned in more warm-down yardage than East, but that’s hardly a tiebreaker criteria.

Ditto for a would-be match race between the programs’ respective veteran coaches, Joe Cabel of East and Rob Rooney of North, who join forces for the St. Charles Swim Team during club season.

“I guess we should race against each other,” Rooney grinned. “He might beat me.

He’s in better shape. I don’t want that race. I think he’d beat me.”

In Cabel’s estimation, Rooney was off the mark.

“I don’t think so,” Cabel said of his counterpart’s prediction. “He’s half my age, so …”

Both sides endured disqualifications and were fittingly close in most events.

Tarpey, Nick Milosch, Mitch Milosch and John Cranfill edged their North rivals by 1.43 seconds in the 200 medley relay to open the night.

14 Former Saints swimmer made most of his time After decades living in the Tri-Cities area, Mary O’Brien relocated to Madison, Wisconsin, at the start of the month.

She’s headed back to St. Charles this weekend for a reason that couldn’t be any dearer to her heart.

O’Brien’s son, the late Stryker Reed, is among four inductees to the St. Charles East Fighting Saints Hall of Fame. Reed (class of 1983, boys swimming), David Fix (class of 1986, boys swimming), Ryan Lindgren (class of 1996, boys soccer, boys basketball) and Anne Poulin (class of 2000, girls soccer) will be inducted before Saturday’s 6 p.m. boys basketball home game against West Chicago.

Reed died in a car accident in South Carolina in April 1985, toward the end of his sophomore year at Clemson University, while driving back to campus from visiting his girlfriend in Charlotte, North Carolina.

O’Brien said the notification of her son being selected for a Jodie Harrison Lifetime Achievement award from St. Charles East athletic director Mike Sommerfeld packed an emotional wallop.

“I was overwhelmed when Mike called and told me. You can still cry 30 years later after losing a child, let me tell you,” O’Brien said. “I know some of the recipients include not only what was done in high school, which is really contributing to the school, but it also is what

PREP ZONE Jay Schwab you do with your life, and so [Reed] only had 19 years to do that. I’m sure he would have done many more things with his life had he lived, but I’m very proud to have him recognized in that way.”

Reed was a high school All-American swimmer from 1980-83, a member of the Saints’ state champion 200-yard medley team in 1980 and a second-place state finisher in the 100 butterfly in 1982 and 200 medley in 1983, when he was St. Charles’ team captain.

Once he reached high school, he swam under former Saints coaches Bob Teichart and later Dave Bart.

“He was just very conscientious and very dedicated,” O’Brien said. “Specifically at the high school, they practiced every day at 5 in the morning and then after school til 6 o’clock at night.

I remember one time he told me, this was kind of amazing, that they never saw light of day during winter because they went to practice before daylight and got home from practice after daylight, and the school didn’t really have any windows that he’d see [during the school day].”

A pre-med student at Clemson, Reed was an impact swimmer in Clemson’s program at the time of his

death. Joining O’Brien at Saturday’s ceremony will be Reed’s younger sister, Kelley O’Brien, and her son, Kian, a three-sport high school athlete in Madison whose middle name, Stryker, pays tribute to his late uncle.

O’Brien, who lived in St. Charles, Elburn and Geneva before relocating to be near her daughter, had watched Reed swim at the NCAA finals in Austin, Texas, a few weeks before he died.

“When I got the call about his accident, one thing I’ve been so thankful for is I’ve never thought ‘Oh, I wish I would have said this or done this’ because I was 100 percent sure he knew I loved him and I knew he loved me,” O’Brien said.

Fix’s swimming career at St. Charles overlapped with Reed’s for one year but he had long admired Reed from their years swimming in St. Charles’ park district program.

“Stryker was one of those unique, high school age kids that did take an interest in the [younger] kids on the team, and that stuck out in my mind, how he always took time to spend a little of his busy time and be a role model for the kids,” Fix said.

“He was a good leader, had a ton of charisma, a lot of energy. Good guy to have on a team.”

Fix said sharing an induction year with Reed and being part of a select group of swimmers to make the hall of fame are his two

greatest points of pride this weekend.

Fix, who went on to swim collegiately at Arizona State and now lives in Hinsdale, looked up to the Saints’ championship teams before he arrived in high school.

In fact, he recalls begging his parents to let him stay home from school to watch members of a Saints championship swim team be interviewed on the popular “Ray Rayner Show.”

“I thought that was about the coolest thing I’d ever seen, to have guys I see in the locker room and on the pool deck on TV,” said Fix, state champion in the 500 freestyle and 100 butterfly in 1986. “I just wanted to be a part of something special and in St. Charles, [the swim program] was unique and special and got a lot of attention, and I just wanted to be part of it.”

Bosch to Butler: St. Charles East football senior offensive lineman Brennan Bosch committed to Butler, he announced Tuesday.

Bosch was a three-year varsity stalwart for the Saints but saw the ending of his East career dampened by a knee injury.

Bosch’s big brother, St. Francis graduate Kyle Bosch, is an offensive lineman at Michigan.

By JARED BIRCHFIELD WEST CHICAGO – For the second year in a row, the St. Charles East and St. Charles North girls bowling teams brought 4-0 conference records into their Upstate Eight Conference River match.

And also for the second year in a row, East came out on top, downing its crosstown rival, 2,779-2,627, at Bowling Green Sports Center on Tuesday.

“Today, they bowled fantastic, we got our first- and third-best series,” East coach Tom Cole said. “Dana Brandt got a 694, which is a great series. [Alex] Kufer had a 558 series and her last game was 219, which really helped.

“Also Erin Heuer [540 series] did some great things with wonderful spares and great strikes.”

Cole hopes the team will continue the effort into Tuesday’s UEC Conference match, where the Saints are defending UEC champions.

“If we can bring this play into next Tuesday,” Cole said, “we will have a great

Senior Lynn Byers bowled a 550 series for the North Stars while junior teammate Jessica Miller contributed a 510.

“It was a combination of

everything – the lanes, my teammates and the energy,” said Brandt about her matchhigh 694 series, two pins short of her highest series.

“This is always our loudest match. So we expect high energy and loudness. It was a good match and they gave us a lot of competition.”

Brandt, a senior, also believes the Saints have a good chance of repeating as conference champions.

“I think we have a good shot taking conference this year,” Brandt said. “We’re facing North again, so if we were able to win today, we can certainly do it at North.”

Brandt also bowled a match-high game of 244.

Kufer, a junior, and Heuer, a senior, followed with the Saints’ next-highest series.

ST. CHARLES – Watching opponents camp out at the free throw line and generate a steady stream of open looks is growing old for the St. Charles East girls basketball team.

Faltering defense was the clear culprit for the Saints on Tuesday as visiting Conant grabbed a 70-64, nonconference victory. The loss was the fifth straight for East (11-7) after the Saints won 11 of their first 13 games.

The result dampened a career-best 30-point night for East senior point guard Katie Claussner.

“I think offensively usually we have no issue,” Claussner said. “We’re a really good scoring team. It’s just our defense that we have to step up. We try and hold them to 50 points, and obviously that wasn’t close tonight, so that’s something we have to improve on tomorrow [in practice].”

East coach Lori Drumtra said the Saints’ defensive woes Tuesday were more about confusion and loss of focus than effort.

“You can’t expect to stop a good team every time down, but sometimes you’ve got to dig in deep and you’ve got to get that stop,” Drumtra said. “And that’s what we’re working on right now.”

East’s defensive shortcomings were accentuated in the second quarter as Conant (15-3) piled up 25 points and slapped the Saints with a 10-0, closing burst to take a 38-28 halftime lead.

The Cougars’ surge was keyed by sophomore sharpshooter Jorie Wachal, who scored 13 points in the quarter and had 19 of her 20 points in the first half.

“We’re a really good team, sharing the ballwise,” Conant point guard Nireet Dhillon said. “I think when we see one person start to heat up, we try to make sure they get the ball.”

ton to bottle up Wachal in the second half but Conant found other offensive sources, especially Dhillon, who scored a team-high 22 points and made 12-of-14 free throws.

“I think they put [Washington] on [Wachal], so they put some length on her in that second half, and that opened up things for everyone else,” Conant coach Deirdre Naughton said. “It really did. [Washington] couldn’t help off on Nireet and get some of those steals she was getting in the first half because she had to pay attention to Jorie.”

East scored the first eight points of the third quarter to quickly chew into its 10-point deficit, and the Saints took a pair of third quarter leads on baskets by Claussner and freshman forward Sara Rosenfeldt (eight points, 11 rebounds).

But the Cougars led, 51-47, going into the fourth quarter, and the Saints came no closer than 55-53 on a Claussner layup with 5:55 to play. Most of Claussner’s damage came in transition or by knifing drives into the lane.

“They had some pretty good defense but I used my quickness and ability just to get around them,” said Claussner, a left-handed Washington University (Mo.) recruit. “And coming off a cold night [against St. Charles North on Saturday] really kind of ticked me off to say ‘I got to step it up, you know?’ ” Washington made a trio of 3-pointers and added 14 points for the Saints.

While improved defense is the priority, Drumtra also would like to see more offensive balance.

“We need to look inside a little more and find Sara a little bit more than we did,” Drumtra said. “But I think they had a hard time stopping Katie, and if they’re not going to be able to stop her, we’re going to keep going to the basket. … She’s struggled a little bit recently, those baskets haven’t been falling, so I know that she felt better about that.”

The Knights want to create offense from an active defense, and that’s largely been the reality during an 11-5 start.

“Yeah, that’s basically what Kaneland basketball is all about,” sophomore guard Morgan Weber said. “It’s how we run practices and just converts to games.”

Well, most games. Despite a winning overall record, the Knights are just 2-3 in the Northern Illinois Big 12 East.

“Really, the whole side of our conference on the girls side is playing pretty well,” Knights coach Ernie Colombe said.

“There’s a lot of teams with good records right now, so we’re going to have to play well to get a few more Ws here.”

First, sophomore post Grace Loberg missed the second half of Friday’s home win against St. Charles North with a tender left ankle. She returned for Saturday’s Willowbrook McDonald’s Shootout game against Prospect, but the Vikings also lost seniors Abby Novak (finger) and Kate Rogers (ankle) in a 47-34 defeat.

On Monday, Vikings coach Sarah Meadows confirmed via email that X-rays were negative for both Novak and Rogers. She expects Novak to play this week, but Rogers, who was scheduled for an MRI Monday, likely is out as she wears a walking boot.

“It happens every year to us, and our kids step up and play,” Meadows wrote.

“We are looking forward to a big week of games and we will be ready for them.”

Meadows has been especially pleased with the development of freshmen guards Stephanie Hart and Margaret Whitley.

Said Hart: “Playing with these girls, it’s built my confidence a lot. Because I know if I’m not having a great game, someone else will.”

“Not that we’re putting up tons and tons of numbers, but I feel like our defense has been pretty strong, holding people in the 30s,” Batavia coach Kevin Jensen said. “That’s probably what we’ve been trying to hang our hat on all year.”

Batavia, which enters Thursday’s visit to Geneva at 11-11, has kept opponents in the 30s or less eight times.

“We have a lot of concepts we use throughout our defenses, but [Monday], we threw every defense we had at them,” Jensen said. “We played man, we played 2-3, we played 1-3-1, we pressed.

How much did you appreciate the chance to get some revenge on East?

It was a really exciting feeling.

We definitely loved it, and we loved that we pushed ourselves through. We could have folded real easily, but we didn’t.

At halftime, you guys were up by just a couple. What did you do to find another gear in the

second half?

I know our coach [Sean Masoncup] called a timeout and just told us, “Do you want to win this game? We have our three seniors, and what do you guys want to do?” And then our team went in and said we’ve just got to play our hardest and get stops, and that was the main point, was defense.

And we definitely did a lot better on defense in the second half.

How much do you embrace the physical side of the game?

That’s one of my favorite things is driving to get an and-1.

What was the key to resetting mentally after the Geneva loss [Friday]?

Yeah, it was definitely a tough loss, but we knew that we had to be hungry if we wanted to win this game. Especially because it’s a home game and a rival game, so we knew we had to come in strong.

St. Charles North senior forward Nichole Davidson contributed 20 points and 10 rebounds to Saturday’s home win against St. Charles East one night after her game-high 23 points nearly steered the North Stars to a victory at Upstate Eight Conference River Division leader Geneva. Davidson, the latest recipient of the Kane County Chronicle-St. Charles Bank & Trust Athlete of the Week, spoke to the Chronicle as she closes in on 1,000 career points. The following is an edited transcript:

The typical adrenaline a workout produces proved no match for the rush Lyon felt as he sought to decompress.

Moments after returning home from his time with Luis Mojica, Lyon, a goalkeeper who graduated from Marquette last month, fielded a text message from Seattle Sounders goalie coach Tom Dutra. The Sounders had drafted Lyon with the 13th pick of the fourth and final round of the Major League Soccer SuperDraft.

“I was pretty excited,” Lyon said. “I didn’t know what to think originally. It was pretty special.”

Lyon realized the draft was finishing Tuesday but said he lost track of time while working out at the facility of his onetime club, Campton United.

He was aware of the Sounders’ interest after the team summoned him for a weeklong workout at its Seattle training quarter over the summer. The 6-foot-2, 215-pound Lyon happily opened himself up to any feedback the Sounders’ coaching staff could muster.

“Just a week of training, really, to get a look and see where I was at in prepaCharlie Lyon ration for stuff like this,” Lyon said. “I know that they had some other goalkeepers in over the summer, so they were just looking at what goalkeepers were in school right now and where they were at. For me, it was great because I was getting some quality training and I got to showcase my abilities. That was pretty much the goal of the week.”

Toxic shock syndrome is medical emergency Dear Doctor K: I saw a warning about toxic shock syndrome on a box of tampons. What is it, and what does it have to do with tampon use?

Dear Reader: Toxic shock syndrome (TSS) is a rare, life-threatening illness triggered by certain bacteria. The two bacteria most often involved are streptococci (“strep”) and staphylococci (“staph”). The cases caused by streptococci tend to be the most severe. In TSS, toxins (poisons) produced by these bacteria cause a severe drop in blood pressure that can lead to organ failure.

Doctors first became aware of toxic shock syndrome back in the 1970s and early 1980s. At that time, several young women using a particular type of tampon died from TSS. (That tampon was later removed from the market.)

Tampon-related cases of TSS have decreased since then, but tampon use remains a risk factor for TSS. Women who develop TSS are more likely to have used high-absorbency tampons, used tampons continuously for more days of their cycle and kept a single tampon in place for a longer period of time.

Not all cases of TSS are related to tampon use. In some patients, bacteria that cause TSS

When the skin is damaged by an injury, the bacteria can travel from the surface of the skin into the wound. Once they get inside the wound, they can multiply and spread under the skin’s surface.

Sometimes, however, toxic shock develops after a relatively mild injury, even one in which there is no visible injury to the skin. And sometimes no cause is identified.

Symptoms of TSS include: • Pain, redness, warmth and swelling in an area just below the skin or in a muscle; • Flu-like symptoms such as fever, chills, muscle aches, nausea, vomiting and diarrhea; • Low blood pressure with a weak and rapid pulse; • A red rash that covers the whole body; • Decreased urine output; • Confusion or disorientation; • Swelling in the hands, feet and ankles;

• Severe breathing difficulties.

Shock and other life-threatening symptoms of TSS can develop suddenly. TSS is a medical emergency. Anyone experiencing the symptoms of TSS should be taken to a hospital immediately.

Treatment involves fluids and medicines given intravenously to raise blood pressure and improve blood flow to vital organs. Antibiotics are used to kill the bacteria that are causing the infection and releasing the toxin. If organs begin to fail, a person may need to be connected to machines to keep them alive. If the lungs fail, they may need to be put on a breathing machine. If the kidneys fail, they may need to be connected to a dialysis machine.

Most people with TSS recover completely. Unfortunately, some die – even with prompt treatment in the hospital.

To reduce your risk of developing tissue infections, promptly clean and treat even small skin wounds. To help avoid TSS related to tampon use, change tampons frequently.

Teen should stay with stepmom, but keep dad in life Dr. Wallace: I’m in a most unusual situation.

My parents divorced five years ago when I was 9.

My mother moved back to Mexico where she was born, and my dad gained full custody of me. A year later my dad remarried and I gained a stepmother. I really like her, so my stepmother talked my dad into letting her legally adopt me so in case something happened to my dad she would have full legal custody of me so that my birth mother could not enter the picture.

Well, now my dad and stepmother are getting a divorce. I want to stay with my stepmother, and she wants me to. My dad said that it would be my choice and that I’m old enough – 14 – to make a good decision. He said that he hoped I’d go with him, but if not, he would still play a big role in my life. I’m going to stay with my stepmother.

Now my problem is that all my relatives, including my grandparents, are very upset that I’m not choosing my dad. My grandmother has told me that I am an “ungrateful brat” for abandoning my dad after all that he has done for me. My real mom and my dad are both Mexican-Americans, and my stepmom is not. That sounds strange – how can an obvious fact be deceptive, unless what seems obvious is in fact deceptive?

In today’s deal, look at only the North and South hands. West leads the heart jack against three no-trump. How should declarer tackle the spade suit?

North’s two-diamond rebid was New Minor Forcing. It announced at least game-invitational values and asked opener to describe his hand further. South denied both three spades and four hearts.

South starts with six top tricks: one spade, three hearts and two clubs. It is logical to try to rake in four spade winners, losing only one trick in the suit.

The obvious-looking line is to cash the ace, the honor from the shorter side first, then to lead toward dummy. If West plays an honor, declarer’s problems are over. And if West plays low for a second time, South should call for dummy’s queen. If the suit is 3-3, it is a straight guess, whether West has king-third or jack-third. But playing the queen wins when East started with jack-doubleton. (At this point, there is no winning play if East has king-doubleton; declarer will lose always two spade tricks.)
