Central Grocers announces sale of 19 Indiana stores to Jewel

bokon@shawmedia.com JOLIET – Central Grocers announced Monday that it has an agreement to sell 19 supermarkets in Indiana to Jewel Foods Stores.

The company also said it is evaluating offers for its 1 million-square-foot Joliet warehouse and offices.

All sales will be conducted through the bankruptcy court, the Joliet-based company said in a news release. Central Grocers filed for bankruptcy on May 4.

The company announced a schedule for completing all sales through the bankruptcy court by July 10 and possible as early as June 23.

The agreement with Jewel Food Stores will serve as a “stalking horse” bid, the company said, meaning it will set a minimum price for bidding through bankruptcy court on the remaining stores in the Strack & Van Til supermarket chain, which includes Ultra Foods and Town & Country Market.

The company said three Ultra Foods stores were not included in the sale agreement with Jewel. Central Grocers will continue to pursue a sale for those stores.

Central Grocers is closing nine other Ultra Foods stores, including the location in Joliet. Those stores are not part of the sales process.

The 100-year-old company is primarily a grocery wholesaler to independent stores in the Chicago region and northwest Indiana. It also owns the Strack &

Van Til chain.

A hearing in bankruptcy court to approve proposed bidding procedures and the auction process is scheduled for June 2, the company said.

If procedures are approved, the deadline for submitting bids would be June 21. If any additional qualified bids are submitted, an auction would be held on June 26. A hearing to approve a sale will take place on June 23 if no other qualified bids are received and on July 10 if other qualified bids are received, Central Gro-

cers said in its news release.

Two of the same benchmark dates were used by Central Grocers in a notice to employees May 3. In that notice, CEO Ken Nemeth said the company was winding down operations and planned to terminate all 549 employees between June 26 and July 10.

Workers reported at least 60 employees were laid off last week at the Joliet operations. The company laid off nearly 40 employees in the weeks before filing for bankruptcy May 4.

Service Committee on Monday approved a $126,100 contract with Wight & Company to do the engineering needed to install artificial turf in the fall or, if the project gets delayed, by early spring.

“In either case, we have to have it in by next season,” Public Works Director James Trizna told the committee.

The plan is for the city to pay for the job up front and then collect money from a property tax levied against businesses in and around the downtown area over the next 10 years to recoup the cost.

bokon@shawmedia.com JOLIET – The Slammers play their home opener Tuesday night, and it is likely to be the last time the team opens a season on a field of grass.

Team President Nick Semaca was telling the Joliet City Council the value of synthetic turf on Monday as the Slammers were putting the last preseason touches on the stadium for the 7:05 p.m. opener against the Traverse City Beach Bums.

Semaca talked about traveling baseball tournaments, minor league soccer and concerts in the city-owned stadium that has been almost exclusively used for baseball since it was built in 2002.

“It’s a lot of different events that we can bring into the facility because we will have a playing surface that can be used for a lot more than baseball,” Semaca told the council at its workshop meeting Monday.

Grass fields can’t take the wear and tear of synthetic turf, which can be used not only for multiple sports, but more than one event a day, Semaca said.

Police looking for connection in two stickups

bstanley@shawmedia.com JOLIET – Police are investigating two armed holdups that occurred early Sunday at convenience stores in Joliet.

The first occurred about 1 a.m. at Circle K, 2422 Route 59 when four black men wearing black hooded sweatshirts came in.

“One of the suspects showed a handgun and forced the clerk to give them money, cigarettes and lottery tickets before the group fled on foot,” Lt. Kevin LaBolle said.

About 3 a.m., a similar robbery occurred at 7-Eleven, 2405 Essington Road, but this time there were five suspects, LaBolle said.

“They were wearing dark clothing, masks and T-shirts over their faces,” LaBolle noted.

One of the robbers pointed a handgun at the clerk and also took money, cigarettes and lottery tickets. No one was injured in either robbery.

“They are very similar [robberies], so detectives are investigating if it was the same group,” LaBolle said. Deputy Chief Al Roechner said Monday that investigators were expecting surveillance video from the stores. Managers at both businesses declined to comment.

reported stolen in Chicago. Other holdups were reported the day before at gas stations in Wilmington Township and Dwight.

Police have noted all of these recent robberies occurred at businesses along or relatively close to Interstate 55.

“We’ve heard of similar robberies all up and down the expressway,” Will County Sheriff’s spokeswoman Kathy Hoffmeyer said.

Sheriff’s police are investigating the Wilmington Township robbery and released photos taken from the surveillance video, but “received little response,” Hoffmeyer said.

“We’re working together with other agencies and proceeding as if they are related,” Dwight Chief Tim Henson said. “We’re taking this very seriously and putting a lot of effort into getting these guys off the streets.”

Police: Driver’s ed instructor arrested in DUI at Joliet Central

bstanley@shawmedia.com JOLIET – A high school driver’s education instructor was arrested last week after recently being found passed out drunk in the driver’s ed car in front of Joliet Central High School, police said.

Deputy Chief Al Roechner said school staff found Nestor M. Nowak, 46, of Shorewood, “slumped over the wheel” of the white Ford around 11 a.m. April 6 outside the main entrance’s parking lot.

“The faculty member who found him was concerned he’d had a stroke or other medical issue, but did detect the strong odor of alcohol,” Roechner said.

School staff called for an ambulance

and Nowak was taken to Presence Saint Joseph Medical Center. According to police reports, Nowak had more than three times the legal limit of alcohol in his sysNester tem.

Roechner said staff Nowak notified the school liaison officer about the incident April 13.

In a message to parents, Joliet District 204 Superintendent Cheryl McCarthy said that Nowak was placed on leave April 6 and “has not been in a District 204 vehicle, nor at work, since that date,” saying his continued employment with the district is under review.

“We reviewed the case with the

state’s attorney’s office and a warrant was issued on May 9,” Roechner said.

Nowak was charged with two counts of driving under the influence and released after posting $10,000 bond.

McCarthy’s statement said that, when it tried to contact Nowak for an interview on the matter, “we were advised that he was in a treatment program and would not be released for some time. We were unable to interview Mr. Nowak, but continued to gather evidence that was provided April 13 to the Joliet Police Department.”

According to Will County court records, the driver’s education instructor pleaded guilty to driving under the influence of alcohol after an arrest in New Lenox in 2014 and was sentenced

to a year of court supervision. Court records show 12 other traffic and parking violations for Nowak dating back to 1990.

“The District was not aware of that fact until today and we are investigating further to determine why we were not made aware of that incident,” McCarthy’s statement said.

“At this time, we have no evidence to indicate that Mr. Nowak was ever under the influence while he was teaching behind-the-wheel to District 204 students,” McCarthy wrote. “However, we encourage any persons to come forward who may have information to the contrary.

Our investigation continues and when we have additional information we are able to share, we will do so.”

Details of tentative Will County Judicial Complex design released More online

mmallory@shawmedia.com JOLIET – Will County officials have received the most detailed design thus far for the new Will County Judicial Complex.

The tentative renderings are being reviewed by the Will County Board.

The new courthouse, expected to cost upward of $195 million, will be on the city block that sits between Joliet City Hall and the current Will County Courthouse. Construction is expected to start in 2018.

Wight & Co. has dedicated lower floors to high-volume courts and offices, such as jury commission, the clerk’s office, civil process and traffic.

The 10-floor building will have central holding, mechanical and electrical operations on its basement floor.

The first floor features an expansive, high-ceiling lobby with walls of windows and a spacious jury commission room that should be a huge improvement over the cramped spaces used in the current courthouse.

Will County Chief Judge Richard Schoenstedt reminded the Will County Board last week just how much the courthouse wears on those using it.

“It’s not only litigants,” he said.

The second floor’s space is mostly designated for Will County Circuit Clerk Office operations and the high-volume criminal misdemeanor

and civil small claims courts.

The third floor includes offices for the Will County State’s Attorney, Will County Sheriff, adult probation and a law library, along with four criminal misdemeanor courts. Just outside the windows of the third floor is the roof over the lobby, which will be topped with green landscaping.

The fourth floor is expected to have four criminal felony courts, criminal special proceedings and the public de-

fender’s office.

The fifth floor is where the building loses another wing. This floor is tapped for three criminal felony courts and a café that has been described as “soups, sandwiches and high-end vending.”

Floors six and seven are nearly identical and each include two high-volume family courts, two regular family courts and one criminal bench court.

Floors eight and nine are pegged for civil jury trials, criminal felony courts, criminal bench courts, a civil bench court, a civil jury court and a foreclosure court.

The 10th floor would be home to the grand jury, court administration and civil special proceedings, bench and probate courts.

JOLIET – Nurses at Presence Saint Joseph Medical Center will vote Wednesday through Friday on the tentative contract agreement.

Illinois Nurses Association spokesman Chris Martin said details likely would not be released until after nurses vote on the agreement.

“Until they reach a final agreement, it doesn’t mean anything yet,” Martin said.

Administration, in a statement released Monday, said it expected the agreement would be approved by nurses this week.

The tentative agreement put off the possibility of a call for a strike, which nurses authorized in a vote last week.

The two sides reached an agreement shortly after midnight Saturday, Martin said.

The nurses’ existing contract was expired at midnight. However, the union said last week that negotiations could continue after contract expiration if progress was being made.

Students to donate to Joliet police K-9 unit

fsarver@shawmedia.com JOLIET – Eighth-graders at Gompers Junior High School plan to donate more than $657 to Joliet police to further support their K-9 unit.

The funds will go toward purchasing WatchDog, an apparatus that is put on the police dog to warn the police through a smartphone app if the car where the dog is waiting for them gets too hot. “[The police] were telling us this app saves a lot of canines,” said Rebecca Kazecki, who along with Heather Poch teaches eighth-grade language arts at Gompers.

The students raised money as part of a community service project that ties into the school’s Guidelines for Success program and theme of Honesty, Effort, Accountability, Respect and Tolerance.

Kazecki said the students researched different types of community service projects before settling on donating a bulletproof vest to Joliet police.

Joliet Police Officer Robert “Bert” Badertscher also visited the students with the police dog, which motivated them during their fundraising efforts, Kazecki said.

The police’s K-9 unit was created in 1980 and is certified annually through the North American Police Work Dog Association in obedience, narcotic search, tracking, article and evidence search, aggression and area search.

Butch Porterfield, age 72, of Wilmington, formerly Coal City, passed away May 13, 2017, at his home.

Born November 20, 1944, in Joliet, Richard Lynn was a son of the late Martin Allen and Agnes (Neal) Porterfield. He was raised and educated in Wilmington, and went on to honorably serve in the U.S. Navy during the Vietnam era.

On October 8, 1971, Butch married Sandra M. Hill in Wilmington. He was retired from, Commonwealth Edison after more than 20 years of service, and belonged to the New Lenox American Legion, where he served as past commander.

Survivors include his wife, Sandra; sons, Dan (Stephanie) Porterfield of Coal City and Todd Porterfield of Frankfort; grandchildren, Nicole (Mike) Gershon of Arlington Heights, Danielle Porterfield and Taylor Porterfield, both of Coal City, Josh Porterfield of Indiana and Sydney Porterfield of Monee; great-grandchildren, Hayden, Ryder, Ellie and Parker; sister, Leslie (Chuck) Jackson of Wilmington; and brother, Doug (Reba) Porterfield of Braidwood; as well as numerous nieces and nephews. She was born December 7, 1921, in Joliet, to Josef and Sophie (Luscher) Kump, and was a graduate of St. John the Baptist Grade School and Joliet Township High School, Class of 1939. She was an active parishioner of the Cathedral of St. Raymond and a former member of the Council of Catholic Women.

Theresa loved being a homemaker and taking care of her family. She was always loving, positive and encouraging and will be remembered for her supportive dedication to her husband and children, along with her excellent sewing and baking skills. She was a cherished grandmother, great-grandmother and great-great-grandmother.

‘Moors murderer’ Ian Brady dies at 79

The Associated Press LONDON – Ian Brady, a killer of five children whose role in the 1960s “Moors Murders” made him one of Britain’s most reviled criminals, died Monday. He was 79.

Health officials said Brady died at a high-security psychiatric hospital in northwestern England.

No cause of death was immediately giv- Ian Brady en. At a court hearing in February, lawyers said Brady had been bedridden for the last couple of years and it was “fair to say” he was terminally ill, with emphysema among his ailments.

Brady and his girlfriend, Myra Hindley, were convicted and sentenced to life in 1966 for the vicious murders of 10-year-old Lesley Ann Downey and 17-year-old Edward Evans. Brady was also found guilty of killing John Kilbride, 12.

The pair confessed in 1987 to murdering two more children, Pauline Reade, 16, and Keith Bennett, 12.

Some of the victims were beaten, tortured and sexually abused before being killed. Their bodies were eventually buried on desolate Saddleworth Moor in northwestern England.

Hindley and Brady were caught in 1965, after they forced Hindley’s brother-in-law, David Smith, to watch as they killed Evans. After they lured Evans away from a gay bar, Brady attacked him with an ax, smothered him with a cushion and bound him with an

electrical cable.

Smith fled and called police, who eventually found Kilbride and Downey’s bodies buried on the moor.

The abuse of Downey, snatched by the couple from a fairground the day after Christmas in 1964, had been recorded on audio tape and was played to the court at the couple’s trial.

“Nothing in criminal behavior before or since has penetrated my heart with quite the same paralyzing intensity,” John Stalker, then a police detective sergeant, said later.

Britain has never forgotten the horror of the crimes. Hindley in particular became a hate figure, her face plastered across newspaper pages every time she applied unsuccessfully for parole. She died in prison in 2002.

The trial judge, Fenton Atkinson, said most of the blame for the killings lay with Brady, calling him “wicked beyond belief without hope of redemption.”

In 1985 Brady was moved from prison to a psychiatric institution, where for many years he resisted treatment and fought unsuccessfully to be sent back to prison.

Hindley and Brady were taken back to Saddleworth Moor in the 1980s to help find the bodies of Reade and Bennett. Reade’s was uncovered but Bennett’s grave has never been found.

For years Brady ignored calls by the boy’s family to reveal the location of his remains.

British newspapers greeted news of his death with grim satisfaction. “Monster Brady is dead,” said the front page of The Sun. “Burn in hell Brady,” the Daily Mirror said.

‘Deadwood,’ ‘Sin City’ actor Powers Boothe dies at 68 The ASSOCIATED PRESS LOS ANGELES – Powers Boothe, the actor known for his villain roles in TV’s “Deadwood,” and in the movies “Tombstone,” “Sin City” and “The Avengers,” has died. He was 68.

Boothe’s publicist said he died of natural causes at his home in Los Angeles on Sunday.

Boothe won an Emmy in 1980 for playing cult leader Jim Jones in the TV movie “Guyana Tragedy: The Story of Jim Jones.” The ceremony was held amid an actors strike, and Boothe was the only acting winner to show up for his award.

“This is either the most courageous moment of my career or the stupidest,” he quipped after accepting the prize.

Former Paramount Pictures CEO Brad Grey dies at 59

The Associated Press LOS ANGELES – Brad Grey, an influential Hollywood leader who served as the chairman and CEO of Paramount Pictures for 12 years, has died.

A family spokeswoman said Monday that Grey, who was battling cancer, died Sunday at his home in Los Angeles. He was 59.

Grey oversaw franchises such as “Star Trek,” “Transformers” and “Mission: Impossible,” prestige properties such as “There Will Be Blood,” “No

Country for Old Men,” “Up in the Air,” “The Big Short,” “The Curious Case of Benjamin Button” and “Babel,” and multiple films from Martin Scorsese including “The Wolf of Wall Street,” “Shutter Island” and “Hugo.” Grey also produced Scorsese’s “The Departed,” which won Best Picture in 2007.

Grey founded the management and production company Brillstein-Grey Entertainment with the late Bernie Brillstein, co-founded the production company Plan B Entertainment with Brad Pitt and Jennifer Aniston, and produced “The Sopranos.”

Tronc in talks to acquire Chicago Sun-Times

CHICAGO – Two longtime newspaper rivals in the once highly competitive Chicago market may end with the acquisition of the Chicago Sun-Times by the owner of the Chicago Tribune, which has grabbed the attention of the U.S. Justice Department on Monday.

Chicago-based Wrapports LLC announced in a statement it has agreed to enter into discussions with tronc Inc., owner of several major newspapers, after failing to interest other media companies in acquiring the Sun-Times.

In a statement, Wrapports states if tronc acquires the Sun-Times, it would operate the newspaper as a separate unit, keeping in place the independent newsroom.

“The investors and board members of Wrapports have been committed to keeping a strong media voice in Chicago alive,” Wrapports Chairman John Canning said. “We believe an ownership that

can bring substantial digital resources is necessary and is the best path for the Sun-Times long term.”

Wrapports said it voluntarily informed the U.S. Justice Department of its talks with tronc and will accede to the department’s suggestion to advertise that the Sun-Times is up for sale.

The ad will be placed in the Sun-Times on Tuesday.

Auditor fined over reports filed as House member

SPRINGFIELD – The Illinois State Board of Elections imposed a $5,000 fine Monday on a defunct campaign fundraising account linked to Auditor General Frank Mautino, the stiffest fine allowed by law, although it likely will never be collected because the committee has dissolved.

The board voted, 6-2, that the committee, which financed campaigns during the Spring Valley Democrat’s 24 years as a state representative, failed to cooperate with the board by supplying documents to provide detailed explanations for more than $400,000 in campaign spending.

Some board members said they wished they could take harsher action but were hamstrung, and others urged a halt to

proceedings until a possible federal investigation plays out.

Streator resident David Cooke, who said he’s not active in either political party, pursued the matter after several watchdog and news media groups reported that Mautino’s campaign paid about $225,000 to a Spring Valley service station for gas and vehicle repairs and more than $200,000 to a local bank.

He was exasperated because board members said they could only act on Mautino’s lack of cooperation, nothing more.

Obama Foundation reports $13M in donations in 2016

CHICAGO – Tax documents show the foundation that’ll construct and oversee the Obama Presidential Center received around $13 million in contributions last year.

The Chicago Sun-Times reported that the Obama Foundation released a tax return Monday.

Several $1 million donations were made, including from the George Lucas Family Foundation. The “Star Wars” creator is married to Mellody Hobson, who is president of Chicago-based Ariel Investments.

Gun demand rises in Chicago despite waning nationally

CHICAGO – The appetite for legal firearms is on the rise in Chicago, even as demand appears to be waning nationally.

Illinois State Police say the number of firearm-owner identification applications in Chicago doubled from about 19,600 in 2014 to nearly 39,000 last year.

Applications are on pace to surpass that this year.

FBI figures show federal background checks nationwide hit high levels at the end of 2016 and dropped 11 percent during the first four months of 2017, compared with the same period last year.

Courts struck down Chicago’s ban on handguns in 2010 and lifted the ban on gun shops in the city in 2014, although there still are no registered gun stores in Chicago, the Chicago Tribune reported.

U.S. accuses Syria of mass killings, burning bodies

WASHINGTON – The U.S. accused Syria on Monday of executing thousands of imprisoned political opponents and burning their bodies in a crematorium to hide the evidence.

The allegation could test the Trump administration’s willingness to respond to atrocities, other than chemical weapons attacks, that it blames on President Bashar Assad’s government.

The allegation of mass killings came as President Donald Trump weighs options in Syria, where the U.S. launched cruise missiles on a government air base last month after accusing Assad’s military of killing scores of civilians with a sarin-like nerve agent.

Trump on Monday kicked off a week of meetings with Middle East leaders, sitting down with the crown prince of Abu Dhabi a day before he hosts Turkey’s president. Trump flies to Saudi Arabia later this week.

All are governments that have pressed the U.S. over six years of civil war in Syria to intervene more forcefully.

Trump had backed away from President Barack Obama’s calls for regime change in the Arab country, with the new president’s officials pointedly saying leadership questions should be left to Syria’s citizens, until his intervention last month. His administration now says Assad cannot bring long-term stability to Syria.

In its latest accusations of Syrian abuses, the State Department said it believed about 50 detainees each day are being hanged at Saydnaya military prison, about 45 minutes north of Damascus. Many of the bodies are then burned in the crematorium “to cover up the extent of mass murders taking place,” said Stuart Jones, the top U.S. diplomat for the Middle East, accusing Assad’s government of sinking “to a new level of depravity.”

The department released commercial satellite photographs showing what it described as a building in the prison complex that was modified to support the crematorium. The photographs, taken over the course of several years, beginning in 2013, do not prove the building is a crematorium, but show construction consistent with such use.

The revelations echoed a February report by Amnesty International that said Syria’s military police hanged as many as 13,000 people in four years before carting out bodies by the truckload for burial in mass graves.

Although the State Department cast its unusual news conference as an effort to press Assad’s key backers, Russia and Iran, it also underscored Trump’s lack of a strategy for stopping Syria’s violence.

The war has killed as many as 400,000 people since 2011, contributed to Europe’s worst refugee crisis since World War II and enabled the Islamic State group to emerge as a global terrorism threat.

Trump had been highly critical of Obama for failing to respond to earlier chemical weapons attacks in 2013 after setting a “red line”

against such usage. After last month’s attack in northern Syria, Trump said the Syrians crossed “a lot of lines” for his administration. Beyond authorizing cruise missiles in response, however, he didn’t outline a strategy to eliminate the threat.

White House spokesman Sean Spicer on Monday reiterated the administration’s line that Syria’s future “should be decided by Syrians in a free credibly and transparent process.” But he called such a future “unimaginable” if Assad is propped up with help from the “seemingly unconditional support from Russia and Iran.”

Russia has shown no inclination to drop its support for Assad. It now is pushing the idea of “de-escalation zones” that would be designed to reduce violence, while not challenging Assad’s authority over almost all of Syria’s major cities.

State Department spokeswoman Heather Nauert said Secretary of State Rex Tillerson had been “firm and clear” in a meeting with Russian Foreign Minister Sergey Lavrov last week that “Russia holds tremendous influence over Bashar al-Assad.”

United changing cockpit-door codes after inadvertent leak DALLAS – United Airlines is changing the keypad codes used to open cockpit doors after the previous codes were accidentally posted on a public website.

The airline sent a memo to pilots over the weekend telling them to use “alternative security measures,” a spokeswoman said Monday.

The spokeswoman said the breach in security measures was not the result of hacking and did not cause any flights to be delayed or canceled.

“We are working to change

the codes on all of our aircraft,” added the spokeswoman, Maddie King.

In a statement, the Chicago-based airline said it uses “a number of measures” in addition to the access codes to keep cockpits secure, and it was working to fix the situation as soon as possible.

King said backup procedures had been put in place, but she declined to give details, citing security concerns.

United changes the access codes periodically but scrambled over the weekend after it learned about the information becoming public.

Rusty Aimer, a retired United pilot who is now an aviation consultant, said changing the codes “should not create a big security concern.” He added that he could not remember a breach of the secret codes in the years that he worked for the airline.

Security of cockpits was strengthened after the terrorist attacks in September 2001, during which hijackers took over control of United and American Airlines planes.

The Air Line Pilots Association has lobbied for legislation in Congress that would require secondary barriers on all U.S. airliners.

West had blanked Central, 7-0, in last Thursday’s SPC matchup. When the Tigers scored twice on Adam Scharf’s two-run single in the bottom of the first inning Monday to get a 2-0 jump on the Steelmen, a case of deja vu was brewing.

Langley’s homer, his fifth of the season, changed things.

“When I hit it, I was like, ‘Wow, does that feel good,’ “ Langley said. “We were a totally different team today than we were the other day.”

The two city rivals, who tied in the WJOL/Don Ladas Memorial Tournament, are 1-1-1 in head-to-head meetings entering next Monday’s Class 4A regional matchup at Central.

“After this game, we feel like we can get them next Monday, too,” Langley said.

“It was nice to get back at them,” Central coach Kevin Fitzgerald said. “Jared King’s play saving a run was huge. I was happy with our offensive performance, too – the nice weather helps. Tom’s homer helped, and so did not having any errors on the board.”

“They made good plays,” Karczewski said. “We did, too, but we kind of lost it a little in that one inning [sixth]. But our guys keep fighting and battling, and when something goes wrong, they’re not losing their cool.”

The Tigers gave it their all, not only because it was Senior Night against their district rival, but also for Karczewski, whose mother died over the weekend after fighting cancer for more than 20 years.

“All the guys are wearing these wristbands for my mom,” Karczewski said. “They played hard. We had opportunities that we just didn’t take advantage of. Even in the first inning, we had two runs in and then lost the guy going to second, or we might have been able to have a bigger inning.”

Faifer had three hits and three RBIs, while Cherokee Lebeau drove in two runs and Tyler Talbot allowed six hits while striking out eight in six innings.

BOWLING GREEN, KY. – The No. 9 ranked University of St. Francis softball team’s start to the NAIA National Tournament Opening Round did not go as planned Monday as No. 4 seed Indiana Wesleyan University took advantage of five USF errors en route to a 3-0 upset of the top-seeded Saints.

That leaves St. Francis (41-6) having to battle back through the loser’s bracket over the next two days if it wants to advance to the next round of the postseason, the NAIA World Series. The Saints start that run Tuesday at 2:30 p.m. against No. 3 seed Freed-Hardeman (Tenn.), which fell to No. 2 seed Campbellsville (Ky.), 1-0. The winner of that game faces the loser of the Indiana Wesleyan-Campbellsville matchup at 5 p.m. Tuesday.

Anna Wetherell and Ashley Galason both had hits, while Morghan Dieringer (24-5) suffered the toughluck loss. She scattered five hits and struck out six.

Earlier in the week, Dieringer was named the Chicagoland Collegiate Athletic Conference Pitcher of the

Year and also was one of four repeat selections to the all-conference first team. Kayla Garcia was recognized as the CCAC Freshman of the Year to go along with her first-team accolades.

JCA falls to Marist, upbeat about regional chances

cherron@shawmedia.com JOLIET – Joliet Catholic Academy’s softball team put itself in a hole from which it could not recover in Monday’s game against Marist, the East Suburban Catholic Conference leader. The way the Angels fought back likely has more significance than the final outcome.

The hard-hitting RedHawks collected 18 hits in the game and scored six runs in the first inning and five more in the seventh to claim a 15-9 victory that actually was suspenseful for a while.

JCA (16-10, 5-5) battled back from an 8-0 deficit to pull to within 10-7 with three innings remaining before Marist (19-6, 9-1) broke it open in the last inning.

“Marist is always a good hitting team, so you know that they’re going to come out swinging,” JCA coach

Tina Kinsella said. “We spotted them a few runs early in the game, but I felt that the girls did a great job of coming back and fighting to get some more runs. But their starter is a good pitcher and they’re a good hitting team, so you can’t take that away from them.”

Abby Rosynek capped the visitor’s decisive first inning by hitting a two-run home run to give her team a six-run cushion.

In the second inning, Angela Zedak (3 for 3, three RBIs) and Cassie Lindmark (3 for 3, two RBIs) both drove in runs to give Marist an 8-0 lead.

The Angels began their comeback in the second when Hannah Antzoulatos (2 for 2) doubled in one run and Tessa Green (2 for 3, four RBIs) singled in two more to make it an 8-3 game.

After Marist had picked up 12 of its hits during the first 2 1/3 innings

to go up 10-3 on a two-run single by Zedak, Noelle Chovanec entered and gave up no runs and two hits over the next 3 2/3 innings before the visitors finally solved her in the last inning.

Caitlyn Spreitzer came home following a dropped third strike in the third, and an inning later she doubled home two runs. Madison Szymanski scored on an infield out to pull the Angels to within 10-7 with three innings remaining.

However, Marist brought starter Zedak back for the final three innings and she only allowed one hit in the next two innings. After the RedHawks got an RBI single from Lexi Voss (3 for 5, two RBIs) and a two-run double from Jessica Balich (3 for 5, three RBIs) in the seventh, JCA finally scored against Zedak when Green delivered a two-out, two-run double.

The Angels now are setting their sights on the postseason and Kinsella believes that if they play like they’re

capable, they have a good chance to go advance in the playoffs.

Fourth-seeded JCA plays Ottawa May 23 in the Class 3A LaSalle-Peru Regional. If it wins that game, it would likely take on top-seed Bishop McNamara in the regional title game. The winner of the regional advances to the Oak Forest Sectional.

“We’re hoping to get the regional championship and to make some noise,” Kinsella said. “If we can win the regional, I think we could be playing for a sectional championship. We played Bishop Mac earlier in the season and we were matching them before we had a rain delay. I felt that if we had kept going with the rhythm that we had, we would have been right there.

“We’re not experiencing too many strikeouts, so that’s a positive for us. We’re hoping to be able to string some hits together, and if we do, then we can beat a team like that.”

Joliet Catholic wins the ESCC baseball championship

LAGRANGE PARK – For the seventh time in the last decade, Joliet Catholic Academy is the East Suburban Catholic Conference baseball champion.

Led by left-hander Aidan Tyrell, JCA (20-11-1, 15-2) romped past Nazareth, 7-1, Monday to clinch the outright title.

The two clubs will play at Gillespie Field in the conference finale at 4:30 p.m. Tuesday.

Tyrell (4-1) fired a four-hitter at the Roadrunners (18-15, 7-10), striking out eight. He can hit, too. His first inning double led to the Hilltoppers’ first run, which was followed by St. Francis-bound Jack Surin’s home run to center field that soared over the 340-foot sign on the center field fence for a 2-0 lead.

“I didn’t think it was going to go out, but it just kept carrying,” Surin said. “The ball carried just far enough for my first homer of the season.”

Nazareth closed to 2-1 in the fourth before the Hilltoppers batted around in the fifth and put the game away.

Red-hot Louisville-bound Michael O’Brien ripped the first of his two doubles off the right-center field fence, scoring Ziegler.

“I have been really hitting the ball hard as of late,” ‘O’Brien said.

“The RBI double in the fifth, I really hit it hard to drive home a big run at the time. It feels great to be ESCC champs.”

Tyrell plated both Knapczyk and O’Brien with a two-run single and Jared Cushing’s RBI single conclud-

ed the fifth-inning outburst. In the top of the seventh, O’Brien doubled and scored on Tyrell’s third hit and third RBI. “The two runs in the first helped me,” Tyrell said. “I threw strikes and struggled a little in the middle innings, but once we scored the four runs in the fifth, I finished strong.

I saw the ball really well today and hit it hard. This is awesome to win the outright ESCC championship.”

For JCA coach Jared Voss, the outright ESCC crown was the fifth of his illustrious 19-year career.

The win Monday was his 481st. Voss has kept the school trophy case full, with two state championships, a third place and a fourth place. In his second year at JCA, in 2000, his team brought home a second-place trophy and did again in 2004. In his early years, he just couldn’t win the big game.

“Hey, it’s all about the kids,” Voss said, “We had three kids transfer out of the program and we were really struggling out of the gate.

This outstanding group started slowly and then just started playing outstanding baseball, which has culminated in this ESCC championship. I want to thank our outstanding seniors for all their hard work.

“Here at Joliet Catholic, excel-

lence is expected. I had total confidence in this group and they have met my expectations. We still have a lot of work to do before this season is complete.”

After the final out, there was no Hilltopper dog pile. The ESCC champs acted as they expected to be champions.

“We started slowly but we always knew, from the beginning, that we had the talent to accomplish this and more,” Hilltoppers pitcher Brendon Wills said. “It took awhile, but once we got started, no one could beat us.

“We have great team chemistry.”

“This feels great to have all our hard work pay off and win this conference championship,” Hilltoppers lefty Antonio Saldana said. “I personally worked hard to have a successful season for us and credit my teammates for helping me.”

JCA catcher Simon Grashoff commented on catching the Hilltoppers’ big three pitchers – Tyrell, Saldana (6-1) and Wills (6-2).

“It’s a real pleasure catching Aidan, Sal and Brendon,” Grashoff said. “They all throw strikes. Hard strikes. It is truly awesome to win the ESCC. “Chemistry. We have it here at JCA.”

RACING: GRUNDY COUNTY SPEEDWAY

SUBMITTED REPORT MORRIS – Close finishes were the order of the night Friday at Grundy County Speedway as all four feature races were decided by .536 seconds or less. That’s about the amount of time it takes to blink an eye.

In the 30-lap Late Model feature at the one-third-mile paved oval, the top four cars were separated by .656 seconds. D.J. Voltmeter led the pack, coming across the finish line .065 ahead of second-place Billy Nirenberg. Eddie Hoffman was .285 seconds off the lead in third and Anthony Danta was .656 second back in fourth, with Brandon Club finishing 1.163

Derick Vertheen had the largest margin of victory of the evening in the Street Stock division, besting

John Senerchia by .536 seconds in the 25-lap feature. Rita Fields was 1.473 seconds off the pace in third, followed

by Randy Weese (1.879 behind) in fourth and Eddie Ligue (2.794 back) in fifth. The rest of the top 10 consisted of Tim Stewart, Bill Serviss, Chad Bayuk, Cheryl Hryn and Bobby Gash.

In the 4-Cylinder division, it was another group of four battling things out for the checkered flag, with Michael Tobuch coming out on top, .366 seconds ahead of Scott Gagen, .683 seconds ahead of third-place Bryce Leake and .881 seconds ahead of fourth-place Scott Ingram. Austin Blackwell was 1.104 seconds behind in fifth place, with the rest of the top 10 consisting of

Dan Schmeissing, Zack Sontag, Alex Treptow, Kyle Royster and James Dean.

Racing continues this weekend at Grundy County Speedway, located a mile north of Morris on Route 47 at the Grundy County Fairgrounds.

Friday night features a full program of racing – Late Models, Mid-American, Street Stock and 4-Cylinders – plus a 30-lap Pure Stocks Special race.

On Saturday, the program will feature Illini Midgets, 6-Shooters, Pure Stocks and Super Cups racing. Cost of admission is $12 for adults, $10 for seniors and $5 for kids 12-17. Kids 11-under are free.

Schwarber the focal point for Cubs’ struggles at the plate

bmiles@dailyherald.com Kyle Schwarber isn’t the only Cubs batter struggling, but he seems to be getting most of the negative attention.

Part of that is because of where he’s batting in the order: leadoff.

Part is likely because of his exploits in the World Series last year and in the 2015 postseason.

And part is because much is expected of Schwarber, a first-round draft pick with powerful offensive potential.

“I guess when it’s going bad, it goes bad,” he said after the weekend series at St. Louis. “I feel like I’ve been putting good swings on balls and just not getting the results that I want.

“I’ve just got to stay with the process. It’s stinks, but you can’t let it bother you.”

Let’s take a look at Schwarber’s numbers before we get to the stats for several other players and the team as a whole.

Entering Tuesday’s series opener at Wrigley Field against Cincinnati, Schwarber has a batting line of .179/.313/.343 for an OPS of .656. He has five homers and 14 RBIs. It’s interesting to note that Schwarber leads the Cubs in walks (24) and strikeouts (44).

If there are signs of encouragement, it’s that Schwarber has a .313 on-base percentage despite a low batting average. That says something to manager Joe Maddon.

“It’s hard to hit for a high number if you have too many at-bats, meaning you are putting too many bad pitches in play, you’re not accepting your walks, you’re not staying in the zone,”

Maddon said. “It’s just hard. It’s hard to hit .300, even .280 if you’re constantly getting out of your zone.

“If you want that number to be good, where it says ‘average,’ to me, you have to keep an organized strike zone and not build up so many atbats.”

The other number to flag is Schwarber’s batting average on balls in play. That number is .224. The league average generally settles at about .300. If the BABIP is significantly lower than .300, it usually means a batter is hitting into bad luck, with line drives and hard-hit flyballs being caught. In Schwarber’s case, the low BABIP also is affected by teams shifting against him, turning singles or doubles to right field into groundouts to a fielder positioned in short right.

Other numbers to watch are the percentages of “hard” and “soft” contact Schwarber makes. According to FanGraphs, Schwarber’s hard contact has dropped from 39.7 percent in 2015 (Schwarber missed almost all of last season with a knee injury) to 33.3 percent this year.

The soft contact percentage has gone up from 15.4 to 21.1.

“I’m seeing great swings – ball fouled back, like straight back,” Maddon said. “It’s not coming over our dugout. Once in a while it’s pulled on something soft. But a lot of them are going straight back, meaning he’s just underneath the ball.”

As for the leadoff spot, Schwarber said it is not playing on his mind.

“I don’t think the leadoff spot has changed what’s been going on,” he said. “I squared some balls up and wasn’t able to get a hit or anything

“Many hitters have gone through what I’ve been going through, and you’ve just got to keep going with it.”

Other Cubs hitters aren’t tearing it up either, and the team missed defending MVP Kris Bryant over the weekend as he battled a stomach bug.

He also said he has been able to hang in there mentally with the early struggles.

“Obviously it gets frustrating,” he said. “You feel you put a good swing on a ball, and you’re just not getting your result. It’s funny. I’ve just got to keep going with the approach. I’m going to stay positive every day. I’m still going to be confident.

• Anthony Rizzo is at .213/.351/.383 with six homers and 19 RBIs. As with Schwarber, the difference between batting average and OBP is a good thing for Rizzo.

• Addison Russell has a line of .226/.295/.353.

• Willson Contreras is at .226/.293/.396.

• ,Javier Baez has a line of .236/.274/.445.

Overall, the Cubs are 71-for-332 (.214) with runners in scoring position. That ranked last in the National League entering Monday and ahead of Kansas City, Cleveland and Oakland in the major leagues.

Hitting with runners in scoring position is more of a random stat and not predictive, so it’s best to keep an eye on things such as runs scored, OBP and walks. The Cubs ranked first in walks and OBP last year, and they were second in runs scored on the way to a world championship. Entering Monday, they ranked first in the NL in walks, eighth in runs and ninth in OBP. Better approaches should lead to better plate appearances, and that should lead to better results for the Cubs.

SPORTS BRIEFS Celtics power past Wizards in Game 7, 115-105

BOSTON – Isaiah Thomas scored 29 points and had 12 assists, Kelly Olynyk scored a career-playoff high 26 points and the Boston Celtics used a big fourth quarter to outlast the Washington Wizards, 115-105, in Game 7 of the Eastern Conference semifinals Monday night.

Boston advances to the Eastern Conference finals, where it will host the Cleveland Cavaliers in Game 1 on Wednesday.

Led by Olynyk the Celtics got a huge lift from their bench, outscoring their Wizards’ counterparts 48-5. Boston also connected on 11 3-pointers, including 8 of 13 in the second half.

Bradley Beal led the Wizards, which was playing it its first Game 7 since 1979 with 38 points, including 24 in the second half.

Otto Porter added 20 points. John Wall and Markieff Morris each finished with 18. But Washington also had 15 turnovers, leading to 17 Celtics’ points.

Boston trailed 76-72 late in the third quarter before ending the period on a 13-3 spurt. The run grew to 22-5 in the opening minutes of the fourth as the Celtics’ lead became 94-81.

Penguins knot series with 1-0 Game 2 victory over Senators

PITTSBURGH – Marc-Andre Fleury stopped 23 shots for his second shutout of the playoffs and the Pittsburgh Penguins evened their Eastern Conference final against Ottawa with a 1-0 victory in Game 2 on Monday night.

Phil Kessel beat Craig Anderson with a wrist shot 13:05 into the third period as Pittsburgh finally broke through against the Ottawa’s packed-in defense.

The Penguins dominated play for long stretches but couldn’t solve Anderson until late in the third. Kessel’s initial shot hit Ottawa’s Jean-Gabriel Pageau and came right back to him. Kessel fired hard and low

In this office, vital records technicians Jan Cullen and Jean Ann Meyerhoff provide certified copies of birth and death records, which may be needed for identification, insurance, financial issues, proof of residence, proof of paternity, school registration, travel or other situations. Many issues regarding these documents also can be addressed at this office.

On the birth side, the hospitals create the birth records and file them in about a week with the Vital Records Office. Will County births from 1985 to the present are available through this office.

If, for example, paternity paperwork is not completed while at the hospital, parents still can establish paternity and those forms are available through the Vital Records Office.

While this office does not enforce child support, they can certainly guide parents to the office that does. Most

Social Security cards are automatically mailed to parents and arrive roughly six to eight weeks after birth.

Also, some items can be corrected locally, but only for a period of one year, so it is highly recommended that parents ensure that all information on the birth record is correct before the child’s first birthday.

Death records are created by funeral directors, who file them with the local registrar in the county where the death occurred. Generally within seven to 10 days. Death records that are available through the Vital Records Office include those where the death occurred in Will County.

It is the responsibility of the funeral director to accurately report the information about the decedent, and to present the death record to the physician for the official cause of death. It is then the duty of the Vital Records Office to ensure that the death records are filed in compliance with all the national, state, and local rules and regulations.

Joliet Township High School YESS mental health services receives grant After learning that valuable mental health services for Joliet Township High School students were in jeopardy, Will County Center for Community Concerns Community Services Director Belithia Johnson knew something had to be done.

Partnering with the district, Johnson received a $15,000 Community Service Block Grant that was presented to the Will County Health Department at the April 18 Joliet Township High School Board of Education meeting to provide payment for services.

As part of the Youth Experiencing Success in School (YESS) program, since 2005, the Will County Health Department has provided interns that facilitate one-on-one and group therapeutic mental health services on-site at the high school campuses.

Eliminating the need for referrals, direct access to mental health services has yielded positive changes in school climate for the district, with declines in the number of fights, assaults and expulsions since the program’s inception.

During the first semester of the school year, over 400 direct one-on-one student contact hours were provided by the Will County Health Department interns and over 100 students participated in group therapy sessions.

National Hook-up of Black Women Inc. wins award JOLIET – On May 1, Presence Saint Joseph Medical Center honored the Joliet Chapter of the National Hookup of Black Women Inc. (NHBW Inc.) with the Inspire Award, an annual recognition bestowed upon a group, individual or community organization which exemplifies the values of Presence Health: honesty, oneness, people and excellence.

The award also celebrates inspirational leadership that advances the health and well-being of the community.

The Joliet Chapter of NHBW Inc. received the award for their work improving the lives of community families through the arts, culture, health wellness, education and human service programs.

Throughout the year, the NHBW Inc. provides free health and wellness screenings, sponsors annual blood drives, actively encourages literacy through their Reading for Life program and awards scholarships to deserving students throughout the Joliet and greater Will County area.

HEALTH BRIEFS New Lenox students raise more than $1,200 for Lincolnway Special Recreation Association

NEW LENOX – During the week of May 1, Lincoln-Way Central students enrolled in human performance classes raised more than $1,200 for the Lincolnway Special Recreation Association. The funds were collected through voluntary donations from students.

The LWSRA provides adaptive and special recreation services for individuals with disabilities through partnerships with local villages. Their programs are provided for individuals from preschool through adulthood, making recreation services available to those with special needs.

Additionally, a “P.E. Takeover,” on May 11 allowed Lincoln-Way Central students to experience physical education through the perspective of those with special needs.

Human performance students rotated between wheelchair basketball, sit-volleyball and goalball – each activity expanding the students’ understanding of special needs recreation.

Her faculty mentor was Dr. Jeanette Andrade, instructor from the School of Family and Consumer Sciences. Rzasa is

from Plainfield and her parents are Martin and Virginia Rzasa.

Award-winning students were recognized during Graduate Exposition Week in April, which is sponsored by EIU’s Graduate Student Advisory Council, the Council on Graduate Studies and the graduate school.

Infected animals, which don’t show any disease symptoms, will continue to excrete the bacteria for several months or even several years. Humans become infected when they come into contact with either the urine of an infected animal, or its bodily fluids, other than saliva. You also can pick up the infection from a substance that carries the infected urine or fluids, such as soil, water or trash.

The bacterium typically enters the body through the skin, particularly if it is broken because of a scratch or a cut. It also can enter through the mucous membranes of the mouth, eyes or nose. According to the Centers for Disease Control and Prevention, wide outbreaks of leptospirosis usually are caused by exposure to contaminated water, such as floodwaters. Person to person transmission is rare.

If you’re still worried, recommend the following precautions to your daughter: • Steer clear of rats and their habitats.

• If you do make contact, wash the affected body part thoroughly with soap and water.

• To clean areas where rats may have been, use one part household bleach and 10 parts water, which kills the leptospirosis bacteria. Wear gloves and goggles.

• If you develop symptoms after making contact with suspected rat urine, whether directly or in a rat-infested environment, seek medical care.

Dear Doctors: Our youngest daughter is starting college in New York City this fall, and on top of all the empty nest emotions my husband and I are dealing with, a friend has warned us about something she saw on the news called “rat urine disease.” What is it? Should we be worried?

Dear Reader: There’s nothing like a rare and off-putting health threat to get the 24hour news cycle into a lather. We’ll spare you additional worry and jump right to the point: No, you do not need to add rat urine disease to the list of challenges we all face when a child first leaves home.

That said, the reason leptospirosis – that’s what it’s called – has created headlines is three individuals in the Bronx contracted the disease last winter. One of them later died. But according to health officials in New York, leptospirosis is extremely rare. In a city of 8.5 million residents, between one and three cases of the disease are seen each year. Add in that the disease is treatable with antibiotics, and the threat level plummets.

Now that you’re (hopefully) breathing easier, let’s talk specifics.

Leptospirosis is the name of the disease caused when leptospira, a corkscrew-shaped bacterium, enters the body. It produces a range of symptoms, many of which can be mistaken for other diseases. These include high fever, chills, nausea, diarrhea, rash, headache, jaundice and muscle aches. In some cases, infected individuals may not have any symptoms. Untreated, leptospirosis may lead to liver or kidney failure, or meningitis. Treatment is with antibiotics, with early diagnosis yielding the best outcomes.

Although the news reports your friend saw focused on rats, which are the most common carriers of leptospira in urban environments, the bacterium can be found in a range of animals. These include cattle, pigs, dogs and horses, other rodents, and

Dear Abby: As DEAR ABBY the only income earner in our Jeanne household of Phillips five, I work long hours. Sometimes I would enjoy talking about my day with my wife of 18 years. While she has no problem staying awake to watch TV or going out with her friends on the weekend, she usually falls asleep right in the middle of what I’m saying. It also happens in the car while I’m driving.

Contrast this to a recent trip she took with her friends where they talked and yucked it up for five hours straight. No matter how tired I am at the end of a long work week, I will do everything in my power to stay awake if there’s something she needs to talk about.

When I tell her it hurts my feelings she doesn’t think I’m important enough to make the effort to stay awake, or at least tell me she’s too tired to talk, I get criticized for not being sympathetic to how tired she is. At first I thought it was true. But now I think her behavior is self-centered. Am I crazy to think this way? – Unheard In Illinois Dear Unheard: You’re not crazy. You seem perfectly rational to me. What your wife is doing when you try to tell her you are hurt is accuse you of doing exactly what she has been doing.

To prevent your anger from building over this, discuss it with her when she’s wide awake – in a marriage counselor’s office, if necessary.

Dear Abby: My husband and I have had two big dogs for several years. In general, they are well-behaved, but they have a lot of energy. I have two kids and limited free time, and my husband no longer walks them. I refuse to do it because the dogs are very strong. They have knocked me over on a couple of occasions.

Because the dogs have no release, we have come home several times to find they have destroyed one thing or another in the house.

I suggested dog training and/or a dog walker, but my husband refuses and promises to start walking them again (which usually lasts a couple of weeks, at most). He was raised to believe dogs are part of the family, ... so when I suggest that we “rehome” the dogs to someone who can devote more time to them, he won’t consider it, saying he could never do that to a family member. I’m at my wit’s end. The situation is affecting our marriage in a number of ways. Any advice you can offer would be greatly appreciated. – Lots Of Energy In California Dear Lots Of Energy: Gladly. Enlist your husband’s help once again in walking those “family members” and suggest he take the kids along. They might enjoy the “family” outing, and it would give you some time to yourself. Your reason for not doing it is valid.

You should not risk physical injury. When he stops walking the dogs again in a few weeks, hire the dog walker. If he objects, ask him which is more expensive, this or fixing the damage the dogs invariably cause when they haven’t had enough exercise to tire them out.

Those who won trick one in hand and played a club to the jack suffered the same fate, ending down one.

The careful players spotted an avoidance play. After winning trick one on the board and playing a club to the king, they crossed to the dummy with a diamond and led another low club.

If East took that trick, South had two spades, four diamonds and three clubs. Most Easts ducked again. Now, after winning with the club queen, declarer played a heart to dummy’s queen to guarantee at least two spades, one heart, four diamonds and two clubs.

Then the noise was North congratulating his partner.

PARKWOOD AVENUE LIFT STATION REPLACEMENT Proposals will be publicly read aloud at the Romeoville Village Hall Training Room V102 at 9:01 A.M. Thursday, June 1, 2017. No bid shall be withdrawn after the opening of the proposals without the consent of the Mayor and Board of Trustees for a period of forty-five days after the scheduled time of closing bids.

All proposals shall be sealed in an envelope, addressed to the Village of Romeoville, attention Clerk's office. The name and address of the bidder, the name of the project, and "sealed bid" shall all appear on the outside of the envelope. Proposals must be submitted on the forms provided by the Engineer.

The Contractor will be required to pay not less than the prevailing wage rates on this project as established by the United States Department of Labor. The Contractor shall also comply with all applicable Federal, State and

Prequalification will be required to be submitted to the Engineer by all potential bidders including written evidence such as financial data, previous experience, present commitments, and such other data as called out in Section 00 21 13 of the Project Manual. In addition, regarding three references completed water pumping stations or wastewater lift stations involving installation of equipment that had individual contract values over $1,000,000 on which the Bidder served as the Prime Contractor.

The Bidder shall also have a permanent office within 250 miles of the project site. If in the opinion of the Engineer, the Mayor and Board of Trustees, an applicant would not be able to serve the best interest of the Village, a proposal will not be issued to the applicant.
