JOLIET – After much discussion, Joliet City Council voted Tuesday night to increase water rates by 7 percent beginning Nov. 1.

The rate increase, which was recommended by consulting firm Burns McDonnell, will allow the city to complete a series of water and sewer projects estimated to cost $100 million over the coming years and meet unfunded Environmental Protection Agency mandates.

During the meeting, Councilwoman Jan Quillman asked what the absolute deadline is for a vote. Quillman had expressed hesitance last week to an increase as some people are just now exiting the economic downturn.

Quillman said Councilman Larry Hug proposed a 5 percent increase and she mentioned 6 percent when she met with the consultants rather than 7 percent. But Hock said – citing studies the city has already paid for – the 7 percent increase allows the city to get away from a crisis management approach of

On top of the revenue from the 7 percent rate increase, the city could see additional revenue because of a more accurate billing system.

“In a year from now if our revenues are coming in much stronger than expected, believe me, staff will recommend to revise these increases and reduce them if that’s the case,” Hock said.

Ultimately council voted, 6-1, to approve the increase. Hug voted “no.”

Most council members said that while they felt bad about having to increase rates, it’s certainly necessary to protect the city and its residents.

Mayor Bob O’Dekirk said the city has known since the 1980s some of this work needs to be done and that the federal government will fine the city if the work is not completed.

New Councilwoman Brooke Hernandez-Baker, who was voted in unanimously by city council, abstained from all votes on Tuesday.

Sunny Hill Nursing Home flooring in need of replacement

mmallory@shawmedia.com JOLIET – Sunny Hill Nursing Home will need about $750,000 worth of flooring replaced in the next year.

Will County Director of Maintenance Mike Miglorini on Tuesday informed the Will County Board’s Capital Improvements Committee that three of the six “avenues” in the nursing home need flooring replacements.

The First Avenue section needs its hallway and resident room floors replaced, while Second Avenue and Third Avenue need only room flooring replaced. In the meantime, Miglorini said, staff is gluing and taping over failing areas of the floor to prevent people from tripping.

The First Avenue floor was last replaced 11 years ago, Miglorini said, and moisture from soil underneath the building has gotten through to the flooring.

County Board Speaker Jim Moustis, R-Frankfort, said the flooring has to be replaced and the project is ready to go out to bid.

Hock said the increase would help the city to be proactive rather than reactive. The Utilities Department, which is funded solely through water and sewer rates, is projected to run out of reserve funds by 2022 at the existing rates.

The typical Joliet resident pays $54 a month for water and sewer, while the regional average is $67, Burns McDonnell’s David Naumann said.

As currently proposed, the city would increase rates another 7 percent in both November 2017 and 2018. But the increase could be amended after each of the next two years as the city implements a new billing system.

The city has been inefficiently billing customers for several years, which brought a large fluctuation in revenue from year to year relative to the amount of water that was actually used.

In 2013, the city had a 30 percent loss; in 2014, the city had a 15 percent gain; and in 2015, the city had a 30 percent loss, Hock said.

“There’s a 45 percent swing in there, and the industry standard is that a 6 to 8 percent loss is acceptable,” Hock said.

Miglorini said dementia and Alzheimer’s patients on First Avenue would have to be moved to the nearly complete Sixth Avenue during the replacement.

The committee voted to have Miglorini oversee the project, rather than the Will County Public Building Commission. Miglorini said the project, along with a replacement of washers and dryers, would put the Sunny Hill renovations at completion.

In Will County Public Safety Complex news, a camera is expected to be added in the next couple of weeks to the site at Laraway Road and Route 52 in Joliet so constituents can monitor live progress from the “Capital Projects” section of the County Board website, www.willcountyboard.com/capital-projects.html.

The committee also removed two contracts for the Safety Complex project from the agenda and will discuss them again in two weeks.

cost more than the second-highest bidder, New Lenox-based Air Quality Inc., because F.E. Moran is more than 55 miles from the job site.

Moran, an experienced sheet metal worker and union representative, also was concerned – based on a review of design drawings – that sound would travel from one interview room to another at the complex. He said it could compromise investigations if someone were to yell, but conversation of a typical volume probably would not travel through the ventilation systems.

The committee pushed back two weeks a second contract, for audio visual equipment and cabling at the complex, after Dave Tkac of the Will County Executive’s Office said the lowest-bidding firm had apparently done poor work on a previous project.

A total of 15 other contracts were recommended by the committee for approval by the full County Board as part of the second bid package for work on the complex.

The third bid package will open for bidding Wednesday.

They wore a helmet and carefully used a rod to weld, with the results of their work showing up on a screen next to them.

Manhattan Mechanical Services was one of about two dozen employers that

had booths Tuesday at Joliet Junior College for students to learn more about careers in local industries during the school’s annual Manufacturing Day. Melissa Paukstis, Manhattan Mechanical Services training coordinator, said the company hires welders and pipe fitters. She said her company hired students who representatives met at last year’s Manufacturing Day event.

“There’s definitely a need, definitely an alternative to college,” Paukstis said.

Kaine attacks, Pence fights back in VP debate

FARMVILLE, Va. – Virginia Sen. Tim Kaine aggressively challenged Indiana Gov. Mike Pence over a long list of Donald Trump’s controversial positions and statements Tuesday night, drawing a vigorous defense from the Republican No. 2 on Trump’s tax history. But Pence let criticism of Trump’s demeaning comments about women, his public doubting of President Barack Obama’s citizenship and broader questions about temperament go largely unchallenged.

Pence and Kaine, who have received little attention in a race focused on Trump and Hillary Clinton, faced off for 90 minutes in the only vice presidential debate of the campaign.

With the close White House race perhaps starting to tip in Clinton’s favor, Pence outlined a detailed conservative agenda on tax policy, entitlements and immigration. He was markedly more prepared and more detailed in his answers than Trump was in last week’s first presidential debate. He also was more consistent in painting the Democratic ticket as career politicians unwilling to shake up Washington.

“Hillary Clinton and Tim Kaine want more of the same,” Pence said.

He also repeatedly accused the Democrats of running an “insult-driven” campaign – an ironic attack line given that Trump has leveled repeated insults against Clinton and his former rivals in the Republican primaries.

There was a striking difference in the two men’s manner. Kaine, Clinton’s usually easygoing No. 2, went on the attack from the start, repeatedly interrupting and challenging Pence. Pence, an equally genial politician, was unflappable.

Kaine pressured Pence to answer for some of his running mate’s provocative statements, using Trump’s own words such as dismissing some women as pigs or slobs. He also challenged Pence on Trump’s decision to break with decades of campaign tradition by not releasing his taxes.

“Donald Trump must give the American public his tax returns to show he’s prepared to be president, and he’s breaking his promise,” Kaine said.

Asked about reports that Trump might not have paid any federal taxes for years, Pence said his running mate “used the tax code just the way it’s supposed to be used, and he did it brilliantly.”

York Times showed Trump suffered more than $900 million in losses in 1995 that could have allowed him to avoid paying federal income taxes for as many as 18 years.

Kaine, too, defended his running mate’s weaknesses, chiefly the public’s questions about her honesty and trustworthiness. He said that while Trump was “selfish,” Clinton had devoted her career to helping children and families.

Social issues were a bigger part of the conversation than in the first presidential showdown, reflecting both candidates’ religious faith.

Kaine, a Catholic who personally opposes abortion but has consistently voted in favor of abortion rights, said of the Republican nominee, “Why doesn’t Donald Trump trust women to make this choice for themselves?” He also pointed to Trump’s assertion that women should face some kind of “punishment” for abortion, a comment Trump later walked back.

Pence stressed his opposition to abortion and said he was “proud to be standing with Donald Trump” on the issue.

On national security, Kaine revived Trump’s frequently flattering

comments about Russian President Vladimir Putin.

“He loves dictators,” Kaine said.

“He’s got like a personal Mount Rushmore: Vladimir Putin, Kim Jong Un, Moammar Gadhafi and Saddam Hussein.”

Pence tried to flip the tables by accusing Kaine’s running mate of stoking Russia’s belligerence.

“The weak and feckless foreign policy of Hillary Clinton and Barack Obama has awaked an aggression in Russia that first appeared in Russia a few years ago,” Pence said. “All the while, all we do is fold our arms and say we’re not having talks anymore.”

On criminal justice, Kaine argued that Trump’s embrace of “stop and frisk”-style policing was a mistake.

Pence argued that Clinton has used police shootings to argue that there is “implicit bias” in police departments, and he said the Democrats should “stop seizing on these moments of tragedy.”

Kaine quickly shot back: “I can’t believe you are defending the position that there’s no bias.”

Tuesday’s contest was the only time Kaine and Pence will face off in this election, while Trump and Clinton tangle in three contests.

Clinton was widely viewed as the winner of her opening debate with Trump, rattling the real estate mogul with jabs about his business record and demeaning statements about women, and responding to his attacks with calm rejoinders. New public opinion polls have showed her improving her standing in nearly all battleground states.

At least some of Clinton’s bounce is likely attributable to Trump’s conduct coming out of the debate. He redoubled his criticism of a beauty queen and her weight, one of the topics Clinton raised in the debate, and went on a pre-dawn Twitter tirade trying to disparage the former Miss Universe.

While Trump has five weeks until Election Day to regain his footing, early voting already is underway in some states.

The vice presidential showdown at Virginia’s Longwood University was moderated by Elaine Quijano of CBS News. While last week’s first presidential debate was watched by a record-setting television audience of 84 million people, Tuesday’s contest was expected to have smaller viewership given Pence and Kaine’s lower profiles in the campaign.

Man pleads guilty to having sex with teen

Rogelio Evangelista, 44, entered a blind plea to two counts of aggravated criminal sexual abuse in exchange for a third charge being dismissed. Evangelis-

home when she complained of aches and pains. Evangelista offered to put lotion on the girl and rubbed her body before lifting her shirt, Will County Assistant State’s Attorney Mary Fillipitch said.

Evangelista then had sex with the girl before telling her, “This is wrong,” and stopping, Fillipitch said. The girl reported the incident to police and underwent a “victim-sensitive” interview.

Evangelista was questioned by investigators later that year and admitted to the massage and sexual contact.

Evangelista was indicted in 2013, but was not arrested until July 2015. He will undergo a sex offender evaluation before he is sentenced. Evangelista told the judge he is not a U.S. citizen, which means he could be deported after his sentence.

The agreement signed Monday, according to attorney Jim Murphy, with Mahoney, Silverman and Cross Law Firm, is with regard to particular retailers, including the broker Inspired Development LLC, which Murphy said brought several retailers to Channahon. Those retailers began point-ofsales programs with the village that allowed businesses in Chicago and other municipalities to route sales through Channahon.

Using what some say was a tax loophole, the lawsuits said Channahon rerouted sales tax dollars back to the companies.

In the settlement approved Monday, Murphy said Channahon would pay the RTA $377,500 from a special fund made of revenue collected from the sales taxes of the point-of-sales businesses. Channahon came out “very good” in the settlement, he said.

“[Channahon] has agreed to release funds that would otherwise go to Inspired and thereon after to the retailers,” Murphy said.

The village’s fund still has a balance of more than $6 million, Murphy said, which would have gone to Inspired Development, Minority Development Co. and a direct retailer.

“The reason we’re holding that,” he explained, “is because we did not get proper indemnification [from Inspired and Minority], so we are holding them until all of the litigation is resolved.”

Three years ago, the Cook County Circuit Court dismissed many of the counts in the RTA case, as well as similar cases filed by the city of Chicago and Cook County.

Murphy said the agreement signed Monday cleared another significant hurdle.

“It’s a very large chunk of the litigation,” he said, “but it’s not all of the litigation.”

There’s a portion of the litigation that remains with the RTA, Murphy said, as well as with Cook County and some municipalities and with a case brought by the city of Chicago, which was dismissed and is currently on appeal.

“It’s taken a long time,” he said, “but the law has changed. I think Channahon has always followed the law with the regulation, and it’s really just that there was a disagreement with the policy.”

“I am pleased that we have made great strides toward resolution of this old chapter,” Channahon Village President Missey Moorman Schumacher said after Monday’s meeting, “and I appreciate all the hard work everyone has put forward, and I look forward to moving into the future.”

CHANNAHON – The Channahon Village Board on Monday unanimously approved a settlement with the Chicago Regional Transportation Authority for a lawsuit filed in 2011.

The lawsuit involved a sales tax matter stemming from retailers that had set up small satellite offices in Channahon, allowing the purchase of materials at a lower sales tax rate.

Point-of-sale rules allowed for the sales tax to be applied where the purchase was accepted, not where it was delivered to a customer.

The village, along with the Illinois State Supreme Court, said the pointof-sale practice was legal at the time; laws have since been changed.

Channahon and other municipalities – such as Kankakee – were sued by the RTA (the umbrella organization that oversees the Chicago Transit Authority, Metra and Pace), Cook County and the city of Chicago for lost sales taxes.

The sales tax rates were lower in Grundy County – 6.25 percent compared with 9.5 percent in Cook County – in part because they do not include the sales taxes that support the RTA.

Shaw Media correspondent MINOOKA – It was the fourth inning in the state championship game. Minooka Junior High School and its opponent, Charleston Middle School, had yet to score. Charleston switched pitchers and in the fifth inning, Minooka’s bats came alive as the team scored seven runs in one inning.

“It was simple. They had to change pitchers because of pitching limits and just ran out of pitching, but we still had pitching left,” MJHS head baseball coach Kyle Hasler said.

With a police and fire escort into Minooka, the MJHS baseball team brought back the Illinois Elementary School Association 2016 Class 3A baseball championship title – the sixth in school history.

Tuesday afternoon, parents, students and players filed into the MJHS gym to congratulate the team for its 9-3 victory Saturday in East Peoria.

Hasler stood before the crowd, his team at his side, as he recounted the two-day tournament.

The Minooka Junior High School baseball team brought home the Illinois Elementary School Association Class 3A baseball championship title on Saturday, under head coach Kyle Hasler. The team was honored at an assembly on Tuesday. tied up a Minooka two-run lead, then Minooka went ahead by one, and Mount Zion once again came back for a 3-3 tie.

Then, it was time for the championship game against Charleston.

Minooka pitcher Kyle Walter said, “the team had been solid and on point with strong pitchers. We had a lot of

adrenaline because we were at state and need to have everything go perfect.”

Minooka shortstop Ben Stoner said Hasler told the team to try their hardest and stay focused.

Stoner said after the game he was “happy, excited and on top of the world.”

On Tuesday, Minooka School District 201 Board of Education President Jim Satorius spoke about the team.

NEW LENOX – A Lincoln-Way Central student’s threat of “clown violence” was no laughing matter Tuesday for police.

Will County Sheriff’s Office Deputy Chief Rick Ackerson said a picture of the school was posted on Instagram about 8 p.m. Monday with the message, “looks like a good school to kidnap and kill. Be prepared for us. #lwc #lincolnwaycentral #clowns #aintclowninaround #thisfriday.” Police were notified that evening.

On Tuesday morning, detectives identified a 14-year-old Lincoln-Way Central student as the owner of the Instagram account, Ackerson said. The boy and his mother met with detectives, at which time the teen said the post was a prank.

“[He] said he had heard rumors about clowns being spotted on the trails, and with everything that has been going around about clowns recently, he did this as a joke. He did not think that anyone would take this seriously,” Ackerson said.

Ackerson said the teen was released to his mother while the matter is under review by the Will County State’s Attorney’s Office. The teen may face discipline from the school district.

“People need to understand the consequences of their actions, especially when it involves threats made to a school,” Ackerson said. “Unfortunately in today’s day and age, things like this cannot be taken lightly.”

Plainfield School District 202 on Tuesday posted a Facebook message saying any threats involving clowns at its schools were “a hoax.”

CREST HILL – The Crest Hill Police Department will get a new leader later this month.

The City Council unanimously voted Monday to affirm Mayor Ray Soliman’s selection of Deputy Chief Ed Clark to be appointed interim police chief.

“Ed is highly qualified,” Soliman said Tuesday, adding that he thinks Clark will transition to the new role easily.

Chief of Police Dwayne Wilkerson submitted his retirem e n t i n M a y a f t e r Ed Clark eight years in the position and 30 years on the force in Crest Hill, Soliman said. Wilkerson’s last day will be Oct. 17, which is also the date Clark will start his interim duties.

The appointment of a police chief typically runs concurrent with the term of a mayor, Soliman said, as

chiefs are appointed by a mayor with the council’s consent. Crest Hill’s next mayoral election is in April, so Soliman is waiting to see whether he is re-elected before choosing a more permanent leader for the department.

Soliman said he will treat the next six months as an evaluation period for Clark, and consider him for appointment as chief. Clark said Tuesday he is interested in the position.

While serving as interim department head, Clark will continue to fulfill his deputy chief responsibilities.

Clark has worked for the Crest Hill Police Department for 18 years and during that time has served in the patrol and investigations divisions, and held the rank of sergeant, in addition to being deputy chief His priorities for the department’s immediate future include overseeing budget planning for the 2016-17 fiscal year and day-to-day management of the department.

“I’m happy, but I also realize it’s a huge responsibility,” Clark said of being selected as interim chief.

Scott Seibert, spokesman for the company, said Aux Sable is trying to get more students involved in manufacturing and hoping to develop a pipeline not only with JJC, but also with high schools in Grundy County.

He said the company was involved in the development of the operations engineering and technician program at JJC, which trains students to enter local industrial and energy jobs. The college unveiled the program in 2015.

OBITUARIES SISTER M. CECILIA ADAMIC

QUIN W. BLOOD

Sister M. Cecilia Adamic, age 102, passed into eternity on Oct. 3, 2016. Sister was an 86-year member of the School Sisters of St. Francis of Christ the King (Lemont Franciscans).

Born in Joliet on May 7, 1914, Sister was preceded in death by her parents, John and Anne (nee Grebenc); and her siblings, John, Frank, Sister M. Cherubim, Julia, Edward, Henry and Raymond Adamic.

She is survived by her brothers, Father Albert Adamic and Walter Adamic; and many loving nieces, nephews and grandnieces and nephews.

Her wake will take place at Alvernia Manor Chapel (Lemont) from 3 to 8 p.m. on Wednesday, Oct. 5, 2016, with a 7 p.m. prayer service. The wake will continue on Thursday from 3 to 4:30 p.m. at Mount Assisi Convent (Lemont), where Vespers will be prayed at 4:45 p.m. and the Mass of the Resurrection celebrated at 5 p.m. Interment will take place at 9:30 a.m. on Friday, Oct. 7, 2016, at St. Alphonsus Cemetery in Lemont.

Quin W. “Art” Blood, age 87, of Joliet, and a lifelong Joliet resident, passed away peacefully Monday, Oct. 3, 2016, at Joliet Area Community Hospice Home with his family at his side.

Born Oct. 29, 1928, he was the son of Horace and Margaret H. (Harrington) Blood, and was a graduate of St. Patrick’s Grade School and Joliet Catholic High School.

He proudly served with the U.S. Army during the Korean War. Art retired from GAF as traffic manager after many years of service.

Art was a loving husband, father, father-inlaw, grandfather and great-grandfather. He loved spending time with his family and also enjoyed fishing and visiting the casinos.

Surviving are his two devoted daughters, Nancy (Sam) Piccioli of Shorewood and Barbara (David) Converse of Joliet; two adoring grandchildren, Michael (Alissa) Piccioli of Mayer, MN, and Andrea (Brian) French of Shorewood; six great-grandchildren, Geno, Tony and Joey Piccioli and Gracie, Samantha and Ruby French; brothers-in-law, Sam (Marge) Persico and John (Betty) Persico; sisters-in-law, Sandy (late Richard) Persico and Norma (late Angelo) Persico; and numerous nieces and nephews.

He was preceded by his beloved wife of 54 years, Mary F. (Cellenti) Blood (2006); and his parents.

Funeral services for Art Blood will be held Friday, Oct. 7, 2016, at 9:15 a.m. from the Fred C. Dames Funeral Home, 3200 Black at Essington roads, Joliet, to Holy Family Catholic Church, 600 N. Brookforest Drive, Shorewood, for Mass at 10 a.m. Entombment will be in Resurrection Mausoleum.

Born April 11, 1923, in Stickney, she was the daughter of the late Jacob and Alberdiena (nee Bruinuis) Bulthuis.

Survived by her loving daughters, Nadene (Calvin) Kooyenga, Lynn (Edmund) Ongenae, Jill (Charles) Jensen and Kathleen (Robert) Seeley; 11 grandchildren; and 20 great-grandchildren.

Graduated from Joliet Township High School in 1942. She worked at Barrett Wholesale as switchboard operator, later advancing to secretary to the president. She had a beautiful soprano voice and sang at over 50 weddings.

A member of Rural Chorus for many years.

She was the first female owner of a union plumbing shop in Joliet, Cartelli Plumbing & Heating. Raised her three children as single mom most of her life after her husband passed. Member of Willow Avenue Presbyterian Church from birth until 1981, where she sang in the choir, served as deacon, and was a 60-year member of B.Y.K.O.T.A. (Be Ye Kind One To Another-Ephesians 4:32) and then transitioned to Westminster Presbyterian Church, where she was currently a member and served on the mail crew.

She loved to spend time with family, traveling, an avid “Jeopardy!” watcher and had a unique ability to spell any word forward and backward until two days prior to her passing. A fan and loyal supporter of the Joliet American Legion Band, where she enjoyed watching two of her children and one grandson perform.

Family will receive friends on Thursday, Oct. 6, 2016, from 3 to 8 p.m at Blackburn-Giegerich-Sonntag Funeral Home. A funeral service will be held Friday, Oct. 7, 2016, at 10:30 a.m. at Blackburn-Giegerich-Sonntag Funeral Home. Interment Elmhurst Cemetery, 1212 E. Washington St., Joliet.

Ryane earned an associate’s degree in art from Joliet Junior College, Joliet, and was currently in her first semester at Lewis University in Romeoville, where she was pursuing a double major in business and art.

Ryane was a member of St. Mary Immaculate Church in Plainfield. She served as assistant coach with the Rosary and Marmion tennis teams for the past two years. Ryane loved art and music (she played the trombone) and was a talented singer and poet.

Ryane will forever be remembered for her abundant love of life and her illuminating presence. She loved art and music and she was a talented singer, musician and poet.

Victim says child abuse law protects ‘monster’ Hastert

CHICAGO – A man who said Dennis Hastert sexually abused him decades ago told Illinois lawmakers Tuesday that the former U.S. House speaker was “a monster” who was protected by the statute of limitations and wasn’t appropriately punished.

The comments from 54-yearold Scott Cross came as lawmakers are considering joining 37 other states that don’t have a statute of limitations for child sexual abuse cases. Hastert was sentenced in April to 15 months in prison for violating banking laws while trying to silence one of four victims identified by prosecutors, but Illinois’ statute of limitations meant he couldn’t be charged with sexual abuse, which could’ve sent Hastert to prison for decades.

“This topic, while difficult for me to discuss, is one that cannot be swept under the rug,” said Cross, his voice at times

shaking as he urged a panel of lawmakers to change the limits of current law.

Lawmakers have four similar proposals pending that would eliminate Illinois’ statute of limitations for sexually abusing children. No votes were taken Tuesday, and the soonest the bills can be considered is next month, when lawmakers return to Springfield for a brief session.

Plan to revamp police misconduct probes gets review

CHICAGO – Chicago Mayor Rahm Emanuel’s plan to create a new agency that would investigate police shootings and police misconduct allegations drew sharp criticism Tuesday from some City Council members who said the proposed ordinance lacks necessary transparency and oversight over a department long plagued by a reputation of misconduct and brutality.

Emanuel’s plan, while addressing some concerns about the independence of the new Civilian Office of Police Accountability, does not create a civilian board whose job would include selecting a permanent head of the agency. That is something that critics of the department

have said is crucial to restoring public trust in Emanuel’s leadership and the police force in the wake of the now-famous video of a white police officer fatally shooting black teenager Laquan McDonald.

Instead, Emanuel postponed plans to create such a board, with the city’s lawyer, Stephen Patton telling aldermen Tuesday that would be ask to adopt a resolution Wednesday that calls for an ordinance on the new board to be completed and go before the City Council early next year.

Demand for bobcat hunting permits in Ill. exceeds supply

SPRINGFIELD – New numbers from the Illinois Department of Natural Resources show that the number of people applying for the state’s first legal bobcat hunt was 13 times more than the number of available permits.

The Southern Illinoisan reported that nearly 6,500 hunters applied for 500 permits.

The recipients will be chosen through a lottery in about two weeks and notified by mail.

Gov. Bruce Rauner signed a law last year allowing bobcat hunting after the department determined the current popula-

tion of about 5,000 bobcats is stable. The animal was removed from the state’s threatened species list in 1999.

“The recovery of the bobcat population in Illinois is a conservation success story for everyone,” Illinois Department of Natural Resources spokesman Chris Young said previously.

Animal welfare groups opposed the plan, arguing that the hunting could harm the still-recovering population.

Illinois Bobcat Conservation encouraged their members to apply for permits to keep them away from those who would use them to hunt or trap bobcats.

Illinois records one of its warmest Septembers

CHAMPAIGN – Last month was one of the warmest Septembers on record in Illinois.

State climatologist Jim Angel said September’s average temperature was nearly 71 degrees, or 4.5 degrees above normal. State records go back to 1895. September of this year was tied for sixth place with the year 2005.

The warmest September was a tie between 1933 and 1925, when the statewide average was 72.2 degrees.

Ill. agency accused of poor leadership, service to deaf

SPRINGFIELD – Critics claim that an Illinois agency which assists lawmakers with issues affecting the state’s deaf and hard-of-hearing community is wasting hundreds of thousands of state dollars through weak leadership and oversight.

The State Journal-Register said critics of the Springfield-based Illinois Deaf and Hard of Hearing Commission launched an online petition this summer that calls for the group to pay attention to the community’s needs and make systematic changes.

Illinois Association of the Deaf president Corey Axelrod said commission Director John Miller and Assistant Director Janet Lambert are incompetent.

Commissioners for the agency listened to the Association of the Deaf’s concerns at an August meeting. They will hold another meeting on Wednesday.

A spokeswoman for Gov. Bruce Rauner defended the agency, saying it “works diligently on behalf of the hardof-hearing and deaf community to improve their independence, increase access to interpreters, and educate the public.”

Phyllis was born in Chicago and married her high school sweetheart, Roy Frederick Watts, who was the love of her life for over 64 years.

Phyllis loved children and taught third grade for many years at Homer School in Homer Township. She was passionate about playing tennis, cross-country skiing, hiking and birdwatching with her friends.

Phyllis and Roy retired in Atascadero, CA, where Phyllis became very active in volunteering in the community, including serving as volunteer center director of the literacy program in Atascadero for 15 years, and volunteering at the zoo and Loaves and Fishes.

She also worked as a tour guide at Hearst Castle. She loved traveling, including two trips to Africa.

She is survived by her five beloved children who will miss her dearly, James Watts, Carl Watts, Clay Watts, Robin Watts Putnam and Dawn Watts; as well as seven grandchildren.

Hurricane slams Haiti, takes aim at East Coast

PETIT-GOAVE, Haiti – Hurricane Matthew slammed into Haiti’s southwestern tip with howling 145 mph winds Tuesday, knocking down trees and tearing off roofs in the poor and largely rural area, while inundating neighborhoods in floodwaters and mud.

By nightfall, at least 11 deaths had been blamed on the powerful storm during its weeklong march across the Caribbean. But with a key bridge washed out, impassable roads and phone communication cut off with Haiti’s hardest-hit area, there was no way to know how many people might be dead or injured.

Hurricane Matthew, slightly weakened but still a dangerous Category 4 storm with 130 mph winds, whipped at Cuba’s sparsely populated eastern tip Tuesday night, as it headed for a two-day run up the length of the Bahamas that would take it near the U.S. coast.

Twenty-foot waves pounded the seafront promenade in the Cuban town of Baracoa. Powerful winds rattled the walls of homes and heavy rain caused some flooding. But state media said late Tuesday there were no immediate reports of serious damage.

Hours after Matthew made landfall on Haiti’s now-marooned southwestern peninsula, government leaders said they couldn’t fully gauge the impact.

“What we know is that many, many houses have been damaged. Some lost rooftops and they’ll have to be replaced while others were totally destroyed,” Interior Minister Francois Anick Joseph said.

At least five deaths were blamed on the storm in Haiti, including a 26-year-old man who drowned trying to rescue a child who fell into a rushing river, authorities said. The child was saved. The mayor in flooded Petit Goave reported two people died there, including a woman who was killed by a falling electrical pole.

Four deaths were recorded in the neighboring Dominican Republic and one each in Colombia and in St. Vincent and the Grenadines.

Forecasters said Matthew could hit Florida

by Thursday night and push its way up the East Coast over the weekend.

The forecast triggered a rush by Americans to stock up on food, gasoline and other emergency supplies.

The dangerous Category 4 storm – at one point the most powerful hurricane in the region in nearly a decade – blew ashore around dawn in the poorest country in the Western Hemisphere, hitting a corner of Haiti where many people live in shacks of wood or concrete blocks.

Mourad Wahba, U.N. secretary-general’s deputy special representative for Haiti, said at least 10,000 people were in shelters, and hospitals were overflowing and running short of water. Wahba’s statement called the hurricane’s destruction the “largest humanitarian event” in Haiti since the devastating earthquake of January 2010.

Matthew left the peninsula that runs along the southern coast of Haiti cut off from the rest of the country. A bridge in the flooded town of Petit Goave was destroyed, preventing any road travel to the hard-hit southwest. Local radio said water was shoulder high in parts of the city of Les Cayes.

Gov. Bruce Rauner attended a meeting last week of his “Cabinet on Children & Youth,” but it’s not known if he pulled aside one of its members, State Superintendent of Education Tony Smith, for a little chat.

The Illinois State Board of Education is reportedly mulling whether to settle a civil-rights lawsuit filed eight years ago by the Chicago Urban League. The suit essentially claims that Illinois’ education funding system violates minority students’ rights because a disproportionate number of those kids reside in areas with the lowest property wealth and also attend schools with majority-minority enrollment. They’re basically getting shafted by the state, so they sued.

According to the Urban League’s CEO Shari Runner, the ISBE “walked away from lengthy settlement talks that we held this summer.” The group has filed a motion for summary judgment and Runner said last week it is “awaiting ISBE’s response.” Runner said the group hopes to “hold ISBE liable for implementing an unlawful and discriminatory school system.”

A settlement would drastically alter the way Illinois funds its school system, with wealthier suburban and Downstate districts losing tons of state money. It would also pre-empt long-stalled legislative action on the topic.

VIEWS Rich Miller Last summer, when negotiations with the Urban League were still apparently underway, Rauner impaneled an education funding reform working group and charged it with coming up with a solution to the funding inequities by the first of next year. So, the Urban League’s civilrights lawsuit may actually be why Rauner imposed such an ambitious timetable.

What the administration doesn’t want (along with a whole lot of impacted legislators) is to take the tricky solution out of the hands of the governor and the General Assembly and give it to a Cook County judge.

But there’s no guarantee that the governor’s funding reform working group will come to an agreement.

A deal is politically complicated because legislators who represent wealthier school districts also tend to oppose tax increases. But they’ll be forced to choose between losing state cash or voting for higher state taxes.

Some might actually welcome judicial intervention to spare them this fate.

Word from inside is that some ISBE legal staff are urging board

members to settle the suit. The board’s chief legal counsel, for instance, is a former Chicago Public Schools chief of staff. The city’s school system filed an amicus brief years ago supporting the Urban League case.

Perhaps more importantly, though, a massive amount of supporting data have been compiled since the suit was brought all those years ago, mainly because of state Sen. Andy Manar’s constant push to reform the system.

The plaintiffs might be able to make their case more easily now than they could when their suit was filed. So, the logic goes, a settlement would be far better than a loss.

Smith has made no bones about the fact that the state’s funding system is archaic and harmful to minority children, but he apparently hasn’t spoken up in the last couple of private board meetings when members discussed the litigation, and one board member swears Smith is not communicating directly with members about the case.

Still, rumors abound that he is driving the settlement talks.

Smith has recently upped his national profile by traveling the country to talk about various education issues. He is not a popular man within the administration for several reasons, and his generous employment contract caused the Rauner folks quite a few headaches last year.

Some Republicans claim he’s angling for a spot in a potential Hillary Clinton administration, which he has denied.

State Board of Education Chairman James Meeks, a former state senator who pushed hard for education funding reform for years and was one of a tiny number of high-profile African-Americans to support Rauner’s 2014 election, has reportedly not taken an official position on the litigation. Meeks is said to be suggesting that board members also talk with the governor’s legal counsel to get another side of the issue. The board insists that Smith doesn’t have the authority to settle the case on his own, and there’s no indication at this moment that he plans to do so.

A settlement would also create a thorny political problem for Rauner down the road. A big chunk of his political base would get the short end of the stick, which won’t go over well when he runs for reelection in 2018.

Ironically, the state government got itself dismissed from the case several years ago, so I suppose we could see the administration try to get itself back into the game if the ISBE decides to move forward with a settlement.

To the Editor: Gov. Bruce Rauner should quit blaming the Democrats for not putting out a balanced budget; it’s not their job. As former Gov. Jim Edgar repeatedly told Governor Rauner: A governor has one important constitutional duty – to submit a balanced budget. He hasn’t.

Rauner can blame Madigan all he wants after he does his job. Until then, he should shut up and do his job. He is ruining this state by not doing his job.

Maybe he will do his job if we don’t vote for any of his people. He might listen to our little voices if they all lose!

To the Editor: The Second Amendment, the right to bear arms, reads: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”

If we have a National Guard, Army Reserve and a standing Army, that is the part about having a well-regulated militia. Those should be the only people bearing arms. So the right to keep and bear arms is not infringed.

I don’t see any other way the Second Amendment can be interpreted. If should not mean that every individual should bear arms.

Costello shoots 66 as Providence rolls to regional crown

Shaw Media correspondent JOLIET – Providence Catholic’s boys golf team being so accomplished, the only question at the top of the leader board on Tuesday was by how large a margin the Celtics would win the Joliet Township Class 3A regional at Wedgewood Golf Course.

The answer: 20 strokes, with Ricky

Costello’s 6-under-par 66 – which matched the school record for strokes under par and was one off the overall low – leading the way in their team total of 2-over 290.

The real drama was in which teams would grab the next two spots for the sectional at Lick Creek Golf Course in Pekin on Monday.

Runner-up Lincoln-Way Central, at 22-over 310, locked up the second trip,

while Lincoln-Way West, in its 3A debut, scored 38-over 326 to edge host Joliet Township for third by a stroke and Homewood-Flossmoor by two.

For the Warriors, paced by senior Nolan Hullinger’s 6-over 78, advancing to sectional play from third place was like winning the tournament.

“We’ve been close all year,” Warriors coach Donna Thompson said. “I am very, very proud for them. People

kept saying, ‘Good luck in 3A.’ They worked hard.”

Hullinger’s clutch round, his career best by two strokes, was eight strokes better than his average and four strokes better than teammate Tyler Hubbs’ 82. Collin Phelps and Paul Negri each scored 83 to get the Warriors to Lick Creek.

Lockport advances five golfers to sectional

cherron@shawmedia.com CREST HILL – When there are four teams battling for the top three spots in a golf regional, the squad that doesn’t advance hopes to qualify as many individual for the sectional as possible.

And that’s just what happened on Tuesday in Lockport’s Class 3A Regional at Prairie Bluff, where the Porters claimed fourth place but still managed to collect half of the 10 qualifying spots for Monday’s Oswego Sectional at Blackberry Oaks in Bristol.

Coach Matt Eber’s squad shot a 318 to finish behind Naperville North (313) and Naperville Central (314) in the battle for second place. Neuqua Valley posted a 303 total to capture its sixth-straight regional championship.

After placing second in last year’s regional, Lockport was hoping to advance as a team for the sixth time in seven years but instead, fell short, as it also did in 2014, when the three Naperville teams all qualified.

“In a competitive regional like this, you have to shoot low, and last year we were able to do that with one of our best rounds of the year,” Eber said. “We duplicated that this year by shooting a 318, one of our best rounds on what I believe is a tougher course.

We had some great performances and were still right there until the last scorecard came in.”

Leading the way for the Porters were seniors Alex Middleton and Noah Speechley, who tied for eighth place with rounds of 78. Sophomore Eric Gasienca shot an 80, senior John Parker had an 82 and sophomore Nolan Weis fired an 83 to all advance.

“With Neuqua, we knew that pretty much only two spots that were going to be fought over,” said Middleton, who joined Parker on last year’s sectional-qualifying team. “And there were three teams with pretty good scores. The Napervilles came in with better scores, but we still got five out individually, which is pretty excellent.

“This was the best tournament round that I played all year and it’s

nice to peak at regionals. There definitely were a lot of strokes left out there, but I was one shot off of tying for third, which is pretty good.”

Speechley was Lockport’s seventh man a year ago so he was happy to also be moving on. While Middleton had nines of 40 and 38, Speechley came in with 39 totals on each side.

“I thought we played pretty well as a team,” Speechley said. “And individually, I played pretty good, too, but we just didn’t have the right scores to qualify as a team. But it’s still pretty good to have five qualifiers. I played pretty well. I had a couple of bad holes but recovered.”

Two years ago, Plainfield Central’s Jake Hawkins qualified but last year he wasn’t quite as fortunate. Not surprisingly, the Wildcat senior was pleased to be sectional-bound again after posting nines of 40 and 37 to wind up in a five-way tie for third place with a 77 total.

“This regional is really tough and just the Naperville schools make it that way,” Hawkins said. “So I knew that I had to play well. My front nine

was a little bit rougher than the back, but I still kept it together and made a few good ups-and-downs. On the back nine, I played just really consistent with my irons and got on a lot of greens and that made it a lot easier to shoot 37. Not qualifying definitely was a good motivator. I feel great.”

Plainfield North juniors Gavin Doyle and Nate Kirberg each fired an 80, with Doyle helping his cause with a 36 on the back nine while Plainfield East senior Justin Blaney shot an 82.

Plainfield South junior Parker Govern tied Weis with an 83 to earn the final spots. Govern and Kirberg also both qualified a year ago. Among those who came up one stroke shy of advancing were Plainfield North’s Evan Carden and Drew Moskaluk, a qualifier last year.

Neuqua’s Jack Vercautren posted nines of 38 and 33 to repeat as regional medalist with a 71, which was two strokes better than Naperville North’s Nick Sullivan. Plainfield North (328) finished fifth while Plainfield Central (341) edged Plainfield South (343) for sixth place.

“My putting and chipping was really good today, a lot better than usual,” Hullinger said. “The birdie on No. 6 kinda turned my round around.”

Hullinger was 4-over through five holes, but the birdie 4 on the sixth led him to play the last 13 holes in 2-over.

That moved him into an individual tie for 10th and carried the Warriors over the finish line.

Costello’s spectacular round of 35-31 included two eagles and five birdies, offset by a bogey and a double-bogey.

It enabled the Iowa State-bound senior to take the individual crown by five strokes over teammate Michael Cascino.

“It’s my lowest round in a tournament, so that’s pretty good,” Costello said. “It’s a good confidence-builder going into the next few weeks.”

Costello, sixth in the state final two years ago and tied for fourth last year, was 1-over after three holes, thanks to a birdie 4 on the second and a double-bogey 6 on the third. He parred Nos. 4 and 5 and played the last 13 holes at a 7-under clip, including a birdie-eagle binge on Nos. 10-11 and three more birds starting at the 15th.

Lincoln-Way Central’s top three players scored 75-76-77, with Jason White the low man and Cam Pyle and E.J. Charles right behind. Ryan Nolan’s 82 also counted.

“I love it, because we all played well, worked really hard over the winter,” White said. “To be able bring it out here when it mattered means a lot.”

Among those advancing as individuals were Daniel Drag and Kalvin Fellows of Joliet and Kevin Bullington of Lincoln-Way East. Blake Gorman of East lost a three-for-two playoff for the final spots.

Class 8A (2,507 to 8,109 enrollment): Lincoln-Way East (5-1, 2,891);

Lockport (4-2, 3,594); Joliet West (4-2, 3,127); Plainfield South (4-2, 2,593), and Bolingbrook (3-3, 3,549) would be in. Minooka (3-3, 2,604) is the first 8A team out.

Class 7A (1,896 to 2,490): Lincoln-Way Central (4-2, 2,142) and Plainfield North (4-2, 2,269) would be in. Plainfield East (2-4, 2,198) would be out.

Class 6A (1402 to 1881): Providence (3-3, 1,709.40) would be in.

Class 5A (875 to 1,396): Lemont (6-0, 1,377) has clinched and would be in as one of the largest qualifiers in 5A. Class 4A (565 to 870): Morris (4-2, 870) would be the largest qualifier in 4A. Coal City (3-3, 623) also would be in.

Class 3A (418 to 559): Wilmington (6-0, 484) has clinched. Seneca (4-2, 445); Dwight (4-2, 463); Reed-Custer

(3-3, 487), and Peotone (3-3, 545) would be in.

Our area has three teams that have clinched berths – Lemont, Wilmington and Lincoln-Way East. Following is a review of other candidates and what they must do.

Lockport (4-2): The Porters could qualify with a win at Stagg in Week 8, but a victory over Lincoln-Way West this week and/or over Lincoln-Way East in Week 9 would solidify the berth.

Joliet West (4-2): The Tigers should get in by beating Joliet Central in Week 8. But a win this week over Minooka and/or in Week 9 over Plainfield North would be a boost.

Plainfield South (4-2): The Cougars need one more victory. They are at Plainfield North this week, then home to Oswego and at Minooka. The Week 9 Battle of Ridge Road could be huge.

Bolingbrook (3-3): The Raiders had to win last week at Lockport and did.

Now they must win this week, hosting Lincoln-Way Central. They still have Thornwood in Week 8 and mighty Homewood-Flossmoor in Week 9.

Minooka (3-3): After losing to Romeoville last week, the Indians must beat two of Joliet West, Oswego East and Plainfield South.

Lincoln-Way Central (4-2): The Knights want to beat Bolingbrook this week, but if they don’t, they

should be a playoff team anyway with Andrew and Metea Valley in Weeks 8 and 9.

Plainfield North (4-2): The Tigers need one win and could get more than that. They host Plainfield South, visit Plainfield East and entertain Joliet West.

Plainfield East (2-4): The Bengals are on the brink. They must beat Romeoville, Plainfield North and Oswego.

Providence (3-3): The Celtics are at Fenwick and Loyola, host Mount Carmel and must win twice.

Morris (4-2): The Redskins must beat Kaneland, Sycamore or Geneseo.

Coal City (3-3): The Coalers need to beat Sandwich and Peotone the next two weeks; they get Wilmington in Week 9.

Reed-Custer (3-3): If the Comets lose to Wilmington this week, they will have to beat Plano and Manteno.

Seneca (4-2): Peotone, Hercher and Sandwich remain, and the Irish are one win away.

Peotone (3-3): The Blue Devils must beat two of Seneca, Coal City and Herscher.

Dwight (4-2): The Trojans have beatable opponents remaining and should get in.

Pluth, JCA golfers moving on to Class 2A sectional STAFF, SUBMITTED REPORTS PONTIAC – Joliet Catholic Academy junior Jake Pluth claimed medalist honors with a 79 Tuesday in the Class 2A Pontiac Regional at Pontiac Elks Golf Course, and the Hilltoppers’ 346 total was second to Streator’s 344 as they advanced as a team to Monday’s St. Rita Sectional at Glenwoodie.

Prairie Central shot 352 to grab the third qualifying spot. Coal City (353), Peotone (354) and Morris (358) came up short.

Class 1A Beecher Regional: Wilmington shot 388 and missed qualifying for Monday’s Watseka Sectional by one stroke. The qualifiers were Watseka 370, Milford 382 and Beecher 387. ReedCuster totaled 485. Individually, Wilmington’s Dillon Tjelle (84) and Ryan Woodall (96) advanced.

Class 1A Seneca Regional: Immaculate Conception won with a 316 score.

Seneca was fifth at 368. The Irish’s Auston Jashari shot 84 to advance to Monday’s Elgin Sectional at Randall Oaks.

The IHSA publishes a weekly football playoff outlook beginning midseason.

It helps determine what your school may need to do the rest of the season to qualify for the postseason, and helps you make a guess on the class where your team may land.

On the other hand, you have to be careful about what the numbers suggest, especially when an even number of games have been played.

This is Week 7, so anyone 4-2 or better would qualify if the playoffs were beginning now. In addition, a few 3-3 teams also would be in based on having an abundance of playoff points (opponent victories).

The class cutoffs on Oct. 5 are based on the 256 schools that would qualify now. But as history teaches, some of the 256 will not qualify because they will lose two or three games over the last three weeks.

Others currently 3-3, or even 2-4, will qualify if they win two or three the rest of the way.

Until the final 256 are determined, definite enrollment cutoffs between classes cannot be defined.

After considering potential caveats, what we have now is, well, what we have now. What we have suggests Morris could be in 4A rather than 5A and Lemont in 5A rather than 6A. Don’t get overly excited, however,

Ryder Cup becoming a spectacle for all the wrong reasons

CHASKA, Minn. – When players broke away from the PGA of America in 1968 to form what is now the PGA Tour, two properties had to be divided. The tour took the lucrative World Series of Golf at Firestone. The PGA of America was saddled with the Ryder Cup, which attracted hardly any attention in the U.S. Just look at it now.

Try to count the more than 150,000 fans over three days who roamed Hazeltine, standing a dozen deep, shoulder to shoulder, and filled every grandstand even when a match was an hour from getting to that hole.

It was the latest example that the Ryder Cup has become the biggest spectacle in golf (but only because the Masters would never want “spectacle” to be associated with its tournament). The Phoenix Open boasts of record attendance, but those figures tend to be inflated and half the crowd isn’t even interested in golf.

The buzz at Hazeltine was incredible.

It was the brutish behavior that comes with such an enormous crowd that should make the PGA of America pause.

The stories players once shared

from the Ryder Cup used to be about how nervous they were on the first tee. Now the stories are about the verbal abuse from the American fans – certainly not the majority, but enough to leave a bad taste.

“I got called a turd, which is the first time since I was about 12 years old, so it made me feel young again,” said Lee Westwood, trying to make light of a dark situation.

Emotions were raw Sunday night, and the crude comments from the gallery became a popular topic among the Europeans. This wasn’t sour grapes. They simply were answering questions. They gave full credit to the putting and prowess of the Americans that led to a 17-11 victory.

Years from now, the 41st edition of these matches will be remembered for shots from the players, not shouts from a few unruly fans.

The lasting image from Hazeltine will be Patrick Reed and Rory McIlroy producing a four-hole stretch that instantly became part of Ryder Cup lore, especially on the par-3 eighth hole. McIlroy holed a 60-foot putt and cupped a hand to his ear to bait the crowd. Reed answered with a 25-foot putt and wagged his finger at McIlroy. Both players laughed, bumped fists and patted each other on the back. It was great theater that

defined the spirit of these matches.

No moment was more painful than Westwood missing two short putts, including a 2-foot birdie attempt on the 18th hole that cost Europe a crucial point going into the final day. No one match was more compelling than Phil Mickelson and Sergio Garcia combining for 19 birdies in a singles match that fittingly ended in a draw.

All that sullied this week was the crowd.

McIlroy got into it with one vulgar fan, stopping to confront him and asking that he be removed. Thomas Pieters was about to take his putter back on a 4-footer to halve the hole in a foursomes match when some genius screamed out, “Hit it in the water.”

The cheering and jeering at the Ryder Cup is unlike any other golf event.

There were indications early that Hazeltine might be over the top, however. Fans tend to wait a second or two when the visitors hit a bad shot before cheering the good fortune of the home team. As early as Friday morning, cheers for Europe’s bad shots were loud and immediate. Andy Sullivan hit a tee shot into the water on the 17th hole and cheers rang out before there was so much as a ripple in the water.

And it got worse.

“We want to play this tournament in the manner in which it should be played,” McIlroy said. “The American gallery are fantastic. They really are. We play week in, week out on the PGA Tour, and they couldn’t be nicer to us. They greet us like we are one of their own. But this week, at times, it went a little bit too far.”

The PGA of America stepped in, but not until Sunday when the Americans had a three-point lead. It urged fans to be passionate and respectful, and pledged a “zero-tolerance policy” to remove anyone who was disruptive and shouted profanities at players.

The Americans don’t have an easy time when they play the Ryder Cup in Europe, though the tone is undeniably different. American fans tend to make it personal. Maybe that’s a product of having lost the Ryder Cup too many times over the last 20 years.

Or maybe there are simply too many fans on the course for 32 matches over three days.

Selling more tickets is only going to increase the odds of having more bad eggs who give American fans a bad name. It started at Brookline.

It isn’t getting better. If the PGA of America is not careful, the biggest spectacle in golf is going to become a spectacle for all the wrong reasons.

Jack Nicklaus, other players say farewell to Arnold Palmer

LATROBE, Pa. – A farewell to the King turned somber when Jack Nicklaus, his voice cracking as a large tear formed in his left eye, urged the elite and the everyman to remember how Arnold Palmer touched their lives and “please don’t forget why.”

“I hurt like you hurt,” Nicklaus said. “You don’t lose a friend of 60 years and don’t feel an enormous loss.”

The service Tuesday at Saint Vincent College in Palmer’s hometown was filled with just as much laughter and warmth from stories of the most significant figure in modern golf.

Nearly 1,000 golf dignitaries from around the world, referred to by former LPGA Commissioner Charlie Mechem as the “elite battalion of Arnie’s Army,” crammed into the basilica.

Palmer died Sept. 25 in Pittsburgh at age 87 as he was preparing for heart surgery. His family had a private funeral Thursday and asked that a public service be held after the Ryder Cup so no one would be left out.

“We were looking down at the air strip and the fog just suddenly lifted,” Ernie Els said after landing in one of

several private jets that descended on Arnold Palmer Regional Airport in Latrobe. “This is a beautiful day.

We’ve all met different people in life.

He was a man who didn’t change. It didn’t matter if you cut the grass or you were a president. He was the same with everybody. He was just ... he was the man.”

Palmer won 62 times on the PGA Tour, including seven major championships. He inspired the modern version of the Grand Slam by going over to the British Open and making it important in the eyes of Americans again. He was a captain twice in the Ryder Cup, and the gold trophy the Americans won Sunday at Hazeltine sat on a table for guests to see as they took their seats.

But this service was more about the lives Palmer touched than the tournaments he won.

In the large portrait at the front of the stage, Palmer wasn’t holding a golf club or a trophy. It was just the King and that insouciant grin that made

everyone feel like they were friends, even if they had never met.

“Have there been better golfers?

Perhaps, but not many. Has anyone done more for the game? No one has come even close,” former R&A chief Peter Dawson said. “Is there a finer human being? I haven’t met one yet.”

Ryder Cup captain Davis Love III, Phil Mickelson and a few other members of the U.S. team were there. So was the generation before them, Tom Watson and Curtis Strange, Lee Trevino and Mark O’Meara. Dozens of others were there, along with the heads of every major golf organization. All of them alternately smiled and wiped away the occasional tear.

PGA Tour Commissioner Tim Finchem said he had known Palmer since 1957 – Finchem was 10 that year – because “when you saw him play, it was the same thing as meeting him.”

He said Palmer brought so many people to golf because of his attacking style, his television appeal and how he carried himself.

I’m trying to enable those other two guys to be the best they can be as well,” Toews said.

The play of the Hawk’s top forward prospects also will affect the look of the lines. Tyler Motte, a former University of Michigan star, and speedy Vincent Hinostroza, a Chicago-area native who played college hockey at Notre Dame, each looked great in camp. Nick Schmaltz, a first-round pick in the 2014 draft, also is in the mix.

The Hawks look pretty settled on defense. Brian Campbell, who led NHL defensemen with a plus-31 plus-minus rating last season with Florida, signed a one-year deal in July, returning to Chicago after helping the Hawks win the Stanley Cup in 2010.

The addition of Campbell gives the Hawks one of the best defensive lineups in the league, topped by two-time Norris Trophy winner Duncan Keith,

Brent Seabrook and Niklas Hjalmarsson. Michal Kempny, who signed with the Hawks on May 24 and played for Czech Republic in the World Cup, also is an intriguing prospect for the third pairing.

“This is probably the deepest D-corps group we’ve had since I’ve been in this organization,” said Hjalmarsson, who made his NHL debut with the Hawks in 2008.

Here are a couple of more things to watch as the Hawks try for their fourth Stanley Cup title since 2010:

SWEET, SWEET REST

The Blackhawks lost to St. Louis in seven games in the first round of the playoffs in April. It was their shortest stay in the postseason since they lost to the Coyotes in the first round in 2012.

The amount of top-level games, including the Olympics, had stacked up

Blackhawks goaltender Corey Crawford is coming off one of his best seasons in the NHL. He set career highs with 35 wins, 58 starts and NHLbest seven shutouts.

Crawford tuned up for this year by helping Canada win the World Cup. With an improved defense in front of him, the 31-year-old Crawford could contend for the Vezina Trophy awarded to the NHL’s top goaltender after finishing fifth in the voting last season.

CONSIDERING KRUGER

Center Marcus Kruger agreed to a $9.25 million, three-year contract extension in March, locking up the versatile penalty killer through the 201819 season. But Kruger had no goals and four assists in 41 games last season, and the Blackhawks need more production from the Swede with their losses at forward, especially if he plays on the third line.

REPLACING SHAW

Shaw was a valuable net-front presence for Chicago, finishing with 14 goals and 20 assists. He also is one of the league’s top agitators, excelling at getting under an opponent’s skin.

Brandon Mashinter, who had a career-best four goals in 41 games last season, Jordin Tootoo and Ryan Hartman could get a chance to fill Shaw’s shoes.

CHICAGO – Jon Lester will start the Chicago Cubs’ playoff opener.

Manager Joe Maddon announced Tuesday that he was going with Lester over Kyle Hendricks and 2015 NL Cy Young Award winner Jake Arrieta in Game 1 of the NLDS against the New York Mets or San Francisco Giants. The series opens at Wrigley Field on Friday, with the Cubs’ sights set on winning their first World Series since 1908 after leading the majors

with 103 wins.

Lester (19-5) was second in the majors to Hendricks with a 2.44 ERA. Hendricks (16-8, 2.13) will start Game 2 at home on Saturday. Arrieta (18-8, 3.10) will pitch Game 3 on the road, with John Lackey (11-8, 3.35) starting Game 4 if necessary.

Lester was 10-2 with a 1.74 ERA at Wrigley Field. Hendricks also dominated at home, going 9-2 with a 1.32 ERA. Arrieta was shaky down the stretch, going 3-3 with a 4.33 ERA in his last seven starts.

CHICAGO – There are plenty of nice pieces, beginning with NHL MVP Patrick Kane, star center Jonathan Toews and Calder Trophy winner Artemi Panarin.

How they fit together is the big question for Blackhawks coach Joel Quenneville.

The Hawks traded Andrew Shaw and Teuvo Teravainen and lost Andrew Ladd in free agency over the summer, leaving three big holes. Dale Weise and Tomas Fleischmann also left in free agency, and Marian Hossa, long one of the Hawks most consistent forwards, is coming off a down year.

The result is an unsettled situation for the Hawks’ four lines that Quenneville might need some time to sort out.

“That unpredictability sometimes can be healthy in a lot of ways, knowing that guys are pushing and decisions – when we have tough decisions – we feel we’re a better team and a better organization when it comes down to that type of situation,” Quenneville said Tuesday.

Kane, Panarin and center Artem Anisimov combined for one of the NHL’s most productive lines last season. Kane was the league’s top scorer with 106 points, and Panarin had 30 goals and 47 assists in an impressive rookie season. Anisimov finished with 20 goals and 22 assists in his first year with the Hawks.

But Kane and Panarin are the Hawks best playmakers, and Quenneville could break up their second line to create more balance. Hossa, who turns 38 in January, could play on any one of the Hawk’s top three lines depending on how it shakes out.

The Associated Press LOS ANGELES – Potential jurors in a $21 million rape lawsuit against NBA star Derrick Rose were asked Tuesday what they know about the case, what basketball team they root for and whether they can set aside their own sexual Derrick Rose moral beliefs and biases.

Rose, who is returning to the sport with a new team after several injuries, was not in the Los Angeles courtroom because the New York Knicks opened their preseason in Houston the same day. He was expected to appear Thursday. His two friends and the woman who accused the trio of gang-rape attended the jury selection.

Judge Michael W. Fitzgerald gave a panel of 50 prospective jurors an outline of the case, warning that they would hear testimony about sex acts and be exposed to vulgarity and profanity.

The woman, who dated Rose on and off for two years, claims he and two friends raped her while she was incapacitated in her apartment after a night of drinking in August 2013. Los Angeles police still are investigating.

She was identified in court for the first time and introduced to jurors by name. The Associated Press generally does not name people who say they are victims of sexual assault.

Rose and friends Randall Hampton and Ryan Allen denied the allegations and said the sex was consensual.

“I feel like I’m innocent, and I feel like I didn’t do anything wrong,” Rose told reporters two weeks ago.

Lawyers for the three complained about the racial and ethnic makeup of the prospective jurors, noting only two were African American like the defendants. They noted that 15 of the first 27 jurors were Hispanic, the ethnicity of the woman.

The jury pool was selected at random from a diverse population, Fitzgerald said. He said that was just “tough luck” and he could not rejigger the group.

Jurors were asked to fill out a short questionnaire that asked about their families, jobs and whether they or their relatives had ever been sexually assaulted.

They were asked what a woman should do if she has been raped and whether a woman can be raped by a man with whom she has a sexual relationship.

The trial threatens to overshadow Rose’s attempts to bounce back from injuries that sidelined him the past few seasons and expose details of his sex life, including text messages discussing his desire to have group sex.

The woman has said she rebuffed those offers and never consented to having sex with the trio. She claimed she was drugged, although Rose’s lawyers said there’s no evidence of any drugs.

ROSEMONT – Candace Parker scored 29 points and the Los Angeles Sparks beat the Sky, 95-75, on Tuesday night to advance to the WNBA Finals.

Kristi Toliver added 21 points and league MVP Nneka Ogwumike had 17 points and nine rebounds for the Sparks, who led by as much as 28 and won the semifinal series, 3-1.

They will face the defending champion Minnesota Lynx in a best-of-5 series for the league title.

Cappie Pondexter scored 19 points, and rookie Imani Boyette had 15 to lead the fourth-seeded Sky. Clarissa Dos Santos had 14 points, and Jessica Breland added 12. Joliet Catholic grad Allie Quigley finished with two points, a steal and a rebound. The Sky played without 2015 MVP and leading scorer Elena Delle Donne, who has a thumb

injury.

The Sparks won the first two games of the series by an average of 17.5 points before the Sky took Game 3 70-66 on Sunday.

The Sky went on a 19-9 run to pull within 10 in the third quarter. Pondexter scored 10 points in the period to help the Sky rally. The Sky got within eight on Erika de Souza’s layup before Parker scored the next eight points on a 3-pointer and five free throws to put the game away.

Los Angeles made 12 of its 16 shots in the second quarter and built the lead to 28. The Sparks outscored the Sky, 32-20, in the quarter to take a 55-31 halftime advantage. Parker led the Sparks with 13 points, Toliver had 12, and Ogwumike added 10 by the half.

The Sparks led 23-11 after the first quarter after holding the Sky to 5-for-19 shooting.

RIGHT OUT OF THE OVEN

Some like it hot! Cheesecake, that is. Trust us and try it!

Cheesecake usually is served cold.

So brace yourself for something a little different.

The first time I made this recipe, I pulled it out of the oven and set it on the counter to cool. The plan was to chill it overnight in the refrigerator.

But my dear daughter – also known as The Girl with the Sweet Tooth – just couldn’t wait to dig in. So I handed her a spoon. And when she started babbling with delight, I tried it, too.

It was ridiculously good. So good I now recommend you serve this cheesecake hot, right out of the oven, topped with a little vanilla ice cream or sweetened whipped cream.

That said, getting there requires some care. Be sure to buy plain pumpkin purée, which is sometimes labeled solid pack pumpkin. Avoid anything labeled “pumpkin pie filling” or “pumpkin pie mix,” both of which contain unwanted sugar and spices.

You’re much better off adding those ingredients yourself.

Also, don’t forget to drain the pumpkin purée. Losing the excess liquid from the purée improves the final texture and flavor of the cake.

The cooking also requires some care. You’re going to cook the cake in a water bath, which helps to equalize the temperature in the oven and prevents overcooking. But first the springform pan must be tightly wrapped with foil to prevent any water from leaking into the batter while the cake is baking.

Finally, do your best to not overbake the cake, which will make it dry and crumbly. After the allotted cooking time, it still should be a little jiggly.

Worried the cake might be undercooked at that point? Don’t be. The residual heat will continue to cook it even after you pull it out of the oven.

By the way, this cheesecake also is a knockout when it’s served the usual way – cold. If you decide to go this route, run a knife around the outside edge of the cake to separate it from the pan as soon as you remove the cake from the oven. This will allow the cake to remain intact as it shrinks in on itself, rather than cracking down the middle as it vainly attempts to unglue itself from the sides of the pan.

If you do indeed decide to serve this cold, let it cool completely on a rack on the counter – it’ll take three to four hours – before wrapping it tightly and

popping it in the refrigerator to chill overnight. When it’s time, run a knife around the edge of the pan again, carefully remove the side of the pan, then slice the cheesecake with a knife dipped in hot water (or use unflavored dental floss). And don’t forget the crowning glory. As noted, whipped cream or ice cream are the accessories of choice.

Warm Pumpkin-Bourbon Cheesecake

Start to finish: 2 hours (45 minutes active) Servings: 16 For the crust: 6 tablespoons unsalted butter, melted, plus extra for the pan 1 ¼ cups gingersnap cookie crumbs (made by pulsing about 25 cookies in a food processor until finely ground) 1/4 cup packed dark brown sugar 1/4 teaspoon table salt For the filling: 15-ounce can pumpkin puree 3 large eggs 1/2 cup packed dark brown sugar 2 tablespoons heavy cream 1 teaspoon vanilla extract 1/4 cup bourbon, dark rum or cognac 1/2 cup granulated sugar 1 tablespoon cornstarch 1 ½ teaspoons cinnamon 1/4 teaspoon nutmeg

1/2 teaspoon ground dry ginger 1/2 teaspoon ground allspice 1/2 teaspoon table salt Three 8-ounce packages 1/3-less-fat cream cheese (Neufchatel), room temperature Vanilla ice cream or lightly sweetened whipped cream, to serve Heat the oven to 375 degrees F. Brush the inside of a 9-inch springform pan with melted butter.

To make the crust, in a medium bowl, stir together the 6 tablespoons of butter, the gingersnap crumbs, brown sugar and salt until combined well.

Pour the crumb mixture into the pan and press it evenly over the bottom of the pan. Bake on the oven’s middle shelf for 10 minutes. Transfer to a cake rack and cool for 30 minutes.

Reduce the oven to 350 degrees F. Line a mesh colander with a clean kitchen towel. Mound the pumpkin puree into the towel and set over a medium bowl. Bring the ends of the towel up and gently squeeze to remove excess water (you should be able to squeeze out about 1/4 cup of liquid). Discard the liquid. Rinse and dry the bowl, then in it mix together the pumpkin, eggs, brown sugar, cream, vanilla and bourbon.

Set aside.

In a large bowl, stir together the granulated sugar, cornstarch, cinnamon, nutmeg, ginger, allspice and salt. Add the cream cheese, then use an electric mixer on high to beat until smooth, about 3 minutes. Add the pumpkin mixture to the cream cheese mixture and beat on low, just until combined.

Bring a large kettle of water to a boil.

Use foil to wrap the bottom and sides of the springform pan. Pour the filling into the pan. Fold a kitchen towel so it fits evenly in a roasting pan just a bit larger than the springform pan. Set the springform pan on top of the towel in the roasting pan. Working quickly, pour enough boiling water into the larger pan to come halfway up the sides of the springform pan. Bake the cheesecake for 65 to 70 minutes, or until it is mostly set but still slightly jiggly at the center.

Spoon some of the cheesecake onto each serving plate and top with a scoop of vanilla ice cream or a spoonful of whipped cream.

Alternatively, if serving the cheesecake cold, transfer it to a rack, run a sharp knife around the edge and let it cool completely, about 4 hours, before covering with plastic wrap. Chill. To serve, cut into slices and top each slice with a scoop of vanilla ice cream or a spoonful of whipped cream.

Protect eyes from harmful UV rays Dear Dr. K: During my last eye exam, my eye doctor advised me to buy a pair of “high quality” sunglasses. But she didn’t tell me what she meant by high quality.

Can you help?

Dear Reader: When you buy sunglasses, it’s natural to look for a style that looks good on you and is comfortable. But don’t fail to consider the most important detail: the amount of harmful ultraviolet (UV) radiation the lenses screen out. Without proper UV protection, sunglasses can work against you by enabling you to see comfortably in light that is harming your eyes.

UV radiation can penetrate the clouds, even on overcast winter days. That’s why the American Academy of Ophthalmology recommends everyone wear sunglasses whenever they are outdoors.

Since 1998, the FDA has regulated nonprescription sunglasses as medical devices.

It requires lenses to be impact-resistant, nontoxic and nonflammable. Beyond that, though, options vary, and some choices are better than others. You’ll want to consider the following: • The label. Look for 99 percent or 100 percent UV protection, or UV400, which means the lenses absorb wavelengths up to 400 nanometers, thus blocking all harmful UV rays.

• The size. The larger the lenses, the better protection they offer. Wraparound lenses are the best because they prevent UV rays from entering at the side.

• The shade. Although it might seem counterintuitive, darker isn’t automatically better. The darkness of the lens affects only the ability to filter out visible light.

The protection from UV light is conferred by coatings applied to the lens.

Yet shading is important in protecting you from glare – a different problem from UV light. For many people, very bright light

Lenses come in different shades, for different situations. For example, dark lenses are best for a sunny day on the water, while lighter tints might be better choices for overcast days. These days, you can get “photochromic” lenses that change their shade depending on the amount of light.

Indoors, they are clear. Outside in bright sun, they become a dark shade.

• Optical quality. When you’re trying on sunglasses, focus on a vertical edge or line and move your head back and forth. If the line wiggles, the lens might have an optical defect.

• The fit. You want the frames to fit comfortably, with the lenses directly in front of your eyes.

• The cost. There is no relationship between the price tag on a pair of sunglasses and the protection it offers. As long as the labels specify 99 percent or 100 percent UV protection, or UV400, and have no optical defects, an inexpensive pair from a dollar store will do the job as well as pricier sunglasses from a designer boutique. If you want glasses that change their shade depending on the amount of light, such prescription lenses will cost you more.

Most people who buy expensive sunglasses are spending their money on how they think the glasses look, not on the “high quality” of the glasses.

Dear Abby: My DEAR ABBY husband travels frequently with Jeanne a work crew. It Phillips is not unusual for them to be gone for months at a time. During these absences, some of the married men on this crew cheat on their wives, who are at home with their children.

I feel guilty knowing they are cheating. I don’t want them bringing home any sexually transmitted diseases to their unsuspecting spouses. My husband says I should stay out of it because it’s not my business, but I feel bad saying nothing.

Should I speak to the wives? I have seen the cheating firsthand, so I’m certain it is happening. I would want to know if it were me. – Torn In The Northeast Dear Torn: You have a moral dilemma, one I can’t decide for you. It is extremely important you talk further with your husband about this. While I respect your motivation to disclose what you have seen to the wives, before doing anything you carefully must consider what the consequences could be. If you do what you are contemplating, your husband is sure to be ostracized by his co-workers. He could lose his job, and you your marriage.

Dear Abby: I’m a 14-year-old girl with two younger brothers. They fight all the time, which I understand is normal. The problem is, my dad favors my youngest brother. If there’s a conflict between my brothers, he always punishes the oldest whether he deserves it or not. I have come to realize this is because of my dad’s own bad relationship with his older brother and this is his way of getting revenge.

It’s taking a toll on my brother emotionally because he already struggles with school and sports. I’m afraid he will become depressed.

My mom will never speak up about it, and when I do, despite my good relationship with my dad, he punishes me. Sometimes I’m afraid he’ll become violent. I feel boxed in, Abby. Regardless of how dysfunctional your father’s relationship may have been with his older brother, it does not give him the right to abuse your brother. Your mother may be afraid of your father, or she would have put a stop to it years ago.

You say you are afraid your father will become violent with you, which suggests you have seen it happen to other family members.

If you try to discuss this further with your dad, you might be at risk for violence.

It’s important you find an adult you trust who can intervene on your brother’s behalf – a teacher, a relative or even a neighbor.

Another strong male might be what it takes to protect your brother.

Then, when declarer leads dummy’s heart, if East plays the queen, South claims. If East plays low, South puts up his king and hopes to drop West’s queen. It is called a show-up squeeze.

WHITE OAK LIBRARY DISTRICT, WILL COUNTY, ILLINOIS DETERMINING TO LEVY AN ADDITIONAL LIBRARY TAX WHEREAS, the Board of Library Trustees of the White Oak Library District, Will County, Illinois (the "District") proposes to levy an additional 0.02% tax for the purchase of sites and buildings, for the construction and equipment of library buildings, for the rental of buildings required for library purposes and for maintenance, repairs and alterations of library buildings and equipment.
