Joliet could be ‘on the hook’ for Houbolt project overruns

bokon@shawmedia.com JOLIET – The Joliet City Council will vote Tuesday on a preliminary agreement for the Houbolt Road bridge project that would require the city to pay for certain cost overruns. The memorandum of understanding, meanwhile, is being questioned by a trucking association and the Union Pacific railroad with concerns that it could lead to tolls being placed in future years on roads leading in and out of the CenterPoint Intermodal Center-Joliet.

City officials noted that the document up for a vote Tuesday is not a final agreement for the project, which was announced in July by Gov. Bruce Rauner in Joliet. The bridge is seen as a way to relieve truck congestion on local roads by giving truckers at the CenterPoint Intermodal Center direct access to Interstate 80. The bridge would connect the intermodal park with Houbolt Road near the I-80 interchange.

“It may run over, and the city may be on the hook,” O’Dekirk said. “But we also have made it clear to CenterPoint that if that happens, we expect to get part of the tolls.”

Meanwhile, representatives from the Mid-West Truckers Association and the Union Pacific voiced concerns that certain language in the memorandum of understanding potentially opens the way in the future for CenterPoint to take over other roads and charge tolls if the revenue from the bridge is insufficient.

“What we are concerned about is our access into and around the terminal itself,” said Adrian Guerrero, director of public affairs for Union Pacific, which runs the intermodal yard at CenterPoint Intermodal Center-Joliet.

Noting that truckers will pay the tolls for the bridge, Matt Wells, associate director of the Mid-West Truckers Association, said, “This memorandum of understanding came about with zero input from my industry, and we’re the ones who are going to pay for it.”

McFarland resigns early, no longer on council

bokon@shawmedia.com JOLIET – Councilman Jim McFarland gave up his seat Monday, 11 days ahead of schedule, as questions were raised at to whether he had sufficient legal residency to vote at the Tuesday meeting.

McFarland gave notice on Sept. 9 that he was resigning at the end of the month because his family was moving out of town.

But at the end of the Monday workshop meeting, which included a nearly halfhour closed session earlier in which McFarland’s resignation was discussed, the councilman announced he was giving up his seat as of midnight.

The resignation came ahead of the Tuesday regular meeting when votes are cast, and city officials last week said that McFarland would have to be living in Joliet to vote.

knowledged that the city really does not know whether the $21 million promised by the state is enough for one part of the project: Houbolt Road widening and a diverging diamond interchange planned at I-80.

Joliet would be required to pay for costs beyond $21 million, according to the memorandum of understanding.

“If the costs are more than that, right now the city would be on the hook,” Public Works Director James Trizna told the committee. “That’s why we have to discuss it with you folks.”

Trizna said the $21 million estimate comes from the state.

“I’ll be honest with you. I don’t know how much it costs to do a diverging diamond interchange,” he said.

Trizna said the city would get a better grasp of costs after hiring a consulting engineer, but it would only know for sure once bids come in for the project.

McFarland said he was leaving office to speed up the process of his replacement.

“Basically, sitting in this seat I’m a lame duck,” he said. “We have a lot of issues where we have to get someone up here to hit the ground running,” After the meeting, McFarland acknowledged that his resignation was discussed in the closed session but said it was mainly a question of when he was leaving and nothing was said to compel his decision to quit Monday.

McFarland has sold his house in Joliet and is in the process of moving to Frankfort. But he said he is renting a house in Joliet until he moves.

Councilman Pat Mudron when asked about the closed session, however, said McFarland’s legal place of residence was questioned and noted that the council vacancy was on the agenda for the Tuesday meeting.

“If it went to tomorrow, it was on the agenda,” Mudron said. “I think we as a council would have a vote on where we think he did or didn’t live.”

McFarland said after the meeting that his resignation “is an opportunity for the mayor to pick a new person tomorrow.”

But O’Dekirk said he will not make an appointment on Tuesday. That would mean, barring a special meeting, the earliest McFarland’s replacement could be chosen named is Oct. 4.

Several council members wished McFarland well in comments at the meeting.

“We tackled some really tough issues,” O’Dekirk said. “In the three and a half years you’ve been on the council, there’s been some change for the better.”

McFarland announced at the meeting that he is moving to Frankfort so his wife could be closer to Chicago, where she works.

Park officials take up one-third of North building

fsarver@shawmedia.com FRANKFORT – Frankfort Square Park District officials expect to serve more residents, as the district now occupies the closed Lincoln-Way North High School building.

The district typically serves 18,000 residents, but with the North building, it will serve more than 100,000 people who live in the Lincoln-Way District 210 area, said Jim Randall, the district’s executive director.

“It dramatically increases the num-

ber of people that can get into this space, which is kind of exciting,” he said.

He said the park district occupies about one-third of the North building, which opened in August 2008 but was chosen to close by the board of education last year as part its plan to fix the school district’s finances.

The decision was met with heavy public criticism, and a lawsuit this year to keep it open that was unsuccessful.

Village Board OKs salary bump for village president

mmallory@shawmedia.com PLAINFIELD – After considerable discussion, the Plainfield Village Board voted Monday night to increase the salary of the village president.

The increase will begin with whomever wins the April 2017 election, when the salary will be bumped to $24,000 a year. The current village president’s salary is $20,000 a year.

While village staff receive annual 2.5 percent raises, the elected position of village president – also known as the mayor – can receive salary increases in a new term.

There was some debate about whether the village president salary increase is in line with village staff pay increases over the past 15 or 20 years. In 2005, the mayor’s position was compensated with $12,000 a year. Eight years before that, it was $6,800, Mayor Mike Collins said.

Trustee Jim Racich said the mayor is on call 24 hours a day, in a sense, as a face of the village. He said mayors of municipalities of similar size in the surrounding area have salaries three times as much as that of Plainfield’s mayor.

He also pointed out that trustees were not voting for whether Collins de-

serves a raise. Collins has not stated whether he will run for re-election.

Trustee Bill Lamb agreed with Racich, adding that Plainfield is not trying to keep up with other towns but that the mayor should be fairly compensated.

Trustee Ed O’Rourke voted “no.”

Trustees Garrett Peck and Margie Bonuchi were absent.

The second-most discussed item Monday was whether to direct the village attorney to prepare an ordinance granting approval of a variance for a sign at St. Mary’s Immaculate Parish on Route 59, that would exceed the maximum height and area for a sign according to village code.

Lamb suggested that the board not vote on it because two trustees were not present and it’s a policy decision.

He said business owners might see such a sign and request something similar from the village, which could bring debate of an overall policy change that the entire board would have to consider.

Racich said there was a quorum present so the board should vote, adding that the village’s planning and zoning board reviewed the case and held a public hearing. That board voted, 5-1, for approval, he said.

Ultimately, trustees voted, 3-1, Monday night – with Lamb voting “no” – to approve it.

with community groups and organizations in District 210 that would request space in the facility and more than 35 of them attended.

He said the park district’s mission is to provide space for residents, including any in the District 210 area.

“They’re the ones that are paying for it, so it’s nice they can still use it,” Randall said.

In May, the District 210 board approved a new agreement with park officials stating that the park district would provide maintenance and upkeep of campus grounds and snowplow services.

The agreement also states the park district would remit 20 percent of net proceeds to District 210 for all dog obedience programming.

“The agreement with Frankfort Square Park District allows community members to use the facilities,” Taryn Atwell, District 210 spokeswoman, said in an email. “In exchange, [the park district] will reduce district costs by maintaining the grounds and removing the snow.”

She also said that the school district has ownership over unused areas of the North building.

The spaces available under the FAN program include the field house, fitness center, weight room, fitness studio, main gym, mezzanine and the dog obedience pole barn, according a park district brochure.

Randall said park officials are not in the business of making money off North and plan to be accountable to residents by providing through their website quarterly information on revenues and expenses related to North.

Randall said for Frankfort Square Park District to have access to the kind of recreational facilities and opportunities at North isn’t something that’s replicated elsewhere in the state.

“No one has this type of opportunity in a district of our size,” he said.

Joliet man found guilty in fatal 2014 shooting

bstanley@shawmedia.com JOLIET – A Joliet man will serve at least 51 years in prison after being convicted Monday of murdering a man during an argument two years ago.

Judge Carla Alessio Policandriotes found Aloysius “June” Alexander, 31, guilty of murder, aggravated battery and possession of a firearm Aloysius by a felon in the Dec. 6, Alexander 2014, slaying of Johnny Lockhart. Instead of being brought to a jury, Alexander chose to have Alessio Policandriotes decide the case as a bench trial.

According to trial testimony, Alexander accompanied his friends, Mike Smith and Brian Gregory, to Lockhart’s apartment in the 500 block of North Chicago Street in Joliet to back up Smith in a fistfight with Johnny Lockhart’s son, Ledontia. Although the men were all friends, Smith’s girlfriend, Miya Morris, believed Ledontia Lockhart had stolen a $400 money order from her car two weeks earlier.

Johnny Lockhart’s girlfriend led back to the porch when he and his son were shot by Alexander. Ledontia Lockhart, who survived the shooting, Smith and Gregory all identified Alexander and offered essentially the same narrative when they testified during the trial. Smith testified when they got back to their car Alexander answered, “I don’t know,” when he was asked why he’d shot them.

Alexander appeared unsurprised by the judge’s decision, looking melancholy as he walked out to sit with defense attorney Paul Napolski and only breaking the expression with a quick shake of his head as the verdict was pronounced.

Johnny Lockhart’s girlfriend, Lynette Lee, said Monday there’s no closure seeing Alexander convicted.

“My satisfaction will be on the day of sentencing,” she said.

Alexander will serve at least 51 years in prison when he is sentenced later this year.

COAL CITY – The Coal City Fire Protection District responded about 3:10 p.m.

Monday to a fire at 8925 Clover Lane in Coal City.

Lt. Nick Doerfler said first responders found flames coming from a 1,000-squarefoot detached garage.

“The detached garage was fully involved

and there is no loss to any other buildings,” he said Monday evening.

Seven agencies responded to the scene and as of 5:30 p.m., crews had put out the fire but were still on-site cleaning up, Doerfler saids.

The fire is under investigation and the value of the loss has not yet been determined.

No one was injured in the fire.

Police: Stolen Hummer kills horse

Will County Sheriff’s Office canine finds heroin, meth in car muffler

bstanley@shawmedia.com JOLIET TOWNSHIP – Police say an alert canine found heroin and crystal meth Saturday during a traffic stop.

At 11:20 p.m., Will County Sheriff’s Deputy Brett Bartunek saw a 2007 Dodge Caliber with no registration lights change lanes without signaling on Javier Gomezeastbound Interstate Mendoza 80 near Larkin Avenue in Joliet Township, Sheriff’s Office spokeswoman Kathy Hoffmeyer said.

Javier Gomez-Mendoza, 58, of North Glen, Colorado, allegedly produced a Mexican driver’s license and told deputies he was driving to visit his daughter in Boston.

But when Bartunek’s canine partner, Sem, a 3-year-old Belgian Malinois, smelled the vehicle, he alerted to the presence of narcotics, Hoffmeyer said.

permission to search the vehicle, at which time Deputy Bartunek observed several suspicious markings on the aftermarket muffler,” Hoffmeyer said.

Gomez-Mendoza and the Dodge were taken to the Laraway Road sheriff’s police station, where the car was put on a lift and Sem again detected drugs near the muffler, Hoffmeyer said. Deputies noticed the muffler had weld markings and mud, but there was no other mud underneath the vehicle.

“While removing it, a clear crystal substance was found on the edge of the drill and started coming out of the muffler,” Hoffmeyer said.

Police reportedly found six packages containing nearly 3 kilograms of methamphetamine and three bricks of heroin weighing 3.4 kilograms.

“The narcotics packaging had been covered in black pepper in an unsuccessful attempt to disguise the odor,” Hoffmeyer noted.

Gomez-Mendoza was arrested on a charge of delivery of drugs and booked into the Will County Jail.

LOCKPORT TOWNSHIP – A dead horse killed in a car crash Sunday evening was still lying on a Lockport Township resident’s lawn as of Monday afternoon.

Wrapped in sheets and buzzing with flies, the horse, along with its rider, a 32-year-old Joliet man, were hit by a stolen Hummer in the 16000 block of West Bruce Road, according to a news release from the Will County Sheriff’s Office.

The horse rider was sent to Silver Cross Hospital in New Lenox and listed in stable condition. The driver, who sheriff’s deputies say stole the Hummer, left the scene of the crash and had not been located as of Monday afternoon.

Lisa Buzzelli, who put the sheets on the horse lying on the front lawn of her home, said the incident was a shame because a lot of people ride their horses in the area. The Sheriff’s Office stated in the news release the horse was expected to be removed by 5:30 p.m. Monday.

“This is a 35-mph street and people fly down this street. I wouldn’t be surprised if there’s people doing 70 mph down this street,” she said.

She said if the rider was walking, there was no way he could have survived the incident.

Buzzelli said she contacted the police at 8:21 p.m. Sunday when she heard a bang. She could see the aftermath of the crash – the Hummer, injured horse and rider – outside her home and yelled out for help.

According to the Sheriff’s Office, deputies responded about 8:25 p.m. Sunday to the incident and saw a 2006 Hummer with severe front-end damage on the roadway.

Deputies also saw Lockport Township Fire Protection District first responders providing medical treatment to the unconscious horse rider.

The owner of the Hummer contacted the deputies, stating he was with band members and walking back and forth from a building to his vehicle to load musical equipment when the vehicle went missing.

Based on initial reports, the crash occurred when the rider was on the shoulder of eastbound Bruce Road and was struck by the Hummer, which crossed over the center line from the westbound lane, according to the Sheriff’s Office.

After driving about 500 feet from the scene, the Hummer driver stopped and abandoned the vehicle.

The incident is under investigation.

Kmarts closing in Joliet and New Lenox

bokon@shawmedia.com Kmart stores in Joliet and New Lenox are closing.

The retailer said Monday that liquidation sales are set to begin Thursday at both stores, which will close in mid-December.

The Kmart store in Joliet has been at the corner of Jefferson Street and Larkin Avenue, one of the busiest intersections in the city, since 1965.

“We have been strategically and aggressively evaluating our store space and productivity, and are accelerating the closing of unprofitable stores as we previously announced,” Kmart spokesman Howard Riefs said in an email.

The company did not confirm how many stores are closing. According to a Business Insider report, the local stores are among 64 Kmarts that will close in 28 states.

Riefs did not provide the number of employees at the stores. He said most are part-time or hourly workers. Employees who are eligible will receive severance and have the opportunity to apply at other area Sears or Kmart stores, he said.

Employees at the Kmart in Joliet said mid-afternoon Monday that they were still waiting to hear from the company after getting news online that the store could close.

“We’re hearing everything online,” one employee said. “They haven’t told us yet.”

The store was the 98th Kmart opened by what was then the S.S. Kresge Co. It opened just three years after the first Kmarts opened in 1962 in the De-

troit area.

A Herald-News story about the local store opening in September 1965 reported that Kmarts were opening at the rate of 35 to 40 a year. The store manager was quoted saying that the parking lot had spaces for nearly 1,000 cars.

In more recent years, some of that parking lot has been occupied by the opening of a gas station as well as the construction of White Castle and Checkers restaurants.

The amount of business at the Kmart in Joliet has trickled down to the point

that only a fraction of the remaining parking spaces are occupied by Kmart shoppers. Large numbers of pigeons are in the lot daily.

“Unfortunately, they have been on the waiting list for this happening,” said Steve Jones, economic development director for Joliet.

Jones said Joliet would try to contact Kmart to learn the company’s plans for the building, including whether the site would be part of a general turnover to another retailer.

“It’s kind of hard to get big boxes to turn over quickly to new users,” he said.

But Jefferson Street has seen redevelopment that has turned older sites to new uses. The old Jefferson Square mall was demolished and replaced by the Menards and Wal-Mart stores that anchor the shopping center that is there now.

The New Lenox store is near an Interstate 80 interchange that already had attracted interest before Kmart announced the closing, said Nancy Dye, economic development coordinator for the village.

“It’s such recent news, and it’s got such great visibility that I’m sure we’re going to get interest,” Dye said.

health services team had one part-time doctor. Maragos said the hirings will effectively bump the provider team to two-and-a-half providers.

Insurance companies are now covering behavioral health services at a higher rate. As recently as three or four years ago, insurance companies would pay maybe half the cost of mental health care service, Maragos said.

The change is the result of Medicaid expansion that has occurred in recent years, she said.

The community health center also offers for people without insurance a sliding fee scale for medication, she said.

The center offers residents primary health care and can serve as a medical home.

SHAW MEDIA WILMINGTON – The Illinois Department of Transportation announced that daily lane closures are taking place on State Route 102 between John Street and Warner Bridge Road in Wilmington.

JOLIET – The Will County Community Health Center announced Monday the hiring of two full-time providers for its behavioral health services team.

The new additions will help the center expand its service and access to quality mental health care, Community Health Center CEO Mary Maragos said.

“We are growing and expanding our services to meet the needs of our community,” Maragos said.

The first new member is Dr. Paul Carter, a subspecialty -trained psychiatrist who has been in practice for more than 10 years. Carter is experienced in treating patients with a wide spectrum of conditions, including attention deficit hyperactivity disorder, depression, anxiety, bipolar disorder and trauma, according to a news release from the Will County Health Department.

The incident occurred just before 7 p.m. at the restaurant at 919 E. Ninth St., according to a news release from Lockport Township Fire Protection District Chief David Skoryi.

When first responders arrived, they found the building full of smoke and fire, the news release stated, but everyone inside had evacuated. No one was injured.

The fire traveled into the attic and facade, according to the news release, but firefighters were able to stop it from spreading to the remainder of the structure. District Deputy Chief Frank

Blaskey said the blaze took firefighters about 30 minutes to extinguish.

While there are not yet any damage estimates, the Burger King will be closed indefinitely, according to Blaskey, who said there is smoke damage throughout the building and some fire damage as well.

Traffic was diverted in the area surrounding the restaurant while emergency crews responded, but roads were open by about 8:30 p.m.

Investigators were on scene Monday, working to determine the cause of the fire. The Lockport fire district was assisted by several additional agencies.

Streator man had friendship with Mother Teresa

STREATOR – Not too many people can say they had a letter correspondence with a saint.

But Paul Ahearn can.

Beginning in 1985, Ahearn, of Streator, and Mother Teresa of Calcutta exchanged letters – about 30 of them – all the way until a few months before she died Sept. 5, 1997, at age 87.

Ahearn even received a personal invitation from Mother Teresa’s order, the Missionaries of Charity, when she was beatified by Pope John Paul II in 2003. He was unable to attend.

The popular Catholic nun – dubbed the “Saint of the Slums” for her work with the poorest of the poor – was canonized by Pope Francis at St. Peter’s Square on Sept. 4.

Ahearn admired Mother Teresa for her work with the poor and for her stance against abortion.

In 1985, Ahearn began the correspondence, when he sent Mother Teresa a diamond ring that belonged to his mother, who had died three years prior. The ring was one Ahearn had bought as a young boy for his mother after she had lost her wedding ring.

“To my great surprise, Mother Teresa sent me a letter thanking me for the gift,” Ahearn said. “I also got a letter from one of the other nuns who told me what an honor I had to receive Mother’s letter. She didn’t need to tell me. It was truly a relic from a living saint.”

Although he had very little money himself, Ahearn would regularly send Mother Teresa small donations for her work, and Mother Teresa would respond.

“One of the reasons I think Mother Teresa wrote to me was because I was really poor at the time,” he said. “Some-

times I would send $10 and that was a lot for me, and I think she knew that.”

Once, Ahearn sent a photo of him holding his infant great-nephew and Mother Teresa mailed it back with her signature. He gave the photo to his sister, who is the child’s grandmother.

“The most exciting thing when she wrote to me was ‘join in my joy about opening in Vietnam,’ ” he said. “She was real excited about that. She would tell me personal things, like when she got sick she asked me to pray for her. I thought, ‘You’re asking me to pray for you?’ ” Each time he would receive a letter from her, Ahearn said he was in awe.

“After a while I got more used to it,” he said. “It was still a treasure.”

While he has kept some of them, Ahearn has given many of the letters to friends.

“I don’t want people to think more of me because she wrote to me. She wrote to me because of her kindness,” he said.

“It was a great honor and I want people to remember Mother Teresa. I was really unworthy to hear from her. I only heard from her because of her love of the poor, but I knew I was rich compared to the people she was helping.”

This year, Ahearn watched “The Letters,” starring Juliet Stevenson, a film about the life of Mother Teresa. He continues to send donations to the Missionaries of Charity and receives letters back from the nuns.

“Through writing back and forth, I believe Mother Teresa and myself became good friends. This is something I find very hard to grasp,” he said. “It has kept me close to her. One of Mother Teresa’s main things was she didn’t want people to remember her, she wanted them to think of Jesus, of Christ. I think being close to Mother Teresa has made me closer to Christ.”

Michael S. LaFranzo, age 71 years, passed away Sunday, Sept. 18, 2016, at Northwestern Medicine Delnor Hospital, Geneva. Born in Chicago on June 20, 1945, living in Elburn the past 31 years.

Michael was an U.S. Army veteran during the Vietnam War, serving in military intelligence. He retired as an electrical engineer with Rockwell International as the director of the Allen Bradley Division.

Preceded in death by his parents, Jacob and Angeline (nee Rocchino) LaFranzo.

Survived by his loving wife of 48 years, Carmen I. (nee Fox) LaFranzo; two sons, Michael Mark (Sarah) LaFranzo and John Jacob (Andrea) LaFranzo; six grandchildren, Hannah, Barbara, Brian, Julie, Kimberly and Michelle LaFranzo; numerous nieces, nephews and cousins also survive.

W.P. Kinsella, author of ‘Shoeless Joe,’ dies at 81

VANCOUVER, British Columbia – Canadian novelist W.P. Kinsella, who blended magical realism and baseball in the book that became the smash hit film “Field of Dreams,” has died. He was 81.

His literary agent Carolyn Swayze said in a statement that Kinsella’s death on Friday in Hope, British Columbia, was doctor-assisted. Details about his health were not disclosed.

Assisted deaths became legal in Canada in June.

In the 1982 novel “Shoeless Joe,” a farmer hears a voice telling him to build a baseball diamond in his cornfields. When he does, Shoeless Joe Jackson and other baseball players of yesteryear come to play. It became the blueprint for the 1989 Oscar-nominated movie, which starred Kevin Costner, James Earl Jones and Ray Liotta.

James Patrick Sr. was born June 11, 1955, in Chicago, to Minnie Paine and Goldie Barnes. James moved to Joliet as a young child where he spent many years before moving to Fort Worth, Texas, in the early ’90s. He lost his battle to lung cancer on Sept. 1, 2016, in Fort Worth, Texas.

He was preceded in death by his mother, Minnie; his father, Goldie; brother, John Patrick Sr.; his uncles, John D. Veasey, James Eddie Lane and Major Lane; his aunts; Ruby Stewart, Bertha Lane and Virginia Hawkins;

among Hollywood’s most memorable movie lines.

Kinsella, a bona fide baseball junkie, loved the movie and said he had tears in his eyes when he first saw it.

In 2011, the Canadian baseball Hall of Fame awarded him the Jack Graney Award for a significant contribution to the game of baseball in Canada.

“I wrote it 30 years ago, and the fact that people are still discovering it makes me proud. It looks like it will stand the test of time,” Kinsella said at the time.

Much of Kinsella’s work touched on baseball. He published almost 30 books of fiction, nonfiction and poetry and won the Order of Canada, one of the country’s highest honors.

William Patrick Kinsella was born in Edmonton, Alberta. His father, John, had played minor league baseball, and the young Kinsella fell for the game playing with friends on sandlots in Edmonton.

Kinsella was married three times.

He is survived by two daughters, who the literary agency says cared for him in his final years, and several grandchildren.

SPRINGFIELD – Gov. Bruce Rauner pledged Monday to continue rooting out improper patronage hiring, at the same time his lawyers were trying to block a federal court monitor’s expanded review of all state administration jobs.

The Republican again trumpeted getting rid of the clout-packed “staff assistant” position at the Illinois Department of Transportation – the remaining 29 were fired last week – as a “small step in the right direction.”

Yet, Rauner said, a review of all state positions by a special master – appointed in 2014 to investigate the scandal, in which the staff assistant posts were improperly handed out as political favors – is premature, too costly and duplicative of the work his administration wants the Office of the Executive Inspector General to do.

“We want to expand the work of the executive inspector general, continuing to look in every department for positions that should not be in existence and for the existence of people who were hired ... for patronage or political reasons, not to provide high-quality government services,” he said.

SPRINGFIELD – Illinois Supreme Court Justice Lloyd Karmeier has been selected by his peers on the state’s highest court to be its next chief justice.

The state Supreme Court on Monday announced Karmeier’s unanimous selection to a three-year term beginning Oct. 26. He will be the chief administrative officer of the state’s judicial system and oversee more than 900 judges in Illinois.

Police: Pregnant woman killed in Chicago shooting

CHICAGO – Authorities in Chicago said a 19-year-old pregnant woman has been

6-month-old among 3 kids, woman killed in Rockford fire

ROCKFORD – Officials in Rockford have identified three children and a woman who died in a northern Illinois house fire.

Coroner’s Office said 27-yearold Keandra Austin, 9-year-old V’Angelo Totty, 6-year-old Keeryn Austin and 6-month-old Aliya Beasley-Austin died in the Saturday morning blaze.

Autopsies were planned Monday to determine whether the fire or something else caused the deaths.

The Rockford Fire Department said it is investigating the cause of the fire. Rockford Public Schools officials said they would have a grief team available Monday for staff and students at the school where V’Angelo and Keeryn attended classes.

Firefighters responded to the blaze in a single-family home about 5 a.m. Saturday. Fire department officials said the house already was engulfed in flames by the time they arrived.

Suspect in N.Y.-area bombings captured The ASSOCIATED PRESS LINDEN, N.J. – A New Jersey police officer responding to a call about a hoodied vagrant curled up asleep in the doorway of a bar roused him and quickly recognized his bearded face as that of perhaps the most wanted man in America.

Ahmad Khan Rahami – identified in an FBI bulletin just hours earlier as a man wanted in the weekend bombings in New York City and New Jersey – pulled a gun, shot the officer and triggered a running gunbattle in the street that ended with Rahami wounded and in custody Monday, authorities said.

A bloodied Rahami was loaded into the back of an ambulance, just 50 hours after the first blast that started it all.

Rahami, 28, a naturalized U.S. citizen from Afghanistan who lived with his family in Elizabeth, New Jersey, underwent surgery for a gunshot wound to the leg as authorities began drawing up charges in a case that spread fear across the New York area and revived anxiety about homegrown terrorism.

New York Mayor Bill de Blasio said officials have every reason to believe the series of bombings “was an act of terror,” although investigators said Rahami’s exact motive isn’t yet clear.

With Rahami’s arrest, officials said they have no indication there are more bombs or suspects to find, although they cautioned that they still are working to understand Rahami’s connections.

Still, after a whirlwind investigation that put Rahami in custody in just two days’ time, “I’m a lot happier today than I was yesterday,” New York Police Commissioner James O’Neill said.

Then a shrapnel-packed pressure-cooker bomb – similar to those used in the Boston Marathon attack – exploded Saturday night in New York’s Chelsea section, wounding 29 people, none seriously. An unexploded pressure-cooker bomb was found blocks away.

Late Sunday, five explosive devices were discovered in a trash can at an Elizabeth train station. Investigators said they are still gathering evidence and have not publicly tied Rahami to those devices.

Late Monday, Rahami was charged in New Jersey with five counts of attempted murder of police officers in connection with the shootout.

Federal prosecutors said they were still weighing charges over the bombings.

Rahami lived with his family above their fried-chicken restaurant in Elizabeth, and his relatives have clashed with the city over closing times and noise complaints they said were tinged with anti-Muslim sentiment. A child-

hood friend, Flee Jones, said Rahami had become more religious after returning from a trip to Afghanistan several years ago.

But William Sweeney Jr., the FBI’s assistant director in New York, said there were no indications Rahami was on law enforcement’s radar at the time of the bombings.

Authorities zeroed in on him as the potential bomber after a fingerprint lifted from one of the Manhattan New York sites and “clear as day” surveillance video from the bombing scene helped identify him, according to three law enforcement officers who spoke to The Associated Press on the condition of anonymity because they were not authorized to discuss the case.

Five people were pulled over Sunday night in a vehicle associated with Rahami but were questioned and released, Sweeney said, declining to say whether they might later face charges. The law enforcement officials said at least one of Rahami’s relatives was in the car, which appeared headed toward Kennedy Airport in New York after coming from New Jersey.

ESTERO, Fla. – Hillary Clinton accused Donald Trump of giving “aid and comfort” to Islamic terrorists Monday, declaring his anti-Muslim rhetoric helps groups such as ISIS recruit new fighters. Trump showed no sign of changing and insisted the U.S. should “use whatever lawful methods are available” to get information from the Afghan immigrant arrested in the weekend’s bombings.

As Trump supporters at a packed rally in Florida shouted “Hang him!” the Republican presidential candidate mocked the fact that Ahmad Khan Rahami, a 28-year-old U.S. citizen originally from Afghanistan, would receive quality medical care and legal representation.

“We must deliver a just and very harsh punishment to these people,” he said. “These are enemies, these are combatants and we have to be tough, we have to be strong.”

Both candidates moved swiftly to capitalize on investigations into a weekend of violent attacks – bombings in New York and New Jersey and stabbings at a Minnesota mall – casting themselves as most qualified to combat terrorism at home and abroad.

Clinton touted her national security credentials at a hastily arranged news conference outside her campaign plane, accusing Republican Trump for using the incidents to make “some kind of demagogic point.”

“I’m the only candidate in this race who’s been part of the hard decisions to take terrorists off the battlefield,” Clinton, a former secretary of state, told reporters. “I know how to do this.”

The possibility of a home-grown terrorist plot cast a new shadow over the presidential race, diverting both candidates’ attention from the daily controversies of the campaign and giving them a high-profile opportunity to make their case to undecided voters.

Small businesses wait for verdict on 2017 health care costs

NEW YORK – Autumn is an anxious time for many small-and medium-sized business owners as they wait to learn whether their health insurance costs will go up for 2017 – and if so, by how much?

“There’s always a lump in your throat because you don’t know what you’re going to get,” says Darren Ambler, a managing director at Insight Performance, a Dedham, Massachusetts-based human resources provider.

Whether a business sees a minuscule rise, a double-digit percentage increase or even a decline depends on factors including the state where the company is located and how much its insurance carrier paid in claims over the past year. If the average age of a company’s employees rose or fell significantly – quite possible in a business with 10 or fewer employees – that could also affect the outcome.

Most of the increase in insurers’ costs is a result of rising prescription drug prices, Ambler says.

While companies with 50 or more workers are required to offer affordable insurance to them and their dependents, many smaller businesses also do so because they believe it’s right or they want to attract and retain good employees. When their carriers hike the premiums, companies have to decide whether to absorb the costs, scale back their coverage or find other alternatives.

Surges like that have owners thinking about what’s called self-funding, says Cheryl Kiley, an adviser at Conshohocken, Pennsylvania-based Megro.

In self-funding, a business pays for all or part of employees’ medical costs and hires an insurance company to administer its health plan.

Companies typically purchase special policies to reimburse them in the event of employees’ or dependents’ catastrophic illnesses. Insurance companies charge less to administer self-funded plans because they don’t have any risk, and employers also save because self-funded plans aren’t subject to a 6.5 percent federal tax on premiums.

Although companies may be forced

to find alternatives, Megro isn’t seeing clients dropping insurance, president Bob Viola says.

“People won’t come to work for them unless they have health insurance,” he says.

RizePoint, which makes software for the food, lodging and retail industries and has about 75 employees, is paying 16 percent more for premiums on a policy that renewed Sept. 1. It’s already considering self-funding for next year.

“It’s a little bit risky,” says Peter Johnson, a vice president at the Salt Lake City-based company. “But I don’t want to see another 16 percent increase – it’s nowhere near sustainable.”

Johnson had budgeted for a rise of 12 percent. When RizePoint’s carrier said premiums were going up more than that, Johnson searched unsuccessfully for a cheaper policy.

Rocky Finseth had the opposite experience. His premiums fell 11 percent although the policy was virtually unchanged from a year ago.

“I was surprised not only about the drop, but how large of a drop,” says Finseth, owner of Carrara Nevada, a Las Vegas-based company that does lobbying on state and local issues in Nevada. His policy, which covers seven staffers, renews Oct. 1.

Finseth didn’t question why his premiums dropped. He decided to use the savings to add vision coverage for his employees.

Some companies find that their policies have been discontinued.

“The plan we had was mysteriously canceled, and we were slotted

into what we were told was the same plan, but when you looked at it, it was a worse plan,” says Joseph Nagle, marketing director at EverCharge, a maker of electric vehicle charging stations. Among other things, the new plan had a higher deductible – $6,000 versus $5,000.

EverCharge, based in Emeryville, California, began researching other carriers and plans, chose three and asked its seven employees which they preferred. The company, which previously paid for all its staffers’ insurance, gave them an option of continuing to have fully funded coverage, paying about $10 per month for better coverage, or $120 for another. They chose the middle option, and EverCharge was able to keep its health care costs unchanged, Nagle says.

Jason Anderson, owner of Datagame, a Kansas City, Missouri-based maker of software for online market research, hasn’t received his renewal package yet. Anderson pays 100 percent of his three staffers’ premiums, and 50 percent of their dependents’ premiums.

He had a 5 percent increase for his 2016 premiums, an amount he doesn’t see as significant. He says he can handle a 10 percent increase, but if he’s facing a 20 percent hike, he might have to cut back on coverage for dependents.

“I keep waiting for the shoe to drop,” says Anderson, who acknowledges that he’d be angry at an increase in the 20 percent range. “I don’t see 10, 20, 30 percent improvements in what I am able to charge my clients,” he says.

Wentz comes through again as Eagles beat Bears

CHICAGO – Carson Wentz followed up an impressive NFL debut with another solid performance, throwing for 190 yards and a touchdown, and the Philadelphia Eagles beat the Bears 29-14 on Monday night.

Wentz showed plenty of poise, just as he did in his debut against Cleveland.

The No. 2 overall draft pick completed 21 of 34 passes without an interception despite absorbing several big hits.

Ryan Mathews ran for two scores, and the Eagles (2-0) scored a pair of touchdowns late in the third quarter to break open a two-point game.

While Philadelphia was pulling away, Bears’ quarterback Jay Cutler walked to the locker room with a right hand injury and did not return.

That was the biggest blow for the Bears (0-2), who lost several players and fell again after opening with a loss at Houston. It’s not the sort of start they envisioned in their second year under coach John Fox after finishing last in the NFC North. But they continued to struggle at home, where they were 1-7 a year ago.

Cutler, who completed 12 of 17 passes for 157 yards, walked to the locker room after an interception by Nigel Bradham late in the third quarter. Cutler was seen having his right hand examined on the sideline early in the third following a strip-sack by Destiny Vaeao.

Neat pass: Cutler set up the game’s first touchdown when he spun to his left and unloaded a 49-yard heave to Jeffery that put the ball on the 5 in the opening minute of the second quarter. Langford ran it in from the 1, giving the Bears a 7-3 lead.

Anthem protest: Eagles safety Malcolm Jenkins and several teammates raised their right fists during the national anthem in a protest before the game. Jenkins said Saturday he would lead teammates in a demonstration against social injustice. Cornerback Ron Brooks and defensive end Steven Means joined him. It was not clear if another Eagles player joined in. Jenkins had insisted the protest would not be “an anti-police thing” and that police “are a key part of the solution in this issue.”

Cutler, Bears go down in ugly home opener

kfishbain@shawmedia.com CHICAGO – The Bears had an absolute nightmare second half with injuries and turnovers marring their home opener, a 29-14 loss to the Eagles.

Two Jay Cutler turnovers, an injury to Cutler’s throwing hand, a Jeremy Langford lost fumble and four injured starters on defense led to the worst half of football for the Bears in the John Fox era.

Trailing 9-7 coming out of halftime, the Bears had the ball on first down at the Eagles’ 43-yard line and were driving to take the lead when Cutler was strip-sacked. The defense held, but Cutler injured his right (throwing) hand on the play. He remained in the game, as the Bears ran the ball

seven times before a bad incomplete pass on third down.

The Eagles took it 68 yards in eight plays to go up 16-7, and Cutler threw an interception right to linebacker Nigel Bradham on the next play, leading to another Eagles touchdown – 13 points in 23 seconds.

It got worse, as Brian Hoyer came in the game and Jeremy Langford lost a fumble, leading to another Eagles touchdown.

Similar to their season opener, the Bears’ offense looked unstoppable on one drive in the first half, when Cutler found Alshon Jeffery deep, leading to a Langford touchdown plunge to go up 7-3, but the group spent much of Monday night stalling, punting, and then giving it right back to Philadelphia.

And much like the loss to Houston, the offense’s inability to sustain

drives kept the ‘D’ on the field too long, and rookie quarterback Carson Wentz took advantage, hitting open receivers with ease against an undermanned and tired defensive unit.

Night filled with injuries: The Bears got out of Houston without any key injuries, but they weren’t that lucky on Monday night, starting with Cutler’s hand injury. Promising second-year nose tackle Eddie Goldman was carted off the field in the fourth quarter with an ankle injury. Lamarr Houston went down in the second quarter with an apparent left knee injury that did not look good. He went to the locker room and did not return. Bryce Callahan and Adrian Amos both suffered concussions and missed the second half. Ka’Deem Carey left the game with a hamstring injury.

Inauspicious starts: The offense had

a terrible start to the home opener, too, going three-and-out including an easy sack of Cutler for Eagles safety Malcolm Jenkins.

The defense looked overmatched on its first drive, as Wentz completed 8 of 9 passes, but the Bears saved their best coverage for last, leading to a Sam Acho sack that held the Eagles to a field goal.

The bad starts carried over to special teams, too, as Connor Barth, in his first regular-season game ever at Soldier Field, missed a 31-yard field goal in the first quarter, only his fifth career miss inside 40 yards.

Lineup notes: Kyle Fuller was inactive for the second game in a row as he works his way back from an August knee scope. Jacoby Glenn got the start in Fuller’s place, with Deiondre’ Hall also getting reps at corner.

Last season at this time, the Porters were 1-9 and seemed headed for a very long season in Nick Mraz’s first year of running the girls program.

But a late 6-0 run at the end of the campaign and a good effort against Plainfield Central in the regional gave Lockport hope for this season, and so far it’s been an encouraging start.

The Porters own an 8-3 record and figure to add to that total with SWSC matches against Thornridge and Thornton before competing in the Rich East Invite this week.

With many players back to go along with some good newcomers, things are heading in a positive direction for Mraz, who has enjoyed success leading the boys program.

Another big week for JCA: Last week was a significant one for Joliet Catholic Academy.

On Monday, the Angels won at Providence Catholic as coach Christine Scheibe collected her 500th victory, becoming one of just four coaches in state history to get to that mark in just her 17th season, joining Mother McAuley’s Nancy Pedersen, Lockport’s Julia Hudson and Mount Pulaski’s Donna Dulle.

Then the next day, the Angels improved to 2-0 in ESCC play after claiming a three-set win at Nazareth Academy. That improved them to 11-6-1, including 8-1-1 in their last 10 matches.

JCA also has two key matches this week. Today, the Angels host 13-1 Benet Academy in another ESCC clash.

The Flyers suffered their first loss in the finals of last weekend’s Wheaton Classic to unbeaten Geneva. On Thursday, it will play at Glenbard West, who improved to 17-3 after winning its own invite.

Two freshman making a bang: In their varsity debuts, two freshmen have notably played above their class.

Plainfield Central’s Taylor Landfair and Lincoln-Way West’s Kirsten Leitshuh have been great additions to their respective programs.

Landfair is the most talked about freshman in the area.

It can’t be said enough; she jump touches 10 feet-6 inches. Most volleyball players can’t hit the 10-foot mark.

What many didn’t expect was that the highly touted hitter would adjust so quickly.

Immediately, she started playing at a junior or senior level offensively. She credits all of that to her setter.

Ashley Shook could have her hitting like a college player by the end of the season.

Another freshmen has also made an immediate impact, however.

Leitshuh might sound like a familiar name. That’s because Kirsten is the younger sister of Toni Leitshuh.

Kirsten is following closely in her big sister’s footsteps.

As a freshman, she’s leading her team offensively with 90 kills and has an impressive 116 digs. This past weekend, Leitshuh was named all-tournament at the Oak Lawn tournament.

Leitshuh might not be a 6-foot-4 outside, but she’s one that has impeccable ball control for her age. She also makes smart defensive plays and has great shot placement.

PLAYER OF THE WEEK Taylor Landfair earned Herald-News Volleyball Player of the Week honors after tallying 18 kills in Plainfield Central’s 21-25, 25-13, 25-19 win over Plainfield North.

The freshman outside hitter has been playing solid offensively throughout the season, but she shined in her debut against the Wildcats’ crosstown rival. Throughout critical points of the match, she put the ball away.

Postseason sites announced: Seedings and pairings for regionals won’t be announced until the first week in October, but the playoff intrigue kicked off on Friday when the IHSA released sites for the upcoming tournament. Assignments should appear this week.

In Class 4A, Romeoville hosts a sectional that includes regionals at Joliet West, TF South, Oak Forest and Plainfield Central. The winner of that sectional advances to the Normal Community Super-Sectional against the Glenwood Sectional, featuring downstate teams.

Other area Class 4A teams will compete in the Hinsdale South Super-Sectional. Some will be in a sectional at Marist, which includes regionals at Hinsdale Central, Lemont, Stagg and Argo while others may be at Geneva, which features regionals at Metea Valley, West Aurora, Naperville North and St. Charles North.

USF’s Jackson earns league award SUBMITTED REPORTS

JOLIET – St. Francis junior Lexus Jackson was selected as the MidStates Football Association Midwest League Special Teams Player of the Week.

Jackson returned a punt 70 yards for a touchdown in the final minute of the first half in USF’s 38-14 victory at Missouri Baptist this past Saturday.

The return proved to be decisive since it gave the Saints a 21-0 lead.

Through three games, Jackson sports the 10th-best punt return average in the NAIA at 17.8 yards per runback.

WOMEN’S VOLLEYBALL Schneider honored again: Lewis ju-

nior Aly Schneider was selected as the Baden GLVC Women’s Volleyball Offensive Player of the Week, the second time in the three weeks that she’s won the award.

In two Flyer victories last weekend, Schneider averaged 19.5 kills, hit .435 and collected 11 block assists. Her most impressive performance came in a four-set win over Missouri S&T (Sept. 16), as she notched a match-high 20 kills and eight block assists.

For the season, she is averaging a team-best 12.9 kills and 3.29 blocksper-match and also leads the team with a hitting percentage of .367.

WOMEN’S GOLF Lewis second at Ferris State: The Flyers

shot a 636 to finish one stroke behind the hosts for the title. Hannah Schultz tied for first with a 157, Rachel Sweeney tied for fourth with a 158 and Madison Hill tied for seventh with a 159.

Fowler helps Cubs rally for win over Reds

The Associated Press CHICAGO – Dexter Fowler hit a tiebreaking single with two outs in the seventh inning, and the Cubs beat the Cincinnati Reds, 5-2, on Monday night.

Fowler’s line drive into center field capped a three-run rally for the Cubs after they were shut down by Tim Adleman most of the night. It also made a winner of Jason Hammel (15-9), who

pitched seven solid innings.

Jason Heyward added a two-run homer in the eighth as the Cubs moved seven games ahead of Washington for the best record in the National League, lowering their magic number for clinching home-field advantage throughout the NL playoffs to five. That’s the only major goal still out there during the regular season for major league-leading Cubs after it secured the NL Central title last week.

Royals continue to dominate Sox KANSAS CITY, Mo. – Yordano Ventura kept his pitch count down, which enabled him to go nine innings for the first time in the majors.

Ventura picked up his first complete-game victory, Kendrys Morales hit a three-run homer and the Kansas City Royals defeated the White Sox, 8-3, Monday.

The Royals have won three straight, keeping their faint playoff hopes flickering with 12 games remaining. The Royals went 14-5 against the Sox this year.

“My goal today was try to get as many outs as I can as quick as I can and go deep in the game and that’s what I did today,” Ventura said with catching coach Pedro Grifol as his translator.

“I’m happy with it.”

Ventura (11-11) gave up nine hits, struck out five and walked one. His only other complete game in the majors was a 3-2 loss July 28 at Texas.

Ventura had allowed 10 runs, 17 hits and six walks in 111/3 innings in losing his previous two starts. He threw only 16 pitches in a 10-batter span to end the fifth and into the seventh.

Morales homered off Carlos Rodon

(7-10) in a four-run fifth. Morales homered in back-to-back games, bringing his total to 29. The last Royal to hit 30 home runs in a season was Jermaine Dye, with 33 in 2000.

Paulo Orlando and Alcides Escobar homered in the second for the Royals.

Eric Hosmer drove in two runs with a pair of singles, giving him 97 RBIs. Billy Burns had three hits, was hit by a pitch, stole a base and scored two runs.

“They’re a good ballclub,” Rodon said. “Guys that have been in the game for a while and just understand that, make me throw pitches and get deep in the count, and they did a really good job of that. They swing the bat well, but our guys swung the bat well, too. Some hard balls hit and some home runs, and that’s baseball.”

Jose Abreu and Carlos Sanchez hit solo home runs for the Sox. Todd Frazier added an RBI single and had two hits off Ventura.

“He’s throwing 97, 98 (mile per hour),” Frazier said late in the game.

“That’s tough to pick up, tough to lay off, too, as well, because it looks like a strike and comes off. He had good command, basically.”

JOLIET – Joliet area schools were the team champions in the sixth-grade girls and boys races and Manhattan finished second in eighth-grade boys to highlight last Saturday’s Troy Middle School Cross Country Invitational.

Minooka was the sixth-grade girls champion with 50 points. Homer finished second with 60, Troy third with 90, Martino sixth with 193 and Oak Prairie 10th with 315. Sajn enjoys working with patients of all ages and practices not only routine eye care but also manages dry eye disease, glaucoma, complex contact lens fittings and co-manages cataract surgical patients. “I love that each day is different and presents new challenges,” she says. “I can go from talking about vision development with the parents of a 3 year-old to discussing age-related macular degeneration with a 93 year-old.” She has learned that there is not a “one size fits all” approach when it comes to vision care and the variety of patients she services.

“The goal isn’t just to get patients to 20/20,” she said. “I want my patients to be 20/happy.”

ahead of him, burst to the outside and ran down Ryan Blaney in the two-lap overtime finish. Logano drafted along and crossed the line right behind him.

It worked for him, and he credited his crew for the fast finish.

“Anytime a caution comes out late like that, that’s the definition of pressure for a pit crew,” Logano said. “You’re in the Chase, there’s a lot on the line, you’re coming down to the end to win a race. They execute and beat the 11 (of Denny Hamlin) off the pit road.”

Hamlin thus restarted behind Logano, and stayed there, finishing sixth.

“That’s pretty neat,” Logano said.

His reaction to the outcome was atypical. Jimmie Johnson’s was more expected.

The six-time Cup champion had led

118 laps, more than anyone else, battling with rookie Chase Elliott through much of the race. On a routine green-flag pit stop 32 laps from the finish, Johnson rolled in for four tires and fuel, peeled out and was caught speeding down pit road via NASCAR’s more stringent speed traps. It killed his chance to win.

He finished 12th.

“Hats off to the team,” Johnson said.

“I screwed up. I just can’t believe I got in trouble there leaving the pits. If I rammed my head through the wall real quick maybe it will feel better. I feel terrible for these guys. Should have been a top-5 day.”

The miscue leaves Johnson where he was before the race, eighth in the Sprint Cup standings, 13 points behind Truex.

He needs to be in the top 12 after the race in Dover, Delaware, in two weeks to stay in the race for the title.

Tony Stewart, nine races from retirement, is in 12th after his 16th-place finish.

“We just weren’t good enough to be where we needed to be,” Stewart said.

“We were probably a car that was going to be three or four laps down if we had to race (Saturday), but today, we got the

“We gained on it, but we won’t be good enough to get to the next round if we don’t get better than this.”

Meanwhile, Truex is hardly in the playoff catbird seat despite the victory.

He has 2,050 points to Brad Keselowski’s 2,049, Kyle Busch is third with 2,046, with Hamlin fourth at 2,045. That’s because, in NASCAR’s playoffs, not everybody starts equally. Regular-season wins are worth something, and Truex had only two to the four of Keselowski and Busch, for instance.

However, by winning, Truex is assured of advancing to the second round of three races as a Chase member. He promises that won’t change how he looks at next Sunday’s race in Loudon, New Hampshire, or the following race in Dover, Delaware. But he can take a deep breath.

“The next two weeks we don’t have to worry about flat tires or somebody running into us and wrecking us, getting caught by a caution when you’re pitting, things like that,” Truex said.

Until after Dover. Then it starts all over again.

Second place in big-time auto racing, even by that narrow a margin, is effectively a chasm the width of the Grand Canyon. It matters not how close you come if you don’t pass the guy in front of you.

This time, however, Logano was pleased with his finish. It was one of those weekends. While he’d run in the top six most of the day and even led for a lap along the way, the thought of him maneuvering his Ford into Victory Lane was never really at the top of anyone’s mind.

Until, at the end, there he was, running fourth before the last caution, which came four laps before the scheduled finish, and restarting sixth. There was a glimmer of a hint of a chance at the end, until Truex, starting immediately

HEALTH Washington state to increase testing pot for pesticides

SEATTLE – More than two years after Washington state launched legal marijuana sales, it’s planning to test pot for banned pesticides more regularly.

The state’s Liquor and Cannabis Board said Thursday that it’s paying the Washington Department of Agriculture more than $1 million to buy new equipment and hire two fulltime workers to conduct the tests.

The increased screening is expected to begin early next year and will examine marijuana where regulators have reason to suspect illegal pesticides have been used.

“Testing for pesticides is a complex and costly process,” Rick Garza, the board’s director, said in a prepared statement. “Labs need specialized equipment and highly trained staff to carry out the tests. This agreement will satisfy those obstacles. It will send a strong message to any producer applying illegal pesticides that they will be caught and face significant penalties, including possible cancellation of the license.”

Washington has required testing for mold and other impurities since it began allowing recreational pot sales in 2014. But like Colorado and Oregon, the other two states with recreational marijuana sales, it has struggled to figure out how the best ways to regulate and test for pesticides. The federal government, which normally regulates pesticide use, has no guidelines about using pesticides on marijuana because the plant remains illegal under federal law.

The three states have lists of pesticides that are OK to use on marijuana, but so far none is conducting regular tests for banned pesticides, which has raised public health worries even though there’s little or no indication of people becoming ill because of pesticides in legal marijuana products.

In Oregon and Colorado, certified laboratories will test for pesticides along with other impurities, but the labs are still being accredited to handle those tests. Agriculture officials do investigate pesticide misuse at licensed marijuana growers when they receive complaints; Colorado’s opened more than 100 investigations this year, with around 40 percent to 45 percent of them finding unapproved practices, said John Scott, pesticides program section chief, at that state’s Department of Agriculture.

In Washington, private, certified labs conduct tests for mold, bacteria, insects and potency – but not pesticides. Instead, state regulators have conducted tests when they’ve received complaints about possible pesticide misuse.

Pressure has built on the state to require more testing as Washington merges its medical and recreational marijuana markets this year.

Since the first legal, recreational marijuana grows were licensed in early 2014, the state has conducted 45 investigations of pesticide misuse, said Justin Nordhorn, chief of enforcement with the Liquor and Cannabis Board.

By contrast, the new equipment will allow the state to screen 75 samples per month for more than 100 unapproved pesticides, with results coming back in 15 to 30 days.

“This should be a real game-changer for the industry in terms of public safety,” Agriculture Department spokesman Hector Castro said.

“They’re on notice that we’re going to be on the lookout for this.”

JOLIET – Nearly 100 associates gathered on Aug. 29 to celebrate their colleagues at Presence Saint Joseph Medical Center’s Annual HOPE Award Ceremony.

Twenty-eight associates from numerous service lines throughout the medical center were honored at the peer-to-peer nominated recognition event.

Registered nurse Wanda Dillberg, associate health manager, was named the winning representative from PSJMC and will join fellow winners from 16 other Presence Health Ministries for a dinner banquet in November.

Dillberg has worked at PSJMC for 25 years. As manager of associate health, she is responsible for providing health care services to associates, physicians and volunteers.

In addition to her regular duties, Dillberg also leads multiple internal initiatives to help those in need, including PSJMC’s Back-to-School and Christmas Angel drive, which gives aid to associates in extra need of assistance.

PLAINFIELD – Runners and walkers of all ages are welcome for the 18th annual Healthy Driven Plainfield Harvest 5K Run/Walk and Kidz Miler on Sept. 25 in downtown Plainfield. The Kidz Miler begins at 8 a.m. followed by the 5K Run/Walk at 9 a.m.

The online registration fee for the 5K (adults and children 13 and older) is $35 and the Kidz Miler (children 6 to12) is $15. The deadline for online registration is 7 p.m. Sept. 22. After that and on race day, 5K registration will be $40 and the Kidz Miler will cost $18.

Fall prevention class begins Sept. 28 NEW LENOX – “A Matter of Balance” is an award-winning program designed to manage falls and increase activity levels. The New Lenox Safe Communities America Coalition – in partnership with its member organizations – will offer it from Sept. 28 to Nov. 16.

Classes will be held from 1 to 3 p.m. on Thursdays at the New Lenox Public Library, 120 Veterans Parkway, New

Lenox. The course is free to all New Lenox Township residents.

Participants will learn to view falls as controllable, set goals for increasing activity, make changes to reduce fall risks at home and exercise to increase strength and balance.

34 Reducing stress helps heart and brain Dear Dr. K: I’m under a lot of stress in my life. Of course, I don’t like that, but what really worries me is it will affect my heart.

Heart disease runs in my family. If stress can lead to heart disease, does reducing stress reduce heart disease risk?

Dear Reader: We often think of the heart and brain as separate from each other, yet these organs are intimately connected. And when your emotions adversely affect your brain, your heart is affected as well.

There are two kinds of stress that affect your brain. Helpful stress can assist you with getting things done by helping you focus your attention. Unhelpful stress (distress), on the other hand, can be so severe it can lead to fatigue and heart disease.

Coronary artery disease restricts the flow of oxygen-rich blood to your heart.

Emotional stress can worsen oxygen deprivation. In fact, if you have heart disease, any strong emotion, such as anger or grief, may cause severe and fatal irregular heart rhythms.

How do strong emotions affect heart disease? In two ways. First, they cause the heart to beat faster and more forcefully – to work harder. Second, they increase the tendency of the heart arteries to narrow, reducing the blood supply to the heart. So the heart is working harder, but without the blood supply it needs. That can cause dangerous heart rhythms.

Depression also increases the risk of heart problems, including heart attacks and dangerous heart rhythms. If chronic stress has made you depressed, then the stress is threatening your heart in a third way.

The good news is the opposite also is true: Reducing your level of stress lessens the risk to your heart. Here are some ways to start reducing your stress:

This employs psycho-educational programs, educational training, stress management, biofeedback, counseling sessions and relaxation techniques before or after a heart-related event. These programs are done in addition to, not instead of, traditional psychiatric treatment and exercise.

• Exercise. Physical exercise can help you have a healthier heart and brain. Various types of aerobic exercise have proven to reduce anxiety and depression and to improve self-esteem. Jogging, swimming, cycling, walking, gardening and dancing are good options.

If you struggle with stress, anger, anxiety, worry, depression or problems with self-esteem, talk to your primary care physician. If your stress is severe, and your risk of heart trouble is high, you might need a consultation with a cardiologist, a psychiatrist or a stress reduction program. Together, you can explore which therapies might best protect your psychological state, your brain and your heart.

While our 6-yearold enjoys the positive attention he receives from his often unusual and imaginative clothing choices, his grandparents feel we are being “disrespectful to others” by allowing him and our other children to wear these outfits in public.

Neither my husband nor I was permitted freedom of expression as children, and we agreed with the exception of health, profanity, lewdness, immodesty and adherence to organizational dress codes, we would not restrict our children’s freedom of expression. While we often don’t agree with our children’s choice of attire, it seems prudent to choose the battles we fight.

Is anyone other than our parents actually offended by a pirate (sans weapon) in the dentist office or a backward shirt at the grocery store? And if they are offended, does their desire not to see a costumed child trump my children’s need for a healthy outlet for their individuality during this phase of their life over which they have so little control? – Clark

As soon as North opened one club, South was thinking about a slam. When East made a weak jump overcall, though, and North rebid two no-trump, South’s enthusiasm was tempered slightly. However, he forced to game with a three-diamond cue-bid, learned that his partner had some heart support, and leapt to six hearts. (Note that six no-trump fails unless East unwisely leads a diamond.)

South could see 11 winners: three spades, seven hearts and one club.

His first thought was that the club finesse had to work. But there was something better, assuming West had the diamond nine to back up his 10lead.

Declarer covered West’s 10 with dummy’s diamond jack and ruffed away East’s queen. He drew trumps ending on the board and played the diamond king. When East covered with his ace, South ruffed, took his three spade tricks ending in the dummy, and led the diamond eight. However, instead of ruffing, he discarded his low club. Yes, West took the trick with his nine, but what could he do next?

If he had exited with a spade or diamond, declarer would have ruffed on the board and sluffed the club queen from his hand. But when West led a club, it was into South’s acequeen.

It was a pretty loser-on-loser endplay.
