DEA, suspect exchange gunfire outside Louis Joliet Mall

bstanley@shawmedia.com JOLIET – U.S. Drug Enforcement Administration agents exchanged gunfire with suspected drug dealers Tuesday evening outside the Louis Joliet Mall in Joliet.

Joliet Police Chief Brian Benton said the incident occurred about 5:30 p.m. when an undercover “buy-bust” went bad in the parking lot between JC Penney and Macy’s on the northwest side of the mall.

DEA Special Agent in Charge Dennis Wichern said agents were expecting to buy 2 kilograms of cocaine from Adan Godinez, 31, of Morris, and his accomplice, whose name has not yet been released by authorities. The suspects chose to meet at the mall, Wichern said.

“When agents moved in to make the arrest, Godinez took out a gun and began firing,” Wichern said.

Hani Hamdan and his girlfriend were leaving work when they “heard shots and glass breaking about 15 cars away.”

“I held her down between two cars [and] more glass shattered. I saw the window of a white Porsche get shot out,” Hamdan said.

JOLIET – It’s possible the Joliet Junior College board of trustees may select a permanent president at the Sept. 13 board meeting.

At Tuesday’s workshop meeting, trustees reviewed a draft agenda for the next meeting, but Trustee Maureen Broderick said she didn’t see anything in regard to filling a position for president.

Board President Robert Wunderlich then requested to add an item to the Sept.

13 agenda for approval of the appointment of a president. He said the board will go into closed session before the meeting to have a discussion on it.

“If we did decide to do anything, it had to be on the agenda,” Wunderlich said after Tuesday’s meeting.

Benton said Joliet police had uniformed officers in the area to support the DEA but were not involved in the shootout. He also said several vehicles were struck by gunfire, but no one else was injured.

A large area about 50 yards from the entrance to the Tilted Kilt was marked with yellow police tape with the Porsche and 11 other cars inside, including a gray pickup truck with a flat tire. The vehicles had license plates from Illinois, Indiana and

Wisconsin. Wichern said Godinez’s partner was also armed with a handgun. Godinez was taken to Presence Saint Joseph Medical Center and being treated for injuries that were not life-threatening. Federal charges against both men were pending Tuesday night, Wichern said.

“In Joliet, we’re here every day. To see something like this is not a good thing. It’s like Chicago,” Hamdan said.

“It’s very terrifying,” said Perla Cervantes, who came out to the parking lot minutes after the shooting.

As of 9 p.m. police had set up floodlights in the parking lot as evidence technicians took photographs.

At the Aug. 9 board meeting, Broderick recommended the trustees choose a permanent leader for JJC in September and that Interim President Judy Mitchell be the person for the job based on the positive feedback she’s received.

Broderick also was cautious about the potential cost of the search, saying she learned from state and national community college trustee associations that it would be between $100,000 and $150,000.

However, Trustee Alicia Morales argued the position should be open to other candidates for transparency purposes. She said she’s heard from people interested in applying to become president.

Past supporters of Mitchell becoming the permanent president for JJC have been Romeoville Village Manager Steve Gulden and JJC professor Bill Johnson.

When Mitchell was appointed as interim president by the board in April, she said she wanted to leave open the option of her being considered permanent president. She was previously the college’s vice president of administrative services.

Mitchell’s appointment came after the abrupt resignation of Debra Daniels in March. The board approved a settlement with Daniels that acknowledged disputed claims between the two parties.

Daniels has since become president of Taft College in California.

SMALL FIXES, BIG REWARDS Senior Services Center of Will County gives residents helping hand

fsarver@shawmedia.com CREST HILL – Mike McCutcheon is a new handyman for seniors in Will County who need help with small problems – such as a leaky pipe.

McCutcheon sat Tuesday on the kitchen floor of Dianne Davis and her husband’s home at Carillon Lakes – a Crest Hill retirement community – and fixed a leaky pipe underneath her sink.

When he was done, Davis said she was glad the fix was so simple.

“I gave you a card, right?” McCutcheon asked her.

“Yeah. I’m keeping it,” Davis said.

Since late June, McCutcheon has been putting his handyman skills to use for a new program at Senior Services

Center of Will County called Safe@ Home. For $45 an hour, McCutcheon will visit the homes of seniors countywide to help them with small home repairs.

In one case, McCutcheon said he was invited to the home of a woman to repair her downstairs steps. They had so much dry rot, he could poke his finger through a step.

“That was a little dangerous for her.

She was 92 and so if she stepped in the wrong place, that would have been harmful for her,” he said.

Barry Kolanowski, Senior Services Center executive director, said the center explored trends among seniors – those 65 and older – to anticipate needs and the idea of a program such as Safe@ Home came up as a high need.

“Safe@Home comes out of the idea that sometimes seniors have great apprehensions about letting a stranger into their home to do repairs. So consequently, they don’t do the repairs.”

Analysis of census data and other research showed that many seniors live alone at home and that many of those homes have moderate to severe maintenance issues, he said.

While there are handyman businesses, Kolanowski said, seniors are reluctant to reach out to a stranger.

“We’re a brand people know about.

People can trust us,” Kolanowski said of Senior Services Center. “If we can step in the gap and help people, let’s do it.”

McCutcheon, the coordinator of Safe@Home, said that was the idea behind the name of the program.

“Safe@Home comes out of the idea that sometimes seniors have great apprehensions about letting a stranger into their home to do repairs. So consequently, they don’t do the repairs,” he said.

bokon@shawmedia.com JOLIET – Popeyes will take over the West Jefferson Street spot vacated in early 2014 when Just Toni’s closed.

Popeyes could not be reached for comment Tuesday on its plans in Joliet. But the broker for the property and the city building inspector both said the restaurant chain will open at the site.

“It’s going to be a Popeyes,” said Nick DiBrizzi, a restaurant broker for Coldwell Banker Commercial.

Workers have been at the site this week, setting up a fence around the perimeter. The plan is to do an interior remodelling, said David Mackley, director of inspections for Joliet.

Neither DiBrizzi nor Mackley knew the timetable for opening the restaurant.

The location at 2301 W. Jefferson St. has been a chicken restaurant since 1969 when Brown’s Chicken opened there. It was converted in 2011 to Just Toni’s, which was owned by a former Brown’s executive who also sold fried chicken there.

The Potbelly Sandwich Shop, along with Chipotle and Mooyah restaurants,

all opened at a new strip mall in the 2600 block of West Jefferson Street since Just Toni’s closed. A Checkers Drive-In opened a few blocks to the east.

DiBrizzi said national restaurant chains are showing a strong interest in Joliet.

“A lot of people want to move to Joliet. I’ve seen that in the food industry,” he said.

In 2014, city officials said a Popeyes was coming to a location on Cass Street.

That plan, however, never developed.

Popeyes has one other restaurant in the immediate area, which is in Crest Hill. Other Will County locations are in Bolingbrook, Romeoville and Naperville.

Amazon makes plans for Monee, could hire 2,500

bokon@shawmedia.com MONEE – Amazon is building a new fulfillment center in Monee that could employ 2,500 workers in about a year, local officials said Tuesday.

The 850,000-square-foot fulfillment center will be the e-commerce company’s fourth such facility in Will County.

Amazon on Monday announced its plans for Monee, but did not say when the center will open or how many people will work there. A company spokeswoman in an email would only say Tuesday that Amazon will hire “hundreds and hundreds” of people at the Monee facility.

“My understanding is that they’re expecting 2,500 employees there,” Will County Executive Larry Walsh Sr. said.

The county was involved in planning access for the fulfillment center, which is being built along Manhattan-Monee Road, a county road.

The property itself is in the village of Monee.

Walsh noted that the building will be close to Interstate 57 at an interchange that “has been rebuilt and enlarged.”

John Greuling, CEO for the Will County Center for Economic Development, said he believes the plan is to complete construction in about a year so that the Monee fulfillment center opens by fall 2017.

“This is a brand-new building,” Greuling said. “They just started construction a few weeks ago.”

The fulfillment center will pick, pack and ship small items, including books, electronics and consumer goods, according to the Amazon news release.

“We place our fulfillment centers close to customers to provide the fastest possible delivery times, and the growth in Illinois is directly tied to our increasing customer demand,” Akash Chauhan, vice president of Amazon’s North America operations, said in the news release. “Illinois is a great state to do business, and we are happy to be expanding there to serve customers.”

Will County executive The company opened a fulfillment center in Joliet in October and is in the process of opening a second Joliet facility this fall. Amazon also is redeveloping a former Montgomery Ward distribution center in Romeoville for a fulfillment center expected to open in the fall.

Depending on how many people Amazon hires in Monee, the company could have more than 6,500 employees in Will County by the end of 2017.

“Last summer at this time, we had no employees at Amazon,” Walsh noted.

He also pointed to the Amazon statement calling Illinois “a great state to do business.”

“In this political season, all we hear is people saying Illinois is difficult and not business friendly,” Walsh said. “[Amazon] evidently [was] satisfied with the operation and attention they got on what they are working on.”

The company opened its first fulfillment center in Joliet with 1,000 workers. In March, Amazon announced it would add 500 more workers. In June, the company said it would hire 2,000 employees at its second Joliet fulfillment center.

Then a month ago, Amazon announced it would open a fulfillment center in Romeoville. Mayor John Noak has said that facility is expected to have 650 employees.

The number of facilities being located in Will County is due in part to the county’s large size, Greuling said.

But the transportation network is a factor, too, he said.

“We are a huge county, and we have such great transportation assets,” Greuling said. “I think the big [facilities] opening up in Will County is more a matter of our size and transportation access than anything else.”

Second eyewitness testifies in 2014 slaying

bstanley@shawmedia.com JOLIET – The second witness to a fatal shooting in Joliet and the woman whose dispute with the victims led to the confrontation testified Tuesday in court.

Aloysius “June” Alexander, 31, who is charged with murder and aggravated battery, is facing a bench trial before Judge Carla Aloysius Alessio Policandriotes. “June” Alexander, of Joliet, al- Alexander legedly killed Johnny Lockhart, 59, and wounded his son, Ledontia Lockhart, just minutes after midnight Dec. 6, 2014.

According to trial testimony, Alexander accompanied his friends, Mike Smith and Brian Gregory, to the Lockharts’ apartment to back up Smith in a fistfight with Ledontia Lockhart.

Although the men were all friends, Smith’s girlfriend, Miya Morris, believed Ledontia Lockhart had stolen a $400 money order from her car two weeks earlier.

at his home in Morris and they were stopped by police, but not ticketed, on their way to the Lockharts’ apartment in the 500 block of North Chicago Street in Joliet. When they arrived, Smith was the aggressor, but Gregory said he was there to keep it “a one-onone” fight.

Johnny Lockhart came outside to intervene and was being led back to the porch by his son when a bullet passed between Smith and Gregory, who were facing them, Gregory testified.

“I turned around. I could see a man shooting. I didn’t see his face, but I saw the [muzzle] fire ... it was June,” Gregory said.

admitted that despite having known Alexander for 10 years, he didn’t identify him in the photo lineup he was shown by police after the shooting.

Morris said she’d had a good relationship with the Lockharts until earlier that evening when she went to their home to confront Ledontia Lockhart about the money order and Johnny Lockhart called the police to have her removed.

According to Smith’s earlier testimony, Morris and Ledontia Lockhart claimed he was providing child care for her three children when he was not actually doing so. When Ledontia Lockhart was sent checks by the state, he and Morris would split the money.

learning from a currency exchange employee that Ledontia Lockhart had cashed her money order, which Will County Assistant State’s Attorneys Derek Ewanic and Adam Capelli felt was “not relevant and ... beyond the scope” of questions Morris had answered for the prosecution.

Somebody’s lying ... and I have to consider the credibility of the witnesses.”

The judge also said she would remember the demeanor of Morris and other witnesses.

“They’ve been stealing money from the state for months ... running this scam. And now she’s [testifying that she felt] it’s outrageous that someone could steal the money that she stole,” Alessio Policandriotes said.

“It would be challenging for me to believe Johnny Lockhart calls 911 because they’re having a quiet discussion,” she said.

Morris later told Ewanic that Ledontia Lockhart had baby-sat her children while he was unemployed.

Will County agencies respond after Rauner vetoes bill to pay disability workers $15 per hour

mmallory@shawmedia.com JOLIET – Community disability service providers in Illinois are facing a staffing crisis, according to Trinity Services Inc. and Cornerstone Services, two such organizations that operate mostly out of Will County.

Last week, Gov. Bruce Rauner vetoed House Bill 5931, the Community Disability Living Wage Act. The bill, which proposes wages of not less than $15 an hour for qualified direct support professionals, passed through the General Assembly with 107 “yes” votes.

The average wage direct support professionals make in the state is $9.35 an hour, according to a news release from Trinity Services. The reimbursement rates for agencies contracted by the state to provide these services have not been increased in eight years.

“I don’t know if [Rauner’s office] understands that when we say ‘crisis,’ it is a crisis,” Trinity Services Director of Development Sherry Ladislas said.

One is to speak with legislators to see whether there’s a chance of overriding the veto or making the bill part of an actual full year’s state budget if new revenue is identified.

The other option is to persuade Rauner to change his mind directly.

Dykstra said he believes organizations across the state can convince Rauner that the situation is dire enough to take administrative action on his own.

“We’ll continue to try to meet with him or his aides,” Dykstra said.

He said the veto of the bill stated that it proposed $330 million in funding.

Dykstra said it’s actually half of that, because Illinois is a 50 percent Medicaid match state. Half of any increase would come from the federal level.

A note from the Governor’s Office of Management and Budget attached to the bill states “this bill could potentially increase state spending for services to the developmentally disabled by $330 million. This increase in costs is not included in the Governor’s FY17 proposed budget. There are no proposed revenues or offsetting budget reductions to support these increased costs.”

“Terms can be so one-sided the company may unilaterally extend the time period. You need to make sure there is an end date,” Harmon said. “Avoid automatic renewal.”

Kodat said he felt Harmon’s information was valuable to landowners considering signing a lease.

DWIGHT – “Be careful what you sign” was the message at an informational meeting Monday night and hosted by Grundy County and Livingston County Farm Bureaus in Dwight.

Laura Harmon, senior counsel at the Illinois Farm Bureau, spoke with area farmers who have been contacted

by Cypress Creek Renewables LLC, a California-based solar company that is offering Illinois farmers cash in exchange for potential long-term use of their land.

“This [the contract presented] is all negotiable,” Harmon said. “Don’t grant ridiculously broad easements.”

More than 70 landowners from six counties – including Grundy, Livingston, LaSalle, McHenry, Kankakee and Kane – were present.

Grundy County farmers Steve Kodat said the most important thing he took away from the meeting is to contact a lawyer before signing anything because the contracts are fairly one-sided.

“I was listening to the chatter of a few farmers who had spoken with the company and heard they are not will-

ing to negotiate,” Kodat said.

Kodat received a contract from Cypress Creek Renewables LLC and said he can understand why some farmers may feel a steady income option would work for them, but that after hearing Harmon speak, there are more questions to be considered.

Harmon covered several paragraphs in the agreement and pointed out where she felt there were issues.

One issue she said is with the provision that states the farmer won’t interfere or obstruct the sun from reaching the solar panels.

She questioned whether dust or aerial application of chemicals, which are common on area farms, would be considered interfering with the sunlight.

“If they decide your home is blocking light, you have to take it down,” she said. “There is no compensation for that written into the agreement.”

She said another issue with the agreement is that it gives consent, not only to the property in question, but also to all adjacent property owned by the farmer or “in the vicinity.” She questioned what “vicinity” means.

Illinois Farm Bureau hosts solar farm meeting

Driver severely injured in Joliet crash; car hit tree, pole, other vehicle

aschier@shawmedia.com JOLIET – A Joliet man suffered life-threatening injuries after he was involved in a severe car crash Sunday night.

The 22-year-old was driving a 2012 blue Hyundai Sonata west at 11:44 p.m. in the 2400 block of West Jefferson Street when the incident occurred, Joliet Police Department Deputy Chief Ed Gregory said.

The driver was traveling in the right lane at a high rate of speed, when he veered right onto the sidewalk near the driveway entrance of the Cornerstone Services location at 2401 W. Jefferson St., Gregory said. The Sonata then continued west, struck a tree – snapping it in two – and hit a pole that was holding a sign for Carquest

Auto Parts, which is next door to Cornerstone.

After striking the tree and the sign, the Sonata drove into a parked vehicle and came to rest, Gregory said.

When officers arrived at the scene, one of the vehicles was on fire, Gregory said.

Authorities believe the driver was intoxicated and had been drinking at a bar earlier Sunday evening, Gregory said.

Crews recovered the driver from the car. A passenger had already exited the Sonata without assistance.

The driver was taken to Presence Saint Joseph Medical Center and was in a coma with a serious spinal cord injury, Gregory said.

Charges are pending, Gregory said, who also said it is unclear whether the driver will survive.

PLAINFIELD – A gunman stole more than $13,000 in electronics Sunday from a Target store in Plainfield.

The robbery occurred just after 9 p.m. at the retailer’s 12800 S. Route 59 location, Plainfield Police Department Sgt. Mike Fisher said.

A man walked up to the store’s electronics counter with a shopping cart containing an empty bag and asked the clerk to see a product in a display case, Fisher said. When the clerk turned to unlock the case, the man told the clerk to stay where he was and that a robbery was happening.

The suspect had a handgun, Fisher said. He showed the weapon to the

clerk and emptied the display case of iPads, iPods and other high-end electronics, filling the empty bag.

As the suspect proceeded toward the store’s exit with the bag, the clerk notified his supervisor, who approached the suspect at the exit and tried to stop him, Fisher said. When the suspect indicated he had a weapon, the supervisor allowed him to leave.

Fisher said the retail value of the stolen merchandise totaled more than $13,000, and he described the suspect as a black man who was about 40 years old, stood 5 feet 8 inches to 5 feet 9 inches and weighed roughly 250 pounds.

Armed robber steals $13,000 in electronics from Plainfield Target

SHAW MEDIA CREST HILL – Starting Sept. 9, the city of Crest Hill is expected to have a contractor start sand-blasting and painting the exterior steel portions of the CN Railroad viaduct on Route 53 between Caton Farm Road and Theodore Street.

The blasting and painting work is part of a rehab project that includes concrete abutment repairs and off-road landscaping, according to a news release from the city.

The work will necessitate road closures and a temporary detour of northbound and southbound Route 53 at the CN Railroad for the weekend, from 7 p.m. Sept. 9 through 5 a.m. Sept. 12 in order to provide an adequate work area and to best ensure the safety of motorists and workers, according to the news release.

Southbound traffic will be detoured

west on Renwick Road to south on Weber Road, then continue south on Weber Road/Larkin Avenue to east on Theodore before ending at Broadway.

Northbound Route 53 traffic will be detoured west on Theodore Street to north on Larkin Avenue/Weber Road, then continue north onto Weber Road to east on Renwick Road. It will end at Broadway Street.

In the case of inclement weather, the backup date for the work to be done is 7 p.m. Sept. 23 to 5 a.m. Sept. 26.

Concrete abutment repairs and offroad landscaping also is part of the work, and it will include temporary, daily closure of one through lane of traffic in each direction while maintaining one open through lane in each direction.

The time frame for this work is expected to start before the blasting and painting is completed, and will continue for about 45 days, according to the city.

“We want it to be a good experience, not only for the person bringing the gifts and the trades, but the individual whose home they’ve been invited into,” McCutcheon said.

Before spearheading the new program, McCutcheon said he flipped houses and spent seven years at Trinity Services doing a woodworking program.

“We’re glad to be doing [Safe@ Home], and we’re excited to have Mike at the helm,” Kolanowski said.

Safe@Home is just getting off the ground and McCutcheon said he’s looking for volunteers who are willing to help out. He also said on Sept. 22 the Senior Services Center will have an afternoon seminar on how people can prepare their home for winter.

For Joliet resident Pat Moore, McCutcheon’s services were affordable compared with the $90 an hour she’d pay for plumbing.

She requested McCutcheon to help her with electrical, plumbing and carpentry work.

She was employed as a security manager for Wieboldt’s Department Stores in Oak Park, Lombard and in Joliet until her retirement in 1987.

Ann was a loving, generous and compassionate wife and mother. She was active in the St. Mary Nativity Mother’s Club in the 1950s. Ann loved to read, follow sports and discuss current events. She loved people and was always interested in hearing their stories.

She contributed to several charities on a regular basis.

Ann wished to thank Bob and Mary Jean Jaskowiak of Joliet and Barbara Axelton of Conyers, GA, for their friendship and support.

Former Air Force quarterback Dee Dowis dies in car accident

The Associated Press DENVER – Weighing just 153 pounds, former Air Force option quarterback Dee Dowis wasn’t the most intimidating presence. That is, until he got the ball in his hands.

Dowis, who finished sixth in the Heisman Trophy voting in 1989, died in a car accident outside Atlanta on Monday morning, police in Gwinnett County, Georgia, confirmed. He was 48.

As a lanky sophomore in 1987, Dowis began running coach Fisher DeBerry’s triple-option offense. He was an instant hit.

Dowis graduated as the academy’s career leading rusher and had the highest finish ever for an Air Force player in the Heisman voting.

During that ’89 season, Dowis rushed for 1,286 yards and 18 touchdowns while throwing for 1,285 yards and seven touchdowns. He led the Falcons to an 8-4-1 record and an appearance in the Liberty Bowl.

“Pound for pound, without a doubt, the greatest, most gifted and talented player to maybe ever play the college game,” DeBerry said in a phone interview Tuesday. “He proved you don’t have to be a physical giant to be a quarterback in the triple-option offense.”

As a tribute to Dowis, the Falcons rush-ordered helmet decals for their season opener Saturday against Abilene Christian. Other honors are in the works, too.

“I think anybody who has ever met him will tell you he was quite kind, respectful, humble – a guy that loved his family immensely,” current Falcons coach Troy Calhoun said. “Somebody you always felt like was a real quality, quality friend.”

DeBerry searched his memory for his favorite Dowis highlight. He couldn’t come up with just one because, “he had a lot of great performances.”

Like the time he rushed for 249 yards and scored six TDs against San Diego State in 1989. Or when he had 377 yards of total offense versus Northwestern in 1988. He also went

11 for 11 through the air in that contest.

Dowis was inducted into the academy’s athletic Hall of Fame in 2009.

“He was terrific at anticipating and seeing things happening,” DeBerry said. “If we would’ve been more of a passing team, he would still have been a great quarterback.

He was a complete player, not just a runner. He was like a coach on the field.”

Not to mention one of DeBerry’s dearest friends. He once asked Dowis to serve as an assistant coach, but Dowis wanted to stay close to family.

The two talked all the time.

“I admired him so much,” DeBerry said. “It’s a very sad, sad day for Falcon football. For as great of player as he was, he was an even greater friend. ... He leaves a great legacy for us all.”

According to a news release from the Gwinnett County police, Dowis was going south in the northbound lanes of I-85 early Monday when he pulled his 2014 BMW into the center median. As he backed up, Dowis was hit in the driver’s-side door by a 2015 Subaru driven by a 22-year-old from North Carolina. The other driver was transported to a nearby hospital.

The police said Dowis wasn’t wearing a seat belt and died at the scene.

“It is still not clear what caused Dowis to travel down the interstate in the wrong direction. Speed does not appear to be a contributing factor,” the release said.

Dowis was working as a sales manager for a pharmaceutical company in South Carolina. He is survived by his wife, Tracie, and two children.

“People all over the nation always say to me, ‘That was a great quarterback you had at Air Force. What’s his name again?’ ” DeBerry recounted. “I’m always like, ‘You must be talking about Dee.’ They’d tell me how much they enjoyed watching him play and execute so well. I told them, ‘If you weighed 153 pounds, you’d be running for your life also.’ I used to say that’s why he was so successful.”

Pokemon Go site crackdown proposed

The Associated Press SPRINGFIELD – Invasive weeds have long threatened to erode dunes on a portion of the Chicago lakefront, but the area recently had to contend with a virtual invasion: “Pokemon Go” characters.

The game sends players into the real world in search of digital monsters that appear on smartphone screens to be caught, and hundreds of people have been flocking to the Loyola Dunes restoration area to find the hard-to-get “Lapras.” But in their quest to find the rare creature, players have been walking over native grassland critical to protecting the dunes from erosion.

The heavy foot-traffic became so worrisome to environmentalists that proposed legislation seeks to get certain sites removed from the game so players are only disturbing the virtual Pokemon characters and not ecologically sensitive areas in their quest to catch them.

“It should not be trampled and stampeded in that way,” said state Rep. Kelly Cassidy, a Chicago Democrat who is sponsoring the bill.

CHICAGO – Former Gov. Pat Quinn is pitching a redistricting plan he says will meet constitutional muster because it’s simpler than previous plans.

The Democrat said an 11-member commission appointed by the Illinois Supreme Court should draw political boundaries. He said there should be no more than six members from a political party and at least seven must sign off.

He presented the plan Tuesday, days after the high court rejected a petition-driven ballot measure that would’ve also given allowed a commission to draw legislative boundaries instead of elected officials. The Independent Maps’ coalition proposed a redistricting system including the auditor general.

Data: Prison population decreased since 2014

SPRINGFIELD – Illinois prison data show that the state’s population of inmates has dropped by more than 4,200 since fiscal 2014.

Illinois Department of Corrections numbers show that the total prison population in the state was 44,680 as of July 1. That’s down from 47,165 in June 2015 and 48,921 in June 2014. The drop comes as GOP Gov. Bruce Rauner promises to reduce the state’s prison population by 25 percent over the next decade. Rauner created a commission to recommend how to reach that goal.

The downward trend started before the commission convened. The Illinois Radio Network reported that judges and law enforcement have taken up the panel’s recommendations.

Chicago law clerk is fired after posing as judge

CHICAGO – A law clerk running unopposed for a judgeship has been fired after she was accused of donning a robe and taking the bench in a Chicago courtroom to hear some minor traffic cases.

Chief Judge Timothy Evans’ office said in a statement Tuesday that Rhonda Crawford was no longer employed by the Cook County Circuit Court.

Allegations surfaced earlier this month that Judge Valarie E. Turner allowed Crawford to preside over two recent cases. Evans then announced that Turner was removed from the bench indefinitely and that Crawford was suspended.

County prosecutors are investigating to determine whether a crime was committed.

Emanuel unveils plan for police oversight agency

CHICAGO – Chicago Mayor Rahm Emanuel on Tuesday released a proposed ordinance that creates a new agency to investigate police misconduct to replace the agency that came under fire in the wake of a video of a police shooting of black teenager Laquan McDonald.

But Emanuel, who had hoped to bring the ordinance to the City Council for a vote on Sept. 14, pushed a vote back until Sept. 29 after aldermen said more time was needed to get input from the public.

The ordinance that calls for the replacement of the Independent Police Review Authority with what is called the Civilian Office on Police Accountability also creates a new inspector general position that would have the authority to investigate the police department.

USDA spokesman Matthew Herrick said the department had received “several anonymous messages” late Monday that raised concerns about the safety of USDA personnel and facilities.

He said offices in six locations in the five states were closed Tuesday morning until further notice.

Herrick said the threat was one email message sent to multiple employees at all of the locations.

Hopes for criminal justice overhaul fade

WASHINGTON – Hopes for overhauling the nation’s criminal justice system have faded in Congress this year, undercut by a rash of summer shootings involving police and the pressure of election-year politics.

Republicans, including Majority Whip John Cornyn of Texas and Utah Sen. Mike Lee, had joined forces with Democrats in hopes of revising the 1980s and ’90s-era federal “tough on crime” laws by reducing some mandatory sentences for low-level drug offenders and giving judges greater discretion in sentencing. The goal is to reduce overcrowding in the nation’s prisons and save taxpayer dollars.

In 1980, the federal prison population was less than 25,000. Today, it is more than 200,000.

The bipartisan group encountered fierce opposition from some Republicans who argue reform could increase crime and pose a greater danger to law enforcement. Republican presidential nominee Donald Trump hasn’t commented on the pending legislation but has dubbed himself the “law-and-order candidate” for what he calls a country in crisis, with terrorism in cities and attacks on police.

With Republicans deeply divided, one man could break the legislative deadlock: Senate Majority Leader Mitch McConnell, R-Ky., who has not indicated whether he supports the effort. If inaction is telling, McConnell so far has declined to put the legislation to vote, suggesting he doesn’t want a messy intraparty fight before the November election.

An unusual coalition – President Barack Obama, the American Civil Liberties Union and the conservative Koch Industries – says the system is broken and supports changes. Obama has made it a priority in his last year.

But Ryan and Obama have a tough job in winning over McConnell, who must deal with opponents such as Arkansas Sen. Tom Cotton, Texas Sen. Ted Cruz and a handful of other Senate Republicans.

Supporters are also battling the calendar; Congress is only in session a few weeks before Obama leaves office. Democratic presidential nominee Hillary Clinton supports the effort, but if she wins, it’s unclear whether there would be momentum for the overhaul in her busy first year in office.

Cotton calls the Senate bill “a dangerous experiment in criminal leniency” that would let violent criminals out of prison.

Supporters say the legislation would do the opposite, making communities safer by focusing on rehabilitation and preserving police resources. Mark Holden of Koch Industries, which has backed the Senate and House bills, points to states that have successfully put similar reforms in place.

Proponents argue that there’s no direct connection between the overhaul and this summer’s shootings of black men in Minneapolis and Baton Rouge – or the shooting of police officers in Dallas and Baton Rouge – since the measures would primarily deal with incarceration of low-level drug offenders and rehabilitation programs. Opponents counter that reducing mandatory minimum sentences could further endanger law enforcement.

“If you talk to actual officers on the street, almost all of them will tell you their job has gotten more dangerous,” said the Hudson Institute’s John Walters, who was drug czar under President George W. Bush. “The current debate about this isn’t going to give them a voice.”

Putting these pieces together will require more than just ‘monologuing’ Gov. Bruce Rauner said last week that he has never spoken with Chicago Mayor Rahm Emanuel or any legislators about a much-anticipated proposal to toughen penalties for gun crimes.

“I’ve not discussed that issue with the mayor myself,” he said, adding, “Frankly, I’m talking with legislators all the time. They have not brought that issue up with me.”

Rauner was referring to legislation currently being drafted by state Sen. Kwame Raoul, D-Chicago, and state Rep. Mike Zalewski, D-Riverside, to increase penalties for people who are busted with guns but aren’t legally authorized to possess them because of, for instance, prior felony convictions.

Emanuel and his various police chiefs have demanded such a law for years because far too many violent criminals are getting out of prison too quickly and are then committing more crimes. But a push to pass a bill stalled out a couple of years ago after members of the Legislative Black Caucus demanded that the General Assembly first roll back some other legal punishments.

Every year, legislators jack up penalties for crimes, often because their local news outlets make a big deal about a local criminal act. And every year more people who could be living productive lives are instead trapped

VIEWS Rich Miller even longer in the criminal justice system. The pendulum had simply moved too far in one direction and African-American legislators wanted to push it back the other way. Not to mention that the original enhanced penalty bill would have cost the state millions of dollars it didn’t have.

Rauner came into office promising to reduce the state’s prison population by 25 percent, so his goal dovetailed nicely with Black Caucus demands for reduced punishments on nonviolent offenses.

But with gun violence spiking way up in Chicago, why isn’t Rauner working with legislators and the mayor to find a solution?

Raoul and Zalewski both confirmed that they hadn’t spoken with Rauner about their proposal.

“Technically he is right,” Raoul said about the governor’s statement.

But, Raoul said, “I insisted that the Chicago Police Department keep [the governor’s] public safety director apprised and they/we have. We have not drafted the legislation yet, so there have not been multiple meetings, but

his director of public safety did receive a briefing on the concept a couple of months ago.”

Other legislators said privately that there was no need to bring Rauner directly into the talks yet because no legislative language has emerged. They’re still working out the finer points with stakeholders, including the National Rifle Association, which is supportive in general, but reportedly has some issues with some minor details, like, for instance, making sure medical marijuana patients are exempted from any enhanced gun penalties.

Zalewski said that while he hadn’t yet spoken directly to Rauner, he believes passing such a law “makes sense” in the context of the governor’s advocacy for criminal justice reforms.

Rauner, Zalewski said, will need to give legislators political cover for passing the bills necessary to meet his goal of lowering the prison population by a quarter. There is a real fear by some legislators of being tagged as “soft on crime,” so upping penalties on bad guys could balance out votes for reducing penalties for others.

And still others said the governor’s claims that he talks with legislators “all the time” don’t quite provide the complete picture. “He ‘calls’ occasionally,” said one legislator. “But then he just talks. There’s no back and forth. He just

talks. And then he says ‘Look forward to talking again’ and hangs up. That’s not talking. That’s monologuing.”

Anyway, last week Rauner held a Chicago news conference with some of the most liberal Democratic members of the House and Senate to sign a large pile of criminal justice reform bills into law.

The signing ceremony was unusual because Rauner has typically approved those types of bills on a late Friday afternoon without even so much as a news release. In the past, it seemed as if Rauner didn’t want to needlessly alienate his conservative Republican base by too publicly attaching himself to that sort of legislation. But with a general election coming up, Rauner appears to be attaching himself to issues that independents and Democrats prefer.

Hopefully soon, the governor can help craft a final agreement to address the other side of this criminal justice coin. Yes, it will cost more money, and it won’t help him keep his promise to reduce the prison population, but the hard reality is some people just need to be locked behind bars for longer than they are now.

The Media Research Center found CNN gave four times as much coverage to Democratic as to Republican videos. MSNBC gave Democrats five chances to bash Republicans and zero chance to Republicans to bash Democrats. ABC, CBS, CNN, MSNBC, and NBC criticized Republicans 63 times in two days but only criticized Democrats five times.

Providence rallies past Lincoln-Way West

cherron@shawmedia.com NEW LENOX – When two inexperienced girls volleyball teams meet early in the season, the key often is which squad makes adjustments to produce more consistent play.

Tuesday’s nonconference match between Providence Catholic and Lincoln-Way West was one of those contests between two young teams, and not surprisingly, it was captured by the side that served more effectively and relied on its defense to get its attack going.

The Celtics bounced back from an opening-game defeat to grab big leads in the next two sets as they rallied for a 21-25, 25-20, 25-21 victory over the host Warriors.

“We’re young, so the only way for us to continue to get better is to gain experience in matches,” Celtics coach Brie Isaacson said. “Sometimes we make great plays and I’m like, ‘Oh my gosh,’ and the next time I look and it’s like, ‘What just happened to us?’ We learned a lot about ourselves last weekend and we’re moving in the right direction. It will take a little time to get there, but I have a bunch of hardworking girls that are willing to do anything.

“In the second and third sets we did a lot better job of serving and were able to serve short and deep, which forced them out of system a little bit. And we were just more in control offensively.

We ran some different patterns, which created opportunities and gave different looks to the other side. These girls are scrappy and gritty. Any time you can keep the ball alive, you give yourselves a chance. This group has that mindset and we’ll build on it.”

The Celtics (4-3) used a 7-0 run in the middle set to turn a 7-4 lead into a 14-4 cushion. They used three aces from Izabela Gorys to go with a kill by Gabby Gorys to build up that 10-point advantage.

Slammers fall; magic number stays at 2 The HERALD-NEWS AVON, Ohio – The Joliet Slammers will have to wait a little longer to clinch the Frontier League East title.

The Slammers scored twice in the top of the eighth inning Tuesday night to draw even with Lake Erie, 3-all, but the Crushers scored a run in the bottom of the inning and held on to win, 4-3.

Coupled with Washington’s victory over Windy City, that put the Slammers’ lead over the Wild Things at 31/2 games and kept the magic number for

clinching at two. The season will continue through Sunday.

The Slammers scored their first run in the fourth inning when Mike Garza doubled and came home on an error. Casey Fletcher singled and Phil Bates doubled to open the eighth.

Alfredo Rodriguez and Marc Flores then hit sacrifice flies.

Zarley Zalewski doubled with two outs in the ninth but was stranded.

Fletcher finished with two of Joliet’s five hits.

Shane Bryant pitched six innings and allowed two runs on three hits.

Brent Choban took the loss in relief,

West scored five straight points to close to within 21-18 on two blocks from Noelle Knezz (10 kills, 13 assists) and kills from Kerrigan Fritz (seven kills) and Kirsten Leitshuh (eight kills).

But Providence responded with a 4-0 spurt, which featured kills from Gabby Gorys and Natalie Stefanski, to wrap up the second-set victory.

It was more of the same in the finale as the Celtics scored four in a row to take a 20-13 lead following an ace from Izabela Gorys, a kill from Gabby Gorys and a block. After Melissa Flynders (10 kills, 12 digs) got a pair of kills to make it 22-16, a long serve and hitting error gave the visitors a 24-20 advantage.

The Warriors tried to rally on two kills from Fritz and another from Caroline Ahern (four kills) to close to within 24-20 before a ball in the net finally ended things.

“Lincoln-Way West is very good competition since they have good coaching and great girls,” said Celtics libero Summer See, who had 17 digs.

“This is one of the hardest-working groups that I’ve ever been with. We’re a close-knit group with a lot of school pride, and we’re just working hard all of the time, so I love it.”

Things were tight in the opener with the visitors up 16-15 before the Warriors moved in front with a 4-0 run that featured an ace from Fritz and two kills from Knezz to make it 19-16. Another 4-0 run that included an ace and kill from Knezz, a kill from Leitshuh and a block made it 24-19 and

“Providence served really aggressively and they definitely got us out of system offensively,” Warriors coach Matt Lawrence said. “When we passed the ball, we were really able to set Noelle and Kirsten. So we just have to get better at passing so those girls get more sets.

“We’re still learning to see who can

do what and trying different things.

Providence played really great defense and always got a good hit off, even on a bad pass. I wasn’t happy with us being down, but I was happy with how they didn’t give up and fought back. But we have to have a stronger start and that comes with serving more aggressively and passing the ball.”

The Warriors also got 14 assists from Michelle Allen and three blocks

from Madison Clarida.

“We’ve got seniors out there with freshmen, so this is a construction year,” Fritz said. “I feel like we’ll get it, but it’s just hard when we’re so young. But being so young, we have so much potential. We’re also definitely a taller team than we were last year.

So knowing that some of our sophomores are already 5-10, I can’t wait to see what the next few years bring.”

VIEWS Dick Goss Roark’s sole focus is on helping the Nationals win the National League East. He was quoted: “August is a grinder month. Everybody has to stay locked in. We all have bumps and bruises, but we have to keep going.”

The playoffs, after all, are only about a month away.

FOLTYNEWICZ SHARP

The other local pitcher in a National League starting rotation, Atlanta’s Mike Foltynewicz (Minooka), turned in an excellent outing last Saturday night as the Braves beat the San Francisco Giants, 3-1.

Foltynewicz pitched 72/3 innings, allowing five hits and one earned run.

He walked one and struck out six. He said the key was keeping his emotions under control when things did not go exactly as he wanted. If that is indication of what is to come, he may establish himself as a top-of-the rotation pitcher before this season ends.

Fotlynewicz has made 18 starts for the Braves and is 7-5 with a 4.30 ERA. In 1021/3 innings, he has yielded 103 hits and 29 walks while striking out 89.

NFL CUTS

NFL teams were required to cut their rosters to 75 players by 3 p.m.

Tuesday. The cut to 53 players must be made by 3 p.m. Saturday. Players cut can be claimed on waivers until noon Sunday, after which practice squads can be formed.

As it applies to the Joliet area, we lost a couple of candidates for roster spots in the cuts to 75. Defensive tackle Zach Colvin (Minooka) who had signed recently as an undrafted free agent with the Los Angeles Rams, was cut. Wide receiver Kyle Williams (Plainfield Central through his sophomore year), who has been plagued by injury, had his attempt to make a comeback with the New York Jets come to an end.

Those who will be with their teams for this week’s final preseason game and hopefully beyond include running back Kapri Bibbs (Plainfield North) with Denver, running back Josh Ferguson (Joliet Catholic) and inside linebacker Antonio Morrison (Bolingbrook) with Indianapolis, offensive tackles Byron Stingily (Romeoville, Joliet Junior College) and Adam Gettis (Lincoln-Way East) with the New York Giants, tight end Clay Harbor (Dwight) with New England and running back Cameron Stingily (Romeoville) with Pittsburgh.

When players are cut late in camp, the possibility is there to be signed to practice squads, which have been extended this season from eight players to 10 per team.

Bibbs, for example, spent most of the last two seasons on the Broncos’ practice squad, and now he is rated a good shot at sticking on the active roster.

Of course, two local products are secure in their jobs. Coby Fleener (JCA) is expected to be the No. 1 tight end at New Orleans after signing a five-year contract. Defensive end Rob Ninkovich (Lincoln-Way Central, JJC) is recovering from torn triceps but could be back at his accustomed defensive end spot with the Patriots before the season gets very far along.

Meanwhile, our area’s first head coach in the NFL, Mike Zimmer (Lockport), was very concerned Tuesday when Minnesota quarterback Teddy Bridgewater suffered what appeared – at the time of this writing – to be a significant knee injury at practice. Zimmer’s Vikings are expected by many to compete for the NFC North title with Green Bay, but if Bridgewater is out for any length of time, that becomes a much more difficult task.

None was bigger than the thumb injury suffered by wide receiver Chris Bell. The Western Michigan commit was set to undergo an MRI Monday with a timetable for his return not yet set.

The Fightin’ Irish, who were ranked No. 1 in the Class 3A preseason poll, also had quarterback Giavion Mason and running back Ariez Andrew exit during the 34-0 loss at IC. Bishop McNamara will host Class 8A power Bolingbrook on Friday.

Genoa-Kingston statement win: Rockford Lutheran might not have had the weapons it had last year, but the Crusaders still were riding a 24-game home winning streak into its season opener against Genoa-Kingston. But the Cogs, under second-year coach Bill McCarty, came away with a statement win, 32-30.

The Crusaders missed a field goal in the closing seconds that would have given them the win. The Cogs were in position to win thanks to a 78-yard touchdown pass form second-year starting quarterback Zach Butler to senior Zach Miller with 2 minutes left.

Joliet Catholic faces uphill battle: Perennial power Joliet Catholic lost 20 starters to graduation, and its inexperienced group fell at Franklin, Wisconsin, 24-14.

During the Cubs’ wild 8-7, 13-inning victory over Pittsburgh on Monday night, Len Kasper and Jim Deshaies were reviewing scores of other games.

Washington shut out Philadelphia, 4-0, behind Tanner Roark, Kasper noted.

To which Deshaies responded that Roark might be the most underrated pitcher in baseball.

What makes a pitcher underrated always has been a mystery. As a White Sox fan, I got so tired of hearing through the years how underrated Jose Quintana is that I don’t know whether it is possible he could be underrated anymore.

Wilmington graduate Roark, though, does seem to fly under the radar. He allowed four hits, walked one and struck out five Monday, improving to 14-7 and lowering his ERA to 2.87. In 1751/3 innings (barring injury, he will go over 200), he has allowed 150 hits and 55 walks while striking out 139.

If Roark is doing something special without much acclaim, his manager, Dusty Baker, would just as soon leave it that way.

“It would be fine if people don’t notice because maybe he can surprise some people,” Baker told an Associated Press reporter after the game.

“I don’t think he really cares. He just wants the victories.”

Kinsler, Jones lead Tigers to comeback win The Associated Press DETROIT – Ian Kinsler homered and drove in four runs as the Detroit Tigers rallied to beat the White Sox, 8-4, on Tuesday night.

Kinsler came into the game hitting .085 (4 for 47) in his last 13 games, but he hit a two-run homer in the fifth and added a two-run single in Detroit’s four-run sixth inning.

JaCoby Jones had two hits and two RBIs for the Tigers in his major league debut, while Todd Frazier homered for the Sox. Bruce Rondon (5-2) picked up the win in relief of Daniel Norris, who allowed three runs in five innings.

Matt Albers (2-6) took the loss, allowing three runs in the sixth after relieving Anthony Ranaudo.

The Sox went ahead with three runs in the second. Frazier provided the first two with his 33rd homer, but Norris couldn’t stop the rally there. Omar Narvaez walked, took third on Tyler Saladino’s double and scored on Adam Eaton’s groundout.

CHICAGO – Kyle Hendricks threw seven dominant innings to lower the majors’ best ERA to 2.09, and Anthony Rizzo homered to lead the Cubs past the Pittsburgh Pirates, 3-0, on Tuesday night for the Cubs’ 21st victory in August.

Hendricks (13-7) allowed three hits and has given up three or fewer runs in 18 straight starts. He didn’t allow a hit until Gregory Polanco’s bloop to left-center in the fifth and faced the minimum 17 batters until John Jaso’s two-out double in the sixth.

Rizzo belted a two-run homer off Chad Kuhl (3-2) in the first, and Miguel Montero added an RBI single an inning later as the Cubs improved to 84-47.

Carl Edwards Jr. worked the eighth and Aroldis Chapman finished the four-hitter for his 31st save as the Cubs improved to 21-6 this month, one win shy of the best August in franchise history set in 1932.

Hendricks, who began the season as the No. 5 starter, is well ahead of No. 2 Madison Bumgarner of San Francisco (2.49) in the ERA race. He mixed his below-average 90 mph fastball with a dom-

inant changeup and sinker to strike out four.

Andrew McCutchen’s one-out single in the seventh was the other hit off the right-hander. Hendricks is seeking to become the first Cubs pitcher to win the major league ERA title since Bill Lee in 1938.

Since Sept. 1, 2015, Hendricks is 18-7 with a 2.25 ERA. Kuhl, in his ninth major league start, allowed three runs and four hits in five innings as the Pirates lost their second straight after winning four in a row.

Jordy Mercer doubled with two outs off Edwards in the eighth before pinch-hitter Matt Joyce flied deep to center to end Pittsburgh’s best threat.

Chapman hit 103 mph while striking out one in a perfect ninth.

Trainer’s room: Cubs: RHP John Lackey (shoulder) will throw a bullpen session Thursday. If it goes well, he could start Sunday vs. San Francisco.

Roster trimmed to 75 players

LAKE FOREST – The Bears trimmed their roster to 75 players Tuesday, starting by placing two players on injured reserve – center Hroniss Grasu and quarterback Connor Shaw.

Grasu tore his ACL at practice on Aug. 6. Shaw broke his leg in Saturday’s preseason game against the Chiefs.

Rookie outside linebacker Roy Robertson-Harris was placed on the reserve/nonfootball illness list. He missed much of camp with an illness and was out of practice Tuesday with an illness as well. The former UTEP edge rusher had a tackle for loss and QB hit on Saturday.

Former Notre Dame linebacker Jarrett Grace was waived and veteran linebacker Lamin Barrow was waived/injured. Barrow, a special-teamer who injured his foot last week, would revert to injured reserve if he clears waivers.

The Bears have until Saturday afternoon to cut the roster to 53 players.

Injury report: Danny Trevathan (hamstring) and Harold Jones-Quartey (illness) missed practice, along with Kyle Fuller (knee), Tracy Porter (concussion), Deon Bush (head, neck), Bryce Callahan (hamstring) and Kyle Long (shoulder). Ted Larsen and Akiem Hicks did return to practice after missing Monday’s session.

It’s the preseason, and we understand they [the fans] want to see us do well, and we want to do well, but when it starts rolling, I feel like we are going to be a great football team and really put it all together. Let’s stick together, Chicago, because we can win.”

Preseason finale strategy: Browns head coach Hue Jackson said he will play his starters Thursday night against the Bears, but that won’t have an effect on what Fox decides to do with his personnel.

“I think we kinda know what we’re gonna do,” he said. “We pretty much keep that to ourselves until we get out there. What they do won’t impact what we do.”

Fresh fare, funky atmosphere makes Tin Roof a winner for diners JOLIET – The Tin Roof restaurant opened two years ago in downtown Joliet, promising “fresh American cuisine with big flavor.”

And it doesn’t disappoint. All meals are prepared fresh, with the produce coming from Rainbow Harvest Farm in Channahon. The menus are printed on the back of old record albums, and include where the food used in the kitchen comes from. Beef, for instance, comes from Fox River Farm in Sandoval, while pork comes from Whittingham Meats in Alsip.

The atmosphere alone is worth a visit to 158 N. Chicago St., with the actual tin ceiling tiles in the restaurant, the gorgeous bar up front (where drinks such as Pilcher Park Swizzle and Prison Collins are mixed with homemade bitters and syrups) and the comfortable seating toward the back. My dining companion and I also liked that the funky music was played low enough that we could actually hear each other and have a conversation over our meal.

The unique food offerings, as well as the cool cat atmosphere, led to Tin Roof being the restaurant chosen for The Herald-News’ inaugural Mystery Diner. This is an occasional feature we will run on the weekly Food page.

The Mystery Diner is a newsroom employee at the paper. The diner will not identify himself or herself during the meal; he or she will visit area restaurants and report on the experience. If the Mystery Diner cannot recommend the establishment, we will not publish a review.

Tin Roof opened Aug. 1, 2014, with a menu made from farm fresh foods and craft cocktails. Bacon appears to be a common theme in many of its dishes (I have to go back to try the Deep Fried Bacon menu item, as well as the caramelized bacon ice cream) but the menu provides a variety of offerings you aren’t likely to find anywhere else.

I’m a huge fan of fish, especially salmon, so I took the opportunity to try one of Tin Roof’s “Plates” dishes, the Basil Salted Salmon. The menu described it as sea-salted salmon with a basil cream sauce and roasted tomatoes served on a bed of rice.

It was fantastic. The salmon was cooked perfectly, a healthy portion of my favorite pink fish with the edges a little blackened. The basil sauce had an earthy aroma and hints of pepper and mint, and was a perfect complement to the fish.

panion got the B.L.T.A.C, or a Bacon Lettuce Tomato Avocado Cucumber sandwich on toasted sourdough bread, with a side of rustic garlic whipped potatoes.

She said the sandwich was delicious, and said the avocado and cucumber added a nice variety of flavor and freshness without making it a heavy meal. She also noted that the bacon itself was, in her words, “really, really good.” She called it the perfect lunch option.

Laser allows precise cataract surgery Dear Dr. K: My husband had cataract surgery 10 years ago. Now it’s my turn.

Have there been any advances in the past decade I should know about?

Dear Reader: A cataract is a clouding of the lens of the eye. It commonly causes poor vision and blindness among older adults. But cataracts can be surgically removed and replaced with artificial lenses.

In fact, cataract surgery has become fairly routine. The vast majority of people who undergo this procedure have excellent outcomes.

I spoke to my colleague Dr. Christian Song. He is a cataract and refractive surgeon at Harvard-affiliated Massachusetts Eye and Ear Infirmary. He noted advances in imaging and measuring, and of the lenses themselves, are making cataract surgery even better.

Typically, cataract surgery is an outpatient procedure. To remove the cataract, the surgeon makes a circular incision around the eye’s lens. Then he or she uses ultrasound to break up and remove the cloudy lens. After that, a new lens is slipped into the eye.

Some surgeons still use a scalpel for the incision. But more and more, surgeons are using an ultra-short-pulse laser.

This allows doctors to make more precise incisions than they can by hand, and softens the cataract for easier removal. The laser also helps to ensure better centering of the implanted lens. Another advance: These days, 3D imaging is used with the laser, allowing still greater precision.

Once the cataract has been removed, a device attached to a microscope measures the total refractive error of the eye. (A refractive error occurs when the shape of the eye prevents light from focusing directly on the retina. As a result, vision appears blurred.) A sophisticated new

ASK DOCTOR K Anthony L. Komaroff technology called “intraoperative wavefront aberrometry” allows doctors to more accurately calculate the right lens power for the eye. This has been especially helpful for people who have had previous laser vision correction, such as LASIK. This technology also has improved the ability to reduce or eliminate the effect of astigmatism. This is an imperfection in the shape of the cornea or lens, causing images to appear distorted or blurry.

Despite these advances, cataract surgery is not without risks. Complications are rare, but they can include severe vision loss, bleeding and infection.

That may sound scary, but the important thing to remember about rare complications is they’re rare. I’m not being flip; I’m having cataract surgery in a few weeks, well aware of the possible complications. But I’ve balanced the benefit from the surgery against the risk – and it’s an easy call for me.

Cataract surgery won’t necessarily give you the vision you had when you were much younger. I’m not expecting that, and neither should you. But it is very likely to improve the vision you and I have now.

Cataract surgery today is so much more successful, and complications are so much rarer, than when I went to medical school. You and I can look forward to a very good outcome.

At the bridge table, if a weird play is needed, one might think that a pro is most likely to spot it. However, that does not mean a less-skillful player will miss it. Making three no-trump in this deal does require a strange-looking play, but anyone who has met this guideline before should clear the hurdle.

After West leads his fourth-highest heart, and East puts up the jack, what should declarer do?

Declarer starts with seven top tricks: two spades, two hearts (given trick one) and three diamonds. Obviously, he will attack clubs for the extra winners, and if West has that queen, overtricks are going to roll in. But if East has the club queen and West the ace, the contract is in some jeopardy.

Suppose South takes the first trick and runs the club 10. East wins with his queen and returns his remaining heart, which establishes West’s suit while he, West, has the club ace as an entry.

As declarer might lose the lead twice before being able to run for home, the critical play is to duck at trick one -- let East take the trick. East will lead his second heart, but South can win that trick and attack clubs.

Then, when East is in with his queen, he will not have another heart to lead; or, if he does, the suit is splitting 4-3, and declarer will lose only two hearts and two clubs.

With two stoppers in the suit led and two high cards to dislodge, it is almost always right to duck the first trick.

PUBLIC NOTICE ADVERTISEMENT FOR BIDS The Village of Plainfield, Will County, Illinois, will receive sealed bids for the 2016 Curb and Sidewalk Program until 10:00 a.m. local time on September 14, 2016 at the Village Clerk's office, 24401 W. Lockport Street, Plainfield, Illinois 60544. All bids will be opened and read aloud at that time.
