Four-month contract gives officials time to negotiate multiyear deal

mmallory@shawmedia.com JOLIET – The Rialto Square Theatre board approved Wednesday an interim theater management agreement with VenuWorks, an Iowa-based company the board last week voted to hire.

The contract begins Sept. 1 and will last 120 days. Rialto board Chairman Dan Vera said after Wednesday’s meeting it gives the Rialto’s legal counsel and VenuWorks time to negotiate a multiyear agreement during what is being deemed a “transition period.”

The Rialto will pay VenuWorks $1 per month during the four-month agreement. The offer came out of a conference call that took place Friday between Vera, VenuWorks President Steve Peters and Rialto attorney David Silverman.

“We were pleased they made an offer of $1 a month,” Vera said. “It was a great offer to get us going.”

Peters said in the meeting Wednesday that VenuWorks doesn’t want to cost the Rialto anything while assessing and stabi-

With the board having just approved the third-party management company last week, Vera said there had not been sufficient time to reach a multiyear deal.

A couple of VenuWorks leaders will start working on the Rialto on Sept. 1, then a full team will come to Joliet on Sept. 7 and begin its assessment of all facets of the theater – from its real estate rentals, to entertainment, to employees and operations.

“With the transition, we have to let all the promoters, agents, acts, wedding parties and other things that have been booked know that new management is on the scene Sept. 1,” Vera said.

VenuWorks officials have said they

will take over control of shows that are already booked and will begin aggressively booking shows for the Rialto.

VenuWorks manages 37 theaters, sports facilities, conference centers and outdoor venues.

Peters said VenuWorks will be able to buy shows and bring promoters in under better negotiating terms than if the Rialto were doing it on its own. Instead of one or two shows, VenuWorks can work to book four or five at a time.

“We will improve the financial status of the theater,” Peters said to the board.

“I’m absolutely confident we will do that.”

Board Vice Chairwoman Cynthia Tyler said she was excited an agreement has been reached and expects things to turn around quickly.

“I think the resources available to us are going to send us soaring,” Tyler said.

The only “no” vote on the VenuWorks agreement was from board member Mary Beth Gannon, who wanted Onesti Entertainment – one of five companies to make presentations to the board – to manage the Rialto.

WILL COUNTY FAIR RETURNS Fair brings farming community together once each year

mmallory@shawmedia.com PEOTONE – Rodger Koehn has been attending the Will County Fair in Peotone since the early 1970s.

Koehn was in fourth grade in 1971 when he showed his first animal in a competition. On Wednesday, he and his wife returned to the County Fair for the first day of the five-day event.

The Koehns were among several farming families preparing their selected show cattle or horses ahead of competitions scheduled throughout the fair.

A lot has changed in Will County since the 1970s. Koehn said when he graduated high school in 1981, there were 61 dairy farms in the county. Now there are six.

Koehn and his wife, who operate K-Lane Farms in Peotone, manage one of those six. Their farm is home to

fsarver@shawmedia.com At least two Will County school districts and one in Grundy County scored above state average on the American College Testing exam.

The classes of 2016 for Lincoln-Way District 210, Plainfield District 202 and Minooka District 111 scored record highs with composite scores of 23.1, 21.2 and 22.2, respectively. Joliet Township District 204 did not immediately return messages seeking its scores.

The ACT tests the college readiness of students and their results are considered in admission decisions by colleges and universities. The exam is broken into four categories: English, math, reading and science.

Statewide, graduating seniors

showed a slight increase in exam scores, with a composite ACT score of 20.8. That’s one-tenth of a point higher than last year and even with the national average. Illinois seniors also were even with or higher than national scores in English, math and science.

They were slightly behind in reading.

The highest score possible on the test is a 36.

The exam was optional for students in 2015 and provided by the Illinois State Board of Education. Most 2016 graduating seniors took the test as juniors.

Illinois State Superintendent of Education Tony Smith said Illinois is showing progress. He said the department approaches “the work of improving opportunities for all students and increasing the pace of progress” with urgency.

Lincoln-Way officials were especially proud of the composite score on the exam – the highest for the district. Previously, the district’s highest score was 23 in 2012.

Tim Reilly, Lincoln-Way assistant superintendent of curriculum, said in the middle of a tumultuous year for the district, students and teachers were able to stay focused on academics.

District officials closed one of four schools – Lincoln-Way North – over the summer to resolve financial problems.

Reilly said the ACT is important to administrators and faculty. Teachers will make adaptations to the curriculum if there are changes to the exam.

“We look at the data every year. We look at how it breaks down. … It’s just part of our culture now,” Reilly said.

achieved the highest composite score yet for the district at 22.2. Previously the district was between 20 and 22.

Plainfield District 202 officials also were proud of the students’ scores. The composite score of 21.2 was the highest since 2013.

“This is a remarkable achievement, especially since it showed continued improvement over time,” said Dan McDonnell, high school curriculum and instruction director, in a news release.

McDonnell said the continued rise of ACT scores despite major changes to the assessment system “confirms the value of our efforts over the last several years” to increase the rigor of curriculum and support students.

Despite the residential and commercial development that has sprawled throughout Will County, the County Fair continues. Koehn said there are two elements, to him, that make it enjoyable each year.

“It gives us one time each year where we see all of our fellow farming community people,” Koehn said. “Then there’s the competition aspect of things.”

Because the Koehns operate a small dairy farm, compared to others that have 3,000 cattle, they are able to focus more on each animal and its history.

While Koehn said selling quality milk comes first, at the competition level, the Koehns seek to breed superior cattle with the best body composition.

The result is a quality breeding stock that has fewer health issues and a longer life expectancy. Placing high in competitions at various fairs adds to the reputation of an animal and the farm, he said.

“One plus of a small farm is achieving extra income through the sale of cattle,” Koehn said.

About 80 percent of the Koehns’ herd are Holstein cattle, which can be identified from a distance by their patchy, black and white coats. The breed produces more sheer milk than others. But the Koehns also milk other breeds such as Jersey cattle, which are known for milk that is higher in butterfat and protein.

The Frankfort-based food wagon makes about eight stops per year at fairs and festivals. Employee Sandy Falaschetti said the wagon has come to the Will County Fair for more than 15 years and has built up a loyal customer base during that time.

“Probably 85 percent of our customers are the same people each year,” Falaschetti said.

The cloudy skies weren’t going to stop the wagon from selling freshcooked food, but Falaschetti and an assistant were hoping for sunny days the rest of the week.

“Sunny and 70 degrees,” Falaschetti said. “Those are the perfect days.”

Since Thursday, union Minooka bus drivers and aides have been on strike over disputes with districts 111 and 201 on their first contract. The parties met Wednesday to continue negotiations.

However, Teamsters Local 179 posted on its website that it has “become patently clear that the districts have no intention of reaching any kind of agreement for the bus drivers, let alone a fair agreement.”

Union officials also stated strikes would be suspended and supporters should return to work immediately, pending “the outcome of the legal process” or the determination that another strike is necessary.

“The union will be addressing the districts’ bad faith in the proper legal forum,” the union stated on its website.

An email to District 111 Spokesman Dave Dilorenzo on the outcome of Wednesday’s negotiations was not im-

mediately returned.

District 201 Superintendent Kris Monn said the negotiating teams exchanged proposals and were engaged in bargaining Wednesday. They agreed to meet again Sept. 9.

He said district officials didn’t get any indication from the mediators involved that tensions were high and were surprised by the union’s online statement.

Even with the strike suspended, because of the threat of it, Monn said District 201 will at least for this week run the district on a strike schedule. District officials have requested advance notice of a strike from the union, he said.

Tom Flynn, Teamsters Local 179 president, directed The Herald-News to the union’s website.

Teamsters Local 179 has already filed an unfair labor practice charge with the Illinois Educational Labor Relations Board against District 201, which Monn has said was baseless.

Union officials said their issue is the district’s solicitation of teachers and teacher’s aides to transport students with special needs with district vehicles. Monn has said when an employee is absent from work, the district will bring in a qualified substitute.

Young was involved in a boating mishap Tuesday on the Illinois River in Seneca, according to the Coroner’s Office, and an autopsy determined the preliminary cause of death to be drowning from injuries suffered in the incident.

The case is being investigated by the Illinois Department of Natural Resources’ conservation police.

OSHA regulations for noise begin at 85 decibels (dB), so busy traffic, vacuum cleaners and your dishwasher pose minimal threat. But 2.5 hours in a video arcade can cause hearing damage, as can less than 48 minutes exposure to a lawnmower or motorcycle. Loud stereo headphones can take only 15 minutes, a jackhammer or helicopter take less than 5. A minute and a half near a power saw or chainsaw can inflict damage. A rock concert or sandblasting takes 9 seconds, a firecracker or air raid siren takes 3, and a jet engine taking off or a gunshot can damage hearing instantly.

Measures to protect hearing from noise in the workplace include reducing noise levels or wearing ear protection. Lower the volume on your

television, stereo or iPod, and take extra care when using headphones or earbuds. If the music coming out of your headphones and especially your ear buds is loud enough that you can hear it when held out an arm’s length away from your ear – IT’S TOO LOUD !! Also avoid turning up your car’s stereo.

If you go to concerts or nightclubs use noise filters or earplugs. If the music- wherever you are- is so loud that you cannot carry on a normal conversation- it’s too loud! Use headphones or earplugs around lawnmowers or power equipment.

Foreign objects can also damage your ear and hearing. Avoid using cotton swabs to clean your ears as they can push wax deeper in the ear onto your eardrum, which can cause more wax production and/or damage your eardrum. If you suspect that you have a large accumulation of earwax- check with your doctor or hearing professional.

MORRIS – Local farm bureaus have scheduled a meeting for next week in Dwight to provide more information to area farmers who have been contacted by an out-of-state company that wants to put up solar farms in Illinois.

Grundy County Farm Bureau Manager Victoria Wax said some area farmers have been contacted about the possibility of leasing land to the solar farm company.

“There is a company from out of state looking at making agreements with some area farmers,” Wax said.

“They want to lease a 20- to 80-acre piece of land to put up solar farms, with a 20-year agreement.”

An informational meeting has been scheduled for Monday at the Dwight Village Hall meeting room by the Grundy and Livingston County Farm bureaus; information regarding what to ask and what to look for will be discussed at the meeting.

Emergency alert system will keep residents informed

Shaw Media correspondent MINOOKA – Minooka trustees approved a contract Tuesday for an emergency notification system that will assure all residents are contracted with emergency and nonemergency information.

Swift Reach was approved by all in attendance at an annual cost of $2,485, plus a $250 data set-up fee.

Trustee Rudy Martin was absent.

In June, the village was under a boil order after E. coli and total coliform bacteria were found in samples of the village water supply.

The contamination was linked to one isolated fixture and steps were taken to remedy the situation, Public Works Director Ryan Anderson said.

The boil order was lifted two days later.

Calls and emails went out to residents and businesses, and village staff sent out news releases to the media as soon as the order went into effect.

Village Administrator Dan Duffy said officials were concerned about

all residents getting the information in a timely manner.

The new emergency alert system will send out voice-recorded phone calls to landlines or cellphones, text and post the information to the village’s website, Facebook page and Twitter account.

“We hope with this new system people will get immediate notification,” Duffy said.

Residents will have to sign up with the village to update contact information. Instructions will be included in the village’s newsletter, which is going out this week, Duffy said.

Sinkhole repaired

A sinkhole on Bell Road is costing the village about $64,000 in repairs.

Public works staff noticed a problem on the east side of the shoulder two weeks ago. Once they began repairing the road, they found the metal culvert was compromised, Duffy said.

The project turned out to be much larger than originally thought, said Duffy.

The board waived competitive bidding and D.E. Thompson was hired to complete the emergency repairs, which were done within a few days. Some finish work is still being completed.

Nonprofits can solicit donations

Village officials have come up with a compromise allowing nonprofits a place to solicit donations from vehicles.

While the organizations prefer to be on Ridge Road and Mondamin Street, where traffic is the heaviest, earning them more in donations, trustees agreed to allow vehicle solicitation on the corner of Wabena Avenue and McEvilly Road.

Trustee Terry Houchens has long voted against using Minooka’s busiest intersection for fundraising, fearing for the safety of both solicitors and drivers. In February, Houchens finally got enough votes from the other trustees to vote down the practice.

The village has a surplus of $200,000 in its MFT fund, Village Finance Director John Harrington said, which can be used if the state funds don’t come through as planned.

Municipalities are limited in the amount of MFT funds that can be spent in a specified time period, which is how the surplus was built up, Harrington said.

bstanley@shawmedia.com JOLIET – A Will County man pleaded guilty Wednesday to carrying a loaded gun in his rental car in exchange for a four-year prison sentence.

Kevin C. Figures, 40, of the 24300 block of Liberty Street in Crete, previously served prison time for aggravated battery with a firearm and aggravated discharge of a firearm in 1994 in Cook County. Figures has also been convicted

of delivery of drugs in Illinois and Minnesota, Will County Assistant State’s Attorney Mark Fleszewski told Judge Carla Alessio Policandriotes.

About 11 p.m. Nov. 20, 2014, Crete police stopped a car that they thought had invalid registration near Exchange Kevin C. Street and Independence Figures Boulevard, Fleszewski said.

“The car had been driving slowly and the defendant kept ducking down inside,” Fleszewski said. “The registration actually was valid because the car was a rental.”

Officers smelled marijuana coming from the vehicle and found a loaded .40-caliber Smith and Wesson in the center console with a second clip underneath it.

While Figures’ criminal history made him eligible for an extended sen-

tence, his attorney, George Lenard, said issues the defense could’ve raised about the validity of his arrest led to the plea agreement. Charges of being an armed habitual criminal and marijuana possession were dismissed in exchange for the guilty plea.

After pleading guilty, Figures, who had been out on a $300,000 bond, was taken to the Will County Jail to await transfer to prison. He did not make a statement to the court.

Crete man gets 4 years for gun possession

Man shot at manufacturer, suspect kills self last week

bstanley@shawmedia.com ROMEOVILLE – A Plainfield man shot and wounded a man last week at his former workplace.

Greg Boutin, 47, then confronted police before fatally shooting himself, Romeoville Police Department Cmdr.

John Ferdinardo said in a statement.

About 8:30 p.m. Friday, Boutin went to HellermannTyton, 1485 W. Normantown Road in Romeoville, and rang the doorbell. When an employee opened the door, Boutin fired three shots – striking the 42-year-old man in the shoulder and leg – and fled the scene, according to Ferdinardo.

The victim was taken to Adventist Bolingbrook Hospital and later transferred to Advocate Christ Medical Center in Oak Lawn where he was listed in stable condition, police said.

Boutin, a one-time employee at HellermannTyton, was located about 1:15 a.m. Saturday at his residence in the 17000 block of South Redbud Drive in unincorporated Will County near Plainfield.

“Boutin made statements through the front door to officers advising he

was not going to prison and suicidal statements as well,” Ferdinardo said in the statement.

Boutin then announced he was coming out with a gun and officers moved back to take cover.

Boutin sat in the front yard pointing a handgun to his head and “made statements in reference to having the police shoot him” before shooting himself a few minutes later, according to Ferdinardo. Police did not shoot during the incident.

Police said Tuesday no motive was known for the shooting, and the incident was still under investigation.

Will County court records show three speeding tickets and one insurance violation for Boutin between 2003 and 2007.

OBITUARIES TANYA MARIE ANDERSON Born: July 5, 1982 Died: Aug. 19, 2016

Tanya Marie Anderson was born July 5, 1982, to Isiah and Bennie Anderson. She resided in Joliet. Tanya graduated from Joliet West High School in 2000. Tanya confessed Jesus Christ as her Lord and Savior at St. Mark C.M.E. Church. Tanya made her transition to be with the Lord on Friday, Aug. 19, 2016, after a courageous battle with Lupus.

Tanya was an avid supporter of the Lupus Research Foundation.

Tanya is survived by her loving daughters, Taylor Anderson and Arriana May; her mother, Bennie Walker; and parents, Isiah and Linda Anderson; grandparents, Clyde Williams of Joliet and Diana McKennie of Miami; brothers, Isiah Anderson Jr. of Seattle and Antwon Anderson, Taurus Sanders and Corion Anderson of Joliet; sisters, Antionette Anderson, Kendall (Elroy) Norris and Karla Maiden, and a very special friend, Rachel (Abdul) Uqdah, all of Joliet; and numerous uncles, aunts, nephews, nieces, cousins and friends.

JOHN WALSH D’ARCY III John Walsh D’Arcy III transitioned peacefully into heaven on Tuesday, Aug. 23, 2016, at the age of 90. John was known as being devoted to God, family and community throughout his fruitful life. Born and raised in Joliet, John attended St Raymond’s in Joliet and St. Thomas Military Academy in St. Paul before serving in the U.S. Navy as a bombardier during World War II. Upon his honorable discharge, he attended the University of St. Thomas also in St. Paul.

John was a loving husband and father. He is survived by his wife of 67 years, Margaret Jeanette (O’Donnell); and by his eight children, Margaret (Jim) Lacey, John (Diane), Kevin (Vicky), Terry (Sue), Patrick (Kathy), Candace (Tom) Nielsen, Michael (Beverly), Tom (Sue); and his 25 cherished grandchildren, Kristen Corcoran, Scott, Mike and John Lacey, Jennifer Ness, John and Ryan D’Arcy, Jim, Brooke and Andrew D’Arcy, Chris, Nick, Harry and Jack D’Arcy, Beau D’Arcy and Bridget Platt, Brendan and Christian Nielsen, Stephanie Greene, Lauren Crawford, Jeff and Lucas D’Arcy and Sean, Lily and Aiden D’Arcy; plus 16 great-grandchildren. He also is survived by his brother, Edward (Barbara)

D’Arcy; and several nieces and nephews.

He was preceded in death by his parents, Verna (nee Dyer) and John D’Arcy.

As an active member of St. Mary Immaculate Catholic Church in Plainfield, John served on various boards supporting the growth of the church and school. His voice was familiar to daily communicants as John regularly lectured, and oftentimes adding singing at the a.m.

Masses. Later, John actively was involved in and a member of the boards of the Joliet Franciscan Sisters as well as Catholic Charities.

His professional career included banking, entrepreneurism and investments. It was started in banking with the Pullman bank in Chicago where he eventually was instrumental in initiating the Illinois Bank Charge before it was merged into the VISA brand. His integrity, drive and experience caught the interest of several Joliet businessmen who recruited John to lead the founding of Heritage Bank and Trust in 1971.

Various investments including the founding of International Games, distributor of the popular card game UNO, enabled John to later realize his true lifelong ambition of driving tractors and farming. Upon his retirement from banking, John purchased various farms and operated them with his sons. John founded JJD Enterprises and Caton Farms.

In addition to raising eight children, John and his wife Jeanette actively served the communities of Plainfield and Joliet. He was past President of the Joliet Rotary Club, an elected Plainfield Village Trustee, member of the Plainfield Library Board, trustee of the University of St. Francis in Joliet and longtime benefactor of Lewis University in Romeoville. John shared his gifts of time, talent and treasure within the greater Joliet area and beyond.

She started the first FM Radio Station in Joliet, WAJP, that went “on air” on Easter Sunday, April 17, 1960. She co-hosted the popular Polka Time Request program with her husband, Al, daily from 4:30 to 6 p.m.

Peter had a long and distinguished career as a litigator, arbitrator and mediator, focusing on complex commercial and securities cases. Peter was a partner at Chadwell & Kayser (1967 to 1987) and Keck Mahin & Cate (1988 to 1994), principal at his own law firm and, most recently, Of Counsel to Ulmer & Berne LLP. Peter regularly served as an arbitrator on panels of the National Association of Securities Dealers, National Futures Association, and American Arbitration Association. In addition, Peter served as president of the Northern District of Illinois Court History

Association, treasurer and board member of the Lawyer’s Club of Chicago, board member of the Federal Bar Association of Chicago and president of the Nordic Law Club. Peter received the 2012 Award for Excellence in Pro Bono and Public Interest Service for the Northern District of Illinois and was recognized on numerous occasions as a “Super Lawyer” by the Illinois Super Lawyers’ Publication and Chicago Magazine.

In 2012, Peter retired to travel the world and enjoy time with family and friends.

Rangel Ruiz, age 42, passed away suddenly on Saturday, Aug. 20, 2016, at Silver Cross Hospital.

Rangel is survived by his two loving children, Mireya Sol and Emilio Ruiz; parents, Marcos and Angelica Ruiz; siblings, Maricela Ruiz, Maria Elisa (Antonio) Torres, Esmerelda Ruiz and Marcos Jr. (Kristy) Ruiz; Teresa Garcia; and numerous nieces, nephews, family members and dear friends.

Rangel’s greatest joy was becoming a father and spending time with his children was most important to him. Rangel was employed at Power Equipment Direct in Bolingbrook and has always been involved in sales for different HVAC companies throughout his career. His faith in God, sense of humor and passion for music will always be remembered.

Officials: Pension change could be ‘devastating’

by Illinois’ largest public-pension fund would increase the state’s required payment by hundreds of millions of dollars, potentially leading to higher taxes or massive cuts to education and social services already suffering amid a budget crisis.

The board of the Teachers Retirement System, which serves more than 400,000 teachers outside of Chicago, is scheduled to vote Friday on whether to lower its expected rate of return on investments. A reduction would trigger a larger contribution from the state, where the Republican governor and Democrat-led Legislature have gone more than a year without agreeing on how to close a multibillion-dollar budget hole or address a $111 billion unfunded pension liability.

CHICAGO – Higher prices and fewer choices on the Illinois marketplace under President Barack Obama’s health insurance law will make choosing a plan for 2017 a potentially frustrating experience for families who buy their own coverage, according to information released Wednesday by the Illinois Department of Insurance.

Statewide, an average price increase of 43 percent is ahead for a popular type of middle-tier coverage used as a benchmark under the health law, the department said. The price of that benchmark plan – the second lowest cost Silver plan – will increase by as much as 71 percent in Madison, Monroe and St. Clair counties.

Lack of choice is another problem. In eight counties, only one company – Blue Cross Blue Shield – will sell individual coverage for 2017. Major insurers such as Aetna and UnitedHealthcare have left the health law’s marketplaces in Illinois and

“Unforeseen and unknown automatic cost increases will have a devastating impact on the state’s ability to provide adequate resources to social service programs and education,” Michael Mahoney stated in a memo sent Monday to Rauner’s chief of staff. He also called the lack of public discussion ahead of Friday’s vote “troubling.”

The possible board action comes as pension systems nationwide are reporting lackluster returns for the most recent fiscal year, and analysts and credit rating agencies are increasingly pressuring them to lower assumptions to ensure there’s enough money to pay benefits. While retirement systems set their estimated rate of return based on 20 or 30 years of projections, some an-

alysts predict the coming years won’t meet many systems’ expectations.

Several funds already have dropped their projections, including the $185 billion New York State and Local Retirement System, which lowered its assumed rate from 7.5 percent to 7 percent in September. Other major pension systems have said they’re considering it.

Illinois’ Teachers Retirement System reported a 4.6 percent return for the 2015 fiscal year. It will release preliminary returns for the fiscal year that ended June 30 on Friday, Urbanek said.

Illinois’ pension problems go back decades, however, due largely to state lawmakers voting for years to skip or short the annual payment. Illinois now has the worst-funded pensions of any state, with the accounts holding about 42 percent of what’s needed.

To cover benefits as promised and make up for years of missed payments and investment returns, Illinois’ contribution to its five pension funds this year will be about $7.8 billion – roughly one-fifth of its general revenue fund.

Republican state Senate leader Christine Radogno, a key Rauner ally, said she agreed the system should lower its rate when it did so in 2014, and it may need to do so again. But she took issue on Wednesday that the board could vote within minutes of receiving a briefing from its actuaries on Friday, and without discussing it with Rauner or legislative leaders. She said they were briefed in 2014.

“I just think that needs to happen again because of the impact on taxpayers,” said Radogno, who wants the board to delay its vote.

Urbanek said the board has historically taken the vote in August of every other year because of a deadline to provide the information to state budget officials.

The 13-person board includes six people elected by system members.

Muggy weather could yield bountiful harvest

ROCKFORD – Crop experts said the recent heat and humidity that has hit Illinois is ideal for the state’s soybean and corn crops.

Chicago Board of Education OKs $5.4B budget amid protests

CHICAGO – The Chicago Board of Education unanimously approved a $5.4 billion budget Wednesday that relies on increased property taxes and additional state funding that is far from certain.

The vote by Mayor Rahm Emanuel’s hand-picked school board followed protests by teachers and parents in the nation’s third-largest school district who say the plan calls for too many layoffs and cuts.

Advocacy groups also have expressed concern that the budget calls for additional borrowing for a cash-strapped district that has seen its credit rating slashed to “junk” status has borrowed to pay day-to-day bills.

The Civic Federation, a business-backed watchdog, says the school board must account for how it would close a funding gap if state lawmakers never approve $215 million to help cover the cost of teacher pensions.

CHICAGO – Federal agents have joined Chicago police and fire investigators in trying to determine the cause of a suspicious fire that killed four, including three children.

The Cook County medical examiner’s office said Wednesday the youngest victim, 3-month-old Melanie Watson, died of injuries suffered when her father leaped with her from their burning thirdfloor apartment. Her death was ruled a homicide.

Officials said the autopsies of the two other children, ages 7 and 4, are complete but results are being withheld pending formal identification.

The death of the fourth victim, 56-yearold Kirk Johnson, was also ruled a homicide.

Officials said Bureau of Alcohol, Tobacco, Firearms and Explosives agents joined the investigation after findings thought to pinpoint the cause of the blaze were inconclusive.

Chicago police said they’re questioning a person of interest.

Judge delays sentencing in foiled bomb plot

WICHITA, Kan. – A federal judge delayed a sentencing decision Wednesday for a Kansas man who admitted aiding a wannabe Islamic State jihadist’s plan to detonate what they thought was a bomb at Fort Riley.

Alexander Blair has admitted his role in a foiled plan to kill or maim as many U.S. service members as possible at the Kansas military post. Blair has said that “nobody is perfect” and blames a genetic disorder for allowing others to take advantage of him.

U.S. District Judge Daniel Crabtree is weighing that and other factors as he calculates how much prison time, if any, the 29-year-old Topeka man should serve. But after hearing testimony from a psychologist Wednesday, the judge concluded he wanted some time to go over the material before handing down a sentence, the U.S. attorney’s office said.

No new sentencing date was immediately set.

Blair pleaded guilty in May to a conspiracy count that carries up to five years’ imprisonment.

Clinton maintaining stay-the-course strategy on foundation, emails

WASHINGTON – Hillary Clinton is sidestepping new questions about nearly 15,000 recently discovered emails or her family’s charitable foundation – a stay-the-course strategy sure to be tested in the sprint to Election Day. Clinton has no immediate plans – in an interview or a news conference – to explain the FBI’s discovery of another batch of emails or personally clarify how her administration would wall off the organization founded by her husband, former President Bill Clinton, if she’s elected president.

Instead, her top campaign officials and allies are playing defense, arguing that the foundation has helped millions of people around the globe while Trump’s business interests carry their own blind spots.

“Hillary Clinton doesn’t have a conflict of interest on charitable work – that’s all it is,” Clinton campaign manager Robby Mook said in an interview Wednesday with MSNBC’s “Morning Joe.” “We need to look a lot more closely at Donald Trump.”

The Clinton campaign figures her late-summer advantage gives her few incentives to personally push back against the email criticism or allegations of pay-for-play.

Trump, helped by a revamped campaign team, has called for a special prosecutor to investigate the foundation and said it should be shut down immediately. The Republican nominee, who donated to the Clinton Foundation, has repeatedly charged that his opponent, while secretary of state, provided access to foundation contributors in exchange for donations to the charity at the heart of Bill Clinton’s post-presidential legacy.

Clinton leads Trump in national and state polls, leaving many of her aides and supporters to conclude that addressing the issue isn’t worth the risk to her electoral standing. But the issue is one that ties into voters larger questions about her trustworthiness – a problem that will follow her into the White House should she win.

Traveling in California, the Democratic nominee has kept out of the public eye for days, spending most of her time wooing celebrities, financial titans and technology moguls at private fundraisers. On Tuesday alone, she raised more than $6.2 million at four events in Southern California and the Bay Area.

On Monday, the State Department said it was reviewing nearly 15,000 previously undisclosed emails recovered as part of the FBI inquiry, which was closed after investigators recommended against criminal charges.

On Tuesday, an Associated Press report found at least 85 people from private interests who met with or had phone conversations scheduled with Clinton while she led the State Department donated to the Clinton foundation.

Combined, the donors contributed as much as $156 million to the charity.

Pushing back, Clinton spokesman Brian Fallon said the AP report relied on “pretty flawed methodology” and said in an interview with MSNBC on Wednesday that Clinton was being held to a different standard than other politicians with charitable work.

“It is only now because she is running for president that the work of the Clinton foundation is being tarred,” Fallon said. “If any American voter is troubled by the idea that the Clintons want to continue working to solve the AIDS crisis on the side while Hillary Clinton is president, then don’t vote for her.”

The former secretary of state addressed questions about her use of a private server only in passing this week, joking with late night talk show Jimmy Kimmel on Monday that, “My emails are so boring,” she said. “We’ve already released, I don’t know, 30,000 plus, so what’s a few more?”

• 63 nursing school in the country Only the top two percent of schools were considered when ranking programs nationwide.

The website collected data from more than 3,200 institutions nationwide and found that only 10 percent of those programs made the final list, according to a news release from USF. Institutions were rated on their academic prestige, perceived value, depth and breadth of nursing programs offered and the rate of stu-

dent success, especially their performance on the National Council Licensure Examination, according to the news release.

In 2015 LCON graduates achieved a pass rate of 97 percent on their NCLEX exam, compared to the 86 percent pass rate for the state of Illinois and the national pass rate of 85 percent.

Griffins, Warriors capture top spots in H-N preseason football rankings For all you area high school football fans, make sure to spend some quality time with the preview section in this edition of the Herald-News.

The games begin Friday night, and you want to be armed with information on how your favorite team or teams look on paper.

Meanwhile, we have another order of business to complete this week. It’s time – drum roll, please – for the unveiling of our preseason area rankings.

As usual, on a weekly basis each Thursday throughout the season, we will rank the top 10 large schools

VIEWS Dick Goss (those destined for Class 5A through 8A in the playoffs) and the top three small schools (Class 4A and below).

The beginning of this season carries perhaps as much intrigue, as much uncertainty, as any preseason in recent memory in this football-rich area.

Joliet West and Joliet Central are joining the Southwest Prairie Conference, where with a full

round-robin schedule, as many as six teams could quality for the playoffs.

The four Lincoln-Ways, all good programs, now are three with the closing of North.

Providence is attempting to recover from an injury-riddled down year, which came on the heels of its 2014 state championship, the 10th in school history. Morris is coming off an uncharacteristic 4-5 season and should be better. Joliet Catholic is always one of the area’s top teams, but probably is more inexperienced than ever during coach Dan Sharp’s two decades at the helm.

Numerous factors are at work

that fill our preseason rankings with uncertainty.

Still, everyone loves to see them, so let’s give it a shot, beginning with the top 10 large schools.

1. Lincoln-Way East: Rob Zvonar is an excellent coach with an excellent staff, and with all those North kids transferring in and joining the East group that did not transfer to Central, there is no reason to believe at this point the Griffins can’t be among the state’s top 8A teams.

North finished 11-1 last season, East 9-3.

Brown seeks success for new-look Knights

cherron@shawmedia.com NEW LENOX – For the past few years, Mary Brown has faced what many coaches would consider one of the biggest challenges – starting a program from the ground up.

That was her job when Lincoln-Way North opened, and as her run there concluded last year because of the school’s closure, it’s safe to say that things went well.

With several good coaches assisting her – including Matt Lawrence, who she helped do the same thing with the boys program – the Phoenix accomplished a lot in their brief history.

Now Brown faces another tough job, which is trying to get Lincoln-Way Central back on track. Brown will have some athletes who played for the Knights last season and others who competed for Lincoln-Way East.

The Knights’ new coach, who also will lead the boys program, knows about the school’s successes in the sport since her six kids – Drew, Nick, Angie, Gina, Maria and Neal – all played volleyball, among other sports, while at Central.

With players from two programs, Brown realized the transition might not necessarily be smooth, but she urged her players to make the most of the opportunity.

“When I first met the girls in the summer, they were really upset, so we sat down and talked about it,” Brown said. “I told them that they had two roads that they could take. You can be bitter and angry and not talk to anybody or you can say, ‘Hey, this is an opportunity for us to meet more people and make new friends and branch out a little bit.’ In the overall scheme of things, I think everyone realized it would be difficult, but Lincoln-Way was still Lincoln-Way, and it’s a great district and the teachers are good.

“The hardest thing for me has been the program that I develop and what I expect of them, I have to re-instill, since they don’t know what I require. But this is a great group of girls and they work really hard. They weren’t used to our conditioning, but they’ve really pushed themselves and got in shape and they work hard every day. My biggest issue with this group is that they underestimate themselves. They can be better and should set the bar higher

and not be content until they reach that position.

“We just need to be patient because it’s going to take some time, the same way when we went to North. The kids have to believe in themselves, and that’s the hardest thing. That’s why some teams do so well, because they expect to win and hold themselves in high esteem. And as a team, that’s what you need to do, you need to have high expectations. The girls need to understand that they can be an elite team, they just have to believe and work hard.”

Brown has a young team with only two seniors, both of whom are two of her three captains, Liz Neitzel and Val Connolly. Junior Kylie Kulinski is the squad’s other captain.

Neitzel is one of the former Griffins who will complete their careers as Knights. The middle looks forward to doing well in the new setting during her final season.

“Over the summer, the other girls were very welcoming by showing us around and getting us used to things, and everyone has been very optimistic about the whole thing,” Neitzel said. “I was so excited when I heard that coach Brown would be here, because I knew

Their 5-5 record of 2015 is deemed unacceptable, and beginning with Friday’s opener against highly regarded Glenbard West, they are out to make amends.

5. Lemont: The Indians have been one of the state’s most consistent playoff teams for the past several years, and they have the talent to make this another highly successful season.

6. Joliet Catholic: Not where you usually would find the Hilltoppers on the rankings chart, but as noted, their inexperience, coupled with a road-

7. Morris: With a large offensive line leading the way and a friendlier schedule, the Redskins appear headed to the playoffs after missing out last season.

The question is how high of a seed they

can achieve.

8. Providence: We should learn plenty about the Celtics and their bid for a rebound when they open at home Saturday night against East St. Louis.

Having a healthy Richie Warfield in the backfield has to help.

9. Minooka: Johnny Carnagio might be the best quarterback in the area, and the Indians’ receivers pile up yardage

“The other girls just bring out the best in everyone. If someone is down one day, we all just try to get them to smile since there’s just a big team effort for everything. I like how everyone does their best to do their job and to keep improving at every practice.

When people do their jobs on the court, it makes everyone elses job easier.

For Kulinski, a rightside and setter who has played at Central, the combination seems to be working out well, which gives her optimism about how successful the Knights can be.

“I think that our team is already really close, which is surprising because of the two schools coming together,” Kulinski said. “But it’s been really nice since we have talent coming from both schools. So I think it will be a good season since we’ve been jelling well. We’ve been together all summer and everyone has been really good about coming together.” after the catch. In our small-school rankings, here’s the way we will begin the season: 1. Wilmington: On top is a familiar perch for the Wildcats. Friday night’s opener against St. Joseph-Ogden, a perennial 3A state power, is a dandy.

2. Coal City: It might take a few weeks for the Coalers to reach the level where they want to be, but get there they will.

3. Dwight: The Trojans were 5-4 yet missed the playoffs a year ago. They hope to take another step this time around.

year, Perinar would have been ranked as one of the top middles in the area if she didn’t miss a few weeks because of mononucleosis. Now, Perinar is playing in the position where she is more comfortable and dominant. Not only that, she recently committed to Tennessee and will replace her sister Ginger, the reigning Southwest Prairie MVP, as a starting outside for Indians.

eryone on this list, no one has had more high school playoff success than Zurliene. She is entering her fourth year on varsity and every year that she has started on the outside, JCA made the trip to state and finished second. She enters her senior year having two state runner-up finishes, with an eye on the title.

DOUBLE-THREAT SETTER JoDee Kovanda, Lockport, S/RH, Jr.:

Last year, the young Porters stayed competitive largely in part to Kovanda’s leadership. The setter, who runs a 6-2 offense and then hits from the rightside, led the Porters offensively with 271 assists and 202 kills. Going into this season, she has more confidence and will be expected to have an even bigger impact for her team and in the SouthWest Suburban Conference.

BREAKOUT YEAR Alayna Rooks, Romeoville; OH; So.:

As a freshman, Rooks had 125 kills and showed promise early. She competes with team captain Lyric Miles, another talented outside hitter, and that competition along with her

sound skills and desire to get better will result in good things this year for Rooks. Now a year older, she should be expected to make a bigger splash in the Southwest Prairie.

THE VERSATILE ONE Holly Bonde; Minooka; RH; Jr.: If

teams only focus on Minooka’s two outside hitters, they will be in for a rude awakening. Bonde is a strong

four years, Dieter will have her turn.

Dieter is a three-year varsity starter who has high expectations to lead the young squad of Tigers this season. The 6-foot-3 middle will have to be strong at the net to help shut down the hard-hitting offense throughout the conference.

FUTURE BIG DEAL Taylor Landfair, Plainfield Central, OH, Fr.: A freshman on the list? Why

not? Going into the season, Landfair already is touted as the “next big thing” in this area. The 6-3 outside jump-touches 10-6 and already has college coaches heavily recruiting her.

Most volleyball players don’t reach the 10-foot club. Landfair isn’t only a player to watch this year, she is the player to watch the next four years.

Each year, the Joliet area graduates top-caliber volleyball talent. In its place, a younger, talented group gets to fill those shoes.

In particular, the 2016 season can be titled, “The Year of the Junior Class.” Numerous juniors will be stepping into much larger roles this season because that age group is extremely talented.

Although a large part of this list will be comprised of juniors, the area also has very talented seniors and sophomores, and some freshmen who are starting to get people talking.

It is hard to tell who the best players will be going into the season, so this list is not meant to do that. The 10 players on this list are 10 who fans should watch for. One player could be expected to have a breakout year while another could be the one with maximum potential. Whatever their role is, each player has all the right cards to have a great upcoming season, or upcoming seasons.

Joseph, Hernandez homer as Phillies beat Sox

CHICAGO – Tommy Joseph and Cesar Hernandez homered to back Jerod Eickhoff, and the struggling Philadelphia Phillies beat the White Sox, 5-3, on Wednesday night.

Philadelphia showed some spark at the plate and on the mound after getting outscored a combined 18-1 over the previous two games against St. Louis and the Sox. The Phillies came away with the win after dropping five of seven and salvaged a twogame split in their first trip to Chicago’s South Side since 2004.

Joseph and Hernandez both had two hits and went deep against James Shields (5-16). Aaron Altherr added two RBI singles.

Eickhoff (9-12) did his part, allowing two runs and four hits over six innings.

Jeanmar Gomez worked the ninth for his 34th save in 38 chances. He gave up an RBI single to Avisail Garcia before Dioner Navarro grounded out with runners on first and third to end the game.

The Sox announced hours before the game that their ballpark is getting a new name. U.S. Cellular Field will be called Guaranteed Rate Field starting in November under a 13-year deal with the mortgage company.

But while a major change is coming, things basically remained the same for a team with a losing record this year and one playoff appearance since winning the 2005 World Series.

Shields set a career high with his 16th loss.

The veteran right-hander gave up four runs and seven hits in six innings.

The home runs by Joseph and Hernandez brought his total to 31 this season and 22 since the Sox acquired him from San Diego on June 4.

Shields is 0-4 with a 13.95 ERA in five starts this month after posting a 1.78 ERA over five outings in July.

Navarro hit a two-run homer in the sixth. But that was all the scoring against Eickhoff, who improved to 3-0 in his past five starts.

Cutler works with another O-line; Langford returns

kfishbain@profootballweekly.com LAKE FOREST – Jay Cutler has gotten more accustomed than he would probably like working with different offensive linemen over the past few seasons. That made Wednesday’s practice no different, with his starting right side of Kyle Long and Bobby Massie both out.

“From last year we should be used to it,” Cutler said. “We had a lot of guys coming in and out. I think through training camp we saw a lot of different faces coming in and out of the huddle.

So I think the comfort level kind of grew a lot with a lot of guys. It’ll be a test. It’s preseason. It’s a good time to do these things.”

With Long out, it was another day of work for Cornelius Edison at the center position. It could mean for the second year in a row, Cutler will at some point take snaps in a game from a center in his NFL debut.

“He’s a good kid. He’s trying to do everything we ask him to do,” Cutler said of Edison.” … “I think Ted [Larsen]’s been helping him a lot.

I think he’s come a long way just in these last two days.”

Cutler said Wednesday’s practice was Edison’s best since taking over the role with the first team, and that he’s being vocal with the first-year player out of Portland State.

Long is normally the vocal player in that huddle, and Cutler didn’t

mince words about what it means for the O-line to be without its best player.

“You’re missing that big guy that can lock down the three-technique,” he said. “Whenever he’s in there, you know that side is pretty much going to be void. You don’t really have to worry about that. You’re going to have room to step up. He’s been a three-time Pro Bowler. He’s a heck of player for good reason. We’ll miss him this week, and hopefully we’ll get him back soon.”

Despite all the shuffling, a positive on the O-line is second-round pick Cody Whitehair, who has been entrenched as the starting left guard since minicamp.

“He’s done well. He’s a smart kid,” Cutler said. “He’s quiet, he kind of fits in with that group and he’s doing exactly what we ask him to do. He’s really talented. You can see some stuff he does, the way he passes things off, it comes natural to him.”

John Fox lauded Whitehair for his football IQ. “How fast he’s adapted to the pro game has been pretty impressive,” Fox said.

Injury/illness update: Jeremy Langford returned from his foot injury and was limited. Danny Trevathan (hamstring) also participated in a limited fashion. Massie and Deiondre’ Hall missed practice with illnesses, and Leonard Floyd was held out with a leg injury. Jonathan Bullard was again excused for personal reasons, but Fox expects him back at practice Thursday.

Major league ERA leader Hendricks pitches Cubs past Padres

The Associated Press SAN DIEGO – Kyle Hendricks has another weapon, although it’s not a pitch.

It was on display when the Cubs beat the San Diego Padres, 6-3, to complete a three-game sweep Wednesday.

“It’s confidence,” Cubs manager Joe Maddon said. “The biggest thing from last year to this year is the confidence thing. I think he believes he is one of the best right now.”

Hendricks, the major league ERA leader, pitched six effective innings to pace the Cubs.

“Maybe he wasn’t as sharp as usual, but he was really good,” Maddon said.

Hendricks (12-7) gave up two runs and four hits, striking out eight and leaving with a 2.19 ERA. He has allowed no more than three earned runs in 17 straight starts.

Over that span, Hendricks has pitched to a 1.70 ERA. “Today I had some bad at the beginning and some good at the end,” he said. “I had both ends of the spectrum there.

Three Cubs relievers took over for the NL Central leaders, with Aroldis Chapman pitching the ninth for his 29th save in 32 chances.

“I knew [Hendricks] was going to be really good this year, but he has taken it to another level,” Maddon said.

Willson Contreras homered and Ben Zobrist drove in two runs as the Cubs won for the 22nd time in 27 games. At 81-45, they are 36 games over .500 for the first time since ending the 1945 season

at 98-56.

“That was really loud,” Maddon said of Contreras’ blast. “You knew that was a home run when he hit it.”

The Padres have dropped nine of their past 12. Paul Clemens (2-3) took the loss.

Jorge Soler and Addison Russell also drove in runs for the Cubs as they scored at least three runs for the 23rd consecutive game, second this season only to the Baltimore Orioles (28).

Ryan Schimpf tripled and doubled for the Padres.

The Cubs started fast when Fowler led off the game with a double and Kris Bryant nearly launched his third homer of the series. Instead, his drive hit the top of the wall and ended up being a long single.

“Kris Bryant is a tough hitter,” Padres manager Andy Green said. “Some guys have lanes you can pitch through, some hitters have small little holes.

Kris Bryant has small holes.”

Zobrist then hit a two-run triple and scored on Soler’s sacrifice fly.

“That’s been the story of the last two outings, that first inning,” Clemens said. “Maybe I just got to wind myself up more in the bullpen.”

Minooka Bible Church holds annual Great Church Giveaway The HERALD-NEWS MINOOKA – At 8 a.m. on Aug. 13, the main doors at Minooka Bible Church opened to a line of hundreds who waited to see what treasures they could find at the annual Great Church Giveaway.

The church and community dropped off gently used donations of housewares, kitchen items, clothing, toys, shoes and furniture as 30 volunteers sorted and organized on tables for six hours in the main worship center. Everything was free.

This year, six hair stylists from the area did free hair cuts for the kids so they looked fresh and ready to begin school. In all, approximately 60 haircuts were given in the three-hour giveaway time period.

All leftover donations went to MorningStar Mission in Joliet.

32 Fit young people have reduced diabetes risk Dear Dr. K: My teenage son doesn’t like sports or exercise. Diabetes runs in our family. You say exercise protects against diabetes and is valuable even in young adults. Can you give me some ammunition to convince my teenager to exercise?

Dear Reader: Perfect timing: A new study has been published that provides an answer. Most studies of exercise have been in adults, often older adults. Until this recent study, there wasn’t a lot of information about teenagers.

The new study looked at 1.5 million teenage men enlisted in the military in Sweden between the years 1969 and 1997. None had diabetes at the time they entered the military. Because military service is required in Sweden, these young men included more than 97 percent of all Swedish men aged 18.

Health records were available for all the men, for up to the next 40 years.

At the time they entered military service, their aerobic capacity, a reflection of the amount of aerobic exercise, was measured. So was their muscle strength, a reflection of the amount of strength or resistance training. Medical records over the next several decades also identified which of the young men developed diabetes (the common type, called Type 2 or “adult-onset” diabetes).

The research team then could compare the young men who were the least fit to those who were the most fit, with regard to the rate with which they developed Type 2 diabetes many decades later. Those who were the least fit (both in terms of aerobic capacity and muscle strength) were more than three times more likely later to develop diabetes.

This connection between fitness and reduced risk of diabetes was true regardless of how much the teens weighed when they

This study shows exercise in teenagers – both aerobic exercise and strength training – reduces the risk of diabetes in later life, even if the exercise hasn’t led them to achieve a healthy weight.

Aerobic exercise and strength training cause several different chemical changes in muscle. These changes cause muscle to extract sugar from the blood more efficiently. That, in turn, lowers blood sugar levels. Regular exercise also decreases the size and number of fat cells. This leads to hormonal changes that reduce the risk of developing diabetes.

A weakness of this study is it did not measure again, later in life, the aerobic capacity and muscle strength of these young men. It theoretically is possible the ones who exercised the most as teens continued to exercise the most as older adults.

In other words, maybe the exercise when they were teens didn’t protect them, only the exercise later in life. That’s possible, but I think it’s more likely regular exercise in teenage and young adult years protects against diabetes many years later.

I hope that’s the ammunition you need.

It should be – if your son is a rational teenager. But I know rational teens sometimes can be hard to find.

He met and married my mother the next year.

My parents were married for 40 years, until Mom died of cancer a year ago. Since her death, I have gone with my dad to a few holiday events hosted at his other daughters’ houses, where we saw them and Cynthia. Everyone was cordial and welcoming.

A few days ago, Dad told me he and Cynthia are dating, and he asked me to wish them luck.

My immediate reaction was “Why?” I left immediately, and have ignored his phone calls ever since. I cannot express how upset this made me.

I realize he’s a lonely old man who would like to maybe start dating again, but his ex-wife? It feels like a total betrayal of my mother and me, as if we were only some sort of intermission from his first family.

There are so many reasons why this feels like a sad and terrible idea, up to and including the havoc it will wreak on all of his daughters if something goes wrong again. I feel like he hasn’t taken into account anyone’s feelings but his own.

Am I selfish to feel this way? I don’t want to be the bad guy, but I will never be OK with this.

His attraction to her might have more to do with the fact he is drawn to someone familiar than any lack of feeling for you and your mother.

Instead of punishing him by ignoring his calls, I urge you to talk to him. What he’s doing isn’t disrespectful. He has mourned your mother’s death for a year. Let him find happiness if he can, because if you do, I predict it will spill over into your own life.

Sometimes, though, declarer needs a favorable split, but must still play carefully. In today’s deal, South is in four hearts. West leads the spade king and continues the suit when East encourages with his eight. How should declarer continue?

North’s three-club rebid was a double negative, showing a very bad hand. His three hearts was nonforcing. But South did not want to stop short of game and continued with four clubs just in case partner had considerable length there.

South starts with three top losers: one spade, one heart and one diamond. So, if trumps are 4-1, the contract has no chance. However, he should also count winners. Here, he has four hearts, two diamonds and three clubs. If diamonds are 3-3, that will permit an extra winner to be established, but that is against the odds. So, what can declarer do if hearts are 3-2 and diamonds are 4-2?

South must arrange to trump his last diamond on the board.

After ruffing the second spade, he can afford to cash one top heart, but not two (otherwise, West will remove dummy’s final trump when in with the diamond ace). Then declarer drives out the diamond ace, ruffs the third spade, cashes his second high heart, and returns to diamonds. West may trump the third, but then South can ruff his low diamond on the board.
