Will County to issue $175M in bonds at historically low rates

mmallory@shawmedia.com JOLIET – Will County intends this month to issue $175 million in bonds to help pay for capital projects, including the new Justice Center and the new Sheriff’s Facility, estimated to cost well over $200 million combined.

Will County’s financial adviser, Victor Chang, told the County Board Executive Committee on Thursday that since he came before the committee last month, interest rates have gone from extremely low to historically low. He said the further drop was, perhaps, partially because of Britain’s vote to split from the European Union.

The county likely will issue $175 million now and another $70 million in 2019, although the full board in May approved the authorization of up to $275 million, leaving a potential $30 million if needed.

Will County Center for Economic Development CEO John Greuling also presented the committee with a midyear review of economic growth in the county.

Greuling said that as of last month, five closed deals totaling more than $200 million in capital investment – with more than 2,300 new jobs created – have been made this year in the county. Those include Amazon’s second fulfillment center in Joliet, Batory Foods in Wilmington, Magenta in Lockport, Black Dog Distillery in Plainfield and UPS announcing in April the lease of a warehouse in Lockport along Interstate 355.

Greuling noted that the I-355 industrial corridor has taken longer than expected to develop because it opened just before the recession. But this year, 1.1 million square feet of projects have been announced in the area, with another 1 million square feet under consideration.

mmallory@shawmedia.com JOLIET – The Veterans Memorial Trail, intended to run along Interstate 355 from 127th Street in Lemont to Route 6 in New Lenox, is one step closer to existence.

The Will County Forest Preserve District’s Operations Committee voted Wednesday in favor of an intergovernmental agreement between the district and the Illinois State Toll Highway Authority to eventually build most of the 4.73-mile bike path on the outside edge of the tollway’s right of way.

Although construction of the bike path will not start until 2019 at the earliest, the agreement must be approved July 14 by the district’s full board in order to proceed. Forest Preserve District Chief Operating Officer Ralph Schultz said Thursday

“It behooves us to bond out right now for the money we’ll need,” said committee member Mike Fricilone, R-Homer Glen.

Chang said he has been doing calculations based on a conservatively estimated interest rate of 3 to 3.25 percent for a 30year bond. He also is assuming that rates on the 2019 bonds will be much higher, increasing the importance of bonding out a large amount right now.

“We would like to do all the money now, but we have to be mindful of the money being spent,” said Board Speaker Jim Moustis, R-Frankfort.

According to financial worksheets provided to the board, bonding out now will create an average debt service of about $10.2 million a year for which the county will be responsible.

the agreement is needed to find funding for the “extremely early” estimate of $7 million for the entire trail.

“The agreement obligates the tollway to allow the district to use tollway right of way for bike trails where the district can,” Schultz said. “It then obligates the district to pay for, and maintain, those trails.”

The district will apply for grant funds via the Illinois Transportation Enhancement Program section of the Illinois Department of Transportation, the Congestion Mitigation and Air Quality section of the Federal Highway Authority, and the Illinois Bikeway Program through the Illinois Department of Natural Resources. All three entities are aimed at transporting people as fluidly as possible with the ultimate goal of reducing the number of vehicles on roadways, Schultz said.

About 80 percent of funding will come from federal or state sources, and 20 percent will come from local sources, Schultz said. Over the next couple years, the district needs to reach agreements with certain municipalities regarding a few small

sections of the bike path that divert off tollway right of way. The diversions are because of impediments, such as a tollway facility or landmarks.

Schultz said municipalities also could ask developers to pay for a bike path rather than a sidewalk when developing properties that the trail would pass through.

This could reduce local costs as well.

The concept of the trail dates back to the 1990s, Schultz said, when tollway officials expressed an intent to have a bike path built within I-355’s right of way as part of their environmental impact study.

The largely north-south Veterans Memorial Trail will connect existing trail systems in three counties and provide a link across the Des Plaines River Valley, which has been a major blockage to regional trail connections.

It will connect the 20-mile Centennial Trail System, the 120-mile I&M Canal Trail Systems and the 9-mile Spring Creek Trail System. The VMT also will connect Waterfall Glen Forest Preserve in DuPage County to the 20-mile Old Plank Road Trail in Will and Cook counties via street routes.

Annual street festival in downtown Joliet precedes NHRA nationals

“That’s nothing,” Joann Deardurff of Joliet said as a dragster engine just feet away began to rev up. Soon, it was loud enough that you couldn’t hear yourself talk, and that was more like it.

Engines roaring at ear-splitting levels reverberated on Chicago Street in downtown Joliet now and then through Thursday evening at the Nitro Nite street festival that precedes the NHRA Nationals at Route 66 Raceway this weekend.

It was music to the ears of Deardurff and her friend, Carol Stubbs of Shorewood.

“It’s such a part of the American culture – drag racing,” Stubbs said. “It’s like surfing.”

Nitro Nite featured stage interviews with racers, autograph opportunities, live bands, barbecue and beer, and lots of racing people of different varieties.

“I had a low 10-second ’68 Camaro when I was younger,” said Joe Hillman of Frankfort, who regularly brings a car to show at Nitro Nites. “I cut my teeth drag racing from 18 to my early 30s.”

Now, Hillman is into street stock racing, which he does at the Kankakee County Speedway. Bringing his car to Nitro Nite creates an opportunity to meet potential sponsors, he said.

Shorty Dunnagan of Joliet races four-cylinder cars at Grundy County Speedway and LaSalle Speedway.

“It’s fun,” Dunnagan said. “I’m just out there to have fun.”

He had a Dodge Stratus – one of his 148 cars – at Nitro Nite.

“We” included her sister, Sydney, 12, Jake Lucky, 15, also of Elwood, and Bobby Churchill, 10, of Joliet. They all are the children of racing fathers.

They are drag racing most weekends of the year, Senko said.

‘Lucky 13’ graduate Will County Drug Court

bstanley@shawmedia.com JOLIET – The defendants received applause Thursday afternoon as they walked into court proceedings.

Although graduation from the Will County Drug Court was held at the Jacob Henry Mansion, Will County prosecutors and public defenders witnessed Judge Sarah Jones dismiss felony charges against 13 people who completed the program just as if the cases were ending in the courthouse.

The “Lucky 13,” as State’s Attorney James Glasgow named them, sat in the front row wearing mostly summer dresses or dress shirts and slacks, while the last row was occupied by inmates from the Will County jail wearing blue jumpsuits and shackles.

The inmates, who are starting the program, will spend at least the next year undergoing substance abuse treatment, appearing for weekly court dates and drug testing, and pursuing employment or further education.

About 400 people have graduated since Drug Court started in 2000.

Statistics from 2014 indicate about 8 percent have committed drug offenses again – compared with a 60 percent recidivism rate in the regular criminal justice system.

“The goal is to reduce the prison population for nonviolent offenders and put them back in the community with the tools to be successful,” Drug Court Coordinator Julie McCabe-Sterr said.

Glasgow said being able to spare a felony conviction is necessary if it helps someone to be employable and become a productive member of society for the rest of their lives, instead of continuing to drain public resources.

“You’ve got to take this opportunity and run with it,” Glasgow said.

“The saddest thing about Drug Court is I can’t help young people with a drug problem that aren’t arrested. That’s what we need to figure out next.”

Glasgow also recognized Miller Taylor, 72, one of the first Drug Court graduates, who is retiring as a volunteer mentor for those battling addictions.

Taylor returned to the weekly Drug Court sessions after his graduation and for years has run a 12-step meeting for participants before each session.

Lockport officials discuss rules for ventilation of vape shops

aschier@shawmedia.com LOCKPORT – Lockport officials Wednesday discussed how to move forward with regulating vape shops.

At the city council’s Committee of the Whole meeting, there was disagreement about how the city should address the licensing requirement that vape shops install exhaust systems.

One option, favored by city staff, was to require an air cleaner at the businesses. The other option would be to amend the building code, but the amendment could lead to potentially expensive mandates. Under the air cleaner requirement, shops would pay $1,939 a unit plus delivery and installation, according to city documents.

However, not all council members were in favor of the regulation.

“I simply have no idea why we would require any vape shop to go ahead and put in an exhaust system,” member Darren Deskin said

in a video of the meeting posted on the city’s website.

Deskin said he has been in vape shops and never smelled anything and that “governments should not be in the business of regulating smell.”

“I think it’s more than smell,” member Kris Capadona said in the video, noting the air cleaner also would filter out chemicals.

With the majority of members in favor of the staff recommendation, the item is set to go to the council July 20 for a vote. As a result of Wednesday’s discussion, however, the time frame within which existing businesses must comply would be extended from a year to 18 months.

Also at Wednesday’s committee meeting, the council received an update from City Administrator Ben Benson on the city’s effort to sell a vacant lot it owns at 929 S. State St. The city bought the property for $80,000 in 2013 and plans to hire Caton Commercial Real Estate Group for $15,000 to represent Lockport

in the sale of the site, Benson said Thursday.

The city would like to see the lot go to a buyer who will build a historic-looking structure relatively quickly. MONEE – A Frankfort man has died after being crushed by a trailer while working at a specialty transportation company in Monee.

Leo Micheletto, 58, was pronounced dead at 10:47 a.m. Tuesday at Franciscan St. James Health in Olympia Fields, according to the Cook County Medical Examiner’s Office. The cause of death was determined to be multiple blunt force injuries.

The incident occurred about 8:30 a.m.

Tuesday at Advanced Mobility in the 6300 block of Emerald Parkway, according to Kathy Webb, area director for the Occupational Safety & Health Administration’s Calumet City office.

Micheletto was under the trailer, which he and a co-worker were refurbishing, when a hydraulic line holding the trailer was cut and the trailer fell on Micheletto, Webb said.

OSHA is investigating Advanced Mobility in the wake of the incident, according to Webb, who said the company was issued two citations in 2014 for electrical violations, although those issues had since been corrected.

The food distribution company is moving to a larger facility with refrigeration equipment, said Tony Grace, director of transportation at University Park.

“We plan on expanding significantly,” Grace said.

The University Park location is 191,000 square feet compared with the 63,000-square-foot Joliet facility at 2700 McDonough St., which does not have refrigeration.

The new facility was formerly used by Reinhart Foodservice.

Dot Foods is in the process of relocating and expects to complete the move by the end of July, Grace said.

The company employs 61 people in Joliet, all of whom are expected to continue working at the new location.

The staff includes 53 truck drivers, six warehouse workers and two office staff.

Dot Foods plans to expand its staff at the University Park facility to about 100 employees by the end of the year and has begun posting positions, Grace said. The 31-acre site at the new location also offers ample parking for operations, he said.

Dot Foods is a Mount Sterling-based food distribution company with eight regional distribution centers across the United States. The company has been in Joliet for 15 years.

JJC did front the MAP grants for the 2015-16 academic year, providing more than 1,000 students with collectively more than $1 million. JJC used surplus money from unspent funds in the budget, such as from open positions, to provide that $1 million, Rohder said.

JJC recently sent letters to students letting them know about other scholarship opportunities, such as from the JJC Foundation or external scholarships at the national level.

“We want to make sure – ultimately at the end of the day, our job is to make sure they are successful,” she said. “We want to work to remove barriers [for students]. We did communicate to students that their success is of the utmost priority for us.”

JOLIET – Some students and colleges still will be on the hook to find alternatives to pay college tuition, as Illinois’ stopgap budget takes care of outstanding balances from last school year but doesn’t address the upcoming one.

State lawmakers reached an agreement June 30 on an interim budget to last until January, and Gov. Bruce Rauner signed it the same day. The spending plan was meant to get state bills paid through the end of the year. But when it comes to the Monetary Award Program – or MAP grants – the bills to be paid are from the fiscal year of July 1, 2015, to June 30, 2016.

Pact ends litigation between Joliet, bar

bokon@shawmedia.com JOLIET – The owner of Maneuvers has announced a settlement that ends three years of litigation between the bar and the city.

The settlement agreement resolves charges that once threatened to shut down the gay bar at least temporarily, as well as a civil rights lawsuit filed against the city of Joliet, according to a statement.

Other terms of the settlement were not disclosed.

Attorney Anthony Tomkiewicz, who represented Maneuvers’ owner Fred Schramm, and Mayor Bob O’Dekirk said they could not discuss the terms.

Tomkiewicz said he could not comment beyond a statement he issued on behalf of Schramm.

“We are satisfied with the result, and Mr. Schramm feels vindicated,” the statement said.

The statement goes on to say that a change in city administration has relieved concerns about discrimination.

“While we had previous concerns of discrimination against a LGBT-oriented and -owned business at the onset of litigation, the new current city ad-

ministration has demonstrated to us that there are no such issues, and we no longer have those concerns,” the statement said.

The city in early 2014 under Mayor Tom Giarrante as liquor commissioner attempted to pull Maneuvers’ liquor license for three days as a result of allegations that included criminal charges related to a July 2013 incident.

Maneuvers went to court and blocked the temporary closing of the bar. In turn, Schramm filed a civil rights lawsuit against the city.

“I didn’t treat them any differently than I did any other liquor license holder,” Giarrante said Thursday.

“They broke the law, and I went through what the police said in their reports, and it resulted in charges.”

O’Dekirk, who took office in May 2015, called the statement from Tomkiewicz, which included a reference to his administration’s treatment of downtown businesses, “a fair assessment.”

“I agree that we are treating people fairly, and we are trying to encourage business downtown,” O’Dekirk said.

Schramm went through a lengthy liquor commission hearing in October 2013 over the incident at Maneuvers.

Police were called to the bar at 118 E.

Jefferson St. for a disturbance involving Schramm and two customers, according to testimony at the hearing.

Police at the hearing described Schramm as drunk and disorderly. While Schramm was being taken to the police station, he pulled fecal matter out of his pants and spread it around the squad car, police testified.

Police also said Schramm had called them “homosexual haters” at the scene and accused them of picking on him because of his sexual preference.

Schramm testified at the hearing that he was not intoxicated and that he was treated so roughly by police that he lost bowel control while being slammed against the squad car.

Customers at the bar that night gave conflicting versions of what happened.

Schramm faced the possible loss of his liquor license because of felony charges on top of alleged violations of the city’s liquor code.

The felony charges were eventually dismissed, although Schramm did plead guilty to one misdemeanor count related to his refusal to comply with police as they tried to fingerprint him and take his mug shot at the police station.

The group carries poster images of aborted babies in what it calls a “Face the Truth Tour” that will visit 24 locations in the Chicago area through next week, according to a news release.

Second annual arts festival set for downtown Morris Schedule of events

hlitchfield@shawmedia.com MORRIS – The second annual Liberty Arts Festival in downtown Morris is scheduled from July 14 to 16.

This year’s festival-goers will find art performed, for purchase, and to create as the festival grows to include more activities this year.

“On Friday, we will have a creators’ village that is made up of nine tents on the courthouse lawn, primarily for kids,” said Julie Applegate, executive director of the Morris Downtown Development Partnership. “Kids will get a passport and go to each station, where they will do make-and-takes, or an activity and receive a stamp. When they return the stamped passport, they will get a gift.”

For those more interested in relaxing and taking in art, there will be a performance by Redskin Drama Camp, which will perform skits to entertain those at the festival. There also are many musical performances scheduled throughout the weekend.

“We travel the country,” she said.

“We love each other. We hate each other sometimes. We race against each other sometimes. When it comes down to it, we’re family.”

Another feature of the event was simulated racing in a car synchronized to give the feel of being on the racetrack.

Brittnae Berman tried it out with her 5-year-old niece, Lucia Berman of Joliet.

“It was fun,” said Brittnae, who lives in Williamsburg, Virginia and was visiting family.

“This is my first time here (at Nitro Nite), but I got all the pictures they took when they came last year,” she said.

Nitro Nite is in its third year.

It was started with the idea that the National Hot Rod Association drag races at Route 66 Raceway could bring out crowds such as the Race Fan Rally that precedes the annual NASCAR race in September.

Deardurff said Route 66 Raceway and drag racing deserve more attention.

The raceway, she said, “is one of the nicest facilities in the United States.”

And drag racing is her sport.

“I don’t watch those cars go round and round and round,” she said. “I like the speed. I like the noise. And, I like the cars to get where they’re going fast.”

ALBUQUERQUE, N.M. – It was called the “Mother Road,” a vital highway bridging Chicago and Los Angeles through the Southwest amid diners and neon-lit motels. For many, Route 66 represented freedom – and unlimited possibilities in 20th century United States.

Black travelers for decades, however, needed a guide known as the Green Book to help find the few motels and restaurants that would serve them along this quintessential American highway.

Now a writer is hoping to bring attention to the businesses along Route 66 that once provided safe havens for black travelers who braved the road for simple family vacations. Candacy Taylor, leader of “The Green Book Project,” said the world of rural barber shops, hospitable gas stations and multicultural desert motels is at risk of being lost forever unless something is done to map its legacy.

“I think this is a way to re-examine our relationship with the past and really look long and hard at where we are now,” said Taylor, author of “Moon Route 66 Road Trip.” She recently re-

through eight states, connecting tourists, mainly white, with friendly diners in welcoming small towns. Nat King Cole famously sang “(Get Your Kicks on) Route 66” in a 1946 hit.

“The irony is that Nat King Cole wasn’t welcome in most motels on the Mother Road,” Taylor said.

African-Americans taking vacations along Route 66 had to plan detailed itineraries to avoid potential violence in “sundown towns” – places that worked to exclude blacks with intimidation and segregation laws.

Black travelers often brought along portable toilets since many restrooms along the highway excluded them.

“That’s a whole other experience of traveling Route 66 that doesn’t really get talked about in popular culture.

Instead, it’s conveyed as the open road to freedom and adventure,” said Katrina Parks, a documentary filmmaker who worked on the “Women on the Mother Road” project. “While that’s certainly true, there’s also this other side that it could also be a threatening place depending on your race.”

Taylor said she never would have heard about the other part of Route 66 had she not stumbled upon a Green Book during her research for another book about the highway. The Green

were among family, Hall said. Businesses were usually black-owned or operated by sympathetic whites, she said.

Despite the image of the American West being more welcoming for African-Americans, the Green Book was still needed past Oklahoma.

One place that did admit blacks was Albuquerque’s De Anza Motor Lodge, a business owned by Zuni trader and Indian art collector Charles G. Wallace. The motel, decorated with American Indian murals and coupled with a cafe, was a popular spot for writers and artists along post-World War II Route 66. Black motel guests could catch a nearby show – with American Indian and Mexican American doo-wop singers.

Today, the De Anza is boarded up and has been the target of a redevelopment project by the city of Albuquerque that seeks to save the building.

Taylor said other cities and towns should recognize former Green Books spots as culturally significant sites.

By acknowledging the businesses, towns can better understand their role in civil rights.

“The places [black travelers] were navigating were really hostile. You have to remember that,” Taylor said.

“So, the idea of vacationing for blacks was already a statement of purpose ... almost resilience.”

FBI chief: No double standard for Clinton

State Department reopens its own probe of emails

WASHINGTON – Under an onslaught of Republican criticism, FBI Director James Comey vigorously defended the government’s decision not to prosecute Hillary Clinton over her private email setup, rejecting angry accusations that the Democratic presidential candidate was given special treatment.

To criminally charge Clinton based on the facts his agency’s yearlong probe had found would have been unwarranted and mere “celebrity hunting,” Comey told a congressional investigative committee Thursday.

In nearly five hours of testimony, he sought to explain the Justice Department’s decision ending an investigation that has dogged Clinton’s presidential campaign and raised fresh questions among voters about her trustworthiness.

Republicans’ hard, skeptical questioning made it clear that settling the legal issue will not end the matter as a political issue as Clinton campaigns against Republican Donald Trump, who scornfully refers to her as “Crooked Hillary.”

Republicans on the panel, voices sometimes raised in apparent frustration and irritation, said they were mystified by the decision not to prosecute because they felt that Comey, in a remarkably detailed and critical public statement on Tuesday, had laid out a sufficient basis for charges.

“I totally get people’s questions,” he said, but the FBI was obliged to follow the law.

Comey said investigators found no evidence that Clinton or her aides intended to break the law, even though they mishandled classified information. A misdemeanor statute requires the mishandling to be intentional, Comey said. A law that permits felony prosecution due to gross negligence has been used only once in the 99 years since it was enacted – and that was in a case involving espionage.

“We don’t want to put people in jail unless we prove that they knew they were doing something they

shouldn’t do,” Comey said. “That is the characteristic of all the prosecutions involving mishandling of classified information.”

Later Thursday, State Department spokesman John Kirby said the department was reopening its internal investigation of possible mishandling of classified information by Clinton and top aides. The internal review was suspended in April to avoid interfering with the FBI inquiry, Kirby said. Earlier this week he said former officials could face loss of security clearances or other administrative sanctions.

Comey’s appearance before the House Oversight and Government Reform Committee marked his first public statements since his announcement that removed the threat of criminal charges against Clinton but also revived public scrutiny of her email behavior as secretary of state in President Barack Obama’s first term.

Committee chairman Jason Chaffetz, R-Utah, told Comey that the FBI’s decision showed a “double standard” for powerful people. Had the “average Joe” done what she had done, he said, that person would go to prison.

“If your name isn’t Clinton, or you’re not part of the powerful elite, then Lady Justice will act differently,” Chaffetz said, adding that the FBI had set a “dangerous precedent” in letting her off the hook.

Chaffetz said lawmakers would now ask the FBI to investigate whether Clinton lied to the committee.

One by one, Comey rebutted a litany of GOP charges including that the FBI had been biased, ignored the law, applied it unjustly or coordinated the decision with Clinton’s campaign. “We try very hard to apply the same standard whether you are rich or poor, white or black, old or young, famous or not known at all,” he said.

The committee’s top Democrat, Elijah Cummings of Maryland, accused Republicans of politicizing the investigation. But he suggested Comey had contributed to that by leaving “a perceived gap” between his public criticism of Clinton and his conclusion not to prosecute.

“I beg you to fill the gap. Because when the gap is not filled by you, it will be filled by others,” Cummings said.

As he had on Tuesday, Comey left no doubt about the FBI’s contention that Clinton’s email practices were careless and left government secrets exposed to hostile nations.

Rauner’s request to expedite union case denied

CHICAGO – A state labor board dealt a blow to Republican Gov. Bruce Rauner on Thursday, denying his administration’s unusual request to circumvent a legal recommendation and expedite deciding whether negotiations with the state’s largest public employees union have stalled.

The unanimous vote by the Illinois Labor Relations Board, whose members are appointed by the governor, left the high-stakes case in the hands of an administrative law judge who’s already held hearings and will issue a recommendation to the board.

Since contract talks with the American Federation of State, County and Municipal Employees Council 31 broke off in January, the central question has been determining whether both sides are at an “impasse.” The designation intensifies tactics both sides can use.

Kirk’s campaign hasn’t released his fundraising totals for the three-month period that ended June 30.

Democrats see Illinois as one of the party’s best opportunities to pick up a seat and potentially retake the Senate in November.

Duckworth has raised more money than Kirk in each quarter so far this campaign cycle. She has eliminated his early lead in the amount of cash on hand, finishing the first quarter of 2016 with a $700,000 advantage.

Officer’s lawyers seek shooting victim’s records

CHICAGO – Lawyers for a white Chicago police officer charged with first-degree murder in the 2014 shooting death of a black 17-year-old are seeking access to the teen’s juvenile records.

The lawyers for Officer Jason Van Dyke said in a written request only that their inspection of Laquan McDonald’s juvenile records was necessary as they prepared to defend Van Dyke, the Chicago Tribune reported Wednesday. The request was filed last month.

The attorneys declined further comment to the newspaper. They said the judge presiding over the officer’s criminal case imposed a gag order preventing them from discussing the case publicly.

The judge who presides over the juvenile court’s child protection division will rule on the request.

National Association of Counsel for Children executive director Kendall Marlowe told the Tribune that the request appears to be an attempt to shift blame for the shooting onto the teen.

“We keep child abuse records confidential to protect victims,” said Marlowe, whose Denver-based organization works to improve the quality of legal representation of children. “Those

Chicago still paying for failed 2016 Olympics bid

CHICAGO – Although Chicago lost its bid to host the 2016 Summer Olympics to Rio de Janeiro, it is still paying for the effort.

When Mayor Richard M. Daley launched the bid in 2008, he promised only private funds would be used. There was one exception – the site for the Olympic village, for which the city paid $91 million.

The city hasn’t been able to sell it, and will be paying for the property until 2024.

VATICAN CITY – Pope Francis has named Chicago Archbishop Blase Cupich to be a member of the powerful Vatican office that vets bishops’ nominations, signaling he wants a key pastoral voice involved in the selection of U.S. church leaders.

Francis in 2014 had hand-picked Cupich to lead the Chicago archdiocese in his first major appointment for the U.S. church.

Cupich is a moderate like Francis and replaced the late Cardinal Francis George, who had been an aggressive defender of orthodoxy.

Cupich now will be a member of the same Vatican advisory board where a staunch American conservative, Cardinal Raymond Burke, sat for years until Francis removed him.

In another sign of Francis’ esteem for Cupich, he tapped him as a special appointee to attend his recent synod on the family.

Francis has said he wants to reform the way the church selects its bishops, who wield enormous power in running church affairs and interpreting church doctrine at the local level.

– A woman who watched as a police officer fatally shot her boyfriend during a traffic stop streamed the gruesome aftermath of the slaying live on Facebook, telling a worldwide audience that her companion had been shot “for no apparent reason” while reaching for his wallet.

Within hours, the Minnesota governor was pressing for the Justice Department to open its second investigation of the week into the death of a black man at the hands of police.

“Nobody should be shot and killed in Minnesota for a tail light being out of function,” Democrat Mark Dayton said. “Would this have happened if those passengers would have been white? I don’t think it would have.”

It was the second fatal police shooting in as many days. A black 37-year-old man was killed Tuesday by officers in Baton Rouge, Louisiana. Alton Sterling’s death was caught on video.

The latest death happened late Wednesday in the St. Paul suburb of Falcon Heights, a mostly white community of 5,000 people that also is home to Minnesota’s annual state fair and part of the massive University of Minnesota campus.

In the video, Diamond Reynolds describes being pulled over for a “busted tail light” and said her boyfriend had told the officer he was carrying a gun for which he was licensed.

As word of the shooting spread, relatives of the man joined scores of people who gathered at the scene and outside the hospital where he died. They identified him as Philando Castile of St. Paul, a well-liked 32-year-old cafeteria supervisor at a Montessori school.

Reynolds said Thursday that he was killed even though he complied with the officer’s instructions. She told reporters that Castile did “nothing but what the police officer asked of us, which was to put your hands in the air and get your license and registration.”

The Department of Justice announced that it would monitor the investigation by the Minnesota Bureau of Criminal Apprehension.

The governor said he and other state officials would seek more direct involvement.

Speaking to CNN, Castile’s mother said that she suspected she would never learn the whole truth about her son’s death.

“I think he was just black in the wrong place,” Valerie Castile said Thursday, adding that she had stressed to her children that they must do what authorities tell them to do to survive.

“I always told them, whatever you do when you get stopped by police, comply, comply, comply.”

Police did not release any details about the officer except to say he had been placed on paid administrative leave.

Reynolds described him as Asian.

In his first public reaction

to the shootings, President Barack Obama said it is clear the slayings were not isolated incidents.

The deaths are “symptomatic of the broader challenges within our criminal justice system, the racial disparities that appear across the system year after year, and the resulting lack of trust that exists between law enforcement and too many of the communities they serve,” Obama wrote in a Facebook post.

On Wednesday, the Justice Department launched a civil rights investigation into Sterling’s shooting, which took place after he scuffled with two white police officers outside a convenience store.

In Minnesota, relatives were outraged that Castile was not tended to after he was shot. Reynolds said it took about 15 minutes for paramedics to arrive.

William Moulder, a police consultant and longtime former police chief in Des Moines, Iowa, said all officers carry first-aid supplies in their cars and are instructed to start rendering aid as soon as it’s clear there’s no threat.

The Facebook footage shows Castile lying motionless in the car for several minutes, his shirt covered in blood, while Reynolds speaks calmly to the camera.

Illinois a borderline failed state Democrats and Republicans in Springfield did the best they could to fashion a state budget truce. But the voters have a right to expect better.

When pigs fly, as the old saying goes, it’s unfair to grade them on the technical proficiency of their landings and takeoffs. If they can just get off the ground, it’s enough.

So perhaps it’s unfair to judge the temporary budget deal overseen last week by Gov. Bruce Rauner and members of the General Assembly by the traditional standards. The bipartisan agreement represents failure, to be sure. But since it’s not complete, total, irredeemable failure, it’s being touted as a victory, one Rauner touted as a “bridge to reform.”

If the temporary budget really represents a bridge, it’s a rickety monstrosity that couldn’t pass a safety inspection. But that’s where Illinois is these days, a borderline failed state whose leading officials can’t agree on what to do next except tout their credentials for re-election in November.

For those who haven’t had the stomach to follow the sausage-making in Springfield, legislators passed a temporary six-month budget to fund state services, including universities, social services and road construction, agreed on spending that assures K-12 schools will open on time and remain open the entire school year and fashioned an aid package to boost the failing Chicago school system.

For the most part, they agreed to put off until tomorrow what they did not have the political will to do today – pass a permanent budget for fiscal 2017 that began July 1.

In doing so, they apparently turned their backs on the fiscal 2016 budget year that ended June 30. How time flies when legislators ignore their constitutional responsibilities.

From all the evidence, it seems clear that legislators were motivated, mostly, by concerns that their failure to agree on something would jeopardize the start of the K-12 school year.

sufficiently compelling to legislators to encourage them to fashion a compromise deal that includes more money for K-12 schools, especially Chicago.

One could call it a semibailout because it includes an extra $100 million in extra state aid to Chicago schools, an additional $200 million to pay for Chicago teachers’ pensions and legislative clearance for the school board there to raise property taxes by $250 million.

Rauner had insisted he would not “bail out” the Chicago schools. But in the end, he approved a compromise to get the deal done. There’s nothing wrong with that. Power, after all, is divided between a Republican governor and a Democratic legislature.

Political circumstances require they compromise on tough issues, meaning that both sides are entitled to get some of what they want by making distasteful concessions.

But so far, that’s exactly what they have been unable to do on the big questions.

Rauner hasn’t won the structural reforms he says he needs to make Illinois an economically stronger state. At the same time, Speaker Michael Madigan has yet to get the tax increases he so desperately wants and needs to maintain the status quo.

Because this temporary budget deal leaves those issues unaddressed, it’s a cessation of legislative hostilities that will resume after the political hostilities are concluded in November.

Despite the agreement, no one should be under any illusions of progress. Rauner pointedly stated that “this is not a balanced budget.”

It’s being funded by general fund revenues, in part, and sweeps from special funds that will almost assuredly never be repaid.

In that sense, the much-touted budget agreement is really more of the same delay, deferral and denial that pushed this state to the edge of the financial cliff.

Feds must face problem of soldiers’ exposure

The time has come. The Pentagon and Department of Veterans Affairs must stop dragging their feet. They must own up to the serious chemical and radioactive hazards that U.S. service members were exposed to in the line of duty. It’s not as if the health damage from such exposure expires once the mission is over.

As Arla Harrell can attest, a lifetime of suffering can follow an irresponsible sergeant’s or young lieutenant’s order to step forward and serve as a test dummy for a chemical munition.

In Harrell’s case, it was a mustard gas test conducted at Missouri’s Camp Crowder in the 1940s. Despite the best efforts of Sen. Claire McCaskill, D-Missouri, to get legislation passed to help make Harrell and other service members whole, the Veterans Administration is fighting her.

There’s a troubling pattern here. For tens of thousands of Vietnam War veterans, not to mention scores who trained in Panama, Agent Orange is the culprit for enduring problems caused by highly toxic dioxin. The VA continues to drag its feet on Agent Orange exposure claims, veterans say.

Thousands of veterans from the 1991 Persian Gulf War suffered debilitating health effects believed to result from chemical exposure in Kuwait and southern Iraq, and from reactions to untested vaccines administered to protect them from potential exposure to biological agents. The VA denied for years that Gulf War duty was the culprit.

The New York Times reported June 20 that the Air Force doesn’t want to acknowledge responsibility for radiation exposure from cleanup of a 1966 crash in Spain of a B-52 bomber loaded with four nuclear bombs. The nuclear parts of the bombs didn’t explode, but radioactive fallout spread across the crash site.

Roughly 1,600 troops were ordered to the site but given minimal, if any, protective gear. Some had to use their bare hands to handle radioactive waste. The Air Force still won’t admit, 50 years later, that anyone was harmed in the Spain cleanup or a similar one in 1968 after a bomber crash in Thule, Greenland.

Private-sector employers must accept responsibility for dangers they expose their employees to. A mining executive went to prison this year for safety violations contributing to the deaths of 21 West Virginia miners in 2010.

The long succession of stories about veterans sickened during military service, who are repeatedly denied VA health care, strongly suggests the government views them as disposable assets.

It’s as if officials prefer that the veterans would just die so their problems will go away.

Meanwhile, veterans and their families are left to grapple with medical debts often in the tens of thousands of dollars.

The VA’s and Pentagon’s constant obfuscation, evasion and runarounds are no way to treat those who selflessly answered their nation’s call to duty. Americans owe it to our veterans to speak out.

Slammers upbeat about first half of season VIEWS Curt Herron JOLIET – The Joliet Slammers were hoping to bounce back from a rare two-game losing streak in Thursday’s series finale against Washington at Silver Cross Field, but a big burst of rain a few hours before the contest altered those plans.

Instead, the Slammers maintain a two-game lead over the Wild Things as they head into a weekend series at Lake Erie before taking a few days off for the Frontier League All-Star game at Florence, Kentucky.

The Slammers had been on a pretty amazing run, winning eight straight series and earning a split in another since they last dropped a series over a month ago. Their 20-9 run following an 8-11 start left them at 28-20 as they reached the midway mark of the campaign.

Manager Jeff Isom’s squad has made significant improvements from a year ago when they were six games under .500 at the break and finished 12 games under for the season.

Much of their success has been due to their play at home, where they were 14-6 before losing the two games to Washington. A run of nine straight contests finally seemed to take its toll on the Slammers, who could have easily won those two games against Washington.

But with Joliet briefly losing its most-reliable starter, Liam O’Sullivan, to organizational ball, and Kevin McNorton to the injured list, the bullpen got spread too thin and contests that they’ve been pulling out of late suddenly turned into defeats.

On Thursday, O’Sullivan was re-signed by the Slammers after he wasn’t able to pass his physical for the Diamondbacks’ organization.

While that’s bad news for the 5-0 hurler with a 3.20 ERA, if he continues to pitch like he has, another opportunity may emerge for him.

And ultimately, it will be the squad’s pitching staff that will determine if they earn one of the league’s four playoff spots. While Joliet’s offense ranks right up there with the best teams in the league, its ERA also is among the largest in the 12-team circuit.

Fortunately for Isom, his starting rotation has been pretty reliable during the past month. That’s why the Joliet skipper, who will lead the East all-stars in Wednesday’s contest, added a pair of his starters to the squad after other players had already

been voted on.

Spencer Medick and Sean Townsley will represent the Slammers pitching staff while the other four players, who were already announced, are part of their explosive offense.

The players who have generally held down the first four spots in the order in recent weeks were already assured of trips to Florence. Charlie White, Alfredo Rodriguez, Carter Bell and Marc Flores have been the catalysts for an offense that had been

ranked among the league leaders in runs scored, RBI and home runs.

When another big threat, Boo Vazquez, signed to play organizational ball, there figured to be a void in the lineup, but Isom was confident that professional hitter Rock Shoulders would come in and make a difference and after a slow start, he’s starting to do that.

With O’Sullivan back to join Kaleb Ort, Shane Bryant, Medick and Townsley in the starting rotation, the Slammers have the making of a staff that hopefully can turn in five or six good innings on a consistent basis, easing the pressure on the bullpen.

Bell entered Thursday leading the league with 44 RBIs and 20 doubles, was tied for second with 59 hits and ranked third with a .347 average.

Flores was tied for third in home runs with nine, owns a nine-game hitting streak and is 17 of 42 with nine RBIs in his past 10 games.

The signs seem encouraging through the first half of the season.

For the first time in a while, the Slammers have a team that can reach the playoffs. Their offense and defensive play looks like it’s good enough to lead them there, but as is always the case in baseball, getting a lot of runs is great but top teams also need to keep others from scoring.

By all standards, Doug Kalitta has been one of the NHRA’s best drivers in the Top Fuel division, ranking fourth all-time in both victories (41) and finals appearances (85).

But one thing that has eluded the veteran of nearly 20 years on the NHRA circuit is a world championship and he’s hoping 2016 might finally be his year to achieve that feat.

He has had several close calls, finishing second in points in 2003, 2004 and 2006, missing out in the first year to Larry Dixon and the other two times to Tony Schumacher.

Midway through the NHRA’s 24race Mello Yello Series, Kalitta owns a 1009-940 points lead over defending world champion Antron Brown for first place. He not only leads the division in wins this season with three, but also has the most semifinal or better showings with nine.

And based on how his year has been going, Kalitta should be optimistic that he’ll enjoy more success at this weekend’s K&N Filters Route 66 NHRA Nationals at Route 66 Raceway.

Kalitta won titles at the track in 2006, 2004 and 2002 and won poles in 2014, 2003 and 1999. Two weeks ago at Norwalk, Ohio, he qualified first and set a track record, but was eliminated in the semifinals by Kalitta Motorsports teammate J.R. Todd.

After finishing second to Steve Torrence in the season opener at Pomona, California, Kaliita put together an impressive streak when he won consecutive events at Houston, Atlanta and Topeka, Kansas. He avenged his earlier finals loss to Torrence at Houston and then beat Todd in the finals at Atlanta and Brown for the title at Topeka.

“Chicago is a great place to kick off the second half of the NHRA season,” Kalitta said. “I have had some success at Route 66 in the past, but it has been awhile. I would love to be able to start the last 12 races with a win in my Mac Tools/Red Line Oil Toyota in Chicago and make a strong run into the Countdown for the Championship.”

Brown, who ranks just behind Kalitta with 40 career Top Fuel victories and has won two world titles in four years, is enjoying another successful campaign for Don Schumacher Racing.

He beat Troy Buff for the title at Las Vegas and also defeated Torrence in the finals at Epping, New Hampshire in addition to second-place finishes to Brittany Force at Charlotte,

Torrence has won two titles and placed second twice to give him 846 points, which ranks third in the division. Beside his win over Kalitta at Pomona, he defeated Schumacher in the Englishtown, New Jersey finals.

He also has finished second to both Kalitta and Brown.

Brittany Force is in fourth place with 832 points. She beat Terry McMillen in the Gainesville, Florida finals, and won over Brown at Charlotte while placing second to Leah Pritchett at Phoenix.

Schumacher, the eight-time Top Fuel world champion who leads the division with 80 wins and 140 finals, has not won any events midway through the schedule. The five-time winner and defending champion at Route 66 Raceway took second to Torrence at Englishtown in race 10 and was the runner-up to Shawn Langdon in the next event at Bristol-Tennessee.

Two weeks ago, Langdon won his second straight race and defeated Todd in the finals at Norwalk. Langdon ranks sixth in points with 711 while Todd is seventh with 645 points.

Clay Millican (572), Richie Crampton (570) and Pritchett (463) round out the top 10 in Top Fuel.

Capps enjoying special year for Funny Cars

cherron@shawmedia.com As the NHRA continues its 50th anniversary celebration of the Funny Car at this weekend’s K&N Filters Route 66 NHRA Nationals at Route 66 Raceway, Ron Capps can proudly claim he has been an integral part of that division’s history during the past 20 years.

After getting his start in the division under Hall of Fame driver and owner Don ‘The Snake’ Prudhomme, who will be honored this weekend, Capps ranks second in wins (48) and finals appearances (93) behind another legend, John Force, the sport’s all-time leader in wins (143), finals (242) and world titles (16).

And although he often has been in the hunt for the championship, he’s settled for second four times, in 1998, 2000, 2005 and 2012, including twice by less than 10 points to teammates Gary Scelzi and Jack Beckman.

Although only halfway through the 24-event Mello Yello Series schedule, Capps is enjoying a banner year for Don Schumacher Racing. He won the opening race at Pomona and then took second to place Robert Hight at Gainesville.

But he really has picked things up in the past four races, beating Tommy Johnson Jr. at Epping, New Hampshire and Beckman at Englishtown before defeating Courtney Force in the last race at Norwalk, Ohio. Those recent efforts have helped Capps claim a 966836 lead for first place over Courtney Force, who claimed her lone win over Tim Wilkerson at Houston. Beckman ranks third with 823 points, thanks to second-place showings at Atlanta, Topeka, Kansas and Englishtown.

Defending world champion Del Worsham, who last year became only the the third NHRA driver to win Top Fuel and Funny Car titles, ranks fourth with 762 points after finishing in second place to Capps in the opener and to Alexis De Joria at Las Vegas.

Wilkerson, a Springfield native, is the only other driver with two wins this season. He beat John Force at Phoenix and Cruz Pedregon at Charlotte, North Carolina. Wilkerson leads Hight, 723-722, for seventh place, while John Force (668) and De Joria (640) round out Funny Car’s top-10.

Schumacher is fifth in Top Fuel, 280 points in arrears of leader Doug Kalitta. Everyone ahead of him has won at least twice.

“You’re seeing the most dynamic races in (Top Fuel) history,” Schumacher added. “You see winning by 0.004 seconds? Two different drivers, different decisions, manufacturers, crew chiefs, and you win by a tie. That’s like Pro Stock. Any given day, there are

five, six, seven cars that can win.”

That’s not parity so much as pure competition. The NHRA has done little tweaking of the rules over the years compared to other racing bodies. Instead, development of engines, clutches and other parts, plus a crop of seasoned drivers, has made for close racing.

“We’re P.T. Barnum at 300 mph,” Force crowed.

He’s not far off. More like 325 mph on a good night.

It’s a nice story, the local guy finally coming home, but it comes with a healthy helping of wistfulness: Why, oh why, couldn’t this have happened six years ago?

The cosmic answer is that things happen for a reason, the reason being these are the Bulls.

Dwyane Wade, born on Chicago’s South Side, is a Bull now. It feels good and right and a lot late. The team gets a future Hall of Famer who turns 35 in January. They don’t get a veteran free agent at the height of his career. I know: What a surprise.

Wade found his second wind last season for the Heat. The freshest memory for the teams that pursued him is how well he performed in the playoffs, when he averaged 21.4 points and led the Heat to Game 7 of an Eastern Conference semifinal. I can’t forget the Wade of the previous five seasons, the one who always seemed to be hobbling on two rickety legs. That Wade never seems far away. That Wade always seems to need games off. What they’ve done this offseason has the feel of a team trying to make points with its fans by signing “name’ ” players, when it should be starting from scratch. The question, of course, is whether you would have trusted vice president John Paxson and general manager Gar Forman to be in charge of a rebuild.

Rondo says don’t judge him just yet

The second-year Bulls coach won’t be able to avoid that.

But it was nice for Rajon Rondo to insist it won’t be because of him.

Meeting with the Rajon Rondo media Thursday for the first time since signing a two-year, $28 million deal with a mutual option in Year 2, Rondo talked about his volatile history with coaches, referees, teammates and even soon-to-be new teammate Dwyane Wade, and did his best to ease the minds of critics who felt he was a powder keg waiting for a spark.

“A lot is perception,” Rondo said of his reputation. “Not to knock or any-

thing, you make the bed, you lay in it.

As you get to know me and you’ll get to know me a little bit more and Coach Hoiberg will get to know me, we’ll see from there. I think I have a clean slate here, and these guys are looking forward, and I’m just as thrilled to be here.

“You can consider me stubborn, but I think I’m really intelligent. I don’t BS around. I put a lot of work in, I watch film, I study. People may knock it, but I think it’s what makes me great. I talk to a lot of older players and players I have respect for, and they don’t consider it a knock. I talk to older coaches as well.

These guys will get to know me. Like I said, people have always doubted me, and this is Day 1. We’ll see.”

What can’t be doubted is Rondo’s fire.

And that’s just why he might be the perfect fit for a Bulls squad that was marshmallow soft far too often last season.

Whether it was the behind-the-scenes

battle of egos going on between Jimmy Butler and Joakim Noah/Derrick Rose, or the fact that players were mistaking Hoiberg’s kindness as weakness, the result was a trip to the draft lottery and a front office that wanted an identity change.

Trading Rose, as well as letting Noah and Pau Gasol walk in free agency was step one, while inking Rondo one season after he led the NBA in assists was step two.

After Mike Dunleavy and Jose Calderon pass their physicals Friday to go to Cleveland and to the Los Angeles Lakers, respectively, the Bulls can announce the two-year, $47.5 million Wade signing.

Although that didn’t slow Wade from doing it, both in a letter to Miami – his former organization for the past 13 years – as well as on “Live with Kelly” Thursday morning, where he was the guest co-host.

“It’s still surreal, and I’m still numb,” Wade said. “You get a week to decide what you’re going to do and I had no sleep. I lost probably 5 or 10 pounds just not being able to eat.”

Bulls general manager Gar Forman is hoping he isn’t about to start losing sleep, especially with the roster he’s assembling on the fly.

“One of the goals will be to have a group that works together more so than a year ago,” Forman said. “I think it was splintered in some ways. I think we’ve added some guys who will continue to help us in that direction.”

Forman also didn’t seem concerned with Rondo’s history.

“We were very honest and transparent, as was he, in our conversations as far as how he would fit in this team and how he would fit in the culture we’ve created here,” Forman said of Rondo.

“We thought the dialogue was really, really positive.”

Mirim Lee ties a record with 8-under

The Associated Press SAN MARTIN, Calif. – When Mirim Lee walked off the course after her record-tying round, she described her day with words usually not heard when talking about the U.S. Women’s Open.

“So today’s round was easy day – easy round, yeah,” Lee said.

She sure made it look that way when she became the fifth golfer to shoot a round of 8-under par at the U.S. Women’s Open on Thursday, making 10 birdies on the way to a 64 to take the early lead at CordeValle.

With the greens not quite as firm as they likely will be later in the week and the wind not playing a major factor, there were low scores to be had throughout the field – at least for the opening morning of the tournament.

“I definitely expect it to change,” said Christie Kerr, who was three shots behind Lee in a tie for second. “I don’t think the USGA likes when we shoot 8-under on their golf course. You have to expect it to change, and if it doesn’t, then you’ll have opportunities to score.”

Lee is the first woman to shoot that much below par at the U.S. Open since Lorie Kane and Becky Iverson did it in the second round in 1999 at Old Waverly in Mississippi. The lowest total score in

a round in U.S. Open history is a 63 by Helen Alfredsson in 1994 at the par-71 Indianwood in Michigan.

Lee capped her record day with a birdie from about 8 feet on her final hole at the par-5 ninth to take a three-shot lead over fellow South Korean Minjee Lee and Kerr after the morning groupings.

“The course is perfect now,” Mirim Lee said. “Greens are really fast.”

Kelly Tan, Brittany Lang and Anna Nordqvist all were four shots back at 4-under, while six other golfers finished the morning round at 2 under, including Americans Christina Kim and Lizette Salas.

So Yeon Ryu, the 2011 U.S. Open winner, shot a triple-bogey eight on her final hole at the ninth to fall from 4 under to 1 under.

Defending champion In Gee Chun, followed by about a dozen members of the Flying Dumbo fan club wearing shirts that Chun designed, hit back-toback bogeys on the front nine and finished 1 over. Chun is seeking to become the eighth player to repeat as U.S. Open champion and first since Karrie Webb did it 15 years ago.

The marquee pairing featuring the top two players in the world in Lydia Ko and Brooke Henderson and fourthranked Lexi Thompson teed off in the afternoon.

According to a news release from Grammy.org, 290 music teachers from 264 cities in 41 states are quarterfinalists for the Music Educator Award presented by The Recording Academy and the Grammy Foundation.

The award recognizes educators who have made significant contributions in the music education field.

A number of quarterfinalists are from Illinois. Locally, these include Cameron Kotovsky from Coal City High School, and Joe Renardo from Indian Trail Middle School in Frankfort.

The recipient will be honored during Grammy Week 2017.

CHANNAHON – Janet Jones teaches, directs, plays and advocates for music – all kinds of music.

Mostly Jones – a quarterfinalist for the Music Educator Award presented by The Recording Academy and the Grammy Foundation – teaches.

“I think music teaches everybody to be kinder, to be more well-rounded, more of aware of the world and how we perceive things, how we work through our daily lives – conflicts, problems, sadness,” Jones said. “I think music just makes people very happy. It’s always made me happy.”

Jones said she knew by age 7 she wanted to teach. When Jones began teaching music in 1988 at Kirby School District 140 in Tinley Park, she was supplied with a a record player, “a couple of rhythm sticks,” and “a few other instruments,” such as an xylophone.

The children far outnumbered the equipment.

So Jones asked the district to purchase more instruments – and still more. Eventually Jones’ students were performing concerts and hosting drumming circles.

Jones’ musical cache now includes adaptive instruments for students with special needs – including students who are hearing impaired – and instruments from all over the globe.

“Children enjoy music so much when when it’s hands-on, when they get to play instruments, when they get to sing,” Jones said. “Music is not

listening to someone talk about what music is.”

Jones grades students on enthusiasm and “a certain amount of proficiency,” as most children can at least play percussion. On three occasions, Jones has taken students to the state capitol to advocate for music education funding. All-school involvement isn’t limited to concerts.

“We had a conducting contest where children learned how to conduct basic patterns,” Jones said. “We had a student winner and a teacher winner. They got to conduct the choir. We have a children’s choir that performs as well.”

The month of March this year was dedicated to music. Jones put 100 music facts around the school building for people to read. She hosted “Name that Tune” contests. She put instruments in the hallway for people to explore.

In addition to teaching music, Jones is the minister of music for the Plainfield Congregational Church United Church of Christ. Jones conducts the adult and children’s choir, chancel band and the contemporary group, Inspiration.

The Rev. Thom Parrott-Sheffer, the church’s pastor, said Jones is the “consummate professional” and praised Jones’ abilities and dedication.

He’s worked with her and under her direction.

“I play with her in the band,” Parrott-Sheffer said, “and I sing with her in the choir.”

Jones is also a member of the 27-year-old classic rock band UnionJack, where she sings and plays keyboards and percussion. Aside from the band, Jones is also a flutist.

According information supplied by Jones, her accomplishments include: • 1982 – Bachelor of Science in music education, University of Illinois • 1984 – Master of Music in piano performance, University of Illinois. Also a Master of Music in performance in piano/ piano pedagogy/voice.

• 1988 – Taught at Yamaha Music Education School, Sioux Falls, South Dakota * 1988 – Hired as a music teacher in Kirby School District 140 in Tinley Park. Presented and demonstrated the evolutionary Yamaha Clavinova to the district, which led to the purchase on new digital keyboards for each music classroom.

• 2002 – Awarded a certificate from former Superintendent Gary Peck for “Distinguished Achievement for our Veterans Day Celebration.”

• 2008 – One of 23 teachers and the only teacher in District 140 to apply for and be awarded a Promethean Board (interactive board) for the music students. Began as minister of music for Plainfield Congregational Church United Church of Christ.

• 2009, 2011 and 2013 – In May of each of those years, Jones and select music students represented District 140 at the State Capitol Building in Springfield for the ICE TECH conference. Students spoke to state senators and representatives about the importance of funding for music education and technology.

• 2009 – In December, choir students joined numerous public schools in Chicago for a combined “One Accord” choir. The performance was in conjunction with a topping off ceremony for the Ann & Robert H. Lurie Children’s Hospital of Chicago.

Three Rivers Soccer Club wins 3 team championships in tourney

MINOOKA – Three Rivers Soccer Club came away triumphant from the Wheaton Wings Spring Classic 2016 with three of the club’s teams winning tournament championships in their divisions.

The tournament, held May 20 to 22 in Wheaton, included more than 100 teams competing in 14 divisions. The Three Rivers U14 Girls, U12 Girls and U10 Orange teams all took home first-place honors.

The U14 Girls team, coached by Jeff Lundeen, includes Mia Alessio, Sydni Bortles, Breanna Ciemny, Megan Egizio, Aimee Hild, Hailey Hoge, Kelly Hutchinson, Jillian Janovyak, Sophie Leach, Laura Mascote, Kate McCarthy, Bailey Pubentz, Julia Rayola, Nina Riojas, Reagan Shea, Maria Spesia, Angel Thomas and Sierra Vidican.

The U12 Girls teams is coached by Debbie Rios and includes Elizabeth “Libby” Buss, Kathryn Cichon, Alexandra Cimino, Alexa Fitzgerald, Melody Hamerla, Chloe Johnson, Mackenzie Johnstone, Sarah Kehrer, Cayla Koranda, Cadence Lisula, Keagan Mele, Ciara Miller, Oliva Rayola and Monica Zavala.

Local students performed in Augustana symphony orchestra

The Augustana symphony orchestra performed a concert April 30 in Centennial Hall.

The orchestra was conducted by Daniel Culver as one of his final concerts before retirement after more than 40 years of service. The ensemble was joined by the following guests: Jenny Lind Vocal Ensemble, conductor Michael Zemek, soprano Sangeetha Rayapati and tenor Aaron Humble.

The poetry mentoring program wrapped up its inaugural run May 6.

Gruca and Hilson plan to continue the program next school year.

The 30 pairs of students connected via social media, texts or phone calls.

Hilson and Gruca provided initial ideas for the pairs to discuss.

PLAINFIELD – Plainfield North High School alumna Mary Pat Robey has been named a Golden Apple Scholar of Illinois.

Robey, who graduated May 14, was chosen from about 1,900 nominations received for the prestigious program designed to help future teachers.

She is the seventh DisMary Pat trict 202 student to be Robey chosen for this prestigious program.

The program provides tuition assistance to each scholar while they pursue an undergraduate education at a designated state university.

Golden Apple Scholars also participate in a series of four summer teaching institutes before they start student teaching. Golden Apple award-winning educators lead the summer institutes.

Robey will attend Illinois State University next year and double major in both vocal and instrumental music education.

She plans to teach both subjects after college. Robey has been selected for the honors program and will receive academic, vocal and horn scholarships.

She played French horn in band, and sang in numerous PNHS choirs. She has been named an Illinois State Scholar and is a Presidential Academic Award winner.

She was named to the Illinois Music Educators Association All-State Choir as a Senior and ILMEA All-State Future Music Educators Seminar as a junior.

The FDA recommended this procedure no longer be used in most women with fibroids.

If you do not want to be able to bear children, then you have other options: • Uterine artery embolization. During this minor procedure, small particles are injected into an artery that supplies the uterus. This blocks off the blood supply to the fibroids, which shrinks them and reduces the bleeding they cause. This treatment reduces the likelihood you will be able to bear children in the future, although you still may be able to do so.

• Endometrial ablation. This is a minor procedure that scars the lining of the uterus.

Since the lining is the source of much of the bleeding, the procedure decreases uterine bleeding. This usually is advised only for women who have completed childbearing, as pregnancy is less likely after an ablation.

Also, if you do get pregnant, complications during the pregnancy are more likely.

• Hysterectomy. This surgery removes the uterus along with the attached fibroids. It provides a permanent solution for fibroids in women who do not want children, or already have finished having them.

Talk to your primary care doctor about referring you to a gynecologist who can discuss the option that seems best for you.

Dear Dr. K: I have fibroids that cause heavy menstrual bleeding and painful cramping.

What are my treatment options?

Dear Reader: As I’ll explain shortly, the first question you need to ask yourself is whether you want to have children in the future. That’s because some of the most effective treatments for fibroids make becoming pregnant more difficult or impossible.

But first, let me explain what fibroids are. They are tumors that form in or on the uterus. They usually are benign – they don’t spread. They usually do not cause symptoms, but in some women they can cause heavy menstrual bleeding and painful cramps.

They also can increase the risk of miscarriage.

If you want to be able to bear children, you have several options available.

• Medical treatment. Birth control options that contain both estrogen and a progestin can help reduce extremely heavy bleeding.

They also help regulate menstrual periods.

Progestin-only therapies also can help reduce bleeding.

• Myomectomy. This surgical procedure removes fibroids while leaving the uterus in place. It often is used in women who still want to have children. Fibroids may be surgically removed through a variety of techniques. The best approach depends on the fibroids’ location. (I’ve put an illustration of different places fibroids might be located, in or on the uterus, on my website, www. askdoctork.com.)

A myomectomy sometimes can be performed with a laparoscope, which requires only a small incision. In recent years, some doctors performing a laparoscopic procedure used a technique called “morcellation.”

Instead of removing the fibroids in chunks, the technique minced them into small pieces, which then were removed. However, in

On a recent trip out of state, my husband became ill. The hotel we stayed in referred us to a nearby urgent care walk-in clinic.

Abby, what should people do if they become sick while traveling? – Traveling Medical Emergency Dear T.M.E.: It is always wise when you travel to bring along a list of any medications you’re taking and a copy of your medical records.

Medical records are online these days and can be emailed to you upon request. A lot of health insurance companies offer a 24-hour service to call for a referral to a physician in whatever locale you happen to be.

Physician assistants are standard in many areas of the country as long as they are supervised by a physician – and in your husband’s case, there should have been an M.D. on the premises. You, as the consumer, have a right to ask questions. It would not have been out of line to inquire about the certification of the person who was treating your husband, or to ask to see the supervising M.D. If the medical emergency is dire, take no chances and call 911. If someone is really sick (having chest pains, muscle weakness, trouble speaking), an emergency room is better than an urgent care because more expertise and testing are available onsite.

It is always awkward to use the word “husband” when I’m referring to or asked about my spouse, because heterosexuals seem to think if I have a “husband,” then that makes me a “wife.”

I have started using “husband” and not “partner” because we are legally married and have been together for 18 years. Lesbians seem to have no trouble using “wife” when referring to each other. Why then does there seem to be a problem with male couples using “husband and husband” without it seeming awkward for heterosexuals? (“Partner” may be appropriate, but in my opinion, it does not accurately describe your status as a married person.) People might be jolted to hear married male couples refer to each other as husband because same-sex marriage is still new in many areas of the country.

I think you should use the word “husband” and be confident in doing so. The more you do, the greater the opportunity for the larger population to become accustomed to hearing it used.
