Joliet approves development agreement for old Crabigale’s site

bokon@shawmedia.com JOLIET – The third time may be the charm for the onetime Crabigale’s comedy club that again is going into the hands of a private developer.

The City Council on Tuesday approved a development agreement with Jason Snorek, a restaurant and residential developer who is part owner of The Vault Cafe and Bar in Lemont.

Snorek is the third developer with a plan for the city-owned building at 1 E. Cass St. that once was home to the Crabigale’s comedy club and also is known as the Loughran Building.

Snorek represents Leaf Capital Investments, which is buying the building for $300,000. The city, which owns the building, will provide renovation credits that match the purchase price, so Leaf Capital will not pay the city anything if it spends at

erage taxes in exchange for additional renovation expenses.

Snorek is required to preserve the building facade, retain stained glass in the building, and restore the entryway at the corner of Cass and Chicago streets.

The restaurant must be open and operating within 12 months of the closing on the sale, and Snorek must present full financing for the project before the closing.

In other business, the City Council approved:

• liquor licenses for beer and wine at the Starbucks at 1536 Route 59 and for the Wingstop restaurant at 2410 W. Jefferson St; • the appointment of Diane M. Harris to fill a vacancy on the Joliet Public Library board; • the annexation of 7.6 acres with zoning for light industrial use at the southeast corner of Briggs and Rosalind streets.

Joliet Township High School District 204 board approves student testing recommendation

fsarver@shawmedia.com JOLIET – Joliet Township High School District 204 will continue with its current student testing system but will eventually switch to a new one for the 2017-18 school year.

At Tuesday’s board meeting, the Board of Education approved a recommendation from the administration to continue with American College Testing’s Education Planning and Assessment System (EPAS) for the 2016-17 school year.

The estimated cost to the district is about $87,000, which is lower than the estimated $112,250 the district would pay if it switched to the College Board’s SAT suite.

Although, district officials recommended creating a transition plan for the SAT suite the following school year.

City Manager Jim Hock noted at the Monday workshop meeting of the council that the same deal was offered to the last prospective developer interested in the building.

The owner of the Lockdown Bar and Grill, a prison-themed night spot in Chicago, had proposed a second location at the Joliet building but later gave up the plan.

The city acquired the 1890 building in 2001 and sold it at a nominal price to encourage downtown development. The building was sold to an entrepreneur who opened the Crabigale’s comedy club. But when Crabigale’s closed, the city regained ownership.

Hock said the plan now is to open a restaurant on the first floor, put a banquet facility on the second floor, and build eight apartments on the second and third floors.

Among the reasons for keeping with EPAS testing – as stated in Guseman’s presentation – were that the ACT has been the established college assessment in the Midwest region for a decade, funding through the state is not guaranteed, EPAS data can still be used to monitor academic progress, and district officials can develop a plan to transition to SAT.

In the Career Preparation course, students will explore a career pathway of their choice by developing an individual career plan.

The board also approved the addition of three courses – Principles of Emergency Services, Introduction to Fire Prevention and First Responder – for students pursuing a career in fire science for the 2017-18 school year.

The courses will be available for 12 students and taught at Joliet Junior College.

Students will earn 12 JJC credits and two District 204 credits.

District officials stated in a board memo JJC is working to secure funding for this program and if it is not secured, students would have the option to pay about $1,500 in tuition for all three courses.

Residents, taxing bodies still recovering 1 year after EF3 tornado struck Coal City

hlitchfield@shawmedia.com COAL CITY – A birthday is a pretty big deal to a 5-year-old.

And so it was June 22, 2015, when Zoe Pokracki turned 5 and celebrated in the Coal City home where she lives with her aunt and uncle, Cheryl and Ric Druse, along with their four children.

She had a “Frozen”-themed cookie cake and unwrapped a nightgown with a “Frozen” motif. After the festivities, Zoe got ready for bed, wearing her new nightgown and happy after a day that celebrated her.

And then the siren sounded.

The family took shelter in the crawl space under their house. Before long an EF3 tornado tore through their home, cracking the two-story module home in two.

The tornado brought with it 160 mph winds and was the most powerful to hit the region since the August 1990 tornado in Plainfield, according to the National Weather Service.

It was on the ground for at least 16½ miles with a peak width of threefourths of a mile. It swept through portions of Coal City, Carbon Hill and Braidwood before ending its path of destruction on Berta Road.

Cheryl said the night is one she will never forget. One of the birthday girl’s cherished presents was ruined.

“She was in the ‘Frozen’ nightgown when the tornado hit and she was upset it was getting wet,” Cheryl said.

As the family got into the crawl space, Cheryl said she realizes now perhaps she should have said, “I love you.”

But all she could think to do was tell them to cover their heads.

“We locked eyes on one another and I said, ‘Close your eyes and cover your head,’ ” she said. “I think it was Tom Skilling who said people don’t die from tornadoes, they die from debris.”

After what she describes as the “unnatural crunching of wood” stopped, she saw her son David’s foot was pinned under a concrete block.

Everyone else was led out, up and over the wall as they worked to free David.

to pry it off his foot,’ and there was a piece of wood,” she said. “When that didn’t work, I thought, ‘I need a spoon to dig the dirt away.’ And I looked over and there was a spoon. Our kitchen island dropped to the crawl space next to us.”

The family moved home Memorial Day weekend after spending the better part of a year in a rental in Morris. The journey isn’t over yet, as they continue to replace furniture and personal items. The tags still are on their dining room set, and in the corner, the family computer sits on a makeshift desk created from a folding card table.

$6.3 million debt

The Druse family isn’t the only one still recovering. There are about 40 displaced households still renting while their homes are rebuilt, Village Administrator Matt Fritz said. An es-

timated 70 families have been designated as “displaced never to return.”

Fritz said he knows of six households still battling insurance companies to get their homes rebuilt. Of the 884 properties damaged in Coal City, he estimated about 90 percent have been restored to livable conditions.

“But that belittles the total number of people who have had to give up and take what the insurance offered,” Fritz said.

Sara Smith and her two daughters are one of those families.

After fighting her insurance company, State Farm, Smith finally received an agreement from it in October to tear down the home, which was demolished in December.

“We were approved for the teardown amount, and I thought it would be smooth sailing from there. We started working on a floor plan with the contractor,” Smith said.

It has been anything but easy. The family still is waiting for approval from their insurance company. Smith has hired a lawyer and filed a lawsuit Tuesday, as after interactions with 24 employees at her insurance company she still doesn’t have any answers – or a home to call her own – a year after the winds destroyed her house.

“They are disagreeing about what the coverage should be,” she said.

She said her local agent is saying one thing, and the claim office is saying something different. She said while she paid to have replacement value insurance on the property, she found out quickly she was underinsured.

“Due to our customer privacy policy, we are not able to discuss the specifics of any particular claim or customer’s policy information,” Missy Dundov, State Farm spokeswoman for Illinois and Indiana, stated in an email. “What I can tell you is that almost all of the claims pertaining to the Coal City tornado have been settled and closed. As an organization, we take pride in our customer service. We are committed to paying what we owe, promptly, courteously, and efficiently.”

Smith has decided not to move forward with the build, as she doesn’t know what her portion of the expense would be.

The village has seen unexpected expenses, too. Coal City’s immediate response to the tornado cost $1.3 million, Fritz said. The money, among other things, allowed the village to hire temporary staff for day-to-day operations. It also covered vendor payments for services such as debris collection.

In total, the village will spend about $1.5 million in infrastructure replacement. For example, the Coal Field subdivision was hit so hard, Fritz said, some roads will be replaced. Other streets and parkways in the village will be improved, too.

Coal City issued additional bonds because state and federal governments did not provide financial assistance. The village refinanced $4.85 million in bonds and took out an additional $3 million in bonds that ultimately will cost taxpayers $6.3 mil-

“To put the $6.3 million in perspective,” Fritz said, “our annual operational budget is only about $5 million.”

And work remains to be done: The Coal City Fire Protection District Station 2 was damaged to the tune of $1.3 million.

Lt. Nick Doerfler, the district’s public information officer, said repair work is done daily to get the station back to normal. In the meantime, district personnel have been a bit crowded in Station 1.

“Station 1 is bigger than Station 2, and it still fits all of our equipment,” Doerfler said. “But it’s not designed for the amount of people in it.”

Doerfler said the district is unsure when it will be back in Station 2, but that spirits are still high.

Nearly $800,000 in donations

Amid the destruction and chaos, the community came together to fund relief for affected residents. The Community Foundation of Grundy Coun-

ty has disbursed more than $794,287 via a relief fund monitored by the foundation’s Long-Term Relief Committee, foundation program coordinator Devan Gagliardo said.

“The money has come from organizations such as Operation St. Nick, Catholic Charities, We Care of Grundy County, local businesses and more,” said Gagliardo, a Coal City resident who was out of her home for seven months.

In April, the foundation concluded its final assistance application period. This is the last of the monetary assistance that will be provided from the relief fund, Gagliardo said.

“We did end up getting 86 applications for ‘unmet need’ funding,” she said. “A good amount still had issues with their homes. Others had yard work that needs to be done. The ones who were approved should have received checks this month.”

Healing continues

Once the damage was known, the first objective of the Board of Education for Coal City District 1 was to re-

move visual reminders of the tornado, Superintendent Kent Bugg said.

Buildings were fully operational when school started in August. Athletic teams did not miss a home game.

To get to that point, insurance covered $1.27 million in repairs to buildings, property in the open and personal property damaged or lost.

The district spent an additional $135,807.96 on repairs and replacements not covered by insurance. It received donations and relief funds from the state’s Regional Offices of Education in the amount of $50,000 and $10,000, respectively.

Although cosmetic replacements were made, district employees, students and families worked through emotional and logistical issues all year. And it appears they will continue to do so for a second school year.

For the 2015-16 academic year, more than 90 Coal City students were spread across 13 communities outside of Coal City. But they still attended Coal City schools, Bugg said.

“We worked cooperatively with families and school districts to get the kids here,” Bugg said.

One such student lived in Kankakee. Under the The McKinney-Vento Homeless Assistance Act, District 1 paid busing mileage costs to get the student to school. There also were 13 students living in Morris. The district worked with Saratoga District 60C to arrange transportation for them.

“I think we’ll still have a few kids bused in this year from outside the district,” Bugg said.

The tornado was so troubling to some students that school counselors provided guidance when the threat of severe storms returned. Dark clouds and emergency siren tests at 10 a.m. the first Tuesday of every month scared students, Bugg said. Counselors knew to be prepared when severe weather was in the forecast.

“I anticipate that for many years to come our Student Services Department will have to be proactive with severe weather,” Bugg said. “It’s traumatized some of our kids.”

Cheryl said her children and niece have experienced ups and downs, as well.

The three children who attend college decided for the 2015-16 school year to go to Olivet Nazarene University in Bourbonnais, where only one was previously enrolled, so they wouldn’t be far from home.

But like many local families affected by the tornado, the Druses look for positives. As the one-year anniversary approached, they still were getting settled and personalizing their new two-story home.

And, of course, there is a birthday party to plan for Zoe.

Joliet mayor, council mull over future Rialto funding

bokon@shawmedia.com JOLIET – The Joliet City Council this week discussed the prospects of future funding of the Rialto Square Theatre without giving any clear indication whether the theater can expect more money.

The city has stopped sending money to the Rialto, including $22,000 remaining from the $600,000 budgeted for the theater this year.

Mayor Bob O’Dekirk and some council members have said they are unwilling to fund the Rialto in future years without a better understanding of the theater’s finances and operations.

O’Dekirk opened a discussion on the Rialto at the council’s Monday workshop meeting, saying he was encouraged that the theater was pursuing third-party management.

O’Dekirk said outside management could bring in more shows, boosting the Rialto’s impact on down-

town business.

“I think if this was done, the City Council would be 100 percent behind that initiative,” O’Dekirk said. “Some of the controversy on the council would probably go away.”

The city provides the Rialto Square Theater $600,000 in annual funding. But recent stand-offs between city and theater officials have left in doubt whether Joliet will resume funding in future years.

O’Dekirk raised the possibility of a city-run financial audit of the theater, saying he discussed the matter with Rialto board Chairman Dan Vera.

“I am happy to say that Mr. Vera will be open to some kind of financial investigation or financial audit by the city,” he said.

Vera could not immediately be reached Tuesday afternoon for comment.

However, some council members have opposed spending city money on a financial review of the theater.

Councilman Michael Turk said he would like to hear from Werner Rogers, Doran & Ruzon, the firm that the Rialto hires to do an annual audit.

“They’ve been doing the audit for some years,” Turk said. “I’d like to see them come in and give a report.”

After a patch of rough weather Monday, Will and Grundy counties may see severe conditions – including tornadoes and hail – Wednesday.

“We’re definitely concerned about it,” said Ricky Castro, a meteorologist with the National Weather Service in Romeoville.

Strong storms with potential for rain, wind gusts, hail and flooding are possible in the morning, but the greatest concern for residents should be the late afternoon and early evening, Castro said, when there is a chance of tornadoes, large hail, damaging winds, rain and localized flash flooding.

Rising humidity throughout the day could increase the possibility of severe weather, for which Will and Grundy counties are at moderate risk, Castro said.

Castro urged residents to stay informed about conditions using various devices, such as battery and weather radios, smartphones and TVs, and to be prepared to monitor the weather even if power is lost.

Plainfield toddler drowns in Homer Glen pool

bstanley@shawmedia.com HOMER GLEN – A family gathering turned into tragedy Sunday when a 17-month old Plainfield boy drowned in a swimming pool.

David Garcia Jr. had been at a Father’s Day party held in the 14000 block of Erin Court of Homer Glen, Will County Sheriff’s Deputy Chief Tom Budde said.

“The family all went inside and briefly lost track of the boy for a minute or two. His mother came out to find him in the pool on top of the par-

tially submerged solar cover,” Budde said.

Northwest Homer Fire paramedics and sheriff’s police were called to the house at 7:26 p.m.

Budde said the mother performed CPR until paramedics arrived and the toddler was taken to Silver Cross Hospital in New Lenox. The Will County Coroner’s office said David was pronounced dead at 8:15 p.m. An autopsy performed Monday confirmed that drowning was the cause of death.

Budde said the incident remains under investigation, but no charges were expected.

LOCAL BRIEF Fire damages Joliet Township home

Fire damaged a house Tuesday afternoon in Joliet Township.

East Joliet Fire Chief Robert Scholtes said crews were called at 1:34 p.m. to a single-story residence in the 200 block of Southeast Circle Drive and were able to get the fire under control within five minutes.

“We had to get the power shut off because it was arcing on us and causing more fire, but the damage was contained to the rear of the house,” Scholtes said.

One man was home at the time but was able to escape without injury.

Scholtes said the fire was not suspicious and appeared to be electrical.

bstanley@shawmedia.com JOLIET – A Crest Hill man convicted of possessing child pornography will require further sex offender evaluations.

Andrew J. Castro, 28, is undergoing “rather extensive tests” that will have to be reviewed before being used in his sentencing report, Will County Assistant Public Defender Timothy Specht told Judge Sarah Jones on Tuesday.

In January, Jones convicted Castro of downloading child pornography. Castro and his brother, Levi, were arrested in December 2014 after an online investigation. Levi Castro pleaded guilty and was sentenced to three years of probation and will have to register as a sex offender for life.

Andrew Castro will also have to register as a sex offender for life, but the evaluations could determine the kind of probation he receives. Castro, who has no prior criminal record, also faces up to seven years in prison.

Prosecutors want a second mental health expert to interview a Bolingbrook woman charged with murdering her husband.

A psychologist found Michele A. Evans, 51, “was suffering from ‘battered-woman syndrome’ when she fatally stabbed David Evans on April 16, 2015, according to court filings. Detectives believe Michele Evans stabbed her husband twice in the chest with a kitchen knife after a disagreement.

Prosecutors asked earlier this month to have Evans examined by a psychiatrist.

“We’re awaiting the state expert’s opinion and then there may be a resolution in the case [before trial],” defense attorney Joel Brodsky told Judge Dave Carlson on Tuesday.

Will County Assistant State’s Attorney Chris Koch told Carlson subpoenas for Michele Evans’ and David Evans’ military records haven’t been fulfilled. Another pretrial hearing was scheduled for August.

NEW LENOX – A finance director will be joining Lincoln-Way District 210 and the interim business manager hired last year will continue working for the district. Superintendent Scott Tingley said Tuesday that Kelly Luzzo will be the new finance director, handling daily financial management and other matters for the district.

Luzzo, who currently is the finance director for District 230 in Orland Park, has signed on for a three-year contract with a salary of $122,000 that also includes Illinois Municipal Retirement Fund contributions.

Luzzo is the wife of Martin Luzzo, a former associate principal at Lincoln-Way North who will in the fall be an associate principal at West.

District officials are transitioning from operating four to three high schools with the closing of North to reduce budget deficits that landed the district on the state financial watch list.

The controversial decision has been met with outrage from residents, in-

cluding a lawsuit that was dismissed this month by a Will County judge after an almost six-month legal fight.

Tingley said the director of finance is needed to help stabilize accounting procedures – an area in need of improvement – as well as to assist with a new operating system for the district called Skyward.

Steve Langert, interim business manager, will continue in his role, in addition to continuing as district treasurer, Tingley said. In July, there will be an announcement on how to address district business manager needs for the upcoming fiscal year, he said.

Langert was hired in September as an interim business manager for 100 days of service to work in the district’s business office reviewing daily operations and program spending.

Tingley said the position of assistant superintendent of business – occupied

by Ronald Sawin before he retired in April – will not be filled this fiscal year.

In April, board members stated that they collected applications for an assistant superintendent of business for a start date of July 1.

Plainfield board narrowly Third party considered to handle Will County projects approves landscaping contract

mmallory@shawmedia.com JOLIET – Will County officials dug deeper Tuesday morning into the construction budget and timeline for the new Will County Sheriff’s facility.

Based on current estimates, the building is expected to be 65,000 square feet and cost about $32 million.

But in order to make the facility operational by its target of March 2018, construction will have to begin mid-September. Representatives from Leopardo Companies Inc. presented at a meeting Tuesday to the County Board’s Capital Improvements Committee a draft timeline for the project.

Committee Chairwoman Ragan Freitag, R-Wilmington, and Vice Chairman Mike Fricilone, R-Homer Glen, asked the board to consider the possibility of hiring what is referred to in the property development world as an “owner’s representative” for both the sheriff’s facility and the new county courthouse.

Committee leaders said ideally the person or people would report to both Dave Tkac of the County Executive’s Office, who devotes much of his time to both projects, and the County Board.

The position or positions would go away when the projects are complete and the salary would be included in the budgets for each project.

Committee member Donald Moran, D-Romeoville, who has three decades of experience in the sheet metal industry, said Tkac already functions as an owner’s representative and that he trusts Leopardo Construction to keep everything running smoothly.

“If [the owner’s representative] gets up to 50 or 60 hours a week, we’re talking big money,” Moran said in the meeting. “I think it’s a big leap.”

The committee decided to have a request for quotation drafted to see what kind of people, or firms, are interested in the job and for how much money.

No vote was required. Tkac estimated it could cost $150 to $200 an hour if the county hires a firm.

Committee member Ray Tuminello, R-New Lenox, said hiring an owner’s representative to help guide the project could be a worthwhile expense if it’s for the right price.

“I think we’re taking the right path,” Tuminello said. “If it’s $200,000 or $300,000, it’s worth it. But if it’s $800,000, maybe it’s not feasible.”

mmallory@shawmedia.com PLAINFIELD – The Plainfield Village Board voted Monday to move forward on work to improve village entrances.

The board approved, 4-3, a contract with Upland Design to provide image and landscape design services at a cost of $24,540 for work on entryways to the village, in particular the intersections of Renwick Road and Route 30 and Route 126 and Route 59.

Those who voted no wished to see a bid process held for the contract.

Trustee Brian Wojowski said in a video of the meeting posted on the village’s YouTube channel he’d like to see some community involvement, particularly with young people, in the design phase.

“I think our goal is to keep people here in Plainfield, not have them grow up and move out,” he said in the video.

“When they invest in the community it’s good for everybody.”

the project in the right direction.

The firm has spent the past eight months developing design standards for 41 blocks in downtown Naperville.

Similar to that project, Kelly said in the video, this one will involve people from the community to identify themes.

“We started with images and words, and tried to understand what stakeholders wanted to see in downtown Naperville,” Kelly said in the video. “Every community feels different, so we’re able to get input and make real design guidelines that meet what they see as appropriate.”

The board also approved an annexation agreement for property owned

by Robert and Susan Elgar at the southeast corner of Naperville-Plainfield Road and 135th Street. The village’s Plan Commission supported the annexation at a public hearing last month, Plainfield Director of Planning Jonathan Prouix said in the video.

The Elgars have been living in the home about 10 years, but plan to demolish it and rebuild in the same spot.

The agreement will allow the new home, which will be about 4 feet wider than the old one, to connect to the village’s water and sewer.

Shaw Media correspondent CHANNAHON – Channahon administrators intend to go before local taxing bodies again this summer to ask for support for property tax considerations for another development that has expressed interest in building in the village.

Last year, the local park, fire protection, library and school districts participated in an intergovernmental agreement with the village to forgo a portion of the property taxes generated from the 2 million-square-foot Industrial Developments International industrial/logistics center planned at the northeast corner of Interstate 55 and Bluff Road.

Now the village could seek another intergovernmental agreement from the taxing bodies to finance public improvements for development of about 300 acres just north of the IDI development. The agreement proposal is still being drafted by village staff.

Hillwood Investment Properties is proposing to construct about 4.3 million square feet of warehouse and distribution facilities on property located

south of Route 6 and east of Interstate 55 on what’s known as the Lewis/Marine property.

The project could also include approximately $13 million worth of improvement costs, $5 million of which would be off-site public infrastructure improvements, including the extension of a water main east across the interstate to Amoco Road, reconstruction of the southeast frontage road and reconstruction of a portion of Amoco Road.

The terms of the intergovernmental agreement would be similar to those in the IDI agreement – but this time, the developer would front expenditures for the off-site public improvements.

Village President Missey Moorman Schumacher said after the meeting that the development would be on the east side of I-55 so those going to the site can get on and off without coming through town and disrupting residents.

Although the IDI and Hillwood developments sound similar, Schumacher said the financing is different.

“With IDI,” she said, “we issued the bonds, and the taxing bodies are helping us repay that bond issue. In the

Hillwood agreement, [the developer is] putting up the money for the public improvements. ... About $5 million of [the improvements] have been identified as public, which means they are not specific to Hillwood or just for their benefit. They are to benefit the community and other properties to make those developable.”

If an agreement is reached, Hillwood would do the improvements and taxing bodies would reimburse Hillwood $5 million, plus 5 percent interest, through property taxes generated by the development.

Village Administrator Tom Durkin said he plans to start attending meetings next week of the other taxing bodies, which include those that signed off on the IDI agreement, plus Troy Community School District 30-C. “It has been very well-received by the taxing bodies for the most part,” Schumacher said. “In the first [meeting] with IDI, we had 100 percent buyin. This one’s actually a little bit easier to swallow because with Hillwood taking the risk initially putting the money out there, we are less at risk as far as taxpayers go in repaying those bonds.”

LOCAL BRIEF Comcast outages affect parts of Joliet, Crest Hill and Shorewood

JOLIET – Joliet and neighboring communities were experiencing Comcast service outages Tuesday in certain areas. Comcast Greater Chicago Region spokesman Jack Segal said an electrical contracting company accidentally damaged Comcast’s fiber while working in northwest Joliet near the Crest Hill border, causing the outages.

The incident occurred about 2:15 p.m. and the service loss was affecting sections of Joliet, Crest Hill and Shorewood.

Crews were on the scene, and, as of about 7 p.m., they were assessing the damage, Segal said, but he was unable to estimate when service would be restored.

OBITUARIES JEAN A. HANSEN Jean A. Hansen, age 80, of Channahon and originally of Morris, passed away peacefully Saturday morning, June 18, 2016, at her home.

Born Oct. 22, 1935, in Joliet, Jean Ann was a daughter of the Aage Hans and Augusta Caroline (Thelin) Hansen. She was first generation born from parents who were naturalized U.S. citizens, emigrating from Denmark.

Jean was educated at St. Mary’s Academy in South Bend, and graduated from Morris Community High School with the Class of 1952. She continued her education at Washington University in St. Louis and completed her bachelor’s degree in nursing at Northwestern University in 1958.

After college, Jean worked with her brother, Frank, and was a licensed commercial pilot, multi-engine and instrument flight rules rated. For seven years, she flew regular airline service out of Chicago domestically and to Canada daily. Frank and Jean also provided air mail service, as well as, charter air service for well-known and celebrity clients.

It was in the mid-1960s that Jean transitioned from commercial flying and instruction to gaining employment with Dresden Nuclear Power Station, during the building of reactors one and two. Shortly thereafter in 1968, she took a position with the State of Illinois, Department of Employment Security, which she would then fulfill until her retirement. Jean was proud to have been hired as an intermittent emergency claims technician, and over the years work her way up through the Unemployment Insurance System to attain the position of region manager. Toward the end of her career, Jean returned to her local office, where she managed the IDES Joliet office until her retirement in 2007.

Jean was a civic leader and volunteer, who loved her community and dedicated over two decades to countless efforts. Her involvement included The Center for Economic Development - Will County Chamber

of Commerce (served as board member and chairman for the Management of the Joliet City Center); Grundy County Chamber of Commerce and Industry (served as board member and on the Education Council); Joliet Region Chamber of Commerce and Industry (served as chair of the ambassador Division, elected chairman of the board, chairman of the Educational Committee and vice president of major programming. She brought to the Chamber CEO the concept of Council of Working Women, which she later co-chaired. Jean completed 10 years on the board of directors and earned the Outstanding Small Business Award for her IDES Joliet office in 1998); ATHENA Foundation (worked to establish the local foundation, served on the board of directors, served as secretary of board, and was vice president of the Midwest Region); Three Rivers Manufacturing Association (chaired the Human Resources Division 1989 to 1996); Contractors Association for Will and Grundy Counties (was one of the founders of the Women in Construction and served on the scholarship committee); United Way of Will County (member of Allocation Committee); Salvation Army of Joliet/Will County (served as president and was a director on the advisory board, as well as involved with the strategic planning with the Chicago Advisory); Housing Foundation of Will County (served as vice president and was part of charter group along with Deane Gudac, U.S. Congressman George Sangmeister and Bishop Joseph Imesch to address the homeless and economically disadvantaged of the community); Kiwanis Club of Joliet (first woman to be selected as a member, served on board of directors; was secretary/treasurer for three years and acted as lieutenant governor for the 23rd and largest division in the state); United Cerebral Palsy of Will County (member of board of directors, served as president and chaired the Personnel Committee); Child Care Resource and Referral (chaired the Advisory Board, and assisted to develop the Agency as a NFP. Also served as president of the board 1992 to 1998); Family Counseling Agency (chaired the Personnel Committee and held position of treasurer and president

Jean received an honorary degree from Joliet Junior College in 1996 for community service; was honored with the 1988 ATHENA Award for recognized leadership in the community; was the recipient of the 2000 Lewis University De La Salle Award for Outstanding Community, Humanitarian and Charitable Service; was granted the Girl Scouts of Trailways Council’s 2004 Woman of Strength Award; was bestowed the J.D. BUCHAREST, Romania – A retired Romanian general who organized the summary trial of communist leader Nicolae Ceausescu and his wife has died. Victor Stanculescu was 88.

His lawyer, Catalin Dancu, said Stanculescu died in a nursing home Sunday after recently suffering a stroke.

Stanculescu held a senior position in Ceausescu’s regime and the Communist leader dispatched him to crack down on demonstrators protesting against Ceausescu’s rule in the city of Timisoara in December 1989.

He then returned to Bucharest and asked doctors to put his healthy leg in a cast to ostensibly avoid taking part in any further measures suppressing the revolt.

Ceausescu’s Defense Minister Vasile Milea fatally shot himself, and Stanculescu was promoted to defense minister. On Dec. 22, he advised the Ceausescus to flee angry protests in a helicopter after the revolt spread to Bucharest.

Stanculescu then turned against the Ceausescus, and was a key orga-

nizer of their trial. They were executed by firing squad after the summary trial on Dec. 25, 1989.

Some 72 protesters died in Timisoara and 253 were wounded, marking the start of the uprising against Ceausescu’s regime. In 2008, Stanculescu was sentenced to 15 years in prison for his role in killing demonstrators. He was freed in 2014.

He never expressed remorse for the deaths and declined to shed light on what happened during the revolt where more than 1,300 people died.

Former President Ion Iliescu said Monday that Stanculescu had “in a decisive moment of recent history, contributed to [Romania] coming out of totalitarianism and returning to democracy.”

Iliescu, who had fallen out with Ceausescu, took power during the 1989 revolt. Since then, he has been elected president of Romania several times, most recently in 2000.

Stanculescu’s wife died after jumping out a window of the family home in 2003. She left a letter saying she could not bear the pressure her husband was under.

He will be cremated on Tuesday.

There was no immediate word on survivors.

Frank Chapot, Olympic show jumper and coach, dies at 84 The ASSOCIATED PRESS BOUND BROOK, N.J. – Frank Chapot, a champion show jumper who competed in six Olympics before coaching the U.S. equestrian team to gold, has died. He was 84.

Chapot died Monday morning at a nursing home in Bound Brook, his daughter Wendy Chapot Nunn told The Associated Press.

Chapot was the youngest rider in the 1956 Olympic Games, his first, and would be a fixture on the equestrian team for the next 20 years, winning silver medals in 1960 and 1972. In the 1964 Games, he and Mary Mairs Chapot became the first husband-wife combination to ride for the U.S. equestrian team.

He took over as coach of the U.S. squad in 1980. The Americans boycotted that year’s games, but returned to

competition in Los Angeles in 1984, where Chapot led the equestrian team to its first Olympic gold. His team won silver in 1988, and he continued to serve as coach until retiring after the 2004 Games in Athens.

“He loved competing for the United States of America,” Nunn said. “Everything he had was red, white and blue.”

The U.S. Olympic Committee said Tuesday that Chapot’s influence “reached every aspect of show jumping.

“As a six-time Olympian, he was a truly accomplished rider, but even more importantly, he used his talent to take the next generation of the U.S. team to the highest levels of the sport,” CEO Scott Blackmun said.

Chapot also served as a course designer and judge. He was inducted into the Show Jumping Hall of Fame in 1994.

Janice Ruth (nee Laird) Meyer, born in 1932, in Erie, PA. Janice was a longtime resident of the Joliet area. Janice passed away June 15, 2016, at Meadowbrook Manor of Naperville.

Janice is survived by her children, Cheryl (Bob) Saar, Dan (Clete) Richardson, Greg (Lisa) Meyer, Terry (Kelly) Meyer; seven grandchildren; and two great-grandchildren.

Janice received her B.S. in elementary education at Penn State University. She continued her education at George Williams College, where she received her Master of Social Work. Janice taught elementary education in State College, PA, in the mid-1960s and worked as a school social worker and counselor in the Will County area in the 1980s. She loved spending time with her children and grandchildren, visiting parks and museums, and traveling to Ireland, Greece and France. Janice loved animals of all kinds and adopted many stray cats and dogs. She also enjoyed painting, drawing and writing fiction.

In lieu of flowers, memorials to the Alzheimer’s Association would be appreciated.

CHICAGO – A suburban Milwaukee city won a hard-fought battle Tuesday to draw its drinking water from Lake Michigan in the first test of a compact designed to safeguard the Great Lakes region’s abundant but vulnerable fresh water supply.

A panel representing governors of the eight states adjoining the lakes unanimously approved a proposal from Waukesha, Wisconsin, which is under a court order to find a solution to radium contamination of its groundwater wells. The city said the project will cost $207 million for engineering studies, pipelines and other infrastructure.

Waukesha is only 17 miles from the lake but just outside the Great Lakes watershed. That required the city of about 72,000 to get special permission under the compact, which prohibits most diversions of water across the watershed boundary. The 2008 pact established a potential exception for communities within counties that straddle the line. Waukesha is the first to request water under that provision.

SPRINGFIELD – Gov. Bruce Rauner said he doesn’t want to call the General Assembly into special session for votes on a budget even though there are just 10 days left in the fiscal year.

The Republican told reporters Tuesday that special sessions in the recent past have produced only hotter tempers.

Rauner said he will “evaluate options” in the coming days to avoid the shutdown of ongoing projects and delays to the opening of public schools.

The first-term governor has bickered for more than a year with Democrats who control the Legislature over spending plans. He wants Democrats to vote on a stopgap government-services plan and one to fund schools.

Waukesha’s initial application drew accusations of seeking more water than needed to support urban sprawl.

The city won a conditional endorsement last month from another regional panel after making numerous changes.

They included reducing the volume it would withdraw daily from 10.1 million gallons to 8.2 million gallons and shrinking its water service area.

Waukesha said it would remove only a tiny fraction of Lake Michigan’s supply and return the same amount as treated wastewater.

“There will be virtually no net loss of water volume to the Great Lakes,” said Minnesota Gov. Mark Dayton, whose state abstained from last month’s preliminary vote because of lingering concerns that he said Tuesday had been resolved.

SPRINGFIELD – The lack of a state budget may hinder Illinois Conservation Police from monitoring outdoor recreational activities this summer.

The State Journal-Register reported that Illinois Department of Natural Resources spokesman Tim Schweizer said the department intends to have officers available this summer, but he called on Democratic legislative leaders to approve a stopgap budget to ensure adequate enforcement.

Summer storms cause damage in central Illinois

RANTOUL – Stormy weather and high winds have caused damage across central Illinois.

Michigan woman admits to thefts from animal shelter

SPRINGFIELD – A Michigan woman has pleaded guilty in federal court to stealing at least $42,000 from an Illinois animal shelter.

Susan G. Oldham of Allentown, Michigan, entered the plea Monday. The 59-year-old is formerly of rural Havana in Mason County. The (Springfield) State Journal-Register reported her plea was part of a deal with prosecutors who plan to ask for a one-year prison term at her Oct. 21 sentencing. Three additional felonies would be dropped.

Authorities said Oldham stole the money from the nonprofit Mason County Pets Without Parents while she volunteered from 2006 until 2010. Court documents show she spent some of the money on gourmet cookies and Amtrak tickets.

Oldham’s attorney had no comment on the plea. The newspaper reported she previously was convicted of embezzlement and money laundering.

Clinton casts Trump as ‘reckless’ on economy

The Associated Press COLUMBUS, Ohio – Hillary Clinton said Tuesday that Donald Trump would send the U.S. economy back into recession, warning his “reckless” approach would hurt workers still trying to recover from the 2008 economic turbulence.

Clinton’s address in Ohio, one of the most important battleground states, sought to define Trump as little more than a con man, whose ignorance and ego would tank the global economy, bankrupt Americans and risk the country’s future.

“Every day we see how reckless and careless Trump is. He’s proud of it,” the Democratic presidential candidate said. “Well, that’s his choice. Except when he’s asking to be our president. Then it’s our choice.”

The speech was similar to one earlier this month in San Diego in which Clinton tried to undercut the Republican candidate’s foreign policy credentials. This time, at an alternative high school in Columbus, she questioned whether Trump has the temperament to guide the economy and repeatedly pointed to his business record as evidence of how he would treat small businesses and working families.

“Just like he shouldn’t have his finger on the button, he shouldn’t have his hands on our economy,” Clinton said. Her speech included stinging one-liners, including a takedown of Trump’s best-selling books.

“He’s written a lot of books about business. But they all seem to end at Chapter 11,” she said, in an allusion to the U.S. bankruptcy code.

Trump responded on Twitter as Clinton delivered her address, writing in one tweet: “How can Hillary run the economy when she can’t even send emails without putting entire nation at risk?”

He appeared to be referring to Clinton blending her personal and official emails on a homebrew server in her house, while she was secretary of state.

The businessman later appeared to embrace one of Clinton’s attack lines, writing: “I am ‘the king of debt.’ That has been great for me as a businessman, but is bad for the country. I made a fortune off of debt, will fix U.S.” Republican National Committee chairman Reince Priebus said Clinton was “the last person qualified” to talk about improving the economy, pointing to “eight years of disastrous Obama policies.”

Clinton used Trump’s own statements to undercut his economic credentials, citing remarks he made that that U.S. could sell off assets, default on its debt and that wages are too high. She also repeated a comment he made that pregnant employees are an “inconvenience.”

Clinton said financial markets often “rise and fall” on comments by presidential candidates. Suggesting the U.S. could default on its debt could cause a “global panic,” she added.

Attorney general visits Orlando Lynch says there is no ‘magic bullet’ against jihadist propaganda The ASSOCIATED PRESS ORLANDO, Fla. – The Orlando massacre at a popular gay nightclub shows no one yet has “found the magic bullet” to prevent Americans from being inspired to violence by jihadist propaganda on the internet, Attorney General Loretta Lynch said Tuesday as she visited a city still shaken by the shootings.

Countering the narrative of radical extremism continues to be a challenge for the government, Lynch said in an interview with The Associated Press.

“How do we break that chain? How do we counter this extremist ideology that’s online, knowing that the internet has to remain free and open?” she said. “What can we get out there that’s a counter-message to that?”

At the scene of the carnage, workers removed a temporary fence that was erected around the Pulse nightclub. State officials wondered how they would pay for resources drained

by the June 12 massacre, and investigators kept probing for gunman Omar Mateen’s motives for the rampage, in which 49 people were killed and dozens more wounded. Mateen died in a gun battle with police.

Lynch said investigators may never pinpoint a single motive and have not ruled out witness reports suggesting Mateen might have been at Pulse before or had gay Loretta interests.

“While we know a lot Lynch more about him in terms of who he was and what he did, I do not want to definitively rule out any particular motivation here,” she said, later adding, “It’s entirely possible that he had a singular motive. It’s entirely possible that he had a dual motive.”

In a 911 call from the club, Mateen pledged solidarity with the Islamic State group, and Lynch said there’s no doubt, based on evidence gathered during the investigation, that he had read and absorbed extremist propaganda on the internet.

“We believe that is certainly one avenue of radicalization, but we want to know if there are others,” she said in the interview. “We want to know ev-

erything he did in the days, weeks and months leading up to this attack.”

“We still do believe that this was an act of terror and an act of hate,” she added.

Speaking to reporters later, she called the rampage a “shattering attack – our nation, on our people and on our most fundamental ideals.” She also directly addressed the LGBT community, saying, “We stand with you to say that the good in the world far outweighs the evil ... and that our most effective response to terror and hatred is compassion, unity and love.”

While in Orlando, Lynch visited a memorial, praised the actions of first responders and met with victims’ relatives. Her remarks at a news conference followed meetings with U.S. Attorney Lee Bentley and other law enforcement officials, including prosecutors assigned to the investigation.

Lynch’s meeting with first responders came as Orlando police faced continued questions about their response.

On Monday, Police Chief John Mina said that if any fire from responding officers hit victims at the club, Mateen bears the responsibility. “Those killings are on the suspect, on the suspect alone, in my mind,” he said.

Trump campaign pays his companies $6M The ASSOCIATED PRESS WASHINGTON – Donald Trump is one of the wealthiest people to ever run for president, but his campaign appears to be flat broke. What’s more, fundraising reports show he’s used about $6 million in campaign money to pay his own companies and family members.

The billionaire businessman’s financial woes were enough to inspire the mocking Twitter hashtag “TrumpSoPoor” on Tuesday and, far more seriously, give already reluctant donors a fresh batch of reasons to withhold their money.

Trump’s campaign expenses are hardly inspiring confidence among people whose money he’s pursuing. The spending includes a $423,000 May payment to Mar-a-Lago, the private club in Florida that serves as his vacation home, and enough Trump-branded bottled water to fill a bathtub.

Democratic rival Hillary Clinton ribbed Trump on Tuesday, tweeting to followers: “What is Trump spending his meager campaign resources on? Why, himself, of course.”

A presidential campaign is expensive – about $1 billion in recent years. That

money pays for crucial candidate outreach, including costly television advertising and identifying, persuading and getting voters to the polls in November.

Trump began this month with $1.3 million in the bank, less campaign cash than many congressional candidates and even behind several of the Republican presidential candidates he defeated.

The $3 million he collected in May donations is about one-tenth what Clinton raised.

Trump waves off criticism of his fundraising, saying he only began in earnest May 25 despite having become the presumptive nominee weeks earlier. He largely financed his successful primary bid through personal loans but now is leaning heavily on the Republican National Committee for help.

“To date, the campaign’s fundraising has been incredible, and we continue to see a tremendous outpouring of support for Mr. Trump and money to the Republican Party,” his campaign said in a statement Tuesday.

Both Trump and the party say he can write checks if donations don’t pick up.

But there are signs he is taking fundraising more seriously.

He made his first emailed pitch for

donations on Tuesday, writing that he would match up to $2 million in contributions. “This is the first fundraising email I have ever sent on behalf of my campaign,” Trump wrote. “That’s right.

BAGHDAD – Only a third of Fallujah has been “cleared” of Islamic State militants, the U.S.-led coalition said Tuesday, days after the Iraqi government declared victory in the city west of Baghdad, which was held by the extremists for more than two years.

Other parts of the city are “contested,” said U.S. Army Col. Christopher Garver, the Baghdad-based spokesman for the coalition, with clashes underway between Iraqi forces and IS fighters. Most of the cleared terrain is in the south of the city and “clearing operations continue outward from the city center,” Garver added.

Iraqi forces pushed into the city’s center Friday, retaking a government complex and the central hospital. That evening Brig. Gen. Haider al-Obedi, with Iraq’s special forces, said his troops controlled 80 percent of the city.

White House clears small, commercial drones for takeoff

WASHINGTON – Routine use of small drones by real estate agents, farmers, filmmakers and countless other commercial operators was cleared for takeoff by the Obama administration Tuesday, after years of struggling to write rules that would both protect public safety and free the benefits of a new technology.

The Federal Aviation Administration announced the creation of a new category of aviation rules designed specifically for drones weighing less than 55 pounds.

The long-anticipated rules mean commercial operators can fly drones without special permission.

Industry and government officials describe commercial drones as the biggest game-changing technology in aviation since the advent of the jet engine.

“This is a watershed moment in how advanced technology can improve lives,” said Brendan Schulman, a vice president at DJI, the world’s largest civilian drone-maker.

Jason Miller, an Obama economic adviser, said the rules are the first step toward full integration of drones in the national airspace system.

Until now, commercial operators have had to apply for a waiver from rules that govern manned aircraft, a process that can be time-consuming and expensive.

Remembering intangible moments that carried communities through tough times after tornado Coal City residents likely will feel a range of emotions when they gather tonight to dedicate a plaque commemorating the tornado that struck just before 10 p.m. a year ago today.

There may be joy, as there were no deaths from the EF3 tornado that damaged more than 800 structures.

Some may be happy, as residents continue to move into rebuilt or new homes.

Or there may be sadness, because although no lives were lost, many cherished heirlooms were, and those cannot ever be replaced.

There may be fear, as we understand some children in particular become scared during the monthly tornado siren test or when severe weather rolls in – and cruelly, it seems, bad weather is predicted for today.

But they will come together, as they have been doing for the past month – and, really, as they have been for the last year.

On June 11 and 12, a Community Caring weekend was held, during which volunteers worked on tasks that still needed to be completed. This past weekend, the community was encouraged to host block parties to come together with neighbors and family to celebrate how far they have come.

Tonight’s gathering may be more somber. The village board meeting will be held at Campbell Memorial Park, where a plaque will be placed

“The plaque commemorates the resiliency of the community and how they came together,” Coal City Village Administrator Matt Fritz has said. He added that the village chose the tree stump to mount the plaque on because many people talk about how much the landscape of Coal City has changed since the tornado.

Yes, much has changed in the year since 160 mph winds whipped through Coal City, Braidwood and other near-

by communities.

But the resiliency, compassion and generosity of those communities have remained.

Even as it rained late into the night after the tornado struck, neighbors dug through debris. Emergency crews from at least 36 agencies responded to the call for mutual aid.

The first day volunteers were allowed in, thousands showed up to lend a hand. Donations poured in. In total, the Community Foundation of Grundy County has disbursed more than $794,287 to local people affected

by the tornado.

It will be impossible, at some point today, not to remember the damage.

For some still waiting to build new homes, and others who never will be able to return to the place they once considered home, this day likely will forever remain a bitter memory.

But we also encourage residents to recall the faith and hope demonstrated during those first minutes, hours and days after the tornado. The winds might have swept away the tangible, but it has been the intangible that carried the communities through the tough times.

Honor women who fought for rights of those with disabilities Lois Curtis and Elaine Wilson were living in an institution run by the state of Georgia. They wanted to get out and live in the community.

Their desire to live and participate fully in their community was opposed by every court along the way.

On June 22, 1999, the U.S. Supreme Court ruled that institutionalization of people with disabilities was a violation of their civil rights under the Americans with Disabilities Act. In addition, the high court ruled that every state must create a “Ol-

Unfortunately, Illinois has not created such a plan. The 22 Centers for Independent Living in the state have successfully helped hundreds of people with disabilities leave

nursing homes and set up their own residences. These citizens are free to participate in all areas of life.

Unfortunately, this program is in jeopardy because of the ongoing budget impasse. Each party blames the other, which does absolutely no good for people with disabilities in nursing homes who want to escape.

The impasse is also affecting staff members who work with their fellow citizens in their quest to live independently.

The game of politics must stop.

Legislators and the governor must

do their jobs and pass a budget.

Lois and Elaine (now deceased) are considered heroines in the history of the independent living movement. Illinois must honor their legacy and pass a budget so more people such as Elaine and Lois can realize their dream of living outside of an institution.

To do less would be a disgrace to anyone who believes in justice.

In a recent post-game conversation, Joliet Slammers manager Jeff Isom apologized to me because, he said, he was sounding like a broken record.

That prompted a good laugh, considering how many times Isom had to repeat the same old lines over the past few seasons to explain away the play of his struggling Slammers.

Isom is in a different position so far this year – saying a lot of the same things about his squad because it’s already becoming clear that the fortunes seem to have shifted for Joliet’s baseball team in the Frontier League.

After starting the year with an

two days in Crestwood, the Slammers are as close as they’ve been to first place since 2011, when they not only won the East Division title, but also went on to capture the Frontier League championship.

During the past four seasons, Joliet’s average showing in league play was finishing 17 games under .500, 20 games behind first place, taking approximately fifth place out of seven teams and a .411 winning percentage.

The Slammers were plagued too often by inconsistent starting pitching and shaky relief work, lack of power hitting, an inability to deliver in the

clutch and too many errors in the field.

It all led to some real frustrating times as Joliet seemed to get off to slow starts and never really ever was able to be in contention.

But since early June, the Slammers are playing a style they haven’t shown in a while. They won home series over Gateway and Lake Erie, took road series at Traverse City and Washington, and then swept a Schaumburg team that had won its previous eight games.

An undeniable fact is that the Cubans know baseball. More and more, major league rosters are dotted with Cuban stars who have come to the United States to play with and against the best in the world.

“We’ll have at least one game against the Cuban National Team and hope we play them more than once,” Hall said. “Other than that, we will be playing against Cuban travel teams.

“We’ll play nine-inning games with wood bats, we’ll stay at a hotel on the ocean, and [Hall’s wife] Rhonda will

be with us. I’m really looking forward to it.”

Hall said the Team America roster will include Lincoln-Way West graduates Zach Speaker, Drew Clavenna and Connor Hogan plus Lincoln-Way East grad Ken Alexa.

Justin Sartori from Sandwich also will be on the trip. His dad, Tim Sartori, was a quarterback and baseball player during Hall’s tenure coaching both sports at Lockport, and he will make the trip and lend a coaching hand in Cuba.

Team America will fly to Cuba shortly after the conclusion of the Midwest Baseball Classic, another of Hall’s baseball babies, scheduled July 26 to 28 at the Plainfield South diamonds. Teams from several states will participate. Illinois White, with Hall the head coach, will be the Illinois entry.

The players from Illinois White will be picked by Hall and his assistants from the Suburban Baseball Tournament, a showcase event that Hall will

lead Saturday and Sunday at Plainfield South.

“We will have about 180 kids in the showcase,” he said. “We sent out over 7,000 emails to colleges, letting them know about it. We want to get these kids exposure. Lots of kids who have played in the Midwest Baseball Classic have gone on to play college baseball.”

The players at the showcase largely will be entering their senior year of high school, although some juniors and a few sophomores will be in the mix.

“We’ll probably have three-quarters of the [Illinois White] team picked by the end of the showcase,” said Hall, who also is the current president of the Old Timers Baseball Association of Will County. “I’ll talk with the other coaches to get the final roster set.”

All part of life for a “retired” Hall of Fame coach who has no intention of leaving the game anytime soon.

One of the keys to the current winning streak is consistent starting pitching. In the last four games, the foursome of starters Kaleb Ort, Shane Bryant, Liam O’Sullivan and Sean Townsley combined to allow only one run on 15 hits while striking out 21 in 23 innings.

O’Sullivan ranks sixth in the league with a 2.23 ERA and is tied for sixth with 39 strikeouts. The Slammers still own the league’s second-worst ERA, but now it’s down to 4.93 – and with more outings like those of late from both the starters and relievers, that total will continue to drop.

But the biggest boost to the Slammers clearly has been their offense, which is receiving good contributions up and down the lineup.

Carter Bell leads the league in RBIs with 34 and ranks sixth with a .353 average. Boo Vazquez is tied for second in home runs with eight and ranks second in RBIs with 29. And Marc Flores is third in RBIs with 27 and is tied for fifth in homers with six.

Among the Slammers’ other hitting leaders are Vazquez (.309), Charlie White (.285), Alfredo Rodriguez (.283) and Flores (.269). Vazquez has 19 extra-base hits while Bell has 17, which includes 12 doubles and four homers.

The long ball has been an especially refreshing addition to Joliet’s attack.

After slugging four more homers in Sunday’s finale with Schaumburg, the Slammers have hit 22 home runs in June and own 35 for the season, which ranks second in the league to Normal’s 38.

Joliet has scored 187 runs, which places it just ahead of Evansville (184) and River City (183) for the league lead. Its 176 RBIs lead the league, and its 314 hits are fourth-best. And in fielding, the Slammers have a .981 percent, which ties it with Washington for second place, not far behind leader Southern Illinois (.985).

The next part of the schedule before the league’s All-Star Break will be

challenging for the Slammers, who meet six straight opponents who currently are over the .500 mark.

How Joliet performs during the upcoming stretch likely will determine whether this will be a summer to remember for the Slammers or merely a repeat of recent campaigns.

The Energizer Bunny has nothing on Jim Hall.

Not when it comes to baseball, anyway.

After coaching Lockport to the Class AA state championship in 2005 with a record of 40-3, Hall retired as the Porters’ coach in 2006. He never lost his passion for the game, however.

As it says on his hallwaybaseball. com website, he has continued to “live the dream.”

In addition to giving countless lessons, he has coached internationally the past 10 years, taking teams to Aruba, Italy, Germany, Czech Republic, Japan, Puerto Rico and the Dominican Republic. The trip he has been talking about in a hopeful manner for the last decade – taking a team to Cuba – will become reality this summer as he manages Team America on its visit there.

“We will fly to Cuba with 14 kids and 33 people in all,” Hall said. “Some people say I’m crazy doing this. But I always like going and representing

Plainfield North gets lift from veteran defense

dgoss@shawmedia.com JOLIET – The Plainfield North football team under coach Tim Kane is in the habit of qualifying for the state playoffs.

The next hurdle, however, has proved difficult to clear. The Tigers reached the Class 7A playoffs last fall for the fifth time in the last seven years – but for the fifth time, they failed to advance beyond the opening round. The first three of those playoff seasons – 2009, 2010 and 2012 – they finished 7-3. The last two seasons, they packed up the equipment with a 6-4 record.

“We have to get consistent to the point where we are playing well week in and week out, and we need to carry that into the playoffs,” Kane said during last week’s University of St. Francis 7-on-7 passing jamboree.

“This is the year we are going to do it, get past the first round of the playoffs,” said senior Kevin Block, who is approaching his third season as a starting cornerback.

The road to the playoffs for North will be a bit different this season, as the Southwest Prairie Conference welcomes Joliet Central and Joliet West into its family, and the football schedule transforms into a nine-game round robin. That means no more nonconference games.

“I have mixed feelings about the schedule,” Kane said. “I enjoyed our nonconference games. Last year, we played Bishop McNamara, which won a state title, and DeKalb, which made the quarterfinals. I’ll miss the variety you get playing teams from a little farther away.”

Meanwhile, the objective remains the same – win games consistently.

“There were some big targets on offense from last year that we will have to replace in [tight end] Kyle Speas and [all-state wide receiver] Zach Jarosz,” Kane said. “And our quarterback, JD Ekowa, was a three-year starter. So there definitely are some things on offense that we need to secure in the summer.

“The good news is we have good numbers, and we have very good athletes on offense. We have to plug them in and get them some experience.”

Experience is not an issue on the defensive side of the ball.

“We have nine starters back on defense,” Kane said. “We feel we should be good there, but you have to want to be good. There are no guarantees that all those nine returning starters will be starters again.”

“We lost only two defensive start-

ers, but we all know nobody is guaranteed a spot,” said Block, who played in the North Shore 7-on-7 league in the offseason.

“The 7-on-7 league gave me a good chance to work on my footwork,” he said.

Kane said North’s key defensive returnees include Block in the secondary, Ari Ekowa in the defensive line and end Tim Donnahue, who recorded 13 sacks as a junior.

Block, who has an offer from the University of Mary, a Division II school in North Dakota, and Kane’s son, TJ Kane, both could be prominent receivers. Both are versatile and worked some at quarterback at the 7 on 7.

“Our probable No. 1 quarterback, Brady Miller, is hurt right now,” Block explained. “He hurt his lower back.

I’ll probably run the wildcat and play some wide receiver. We’ll definitely have some guys playing both ways.

“We have a lot of fast athletes. We’ll spread the ball around on offense. We have Ari Ekowa, Tony Little and Nathan Lindroth as our big blockers in the offensive line, and the rest of our linemen are quick. So that should be good.”

CHICAGO – Matt Carpenter and Matt Holliday homered to back Adam Wainwright, and the St. Louis Cardinals beat the Cubs, 4-3, Tuesday night.

The Cardinals won their second straight game after going 0-5 on their first winless homestand of at least two series since 1983.

Carpenter and Holliday connected against Jason Hammel (7-3) in a threerun third inning that made it 4-1. Wainwright (6-4) pitched into the seventh and improved to 10-1 in 21 games – 16 starts – at Wrigley Field.

The Cardinals put themselves in position to sweep their first trip to Chicago since last year’s NL Division Series, though it won’t be easy with the major league-leading Cubs sending reigning NL Cy Young Award winner Jake Arrieta to the mound.

BOSTON – Chris Sale became the majors’ first 12-game winner while tying his season high with nine strikeouts, Tim Anderson led off the game with his first career homer and the White Sox beat the Boston Red Sox, 3-1, on Tuesday night.

Todd Frazier hit his 20th homer and David Robertson got his 18th save for the Sox, who won consecutive games for just the second time in June.

Sale (12-2) went seven innings, allowed four hits and walked one. The White Sox led the whole way after Anderson homered to left on the first pitch from Clay Buchholz (3-7) in the right-hander’s return to Boston’s rotation after spending about a month in the bullpen.

Adam Eaton doubled on Buchholz’s second pitch and later scored on a sacrifice fly by Melky Cabrera.

Buchholz settled after that, allowing three runs over five innings. He struck out five and threw only 78 pitches.

The five-time world player of the year set up Ezequiel Lavezzi’s opening goal in the third minute, then scored on a free kick to break Argentina’s career scoring record and assisted on the final goal in a 4-0 rout of the U.S. on Tuesday night that put the La Albiceleste into the Copa America final.

After Messi doubled the lead in the 32nd minute with his 55th international goal, his tournament-leading fifth, Gonzalo Higuain quickly ended U.S. comeback hopes when he put the rebound of his initial shot past goalkeeper Brad Guzan – a graduate of Providence Catholic – in the 50th. Higuain scored off a Messi pass in the 86th.

LAKE FOREST – When they concluded the offseason program Thursday, Bears players dispersed for a six-week respite before the nearly sixmonth grind commences.

It’s unknown where Lamarr Houston is headed, but his travel itinerary before the three-phase offseason program was full.

“I was in the Caribbean Islands a little bit. I went to Turkey; I was there in Europe for a little while rehabbing and relaxing,” Houston said after a minicamp practice last week.

In his first trip to Turkey, Houston, 28, visited Gloria Sports Arena in Antalya, “an all-inclusive athletic resort and sports mecca,” he said, where he rehabbed from the 2015 season.

“It’s a different mindset. It’s all based on stability and core work,” he said. “A little unorthodox for what we do in the U.S., but it was really good for me.”

Houston’s rehab was unlike last during summer, when he was working back from ACL surgery and switching positions.

As for defensive coordinator Vic Fangio’s newest OLB weapon, Floyd, Houston said the rookie is “fast and hungry” – before tweaking a line from Matthew McConaughey’s “Dazed and Confused” character, David Wooderson – about competing at the Bears’ deepest position.

“The older you get, the younger they get, so it’s just something that comes with it, and you just go play ball,” Houston said.

Chicken soup you need now: Greek avgolemono & rice

8 cups (2 quarts) low-sodium chicken broth or stock 4 boneless, skinless chicken breasts (about 2 pounds), cut into very small chunks 2½ cups cooked white rice 4 large eggs ½ cup fresh lemon juice ¼ cup minced fresh parsley ¾ cup frozen peas, thawed Kosher salt and ground black pepper

I have wanted to make this soup forever, and I have no idea what’s been stopping me.

Avgolemono is the chicken soup of Greece, and as we know, pretty much every country has its own version of a comforting chicken soup. In Greek, avgolemono means “egg lemon” – which is appropriate because the soup is built on a broth that is rich with eggs and deliciously bright and tangy with lemon juice.

While cooking the raw chicken in the simmering broth adds extra richness to the soup, you also could make the broth and simply add leftover cooked and shredded or chopped chicken. Just add about 6 cups shredded or diced cooked chicken along with the cooked rice.

When you gradually add the hot broth to the egg mixture, you are tempering the eggs. If you were to add the egg mixture to the pot all at once, even if you whisked very fast, you would end up with cooked strands of eggs punctuating the soup.

In some soups, this is desirable – think egg drop soup at a Chinese restaurant – but not in this one.

Adding the hot liquid in a slow steady stream to the eggs, while whisking all the while, thickens the eggs but keeps them from scrambling.

Once the mixture has become thick, smooth and warm, you can whisk it into the soup and it will simply thicken the whole pot of avgolemono.

And deliciously so.

Start to finish: 40 minutes Servings: 8 1 tablespoon olive oil 1 medium yellow onion, chopped

In a large soup pot or Dutch oven over medium, heat the oil.

Add the onion and sauté for 5 minutes, or until slightly golden.

Add the broth, then increase the heat to high and bring to a simmer.

Reduce the heat to medium and, keeping the broth at a simmer, add the chicken. Cook for 5 minutes, or until the chicken is mostly cooked through. Add the cooked rice and stir well. Return to a gentle simmer.

In a medium bowl, beat the eggs until smooth, then beat in the lemon juice.

Working quickly, whisk the egg mixture while you drizzle in a ladleful of the hot broth from the pot. Drizzle in another ladleful, whisking all the while, then transfer the hot egg-lemon mixture back to the pot, whisking as you add it. Bring to a simmer over medium heat.

Stir in the parsley and peas, then return to a simmer. Season with salt and pepper, then serve hot.

Combine the broth, farro and salt in a saucepan over high heat and bring the mixture to a boil. Reduce the heat to maintain a simmer and cook uncovered for 30 minutes or until al dente. Drain the farro if there is excess broth remaining, rinse with cool water and transfer to a large bowl.

Meanwhile, whisk together the oil, vinegar, shallots, lemon juice and parsley in a small bowl and season salt and pepper to taste. Add the tomatoes, watercress, asparagus and radishes to the farro. Pour the dressing over the salad and toss to combine.

Serve at room temperature or refrigerate and serve chilled.

Kohlrabi, miso and soy sauce lend an Asian flavor to slaw

I love all kinds of coleslaw, or just “slaw” as many people call it. I even like the sometimes mediocre, very creamy slaw served in those little paper cups alongside a sandwich at the deli or diner.

But I like to change up the notion of slaw, too, from the traditional all-American mayo-based types to this version, which is based on the salads we get when we go to Japanese restaurants. My older son, Jack, craves this gingery-miso dressing, and I figured it would be great tossed with a jumble of crunchy shredded vegetables.

Kohlrabi was a great place to start. It is a member of the cruciferous vegetable family. They are about the size of an orange, with a bunch of stems sticking out and a thick skin that can range from pale green to purple-ish. The leaves, stems and root are edible, and the smaller ones tend to be more tender and flavorful. It reminds me in taste and texture of peeled broccoli stems.

In a small bowl, whisk together the ginger, shallot, miso, oil, vinegar, soy sauce and sesame oil.

In a large serving bowl, combine the cabbage, carrots and kohlrabi. Drizzle about three-quarters of the dressing over the slaw, then toss well. Taste and adjust with additional dressing as desired.

Farro is a hearty whole grain that may well become a staple in your kitchen, in everything from soups and casseroles to side dishes and salads.

Once a mainstay of the ancient Roman diet, farro is high in fiber and a good source of iron and protein, which also makes it a great anchor for numerous vegetarian dishes.

Try using it in recipes where you ordinarily might reach for barley or brown rice.

Fresh herbs and other leafy greens in whole grain salads balance out the heft of the grains and also provide a lovely pop of color and freshness.

And I make these kinds of salads continuously during the warmer months, since they keep well, and having a whole grain salad in the fridge means you never have to wonder what to make for lunch on those days when you’re feeling unimaginative.

Don’t be shy with the salt and pepper – the seasonings really lift the flavor.

Finally, raw asparagus may seem surprising – but if the asparagus is very fresh, it adds a wonderful, delicate flavor and a nice crunch.

If the outer peel is thick, peel the bottom half of the stalks before thinly slicing them, or the texture will be too tough.

During that middle period, when study participants slept less and had disrupted circadian rhythms, they developed higher blood sugar levels and started to gain weight.

Another health risk faced by night-shift workers is from driving home after work.

Several studies show they are more likely to have accidents. That’s particularly true if their drive home lasts longer than 30 minutes, which is true of about a third of shift workers. Other studies find about 20 percent of fatal auto accidents involve a drowsy driver.

To see if night-shift workers driving home were really “impaired” drivers, my colleagues did another experiment. They asked 16 night-shift workers to drive automobiles on a special test track. The workers wore a cap of electrodes that measured their brain waves, which can detect when someone is drowsy or actually falling asleep.

Each worker was tested twice: after seven hours of quality sleep and after a night shift.

After the night shift, brain waves revealed the workers were much sleepier.

Near-crashes occurred in 38 percent of the workers after the night shift – and in none of them after a good night’s sleep.

Dear Dr. K: I’m a nurse, and I can be assigned to work the day shift, evening shift or night shift. I hear shift workers can develop health problems. What is known about that?

Dear Reader: More than 9 million people in the United States are shift workers like you. Studies show almost 10 percent of night-shift workers have severe reactions to that schedule. Some become overwhelmingly sleepy during the night shift, when they need to be alert. Some have trouble concentrating and focusing on a task. Others can’t fall deeply asleep during the day, when they need to get some sleep.

There even are studies indicating nightshift workers have higher rates of developing obesity and Type 2 diabetes. People who aren’t night-shift workers, but who still sleep fewer than six hours per night, also have an increased risk for diabetes. So the risk of diabetes in night-shift workers simply might come from not getting enough deep, restorative sleep.

Studies that find associations between night-shift work and a disease such as diabetes don’t prove the night-shift work causes the diabetes. So colleagues of mine at Harvard Medical School tested that possibility directly. They built an underground living space and asked 21 people to live in it for six weeks. They were shut off from the outside world, with no clue as to when it was night or day. The scientists decided when it was bedtime, and the lights went off. They also decided on the timing and content of meals, and on how active the subjects in the study could be.

For the first three weeks, the scientists made nighttime in the underground space occur at the same time as night in the real world above. Then, they gradually made “night” shorter, and made it occur when it was really daytime in the world above. Fi-

In bridge articles, we often try to establish the truth by analyzing errors. Well, what error would often be made in this deal? South is in three no-trump, and West leads the spade queen.

The auctions have been short and sweet this week, today’s being the most common of all. (Some years ago, I was involved in two of the rarest sequences on back-to-back deals when the final contract on each was one club.)

South starts with seven top tricks: two spades, three hearts and two clubs. He can establish two more winners in diamonds, but risks losing the race if the defenders can first set up and run their spades.

South ducks the first trick, takes the second with dummy’s spade ace, and leads a diamond.

An East who is trained only to cover the last of touching honors, will play low. West can also duck the trick, but then South has two winning options: Lead another diamond, which would dislodge West’s entry; or play three rounds of clubs, which would establish a third winner there to go with two spades, three hearts and one diamond.

East should remember this key principle: In no-trump, when partner’s suit is one lead from being established, and you have only one card left in his suit, do your utmost to win the next defensive trick. East must play his diamond king at trick three. If South has the ace, the king is dead anyway. Here, though, when the king wins, East leads his last spade, and the contract is defeated.

The proceeds of the Series 2009 Bonds, together with certain other moneys, were used to (i) pay or reimburse, or refinance certain indebtedness the proceeds of which were used to pay or reimburse, the costs of acquiring, constructing, renovating, remodeling and equipping certain of the health care facilities owned and operated by the Medical Center and the Living Center; (ii) current refund a portion of the outstanding principal amount of the Illinois Finance Authority Variable Rate Demand Revenue Bonds, Series 2004 (Riverside Health System) (the “Series 2004 Bonds”); (iii) current refund all of the outstanding principal amount of the Illinois Finance Authority Revenue Bonds, Series 2006B (Riverside Health System) (the “Series 2006B Bonds”); (iv) pay termination costs in connection with a derivative agreement related to the Series 2004 Bonds; (v) fund a debt service reserve fund; and (vi) pay certain costs incurred in connection with the issuance of the Series 2009 Bonds and the refunding of the Series 2004 Bonds and the Series 2006B Bonds.

The proceeds of the Series 2004 Bonds were used to (i) advance refund a portion of the outstanding principal amount of the Illinois Development Finance Authority Industrial Development Revenue Bonds, Series 1998 (Riverside Health Fitness Center Project) (the “Series 1998 Bonds”); (ii) advance refund a portion of the Illinois Health Facilities Authority Revenue Bonds, Series 2000 (Riverside Health System) (the “Series 2000 Bonds”); (iii) fund a debt service reserve fund; and (iv) pay certain costs incurred in connection with the issuance of the Series 2004 Bonds and the refunding of the Series 1998 Bonds and the Series 2000 Bonds.
