renovations at Evergreen Terrace

JOLIET – The Joliet City Council is set to vote Tuesday on a proposal that authorizes borrowing up to $4.8 million to help finance the Evergreen Terrace renovations and other projects.

Under the plan, the city would borrow from the U.S. Department of Housing and Urban Development to pay for renovations of the privately owned subsidized housing complex.

A resolution to update the city’s 2015-19 annual action plan for the use of HUD dollars was discussed at Monday’s precouncil meeting. The amended action plan is required to apply for HUD’s Section 108 loan program.

The city receives an average of just under $1 million a year from HUD’s Community Development Block Grant and HOME Investment Partnership Grant programs, Jim Haller, director of community and economic development, told council members Monday night.

Entering into the HUD’s Section 108 Loan program means the city would borrow against grant dollars otherwise made available in future years – up to five years, Haller said.

The city intends to borrow up to $4,849,565 to help pay for renovations of Evergreen Terrace, according to a public comment period notice attached to Monday’s agenda.

Any projects paid for through the loan program must 1) benefit low- to moderate-income families; 2) aid in the prevention or elimination of slums or blight; and 3) meet other urgent community development needs that pose a serious and immediate threat to the health or welfare of the community.

Haller added that the money would be used for whatever purpose – as long as the project meets HUD’s Section 108 Loan criteria.

“We need to realize that [the project has to be] of enough significance to say, ‘All right, we’ll forgo future years of … block grant funds to do the development

right now,’ ” Haller said.

After Monday’s meeting, Councilman Larry Hug said he would vote no at Tuesday’s council meeting. He is an outspoken critic of the Evergreen Terrace acquisition.

Hug said he disagrees with the idea of forgoing future HUD dollars for a single project and shifting grant dollars away from other areas of the city.

Haller told council Monday that the approval of the amended 2015-19 plan would allow the city to use the borrowed funds to pay for other economic, housing and community development activities – potentially fostering job creation and community revitalization.

Earlier this month, the city entered into a partnership agreement with Holsten Real Estate Development Corp. for future management and redevelopment of Evergreen Terrace.

The city won a federal condemnation case to take over the complex, but it is awaiting the outcome of an appeal.

Joliet park board picks new VP, approves new position Panel appoints members to various committees

By FELIX SARVER fsarver@shawmedia.com JOLIET – The Joliet park board has approved a new high-ranking position at the park district and elected a new vice president.

At a short meeting Monday, the board commissioners approved a new full-time position: deputy director.

Tom Carstens, the district’s executive director, said the position was needed because the Joliet Park District is big one that needs additional support.

“Everything from the front desk to the golf courses – just staying on top of that,” Carstens said.

He said he will meet with staff about the next steps to fill the position.

Carstens, who previously was the Frankfort Park District executive director, started in his new position in Joliet in April to replace former Executive Director Dominic Egizio, who resigned in October after being put on leave following a complaint by another employee and the threat of litigation.

New officers

At Monday’s meeting, the commissioners re-elected Glen Marcum as board president, but chose Commissioner Sue Gulas as vice president, replacing Art Schultz Jr. Commissioner Tim Broderick nominated Gulas to be vice president, and every commissioner except Schultz approved of her taking on the role.

Carstens and Matt Pehle, finance director, were appointed to secretary and treasurer board positions, respectively.

The board then appointed commissioners to the policy, Joliet Regional Airport and foundation committees: • Broderick and Schultz were appointed to the policy committee.

• Commissioner Joe Mutz and Broderick were appointed to the Joliet Regional Airport committee.

• Gulas and Marcum were appointed to the foundation committee.

The board also adopted a resolution that provides for the investment of district funds, designating signatories and other financial matters that Pehle described at the meeting as things the district does every year.

After all board business was finished, the commissioners went into closed session, taking no action afterward.

“Too many drivers miss the entrance [to the warehouse], and they think they can turn around and don’t make it,” said James “Jim” Reilly, 50.

Reilly, who regularly patrols the south end of the county from Coal City to the Indiana border, had been on his way to Braidwood to meet with some younger officers and discuss what to watch for during the night’s shift.

Sheriff Mike Kelley said Reilly “does an outstanding job mentoring newly hired deputies – passing along his knowledge and work ethic to the next generation.”

Raised in Rockdale, Reilly expected a career in business, but decided on a whim to accompany his older brother to test for the Joliet Police Department. After time as a patrol and canine officer, he was assigned to the Will County Cooperative Police Assistance Team, working undercover to bust high-level drug dealers.

“He is an outstanding investigator.

But having to arrest a fellow officer for interfering with an investigation targeting a relative, the murder of another CPAT member and the release of a Joliet officer’s killer on a legal technicality brought “bitter” feelings, Reilly

said. He joined a relative’s computer software business, traveled the world, began operating his own construction company and earned millions before being wiped out by the recession.

Then he started teaching at the Wilco Area Career Center.

“I taught criminal law and criminal justice to high school students – and, honestly, that’s when I started learning the value of education and went back myself,” Reilly said.

He is finishing his dissertation to complete a doctorate in criminal justice.

But the need to provide for his son, Braden, brought Reilly back to law enforcement, and a job offer from the sheriff’s department returned him to the Illinois State Police Academy – at twice the age of almost all his classmates.

“I wanted to stay in the area for my son,” Reilly said. “[Former Sheriff]

Paul Kaupas knew me from CPAT. I don’t know what I’d be doing otherwise.”

As the semitrailer’s tow truck is setting up, Reilly and Deputy Ryan Albin direct eastbound traffic through a gravel parking lot. It’s unknown what’s in the trailer that’s hanging down into the drainage ditch, but it doesn’t interest Roxy, the Belgian Malinois who has arrived with Deputy Robert Denny.

“Missed you at coffee,” Denny tells Reilly, who wonders whether the traffic jam is the start of a shift with more action than usual.

“I like working and arresting bad guys,” Reilly said.

According to Kelley, Reilly made more self-initiated arrests for illegal drugs and firearms than any other patrol deputy last year.

“No other deputy in the past several years has made more of an impact

in reducing the rate of burglaries [in his area],” Kelley said. “Jim’s style of solving crimes is to use a proactive approach. He regularly searches social media sites to collect crime tips from residents. His professional and friendly personality injects trust with the citizens he interacts with, and he uses his contacts from other law enforcement agencies to collect information.”

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – Fourth-graders Chase Creed and Dennis Lee could travel the stratosphere or the Grand Canyon from their seats inside the Kelvin Grove School library.

Creed and Lee were among a group of students Monday at the Lockport school wearing Google Cardboard viewers that gave them a 360-degree virtual look at different landscapes and locations.

“It’s really cool,” Creed said.

The students were testing the Google Expeditions Pioneer Program, which allows teachers to take classrooms on virtual field trips.

Kelvin Grove was chosen as one of many schools across the world to test the program after signing up for it, said Sharon McCartan Bruemmer, the school’s Learning Resource Center coordinator. The school showed a lot of interest, she said.

Anytime the students put on the Google Cardboard viewer, they would say either “Whoa!” or “Cool!”

The Google Cardboard viewers the students used are made almost entirely of cardboard and allow anyone with a smartphone to experience virtual reality, according to Google. More than 5 million viewers have been shipped since Google announced them in 2014.

According to Google, the company worked with teachers and content partners worldwide for the Expeditions program to create more than 150 journeys.

During Monday’s demonstration,

fourth-grade teacher Rachel Doyle read students a story about their trip as they used the viewer. She told the students to move their heads up or down to see everything in their location.

Under the program, teachers can use a tablet, select a destination and

guide up to 50 students wearing viewers.

Google will be hosting Expeditions demonstrations at community centers, after-school programs and local events.

Will County Executive Walsh calls special meeting Will request loan to avoid cuts, layoffs in health department programs

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – In hopes that the full Will County Board will vote this week to save critical Health Department services from suspension later this month because of the Illinois budget impasse, County Executive Larry Walsh Sr. has signed an executive order calling for a special meeting.

The meeting – scheduled for Thursday morning immediately after the board’s regularly scheduled session – asks elected officials to consider lending $426,873 to keep afloat the Health

Department’s adult behavioral health, crisis response and juvenile justice programs.

The loan would avoid 18 layoffs through Nov. 30, the end of the county’s fiscal year. It also would maintain services for people with mental illness.

Illinois owes the Will County Health Department just over $2.1 million for work performed under contracts dating back to July 2015.

“This [vote], if successful, buys us time on the most critical programs,” said Nick Palmer, chief of staff for the Democratic county executive’s office.

Walsh’s call for a special meet-

ing follows last week’s decision by a 10-member, Republican-led Executive Committee to reject the local agency’s loan request.

The committee members rejected the request, but then agreed to advance it to the full 26-member board for a vote at Thursday’s meeting. Later in the committee meeting, however, they voted, 6-4, to reverse that decision after health department staff and union leaders left.

It’s unclear if Walsh has enough support from the full board, which has a Republican majority, for the loan to be approved. Board members recently have accused one another of using the

agency’s crisis as political fodder.

The Executive Committee voted down the loan request, but some GOP members – including Public Health and Safety Committee Chairwoman Judy Ogalla, R-Monee – have been supportive of the health department.

Those who voted last week against the loan request have said the county cannot afford to – nor should it – pay for Illinois-funded grant programs.

The meeting is set for 10:30 a.m.

Walsh Sr. was not available Monday for comment.

guilty to 2 charges, gets probation

A Shorewood man was sentenced Monday to probation after pleading guilty to two charges stemming from a domestic incident in October 2014.

Louis D. Goode, 30, son of Will County Judge Carla Alessio-Policandriotes, pleaded guilty Monday morning in a Grundy County courtroom to a felony count of unlawful restraint and a misdemeanor count of domestic battery.

Two additional charges of aggravated domestic battery and domestic battery were dropped as part of the plea.

Goode was sentenced to 30 months of probation for unlawful restraint and 24 months of probation for domestic battery. The probation sentences will be served concurrently. Goode was sentenced to 114 days in jail, but he was given credit for 57 days already served and received day-for-day credit, meaning he won’t serve jail time.

The Illinois Supreme Court assigned the case to Grundy County Judge Robert Marsaglia. It was prosecuted by Charles Colburn of the Illinois Office of the State’s Attorney Appellate Prosecutor’s Special Prose-

cution Unit.

Goode is also the stepson of Will County Sheriff’s Office Detective Tony Policandriotes. Goode was hired the Friday before the incident to work on the Will County Jury Commission by Chief Judge Richard Schoenstedt, who fired Goode on his first day at work after learning of his arrest.

According to previous Herald-News reports, Goode and his girlfriend argued about money the night of Oct. 5, 2014. Goode kicked and choked the woman before dragging her by the hair to his car and making her get inside the trunk for a short period, court documents stated.

The fight resumed the next morning, and Goode threatened to kill the woman as Alessio-Policandriotes arrived to take him to his first day of work, according to previous reports.

The victim filed an order of protection later that morning, and deputies took Goode into custody at the courthouse when he left for lunch.

Reilly and Albin keep their composure and knock on the door again. The man finally comes to the door and repeats that he doesn’t care what his neighbor said and the deputies can search his house if they want. Reilly takes him up on the offer, heads inside and turns down the music.

The two men who live near each other have an ongoing feud that flared up again while they were outside earlier in the evening.

Twenty minutes later, the complainant is calling again, although his antagonist is almost certainly asleep.

Reilly returns to diffuse the situation.

He calmly explains the man’s options for making a criminal complaint. The man is disappointed the police can’t just roust the neighbor from his bed, because he’s changed his mind. The man said he plans to let Sheriff Kelley know he’s displeased with the resolution.

“You can do that if you want, sir. Remember you were speaking with Deputy Jim Reilly. Don’t forget you have my card,” Reilly says, before wishing the man to have a good night and be safe.

Bolingbrook man not guilty of luring girl into his vehicle

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A judge last week found a Bolingbrook man not guilty of trying to lure an 11-year-old girl into his vehicle.

Judge Amy Bertani-Tomczak decided Friday that prosecutors had not proved George D. Smith, 69, had a sexual motivation to get the child into his

vehicle. Smith testified he was only being helpful because the girl was carrying large bags.

The incident occurred Feb. 17, 2012, in the 100 block of Lexington Drive in Bolingbrook.

Bertani-Tomczak heard the case as a bench trial. Smith was acquitted of attempted child abduction. He could have been sentenced to up to three years in prison if he’d been convicted.

According to Skin Cancer.org, between 40 and 50 percent of people who live to the age of 65 will have either basal cell carcinoma or squamous cell carcinoma at least once.

ROBERT JAMES ARLING Robert “Les� James Arling, age 80, a lifetime resident of Joliet, passed away peacefully on Saturday, May 14, 2016.

He was a longtime member of St. Jude Catholic Church and served many years as president of the St. Vincent DePaul food pantry. He coached basketball, baseball and softball and was an avid golfer. Les served in the Army during the Korean War. Survived by his wife of nearly 60 years, Jeanette (Clancy) Arling; and his children, Michele Arling and Steve (Lisa) Arling of Joliet, Paul (Jeanette) Arling of Irvine, CA, and Lori (Patrick) Broncato of Wheaton. Les is also survived by his siblings, Gary (Kathy) Arling of Madison, WI, and Cindy (late Kenneth) Droste of Plainfield; as well as seven grandchildren and six nieces and nephews, all of whom he loved dearly.

Virginia R. Garvey, age 93, of Joliet, passed away peacefully Saturday, May 14, 2016, at Presence St. Joseph Medical Center.

Born July 1, 1922, in Streator, she was the daughter of John and Mary (Harlacher) Neighbor. She graduated from St. Joseph School of Nursing in 1943 and retired as a certified registered nurse anesthetist from Associated Anesthesiologists of Joliet in 1990.

Virginia was an active member of St. Patrick Catholic Church, serving as a greeter, money counter and extraordinary minister to the homebound of the parish. She was also a member of the Council of Catholic Women, Club 55, and the original Mothers Club of the parish.

She enjoyed volunteering for Joliet Area Community Hospice, Will Grundy Medical Clinic, St. Joseph Medical Center Pastoral Care Department and St. Joseph Medical Center Auxiliary.

Virginia was a member of the Catholic Women’s League of Joliet, Ladies of the Elks Auxillary, Joliet Hospitality Club, Women of the Moose, and Joliet Area Community Hospice. In 2003, she received the Joliet Diocese Woman of the Year for St. Patrick’s Parish, the Silver Eagle award from Joliet

Peter Ferro Sr., born in Joliet on July 11, 1923, passed away Wednesday, May 11, 2016.

His parents, born in Viareggio, Italy, were Mary and Biaggio Ferro.

He attended McKinley Grade School and Joliet Township High School. After high school, he began his construction career as a water boy with Powers-Thompson Construction Co. Pete served in the Army, as a staff sergeant during WWII in Burma, where he was a combat engineer, building roads and bridges. On his 88th birthday, Pete was able to participate in the Honor Flight of Chicago trip to Washington D.C., which included visiting the WWII monument.

When Pete returned home from the war, he continued his career with Powers-Thompson Construction Co. In 1964, Pete and his brother, Tony Ferro, started and operated PT Ferro Construction. Under their leadership, PT Ferro became one of the largest construction companies in the region, employing thousands of local residents over the years. Pete was very proud of his hardworking and loyal employees, who he believed made his company successful. Pete was a well-respected businessman and was known for his generosity and kindness. Pete was a longtime member of the Church of St. Anthony and a longtime supporter of Stone City VFW 2199. He helped many individuals, churches and charities in various ways, without ever asking for anything in return, especially name recognition. At the age of 70, Pete retired, taking up golf and fishing and spending much of the time in Bonita Springs, Florida. By his side for 66 years was his wife, Ruby, who preceded him in death on Oct 30, 2015. All those who knew him will tell you that he never gave up, despite the many injuries and setbacks, which as he would say were only “bumps in the road.”

He is respected for his tireless, affectionate and hardworking example he set throughout his life for himself and as an example for others.

Peter Ferro is survived by his three sons and their wives, Peter (Sharon Matesi), John (Rebecca Martin) and Jim (Ann Keaveney).

He is also survived by 8 grandchildren, Nicholas (Melisa) Ferro, Danielle (Jeff) Weiss and Allison (Matt) Marketti, Monica (Ned) Grabavoy, Vince Ferro, Doug (Angie) Ferro, Veronica Ferro and Amanda Ferro; and 11 great-grandchildren.

Pete was preceded in death by his brother and sisters, Tony (Rosella) Ferro, Lena (Rolle) Kurth, and Rosie (Leno) Giacomi; sisters- in-law, Elaine (Bob) Ehrsam and

Betty (Don) Hadala.

Route 6 closed after semi and motorcycle crash

By FELIX SARVER fsarver@shawmedia.com CHANNAHON – Route 6 in Channahon was subject to closures for several hours after a crash Monday night involving injuries and a large amount of diesel fuel spilling, according to law enforcement.

The crash occurred about 6 p.m. on Route 6 west of Interstate 55, Illinois State Police Sgt. Brad Sprague said.

The injuries and spill were the result of a semitrailer and motorcycle crash, Sprague said.

The motorcycle driver was in serious condition, Channahon police stated via email.

Route 6 was closed in both directions for more than an hour after the incident, and the roadway’s westbound lanes remained closed until almost 9 p.m., Channahon police posted on social media.

A large amount of diesel fuel spilled onto the roadway, and crews were treating injuries and combating the spill, Channahon police stated.

BRIEF Report: Pedestrian deaths increasing in Illinois, across U.S.

SPRINGFIELD – Data from the Illinois Department of Transportation show that the state’s pedestrian fatalities increased by 18 percent in 2015.

There were 150 pedestrian deaths in 2015, compared with 127 in 2014, the Daily Herald reported.

Federal data indicate that pedestrian deaths are on the rise nationwide, with 4,884 killed in 2014 – the highest number since 2005, when 4,892 were killed.

Federal official are still finalizing figures for 2015, but they have said the first nine months of last year show a 9 percent increase in traffic deaths, which is expected to be reflected in pedestrian fatalities, and they believe that tally will increase.

In 2010, Illinois passed a law requiring drivers to stop for pedestrians at crosswalks.

WASHINGTON – The U.S. military acted properly on the night of the deadly 2012 attacks in Benghazi, Libya, according to leaked testimony from a retired, three-star Army general who served as chief lawyer for Republicans on the House committee investigating the attacks.

Retired Army Lt. Gen. Dana Chipman “repeatedly commended the military’s actions on the night of the attacks during closed interviews with Defense Department officials,” including a Jan. 8 interview with former Defense Secretary Leon Panetta, Democrats on the committee say.

Chipman, a former judge advocate general for the Army, served as chief counsel for Republicans on the House Benghazi panel from August 2014 until January.

Top Democrats on the committee – Reps. Elijah Cummings of Maryland and Adam Smith of Washington – released the testimony Sunday in a letter to the panel’s chairman, Rep. Trey Gowdy, R-S.C. The letter is the latest volley in an escalating, election-year fight over the House Benghazi investigation, which has lasted two-plus years.

WASHINGTON – A short-handed Supreme Court dodged but kept alive a legal challenge Monday from faith-based groups over the Obama administration’s rules for cost-free access to birth control. The unsigned, unanimous opinion paved a way out of a politically thorny dispute for the eight-member court, which has split twice in 4-4 ties since the conservative jurist’s death in February. Trump questions value of data, worrying GOP

By BILL BARROW The Associated Press ATLANTA – Donald Trump says he plans to win the White House largely on the strength of his personality, not by leaning heavily on complex voter data operations that have become a behind-the-scenes staple in modern presidential campaigns.

Shortly after Trump explained his approach in an Associated Press interview – data are “overrated,” he said – one of the presumptive Republican nominee’s top advisers tried to clarify the remarks.

Rick Wiley told AP the Trump campaign will indeed tap the Republican Party’s massive cache of voter information.

The national Republican Party has spent massive sums of money to develop the database since President Barack Obama’s election set a new standard for using data in national campaigns, from deciding where to send a candidate and how to spend advertising dollars to making sure supporters cast a ballot.

The back-and-forth in the Trump camp leaves Republicans and Democrats alike wondering just how committed the candidate actually is to what has become accepted wisdom among political professionals. Some Republicans worry that Trump risks ceding potential advantages to likely Democratic nominee Hillary Clinton if he’s not willing to invest the money required to keep updating the data, and then use it effectively.

“It’s a big risk,” said Chris Wilson, who ran an expansive data operation for Texas Sen. Ted Cruz, Trump’s stiffest competition in the Republican primaries. Jeremy Bird, who worked for President Barack Obama’s data-rich campaign, said: “Flying blind is nuts.”

Republicans and Democrats with experience running campaigns question why Trump would give up a chance to reinforce with data his ubiquitous presence on television and inarguable success with large-scale rallies – a platform of personality that Clinton has yet to match.

Bird, whose consulting firm now works for the Clinton campaign, said Trump is giving himself a false choice.

“At a big picture level, sure, Barack Obama got the votes – his bio, his policies, his ability to communicate,” Bird said. “But we wanted to do everything we could to get him and get his message to the right people.”

Jacobs, who worked for a former Trump rival, Florida Sen. Marco Rubio, said Trump is an outlier in being uninterested in data. The RNC and private groups, such as the billionaire conservative activist brothers Charles and David Koch, have spent hundreds of millions on their data programs since Obama’s election.

School funding reform difficult to accomplish in Illinois We saw some examples last week of why school funding reform is so difficult to accomplish in Illinois.

House Republican Leader Jim Durkin appeared with Gov. Bruce Rauner at Lyons Township High School, which is in Durkin’s district.

Durkin pointed out to reporters that the school would lose $1.9 million in state funding under state Sen. Andy Manar’s controversial school funding reform bill.

Durkin also claimed that every school district in his House district would lose funding with Manar’s proposal. Chicago, he noted, would gain hundreds of millions of dollars.

Durkin declared that he and his members could not and would not support a plan that shoveled big-time bucks at Chicago while cutting their own districts.

But that’s really the whole point of Manar’s plan. He wants to shift state funding away from wealthier suburban districts like those Durkin represents (14.2 percent of Lyons Township High School students are from low-income households) to districts that have high numbers of impoverished students (86 percent of Chicago Public Schools students are from low-income households). Manar wants a “hold harmless” provision to make sure no district loses money right away, but that’ll cost quite a bit of cash, which the state doesn’t

Durkin represents half of Senate Republican Leader Christine Radogno’s district, so persuading both of those chamber leaders to sign off on a plan that takes state money away from their own schools is just as difficult as persuading the two Chicago Democrats who head up the House and Senate to agree to Rauner’s K-12 funding proposal that reduces Chicago’s annual appropriation by $74 million because of the state’s antiquated and complicated funding formula.

Like I said, this ain’t easy.

The governor also has dumped all over Manar’s plan. He and his surrogates have slammed the proposal as a Chicago “bailout” and have vowed campaign reprisals.

It’s not exactly the same, of course, but, in a way, Manar is to Senate President John Cullerton what former state Sen. Barack Obama was to Senate President Emil Jones, who helped mentor Obama’s rise to power.

Manar is Cullerton’s former chief of staff and Cullerton is helping him any way he can. He’s essentially Cullerton’s golden boy.

There is no doubt that Manar has worked this piece of legislation harder than any individual has worked a bill in recent memory. He has traveled from one end of the state to the other, meeting with school superintendents and other education leaders in an attempt to cobble together a workable plan. He was on Chicago’s South Side just the other day, which produced smirks from some Republicans who believe he’s attempting to use this issue to advance his political career.

But the reality is Manar has Cullerton’s full support, and Cullerton has been far more cooperative about coming up with a deal to end the months-long governmental stalemate than has House Speaker Michael Madigan. So, maybe the governor and his peeps should lay off the rhetoric a bit because things are tough enough.

Cullerton allowed Manar to hold a vote on his funding plan last week, even though Manar and other Democrats went out of their way to declare that the bill needs a lot more work.

Republicans claimed that forcing the vote could very well make it more difficult to reach an agreement on education spending. Many freely admit that the current system is horribly flawed. But the school funding formula is so crazily complicated that any successful revamp will take se-

rious bipartisan effort. And, indeed, talks have been held to devise a more easily constructed “bridge” between today’s system and a future more in line with Manar’s vision.

But the Republicans say by running Manar’s bill instead of negotiating, the Senate Democrats may have very well hardened positions on their side of the aisle. Only one Republican voted for it, after all.

So the momentum has shifted to the other chamber, where a special committee led by House Majority Leader Barbara Flynn Currie is attempting to construct an alternative. But there are those who believe Madigan isn’t serious about getting something done.

But someone had better come up with something soon because Manar said last week there was no way he will vote for the governor’s K-12 appropriations bill because it slashes funding for schools in his district, as did other Senate Democrats. And even some Downstate Republicans who voted against Manar’s bill would prefer a different formula to prevent their own schools from losing state money under the current formula.

We could wind up with no school funding at all.

LETTERS TO THE EDITOR Don’t buy poultry until inhumane situation corrected

To the Editor: I was appalled to see (in the Nation & World Briefs on page 19 of the May 13, 2016, edition of The Herald-News) that international advocacy group Oxfam claims that poultry workers in the U.S. “labor in a climate of fear” and wear diapers to work because they “are afraid to ask permission to use the bathroom.”

Two poultry plants cited were Simmons Foods in Arkansas and Tyson Foods in North Carolina, but reports indicate there are others.

My plan is to stop buying poultry until I learn that this inhumane situation is corrected, and urge others to do the same. I also will let my plan be known at grocery stores when I shop, and say why I am not ordering poultry in restaurants.

MORRIS – We needed that.

That was the collective feeling of the Morris softball team Monday after the Redskins beat Joliet Central, 10-0, in a nonconference game that ended in the fifth inning on the 10-run rule.

“We’ve been in a slump lately,” said Redskins center fielder Melissa Benson, who belted two triples and a double, drove in three runs, scored three and threw out two Central runners, one at the plate and another at second base.

“We had lost three in a row, and we’re starting to make our comeback.

It was real nice to have a game like this. We think we have a pretty solid lineup 1 through 9. Most teams don’t have a 9-hitter as good as ours.”

Benson was referring to designated player Gigi Corban, who had an RBI double in the second inning and ended the game with an RBI single that capped a five-run fifth inning.

Catcher Emily Moore also had a huge day at the plate for Morris (2010). She finished with a triple, two doubles and three RBIs. “I’m a senior and this was my last home game,” Moore said. “This feels

really good. It’s kind of sad that it’s coming to an end, but at least now it seems like we are getting our hitting back.”

Winning pitcher Abby Burns, who added two hits to the Redskins’ 14-hit attack, struck out five Steelmen the first time through the lineup and two more the second time through. She allowed four hits, hit one batter and walked one.

“Abby had her changeup working, and her screwball, too,” Moore said of Burns. “She also was hitting her spots well with her fastball.”

“Abby was working on a back problem last week, but she seems to

be back,” Morris coach Jen Lowery said.

After being held in check and trailing, 4-0, after three innings, Central (9-14) made its bid to get back into the game in the fourth inning. With one out, Ashley Hare reached on a wild pitch on a strikeout and move to second on a wild pitch.

Losing pitcher Hannah Gawenda stroked a solid single to center, but Benson, who had thrown out Brenna Rande in the third inning trying to stretch a single into a double, gunned down Hare at the plate.

Providence gets back on track vs. Plainfield Central

PLAINFIELD – When you’re the top seed in a sectional, you don’t usually need a boost with one week left in the regular season.

But after suffering four of its five losses in the last seven games, Providence Catholic’s softball team was looking for some kind of spark when the Celtics took on the sectional’s sixth seed, Plainfield Central, in a nonconference game.

While the Wildcats had won seven of their last eight, Monday’s matchup between two of the better teams in the Class 4A Lockport Sectional was all Celtics.

Providence scored two runs in each of the first two innings and then broke things open with a nine-run third to help it capture a 15-0 victory in a game that last only five innings.

Coach Jay Biesterfeld’s Celtics (245) pounded out 12 hits and took full advantage of 11 walks, a hit batter and three errors to roll past Central (16-9).

“We know that they didn’t throw Brooklyn Daly, but we had some good swings on the ball and that’s what we like to see,” Biesterfeld said. “I felt that our pitch selection was good, and that’s something that we’ve been working on. We’re trying to hit more line drives and hard ground balls and going the opposite way, which we did.

We also had a lot of balls that found holes, so it seemed like everything was working today.

“We had a little rough stretch, but we also played good teams. Both of our losses last week were in the late innings, so it’s not like we weren’t in the games. We just have to keep battling and working to improve so that we’re ready for the postseason. Our sectional is loaded, so you better be ready to go from game one, since anyone can surprise you, and our kids know that.

We’re looking forward to the challenge and are really excited about starting the postseason next week.”

After Mia Massaro (three runs, two RBI) scored on an error and Lex Leighton (two RBI) came home on a

sacrifice fly by Emily Pilon (2 for 2, three RBI) in the first, the Celtics took a 4-0 lead in the second inning when Shannon Smith (2 for 2) scored on an error and Taylor Young tallied after Pilon was hit by a pitch.

“It felt good to have one fall in since I haven’t had the success that I’ve been looking for,” Massaro said. “I’m super excited to be with all of these girls and we’re all ready to head to the postseason. I think this game definitely put us back into the gear that we needed with our hitting. I love that from the first practice that we’ve all been coming together and we’re playing for each other.”

In the third, the Celtics batted around before recording their initial out. Massaro doubled to right to bring home a pair and then Leighton singled to center to score two more. A bit later, Jessica Miklos (2 for 3) and Pilon singled home runs to make it 10-0. And then Kendal Judge doubled in a run, Allyssa Demma hit a sacrifice fly and Smith singled in another run.

“I felt right from the start that we

meshed as a team,” Young said. “We were all friends at the beginning of the season and we’ve come together to play the game that we love. We’re so close as a team that it’s crazy. We tell everyone everything and we all have the same mindset.”

Meanwhile, the Wildcats were struggling against Judge, who allowed two hits and struck out four in four innings. They also got a hit against Marissa Lewinski, who pitched in the fifth. Sammi Newtoff, Sara Peterson and Alejandra Ochoa each had a hit for Central. Jessica Cothern (2 for 3, two RBI) drove in the final two runs in the fifth.

“It was our senior day, so anytime that you change, you have to adjust your mentality a little bit and I didn’t think that we did that, so we have to get our mentality back on track,” Wildcats coach Anne Campbell said.

“The girls have been playing with a lot of confidence and played very aggressively lately and improved a lot on defense, so hopefully that will all come back tomorrow.”

“It was close to getting out and getting us back in the game,” Steelmen coach Erin Douglas said. “We seem to get a lot of closes. We need a few more finishes.”

Christina Valentino walked to start the Steelmen fifth inning, but on Rande’s second single of the game, left fielder Jasmine Cook threw out Valentino trying to advance to third.

“We’re always going to be aggressive on the base paths,” Douglas said.

“We have to be on this level. We want to force the defense to make a play.”

“We got some nice defensive plays,” Lowery said. “Jasmine (Cook) and Melissa (Benson) had good games defensively. We are doing the small things defensively that can make a difference.”

The Redskins failed to get on the board in the first inning when Central left fielder Jicara Tate caught Janette Brehm’s fly ball and threw out courtesy runner Allison Kukman attempting to score after the catch.

In the second inning, though, Morris put up a 3-spot on the strength of three extra-base hits. The Redskins ripped three triples and five doubles among their 14 hits.

If you are into college softball, Ann Arbor, Michigan, is a destination for your weekend.

The NCAA Division I Softball Regional hosted by Michigan is on tap beginning Friday afternoon. The firstround matchups in the double-elimination event are No. 2 seed Notre Dame vs. No. 3 Miami (Ohio) at 3:30 p.m. CT and No. 1 seed and host Michigan vs. No. 4 Valparaiso at 6 p.m.

Michigan is the No. 2 overall national seed and Notre Dame is, well, Notre Dame. But from the standpoint of the Joliet area, our rooting interests lie with the underdogs.

Michaela Schlattman, who graduated from Plainfield Central last spring after a stellar four-year career, is the regular shortstop and leadoff hitter for Miami (34-21), which earned the regional berth when it won Mid-American Conference Tournament with a 3-0 victory over Ohio.

Schlattman made the all-tournament team after hitting .462 (6 for 13), including a home run, single and two runs scored in the championship game. She drew five walks in the tournament and had an on-base percentage of .611.

For the season, Schlattman is hitting .339 (60 for 177), which ranks second on the team. She has nine doubles, a triple, a team-high 11 homers and 34 RBIs. A .448 on-base percentage and .588 slugging percentage give her a healthy 1.036 OPS. Then there’s Valparaiso, a true Cinderella story. The Crusaders (18-32 but winners of nine of their last 12) earned their bid by capturing the Horizon League Tournament title in dramatic fashion. The Crusaders scored four times in the bottom of the seventh inning of the title game to tie Wright State, 4-4, and force extra innings, then scored the winning run on a walkoff hit in the bottom of the eighth.

Junior catcher Sam Stewart (Lincoln-Way East) was named the tournament MVP after going 5 for 12 with six RBIs in the four MAC Tournament games and catching all 29 innings.

Senior left-hander Taylor Weissenhofer (Lockport) was tabbed pitcher of the tournament for the second time in her career, as she recorded all but two outs in the tourney and posted a 2.47 ERA with 25 strikeouts. Junior Jorgi Calombaris (Lincoln-Way East) reached on an error to ignite the fourrun rally in the bottom of the seventh against Wright State.

“I’m so proud of Sam (Stewart) for being named tournament MVP because she was tremendous this week for us,” Crusader coach Kate Stake was quoted on the Valpo website.

“Obviously, offensively she came up with a number of clutch hits, but her defensive impact shouldn’t be overlooked. She was a rock behind the plate all week, and that part of her game was just as instrumental in winning the championship as her bat was.”

Stewart is hitting .279 (31 for 111) overall with six doubles, seven homers and 33 RBIs. She sports a .523 slugging percentage and .393 on-base mark. Calombaris is hitting .208 with two doubles and seven RBIs. Weissenhofer, meanwhile, pitched 71/3 innings in the title game, which marked her fourth consecutive starting assignment. She threw 477 pitches over a span of 72 hours in the tournament. For the season, she is 10-12 with a 4.12 ERA in 163 innings. She has started 28 games, relieved in nine and has struck out 161, while allowing 149 hits and 104 walks.

So if you trek to Ann Arbor, you not only will see one of the nation’s top-ranked teams in Michigan along

with Notre Dame, you also may have the opportunity to see a few of our former high school standouts create more magic.

PRO BASEBALL

In case you missed it, right-hander Mike Foltynewicz (Minooka) pitched the best game of his young major league career last Saturday night in Atlanta’s 5-0 victory at Kansas City.

Foltynewicz worked eight shutout innings, allowing seven hits and no walks while striking out four. In his previous start on May 8, he pitched seven strong innings against Arizona, allowing two earned runs on five hits, walking nobody and striking out eight.

In three starts with the Braves this season, Foltynewicz is 1-1 with a 2.89 ERA. He has struck out 16 in 182/3 innings.

The sample size is still small, but it appears Foltynewicz may be on the cusp of arriving as a bona fide major league pitcher.

• Washington Nationals righthander Tanner Roark (Wilmington), who had been pitching so well, had a rough start last Saturday against Miami, allowing seven earned runs in five innings. He is 2-3 (but should

have had two or three more victories) with a 3.10 ERA. In 491/3 innings, he has allowed 42 hits and 20 walks while striking out 46.

• Sam Travis (Providence) has been hitting for average all season for Pawtucket, the Boston Red Sox’s Triple-A affiliate. But his power numbers took a turn over the weekend.

After going a month without a homer, Travis blasted three in a span of four at-bats (six plate appearances) in a series against Gwinnett. The outburst brought his season numbers to a .290 average with five homers and 23 RBIs.

LISLE – For most of this baseball season, Drake Fellows has been a huge figure on the mound for Joliet Catholic (16-13, 11-6).

In Monday’s 7-2 victory over Benet, which kept the Hilltoppers’ hopes for a conference title alive, it was Fellows’ bat that was key as he had two hits and drove in three runs. That provided ample support for senior right-hander Jared Jones, who got the win.

TORONTO – Blue Jays outfielder Jose Bautista is in the lineup for Monday’s game against the Rays, one day after being punched in the jaw

by Rangers infielder Rougned Odor during a brawl in Texas.

As they await word of discipline and suspensions from Sunday’s melee, the Blue Jays remain angry that Texas waited until the final regular season meeting between the teams to seek retaliation for Bautista’s bat flip in last year’s AL Division Series.

Bautista did not speak to reporters before Monday’s game, but manager John Gibbons said he felt it was inappropriate for the Rangers to wait until the eighth inning of the season finale against Toronto to hit Bautista with a pitch.

“If something irritates you that bad and something is going to happen, the only way to do is to take care of it right away,” Gibbons said.

After Bautista was hit by Matt Bush, things escalated when Bautista slid hard into second while trying to break up a double play. He and Odor shoved one another before Odor landed a punch to Bautista’s jaw, sending Bautista’s batting helmet and sunglasses flying.

Outfielder Kevin Pillar was among the first to rush to Bautista’s defense Sunday. On Monday, Pillar said he felt Odor’s punch was out of line.

“When a guy gets a clean shot like that, most of us, our only thought process was getting one back,” Pillar said. “An eye for an eye, that’s how a lot of us approached it.”

The incident led to six ejections, including Blue Jays reliever Jesse Chavez, who was tossed after hitting Prince Fielder with a pitch to begin the bottom half of the inning.

Gibbons, who returned to the field Sunday after being ejected for arguing earlier in the game, said Monday that he has yet to hear about any suspensions.

Bears’ OLB coach Clint Hurtt loves Leonard Floyd’s speed, versatility

By ARTHUR ARKUSH aarkush@profootballweekly.com LAKE FOREST – Simply looking at his Georgia stat sheet to learn about ninth overall pick Leonard Floyd, Bears fans might be confused.

Floyd’s production, which along with his weight is the biggest hot-button topic since the Bears traded their first- and a fourth-rounder to Tampa to move up two spots to select him, hardly screams top-10 pick. His sack total, which fell in each of his three seasons, was 17. He added 28.5 tackles for loss, five forced fumbles, four passes defensed and zero interceptions.

Bears outside linebackers coach Clint Hurtt provides some context on the pedestrian numbers.

“Your sack numbers aren’t going to be high when you’re playing nickel back and inside linebacker,” Hurtt said Saturday of Floyd’s numerous college roles. “If he rushed off the edge 95 percent of the time, I would be willing to bet he’d be a double-digit sack guy.

But that wasn’t the case.”

The Bears expect their new, long, lean, lightning-fast linebacker to boost a pass rush that generated just 35 sacks, tied for 22nd in the NFL. Hurtt also said Floyd’s special athleticism can be effective all over the field.

“Now you have a guy, we got to play [Aaron] Rodgers twice a year, we got to play [Teddy] Bridgewater twice a year,” he said.

“You know, [Matthew] Stafford might not be known to be as athletic as Rodgers and Bridgewater, but he’s an athletic guy. We got to play those guys six games a year. We don’t have a single guy in the front seven who can track those guys down.”

Bridgewater scrambling for a first down late in the fourth quarter of Minnesota’s game-tying Week 8 drive stands out from one of the Bears toughest 2015 defeats. Five weeks later, Blaine Gabbert’s legs similarly helped

propel San Francisco during a fourth-quarter comeback.

Hurtt cited Floyd’s game against Auburn, whose breakneck pace and wide-open scheme is how some NFL offenses are trending, as an example of the flexibility Floyd’s addition will offer the defense.

“When you’re on the defensive side of the ball and you have to defend an offense like that, you see the guys that have to play with instincts, that have to play with discipline, and the different things that they have to do,” Hurtt said.

Floyd had six tackles, a tackle for loss and a sack in Georgia’s road win. Hurtt also referenced the loss to Alabama as evidence that even a 230-pounder can hold up against a powerful NFL-style run game because of how he uses his length and bend.

Is there an NFL player whose versatility reminds Hurtt of Floyd’s? “… A guy that I do like watching, and I do a lot of studying and I see the position flex and versatility ... is a guy like Jamie Collins,” he said. “I’m not saying the physical traits are there. I don’t know the tale of the tape on that. But in terms of the mental side of it, the play-making ability, play in space, rush the passer, play the run game, Jamie Collins is a very similar comparison.”

Collins might be Bill Belichick’s most valuable Patriots defender.

As much as the Bears value Floyd’s versatility, Hurtt admits his pass-rush ability must be unlocked. “… Granted, he’s still going to be raw in a lot of areas,” Hurtt said. “It’s a deal where you’re a jack-of-all-trades, master-of-none, OK? Now, it’s teaching him how to rush the passer. He has some natural pass-rush ability, but his skill level has to come a long way.

And he will because he works hard at it, and he’s grinding away to try and master and get better.”

Former paramedic swimming in possibilities, despite early onset Parkinson’s Know more

That was Tom Zielinski’s reaction to his Parkinson’s diagnosis in 2007 when he was 38 years old. At the time, the Shorewood man was a firefighter and paramedic with the Northbrook Fire Department.

But in 2006, Zielinski noticed subtle signs of trouble – difficulty starting IVs or opening the pull tabs on BandAids. As time progressed, other symptoms emerged: cramped handwriting, slow movement and rigidity.

Zielinski, thinking “brain tumor,” saw a neurologist in December 2006, who referred him to a specialist in Chicago. The following month, Zielinski knew for certain – news that hurt the ex-U.S. Marine’s pride.

“The biggest thing I had to overcome is my self-image. I cared a lot about how I looked,” Zielinski said. “I had this persona of a big strong guy.”

Of the 50,000 Americans diagnosed with Parkinson’s disease each year, the National Institute of Health estimates 5 percent to 10 percent will get the disease before age 50.

Zielinski is working hard to raise awareness of the early onset form of the disease, participating in a May 21 fundraiser in Joliet. Proceeds will be donated to the Michael J. Fox Foundation for Parkinson’s Research.

It wasn’t an easy road, moving from disbelief to acceptance.

To help kick depression, Zielinski joined an early onset support group and met people younger than he is.

He also continued working – until he couldn’t communicate effectively over the radio and fatigue became an issue.

“I figured it was time to get out before someone got injured on my account,” Zielinski said.

Again Zielinski moped until his sister, Tona Jones of Joliet, encouraged him to return to swimming, his high school sport. He began working out at Presence Inwood Athletic Club in Joliet, joined the Blue Tides Masters team and felt his spirits rise.

“Exercise is one of the best things you can do for Parkinson’s,” Zielinski said. “It strengthens your body and helps with motor skills, balance and gait. It helps you feel physically better about your body. That’s the most important aspect.”

Molly Hoover, head coach of the Blue Tides Masters team, said she met Zielinski in 2015 when he signed up for the Illinois state meet – and then practiced and swam with the team at the meet.

“He wanted to be fast, so he was signing up for sprint races,” Hoover said.

Hoover said Zielinski was one of 19 members who participated in this year’s state meet in April. The team placed 10th overall – a first, she added.

“He was part of bringing us up to the next level,” Hoover said.

Medication to control symptoms is a blessing. So is speech therapy.

He’s able to work part time as a security guard and he stays in contact with his former co-workers. And despite early morning stiffness that makes rising from bed challenging, Zielinski said, his golf game has improved.

“Because I slowed down,” he said with a smile. “I’ve learned to enjoy it more and I don’t get upset anymore if something isn’t working.”

28 Take children’s dental health seriously Dear Dr. K: I just took my 4-year-old to the dentist, and she has three cavities.

How can I better care for her teeth? And what can I do for my infant son so he doesn’t end up with cavities, too?

Dear Reader: Our mouths are home to many bacteria. They live there pretty much all of our lives, taking advantage of one convenient fact: When we put food in our mouth, that’s food for bacteria, too.

And while we have to work to put food in our mouths, they just sit there. Doesn’t seem fair.

Eating or drinking too many sugary foods or not properly brushing or flossing our teeth allows these bacteria to grow too much and make acid that slowly breaks down a tooth’s hard enamel. When that happens, a small pit forms in the tooth – what we call a cavity. Cavities in young children can cause pain, swelling and abnormalities in how the bottom and top teeth come together.

There are simple steps parents can take to help reduce the risk of cavities for their children. Follow these guidelines for infants and toddlers up to the age of 3 years: • Wipe off an infant’s gums and mouth with a damp cloth after feedings.

The permanent teeth will emerge into a mouth with bacteria that have been influenced by the care the mouth has received over the past several years – for better or for worse.

So, when South gambled with his jump to six notrump (hoping to outscore pairs in six spades), North decided that since he could have had zero points, his invaluable spade queen justified raising to seven.

South had only 10 top tricks: five spades, one heart, two diamonds and two clubs. To make seven, South assumed that East held the heart king, but if he had king-fourth or kingfifth, it would be necessary to take the finesse three times. That would require three dummy entries from those spades.

At trick two, declarer led his spade jack and, when West followed suit, overtook with dummy’s queen.

East’s discard was a pleasing sight for South. Next, a heart finesse worked.

Back to dummy with a spade to the eight, declarer took a second heart finesse. Then, after a spade to the 10, a third heart finesse saw seven no-trump home for a cold top -- and a very unhappy East-West.

If East had followed with a low spade on the first round of the suit, South would have played a spade to the 10 next, hoping either that the nine appeared or that East had at most three hearts.

The Housing Authority of Joliet hereby requests sealed proposals from qualified professional demolition contractors for demolition of twentytwo (22) row type residential buildings, one (1) community center, and one (1) maintenance shop.

The work and services to be covered by this contract is to consist primarily of, but not limited to, the following: • Demolition of twenty-two (22) row type residential buildings, consisting of one hundred twenty-two (122) dwelling units, one (1) community center and one (1) maintenance shop.

• The general removal work includes: the removal of all items within the building, Including but not limited to all furniture, equipment, containers and any other items that may be present therein.

• The demolition works includes: but not limited to the demolition and removal of the entire building, all of the foundations footings, foundation walls, retaining walls both above and below grade, and all concrete slabs including the basketball court.

• The site work includes, but not limited to the removal of all existing concrete sidewalk, concrete steps, bituminous driveway and curb, parking areas, and demolition of the playground equipment and filling of open foundation and regrading of the site following demolition.

• The Contractor immediately upon completion of the demolition will do filling of open foundation and regrading, leveling and smoothing of site.

A pre-proposal conference and a walk- through will be held at 10:00a.m. May 24, 2016 at Des Plaines Gardens Development site, Joliet, IL 60432. Proposals should be prepared in accordance with the attached instructions and will be evaluated by the Housing Authority, as described within the RFP under evaluation factors for award. It is intended that a single lump sum contract will be awarded to a single competent and responsible offerer.

Sealed proposals will be received at the above address until 1:00p.m., local time, June 1, 2016. At that time and place fixed for opening of proposals, every proposal received within the time fixed for receiving such documents will be opened and publicly read aloud. Any firm, their representatives and any other interested party may be present. No other public disclosure will be made until after award of the contract, all proposals received will be publicly opened, read aloud, and then processed for evaluation.

Each offerer, by submitting a proposal, is affirming his/her commitment to comply with the Laws of the State of Illinois, governing Fair Employment Practices and with all rules and regulations of the U.S. Department of Housing and Urban Development, governing Equal Employment Opportunities and Non-discriminatory Practices, and to comply with the Davis-Bacon and related wage acts.
