By FELIX SARVER fsarver@shawmedia.com JOLIET – The search for the next leader of Joliet Junior College is on hold until potentially late summer.

Judy Mitchell, the college’s previous administrative services vice president, has taken the place of Debra Daniels – who left JJC in March – as the interim president.

Board Chairman Robert Wunderlich said the search for a new president may occur in August and a person picked in early 2017.

“We are going to have a search,” Wunderlich said Tuesday.

He said the search is on hold because of other issues the college needs to take care of first; some he said he could not disclose but said some of the issues in-

clude the upcoming fiscal 2017 budget and MAP grants.

JJC, like many colleges, has been fronting money for MAP grants, but the state has passed legislation for emergency funding that included money for the MAP program.

Mitchell has said she wants to leave open the option of her being considered as permanent president of JJC. At the April 26 meeting, the board passed, in a 7-0 vote, Mitchell’s interim president contract, which included a salary increase because she is still performing some of the duties from her previous role.

Board Vice Chairman Andrew Mihelich – who previously voted against her appointment interim president – was not present for that vote.

Wunderlich said Mitchell has re-

ceived endorsements to become the permanent president from Romeoville Village Manager Steve Gulden and Bill Johnson, a professor in the Agriculture and Horticulture Sciences Department.

Wunderlich has said that unlike the president search in 2011, JJC will not use the Association of Community College Trustees because it was too expensive and the college did most of the work for the search.

The search ACCT assisted JJC in resulted in trustees selecting Debra Daniels as the college leader to replace Gena Proulx, who died in 2011.

Daniels started as president in 2012 and left this past March. The board then approved a settlement with her that acknowledged disputed claims between the two parties that will pay Daniels $196,270 for a year, plus health benefits.

JJC trustees approve wrestling program

By FELIX SARVER fsarver@shawmedia.com JOLIET – A new wrestling program will be coming to Joliet Junior College.

The JJC Board of Trustees approved at their Tuesday meeting the establishment of a wrestling program as a JJC National Junior College Athletic Association sport in fall 2017.

The measure passed in a 5-1 vote, with board Vice Chairman Andrew Mihelich as the lone dissenting vote and Trustee Alicia Morales abstaining. Trustee Dan O’Connell was absent.

A proposal to bring wrestling to JJC not as a club – as previously discussed – but as a full varsity sport was given to board trustees at the April 26 board workshop meeting.

Wayne King, JJC athletics director, said having wrestling as a varsity sport will allow the college to track it academically since club sports have no academic

requirements.

“I’m ready to take this on,” King said at the workshop meeting.

Mihelich, who was not at that workshop meeting, said at Tuesday’s meeting he wanted more discussion on the proposal and he asked questions on the yearly cost of the program, whether it would be a men-only activity and other issues.

King said at the workshop meeting he heard some women who wanted to wrestle were interested.

As far as the costs, King said Tuesday that he believed a $10,000 budget in fall 2017 to start wrestling would be adequate for roughly 30 athletes. Insurance would go up $11,700 with the addition of wrestling, he said.

Trustee Michael O’Connell said wrestling is a sport that welcomes diversity and would benefit the students.

“I think we discussed it enough and I think it’s time to make a vote,” O’Connell said.

The wrestling program would coincide with the opening the JJC Events Center – known before as the Multipurpose Facility – in 2017 that would have space for program and athletes.

King said he wanted to hire a coach for the upcoming fall semester who would organize wrestling, recruit participants and buy equipment before the program begins, he said.

A committee advocating for the wrestling program would foot the start-up cost, he said. If not enough money is raised by a certain date, which was not determined yet, the college would not pursue wrestling, King said at the April 26 meeting.

Trustee Maureen Broderick, who supported bringing in wrestling, said sports promotes a better academic life for students.

“Sports-minded people have a focus and their focus is always on bettering themselves,” Broderick said.

Carillon Lakes residents plant native seeds after prescribed burn

By MIKE MALLORY mmallory@shawmedia.com CREST HILL – Bob Quinn is the only one of his father’s children to not find comfort in swinging a golf club.

But Quinn, of Carillon Lakes senior living community in Crest Hill, still found a way to honor his father. As part of the ongoing volunteer effort by Carillon Lakes residents to develop a thriving wildlife environment since its opening in 2001, Quinn built four birdhouses out of chemical-free recycled wood.

On Monday morning, Quinn and fellow residents Don Johnson and

Harry Blackburn installed two of the birdhouses on top of metal stakes driven into dirt along Mink Creek. The waterway flows northwest through a pristinely manicured three-hole golf course that is visible from Renwick Road to the north.

“This is dedicated to dad,” Quinn said. “He loved golf and fishing. With this, he can be out here all four seasons.”

The volunteers spoke with a conservationist, who said it would be wise to attract native bluebirds – known to feast on insects – to the property. They learned the size of the birdhouse’s entrance hole needed to be 1½ inches.

“The size of the hole attracts the bluebirds,” Johnson said. “If it’s an inch and a quarter, they won’t enter it. The hole also has to be 5 feet above ground to prevent access to predators.”

After past measures to improve water quality and habitat in and around the subdivision’s three other lakes, the latest phase in ecosystem development was planned in spring 2015.

Through money raised from businesses advertising in the subdivision’s newspaper, the volunteers allocated funds for a company to perform a prescribed burn that rid the golf course’s wetlands of invasive plant species – in

particular buckthorn shrubs and trees that lined the creek.

“You wouldn’t believe how many golf balls we found afterward,” resident Trisha Kulis said. “There were at least 1,000.”

The project was approved by all necessary governmental boards in the community’s homeowners association. After the burn, the company seeded the dirt with native species and poisoned the invasive species that managed to survive the burn.

Laws aimed at ‘Wild West’ booting practices

By BOB OKON bokon@shawmedia.com JOLIET – Joliet is not the first town to regulate use of the boot in private parking lots, an unregulated practice that one village official compared to the Wild West.

The Joliet ordinance approved by the City Council last week bans private use of the boot, going further than regulations in Bolingbrook and west suburban Forest Park.

All three towns, however, created ordinances after getting complaints about its use by MC Parking Management.

Bolingbrook in December began requiring that private operators using the boot be licensed by the village after getting complaints about

its use by two companies, MC Parking Management and Illinois Parking Systems.

“The problem with booting is it’s unregulated,” said Tom Ross, public safety director in Bolingbrook. “We refer to it as the Wild West.”

The Illinois Commerce Commission regulates towing but not booting.

Bolingbrook required that companies that boot get a license from the village, submit to background checks, post signs to give motorists notice that they could be booted, and carry $100,000 in liability insurance.

In most parking lots, the village requires the company post a notice on the vehicle 45 minutes before it is booted and caps the fee for recovering the vehicle at $90. The fee is

$170 at two large housing complexes where no notice is required.

Thomas Peters, part owner of Illinois Parking Systems in Naperville, said he did not have a problem with the Bolingbrook rules and would favor state regulations. While people don’t like being booted, he said, it can be a better option than towing.

“In the long run, it would be more convenient for the customers to pay for a boot on the scene rather than to take a cab or figure out how to get to a towing company 10 or 15 miles away,” he said.

Someone who answered the phone at MC Parking Management in Chicago hung up the phone while being asked about its experiences in Bolingbrook and Forest Park.

“That has nothing to do with your

city of Joliet,” he said.

Most of the complaints in Joliet were coming from the Marycrest Shopping Center, where MC Parking Management booted vehicles.

The use of the boot in Forest Park led to constant disturbances and calls to police, Village Manager Tim Gillian said.

“Almost always it turned into a verbal altercation between the booting guy and the car owner that almost always resulted in the police being called,” Gillian said.

Gillian said in 2012 the village enacted regulations that included caps on the fees that booters could collect and required that they give notice to the police department before booting.

“It only happened in one parking lot in town,” he said.

Police chief says letter not important in probe

By BOB OKON bokon@shawmedia.com JOLIET – A Joliet police investigation into the city’s payment of attorneys’ fees for the Evergreen Terrace case should not be affected by the release of a letter from the law firm of Figliulo & Silverman, Chief Brian Benton said Tuesday.

The April 1 letter had been kept under wraps for weeks, and was not even shown to City Council members, ostensibly because it was part of a police investigation.

Benton said he was not aware that the letter was released when City Manager Jim Hock sent it out to council members Friday, after Figliulo & Silverman withdrew from the case.

The letter expresses the firm’s intention to withdraw “barring further communications from the City Council that would somehow cast new light on, and disavow the Mayor’s statements and comments from his Inspector General.”

The letter responded to allegations made by Mayor Bob O’Dekirk and Inspector General Chris Regis at a March 17 news conference about an Evergreen Terrace report questioning the process by which Figliulo & Silverman’s bills were paid over the course of 11 years.

Hock said on April 12 he would release the letter. But later in the day he said it was turned over to police and

Hock is out of town this week and could not be reached to comment on why he released the letter Friday after a judge approved Figliulo & Silverman’s withdrawal from the case.

The city is in the process of hiring new lawyers to take over the case.

Benton said the letter did not have much bearing in the police investigation.

“That letter is not of any evidentia-

ry value in the criminal investigation,” Benton said, adding that it was Hock’s prerogative to release the letter if he saw fit.

Peter Silverman, a partner with the law firm, said it was expected that the letter would be shared with the City Council followed by another one with a more detailed response to the questions raised in the inspector general’s report before his firm withdrew from the case.

Once his firm learned that the letter

was turned over to police and not provided to council members, Silverman said, it was decided it would be “futile” to send a second letter.

“It’s pure gamesmanship,” he said Tuesday. “The notion that the letter was not released because of a police investigation is not legitimate. It’s not serious.”

Silverman said no one at his firm has been questioned by Joliet police.

Benton said whether there is a need to question anyone at the law firm depends on findings of the investigation into the payment of the firm’s bills.

“Right now, the allegations of any criminal investigation would be based either internally in the approving the bills or externally regarding bills exceeding the approved amount,” he said.

Benton said a detective is reviewing documents. He did not know whether the investigation had reached a point in which anyone has been questioned.

At the news conference, Regis displayed a copy of an invoice voucher for a $230,936 payment in 2012 to Figliulo & Silverman, which he said should have been approved by the City Council.

The payment was approved by then City Attorney Jeff Plyman; it was later included in a treasurer’s report that was voted on and approved by the council.

Plyman has not returned repeated calls to comment on the inspector general’s report.

‘On The Table’ aims to improve food access

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Connecting needy families to food pantries in the area is among the many challenges faced by nonprofits serving Will and Grundy counties.

The Northern Illinois Food Bank – which provided nearly 8.9 million meals to families in Will and Grundy counties in fiscal 2015 – on Tuesday hosted a roundtable discussion at St. John Lutheran Church in Joliet in partnership with The Chicago Community Trust and the Private Bank.

NIFB network members participated in Tuesday’s “On The Table” discussion to explore how agencies can work together to solve hunger.

Multiple similar gatherings took place Tuesday in the Chicago region with the purpose of connecting people of diverse backgrounds and engage in meaningful discussion about communities.

About 71,500 unique people visit NIFB pantries in Will, Grundy, Kendall and Kankakee counties every week, yet 1 in 5 children remains at risk of hunger in northern Illinois, according to the organization.

Some in attendance Tuesday suggested further collaborating with local churches and other community organizations to reach new clients in need.

Reaching home-bound senior citizens, establishing reliable public transportation in rural, underserved areas, and providing resources to better a person’s life remain key challenges, participants said.

Supporting families in all aspects of their lives is also critical, Julianne Buck, with the Community Foundation of Grundy County, said during the roundtable discussion.

“How do we engage [users] with best practices of life? We know how to pay the bills, how to save, to send our kids off the school, but life gets overwhelming sometimes and it’s hard,” she said.

Eric Fisher, executive director of We Care of Grundy County in Morris, said the organization is expanding its services by providing case management care. That way, food pantry users can get help outside of food security needs, and receive coordinated care in all aspects of life,

The roundtable discussion also featured Bobby Sanchez, 33, of Joliet, a food pantry client.

“A Chicago transplant,” the father of three said about moving to Joliet three years ago.

“Immediately after coming to Joliet, I got a good job. I was paying all the bills. We had extras and life was good, but then about a year later, things took a turn for the worst and I was [let go] from my position,” Sanchez said.

That’s when he turned to a local food pantry for help, he said. Sanchez said he grew up in a low-income household, noting how he spent many mornings as a child with his father at food pantries.

“Boy, have things changed over the last 20 years. From getting silver cans of pork and chicken and boxes of cornflakes … to now, you actually come in, they give you a cart, and you get to feel like a man, or woman, and get to shop and grab things for your family that you may not have been able to get if this place wasn’t here.”

Maeven Sipes, with the Northern Illinois Food Bank, said more youth organizations and nonprofit in Will County need to sign up for the NIFB’s federally sponsored summer food program – designed to supplement meals for schoolchildren who otherwise would qualify for free and reduced lunches during the academic school year.

Indiana continues to pursue Illiana Expressway proposal The ASSOCIATED PRESS MUNSTER, Ind. – The Indiana Department of Transportation has agreed to pay to make changes to an environmental impact statement to try to revive the proposed Illiana Expressway toll road project linking northern Illinois and northwestern Indiana.

INDOT submitted a document April 25 in U.S. District Court in Chicago stating it had reached an agreement with the Illinois Department of Transportation to pay for the technical work to comply with the court’s order on the expressway.

A judge ruled last year that the federal government’s approval of the 47-mile highway was “arbitrary and capricious” and violated U.S. environmental law.

INDOT spokesman Will Wingfield told The Munster Times the agency estimates it will cost less than $150,000 to revise the document.

IDOT spokesman Guy Tridgell said Illinois is not pursuing the project.

In Illinois, the controversial project’s fate in Illinois has changed several times in the last year with turnover in gubernatorial administrations.

Will County elected officials and business leaders have said the tollway would have relieved traffic congestion on Interstate 80 and create much-needed jobs. It was proposed to be built between Interstate 65 in Lake County and I-55 in Will County.

The Will County Board earlier this year voted to take the Illiana Expressway project off its legislative agenda, citing its lack of support by Gov. Bruce Rauner’s administration and the court’s ruling.

The northbound portion of the interstate in the area of the second crash also was flooded with 3 inches of water at the time, Palmer said, after it rained for much of Tuesday across the region.

NEW LENOX – A state investigation into Lincoln-Way District 210 finances concluded that it did not meet the criteria for certification in financial difficulty, according to a state board of education memo.

If Lincoln-Way had met the criteria, the Illinois State Board of Education may have required it to submit a financial plan within 45 days that the district would comply with. Failure to comply with that plan potentially could result in a financial oversight panel, or more state intervention.

Lincoln-Way was one of four districts that did not meet the criteria for certification of financial difficulty, but those districts will need continued monitoring, according to a board packet memo for the ISBE meeting scheduled for Wednesday. “Their [fiscal] 2016 annual financial reports may reflect a second year of negative, operational fund balances. If this occurs, they will then meet one of the criteria for potential certification in financial difficulty by the state board,� the memo states.

A call to Lincoln-Way Superintendent Scott Tingley was not immediately returned Tuesday afternoon.

On Feb. 19, Tingley received a letter from ISBE informing him that because the cash-strapped district is on the financial watch list, the state board was going to initiate a investigation of the district’s financial integrity.

The same notification was sent to five other school districts: Chicago Public Schools, Streator Elementary School District 44, South Wilmington School District 74, Edwardsville School District

7 and Johnsburg School District 12.

Those districts, including Lincoln-Way, have been on the financial watch list – the lowest ranking under ISBE standards – for at least the last two years and were asked to submit information for a review of their financial condition.

Lincoln-Way did not meet any of the five criteria to be certified in financial difficulty, according to the ISBE memo.

Two districts did meet one of the criteria for certification of financial difficulty: Johnsburg District 12 and Streator District 44.

The ISBE memo states Lincoln-Way has implemented budget reductions for fiscal 2017 and the district plans to close a facility – North high school – and reduce expenses by decreasing staff, utilities, transportation and other items.

The memo also notes litigation from the Lincoln-Way Area Taxpayers Unite residents group with “rulings [that] have been in favor of the district� and the agreed-upon procedures report of bond proceeds that showed the district inappropriately used about $4.9 million for operational purposes instead of facility renovations and repairs. “The district has pledged to adjust the district’s fund balances and restore the [bond] proceeds to the capital projects fund. The district will need to issue [tax anticipation warrants] to obtain the cash flow necessary to repay the capital projects fund,� the memo states. ISBE documents states the total savings of district’s plan to address its deficits for fiscal 2017 is projected at $5.8 million and it has “sufficient borrowing ability to sustain operations� while addressing deficit spending and restoring fund balances.

Police: Lockport man had Judge won’t restart trial for lawyer-turned-defendant sex with Plainfield teen

By BRIAN STANLEY bstanley@shawmedia.com PLAINFIELD – Authorities have charged a 21-year-old Lockport man after police say the man had sex with a 14-year-old girl earlier this year.

Plainfield Police Sgt. Mike Fisher said Justin J. Bell, of the 1300 block of Highland Avenue, contacted the girl through social media and they began talking. According to court records, Bell and the girl had sex on Jan. 27 in Plainfield.

“About 7 p.m. on May 4, the mother discovered he’d been covertly communicating with her over [phone] apps

and contacted our officers,” Fisher said. “We learned Bell had arranged to meet with her at [Plainfield Central] high school around that time and officers went to the school to speak with him.”

Bell was questioned and admitted having sexual contact with the girl, Fisher said. A Joliet detective also spoke with him regarding meetings between them within Joliet.

Bell was arrested on charges of aggravated criminal sexual abuse, indecent solicitation of a minor and traveling to meet a minor for sexual purposes. He is being held in the county jail on $100,000 bond.

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A judge on Tuesday denied a Homer Glen lawyer a chance to resubmit evidence after he was found guilty of trying to hire his wife’s murder.

Robert W. GoldSmith, 53, is awaiting sentencing for solicitation of murder for approaching an inmate at the Will County Jail in 2011 and offering money to kill his estranged Robert W. wife. Gold-Smith was Gold-Smith in jail for violating an order of protection after he allegedly punched his wife outside a courtroom.

Gold-Smith faces 20 to 40 years in prison.

Gold-Smith told Judge Daniel Rozak after the verdict he was reviewing surveillance video from the jail and another inmate showed how to hide a black box that shows the date and time. GoldSmith said that without the box, it’s possible to see he’s sitting in a chair across the room from a row of telephones, while the informant’s recordings were being made near the phones.

“I think if we put that on a big screen, it’ll be plain to see,” Gold-Smith said.

But Rozak said Gold-Smith’s “black box” is only a shaded area and the judge has watched the video “at least 20 times already.” Rozak noted before the trial Gold-Smith and prosecutors stated all of the relevant interactions occurred underneath a balcony – out of sight of the camera.

“If that’s supposed to be you, why not present that during the trial?” Rozak asked Gold-Smith. “Every one of your witnesses, everything you presented occurred underneath that balcony. What you’re saying now is totally inconsistent with the defense you presented earlier.

“You’re not asking me a ‘game-changer.’ You’re asking me to start the game all over again,” Rozak said. “I’m not reopening [the case], and you’re still guilty.”

PLAINFIELD – Citing added costs and man-hours, Plainfield officials are now charging a $2,500 fee for racing and similar walking events held within village limits.

The Village Board voted earlier this month to enact the new fee – a move precipitated by Plainfield Police Chief John Konopek’s report earlier this year outlining nearly $100,000 in costs to the village in 2015 for manning these events.

The village had 15 special events in 2012, but that number escalated to 30 in 2015, he said. Over the years, the increase in events led to greater overhead costs to the police department, public works department and time-equivalent costs to the Plainfield Emergency Management Agency, which sends volunteers.

Events already planned and registered with the village this year will not have to pay the $2,500 fee, Konopek said. But moving forward, event orga-

nizers will be asked to pay to help offset the cost of staffing.

The new fee may deter some event organizers from considering Plainfield as its host, but Konopek said the Village Board is focused on the bigger picture. Oftentimes, events were coming to Plainfield in the first place because they were one of the few municipalities that didn’t charge, he said.

“I understand where they may be upset, but you have to look at it from the taxpayers’ perspective. We’re spending $100,000 a year to man these events, but we’re only recovering 10 percent of those costs,” Konopek said.

Police allocated nearly 2,500 manhours in 2015 toward special events.

Weekly cruise nights alone accounted for 544 of those hours, whereas the three-day Plainfield Fest accounted for nearly 840 hours.

He said police will be on hand at upcoming events, including St Mary Immaculate Parish’s 5K racing event this weekend and the Wounded Warrior race event during Memorial Day weekend.

Deadline to apply for SBA disaster loans is June 3 SHAW MEDIA ATLANTA – The deadline is approaching for small businesses, small agricultural cooperatives, small aquaculture businesses and most private nonprofit organizations in Illinois to submit to the U.S. Small Business Administration a disaster loan application for economic injury caused by severe storms, flooding and tornadoes between June 7 and July 31 of last year.

“Businesses that suffered economic losses as a result of the disaster and want to apply for low-interest loans from the SBA are urged to do so before the June 3 deadline,” Frank Skaggs, director of SBA Field Operations Center East, said in a news release announcing the deadline.

Low-interest disaster loans are available in two counties in Indiana and nine counties in Illinois, including Grundy and Will counties.

to $2 million are available at 4 percent for small businesses, and 2.625 percent for private nonprofit organizations with terms up to 30 years, according to the news release.

The loans are intended to pay fixed debts, payroll, accounts payable, and other expenses that could have been paid had the disaster not occurred.

By ANNA SCHIER aschier@shawmedia.com JOLIET – A well-known Joliet lawyer has confirmed she was involved in a vehicular incident that has become the source of much online speculation, but said that statements being posted on social media are not accurate.

So far, all the involved parties seem to agree on is that the incident occurred Monday afternoon at Caton Farm and Von Esch roads in Joliet.

According to Joliet Police Deputy Chief Ed Gregory – who provided information from the reports generated by law enforcement’s response to the scene of Monday’s incident – a Chrysler Town & Country van was rear-ended by a Ford F-450 pickup truck about 2:30 p.m. at a stop sign on Von Esch

Road north of Caton Farm Road.

Both drivers exited their vehicles, according to the police reports, and the driver of the pickup admitted that she had hit the van, but refused to provide any information about her identity or insurance and left the scene before police arrived.

The van’s driver took photographs of the pickup, and the truck was traced to a landscaping company in Elk Grove Village, Gregory said. The van sustained no apparent damage in the incident.

On Monday night, a photograph was posted on a personal Facebook page of a woman who the poster alleged fled the incident. The poster stated that her aunt was hit by the woman pictured, and also alleged that the woman pictured claimed to be a lawyer and refused to give her information.

The original post made was shared to other Facebook groups, and several commenters who saw the online posts speculated the woman was Elizabeth Johnson, a Joliet lawyer and recent Democratic Grundy County state’s attorney candidate who was defeated in the March primary elections by Brooke Shupe.

However, Johnson said there was no crash, but rather a confrontation that started when Johnson almost pulled out in front of the other driver.

Johnson said the other woman jumped out of her vehicle and took the photo, and that the woman’s demeanor was aggressive.

Johnson also said she is aware of the conversations online about the incident.

“Those allegations are false,” she

said.

Johnson said she has hired a civil attorney and is considering filing a lawsuit for defamation.

The woman identified online as the other driver, Dawn Brunker, did not respond Tuesday to multiple calls seeking comment.

Gregory said the incident has been turned over to the Joliet Police Department’s hit-and-run division. If the driver were to be identified, she could be charged with leaving the scene of a crash and failure to provide information, Gregory said, both of which are misdemeanors.

“I can’t substantiate or deny that,” he said Tuesday afternoon (which was prior to when The Herald-News spoke with Johnson) when asked whether Johnson was the pickup’s driver.

Along the golf course’s small lake, Kulis led a group that planted native coneflowers and black-eyed Susans.

Although they started small Monday, the hope is to have flowers lining the banks along the entire lake as a buffer zone between contaminants and the lake.

Traffic on Route 6 delayed after series of crashes

CHANNAHON – Commuters in Channahon on Tuesday morning who typically use Route 6 experienced delays because of a crash that happened elsewhere.

Channahon Police Deputy Chief Adam Bogart said an accident on westbound Interstate 80 near River Road in Shorewood caused the delays.

“Typically there’s an increase of traffic in Channahon when accidents occur on I-80,” Bogart said. “We saw some congestion near [Minooka Community High School South Campus] and the downtown area.”

Route 6 serves as a back-up route for some when I-80 is jammed. Bogart

said it appeared many people diverted their commutes through Route 6.

Illinois State Police Sgt. Scott Angus said subjects in the crash were taken to Morris Hospital with injuries that were not life-threatening.

But traffic was further delayed in Channahon by a minor crash on Route 6 east of Interstate 55. As of 10 a.m., the crash had been cleared and Channahon police were investigating a truck in the ditch at Youngs Road, which is part of an industrial area. Bogart said there were no injuries in either crash.

“Now it’s just a matter of traffic getting situated again and clearing out,” Bogart said.

Angus said there were no other significant crashes in District 5 as a result of the rain Tuesday morning.

Apartment fire displaces 12 residents

By LAUREN LEONE–CROSS lleonecross@shawmedia.com CREST HILL – A dozen residents have been displaced after a first-floor apartment fire Tuesday in Crest Hill.

The Lockport Fire Protection District responded at 4:08 p.m. Tuesday to reports of a structure fire at a 16-unit apartment building at 1461 Pioneer Drive in Crest Hill.

Residents were evacuating upon

arrival as fire companies found heavy smoke throughout the entire building, according to a Lockport Township Fire Protection District news release.

There were no injuries, but the 12 residents are being assisted in finding temporary housing. The cause of the fire appears to have started in the kitchen area of one of the apartments.

Born: April 4, 1928; in Chicago Died: May 6, 2016; in Lemont James M. Lapenda was born April 4, 1928, in Chicago, and passed away on Friday, May 6, 2016, in Lemont at the age of 88. His loving wife, Jo Anne Foglton Lapenda nee Marchet, preceded him in death in 2015.

Loving stepfather of Michael (Kimberlee) Foglton and David Foglton; cherished grandfather of James, Nicholas, and Caroline Foglton; dear uncle of Darlene (Chip) Cleminson, and Gail (Cliff) Darnton; and great-uncle of Dr. Monique Cleminson.

Jim was preceded in death by his parents, James and Maria Lapenda; and sister, Madeline (Gigi) Lapenda Kneis.

He was a devoted husband, father, grandfather and friend who was loved by everyone who met him. Often referred to as “Grandpa,” “Pop” and “Jimbo.” His favorite pastimes were spending time with his family and his fellow gun club buddies.

The family will receive friends at Kurtz Memorial Chapel, 102 E. Francis Road, New Lenox, IL, 60451, on Saturday, May 14, 2016, from 10 a.m. until time of memorial service at 11 a.m.

Sister Karla was a treasured member of the Sisters of St. Francis of Mary Immaculate (Joliet) for 68 years.

Sister Karla was a member of St. Procop Parish in Cleveland. She attended the parish grade school and graduated from the parish high school. She received her bachelor’s degree from the College of St. Francis (University of St. Francis) in Joliet. Sister Karla ministered in the field of elementary education for 31 years, serving in schools in Aurora, Chicago and Des Plaines; Ashland, Cleveland, Columbus and Mansfield, Ohio; Muskegon, Michigan, and Bayfield, Wisconsin. In 1983, she began the ministry of service to her religious congregation through clerical work in the administrative offices and service to her religious sisters.

Sister Karla’s many years of volunteer service to the elderly through Catholic Charities Retired and Senior Volunteer Program, brought her many awards from the Senior Services Center of Will County. Her ministry of providing rides to those who needed transportation to maintain their independence brought much joy and hope into their daily lives.

The wake for Sister Karla will be at Our Lady of Angels Retirement Home, 1201 Wyoming Avenue, Joliet, IL (Wyoming and Route 30) on Thursday, May 12, 2016, from 2 to 6:45 p.m., with a prayer service at 4:45 p.m. and Mass of Christian Burial at 7 p.m. The funeral procession will leave from Our Lady of Angels on Friday morning, May 13, 2016, at 9 a.m. The Interment will take place at Resurrection Cemetery in Romeoville.

able to stay open. That’s not a threat.”

John Pearson, the superintendent of East Alton-Wood River Community High School District 14, said the only way to balance their budget after years of cuts would be to lay off 40 percent of the staff.

The superintendents said they favored Rauner’s idea of adding more funding to schools without a formula

change because they prefer the certainty of having the money. Some of the Democratic state lawmakers who represent them agreed.

“Let’s give these men and women here that run our schools that have the responsibility of educating our youth, let’s give them some certainty right now moving forward,” said Rep. Dan Beiser, a Democrat from Alton.

Education funding is the only portion of the budget for the current year that Rauner signed, meaning schools have largely been spared the consequences of the budget impasse.

Sen. Andy Manar, a Democrat from Bunker Hill sponsoring the formula change, said his plan would ensure that school districts see no cuts over the next four years with a $400 million investment from the state.

His plan would gradually change districts’ reliance on property taxes and take local wealth into account when distributing funds. Over time, the state would shift more of its financial support toward needier districts.

Without his formula change, Manar said, poorer districts would continue to suffer and “this system is going to continue to erode.”

The total budget for schools is expected to be about $10 billion for the fiscal year beginning July 1.

By IVAN MORENO The Associated Press SPRINGFIELD – Illinois superintendents warned of school closures and staff layoffs Tuesday as they implored state lawmakers to pass a budget to give them certainty for the fall when the new academic year begins.

The challenge facing superintendents is that the epic partisan gridlock that has left the state without a budget for 11 months is spilling over into education, with ideological differences over how to proceed with funding.

Republican Gov. Bruce Rauner is asking lawmakers for $55 million more to fully fund the general state aid to schools instead of prorating it like it’s been done the past seven years to balance the books. Senate Democrats, meanwhile, say that while more money is good, the state’s complicated, 20-yearold school funding formula must be overhauled now so it’s fairer to property-tax-poor districts.

But superintendents from districts including Kankakee, Moline and Streator expressed worry Tuesday that there’s no agreement for next year yet.

They say they’ll have to deplete their reserves to open this fall and that some might not make it all year.

Board approves U of Chicago hospital expansion

NORMAL – A state review board has approved a $269 million expansion proposal from the University of Chicago Medical Center that includes an adult trauma center.

The Illinois Health Facilities and Services Review Board unanimously approved the plan Tuesday in Normal.

Community activists have been pushing for years for adult trauma care on Chicago’s South Side, an area without such care since 1991.

The University of Chicago now must gain approval to be a Level 1 adult trauma center from the Chicago Trauma Network and the Illinois Department of Public Health. Hospital officials said

Ex-U.S. Rep. Reynolds wants to plead guilty in tax case

CHICAGO – Former U.S. Rep. Mel Reynolds said in a handwritten court filing posted Tuesday that he wants to plead guilty to misdemeanor federal charges of failing to file a tax return.

“I request to come to court at the earliest time possible to enter my plea of guilty,” Reynolds wrote in the filing. A status hearing is scheduled for May 19.

Reynolds is acting as his own attorney.

Reynolds was arrested April 11 at an Atlanta airport when he arrived from South Africa after failing to attend an earlier hearing in the tax case. U.S. District Judge John Darrah ordered him taken into custody.

He is being held at a detention center in Kankakee.

Hearing postponed on proposed Lucas Museum

CHICAGO – A hearing has been postponed in a civil case aimed at halting construction on filmmaker George Lucas’ proposed art museum in Chicago.

The hearing was scheduled for Tuesday morning in Chicago federal court but was later postponed until June 15. Legal maneuvers and public statements preceded the status hearing.

Chicago Mayor Rahm Emanuel last week turned to an appeals court to seek the dismissal of the lawsuit filed by a parks advocacy group that opposes the proposed lakefront museum.

That move came after Lucas’ wife said the wrangling led them to look for sites in other cities.

The judge has said he could lift an order halting construction while the litigation proceeds. But he warned that builders would have to dismantle any structures if the parks group eventually prevails.

Ind. continues to pursue Illiana Expressway proposal

MUNSTER, Ind. – The Indiana Department of Transportation has agreed to pay to make changes to an environmental impact statement to try to revive the proposed Illiana Expressway toll road project linking northern Illinois and northwestern Indiana.

INDOT submitted a document April 25 in U.S. District Court in Chicago stating it had reached an agreement with the Illinois Department of Transportation to pay for the technical work to comply with the court’s order on the expressway.

A judge ruled last year that the federal government’s approval of the 47-mile highway was “arbitrary and capricious” and violated U.S. environmental law.

INDOT spokesman Will Wingfield told The (Munster) Times the agency estimates it will cost less than $150,000 to revise the document. IDOT spokesman Guy Tridgell said Illinois is not pursuing the project.

For some, the question of whether they were backing their party’s standard-bearer – a no-brainer in a normal election year – proved too much to answer.

“We’re not doing any Trump questions today,” an aide to Sen. Mark Kirk of Illinois told a crowd of reporters as Kirk, one of the most endangered Senate Republicans, sped into a meeting.

Another Republican who’s up for re-election, Tim Scott of South Carolina, offered his support, but like others managed to sound grudging and backhanded in the process.

“I’m supporting the Republican candidate, and it happens to be Donald Trump,” he said.

“The only thing I can do is get re-elected so we have a Republican majority in the Senate,” Isakson said. “I will support the Republican ticket and I’m endorsing me for my Senate seat.”

The comments reflected ongoing divisions in a party still reeling over Trump’s success in locking up the nomination and pushing his two remaining rivals from the race last week. McConnell and others have decided that the best approach is to get behind Trump.

But especially in light of House Speaker Paul Ryan’s surprise decision to withhold his support, unity is elusive for now.

That could start to change Thursday, when Ryan, McConnell and other congressional Republicans meet with Trump, who himself has downplayed the meeting and suggested he can win the election unity or no.

Ryan defended his stance anew Tuesday, insisting that he was just being honest in saying Trump had more work to do to show he could unify the party after alienating numerous voters, including women, Hispanics and many conservatives.

“It is going to take more than a week to unify this par-

ty,” Ryan said in an interview with the Wall Street Journal broadcast online. “If we just pretend to unify without unifying, then we’ll only be at half-strength, and it won’t be good for us in the fall.”

But some Republicans argued that Ryan himself was making it harder to unify by essentially giving other Republicans cover to refuse to get behind Trump.

“I didn’t really appreciate his comments,” said Sen. Jim Inhofe of Oklahoma. “They have to establish a workable relationship, and I think they will, but that’s not a good way to start.”

Yet after a bruising primary season, others were not yet ready to move on. GOP Sen. Ted Cruz of Texas, Trump’s leading opponent before he dropped out last week, made clear he was in no hurry to endorse the mogul and reality TV star who defeated him.

“The voters in the primary seem to have made a choice and we’ll see what happens as the months go forward,” Cruz told conservative talk radio host Glenn Beck.

Cruz went so far as to leave open the possibility of restarting his campaign if he should score a surprise win in Nebraska, while making clear he didn’t anticipate that outcome.

Eager to heal old wounds, Obama to visit Hiroshima

By NANCY BENAC The Associated Press WASHINGTON – Eager to heal old wounds and galvanize new generations, President Barack Obama this month will become the first sitting American president to visit Hiroshima, where seven decades ago the U.S. dropped the devastating atomic bomb that ushered in the nuclear age.

By visiting the peace park near the epicenter of the 1945 attack, the president hopes to reinvigorate efforts worldwide to eliminate nuclear weapons. But in a sign of the extraordinary political sensitivities attached to the gesture, the White House is going out of its way to stress that Obama will not come bearing an apology.

Deputy national security adviser Ben Rhodes said flatly: “He will not revisit the decision to use the atomic bomb at the end of World War II.” Instead, Rhodes said in a statement, Obama will spotlight the toll of war and offer a “forward-looking vision” of a non-nuclear world.

Abe, who will accompany Obama on the visit, said no apology is expected – or necessary.

“The prime minister of the world’s only nation to have suffered atomic attacks, and the leader of the world’s only nation to have used the atomic weapons at war will together pay respects for the victims,” Abe told reporters. “I believe that would be a way to respond to the victims of the atomic bombings and the survivors who are still in pain.”

The U.S. attack on Hiroshima on Aug. 6, 1945, killed 140,000 people. A second bomb, dropped on Nagasaki three days later, killed 70,000. The bombings scarred generations of Japanese, both physically and mentally, but many Americans believe they hastened the end of World War II and saved countless other lives. Japan announced it would surrender on Aug. 15.

As for Obama’s visit, the Japanese people are ready for this moment, seven decades in the making.

In a NHK television poll this month, 70 percent of Japanese respondents said they wanted Obama to visit, com-

pared with 2 percent against it.

Survivors, especially, have long been waiting. The number of survivors who are recognized as “hibakusha” and entitled to medical assistance from the Japanese government was more than 183,000 as of March.

Their average age is now over 80.

“The day has finally come,” said 91-year-old Sunao Tsuboi, a survivor of the bombing and head of a survivors group in the western Japanese city.

“We are not asking for an apology,” Tsuboi told NHK. “All we want is to see him lay flowers at the peace park and lower his head in silence. This would be a first step toward abolishing nuclear weapons.”

The president’s visit, at the end of a previously announced trip to Japan and Vietnam, has been widely anticipated since Secretary of State John Kerry went to the Hiroshima memorial in April.

Hiroshima Mayor Kazumi Matsui praised Obama’s plan as a “bold decision based on conscience and rationality” and said he hopes the president will listen to survivors’ stories.

Being targeted by Trump has helped raise her profile and boost her star power, “but none of that takes into consideration the downside of being in Trump’s crosshairs,” she said during a recent interview with The Associated Press.

“It’s been a year of security guards and closed blinds. I hope this interview will be a chance to clear the air in front of the American public, to get it over with, then move on.”

Kelly said she’s excited to be venturing from the harder-edged format of “The Kelly File,” where she has reigned since 2013. Airing May 17 at 8 p.m. EDT, “Megyn Kelly Presents” is produced by veteran Barbara Walters collaborator Bill Geddie, with Walters’ “Most Fascinating People” specials as its model.

“I’m not Barbara,” said Kelly, “but this is an opportunity to have a different kind of conversation than I’m used to.”

Those conversations will include actor Michael Douglas, a cancer survivor whose health has been an object of concern in recent media reports.

She also will talk with Robert Shapiro, famously part of O.J. Simpson’s defense team for his murder trial.

Also on tap: Laverne Cox, the transgender activist and actress who appears on Netflix’s drama series “Orange is the New Black” and who, Kelly said, “puts a human face on a group of people who are still maligned, in many parts of the country, with impunity.”

But the main event will be Kelly’s meeting with Trump, whose tirades against her have included a sneering reference on CNN to her menstrual cycle and tweets dismissing her as “lightweight” and “second-rate.”

Speaking with a reporter recently in her cozy Fox News office, she declined to share details of the interview, but took pains to say she isn’t seeking a rematch.

State considering eliminating sales tax on feminine products SPRINGFIELD – Tax relief is sailing through the Legislature.

Property taxes? Income taxes?

Gasoline taxes?

Nope. Not yet.

But it looks like we are heading toward eliminating the tampon tax.

The measure passed out of the Senate unanimously and it is waiting to be assigned to a committee in the House.

If it becomes law, it will be a victory for taxpaying families.

After all, tampons and sanitary napkins are necessities in a woman’s life for about 40 years.

Being a 51-year-old man, I can’t say I have much experience buying feminine hygiene products.

In fact, the first time I ventured into this forbidden territory was on my wedding day.

My soon-to-be wife dispatched me to the grocery store to buy panty liners. My best man and a groomsman tagged along.

I found myself standing bewildered in an unfamiliar store aisle staring at pastel-covered parcels with names such as “Stayfree,” “Pearl” and “Always.”

My two buddies were giggling.

Dan, my twice-divorced groomsman, refused to give any advice.

But he did feel the need to inform store clerks and any passer-by of my dilemma.

Dave, my then-never-been-married best man, was equally flummoxed.

Finally, I decided that bigger must be better and bought the largest pads on the shelf – the only generic pack.

When my bride saw what I had purchased, she questioned whether pads that large could fit in her suitcase.

She waited another 13 years before asking me to make such a purchase again. And that was last month.

I found myself standing in WalMart at midnight texting photos of various products to my wife to make sure I was making the right purchase.

Then I found myself in a long checkout line. The fella behind me was smirking and said, “You’re a

Gee, thanks.

Then the reporter in me kicked in. I asked the checkout clerk, Anna, if she thought a tax should be levied on the product.

She gave me a look like this is the last conversation she wanted to have with a customer at midnight and said, “It’s the government.

They tax everything.”

Some advocates for eliminating the tax have taken to calling it the “menstruation tax” as a way of emphasizing that only women pay it (I guess they didn’t consider bewildered husbands making midnight shopping trips).

But Brigid Leahy, a lobbyist for Planned Parenthood of Illinois, prefers the more neutral “tampon tax.”

She has lobbied hard for the bill and to hear her tell it she has run across more than a few male lawmakers who were uncomfortable with the topic.

“They will say, ‘Um, you have to pay a tax on that?’” Leahy said with a laugh.

Let’s face it – tampons are among those things many of us were taught not to discuss in polite company.

But there is a serious underlying health issue. Some women just can’t afford the products and end up not changing regularly, which can lead to toxic shock syndrome, Leahy said.

So making the products more affordable just makes sense.

Now if lawmakers can only do something about cutting our property taxes and income taxes.

Illinoisans want tax reform – with no strings attached.

To the Editor: Most states have a political system of mapping the political boundaries of their state’s districts. The final boundaries are decided by whichever party is in control.

Another effort in Illinois is being made to make it more neutral, but even that change has a political aspect. Another complication is some ethnic minorities are supposed to be kept together to give them some political power. When the “Terminator” was governor of California, he proposed using a computer program to make the decision based on people regardless of how they vote. The other parameter was to try to have a district as close as possible to a rectangle. That would end politics, ethnic power, gerrymandering and time-wasting bickering.

Another reform is needed immediately. The state is in an economic freefall because of the lack of a budget and the tax mess. The state is supposed to have a flat tax, but it isn’t. Just like the federal tax structure, Illinois’ structure is full of additional and double deductions. Hundreds of thousands of rich and middle-

class people are able to avoid paying taxes they would pay in other states.

Although I think we shouldn’t use the federal’s adjusted income because of its political insanity, the impracticality of using the gross is obvious. The Illinois tax should be simple to fill out. The tax would be adjusted gross number of times 4 percent. No one gets any breaks because of their political clout. Pensioners would have to pay, too. Businesses would pay 4 percent. Few of the wealthy and businesses pay what this idea would require.

In fairness, my wife and I pay real estate taxes and we get pensions. A fair tax is one which everyone’s ox is gored.

Do I think either of these ideas will be adopted? Not a chance. Our politicians are gutless and are more afraid of not being re-elected than they are fixing a broken system. The future is dim of politicians doing what is right.

Minooka clinches share of SPC title

cherron@shawmedia.com JOLIET – One of the keys to the success of Minooka’s boys volleyball team has been its offense, but a squad needs to be able to play well defensively if it wants to contend for a trip to state.

The Indians showed some defensive prowess on Tuesday when they captured a 25-19, 25-19 Southwest Prairie Conference win at Plainfield South to claim at least a share of another league championship.

“We made some mistakes, but we

also did some really good things defensively that I was happy to see,” Indians coach Janel Grzetich said. “It was pretty warm in here, but both teams were playing hard and still giving it their all.

“Our strong suit throughout the season has been our offense, but this match I was happier with our defense, which is a good thing. Obviously we’ll continue to work on that because you can never be 100 percent defensively.

Overall, I was pleased.”

The Indians (28-3, 11-0) lead the Cougars (14-6, 8-3) and Plainfield North with only three SPC matches remain-

ing. South took Minooka to three sets on April 14 and the squads could meet in the Lockport Regional semifinals if South can beat Joliet West.

“It’s not just about stamina, it’s also about being consistent all the way through the match,” Cougars coach Taryn Surbaugh said. “We struggled immensely with our blocking, so that definitely is something that we’re going to work a ton on in practice.

“The guys have progressed, but I’m still hoping for more. I keep telling my team that hopefully we’ll see them again. If we can beat Joliet West, we’ll see them in the second round of the

regional, and that would be the time to beat them.”

The Cougars jumped out to a 15-12 lead in the opener and was up 10-7 in the finale before the Indians grabbed the momentum.

In the first set, Minooka got a kill from Luke Wielbik to kick off a 6-0 run. Five of those points were served up by Grant Ooms, who had an ace during that spurt. Luke Hermann and Wielbik also had kills while Danny Beaudin got a block to give the Indians an 18-15 lead.

“All of us have been playing together as a team for a while, which really helps, but we’re really clicking as a team this year,” Wielbik said. “I think as a team we’ve merged perfectly. Our defense, offense and setting is strong.

Together I think we make a perfect team. We just need to stay together and make sure that when we step on the court that our mind is there.”

Apton was one of six Cougars seniors who were honored. The others were Keith Carlton, Donnie Doran (7 digs), Eric Fleming, James Klebenow and Nick Welter (2 blocks), who was accompanied in a nice version of the national anthem.

“We definitely have a lot of talented guys on our team and we definitely play our best when we’re a high-energy team,” Apton said. “When we’re going nuts out there, we pick each other up and if we all play together, then we play well. This is a group of guys who had already known each other, so we had some team chemistry.

But as the season has gone on, we’ve learned each others playing style and we definitely became a better fit for each other.”

BOYS VOLLEYBALL Area volleyball teams face tough playoff path

The Lincoln-Way East and Glenbard West sectionals figure to be two of the toughest in boys volleyball this season and they also happen to be the destinations of the area’s 16 squads.

All of the regionals begin on Monday, May 23, and conclude with title matches on Wednesday, May 25.

Sectional semifinals are Friday, May 27, with finals on Tuesday, May 31.

The IHSA finals will be on Friday and Saturday, June 3-4, at Hoffman Estates.

Eleven teams will compete in the Lincoln-Way East Sectional, which was divided into two sub-sectionals, with one featuring local teams and the other St. Louis-area squads.

Lockport hosts one regional for south suburban teams while Andrew hosts the other.

Second-seed Minooka is the favorite at Lockport, while top-seed Lincoln-Way East is the team to beat at Andrew.

In the Lockport Regional, Minooka gets seventh-seed Joliet West or ninth-seed Plainfield South in one semifinal, while the other semifinal features third-seed Lincoln-Way North or 12th-seed Plainfield Central will meet fifth-seed Lockport or tenth-seed Joliet Catholic.

At Andrew, Lincoln-Way East gets either eighth-seed Providence or 11th-seed Andrew in one semifinal, while the other semifinal features fourth-seed Lincoln-Way Central or 14th-seed Rich East going against sixth-seed Lincoln-Way West or 13thseed Joliet Central.

O’Fallon is the top-seed among the Metro East schools and it hosts a regional. Second-seed Belleville West and third-seed Edwardsville are in the Metro-East Lutheran Regional.

In the Glenbard West Sectional, Plainfield North was seeded ninth, Bolingbrook was the 13th-seed.

North could meet eighth-seed Glenbard East in the Oswego East Regional semifinals, with the winner likely seeing top-seed Glenbard West in the finals.

At the Benet Academy Regional, Bolingbrook could meet fourth-seed West Aurora in the semifinals and possibly face the fifth-seeded hosts in the finals.

Plainfield East, Romeoville and Lemont also are in the sectional field, which includes second-seed Wheaton Warrenville South at the St. Francis Regional and third-seed Naperville North at Downers Grove South.

Providence, Lincoln-Way West earn No. 1 softball seeds STAFF REPORT Providence Catholic enjoyed a strong start to this softball season and boasts a 21-4 record.

The Celtics were rewarded for their efforts Tuesday when the IHSA released the results of coaches’ online seeding for the Class 3A and 4A postseason tournaments.

Providence was afforded the No. 1 seed in the 19-team Class 4A Lockport Sectional. Lincoln-Way North is seeded second, Andrew third and Lincoln-Way East fourth.

The fifth through eighth seeds are Lockport, Plainfield Central, Homewood-Flossmoor and Joliet West. One of the 1 through 4 seeds and one of the 5 through 8 seeds will be in each of the four regionals, which will be played the week of May 23. The predetermined regional hosts are Joliet West, Plainfield South, Minooka and

Thornwood.

The rest of the area seeds in the Lockport Sectional are No. 10 Lincoln-Way Central, No. 11 Plainfield South, No. 13 Minooka, No. 14 Romeoville and No. 15 Joliet Central.

The winner of the Lockport Sectional will battle the Normal Community Sectional winner in a supersectional at Illinois State University in Normal.

The IHSA released the results of coaches’ online seeding Tuesday afternoon for Class 3A and 4A baseball.

A result that will surprise some observers is in Class 3A, where Joliet Catholic is the No. 5 seed in the 10-team Sub-Sectional A of the Lincoln-Way West Sectional.

The Hilltoppers are a modest 13-11 overall but are in the thick of a multiteam battle for the lead in the East Suburban Catholic Conference, which generally is considered a strong baseball league.

Lemont (17-5) is the No. 1 seed in the Sub-Sectional, with Lincoln-Way West (16-6) second, Herscher (21-7) third and Coal City (21-8) fourth. Behind JCA are Manteno, Ottawa, Kankakee, Morris (10-15) and Rich South.

JCA and Morris are regional hosts in the sub-sectional. The Hilltoppers must play in the regional they host – it will be played during the week of May 23 – so they could draw Coal City for a semifinal opponent, with the winner of that game probably taking on Lemont for the regional title.

Lincoln-Way West, then, would be the highest seed in the regional at Morris, with Herscher, if the seeds hold, being the Warriors’ likely regional final foe.

Meanwhile, in Sub-Sectional B, Oak

East and Bolingbrook.

The Oswego Sectional winner will face the St. Rita Sectional winner in a supersectional at Standard Bank Stadium in Crestwood. The all-Catholic League Blue top four seeds at St. Rita are Brother Rice, St Laurence, Mount Carmel and St Rita.

Two-time defending 4A state champion Providence (18-7), another of the Catholic Blue heavyweights, is the No. 3 seed behind Lincoln-Way North (203) and Sandburg (18-3) in the 4A sectional the Celtics will host.

Marist (14-9) completes the top four, with Marian Catholic (18-8), Lockport (13-10), Stagg (15-13) and Andrew (1310) in the 5 through 8 slots. The regional hosts will be Sandburg, Lockport, Richards and Homewood-Flossmoor.

The Providence winner will face the Bloomington Sectional winner in a supersectional at the University of Illinois in Champaign.

In Sub-Sectional B of the Bloomington Sectional, Moline is the No. 1 seed, followed by Normal Community, Plainfield South (17-8) and Minooka (14-10).

Bradley, Normal West, Rock Island and East Moline are in the 5-8 positions. Joliet West (6-16) and Joliet Central (6-18) round out the 10-team field.

The regional hosts in Sub-Sectional B are Moline and Bradley. The No. 1 seed in Sub-Sectional A is O’Fallon, with Edwardsville No. 2.

Slammers putting familiar faces on the field VIEWS Dick Goss Local baseball fans who followed the Joliet Slammers through the 2015 season can expect to see familiar faces on the field Thursday night when the Slammers open the Frontier League regular season against the Windy City Thunderbolts at Standard Bank Stadium in Crestwood.

The Slammers’ home opener is scheduled next Tuesday night at Silver Cross Field.

“The position players are set. A lot of them are returning from our team last year,” Slammers Jeff Isom manager Jeff Isom said after Monday afternoon’s 3-2 exhibition loss to the Thunderbolts.

“As for our pitchers, I feel we have guys capable of pitching in the Frontier League. But we have only three pitchers back, and that’s why it’s a question mark.”

Isom said his opening-day starting lineup will include an infield of Jake Gronsky at third base, Alfredo Rodriguez at shortstop, Carter Bell at second and Marc Flores at first. Joe Staley will be the catcher. The outfield will feature Charlie White in center field, flanked

by Phil Bates and Boo Vazquez.

Rodriguez, Bell, Flores and Staley all spent at least part of 2015 in a Slammers’ uniform. Gronsky played seven games here in 2014 before he was signed by the St. Louis Cardinals’ organization. Among the outfielders, White and Bates are holdovers. Vazquez was in the Frontier League in 2015, just not here.

The spare positions players will include at least one outfielder, at least one infielder and a backup catcher.

That will leave room for more position player if Isom’s plan to go with 12 pitchers and 12 position players holds.

Of course, the designated hitter also will come from the spare pieces.

Two other holdovers from 2015, outfielder Nate Roberts and catcher Dante Rosenberg, are on the disabled list.

“We have 28 guys on the roster and we have to get to 24 by Wednesday,” Isom said. “These guys have an idea what they are capable of and what we need from them. The decisions (on cuts) are going to be tough on me.”

Those competing for roster spots include first baseman Hunter Ridge and former outfielder Casey Fletcher, who hopes to stick as a catcher. Both spent significant time in the Slammers’ lineup last season.

“I’m excited,” Isom said. “Our

record is 1-3 in the exhibition games, but I don’t put any stock in that. We’re definitely a very competitive club. I’m confident in what we’ve got.

“The guys are excited to get on the field. The attitude in the clubhouse is we want to win games. I like the camaraderie that I’ve seen.”

Up the road in Chicago, the Cubs and White Sox have gotten off to excellent starts. Baseball is relevant again to a much larger fan base.

Wouldn’t it be nice if our local professional team, the Slammers, followed the lead of the Chicago teams?

Of course, for that to happen, the pitching must be good. And that’s where we find the question marks, as Isom said, but only because of unfamiliarity.

“Generally, we’re swinging the bats well in the exhibition games,” he said.

“Our defense has been good and we’ve been aggressive on the bases. I’ve loved what our relief pitchers have done.

They probably gave up one or two runs total in the four games.

“Our starters have been good, but they have stuff to work on. When they have gotten deeper into counts, they have left the ball out over the plate.”

The only rotation spot Isom was sure about early this week was that Spencer Medick, who started seven games for the Slammers last season, will be the opening-night starter Thursday at Windy City.

“Spencer Medick has increased his velocity on his fastball significantly since last year,” Isom said. “After him,

the rotation is still up in the air.”

“I feel we have guys capable of pitching in the Frontier League, but we have only three pitchers back, and that’s why it’s a question mark. Our relievers have thrown well. (Kevin) McNorton, (Kevin) Simmons and (Brandon) Poulson all are throwing well. It’s tough on me to decide exactly which relievers will be among our 12 pitchers.”

McNorton and Luke Crumley both had success as Slammers’ relievers last season. McNorton posted a 2.08 ERA in 69 innings and Crumley a 1.48 ERA in

301/3 innings.

The Slammers are coming off a season where they finished 42-54. That did not meet expectations, of course.

But several position players and a few pitchers who had some success here are back. That provides a good foundation, not to mention some familiarity for local fans as the new season begins.

That should matter as the Slammers try to attract larger crowds to Silver Cross Field.

Nationals announce $175M, 7-year deal with Strasburg

By HOWARD FENDRICH The Associated Press WASHINGTON – A day after Stephen Strasburg deflected questions about a new contract, the Washington Nationals announced that they had, indeed, agreed to a seven-year deal with the right-hander that starts next season.

The team scheduled Stephen a news conference at Strasburg Nationals Park on Tuesday with Strasburg. He is surprisingly skipping his first chance at free agency to stay with the club that drafted him No. 1 overall in 2009 and – in a move debated around baseball – shut him down before the playoffs in 2012 to protect the pitcher’s surgically repaired right elbow.

A person familiar with the nego-

tiations, said the agreement calls for total payments of $175 million starting in 2017, but it includes $70 million in deferred money. The person spoke to The Associated Press on the condition of anonymity because the Nationals did not reveal the financial terms of the deal.

Strasburg gets a $10 million signing bonus payable on July 1, 2019, and salaries of $15 million each in 2017 and 2018, $35 million in 2019, $25 million in 2020, $15 million apiece in 2021 and ’22 and $45 million in 2023.

His deal contains salary deferrals of $30 million in 2019, $10 million in 2020 and $30 million in 2023.

If he stays for the full seven seasons, Strasburg would get $15 million each year from 2017-23, followed by seven $10 million payments each July 1 from 2024-30. The use of a deferral structure is similar to the $210 million, seven-year deal that the Nationals

gave another Scott Boras client, righthander Max Scherzer, before last season.

Strasburg would earn a $1 million performance bonus each year for pitching 180 innings. The new contract has an escape clause: Strasburg can opt out and become a free agent after the 2019 or 2020 seasons.

If he opts out after three seasons, $30 million deferred from his 2019 salary would be paid out in three $10 million installments each July 1 from 2020-22. If he opts out after four, $40 million deferred from 2019 and 2020 would be paid out in four $10 million installments every July 1 from 2021-24.

Word of the agreement emerged Monday while Strasburg was pitching in Washington’s 5-4 victory over the visiting Detroit Tigers. After the game, Strasburg was asked about his contract and replied: “I don’t really have a comment about that right

now.”

Asked about his comfort level in Washington, Strasburg answered: “Growing up in Southern California, San Diego, all my life and stuff, the East Coast is a little bit of a change.

But the city of D.C. has been great to me and my family. It’s really grown on us. We’re very comfortable here.”

By agreeing to a deal now, Strasburg leaves a weaker free-agent class in his wake, because he would have been the No. 1 pitcher available.

The 27-year-old Strasburg has a 5937 career record and a 3.07 ERA across 139 appearances, all starts. He led the National League in strikeouts with 242 in 2014.

“From the moment he was drafted, Stephen has been far more than just a pitcher for our organization, and his talent is transcendent,” Nationals general manager Mike Rizzo said. “The numbers speak for themselves.”

OAKLAND, Calif. – Stephen Curry is the first unanimous NBA MVP, earning the award for the second straight season Tuesday after leading the defending champion Warriors to a record-setting season.

The Golden State superstar is the 11th player in league history to be voted MVP in consecutive seasons and the first guard to do so since Steve Nash in 2004-05 and 2005-06. Curry received 1,310 points from the 130 media voters from the U.S. and Canada.

He was followed in the vote by Kawhi Leonard of San Antonio, LeBron James of Cleveland and Oklahoma City teammates Russell Westbrook and Kevin Durant. Curry’s teammate Draymond Green was seventh.

Curry is the first two-time winner in franchise history, and Wilt Chamberlain (1959-60) is the only other Warriors winner. After guiding Golden State to its first championship in 40 years, Curry & Co. took that success even further to finish with 73 regular-season wins to top mark set by the 1995-96 Chicago Bulls team that went 72-10.

In a stunning overtime performance Monday night, Curry showed exactly how he can take over a game in a matter of seconds. He returned from a sprained right knee to score 40 points

With his dazzling ballhandling and jaw-dropping long-range touch from way, way back, Curry has forced defenses to extend. He made a record 402 3-pointers after no player had previously even hit 300 in a season. He averaged an NBA-best 30.1 points per game to go with 6.7 assists and 5.4 rebounds. He also led the NBA with 2.1 steals a game while shooting 50.4 percent from the field, 45.4 percent from 3-point range and 90.8 percent from the foul line.

From the start of the season, Curry vowed to take his game to another level – and did he ever. Now all that matters to him is staying healthy and leading the Warriors to another title.

“The reason Steph is as good as he is because he can score from anywhere,” Kerr said. “If you take away the 3, he can penetrate and hit the floaters or get to the rim.”

Curry understands the scrutiny that comes with being an MVP and playing on a championship team.

“They’re going to have more of a spotlight, and people are going to ask questions about whoever it is,” he said. “When there are legends and people that I looked up to as a player – as a young kid, as a basketball player – Hall of Famers and guys that talk about our team, it means that obviously we’re doing something good so we keep doing it. I take it with a grain of salt.”

Cubs beat Padres for 8th straight win

By JAY COHEN The Associated Press CHICAGO – Ben Zobrist went 4 for 4, Addison Russell had three RBIs and the Cubs beat the San Diego Padres 8-7 on Tuesday night for their eighth straight win.

Jon Lester (4-1) pitched six innings of three-run ball as the Cubs improved to 25-6 for the best start by a major league team since the 1984 Detroit Tigers won 26 of their first 31 games. Kris Bryant drove in two runs and Jason Heyward scored twice, helping the Cubs open an 81/2-game lead over second-place Pittsburgh in the NL Central.

Zobrist had run-scoring singles in the third and fourth against rookie Cesar Vargas (02). Zobrist also singled in the second and seventh, and scored in each inning on a hit by Russell.

Zobrist, a switch-hitter who signed a $56 million, four-year contract with the Cubs as a free agent, is batting .365 (23 for 63) with 23 RBIs in his last 18 games. He has driven in 17 runs during the Cubs win streak.

Alex Dickerson became the first player in Padres history with a pinch-hit grand slam for his first career homer, according to STATS, but San Diego lost its third consecutive game. Melvin Upton Jr. also went deep for the Padres, and Jose Pirela had two hits and scored two runs.

San Diego lost another infielder when shortstop Alexei Ramirez left in the fifth inning due to cramping in his left hamstring.

After hustling into second with a run-scoring double, Ramirez was hunched over behind the bag when a trainer came out to check on him.

Kevin Durant added 23 points as the Thunder won for the second time in San Antonio in the series. Oklahoma City can close out the series Thursday in Game 6 at home.

Westbrook sealed the victory with a three-point play with 6.3 seconds remaining, scoring after the Spurs weren’t able to foul him intentionally and he drove for a layup while being fouled.

Kawhi Leonard finished with 26 points for San Antonio, which lost at home once in the regular season and has dropped two straight there now.

When we first encountered deep-fried, bourbon-soaked Twinkies, we were a little smitten. Until, that is, we realized we could do so much better.

Better as in ditching the highly processed snack cakes and substituting a truly amazing slab of homemade pound cake, all rich and dense and ready to sponge up some booze.

Which is what we did next; we drizzled each slice with a generous glug of bourbon. And no need to use the good stuff here.

Anything you’d consider using as a mixer will be fine.

An ample dose of butter to pan-fry our slices until nicely crisped and warmed doesn’t hurt their flavor, either. Now all you have to do is serve – warm, please! – with fresh berries and whipped cream or ice cream. Take that, Twinkies.

Butter-Browned Bourbon-Basted Pound Cake Start to finish: 2 hours (30 minutes active) Servings: 12

Working in batches, fry the pound cake 3 to 4 slices at a time, for 3 to 4 minutes a side, or until toasty brown, adding additional butter between batches. Carefully transfer the toasted slices to a platter while you fry the remaining slices. Serve warm, with berries and whipped cream, if desired.

Leftovers can be cooled and kept in an airtight container for 3 days, gently rewarming in a skillet.

​No need to be shy about reaching for prepared pie crusts

I am an unabashed fan of refrigerated pie crusts. I am certain the number of pies I would make if I only was allowed to make crust from scratch would be about 15 percent of my current pie output. And I know my friends and family would be very sad should that happen.

The refrigerated stuff is great. It just gets a quick roll on the counter, then with a quick fold-and-transfertechnique, it’s in the pan in a snap.

Couldn’t be easier.

This is the fastest, easiest apple tart I know how to make, but that’s not the impression it will leave on your guests.

Easy Apple Tart with Cinnamon Creme Fraiche

Start to finish: 1½ hours Servings: 8 For the tart: Butter, for the pan, plus 2 tablespoons chilled and cut into small pieces 1 refrigerated pie crust (1/2 of a 15-ounce package), room temperature 4 large cooking apples, such as McIntosh or Granny Smith, peeled, halved and cored 1 tablespoon fresh lemon juice 1/4 cup sugar 1 teaspoon cinnamon 1 teaspoon cornstarch 1/3 cup apricot or peach jam or preserves For the cinnamon creme fraiche: 3/4 cup creme fraiche 3 tablespoons powdered sugar 1 teaspoon cinnamon

Heat the oven to 400 degrees F. Butter a 9-inch tart pan, preferably one with a removable bottom.

Very thinly slice the apple halves. A mandoline is best, but a knife is fine. In a large bowl, toss the apple slices with the lemon juice.

In a small bowl, combine the sugar, cinnamon and cornstarch. Add this mixture to the apples and toss to combine.

On a lightly floured surface, roll out the pie crust to a little over 11-inches. Fold it into quarters so it looks like a triangle with a rounded edge. Transfer it into the prepared tart pan, with the point of the triangle in the middle of the pan, then unfold it so the pie crust lines the pan. Gently press the crust into and up the sides of the pan. Arrange the apples as artistically as you like in the tart shell, overlapping them slightly.

Place the jam in a small, microwave-safe bowl and heat in 15-second burst, stirring between, until melted and smooth. Brush the

melted jam over the tops of the apples. Dot the apples evenly with the butter. Bake for 30 to 40 minutes, or until the apples are tender and the crust is firm and golden brown. Cool in the pan on a wire rack for about 20 minutes, then remove the outer edge of the pan, if possible, and finish cooling on the tart base on the wire rack.

When ready to serve, prepare the cinnamon creme fraiche. In a small bowl, whisk the creme fraiche with the powdered sugar and cinnamon until well blended and smooth.

Serve the tart slightly warm or at room temperature with a generous dollop of the cinnamon creme fraiche.

Nutrition information per serving: 340 calories; 170 calories from fat (50 percent of total calories); 19 g fat (11 g saturated; 0 g trans fats); 40 mg cholesterol; 150 mg sodium; 45 g carbohydrate; 3 g fiber; 25 g sugar; 2 g protein.

Health-related apps catching on Dear Dr. K: There are so many health-oriented apps for mobile devices these days. But is there any evidence they actually work?

Dear Reader: The number of mobile device health-related apps has exploded in recent years. The most popular ones monitor physical activity. Others deliver helpful reminders or information through text messages.

Various apps aim to help you lose weight, monitor your blood pressure, manage your diabetes or quit smoking.

When you first start using them, the novelty of entering and tracking information can be very engaging. But keeping up that behavior over the long haul can be a challenge. So, can using these apps really make a difference?

Research is starting to weigh in. One study, published in 2015, looked at whether getting texts about lifestyle changes helped to boost heart health. The researchers enrolled 700 people with heart disease. Half were randomly assigned to receive four text messages each week, in addition to their standard care. The texts were semi-personalized. They encouraged participants to exercise more, eat less salt and make other heart-healthy lifestyle changes. The other study subjects received only usual care.

The study lasted six months. By the end, people who got the text messages had reduced their bad cholesterol, blood pressure and weight compared to those who didn’t get text messages.

The American Heart Association recently reviewed 69 studies that evaluated how mobile health (mHealth) technology affects heart disease risk factors. Here’s what they found: • Weight loss: People who used weight-loss apps or mHealth tools plus a comprehensive weight-loss program were more successful over the short term compared with people who tried to lose weight on their own. But

• Physical activity: People who used online programs boosted their physical activity more than those who didn’t. But there’s not enough research to show whether wearing a device to monitor physical activity actually helps you move more. My bet is it will. I am impressed by how many people – patients, friends and colleagues – tell me they check their smartphones to see how many steps they’ve taken in a day.

• Smoking cessation: mHealth apps used together with a traditional quit-smoking program may help smokers kick the habit. But the vast majority (about 90 percent) of people using these apps still fail to quit smoking after six months. My bet is mHealth apps, when used as part of a quit-smoking program that includes a community of other people also trying to quit, will prove to be useful.

And mHealth technologies for improving blood pressure, cholesterol and diabetes?

There’s little or no available evidence so far about their effectiveness.

And what about sensors that continuously monitor our bodies and send the information to computers used by our doctors? Too early to tell.

Mobile health technology still is in its infancy. Some applications will prove ineffective. But I’ll bet such technology is a central part of the medical care system within 10 years – and will improve our health.

Since the wedding, Claude spends a lot of time talking about his wife to anyone within earshot and on social media to the point of excess. (The bride is “perfect, beautiful, lovely” and he’s “so lucky to be married to her,” etc.) Everyone on the team works overtime every night because Claude posts love notes to his wife all day. The team supervisor talked to my husband about it, and asked him to cover Claude’s workload because of his pre-wedding and now post-wedding bliss.

I have filtered the guy’s posts and stopped reading, but Ian feels stuck in the middle at the office. He needs Claude to get his head back in the game and work. How can my husband gently communicate this is affecting Claude’s job performance and driving everyone batty? Ian is afraid if he complains to the supervisor, his friend will feel betrayed. – Overloaded In Alabama Dear Overloaded: The matter should be brought to the attention of their supervisor so the supervisor can handle it before it becomes a morale problem. What’s going on is unprofessional and unfair to the other team members.

The supervisor should tell Ian’s besotted friend the time he’s spending messaging his bride has increased the workload on everyone else, the honeymoon is over and he needs to get his mind back on the tasks at hand.

That applies to bidding conventions -- and not only the results, but also frequency. This deal features a transfer into a minor over a one-notrump opening. The frequency is not high, but when one does arise, it can result in an accurate auction. How do three no-trump and five clubs by South fare?

North’s two-spade response was a transfer to clubs. His three-spade rebid indicated a singleton (or void) in that suit. (With four spades and long clubs, North would have responded two clubs, Stayman.) South was torn at this point. Perhaps they had nine instant winners for three no-trump, but his single spade stopper was worrying, and his controls (three aces and one king) were great for a high-level club contract if partner had a solid or semisolid suit.

Here, if South had bid three notrump, he would have gone down, assuming West led the spade queen.

When South actually bid four clubs, North settled for game with his minimum.

West led the heart jack. South won with his ace and ran the club nine, losing to East’s jack. Back came a heart to dummy’s queen. Declarer crossed to his hand with a diamond, then led his second trump. When West played low, should South have called for dummy’s eight or king?

The percentage play was the eight. If East had the club queen-jack, he might have won trick two with either honor. But with the ace-jack, he had no choice. Declarer should assume East’s play was forced.
