JOLIET – The Will County Health Department’s executive director was hesitant Thursday to accept a one-time cash influx from the county in the face of layoffs and program cuts, saying it’s using a Band-Aid to fix a much bigger problem.

“If the County Board wants to assist and provide funding for us, that’s wonderful,” Susan Olenek, the agency’s executive director, told members of the Will County Public Health and Safety Committee.

“However, if it were to be earmarked for something like behavioral health, we would like, if possible, a commitment from the board moving forward to continue to sustain that. … Otherwise we’re just prolonging the agony here.”

The health department – owed $2.1 million from Illinois for work performed under contracts – announced last month it was laying off 53 employees. The agency is also suspending nine programs, including its adult psychiatric services.

Those layoffs will be effective May 27.

In the meantime, as part of their union contract, employees slated for layoffs have “bumping rights,” in which a worker with more seniority can fill an open position or position filled by a person with less seniority.

Olenek said this would mark the “fifth bumping process” in five years for the department, including once in 2011 and 2012, and twice in 2015.

“Our agency has been shrinking. I can’t tell you how disruptive and how difficult and how counterproductive all of that is,” Olenek said to the committee. “We need to get to a place where we can do our programs and not have to worry about who’s going to be here.”

More than 52,000 clients are estimated to be affected by the programs’ suspension.

Those affected include 39,000 served by a school vision and hearing program, 1,800 behavioral health clients and 4,000 clients who use HIV prevention and education services.

The department’s outpatient mental health services are among those being suspended. Mental health patients discharged from area hospitals make up the majority of clients served by the program, along

with Medicaid and Medicare recipients.

Will County Board Speaker Jim Moustis, R-Frankfort, suggested the county increase the health department’s levy under the county’s corporate fund.

“We’re going to have that discussion,” Moustis said.

Others suggested the department direct people to additional community resources. However, Olenek said the health department is doing that already, and in some cases, is the only provider for services.

Shifting the population to other local agencies isn’t the answer, said committee member Jackie Traynere, D-Bolingbrook.

“You talked about sending the public to other providers. I’m going to tell you I’ve talked to some of those other providers,” Traynere said. “They’re not getting paid by the state either. They’re already at capacity. They’re already going under.”

When the Tinley Park Mental Health Center closed in 2012 as part of the state’s plan to transition institutionalized mental health patients to community-based care settings, local health departments were given yearly grants to handle the influx.

That yearly grant – $682,000 for the Will County Health Department – never arrived this year because of Springfield’s budget impasse, said Joseph Troiani, director of behavior health programs.

More than 720 patients receive adult psychiatric services through the local agency, while 963 receive outpatient mental health services, he said.

Will County CED gets grant from Association of Realtors SHAW MEDIA JOLIET – The Will County Center for Economic Development has received a $15,000 Smart Growth Action Grant from the Three Rivers Association of Realtors.

The grant will be used to develop a scope of work for a Will County Freight Mobility Study, to be completed later this year, and represents the highest funding level of the Smart Growth Action Grant Program, according to a news release.

“This grant gives us the seed money that will lead to completing the freight study,” CED President and CEO John Greuling said in the news release. “We need better information on freight move-

ment in the county to plan for the future – the study will provide that.”

The funding was awarded locally by the Three Rivers Association through the National Association of Realtors Smart Growth Action Grant program, which supports land-use related activities.

The grant program was created to support Realtor engagement in land-use-related issues with the primary goals of affecting public policies that support a more sustainable development paradigm, while raising the profile of Realtors as community leaders and enhancing relationships with elected officials, according to the news release.

highest funding level are made to support in-depth projects with multiple funding sources and partners, or to sustain a previously initiated effort that has been fruitful enough to warrant further investment.

“Local Realtors have a vested interest in supporting economic development and livable communities,” David McClintock, CEO of the Three Rivers Association, said in the news release.

“Job growth should translate to homeownership growth. This grant in support of a Community Friendly Freight Plan supports the important work of the Will County CED to attract jobs to our market.”

Joliet group hosts National Day of Prayer

For peace and unity. For religious freedom.

That’s what Jim Dougherty, with Baha’I Faith in Joliet, and about 50 others prayed for Thursday as they came together at Old Central Church in Joliet for National Day of Prayer.

“In times of steady calm and extraordinary change alike, Americans of all walks of life have long turned to prayer to seek refuge, demonstrate gratitude and discover peace,” Dougherty said during Thursday’s ecumenical service in Joliet, reading from President Barack Obama’s 2016 National Day of Prayer presidential proclamation.

“Sustaining us through great uncertainty and moments of sorrow, prayer allows us an outlet for introspection, and for expressing our hopes, desires and fears,” Dougherty read.

Thursday marked the second annual National Day of Prayer in Joliet hosted by the Joliet Region Interfaith Education Council – a coalition of faith-based organizations working in partnership with Joliet Township High School District 204.

One by one, pastors from churches such as Kingdom Builders, Harvest Bible Chapel, Mount Zion Baptist Church and One Vision Worship Center came forward to the front of the Richards Street church to pray with those in the pews.

Glenda McCullum, senior pastor with Kingdom Builders International, sang at the church.

The Rev. Naurice Moffett, community liaison for the council, said while the event is based in the Christian faith, JRIEC welcomed people from all walks to join in prayer Thursday.

“Prayer is powerful. For me, it’s my time with God, to let him know how I’m feeling, and for me to hear what he has to say,” Moffett said. “It gives you peace, and the peace just falls on you.”

Proceeds from 5K to benefit residents with cancer

By MIKE MALLORY mmallory@shawmedia.com CHANNAHON – Last year, the first Pink Heals Joliet Area Chapter Mother’s Day 5K Walk brought 1,300 people together to raise $30,000 to assist area residents with cancer.

This year, it’s expected to grow, both in participation and in dollars raised.

“We are already up 100 more people than last year’s event in registration numbers, and our business partnerships have more than doubled,” Pink Heals Joliet Area Chapter Director of Home Visits Angie Caldwell said.

Pink Heals is a nonprofit organization dedicated to supporting women and others with illness. Its motto is “Supporting women, not causes,” although support is not limited to women. It is known for pink vehicles, which are used both to raise awareness and for visits to people with cancer.

Caldwell attributes the success of the blossoming 5K walk event to the fact that Pink Heals’ donations stay local and go directly to those who are sick, rather than national organizations.

“It’s an awesome, community-based event,” Caldwell said.

“We’re able to bring more awareness here locally. And every dollar stays local, so we know where the money is going.”

The walk is slated to begin at 8:30 a.m. Sunday from Channahon Village Hall and wind through Cherokee Ridge and Meadowlands subdivisions before finishing along the Route 6 bike trail. The festivities start with day-of registration at 7:30 a.m. and opening ceremonies at 8:15 a.m.

If you’re wondering how it might interfere with Mother’s Day plans – worry not. Caldwell said the event should be wrapped up entirely by 10:30 a.m. at the latest. This will allow participants to get done in time for brunch plans.

Caldwell said many area fire departments will be in attendance, and there’s been 15 to 20 volunteers from the Will County Sheriff’s Office involved in planning the event.

“I just want to thank our awesome group of volunteers who make this possible,” Caldwell said.

Aurora woman sentenced to 2 years for toddler death

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – An Aurora woman was sentenced Thursday to two years in prison after a 2-year-old girl drowned in a pool while the woman was operating an unlicensed day care from her home.

Tracy L. Kennedy, 41, pleaded guilty in February to a charge of endangering the life or Tracy L. health of a child. Under Kennedy the plea agreement, other charges concerning the Aug. 2, 2011, death of Abigail “Abby” Holland were dismissed.

Police said the girl was able to open an unlatched gate to the backyard pool while Kennedy was caring for seven children at her home in the 2700 block of Squaw Valley Trail in the Will County portion of Aurora.

Kennedy faced up to five years in prison. Judge Amy Bertani-Tomczak said while Kennedy had no felony record, probation would’ve deprecated the serious nature of her neglect.

ney John Connor noted Aurora police and Department of Children and Family Services investigators reported a lack of supervision for young children at Kennedy’s house three times in the months before Abby’s death. Kennedy had a pending application for a day care license at the time, Connor said.

Tiffany Holland clutched a stuffed leopard and sobbed as she testified how her daughter’s death has affected her family.

“Time does not heal the pain of losing your child, and the loss does not get easier as years go by. The wound is permanent,” Holland said. “I remember after Abby was born I wished that I would live a long life so I could spend as much time with her as possible. I never dreamed I was wishing longevity for the wrong life.”

Kennedy said she will always feel ashamed and guilty for what happened.

“I apologize, [but] I know there’s nothing I can say. I stand here explaining the only thing I can feel is guilt when I know there’s no comparison to Mrs. Holland’s loss,” she said.

The incident occurred about 5:48 p.m. on eastbound I-80 just east of the Des Plaines River bridge, according to Illinois State Police District 5 Trooper Breann Till.

The incident involved three cars and a semitrailer, Till said.

The interstate’s two innermost lanes were closed because of the crash, but reopened later in the evening.

Till said she was unaware of any injuries as a result of the incident and

Jerry Lee Rucker, 57, was pronounced dead Monday night at Loyola University Medical Center in Maywood.

Rucker had been airlifted to Loyola after the incident in New Lenox Township.

His car collided with a delivery truck at the intersection of Spencer and Gougar roads.

The other driver and another witness said Rucker ran a red light, according to Will County Sheriff’s Office police. The cause of death was injuries sustained in the crash, according to the Cook County Medical Examiner’s Office.

Lockport ups tighter regulations for vape shops “This is not the ‘business mix’ that we are seeking for Lockport, especially in downtown.”

AHMAD Shaw Media Correspondent LOCKPORT – As its moratorium on issuance of zoning licenses to businesses selling e-cigarettes and alternative nicotine products nears an end, the Lockport City Council is moving toward adding new language to its zoning ordinances to regulate the proliferation of these businesses.

The changes outlined by Pamela Hirth, director of economic and community development, for discussion only at Wednesday night’s Committee of the Whole meeting do not include any prospective action toward limiting the use of these products, commonly known as vaping, in public places, such as action taken by New Lenox recently.

The state is working on legislation that, if approved, would include e-cigarettes and similar products in current laws that prohibit smoking in public places. The U.S. Food and Drug Administration moved Thursday to restrict e-cigarettes the same way it restricts traditional cigarettes.

According to the FDA’s website, “electronic cigarettes, also known as e-cigarettes, are battery-operated products designed to deliver nicotine, flavor and other chemicals. They turn chem-

State law prohibits these products to be sold to or used by minors.

With the proposed changes, Lockport is focusing on minimizing accessibility of tobacco and vaping products to minors and over-concentration of these shops – which currently are subject to regular commercial zoning requirements – in the city by enforcing separation limitations.

“We were getting overwhelmed by [requests] for vape shops,” Mayor Steven Streit said later. “This is not the ‘business mix’ that we are seeking for Lockport, especially in downtown.”

The amended ordinances would require that tobacco shops not be able to be located within 100 feet of all public

parks, in addition to schools, child care facilities, and children’s recreation facilities, according to the proposed changes.

Also, all vape and tobacco shops would have to be separated from each other by at least 1,000 feet.

Changes would also include language specifically addressing vaping, smoking and hookah lounges, since the current zoning ordinances are “technically silent” on these facilities, Hirth said.

These will require a special use permit for commercial zones in the downtown, as is the current requirement for vape and tobacco shops. Hookah lounges would only be allowed in standalone, not multi-tenant, buildings.

Any new vape shops would also require a tobacco dealer’s license in order to operate. New zoning and licensing requirements will not be enforced on the two tobacco and three vape shops already operating in the city, according to Hirth.

The ordinance would also require that tobacco and vape shops only sell pre-packaged products since some shops can produce customized e-liquid onsite for customers requesting specific flavors. Hirth said this is necessary because nicotine is classified as a hazardous material by the Occupational Health and Safety Administration.

Committee members were still debating if they wanted to include language prohibiting vaping to take place within the businesses.

Streit said that “aesthetics” and not health concerns were a factor in his support of tighter regulations, adding that no substantial research is currently available on possible health hazards of alternative nicotine products and that he did not like “the look of a smoke-filled room” which “is not appealing as you drive by.”

Alderman Kris Capadona said the odor may be intrusive to other businesses, citing his own experience as a tenant in a building which is permeated by the odor of a neighbor’s vaping products.

Both Aldermen J.R. Gillogly and Darren Deskin were in favor of allowing vaping in the businesses.

According to Gillogly, allowing vaping in the shops helps owners sell the products. These products are helping some of his friends quit smoking, he said. Deskin said that the odor, which oftentimes is fruity, “was not any different from [the aromas] of a pizza place” entering neighboring stores.

Any final changes to the zoning ordinances will be presented to the Planning and Zoning Commission before coming to the City Council for approval.

JOLIET – Joliet has banned the boot for private companies after getting complaints about the use of the locking device on cars parked in the Marycrest Shopping Center.

City officials said people eating at a local restaurant would come out to find their cars booted and would have to pay $190 to get access to their car.

Mayor Bob O’Dekirk said at Tuesday’s City Council meeting the city was alerted to the situation when one person was told the mayor wanted the cars booted.

That was not true, O’Dekirk said.

But, he added, “Thank you for lying about me. Now we’ve solved this problem.”

A City Council memo on the new ordinance included an immobilization notice and receipt from Nov. 2 issued by MC Parking Management in Chicago for a car parked in the Marycrest Shopping Center on Jefferson Street.

Attempts Thursday to reach someone from MC Parking and Marycrest for comment were unsuccessful.

Marycrest was one of two loca-

tions along Jefferson Street where the use of the boot was leading to complaints, Deputy Police Chief Ed Gregory said.

“The practice is legal in the state, but it’s been a source of animosity in the city, where we received a number of complaints,” Gregory said.

He said the boot was being used on customers of a neighboring restaurant who parked in the Marycrest parking lot. There are no barriers between the parking lots for the restaurant and Marycrest, although Gregory said signs were posted.

The city used its home rule powers to make the practice illegal in Joliet.

The ordinance banning the practice states that the city “has received complaints regarding booting practices including arbitrary pricing, vague payment policies, and unprofessional business practices.”

The ordinance exempts the city of Joliet from the ban on booting and immobilization devices. But the city’s use of boots is restricted by another ordinance that requires a notice before the devices are used and gives the vehicle owner the right to a hearing, according to the City Council memo on the ordinance.

They should block 99 to 100 percent of both UVA and UVB rays, and screen out 75 to 90 percent of visible light. Lenses must be perfectly matched in color and free of distortions and imperfections, says Mayo, and include gray lenses, which provide the wearer with the ability to recognize color correctly.

It’s important to note that the color and degree of darkness of the lenses are in no way related to sunglasses’ ability to block UV rays, adds Mayo. Sunglasses that offer the best protection are wraparound or closefitting sunglasses with wide lenses that protect the eyes from every angle. For contacts wearers, although some contact lenses offer UV protection, sunglasses should be worn in addition to the lenses for the best UV protection.

JOLIET – Joliet Public Schools District 86 officials expect to see a surplus almost $2 million higher than originally projected in one fund of the district’s budget for the current fiscal year.

During its regular meeting Wednesday, all members of the Board of School Inspectors present voted to accept the tentative amended budget for fiscal 2015-16, make it available for taxpayer viewing and set a public hearing date for the amended budget. Inspector Christine Kim was not in attendance.

Amending the budget allows the district to update its financial projections for the closing fiscal year to reflect the finances of the district more accurately than the estimates made earlier in the fiscal year when the budget was first approved.

“We do this every spring,” district Director of Financial Services Joan Holm said.

One significant change in the amended budget is a surplus in the ed-

ucation fund that was originally anticipated to be about $1.8 million and will now be about $3.7 million due to about $3 million the district received from a state grant not anticipated in the original budget, according to district officials.

The tentative amended budget’s operating fund revenue is about $152.4 million and its operating fund expenses are about $148.7 million, with a surplus of about $3.7 million. The budget will be made available for public viewing at the district office, 420 N. Raynor Ave., Joliet. The hearing will be held 7 p.m. June 8 at the same office.

Also Wednesday the board named a new president and vice president.

The board held its annual reorganization meeting after the regular meeting, and named Tonya Roberts as president and Jeffrey Pritz as vice president.

Roberts was previously the board’s vice president and is taking over the presidency from board member Gwendolyn Ulmer.

Village officials cut ribbon for frontage road “This has been a long time coming and truly represents an evolution in the village of Channahon.”

SUBMITTED REPORT CHANNAHON – A ribbon-cutting ceremony was held Wednesday to officially open the new Interstate 55 NW Frontage Road north of U.S. Route 6.

Mayor Missey Moorman Schumacher cut the ceremonial ribbon, along with members of Novak Construction, Illinois Department of Transportation, Thorntons, Manhard Consulting, Martin Cement, Thomas Engineering, village staff and village trustees, according to a news release from the village.

The new roadway was constructed

by Thorntons Inc., which is constructing a fuel center as part of a 15-acre development. Plans for the remainder of the property include two outlots for restaurant uses and a third lot that can be utilized for a hotel.

“This has been a long time coming and truly represents an evolution in the village of Channahon,” Moorman Schumacher said in the news release.

“I’d like to recognize current and previous elected officials, staff, IDOT, members of the construction trades and those of the business and development community for their diligence and perseverance in making this project a reality.

The relocation and reconstruction of the NW Frontage Road is in conjunction with the $22 million IDOT project, which is reconstructing and expanding the bridge deck over I-55 along with reconstructing and relocating the on and off ramps, according to the news release.

Phase 2 and 3 of the project will include the relocation and reconstruction of the northeast and southeast frontage roads, resulting a more efficient design that will better handle traffic demands.

The project is expected to be finalized in summer 2017.

State’s attorney wants out of Chicago cop’s case

By DON BABWIN The Associated Press CHICAGO – Cook County’s embattled state’s attorney asked a judge Thursday to appoint a special prosecutor to take over the case against a white Chicago police officer she didn’t charge until more than a year after he shot a black teenager 16 times.

In a motion that surprised civil rights attorneys who were set to continue their push to force Anita Alvarez off the case, her office filed a motion to have someone else prosecute officer Jason Van Dyke, who is charged with first-degree murder in the October 2014 killing of 17-year-old Laquan McDonald.

Alvarez was voted out of office under withering criticism of her handling of the case and is leaving office in December. She didn’t charge Van Dyke until hours before the court-ordered November 2015 release of the dashcam video.

On Thursday, even as she was asking off the case, Alvarez continued to defend herself against allegations that her close political relationship with the police officers union created a conflict of interest and made her reluctant to pursue criminal cases against officers

Teachers union decides against taking strike vote

CHICAGO – The Chicago Teachers Union has decided against striking over the lack of a contract, for now.

The union’s House of Delegates met Wednesday and did not take a vote on a strike or set a strike date. Union officials have indicated teachers could wait until fall to strike. Union Vice President Jesse Sharkey said there’s concern over losing health insurance and end-of-the-year paychecks.

Chicago teachers have been working without a contract for nearly a year. An independent fact-finder declared last month the Chicago Public Schools’ most recent contract offer was fair. It would phase out a 7 percent pension benefit the district paid for teachers and include raises over four years. The union rejected the findings.

GOP lawmakers want auditor spending answers

SPRINGFIELD – A group of Republican lawmakers attempted to turn up the election-year heat Thursday on the state’s chief fiscal monitor, demanding that Auditor General Frank Mautino answer questions about his campaign spending as a legislator.

First-term Rep. Grant Wehrli of Naperville, who faces a Democratic challenger in November, said at a state Capitol news conference that he and 19 colleagues sought answers Thursday in their third recent letter to Mautino that read, “The people of Illinois are tired of the many corruption scandals they’ve had to endure in recent years.”

Mautino was a Democratic deputy majority leader in the House for 24 years before the Legislature, controlled by Democrats, appointed him to a 10-year term last fall as auditor general. The Spring Valley politician replaced the retiring William Holland to examine state government

2 Illinois state parks reopen after donor pays electric bill

EFFINGHAM – The Illinois Department of Natural Resources said Ramsey Lake State Recreation Area and Horseshoe Lake State Park have reopened after a donor paid to turn the electricity back on.

IDNR spokesman Chris Young said the parks reopened Wednesday after they were closed about two weeks ago because of the state budget impasse.

Young said the electric company didn’t name the donor. Southwestern Electric

had been trying to force Alvarez’s removal from the case said they hoped that the judge would appoint an independent prosecutor who is not affiliated with Alvarez’ office or that of Illinois Attorney General Lisa Madigan.

“There is, as a matter of reality, a close nexus in terms of personnel and in terms of nonaggressiveness in these matters between the state’s attorney and the (state) attorney general’s office,” said lawyer Locke Bowman, who represents a coalition trying to have Alvarez removed from the case. Madigan’s office didn’t immediately respond to a phone request for comment.

The release of the dashcam video showing Van Dyke shooting McDonald over and over led to major protests and federal and local investigations of the police department. It also prompted Mayor Rahm Emanuel to fire the police superintendent, Garry McCarthy.

Alvarez has defended her office’s handling of the case, which she has called very complicated, and her record in filing charges against police officers.

But the timing of her announcement of charges – hours before the court-ordered release of the video – helped feed accusations of a cover-up by the department and Alvarez’s office.

Cooperative officials didn’t identify the donor, citing privacy concerns.

The parks were closed because electric and trash services were terminated.

Young said Ramsey Lake owed $1,765 in electric bills and Horseshoe Lake owed $829. Young said it wasn’t clear how long the parks would remain open.

Eagle hit by gunshot might fly again after surgery

URBANA – A bald eagle injured by a gunshot will undergo surgery that a University of Illinois veterinary intern said may restore its ability to fly.

The year-old eagle was shot several months ago and found in southern Illinois.

She was moved to the University of Illinois Veterinary Teaching Hospital this week and is scheduled to have surgery on a broken bone in her wing on Thursday.

Nicki Rosenhagen is a veterinary intern at the hospital. Rosenhagen told The News-Gazette in Champaign that if the surgery is successful the eagle might be able to fly and return to the wild.

Rosenhagen said eagles can live to be 30 years old.

Senate Democrats field large roster of women

By ERICA WERNER The Associated Press WASHINGTON – If 2016 has been the Year of Trump in politics, it may also end up being a new Year of the Woman, if Democrats get their way. And that won’t be a coincidence.

Democrats aim to have female Senate candidates on the ballot in nine states in November, a near-record, and these contenders likely will be sharing the ticket with the first major-party female presidential nominee in history in Hillary Clinton.

Donald Trump, whose commanding win in Indiana cemented his improbable status as the GOP’s presumptive presidential nominee, is viewed unfavorably by 70 percent of women, according to Gallup. So as discomfited Republican Senate candidates released statements trying to change the topic or have it both ways Wednesday, Democrats made plans to link their largely male opponents to Trump, seeking to win back control of the Senate in November by electing Democratic women from coast to coast.

“I’ll tell you as a professional woman, too many women have had to fight Donald Trump’s type of sexism and offensive rhetoric their entire lives,” said Democratic Rep. Ann Kirkpatrick of Arizona, who is challenging Republican Sen. John McCain and released an early ad in February tying the incumbent to Trump.

“After 33 years in Washington, John McCain has changed, and Donald Trump proves that he has changed,” Kirkpatrick said in an interview, reflecting the Democratic approach in key Senate races across the country.

Republicans have grappled for months with the impact a Trump candidacy would have on their efforts to protect their slim 54-46 seat Senate majority. Last fall, the executive director of the National Republican Senatorial Committee, Ward Baker, wrote a memo later leaked to The Washington Post that warned candidates to take lessons from Trump’s rise but steer clear of his incendiary stances.

“Houston, we have a problem,” Baker wrote. “Donald Trump has said some wacky things about women. ... We do not want to re-engage the ‘war on women’ fight, so isolate Trump on this issue by offering a quick condemnation of it.”

Indeed, for all of the controversies he’s stoked and every voter group he’s offended while appealing to enough white Republican men to emerge as the GOP nominee, women could be Trump’s biggest problem this fall, and the biggest problem for Senate Republicans. Women vote in higher numbers than men – in 2012, 10 million more women cast ballots than men­

– and vote more heavily Democratic. This year, strategists in both parties expect those trends to be magnified given Trump’s unpopularity with women, Clinton’s historic candidacy (although she herself faces high negative ratings), and the large number of women running for Senate.

On Wednesday, EMILY’s List, an influential political committee dedicated to electing women, targeted five GOP Senate candidates who face female opponents in November, demanding to know whether they would play the “woman’s card.”

“Are we about to see him devalue his female opponent and launch character attacks on her in the same vein as Donald Trump?” asked the releases aimed at McCain, Rep. Joe Heck of Nevada, and Sens. Richard Burr of North Carolina, Mark Kirk of Illinois and Pat Toomey of Pennsylvania.

Already, a GOP-run anti-Trump political action committee aired an ad featuring women reading some of Trump’s negative comments about women, including “bimbo,” “dog” and “fat pig.”

LETTERS TO THE EDITOR Celebrate our hospital heroes

To the Editor: National Hospital Week is May 8 to 14. It is the perfect time to celebrate the heroes who care for and provide support to their communities.

Every day, hospital heroes deliver our babies, mend broken bones and save lives.

They get us home faster through innovative care.

They even keep us healthier through preventive care services that ensure we get the right care, in the right place, at the right time.

They deserve a “thank you,” today and every day. Yet Congress has cut federal funding for hospitals by $158.1 billion since 2010.

If it continues to slash this funding year after year, heroic caregivers could be laid off, ER wait times could increase, and patients could have a harder time accessing the latest medical technology.

So, this National Hospital Week, I’ll be thanking our caregivers and hospital staff. I hope our members of Congress will stand up for our hospitals, too.

Trump Race, Part II: Now he will have to start giving some answers And so it ends for the GOP – in Indiana, in the heartland, and in May. Not in a brokered national convention. Not with much drama, as it turned out.

Just the last two opponents of the businessman who would be president – U.S. Sen. Ted Cruz and Ohio Gov. John Kasich – acknowledging that the Stop Trump movement has been, well, stopped in its tracks.

And thus ends Part I of the most improbable political campaign in recent American history by a man who turned his signature brand of provocation against

no fewer than 16 rivals for the Republican presidential nomination and came up victorious.

In politics, it is often all about the moment. And Donald Trump managed to capture the moment for voters – voters with fears and anxieties about the economy, about the world around them, and about the inability of Washington to do anything about any of that to make their lives better.

In this latest contest the thrice-married Trump even won the votes of more evangelical Christians than Cruz, the pastor’s son.

There may well be some

morning-after remorse among any number of folks, especially those who berated the rest of the field as RINOs (Republicans In Name Only), clearing the field for the ultimate RINO himself: a man whose loyalty to the party – and its principles – always has been about as precarious as the next primary.

Principles? Trump don’t need no stinkin’ principles.

He’s Trump, right?

And that, in the general election, may be his biggest advantage – especially against one of the most unprincipled Democrats ever to wear that particular label. The unpredictability

of the Trump juggernaut will simply drive Hillary Clinton and her well-heeled campaign crazy.

But, eventually, the name-calling and the hate-mongering – if continued over the course of the next six months – will grow wearying.

Angry and fearful voters will begin to look not simply for someone who stokes their fears, but for someone who has answers – answers that amount to more than “trust me, I’m great.”

The Trump campaign Part II will have to provide those answers.

All of the state-qualifiers played hard-fought matches to make it to state, and many of the qualifiers weren’t the odds on favorites going in.

Miller and Egelhof were, however.

The duo who took the title with a 21-6, 21-12 victory have had a successful

year as the top doubles pair. The seniors boast a 50-5 record, but now they can boast something else, too.

In the semifinal match, they won a game, 21-0.

That’s something that neither has done before in their career.

“I just couldn’t believe that I could get 21 serves over the net without missing one,” Egelhof said.

Oswego East wins SPC title; Minooka 2nd

ROMEOVILLE – In any conference track and field meet, the coaches always look at the seed times/distances and score the meet to see what kind of chance they have to be successful, and that was the case at Thursday’s Southwest Prairie Conference girls meet.

Oswego East and Minooka came into the meet as the favorites. The Wolves were strong in the sprints, and the Indians’ strength was in the distance events.

In the end, it was the strength of the sprints that carried Oswego East to the title with 145 points. Minooka (92) was second, followed by Plainfield South (84) and Plainfield North (73), while Romeoville (64) finished in sixth place.

“It was a valiant effort today,” Minooka coach Kevin Gummerson said.

“I knew it would be tough and everything would have to go our way, but in the end we never gave up, we kept throwing punches. I’m very proud of this team.”

Outstanding efforts in the distance events kept the Indians in the hunt most of the meet. They captured titles

in the 800-, 1,600- and 3,200-meter runs.

Ashley Tutt and Emily Shelton finished first and second, respectively, in the 3,200, running the entire race side by side. Tutt had a time of 11:14.46, and Shelton finished in 11:14.60.

Shelton came back and won the 1,600 meters (5:06.13), while Tutt finished fourth in the 800 (2:19.24).

“The first 800 was slower than I thought it would be,” said Shelton of the 1,600. “I took off after I heard the time. I wanted to be under five minutes, but it started out too slow.”

Tutt was happy with her effort in the 800.

“Emily and I just ran together in the 3,200, and the 800 race felt really good,” Tutt said. “I’m no 800 runner, but today was about points for the conference.

That will help me in the 3,200 meters at sectional and state.”

MacKenzie Callahan won the 800 (2:15.79) for the Indians and placed fifth in the 1,600.

“The 800 felt really good,” she said.

“Coach and I will talk about what to run at sectionals; I like both the 800 and 1,600.”

Last year, Miller beat Egelhof in the sectional final.

“It feels better to win together than play against each other,” Miller said.

Playing as a duo has another benefit.

“After you win a game in singles, you go to your family,” Egelhof said. “Now, we can celebrate together because it’s both of us.”

Since the two now play doubles, two other senior Porters got to play on the big stage.

To get to the title match, Franzen had to face the No. 1 seed. She had faced Sandburg’s Emily Tunney before and fell in a close match.

This time, she made the adjustments, and a few made serves was the difference. Not wanting to play more games than she had to also was good motivation, she admits.

“Honestly, I was very scared today.”

Franzen said. “I was playing the No. 1 seed from Sandburg, and I was scared that I was going to lose and have to dig myself back out to maybe get third or fourth to make it to state.

To win those two games and to lose to my own teammate, it’s the best one to lose. Either way, I’m definitely satisfied and proud of myself.”

The championship with her teammate was a nail-biter in the first game.

Carlberg said. “I’m so excited about this team, the way they work and compete. Next week at sectionals could be really great. Daijah’s [Brown] 400 was great. That is a new school record, and I’m so happy for her.”

Brown, a sophomore, finished second in the 400, with the aforementioned school record time of 56.89.

“I didn’t expect that time today,” Brown said. “But it shows what hard work will do, and I now have that inner belief.”

Cougars junior Lenea Ludy continued to show why she is one of the best high jumpers in the area, winning with a jump of 5 feet, 5 inches.

“Today was OK, nothing special,” Ludy said. “It’s nice to be conference champion, but my goal is to get 5-9. Sectionals are next week, so I’m looking forward to jumping high.”

South also had wins from Payton Myers in the discus (111 feet, 2 inches) Romeoville won the 4X200 relay in 1:44.40. The team consisted of Katy Kirwin, Jahnetta Jones, Kiara Carter and Kaniyah Rush.

“We are very happy,” Carter said.

“We push ourselves and really work on our handoffs. We want to qualify for state.”

Since they practice against each other daily, they know each other’s strengths and weaknesses. It was an evenly played game as imagined, so they both had a first.

They battled it out, and Burke squeaked out a 30-29 win. Badminton tops the game off at 30 points.

It was the first time either had played that long, and both were excited to share it with a teammate.

Burke ended up with a 30-29, 21-13 win.

After starting off the season strong, Burke hit a little rough patch. With a few strong tournament wins, she’s hitting a stride in the perfect time for state.

“It’s my first sectional. It’s my first state competition, and it’s been a goal since freshman year,” Burke said. “It’s a good way to end my senior year.”

Each player acknowledges that the road past sectionals will be a tough one, but they’re all excited. They plan to work hard and make their coach’s last season end on a positive note.

“Now we’re on the roller coaster for state,” Jessica Miller said. “It just keeps increasing, and the level of play goes up. We definitely need to improve just as much.”

“It’s definitely very exciting,” Franzen said.

“I’m just ecstatic for everyone who made it because it’s coach Hadley’s last year. I thought it was great for all of us to make it to state and to prove ourselves. We want to win, but we also want to do it for her to leave her legacy behind.”

The Spartans’ Paris Jones, a freshman, won the shot put (36 feet, 6 inches) Romeoville also thrilled the crowd, ending the meet with a close 4X400 race, finishing second to Oswego East, 4:03.69 to 4:03.98 North received a win in the long jump (17 feet, 7 inches) from senior Anna Laudizio.

But Tigers coach Tammy Gummerson was just as happy with some second-place finishes. The 4X800 relay broke the school record with a time of 9:40.79. Freshman Juliana Stogsdill, a member of the relay, came back in the 800 to take second in another school record time of 2:17.80.

“Juliana just made it a tough decision for the sectional meet next week,” Gummerson said. “She is very talented, and I’m so impressed with here work ethic and competitiveness. Elizabeth (Auriemma) also did well in both hurdles.”

Auriemma, just a sophomore placed second in both the 100 hurdles (15.73) and the 300 hurdles (46.99).

“I’m happy – it was a good day,” Auriemma said. “I like both hurdle races, but probably do better in the 300s.”

Minooka won the junior varsity title with 123 points.

“It came down to who wanted it more – and when we showed up, we knew that we wanted to win this game and knew that we had to,” Kalnicky said. “In games like this, it’s the little things that really make a big difference, like getting a bunt down or making a play on defense.

“Our defense has been really solid all season, and we focus on that a lot. I had all the confidence in the world in B

Kruzel eventually retired 11 straight before allowing an infield single to Mikey Sinnot (2 for 4) to open up the seventh inning. Meanwhile, Vozenilek allowed just a leadoff single to Emily Kitchell in the second and struck out six during the first four innings.

“We just reminded the kids that we’re both good teams and someone’s got to win and someone’s got to lose, and we’ll live to see tomorrow,” Tigers coach Allison Wodziak said. “That puts us out of the first-place spot, but in two weeks it doesn’t matter who’s in first place when we go into regionals, and that’s what we have to keep their focus at.

“It was a game where one swing of the bat could change the ballgame, and their girl that poked it out to the fence happened to do it. And as a pitcher, she’s good.”

JCA goes to the wire against mighty RedHawks

By DICK GOSS dgoss@shawmedia.com JOLIET – For a second straight day, the Joliet Catholic softball team dropped a tight decision to an East Suburban Catholic Conference heavyweight.

And for a second straight day, the Angels came away with the positive feeling that they are that close.

On the heels of JCA’s 6-5 loss Wednesday to Marian Catholic, defending Class 4A state champion Marist scored twice in the top of the seventh inning Thursday to break a 2-all tie and beat JCA, 4-2.

“We’re right there with some good teams,” said Angels losing pitcher Alyssa Callans. “We got some tough breaks, and we needed to get a timely hit that we couldn’t get.

“If we get the timely hit like I know we can, we’ll be fine. But it was good experience to play these last two teams.”

Marist (20-4, 6-1) sent up left-handed pinch-hitter Paige Egan to open the seventh. She bunted and appeared to get hit by the ball running out of the box, or hit the ball a second time as she

dropped the bat. Nothing was called, however, and Egan reached on the bunt single.

That opened the door as a sacrifice and single put runners on first and third. The go-ahead run crossed on a wild pitch, and Madison Naujokas’ two-out single drove in the insurance run.

Then, in the bottom of the inning, JCA (11-6, 1-2) had a runner on base with two outs when Paige Callans grounded to second. She turned on the after-burners but was called out at first on a bang-bang play to end the game.

Alyssa Callans, the No. 3 hitter who had a walk and two of the Angels’ five hits, was on deck. “I was anxious to get up there with a couple runners on,” she said.

“We played Marian and then these guys toe-to-toe,” JCA coach Dave Douglas said. “In that last inning, it looked like she [Egan] ran into the ball when she was out of the box. That got their inning started. Then, even in our last at-bat, the [Marist] coach told me Paige was safe.”

As close as the Angels came to pulling the stunner, however, Douglas

noted there are things they could have done better, especially early, to get in position to win.

“Marist is a top-10 team in the state, and this was one of those days where we made a few mistakes, they capitalized, and we did not get the timely hit,” he said.

Left-handed hitting Sara Chamberlin nearly did. JCA already had scored one run to go up, 2-0, in the third inning and had two runners on with one out when Chamberlin blasted a fly ball to deep center field. Marist’s Kara Apato turned and made a running catch as she approached the fence.

“I thought it was gone when she hit it,” Douglas said. “That would have been monstrous. It was kind of a deadair day. The ball didn’t carry like it would have on some days.”

“I thought it was going to get over her [Apato’s] head and get down at least,” said Alyssa Callans, who was on second base at the time. “I didn’t think she was going to catch it.”

walked to fill the bases with nobody out. A wild pitch plated the only run the Angels could muster.

They extended the lead to 2-0 in the third when Swanson reached on an error, moved to third on Alyssa Callans’ single and scored with a nifty slide on Meghan Harrison’s fielder’s choice groundball to short.

Marist tied it at 2 in the fourth on an error and two clutch hits, the RedHawks’ first hits off Callans. They had a runner in scoring position in each of the fifth and sixth innings, but Callans escaped trouble both times.

“I’m pretty happy with how I threw,” said Callans, who allowed seven hits, struck out three, walked nobody and hit one. “They just got some timely hits.”

JCA threatened to score in the bottom of the fourth when Carolyn Spreitzer led off with a single and Hannah Antzoulatos sacrificed. But two baserunning mistakes on one play squelched that inning.

“We’re doing decently well,” Douglas said. “We’re competitive. Games like these last two will help us down the road.”

PLAINFIELD – After turning in a great effort on the mound, it was time for Bianca Vozenilek to help out her own cause when she stepped to the plate in the eighth inning.

With two runners in scoring position and one out in a 1-all game, Vozenilek doubled to left – and that was the difference in Plainfield East’s 3-1, eight-inning win Thursday over 119th Street rival Plainfield North in a showdown between Southwest Prairie Conference leaders.

The Bengals righthander retired the Tigers in order in the bottom of the eighth to complete a five-hitter that included nine strikeouts. She allowed two runners to reach scoring position.

In the eighth, Hannah Kalnicky (two runs) led off with a walk, and Amberly Rodriguez followed with an infield hit before Vozenilek spoiled what had been an equally impressive outing by North hurler Abby Kruzel, who tossed an eight-hitter with five strikeouts.

“It was quite the showdown,” Bengals coach Chris Morris said. “We

knew coming in what we were going to get, since last time was a pitchers duel. Abby does an awesome job, and B [Bianca] has done an awesome job all year, so we knew that we were in for a battle. We felt confident that if we could make the plays and put the ball in play, that we definitely had a shot.

“But I have to give North a lot of credit since they have an excellent team. We knew that it could go either way, and it happened to bounce our way, so we’re happy about that.”

It marked the second time that East (19-4, 9-1) had claimed a one-run win over North (14-6, 8-2). But there’s more drama left in the SPC race because both squads have four games left.

Perhaps more importantly, the combination of pitching, defense and execution at the plate shown by both sides was not only what is expected between conference leaders, but it also bodes well for them as they set their sights on the playoffs.

“I just wanted to be there for my team, so I did everything that I could for them,” Vozenilek said. “I’m really happy with how I’ve been pitching, but my defense is amazing, so that makes

Bolingbrook’s Nagel gets no-hitter vs. Sandburg SUBMITTED REPORTS

BOLINGBROOK – Jacob Nagel pitched a no-hitter Thursday to lead Bolingbrook past SouthWest Suburban Blue foe Sandburg, 4-0.

Nagel struck out six as he silenced the bats of the Eagles, who have led the SWS Blue baseball standings much of the spring. Jeremiah Lebron and Jordan Jackson had two hits and an RBI each for the Raiders (12-9, 7-2), and TJ DeHerrera chipped in a hit and drove in two runs.

Slammers planning festivities for home exhibition opener The HERALD–NEWS

JOLIET – The Joliet Slammers will open their Silver Cross Field gates at noon Saturday to the travelers along the 90-mile Route 66 from Joliet to Towanda.

The Slammers will host their first home exhibition game of the season among other activities planned for the day, including a community garage sale, season ticket holder pickup party, post-game autograph session and catch on the field.

Slammers fans and out-of-towners alike will get a preseason peek at the Slammers’ roster as it takes shape with the 1 p.m. game against the Schaumburg Boomers. Entrance to the

park is free to the public, and concessions will be open for lunch.

In addition, the Slammers will hold a community garage sale on the concourse level. Last season’s merchandise among other miscellaneous items from spring cleaning will be on sale.

The team store “The Clink” will feature new merchandise for the upcoming season.

Season tickets also will be available for pickup in the team store. Individuals or vendors interested in participating in the community garage sale can buy concourse space by calling the Slammers box office at 815-722-2287.

Slammers’ players will sign autographs after the game, and fans can take the field to play catch.

Baffert returns with under the radar horse The ASSOCIATED PRESS LOUISVILLE, Ky. – Bob Baffert feels under the radar with his latest horse at the Kentucky Derby. All anyone wants to talk about is American Pharoah, last year’s winner who went on to become the sport’s first Triple Crown champion in 37 years.

Outside his barn at Churchill Downs, visitors pull special edition bourbon bottles decorated in Pharoah’s teal silks out of plastic grocery bags for the Hall of Fame trainer to sign. He listens patiently while they recount their memories of the people-loving colt, “who made them feel so good,” Baffert said.

He calls it the “American Pharoah hangover.” Clearly it’s the best kind to have.

“I don’t know if we’ll ever see one that intelligent, that kind, where I could bring him out here and you guys could be all over him. He didn’t care, he loved human contact,” Baffert said.

“Nobody flies that much and runs that well. It’s just crazy that he could handle it. I don’t think we’ll see one that tough.”

Earlier in the week, Baffert

and wife Jill visited American Pharoah at his new home in Lexington, where the colt is busy producing possible future Derby runners when he’s not greeting the public five days a week.

“It was a little emotional. It was like going to visit your child at camp,” Baffert said. “I think he recognized Jill. She talks to him in this little high sweet voice and he nickered to her. He’s still really sweet and kind. They let me walk him around and be by myself with him.”

Then it was back to reality.

Waiting at Baffert’s barn with a view of the twin spires was Mor Spirit, another horse like Pharoah with a misspelled name. He has never been worse than second in seven career starts. Mor Spirit has previously mixed it up with some of his Derby competition, finishing second to Exaggerator in the Santa Anita Derby and second to Danzing Candy in the San Felipe in his most recent starts.

“Expectations might be a little bit lower,” Baffert said.

“Turning for home if he’s right there I know he’ll fight and get a piece of it.”

By JEANNE MILLSAP Shaw Media correspondent If you’ve ever felt embarrassed at ripping a page out of one of your children’s coloring books and sitting down to color your own page right beside them – don’t.

Apparently, adults have been coloring on their own for years, and now it’s a thing – a popular thing, especially in area libraries.

Fountaindale Public Library in Bolingbrook has an Adult Coloring Club that people are loving. Kate Grabon, adult and teen services specialist, said the library began offering the club in February.

The gatherings provide a casual atmosphere where patrons can socialize and color together. The library supplies photocopied coloring pages, crayons, markers and colored pencils.

“It’s just a drop-in program,” Grabon said. “People can just come in and leave whenever they like.”

Randi Carreno, Fountaindale teen librarian, said adults and teens are welcome at the coloring events, which the library hosts about three times a month at various times during the week.

“A lot of adults are using it to destress,” Carreno said. “It’s a calming act you can do. It’s artistic. It’s definitely a way to be creative.”

According to Nielsen BookScan, adult coloring has become a craze. U.S. sales of adult coloring books have shot up from 1 million to 12 million in the past year. The designs are not quite as simple as those made for children, and they include fantastical outlines of swirls, paisleys, mandalas, butterflies, animals, secret gardens and art nouveau.

Cosmopolitan even has a coloring book, for those who might be a little bitter about a relationship breakup, that is most certainly for adults only.

The magazine’s website states, “The coloring book includes 50 breakup insults that you can color in while you’re trying to keep yourself from eating even more pizza ... .”

Coloring books also are available to help people process loss and grief.

Wings-themed art show to have McCartney-signed art

By DENISE M. BARAN–UNLAND dunland@shawmedia.com TINLEY PARK – Forty years ago on May 31, June 1 and 2, Paul McCartney and Wings played three sold-out shows at the Chicago Stadium – the only time the band performed in Chicago.

On May 14 and 15, former Wings guitarist Denny Laine will help commemorate that famous rock show by appearing at a themed fine art show in Tinley Park and exhibiting his artwork, along with artwork by Paul and Linda McCartney.

The event is hosted by WLS-FM and Bettenhausen Automotive, and Laine said he is looking forward to it.

“I’ll get a chance to see people and talk to people about the musical time in my life,” Laine said. “And they’ll get a chance to see another side of me.”

Laine said he will exhibit the storyboards from his rock opera, “Arctic Song.” In Laine’s rock opera, an alien – disguised as a human – visits Earth to address various ecological challenges: pollution, the state of rain forests and the Inland Sea, as well as polar bears, Siberian tigers and the whale popula-

According to a news release for the art show, Paul McCartney has painted for 33 years, exhibiting for the first time in 1999 in Siegen, Germany.

McCartney has released only a few hand-signed lithographs, preferring to keep his art private.

A professional photographer since the mid1960s, Linda McCartney photographed many iconic musicians, including Jimi Hendrix, the Rolling Stones and the Beatles. Her work became more intimate and experimental after her marriage to Paul McCartney in 1969. The International Center of Photography in New York and the Victoria and Albert Museum and the National Portrait Gallery in London have exhibited her work.

Denny Laine joined Paul McCartney in 1971 to form Wings and stayed until the group disbanded in 1981. Laine co-wrote some of the band’s materials and provided lead and rhythm guitars, lead and backing vocals, keyboard, bass guitar and woodwinds.

The “Wings Over America” concert featured state-of-the-art sound and a cutting-edge laser light show. The historic tour resulted in a live triple “Wings Over America” album, a top 10 single – “Maybe I’m Amazed” – a “Wings Over the World” TV special and a film titled “Rock Show.”

“I’m not the best artist in the world, but it’s got a certain charm to it,” Laine said of his artwork. “It’s encouraging to people.”

Laine said he is working on a new CD that he hopes to release later this year and is continuing to explore different art mediums.

“I just try a little of everything,” Laine said. “I’ve done things with colored pens, fine pens and fine markers – black markers and colored markers – pencil and a little bit of acrylics, oil and watercolors.”

Registration opens for forest district’s summer concert series

Of greater concern is the possibility your reading difficulties are caused not by simple presbyopia. The lens isn’t the only part of the eye that changes as we age. As you get older, your risk for developing other, more serious conditions also increases.

These include cataracts, glaucoma and macular degeneration.

That’s why I really urge people to get professional advice when they start having problems reading. You might get lucky and drugstore reading glasses may do the trick. But there’s a good chance prescription glasses will give you better vision. Also, if you have a more serious eye condition, it will be caught and treated early through an eye exam.

Finally, remember this: Once you’re older than 40, you should be having regular eye exams with an ophthalmologist even if you’re not having trouble reading.

I recall a new patient who once came to me. He was almost completely blind from glaucoma. He had used drugstore reading glasses for 20 years, until they no longer helped. When the real problem, glaucoma, was diagnosed, it already had caused permanent loss of vision.

Regular eye exams are the cornerstone to good visual health, whether or not you need glasses.

Dear Reader: If you’re older than 40, reading glasses can be a necessity. Many people end up buying several pairs at the drugstore. They are inexpensive and available in a wide variety of styles. (Not to mention reading glasses tend to be easily misplaced.)

Why do we need reading glasses in the first place? We see when light rays enter our eyes. The eye’s lens bends and focuses the rays on the retina. This allows the eye to clearly focus on objects at different distances.

As we age, the lens loses some of its flexibility. As a result, it becomes harder to focus on close objects – to read, sew or knit, for example. This is known as presbyopia, which translates to “elder vision.”

It might seem strange the words “elder vision” were used for a condition that typically starts in a person’s 40s (or earlier).

However, when the term first was used, the average life expectancy of a person in the United States was less than age 50.

You asked about off-the-rack reading glasses. These essentially are two magnifying lenses mounted in an eyeglass frame. Like prescription lenses, they provide varying degrees of magnification or refraction (how much they bend and focus light rays). The strength of reading glasses increases in increments of .25, usually ranging from plus-1.00 to plus-2.50.

Drugstore reading glasses typically provide the same refraction for both eyes.

That might be fine if you need the same refraction, but many people don’t.

Another issue is many people who need reading glasses for close vision also need glasses for distant vision. Drugstore

PUBLIC NOTICE NOTICE OF INTENT TO ISSUE GENERAL OBLIGATION LEASE OBLIGATIONS (ALTERNATE REVENUE SOURCE) AND RIGHT TO FILE PETITION Notice is hereby given that pursuant to a resolution adopted by the Board of Education of Community Consolidated School District Number 70 C, Will County, Illinois (the “District”), on the 4th day of May, 2016 (the “Resolution”), the District intends to issue General Obligation Lease Obligations (Alternate Revenue Source) (the “Lease Obligations”) in an aggregate principal amount not to exceed $25,000,000 for the purpose of paying the cost of building and equipping a new school building and improving the site thereof. The Lease Obligations will be payable from the following revenue source: (i) amounts allocated and paid to the District from the Personal Property Replacement Tax Fund of the State of Illinois pursuant to Section 12 of the State Revenue Sharing Act of the State of Illinois, as amended, or substitute taxes therefor as provided by the State of Illinois in the future, and (ii) taxes levied by the District for operations and maintenance purposes. If such revenue source is insufficient to pay the Lease Obligations, ad valorem property taxes upon all taxable property in the District without limitation as to rate or amount are authorized to be extended to pay the principal of and interest on the Lease Obligations. Notice is hereby further given that a petition signed by 200 or more electors of the District, said number of electors being equal to the greater of (i) 7.5% of the number of registered voters in the District or (ii) 200 of those registered voters or 15% of those registered voters, whichever is less, may be submitted to the Secretary of the Board of Education of the District (the “Secretary”) within thirty (30) days of publication of this notice and the Resolution asking that the question of the issuance of the Lease Obligations be submitted to referendum. If such petition is filed with the Secretary within thirty (30) days after the date of publication of this notice, an election on the proposition to issue the Lease Obligations shall be held on the 8th day of November, 2016.

The Circuit Court may declare that an emergency referendum should be held prior to said election date pursuant to the provisions of Section 2A 1.4 of the Election Code of the State of Illinois, as amended. If no such petition is filed within said thirty (30) day period, then the District shall thereafter be authorized to issue the Lease Obligations for the purpose hereinabove provided.

WHEREAS, Community Consolidated School District Number 70 C, Will County, Illinois (the ”District”), is a duly organized and existing school district created under the provisions of the laws of the State of Illinois, and is now operating under the provisions of the School Code of the State of Illinois, as amended; and WHEREAS, the Board of Education of the District (the “Board”), has considered the existing school facilities and the improvements and extensions necessary to be made thereto in order that the same will adequately serve the educational needs of the District; and WHEREAS, the Board has determined that it is advisable, necessary and in the best interests of the District to build and equip a new school building and improve the site thereof (the “Project”), all in accordance with the preliminary estimate of costs heretofore approved by the Board and now on file in the office of the Secretary of the Board (the “Secretary”); and WHEREAS, the Board has further determined estimated cost of the Project, including legal, financial, bond discount, capitalized interest, printing and publication costs and other expenses, is not less than $25,000,000, and there are insufficient funds on hand and lawfully available to pay such costs; and WHEREAS, it is necessary and for the best interests of the District that the Project be undertaken and, in order to raise the funds required for such purpose, it will be necessary for the District to borrow an amount not to exceed $25,000,000 and, in evidence thereof, to issue General Obligation Lease Obligations (Alternate Revenue Source) in an aggregate principal amount not to exceed $25,000,000 (the “Lease Obligations”), all in accordance with the Local Government Debt Reform Act of the State of Illinois, as amended (the “Act”); and WHEREAS, the principal of and interest on the Lease Obligations will be payable from (i) amounts allocated and paid to the District from the Personal Property Replacement Tax Fund of the State of Illinois pursuant to Section 12 of the State Revenue Sharing Act of the State of Illinois, as amended, or substitute taxes therefor as provided by the State of Illinois in the future, and (ii) taxes levied by the District for operations and maintenance purposes (together, the “Pledged Revenues”); and WHEREAS, if the Pledged Revenues are insufficient to pay the Lease Obligations, ad valorem property taxes levied upon all taxable property in the District without limitation as to rate or amount are authorized to be extended to pay the principal of and interest on the Lease Obligations: NOW, THEREFORE, Be It and It Is Hereby Resolved by the Board of Education of Community Consolidated School District Number 70 C, Will County, Illinois, as follows: Section 1. Incorporation of Preambles. The Board hereby finds that all of the recitals contained in the preambles to this Resolution are full, true and correct and does incorporate them into this Resolution by this reference.

Section 2. Determination to Issue the Lease Obligations. It is necessary and in the best interests of the District to undertake the Project, and that for the purpose of paying the cost of the Project, the Lease Obligations are hereby authorized to be issued and sold in an aggregate principal amount not to exceed $25,000,000.

Section 3. Publication. This Resolution, together with a notice in the statutory form, shall be published in the Joliet Herald News, the same being a newspaper of general circulation in the District, and if no petition, signed by 200 electors, the same being equal to the greater of (i) 7.5% of the registered voters in the District or (ii) 200 of those registered voters or 15% of those registered voters whichever is less, asking that the question of the issuance of the Lease Obligations be submitted to referendum, is filed with the Secretary within thirty (30) days after the date of the publication of this Resolution and said notice, then the Lease Obligations shall be authorized to be issued.

Section 4. Additional Resolutions. If no petition meeting the requirements of applicable law is filed during the petition period hereinabove referred to, then the Board may adopt additional resolutions or proceedings supplementing or amending this Resolution providing for the issuance and sale of the Lease Obligations and prescribing all the details of the Lease Obligations, so long as the maximum amount of the Lease Obligations as set forth in this Resolution is not exceeded and there is no material change in the Project or the purposes described herein. Such additional resolutions or proceedings shall in all instances become effective immediately without publication or posting or any further act or requirement. This Resolution, together with such additional resolutions or proceedings, shall constitute complete authority for the issuance of the Lease Obligations under applicable law.

Section 5. Severability. If any section, paragraph, clause or provision of this Resolution shall be held invalid or unenforceable, the invalidity or unenforceability of such section, paragraph, clause or provision shall not affect any of the other provisions of this Resolution.

Section 6. Repealer. All resolutions or orders, or parts thereof, in conflict herewith be and the same are hereby repealed, and that this Resolution be in full force and effect forthwith upon its adoption.
