JOLIET – Joliet officials last week took a trip to Peoria to visit a couple of shopping centers developed by the company that wants to some day build stores, restaurants and hotels at Interstates 55 and 80.

East Peoria-based Cullinan Properties acquired the 264-acre site in July from a previous developer who planned a similar project before the recession hit.

The current plan, however, like that of previous developer O&S Holdings, is at least partially dependent on some sort of direct interstate access to the location.

The I-55 and I-80 interchange is locally called the “crossroads of America” because both interstates cross the country.

But there is no off or on ramp at the site.

Cullinan Properties notes that an esti-

The Joliet contingent, which included City Manager Jim Hock and Economic Development Director Steve Jones, visited the Shoppes at Grand Prairie in Peoria and the Levee District in East Peoria.

Shoppes at Grand Prairie “was very impressive, and it’s what they’re thinking of doing here,” Hug said. “It would be a go. We just need that [interstate] exchange.”

Hug said what he would hope to see is an outdoor mall similar to Shoppes at Grand Prairie. He said the development includes open spaces for public events and is “similar to the concept of a lifestyle mall.”

“That’s kind of what we’re envisioning for Joliet with a local flavor,” he said.

Emergency funding for universities, colleges OK’d

McGuire said two factors that enabled the bill to pass with bipartisan support was that Rauner didn’t attach any demands from his “Turnaround Agenda” to the legislation – allowing it to gain Democrat support – and the revenue source was clearly identified, which gained Republican support.

Rauner signed SB2059 after a debate last week over the temporary spending plan in the General Assembly. Rauner and Democrats who control the Legislature have been unable to agree for 10 months on a spending plan that began July 1.

Rauner said Monday in a statement that SB2059 doesn’t solve the budget crisis but is “a first step toward compromise.” He reiterated his demand for business reforms and union-power curbs first.

McGuire said he hopes there will be more compromises that Rauner is willing to reach going forward.

“I do hope this paves the way for more bipartisan agreement to get Illinois back on its feet,” he said.

JOLIET – Gov. Bruce Rauner signed legislation Monday that will give emergency funding to major Illinois universities and financial relief to colleges that fronted money for state grants this past school year.

Senate Bill 2059 authorizes $600 million in funding to keep major Illinois universities operating until fall and about $170 million for the Monetary Award Program, a needs-based state grant that many colleges – including Joliet Junior College – doled out this past school year with no state reimbursement.

Last fall semester, JJC applied $553,000 toward MAP grant students and applied $470,000 earlier this year for the spring semester.

“The passage of Senate Bill 2059 is great news for Joliet Junior College. As a result of this, we expect to receive approximately 25 percent of our total state allocation for fiscal year 2016. Additionally, we expect to receive 30 percent of the MAP Grant funding for FY16 for our JJC students,” JJC Interim President Judy Mitchell said in a statement.

She said there are still challenges that lie ahead because those numbers represent only a portion of funding anticipated for fiscal 2016.

It’s not clear how active the project is, though, unless some sort of interstate access is developed at the site.

“I think we’re going to find in the next couple of months that we’ll get some definitive news one way or the other,” Mayor Bob O’Dekirk said Monday.

O’Dekirk said some sort of development could occur without direct interstate access, but the scale of the project might be smaller.

The Cullinan website listing for Rock Run Crossings suggests a project comparable to what O&S was considering.

Cullinan calls the site “ideal for retail, restaurants, entertainment, hospitality and residential.”

ith heroin deaths on the rise, public policy and health officials are turning their attention to a game-changing state law in hopes of painting a clearer picture about the problem’s depth.

More importantly, they want to save lives along the way.

The Heroin Crisis Act – a whopping 256 pages – will be the focus of Friday’s HERO-HELPS-Southwest Coalition Community Summit. It runs from 8 a.m. to noon at the Edwardsville Athletic Center in Romeoville.

“Really, it’s for everybody. When it comes right down to it, there isn’t a person alive who isn’t affected by this in one way or another,” said Paul Lauridsen, event chairman and clinical director at Stepping Stones Treatment Center in Joliet.

“Individuals struggling with addiction can learn what the new law is, and how it’s going to benefit them.”

The act creates an opiate prevention program for public schools statewide, makes Narcan – an overdose antidote – more widely available, prevents over-prescribing of pain medication and provides greater treatment access for people suffering from opioid addiction.

State department heads and the bill’s sponsor – state Rep. Lou Lang, D-Skokie – will be on hand at Friday’s summit to talk about the legislation.

The state’s budget crisis complicates things, but Lauridsen said advocates are counting on Illinois to follow through on its promise to implement the law.

“It’s one thing to have the law. Getting it implemented is an enormous task. A lot of people are working on it,” Lauridsen said, noting how at least nine state agencies hold some level of responsibility with implementation.

By FELIX SARVER fsarver@shawmedia.com PLAINFIELD – Representatives for the Plainfield Association of Support Staff raised the possibility of litigation if Plainfield School District 202 officials accepted one of the bids they’ve received that would outsource custodial services.

At Monday’s public hearing, Ann Bachman-McIntosh, IEA UniServ director and PASS representative, said after an analysis was done of the bids District 202 received for custodial services, it appeared the solicitation of the bids, the bids themselves and the district’s cost comparisons fail to comply with Illinois School Code requirements.

“We believe even with the limited information that was provided to the union that the district violates the requirement of the law,” she said.

of the bids and likely face extensive litigation concerning the legality of the current bidding process,” he said.

Michaels said the two other choices included rebidding custodial services in accordance with school code requirements or negotiate cost savings with the current custodial staff through the PASS negotiating team.

Since district officials announced in February they were considering outsourcing custodians, PASS has criticized the proposal and rallied against it.

Board President Michelle Smith gave a statement before Monday’s public hearing, saying even though the board does not typically comment on specific discussions at the bargaining table, PASS has done so on its website and its “characterization of events warrants clarification.”

She said although the board is not legally required to do so, it notified PASS it was considering outsourcing custodial services Feb. 11 and invited PASS to begin bargaining as soon as

possible but the union was not available to begin bargaining until March 22.

Between Feb. 11 and March 22, when bargaining began, PASS did not develop a proposal to avoid outsourcing.

“In fact, PASS did not raise any bargaining topics related to the possible outsourcing during the first bargaining session,” Smith said.

She said PASS had all relevant information to develop a proposal or engage in discussion with the district about outsourcing but the union failed to bring a proposal to the bargaining table at the second session on April 7.

Smith highlighted other issues between the district and PASS. “In an attempt to move discussions along, the district bargaining team is focused on developing a plan for presentation at the bargaining table that is competitive with the bids received and could avoid outsourcing,” she said.

Witness at bar says Hug was insulting and used racial slur

By BOB OKON bokon@shawmedia.com JOLIET – A witness at the Larry Hug bar incident said the councilman used a racial slur against him, made insulting remarks about Channahon mayors, made what sounded like a threat, and insulted the Marines before he was hit that night.

“He [Hug] was just being inappropriate the entire time,” said Carlos Tinoco of Channahon.

Tinoco said he is speaking out because authorities have redacted his version of events from police reports made available from the March 31 incident at the Double J Sports Bar in Joliet and that he believed Hug has portrayed himself as a victim.

“The whole thing was just getting out of hand,” Tinoco said. “I felt if we’re going to put it out there, let’s just put it

out there.”

Hug issued a statement calling Tinoco’s comments “false” and “a malicious attack on my integrity by a friend of the accused.”

Mark Koenig, a Joliet real estate broker, has been arrested in connection with misdemeanor battery.

Tinoco, who has a sign company, said he provides signs for Koenig’s real estate company. But Tinoco said the two of them are not friends.

Video from the bar that night shows Koenig appearing angry at one point and coming over to Hug and hitting him two or three times with an open hand.

Hug has shared little about what happened but has said the Rialto Square Theatre was a major topic of conversation. Hug has been a persistent critic of Rialto management. Also present that night were Will County Board member

Annette Parker and her husband, Brian Parker, a county employee. Annette Parker works at the Rialto.

But Tinoco said the Rialto was a small part of the ongoing give-and-take that eventually led to Hug being hit.

“Everybody’s making it sound like he [Hug] said, ‘I don’t like the Rialto,’ and then Mark came across and slapped him,’ ” Tinoco said. “There was a lot more than that.”

At one point, Tinoco said, Hug told Koenig, “I’ll shoot you in the face and beat you like you were 12 years old.”

Later, Tinoco said he was talking with Hug about Channahon, and the councilman made an insulting remark about former Channahon Mayor Joe Cook and current Mayor Missey Moorman Schumacher.

When Tinoco, who is Hispanic, was leaving the smoking area where the incident later occurred, he said Hug

leaned over to him and mumbled a racial slur directed at Hispanics.

“I said, ‘I’m going to be right back with you,’ ” Tinoco said. But by the time he returned, Hug had been hit.

Tinoco did not witness what was said before Koenig hit Hug. But he said he had heard that Hug made an insulting remark about Marines, and Koenig, whose father is a Marine veteran from the Vietnam War, took offense.

Hug in his statement called the March 31 incident “an unfortunate example of the mounting risks that elected officials face in these increasingly volatile times.”

The statement goes on to say: “The video, police reports and other evidence will demonstrate the truth through the appropriate legal process. Anyone who knows me knows that I stand firm on issues no matter how controversial, but I do so with respect and dignity.”

LOCAL BRIEF Plainfield home sees 2 drive-by shootings in less than a week

PLAINFIELD – Two separate vehicles have recently been used in drive-by shootings directed at a Plainfield home, with both incidents happening within a week of each other.

The first occurred before 6 a.m April 18 in the 23000

block of Arbor Creek Drive, according to a Plainfield Police Department news release.

A silver Mitsubishi Endeavor drove by the residence, the release stated, and someone inside fired two or three shots, hitting the home.

Then, at 6:25 a.m. Sunday, police responded to the same residence for a second drive-by shooting in which

an unknown person fired two or three shots and struck the home, according to the release.

In this case, the shooter was inside a white Chevrolet Equinox.

“People don’t just stop needing pain pills. And if they can’t get them anymore and nobody helps them with their addiction, they end up using heroin. And heroin grabs you by the throat and doesn’t let go,” she said.

Will County State’s Attorney Jim Glasgow said bringing everyone under the same roof Friday is key.

“The purpose of this is to get everybody together,” Glasgow said. “Get all the law enforcement, social service agencies and educators together, so we can come up with the best plans possible for the coming year in trying to attenuate this disaster.”

The summit will also have other resources available, including free continuing education sessions for educators, health care professionals and social workers, and treatment and recovery support professionals.

Expanding treatment access The Heroin Crisis Act will greatly expand treatment access for those suffering from opioid and heroin addiction.

Under the act:

• Medicaid will cover medication-assisted treatment for alcohol or opioid dependence.

• Insurers will no longer be allowed to place arbitrary limits on the level of substance abuse treatment a person can receive.

That includes limiting the number of days in treatment or how long a person can remain on maintenance medication.

• Substance abuse benefits, such as copays, must be similar to those of medical benefits.

• Opioid antagonists – or medications that reverse the effects of an opioid overdose — are covered through health insurance.

• Medically necessary acute treatment services – such as 24-hour supervised addiction treatment – is required under coverage.

• State-funded health insurance plans must have established criteria for medical necessity and reasons for insurance claim denials.

With 18 fatal opioid overdoses so far this year, Will County is on track to beat its record of 53 deaths reported in both 2012 and 2015.

But Will County Coroner Patrick O’Neil is alarmed for another reason.

Three of the 18 deaths this year involved heroin’s more potent, lethal counterpart – fentanyl. Drug dealers sell various forms of fentanyl – considered 25 to 50 times more powerful than heroin – as a heroin substitute.

“It’s concerning, to say the least,” O’Neil said.

Fentanyl-laced heroin was the culprit behind 74 overdoses in 72 hours this past fall in Chicago.

‘Positive choices’

Just over 8,500 students in Will County have been educated in recent years on the effects of heroin and opiates, thanks to Will County’s partnership with the Robert Crown Center for Health Education. The nonprofit brings an opiate abuse prevention curriculum to area schools.

“It’s about teaching kids how to make those positive choices,” said Paula Sereleas, director for middle school curriculum and instruction for Plainfield School District 202.

Classes have also been taught at Troy Middle School, Joliet Central and West high schools, and in Valley View School District 365U.

‘Minutes count’

A Will County sheriff’s deputy revived a man from a heroin overdose this month in Wilmington Township, making it the county’s 15th save using naloxone, or Narcan, which can reverse the effects of an opiate overdose if given in time.

Two dozen law enforcement agencies in Will County were trained last year on how to use the overdose antidote.

“Police are often the first on scene. They can save lives because minutes count,” said Kathleen Burke, who heads up the county’s Narcan training program.

The Heroin Crisis Act now mandates law enforcement agencies outfit officers with the drug.

Joliet police: Cadillac damaged by gunfire JOLIET – A man told police he was shot at while driving in his car Saturday in Joliet.

Joliet Deputy Police Chief Ed Gregory said the incident occurred about 7:35 p.m. in the 800 block of Rosalind Street.

“The 33-year-old Joliet man was driving on Rosalind making a turn onto Fairview Avenue when he heard several shots and sped away,” Gregory said. “He drove into Lockport before he stopped and got out to find the damage on his Cadillac.”

One bullet struck the rear window and another damaged the passenger-side mirror, Gregory said. The driver was not injured.

Witnesses said a man dressed in black was seen running from the area when the shooting occurred, Gregory said.

Man wounded in car shooting remains conscious; woman struck JOLIET – Police say two people were shot Friday while in a car by the occupants of another vehicle.

A 21-year-old Lockport man remained conscious after being shot in the head and a 20-year-old Romeoville woman was struck in her left elbow, Joliet Deputy police Chief Ed Gregory said.

The confrontation happened at 5:58 p.m. as they were driving in the 1400 block of Arthur Avenue in Joliet.

“The man stated he was driving when he saw a small gray vehicle following them and looked in the rearview mirror to see a man shooting from out of the sunroof,” Gregory said.

One of the bullets appeared to have been slowed down by its passing through parts of the car before it lodged between the driver’s skin and skull, Gregory said. The driver did lose control and struck a parked car as the gray vehicle drove away.

Both victims were taken to Silver Cross Hospital in New Lenox, where the man who’d been shot in the head began having seizures, according to police reports. The woman was transferred to Loyola Medical Center in Maywood for surgery.

No suspect information was available Monday.

JOLIET – Two men are expected to survive after being shot early Sunday on a Joliet street.

At 1:37 a.m., police were called to the 1500 block of Fairmont Avenue to find Jeffrey I. Faint Jr., 20, of Joliet, lying on the sidewalk with several gunshot wounds, to Joliet Deputy Police Chief Ed Gregory said.

Witnesses told police Faint had been standing with a group of people when two black men approached, and one of them took out a gun and began firing into the crowd, Gregory said.

Faint was struck twice in the back and three times in his left arm, according to police reports.

He underwent surgery at Silver Cross Hospital in New Lenox and was expected to survive.

While police were at the hospital, a 31-year-old man walked in with a gunshot wound to the big toe of his right foot, Gregory said.

“Investigators learned he’d been shot during the same incident,”

Gregory said.

That man was treated and released.

Gregory said police recovered shell casings and bullet fragments from the scene.

The shooter was described as 6 feet 1 inch tall and was wearing jeans and a dark-colored hoodie. He was seen running north after the shooting.

The Department of Corrections reports Faint was released on parole April 15 from the Illinois River Correctional Center, where he was serving a five-year sentence for aggravated discharge of a firearm.

In July 2011, Faint was on a three-day furlough from juvenile detention when he shot a 19-yearold man in a drive-by shooting at Fourth and Wilson avenues in Joliet, according to Herald-News records.

Faint had been on parole earlier this year, but was sent back to prison in February after a domestic battery arrest, according to Will County jail records.

10 Second biker charged in Plainfield

investigation of 2015 fatal crash

PLAINFIELD – Nearly one year after a motorcycle crash that killed two people, Plainfield police have announced charges against a third person at the scene.

Michael A. Bushar, 29, of Shorewood, was identified within hours after the incident, which happened shortly after midnight April 28, 2015, as a second motorcyclist at the scene, police said.

On Monday, police announced that Bushar has been charged with driving 35 mph or more in excess of the speed limit, reckless driving, operating an uninsured motor vehicle and violation of a driver’s license classification.

The speeding and reckless driving charges against Bushar are misdemeanor offenses.

“This subject was involved in the incident,” Plainfield police Sgt. Mike Fisher said. “Because they were on separate vehicles, he wasn’t involved in the actual crash.”

The pedestrian was Randy Lambert, 56, also of Plainfield.

The crash happened at Route 59 and Lockport Street. Police at the time said Patrick was driving at a high speed. They also said they were interviewing a second motorcyclist about the incident.

Witnesses at the scene told police the sound of the motorcycles indicated they were moving fast, Fisher said. There were also witnesses who saw two motorcyclists.

Bushar was identified within hours after the crash, Fisher said.

Lockport officials talk tax break for manufacturer mulling city site

By ANNA SCHIER aschier@shawmedia.com LOCKPORT – Lockport officials are hoping a tax break will help encourage a Westmont manufacturer to move to the city.

The Committee of the Whole discussed last week discussed giving Julian Electric as much as $20,000 annually off the building portion of its city real estate taxes for the company’s first five years in Lockport.

The cut would come in the form of a 50 percent reduction on the designated taxes, and would likely be closer to $16,000 or $17,000 annually than to the $20,000 cap, City Administrator Ben Benson said Monday.

“They’re seeking a little relocation assistance,” he said at last week’s meeting.

Julian Electric is considering building a 175,000-square-foot corporate headquarters and manufacturing facility on 19 acres in the Heritage Crossing Corporate Center at 147th Street and Lemont Road, according to meeting documents.

The company’s initial investment would be $33 million.

If Julian Electric – which makes wir-

ing harnesses, cable assemblies, and industrial and automotive controls – relocates to Lockport, it would employ 290 people; 20 of those jobs would be new positions.

“It’s a great use for that space,” Mayor Steven Streit said during the meeting.

“Everybody’s always concerned about distribution. This is a manufacturing facility, which I think is wonderful.”

Streit also expressed excitement about the potential for company employees to be patrons of local businesses.

In addition to its own tax break offer, Lockport is assisting Julian Electric in making a similar incentive request to Will County.

“Everything looked pretty good for the next 10 years for us and we just want to do it in a nice new building somewhere and whether that’s Lockport, we’ll see,” company President Ken Julian said at the meeting. The company also has named a site in Butterfield Corporate Park in Aurora as being under consideration.

Lockport’s Planning and Zoning Commission is set to consider the project May 10; the final incentive agreement and commission recommendation should go May 18 to the City Council.

JOLIET – A Joliet man is unlikely to go to prison for having sex with a teenage girl while her mother watched them.

Leonard Wrona, 39, pleaded guilty last year to two counts of aggravated criminal sexual abuse in exchange for other charges being dropped. Wrona faced up to 14 years behind bars, but Judge Carla Alessio Policandriotes noted Monday that since he has no significant prior criminal record, “the statute [reads] he shall be given probation.”

“The state’s [attorney’s office] wants me to send Mr. Wrona to prison to protect the public, but they dismissed the charge that made it mandatory to do that,” Alessio Policandriotes said.

Prosecutor Mary Fillipitch told the judge Wrona was offered a blind plea because the victim is too traumatized to endure a trial.

Between 2011 and 2013, Wrona had sex with the girl when she was 15 and 16 years old at a residence in Joliet. Her mother “facilitated” the ongoing sexual contact, according to court records.

“I hope he gets what he deserves because what he did to me was wrong,” the victim wrote in a letter that Alessio Policandriotes read during the hearing. “My Leonard [younger] siblings are Wrona in foster care and I can’t contact them. ... It has been really hard for me to start being happy again.”

The mother maintained custody of some of her other children until after Wrona pleaded guilty last year, Alessio Policandriotes noted. Fillipitch said the victim’s mother “was to be a cooperative witness” if Wrona’s case went to trial and is still subject to criminal charges herself.

Wrona, a mechanic, was sentenced to probation and counseling, and will have to register as a sex offender on the first criminal charge to which he pleaded guilty. Alessio Policandriotes sentenced him to six years in prison on the second count, but acknowledged it can be imposed only if he does not comply with his probation.

Nancy’s happiest and most carefree time came when she and Don retired to Northern Wisconsin and became “Yoopers”.

There they enjoyed their life together to the fullest while living in “God’s Country”.

Nancy was a member of the local Lioness Club. She took several painting classes and really came into her own as a folk art painter. She had a lot of success selling her artwork in shops and festivals Up North.

Impasse sparks fears of school closings

HARRISBURG – The economic hard times that have hit this Illinois coal town are particularly visible inside its 113-year-old high school, where cracks in the walls and holes in the ceiling go unfixed and paint is peeling off the purple lockers lining the hallways.

But lately a greater worry is weighing on Superintendent Mike Gauch: that he’ll have to close the doors. He’s among scores of school officials who face this prospect as Illinois lawmakers’ epic fight over a state budget threatens to spill into summer and jeopardize the education of several hundred thousand students.

Unthinkable even a few months ago, the possibility of the impasse extending to a second year and shutting down school systems has grown stronger in recent weeks. If it happens, it would be the most traumatic consequence of a fight between the state’s Republican governor, Bruce Rauner, and Democrats who run the Legislature, and mark a new low for political dysfunction in the nation’s fifth-largest state.

“It scares me to death,” said Gauch, who estimates that without state funds his district of about 2,100 students could

Rauner signs $600M university funding package

SPRINGFIELD – Gov. Bruce Rauner has signed legislation authorizing $600 million in emergency funding to keep major Illinois universities operating until fall.

The Republican signed the bill Monday after a debate last week over the temporary spending plan in the General Assembly.

The package includes $170 million for the Monetary Award Program, a needsbased grant that colleges doled out this past school year without state reimbursement.

Rauner and Democrats who control the Legislature have been unable to agree on a plan for the budget year that began July 1.

In a statement Monday, the first-term

Rauner, union go to labor board over new contract

SPRINGFIELD – Contract negotiations between Republican Gov. Bruce Rauner and a union representing Illinois state workers have reached the state labor board.

Both sides are making arguments regarding whether labor talks have stalled. Rauner asked the Illinois Labor Relations Board to determine whether negotiations are at an impasse. The declaration would allow Rauner to impose his own terms for the 36,000 members who the American Federation of State, County and Municipal Employees union represents.

The declaration would also allow the union, which claims there’s no deadlock, to go on strike.

The Chicago Tribune reported the hearing that began Monday is scheduled to last through May before an adminis-

trative law judge issues a decision.

Both sides had been negotiating for more than a year when Rauner went to the labor board in January.

Police find remains while searching for woman

DEWITT– Police in central Illinois said they found human remains while searching Clinton Lake in a missing persons case.

Champaign police say they recovered the remains from the lake near DeWitt at about 1:30 p.m. Sunday. Police have been looking for 24-year-old Ashley C. Gibson of Champaign, who was last seen April 17.

Champaign police spokeswoman LaEisha Meaderds said police found the remains after acting on information developed in Gibson’s missing person case.

Meaderds said police have shifted the missing person investigation to a death investigation.

Police previously searched a home in Champaign in connection with the case.

An autopsy and forensic pathology tests are planned to identify the remains.

Southern Illinois University leader condemns video

CARBONDALE – Racial tension on the Southern Illinois University in Carbondale campus is high after a series of recent incidents that include an anonymous video posted on YouTube that called for the lynching and beating of black students.

The video drew condemnation from the university’s leader, and YouTube removed it Monday for violating the company’s policies on hate speech.

In an email to students Sunday night, interim Chancellor Brad Colwell asked students to not distribute the two-minute video, which features altered dialogue from the animated film “A Bug’s Life” and a speaker wearing a Guy Fawkes mask who promotes campus violence.

The unidentified speaker, whose voice is distorted, attributes the “SIUC White is Right” video to the campus’ Alpha Tau Omega fraternity. The fraternity denied involvement in a statement issued by its national office in Indianapolis.

Ignoring the Northeast on Monday, Cruz insisted, “We are at a fundamental fork in the road,” as he campaigned in Indiana.

“It is big news today that John Kasich has decided to pull out of Indiana to give us a headto-head contest with Donald Trump,” the fiery conservative told reporters. “That is good for the men and women of Indiana. It’s good for the country to have a clear and direct choice.”

The plan carries risks – especially as Trump bashes a “rigged” nomination system. Some would-be Cruz supporters in Indiana agreed with Trump’s criticism.

“That’s kind of sneaky,” said Joe Conder, a 75-year-old retired civil engineer from Scottsville, who is deciding between Cruz and Trump. “It’s more about politics than getting things done.”

Kasich sent mixed messages as he addressed the pact for the first time while campaigning in Philadelphia. Asked what Indiana voters should do next week, the Ohio governor urged them to vote for him.

“I’ve never told them not to vote for me.

They ought to vote for me,” Kasich said just 13 hours after promising to give Cruz “a clear path” in Indiana. He said he had simply agreed not to spend “resources” in Indiana.

A blog post appears to have helped at least temporarily break the long stalemate at the Illinois Statehouse.

Rep. Mike Fortner, R-West Chicago, wrote a story and I posted it on my blog, CapitolFax.com, April 18 about a way to provide some funding for higher education. Universities and community colleges haven’t received a dollar from the state since June of last year because the government has no budget.

Some are on the verge of actually going under.

Fortner’s idea wasn’t new. Some other folks, particularly at the endangered Eastern Illinois University, have been saying for a while now that money is just sitting in a state account and isn’t being used for its intended purpose. Budget negotiators have also been eyeing the fund.

But, for whatever reason, Fortner’s proposal took off like a rocket. It probably helped that the Republican legislator devised the plan with a Democrat from the Senate, Pat McGuire of Joliet.

The governor’s folks almost immediately embraced Fortner’s concept, which gives higher education hundreds of millions of dollars to tide the schools over until tuition money starts coming in.

The money comes from the Education Assistance Fund, which receives dedicated tax revenues and is split between K-12 and higher education.

Last week, rank-and-file legislators in both parties became so disgusted with the impasse that they forced their warring leaders just far enough apart to get something done. Fortner helped that process along by shining a bright, focused light on a solution.

We’re not out of the woods yet.

Finding a way to finally end this disgraceful impasse will be far more difficult than tapping an unused state fund. And, heck, even that wasn’t easy.

Negotiations were heated, attempts were made at the 11th hour to pry even more spending out of Rauner, things broke down time and time again and Madigan ended the week with a nasty shot across Rauner’s bow.

“Time will tell,” Madigan said via news release, “if Governor Rauner has further intentions of destroying our state institutions and human service providers, or if he will begin working with us to craft a full-year budget that is not contingent on passage of his demands that will destroy the middle class.”

Rauner is almost always quick to respond in kind to these sorts of statements by Madigan.

This time, though, he let it go.

To the Editor: Everyone and everything needs a home. History all around us hides in a closet.

Not anymore.

As I write my thoughts, they are of our first pioneer settlers of old Romeo. They came for clean open space, and to start a new “home community.” They were a “lighthouse” of inspiration, strength, courage, dignity and worth.

I was honored to work at our Historical Society with two great ladies of substance with strong ethics. They were Dorothy and Mabel, who were two of some of our past founders. These courageous people kept artifacts and historical items in their homes, garages and wherever possible. The intent was to save these precious historical items for the future generation to come.

AMENDMENT

Our Romeoville Area Historical Society has been searching for a home for many months. At this writing, we have found a home right here in Romeoville – Hampton Park. This area in our village is our settlers roots. This is history. It helps us to belong and be counted.

Our mayor, Dawn and trustees are working diligently to acquire our home.

Their leadership is an inspiration. They acknowledge our museum belongs to the people of our village, which was once Romeo.

Our past settlers and pioneers would be proud to be a first of our great Village of Romeoville. As a favorite quote I read in the past – All history should be cherished, not discarded, never forgotten.

All 12 Celtics runs came after two outs as two-time defending Class 4A state champion Providence buried Chicago Catholic Blue rival St. Rita, 12-2, in five innings.

That came on the heels of a tough loss Saturday, as the Celtics scored three runs in the top of the seventh in-

ning to tie St. Rita at 3 only to have the Mustangs (16-3, 7-2) win with a run in the bottom of the ninth.

There was no such drama in the series finale, however. After leaving the bases loaded and failing to scratch in the first inning, Providence (16-2, 8-1) scored four times in the second and six in the third to lead, 10-2.

“We showed up here with a chip on our shoulders after we lost Saturday, but then, we have a chip on our shoulder for every CCL Blue game,” said Celtics first baseman Jackson Dvorak, who finished with three hits, a hit by pitch and drove in three runs. “The kids

on the different teams know each other, and the best baseball in Illinois is played in our conference. You have to come ready to play every day.”

Providence hitting coach Garrick Pranchke conducted a hitters-only session Sunday night, and it paid dividends, especially with two-out hits.

“We’ve been needing two-out hits all year,” Dvorak said. “We’re a better hitting team than we have shown. Pitching has been carrying us.”

“We had a tough loss Saturday and we knew we had to get this done,” said left fielder Matt Waznis, who matched Dvorak’s day with three hits, a walk

and three RBIs. “This wasn’t a fluke.

We scored runs with two outs, we got good clutch hitting.

“We’ve been hitting the ball well overall, but we haven’t been getting timely hits. Today we did. It’s always good to beat St. Rita. Of course, in our conference there is not one weak game.”

The two-out barrage began in the second inning when Jackson Stulas singled home a run and Zach Pych singled.

After Mike Madej walked, Dvorak singled home two and Waznis knocked in another.

Joliet West holds off rival Joliet Central

cherron@shawmedia.com JOLIET – Since the baseball teams from Joliet West and Joliet Central have been struggling of late, Monday’s game between the two had plenty of extra incentive to go with it.

While the teams naturally looked to claim a win over their rivals, what was just as important was picking up their first conference win and hopefully getting some momentum going.

After the sides traded four-run first innings, the visiting Tigers took the lead for good in the third and hung on for an 8-7 SouthWest Suburban Conference Blue win over the Steelmen.

“This is always a good, quality game no matter what our records are,” Tigers coach John Karczewski said.

“We scored four runs in the first and we hadn’t scored four runs in a game in a while. We kind of gave it right back to them, but we showed some resiliency today by coming back and we’re going to build on that.

“We made plays when it counted, but we also gave up two or three 0-2 base hits, which we can’t do, and we made some errors. But we took advantage of some mistakes that they made, as well. These guys fought and they’ve

“I didn’t expect this,” Providence coach Mark Smith said. “It’s a great rivalry. But this was a hitters’ day, and this is the first time in a long time that we got the key hits. Those two-out hits can be killers, and like they say, hitting is contagious.

“I thought a big thing today was we had a better approach at the plate than we had Saturday, when we were extremely passive. We showed some patience today, but we also swung at pitches we are capable of driving.”

We’re all close, so once one guy starts hitting, the next guy follows.

“We like to get a little crazy and we also pump each other up. It’s more about how we play and if one person does good then the next person does good. We started with a rough patch so this win feels good and I think that it could lead to even more wins.”

West took a 7-4 lead in the fourth after Alex Tibble singled and stole second, Eastin May (2 for 3) followed with a single and Joe Keigher hit a sacrifice fly to bring Kibble home.

But the Steelmen closed to within 7-6 in their half of the fourth when Jesus Gonzalez and Johnny Slattery reached on errors. With runners at second and third and one out, winning pitcher Matt Meier got a pickoff at second. After Luke DeBenedetti (3 for 3) was intentionally walked and stole second, Ricky Malmfeldt singled to right to bring in both runners.

“We needed to make more routine plays and also get more hitting,” DeBenedetti said. “We have to have everyone working together at the same time. But I think that this game gives us a little more confidence going into Wednesday when we face them again.

“We’re a lot bigger than we were last year, so we can hit the ball a lot better. And we all get along very well.

It’s definitely coming for us.”

Meier exited with two on and one out in the fifth but reliever Colton Foote got two of his six strikeouts to get out of the jam. He struck out the side in the sixth before allowing a double to Greg Honiotes and an RBI double to Gonzalez in the seventh before collecting the save.

“We’ll ease him along, maybe have him pitch an inning or two once a week out of the pen,” Smith said. “The funny thing is, we asked him if he is feeling any pain after he pitched today, and he said he feels good.”

Gullickson finished that season 10-5 with a 3.00 ERA and was second in the National League Rookie of the Year voting behind Los Angeles Dodgers reliever Steve Howe.

Two years ago, Roark went 15-10 with a 2.85 ERA in 1982/3 innings as a member of the Nationals’ rotation. But in 2015, the team signed Max Scherzer, and Roark was the one selected to pitch out of the bullpen and as a spot starter. He had a down year, finishing 4-7 with a 4.38 ERA in 111 innings.

This season, with Doug Fister and Jordan Zimmermann pitching elsewhere, Roark came out of spring training as Washington’s No. 4 starter.

After his big game, he is 2-2 with a 2.63 ERA. In 24 innings, he has allowed 22 hits, walked 11 and struck out 24.

For his career with the Nationals, he is 28-20 with a 3.09 ERA. He has appeared 89 games, 52 as a starter.

What happened Saturday was extraordinary. Roark might never again approach 15 strikeouts in a seven-inning span. However, it was no fluke, either. That game should help secure Roark’s spot in the Nationals’ rotation for a long time to come.

His next start is scheduled Thursday against the Philadelphia Phillies.

By IAN HARRISON The Associated Press TORONTO – Todd Frazier doubled home the go-ahead run in a five-run seventh inning and the White Sox rallied to beat the Toronto Blue Jays, 7-5, on Monday night.

Frazier went 2 for 3 with three RBIs, Jimmy Rollins had three hits, and Adam Eaton had two hits and two RBIs as the Sox overcame a four-run deficit to win their fourth straight.

Zach Putnam (1-0) pitched 11/3 innings for the win. Dan Jennings got one out, Matt Albers worked the eighth and David Robertson finished for his eighth save.

when he was hit by Michael Saunders’ infield hopper while running from first to second.

Saunders hit a two-run home run for the Blue Jays, who failed to win three consecutive home games for the first time this season.

Panik making the most of his chance on top line

LOUIS – Richard Panik still doesn’t know why it didn’t work out with the Toronto Maple Leafs – whether he simply wasn’t good enough, or whether he didn’t fit new coach Mike Babcock’s system, or whether he was kept in the AHL and eventually traded as part of a blatant attempt to tank for the No. 1 draft pick.

Truth is, he doesn’t really care. Not anymore. Not now that he’s suddenly a top-liner for the Blackhawks, playing in a Game 7 alongside Jonathan Toews and Patrick Kane while the rebuilding Leafs turn their attention to the draft lottery’s ping-pong balls.

“I don’t know,” Panik said after Monday’s morning skate at Scottrade Center. “I didn’t have a bad camp, I didn’t have a great camp.

But they decided how they decided, and it’s in the past. I don’t want to think about it. Now I’m here, and my main focus is on Game 7.”

Panik turned heads with his virtuoso performance in Game 6, earning first-star status with one assist, four shots on goal, two blocked shots and six hits. Joel Quenneville’s decision to move Panik from the fourth line to the top line to start the second period helped trigger the Hawks’ comeback from 3-1 down to force a Game 7.

ANN ARBOR, Mich. – A person familiar with the move said Mike Tirico is leaving ESPN and ABC Sports this summer when his contract expires to work for NBC. The person spoke Monday night to The Associated Press on the condition

of anonymity because neither network had made an announcement about the broadcaster. SportsBusiness Journal was first to report the news.

Tirico began working at ESPN in 1991 and became its “Monday Night Football,” play-by-play announcer in 2006. He seamlessly transitions to call the action for major golf and tennis tournaments, NBA and college basketball and college football. The Ann Arbor, Michigan, resident was raised in Queens, New York, and graduated from Syracuse.

A three-judge panel of the 2nd U.S. Circuit Court of Appeals in Manhattan ruled 2-to-1 that commissioner Roger Goodell did not deprive Brady of “fundamental fairness� with his procedural rulings. The

split decision may end the legal debate over the scandal that led to months of football fans arguing over air pressure and the reputation of one of the league’s top teams.

It also fuels a fresh round of debate over what role, if any, the quarterback and top NFL star played in using underinflated footballs at the AFC championship game in January 2015.

Injured worker receives $9 million SPONSORED BY

A 43-year-old ironworker has recovered $9 million after suffering a traumatic brain injury that resulted from a fall at a Northfield construction site in 2005.

The out-of-court settlement occurred during trial. The ironworker was walking on a beam when it shook and he fell 12 feet onto concrete below.

A Catscan and X-rays revealed a number of injuries, including a fractured cheek bone and jaw. Medical doctors diagnosed a closed-head injury, an l-zygomatic fracture and persistent diplopia. Afterward, the man had multiple seizures resulting in hospitalizations, in addition to headaches, double vision and a multitude of other problems, according to Horwitz, Horwitz & Associates.

There was supposedly an unwritten agreement without any of the workers’ participation to remove fall protection from 6 feet above the ground, “even though written rules required it at 6 feet and above,� said Clifford Horwitz, principal partner of the firm, which has offices

in Chicago and Joliet.

The Defendant argued that there was no six foot tall rule on this job and that fall protection was not required. The Defendant also argued that the Plaintiff’s brain injury resulted from a long career of boxing, and not from the fall. “No company can choose to sometimes enforce, and at other times ignore, their own written safety rules ‌ even if those rules are more stringent than the federal minimum,â€?

Test finds Chernobyl residue in Belarus milk

By YURAS KARMANAU Associated Press GUBAREVICHI, Belarus – On the edge of Belarus’ Chernobyl exclusion zone, down the road from the signs warning “Stop! Radiation,” a dairy farmer offers his visitors a glass of freshly drawn milk. Associated Press reporters politely decline the drink but pass on a bottled sample to a laboratory, which confirms it contains levels of a radioactive isotope at levels 10 times higher than the nation’s food safety limits.

That finding on the eve of the 30th anniversary of the world’s worst nuclear accident indicates how fallout from the April 26, 1986, explosion at the plant in neighboring Ukraine continues to taint life in Belarus. The authoritarian government of this agriculture-dependent nation appears determined to restore long-idle land to farm use – and in a country where dissent is quashed, any objection to the policy is thin.

The farmer, Nikolai Chubenok, proudly said his herd of 50 dairy cows produces up to two tons of milk a day for the local factory of Milkavita, whose brand of Parmesan cheese is sold chiefly in Russia. Milkavita officials called the AP-commissioned lab finding “impossible,” insisting their own tests show their milk supply contains traces of radioactive isotopes well below safety limits.

Yet a tour along the edge of the Polesie Radioecological Reserve, a 850-square-mile ghost landscape of 470 evacuated villages and towns, reveals a nation showing little regard for the potentially cancer-causing isotopes still to be found in the soil. Farmers suggest the lack of mutations and other glaring health problems mean Chernobyl’s troubles can be consigned to history.

“There is no danger. How can you be afraid of radiation?” said Chubenok, who since 2014 has produced milk from his farm just 28 miles north of the shuttered Chernobyl site, and a mile from the boundary of a zone that remains officially off-limits to full-time human habitation. Chubenok said he hopes to double his herd size and start producing farmhouse cheese on site.

His milk is part of the Milkavita supply chain for making Polesskiye brand cheese, about 90 percent of which is sold in Russia, the rest domestically.

The World Bank identifies Russia as the major market for Belarusian food exports, which represent 15 percent of the country’s export economy.

nobyl fallout, Dr. Yuri Bandazhevsky, was removed as director of a Belarusian research institute and imprisoned in 2001 on corruption charges that international rights groups branded politically motivated. Since his 2005 parole he has resumed his research into Chernobyl-related cancers with European Union sponsorship.

Bandazhevsky, now based in Ukraine, said he has no doubt that Belarus is failing to protect citizens from carcinogens in the food supply.

“We have a disaster,” he told the AP

in the Ukraine capital, Kiev. “In Belarus, there is no protection of the population from radiation exposure. On the contrary, the government is trying to persuade people not to pay attention to radiation, and food is grown in contaminated areas and sent to all points in the country.”

The milk sample subjected to an AP-commissioned analysis backs this picture.

The state-run Minsk Center of Hygiene and Epidemiology said it found strontium-90, a radioactive isotope

linked to cancers and cardiovascular disease, in quantities 10 times higher than Belarusian food safety regulations allow.

The Belarusian Agriculture Ministry said levels of strontium-90 should not exceed 3.7 becquerels a kilogram in food and drink. Becquerels are a globally recognized unit of measurement for radioactivity.

The Minsk lab informed the AP that the milk sample contained 37.5 becquerels. That radioactive isotope is, along with cesium-137, commonly produced during nuclear fission and generates most of the heat and penetrating radiation from nuclear waste. When consumed, scientists said strontium-90 mimics the behavior of calcium in the human body, settling in bones.

Milkavita chief engineer Maia Fedonchuk rejected the findings.

Shorewood man urges men to If you go get screened for prostate cancer SHOREWOOD – Steve Bourque’s father died of prostate cancer at age 60.

Bourque was diagnosed with it at age 50.

His son is in his early 30s, and Bourque is concerned for his son’s prostate health.

In his book, “Breaking the Cancer Chain: A Man’s Guide to Prostate Health,” Bourque shares his experiences and exhorts men to take advantage of early screenings.

“It’s not a huge book, but it goes right to the point,” Bourque said.

Bourque said he will discuss his book and these views at 6:50 a.m. May 1 on ABC Channel 7, as well as during a Men’s Health Hour on May 7 at St. Jude Catholic Church in New Lenox. His goal is to talk to men’s groups across the United States.

Because like many men, Bourque said he hadn’t followed up on his own health.

It was his wife who urged him to be screened. While prostate cancer can’t be prevented, Bourque feels early detection is key to survival.

“If you’re going to get it, you might as well be proactive,” Bourque said.

Some people lived well north (or south) of the equator, where the seasons are most dramatic. Others lived near the equator all year, where the seasons are the least dramatic.

In the blood samples, the researchers measured which immune system genes were turned on. They found some immune system genes were turned on pretty much all year, without any seasonal variation.

But in both hemispheres, some immune system genes were turned on quite differently during summer than during winter.

The study also found, not surprisingly, in parts of the world where infectious diseases are most common during certain times of the year, many more immune system genes were turned on during those times. For example, genes that turn on protective inflammation were activated more often during the rainy season in equatorial Africa – a time when malaria is rampant.

There are no practical applications that follow from this study – at least not that I can see, and not yet. But I’m glad you asked about it, because I agree with you the study is interesting. It underlines just how dynamic our immune system is – and has to be – to do its job.

Dear Dr. K: A friend heard about a study that said a person’s immune system changes with the seasons. That seems incredible to me. But if it’s true, it’s fascinating. Do you know what she is talking about?

Dear Reader: I think I know the study she is referring to. Before describing what it found, it’s worth talking a bit about the immune system and also about genes.

First of all, that the immune system should change in response to any external circumstance – such as the weather or the season – should not be surprising. The immune system constantly is changing as it responds to a changing set of foreign threats. Different germs, different non-infectious foreign substances (such as pollen, animal hair, dust) are entering our bodies all the time. A healthy immune system is always refocusing its attack as it encounters new foreign substances.

The immune system is like an army; it has many different types of cells that have different functions. Think of each group of cells as a platoon that does a particular job. It also has a hierarchy, with the cells at the “top” directing the actions of all the other cells – just like the generals and admirals in the armed forces. Those top cells send orders in the form of immune system chemicals.

For the cells of the immune system to function properly, the right genes in those cells need to be turned on (and other genes turned off) at the right time. In the past 30 years, research scientists have developed ways of determining which genes in a cell (or a related group of cells) are turned on and off.

So much for the biology lesson, and on to the study I think your friend was talking about. It was conducted by a scientific

This week, we are looking at deals in which declarer can place key missing honor cards by remembering an opponent’s bid or pass.

How is that relevant to this deal?

South is in four hearts. West leads the diamond ace. When East encourages with the 10, West continues with the king and another diamond. East shifts to the spade three. How should South continue?

When a player fails to open the bidding, mentally register that he has fewer than 12 points and probably no long suit because he did not preempt. Here, South opens one heart; West overcalls one spade, indicating that he has a maximum pass; North raises to two hearts; and South jumps to game. (Yes, three no-trump would work well here, but that would be risky.)

South must find the club queen to make his contract with two spades, five hearts and three clubs. He should leave clubs as late as possible.

Declarer should win trick four with his spade ace, draw trumps, play a spade to dummy’s king, and ruff dummy’s last spade in his hand. What has he learned?

That West is marked with 10 points: the diamond ace-king and spade queen-jack. As West couldn’t open the bidding, this means that East surely has the club queen. South plays a club to dummy’s king and runs the club jack through East.
