The Great Depression saw the unemployment rate of more than 25 percent in the early 1930s, and within weeks of his inauguration, President Franklin Roosevelt proposed legislation aimed at providing some relief for unemployed Americans.

Faced with a bleak economic outlook, Roosevelt’s plan called for the recruitment of thousands of unemployed young men and to enroll them in a peacetime army to battle against the destruction and erosion of our natural resources. Roosevelt signed into law the Emergency Conservation Work Act establishing the Civilian Conservation Corps on March 31, 1933. Roosevelt believed that by early summer temporary employment would be provided to nearly 250,000 young men, and an additional 50,000 workers would comprise war veterans, Indian reservations and local experienced men from around the country.

From 1933 to 1942, more than 3 million young men joined the CCC and contributed to the protection, conservation and development of the country’s environmental resources.

In Illinois, the CCC employed nearly 6,600 men in nearly 50 camps, including a state forest, various state parks, private land forests, and erosion and flood control areas. Several of these camps were located along the I&M Canal and accomplished many projects, including clearing brush, restoring the tow path, developing parks, restoring locks and gates, and repairing

The Goddard School partners with nonprofit for book drive

fsarver@shawmedia.com PLAINFIELD – Children at The Goddard School in Plainfield watched as a costumed Clifford the Big Red Dog pantomimed stories read by Mayor Michael Collins.

Collins was at the private early childhood school Saturday to tour its classrooms and then read to children and their families.

His appearance coincided with the school’s Winter Wonderland open house to have other families in neighboring communities learn about The Goddard School.

As Collins read through “Clifford Goes to Hollywood” and “Clifford, We Love You,” his words were acted out by the costumed Clifford to the amusement of the children.

“You’re a pretty good actor, Clifford,” Collins said when he finished reading.

The owners and staff of The Goddard School did not only want children to be exposed to reading at their open house but also to help other children read. The event was the culmination of the school’s “Book Drive That Changes Lives” that began Dec. 1.

The school partnered with Lake Bluff-based Bernie’s Book Bank to collect new and gently used children’s books for local at-risk infants, toddlers, preschoolers and schoolage children.

“We’re really committed to giving back to the communities we serve,” said Karen Wells, who owns the school with her husband, Rundy.

The Goddard School also partners with other organizations such as MorningStar Mission and Timbers of Shorewood, a retirement and assisted-living facility.

Wells said in the past three years, The Goddard Schools in the Chicago area have collected books for Bernie’s Book Bank, a nonprofit organization founded in 2009 to gather

According to its website, Bernie’s Book Bank has distributed more than 4.5 million books since it was founded and serves more than 130,000 atrisk children annually.

Wells said in the past several years, her school has collected 10,000 books. Many of the books the school collects go to other schools, such as those within Joliet Public Schools District 86, she said.

“We know that reading and children’s literacy starts at home,” she said.

The rest of the Winter Wonderland open house offered children face-painting, games, a dance party and a visit from an author.

Bison have a growing fan club at Midewin National Tallgrass Prairie ​By LAUREN LEONE–CROSS lleonecross@shawmedia.com WILMINGTON – The number of visitors to the Midewin National Tallgrass Prairie has increased significantly following the reintroduction of American bison in late October.

Midewin staff recorded between 400 and 500 visitors during pleasant weather days at the Iron Bridge Trailhead, designated as the public access point closest to the bison’s pasture areas.

Midewin National Tallgrass Prairie Supervisor Wade Spang said that’s exceptionally higher than in previous years. About 17,000 people visited the nationally operated grassland prairie in 2013, the last time Midewin conducted an in-depth visitor survey, according to a Midewin news release. Surveys are conducted every five years with the next one due in 2018.

The bison appear to have a growing fan base.

“There are a lot of folks who enjoy coming out and seeing the bison. Some are coming back again and again,” Spang said. “And [the bison] have acclimated quite well since they arrived. They seem to be enjoying their location.”

Visitors are encouraged to call or stop by the Welcome Center to learn more about opportunities to see the bison roaming on any given day.

Because of the vast size of the pasture system and the rolling hills, spotting bison may be difficult depending on the herd’s location and weather.

“With a little patience, and maybe some binoculars, you can see them,” Spang said.

Staff has noticed some of the bison cows are beginning to expand in their rib cage, indicating there will be baby calves that arrive in the spring,

according to the news release.

Spang said it’s an exciting time for Midewin.

A public event is being planned for May, Spang said, although he couldn’t offer additional details.

Rich Short, landscape architect at Midewin, said the bison herd has the potential to raise Midewin’s profile “tremendously” and attract more people to the national tallgrass prairie.

“I think we have to wait and see what the effect will be, but I think the potential is here for it to be a big draw for the people to Midewin,” Short said.

To see bison roam at Midewin has been a long-sought dream of the U.S. Forest Service site since it was established in 1996. The bison reintroduction is part of an experimental long-term project to see how the herd’s grazing habits can benefit the habitat.

CREST HILL – Two Lockport teenagers were hospitalized Saturday night after a head-on collision in Crest Hill with a motorists authorities have charged with driving while intoxicated.

Crest Hill Deputy Police Chief Ed Clark said the crash happened about 9:20 p.m. on Renwick Road near Borio Drive.

“A white 2003 GMC Envoy was eastbound on Renwick when it crossed over the center line and struck a westbound green 2003 Chevy Trailblazer head on,” Clark said.

The Trailblazer, which was driven by a 16-year-old Lockport boy, went into a nearby ditch, Clark said.

The driver was airlifted from the scene to Good Samaritan Hospital in Downers Grove with serious injuries. An update on his condition had not been provided to police by early Sunday afternoon, Clark said.

His passenger, a 16-yearold Lockport girl, was taken to Presence Saint Joseph Medical Center in Joliet for a broken wrist and other injuries.

The driver of the Envoy, Lea S. Bulger, 29, also was treated at Saint Joseph’s hospital before being booked about 6:30 a.m. Sunday into the Will County Jail.

“Officers made observations at the scene and further investigation showed she was under the influence,” Clark said.

Bulger, who has addresses listed in Lockport and Joliet, was charged with aggravated driving under the influence of alcohol, driving with a suspended license, improper lane usage and failing to reduce speed to avoid an accident.

According to Will County court records, Bulger pleaded guilty to driving under the influence following an arrest

by Joliet police in January 2004, but did not fulfill her sentence of court supervision and fines.

SPRINGFIELD – The Serve Illinois Commission on Volunteerism and Community Service (Commission) is reminding Illinoisans it is accepting nominations for the seventh annual Governor’s Volunteer Service Awards.

These awards recognize individual volunteers and highlight the importance of volunteerism and community service in Illinois. The Commission will also recognize for-profit businesses that support service.

The Commission will present individual awards to one youth (18 years and younger), one adult (19 to 54 years old), and one retiree/senior (55 years and older) in each of the Com-

mission’s five service regions across the state (Northeast, Northwest, East Central, West Central, and Southern).

The Commission will present National Service Awards to one AmeriCorps member, one Senior Corps member and one for-profit business in each of the five service regions. The Commission will give special priority within each category based on economic opportunity, education, environmental stewardship, disaster preparedness/ response, health, and veterans and military families.

Troy proposes redistricting of elementary schools

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – Troy School District 30-C has set public meetings to discuss and get feedback on plans to redistrict its elementary schools.

“In the last 10 years enrollment has jumped quite considerably, but it has been leveling off,” Superintendent Todd Koehl said Friday.

“It’s time to balance out the schools.”

The first meeting is scheduled for 6:30 p.m. Tuesday at Craughwell Elementary. Additional meetings will be held Wednesday at Shorewood Elementary, Feb. 2 at Crossroads Elementary, Feb. 3 at Hofer Elementary and Feb. 4 at Heritage Trail Elementary.

According to the redistricting plan, available on the district’s website, the boundary changes will affect about 6 percent of the student population.

The district educates 4,340 students in seven schools.

Along with the five K-4 elementary schools, William B. Orenic Intermediate School serves grades 5 and 6 and Troy Middle School serves grades 7 and 8.

Koehl said Heritage Trail Elementary and Shorewood Elementary are more crowded than the other schools, while Hofer Elementary and Crossroads Elementary have more space.

Along with evening-out, the schools based on each buildings’ space needs, Koehl said the goal is for schools to be more geographically centered for its students.

Troy School Board President Mark Griglione said the redistricting plan is in the investigative stage, and it’s not the first time the district has redistricted schools.

“The board voted [Wednesday] on an action item to involve discussions with staff and start with community members,” Griglione said, adding that the district is trying to be as visible as pos-

“Our foundation insists on the relationship between the teacher and student,” Michael said. “It’s the quality of that relationship that cements the learning process. There’s a series of things that Paul eventually had to learn.”

According to a Lewis University news release, Paul began teaching English at Lewis College in 1963, left to pursue his doctorate at Loyola University Chicago and returned to Lewis in 1966 to teach briefly before becoming president at age 33.

Paul laid the foundation for the addition of graduate programs, which led to Lewis becoming a university in 1973.

Paul also led the negotiations for a possible merger with the College of St. Francis (now University of St. Francis) in Joliet, the release also said.

In addition, Paul oversaw the construction of the Learning Resource Center at Lewis University. The center was later renamed the Brother Paul French, FSC, Learning Resource Center, the release said.

After his presidency, Paul returned to the classroom, the seat of his true passion, Gaffney said.

In 1984, French and Chet Kondratowicz, former chair of Lewis’ theater department and now professor emeritus, created the Arts & Ideas Series, which continues today, offering approximately 100 art and cultural events a year, Gaffney said, either free or at little cost.

These giant geese love wetlands like rivers, small lakes and retention ponds – the number of man-made lakes and ponds in our area is huge. What attracts them are shallow sloping banks, and low grasses and vegetation planted around ponds, allowing them to keep a watchful eye.

In the spring, it’s like a Bambi moment, Kuhajda said, to see an adult with goslings.

But as some people can attest, the adults can become aggressive if you get in the vicinity of a nest or brood.

Geese who raise their young in an area are likely to return there, and one pair can turn into a huge flock in a few years. By the way, they mate for life and can live more than 20 years.

ROMEOVILLE – No professor at Lewis University in Romeoville was more brilliant and effective than president emeritus Brother Paul French, said current president Brother James Gaffney.

The foundations Paul laid when he was president from 1967 to 1971 helped bring the university to where it is today, Gaffney said. Paul is the only professor to receive the honor of Distinguished Senior Professor, Gaffney added.

“I had nothing but tremendous respect and appreciation to him,” Gaffney said.

And yet Brother Paul, No. 2 in a Catholic family of 10 children that prayed the rosary every day, began his own schooling in a small North Dakota country school called St. Aloysius Academy. It was run by a group of French nuns, many of whom did not speak English, said Paul’s brother, Brother Michael French, a

member of the De La Salle Christian Brothers, as was Paul.

A tiny motherly nun by the name of St. Marie influenced Paul’s lifelong love for education – especially the humanities – as well as religious life, “Paul later talked about her kindness and compassion,” Michael said, “and that she taught him to read from a very early age.”

At 19, Paul earned a certificate allowing him teach, Michael said. He returned to the country school, eventually teaching three of his sisters, Michael added, but Paul continued his education.

In 1951, when Paul decided to join the Christian Brothers in Missouri, he did so without telling his family until two weeks before he left, Michael said.

Years later, Michael, who said he is 17 years younger than Paul, joined Paul in the same order. Looking back, Michael said it makes perfect sense why Paul chose this

Illinois’ prison population has grown from 6,000 in 1974 to about 49,000 presently. That’s an increase of more than 500 percent for a system designed to house 32,000 inmates. Annually, it costs more than $22,000 on average to incarcerate someone, and the state spends $1.3 billion a year on prisons.

Rauner told commission members Jan. 14 that programs that reduce recidivism and help inmates acclimate back into society is a worthy investment now to save money in the future. It’s a popular idea among other states with Republican leadership, such as Georgia and Kansas, which have recently taken measures to reduce their prison population.

Some Democrats also have long expressed interest in reforming states’ criminal justice systems, arguing that minorities are often disproportionately represented in prisons, sometimes as a result of low-level drug offenses.

“I was glad to hear (Rauner) say it,” said Rep. Elgie Sims, a Chicago Democrat on the commission. “And I hope that the investment and the desire to get things done really happen.”

SPRINGFIELD – Gov. Bruce Rauner wants to reduce the number of inmates in Illinois’ overcrowded prison system over the next decade – and he’s willing to devote money to do so at a time when he’s urging lawmakers to be prudent with spending in other areas.

Reforming the state’s criminal justice system presents the first-term Republican governor with a rare opportunity to find agreement with legislators as he prepares to deliver his second State of the State address Wednesday. Rauner’s first year in office has been defined by a budget stalemate – now in its seventh month – with Democrats who control the Legislature.

But reforming the criminal justice system and shifting more attention to rehabilitating offenders rather than imprisoning them is an issue that’s appealing to both parties here and around the country.

“Even though there’s a lot of gridlock right now, you’re seeing a real strong bipartisan agreement that this is something that Illinois has to do,” said John Maki, executive director of Illinois’ Criminal Justice Information Authority, an organization that administers federal public safety grants and researches criminal justice trends.

Maki is part of a 28-member group convened by Rauner last year with the goal of reducing Illinois’ prison population by 25 percent by 2025. Here’s a look at the group’s work and some of the 14 recommendations they’ve presented the governor.

He was born July 25, 1934, in Ottawa, IL, to the late Mary (nee Alvarez) and Arnold Jimenez.

Jim had many accomplishments in life and was an entrepreneur and successful businessman. A pillar of his beloved community of Rockdale, he served as a village trustee for 12 years and as mayor from 1993-1997, being one of the few Hispanic village presidents in the state.

Beloved soulmate, best friend and husband of 59 years to Barbara (nee Parker) Jimenez; loving father of Cindy (Pete) Medina, Robert (Kathy) Jimenez and David (Kari) Jimenez; proud grandfather of Susan (Chuck) Storm, Bobby (Nicole) Jimenez, Lauren Medina, Peter Medina, Lindsey (Marcelo) Torres, Josh Jimenez, Isabel Jimenez; devoted great-grandfather of six (with another on the way); dearest brother of the late Helen (Joseph) Montez, Joseph (Sharon) Jimenez, the late Rosemary (Humberto) Perez, Richard (Carol) Jimenez, and the late Mary Jimenez; fond uncle of many nieces and nephews. Funeral services for James Jimenez will be held Wednesday, Jan. 27, 2016, 9 a.m. at the Fred C. Dames Funeral Home, 3200 Black Road (at Essington Road) Joliet to St. Paul the Apostle Catholic Church where a Mass of Christian Burial will be celebrated at 10 a.m.

Interment will follow in Abraham Lincoln National Cemetery, Elwood, IL. In lieu of flowers, memorials in his name can be made to Autism Speaks of Chicago.

Man being held for fatal stabbing in Chicago

CHICAGO – Chicago police said they have taken a man into custody after he allegedly stabbed another man to death on the city’s West Side.

Police said a 32-year-old man and a 26-year-old man were arguing about 9:20 a.m. Sunday on the street in the East Garfield Park neighborhood when the older man allegedly stabbed the younger man in the back.

The younger man was pronounced dead at the scene, and the older man was taken into custody. The names of the men have not been released. Police said they expected the older man to be charged late Sunday or Monday.

Police said they did not know why the two had been arguing or their relationship, but they were apparently involved in some sort of domestic dispute.

Former Philadelphia police chief to advise Chicago force

CHICAGO ­– A former deputy superintendent of the Chicago Police Department who left to head departments in Washington, D.C., and Philadelphia is returning to the city to help reform a force that’s trying to regain public trust in the wake of a video showing a white officer fatally shooting a black teenager, Mayor Rahm Emanuel’s office announced Sunday.

Charles Ramsey, one of the nation’s most respected law enforcement figures, has twice – first in Washington and then in Philadelphia – invited federal reviews of those agencies similar to the civil rights investigation into the Chicago Police Department that the Justice Department announced last month. He has said police-involved shootings in both of those cities subsequently declined.

Ramsey, an African American from the city’s South Side, returns

to Chicago to advise the police department amid protests that have called for Emanuel to resign over the release two months ago of the video of Laquan McDonald’s shooting death by Officer Jason Van Dyke. The video sparked the biggest crisis of Emanuel’s administration and cost Police Superintendent Garry McCarthy his job.

“The situation in Chicago is not unlike many cities across the country, but the people of Chicago should know that their leaders are working hard to restore trust where it has been lost,” Ramsey said in a statement.

What kind of recommendations he will make is unclear. But last month, the 65-year-old Ramsey said he wanted state police in Pennsylvania to head investigations of police-involved shootings in Philadelphia.

Ramsey joined the Chicago Police Department as a cadet in 1968, rose through the ranks over three decades and had a key role in the establishment of community policing in Chicago. Since he left in 1998 to head Washington’s force, his name has come up repeatedly as a candidate for Chicago superintendent. He has applied a number of times, including in 2011, before Emanuel selected McCarthy.

Ramsey retired this month as Philadelphia’s police commissioner, and after Emanuel’s firing of McCarthy in the wake of the McDonald video’s release, had said he was not interested in the job. In fact, earlier this month, the mayor of Wilmington, Delaware, announced that Ramsey had been hired as a public safety consultant.

Dashcam video released Nov. 24 of the shooting more than a year earlier shows Van Dyke shooting McDonald 16 times as he walked away from police officers with a knife at his side.

Van Dyke is charged with murder and has pleaded not guilty.

The shooting has turned a spotlight on longstanding concerns about a “code of silence” in the Chicago Police Department, in which officers stay quiet about or even cover up possible misconduct by colleagues. Police Board President Lori Lightfoot has said the 39 applicants for the super-

intendent job will be asked for “creative solutions” to motivate officers to come forward when they see misconduct.

Lightfoot said she hopes to present Emanuel with the names of three finalists by the end of February.

1st St. Louis-area medical marijuana dispensary to open

COLLINSVILLE – The St. Louis area’s first medical marijuana dispensary is slated to open in the city’s Illinois suburbs.

HCI Alternatives in Collinsville plans a grand opening at noon Monday at a retail location adjacent to the Illinois State Police’s regional headquarters.

A second St. Louis-area dispensary in the village of Sauget, near East St. Louis, also is expected to open soon.

The state issued 23 dispensary licenses through mid-January, but it has set a cap of 60 locations statewide in the four-year pilot project. Legal marijuana sales began in Illinois in early November.

Seventeen of the 22 allowed cultivation centers have received state permission to grow medical marijuana indoors.

Amid budget stalemate, Marion considers borrowing

MARION – The prolonged state budget stalemate is forcing a southern Illinois school district to consider borrowing more than $7 million to help pay for a new high school.

The Southern Illinoisan reported that the Marion Community Unit School District Board plans to vote on taking out a line of credit of up to $7.3 million to continue with construction as the wait for state money continues. Nearly half of the $67 million project is funded through state and federal money.

District Superintendent Keith Oates said about $5.8 million in capital development grants and Illinois Emergency Management Agency funds are unavailable because of the budget standoff in Springfield. Oates said the district only has enough money to pay project invoices through the end of this week.

Authorities cautioned against unnecessary driving, airline schedules were in disarray, and commuter trains will be delayed or canceled for many as the work week begins after a storm that dumped near record snows on the densely populated Washington, D.C., to New York City corridor.

The last flakes fell just before midnight Saturday, but crews raced the clock all day Sunday to clear streets and sidewalks devoid of their usual bustle.

Ice chunks plunging from the roofs of tall buildings menaced people who ventured out in Philadelphia and New York. High winds on Manhattan’s Upper West Side kept the snow from entirely swallowing the tiny Mini Cooper of Daniel Bardman, who nervously watched for falling ici-

cles as he dug out.

New York Mayor Bill de Blasio encouraged people to leave their plowed-in cars covered with snow all week after a 1-day record of 26.6 inches fell in Central Park.

“I knew people would be cooped up in their houses and wanting to come outside,” said Brazell, who was beaned by multiple blasts of perfectly soft but firm snow.

16 Drones use to map El Nino flooding

LONG BEACH, Calif. – Forget about selfies. In California, residents are using smartphones and drones to document the coastline’s changing face.

Starting this month, The Nature Conservancy is asking tech junkies to capture the flooding and coastal erosion that come with El Nino, a weather pattern that’s bringing California its wettest winter in years – and all in the name of science.

The idea is that crowdsourced, geotagged images of storm surges and flooded beaches will give scientists a brief window into what the future holds as sea levels rise from global warming, a sort of a crystal ball for climate change.

Images from the latest drones, which can produce high-resolution 3D maps, will be particularly useful and will help scientists determine if predictive models about coastal flooding are accurate, said Matt Merrifield, the organization’s chief technology officer.

“We use these projected models, and they don’t quite look right, but we’re lacking any empirical evidence,” he said. “This is essentially a way of ‘ground truthing’ those models.”

Experts on climate change agreed that El Nino-fueled storms offer a sneak peak of the future and said the project was a novel way to raise public awareness. Because of its crowd-sourced nature, however, they cautioned the experiment might not yield all the results organizers hoped for, although any additional information is useful.

In California, nearly a half-million people, $100 billion in property and critical infrastructure such as schools, power plants and highways will be at risk of inundation during a major storm if sea level rises another 4.6 feet – a figure that could become a reality by 2100, according to a 2009 Pacific Institute study commissioned by three state agencies.

Problems in Detroit, Flint show rift over emergency managers

By COREY WILLIAMS The Associated Press DETROIT – Darnell Earley didn’t come up with the plan to channel corrosive river water into Flint’s old lead-lined water pipes, causing a health emergency. And he certainly can’t be blamed for the Detroit school system’s decaying facilities and wrecked finances, which have prompted teacher boycotts this month.

But the 64-year-old budget expert was in charge of Flint’s city government and the Detroit schools at key points in their recent turmoil, and that has made him a focal point of anger about Gov. Rick Snyder’s use of “emergency managers” to temporarily run public entities in Michigan that are hopelessly in debt.

Earley, who had a 40-year career in public administration in Michigan, was one of seven outside controllers appointed in the past five years to fix foun-

dering cities or school districts, and he was clearly one of Snyder’s go-to guys, getting two of the toughest cases in Flint and the Detroit schools.

In October 2013, he took over control of Flint, a majority black city of 100,000 north of Detroit where more than 40 percent of the population was below the poverty line. He was the third of four managers sent in to cut costs and deal with the city’s $13 million deficit.

Earley seemed like a perfect fit for the blue-collar city. He grew up as one of nine children in an African-American family in Muskegon Heights, a small community along Lake Michigan, the son of an auto factory worker and a homemaker. He worked his way through college at Grand Valley State University and earned a master’s degree in public administration from Western Michigan University in Kalamazoo.

He also knew Flint. He worked as city administrator

in 2001 and served a short stint as Flint’s temporary mayor in 2002, as part of a career that also included a stint as city manager in Saginaw.

However, the personal connections didn’t defuse the tension in seizing control of all fiscal decisions from locally elected officials.

“They don’t listen to nobody,” longtime Flint City Councilman Scott Kincaid said of emergency managers. “They don’t care about the community. They just care about fixing the finances.” Kincaid and others said the managers’ tendency to ignore local complaints played a role in the water fiasco, since residents had complained about taste and color of the water.

Whenever Flint City Council members wanted to speak with Earley, they would have to get appointments, said Councilman Wantwaz Davis.

“We couldn’t just walk in his office,” Davis said. “He’s egotis-

tical, very arrogant. Whenever he sets his mind to something, it’s going in that direction.”

Another emergency manager, Louis Schimmel, who temporarily ran the cities of Hamtramck, Ecorse and Pontiac, defended Earley, saying bruised feelings are unavoidable.

In a city like Flint, he said, “You’re dealing with multiple problems and you don’t have very much help.”

During Earley’s 16 months as Flint’s emergency manager, the city went ahead with a plan to save money by switching its water supply from the Detroit system to a new pipeline consortium, and to use Flint River water until the new pipeline was ready. However, anti-corrosion agents were not added to the salty river water, causing metal leaching in city pipes and dangerously elevated lead levels among some residents. The state declared an emergency and began distributing bottled water.

S. African mayor awards scholarships to virgin women

By LYNSEY CHUTEL The Associated Press JOHANNESBURG – A South African mayor has awarded college scholarships to 16 young women for remaining virgins to encourage others to be “pure and focus on school,” her spokesman said Sunday.

The scholarship was introduced this year and has been awarded to young women from the Uthukela district in the eastern KwaZulu-Natal province, mayoral spokesman Jabulani Mkhonza said. Each year the mayor’s office awards scholarships to more than 100 promising high school and university students from the area, he said.

The young women who applied for the scholarships voluntarily stayed virgins and agreed to have regular virginity tests to keep their funding, Uthukela Mayor Dudu Mazibuko told

“To us, it’s just to say thank you for keeping yourself and you can still keep yourself for the next three years until you get your degree or certificate,” Mazibuko said.

The grants will be renewed “as long as the child can produce a certificate that she is still a virgin,” she said. The scholarships focus on young women because they are more vulnerable to exploitation, teenage pregnancy and sexually transmitted diseases, she said.

South Africa’s department of basic education recorded about 20,000 pregnancies among girls and young women in schools in 2014, with 223 pregnant girls still in primary school, according to the South African Broadcasting Corporation. A household survey conducted by Statistics South Africa found that 5.6 per-

cent of South African females aged 14 to 19 were pregnant in 2013.

“I think the intentions of the mayor are great but what we don’t agree with is giving bursaries for virginity,” said chairman for the Commission for Gender Equality Mfanozelwe Shozi. “There is an issue around discrimination on the basis of pregnancy, virginity and even against boys. This is going too far.”

Virginity testing is not against South Africa’s constitution but it is essential that it is done with consent, said Shozi.

Some activists have called for the banning of virginity testing in South Africa, describing it as sexist and invasive. Those defending the cultural practice said it preserves tradition and has been modernized to teach girls about their reproductive health and HIV and AIDS.

By BRIAN ROHAN The Associated Press CAIRO – King Tut hasn’t been around for a few thousand years, but his power remains: after a botched repair job of the famed pharaoh’s beard left scratches on his burial mask, Egyptian prosecutors have ordered eight museum workers to a disciplinary court for “gross negligence.”

The 3,300-year old mask, whose beard was accidentally knocked off and hastily glued on with epoxy in 2014, was scratched and damaged during the amateurish repair work, prosecutors said in a Sunday statement, which implicated the then-head of the Egyptian Museum and the chief of the restoration department.

“In an attempt to cover up the damage they inflicted, they used sharp instruments such as scalpels and metal tools to remove traces of adhesive on the mask, causing damage

and scratches that remain,” it said, citing an investigation.

The mask was put back on display last month after a German-Egyptian team of specialists removed the epoxy and reattached the beard using beeswax, used as an adhesive in antiquity.

A year ago, a museum conservator who was present at the time of the repair told the Associated Press that epoxy had dried on the face of the boy king’s mask and that a colleague used a spatula to remove it, leaving scratches.

Another conservator who inspects the artifact regularly also saw the scratches and said it was clear they had been made by a tool used to scrape off the epoxy. They both spoke on the condition of anonymity for fear of repercussions.

Restoration specialist Christian Eckmann said shortly thereafter that the cause of a scratch found on the mask had had not been determined, but that it could have been recent.

PARIS – New video released by the Islamic State group Sunday shows the extremists who carried out the Nov. 13 attacks in Paris committing atrocities in IS-controlled territory while plotting the slaughter in the French capital that left 130 people dead and hundreds injured.

The group also threatened to attack Britain.

The 17-minute video shows the extent of the planning that went into the multiple attacks in Paris, which French authorities have said from the beginning was planned in Syria. The video was provided online by the SITE Intelligence Group, which monitors jihadi websites.

All nine militants seen in the video died in the Paris attacks or their aftermath. Seven of the attackers – four from Belgium and three from France – spoke fluent French. The two others – identified by their noms de guerre as Iraqis – spoke in Arabic.

Newton, Panthers rout Cardinals for NFC title

By BARRY WILNER The Associated Press CHARLOTTE, N.C. – Superman is headed for the Super Bowl. He’s taking the Carolina Panthers with him.

Cam Newton threw for two touchdowns and ran for two others, and Carolina’s big-play defense stifled the league’s topranked offense in a 49-15 romp Sunday for the NFC Championship. It was the most points for a winner of an NFC title game.

The NFL’s new top man at

quarterback – Newton is an All-Pro this season – will lead the Panthers against five-time MVP Peyton Manning and the Denver Broncos in two weeks.

“Playing the sheriff,” Newton said of Manning. “We’re going to live in the moment right now. We’re going to be excited.”

It will be Newton’s first trip to the Super Bowl and the second trip to the big game for the Panthers (17-1), who lost to New England 12 years ago.

Denver, of course, has made a

habit of going to Super Bowls, reaching it for a record-tying eighth time.

“We won as a team,” Newton said. “We came out here and fought our tails off and we did what a lot of people said we couldn’t do. It’s not over yet. We’ll be ready to go in two weeks.”

And while the Broncos’ defense carried them past New England, 20-18, for the AFC crown, Carolina’s defense was just as destructive. It picked off Carson Palmer four times,

forced two fumbles by him, and never let up the assault.

Special teams also had a takeaway, and when Carolina grabbed a 24-7 halftime lead this time, it didn’t back off, as it did in nearly blowing a 31-point margin a week ago vs. Seattle.

When Newton flew into the end zone for a 12-yard third-quarter touchdown – no, he didn’t have a cape on – he posed like a superhero, dabbed a bit and pointed the Panthers toward the Bay Area and Super Bowl 50.

Newton finished with 335 yards passing and 47 rushing as Carolina won its 13th straight home game, including three in the playoffs.

One of his biggest helpers was Ted Ginn Jr., who was dumped by the Cardinals after last season. Ginn had a 32-yard punt return to set up his weaving 22-yard TD run, and chased down All-Pro cornerback Patrick Peterson to prevent a second-quarter touchdown.

Manning, Broncos scramble to Super Bowl

By EDDIE PELLS The Associated Press DENVER – No, you’re not seeing things.

That really was Peyton Manning lumbering his way down the field for a 12-yard gain and a first down Sunday. And because of his defense, it will be Manning – the 39-year-old quarterback who was supposed to be on his way to a retirement party – and the Denver Broncos, not Tom Brady and the champion New England Patriots, playing in the Super Bowl two weeks from now.

Old No. 18 engineered Denver’s 20-18 victory – not settled until Broncos cornerback Bradley Roby picked off Brady’s pass on a 2-point attempt that would have tied it with 12 seconds left.

Brady hit a double-covered Rob Gronkowski in the back of the end zone on fourth down to set up the potential tie. The Patriots had to go for 2 because Stephen Gostkowski missed an extra point in the first quarter, his first miss in 524 tries.

Aqib Talib stepped in front of Brady’s pass and deflected it skyward.

Roby, who forced the game-changing fumble in last week’s victory over Pittsburgh, made the pick. The Broncos (14-4) recovered the onside kick and the celebration began.

Manning is 6-11 in his vaunted series against Brady, but 3-1 with the AFC title on the line.

“He’s going to do what he has to do to win,” Broncos coach Gary Kubiak said. “He’s one of the greatest competitors ever in this league.”

Manning surpassed his boss, John Elway, as the oldest quarterback to take his team to

the Super Bowl. The Broncos will play Carolina.

New England (13-5) came up short and won’t get a chance to defend its title. The Patriots lost their final two regular season games to squander homefield advantage. In a game that came down to one play, that might have made a difference.

“A couple of plays here and

there, where they made better plays, really were the deciding factors of the game,” Patriots safety Devin McCourty said.

Carolina’s defense did the rest, most notably making Palmer uncomfortable in the pocket and turning Larry Fitzgerald, the star of last week’s overtime victory against Green Bay, into a virtual non-entity. It led the league with 39 takeaways, and at times it made an Arizona team that gained more yards than anyone look amateurish.

“We wanted to come out and play a complete game, and I think the guys up front played exceptional,” lineback-

er Luke Kuechly said. “There was pressure all day.”

Capping the barrage was Kuechly, who returned an interception 22 yards for a score. The 49 points were the most this season for Carolina, which led the NFL with 500 points. The last time a team scored as many as 49 in a conference title game was 1990, when Buffalo beat the Los Angeles Raiders, 51-3, in the AFC. The scoring started quickly, as it did for the Panthers against the Seahawks. Newton hit four passes for 35 yards on their opening drive and Graham Gano hit from 45 yards for a 3-0 lead.

Criticized for being too conservative in the passing game

in the overtime victory against Green Bay a week ago, Palmer let it fly from the outset. He just connected too many times with the Panthers.

Newton’s counterpart, Palmer, was performing like anything but a Most Valuable Player. On Arizona’s first play after Peterson’s muff, Palmer was sacked by Charles Johnson and fumbled.

Newton gave it back when Peterson picked him off and ran 72 yards to the Carolina 23 – and Palmer gave that one back with a weak throw that Kurt Coleman intercepted in the end zone.

At one point, the Cardinals had turnovers on three consecutive plays: the muff, Palmer’s

fumble and Coleman’s first of two picks.

It didn’t get any better even when Arizona finally moved the ball into Carolina territory, only to see Kawann Short sack Palmer and strip the ball.

The Cardinals kept trying, and put together a 79-yard scoring drive on which David Johnson starred after an ignominious start. He was plastered by All-Pro linebacker Thomas Davis for a 6-yard loss on the first play of the series, then came back to gain 25 yards, including a 1-yard TD dive.

Davis, who already had six tackles, left for good with a right arm injury during that drive.

Von Miller finished with 21/2 sacks and an interception.

The Broncos harassed Brady all day. He finished 27 for 56 for 310 yards and two picks. After giving it up twice on downs inside the Denver 20 late in the fourth quarter, Brady lobbed a 40-yard pass to a double-covered Gronkowski to keep a desperation drive going on fourthand-10.

Then, on fourth-and-goal from the 4 with 12 seconds left, Brady found Gronkowski again. The tight end stepped in front of Chris Harris Jr. for the catch, and the game came down to one play.

The Broncos defense made it once again, and the franchise is now headed to its eighth Super Bowl. This marks No. 4 for Manning, who could become the first quarterback to lead two different franchises to titles. His last appearance was ugly – a 43-8 loss to Seattle two years ago.

The 17-for-32 performance wasn’t one of his best, and Owen Daniels won’t be on Manning’s list of all-time favorite targets. But 17 completions was enough, and it was Daniels, the tight end who has played his whole career with Kubiak, who caught both of Manning’s touchdown passes.

Panthers open up as 4-point favorites LAS VEGAS – The Carolina Panthers will be favored to beat the Denver Broncos and win the Super Bowl for the first time in franchise history.

Oddsmakers didn’t even wait until the Panthers finished off the Arizona Cardinals on Sunday to install them as favorites in the game two weeks from now.

At most books in this gambling city, the Panthers were a 4-point pick, but the early line varied.

The over/under on the game was settling in at 45 points in early betting.

Laughter aside for a moment, Herzog said Stengel was one of the people he was associated with in baseball that he truly admired.

“Casey had a lot of ideas that I had never heard before,” he said. “I used some of them when I managed.

“For whatever reason, Casey told me when I was a player and not a star that I was going to be a great leader.

I don’t know why he saw that in me. If someone had gone back and said that to my high school teachers, they would have thrown up.”

Longtime baseball fans will recall former Washington Senators’ catcher Clint Courtney, described by Herzog as “the funniest-looking catcher I have ever seen.”

He said Courtney fancied himself as a ping pong player.

“He was good but not a killer,” Herzog said. “Clint and I and Dean Stone heard the European champion was at our

hotel and we went to watch him play. Courtney put a $100 down to play him. He sat in a chair and beat Courtney, 21-2.

Courtney walked over, took his $100 back and said, ‘You’re using an illegal paddle.’ ” It was all part of life in the big leagues in the 1950s and ’60s.

“We did not make much money, but we had fun,” Herzog said. “The salaries players are getting now for guys who aren’t even elite players is incredible. Now they’re paying for what they think a guy is going to do.”

On other topics, Herzog expressed his dislike for the pitch count in the modern era.

“Nolan Ryan averaged 157 pitches per game,” Herzog said. “I think if a pitcher is laboring, struggling, that’s when they get hurt if you leave them in.

“I believe four complete games led the majors last year. That’s a joke.”

Among Herzog’s favorite former players was outfielder Willie McGee, whom he managed in St. Louis.

“Willie saw a guy reading the Wall Street Journal and asked him for the sports page,” Herzog laughed.

As for the best player he managed, whether with the Royals or the Cardinals: “If I’m in Kansas City, I say

George Brett. If I’m in St. Louis, I say Ozzie Smith. If I’m in Columbia [Mo.], I say George and Ozzie were the two best.”

Herzog, of course, was the main attraction, but there were other elements to the Old Timers extravaganza that were memorable as well.

For example, the organization whose purpose is to support youth baseball and softball in the greater Joliet area honored Joe and Donna Marshall, who are starting their 37th year with Crest Hill Baseball. The 14-year-old Pony All-Stars from Crest Hill, which Joe Marshall manages, was honored as the youth baseball team of the year.

The Old Timers’ high school award winners included softball player of the year Jen Ames of Joliet West, now at Eastern Illinois, and pitcher of the year Nikole VanGennep of Lincoln-Way East, now at Eckard College.

On the baseball side, Cody Grosse of Joliet West, now at Chicago State, was cited as player of the year; and Joliet Catholic’s Drake Fellows, now a senior, was the pitcher of the year.

You can’t go wrong when you have a couple of good Yogi Berra and Casey Stengel tales to relate.

Hall of Fame manager Whitey Herzog took advantage of that opportunity as the guest speaker at Thursday’s 67th annual Old Timers Baseball Association of Will County reunion at the Clarion Hotel. He’s 84 years young and still a hit.

Herzog and Berra were coaches together with the Mets in the 1966 season.

“We had an afternoon game at Shea Stadium, and Yogi said, ‘Why don’t you come home with me to have dinner?’ ” Herzog recalled. “ ‘Carmen [Yogi’s wife] will cook for us.’

“We got to New Jersey where he lived at about 5:30.

I had about four martinis, it got to be about 7 o’clock, and still no Carmen. Then all of a sudden, she’s there.

“Yogi says, ‘Where have you been? You were supposed to cook dinner.’ She said she went to see ‘Doctor Zhivago.’

And Yogi says, ‘What’s wrong with you now?’ ” That story brought big laughs from the crowd of nearly 600. There was another Yogi story that elicited a similar reaction.

“It’s the fifth inning one day, and I had to use the bathroom, which was way up under the stands,” Herzog said. “I told Yogi he would have to hold down the fort until I got back.

“I got back in maybe five minutes, and Yogi says, ‘You missed it. There were two streakers on the field.’ I said, ‘Were they men or women?’

And Yogi says, ‘I don’t know, they had paper sacks over their heads.’ ” As for Stengel, he told Herzog, a center fielder by trade, that he was getting rid of him.

“He told me, ‘You’re not as good as the guy I have,’ ” Herzog said. “And he had [Mickey] Mantle. I said, ‘I know that.

You don’t have to tell me that.’ ”

Do not always go with the first idea

An anonymous Internet user wrote, “I was in the hospital today and saw this cute guy with a cast on his leg, and my first thought was that this one can’t run away.”

It is often best to go with your first thought. It is especially galling to stop, analyze, then make a mistake, when if you had acted instantaneously, you would have been successful.

However, there are deals in which the converse is true: The first thought is wrong, and a different approach needs to be chosen.

Which applies in this deal? Against four hearts, West leads his fourth-highest club. After East wins with the ace, what would be his immediate reaction? Is it right here? If not, what is?

South opened with a textbook weak two-bid: a decent six-card suit and 6-10 high-card points. North bid what he hoped his partner could make.

East’s immediate reaction will be to return a club – lead back partner’s suit. If it were a no-trump contract, that would usually be best. But when there is a trump suit, third hand should pause to consider the alternatives.

In particular, he should wonder from where four defensive tricks might come.

Given the dummy, East can see two: his club ace and heart king.

Assuming West has the club king, that is a third. The fourth will have to come from spades, and there isn’t a moment to lose because dummy’s diamonds are threatening to provide discards.

At trick two, East must shift to the spade eight, the high card denying an honor in the suit. Then the contract will fail. But note that if East leads a club at trick two, South will take one spade, five hearts and four diamonds.

Dear Reader: Lead is poison. Although major strides have been made in the past 50 years, lead poisoning, unfortunately, still is a problem. All of us are exposed to lead, but children are most vulnerable to it.

We used to have lead in gasoline. Automobile exhaust put lead in the air, exposing all of us.

There was a lot of lead in paint in the United States until about 1950. The lead content was at first reduced, then eliminated completely from paint in the mid-1970s.

Unfortunately, older homes that were painted with lead-containing paint still pose a risk. The latest coat of paint won’t contain lead. However, if the paint peels, lead from the old paint gets into house dust.

Some toddlers like to lick paint chips; if it’s old paint, lead gets into their body.

If outdoor paint peels, the ground around the base of the house where kids play is contaminated. Many communities have made major investments to reduce lead-containing paint from older buildings.

A 2012 report from the U.S. Centers for Disease Control and Prevention found lead contamination of drinking water could be a problem in old homes.

Elevated lead levels in the body can cause developmental delays, behavioral problems, fatigue, headaches, abdominal pain, anemia, seizures and even coma. The first signs of lead poisoning may not appear until school age.

The cognitive and behavioral changes caused by lead are irreversible.

tion is so important: It can prevent these later problems. All children should be screened for lead poisoning with a simple blood test, starting at 6 months of age. If the test is positive, the local public health department then assists in discovering what the source of the child’s lead exposure is. And if one child is positive from lead in the home, the other kids who live there should be tested too.

Once the source of lead exposure is removed, a child’s body eventually will get rid of the lead.

Some children may need to take a drug that helps remove lead. Children with brief, low-level exposures usually recover completely.

The best way to prevent lead poisoning is to remove all sources of lead.

To check if your home has lead paint, purchase a lead test kit, or have a certified inspector test your home.

If your home does contain lead-based paint, hire a certified contractor to remove it. The local public health department can help you find qualified contractors. Don’t try removing the paint yourself: Unless the job is done correctly, paint removal can worsen the problem. Until then, carefully and frequently clean your home to reduce lead exposure.

I’ve discussed only the most important ways in which kids are exposed to lead. Much has been done to reduce the chances that kids will be exposed to this risk. However, there still is a risk – one that you can reduce by assessing if there is lead in your home and removing it properly.

Dear Abby: My husband and I have been married seven years and have two beautiful children. Overall, the time we have been together has been wonderful, although we do sometimes argue.

On more than one occasion, my husband has shared his concern that I am cheating on him. I have never been unfaithful, nor have I ever given him any reason to think I would be. He’s worried because he knows my father was unfaithful to my mother many years ago.

We both learned about it because my mother shared it while discussing my brother and his wife.

Having had no prior knowledge of this period in my parents’ lives, I was shocked. I didn’t grow up around it and was never taught that cheating is OK. How can I get my husband to stop putting me in the same category as my father?

He says he read that cheating is hereditary so I’m bound to do it. He throws the same accusation at me any time he gets upset with me.

I don’t know where your husband “read” that adultery is hereditary, but it’s time you asked to see the source of his misinformation because it’s wrong. You are not responsible for your father’s behavior, and for your husband to imply that because your father strayed you will is, frankly, insulting.

If you are accused of infidelity any time there’s a disagreement, you two aren’t getting to the root of what’s really wrong in your marriage, and it’s time to get professional marriage counseling.

My brother-in-law’s girlfriend of many years was on her cellphone during the cocktail hour, the entire dessert course and the gift exchange. When I mentioned to my husband how rude she was, he told me she had been checking football scores and cheering/commenting while my daughter was playing the violin song her ensemble had played for the holiday concert.

I never answer my phone when I’m entertaining guests because they are where my attention should be. My daughters have been taught that it’s rude to be on the phone during dinner and when guests are over.
