By BOB OKON bokon@shawmedia.com JOLIET – The Joliet City Council on Monday was urged to give up the takeover of Evergreen Terrace, a sign that opponents of the project may see an opening after the April 7 election.

“Many of the people who started this discussion years ago are no longer on the City Council,” said Pastor Craig Purchase from Mount Zion Full Gospel Tabernacle.

One of those who had voted to start the eminent domain process in 2005 was Mayor Tom Giarrante, who was defeated in the mayoral election by Councilman Bob O’Dekirk.

O’Dekirk has been the most severe critic of the city’s efforts, saying there is no plan in place. He continues to say he wants to see a plan and a price tag for the project before he would support the acquisition of the low-income apartment complex.

Purchase was the only speaker on Evergreen Terrace, a topic he brought up during the public comments section of the meeting. But he said afterward that he chose the first meeting after the election to encourage a change in direction.

The City Council was unanimous 10 years ago in launching a legal battle that wound its way through the U.S. Supreme Court before a federal judge in Chicago ruled last year in favor of the city’s condemnation.

A federal jury in March set the price at $15 million, close to the city’s appraisal and far below the $22.3 million sought by the private owners of the federally subsidized housing project.

But some council members have voiced skepticism about an Evergreen Terrace takeover. After Giarrante leaves on May 4, only two members – Jan Quillman and Michael Turk – remain from the 2005 council that authorized the beginning of the condemnation lawsuit.

O’Dekirk, when asked later, repeated his previous comments that he would support a city takeover but wants to see a plan first.

Silver Cross Field scoreboard

City Manager Jim Hock reported that no local schools besides Joliet Catholic Academy are interested in the scoreboard at Silver Cross Field.

The council will vote Tuesday on whether to declare the scoreboard as surplus property, which would allow JCA to buy it for $1. The city is buying a $360,000 scoreboard and video screen for Silver Cross Field, which it owns.

Hock said JCA, which does not have a working scoreboard, believes it can put it to use. JCA wants the scoreboard only and not the video screen.

The city’s other option, Hock said, is to sell it to Ace Metals.

“They said they’d give us 200 bucks, but we’d have to haul it away,” he said.

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – For the first time, an outside contractor will handle summer landscaping maintenance at Route 59 for the village after the Village Board on Monday approved a $59,340 contract with a local business.

Trustees approved the contract with Fazio Landscaping, 24130 W. Wedgewood Court in Plainfield, to handle landscaping and other maintenance work for Route 59.

“We talked about starting to hire versus contracting out,” said Director of Public Works Allen Persons, adding that the department experienced a 25 percent reduction in staff as a part of cuts throughout the recession.

Fazio’s bid for the contract was $59,340 compared to Joliet-based GreenScape Services Corp. at $59,750.

Work includes handling all vegetated or landscaped areas between the right-of-ways for

the 7.2-mile stretch of Route 59 within the village’s corporate limits.

It also includes weekly mowing and trimming turf areas, spring and fall cleanup, bed care, mulching, pruning, shearing, fertilization, weed control, inspections and maintenance of trees and shrubs.

Dump trucks

Trustees approved $7,200 to Cryder Enterprises for repairs for the body of a dump truck the village uses for main breaks, asphalt patching, shoulder maintenance, street sweeping and emergency snow removal.

The board also waived the bidding process to approve the purchase of a new snow plow truck and equipment for $158,983.11 from JX Financial Inc. The bidding process was waived because the truck falls under a co-op bid through Winnebago County, Persons said.

Persons said the new truck

would help emergency snow removal in the village, which has an aging fleet.

“We want to put our best foot forward,” Persons said.

“This will be our second unit we’ve recently added to the fleet.”

The village also approved the reappointments of Jeff Cook to the Police Pension Board and Richard Kiefer to the Plan Commission. Cook’s appointment expires April 30, 2017, and Kiefer’s expires April 30, 2018.

Trustees approved the 2015 zoning map. Normal size copies will be free, but larger copies will cost $10 each to cover printing costs, Village Planner Michael Garrigan said.

Plainfield police will be updating their portable radios with new Motorola Model APX 6000 at a cost of $18,164 from A-Beep LLC. The purchase was budgeted, Chief John Konopek said.

Hospitals say Medicaid cuts would lead to job loss, cutbacks

It would be a starkly different story without his Medicaid coverage, the 55-year-old Joliet resident said during a recent visit to Presence Saint Joseph Medical Center.

Gov. Bruce Rauner’s proposal to cut more than $1.5 billion from Medicaid – with $800 million coming from hospitals – has people such as Krone concerned about what those cuts mean for his health – and his survival.

“I’m considered end-stage heart failure,” Krone said, patting his chest near his heart.

“I’ve gotten to the big-ticket items now.”

He said he’s relying on a ventricular assist device – a mechanical pump that supports heart function and blood flow in people with weakened hearts – to hold him over until he can receive a heart transplant. Regular blood tests, coordinated care visits and medication management also play a key role in his health, he said. “[These cuts] would be the equivalent to pulling the plug on me,” Krone said.

‘Incredibly troubling’

The Republican governor’s proposed cuts are part of a series of efforts he’s undertaken to balance Illinois’ budget. Illinois faces a $6 billion budget deficit because of “years of excessive spending and insider deals,” Rauner spokeswoman Catherine Kelly said in an email statement Monday.

Without structural reform, Kelly said, difficult decisions must be made.

“The governor’s budget maintains Medicaid funding for people at the lowest levels of income, and for children’s health and human services

programs,” Kelly said. “Hospital reimbursements will be discontinued to ensure Medicaid dollars are being spent on services for the state’s most vulnerable families.”

For Kathleen Rhine, CEO at Presence Saint Joseph Medical Center, the cuts are “incredibly troubling.”

“Illinois is certainly toward the bottom in the way it reimburses hospitals for taking care of Medicaid patients,” she said.

Presence Saint Joseph Medical Center would be affected “to the tune of $9.61 million,” she said.

“Just as [troubling] to us as

the Medicaid reimbursements are the cuts proposed to the new and innovative programs that are being developed for Medicaid patients,” Rhine said. “These programs that allow Medicaid enrollees to get access to primary care … in the lower-cost setting before they end up in the emergency room in high-cost setting.

These programs, too, are at the crosshair of these cuts.”

The cuts would undo and undermine progress made by Illinois hospitals since the expansion and transformation of Medicaid programs in 2012, she said.

Hospital officials share similar concerns at Silver Cross

Hospital in New Lenox, which serves about 34,000 Medicaid patients each year, or about 15 percent of the hospital’s total population.

Job losses, economic impact

Rauner’s cut would result in a direct loss of more than $4 million in Medicaid reimbursements at Silver Cross, said Ruth Colby, senior vice president of business development and chief strategy officer for the hospital.

But as a major employer in the area, the economic impact is “well over $9 million,” Colby said.

Input sought on special education services at forum

By FELIX SARVER fsarver@shawmedia.com JOLIET – State education representatives sought input from parents on Joliet high school special education services after seeing the schools had a low percentage of students with disabilities placed in a general education setting.

The Illinois State Board of Education held a public forum Monday after looking at data derived from Joliet Township High School District 204 showing about 29 percent of students with disabilities are in a general education setting 80 percent or more of the school day.

That figure is about 12 percent less than high school districts statewide and 23 percent less than the state target. ISBE officials want to see more students in a general education setting because of growing research suggesting that special education students who have the most access to general education will benefit more.

“Integrating the [education] services instead of separating the kids … will get to better learning outcomes,” said Mark Schudel, ISBE principal consultant.

The focus on more general education placement for students with disabilities has led to ISBE to investigate how 18 school districts – including high schools – are making special education service decisions for students. ISBE will not only speak with parents on the issue but school staff and teachers.

After noting the discrepancy in the data from JTHS, ISBE officials wanted to get behind the numbers. They invited parents to ask what placement options JTHS dis-

cussed with them and what input they had in those discussions, among other questions.

“We’re talking about individual kids and individual programs and that doesn’t always fit in a box,” Schudel said.

ISBE asked district staff and administration to not attend the forum.

Parents who came to the meeting talked about their challenges with JTHS special education services. Guiding the discussion in the forum was Sue Walter, ISBE parent team member, who said she experienced the “gamut of special education services” with her own child.

During discussion, one parent recalled how they were told by JTHS staff that their child was given the most accommodations but was still struggling and needed to be moved. Walter said it sounded like the teacher may be overwhelmed.

“Maybe the conversation should be about what kind of support does the staff have,” Walter said.

Other parents said lack of knowledge about their child’s educational rights and fear of asking too much for their child have been an issue.

Others had problems with not knowing the terms used by staff on the services they provide for their children.

One parent said they would like to see their child integrated more with their peers at school.

Walter agreed, saying what helped her own child succeed after school was being more involved with peers and the community.

“That’s what really helps build success, builds those social skills … that’s what helps with employment,” she said.

Joliet West students raise money for new playground equipment

By FELIX SARVER fsarver@shawmedia.com JOLIET – Before graduating this year, two Joliet West High School students want to leave their mark through new playground equipment for the Tiger Tots preschool program.

Joliet West seniors Parker Budzinski and Madison Schlegel have put together a GoFundMe fundraiser to gather $1,200 for new equipment for a Joliet West preschool that serves children ages 3 to 5.

Budzinski said he and Schlegel chose to raise money for new playground equipment because they believe the Tiger Tots program is underestimated.

“We just wanted to help them out in the biggest way possible,” he said.

The fundraiser had collected $675 as of Monday afternoon, with 21 people donating in one month. The existing playground equipment is worn down and starting

Budzinski said the fundraiser settled on $1,200 after calculating the cost of the new playground equipment.

Not many students know about the Tiger Tots fundraiser, but many teachers are starting to acknowledge it, especially after it was advertised on the JTHS website, he said.

“They’re excited to see what we can do for them,” he said.

According to JTHS website, students at Joliet West

can enroll in Child Development and Occupational Child Care I and II electives, learning to develop and implement lessons for the children in the Tiger Tots program. Some subjects taught to the children include science, social studies, math, English and reading.

Budzinski said he’s never been a part of the program, but he’s had friends who were. He always thought it was cool to see high school students interacting with children during the day.

Kelly Gricius, a child care teacher who supervises the Tiger Tots program, said the playground definitely needs new equipment. She said it’s been looking a “little rough” and people want it to be safe for the children.

“We’re really happy they’re doing it and it’s really nice,” she said about the fundraiser.

JOLIET – With jury selection looming Monday afternoon, an Iowa man pleaded guilty to killing a Joliet man over a drug theft 11 years ago.

Durando O. Eskridge, 32, pleaded guilty to one count of murder before Judge Carla Alessio Policandriotes in exchange for a 20-year prison sentence. Eskridge will receive credit for the two-and-a-half years he’s spent in the Will County jail.

Attorneys were unsure Monday whether Iowa law allows Eskridge’s sentence to start being served at the same time as a 10-year sentence he must serve there for delivery of drugs. He is expected to complete his Iowa sentence in 2017.

On June 26, 2004, Herbert R. Brown was at a barbecue in the 1500 block of Englewood Avenue when Eskridge shot him several times, Assistant Will County State’s Attorney Mark Fleszewski said.

The dispute occurred because Brown had stolen drugs and money that belonged to Eskridge and hidden them underneath a doghouse in his backyard, according to Fleszewski.

Fleszewski said prosecutors would’ve shown Eskridge met with a man that night at a Chicago hotel and discussed the crime before tossing a gun in a river.

Eskridge then reportedly moved to Iowa. While filling sandbags during the Iowa City flood of 2008, he offered details of Brown’s slaying to another volunteer. “[That man] was arrested in Des Moines in 2012 and told what Eskridge had told him to police to help his own case,” Fleszewski said. “He has no ties to Joliet and would not have otherwise known the information.”

Eskridge was arrested Sept.

18, 2012, in Des Moines and extradited back to Illinois. His trial was scheduled to begin Monday and was expected to have lasted several days.

Solution to electronics recycling crisis making headway in Springfield lleonecross@shawmedia.com JOLIET – The effects of the state’s electronics recycling crisis played out last weekend during Will County’s Recyclepalooza event, where attendance was “overwhelming.”

More than half of the 1,000 people surveyed at the event said they were there to drop off electronics, said Marta Keane, recycling program specialist and green business relations coordinator for the county’s Resource Recovery & Energy Division.

Most electronic devices – TVs and computers included – have been banned from Illinois landfills since 2012, so there is nowhere for them to go without these programs, Keane said.

But last week’s event was so overwhelming that county officials had to turn people away.

“Never in our history have we had to turn people away,” Keane said. “We had to close it down at 2 p.m. The last car was serviced after 5 p.m. The last [contractors’] truck pulled away at 9 p.m.”

The good news is that new legislation making its way through Springfield is aimed at saving underfunded electronics recycling programs statewide, Keane said.

Local and state officials and the Illinois Manufacturers Association are on board with these changes, said Mark Denzler, vice president and chief operating officer for IMA.

In the meantime, Illinois-based electronics recycling company Kuusakoski will continue petitioning e-Stewards – one of two EPA-accredited certification standards in the U.S. – to view the storage of treated CRT glass as recycling. The company bought Will County’s recycling vendor Vintage Tech last year.

Complicating matters is CRT glass, which is heavy and difficult to recycle.

Most manufacturers ship CRT glass overseas or out of state because of the lack of cer-

tified CRT recycling facilities in the U.S., Keane said. The latest proposal provides manufacturers the cheaper option of sending the leaded material to Peoria Disposal Company, where it would be stored at a landfill until it could be properly recycled.

“While we don’t favor landfilling the material, we see this as a crisis,” Keane said.

“This is not a final fix. This is a Band-Aid fix.”

The move is estimated to save costs to manufacturers.

The stored material also would count toward recycling goals.

The Illinois House and Senate passed resolutions this month supporting the move, noting “stockpiles of abandoned CRT glass have been discovered at several former electronic waste processing facilities across the U.S.” Also at the root of the problem is the complex formula

A tentative agreement on the contract was reached last Tuesday. The Richland School Board is scheduled to vote April 29 on the contract during a special meeting, along with installation of the new board following the April election, Superintendent Michael Early said.

American Federation of Teachers Local 604 President Dick Manley said teachers “overwhelmingly” accepted the contract after negotiating teams met last Tuesday.

“The hang up all along was not money, it was language in

the contract,” Manley said.

“Now we have language that is going to protect teachers from being disciplined arbitrarily,” union Vice President Steve Camp said, adding one of the main reasons behind votes of no confidence in Early and Principal Kelly Whyte last June was work conditions.

Early said the district has always wanted to have a contract that was fair and sustainable going forward. But he declined to comment on contract details because he didn’t want to inhibit the board’s process.

“The particulars regarding the contract will be released once the board has the opportunity to ratify the contract,” Early said.

Manley said the three-year contract is retroactive to Sept.

1, a day after the teachers’ last

contract expired. The contract gives a 3 percent raise to teachers each year until the contract expires Aug. 31, 2017.

“Everybody is tired and the [school] year is almost over,” Manley said. “The saving grace is we don’t have to do another one in two years.”

“This was one that was quite honestly distracting for the teachers, administration and board of education,” Early said. “It feels good.”

Manley said negotiations took a long time because of several factors, including scheduling conflicts and allegations by teachers of issues related to a hostile work environment.

The strife between teachers and the board led to the votes of no confidence, an independent investigation by attorney Jim Harvey and several grievances by teachers.

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Relatives of a 17-year-old boy charged in the killing of another teen in a drive-by shooting last year told a judge Monday detectives intimidated them as they testified to the grand jury.

Christopher Stamps and his attorney, Cosmo Tedone, had Stamps’ mother, father and older brother testify before Judge Dave Carlson during a hearing to dismiss the indictment for the murder of Latray Wright, 16.

On Oct. 23, 2014, Wright was walking with a friend near Princeton and Fairmont avenues when he was gunned down by the occupants of a blue car. Will County Sheriff’s police said Stamps and Wright belonged to different factions of the same street gang and engaged in a dispute over insults posted on social media websites.

Belinda Sanchez said the two detectives who were confrontational with her shortly after her son’s arrest were in the grand jury room when she testified the following month.

Sanchez said the detectives made her “uneasy� and conversed with Assistant Will County State’s Attorney John Connor as he questioned her before the jurors. “They made me very nervous. I don’t remember everything I was asked or what I was able to say,�

Sanchez said.

Stamps’ father, Tyrone Stamps, and his brother, Julian Stamps, also said investigators made them uneasy when they appeared before the grand jury.

Carlson said he would review case law and allow both sides to argue the matter on May 5.

eral deputies worked to ensure Monday’s proceedings went smoothly despite limited seating in the courtroom for Stamps’ and Wright’s family and friends. Carlson allowed the courtroom doors to stay open so others could listen from the hallway.

After Stamps’ court appearance in January, three men allegedly beat another man just outside the courthouse. Christian M. Blackwell, Makhi T. Jones and Martell K. Jones, were arrested at the scene on charges of aggravated battery and mob action.

Destroyed bullet evidence can’t be used in murder case

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A judge decided Monday a man can still face trial for a 2002 murder, but prosecutors will be barred from directly linking the matter with evidence destroyed from another case.

Eric Glover Sr., 43, rolled his head to the side and gave a look of disappointment to the rest of the courtroom when Judge Carla Alessio Policandriotes denied motions to dismiss his indictment for the murder of Velma Franklin.

Franklin, 30, was shot to death on June 17, 2002, in the Third Avenue home she shared with Glover Sr. and her four children. Glover Sr. was arrested soon after her death, but was not brought to trial be-

fore charges were dismissed.

But Glover Sr. admitted to detectives he’d fired another bullet into a bedroom wall of the home two months earlier and was sentenced to prison for unlawful use of a weapon.

While the wall bullet and the bullet recovered from Franklin’s body were tested at Eric Glover the same time Sr. and matched by lab technicians, police gave the wall bullet a different case number than the murder investigation and destroyed it after the weapons case was resolved.

A cold case review by the state’s attorney’s office renewed murder charges in

2012 while Glover Sr. served a prison sentence for being an armed habitual criminal. He remains in prison in that case. “The court finds that the Joliet Police Department’s failure to preserve the projectile recovered from the Franklin bedroom wall was a mistake without any bad faith by police or prosecution,� Alessio Policandriotes said.

Alessio Policandriotes said destroying the bullet was not a due process violation because it was not essential evidence to establish Glover’s guilt or innocence.

But “even if it was inadvertent,� the judge believed using a comparison when one of the bullets no longer exists would

Rivers Public Library District CASA volunteers act as guardian ad litem in court cases involving minors who have been abused or neglected, according to the news release.

CASA volunteers fulfill four primary roles in their appointed children’s cases: investigating the child’s circumstances, monitoring compliance with court orders, advocating for successful placement in a permanent, loving home and verifying whether parents are completing their services and improving their parenting skills.

Advocates receive 33 hours of pre-service training and must commit about 10 hours a month of volunteer service in addition to meeting other

requirements, including a criminal background check and a personal interview.

Right now, we do a lot of health fairs and events in the community, and screening tests at no charge. Those would also come under review.”

The proposed cuts would result in the loss of more than 12,800 jobs and $1.8 billion in economic activity statewide, said Danny Chun, Illinois Hospital Association spokesman.

More than $1 billion in hospital Medicaid cuts have been imposed since 2011, Chun said, while noting that Illinois hospitals have absorbed about $1.9 billion in federal Medicare cuts over the past five years.

Ripple effect

As people fall off the Medicaid rolls as a result of budget cuts, the Will-Grundy Medical Clinic in Joliet – a free health care clinic – will certainly see an influx of patients, Executive Director Shawn West said.

“The strain on the clinic would be a strain in the resources during an already difficult time,” West said. “We are very lean staff. We only have

12 paid staff, but over 300 volunteers. With that, we’re able to provide $10 million in health care with a [$500,000] budget.”

The Will-Grundy Medical Clinic provides free medical and dental care to adults in Will and Grundy counties who have no health insurance or medical care entitlements and meet prescribed income guidelines. The center sees 500 to 700 unique patient visits a month, she said.

“I’m concerned about how it will impact the community. It’s important that we reach out, take care of the most vulnerable,” West said. “Those individuals are already living on the margins.”

Carroll believed in the value of hard work and pursuing his passions with dedication and joy. He was a kind and loving man who always believed in giving to others and appreciating life to the fullest. He will be greatly missed and will live on through the memories his loved ones share.

He is survived by his loving wife, Anne Marie (Kurtz ) Seibert; sons, Karl A. Seibert, Kevin M. Seibert, and Matthew J. (Mary) Ziegler. 1 daughter, Kathleen M. (Thomas) Robinson.

Gene H. Finney, age 85, peacefully passed away, Thursday, April 16, 2015, at Adventist Bolingbrook Hospital.

Born June 30, 1929, in Joliet, to James and Esther (Polson) Finney, and lived his entire life in the same house. He was a 1947 graduate of Joliet Township High School, and was a veteran of the Korean War serving with the United States Army in Germany. Gene was one of the original members of Carpenters Local #174, Joliet, and worked 38 years for Homes

Gene was a simple man with extraordinary life values who expected no less from others. He was happiest with a hammer in his hand and spending time with his family.

He believed family came first, and he lived it. He was a good man, a good father, and a good example. Gene was kind-hearted, generous, forgiving, and had a gentle grace. He will be remembered for his hard work, and the pride he took in his family and his craftsmanship. It was said if Gene did not hear opportunity knock, it was because he was too busy building doors for others.

Survived by his daughter, Aleta Finney-Pavnica of Joliet; one son, Brent A. (“Tricia”) Finney of Plainfield; four grandchildren, Shane M. Slovick, Andrew and Stephen Pavnica, and Rachel Marie Finney; his identical twin brother, John D. “Jack” (late Anna Mae) Finney; a most precious and caring niece, Betty Rostan; and numerous other nieces, nephews and cousins.

GOP’s Darin LaHood favored in race to replace Schock

SPRINGFIELD – The son of former White House cabinet member and longtime Congressman Ray LaHood remains the overwhelming favorite as the field takes shape for the race to replace ex-U.S. Rep. Aaron Schock.

Monday was the final day to file nominating papers for the July 7 primary. Donald Reints of Benson and Mike Flynn of Quincy have filed paperwork to challenge Darin LaHood in the Republican primary. Adam Lopez of Springfield and Rob Mellon of Quincy have filed to run as Democrats.

LaHood is a former state and federal prosecutor known for his fiscally conservative viewpoints and focus on ethics reform.

Republicans have held the central Illinois district seat since 1939.

Schock resigned March 31 amid a spending scandal.

Low-level Chicago drug offenders to get treatment, not jail

CHICAGO – Cook County will no longer prosecute most misdemeanor marijuana possession cases and will steer many nonviolent felony drug cases in and around Chicago to treatment and away from jail, the state’s attorney said Monday – joining the ranks of prosecutors taking similar steps to deal with what they say is an ineffective and expensive war on drugs.

“The methods in which we are handling low-level drug cases here in Cook County are simply not working,” State’s Attorney Anita Alvarez told reporters.

“Under the current policies and practices we continue to see the same individuals revolving in and out of our criminal justice system with no meaningful impact or outcome and at a significant cost

Illinois prisons chief says union contracts causing problems

SPRINGFIELD – The new director of Illinois prisons says union contracts are the source of many problems within the Illinois Department of Corrections and he soon will recommend reforms.

In a memo to Gov. Bruce Rauner released by the agency Monday, prisons chief Donald Stolworthy wrote the contracts contribute to “many of the ills within the system,” including personnel costs and qualifications within management. In documents, he said overtime costs in corrections have skyrocketed in recent years with a master contract allowing it to be assigned by seniority.

Union contracts expire July 1.

State employee unions have been heavily criticized by Rauner, who says previous salary and benefits

agreements have led to unstainable costs.

The Springfield bureau of Lee Enterprises newspapers first reported on the memo. Anders Lindall, spokesman for the state council of the American Federation of State, County and Municipal Employees, told the news bureau that overtime problems at prisons are caused by a lack of staff. The corrections system employs 11,000 people, down from 17,000 employees a decade ago.

In a state House committee meeting last week, Stolworthy told legislators that he backs a budget proposal that would add 400 guards. Rauner has said new employees would help cut overtime costs.

Stolworthy wrote that he’s spotted other problems since taking over last month.

Illinois university faculty among best paid in Big 10

CHAMPAIGN – Faculty pay at the University of Illinois is among the highest in the Big Ten. The Champaign News-Gazette reported an American Association of University Professors annual ranking of faculty compensation places the central Illinois university 17th in the nation among four-year public institutions in compensation for full professors.

The average compensation for the university’s faculty members is $150,100. That is up from $146,400 in the previous year’s report. Salaries overall at the University of Illinois have increased 2.53 percent.

Northwestern University in Evanston averaged $196,500 for its faculty.

Chancellor Phyllis Wise announced the university will delay hiring 500 new faculty members by 2020 over concerns about Gov. Bruce Rauner’s proposed budget cuts.

Prosecutors: Uber driver shot man who fired at pedestrians

CHICAGO – Prosecutors say an Uber driver with a concealed carry permit shot a 22-year-old man who opened fire on a group of pedestrians in Chicago.

Court records say the man shot at people walking in front of the driver’s vehicle Friday night in the Logan Square neighborhood.

The driver then grabbed his own weapon and fired six rounds at the man, striking him multiple times. The man was taken to a local hospital for treatment.

Assistant State’s Attorney Barry Quinn said the driver, who has a firearm owner’s identification card, acted in self-defense and the defense of others.

The man was ordered held without bail Sunday. He’s facing charges of aggravated battery with a firearm and illegal possession of a firearm.

Police said the driver hasn’t been charged.

The Associated Press WASHINGTON – Lawmakers quarreled Monday over Medicare, taxes and almost $40 billion in unrequested money for overseas war-fighting as House and Senate negotiators kicked off work on a Republican budget blueprint for next year and beyond.

“A budget is more than just a set of numbers. It is a reflection of our priorities, of our vision for the future,” said Rep. Tom Price of Georgia, top negotiator for House Republicans, as he touted the version he largely drafted.

It would cut more than $5 trillion from spending projected to otherwise total almost $50 trillion, his path toward a balanced budget by 2024.

Separate House- and Senate-passed budget plans have plenty in common. Both chambers want to use the fasttrack budget process to send a measure repealing the health care law to President Barack Obama. And both call for padding war spending – it’s exempt from budget limits – on new weapons and training of American forces.

At issue is a nonbinding measure for the 2016 fiscal year starting Oct. 1. Both House and Senate Republicans have endorsed major cuts to programs such as Medicare, Medicaid, highway projects and domestic agency budgets as a way to bring the federal ledger into balance within a decade – all without raising taxes.

Republicans now will iron out their differences behind closed doors in hopes of passing a joint House-Senate budget plan by the end of the month.

“If Republicans did actually apply this budget, once the American people got a good look at its extremism and its favoritism, it would put a quick end to the Republican majorities,” said Sen. Sheldon Whitehouse, D-R.I. There is little appetite now for a big budget battle, but House Republicans have opened the door to using a

follow-up spending cut bill to do more than simply gash Obama’s health care law.

Legislation to curb Postal Service costs and end Saturday mail delivery is an option, as are cuts to food stamps, Pell Grants and subsidies for rural air service, among others.

Senate Republicans, however, are more cautious and haven’t detailed many of their proposed cuts. They have rejected a House GOP plan to turn Medicare into a voucher-like program for future retirees, and they are less aggressive in curbing spending on programs such as Medicaid and food stamps.

Senate Republicans have signaled that they prefer a focused attack on the health care law they call “Obamacare” rather than a broader push to tackle deficits. They anticipate that only two committees, both with jurisdiction over the health care law, will draft a special filibuster-proof budget measure known as a reconciliation bill.

Mohiuddin, 39, is an American citizen, longtime Californian and a vice president at a technology company. His wife was born and raised in Orange County, and they have three children. Why, he wondered, do his family and others like his even figure into the conversation?

tiative to tackle terrorism and militant recruitment by preventing radicalization from taking root – and said it was being tested in Los Angeles, Boston and Minneapolis.

Local law enforcement officials have been doing such outreach for years. But now that federal officials are putting their stamp on it, the program is creating suspicion among American Muslims and others who fear it is profiling disguised as prevention and worry it could compromise civil liberties and religious freedoms.

The effort divides Muslim leaders who, on one side, argue that more must be done to fight extremism in their community and that this program is a historic opportunity for input. On the other side are those who fear the program

is just another veiled way for law enforcement to target their community.

Skeptics remember the New York Police Department’s surveillance of Muslims, uncovered by The Associated Press in an investigation in 2011, and an FBI informant’s description of how he was taught to ingratiate himself to the Southern California religious community in the mid-2000s to secretly gather contact information and record conversations.

It’s in Los Angeles, with one of the nation’s largest Muslim populations, where leaders face the biggest challenge with buy-in on CVE, as bureaucrats call it, and where the program’s success or failure will likely be decided.

Officials offered details in February at a White House summit at which President Barack Obama declared Muslims need to fight a misconception that groups like the Islamic State speak for them, even as senior administration officials insisted they were not focusing exclusively on the threat from the Islamic State group, which has recruited from many walks of life.

Some 20,000 fighters have joined that group and other extremists in their campaigns in Iraq and Syria, including at least 3,400 from Western nations, according to U.S. intelligence agencies. As many as 150 are estimated to be Americans, though not all succeeded in reaching the war zone.

Six accused of bid to join Islamic militants

By AMY FORLITI The Associated Press ST. PAUL, Minn. – When Guled Ali Omar made up his mind to join the Islamic State group, authorities said, he wasn’t easily deterred.

The Minnesota man emptied his bank accounts last May and planned to fly to Syria via San Diego, federal officials say, but his family confronted him, and he set his plans aside. In November, officials say, he tried to board a flight in Minneapolis but was stopped by the FBI. Even while under investigation, authorities say, Omar and five other men kept trying to make their way to Syria, coming up with a plot to secure false passports.

Omar is among six Minnesota men charged with terrorism-related offenses in a criminal complaint unsealed Monday. They are the latest Westerners accused of traveling or trying to travel to Syria to join the Islamic State group, which has carried out a host of attacks including beheading Americans.

Authorities described the men as friends in Minnesota’s Somali community who recruited and inspired each other and met secretly to plan their travels. They are charged with conspiracy to provide material support and attempting to provide material support to a foreign terrorist organization.

“What is remarkable about this case is that nothing stopped these defendants from pursuing their goal,” U.S. Attorney for Minnesota Andy Luger said Monday.

“They never stopped plotting another way to get to Syria to join ISIL.” The Minneapolis area is home to the largest concentration of Somali immigrants in the U.S. Since 2007, more than 22 young Somali men have also traveled from Minnesota to Somalia to join the militant group alShabab, which is also listed by the U.S. State Department as fomenting terrorism. Authorities have said a handful of Minnesota residents have traveled to Syria to fight with militants in the past year.

Bombs shatter houses in Yemen capital, hit near Iran Embassy

The ASSOCIATED PRESS CATANIA, Sicily – Prosecutors said Tuesday that they arrested the captain and a crew member of the boat in which as many as 900 people are feared to have drowned in the unremitting waves of migrants seeking to escape from war-torn Libya.

Even as the search continued for victims of the weekend disaster, coast guard ships rushed to respond to new distress calls on the high seas – two off Libya and a third boat that ran aground near Greece.

Assistant Prosecutor Rocco Liguori said the Tunisian captain and Syrian crew member were arrested aboard the rescue boat that brought 27 survivors from the deadly shipwreck to Sicily. The two were charged with favoring illegal immigration and the captain was also charged with reckless multiple homicide in relation to the sinking.

Decrying what he called an “escalation in these death voyages,” Italian Premier Matteo Renzi urged Europe to put the focus on preventing more boats from leaving Libya, the

source of 90 percent of migrant traffic to Italy.

“We are facing an organized criminal activity that is making lots of money, but above all ruining many lives,” Renzi said at a joint news conference with Malta’s prime minister, Joseph Muscat. He compared their activity to that of slave traders of centuries past, “unscrupulous men who traded human lives.”

The European Union foreign affairs chief, Federica Mogherini, said this weekend’s appalling human toll – which, if verified, would be

the deadliest migrant tragedy ever – had “finally” fully awakened the European Union to the evils of human trafficking.

The EU has been under increasing criticism for lagging in its response to the crisis, with two shipwrecks believed to have taken the lives of as many as 1,300 migrants in the past week. Some 400 people are believed to have drowned in another capsizing on April 13.

Humans hunted the whales in much higher numbers before their listing as endangered. Humpbacks were listed as endangered in 1970, four years after the International Whaling Commission banned commercial humpback whaling. The commission put a stop to all commercial whaling in 1986.

Humpbacks are found around the world, and officials say protection and restoration efforts have increased their numbers in many areas.

Among those recommended for delisting is the population that migrates each year from

Hawaii to Alaska.

NOAA officials said decisions on which whale groups to recommend were based on many factors, including the risks they face. The single largest threat to humpbacks is fishing activities that result in the whales becoming tangled in fishing gear and drowning.

Donna Weiting, NOAA’s director for the Office of Protected Resources, said the most important considerations in determining if populations will remain on the list are their size and growth rates.

“Ten of these populations

are no longer in danger of extinction, which is our criteria for an endangered listing, nor are they likely to become so in the foreseeable future, our criteria for a threatened status,” she said.

Under the latest plan, two of the humpback populations would be listed as threatened, in Central America and the Western North Pacific. The agency said these whales at times enter U.S. waters.

The other two populations – in the Arabian Sea and off Cape Verde and northwest Africa – would remain listed as endangered.

DES MOINES, Iowa – Up to 5.3 million hens at an Iowa farm must be destroyed after the highly infectious and deadly bird flu virus was confirmed, the U.S. Department of Agriculture said Monday.

The farm in northwest Iowa’s Osceola County has nearly 10 percent of the state’s egg-laying hens.

Iowa is home to roughly 59 million hens that lay nearly one in every five eggs consumed in the country.

Egg industry marketing experts say it’s too early to predict the impact on prices, but say it’s unlikely to immediately cause a spike or a shortage, because number of chickens that are to be euthanized is a little more than 1 percent of the nation’s egg layers.

“Don’t panic. Let’s wait and see,” said poultry industry consultant Simon Shane, who also teaches poultry science and veterinary medicine at North Carolina State University. He added that if 20 million to 30 million hens are infected, consumers could start seeing prices rise.

Several Midwestern states have been affected by the outbreaks, costing turkey and chicken producers nearly 7.8 million birds since March.

HONOLULU – The federal government on Monday proposed removing most of the world’s humpback whales from the endangered species list, saying the massive mammals have rebounded after 45 years of protection and restoration efforts.

National Oceanic and Atmospheric Administration Fisheries officials want to reclassify humpbacks into 14 distinct populations, and remove 10 of those from the list. The last time the agency delisted a species because of recovery was more than two decades ago.

Approval of the proposal would not mean there will be an open hunting season on humpbacks.

All the whales remain protected under the Marine Mammals Protection Act, and the United States still is an active member of the International Whaling Commission, which banned commercial whaling in 1966, said Angela Somma, chief of NOAA Fisheries endangered species division.

According to the International Whaling Commission’s website, there only are a few places in the world that still allow hunting of humpback whales, and that is for aboriginal subsistence only. Three nations, Japan, Norway and Iceland, still allow the animals to be killed for scientific research.

Does Rauner know what voters want in budget fight?

Gov. Bruce Rauner devised a new way to reward his friends and punish his enemies Thursday when he created a campaign committee called “Illinois Turnaround.”

Illinois Turnaround is an independent expenditure committee, meaning contributions to it and by it are not capped by law. The committee’s officially stated purpose is to “support state legislative candidates who support Gov. Rauner’s bold and needed reforms, and to oppose those who stand in the way.”

Rauner insiders said the new committee will be given $4 million to $5 million within days of its founding.

That’s in addition to the $20 million the governor has in his own personal campaign account, which won’t be touched for this particular effort.

The governor’s campaign also released a polling memo that purports to show the public backs his agenda.

While his job approval rating is just 38 percent, his disapproval rating is five points below at 33 percent, and his favorable rating is 42 percent, versus 34 who view him unfavorably.

By contrast, the General Assembly’s job approval rating is a mere 20 percent, with 57 percent disapproving.

House Speaker Michael Madigan’s favorables are just 24 percent, with 51 percent viewing him unfavorably.

The poll also found 57 percent agree with: “Bruce Rauner is trying to shake things up in Springfield, but the career politicians are standing in his way,” and 56 percent agree he is “working to find bipartisan solutions that will help fix Illinois’s budget mess and improve the struggling state economy.”

“Every time they attack us,” a Rauner insider said about the Democrats, “they are reinforcing that they are insiders and the governor is the outsider – he’s the one trying to change things.”

The issue questions are interesting because they provide a roadmap of how the money will be spent and what the governor intends to do at the Statehouse in the coming weeks.

Fifty-six percent said they’d be “less likely” to vote for that legislator, while just 15 percent said “more likely.”

Rauner obviously is preparing to “go to the mattresses.”

And the Rauner folks claim the state Senate hearings around the state that focus on his recent and proposed cuts do the Democrats no good. “The bottom line is if the legislature chooses to ignore his reforms and we are forced to go the austere budget – politically – the governor will be fine and the legislature will be in even worse shape,” a Rauner insider emailed me.

The “austere budget” is being talked up by Rauner insiders as a way to force Democrats to cave on things such as local “right to work” zones. They firmly believe if they refuse to back any added revenues for next fiscal year, Democrats eventually will have to recognize reality and give Rauner what he wants.

The issue questions clearly are loaded. For instance, check out part of the “right to work” question: “Under current Illinois law, workers are often required to join a labor union and pay union dues as a condition of their employment. In other words, the worker cannot take a job unless he or she joins the union.” Not mentioned is Rauner wants to allow employees who receive all the benefits of union membership to not have to pay for those valuable union services. It’s like passing a law that lets newspaper advertisers off the hook for paying for their ads.

But when you essentially have unlimited resources and the other side doesn’t, as is the case with Rauner versus the Democrats, you can frame an advocacy campaign pretty much any way you want. We’ve entered an entirely new world, campers.

The Education Trust, a nonpartisan advocacy group, released a study in March that said students from poorer districts in Illinois receive about 20 percent fewer state dollars than more-affluent districts.

For years, state lawmakers have tossed around their ideas for fixes.

A bill filed last year (Senate Bill 16) sought to transfer tens of millions of dollars from suburban Chicago school districts to downstate districts. It would have been a disaster for numerous schools, with many districts losing $1 million to $6 million in state funding annually.

As suburban educators and legislators objected, the bill got watered down somewhat. But it still is bad for the state. Thankfully, Illinois lawmakers acknowledged last week it has little chance of passing this legislative session.

But that doesn’t mean the Gener-

al Assembly shouldn’t take another crack at it – just not right now.

The biggest obstacle to school funding reform is the state’s dismal fiscal situation. (That seems to be the biggest obstacle to any kind of reform in Illinois.) After years of overspending and not properly funding pensions, Illinois is in a financial mess.

New Gov. Bruce Rauner is negotiating with leaders in the General Assembly to close a $6 billion deficit in next year’s budget. There also are goals of making Illinois more business friendly by overhauling workers’ compensation and unemployment, and finding solutions to Illinois’ underfunded pension system.

Those are good steps that could lead to job growth in the state. Job growth means more tax revenue.

That needs to be the priority for Rauner and legislators.

Get Illinois on a better fiscal path, and school funding reform will be much easier.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

By CURT HERRON cheron@shawmedia.com NEW LENOX – Lincoln-Way West’s softball team looked as if it was headed for a quick game Monday against Joliet Central after grabbing a 5-0 lead after three innings.

But someone forgot to tell the Steelmen about how fast the nonconference contest would be, and they battled back to a 7-all tie in the sixth inning.

The Warriors were able to respond, however, and scored six times in their sixth to capture a 13-7 victory on a cold and windy afternoon.

“Every girl on this team has a big heart,” Central coach Erin Douglas said. “They come out every day ready to play, and they don’t care what the score is, they don’t give up, and they never back down.

We’ve been in this conference for a while, and a lot of our girls have been on varsity for at least two years, so they know what to expect against this type of competition.

“Our girls kept believing that if they put it in play, that eventually good things would happen for us today. One of our biggest positives is that in every game, we’re getting more and more competitive, and that’s all that we can ask for. If we keep going in that direction, eventually one of these games will end with us getting the ‘W.’ ” The Warriors (8-6), who led 6-1 through four innings, watched in dismay as the Steelmen (6-9) scored three runs apiece in the fifth and sixth to knot the score. But West answered the threat by having its most productive frame in its last trip to the plate.

Dani Morgan started things by getting hit by a pitch, and she was replaced by Sydney St. Leger. Kayla Seymour followed with a bunt single, and winning pitcher Amanda Ruskowsky (3 for 4, 10 strikeouts) doubled to put her team in front for good. April Lewandowski (2 for 3) brought in a run on an infield hit, and Sarah Goff made it 10-7 with a sacrifice fly.

Lewis volleyball team ranked No. 1 SUBMITTED REPORTS ROMEOVILLE – The Lewis men’s volleyball team earned the No. 1 ranking in the nation, according to the American Volleyball Coaches Association NCAA DI-II Poll.

The Flyers finished the regular season with a 24-2 overall record, including the nation’s best winning percentage (.923). Lewis won the Midwestern Intercollegiate Volleyball Association regular season title with a 17-1 conference record.

Howard has a stocky build and looks the part of a long-ball hitter when he stands at the plate.

“Just because of the size of kid I am, I see a lot of fastballs away,” he said. “I have to take those into left field.”

“I was thinking that at least one of the four left-handed hitters in our lineup would have a good day with the way the wind was blowing toward right,” JCA coach Jared Voss said.

“Jack was the guy.”

Fellows, meanwhile, allowed one run on four hits in five innings of work. He struck

out five, walked two and threw 85 pitches.

“Drake pitched well in not ideal conditions,” Voss said. “It was cold, and we didn’t make a couple plays behind him that ran up his pitch count.”

Third baseman Mike Quiram, however, did make a remarkable catch of a windblow pop foul near the railing along the third base line to end the fourth inning, when Nazareth had the bases loaded.

The Roadrunners scored single runs off reliever Alex Ragusa in the sixth and seventh innings. The sixth inning ended when center fielder Keegan Tyrell chased down Carson Bartels’ long shot to left-center, hit shortstop Mitch Boe with an off-balance throw, and Boe’s relay to third was on the money to nail a sliding Bartels.

JOLIET – Right-handed-hitting Connor Brandon has been working to get good extension at the plate.

Left-handed-swinging Jack Howard has been trying to cut down on his strikeouts and use the whole field.

Together, they have the potential to be devastating in the 5 and 6 slots in the Joliet Catholic baseball batting order.

Brandon belted two majestic triples, walked twice, drove in a run and scored four times while Howard chipped in three singles, a walk, drove in three and scored a run as JCA claimed the opener of a crucial two-game East Suburban Catholic series against Nazareth, 8-3, Monday afternoon at Gillespie Field.

The teams will meet again Wednesday at Nazareth, with Nick Dalesandro scheduled to make his first start of the season on the mound for the Hilltoppers (12-2, 3-0). But first, JCA has the big rivalry game to negotiate as Providence visits Tuesday afternoon.

“I’ve been working on getting good extension with coach Rod [Joe Rodeghero],” Brandon said. “It’s starting to pay off.

“What I had been doing is having weak swings. I was rolling my hands over and wasn’t getting my full body behind it.

Now it feels good. I’m seeing the ball really well.”

Brandon said he probably has not had two triples in a game “since I was little.” But there was no doubt about either one Monday.

Can Foltynewicz call-up be far behind?

The Cubs calling up slugger Kris Bryant on Friday and the White Sox promoting prize lefty Carlos Rodon on Monday brings a question to mind.

How long will it be before the Atlanta Braves believe young right-hander Mike Foltynewicz, the Minooka graduate who was the No. 1 pick of the Houston Astros in the 2010 draft, is ready to be brought up for good?

The Braves acquired Foltynewicz in a major offseason trade with the Astros. Foltynewicz actually made his big league debut in September with Houston, pitching in relief. Atlanta is grooming him to be a starting pitcher, which is what he has been most of his professional career.

Foltynewicz currently starts for Gwinnett, the Braves’ Triple-A affiliate. He was scheduled to make his third start of the season Monday night after his planned start Sunday was washed out.

Over his first two starts, Foltynewicz was 0-1 with a 2.08 ERA. In 82⁄3 innings, he allowed eight hits, six walks and struck out 12.

Another former area player off to a strong start in Triple-A is shortstop Dean Anna (Lincoln-Way East), who is hitting .414 (12 for 29) for St. Louis’ team at Memphis. He entered Monday with three doubles,

VIEWS Dick Goss had driven in two runs and had an on-base percentage of .452 and a slugging percentage of .517.

For many of the other area players in the minor leagues, the good news is it still is early. There is time to recover.

Outfielder Joe Benson (Joliet Catholic), Foltynewicz’s teammate at Gwinnett, also joined the Braves in the offseason. He began the week hitting .185 (5 for 27) with two doubles and two RBIs. He had a .333 on-base percentage and a .259 slugging percentage.

Zach Petrick (Morris, Joliet Junior College), Anna’s teammate at Triple-A Memphis, was 0-1 with a 14.29 ERA early on. In two starts, he allowed 13 hits and nine earned runs in 52⁄3 innings. He had not walked anyone and had struck out five.

Outfielder John Ruettiger (JCA) was hitting .100 (2 for 20) for Baltimore’s A-Advanced affiliate at Frederick.

He had two stolen bases and had not been thrown out.

First baseman Sam Travis (Providence) was hitting .161 (5 for 31) for Boston’s A-Advanced team at Salem.

He had one double, one home run, six RBIs, a .229 on-base percentage and a .290 slugging percentage.

Tony Bucciferro (Minooka) enjoyed one respectable start with the Winston-Salem Dash, the White Sox’s A-Advanced affiliate, but has not pitched since. He worked 52⁄3 innings in that game, allowing one earned run on five hits and no walks. His ERA is 1.59.

Left-hander Steve Sabatino (Lockport) is 0-0 with a 4.50 ERA for St Louis’ A-Advanced team at Palm Beach. In four games in relief, he had pitched six innings and allowed eight

hits and two walks while striking out four.

The goal for all of these area minor leaguers, of course, is to join pitchers Tony Cingrani (Lincoln-Way Central) and Tanner Roark (Wilmington) in the major leagues.

Both area major leaguers are toiling in relief, Cingrani with Cincinnati and Roark with Washington. Cingrani, 0-0 with a 2.70 ERA, entered Monday night having worked 31⁄3 inning over three appearances. He had allowed two hits and four walks to go with four strikeouts.

Roark was 0-1 with a 3.00

ERA. In three games, he pitched six innings, yielding seven hits and one walk. He proved last season he can be an excellent starting pitcher, as he went 15-10 with a 2.85 ERA for the Nationals. But after Max Scherzer was signed in the offseason, someone had to go to the bullpen, and Roark was the choice.

If and when Washington needs a starter because of injury, Roark would seem to be the logical candidate to fill that role.

Afterward, however, Darling still was rankled about not stopping the first one. He was braced for a full-speed slap shot, and Ribeiro didn’t get all of the puck – “a knuckleball,” Darling called it ruefully, “that didn’t go where either of us expected it to.”

But the moment after that, he agreed to a reporter’s request and eagerly showed off the custom-made helmet he ordered when he got to town.

There are Chicago icons all over it.

“You’ve got the Blues Brothers here, Portillo’s Hot Dogs and Ferris Bueller over here,” Darling said.

With a newly-inked, two-year contract extension, Darling figures there’s a good chance it will see plenty of action. But he makes no bones he still considers Crawford the No. 1.

“I’d do anything to have the success he’s had. I can’t say how much I’m learning from him every day,” Darling said. “He still hates it when our guys score on him practice.”

The Predators aren’t going to get in the middle of what’s become an interesting dilemma for Hawks coach Joel Quenneville, who announced Monday that Darling will start again Tuesday night in Game 4. They say they don’t care whether he picks Darling or Crawford.

Desisa wins 119th race; Rotich takes women’s event

By JIMMY GOLEN The Associated Press BOSTON – Lelisa Desisa won his first Boston Marathon in 2013.

He didn’t have much time to celebrate.

A few hours after Desisa broke the tape on Boylston Street on Patriots’ Day, two b o m b s n e a r Lelisa the finish line Desisa turned what should be the pinnacle of any distance runner’s career into an afterthought.

Desisa earned his second Boston Marathon title Monday, finishing in 2 hours, 9 minutes,

17 seconds to claim a golden olive wreath, the $150,000 first prize and a winner’s medal to replace the one he donated to the city two years ago in memory of the victims.

And this one he plans to enjoy.

“This medal, I think, is for me,” Desisa said.

Kenya’s Carolina Rotich won the wom- Caroline en’s race, beat- Rotich ing Mare Dibaba in a shoulder-to-shoulder sprint down Boylston Street to win by 4 seconds as the world’s most prestigious marathon took a tentative step back toward normal.

Boston Athletic Association spokesman Jack Fleming interrupted the winner’s news conference to place the trophy on the table next to Desisa and 2014 winner Meb Keflezighi and thank them both for helping the race heal.

“In 2013, Lelisa had won and we were sitting in these same chairs. And then soon after, and unfortunately, Lelisa did not get to have the kind of victory celebration that a champion of the Boston Marathon should have,” Fleming said. “Lelisa, we want you to get your due today.”

Desisa was in the leading pack for the entire race, pulling away to beat countryman Yemane Adhane Tsegay by 31 seconds in the first 1-2 finish

for Ethiopia in the race’s history. Kenya’s Wilson Chebet was third, another 34 seconds back.

Dathan Ritzenhein of Rockford, Michigan, was the first American, in seventh. Keflezighi finished eighth a year after his victory – the first for an American man since 1983 – gave the city a tangible symbol of its comeback.

“I was crying on Boylston Street, because it was bringing up memories, good and bad,” said Keflezighi, who wrote the names of the bombing victims on his race bib last year. “People were cheering like crazy, saying, ‘U-S-A!’ I was chanting with them.”

The 2004 Olympic silver medalist, who will turn 40 next month, was among the leaders

until the 35-kilometer mark, when he took a drink of water that went down the wrong way. He had to stop five times to vomit.

As it did last year, the crowd encouraged him to go on. A few hundred feet from the finish, he sprinted to catch up to one of the female stragglers, grabbing her hand and crossing alongside her.

“It was an amazing opportunity for us to finish together,” Keflezighi said. “Hopefully, it will be a memorable experience for both of us.”

Two years after the explosions, “Boston Strong” still was ubiquitous – on shirts and signs, written in chalk on the street and shouted by spectators.

CHICAGO – Scott Darling doesn’t need reminding that all those other saves, the ones that win big playoff games, wouldn’t have happened without the first one.

The 6-foot-6 rookie goaltender might be the toast of the town at the moment, but he had to learn to put down his own beer first. Four years after Darling – a Lemont native – nearly hit bottom both personally and professionally, he has stepped in twice for Blackhawks starter Corey Crawford and become the defensive anchor for the team he followed as a kid.

Darling stopped 35 shots in the 4-2 win Sunday that nudged the Hawks back in front of the Nashville Predators in their first-round playoff series, 2-1. After playing just 14 games during the regular season, he was called in to relieve a shaky Crawford after the first period of Game 1, and promptly played his way into the NHL record book – longest relief stint by a keeper (almost 68 minutes) without surrendering a goal.

But Darling was back on the bench for Game 2, and after being named the starter for Game 3, he struggled early to hold his own. After each of the Hawks’ first two scores, Darling got beat barely a half-minute later. That would be enough to spook lots of goalies, let alone a rookie with nearly two

dozen family members sprinkled in among 22,000-plus rabid fans.

“To be honest, there was a lot of ‘Do I really belong here?’ when I first got here,” Darling recalled afterward.

“And I’m trying hard, even now, to stop saying that to myself.”

Darling, 26, was wide-eyed when he arrived, if only because of where he’d been. He grew up in Chicago’s far south suburbs, a promising prospect who figured to find his way back home with the big club someday. Instead, he picked up a drinking habit in college and got thrown off the team at Maine.

What followed were a few stops in the far-flung, lower rungs of minor-league hockey – places such as Louisiana and Las Vegas, where bigleague scouts get only so often. Worse, Darling often was out of shape and running out of patience, but luckily not friends. Two coaches who’d seen potential in him early, Brian Daccord and Mitch Korn, stuck with Darling on the long road back up. They helped him with the training and conditioning, but only after he proved he was willing to help himself.

Darling said even at the lowest point, after being cut from what might have been the worst team in organized hockey, he never forgot something his father told him about getting ahead: “It was kind of like his motto – ‘Saw the wood that’s in front of you,’” Darling recalled with a chuckle. He uses it even

By ANDREW SELIGMAN The Associated Press CHICAGO – Jimmy Butler set a playoff career high for the second straight game with 31 points, and the Bulls beat the Milwaukee Bucks, 91-82, on Monday night to take a 2-0 lead in their first-round series.

After scoring 25 points in Game 1, Butler trumped that with another terrific performance. He was at his best down the stretch, scoring 14 points in the fourth quarter.

Derrick Rose scored all of his 15 points in the second half.

Pau Gasol added 11 points and 16 rebounds, and Mike Dunleavy Jr. scored 12 points as the third-seeded Bulls grabbed a commanding lead in the series.

Game 3 is Thursday at Milwaukee.

Khris Middleton led the sixth-seeded Bucks with 22 points, and Michael Carter-Williams scored 12.

The Bulls were trailing, 7471, early in the fourth when Butler started a 13-0 run with a 3-pointer.

He drove along the right side for a vicious two-handed dunk on Zaza Pachulia and hit the free throw to complete the three-point play. Butler finished the run with another 3, giving the Bulls an 84-74 lead with 6:01 remaining.

Pachulia was ejected with 2:48 left in the game after he and the Bulls’ Nikola Mirotic shoved each other on the court while going for a loose ball.

Middleton then hit a jumper to pull Milwaukee within seven points with just over 2 minutes left, but Rose sealed the win when he scored with 55 seconds left to make it 91-82.

Rose missed his first seven shots after scoring 23 points in his first playoff game since 2012 and was 4 of 14 overall. He finally nailed an open 3 early in the third and scored 12 in the quarter.

The ASSOCIATED PRESS CHICAGO – Former Bears linebacker Doug Buffone, whose reputation for being a passionate football player carried over into his career as a sports broadcaster, was found dead Monday in his home, according to police.

Paramedics and police were summoned to Buffone’s home on Chicago’s West Side and found a 70-year-old man dead from natural causes, said police spokesman Thomas Sweeney. The man was later identified as Buffone, who played 14 seasons for the Bears.

Buffone retired after the 1979 season with 24 career interceptions, the most for any Bears linebacker. He also held the team’s record for most games played with 186.

Bryant’s 3 RBIs lead Cubs over Pirates 5-2

PITTSBURGH – Kris Bryant turned his tiebreaking two-run double into a Little League homer with some heads-up baserunng, and the star rookie had three hits and three RBIs Monday night to lead the Cubs to a 5-2 victory over the Pittsburgh Pirates.

Bryant’s double off the base of the left-center field fence in the seventh snapped a 1-all tie. He scored on the play when advanced to third base on the throw home, and he raced across the plate when catcher Francisco Cervelli missed the throw for an error.

Bryant is 6 for 14 (.429) with four RBIs in four games since his much-anticipated call-up from Triple-A Iowa on Friday.

‘They want to get out of that chair’ Program for Joliet-area injured veterans promotes physical fitness Know more

By JEANNE MILLSAP Shaw Media Correspondent PLAINFIELD – Keith Aguina, a veteran who is a quadriplegic, often encountered poor attitudes and physical barriers at the gym.

Staff didn’t know how to help Aguina, of Crest Hill – who had served in Vietnam and uses a wheelchair – when he worked out. They often didn’t try.

That changed when Aguina joined Healthy Minds Healthy Bodies, which helps injured veterans attain their fitness goals. Aguina learned to use gym equipment for optimum cardiovascular fitness and strength. He also felt welcomed.

“Normalcy was back,” Aguina said. “I look forward to going to work out. Before, it took every ounce of energy just to go.”

Aguina works with personal trainer Anthony Ligammari at MPG Fitness in Plainfield, under the auspices of the Plainfield Park District. Ligammari underwent 16 hours of training with the program to learn how to work with injured veterans, and that impressed Aguina.

The trainers, Aguina said, don’t hesitate to approach someone with a disability.

“They know about balance and tipping points and the center of gravity and how to include us into the gym,” Aguina said. “Anthony treated me like everybody else – a person, not a person with a disability.”

Helping injured vets

Healthy Minds Healthy Bodies is part of the nonprofit veterans’ organization AllenForce, founded by Donna Allen-Sebok, a therapeutic recreation specialist. She thought of the program after someone asked her to help an injured veteran.

They can be the result of accidents after service or other medical needs, such as physical problems from diabetes.

For instance, retired veteran Fred Jamison of Naperville, a new member who uses the program at Hometown Fitness in Plainfield, needs a knee replacement because of normal wear, but his doctor wants to build up his strength first, Jamison said.

“Healthy Minds Health Bodies helps them get back into fitness,” Allen-Sebok said, “which, as former servicemen, they know and love.”

Sessions may include using band weights, using body weight, improving core strength and learning how to modify workouts at home, Allen-Sebok said.

Injured veterans receive two one-year memberships at partnering fitness centers – one membership for the vet and one for a chosen training

partner, up to 15 personal training sessions.

This may include monthly networking opportunities with mentors, peers and other veterans’ organizations, all free of charge. To participate, veterans must go two to three times a week. Veterans from all time periods are accepted.

Certified personal trainers who volunteer for the program receive training on working with vets who have amputations, brain injuries and post-traumatic stress disorder, among other conditions. They also learn about veteran culture.

Greg Eischen, a personal trainer at Hometown Fitness, has worked with about 10 veterans. Before he discusses their physical needs, Eischen wants to hear what they did as a veteran.

“One thing I learned is that they’re all different,” Eischen said. “No disabled veteran is like another disabled veteran. Some don’t even have a

disability you can see.”

Focusing on the ability

Training taught Eischen that even quadriplegics are capable of movement from the neck down. He learned how to work with those movements.

“You find the ability,” Eischen said, “and not the disability.”

Eischen said he worked with one patient who uses a wheelchair on a special platform. The veteran lay on his stomach and did partial push-ups using risers.

“They want to get out of that chair,” Eischen said.

“They’ve been living in that chair. We can get them to do things they didn’t know they could do.”

Plainfield U.S. Army veteran Fred Tymeson said Eischen began working with him last year after he had open-heart surgery. The two developed a friendship and now go cycling together.

Tymeson did not have that level of fitness immediately

after surgery, and he credits the program for getting him back into shape.

“I couldn’t walk from the bed to the bathroom without gasping for breath,” Tymeson said.

Many of the personal trainers volunteer at least some of their hours to the program and get reimbursed for the remainder through the park districts that sponsor the program.

Cheryl Crisman, Plainfield Park District director, has been involved in the program since it began two years ago.

She developed the idea of partnering with local fitness centers and is working to create a social aspect with the Plainfield program.

“There can be a disconnect that happens once a veteran leaves the military,” Crisman said.

One AllenForce volunteer is a veteran who has used the program. While stationed in Afghanistan in 2005, Aubrey Youngs, 33, of Shorewood fell and injured her spinal cord when the forklift she was using moved out from under her.

The following year, Youngs’ participated in the National Disabled Veterans Winter Sports Clinic. She continues to do so, most recently March 29 to April 3 in Colorado.

For Youngs – who competed in cross country and track in high school, took martial arts in college and snow skied before her accident – the chance to be fit and help other veterans is empowering.

“There’s nothing holding me back,” Youngs said. “If I want to do something, I find a way.”

More than 1,100 leading hearing care professionals from across the United States participated in the national conference, which focused on sound and its impact on health, well-being and productivity.

Shorewood urgent care facility has grand opening

SHOREWOOD – The family-owned Midwest Express Urgent Care, the first urgent care in the Shorewood community, held its grand opening April 1.

The facility offers X-ray, blood work, IV hydration and rapid testing for common illnesses including strep, flu and urinary tract infections.

It also provides wellness visits, which can include annual blood work, sports/school/work physicals, DOT physicals and basic immunizations.

Staff members include doctors, nurse practitioners and physician assistants, and they all have emergency room and intensive care background.

Midwest Express Urgent Care accepts most insurance and provides low-cost health care for people without insurance.

Hours are 9 a.m. to 9 p.m. seven days a week. Appointments are optional.

The facility has a child-friendly room with a built-in chalk wall and animal characters that were painted by Plainfield High School art students.

That applies to bridge players, whose minute-by-minute mental conduct produces the power to solve a problem correctly. This week we are looking at deals in which working out hand shapes will shape the results.

In today’s deal, South is in three no-trump. West leads the diamond two. How should East plan the defense?

The bidding had a few interesting aspects. First, when North responded one spade, South, with a singleton spade, correctly rebid two clubs, not three clubs. Then North decided to support hearts, knowing that two honors doubleton would be as good as three low cards. But he was tempted to rebid two spades, given his six-card suit. Then South, when he continued with two no-trump, showed some 16 or 17 high-card points, enough to think about game even though North was limited to nine points. North, with a near maximum, raised to game.

East has to think about declarer’s hand shape. South showed five hearts and four clubs in the bidding, and West’s diamond-two lead, indicating a four-card suit, tells East that South started with three diamonds. So declarer’s distribution must be 1-5-3-4.

East’s best chance is to win with his diamond ace and immediately shift to the spade four. Bingo! Four spade tricks later, the defenders will be happy.

In rare cases, you may vomit blood.

For both men and women, gastrointestinal bleeding and hemorrhagic (bleeding) stroke are the main risks of aspirin. That’s why the U.S. Preventive Services Task Force recommends low-dose, rather than regular-strength, aspirin to prevent a repeat heart attack. Low-dose aspirin seems to work just as well as higher doses, with fewer bleeding problems.

The risk of bleeding complications rises with age. Aspirin-induced bleeding is also more likely to occur in people who have a history of uncontrolled high blood pressure, ulcers or bleeding problems.

The risk also is higher in people who regularly take nonsteroidal anti-inflammatory drugs such as ibuprofen (Advil, Motrin), or the blood thinner warfarin (Coumadin). If you fall into any of these categories, talk to your doctor.

Together, you can weigh the risks and benefits of low-dose aspirin for you.

In theory, taking aspirin with a protective coating (enteric-coated aspirin) should help avoid ulcers and other stomach-related side effects. However, I don’t think the evidence for this is very strong.

I’ve never had a heart attack, but I do have atherosclerosis of the arteries of my heart.

I take low-dose aspirin every day. That’s because I am sure the benefits outweigh the risks for me.

Dear Dr. K: I had a heart attack several years ago. I have been taking low-dose aspirin ever since to prevent a second one. Do I need to worry about bleeding risks?

Dear Reader: Every medicine contains risks as well as benefits. The question with any medicine is: Do the benefits outweigh the risks?

Aspirin helps prevent repeat heart attacks in two ways. A heart attack occurs when the flow of blood through one of the heart’s arteries is blocked. Without a blood supply, the part of the heart that gets blood from that artery dies. Most such sudden blockages begin when a cholesterol-filled plaque of atherosclerosis ruptures. Plaques rupture when there is inflammation inside them.

When a plaque ruptures, it spills cholesterol into the blood. This causes platelets in the blood to clump together and form a blood clot.

The clot blocks the flow of blood. Aspirin quiets the inflammation within plaques that leads to rupture. Aspirin also prevents platelets in the blood from clumping together and forming clots.

Dozens of studies involving tens of thousands of people have shown that daily lowdose (81 milligram) aspirin reduces the risk for a repeat heart attack or stroke. But aspirin also has risks. For one, it does increase the risk of minor bleeding. Cuts may bleed a little longer than usual. Bruises also may be more noticeable.

Aspirin also hinders helpful substances that protect the delicate lining of the stomach.

This can lead to stomach upset or bleeding in the stomach and intestines.

As a result, a person can become anemic. More serious bleeding can lead to black, tarry stools.

Dear Abby: May I comment on your response to “Got Here First in Pennsylvania” who asked whether someone sitting at the end of a church pew should move if someone comes and says it’s his or her “favorite seat”?

There are many reasons why people remain sitting at the end of a pew: an allergy to perfumes can be overwhelming if you’re sitting in the middle of a row; claustrophobia; weak bladder; physical limitations; the need for more leg room; and the need to use the armrest to stand up and sit down.

The early bird does get the worm and shouldn’t be expected to give it to latecomers. Likewise, possession is nine-tenths of the law.

If people have a favorite seat, they should arrive early to ensure they get it. That’s what we do. And when someone wants to sit in the same pew, we smile, step aside and let the person in while retaining our end seats. – Overland Park, Kan-
