With a new academic year comes a new round of state mandates for schools.

Often, these new rules – from CPR training for students to head injury education for athletic personnel – are handed down to local schools without money, or the extra time, needed to follow through with them.

This year, several schools will have to add CPR training this year, while other schools, such as Coal City Unit District 1, already teach CPR. But there’s still confusion over how schools will carry out certain mandates, said Kent Bugg, Coal City Unit District 1 superintendent.

“Do students have to get CPR training in their freshmen year or during their junior or senior year? Because the certification is only good for two years. I don’t really understand how that works yet,” Bugg said. “And for school districts that don’t already do that, the equipment, the training, that’s a significant expense.”

Among the two dozen new rules this year is a requirement that schools provide victims of bullying with information about services available to them, such as counseling, support services and other programs. Another requires each school district to post contact information on its website in a way so that it’s easily accessible to the public.

Spending cuts Compounded with spending cuts, unfunded mandates have placed unnecessary pressure on schools already facing a budget crunch, said Ben Schwarm, deputy executive director for the Illinois Association of School Boards.

“You look at the list, and they’ve just been adding and adding to it through the years and never once increased funding or minutes in the day [to accomplish these mandates],” Schwarm said. “At the same time, [the state] continues to take funding away. At some point, something will have to drop off.”

Schwarm refers to years of

state education spending cuts.

Although Illinois’ spending plan for fiscal year 2015 calls for additional funding for general state aid, that boost only maintains funding levels at a prorated 89 percent, the same as last fiscal year. That means schools will continue to get less than what they’re entitled to under the state funding formula.

Money is not always the issue when it comes to mandates. Time is the problem, Bugg said. School districts have faced more than 220 mandates from the state over the past seven years, he said, which all takes time away from the classroom.

Over the past few years, teachers have been trained, or are being trained, in suicide and sexual harassment prevention, diabetes care and working with students with attention-deficit hyperactive disorder, as well as other matters.

Both Schwarm and Bugg said they’d like to see fewer state and federal mandates, and more local control so policies can reflect each individual school district’s mission.

JJC capital projects will be discussed at presentations

A new multipurpose building with an estimated $37 million price tag will be featured during the first presentation, from 6 to 7 p.m. Wednesday at the Health Professions Building at the college’s main campus, according to a JJC news release.

The new multipurpose building, planned for the south side of Joliet’s main campus on Houbolt Road, will mainly house physical education, athletics and classrooms.

At the Romeoville campus, added space on existing buildings will accommodate an enrollment that increased 45 percent between 2002 and 2012.

Both projects will be funded through a $45 million bond issue. JJC’s Board of Trustees approved a $4 increase in capital assessment fees in April 2013 to help pay off the bonds.

The fee will go from $17 per credit to $21.

“The problem is not necessarily the intent but the cookie-cutter approach,” Schwarm said. “Sometimes I think [lawmakers] don’t think through on how these things are going to affect the districts.”

Bugg said local school boards should make policy decisions, not the state.

“Right now, [local school board members] pretty much spend all of their time figuring out how we’re going to implement all of the state mandates and they’re not making local decisions anymore,” Bugg said.

Lockport Township Park District’s World War II Days recreates southern France battle scene

By KRIS STADALSKY Shaw Media Correspondent LOCKPORT – Stepping into Dellwood Park in Lockport this weekend was like taking a step back in time. For two days, hundreds of World War II re-enactors played out battle scenes and shared the history of the era during Lockport Township Park District’s World War II Days.

The park was filled with about 325 re-enactors, and 3,000 to 4,000 spectators were expected each day, said park district Director of Recreation Dave Herman.

The battle on the field midday Saturday was meant to depict Operation Gragoon, the invasion of southern France by allied troops, said Craig Schwartz, who portrays a German military intelligence officer with the OKW German High Command Group. On this day Schwartz was narrating the battle.

German soldiers crouched

in foxholes firing across the battlefield toward American allies. Two U.S. Air Force planes approached, followed later by a Navy torpedo bomber.

“You can hear the sputter of the planes overhead,” Schwartz announced to the crowd as the planes barely came into view.

Both air force planes were shot down by German artillery, each leaving a billowing trail of smoke as they flew off into the distance.

German forces advanced toward American allies, dropping their enemies one by one.

The crowd jeered at the Germans. But the American allies pushed them back and Germans retreated from the field.

Operation Gragoon was meant to bring American allies up from the south and capture the ports of Marseilles and Toulong, said Schwartz.

“That allowed Allies deep water ports to support troops beyond September 1944,” he

said.

Various camps were strewn about the park, both German and American allies.

Men representing the German 5th SS Wiking combat engineer unit shared historical information with spectators about their unit and described equipment and gear they had on display .

They enjoy depicting the other side because it’s a different culture, said Sepp Ceasar, a re-enactor.

A lot of men from Scandinavian countries joined the German army because they were afraid of Stalin taking over Europe.

“It’s important that all sides of the conflict are represented and told,” Ceasar said.

“There were a lot of foreign volunteers in this unit.”

While the battles throughout the day were the big draw, there were other things to see and do. Vendors sold World War II merchandise, the Legacy Girls performed an An-

drews Sisters musical revue, tributes were made to World War II veterans, World War II weapons were demonstrated, there was food, dance lessons from the era and a USO show featuring The Sempletons.

Two boys, Drake Walker of Channahon and Owen Pozek of Downers Grove, became fast friends when they saw each other donning full fatigues and gear. Walker, 12, depicted a Vietnam soldier while Pozek, 9, a World War II soldier.

They both are interested in becoming re-enactors once they reach the required age of 16.

World War II veterans had special escorts to and from the battlefield, riding in golf carts provided by the park district, along with front row seats.

U.S. Navy Veteran Jerry Vassalla, along with his wife, Lucille, attended the re-enactment Saturday.

Vassalla was a Gunner’s Mate, 3rd Class in the South Pacific during World War II. He joined the Navy right out of high school, he said.

The battle re-enactment felt realistic, he said, particularly the bombs and the guns.

“It was great,” Vassalla said. “I never saw anything like this before.”

Brun’s Tavern Restaurant NEW LENOX – Chicken in the Rough, a brand invented by the late Oklahoma City restaurateur Beverly Osborne and his wife, Rubye, in 1936, once had a reach that rivaled KFC. In 1950, the Osbornes were featured in Time magazine and Chicken in the Rough was grossing nearly $2 million a year. Beverly and Rubye Osborne created a unique fast food operation that served fried chicken, shoestring potatoes, hot biscuits and honey during the Depression. By the 1950s, this delectable meal was known to many as Chicken in the Rough and sold in nearly 250 franchised outlets around the country, and even in Johannesburg, South Africa.

To restaurant historians, Beverly Osborne was a marketing genius. When you ordered Chicken in the Rough to go, everything from the to-go boxes to napkins had the company logo on it. One outlet along the Lincoln Highway serving Chicken in the Rough was Brun’s Tavern and Restaurant in New Lenox. The restaurant opened in 1941 by Herbert and Alma Brun, and eventually was taken over by their daughter, Dolores Paulsen, in 1958.

Dolores and her husband, Bob, expanded the business into a large supper club that included banquet facilities. The restaurant was a favorite for many locals until it was sold in 1993, when the Paulsen’s retired.

Breast cancer survivor gives back This is always a tough time of year for me. My best friend Jackie Mahmoud died Aug. 15, 2009, from breast cancer. Her birthday was Saturday. She would have been 44 years old.

While my heart still fills with sadness, I am reminded of all the great times I had with Jackie, from the littlest private jokes to an amazing trip to Africa that was her dream. I’m glad I got to be a part of that dream. She died the next year.

I’m sure just about everyone has a time of year like this, or maybe more. Who among us hasn’t been touched by someone with some kind of cancer?

I got an email from Maggie Hornung of Shorewood last month about her ordeal surviving breast cancer and a wonderful organization – Breast Intentions – that she can’t say enough good things

Maggie and I have crossed paths over the years, but I never knew she was a cancer survivor. Her story is so inspiring, and her outlook on life so great, it lessens the fear of cancer and instills hope.

Maggie was a nurse for more than 20 years and had just completed her master’s degree as a nurse practitioner at the University of St. Francis. On the day of her graduation ceremony, she had a mammogram before going to accept her degree.

She got the dreaded call – her mammogram needed to be repeated and she needed additional tests.

“I was hoping for a lumpectomy,” she said. “[But] I had very aggressive, invasive cancer.”

Maggie endured chemotherapy to shrink the cancer.

A bilateral mastectomy and radiation followed. Now, a little more than two years after her diagnosis, all is well.

“I am doing very well,” she said. “Each year it gets better and it’s more in the back of your mind.”

While she was undergoing treatment, Maggie attended a Mardi Gras gala fundraiser for Breast Intentions. She was so impressed by the event, she later called to see if they needed another volunteer.

She discovered that just four people were on the Breast Intentions board at the time, and with help from volunteers, it pulled off not only the annual gala at the Jacob Henry

Mansion for 300 people, but other events as well.

The organization provides financial assistance to breast cancer patients and their families. They pay for things such as utility bills, medications, health insurance payments, car repairs, rent and mortgages.

The Illinois Chapter of Breast Intentions was started

by Shorewood’s own Lou Ann Peck.

What Maggie and Lou Ann both love about the organization is that 100 percent of the money it raises goes directly to help families.

Maggie’s experience with cancer gave a lot of other women she knew the incentive they needed to get a mammogram.

A friend later told her that as a nurse, she would never know how many lives she has already touched.

Being on the board of Breast Intentions is one way she can give back to those who helped her during her ordeal.

“You don’t realize how much you mean to people until something goes wrong,” she said.

Breast Intentions will hold its annual golf outing fundraiser Sept. 20 at Inwood Golf Course, Joliet. After dinner, the night’s guest speaker will be Dr. Wendy Marshall, retired, who has helped many women through breast cancer, said Maggie.

Then Jim came to the rescue. He took the boys to dinner, pepped them back up and sent their spirits soaring. They returned to the competition and finished in third place, Rodney said. He and Jim learned that, even though a team is skilled, it can succumb to an attack of nerves when suddenly thrust into a high-profile arena.

“The next year, we decided to let the teams run four times and throw out the worst run,” Rodney said.

Jim grew up in the auto business. His father owned and operated Broadway Auto Service in Joliet until he retired in 1972 and then handed it down to Jim, who ran it until he moved to Kentucky, Betty said. Betty added that Jim, at age 10, was doing tune-ups and oil changes.

As an adult Jim did race street rod, up until 20 years ago or so, Betty said. Racers always asked Jim to troubleshoot their cars. It was not unusual for the phone to ring as he sat down to dinner or late at night, she added.

“Jimmy would tell them exactly what to do,” Betty said, “and they did it.”

Betty said, was never attaining the pinnacle of his goal, whatever Jim considered that to be. But after Jim’s death May 18 at the age of 60, when Betty closed the door of his shop for the final time, she had a different perception.

“The whole place was filled wall to wall with high performance cars from different states,” Betty said. “There was one van in there, a day-to-day job. Everything else was high performance and that was his dream.”

WILMINGTON – Whenever people saw the maroon 1995 Chevrolet Caprice coming down the street – a vehicle often loaded down with motors and high-performance transmissions – people knew to bring out their cars for service work, said Betty Puracchio, formerly of Wilmington and now of Kentucky.

That’s because Betty’s husband, Jim Puracchio, drove that wagon. The former owner of Broadway Auto Service in Joliet, Jim was an accomplished transmission mechanic who worked on the cars of drag racers, mentored youth through the Hot Rodders of Tomorrow Engine Challenge, and lent his skills to all who asked, Betty said.

Even Jim’s children – Damon Puracchio of Channahon, Kyle Puracchio of Coal City and Joe Walkey of California – would bring their cars to Jim, Betty said.

“He was a very caring person,” Betty said. “He just wanted to help whomever he could.”

Six years ago, Jim and Betty moved from Wilmington to Kentucky, where Jim began a new business, Jim’s Performance, in Campbellsville, Betty said. Before then, Jim’s work took him all over the country and he was often gone for several weeks, she added.

But everyone knew when he returned because everyone

knew that wagon.

“He just thrived on it, so it was fine with me when he was [away],” Betty said.

Rodney Bingham, manager of Winners Circle in Joliet, said he and Jim were instrumental in beginning the Hot Rodders of Tomorrow Engine Challenge in 2008 as a way to engage high school youth in the automotive industry.

That first year had just 35 students from five high schools. It’s now a nationwide competition that has raised $9 million in scholarship funds, with just more than $2 million of that money coming from last year’s competition alone, Rodney said.

Finals are held at the annual Special Equipment Manufacturers Association trade show in Las Vegas, which is not open to the public, Rodney said. This year, 770 students on 110 teams competed in 10 qualifying events, according to www.hotroddersoftomorrow. com.

Through the entire competition process, Jim’s knowledge and experience were invaluable.

“Being a shop owner for all these years, we leaned on him for his expertise,” Rodney said.

Will County road projects in the works THE HERALD–NEWS JOLIET – Gov. Pat Quinn has announced capital investments of more than $4.3 million for construction projects in Will County.

The projects are part of the Illinois Jobs Now! construction program. The projects will be managed by the Illinois Department of Transportation.

Fines, hearings among lingering ‘fracking’ issues

CHICAGO – Environmentalists want to lift a cap on fines for violations, while industry officials want to limit who can ask for a public hearing as each side prepares for their last shot at changing proposed rules governing high-volume oil and gas drilling in Illinois.

As Illinois moves closer to allowing hydraulic fracturing, or “fracking,” within the state’s borders, proponents and critics are poring over extensive rules developed by the state Department of Natural Resources to see if they address concerns or add any unexpected twists.

A law passed last year was seen as a national model of compromise on how to regulate the controversial practice, but both advocates and opponents since have been critical of the rule-making process. Industry officials have complained bitterly of what they consider the slow pace, warning that it could cost the state jobs.

Opponents fear hydraulic fracturing will pollute and deplete groundwater or cause health problems. The industry insists the method is safe and will bring a badly needed economic boost to southern Illinois.

Illinois’ rules, meant to implement regulations passed by lawmakers last year, were submitted Aug. 29 to a legislative committee that now must decide whether they can take effect as written.

grappling with overtime payouts topping $60 million, according to a newspaper report.

The prison system has made strides in paring overtime costs, reflected in the fact that 178,000 fewer overtime hours were worked over the past two fiscal years, Illinois Department of Corrections spokesman Tom Shaer told the Carbondale Southern Illinoisan. Still, he said, the department only saved $2 million.

Shaer said factors that limited the extent of savings included a court ruling to pay wage and overtime rate increases the administration had suspended because of a lack of funds. Under that ruling, the average wage rate for overtime went from $40.69 to $44.48 an hour for correctional officers.

Shaer said other contributors were seven flu outbreaks in the recently ended fiscal year, along

with harsh winter conditions and an unusually high number of inmates requiring standard security escorts to court or the hospital.

State lawmakers from southern Illinois – a region rich with prisons but with counties that long have been among the state’s economically stressed – don’t appear satisfied with such explanations.

Test planned to deal with potential carp attack

LANSING, Mich. – Ten U.S. and Canadian agencies are taking part in a field exercise this week, testing their ability to respond to an invasion of Asian carp in western Lake Erie and head off a major environmental threat to the Great Lakes and their multibillion-dollar fishing industry.

Participants will try out methods such as netting and electrofishing while working on logistics

of coordinating their efforts. Officials are concerned that bighead, silver and grass carp may reach the Great Lakes, damaging food chains and the habitats that are important to native varieties such as perch and walleye.

The field exercise Tuesday through Thursday involves about 60 employees from six of the eight Great Lakes states and the province of Ontario as well as federal agencies.

CHICAGO – Brookfield Zoo will get $1 million in state funding to develop a building designed for disabled people, underserved communities and veterans and their families.

Gov. Pat Quinn said Saturday the money is coming from the Illinois Jobs Now! capital program.

The state investment will leverage more than $1 million in private funding toward construction of the $7 million building.

18-year-old gets 20 years for role in killing

EDWARDSVILLE – A southwestern Illinois 18-year-old was sentenced to two decades in prison for his role in the 2012 shooting death of a man over a six-pack of beer.

The Alton Telegraph reported Brian Lee Taylor of Madison was sentenced Friday in Madison County after pleading guilty to an armed robbery charge. Prosecutors dropped two counts of first-degree murder.

Taylor was 16 at the time authorities said Charles Weiss was fatally shot in the chest in November 2012.

NATION & WORLD BRIEFS Obama warns Ebola outbreak could worsen WASHINGTON – President Barack Obama said helping contain the current Ebola outbreak in West Africa is a U.S. national security priority but it’s going to be a long and difficult task.

He said the American military will be helping set up isolation units and equipment there and providing security for public health workers flocking in from around the world.

But even then, he said “it’s still going to be months before this problem is controllable in Africa.”

Obama spoke on Ebola during a wide-ranging interview with NBC, conducted Saturday and broadcast Sunday.

Obama warned that if the virus spreads it could mutate and conceivably reach the United States and become a serious public health issue, although he said “it shouldn’t reach our shores.”

Idaho, Nevada, Hawaii gay marriage cases in court SAN FRANCISCO – The federal appeals court in San Francisco has already issued two significant gay rights rulings: In 2012, it struck down California’s samesex wedding ban and this year it extended protections against discrimination to gay and lesbians.

Now, three judges on the 9th U.S. Circuit Court of Appeals – all appointed by Democrats and two of whom joined in the civil rights ruling this year – are set to hear arguments Monday on gay marriage bans in Idaho, Nevada and Hawaii.

The hearings come as gay marriage supporters have piled up legal victories in federal courts across the country this year, nullifying bans in more than a dozen states.

On Thursday, the federal appeals court in Chicago rejected bans in Wisconsin and Indiana.

Same-sex marriage opponents, however, scored a legal victory last week when a federal judge in Louisiana upheld that state’s ban.

“Until all 50 states get on board, it’s a legal battle from state to state,” said Tara Newberry, one of the plaintiffs in the Nevada case, who wants to marry her longtime partner. “The map is changing.

But until the Supreme Court of the United States makes the determination, it’s state-by-state.”

Father hears son dying in Ohio Wal-Mart shooting CINCINNATI – The father of a man fatally shot by police at an Ohio Wal-Mart said a cellphone call in which he said he heard his son’s dying breaths keeps replaying in his head.

John Crawford Jr. talked about that last day of son’s life to The Cincinnati Enquirer in a telephone interview from his home in Jackson, Tennessee. His son, John Crawford III, was shot Aug. 5 in a Wal-Mart in the Dayton suburb of Beavercreek. A 911 caller told police that Crawford III was waving a weapon that turned out to be an air rifle.

Officers have said Crawford III was shot when he didn’t respond to orders to put the gun down.

Police short on Hispanic officers

By EILEEN SULLIVAN and JACK GILLUM The Associated Press WASHINGTON – The killing of an unarmed black 18-year-old by an officer in a nearly all-white police department in suburban St. Louis refocused the country on the racial balance between police forces and the communities they protect.

But an analysis by The Associated Press found that the racial gap between black police officers and the communities where they work has narrowed over the last generation, particularly in departments that once were the least diverse.

A much larger disparity, however, is now seen in the low number of Hispanic officers in police departments.

In Waco, Texas, for example, the community is more than 30 percent Hispanic, but the police department of 231 fulltime sworn officers has only 27 Hispanics.

Across the United States, there are police departments that still look like Ferguson, Missouri, a largely white police force protecting a mostly black community.

After rioting followed the shooting of Michael Brown there, Attorney General Eric

Holder noted the lack of black police on the city’s payroll.

“Police forces should reflect the diversity of the communities they serve,” Holder said.

Holder on Thursday announced a Justice Department investigation into the practices of the city’s police department. Holder said he and his department had heard numerous concerns from people in Ferguson about police practices, a history of “deep mistrust” and a lack of diversity on the police force.

“If we have a basis to believe that part of the issues out there, should we find any, is a lack of diversity on the police force, that is something clearly that we will look at, make recommendations with regard to,” Holder said.

But the situation in Ferguson is less common than it was 20 years ago. In most cases now, underrepresented minority populations in police departments are found in places such as Anaheim, California, West Valley City, Utah, and Providence, Rhode Island, where there are large Hispanic populations, yet few Hispanic officers.

Less common today are the circumstances in cities such as Ferguson, Chester, Pennsylvania, and Maple Heights, Ohio, where most of the sworn

officers are white and are protecting largely black communities.

In Anaheim, for instance, where the police department is among the least racially balanced in the nation, the police killings of two Latino men in 2012 set off weeks of angry protests. While more than half the community is Hispanic, only 23 percent of the sworn police officers are.

“There’s a huge gap between community and police,” said Theresa Smith, a member of the Anaheim Community Coalition, which aims to improve police oversight. Police shot and killed Smith’s son in 2009. “You can’t bridge that gap if people don’t trust you.”

The AP compared Census Bureau data about a community’s racial and ethnic makeup with staffing surveys by the Justice Department for more than 1,400 police departments from 1987 and 2007, the most recent year for which the data are available. The AP then analyzed how different a department’s racial makeup was from the population it served.

The AP found that since 1987, black representation on police forces has improved, such as in New Orleans and in East Orange and Plainfield, New Jersey.

Congress must act to avoid shutdown

By ANDREW TAYLOR The Associated Press WASHINGTON – Lawmakers are streaming back to Capitol Hill after their summer vacation for an abbreviated September session in which feuding Democratic and Republican leaders promise action to prevent a government shutdown while holding votes aimed at defining the parties for the fall campaign.

Republicans control the House and want to pad their 17-vote majority, so they intend to follow this simple rule: first, do no harm.

Last fall, they sparked a partial government shutdown over the implementation of President Barack Obama’s health law. Now, Republicans are pressing for drama-free passage of a temporary spending bill to prevent a shutdown at month’s end and fund government agencies into mid-December.

The Senate is sure to go along if the measure is kept free of objectionable add-ons.

House Republicans also plan votes aimed at drawing

attention to legislation they say would boost jobs and energy production.

“We’re set up to paint a very stark contrast between ourselves and the Democrats who run Washington – if we take advantage of it by getting our work done and getting our message out,” House Speaker John Boehner, R-Ohio, told colleagues in a conference call last week.

Boehner said that message – “our closing argument,” he called it – would focus on ways to get people back to work and “restore opportunity” for Americans.

Senate Majority Leader Harry Reid, D-Nev., seems most intent on getting endangered incumbents from Alaska, Arkansas, Louisiana and North Carolina back campaigning as soon as possible.

He is planning to adjourn the Senate by Sept. 23 after dispensing with the spending measure and holding votes – destined to lose – on Democratic planks such as raising the minimum wage and block the flow of unlimited, unregulated campaign cash from the

wealthy, including the billionaire Koch brothers.

There are few must-pass items that require cooperation between the feuding House and Senate.

Atop the list is the spending measure to keep agencies funded at current levels through mid-December. That would give House and Senate negotiators ample time to work out a trillion-dollar-plus bill during a lame-duck session after Election Day. Boehner is looking to settle a split among Republicans over reauthorizing the Export-Import Bank, which provides credit guarantees that help foreign buyers purchase U.S. exports such as Boeing airplanes and heavy equipment built by Caterpillar.

Many conservative Republicans, including House Financial Services Committee Chairman Jeb Hensarling of Texas, oppose extending the bank. But Democrats and a host of business friendly Republicans may have the upper hand.

GOP aides said it’s likely that an interim deal would ex-

tend the bank’s authority until perhaps early next year.

Also in play is a freeze that prevents state and local governments from taxing access to the Internet. Under current law, the freeze expires Nov. 1, exposing Internet users to the same kind of connection fees that often show up on telephone bills. Legislation to extend the tax moratorium is expected to be attached to the must-do spending bill, according to senior House GOP aide.

The aide spoke on condition of anonymity to candidly discuss internal party deliberations.

Republicans and Democrats are clamoring for legislation authorizing Obama to use military force against Islamic State militants in Iraq and Syria. But the abbreviated session and a lack of consensus raise doubts about whether any congressional action is possible.

Obama plans to meet with congressional leaders at the White House on Tuesday and give a speech Wednesday as he begins laying out a strategy for combating the Islamic State threat.

Politics trump promises on immigration

By JOSH LEDERMAN The Associated Press WASHINGTON – For years, President Barack Obama berated Republicans for putting their own political interests ahead of good policy on immigration. In two successive presidential campaigns, he held up Washington’s failure to act on immigration as a prime example of the cynical decision-making he said must end in Washington.

Now that he is delaying his own immigration plan until after Election Day, Obama has opened himself to charges from Democrats and Republicans that he’s just as guilty of playing politics.

The president’s aboutface, reversing a promise to take action near the end of summer, has left him with few allies going forward on

an issue he had hoped would become a core component of his legacy.

Immigration groups are decrying what they see as a cravenly political move that puts their best interests yet again on the back burner.

Republicans are far from appeased; they’re accusing Obama of ducking accountability because he still plans to act, just not until after voters go to the polls. Democrats, for the most part, are trying their hardest to stay out of it.

Obama’s explanation for his decision to delay – that a summer surge in Central American children crossing into the U.S. illegally had poisoned the atmosphere for immediate action – did little to quell speculation that Obama had actually yielded to midterm politics. After all, nervous red-state Democrats had been complaining

throughout the summer that voters would punish them if Obama took provocative, unilateral executive action now, such as deferring deportation for millions of immigrants.

“It’s definitely politics,” Sen. Marco Rubio, R-Fla., said Sunday. Added Rep. Luis Gutierrez, D-Ill., a prominent immigration advocate: “Playing it safe might win an election ... but it almost never leads to fairness, to justice and to good public policy that you can be proud of.”

For Obama, the decision to delay presidential action on immigration laid down a new marker in his evolution from the young presidential candidate who in 2008 vowed to put an end to a political system in Washington driven by self-interest. That aspirational message helped galvanize support from a younger and increasingly diverse elector-

ate – including millions of Hispanics.

But as president, Obama has found that promise among the most difficult to deliver – on more than immigration.

Over time, he’s eased his own prohibitions on raising money for super PACs and on lobbyists serving in government, in each instance confronting the reality that changing an entrenched system of government requires more than idealism and good will.

“There’s an aspiration when you’re running that you can really seize a bureaucracy by the scruff of the neck, but it’s a lot harder to do than you think,” said Douglas Brinkley, a presidential historian at Rice University.

“Once you get to the White House, you deal with the milieu the best you can.”

NATION BRIEFS Thyroid, kidney cancers up in kids but still rare CHICAGO – Children’s kidney and thyroid cancers have increased in recent years, and although the diseases are rare, experts wonder if the rising rates could be related to obesity.

The rate for all childhood cancers combined, 171 cases per million children, remained stable from 2000 to 2009 although slight increases were seen in blacks and adolescents, according to a report from researchers at the federal Centers for Disease Control and Prevention.

During the years studied, there were about 120,000 new cancer diagnoses among infants and children aged 1 through 19.

Mostly stable rates of leukemia and brain tumors, among the more common types of childhood cancer, contributed to the overall trend.

For thyroid cancer, the diagnosis total was almost 5,000 cases, and the rate climbed from nearly six cases per million children to eight per million children in 2009.

For kidney cancer, the total was 426 and the rate climbed from 0.5 cases per million to 0.7 cases per million.

California regulator: Alter nuclear plant deal SAN CLEMENTE, Calif. – The state regulator overseeing the closure of Southern California’s San Onofre nuclear power plant said that a proposed settlement outlining who pays for the work needs to be a better deal for consumers.

The plant’s operators fashioned the deal with consumer groups this spring. That proposal “unfairly favors shareholders over consumers,” and the California Public Utilities Commission would not consider approving it without substantial revisions, Michael Florio, the commission member handling the multibillion-dollar settlement, said Friday.

The settlement’s supporters have estimated it could cost utility customers about $3.3 billion, while saving them $1.4 billion in additional charges.

The 12-point cease-fire agreement, published Sunday by international monitors, calls for the withdrawal of all heavy weaponry, the release of all prisoners and the delivery of humanitarian aid to devastated cities in eastern Ukraine.

The truce also obliges Kiev to give greater powers to the separatist Donetsk and Luhansk regions and calls for

local elections to be held in those Russian-speaking areas.

Western leaders voiced skepticism over Russia’s commitment to the deal. A previous 10-day cease-fire, which each side repeatedly accused the other of violating, yielded few results at the negotiating table.

Echoing allegations leveled by the Ukrainian government and NATO, Amnesty International said that it has evidence that Moscow is fueling the conflict by directly supporting the separatist fighters. In making its case, the group presented satellite images appearing to show Russian weaponry being brought into Ukraine.

“These satellite images, coupled with reports of Russian troops captured inside Ukraine and eyewitness accounts of Russian troops and military vehicles rolling across the border, leave no doubt that this is now an international armed conflict,” Amnesty International Secretary-General Salil Shetty said in a statement.

WORLD BRIEF Floods kill nearly 300 in India, Pakistan SRINAGAR, India – Landslides and flash floods triggered by heavy monsoon rains have killed nearly 300 people in large swaths of northern India and Pakistan, officials said Sunday.

Five days of incessant rains in Indian-controlled Kashmir have left at least 120 people dead in the region’s worst flooding in more than five decades, submerging hundreds of villages and triggering landslides, officials said. In neighboring Pakistan, more than 160 people have died and thousands of homes have collapsed, with an official saying the situation was

becoming a “national emergency.”

Rescuers in both countries were using helicopters and boats to try to reach thousands of people stranded in their homes as floodwaters rose and submerged many villages.

Rescue efforts in Srinagar, the main city in Indian Kashmir, were hampered by fast-moving floodwaters that submerged large parts of the city.

The rains had stopped Sunday, but officials said the spreading water from the overflowed Jhelum River was moving too fast to allow boats to reach many people stranded in Srinagar.

SPARTAK, Ukraine – Shelling and other clashes between government forces and Russian-backed separatists threw the cease-fire agreement in eastern Ukraine into deepening peril Sunday, two days after it took hold.

At least two houses hit by artillery fire blazed in the rural village of Spartak, which lies just north of the main rebel-held city of Donetsk and adjacent to the airport.

A man whose house was struck by a shell said rebels had fired from a spot nearby, and that apparently provoked a retaliatory attack from Ukrainian government troops.

A group of rebel fighters in the village danced and drank Sunday morning in celebration after what they said was a successful assault on a Ukrainian military encampment in the area. One said the group had captured eight government troops, although no captives could be seen.

The fighter, who gave only the nom de guerre Khokhol, said the truce was not being respected by either side.

“There was mortar shelling around 20 minutes ago here in Spartak,” he said. “There is no cease-fire for anyone.”

The truce – signed Friday

by Ukraine, Russia and the Kremlin-backed rebels after

five months of fighting that killed at least 2,600 civilians and forced hundreds of thousands from their homes – was shattered late Saturday by shelling on the outskirts of the coastal town of Mariupol. The city council said Sunday that one civilian was killed and a serviceman wounded.

The rebels recently opened a new front on the coast in what many Ukrainians fear is an attempt to secure a land corridor between Russia and the Crimean Peninsula, which Russia annexed in March.

Amnesty International on Sunday condemned all sides in the grinding conflict, saying they have “shown disregard for civilian lives and are blatantly violating their international obligations.”

Blasts powerful enough to be heard in downtown Donetsk appeared to be coming from the direction of the airport early Sunday morning.

The government-held terminal, which has been reduced to little more than a burnedout shell, has been under unremitting attack from separatist forces for months.

A rebel statement said Ukrainian forces fired on their positions in six locations Saturday, including near the airport, and several rebels were killed.

Raising the minimum wage possible President Barack Obama suggested he was “just telling the truth” Sept. 1 in Milwaukee.

“The sky is blue today,” he said at his Labor Day rally.

“Wisconsin brats are delicious. The Milwaukee Brewers are in first place. And Republicans in Congress love to say ‘no.’ Those are just the facts of life.”

Obama was mostly right, although it did rain a little Monday, and the Brewers fell a game behind the St. Louis Cardinals in the National League Central standings that night.

More to the president’s point, the GOP has been voting against a lot of Democratic proposals – including Obama’s high-profile push to raise the minimum wage.

But to get this done, the Democrats need to give a little, too. So far, the Democrats in Washington have refused to budge from their bill lifting the minimum wage from $7.25 an hour to $10.10 an hour by 2016.

The federal wage, which Wisconsin mirrors, hasn’t been raised in five years. So an increase is justified, given the improving economy. But going to $10.10 an hour is too far, too fast for most Republicans – and possibly for the economy, too.

Rather than simply using the minimum wage as a campaign issue in the fall elections, the Democrats should try to actually raise it by pulling in some Republican votes.

Sen. Susan Collins, R-Maine, has proposed a $9-perhour federal minimum wage as a compromise in the Senate. Collins’ alternative might actually pass, boosting pay for many of the nation’s lowest-paid workers.

That includes a lot of single mothers, who return just about any money they earn to the economy. It also includes many young people who shop where they work, be it fast-food restaurants or retail shops.

“America deserves a raise,” Obama declared in Milwaukee last week. He said 13 states and the District of Columbia have increased their minimum wages since he made his $10.10 proposal a year and a half ago. Those states have enjoyed more job growth than the rest of the nation, he noted.

What Obama didn’t say is that a lot of those states haven’t gone to $10.10 an hour, especially in the Midwest.

Minnesota, for example, is raising its minimum hourly wage of $6 and $8 for employees of small and large companies, respectively, to $7.75 and $9.50 over the next two years. Michigan is going from $8.15 an hour to $9.25 an hour by 2018.

Raising the minimum wage is popular with voters, and some states are holding ballot initiatives this fall.

That means Republicans should be trying to find agreement, too.

Elections are about contrasts and choices. But getting good things done is most important. A higher minimum wage is doable this year if only our leaders could meet in the middle.

four separate receivers and threw only four incompletions all night.

The Celtics’ No. 2 quarterback, junior Steven Simowitz, also looked good running Senffner’s offense. He completed his only pass for 17 yards to Mike Markasovic, ran for 16 yards on his first carry and then for 6 to score Providence’s eighth touchdown.

Coglianese said the Celtics are looking for continued improvement in the running game. The offensive line of center Joe Zemen, guards Tom Younker and Travis Woerner, and tackles Mike Szot and Nick Barker had almost

no varsity experience coming into this season, but they have performed well.

“The offensive line is the best unit on the team,” Boykin said. “We couldn’t complete any of the passes we’re completing without the line.

They make the team.”

It will be interesting to see how Providence fares against Mount Carmel and the rest of the Catholic Blue.

With Hunniford running the offense as he is, and with Boykin and Vejvoda his primary targets, opposing defensive coordinators will be burning the midnight oil and then some.

When Providence beat JCA 21-10 in Week 1, the question was raised whether the Celtics are that good or the Hilltoppers are a bit down.

After reviewing the Week 2 results, I have to say, Providence is that good.

With the 41-13 spanking JCA put on Wheaton North, it seems the Hilltoppers made the improvement from Week 1 to Week 2 that coaches often talk about. They have to stay healthy at key positions, but it appears they will be all right.

Bolingbrook’s loss in Week 1 was nothing but what it was called at the time, an upset. The Raiders made some mistakes and paid the price.

But they came back strong against Romeoville and are still making improvements.

In addition to Providence, the unbeaten teams in the area are Joliet West, Lincoln-Way West, Plainfield East, Lemont and Wilmington. Kudos to all of them. They have positioned themselves for a good shot at reaching the playoffs as we get ready for conference play.

What will the final seven weeks of the regular season bring? You will want to stay with us, because it is shaping up as an entertaining ride.

On Providence’s first play from scrimmage Friday night, the Celtics spread the field with their talented set of receivers.

That opened the middle of the field, and quarterback Justin Hunniford took off on a quarterback draw, picking up 18 yards to the Minooka 24-yard line.

On the next play, Hunniford connected with Miles Boykin deep down the left sideline for the first of his five touchdown receptions, and the first of Hunniford’s seven TD passes. Both broke school records.

In the second quarter, Hunniford ran 16 yards on a quarterback draw, sliding to a stop at the Minooka 4. On the subsequent play, a lob to Boykin at the right side of the end zone was good for another six.

I have seen the Celtics in their 21-10 win over Joliet Catholic and their 56-13 victory over Minooka. The competition in the Catholic League Blue will be nasty, of course, beginning with Friday night’s home date against Mount Carmel. But everyone Providence faces from here on will be aware of all those tall, athletic receivers and a quarterback who has completed 50 of 59 passes so far – and who can run.

“It was the offseason, I guess,” Hunniford said when asked about his improved mobility. “I worked on getting my speed up.”

The other part of his game – delivering the ball to the open receiver – was not bad previously, but now it is off the charts.

“Justin has a good feel for the game,” Providence coach Mark Coglianese said. “We have a new offensive coordinator [Luke Senffner], and those two are on the same page.

“Another big thing is that Justin doesn’t get flustered easily. I’m very happy with the offense to this point, especially the passing game.”

Hunniford said with Boykin, who has committed to Notre Dame, and Nate Vejvoda, who will play at Iowa, as targets, “I can’t go wrong. And we have good depth at receiver. Mike Beller was out today, and what that did was help build up our depth. Some other guys got to catch the ball.”

There are patterns Boykin and Vejvoda run that are virtually indefensible. Against Minooka, Boykin finished with 11 receptions for 184 yards, Vejvoda with five for 82. Hunniford also completed nine other passes to

Record: 0-1 It means: Of all the matchups on the Bears’ schedule, none looked easier than this – on paper – but that’s why they play the games. There is a lot of things for the staff to sort out this week.

Next: The Bears go from arguably the easiest game on the schedule to the hardest, traveling to San Francisco to open the 49ers’ new stadium against one of the best teams in the league.

Bears unprepared for Buffalo? Matt Forte leaves lasting impression

CHICAGO – Don’t jump! Please!

The Buffalo Bills aren’t that bad of a football team. That was 2013’s secondranked running game the Bears saw Sunday, and the Bills boast one of the league’s best defensive lines.

But the Bears’ 23-20 overtime loss to the Bills never should have happened.

Either the Bears once again are going to be the worst run defense in the NFL, in which case general manager Phil Emery has some explaining to do, or coach Marc Trestman and defensive coordinator Mel Tucker didn’t have their Bears ready for Week 1.

We’ll talk about Jay Cutler in a minute.

Hold the opposition to 167 yards passing, one touchdown and pick off one pass in a game in the NFL today and you’re going to win, unless you allow 193 yards rushing.

Through one week of the 2014 season, nothing has been fixed on defense.

I recall being stunned after the preseason game with the Seattle Seahawks to hear Tucker looking for bright spots and pointing out his guys had eliminated the big plays, not allowing Seattle to rip anything off in chunks.

We have to assume Trestman was pleased, too, as he never sent his starters back out in the second half in Seattle and didn’t even dress any of them for their final preseason game against Cleveland.

I wonder what they’re thinking now after the Bills ripped off runs of 47, 38, 13 and 11 yards and pass plays of 32, 25, 25 and 20 yards?

Is this Bears defense as bad as last year’s personnel-wise? If it is, Emery better break out his flak jacket.

I doubt, however, they are that bad, and I think we have to wait a few weeks to really get our arms around what we’ve got here.

That leaves us with the explanation that the Bears just weren’t ready for Buffalo, and although that arrow has to point at Trestman, it’s wrong to expect him to stand in front of the firing squad on his own.

Thirty-somethings Jared Allen, Jeremiah Ratliff, Lance Briggs, D.J. Williams, Tim Jennings and Charles Tillman have talked for months now about the talent in their ranks, and suggested great things could be in the offing.

At this stage of their careers, to solely blame the coaches for their mediocre showing is a cop-out. Those veteran Bears defenders did not earn their paychecks against the Bills.

They also didn’t get nearly enough help from the offense. Matt Forte might be the only guy on the team who deserved

to sleep soundly after the game.

Sure, Jay Cutler’s 34 of 49, 349 yards passing, two TDs and two interceptions is a decent stat line, but it still is just an 86.9 passer rating that leaves him among some of the decent second-tier quarterbacks in the league.

His second interception to Kyle Williams was Cutler-esque, a ball that never should have been thrown. It wasn’t the reason they lost the game, but it was the reason it continues to be silly to talk about this team as anything more than average for now.

The fact that he was the “Old Jay” in his postgame news conference should bother no one but the media who are paid to deal with him, unless he also continued to be the “Old Jay” with his teammates in the locker room behind closed doors.

All we can do is wait and watch.

The problem now is as I wrote in my game preview, this was almost a mustwin game for the Bears.

There’s a ton of time for them to get better, but if this was the best they had to offer against Buffalo, what’s going to happen in San Francisco next weekend, New York against the Jets the week after or when Green Bay comes to town the week after that?

Those veterans on defense and their coaches have got some soul searching to do now.

Forte slipped on his wedding ring and then his watch before sliding his billfold into his front pocket. A black personalized White Sox jersey that hung in his stall was the finishing touch before Forte slowly turned, ready face a line of questioning.

Throughout Sunday’s 23-20 seasonopening overtime loss to the Bills, Forte had been one of the lone silver linings. He ran for 82 yards on 17 carries, grinding out 4.8 yards an attempt while also leading the Bears with eight catches for 87 yards.

Forte did so without the luxury of two of his offensive linemen – center Roberto Garza and left guard Matt Slauson – both of whom left the game with ankle injuries. Both will undergo MRIs on Monday.

Despite that, Forte was among the Bears’ most productive offensive players, accounting for all but one of the Bears’ 18 rushing attempts while being targeted nine times by Cutler. Asked after Sunday’s loss if he wished he had more help in the backfield, Forte just smiled.

“I don’t hope for help,” Forte said. “I go out there and work hard and what I can get out there is what I get. The offensive line does a great job for me and

More times than not Sunday, Forte did. Among his biggest admirers came from the offensive line that had to regroup after Garza and Slauson departed with injuries. With Michael Ola filling in for Slauson and Brian de la Puenta stepping in at center, the Bears managed to move the ball, finishing with 427 yards of total offense.

And yet, the Bears couldn’t manage to finish drives with touchdowns. After stringing together an eight-play drive

and reaching the Bills 34-yard line with the game tied at 17, Cutler was intercepted, leading to a go-ahead field goal.

The Bears then marched to the Bills’ 19-yard with a chance to win, but had to settle instead for a game-tying Robbie Gould field goal.

“We had lots of chances,” Forte said.

“We came out fast ... but then kind of killed ourselves after that with penalties of other mistakes in the passing game or whatever and in the run game.”

Regardless of the disappointment that permeated the Bears locker room, it didn’t take away from the impression Forte left on his teammates. It’s one of the things the Bears will look to build on as they prepare for next week’s difficult road test against the 49ers.

Zimmer gets first win as Vikings coach THE ASSOCIATED PRESS ST. LOUIS – Wide receiver Cordarrelle Patterson ran for 102 yards on three carries with a 67-yard scoring run off a simple pitchout and the Vikings opened impressively in St. Louis under new coach Mike Zimmer from Lockport, Ill., with a 34-6 win.

The Rams handled Adrian Peterson, limiting the star runner to 75 yards on 21 carries.

They had zero luck with Patterson, who had three touchdowns rushing as a rookie.

Rams quarterback Shaun Hill lasted one half as the stand-in starter for Sam Bradford, missing the rest of the game with a thigh injury and leaving untested Austin Davis in charge. Hill’s last pass was intercepted by Josh Robinson with 1:09 to go in the half, setting up Matt Cassel’s 8-yard pass to Greg Jennings for a 13-0 lead.

Falcons 37, Saints 34: Matt Bryant kicked a 51-yard field goal on the final play of regulation, then booted a 52-yarder in overtime to give the Atlanta Falcons a 37-34 victory over the New Orleans Saints at Atlanta.

In another thriller between the NFC South rivals Sunday, Matt Ryan threw for a franchise-record 448 yards, leading the Falcons to just their fourth victory over the Saints in the last 17 meetings. This one was particularly sweet for Atlanta (1-0) coming off a miserable 4-12 season, its first losing campaign since 2007.

The teams combined for 17 points in the final 2:50 of the fourth quarter to force overtime. The Saints (0-1) got the ball first, but Marques Colston fumbled after catching a pass over the middle. The Falcons recovered at the Saints 38; after three plays gained only 4 yards, Bryant booted through another long field goal.

Steelers 30, Browns 27: Shaun Suisham drilled a 41yard field goal as time expired at Pittsburgh.

The Steelers blew a 24-point halftime lead as the Browns rallied behind quarterback Brian Hoyer, but escaped thanks to some great plays from Ben Roethlisberger and wide receiver Markus Wheaton.

Bengals 23, Ravens 16: A.J. Green caught a 77-yard touchdown pass from Andy Dalton, and the Bengals blew a 15-point lead before bouncing back in Baltimore. Green got behind cornerback Chykie Brown, who was pressed into a starting role for the injured Lardarius Webb. The ball popped from Green’s grasp before he gathered it in.

That TD, along with the 2-point conversion, came 48 seconds after Baltimore newcomer Steve Smith caught an 80-yard touchdown pass from Joe Flacco.

Following Green’s score, Flacco took the Ravens to the Cincinnati 16 before he was sacked on fourth down.

Mike Nugent kicked five field goals for a 15-0 halftime lead and the Bengals ended a four-game losing streak in Baltimore.

Dolphins 33, Patriots 20: Knowshon Moreno rushed for 134 yards and a touchdown, Ryan Tannehill threw for two scores and the Dolphins overpowered New England after halftime in Miami Gardens.

The Dolphins (1-0) outscored New England 23-0 in the second half.

Tannehill had touchdown throws to Lamar Miller and Mike Wallace as Miami debuted a faster-paced offense.

The Dolphins’ defense made four sacks, all in the second half, and recovered two fumbles.

It was New England’s first loss in an opener since 2003, and marks the first time the Patriots (0-1) will not be at least tied for the AFC East lead since Week 3 of 2012.

Eagles 34, Jaguars 17: Nick Foles threw a 68-yard touchdown pass to Jeremy Maclin in the fourth quarter and the Eagles rallied from a 17-0 second-half deficit in Philadelphia, Chad Henne threw two touchdown passes to rookie Allen Hurns in the first quarter and the Jaguars (0-1) dominated the defending NFC East

champion Eagles (1-0) in the first two quarters.

But whatever Chip Kelly said to his players at halftime worked.

The Eagles scored TDs on their first two possessions in the third quarter. Cody Parkey hit a 51-yard field goal on his first career attempt in the fourth quarter to tie it 17-17.

Then Foles made a perfect deep throw to a wide-open Maclin for the longest pass of his career to put the Eagles ahead 24-17.

Texans 17, Redskins 6: Rookie Alfred Blue blocked a punt and returned it for a touchdown and J.J. Watt lived up to his massive new contract to help Texans snap a 14-game losing streak in Houston.

by DeAndre Hopkins in the second quarter. Blue blocked Washington’s punt on the next drive, scooped it up and returned it 5 yards for a touchdown to push the lead to 14-6 in Bill O’Brien’s first game as an NFL head coach.

Watt had a sack, blocked an extra point, recovered a fumble and swatted down a pass in his first game since signing a six-year, $100 million contract Monday. First overall pick Jadeveon Clowney had a tackle for a loss in the first half before leaving with a knee injury.

Robert Griffin III threw for 267 yards, but Washington was done in by two second-half fumbles in Jay Gruden’s debut as an NFL head coach.

Titans 26, Chiefs 10: Jake Locker threw for 266 yards and two touchdowns, while Alex Smith was intercepted three times in Kansas City.

Locker picked apart a defense that lost linebacker Derrick Johnson and defensive tackle Mike DeVito to Achilles tendon injuries. Locker was 22 of 33 and found eight targets, including former Chiefs wide receiver Dexter McCluster.

Kendall Wright and Delanie Walker had TD catches for the Titans, and Ryan Succop was perfect on four field-goal attempts against the team that released him last weekend.

Smith was 19 of 35 for 202 yards and a touchdown for a Chiefs offense missing sus-

pended wide receiver Dwayne Bowe and right tackle Donald Stephenson.

Jets 19, Raiders 14: Chris Ivory burst through a few tackle attempts for a 71-yard touchdown run midway through the fourth quarter, and the Jets’ defense clamped down on Oakland rookie quarterback Derek Carr in East Rutherford.

With still a one-score game, Ivory rushed up the middle and appeared stopped, but slipped a few would-be tacklers on his way to the end zone.

A 2-point conversion failed, but the Jets held on to win their season opener.

Geno Smith threw a 5-yard touchdown pass to Chris Johnson as the Jets sent the Raiders to their 14th straight loss in the Eastern time zone.

Panthers 20, Buccaneers 14: Derek Anderson filled in nicely for injured Cam Newton, throwing for 230 yards and two touchdowns in Tampa.

Despite rallying with two late TDs, it was an ugly debut for the Bucs (0-1) under coach Lovie Smith. The defense applied little pressure on Anderson, and an offense that was among the worst in the NFL in 2013 showed few signs of improvement until midway through the fourth quarter.

With Newton cheering from the sideline after being held out because of a rib injury suffered in preseason, Anderson completed 24 of 34 passes with no interceptions and one sack. The 10th-year pro tossed threw for TDs of 5 yards to Greg Olsen and 26 yards to rookie Kelvin Benjamin for defending NFC South champion Carolina (1-0).

49ers 28, Cowboys 17: Colin Kaepernick threw two touchdown passes to Vernon Davis, one right after the first of three interceptions of Tony Romo in Arlington.

The 49ers (1-0) also got a 35-yard fumble return on the second play of the game when Chris Culliver picked up a loose ball stripped from DeMarco Murray. They led 21-3 after the first quarter despite running just four offensive plays. Coming off a spotty preseason for his offense, Kaepernick was efficient if not prolific, going 16 of 23 for 201 yards without an interception.

Sky routed by stingy defense in Phoenix

By BOB BAUM The Associated Press PHOENIX – Brittney Griner swatted away just about everything within reach in the first quarter, setting the stage for a Phoenix rout.

Griner set a playoff record with eight blocked shots, five in the first quarter, and the Mercury soared past the Chicago Sky, 83-62, on Sunday in Game 1 of the WNBA Finals.

“Her improvement this year has been incredible,” Sky coach Pokey Chatman said. “I don’t think people really appreciate it. They assume when you are 6-8, you are supposed to do everything. She has really evolved her game in the last year. She’s special.”

She showcased remarkable mobility for someone who stands 6-foot-8. The WNBA defensive player of the year also had 12 points and seven rebounds.

Dupree made her first 10 shots and scored 26 for the Mercury in their 19th consecutive home victory.

Diana Taurasi added 19 points and 11 assists.

Phoenix shot a finals record 58.5 percent from the field, Chicago 31.9 percent.

Sylvia Fowles scored 19 points and grabbed 11 rebounds for Chicago but was just 8 of 20 – usually against Griner – in a matchup of the last two WNBA defensive players of the year.

Joliet Catholic Academy grad Alley Quigley, who was the league’s sixth woman of the year, scored 13 points for the Sky. She missed 11 of her 15 shots.

Game 2 of the best-of-5 series is set for Tuesday night in Phoenix.

No last-minute surprises in final race before Chase

BY TIM CRONIN Shaw Media Correspondent JOLIET – Kevin Harvick is sixth in the Sprint Cup standings – but in reality, the precise placing doesn’t matter.

That’s because Harvick won the second race of the season at Phoenix and thus qualified for the new Chase to the Sprint Cup playoff format, which starts this weekend at Chicagoland Speedway.

Basically, it’s “win and you’re in,” and Harvick accomplished that right after the Daytona 500. A second win in the Southern 500 at Darlington boosted his standing in case tiebreakers came into play.

But Harvick, a 14-year veteran who has seen NASCAR go from a straight start-tofinish season to one with a playoff, said neither the restructuring from an all-points qualifying system nor the new format used within the Chase itself has changed his race-torace outlook.

“A lot of people make a lot of what the point system is, and who’s got the most wins and how you race,” Harvick, a two-time winner at Chicagoland, said during a lull in a recent test at the track. “You don’t race any different under any point system or any circumstance whatsoever. You go out and run the car as fast as you can run it.

“You show up for the weekend, and your first goal is to win. You’re not going to win

all the races, so you make the best situation that you can out of that particular weekend. Whatever the system is, you’re going to race the same way.”

Through last season, the Chase included the top 12 drivers in the standings after the Richmond race. This year, it includes 16 drivers, including all 13 race winners and the top three nonwinning drivers in the standings. The idea was to eliminate points racing and encourage drivers and teams to go for victories each week.

Harvick said the latter has been the plan all along, and will continue to be.

“I know our approach (at Stewart-Haas Racing) isn’t any different than in years past,” Harvick said. “We’re going to bring our best cars, be as focused as we can and take it to another level as soon as we get to this race. But it seems these last few (preChase) weeks have been more intense than in years past, just for the fact there’s been a pretty good points battle (for the final places in the Chase).”

The second change is the addition of a elimination format within the Chase, to make it more like a league playoff.

Previously, the reset point system was used for the 10 Chase races. Now, every three races, the lowest-ranked four drivers in the Chase will be eliminated, until there are four drivers eligible to win the Sprint Cup title entering

the final race Nov. 16 at Homestead, Florida.

Think of Chicagoland’s race as the first race in the three-race first round of the playoffs, with three-race quarterfinal and semifinal rounds, and one race for the championship.

“I think it’s more intriguing from the outside looking in,” Harvick said. “It’s going to be a much better story, but the approach from the race teams is going to be exactly the same.”

What is uncharted territory to him is how the new format will play out.

“To the competitors, it looks great on paper,” Harvick said. “But we haven’t been through it yet.”

A win in the first segment advances a driver to the second segment. If three different drivers win, the nine other highest-ranked drivers move on to the next round.

One thing Harvick has is a leg up when it comes to Chicagoland. He won the first two races at the track, back when they were called the Tropicana 400. Through various title sponsors, he’s finished fourth or better in seven of the 13 races.

“For whatever reason, it’s been my driving style, and the last few years, the groove has just spread out,” Harvick said. “I just enjoy coming to this particular race track. The results have been good, and that helps your attitude.”

For Harvick, the Chase has been on for months

RICHMOND, Va. – NASCAR’s new win-and-in format had the potential to give one driver a shot at a dramatic last-gasp berth into the Chase for the Sprint Cup championship.

T h e r e w e r e 1 7 d r i vers who could have raced their way into the Chase by winning Saturday night at Richmond International Raceway. However, Brad Keselowski would have nothing to do with a storybook ending.

Keselowski routed the Richmond field, leading all but 17 of the 400 laps en route to his fourth victory of the season. It gave him the top seed in the Chase, which begins next Sunday at Chicagoland Speedway in Joliet.

“What a night. I pulled into Victory lane and I pinched myself once to make sure I wasn’t dreaming,” said Keselowski, the 2012 champion. “These are nights you don’t forget as a driver and you live for.”

Kevin Harvick was the only driver who appeared capable of challenging Keselowski, but it was early in the race when he led the other 17 laps that Keselowski did not claim. His Stewart-Haas Racing team again

struggled on pit road.

“It’s probably the biggest thing that we have to fix in order to contend for the championship,” Harvick said.

The lack of on-track action meant the only drama to come out of the race was when a fan climbed to the top of the Turn 4 catchfence that separates the track from the grandstands. NASCAR was forced to throw the caution flag with 69 laps remaining.

A track spokeswoman said the unidentified man was arrested by Henrico County police and charged with being drunk in public and disorderly conduct.

“If he wants to play in traffic, it’s his problem,” said Denny Hamlin, who dropped two laps down because of the caution.

Defending NASCAR champion Jimmie Johnson finished eighth but was apparently suffering from dehydration when he exited the car. He first laid down next to his car, then had to be helped to a cart by his Hendrick Motorsports crew. He was taken to the infield care center, where he was treated for roughly 90 minutes.

Johnson, who canceled his planned Sunday participation in a sprint triathlon for his foundation, said he was treated with five liters of fluids.

Sox’s offense fizzles again Wood knocked around in as Cleveland sweeps series Cubs’ loss to Pittsburgh THE ASSOCIATED PRESS CLEVELAND – Scoring two runs in three games is a good formula for ending up on the wrong end of a sweep.

That’s the way the White Sox’s weekend went, including a 2-0 loss Sunday to the Cleveland Indians. The Sox, who have lost 14 of 18, were held to one run Friday and scored only once again Saturday.

“Their pitching, even all three nights, was great,” manager Robin Ventura said.

Sox rookie Scott Carroll (5-10) gave up just one run in seven-plus innings, but his strong effort was wasted.

Carroll has a 0.43 ERA (one earned run in 21 innings) against Cleveland in four appearances.

“Scotty threw a great game,” Ventura said. “He’s pitched well here. He’s had some sink to it. He has a little feel for it here on this mound.

I don’t know how you explain it, but you can see that he’s got some movement when he’s here and keeps the ball on the ground for the most part.”

Carroll gave up two hits, a walk and a run in the first.

But he scattered just four hits after that before leaving in the eighth following a leadoff single by Roberto Perez.

THE ASSOCIATED PRESS CHICAGO – This was another low point in a difficult season for Travis Wood.

The left-hander lasted just 1 2 ⁄ 3 innings Sunday in his shortest outing of the year, and the Cubs went on to a 10-4 loss to the Pittsburgh Pirates.

“If I missed a pitch, they hit it out of the park,” Wood said. “If I executed (pitches), they hit it through the hole.”

Wood (8-12), who made the All-Star team last year, was tagged for seven runs and nine hits. He dropped to 1-7 with a 5.86 ERA in his last 15 starts.

“Wasn’t Woody’s day today, obviously,” Cubs manag-

er Rick Renteria said. “They came out swinging.”

The Pirates scored five times in the second to open a 7-0 lead. They strung together six straight hits with two outs, highlighted by consecutive homers for Jordy Mercer and Andrew McCutchen.

“He was throwing his heater and leaving a lot of stuff over the middle of the plate,” McCutchen said of Wood. “You can’t really do that in this game. We were able to key on that.”

The Pirates swept the threegame series against the lastplace Cubs to improve to 12-4 against Chicago this season, including 7-2 at Wrigley Field.

No longer in pain Joliet area pet owners share insight on when to treat, when to let go

“When they’re in a panic, they want their pet saved. Ninety-nine percent of the time, they don’t come in thinking, ‘I’m going to euthanize my pet today.’ ”

dunland@shawmedia.com JOLIET – Last month, Roberta Drake of Rockdale put 10-year-old Maxwell Sheffield Drake to sleep.

Max was just 10 weeks old when Drake adopted this stray, all-black male cat. Under her care, he went from frightened and feral to loving and snuggly, she said. Then, several years ago, Max developed irritable bowel syndrome.

During flare-ups – which required hospitalization three times – treatment included steroids and special foods. Eventually, Max’s intestinal lining eroded. He could not absorb nutrients. He was hurting – but famished – and continued to lose weight.

“I didn’t want him to suffer. That’s the important thing,” Drake said.

“He’s no longer in pain.”

The combination of pets as family members, better diagnostic and treatment tools, and the high cost of those tools often leads pet owners to wonder: “How far do I go in treating an illness or injury?”

The answer is as varied as owners and their pets. For some, finances often dictate that decision, said Sue Hovanes of Joliet. When an owner can’t afford a procedure and the animal is living with pain, it’s a kindness to euthanize, Hovanes added, because the quality of life is gone.

That won’t be the case with Bentley, the 2-year-old bulldog Hovanes adopted from Illinois English Bulldog Rescue. Bentley’s spine is malformed.

Eventually, he will be incontinent and walk with a special cart. No matter the cost, Hovanes said she will care for Bentley.

“I would rather starve to death and live on the street before not taking care of my dogs,” Hovanes said.

“They’re family, not creatures.”

Last year when Hoss, now 5, a beagle mix, developed a limp, owner Gregg Babyak of Shorewood took Hoss to the veterinarian, never dreaming that Hoss had disc issues, until Hoss lost control of his back end. A neurologist ordered an MRI and found the problem.

When Duke, 12, could no longer enjoy his favorite activities, his owner, Mary Bernhard of Manhattan, knew it was time to for him to cross the “rainbow bridge.” times a day, walking in a figure-eight sling for three weeks and a $5,500 bill.

But the money spent was worth it to Babyak, especially considering Hoss’ age and the fact his condition was a one-time cost.

“I’d say he’s 95 percent of where he was,” Babyak said. “He knows his limits. He doesn’t jump around like he used to.”

Donna Krofta of New Lenox doesn’t stress over the cost of caring for her 7-year-old fur babies – a Jack Russell terrier named Buddy and a domestic shorthair cat named Archie. With pet insurance and veterinary care credit, Archie’s oral surgery and catheter treatment for urinary crystals were affordable.

Krofta wishes she had had insur-

ance and care credit for her other two other cats – now deceased. These were Cuatro, 20, who had kidney failure and Neo, 10, a diabetic cat who developed adrenal cancer. Krofta’s pet insurance covers 80 percent of the national mean, she said. Premiums vary according to plan.

“I pay just under $60 a month for them,” Krofta said.

Still, just because an owner can afford medical care doesn’t mean an animal should receive it, said Charlie Mikolaitis of Plainfield, veterinary technician at Joliet Township Animal Control and VCA Animal Hospitals. She also is the owner of a 2-year-old rabbit (Prey), a 12-year-old Lab mix (Big) and a 6-year-old German shepherd (Loco).

Mikolaitis has seen situations

where owners continue paying for expensive tests and treatments on pets who are not improving. This includes pets with pleural effusions that live with respiratory distress and periodic procedures to remove the excess fluid, as well as pets with autoimmune hemolytic anemia that receive frequent blood transfusions.

“Ninety-nine percent of the time, they don’t come in thinking, ‘I’m going to euthanize my pet today.’ ” Mary Bernhard of Manhattan said her veterinarian gave her excellent guidelines: When a pet no longer can do three of his five most favorite activities. She then applied that principle to her 12-year-old Shih Tzu, Duke, who had a seizure disorder and medication for dry eyes that cost $45 a month, Bernhard said.

Not only had the seizures progressed from occasional to daily, Duke could not hold down food or water and needed to be carried. The seizures also severely damaged his hearing and sight. He couldn’t look out the window when the doorbell rang or sing to the dryer. He could not play with his toys.

“He basically ate, slept and seized,” Bernhard said.

Sue Midlock of Joliet is taking a conservative approach. Ratso, her 12-year-old rat terrier, has cancer and cloudy vision, but he’s still happy and fairly healthy. He’s not fond of the vet – even to get his toenails clipped – so Midlock can’t see stressing him with cancer treatments.

“Somewhere down the road, if things get really bad, where he can’t walk or control his bladder, we’ll consider putting him down,” she said.

MOKENA – Heartland Service Dogs in Mokena is seeking volunteers to be “puppy raisers” for about 18 to 24 months.

During this time, the puppies attend obedience classes and work on the list of service dog commands the dogs will need to know for advanced training. Puppy raisers take these dogs with them to public settings such as shopping malls, restaurants, traveling, doctor offices and school. This socialization is crucial in raising a working dog, because it must not be bothered by new environments or experiences and must be able to take everything in stride.

Once placed with the person they will serve, service

dogs go everywhere. Service dogs are not pets, and the American with Disabilities Act allows service dogs access to public venues.

Heartland Service Dogs is a nonprofit organization that provides custom-trained dogs for adults and children with mobility, hearing, seizure and other disabilities. The goal is to bring hope, inspiration and independence to deserving individuals in Illinois and the surrounding area by providing highly trained service dogs.

ADVICE Woman traumatized by sister’s murder feels need for closure Dear Abby: I lost my sister in a brutal murder several years ago. I was too emotionally upset to view her body or go to the trial.

As a result of not having been physically connected to her passing, I have lacked closure all these years.

I believe I am finally ready to face the reality and deal with it now.

As part of the process of moving on, I would like to say goodbye to her at the last place I remember her living, which is the house she spent so much time and effort on and where she was murdered. The house sold shortly after it was listed.

Dear Reader: Mobility is one of those things most of us take for granted until we begin to lose it.

That’s when we realize that even a simple, relatively uneventful day requires a great deal of physical stamina, strength, balance, coordination and range of motion.

The single most important thing you can do to remain mobile and independent is to engage in regular physical activity. I can’t emphasize this enough: You need to be active to stay active.

When I give this advice to my older patients, they sometimes reply that “it’s too late.” They say they haven’t really been physically active since they were in their 20s, and ask what good it would do if they started now.

For the vast majority of my older patients, the answer is that it is never too late to start. The evidence shows that starting a regular exercise program even after decades of inactivity brings great health benefits.

People who are older and out of shape will need to start

ASK DR. K Dr. Anthony Komaroff slowly and increase their exercise program incrementally. Sometimes I recommend they start with a trainer to get them going on a program they can maintain themselves. But that usually is not necessary.

You can start by doing more physical activities throughout your day. For example, take the stairs instead of the elevator, do some gardening or walk around your living room while talking on the phone. Several of my patients deliberately replaced their traditional home phones with cordless home phones or cellphones to make this easier.

You’ll also want to start, or continue, a regular exercise routine. Aim for 30 minutes of moderate aerobic exercise a day, at least five days a week. Good options include walking, swimming, water aerobics and riding a stationary bike.

Try to do strength-training exercises twice a week. Strength training protects against bone loss and builds muscle. It also provides

the functional strength you need for everyday activities such as lifting groceries or rising from a chair. Doing yoga and climbing stairs involve strength training.

However, it’s best to perform a group of strength-training exercises that use different muscle groups. You also can incorporate elastic resistance bands, free weights or weight machines into your strength-training routine.

Finally, be sure to make balance exercises a part of your exercise program. Better balance reduces your risk of falls, which can be disabling or even fatal in older adults. Or learn yoga or tai chi. Both activities also improve balance.

Ideally, we’d all like to keep walking as long as possible. But remember, losing the ability to walk doesn’t mean the end of your mobility. You can still remain mobile by using a wheelchair or other assistive devices.
