Police testify to scene of murder

JOLIET – Joshua Miner “lost it” when Eric Glover Jr. kicked him in the head, prosecutors claimed in court Tuesday during the start of Miner’s murder trial.

Miner is on trial for his role in the deaths of Terrence Rankins and Glover Jr. on Jan. 9, 2013, at a house in the 1100 block of North Hickory Street.

While Miner is alleged to have killed Rankins, prosecutors argue he is accountable for both deaths by planning to rob both men, along with Adam Landerman, Alisa Massaro and Bethany McKee. All four were arrested on murder charges. Massaro agreed to testify against the others in exchange for pleading guilty to lesser charges. Bethany McKee was found guilty last month. Landerman is awaiting trial. “[Miner] said, ‘Let’s take their money,’ ” Assistant Will County State’s Attorney John Connor said during opening arguments.

Miner was allegedly struggling with Glover Jr.’s friend Rankins at the time he was kicked. Connor said tests show Rankins’ blood was on Miner’s shirt.

Defense attorney Michael Renzi said the story prosecutors are presenting is “incomplete.”

“The state’s trying to show he had some kind of evil messianic hold over the others,” Renzi said.

officers called to the house on Hickory Street.

Police who went inside after getting a report of two bodies at the house said Miner was sitting on the couch and smoking a cigarette in the second-floor apartment where the bodies were found.

In addition to admitting he killed Rankins and that Landerman killed Glover, Miner said he had put plastic bags over their heads because the women didn’t want to see their faces, officer Bruce Trevillian said during testimony.

Trevillian went into the house with Brian Lanton, who was the first officer to arrive.

“A beach towel was being used to cover the second-floor window. When it swayed in the breeze, I saw a subject in the window wearing a black T-shirt with white lettering,” Lanton said.

Miner was wearing a black shirt when he was booked into the county jail.

Trevillian said Miner told him he had set plastic sheeting under Rankins’ body and was expecting McKee’s father to help them get rid of the bodies. Police discovered the crime because William McKee called 911 instead.

Cross-examination by defense lawyer Lea Norbut noted Lanton, Trevillian and other officers “swept” the house without a search warrant. Once the suspects had been arrested, police waited outside for a few hours before obtaining a warrant to collect evidence, according to evidence technician Nicholas Amelio.

Amelio testified he found a piece of electrical cord on Glov-

er Jr.’s pants, which Connor said was used to tie the victims’ bodies together while their killers figured out what to do next.

“They discussed staging an auto accident before deciding to cut up the bodies,” Connor said.

Amelio also collected a hacksaw, a saw blade, three knives, garden shears and scissors from the kitchen area of the apartment, where Lanton and Trevillian found Rankins’ body, according to testimony.

A hand-held propane torch also was collected as evidence and sent to the state crime lab to match fingerprints, Amelio said.

Amelio said police collected 166 items of evidence in the case.

During Amelio’s testimony, a video of the crime scene was shown to Judge Gerald Kinney, who is presiding over the bench trial. While the screen could not be viewed from the audience, Duval Rankins, the father of Terrence Rankins, left the courtroom while the footage was shown.

Prosecutors had asked for Miner to remain shackled during the trial, citing the serious nature of the crime and a recent fight at the jail. Courthouse personnel said Miner got into a confrontation last month with Robert Gold-Smith, who is in custody on charges he tried to hire someone to murder his estranged wife.

Since Miner has not “acted out” during any previous court appearances, Kinney ruled he will not be restrained during proceedings.

Miner’s trial is scheduled to continue Wednesday.

WILMINGTON – The Wilmington Coalition for a Healthy Community Coalition is one of about 20 communities in Illinois to receive federal funds to educate parents, kids and the community about the dangers of substance abuse.

The U.S. Department of Justice has awarded $2.75 million in grants to Illinois communities across the state to help reduce youth substance abuse and to promote drug-free communities, according to a news release from U.S. Sen. Dick Durbin, D-Ill. The Wilmington Coalition for a Healthy Community Coalition was awarded $125,000, according to the news release.

Nicor explains gas smell in Channahon

By BILL WIMBISCUS bwimbiscus@shawmedia.com CHANNAHON – Excess levels of mercaptan – the pungent additive that gives natural gas its “smell” – led to several calls from concerned residents about potential gas leaks Monday night.

Channahon Deputy Police Chief Adam Bogart said the village received several calls starting about 11 p.m. Monday.

“What they’re smelling is the additive mercaptan that’s added to the gas line,” Bogart said. “We’re advising everyone to continue to report any smells they might observe.”

Bogart said he was told by Nicor that the “over odorization” situation occurred at the utility’s distribution center at Mound Road in Shorewood.

Despite its smell, which has been compared to rotting cabbage, mercaptan is harmless.

However, previously undetectable leaks may now be detectable due to the excess supply of the additive, Bogart said.

Nicor is correcting the issue by “flaring off” the excess additive, Bogart said.

Nicor did not return repeated calls for a comment on the situation.

vshanker@shawmedia.com Lewis University’s main campus in Romeoville was overflowing with a record number of freshmen students this fall – so much so that administrators at the Romeoville university had to put students on a dorm waiting list.

That type of enrollment spike is unusual compared to national and state enrollment trends. But Lewis and the University of St. Francis in Joliet have bucked those trends for the past several years.

Total headcount enrollment at Lewis rose from 6,616 last fall to 6,706 in 2014. And the university has experienced a 7.6 percent increase since 2010.

Over at USF, enrollment has grown 13 percent during the past five years. In 2005, total enrollment stood at 3,033. It peaked at 3,743 last year before dropping slightly this year to 3,710.

“We’re in a period right now when the projected number of high school graduates is declining and it’s projected to continue to decline,” said Ray Kennelly, senior vice president for strategic enrollment management at Lewis. “We’re bending that trend because of the courses we provide.”

“The demographics of the Midwest are such that demographic groups are growing and declining at various rates,” said Jerry Fuller, executive director of Associated Colleges of Illinois.

The white high school graduate population in the Midwest is declining, while black and Hispanic populations are rapidly increasing. As a

result, more students from low-income backgrounds are applying for college, Fuller said.

He said small colleges attract students with strong scholarship and financial aid programs.

The trend for Illinois’ private four-year colleges has been a stable but slightly growing enrollment, he said.

Some states are seeing sharp declines and some have experienced steady growth.

“They’re taking a greater market share from public institutions,” Fuller said, including University of Illinois at Urbana-Champaign, which this fall saw a 5.4 percent decline in freshmen enrollment.

Attractive programs Lewis is offering programs that Kennelly said are becoming more valuable in the workforce.

“So many of our academic programs are tied closely to

emerging and current career opportunities,” he said, specifically noting the success of the university’s nursing and aviation career tracks.

The university’s research showed the most important factor students considered in determining where to attend college is whether it will get them a job after graduation.

A microcosm of Lewis’ rising enrollment seems to be interest in the university’s new Unmanned Aircraft Systems certificate track.

“So many industries across the globe from news gathering, police, to maybe Amazon will be using this technology,” Kennelly said. “We’ve tried

Enrollment down at JJC and other community colleges

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – Joliet Junior College has seen enrollment for full-time students drop steadily during the past five years, following a national trend tied to the economy.

A report from the American Association of Community Colleges states enrollment

for community colleges has decreased nationwide.

Despite a significant increase in enrollment last year, the community college has dropped from 9,804 fulltime students in 2010 to 9,020 this fall.

However, total headcount enrollment, which includes part-time students, has fluctuated during that time pe-

riod, from 15,676 students in 2010 to a high of 16,870 last year. That number dropped this year to 15,776.

“Although student enrollment appears to be slightly declining at JJC, people tend to attend community colleges for job training in a weak economy,” said Yolanda Isaacs, vice president of student development at JJC.

In Illinois, the decrease came at a time when the Illinois state government has repeatedly been late on payments to community colleges.

Because the economy has been improving, Isaacs said more jobs are available and fewer jobs are at risk, and the demand for job training has gone down. So community

college enrollment decreases.

“It mostly means tuition revenue may be lower,” Isaacs said, adding that there was no reduction in staffing, services or resources this year. “We are committed to offering degrees, certificates and training that are closely aligned with current and future labor market needs.”

State looks for help on South Suburban Airport Transportation officials need funds

By LAUREN LEONE–CROSS lleonecross@shawmedia.com TINLEY PARK – State transportation officials sent a message to potential investors Tuesday that they can’t move forward with the decades-inthe-making South Suburban Airport project without private input – or money.

“With some road projects, you can say we’re going to build four miles and leave it at that. But with this, you can’t build a runway and say we’ll build the tower 10 years later.

You basically got to have all that money up front and then allow for expansion later,” said Roger Driskell, deputy director for the Illinois Department of Transportation.

“So you need that investment. It’s difficult for a public agency to finance … That’s why more and more places are looking to [public-private partnerships],” he said.

vention Center on Tuesday, Driskell, along with IDOT’s director of aeronautics and new acting secretary, presented the state agency’s airport plans to nearly 200 businesses, investors and developers interested in the project. The forum was titled, “Partnering for Progress: Innovative Delivery of the South Suburban Airport.”

Completion of the estimated $700 million inaugural airport project is still years away. But Driskell told the room of stakeholders that the state needs “their expertise” to deliver the project as quickly as possible.

“We want to get ahead. We don’t want to be hurrying at the last minute,” Driskell said.

State officials scheduled one-on-one sessions Tuesday and Wednesday with seven investors or companies that have expressed interest in a public-private partnership.

This summer IDOT purchased Bult Field – a general aviation airport near Monee and a key component of the state’s overall plan to develop the airport – for $34 million. The transaction covered 288 acres, including the airport’s 5,000foot runway, taxiway, hangars and terminal, as well as addi-

tional farmland surrounding the airfield near Monee.

Prior to that, the state spent about $42 million acquiring about 3,000 of the 5,800 acres needed for the airport. In the last year alone, officials said, the state has acquired about 1,500 acres.

Center for Economic Development, attended the event. He said public-private partnerships are the way to go for major projects like the South Suburban Airport and the Illiana Expressway because state and federal funding is not enough.

“That’s probably the only way you’re going to get these projects built,” Greuling said.

Susan Shea, director of aeronautics for IDOT, noted about 1.7 million people live within a 45-minute drive of the airport’s proposed site, which is the equivalent of a large city.

IDOT officials continue to negotiate with property owners to buy parcels each day, Shea told potential investors.

The state is in the condemnation process with 11 parcels of land totaling 386 acres and is preparing to make offers or is negotiating with 19 parcels totaling 910 acres.

IDOT also continues to work on its Tier 2 environmental study and the airport’s master plan to gain the Federal Aviation Administration’s approval.

Will County tours courthouses to form design ideas

BY LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – County officials have a better idea of what a modern judicial complex looks like after touring Chicago-area judicial facilities, as well as one in Denver this month.

Each of the judicial facilities – built between 1990 and 2010 – had everything Will County’s current courthouse doesn’t have: flexibility, the latest technology and modern security, to name a few.

Each is on Chief Judge Richard Schoenstedt’s priority list for a new courthouse.

A little natural lighting – lacking in the county’s current dungeon-like facility at 14 W. Jefferson St. in Joliet – wouldn’t hurt either, officials said Monday during a Will County Board Ad Hoc Court-

house Committee meeting.

Schoenstedt was among a handful of county officials who recently toured four judicial facilities to get design ideas for Will County’s future courthouse. The group visited facilities in DuPage and Kane counties, along with the Lindsey-Flanigan Courthouse and the U.S. District Court in Denver.

Whether to opt for standardized or proceeding-specific courtrooms will be an important part of the planning process, Jason Dwyer, project leader with Darien-based architecture firm Wight & Company, told committee members.

He said that officials in Kane County opted for standard-sized courtrooms. That allows for more flexibility – something Will County should

consider, with its growing population, Dwyer said.

“We’ll need to give consideration to how finely tuned you make the spaces to the types of proceedings, versus having a little bit of uniformity so you have greater flexibility down the road,” Dwyer said. “As you well know, your caseload changes over time and trends change a little.”

On the other hand, courtrooms at DuPage County varied depending on each designated use. Some were designed for more high-profile cases with ample spectator seating, while others were much smaller without a jury space, he said.

Officials have noted previously that the Will County Courthouse – built in 1969 – has room for only 35 judges, but population projections

estimate the county will need space for 50 in the next 25 years.

Chuck Squires, chief deputy with the Will County Circuit’s Office, said he liked DuPage County’s design for its public corridors, noting it’s vastly different from Will County’s current third floor public corridor where divorce, family issues and misdemeanors are handled.

It’s standing room open, he said, so the hallway is constantly packed with people waiting outside their assigned courtroom, he said.

“Our third floor is so crowded, and it’s so loud. We just know somewhere along the line there’s the risk of something happening,” Squires aid. “I thought DuPage, with the layout of the hallway [was great], as far as having all those

nooks and crannies where people could talk.”

The possibility for raised access flooring to allow for flexible technology, a separate floor altogether for the transferring of inmates, a tunnel or bridge leading to and from the nearby detention facility, and escalators near the main entrances were also discussed at Monday’s meeting.

A new courthouse could cost $140 million to $200 million, depending on how many courtrooms are built. County officials are discussing a mix of revenue sources to finance construction.

The courthouse will most likely be built at the site of the First Midwest Bank, 50 W. Jefferson St. The county bought that site earlier this year, intending to build a new courthouse there.

Plainfield schools pass balanced budget

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The Plainfield School District 202 board has passed a $250 million budget that is balanced for the second year in a row.

The budget, passed Monday, includes an increase in operating fund revenues and expenses while estimating state aid conservatively.

The balanced budget is welcome news for the administration, which cut $42 million in operating expenses – including 345 full-time teaching, administrative and support staff positions – between 2009 and 2012.

“Our staff has done a great

job providing our students and families the best educational services possible while also controlling costs and respecting our limited revenues, especially since the state funding picture keeps changing,” Superintendent Lane Abrell said in a news release.

The budget includes $250.7 million in operating fund revenue and $250.1 million in operating expenses. Both figures are about 3 percent greater than last year’s $242 million amended budget.

The increases were budgeted despite the state projecting the district will receive 89 percent of reimbursable expenses from the state. The district only budgeted for 85 percent.

The district also budgeted for a 2 percent drop in its equalized assessed valuation, which stood at $2.9 billion last year.

While the balanced budget is good news, the district’s fund balance of $27 million is enough to only cover about 41 days without revenue.

That’s lower than surrounding school districts, including Valley View School District 365U, Naperville School District 203 and Indian Prairie School District 204, Plainfield district spokesman Tom Hernandez said.

Administrators want to eventually bring the fund balance to 60 days, or $39.8 million, in future budgets.

Plainfield math scores up, reading scores down

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Last spring’s standardized testing resulted in higher math scores for Plainfield School District 202 students and heightened expectations for the implementation of state Common Core standards this year.

Math scores on the Illinois Standards Achievement Test, taken by students in third through eighth grade, rose 4.2 percentage points, to 75.2 percent of students meeting expectations, according to a news release from the district Administrators say the results bode well for students learning through the Common Core curriculum, implemented for math last

year and tested in the spring exam.

While math scores went up, reading scores decreased by 2.8 percentage points, to 66.2 percent of students meeting expectations. Science scores remained at 89 percent meeting expectations.

Common Core English curriculum started this fall and science standards have not been implemented.

“This shows that our students were ready, and did well on those parts of the state exam that we were appropriately prepared for,” Assistant Superintendent for Curriculum and Instruction Glenn Wood said.

Wood said the results suggest students will do well on the reading portion next spring after the new English standards are implemented.

Barge facility proposed for former National Guard site

By LAUREN LEONE–CROSS lleonecross@shawmedia.com State officials plan to release Wednesday afternoon the number of applications they received from companies that want to grow or sell medical marijuana in Illinois.

But the names of those applicants, along with other information, will not be released, said Melaney Arnold, a spokeswoman for the state’s medical marijuana program.

Applications from prospective companies are not subject to state open records laws under the state’s Compassionate Use of Medical Cannabis Pilot Program Act, she said. When licenses are awarded later in the year, the names of those applicants will be released, she said.

The application period began Sept. 8 and ended Monday.

As of two weeks ago, four companies sought cultivation center sites in unincor-

porated Will County, but it’s unclear whether any of those companies submitted state applications. Another two companies have approached the city of Joliet.

State rules allow only one growing center per state police district, so only one of the Will County proposals could go forward.

Illinois will grant up to 21 permits for cultivation centers and up to 60 permits for dispensaries.

Plyman said one concern under the city’s original agreement with FEMA was that the site must be developed for either homeland defense or police enforcement.

The deed prevents the city from leasing the property to any third parties, so FEMA would have to sign off on any agreement with Egan, Plyman said.

Capparelli said he believed a marine emergency response site would qualify as a homeland defense use.

District 2 Councilman Bob O’Dekirk said he has worked with Egan on the project for several months. He noted that the property, which the city purchased for $1, has remained undeveloped and unsecured since 2008.

“The buildings have essentially been gutted,” O’Dekirk said. “All the copper and all the metals have been stripped.

There are literally holes in the floors with 8-foot drops where metal grates apparently were removed.”

O’Dekirk said site cleanup has been estimated at about $1 million.

JOLIET – A Lemont-based marine environmental company wants to build a barge maintenance and repair facility on city-owned property on the Des Plaines River.

Egan Marine Corp. approached the City Council on Sept. 15 to request use of the property, located on the river’s west side. The site is east of Route 6 and near the Interstate 80 bridge.

The property is adjacent to an area that will be used for the city’s combined storm water/sewer tunnel, which will be dug under the Des Plaines River.

“What we’re looking to do here is to be able to occupy a property right on the river,” said Jim Capparelli, one of the lawyers representing the company. The land is deeded to the city through the Department of Homeland Defense.

“It’s vacant right now. It’s a hazard to the community and run down,” Capparelli said of the site, which contains two buildings. “We propose licensing it from the city

... and turning it into a marine security facility.”

In return for the license, Egan would remediate the site, which Capparelli said contained various environmental hazards from its former use as a military facility.

Egan also would train city personnel as first responders for marine hazardous emergencies and purchase and maintain a first response boat for the city, Capparelli said.

In turn, the company would use the property to clean and repair barges. Capparelli said. Egan expected the facility would create about 30 jobs over the next five years.

“We’d take a derelict property, put it back on the tax rolls, provide jobs and clean it up, all at no expense to the city,” Capparelli said.

The property, formerly a National Guard facility, was deeded to the city in 2008 by the Federal Emergency Management Agency. The Joliet Police Department had planned to use the site for seized vehicles and evidence storage, but the recession prevented the facility’s development, according to City Attor-

New Lenox apartment proposal intrigues officials

Thomas Davisson, New Lenox Township resident, wondered whether the apartments would increase school enrollment, whether they would be subsidized units and whether they fit with the village’s development plans.

He said subsidized units tend to have more crime, as he has seen in news reports about the Evergreen Terrace apartments in Joliet and other apartment complexes like it.

“That’s what goes on with those types of complexes in Joliet, Chicago, everywhere,” he said.

Baldermann said none of the units would be federally subsidized. The apartments are being developed by a private company and will be privately funded.

Based on his experience as a Chicago Ridge police chief – which Baldermann said had a high percentage of multi-family units – many of the apartments in the area were not of good quality and landlords were not cautious about background checks. He said many rental units in Naperville and Chicago are of good quality.

NEW LENOX – Developers are noticing a high demand for apartments in New Lenox, which some officials say would complement redevelopment plans downtown.

At a past board meeting, village officials discussed creation of the Lincoln Station Apartments in New Lenox.

The roughly 16-acre site, with four apartment buildings and 312 units, would be developed

by New Lenox Development Company LLC. The buildings, proposed for Route 30 and Prairie Street, would be close to downtown New Lenox, where village officials plan to redevelop properties into new businesses.

Trustee Ray Tuminello said the Lincoln Station Apartments would suit the area well, since potential renters would be close to the Metra train station, 300 Church St., and downtown amenities. “[It would be for] individuals who want to work downtown and get off the train and walk around and get some shopping [done],” he said.

New Lenox Mayor Tim Baldermann said apartments are not common in the village, although there are some older rental units. He said village officials have not approved more apartments because developers could not meet village standards, or proposals did not fit with the area.

Baldermann said he has an open mind about the Lincoln Station Apartments.

“I think it’s the right area for that,” he said. “I just want to make sure they’re building to the quality we insist on because, although I think there is a definite need for higher-end luxury units in our town, we want to make sure they look good 15 to 20 years from now.”

Matthew Klein, with New Lenox Development Company LLC, said there is little rental housing in New Lenox and the demand for the apartments is high, according to village plan commission minutes. He said developers intend to construct one- and two-bedroom units, though the apartments will primarily be single units and intended for “high-end” rental customers.

Temporary platforms, ticket trailers open while new station being constructed

The Metra ticket office will be on Michigan Street, south of Jefferson. It will open at 4:45 a.m. Monday.

While no tickets will be sold in Union Station after Monday, Hock noted the building will remain open to provide tunnel access to commuter lots and the new platforms from 6 a.m. to 9 p.m.

The board received a timeline for modifications to N.B. Galloway School, planned for completion in July 2016. The school’s lunchroom doubles as a gymnasium, and the physical education program stops for two hours midday to allow for lunch.

The board in August authorized an architectural firm to design and begin plans to convert Galloway’s lunchroom to a gym and to build a new lunchroom that would also serve as a multi-purpose room.

Architects estimated construction costs at $1.1 million, not including furniture.

Evans said the timeline would include schematic design in early spring 2015; design development in late spring; permitting in August 2015; bidding in October 2015; and construction in spring 2016.

The change would make closing a school easier if the board decides to go that route.

One plan to phase Pioneer Path School out by the 2016-17 school year would be to add third

CHANNAHON – A decision on whether to close a school in Channahon School District 17 is not expected to be made for at least seven months.

The Channahon School District 17 Board has a lot on its plate this year: A new superintendent search, collective bargaining and designing and preparing for construction at N.B. Galloway School.

With those demands, board members Monday evening decided to wait for further discussions on a potential school closing until after the new post-election board is reconfigured in May 2015.

Members have considered re-configuring the district’s four grade schools, possibly closing one to be more efficient as student enrollment drops.

Superintendent Karin Evans reminded the board Monday that student population was about 1,800 in 2007-08, as compared to 1,048 projected in the next few years.

JOLIET – New commuter platforms for the Rock Island District and the Heritage Corridor line will open for service Friday.

With the opening of the new platforms, the existing Union Station platforms will be closed, signaling the end of an era for the 102-year-old facility.

Union Station itself will remain open, and the city plans to integrate the historic building into the new Joliet Gateway Center. But even sales of trains tickets are being moved this week to temporary trailers.

All trains arriving and departing prior to 10 a.m. Friday will use the existing Union Station platforms. After 10

a.m., trains from both lines will use the new platforms.

The Heritage Corridor temporary platform is on Michigan Street (Mayor Art Schultz Drive), north of Jefferson Street, just across the street from Silver Cross Field. Handicapped access is available via a ramp at the northwestern corner of Michigan and Jefferson streets. A wheelchair lift will be available at track level to assist boarding for the disabled.

The Heritage platform eventually will be replaced by a permanent structure linked to a new train station yet to be built.

The Rock Island platform is south of Jefferson between Michigan and Eastern Avenue.

Traffic stops lead to a pair of drug arrests in Joliet

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Police say vehicle violations led to two unrelated drug busts Monday night.

The first occurred at 7:40 p.m., when a patrol officer noticed a Chevrolet Suburban without a front license plate at McDonough and Ottawa streets, Capt. Bob Briney said.

The vehicle was pulled over at Des Plaines and Monroe and officers were given permission to search inside, Briney said. Nothing was allegedly found in the Suburban, but the front passenger, Shawn D. Nobles, 21, was carrying a plastic bag in the waistband of his pants, Briney said.

“Inside that bag were seven small bags of cocaine totaling 2.62 grams,” he said.

Nobles, of the 500 block of South Ottawa Street, was arrested on a charge of delivery

of drugs. The driver, Morris Jones, 26, of Glenwood was ticketed for no license plate.

Another male passenger was released without charge.

At 10:47 p.m. another officer saw the rear registration light was out on a GMC SUV at Jefferson Street and Midland Avenue, Briney said.

When Samantha J. Rodriguez, 23, was pulled over, she had an open can of liquor in the center console, Briney said.

“There was also an open purse on the front seat where the officer could see a bag of cannabis on top,” he said.

The purse also allegedly contained about a dozen pills for which police allege Rodriguez did not have a prescription.

Rodriguez of the 1300 block of West Marion Street was arrested on charges of drug possession and marijuana possession.

The story is similar at USF, which has seen enrollment growth of 13 percent during the past five years.

But Vice President for Admission and Enrollment Services Chuck Beutel said a more interesting shift was the fluctuating enrollment in USF’s undergraduate, graduate and adult degree programs.

“At the height of the recession we saw [enrollment in] graduate programs and adult degree programs decline,” he said. This was because of prospective non-traditional students tightening their budgets and their employers not paying as much for continuing education.

At the same time, traditional undergraduate enrollment steadily grew from 1,276 in 2009 to 1,421 in 2013.

Beutel said the growth

and population boom in Will, Grundy and Kendall counties helped pad the effects of a struggling economy for private institutions like USF. This year, the university’s graduate and adult degree enrollment grew slightly, while undergraduate enrollment dropped.

Many factors go into the drop of incoming high school graduates. But Beutel said one of the next troubling trends for higher educational institutions could be high school graduates declining to attend college.

“I’m anxious to see, are we going to look at the first class of high school grads that go to college at a lower rate than the previous year,” he said.

“You’re seeing students question the value of college education now. More are taking a semester or year off and are working instead.”

Beutel said USF tries to maintain a “diversified enrollment portfolio” so the university can sustain changes in student trends.

“It’s constantly changing,” Beutel said.

DONALD W. COCKREAM Born: May 20, 1945 Died: Sept. 19, 2014 Donald W. Cockream, age 69, of Elwood, passed away Friday, September 19, 2014, at Presence Saint Joseph Medical Center with his family at his side.

Born May 20, 1945, in Morris, he was the son of Raymond E. and Dorothy M. (Attaway) Cockream. He was a graduate of Morris High School, Class of 1963. Don was a member of the United States Marine Corps and was part of the official Marine troops first landing in Vietnam on March 8, 1965. He served two tours of duty and was honorably discharged in September of 1967. He married Mary Ann Lamping at Sacred Heart Catholic Church, Joliet, on November 12, 1966.

He enjoyed NASCAR racing and traveling to various race tracks, and enjoyed camping across the country. He and is wife were also a team couple for Worldwide Marriage Encounter.

Surviving are his wife of 47 years, Mary Ann (nee Lamping) Cockream, who he married November 12, 1966 at Sacred Heart Catholic Church, Joliet. Also surviving are his son, Greg R. (Jennifer) Cockream of Wilmington; his daughter, Michelle R. (Gary, Jr.) Kurbis of Elwood; four loved grandchildren, Jessica A. Bertino, Emily M. Cockream, Gary L. Kurbis III, and Nathan D. Kurbis; brothers, Raymond G. (Linda) Cockream and Robert (Judy) Cockream; sister, Sharon (Charles) Crumb; special aunt and uncle, Betty and Dick Powers; sister-in-law, Marie F. Strysik; brother-in-law, Clarence W. (Patricia) Lamping; numerous nieces, nephews, and cousins; and special friends, Chris Lachowski, Ray Spreitzer, and Jim Offrink.

Her collections included “A Piece of Mine” and “Homemade Love.”

Reviewing her novel “Family” in The New York Times in 1990, Roy Hoffman called it “the sort of book that ought to be read out loud.”

The ASSOCIATED PRESS BENTON – Rebecca Jane “Becky” Malkovich, a longtime southern Illinois journalist whose newspapering family includes actor John Malkovich, has died.

Malkovich was 53 when she died Monday at St. Louis’ Barnes-Jewish Hospital, five days after suffering a heart attack at her home in Benton, according to The Carbondale Southern Illinoisan, for which she had reported for nearly the past 11 years.

Malkovich became a household name throughout much of southern Illinois, covering everything from court matters to feature stories ranging from a local flower shop’s closure to an 88-year-old skydiving veteran.

“Becky’s colleagues at The Southern Illinoisan are heartsick over her untime-

ly passing,” said Gary Metro, the newspaper’s editor.

“I’ve worked with dozens of reporters in more than 30 years in the news business and never met a reporter or writer who was better than Becky. She was an inquisitive and determined reporter and a gifted wordsmith.”

John Pfeifer, the newspaper’s publisher, called her “a great storyteller. ... She’ll be missed by all of us at The Southern Illinoisan; we’ll be weaker without her.”

Born on April 25, 1961, Malkovich graduated in 1979 from Benton schools and received a journalism degree from Southern Illinois University in Carbondale. She spent nine years reporting for her family-owned Benton Evening News and later joined the Southern Illinoisan’s staff in late 2003.

Survivors also include two sons and a sister.

Peggy also loved to vacation, especially in Arizona, but above all, she loved spending time with her family who will miss her dearly.

SEATTLE – Prolific writer J. California Cooper, who was writing plays until Alice Walker suggested she switch to short stories and novels, because they were an easier path to a paycheck, has died at age 82.

Cooper died early Saturday after experiencing several heart attacks over the past few years, her daughter Paris Williams said Tuesday.

She lived most of her life in northern California and wrote more than a dozen plays and had about a dozen books published after switching to prose fiction.

She met Walker after the Pulitzer Prize winner came to see one of her plays.

“Her advice to my mother

was you should write short stories or novels because it was easier to get paid. She went home and wrote 12 stories,” Williams said.

When Cooper asked Walker to write an introduction to her first story collection, the writer who had just been honored for “The Color Purple” asked to publish the book at her own publishing house. Walker also helped Cooper get one of her stories published in Essence magazine and the book took off from there, Williams said.

Williams called Cooper a hard worker who worked a variety of jobs from a teamster on the Alaska pipeline to an escrow officer and a manicurist to pay the bills.

She went to the pipeline to work as a secretary and switched to bus and truck driving after she realized she

Chicago mayor wants Illinois to reform its drug laws

CHICAGO – Chicago Mayor Rahm Emanuel asked state legislators Tuesday to make possession of less than 1 gram of any controlled substance a misdemeanor and possession of less than 15 grams of marijuana a ticketable offense. He said the city has shown it is possible to reduce penalties for small amounts of drugs and lower crime at the same time.

But members of a committee that the mayor and Police Superintendent Garry McCarthy spoke to expressed concern that reducing the penalties might create problems around the state, starting with a possibility that local costs could rise if people who might otherwise have gone to state prison for a felony conviction are instead convicted of misdemeanors and sentenced to county jail.

Emanuel and McCarthy cited what they said are the benefits the city has seen since 2012 when the City Council – at the mayor’s urging – passed an ordinance allowing police to ticket people found with small amounts of marijuana instead of arresting them. They said, for example, that officers are able to dispatch small possession cases more quickly now, meaning they spend more time on the street fighting crime and less time doing paperwork.

Federal prosecutors charged Roxanne Jackson of Olympia Fields on Monday, according to a Chicago Sun-Times report.

Jackson was a top human resources official in the health department in 2003 and 2004.

She is accused of participating in a kickback scheme with the department’s former chief of staff, Quinshaunta Golden of Homewood, who pleaded guilty in April to bribery and taking kickbacks.

Golden is awaiting sentencing.

When Jackson left the health department, she went to work for a security company, which received about $2 million from the department to conduct background checks on nursing home residents. Monday’s court filing said the security company got $300 for each background check and Jackson agreed to pay Golden between $35 and $40 in kickbacks for each check, the Sun-Times reported.

Group pushes for better-informed votes on judges

CHICAGO – An Illinois group wants voters to be better informed about judges, who will be among the lesser known candidates on the November ballot.

The Illinois Civil Justice League unveiled an initiative Tuesday to provide biographies, ratings and other background on 158 sitting judges in the state seeking retention and another 69 candidates in contested races for seats on the bench.

The organization – a not-forprofit coalition of various citizen, business and professional associations – is posting responses to questionnaires from the candidates seeking retention and from others in contested races on the website, www.IllinoisJudges. net. It will start including its own reviews of the candidates on the same site in October.

SOUTH BEND, Ind. – Critics of privatizing the Indiana Toll Road said they fear the operator’s bankruptcy filing this week will result in less money being spent on the highway.

Chicago-based ITR Concession Co. wants to sell the toll road lease to a new operator, saying in its filing to the U.S. Bankruptcy Court in Chicago it can’t afford the debt payments from the 2006 deal under which its parent company, the Spanish-Australian consortium Cintra-Macquarie, paid Indiana $3.8 billion for the rights to run the highway and keep the toll revenue.

State Sen. John Broden of South Bend, who opposed the lease deal, said Monday he doesn’t believe assurances the bankruptcy won’t mean significant changes to the highway’s operations.

DIXON – Former Dixon comptroller Rita Crundwell, who was convicted of stealing nearly $54 million from the northern Illinois city, has argued that her pension shouldn’t be part of court-ordered restitution.

Crundwell said in an Aug. 30 letter to the U.S. Department of Justice and U.S. State’s Attorney’s Office that her pension money should be exempt from her restitution payments. She pleaded guilty to wire fraud and was sentenced to nearly 20 years in a federal prison in Waseca, Minnesota.

By DINA CAPPIELLO and SETH BORENSTEIN The Associated Press UNITED NATIONS – In the first international test for his climate change strategy, President Barack Obama pressed world leaders Tuesday to follow the United States’ lead on the issue, even as a United Nations summit revealed the many obstacles that still stand in the way of wider agreements to reduce heat-trapping pollution.

“The United States has made ambitious investments in clean energy and ambitious reductions in our carbon emissions,” Obama said. “Today I call on all countries to join us, not next year or the year after that, but right now. Because no nation can meet this global threat alone.”

But none of the pledges made at Tuesday’s one-day meeting was binding. The summit, part of the annual U.N. General Assembly, was designed to lay the groundwork for a new global climate change treaty. It also revealed

the sharp differences that divide countries on matters such as deforestation, carbon pollution and methane leaks from oil and gas production: • Brazil, home to the Amazon rainforest, said it would not sign a pledge to halt deforestation by 2030.

• The United States decided not to join 73 countries in supporting a price on carbon, which Congress has indicated it would reject.

• And minutes after Obama said “nobody gets a pass,” Chinese Vice Premier Zhang Gaoli insisted the world treat developing nations, including China, differently from developed nations, allowing them to release more heat-trapping pollution. China, the No. 1 carbon-polluting nation, signed on in support of pricing carbon and vowed to stop the rise of carbon dioxide emissions as soon as possible.

“Today we must set the world on a new course,” said United Nations Secretary-General Ban Ki-Moon, who added that pricing carbon was critical. “Climate change

is the defining issue of our age. It is defining our present.

Our response will define our future.”

In some ways, the climate summit answered that call.

The European Union said its member nations next month were set to approve a plan that would cut greenhouse gases back to 40 percent below 1990 levels by 2030. The EU also called for using renewable energy for 27 percent of the bloc’s power needs and increasing energy efficiency by 30 percent.

The United States will not release its new emissions targets until early next year.

“There were not that many surprises,” said Connie Hedegaard, the top climate official for the European Commission, referring to Obama’s speech.

Hedegaard said the first-ever limits on carbon from power plants, proposed by Obama back in June, were “a good signal to send, but after today we will still have to wait until first quarter of 2015 to see how ambitious the United States will be.”

BALDOR and BASSEM MROUE The Associated Press WASHINGTON – The onetwo-three punch of American and Arab airstrikes against Islamic State militants in Syria and Iraq was just the beginning, President Barack Obama and other leaders declared Tuesday. They promised a sustained campaign showcasing a rare U.S.-Arab partnership aimed at Muslim extremists.

At the same time, in fresh evidence of how the terrorist threat continues to expand and mutate, the U.S. on its own struck a new al-Qaida cell that the Pentagon said was “nearing the execution phase” of a direct attack on the U.S. or Europe.

“This is not America’s fight alone,” Obama said of the military campaign against the Islamic State group. “We’re going to do what’s necessary to take the fight to this terrorist group, for the security of the country and the region and for the entire world.”

Obama said the U.S. was “proud to stand shoulder-to-shoulder” with Arab partners: Saudi Arabia, the United Arab Emirates, Jordan, Bahrain and Qatar. Rear Adm. John Kirby, the Pentagon’s press secretary, said four of the five had participated in the strikes, with Qatar playing a supporting role.

U.S. Secretary of State John Kerry said Turkey, too, is join-

ing the coalition against the Islamic State group and “will be very engaged on the front lines of this effort.” Turkish President Recep Tayyip Erdogan, in New York for U.N. meetings, said he was considering expanding support of NATO operations against the Islamic State to include military involvement.

In all, Kerry said, more than 50 nations are allied in the fight.

It was a measure of the gravity of the threat and the complex politics of the problem that Syrian President Bashar Assad gave an indirect nod of approval to the airstrikes in his own country, saying he supported “any international anti-terrorism effort.” There has been concern among U.S. officials that any strikes against militants fighting Assad could be seen as inadvertently helping the leader whom Obama wants to see ousted from power.

Monday night, in three waves of attacks launched over four hours, the U.S. and its Arab partners made more than 200 airstrikes against roughly a dozen militant targets in Syria, including Islamic State headquarters, training camps and barracks as well as targets of the rival Nusra Front, al-Qaida’s branch within Syria. The first wave, conducted by the U.S. alone, focused mostly on a shadowy network of al-Qaida veterans known as the Khorasan Group, based in northwestern Syria.

Lerner noted the two men had been identified as the suspects early in the search, their Hamas connections were well known, and Hamas has repeatedly tried to abduct Israeli civilians and soldiers. Another three members of one the Qawasmeh family were arrested, he said.

“We were determined in bringing the ruthless murderers of Gilad, Eyal and Naftali to justice,” Lerner said.

“Today’s successful mission brings the long-term search to an end, and the perpetrators of the crime no longer pose a threat to Israeli civilians,” he said.

Qawasmeh’s mother Hanan described her son as “a hero” and said it was far better he had been killed in battle rather than falling into the hands of Israeli forces. “Thank God that he and the other man were martyred,” she said.

The deaths of the two suspects, identified by the Israeli military as well-known Hamas militants, ended one of the largest manhunts conducted by the Israeli security forces.

Israeli Prime Minister Benjamin Netanyahu welcomed the development.

“This episode sends a clear and unambiguous message that Israel will do whatever it needs to to deal with threats and challenges wherever they may occur,” he said.

Eyal Yifrah, 19, Gilad Shaar, 16, and Naftali Fraenkel, a 16-year-old with dual Israeli-American citizenship, were abducted June 12 while hitchhiking home in the West Bank and killed soon afterward.

The teens’ abduction and slaying prompted a large Israeli crackdown on the Islamic militant Hamas group and set off a chain of events that sparked a 50-day war between Israel and Hamas in the Gaza Strip.

Bossy lawmakers keep piling on school mandates Bad habits are hard to break. Actions by the Illinois General Assembly prove the point.

For years, legislators have had the bad habit of approving laws that require school districts across the state to add programs and services, or do things differently from before.

However, lawmakers fail to include extra cash for schools to pay for the newly mandated programs and services – hence the term “unfunded mandates.”

A look at unfunded mandates handed down by the Legislature in recent years isn’t pretty.

The average number of unfunded mandates each year since 2007? Twenty-seven.

The high-water mark was in 2011, when 46 unfunded mandates were promulgated. (Lawmakers must have felt particularly bossy that year.)

The next highest number was 42 in 2007.

As school districts opened their fall semesters last month, they were confronted with at least 24 new mandates that legislators saw fit to approve and the governor saw fit to sign into law.

The unfunded mandates keep piling up even as the state fails to pay its full share of state aid to school districts. For several years, the state has prorated its payments at the rate of 89 percent, meaning districts have received 89 cents on the dollar for all state funding they should receive.

That puts serious stress on school budgets, leaving school administrators, teachers and board members to grumble about the injustice of being forced by the state to do more with less money.

Among the new mandates this year, as compiled by the Illinois Statewide School Management Alliance: • Train students how to use external defibrillators.

• Practice how to evacuate schools in the event of shooting emergencies.

• Provide training every five years for school personnel who are required to report child abuse.

• Designate the first Monday in October as Bring Parents to School Day. Some unfunded mandates are good ideas; but without an infusion of cash to carry them out, the process inspires little enthusiasm in local schools.

Four years ago, an effort was made in the Legislature to allow school districts to opt out of future unfunded state mandates, but it failed to become law.

But former state Rep. Jerry Mitchell’s bill contained the germ of an idea that could be taken further.

We would like to see a connection made between unfunded mandates and full funding of school districts.

Cronyism needs to end in Illinois state government SPRINGFIELD – In Illinois government, it’s often whom you know, not what you know, that gets you hired.

It’s been that way under Republicans and under Democrats. Jobs are divvied out after every election like spoils of war.

It is part of Illinois’ culture of “cronyism” that allows the politically connected to prosper at the expense of the rest of us.

Cronyism comes in all stripes. It may be a politically connected company getting a handout from the state.

Or it could be an unqualified person getting a job just

And sometimes, it’s a firm that lands a contract with the state after giving contributions to the right politicians.

In the decades I’ve been covering Illinois government, I’ve seen it all.

Back when George Ryan was on trial, a book of “political favors” came to light.

His underling, Scott Fawell, had dutifully recorded every

favor the governor dispensed so someday the favor could be returned.

That’s the way the game is played in Springfield: You scratch my back, I’ll scratch yours.

The taxpayers and voters be damned.

Back in 1990, the U.S. Supreme Court ruled that a person’s politics could not play a role in whom the state of Illinois hired for most positions.

The only exceptions allowed are for a handful of positions that involved policy making and are labeled “exempt.”

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

All children left behind.

That’s the name we’d give to the 13-year-old lumbering sloth of federal bureaucracy that hurts – not helps – American school children.

The bipartisan reform championed by former President George W. Bush and the late Sen. Edward Kennedy in 2001 was intended to hold schools publicly accountable.

Each year, states release a list of so-called failing schools that grows longer and longer.

For example, more than half of Iowa schools are on it,

and that number will keep growing.

No Child was built with two obvious flaws: • The results do not measure a child or class’ systemic improvement. It compares this year’s students’ results to the previous year’s class of entirely different individuals, as if kids were combines that stream off a Deere & Co. assembly line.

• The standards shoot up each year, so that this year, 100 percent of students must show progress over the

previous year’s classes. Even Deere can’t guarantee 100 percent of all combines leave the assembly line in perfect condition.

Congress didn’t get it. But teachers figured it out immediately. It’s impossible to win.

Most states figured it out.

That’s why 43 of the 50 states sought waivers. They hoped to relieve students and teachers of the oppressive bureaucracy and lift the inaccurate label of failure off these schools.

That’s also why the National Governors Association

initiated a better reform – the Common Core – that was ushered into Iowa under Republican Gov. Terry Branstad’s administration.

We join Branstad in supporting the Common Core standards and other Iowa reforms that push student achievement, empower teachers and boost pay for reform leaders in schools.

Meanwhile, No Child lives on, falsely labeling schools as failures and consuming countless hours and dollars on useless bureaucracy.

Congressional leadership as astute as teachers might have figured it out and outlawed No Child years ago. But this Congress, focused solely on blaming and shaming, anchors American school children to this awful annual ritual.

So No Child continues to obstruct American education, distracting educators from real reforms and issuing more and more “failure” labels on schools and children undeserving of it.

Let bossy legislators continue to approve unfunded mandates willy-nilly, but also let school districts opt out of them in years when the state fails to fully fund the money it owes to local schools.

When legislators finally comprehend that their ideas won’t go anywhere without providing full state aid to schools, perhaps they will act to raise that funding from 89 percent to 100 percent.

Maybe lawmakers can’t be broken of the unfunded-mandates habit.

But starting the good habit of paying state aid in full might be an acceptable substitute.

So Illinois being Illinois, our politicians have gone into overdrive trying to reclassify positions as exempt so they can slip their “cronies” into the jobs.

In fact, that is what the whole hiring scandal now unfolding at the Illinois Department of Transportation revolves around – state workers who were wrongly classified as exempt.

You might ask: What’s the harm?

Better-qualified candidates were passed over for those positions, so they were cheated out of employ-

ment opportunities.

But more importantly, taxpayers were shortchanged by not having the most qualified people working for them.

Yes, cronyism is alive and well in Illinois.

But government cronyism affects private-sector jobs, too.

Politicians routinely give tax breaks and other subsidies to companies. Politicians do this to get bragging rights about the number of jobs they “create.”

But those jobs come at the expense of competing businesses and ordinary taxpayers.

While jobs may be created at the subsidized firm, they often are lost

at businesses trying to compete.

That’s just wrong.

When it comes to government subsidies, businesses should get: nada, zilch, zip, zero.

You got it: nothing.

A fairer approach would be to create a level playing field with low taxes and minimal regulation for all businesses.

That would promote job creation – without a hint of cronyism.

By CURT HERRON cherron@shawmedia.com NEW LENOX – With the dynamic duo of Jacob Lysik and Tyler Massa providing plenty of scoring punch, the key for Lincoln-Way Central’s soccer team is to control the midfield and be rock solid on defense.

If the squad’s last three matches are any indication, things are progressing well and the future looks bright for the Knights.

Since a 1-3 start during which they allowed 11 goals, the Knights have gone 6-1 and allowed just seven goals over that stretch.

Coach Sean Fahey’s squad hadn’t posted a shutout until its ninth match, but now it has recorded three in a row including Tuesday’s 5-0 SouthWest Suburban Conference win over Joliet Central.

“We knew that we were going to take some licks early on since we had some new kids in new places,” Fahey said.

“It does take some time, and growing pains are part of it.

We lost some big shoes in the back from last year.

“But these kids have worked their tails off, and they buy into the system and work for each other. It’s easy to have confidence now that we see results. You get the rhythm going, and it’s fun.”

Massa and Lysik each have as many goals as some entire teams have collected. They added all of the goals against the Steelmen (5-5), who were missing some players and turned in a disappointing performance in the eyes of coach Eduardo Contreras.

On the other hand, Fahey and his group grabbed the early advantage, held a comfortable 3-0 halftime lead and added two more scores shortly after the break, basically stymieing the Steelmen throughout.

“We’re on an 18-0 run with three shutouts in a row and a five-game win streak, and we’re hoping to keep that going,” said senior Freddie Bartuch, a four-year varsity starter who leads the defense.

In the fifth minute, Massa found Lysik, who connected from close range. Shortly after having another short try punched away, Lysik made it 2-0 in the 14th minute when he got free and fired in a goal.

The Steelmen tried to counter over the next few minutes with an effort from Guillermo Escobar that was deflected over the net.

That set up a corner kick from Jesus Sandoval, which was punched away by keeper Isaac Hopper, who posted his third shutout.

Massa just missed connecting a couple times around the half’s midpoint, and Steelmen Luis DeLaTorre sent in a bouncer a bit later that was covered up.

Massa and Lysik teamed up again in the 35th minute, with Massa sending a nice

pass to Lysik, who went on a long run before putting in a short attempt to make it 3-0.

The Knights struck again in the 45th minute when Brad Podobnik stole a pass and then found Massa for a closerange strike.

Then in the 48th minute, the two were at it again as Podobnik sent a pass to Massa, who looped in a shot that dipped in for the final goal.

“We’ve been working hard in practice and really focusing on keeping zeros in the games and working on set pieces a lot,” Knights senior Matt Crnich said. “We’re getting the job done and scoring a lot of goals; and if you score goals and keep zeros, it equals wins.

“We try to work really hard in the middle to keep the ball out of the back of the net and to get the ball to our forwards so they can do what they do. We’re trying to keep the momentum rolling. We’re a really close team, and we’ll do anything for each other.”

LOCKPORT – Lincoln-Way Central senior outside hitter Toni Leitshuh didn’t say anything too out of the ordinary when assessing her team’s struggles.

If the Knights play with some energy, play together, good things are going to happen.

Unfortunately for Central, that energy hasn’t been there much, with a 1-5 record through six matches.

Until Tuesday. Visiting Lockport in a SouthWest Suburban crossover match, Lincoln-Way Central shook off a tough first-set loss and cruised to a victory, 24-26, 25-17, 25-15.

“We didn’t have intensity or high energy [in a lot of matches],” Leitshuh said. “We didn’t come together as a team, and today we did. It showed. We can rely on one another and help each other out.”

For first-year coach Jodi Frigo, there have been glimpses at times within a match, within a volley, but Tuesday was the best she has seen her team play.

Central (2-5) was paced by Leitshuh (16 kills, nine digs), Candace Finnin (nine kills), Mariel Leibovitz (30 assists), Emily Ingala (12 digs) and Abby Gorecki (six kills).

“We have never clicked well as a team until tonight,” Frigo said. “This is kind of a stepping stone. We’ve been working hard, and we’re not worried about the win-loss. We’re worried about meshing as a team.”

On this night, it would have been easy for Central to give up after a disappointing loss in the first set. With set point at 24-22, Lockport rattled off four straight points to take the opener.

But, this was a different Lincoln-Way Central team.

Leitshuh already had four kills to her name in the first set, but the senior exploded offensively in the second with nine kills.

Not bad for a player who had to play as a libero her junior year with Central’s abundance of hitters and is still working to find that hitting groove back.

with her club team.

“I kind of know what I’m doing,” Leitshuh said with a smile. “My arm was all weird [not hitting], but I was able to fix that with repetition. I’m looking to get that form, that technique back.”

Leitshuh did her damage on the outside while Finnin did her own at the middle. In addition to her nine kills, Finnin finished with three blocks in

helping keep Lockport’s hitters at bay.

It wasn’t just the big blocks, either, as Finnin finessed her way to several kills with a soft touch or an easy push past Lockport defenders.

“It definitely depends on the block,” Finnin said. “See where you hit – and if there’s a hole, if the defense is there, then you know to tip it or kill it. Our passes looked a lot better, and that wasn’t so great in the last few games. Now it’s all falling together.”

The Knights cruised through the third set, a strong 6-0 service run from Leitshuh helping seal the deal with Gorecki providing the final kill.

“We haven’t had a consistent lineup as we change things,” Lange said. “We’re looking for what works for us, and I think we’ve found a combination that gets us where we need to be. It’s just a matter of sustaining that confidence and level of execution and not letting other teams gain confidence.”

BEARS INSIDER Hub Arkush The Bears definitely deserve to be 2-1.

Have they had a little bit of luck – or maybe a lot – absolutely, but show me a winning team that hasn’t.

The Bears’ passing game can run with any team in the NFL today. And the defense, while still suspect, has shown some improvement each week.

But the purpose of this exercise each week – a thorough review of the tape of their most recent game – is to learn how each unit is playing and which individuals are playing well and who isn’t.

The tape of the Bears’ 27-19 victory over the Jets reveals there is still a lot of work to do if the Bears are going to be in the playoffs, and win playoff games.

Jay Cutler was a solid B against the Jets. He wasn’t as mechanically sound or accurate as he was in San Francisco, and he got a huge break with an early whistle from the refs and a dropped

pick by Antonio Allen. But he made plays when he had to – and more importantly, he put his receivers in a position to make plays.

Matt Forte gets a B- for his second off night in a row because most of it was not his fault. Whether the Bears can’t block it or coach Marc Trestman needs to call it more often, the Bears running game is stuck in the mud.

Forte struggled because the holes weren’t there, but his effort was – and he did make a few nice plays in the passing game.

The receivers get a B- as well. Brandon Marshall had his first off game as a Bear.

Maybe it was his nagging ankle or the weight of his off-the-field distractions, but one bad game out of 35 isn’t bad.

Alshon Jeffery picked him up for the most part; and at this stage of his career, Santonio Holmes is strictly a No. 3, a role he was just average in versus the Jets.

Martellus Bennett and Dante Rosario lifted this group out of the C- range and into the low B’s, but the Bears tight ends have to start blocking better in addition to

catching the ball.

The offensive line gets a C+. Jermon Bushrod and Jordan Mills both struggled with outstanding five-technique defensive ends, and Michael Ola took a step backward after a nice first start versus the 49ers.

Kyle Long continues to play well, and Brian de la Puente had a nice night handling one of the games best zero techniques in Damon Harrison.

The defensive line gets a B-/C+. Stephen Paea was the best Bear on the field for stretches of the game, repeatedly collapsing the pocket up the middle, but he struggled at times against the run.

Lamarr Houston also brought nice pressure at times but missed plays against the run, while Jared Allen and Will Sutton were stout against the run but brought little pressure.

The Bears three sacks of Geno Smith were misleading, as they failed to bring any pressure for a good part of the game.

The linebackers also are a B-, as Jonathan Bostic – while not special – was definitely an upgrade over Shea McClellin

at the Mike; and D.J. Williams had his best game of the season.

Unfortunately, it is time to start worrying about Lance Briggs. While the TV commentators droned on and on about his leadership, it is clear through three weeks that he is missing plays he used to make routinely against the run and in coverage.

The secondary gets an A for effort, courage and, as I said, making plays!

Kyle Fuller was outstanding, and Tim Jennings played well, too. Chris Conte, Ryan Mundy and Danny McCray actually all struggled before getting hurt, and Isaiah Frey had a bad night at the nickel.

But with the game on the line late in the fourth quarter, it was Fuller, Jennings, Brock Vereen and even Ahmad Dixon stepping up and making plays, and sealing a victory that very easily could have gotten away.

Cabrera’s single lifts Tigers over White Sox THE ASSOCIATED PRESS DETROIT – Miguel Cabrera’s RBI single in the bottom of the ninth lifted the Detroit Tigers to a key 4-3 victory Tuesday night over the White Sox. The win kept Detroit a game ahead of Kansas City atop the American League Central and dropped their magic numbers to five for the division and two for the postseason.

After David Price blew a 3-0 lead in the top of the ninth, Ian Kinsler started the bottom of the inning by bouncing a single over Conor Gillaspie’s head at third, and Jake Petricka (1-6) walked Torii Hunter.

Cabrera then lined a single to left, with Kinsler scoring from second without a throw.

For most of the night, it looked like Price was going to

show exactly why the Tigers had traded for him at the deadline, taking a three-hit shutout into the ninth. Adam Eaton singled and moved to third on Alexei Ramirez’s double. That got Joe Nathan up in the pen, and after Jose Abreu struck out, Avisail Garcia lined a tworun single to center.

Brad Ausmus visited the mound, drawing boos from the crowd, but he left Price in. Dayan Viciedo flew out to right for the second out, and Paul Konerko, who was honored by the Tigers before the game, singled to move Garcia to third. Marcus Semien then blooped a single to center, tying the game.

Nathan (5-4) came in to get the final out, and picked up the victory after Petricka couldn’t get an out in the bottom of the

inning.

White Sox rookie Scott Carroll allowed two runs – one earned – in six-plus innings.

He gave up five hits and two walks while striking out four.

The Sox almost broke a scoreless tie in the fifth, as Josh Phegley hit Price’s 3-2 pitch to the wall in left, but J.D. Martinez had plenty of time to set himself at the wall and reach up to make the catch to rob a home run. Price broke into a wry smile as he watched Martinez make the play.

The Tigers took the lead in the bottom of the inning. Rajai Davis singled, and was running on the pitch when Kinsler hit what would have otherwise been an easy double-play ball.

Now in scoring position, Davis stole third and scored when Phegley’s throw trickled past

Marcus Semien and into left.

Detroit used more speed to get a run in the seventh, as pinch-runner Andrew Romine was able to go from first to third on Semien’s error, and score on Kinsler’s single. Hunter followed with a ground-rule double to make it 3-0.

TRAINER’S ROOM The Sox’s Eaton returned to the lineup after missing two games to deal with a personal matter. He led off against Price. And with the White Sox out of the race, LHP Chris Sale will make his final start of the season Wednesday instead of starting Tuesday and Sunday on normal rest. Ventura said that with Sale having been injured earlier this year, it made sense to ease him into the offseason.

FOOD A sweet way to fund pediatric cancer research Six Lockport sweet shops to host fundraiser for Shorewood foundation

By DENISE M. BARAN–UNLAND dunland@shawmedia.com LOCKPORT – When Joanne Saccomanno decided to open Cakes XO on July 1, she chose Lockport because she liked the unity among its downtown businesses.

That belief proved itself when Christina Bergbower, owner of the local Dairy Queen, approached Saccomanno and asked her to be a listed shop for the city’s first sweets crawl to raise money for pediatric cancer research. The event is Saturday.

“I thought, ‘That’s awesome. I’d love to do that,’ ” Saccomanno said.

Six Lockport shops will offer samples of specialty sweets, as well as an activity, Bergbower said.

“Crawlers” can buy tickets at participating shops. Part of the proceeds will be donated to the Shorewood-based Make Your Mark Foundation, she added.

Rachel Yukich, owner of Cool Creations, came on board once she knew a local pediatric cancer patient – the late Mark Staehely – had wanted his parents to start the foundation.

“It was his thought process to give to others,” Yukich said. “It just kind of blew my mind.”

Bergbower stresses this is an allage event. She has attended cupcake crawls with her children – ages 14, 12 and 10 – and everyone has a good time, Bergbower said.

Concerned about sugar highs?

Stretch out the festivities, Bergbower suggests.

“We’re going to hit a few shops, have lunch and then hit the other shops,” Bergbower said.

“It’s almost like a wine-tasting.

You want to enjoy the treats where you are at. You don’t want to rush, rush, rush.”

Bergbower said a friend casually commented that a sweet crawl might be more fun than a bar crawl, and Bergbower thought, “Oh, I could really run with that.”

She had two reasons for getting excited about the idea. First, Bergbower, like Yukich, was impressed with the local foundation.

Furthermore, Bergbower said Lockport is a hidden gem, a city with unique businesses that simply don’t get enough attention. Wendy Carver, owner of Hollingworth Candies, agreed.

“This will bring more people to downtown Lockport,” Carver said.

“They can see the great shops we have here.”

Marguerite Ruminski, owner of Vegan Café, feels the Sweets Crawl is a good way for people to sample delicious desserts that are dairy-, gluten- and sugar-free, whether or not they have food sensitivities.

“People are usually pleasantly surprised after they get a taste,” Ruminski said.

Bergbower is planning to make the Sweets Crawl an annual event.

“We’ve had so much fun putting it together,” Bergbower said. “We hope the community gets as excited about it as we have.”

During the Sweets Crawl, participants stop at the following locations – in no particular order – for treats and activities.

Despite six years of treatment that included three surgeries, chemotherapy and radiation, and stem cell replacement, along with blood and platelet transfusions, Mark hosted an annual toy drive for children hospitalized during the holidays.

We are looking at choosing between two fits, one balanced, in which the partners each have the same number of cards in that suit, and one unbalanced, in which one partner holds more cards than his partner.

In general, the balanced suit will make the better trump choice. But what happens in a game-going deal when that is in a minor and the unbalanced is in a major?

Then usually you select the major-suit fit because you need one fewer trick to collect the game bonus.

In this deal, when North responded two hearts, a transfer bid showing at least five spades and any point-count, South might have rebid three spades, a superaccept, to indicate a good hand with four-card spade support and a doubleton somewhere. Then, when North rebid a natural and game-forcing three clubs, South was in a quandary. If North was thinking about a slam, clubs rated to be the better trump suit. But if North was not that ambitious, four spades would probably be preferable.

Note that five clubs would have gone down two in jig time after East led the heart queen.

Against four spades, West, with an unenviable lead, chose a trump. Declarer won, drew trumps, cashed all of the clubs ending in the dummy, and played a diamond. West took that trick and led his second diamond winner. What did South do?

He calmly discarded a heart from the dummy, leaving West endplayed to open up hearts or concede a ruff-and-sluff.

New drugs for atrial fibrillation have upside, downside Dear Doctor K: I’ve been taking warfarin without any problems for years to treat atrial fibrillation. Now my doctor wants me to switch to a different medicine.

Should I? Dear Reader: Atrial fibrillation (aFib) is a rapid quivering in your heart’s upper chambers, or atria.

Instead of vigorously pumping blood down into the lower chambers (the ventricles), the quivering upper chambers let blood pool inside them. As blood sits, it can form clots. If a clot gets into the bloodstream and blocks a vessel supplying your brain, it can cause a stroke. Therefore, a person with aFib needs anticoagulant (anti-clotting) drugs.

Until a few years ago, the only option was a drug called warfarin (Coumadin). Warfarin works well, but the dosing is tricky. As a result, anyone taking warfarin must have regular blood tests to make sure the dose is correct. Too weak a dose can increase the risk of blood clots; too strong a dose can increase the risk of bleeding.

To make matters more complicated, the body doesn’t always react the same way to warfarin.

One month the dose may be just right. But the next month, the dose is either not strong enough or is too strong.

ASK DOCTOR K Anthony L. Komaroff Over the past few years, new anticoagulant drugs have become available. The new drugs available in the U.S. include dabigatran (Pradaxa), rivaroxaban (Xarelto) and apixaban (Eliquis).

But, as you asked, if you’re doing well on warfarin, is there any reason to switch? My colleague Dr. Christian Ruff is a cardiologist at Harvard-affiliated Brigham and Women’s Hospital. He says yes, there is.

The new drugs are just as effective as warfarin, but safer. Compared with warfarin, they are only half as likely to cause bleeding in the brain. The new drugs also don’t require regular blood tests, and they have fewer interactions with other drugs and foods.

But the new medications do have some downsides. For one thing, they wear off quickly. So if you miss a dose, your clot risk rises. (Warfarin is long-acting, so missing a dose or two is less risky.) And when the newer drugs cause bleeding, it is harder to stop than bleeding caused by warfarin.

The new medications are still

new. We don’t have information about possible side-effects that could develop with long-term use.

Also, the new drugs are more expensive than warfarin, and for some patients, that can be a disincentive to take them.

Also, the new drugs need to be taken twice a day, whereas warfarin is taken just once a day. Some people have trouble remembering to take medicines more than once a day. Not taking the new medicines exactly as directed – for this reason, or because they’re expensive – can increase the risk of clots.

So, when I have a patient on warfarin whose dose has proved to be very stable, and who has not had any adverse effects despite taking it for many years, I think twice about switching to the new medicines – even though I agree with Dr. Ruff that they do have some clear advantages. Call me old-fashioned, but I’m waiting for more information about the possible adverse effects of the new drugs before recommending them to every person who needs an anti-clotting drug.

She’s everything a guy could want Dr. Wallace: About a month ago, I met a girl at a party and fell “head over heels” in love with her. We are both 19 and have good jobs. We have been inseparable ever since we met. I see her five evenings a week, and when we don’t see each other, we talk on the phone. I’ve dated many other girls, but she is absolutely everything a guy could desire. She is beautiful, intelligent and has a great sense of humor. Elle Fanning likes animated feistiness

By ED SYMKUS More Content Now The Fanning sisters, Dakota, 20, and Elle, 16, have been taking turns over the past decade, starring and costarring in all sorts of different films.

Dakota best displayed her chops in “War of the Worlds” and “The Runaways” (playing the wild Cherie Currie).

Elle really shone in “Ginger & Rosa” and, more recently, in “Maleficent.”

In a great case of coincidence, both Fannings have now voice acted in the wonderfully old-fashioned stop-motion animated films of Laika, the Oregon-based studio responsible for “Coraline” (2009) and “ParaNorman” (2012).

Dakota had the lead role in “Coraline,” and now Elle has a major part as the precocious Winnie in Laika’s “The Boxtrolls,” based on the novel “Here Be Monsters.”

Elle spoke a lot about the film – and a little bit about Dakota – at a recent interview in Los Angeles.

Ed Symkus: The character of Winnie, who keeps trying to get the attention of her oblivious, cheese-lov-

ing father, isn’t even in the book. She was created for the film. How would you describe her?

Elle Fanning: She’s a 9-yearold girl, and her dad is the mayor of Cheesebridge, where they live.

Obviously, because her dad’s the mayor, she’s kind of the elite. She can be spoiled at times. The audience will probably not want to like her in the beginning, because she’s definitely bratty. But you get to see her sensitive side come out as the movie progresses, and you realize that she just wants attention from her dad, because he is too distracted with cheese.

I do think that Winnie can be overdramatic, and that she sometimes takes things a little too far. But I love her sassiness, and it was fun for me to do.

Symkus: Was it very difficult to handle the posh British accent?

Fanning: I had done the British accent twice before so I’m comfortable with the rhythm of it. But still, you’re always intimidated, because you don’t want to let down or insult anyone who really has that accent.

I worked with a dialect

coach to perfect it and get it right, and it was really helpful in finding Winnie’s voice.

At our first voice session, we kind of played around to find the right tone. There were a couple of earlier scripts, and in the beginning, Winnie was even more snooty and you really didn’t like her.

Then when we went in and found her voice, we thought, maybe we can make her a little more likeable, or just feisty but not so mean-spirited. That’s how we found our way in.

Symkus: How did you prepare for an animation role?

Fanning: It’s still a character, so I still prepare the same way – just imagining that I was this girl. When I go in, I always take my shoes off in the booth. And I felt that because Winnie was so energized, I never sat down.

At first I was more conscious of my face, but then I realized it doesn’t matter what you look like, and I could really exaggerate. You could overdo it, and when you’re acting for animators, more is great.

When you’re doing live action, more is overacting

and that’s not what you want.

You want more subtlety.

Symkus: Did you talk to Dakota about working on “Coraline” before you took on this role?

Fanning: I knew about Laika and stop-motion from when she was doing that. I went with her [to the studio] and looked at all the “Coraline” sets.

About three years ago they asked me to be part of “The Boxtrolls,” and I wanted to do it right away, because I know how unbelievable their world is and what they do.

But Dakota and I don’t really talk about films; it’s like an off-limit area. So, she didn’t give me any advice on it, but she was happy that I was doing it.

She has her Coraline statue, and I have my Winnie statue.

Symkus: The film is really all about cheese. Do you have a favorite cheese?

Fanning: I do. I love Verata goat cheese. You can’t go wrong with cheddar cheese, either. I love cheese.
