JOLIET – The long-term unemployed face a dilemma: The longer they go without a job, the less desirable job candidates they become.

Sometimes it’s because employers see that gap in their employment history as a sign of poor commitment or lack of strong skills. Other times it’s because the people themselves are ill-equipped to work in industries looking for more workers.

These issues and attempts to find solutions were part of a discussion that the Workforce Investment Board of Will County organized Thursday at Joliet Junior College. A presentation was given to business, state and national leaders by Melanie Arthur, a national consultant who specializes in effective workforce development systems.

Pat Fera, Workforce Board manager, said the board recently had a discussion about the misconceptions of the long-term unemployed – those who’ve been out of work six months or longer – among employers.

“What came up is they’ll look at a resume and say, ‘Wow, they’ve been out of work for a year, two years.

They must not work very hard because you can get a job anywhere. They must not be trying,’ ” she said.

The status of being longterm unemployed was stated in Arthur’s presentation as one reason people stay unemployed. Other factors were slow job growth, slow hiring cycles, skills mismatch, job

In Will County, the unemployment rate dropped from 12.5 percent in January 2010 to 7.4 percent in June this year, according to Arthur’s presentation. But there still are more than 27,000 residents in the county who are unemployed and an estimated 9,000 who are long-term unemployed.

Nationally, the outlook for jobs has been at its best since the years before the Great Recession in 2009, when the jobs outlook was at its worst, according to Arthur’s presentation. And yet employers are having difficulty filling jobs.

Some of the main reasons cited are lack of hard skills, lack of soft skills and available applicants.

For employers, one solution discussed was to make sure hiring procedures do not screen out people based on their unemployment status, Arthur said. For the long-term unemployed, they could benefit from volun-

Becky Kowall, a human resources generalist for Sikich, said she was once a long-term unemployed job seeker. She lost her job with a municipality and decided to go back to school to finish her degree and she eventually found work in human resources. But she noticed questions about her employment gap.

“There was a little bit of that perception of, ‘What’s wrong with her? Why hasn’t she been able to find work?’ ” Kowall said.

LOCAL BRIEF Joliet city attorney plans to resign JOLIET – City Attorney Jeff Plyman has announced he plans to retire.

Plyman will step down once a replacement is found, City Councilman Jim McFarland confirmed Friday.

Plyman has been the city’s top attorney for nearly 15 years. A former assistant city attorney, he succeeded his boss, Tom Thanas, for the position in 1999.

The job opening was posted by the city Friday afternoon.

The position, which will pay between $113,000 and $155,000, reports directly to the city manager.

4 years of college not the only career path

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The future of labor may depend on young people developing the right skills early on.

But how those skills are gained – whether it be through career and technical high school classes, apprenticeships with local unions, community college or the traditional four-year university – is entirely up to the individual, said Dede Woodard, curriculum director for career and technical education at Joliet Township High School District 204.

“It’s not our goal just to get kids to college. College is a pathway, but all of our students are headed for a career,” Woodard said. “What we’re trying to convey is that it’s not enough to just have a high school diploma anymore if you want a good-paying job.”

The national unemployment rate for those ages 16 to 24 stood at 14.3 percent in July, down from 16.3 percent about the same time last year, according to the U.S. Department of Labor. That’s a significant drop from July 2010 during the recession, when youth unemployment stood at 19.1 percent – a record high – as young people bore the brunt of rise in unemployment.

Woodard said rigorous academia and hands-on training at the high school level are key.

At both JTHS’s West and Central campuses, students can choose to enroll in one of five career academies – Health & Medicine, Arts & Communication, Human Services, Business Management & Information Systems, and Science, Technology Engineering & Mathematics.

Each focuses on college and career preparation and provides students with both academic and hands-on learning experiences, Woodward said.

Take woodshop class, for example. Though only 16,

The skills Dolac is learning now will help him after high school, when he plans go to college and eventually land a

job in architecture, construction or engineering.

“I’ve always enjoyed this, and it’s something my family has always been into,” Dolac said.

Bell, said Dolac is a “prime candidate” for next summer’s School-to-Apprenticeship program – a competitive, regional apprenticeship offered through the Illinois State Board of Education’s Three Rivers Education to Employment System.

The program, which serves both Will and Grundy counties, offers skilled and academically strong high school juniors real-world experience in their chosen career by matching them with local unions, said Neal Kauffman, project coordinator for TREES. The apprenticeships meet the needs of students who may not necessarily be on the college track and also provides the opportunity for good paychecks not long after graduation, Kauffman said.

“I’m not against four-year degrees, but we do tell them there are other options. If you really have a passion for something, you can get the training, get a certificate or an associate degree and find a job,” Kauffman said. “The skills sets you can learn are invaluable.

“They can learn and earn,” he added, noting students who participate in the apprenticeship can make anywhere between $17 and $20 an hour, depending on the industry.

About 20 to 25 students from area high schools participate each year in the summer program. An advisory board made up of mostly union leaders interview with the students to find the best match, he said.

“Once they go through the apprentice training, they’re prime targets for all these companies,” Kauffman said.

Hoerrmann Hotel MANHATTAN – In 1895, Gustave Hoerrmann and his wife Anna started a bakery and their sons and daughter helped in the business.

The bakery business, which began in a small white building near their home, expanded quickly and included fresh delivery in the area. To accommodate Anna’s growing bakery, a two-story brick building was erected in 1906 at the corner of West North Street (Monee Road) and State Street (Route 52) to help with the expansion.

This building, shown in the Then photograph, first started as the Hoerrmann Hotel (some times called the Hoerrmann Transit House) and soon a restaurant and ice cream parlor addition were added.

According to newspaper accounts, the hotel was known for “good food and comfortable surroundings,” and meals and lunches were served with the “greatest care.” Mr. Hoerrmann was a wonderful proprietor that made every effort to offer patrons the convenience of a “modern and up-to-date hotel” that the community enjoyed. Around 1910, a new section was attached to the building and Hoerrmann’s sons helped to run a small tavern.

In 1914, the building was enlarged yet again to include a store and several apartments. The same year, a separate building was constructed just south of the hotel on State Street, and soon was known by everyone as the Hoerrmann Little Theater. The theater was used for a variety of events over the years, including stage shows, piano recitals, movies, vaudeville shows and graduation ceremonies. By 1950, the American Legion purchased and remodeled the old theater building to accommodate their growing membership.

In the early1990s, the American Legion building was sold and converted yet again and soon housed other businesses.

Around the same time, the old hotel building, which had been abandoned for many years, was purchased and remodeled into an apartment complex. The Now image shows a view of the old Hoerrmann Hotel looking west from North Street.

Shorewood HUGS ice bucket challenge gives courage to others VIEWS Kris Stadalsky I’m not unlike a lot of people who have declared they wouldn’t take the popular ice bucket challenge for ALS. It’s not that it’s not a good cause, it’s just that I absolutely hate cold water. I don’t even like to swim because it takes me forever to get into a pool, even a heated one.

But then a friend called me out to take the challenge. And then another did.

I’ve done a few crazy things in my day, like getting extricated from a “vehicle crash” by the jaws of life during the Channahon Fire Department’s open house to get a firsthand story. I biked along the Danube River in Austria as part of a boat and bike tour with my sister (she’s the one who loves biking). And I went on a hot air balloon ride at sunrise in Africa so my girlfriend could realize her dream.

So even though I’m not a wimp, ice cold water – no thanks.

Then I had a last-minute story lead a week ago Sunday.

Shorewood HUGS (Helping You Get Started), a great organization that provides wishes

to people in need, was holding a group ice bucket challenge at the Troy Fire Department’s station on Seil Road.

The fire station’s front lawn was packed with people who came out to support HUGS, ALS and another beneficiary of the donations, the Joe Clark Cocktail and Chemo fund.

Having everyone get together and do it as a group was the “wonderful idea” of HUGS member Rita Guenther, HUGS president Molly Babyak said with a bit of sarcasm in her voice.

The challenge was held in honor of Shorewood Fireman Derek Hogg’s Go Fund Me campaign. Hogg is a young father of two who is battling ALS. HUGS member Natalie Mareci lost her father to ALS in February. She and her two young daughters, Edie, 6, and Carmella, 3, all braved the icy bucket of water in his memory.

Kyle Koetz of Joliet and his family came out to support HUGS. Koetz is battling lung cancer for the second time and is a recipient of a HUGS wish – to go skydiving, which he will do in late September, he said.

Koetz and his wife, Jenny, and son, Jonathan, took turns pouring water on each other.

He too said he had vowed

never to do the ice bucket challenge, but the minute he saw the HUGS group on Facebook he knew he had to be there.

After witnessing all the fun, but also the wonderful and heartfelt sentiments I heard at the HUGS challenge, I knew I wasn’t going to be able to refuse my own challengers.

So two days after the HUGS event, I sucked it up and had a freezing cold bucket of water dumped over my head – very slowly. I screamed like a little girl. It was so cold I got a brain freeze.

I’m glad I did it, though, and I’m glad it’s over. I paid my dues and now I’ll pay my money to ALS. It really is a wonderful way to raise money for ALS, and other diseases and illnesses that don’t get as much attention. Local races Both local party leaders are confident about how local races are shaping up, including highly contested ones such as county sheriff, and Districts 2, 5 and 9 on the Will County Board.

Ronkowski said he has “stellar, hardworking” candidates in all the races. Everyone has been “knocking on doors” and getting the word out, he said.

Pyles noted how political newcomer Lauren Staley-Ferry’s “hard work” secured her a spot on the November ballot when she edged out incumbent Diane Zigrossi of Crest Hill earlier this year.

He thinks his party’s candidates can do the same in November by mirroring Staley-Ferry’s successes.

JOLIET – Local party leaders are bracing for the November elections – now less than 10 weeks away.

On the Republican side, party leaders are passing out yard signs to Republicans – and even some Democrats who are “fed up,” said Edward Ronkowski, Will County Republican Central Committee chairman.

Ronkowski is predicting a big turnout in the governor’s race for Republican candidate Bruce Rauner.

That could cause a “coattail effect,” he said, meaning voters’ choice for governor will affect their choices for legislators and local leaders.

“It’s all relative. We may not set a record in total turnout, but we, as Republicans, are going to do very good in a

higher percentage of Republicans getting out, as opposed to the Democrats,” Ronkowski said. “People are fed up.”

Not so fast, said Scott Pyles, Will County Democratic Central Committee chairman. He also expects a good turnout in his party at the federal, state and local levels.

To help the cause, party leaders statewide are going door-to-door, asking so-called “drop-off voters” – people who come out for presidential elections but tend to stay home for midterm elections – to sign a pledge card, stating they’ll vote in November, Pyles said.

So far, there’s been a great response, with Will County having “one of the highest margins” statewide for pledge card returns.

He said the idea is borrowed from the campaign of Democratic Virginia Gov. Terry

By DENISE M. BARAN–UNLAND dunland@shawmedia.com JOLIET – Bill Warren of Joliet said his wife Camilla was an interesting person – and she proved it right from the start by agreeing to elope.

Bill had good reasons for the elopement. He was 19; she was 17. He was managing a pizza place near Western Kentucky University – the school they both attended. Bill met Camilla when she applied for a job.

She didn’t get the job, Bill said, but after dating her four times, Bill knew she was “the one.”

“She just lit up a room,” Bill said.

Because of their ages, Bill anticipated objections, but Bill felt they were marrying each other, not their families.

So they eloped to Tennessee.

That same day, Bill had Camilla back home to her mother’s house by 10 p.m. Bill returned to his apartment above the pizza place.

“We waited three months to

tell our families,” Bill said.

Neither Bill nor Camilla finished college, but they did have 44 happy years together, Bill said. They have two children – William Jr. and Homer – and five grandchildren, all of whom live in Joliet.

One disagreement centered on the naming of their firstborn. Bill wanted to name his first son after his father and Camilla wanted to give him Bill’s name. But Bill was serving in Vietnam when the baby was born, so Camilla won.

Bill felt the fact that he was the oldest of four boys and Camilla was the youngest of three girls created some differences of opinions – especially when it came to raising children – but nothing they couldn’t solve, he said.

“She always spoke her mind,” Bill said, “which I always appreciated.”

When Bill returned from Vietnam, the family moved to Joliet. At first, the couple managed two motels, one in Braidwood and then one in Joliet.

A new yearlong program being offered at Joliet Junior College, called “My Future,” is one option, said Pat Fera, manager for the The Workforce Investment Board of Will County, which funds the program.

“For young people, we know that making that transition from secondary education into the workforce can be really hard,” Fera said. “This program is for youth who may have just completed high school or not had a successful high school experience.

They’re just trying to figure out their next step, which can

be pretty daunting.”

The “My Future” program is available to eligible, low-income individuals ages 17 to 21 who have earned a high school diploma or GED, according to JJC’s website. Those who enroll in the program receive scholarships, free occupational skills training, mentoring and work readiness workshops, along with employment placement at the end of the program.

Those who enroll in the program must choose to work in high-demand jobs in Will County, including registered nursing, information technology, truck driving or food production and manufacturing.

There’s a long list of occupations, she said.

“We do this because it doesn’t make sense to for us to spend federal, public dollars in an occupation where there’s not necessarily a job at the end,” Fera said.

Eventually Bill worked as an operating engineer – as his father and grandfather did before him.

The more adventurous Camilla earned her emergency medical technician license and then worked a variety of unre-

lated jobs.

These jobs included the sporting goods department at Montgomery Ward, in the former Jefferson Square Mall in Joliet and as food supervisor at Stateville Correctional Center.

At Bill’s suggestion, Camilla joined him as a heavy equipment operator on construction sites. Bill said, that job had only one downside.

“She didn’t like the cold weather,” Bill said.

But Camilla had a homey side, too. She was an outstanding cook, baker, seamstress and quilter. She loved attending quilt shows in and out of state – and Bill often accompanied her.

Camilla retired from fulltime employment when the first grandchild was born to be a full-time grandma, Bill said.

She even served as a board member for Union School District 81, where her children and grandchildren attended.

Eighteen months ago, a bout

of pneumonia turned out to be inoperable lung cancer. After Christmas, the lung cancer was gone – and so was hers and Bill’s retirement fund, which bothered Camilla, he said.

“Cancer is expensive,” Bill said.

But it did mean Camilla could take one of the teen grandchildren on a trip to Kentucky’s Mammoth Cave National Park during spring break in March, Bill said. Soon after returning home, Camilla had trouble walking. Tests showed the cancer had spread to her brain.

Camilla was 62 when she died May 31 – ironically, just six hours short of being eligible for Social Security, Bill said. He said he feels lost without her.

“She was a jewel,” Bill said.

JAMES K. GALE Born: April 5, 1937; in Morris Died: Aug. 30, 2014; in Wilmington James K. Gale, age 77, of Wilmington, passed away Saturday, August 30, 2014, at his home.

Born April 5, 1937, in Morris, James Keith was a son of the late Keith and Mary Margaret (Cushing) Gale. He was raised in Morris until moving to Coal City his junior year of high school. He was a 1955 graduate of Coal City HS and went on to further his education at Western Illinois University.

In March of 1958, Jim was inducted in the US Army, where he served in the Pacific until being honorably discharged. On July 14, 1962, Jim married Aldeene Rink in St. Rose Catholic Church in Wilmington, and together they made their home and raised their family in Wilmington.

Jim worked as an IBEW #1942 Stewart and at Amoco Oil before returning to school in 1964 to become a real estate broker. Jim sold real estate throughout the area for more than 35 years, until retiring from Gale Real Estate, which he owned and operated.

He was a 26 year veteran of Will County politics and spent four years on the Wilmington City Council. As a County Board member, Jim served on the Capitol Improvements Committee, Finance and Operations Committee and the Will County Adult Entertainment Watchdog Group. Jim also served as a Commissioner on the Will County Forest Preserve, Chaired the Will County Land Use Committee and was appointed Chairman of the Joliet Arsenal Reuse Committee by former Congressman George Sangmeister. Jim helped to bring two business parks, a national tallgrass prairie and a national cemetery to his district. He supported the I&M Canal National Heritage Corridor project, and he served on the Abraham Lincoln National Cemetery Veterans Support Committee.

He was an active member of St. Rose Church in Wilmington, where he served as a Eucharistic Minister, was on the board of directors of Galowich YMCA, was a member of the Wilmington Lions Club, charter member of the Coal City Area Club

and belonged to the Knights of Columbus and the Wilmington Moose Lodge #241. Jim enjoyed hunting, fishing and camping, and took great pleasure in traveling. He cherished his family and children, and adored his four grandchildren.

Survivors include his loving wife of 52 years Aldeene; daughters: Cindy Gale of Naperville and Sheri (Steve) Smith of Joliet; grandchildren: Alexis Mansfield, Taylor Mansfield, Brianne Smith and Gavin Smith; brothers-in-law and sisters-in-law: Bob and Martha Rink of Wilmington, Gary and Diane Rink of Coal City and Diane and Ned Robertson of Manteno; and numerous nieces and nephews; as well as a host of friends and his faithful companion Lucky Lady.

Jim was preceded in death by his parents: Keith Gale and Mary and Bill Black; brother, Billy Black; and his father and mother-in-law: Al and Libby Rink.

Visitation and video tribute will be Wednesday, September 3, 2014, between the hours of 3:00 p.m. and 8:00 p.m. at Baskerville Funeral Home, 700 East Kahler Road in Wilmington (815/476-2181). Funeral services will follow Thursday morning, September 4th at 10:00 a.m. in St. Rose Catholic Church, 604 S. Kankakee St. in Wilmington, where a Mass of Christian Burial will be celebrated with Rev. Steve Bondi officiating. Burial with full military honors will be in Abraham Lincoln National Cemetery, Elwood.

JAMES P. MCNAMARA Born: March 14, 1947; in Joliet, IL Died: Aug. 27, 2014; in Joliet, IL James P. McNamara “Mac”, age 67, of Joliet, passed away Wednesday, August 27, 2014, at the Joliet Area Community Hospice Home.

Born March 14, 1947, in Joliet, James was the son of the late Raymond and Helen L. (Boland) McNamara. He was raised in Joliet and

graduated from Lincoln Way High School, with the class of 1965.

Mac entered the United States Marines on March 1, 1967, and was stationed at Chu Lai, Vietnam. He served with the First Marine Aircraft Wing (VMFA-314), as an Aircraft Missile Control Technician, and was honorably discharged as a Sergeant E-5.

After returning home from the service, Mac began his career by enrolling in a four year manufacturing course with Caterpillar Tractor Company. Following graduation, he ran machines until being promoted to a Special Training Advisor. It was that role that later lead him to becoming a Manufacturing Supervisor. The remainder of his career was in the hydraulic divisions (valves), and Mac retired as Operations General Supervisor for hydraulic, machining and assembly.

Mac was a life member of the VFW Cantigny Post 367 in Joliet; he belonged to Joliet HOG and ABATE, and was an APA member who played pool for Dealers Choice.

Mac was an avid Chicago Bears and Cubs fan, and in his retirement, truly enjoyed riding his Harley and spending time with his grandchildren.

Survivors include his daughter, Colleen (Richard) Guinto of Joliet; four grandchildren, Andrew, Bradley, Danielle and Nathan Guinto; and longtime girlfriend, Kim McCammon.

James was preceded in death by his father, Raymond D. McNamara; mother, Helen L. Calcaterra; step-father, Louis Calcaterra; sister, Mary Sandra McNamara; and his son, Sean P. McNamara.

Visitation will be held on Tuesday, September 2, 2014, between the hours of 4:00 p.m. and 8:00 p.m., at Blackburn-Geigerich-Sonntag Funeral Home, 1500 Black Road in Joliet (815-744-4444). Funeral services will follow Wednesday, September 3, 2014, meeting at the Cathedral of St. Raymond, 604 North Raynor Avenue in Joliet, where a Mass of Christian Burial will be celebrated at 10:00 a.m. with Reverend Pete Jankowski officiating. Bruce Rauner vow revives governor’s mansion question

By SOPHIA TAREEN and JOHN O’CONNOR The Associated Press SPRINGFIELD – It’s been more than a decade since an Illinois governor lived full time at the state’s Executive Mansion, but once again a Chicago-area candidate’s promise to make his home there has revived the question of just how important it is for the state.

Wealthy Republican businessman Bruce Rauner, who lives in the upscale Chicago suburb of Winnetka, has emphasized his intention to call Springfield home if he defeats Gov. Pat Quinn in the November election. The Chicago Democrat says he will continue to split his time between the two places after initially vowing to live downstate full time. The candidates confirmed their plans in Associated Press candidate questionnaires.

The last governor to live in the 1855 manor full time was former Gov. Jim Edgar, a Republican and former secretary of state from Charleston who was already living in the capital. The last Chicago-area native to live at the mansion consistently was Jim Thompson, who spent considerable time there before moving back to Chicago for his daughter’s schooling toward the end of his 14-year tenure.

While the duties of the job have shifted toward Chicago in recent years, the two former governors agree with political experts and many downstate residents that having a governor living in Springfield makes a difference. The state’s chief administrator is closer to the state workforce and avoids at least the impression of giving preferential treatment to Chicago and largely Democratic urban dwellers over the rest of the state.

“It has a special political significance,” Thompson said, arguing that living in

Springfield helped him find a balance between interests and exercise more leverage.

“You know when the governor invites you to the mansion, you are obligated” to show up.

Edgar agreed.

“You are more attuned, you are more involved,” Edgar said. “Downstate people take that very seriously. They take pride in the mansion.”

Quinn has taken some heat for not spending more time in Springfield. He’d initially vowed to live there full time. It was seen as a departure from his predecessor, Rod Blagojevich, the now-imprisoned Chicago Democrat who rankled some by avoiding staying at the mansion, even for one-night stays.

Quinn has averaged fewer than 70 nights a year there, according to aides. The stays are generally when the Legislature is in session and he doesn’t linger, often leaving for his West Side Chicago home right after a major address or event.

“I split my time between Chicago and Springfield,” Quinn wrote in his AP questionnaire.

Rauner now is making the same initial promise, writing in his questionnaire: “I look forward to living in the Governor’s Mansion and would consider it an honor.”

The vow has prompted skepticism that a multimillionaire businessman, who owns additional residences in Montana and elsewhere, will forego those places for a midsized central Illinois community about 220 miles away from Chicago’s North Shore.

At the same time, experts said there are legitimate reasons for a governor to be in Chicago. Today, a lot of state government operates out of the city, particularly since the mid-1980s when the state’s James R. Thompson Center was built. Thousands are employed there and statewide officials have offices there.

Quinn to live on minimum wage for a week

CHICAGO – Gov. Pat Quinn, who has made his push to raise the state’s minimum wage a key component of his re-election campaign, said Sunday he will live on the equivalent of a minimum wage salary for the next week.

Quinn said he plans to spend no more than $79 on food and other expenses – a figure his office says is the estimated amount that someone working full time for the state’s minimum wage of $8.25 an hour has to spend after housing costs, transportation costs and taxes.

“Some of our hardest working men and women are living in poverty, and that’s not right,” Quinn said in a statement.

Although the news release did not mention Republican opponent Bruce Rauner by name, it follows the release of an ad that harshly criticizes the multimillionaire and Rauner’s statement late last year that he favored cutting the minimum wage by $1.

Infection affecting west-central Illinois soybeans

PLEASANT HILL – There is evidence of the beginnings of a soybean crop infection in some parts of west-central Illinois.

The soil-based fusarium organism causes the sudden death syndrome. Experts say the organism keeps the plant from sending water and nutrients to the leaves. The leaves start dying and turn yellow and brown.

It could potentially affect crop yields in a year that the U.S. Department of Agriculture said will be a record soybean harvest across the country, with an estimated yield of 45.4 billion bushels.

The Alton Fire Department’s fire boat, Marine One, arrived just as the boat was reaching the shore and both QEM and Alton flooded the boat, which bore Missouri registration tags, with water, extinguishing the flames.

Quinn announces $14.4 million in park grants

CHICAGO – Illinois Gov. Pat Quinn has announced $14.4 million in investments for park development and storm water management on Chicago’s south side and south suburbs.

Projects include a $2.1 million grant for an expansion of the Sandridge Community Center in

Calumet City, a $2 million grant for the Dolton Park District to expand and renovate its main field house, and $200,000 to improve streets and sewers throughout Evergreen Park.

Bank loans used to collect unpaid medical bills

ST. LOUIS – A health system with hospitals in Missouri, Illinois, Oklahoma and Wisconsin has started working with a bank to offer interest-free loans to patients with unpaid medical bills.

Since SSM Health Care inked a deal with Commerce Bank five months ago, $6.5 million has been lent to about 4,000 patients, the St. Louis Post-Dispatch reported. Patients get the loans without undergoing credit

checks, and Commerce Bank receives a service fee for administering them.

“The need for something like this has always existed,” said Paul Sahney, vice president of revenue management for SSM Health Care, noting that outof-pocket health care costs are rising significantly.

Hospitals have long worked out payment plans with patients in-house. But Sahney said his hospitals aren’t positioned to effectively manage monthly payments from patients like banks already do with home and car loans.

4 shot to death in Elmhurst

ELMHURST – An 82-year-old suburban Chicago man shot and killed his wife

and two adult children before turning the gun on himself, DuPage County Coroner Richard Jorgensen said Sunday.

Francis Stack killed wife Joan Stack, 82, and their children Mary Stack, 57, and Francis Stack Jr., 48, Jorgensen told the Chicago Sun-Times after autopsies scheduled Sunday.

Police officers performing a well-being check found the four family members’ bodies in their Elmhurst home Saturday evening.

Kim Zoeller, president and CEO of the Ray Graham Association for the Handicapped, said Francis Stack Jr. and Mary Stack received services and housing from the organization for decades.

The getaway, combined with the departure of another entrapped group of Filipino troops, marked a major step forward in a crisis that erupted on Thursday when Syrian rebels began targeting the peacekeeping forces. Ferguson’s flashpoint sparks national outrage LOS ANGELES – They were killed in Wisconsin, New York and California. Some were shot on the street. One was killed in a Wal-Mart. Another died after being placed in a chokehold. All died at the hands of police and all have been united by one thing: the killing of Michael Brown.

Details may differ, circumstances of their deaths may remain unknown, but the outrage that

erupted after the Aug. 9 fatal shooting of the unarmed, black 18-year-old by a white officer in Ferguson, Missouri, has become a rallying cry in protests over police killings across the nation.

While there’s been nothing approaching the violence seen in the St. Louis suburb, demonstrations fueled by a sense of injustice and buoyed with the help of social media have rolled across cities, regardless of whether the shootings took place last week or last month.

The spark, said Garrett Duncan, an associate professor of education and African-American studies at Washington University in St. Louis, was how Ferguson police bungled the aftermath of Brown’s killing, leading to rioting and looting in the face of a heavily armed police force and, later, the National Guard.

Iraqi forces break militant 6-week siege of Shiite town

YACOUB The Associated Press BAGHDAD – Iraqi security forces and Shiite militiamen on Sunday broke a six-week siege imposed by the Islamic State extremist group on the northern Shiite Turkmen town of Amirli, as a suicide bombing killed 14 people in Anbar western province, officials said.

Army spokesman Lt. Gen. Qassim al-Moussawi said the operation started at dawn Sunday and the forces entered the town shortly after midday.

Speaking live on state TV, al-Moussawi said the forces suffered “some causalities,” but did not give a specific number. He said fighting was “still ongoing to clear the surrounding villages.”

Breaking the siege was a “big achievement and an important victory,” he said, for all involved: the Iraqi army, elite troops, Kurdish fighters and Shiite militias.

Turkmen lawmaker Fawzi Akram al-Tarzi said they entered the town from two directions and were distributing aid to residents.

About 15,000 Shiite Turkmens were stranded in the farming community, some 105 miles north of Baghdad.

Instead of fleeing in the face of the Islamic State group’s rampage across northern Iraq in June, the Shiite Turkmens stayed and fortified their town with trenches and armed positions.

Residents succeeded in fending off the initial attack in June, but Amirli has been surrounded by the militants since mid-July. Many residents said the Iraqi military’s efforts to fly in food, water and other aid had not been enough, as they endured the oppressive August heat with virtually no electricity or running water.

State TV stopped regular programs and started airing patriotic songs following the victory announcement, praising the country’s security forces. They have been fighting the militants for weeks without achieving significant progress on the ground.

On Saturday, the U.S. conducted airstrikes against the Sunni militants and airdropped humanitarian aid to residents. Aircraft from Australia, France and Britain joined the U.S. in the aid drop, which came after a request from the Iraqi government.

The U.S. Central Command said another airstrike on Sunday damaged a tank used by Islamic State fighters.

The Pentagon’s press secretary, Rear Adm. John Kirby, said military operations would be limited in scope and duration as needed to address the humanitarian crisis in Amirli and protect the civilians trapped in the town.

The Islamic State extremist group has seized cities, towns and vast tracts of land in northeastern Syria and northern and western Iraq.

It views Shiites as apostates and has carried out a number of massacres and beheadings – often posting grisly videos and photos of the atrocities online.

The U.S. started launching airstrikes against the Islamic State extremist group earlier this month to prevent the insurgents from advancing on the Kurdish regional capital Irbil and to help protect members of the Yazidi religious minority stranded on Mount Sinjar, in Iraq’s northwest, where U.S. planes also dropped humanitarian aid.

The U.S. also launched airstrikes near Mosul Dam – the largest in Iraq – allowing Iraqi and Kurdish forces to retake the facility, which had been captured by Islamic State fighters.

U.S. once trained Alaskans as secret ‘stay-behind agents’

By ROBERT BURNS The Associated Press WASHINGTON – Fearing a Russian invasion and occupation of Alaska, the U.S. government in the early Cold War years recruited and trained fishermen, bush pilots, trappers and other private citizens across Alaska for a covert network to feed wartime intelligence to the military, newly declassified Air Force and FBI documents show.

Invasion of Alaska? Yes. It seemed like a real possibility in 1950.

“The military believes that it would be an airborne invasion involving bombing and the dropping of paratroopers,” one FBI memo said. The most likely targets were thought to be Nome, Fairbanks, Anchorage and Seward.

So FBI director J. Edgar Hoover teamed up on a highly classified project, code-named “Washtub,” with the newly created Air Force Office of Special Investigations, headed

by Hoover protege and former FBI official Joseph F. Carroll.

The secret plan was to have citizen-agents in key locations in Alaska ready to hide from the invaders of what was then only a U.S. territory.

The citizen-agents would find their way to survival caches of food, cold-weather gear, message-coding material and radios. In hiding they would transmit word of enemy movements.

This was not civil defense of the sort that became common later in the Cold War as Americans built their own bomb shelters. This was an extraordinary enlistment of civilians as intelligence operatives on U.S. soil.

This account of the “Washtub” project is based on hundreds of pages of formerly secret documents. The heavily censored records were provided to The Associated Press by the Government Attic, a website that publishes government documents it obtained through the Freedom of Information Act. The Russians never invaded, of course.

It was an assignment that federal officials acknowledged (to each other, if not to the new agents) was highly dangerous, given that the Soviet Union’s military doctrine called for the elimination of local resistance in occupied territory.

To compensate for expected casualties, a reserve pool of agents was to be held outside of Alaska and inserted by air later as short-term replacements. This assignment was seen as an easier sell to potential recruits because “some agents might not be too enthusiastic about being left behind in enemy-occupied areas for an indefinite period of time,” one planning document noted dryly.

“Washtub” was not, however, a washout.

It operated from 1951 to 1959, according to Deborah Kidwell, official historian of the Air Force Office of Special Investigations, or OSI. “While war with the Soviet

Union did not come to Alaska, OSI trained 89 SBA (stay-behind agents), and the survival caches served peacetime purposes for many years to come,” she wrote in an OSI magazine last year.

With the benefit of hindsight, it would be easy to dismiss “Washtub” as a harebrained scheme born of paranoia. In fact it reflected genuine worry about Soviet intentions and a sense of U.S. vulnerability in a turbulent post-World War II period.

As the plan was being shaped in 1950, Soviet-backed North Korea invaded South Korea, triggering a war on the peninsula that some in the Pentagon saw as a deliberate move by Moscow to distract Washington before invading Europe. The previous summer the Soviets stunned the world by exploding their first atomic bomb. Also in 1949, the U.S. locked arms with Western Europe to form the NATO alliance, and Mao Zedong’s revolutionaries declared victory in China, adding to American fear that communism was on the march.

Schools should follow doctors’ start time Rx Despite the harmful effects of sleep loss on adolescents, many school districts maintain cock-crow start times for high school students.

Reasons for the status quo run the gamut, from “it’s always been this way” to “it’s too hard to change.” But a national organization of doctors who treat children is weighing in on what it calls a public health issue. We only can hope its definitive call for more sensible schedules will spur school officials to stop making excuses.

In a statement last week, the American Academy of Pediatrics recommended that middle and high schools delay their first bell to 8:30 a.m. or later. The policy statement, four years in the making, cited studies showing that adolescents who don’t get enough sleep often have physical and mental health problems, are at increased risk of automobile accidents, and might be unable to perform at their academic potential. An estimated 40 percent of high schools in the country have bell times before 8 a.m., while more than 20 percent of middle schools start at 7:45 a.m. or earlier.

There are many reasons for sleep deprivation in teens, including homework and late-night use of technology. But, as the policy statement makes clear, biological changes associated with puberty also affect the sleepwake cycles of adolescents.

“Circadian rhythms dictate that most teenagers can’t fall asleep much before 11 p.m.,” said Judith Owens, lead author of the guidelines and director of sleep medicine at Washington’s Children’s National Health System.

A number of school districts across the country have successfully moved to later start times. That demonstrates that logistical and financial obstacles can be overcome if there is political will. No doubt costs will be a factor, but the real question, made clear by the pediatricians, is whether schools can afford not to make a change that is in the best interests of student health and learning.

A high-five for JCA Hall of Champions Gillespie, Gullickson, Quigley, Stefanich, Thayer inducted as first class VIEWS Dick Goss Alphabetical order provides a wonderful service when everyone is outstanding in his or her own right.

But at Saturday night’s induction ceremony for the first Joliet Catholic Academy Hall of Champions class, held in the Student Activity Center, it served a higher purpose.

Bill Gullickson, Allie Quigley, Jim Stefanich and Tom Thayer were among the five who forever will be known as members of the first Hall of Champions class. In any other year, any of them would have been worthy of being the headliner.

However, there was someone else – someone very special – also honored on this night: legendary coach Gordie Gillespie, who was the very first Hall of Champions inductee, as introduced by Dan Sharp, JCA’s athletic director and football coach and the master of ceremonies for the event.

Gillespie, who was so successful in multiple sports at Lewis, St. Francis and Ripon, built the JCA football program into a power, winning four straight state titles and five in all. Because of health issues, he has not been out and about in the community recently the way he always was. But he was there Saturday night, in his wheelchair guided by his wife, Joan.

I visited with Joan, which always is a treat. However, Gordie’s visitors were so numerous, one after another, that I did not visit with him then.

“No matter, I’ll do it after dinner,” I thought. Except when I looked to the Gillespie family table afterward, he had left. That’s my only regret from what was a memorable occasion.

Gordie, if you are reading this, I wish you the best. I know it had to be a lift for your spirits to come out and see so many old friends. Imag-

The format for the program was a video presentation, where friends, coaches, teammates, etc. discussed

each inductee. We heard about Gillespie from Sharp, Pat Sullivan, Dave Laketa and Gordon Gillespie Jr. (better known as Goose).

Sullivan, always armed with the right words, said, “When you’re with Gordie, you know you’re in the presence of greatness. All

those Hall of Fames he is in are nothing compared to the relationships he had with his athletes.”

When that video was complete, Sharp walked to Gillespie’s table and handed him the microphone.

“It’s my turn,” Gillespie said. “I couldn’t have coached a better group of young people than I did here. I coached at the greatest place there is to coach.”

Up next was Gullickson, a 1977 Joliet Catholic graduate who sported a 162-135 record and 3.93 ERA in 14 major league seasons after being the No. 2 pick in the country out of high school behind Harold Baines.

“This is a very exciting time for me, and it’s also a blessing,” Bill Zimmer said.

“Mike’s not only gotten his chance, but I feel like this is a really great situation for him.

“I wish Mike all of the best in the world and hope that he continues the success that he’s had. He has a wonderful staff, and the players all have respect for him.”

Bill, who lives in southwest Florida, has been battling some health issues but hopes to be feeling well enough to get to Minneapolis soon for an upcoming home game.

But wherever he’ll be watching the Vikings, Bill and wife, Ann, are understandably proud of a son who has definitely been a chip off the block.

“I think that a lot of me rubbed off on him,” Bill Zimmer said. “There were things

that he picked up from me, like what can I do in order to make this team better.

“You have to give him a lot of credit since he has been around a lot of excellent people in his career. That gave him advice on what to do and how to handle things.”

While Mike soaked in much of what he saw from his father, Bill was happy to learn a great deal from his son as he rose from graduate assistant at Illi-

nois State following a football injury to defensive coordinator at Weber State and Washington State.

Bill was ahead of his time in implementing a varied passing attack in the Chicago area.

During the 1980s, his “Air Zimmer” teams featured quarterbacks such as Bob Cernak and Spiro Voulgaris, who still rank among the all-time leaders at the school.

He also was a rarity among head coaches in that he moved from the sidelines to the press box in order to get a better view of the action. And he briefly scrapped the passing game for a wishbone attack that earned him his sixth and final playoff appearance in 1987.

“He and I would get together when he was at Weber State, and we would play racquetball together,” Bill Zimmer said.

“We’d talk about things, and I learned a lot from him because of the people that he was associated with.”

The longtime Porter coach was proud to have sons Mike and Bill play for him, as well as the hundreds of others who helped bring Lockport’s program to respectability.

“Our years together at Lockport were really good,” Bill Zimmer said. “He’d call me coach, not dad. And I wasn’t just concerned with him – it was all of the other kids, too. I was always on their side.

“Once he graduated from high school, I had a feeling that he was going to be interested in doing what I do. And after he got hurt, the coach at ISU took him under his wing and made him a graduate assistant.”

Mike was on his way in the coaching game, and Bill has enjoyed the ride ever since.

The day that Bill Zimmer has been waiting so long for will be here in less than a week.

That’s when his son, Mike, steps onto the sidelines for the first time in a regular season game as head coach of a team in the National Football League.

After serving as an NFL assistant for 20 years – including the past 14 as defensive coordinator with three different squads – Mike Zimmer will make his debut for the Minnesota Vikings when they take on the Rams in St. Louis this Sunday.

When Mike was named as the Vikings coach in mid-January, he became the first person from the Joliet area to earn a top spot in the NFL and among just three locals to lead any professional sports team.

Mike played quarterback and wrestled for his father when he attended Lockport Township High School more than 40 years ago. The 1974 graduate, who also played baseball, was on a pair of seven-win football teams, earning all-conference honors as a junior.

The new Vikings coach proudly points to the influence his father had on him in helping him to reach the pinnacle in the sport.

Bill coached at Lockport from 1959 to 1993 and completely rewrote the record books at a school that hadn’t been very successful in the sport.

During his 34 years as Porters head coach, he won more games than his predecessors combined, and his length of head coaching duties at the school is unlikely to be surpassed.

He is one of the few coaches who have been recognized by being inducted into the hall of fames for both the Illinois High School Football Coaches Association and the Illinois

And the Slammers are responding to the challenge after stringing together a fourgame winning streak after a pair of come-from-behind wins.

Joliet overcame deficits of 3-0 after half an inning and 4-3 in the fourth by scoring a pair of runs in the ninth to claim a 5-4 win over the Frontier Greys on Sunday at Silver Cross Field.

In their final at-bat, the Slammers got a leadoff home run to right from Seth Granger (3 for 5, three RBIs).

Then after Adrian English followed with a single to center and Grant DeBruin was hit by a pitch, Adam Giacalone slapped a one-out single to center and English

beat the throw home for the game-winner.

“We still feel like we’ve got lot to prove,” Isom said.

“We’re not the team that our record indicates – we’re much better than that. We’re probably playing the best baseball that we’ve been playing all season long. The guys aren’t giving in and we came from behind last night and came from behind tonight and it’s a credit to the guys.

“We’re not only trying to win games now but we’re also looking at who we’re going to bring back for the 2015 season.

We want guys with the arrow pointing up and not even or down.

“The guys continue to get better every day and they keep working. When you win games like this, it’s fun. It’s too bad that we couldn’t have found this early in the season.

threw two innings and faced six guys. They both gave us a chance.”

Earlier in the day, Casper was recognized as the Frontier League’s recipient of the Fran Riordan Citizenship Award, the lone Slammer to be honored.

Frontier Greys regained the lead in the fourth when Zach Tanner smacked a solo shot to left and then starter Clint Wright kept the Slammers at bay until surrendering Granger’s homer to lead off the ninth.

“I was just trying to get a good pitch to hit to get something started for the team,” Granger said. “It got to 2-0 and I got that pitch and it was middle-in, which is something I’ve been working on. I figured

that I got it, but it was pretty high so I wasn’t sure. We have a lot of guys who are hungry to win and to get better. We’re going to compete until the last game.”

After reliever Paul Mittura entered, English responded with a base hit to center and then he moved up a base after DeBruin got hit by a pitch.

Moldenhauer was called out on strikes for the first out but then Giacalone singled to center and the throw home was close, but English just beat it to wrap up the victory.

“I was just looking to put something into play,” Giacalone said. “I know that Adrian can run a little bit so I was just trying to get a single. When we knew that we weren’t going to be in the hunt, we just tried to make the most of it.

“We’re all fortunate enough to still be playing so we take advantage of coming out here every day and we just try to have fun.”

By ANDREW SELIGMAN The Associated Press CHICAGO – The White Sox traded Adam Dunn then picked up a rare victory.

Jose Quintana allowed two runs over seven innings to earn his first win in more than a month, and the White Sox took advantage of Detroit’s shaky defense to beat the Tigers, 6-2, after trading Dunn on Sunday afternoon.

The Sox sent Dunn to Oakland before the game, ending a disappointing fouryear run in Chicago for the veteran slugger.

Then, they capitalized on a season-high four errors by the Tigers to salvage a fourgame split.

“We’re going to look a

little different for the next month, but for these guys they just continue to grind and learn how to play and win a game against a very good team,” Sox manager Robin Ventura said. “I think you’re going to see some guys that are going to compete, and you go from there.”

Adam Eaton doubled twice and scored two runs.

Carlos Sanchez had two hits and scored twice. Avisail Garcia singled, doubled and drove in two.

Jose Abreu extended his hitting streak to 12 games, and the Sox won after dropping 10 of 12.

It didn’t hurt that the Tigers held Miguel Cabrera out of the lineup because of a sore right foot.

Holliday hit his third home run in two games and broke an eighth-inning tie with a two-run single, rallying the St. Louis Cardinals on Sunday past the Cubs, 9-6.

Holliday is 13 for 37 (.351) against Wood with four home runs.

The Cubs took an early 5-0 lead before Holliday began the comeback for the Cardinals. He hit his 16th homer in the fourth off Wood.

‘Keeping dogs and cats safe’ Local fire departments receive donations of pet oxygen masks

By DENISE M. BARAN–UNLAND dunland@shawmedia.com MANHATTAN – Last month, on Aug. 4, the Manhattan Fire Protection District received three animal rescue oxygen mask kits from Invisible Fence Brand, as part of Project Breathe.

Project Breathe is a national effort

by Invisible Fence to ensure fire departments in the United States and Canada have the proper equipment to help animals during a crisis, said Christina Landwehr, community outreach manager for Invisible Fence.

Here’s why it appears to be a good idea.

Lt. Steve Malone at the Manhattan Fire Protect District said that one of every five house fires has some form of pet issue, although the oxygen masks aren’t needed every time. Still, Malone recalled one fire, about seven years ago, when the district did use the older pet masks and it seemed to make a difference.

The firefighters took out about a dozen cats and at least one rabbit, Malone said. A couple animals required oxygen, which the firefighters administered with the older pet masks, he added.

“Most of them [the pets] were fine once we got some fresh air into their lungs,” Malone said. “We called the vet in town and took a couple of the bad ones there.”

Since 2010, Invisible Fence has donated about 330 these kits to fire departments throughout the country, Landwehr said. An estimated 40,000 to 150,000 pets die annually in house fires, most of the time due to smoke inhalation, according to Invisible Fence.

The goal, Landwehr said, is to give one kit a station, or one for every response vehicle. The entire cost is picked up the company; the kits are free.

“We are in the business of keeping dogs and cats safe,” Landwehr said, “so we wanted to supply fire departments with equipment that actually works for them when trying to save an animal from a fire.”

Each kit contains a small, medium and large mask – along with the proper tubing – in a red bag, Landwehr said.

These masks are designed to fit over a snout and provide an airtight seal.

Instructions are included, as are easily identifiable stickers, so firefighters can quickly locate the masks in an emergency, Landwehr said.

In addition to being ideal for dogs and cats, these masks also may help snakes and birds, Landwehr added.

“With these masks and the proper amount of oxygen being given,” Landwehr said, “we can see these animals back on their feet within 15 to 20 minutes, which is incredible.”

To receive a kit, interested fire departments should go to invisiblefence. com/o2 and fill out an application.

The turnaround time is generally two weeks, Landwehr said, but that can vary depending on the number of orders needing to be filled.

An Invisible Fence representative brings out the kit, discusses procedure and then demonstrates proper use on a demo dog, Landwehr said. Sometimes, a local veterinarian is also present, in addition to the firefighters, to explain first aid and proper cardio-pulmonary resuscitation.

Landwehr estimates that since the inception of Project Breathe, about 130 animal lives have been saved.

Landwehr said that may be higher without Invisible Fence knowing it, since the company relies on the fire departments to provide that information.

“Truth be told, we hope they never have to use them,” Landwehr said, “and we’re always excited when they share with us when they have saved a pet.”

Several other local fire departments also have received the kits from Invisible Fence, although they have not needed to use them. Marisa Schrieber, public education coordinator for the New Lenox Fire Protection District, felt the kits enhance the department’s ability to assist a family in crisis.

“Many people consider their pets as family,” Schrieber said. “When a family is losing a house, helping the pet means one less stressful thing they have to go through.”

Bob Wilson, assistant chief at Frankfort Fire Protection District, agreed with Schrieber.

“More times than not, when someone says the family pet is in the house, we make every attempt to locate the pet,” Wilson said. “Those pets are someone’s loved ones, so we take that very seriously.”

In the past, firefighters did have to rely on oxygen masks for humans, but those masks don’t do a very good job on animals, Wilson said.

“We just did the best we could, trying to squeeze the mask over the face of the dog or cat,” Wilson said.

Ray Randich, deputy chief at the Joliet Fire Department, recalled instances when firefighters resuscitated pets on the scene, again using masks contoured for humans. They have not yet needed the pet masks, even though the department has fought fires at houses with pets inside since receiving the kits.

“Unfortunately, they [the pets] were already deceased,” Randich said.

MOKENA – Pronto Pizza Kitchen of Orland Park recently honored the memory of Pfc. Aaron Toppen by teaming up with the Toppen family for a fundraising effort. Toppen, 19, of Mokena, lost his life June 9 while serving in Iraq.

Pronto Pizza employees Paul Sanfilippo and Gino Falashetti were Lincoln-Way East High School friends of Toppen. They participated in the fundraiser in Aaron’s name. The Toppen family chose to benefit the “Puppies Behind Bars” charity that trains prison inmates to raise service dogs for wounded veterans returning from the wars in Iraq and Afghanistan.

Lower cancer risk by making a few simple lifestyle changes Dear Dr. K: Is it possible to prevent, or at least reduce, your risk of cancer?

Dear Reader: Absolutely, it is.

It is possible both to reduce the risk your cells will turn cancerous, and to catch cancer early and prevent it from causing suffering.

But first let’s define some terms.

What does it mean to say that a cell turns cancerous? Cancer is uncontrolled cell growth. Most cells “grow” not by becoming larger, but from dividing. (An exception: Fat cells grow not only by dividing, but also by becoming larger.) One cell becomes two, two become four, four become eight and so on.

Most cells should periodically divide, but in a controlled fashion.

For example, as old cells die, they need to be replaced. But that process of replacing old cells is carefully controlled.

When a cell turns cancerous, growth is not controlled. In most cancers, the uncontrolled growth first causes a mass of cells – a tumor. (With cancers of blood cells, there is no tumor mass because blood cells don’t stick together.)

The cells in the tumor then can spread, typically through the blood, to other parts of the body.

You can reduce the risk of cells turning cancerous with lifestyle

• Stop smoking. Exposure to tobacco smoke (including secondhand smoke) – from cigarettes, cigars and other tobacco products – increases the risk of lung cancer.

Smoking also boosts your chances of developing cancer of the mouth, throat, esophagus and colon. If you smoke, ask your doctor about quit-smoking programs.

• Maintain a healthy weight.

Being overweight or obese increases the risk for many types of cancer. These include breast cancer (in postmenopausal women) and cancers of the colon, rectum, endometrium, esophagus, pancreas and kidneys. A healthy diet and regular exercise can help you maintain a healthy weight.

• Eat a healthy diet. People who eat diets rich in fruits and vegetables (particularly broccoli, kale, cabbage, cauliflower and tomatoes) have lower rates of cancer.

So do people who eat relatively little meat (particularly processed and cured meats, such as bacon, sausage and cold cuts).

That said, don’t focus on any single food or group of foods.

It’s an overall healthy diet that counts.

• Exercise regularly. Exercise is yet another way to reduce your cancer risk. Aim for at least 30 minutes of moderate-intensity exercise, most days of the week.

• Protect yourself from the sun. Skin cancer is one of the most common cancers. To reduce your risk, stay out of the sun when it is strongest (from 10 a.m. to 4 p.m.).

Apply plenty of sunscreen with an SPF of at least 15, and reapply it every two hours. Wear sunglasses and wide-brimmed hats.

• Get screened. Screening tests can’t prevent cancer. But they can catch cancer early, before symptoms appear and when chances of survival are at their best. (On my website, www.askdoctork.com, I’ve put a list of cancer screening tests, along with when and how often to get them.) Discuss screening tests with your doctor. He or she can help you tailor the recommendations based on your individual risks and preferences.

It is estimated that there will be no cash on hand in the Foreign Fire Fund at the end of the fiscal year. It is estimated that for the purpose of procuring firefighting apparatus, ambulances and other emergency equipment there will be cash on hand in the Vehicle Replacement Fund in the amount of $1,466,511 at the end of the fiscal year. Section 3. Any unexpended balance of any item or items of any general appropriation made by this ordinance may be expended in making up any deficiency in any item or items in the same fund with the same general purpose. Section 4. If, from time to time, additional funds are received by the District which would provide it with surplus funds at the end of the fiscal year, such additional funds will, or may be, accumulated by the District for building, repairing and improving firehouses and District facilities, procuring firehouses or sites, and procuring firefighting apparatus, ambulances and other emergency equipment. Section 5.

If, from time to time, additional funds are received by the District for the Pension Fund, such additional funds will be used to increase the Firefighters Pension Fund Contribution. Section 6. If any word, phrase, clause, sentence, paragraph or section of this Ordinance shall, for any reason, be held invalid, such invalidity shall not affect the validity of the remaining words, phrases, clauses, sentences, paragraphs, sections or the remaining portions of this Ordinance. Section 7. This Ordinance shall be in full force from and after its adoption and publication, as provided by law.
