lleonecross@shawmedia.com JOLIET – The constraints of the current courthouse – and of Will County’s budget for a new one – were spotlighted during Tuesday’s County Board’s Finance Committee meeting.

Up for debate was how the county should plan for future growth. The main options include building a larger central courthouse, mostly likely in downtown Joliet, or building a smaller courthouse and planning for future satellite courthouses in the northern and eastern portions of the county, where the population is growing at a higher rate.

Previous project estimates range between $140 million and $200 million, but the final figure depends on how much the county opts to expand initially. It’s unclear how the county will pay for the project, though officials are exploring several options.

JOLIET – You may be wondering why your Wednesday print edition of The Herald-News is heavier and bulkier than usual.

That’s because inside is a 244-page section listing the county’s 267,000 property tax assessments for 2015 – published as required by law. Notices were mailed out Friday to property owners in Will County’s 24 townships, and are being published in local newspapers Wednesday and Thursday.

The assessed value of each property is a key factor in determining property tax bills – revenue taxing bodies such as school, park and library districts heavily rely on for funding, Will County Chief Assessment Officer Rhonda Novak said.

This year is a quadrennial year, Novak said, meaning township assessors reassessed individual properties, versus assessing the value of properties at the neighborhood level.

also I don’t like to see courtrooms empty because somebody is on vacation,” he said.

Committee member Don Moran argued more courtrooms and judges could mean speedier trials and fewer people in custody waiting for trial or hearings.

“Is there a backlog of cases right now, especially in the criminal courts, that, if we had more judges, more courtrooms, we could have people move through the system quicker so that we don’t have people incarcerated in the county jail as long?” he said.

Schoenstedt said while a cost analysis is needed, it’s logical that more judges means swifter trials.

“The short answer is yes.

Out of the 24 circuit courts … we’re always second- or third-busiest circuit in the state by judge-to-case ratio,” he said.

“There are a lot of people, especially misdemeanor, traffic courts, that will come in needing their case to be heard, but have to be sent away because something else is going on.”

cancy. There are more than 20 courtrooms at the central courthouse on Jefferson Street, while two judges are assigned to the River Valley Justice Center and six are in the court annex building.

Will County Chief Judge Richard Schoenstedt said while he originally wanted a 42-room courthouse, he understands if the county can’t afford that. But the county needs to plan for future growth, he said.

“The chief judge doesn’t need a courtroom, though I am in court quite a bit and have to wait for one to open up for special cases that I hear,” Schoenstedt said. “We have two floaters who can’t do their work until a courtroom clears up.”

Will County Board Speaker Jim Moustis cautioned against overbuilding and overspending, arguing there are instances where judges “go on vacation.”

“It seems to me there’s always going to be a courtroom open. I know everybody would like their own courtroom, but

In quadrennial years, which occur every four years, the assessor and property owner typically investigate taxable properties more thoroughly. The assessor also takes valid sales from the past three years, excluding foreclosures and short sales, into account to determine a property’s fair market value for 2015.

County are up 2.8 percent, signifying the first increase since 2009, Novak said.

Lockport Township saw the highest growth in assessed value, at 4.5 percent, while others, including Crete and Reed townships, experienced declines.

A common misconception is that an increase in assessed value means an owner’s property taxes will automatically go up, Novak said. But a hike depends on if taxing bodies decide to set tax rates higher.

“The good news is that the locally collected property taxes is being locally spent,” Novak said.

Owners can file an appeal for an assessment with the county’s Board of Review.

However, Novak cautioned property owners to contact township assessors first.

Since the assessments arrived in property owners’ mailboxes, Novak said her office phones have “started to ring” with questions.

Novak is hosting property tax education forums Aug. 13 through Aug. 26. Appeals need to be filed by Sept. 4.

Owner expands, plans new restaurant for Plainfield landmark

By BOB OKON bokon@shawmedia.com PLAINFIELD – One of Plainfield’s landmark buildings is being expanded and put to a new use.

Owner Bill Habiger is expanding the Opera House Block, known to more recent generations as the Clock Tower building.

Both names are dated, since the building’s function as the village’s so-called opera house is long gone and the Clock Tower Restaurant that gave the structure its second name closed decades ago.

Habiger’s project, already in progress, will revive the opera house history, since a new restaurant will feature the original name of the building when it was erected in 1899.

“It got the name, the Clock Tower, from the restaurant that was in here 30 years,” Habiger said this week while providing a tour of the building. “But its original name was the Opera House Block.

The restaurant will be called the Opera House Steak and Seafood Restaurant.”

The plan is to open the restaurant in spring 2016.

A plaque on the outside wall dubs the building by its original name and notes its status as a local landmark.

The village of Plainfield gave it landmark status in 2014.

Small towns in the 19th century had what were called opera houses, Habiger said.

They were community buildings and used for local performances.

Habiger is building a two-story addition to the rear of the building that will complement the historic structure and is needed for the restaurant. He said there was an addition in the same spot when he bought the building, but it was in bad shape, and he tore it down.

The building has three tenants on the first floor, including Blu, a bar run by Mike and Casey Vaughn. The Vaughns also will run the Opera House Steak and Seafood Restaurant; they own HopScotch & Vine restaurant in downtown Plainfield, as well.

The other tenants are a hair salon and boutique.

Angela Salazar owns the Me Tu Boutique Bella. She said business is “phenomenal” thanks in part to the historic feel of the building, which customers notice.

“They absolutely love it.

They love that it’s real old,” she said. “It’s very comfortable when they walk in.”

$1 million restoration

Salazar said Habiger’s restoration contributed to the appeal of the building.

“I’m so glad he didn’t change much. He just made it nicer,” she said.

The Opera House Block is a

cornerstone building, like the Masonic Block building with its familiar turret at the other end of the block of Lockport Street, said Michael Bortel, chairman of the Plainfield Historic Preservation Commission.

The downtown area is a nationally registered historic district, so the condition of the opera house is important, Bortel said.

“The building had been remodeled by various previous owners,” he said. “[Habiger] took it back to the way it looked back when it was originally built in 1899.”

Habiger said he spent about $1 million restoring the Opera House Block in 2010 after acquiring the building in a tax sale. He wouldn’t say how much he’s spending now, other than that “it keeps going

up.”

The restaurant will go upstairs in what was the opera house auditorium.

“This was the ticket booth,” Habiger said after reaching the top of a staircase and pointing to a space now marked by beams.

One large wall painted blue with geese figures reflects a later use of the auditorium as a dance hall called The Blue Goose. The geese have become a bit disfigured and faded with age.

“We’re going to keep this wall,” Habiger said. “We’re going to keep one goose.”

Habiger and his wife, Diane, own Lincolnshire Properties, a Joliet-based real estate management company.

Their investment in the opera house, in part, reflects the success of downtown Plainfield, Habiger said.

Housing Authority presents Evergreen Terrace options

National Night Out brings communities together The HERALD–NEWS JOLIET – The Joliet Police Department was one of several local police departments that participated Tuesday in the annual National Night Out Against Crime.

National Night Out is a national, annual community-building campaign “that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, better places to live,” according to the organization’s website.

Approximately 30 people came out to the event, which was held in Bicentennial Park.

Other local communities that took part in the initiative were Frankfort, Manhattan, New Lenox, Plainfield and Shorewood.

JOLIET – The Housing Authority of Joliet on Tuesday presented the City Council with a less expensive redevelopment proposal for Evergreen Terrace.

HAJ officials said they did not believe Joliet should have to dip into the city budget after spending the $15 million purchase price for Evergreen Terrace.

Other money for redevelopment of the housing project should be available from housing funds Joliet normally receives from the federal government, they said.

The city has won the right to take over Evergreen Terrace, a 356-apartment, low-income housing project, from its private owners after a 10-year legal battle.

But Joliet must pay the $15 million acquisition price determined in federal court by Sept. 1 to get the property.

The HAJ proposal presented Tuesday was the first alternative to redevelopment plans presented by Holsten Real Estate Development and Management Corp., a private consultant that has proposed the city spend anywhere from $11 million to $70 million out of its regular revenues to redevelop Evergreen Terrace.

HAJ attorney Eric Hanson at times was critical of the Holsten proposals without mentioning the company’s name.

Hanson said he was “stunned, absolutely stunned” when he heard Holsten last week estimate that a community center mandated by a federal consent decree on the Evergreen Terrace property

could cost $2.5 million to build and another $300,000 a year to operate.

He also said he was “surprised” that Holsten has not told the city that mandated replacement housing for Evergreen Terrace did not have to be on the Broadway Street site where the apartments are located now.

HAJ officials said the city had options on how to replace about 115 residential units mandated in the consent decree, including building residences on lots owned by the city and placing Evergreen Terrace residents in privately owned apartment buildings elsewhere in Joliet.

Jim Roberts, a financial consultant to HAJ, said the total costs to the city for redevelopment of Evergreen Terrace should be no more than $56 million, including the $15 million acquisition price. The city should be able to pay off the costs beyond acquisition through federal housing money, he said.

HAJ representatives also said Joliet should be able to recoup at least some of the $15 million acquisition price through rents at Evergreen Terrace.

HAJ representatives said they could take on management of Evergreen Terrace for the city and noted that they have previous experience in redevelopment in housing projects. HAJ demolished its Poole Gardens apartment complex and replaced it with the Liberty Meadow Estates mixed-income subdivision. HAJ recently received federal approval to redevelop the Des Plaines Gardens housing complex.

Will County sheriff warns of Caller ID scam asking for money The HERALD–NEWS WILL COUNTY – Sheriff’s police are warning residents about a phone scam that has been attempted recently.

According to a news release, a victim may receive a call that shows “Will County Sheriff’s Office” on the caller ID. The caller identifies himself as a detective and claims the Internal Revenue Service

has issued a warrant for their arrest.

“The caller then gives the resident a different phone number to call who will inform them of how much money they need to send to a specified address in order to clear up the arrest warrant,” the news release stated.

This type of scam is commonly known as “Spoofing,” where the caller ID shows a

number that is different from that of the phone from which the call actually was placed.

Sheriff’s police do not call residents regarding warrants or being potentially arrested, and the office does not call asking for money or payments of any kind.

Anyone who may have fallen victim to this type of scam is asked to contact sheriff’s police at 815-727-8575.

ROMEOVILLE – The Romeoville Fire Department conducted a controlled burn Tuesday morning for training and land clearance on Airport Road.

The burn included two single-family homes, as well as a garage and shed, according to Lt. Chad Ziller. Meridian Design Build bought the property for development and allowed the department to use the structures, Ziller said.

The houses, which were the sites of various exercises, were located at 20340 Airport Road and 20352 Airport Road, according to Ziller.

Judge rules Curl plea for relief can go forward in 2010 murder SYCAMORE – A DeKalb County judge will allow William Curl, who was convicted of murdering a Plainfield woman attending Northern Illinois University in DeKalb, to proceed with a last-ditch appeal effort.

Presiding Judge Robbin Stuckert ruled Tuesday that Curl can proceed with his claim that poor advice from his court-appointed lawyer and threats from prosecutors improperly coerced him into accepting a plea deal in 2013 in connection with the 2010 murder of 18-year-old NIU freshman Antinette “Toni” Keller of Plainfield.

In April 2013, Curl entered a special plea agreement in which he maintained his innocence but acknowledged prosecutors could prove beyond a reasonable doubt that he murdered Keller. Curl is serving a 37-year prison sentence in Menard Correctional Center.

Curl has exhausted his other appeal options, including a belated attempt to withdraw his guilty plea. In May, Curl filed a 14-page, handwritten petition for post-conviction relief.

In a court order Tuesday, Stuckert said Curl “has presented the gist of a constitutional claim” and “the petition shall advance to the second stage” of three-stage post-conviction relief process.

Curl claims in the petition that he only agreed to plead guilty because his court-appointed attorney, DeKalb County Public Defender Tom McCulloch, made several errors and DeKalb County State’s Attorney Richard Schmack threatened to prosecute his son, who was 13 at the time, in connection with Keller’s murder.

Phone messages left Tuesday for McCulloch and Schmack weren’t returned.

In his petition, Curl claims other suspects in the case – including the victim’s boyfriend and another man who was camping in Prairie Park – were overlooked and that McCulloch pressured him to take a plea because the public defender was anxious about media coverage

of the trial.

Curl also claims he wasn’t allowed to take medication, which affected his ability to intelligently enter into the plea deal. A clinical psychologist said Curl had post-traumatic stress disorder symptoms and he should be evaluated for psychotropic medication to “decrease the hallucinations,” according to excerpts from a report attached to Curl’s petition.

Stuckert appointed criminal defense attorney Dan Transier to represent Curl in the

post-conviction process.

Prosecutors will get a chance to respond to Curl’s petition. If Stuckert finds sufficient grounds, the matter could move to the third stage of the process, a post-conviction hearing on the merits of the matter, Transier said. If Stuckert finds Curl’s argument convincing enough, she could order a new trial or the conviction could be vacated, he said.

Curl is next due in DeKalb County Circuit Court for a status hearing Aug. 31.

But commissioners had concerns with the lack of a photo-metric plan for the parking lot, which would gauge the lot’s possible brightness at night.

However, a village staff report indicated a photo-metric plan was submitted before Monday and complies with village ordinances.

Trustee Margie Bonuchi mentioned some nearby residents were concerned with medical office visitors parking on residential streets while lots are closed for construction.

Garrigan said staff will closely monitor the construction process and village code enforcement.

Tornado remembrance

closing Fort Beggs Drive from the east exit of Plainfield Central High School to the western entrance of Plainfield Plaza on Aug. 28 for the service of remembrance of the 1990 tornado that devastated the village.

The closure includes the southern end of Pratt Lane and will be effective from 2:30 to 4 p.m. Aug. 28.

The commemoration ceremony will remember the tornado event.

A staff report indicated the closure will have a minor impact on high school and residential traffic. Copies of a news release about the event are being distributed to affected residences.

PLAINFIELD – The developing medical area around Dayfield Drive and Route 59 is getting another upgrade.

The Plainfield Village Board approved Monday a 6,250-square-foot expansion for Edward Hospital’s medical office at 16519 S. Route 59.

The addition to the 22,000-square-foot facility will house more physician offices, including those for primary care and some specialists.

“They expect to get going next month,” Village Planner Michael Garrigan said Monday.

Trustees approved a site plan that includes building over an existing parking lot on the north side of the site, resulting in a loss of 24 spaces. But a new parking area on the south side of the property will create 60 spaces.

The addition will match the architectural style of the existing building, and 191 trees and shrubs will be planted.

SPRINGFIELD – Senate Democrats are advancing legislation to stop Gov. Bruce Rauner’s planned closure of the Illinois State Museum, which includes the Lockport location.

A Senate committee voted, 11-5, Tuesday to keep the 138-year-old museum in Springfield and its satellite locations open.

Democratic State Sen. Andy Manar of Bunker Hill said employees received layoff notices from Rauner’s office on Monday. He said the facilities provide jobs and benefit Illinois economically and culturally.

The Republican governor’s plan is part of his efforts to manage the state’s budget crisis. He said it would save Illinois $4.8 million annually.

By JEANNE MILLSAP Shaw Media correspondent CHANNAHON – The village’s newest planning and zoning commissioner was approved Monday by the Channahon Village Board.

Dennis Sullivan, an IT consultant with his own company, Sullivan IT Solutions Inc., was appointed by village President Missey Schumacher and approved by the board, with trustees Sam Greco and Chantal Host absent.

Sullivan was named to replace Host, who recently left her position to serve on the village board.

“I think he’ll be a good addition to the Planning and Zoning Commission,” Schumacher said.

Sullivan thanked the board and said he was looking forward to becoming more involved in the community. After the meeting, he

said he was particularly interested in helping with the development of Channahon’s Town Center, which was completely stalled during the recession.

Sullivan stated on his application for the position he feels he will offer objective, unbiased opinions on issues raised on the commission.

Sullivan said he also has donated his time to create websites for area nonprofit organizations, including Shorewood Hugs, Madison C. Angus Foundation and the Chanooka Braves, and found the work rewarding. He also has coached baseball, softball and soccer.

Village trustees also took care of a few public works matters, including approving a one-year contract for traffic signal maintenance with Meade Inc., of McCook, at a rate of $200 a month for each signal. Channahon is respon-

sible for the upkeep of three signal lights along Route 6 at Ridge Road, Yellow Pine Road and at the entrance to the Minooka Community High School South Campus.

The village partially is reimbursed for the costs by other governmental entities.

Trustees also approved the purchase of a new crane to replace an old one that is out of service. The IMT 3203i crane will be bought from Auto Truck Group of Bartlett for $10,866. Truck repairs in the amount of $18,700, to be performed by Kankakee Truck Equipment, also were approved.

Director of Community Development Mike Petrick also gave the board an update on the aftermath of the hailstorm that hit the village in June. So far, he said, 494 roof permits have been issued by the village because of the storm.

Illinois Senate approves plan DON’T MISS YOUR SHOT AT A GR EAT to spend $5B in federal funds

By SARA BURNETT The Associated Press SPRINGFIELD – Illinois lawmakers approved a plan Tuesday to direct almost $5 billion in federal funds to social service agencies after one advocate described the state’s long-running budget problems as a “death march” for the organizations and the people they serve.

The $4.8 billion would be used to fund programs that provide nutrition to women and children, help low-income residents pay their utility bills and offer cancer screenings to people who cannot afford them, among others.

Mike Schrimpf, deputy chief of staff for Gov. Bruce Rauner, said the Republican supports the plan, which the Senate approved unanimously. It now moves to the House.

The federal dollars – mostly “pass-through” money that doesn’t require matching state funds – have been caught up in the budget impasse between Rauner and Democrats who

run the Legislature. The governor vetoed most of the budget Democrats sent to his desk for the fiscal year that began July 1, noting it was almost $4 billion short of revenue.

Because lawmakers haven’t approved spending the funds, social service agencies that rely on the money have had to cut services or tap cash reserves.

Some, already struggling after years of state funding cuts, have closed their doors.

Agency representatives said their organizations and clients have been some of the hardest hit by the budget stalemate. Because of court orders and state law, state workers are still being paid, pension payments are being made and even Illinois’ two state fairs are slated to be held this month as scheduled.

“Perhaps it’s time to change our state motto from ‘Land of Lincoln’ to ‘We don’t care,’ ” said Al Riddley, a board member Illinois Partners for Human Service, which represents more than 800 human service agencies statewide. He said the agencies were in a “death

march,” struggling to survive.

State Sen. Heather Steans, a Chicago Democrat and chairwoman of a Senate appropriations committee, said human services will continue to suffer, even with access to the federal funds, and she hopes lawmakers negotiate a full budget soon.

“This is not the way to be running the ship,” she said.

“We know that.”

Rauner has said he won’t sign off on a spending plan until Democrats pass pieces of his business-friendly agenda. Democrats say the governor’s priorities will hurt working people.

Meanwhile, Rauner’s office sent notices to public-employee unions Monday announcing more than 140 state workers will be laid off effective Sept. 30 because of the budget crisis.

The state’s largest employee union said 94 of its members are affected, including 24 at the Illinois Commerce Commission, nine in the Department of Commerce and Economic Opportunity and seven at the Illinois Emergency Management Agency.

Richard was born on September 22, 1936, in Akron, Ohio and he graduated from Cuyahoga Falls High School in 1954. He then served in the US Navy, after his term of service, he attended Akron University and graduated with a degree in History in 1962. He married Janice Corl in 1961.

Richard and Janice lived in the Akron, Ohio area until 1976 when they moved to Naperville.

Richard spent his professional career in sales which culminated in a Vice-President of Sales position for International Games, the company that originated the game, “UNO”.

Richard retired in 1993 and moved with his wife to southwest Florida in 2000 where they enjoyed the good life of sunshine, family and friends.

Dale enjoyed fishing and the outdoors, but his passion was playing golf. He enjoyed his twice annual golfing trips and the many enduring friendships he made over the years through golf. He never met a stranger, especially on the golf course. He will also be remembered as a devoted husband and father, and a friend and mentor to many.

Surviving are his beloved wife, Merrilee (nee Chism) Talkington of Morris; two sons, Chad (Shari) Talkington of Coal City, and Troy Talkington of Boston, MA; his parents, Lloyd and Esther (Harned) Talkington of Tennessee; two brothers, Gary (Liane) Talkington of Blue Island, and Paul (Dian) Talkington of Tennessee: three brothers-in-law, Tim Chism and Dennis Chism, both of Florida, and Rick (Jennifer) Chism of Marseilles; and many nieces and nephews.

Ginger (Virginia Ann) O’Donnell, age 90, a resident of Plainfield, IL since 1934, passed away Sunday, August 2, 2015, at Joliet Area Community Hospice Home in Joliet, IL. She was born in Chicago, IL on August 21, 1924, to Harold Bernard and Margaret Ruth (nee Farwell) O’Donnell.

Ginger is survived by her devoted sisters, Jeanette (John) D’Arcy of Plainfield and Barbara (Edward) D’Arcy of South Bend, IN; as well as her wonderful nieces and nephews, Margaret (James) Lacey, John (Diane) D’Arcy, Kevin (Vicky) D’Arcy, Terry (Sue) D’Arcy, Patrick (Kathy) D’Arcy, Candy (Tom) Nielsen, Mike (Bev) D’Arcy, Tom (Sue) D’Arcy, Edward (Linda) D’Arcy, Doug D’Arcy, Meghan (David) Maine and Allison (Brice) McDowell and their families, and numerous cousins and their families.

Ginger moved from Oak Park, IL to Plainfield in 1934, attended Plainfield Grade School and was a graduate of St. Francis Academy, Joliet. She attended the University of Southern California at Los Angeles (UCLA) and later earned her bachelor’s degree in chemistry from the College of St. Francis, Joliet. Ginger then earned her master’s degree in special education from Lewis University, Romeoville, IL and taught children of the military from 1950-1954 at the U.S. Army Europe Headquarters in Heidelberg, Germany. Upon her return she taught at Central Middle School in Plainfield and Raynor Park and Taft Elementary in Joliet until her retirement.

Ginger was very active in the Plainfield and Joliet communities. She was a longtime member of the Visitation and Aide Society, the Plainfield Historical Society, and the St. Joseph Hospital Auxiliary, where she helped start the Candy Striper program in the late 1950s. She was also a charter member and served on the board of the Joliet Area Community Hospice Guild and a member of the Service Secular Order of Servants of Mary.

She had many interests and was blessed with her wonderful family and friends. Ginger loved to travel, sing and play the piano. She also was an avid bridge player and enjoyed

JONESBORO – A civil lawsuit alleging ethics violations nearly a decade ago has become an issue in a Democratic congresswoman’s bid to unseat first-term Republican U.S. Sen. Mark Kirk in what is expected to be one of the most competitive 2016 Senate races.

The complaint alleging workplace retaliation was filed in 2008 by two employees of a southern Illinois veterans’ home against Tammy Duckworth, a Chicago area congresswoman who then led the Illinois Department of Veterans Affairs, and Patricia Simms, the home’s acting administrator in 2006 and 2007.

A federal judge dismissed the suit as a “garden variety workplace case.” It was refiled in state court and dismissed again, but then narrowed and brought back a third time. A routine status hearing was held Tuesday, with a trial date tentatively set for next April, a month after the Senate primaries.

Blagojevich asks full court to hear appeal

CHICAGO – Former Illinois Gov. Rod Blagojevich on Tuesday asked a full federal appeals court to rehear his case, hoping it will overturn more of his 18 corruption convictions than the five that a three-judge panel threw out last month.

Thirty minutes after his lawyers filed the request for a rehearing by the 7th U.S. Circuit Court of Appeals, the imprisoned Democrat issued his first public statement since reporting to a Colorado prison three years ago.

In it, the two-term governor struck the same defiant tone that he brought to the TV talkshow circuit before his two trials.

“I wish this was over. But I must fight on. What is at stake is nothing less than the rule of law,” Blagojevich, 58, said in a statement released through a public relations firm.

By MICHAEL GRACZYK The Associated Press HOUSTON – The family of a black woman found dead in a Texas jail three days after a confrontation with a white state trooper filed a wrongful-death lawsuit Tuesday against the officer and other officials, saying it was a last resort after being unable to get enough information about the case.

Sandra Bland, a Naperville woman, died by what authorities say was suicide in her Waller County Jail cell on July 13. Her family and others previously questioned that, and criticized the trooper who stopped her for failing to signal a lane change.

“The bottom line is she never should have been in-

side the jail cell. Period,” Bland’s mother, Geneva Reed-Veal, said at a news conference. Reed-Veal, her Bible within reach, said she was confident Bland “knew enough about Jesus” that she wouldn’t hang herself, and her feelings as a mother say her daughter didn’t. But “anything is possible,” she said.

“Now I’m the first one to tell you, if the facts ... show without a doubt that that was the case, I’ll have to be prepared to deal with that,” she said.

Bland’s death came after nearly a year of heightened national scrutiny of police and their dealings with black suspects, especially those who have been killed by officers or die in police custody.

The lawsuit, with ReedVeal as plaintiff, seeks unspecified punitive damages “for egregious acts and omissions” by Trooper Brian Encinia, the Texas Department of Public Safety, Waller County, the sheriff’s office and two jail employees.

Bland was in Prairie View, northwest of Houston, when she was stopped July 10 for a minor traffic infraction. Dashcam video shows the confrontation swiftly escalated after she objected to being told to put out her cigarette. Encinia at one point is seen holding a stun gun as he says, “I will light you up!” after Bland refuses to get out of her car.

Bland eventually was arrested for allegedly assaulting the trooper.

educated in East Saint Louis Public Schools.

Estella Whitefield affectionately called Niecey moved to Joliet, Illinois and began a 30 year career with the Illinois Department of Corrections in 1979. She retired from the Illinois Department of Correc-

tions on July 31, 2009. Niecey was such a loving and caring person who was a friend to many and she will truly be missed.

She fought her bout of illness with bravery and strength. She fought the good fight with faith until the very end when she was called home on Thursday, July 30, 2015.

She was preceded in death by her parents, Helen and David Whitfield;

three brothers, David Walter Whitfield, Glen Whitfield, and Anthony Whitfield; and one sister, Brenda Parnell.

LETTER TO THE EDITOR GOVERNOR NEEDS TO COMPROMISE

Illinois. Workers would not only face reduced wages, but also be one injury away from poverty. I cannot support these radical proposals and I will continue fighting to protect the rights that helped build our middle-class.

As the Legislature continues to debate a full budget, I recently joined with my colleagues to pass a shortterm budget to fund services that are essential for Illinois’ most vulnerable citizens. This spending plan will ensure the disabled and elderly continue to receive home services, keep public safety officials on the job, and provide health care for veterans who live in our Veteran’s Homes.

I will continue working towards passing a full budget and I hope the governor compromises before irreparable harm is done to our most fragile residents.

To the Editor: As I speak with local families who are feeling the impact of Gov. Bruce Rauner’s reckless government shutdown, it is clear those who can least afford it are bearing the brunt of the pain and suffering.

As we enter the hot days of August, many low income families in Will County face dangerous conditions because of the slashing of the Low Income Energy Assistance Program and the termination of their utilities.

I am disappointed Governor Rauner and his allies are refusing to negotiate in good faith and work toward passing a fair and responsible budget. His decision to hold the entire budgetary process hostage is putting thousands of lives at risk.

I do solemnly swear that I will support the Constitution of the United States, and the Constitution of the State of Illinois …

So begins the oath that all Illinois lawmakers take on their first day in office.

Inauguration Day is a day of grandeur.

Proud spouses, children, grandchildren and others fill the Capitol to hear those words.

I often have wondered if the meaning of the words resonates in the minds of those reciting the oath.

To support the Constitution …

I first covered the General Assembly in 1988.

Since then, I have seen many bills approved by lawmakers that didn’t adhere to either the state or federal constitution.

THE FIRST

AMENDMENT

Both Republicans and Democrats are guilty of this political transgression.

But unconstitutional bills pass nonetheless.

The reason?

While they may swear to uphold the constitution, lawmakers often have a greater fidelity to covering their political behinds.

For an example, look no further than the latest predicament Illinois’ legislative leaders have put the state in.

A provision of the state constitution prohibits changing a lawmaker’s pay during his or her term in office.

Earlier this year, Republican lawmakers introduced bills to reject the scheduled pay hike that was to go into effect this summer.

They rightly contend that when the state is broke and without a budget for the fiscal

But those bills were never called for a vote by either House Speaker Michael Madigan or Senate President John Cullerton.

Then, Gov. Bruce Rauner started making political hay about the lawmakers giving themselves a raise while the state was in financial crisis.

News release after news release streamed out of the governor’s office whacking legislators.

Suddenly, Madigan folded faster than a cheap lawn chair.

He introduced his own measure rejecting the pay raise.

The only problem is by the

time Madigan put it up for a vote, it became clear the lawmakers would receive at least one paycheck that included the 2 percent cost-of-living increase before the law rejecting it could go into effect – assuming the Senate approves it this week.

That, of course, raises the question of whether the measure is constitutional.

The concern was no secret.

Members of the House wondered aloud during debate on the bill.

Still, that didn’t keep them from voting 101-1 to pass the bill and reject the pay hike.

Because, after all, nobody wants to wear that political albatross Cullerton told the Chicago Sun-Times editorial board last week he would call the measure for a vote this week.

“Oh, it’s blatantly unconsti-

tutional,” Cullerton said. “But nobody’s going to sue; I don’t think anyone’s going to sue.”

Rejecting the pay hike is, of course, the right thing to do.

But the whole issue of constitutionality could have been avoided by bringing the matter up for a vote earlier this year – before the governor shamed the two leaders into action.

But now they are acting – not out of a desire to uphold the constitution – but to cover their political backsides.

They didn’t take an oath to do that when they took office – that’s how they got into office.

FRANKFORT – Ask most football coaches if they’d be happy to have their entire offensive and defensive lines back, along with a running back who gained more than 1,500 yards and scored 25 touchdowns, and they’d take you up on the deal in a second.

Throw in a strong senior class to complement that group and you quickly see why veteran Lincoln-Way East football coach Rob Zvonar has a smile on his face heading into the season.

While Zvonar has some holes to fill from last year’s 10-2 squad, which reached the Class 7A quarterfinals, having both lines and running back Liam Morrissey back certainly helps.

University of Illinois recruit Kurt Gavin is joined by classmates Doug Barkauski, Mike Lemmons, Tyler Lentz and Nick Ronza and junior Sam Diehl along the offensive line.

On the other side of the ball, Zvonar will look to a line featuring seniors Ben Christensen, Dan Cooper, Trevor Goldyn, Steve Ogbonna and Nick Straka to lead the way.

Senior Brandon Bauer is expected to take over at quarterback and he’ll be able to look to senior tight end Hunter Smith as well as a good group of senior receivers to throw to.

On defense, senior Jayson McCorkle is back in the secondary while seniors Pat Carr and Brian Burns are a pair of leaders at linebacker.

“Hopefully, we’ll have the ability to be balanced offensively,” Zvonar said. “We feel that our offensive and defensive lines could be one of the better combination groups that we’ve had in a while. We think that with a running back like Liam and a pretty good offensive line that we’ll be able to run the football. But with a new quarterback like Brandon and some top receivers and a tight end like Hunter, we should be able to throw the ball as well. So I think balance is going to be a key for us.

After being bypassed in the draft in April and not signing a free-agent contract, he received an invitation to try out at the Pittsburgh Steelers’ rookie camp in May. He made enough of an impression to earn a contract with the Steelers and now is in training camp with the full team.

If he makes the Steelers’ roster and winds up contributing, it will become one of those long-shot, feel-good stories.

Stingily, whose brother Byron is an offensive tackle with the Tennessee Titans, rushed for 2,095 yards on 397 carries and scored 23 touchdowns at NIU. Byron Stingily, also a Romeoville graduate who went on to play at Joliet Junior College and Louisville, made five of his nine career starts with the Titans last season.

Philadelphia 76ers rookie forward Richaun Holmes (Lockport), who was not a starter in high school until his senior year, signed a contract with the NBA team last week.

He was a second-round draft pick (37th overall) out of Bowling Green. During the Utah Jazz Summer League, he averaged 10 points and five rebounds in 17 minutes a game.

Holmes suffered a broken elbow during the summer but is expected to be back for the beginning of the 76ers’ training camp in September.

His contract reportedly is guaranteed for the first two seasons with a salary higher than the NBA minimum for a second-round pick.

Holmes shot 55 percent from the floor at Bowling Green. He is the school’s alltime leader in blocked shots with 244 and is the first player in school history with more than 1,000 points, 600 re-

• Chicago Sky guard Allie Quigley (Joliet Catholic) entered Tuesday night’s Sky game against Indiana averaging 23.7 minutes, 11.3 points, 1.9 rebounds, 1.7 assists, 0.6 steals and 0.7 blocks.

The defending WNBA Sixth Woman of the Year, Quigley is shooting .504 (62 of 123) from

the field, .339 (19 of 56) from 3-point range and .852 (23 of 27) from the free-throw line. All of those figures are up from where they were early on.

• When I returned from a week of vacation last weekend, I noticed Pete Fulton had died. As great an athlete as he was at Lockport, Joliet Junior College and elsewhere, as far and accurately as he could throw a football, what I’ll remember most about him are those “Pete Fulton stories.”

Fulton was a legendary local athlete, for sure, but the tales so many have to tell about him might be even more legendary than his athletic accomplishments. He made life fun.

• High school football practice officially begins Monday.

To set the mood, I perused the IHSA web site to see what looked interesting.

To begin with, Montini and Sacred Heart-Griffin have been tagged with the “Success Adjustment” and will play

in Class 6A, assuming they qualify for the playoffs. Their classification enrollment number will not matter.

Good news, of course, for JCA. Montini has been the Hilltoppers’ 5A playoff nemesis for years now. It also is good news for central Illinois, where Sacred Heart-Griffin has dominated.

Also of note, this is the year when the IHSA seeds 7A and 8A from 1 through 32. No more 16-team groupings in the state’s largest classes.

This is a good thing. Of course, teams with better records and more playoff points (opponent victories) within each record get higher seeds. Records, and how many games your opponents win, can be deceiving. Still, in 7A and 8A, this should be a better system.

The plan is for the other six classes to have two groups that will be seeded 1 through 16, although geography could bring about eight-team quad-

rants in one or more classes.

Always interesting as well is which class our teams will fall into. At this juncture, it appears area schools most on the bubble are Lincoln-Way West between 5A and 6A and Plainfield North between 7A and 8A. The cutoff between classes might become clearer as the season progresses, or we might have to wait until the final day of the regular season to see who falls where.

As the IHSA always warns, the class where teams are ranked during the season by The Associated Press has no bearing on where they wind up.

For whatever reason, even after all these years, that seems to be misunderstood by some.

It’s a good time of year, when we begin pondering the new high school football season.

So how is the 32-year-old Cutler, now in his 10th NFL season and seventh with Bears, with his fifth offensive coordinator in seven years, abruptly new?

Why, he looks rugged and jacked, hasn’t thrown an interception in practice and has been kissing reporters on both cheeks after cheery and informative interviews that he wishes never would end.

OK, the last thing isn’t true. But the glowing reviews of his on-field demeanor and “rebirth” as a field general who suddenly “gets it” are true. They have been bandied about like a volleyball over a backyard net, at least.

Sure, coach John Fox might have called Cutler “Jake” in January, but that was before he got to know the refreshed and refreshing quarterback who likely never will commit a turnover again.

One is reminded of what former teammate/philosopher Brandon Marshall said of Cutler a while back: “He’s the real deal.”

And now, apparently, he’s so real, he’s chromed.

Me, I don’t believe it. I think Cutty is Cutty. The seven is a seven, not a 10. The spots are permanent, just like on your couch.

We’ve heard this all before, haven’t we?

Music suggestions for Bears:

The Bears play music during practice in Bourbonnais, which is a nice touch. Kind of like major league batting practice or blowing the windows out on your tricked-out pickup truck with the fake hay bales in the back.

Bears players have input into these tunes, but, alas, sports writers do not. I would like to make my suggestions here, to be taken seriously: 1. “Heart of Stone,” Rolling Stones. This should be played whenever a McCaskey is seen near the facility.

2. “Baby Got Back,” Sir Mix-a-Lot. “I like big butts/I cannot lie” is perfect for offensive line drills.

3. “Who’ll Stop the Rain,” Creedence Clearwater Revival. Played for head groundskeeper Ken Mrock at appropriate times.

4. “Here Comes the Sun,” The Beatles. Same as above.

5. “Hoochie Coochie Man,” Muddy Waters. Ted Phillips is in the house.

6. “The Little Red Rooster,” Willie Dixon. Played when 5-foot-8 cornerback Tim Jennings gets a pick.

7. “Dust My Broom,” Elmore James. Played for early cuts as they drift off, pondering their futures.

8. “Hellhound on My Trail,” Robert Johnson. Cutler’s theme song.

9. “Come Go With Me,” The Del-Vikings. Old doowop sing-along is perfect for cutdown day.

10. “American Idiot,” Green Day. This is for linebacker Lamarr Houston when he even thinks about celebrating anything.

11. “Tell Her No,” The Zombies. Background music when players have free nights and visit Kankakee bars. Remember, child support lasts a lot longer than your career.

Acho has early edge, but knows work is ahead

By NATE ATKINS natkins@chicagofootball.com BOURBONNAIS – In the race to Vic Fangio’s 3-4 outside linebacker spots, the most crowded field of contending starters on the team, Sam Acho was always going to enter with an edge.

First of all, he’s completely healthy, unlike Lamarr Houston and Willie Young, who still are working back from respective surgeries. More importantly, he has 3-4 experience, joining only Pernell McPhee on that front.

And it just so happens Acho is getting the first crack at outside linebacker with the first team through almost a week of training camp.

“He’s smart, he’s got good coverage ability, he’s played the position at this level for some time,” coach John Fox said was the reasoning.

the end of the day, I’m trying to just master my craft.”

Besides, Acho has been a starter in the 3-4 already. He started 32 games in Arizona, although 26 of those came in his first two seasons before a broken fibula and ankle ended his 2013 campaign after just three contests.

As much as training camp can look like experimentation, Acho said he feels it’s a time to clean up specific areas in one’s game that weren’t steady. For Acho, that could be adding a pass rush element, something he flashed prior to the injury before notching just one sack last season. He did finish the year with a run defense grade of +6.5 from Pro Football Focus, tied for seventh-best among outside linebackers.

“He’s a beast, man,” Christian Jones said. “He plays hard every down. He’s a physical guy. That’s what we like to have on the edge, guys who can take on those blocks and

be able to make plays on the edge.”

Acho said his top goal between now and the start of the season is to get better at stopping the plays he’s diagnosed in his head. He feels his production will take off as a result and he’ll prove something, which is necessary for a first-year Bear on a one-year deal at less than $1 million. He might be a starter right now, but he said the entire future feels up in the air.

So he quotes a verse from Hebrews: “Faith is the substance of things hoped for and it’s the evidence of things not seen.”

He added, “There are things I hope for on the football field and off of it, but I can’t see it. But there’s gotta be something there, that substance there. So you’ve got to have a lot of faith to play the game of football, especially when you don’t know what the next play, let alone what the next year holds.”

ROMEOVILLE – Former Lewis men’s volleyball opposite hitter Eric Fitterer has signed a contract to play professional volleyball for CAI-Voleibol Teruel in Teruel, Spain.

Fitterer helped Lewis finish as national runner-up in 2015.

CAI-Voleibol Teruel claimed the title of Superlinga Champions in 2009, 2010, 2011, 2012 and 2014, as well as runner-up in 2015. They were named Copa del Rey Champions in 2011, 2012, 2013 and 2015.

Fitterer played for Lewis from 2012-2015. In 2015, he was the NCAA Elite 89 honoree, a CoSIDA Capital One Academic second-team All-American, an American Volleyball Coaches Association second-team All-American and a member of both the Midwestern Intercollegiate Volleyball Association first team and all-tournament team. He totaled 772 kills and 84 aces in his Lewis career.

Fitterer is the second member of the 2015 squad to sign a professional contract. Greg Petty joined Leka Volley in Kuopio, Finland, in June.

Slammers roll past River City SUBMITTED REPORT O’FALLON, Missouri – The Joliet Slammers scored seven times in the second inning to take an 8-0 lead and breezed to an 11-4 victory Tuesday night over the River City Rascals in the opener of a three-game series.

Alfredo Rodriguez and Jack Cleary supplied the power for Joliet (28-39) as both homered.

Rodriguez went 2 for 5 and drove home four runs while Cleary finished 2 for 4 with three RBIs. Carlos Lopez also had two hits for the Slammers. Charlie White and Phil Bates chipped in with a hit and RBI each.

By SARA MOULTON The Associated Press For many parents, back to school time means back to packing lunch for the kids.

And that means it’s time to revisit that old lunchbox mainstay, the peanut butter sandwich.

The star ingredient tends to come one of two ways – heavily processed or ultra-natural. The more processed peanut butters generally are pumped up with added fats (as if peanuts don’t have enough!), sugar and salt. Not a happy choice. Meanwhile, natural peanut butters may shed the added ingredients, but they often make up for it with gains in price. Ouch!

I’ve decided there is a better way. Homemade! Do-ityourself peanut butter is not only healthier (you control what goes in it), it’s also way cheaper. And it’s a snap to make.

You start with the recipe’s only required ingredient: peanuts, raw or toasted. I prefer using toasted peanuts.

You can buy them toasted or get them raw and toast them at home in the oven. Either way, you just pour the toasted peanuts into a processor or sturdy blender and let it rip until they’re ground.

The grinding involves two stages. First, the peanuts turn into a fine powder. If you keep going, they then turn into a smooth paste. Keep in mind that food processors and blenders tend to overheat if they’re forced to run for a long period. That’s why I prepare peanut butter in small batches, grinding only 1½ cups of nuts at a time.

I also like to add 1 tablespoon of a neutral oil. My preference is grapeseed, but sunflower or safflower also work. The oil makes it easier to grind the nuts, which keeps both the machine and the nut butter from becoming too hot.

If you like your peanut butter chunky, start this recipe by pulsing about ⅓ cup of additional nuts in the processor.

Flavorings? You might add ¼ teaspoon of fine salt in the beginning. Other options are vanilla extract or paste, honey, cinnamon or whatever suits your fancy. Just hold off on adding these until you’re otherwise finished processing.

Once you have the consistency you want, then mix in any flavorings.

How should the play proceed in four spades after West leads the heart king?

In the auction, over West’s takeout double, North’s response of two notrump showed four or more spades and game-invitational values, an excellent idea initially proposed by Alan Truscott.

(Note that two no-trump is not needed to show a big balanced hand, because North would start with redouble. Also, what North would do with a stronger hand will be covered tomorrow.)

South has four losers: two spades, one heart and one diamond. Without this irritating heart lead, declarer could have driven out the diamond ace and discarded his heart loser on dummy’s third diamond. That won’t work now.

Some players would win the first trick, play a club to hand, and lead the spade queen with an illegal furtive look.

Another possibility is that conditions that affect the brain – such as stroke, Parkinson’s disease and dementia – affect the brain’s ability to feel or describe pain. And, just as aging nerves may make the bladder less efficient in passing urine, those nerves also may not feel pain as effectively as they once did.

UTIs produce subtle signs even when common symptoms don’t occur.

For example, an older person may experience confusion or agitation, fatigue and loss of appetite.

The estrogen will help discourage the growth of bacteria near the urethra.

A low dose of certain antibiotics, taken every day for several months, can also help prevent future UTIs.

Why didn’t I have any other, earlier symptoms?

Dear Reader: If you had urinary tract infections (UTIs) when you were younger, you probably remember the burning, pain and intense urge to urinate frequently. But these symptoms don’t always appear in older adults.

UTIs commonly occur when bacteria from the rectum (such as E. coli) infect the skin around the opening of the urethra (the tube leading to the bladder). From there, the bacteria can work their way up to the bladder or kidneys. (I’ve put an illustration of this on my website, AskDoctorK. com.)

A sharp drop in estrogen levels after menopause encourages bacteria to grow near the urethra. This increases the tendency of older women to get UTIs. UTIs may also occur when urine pools in the bladder. This is more often a problem in older men than in older women.

For example, an enlarged prostate gland can slow the outflow of urine and cause it to build up in the bladder.

In older women (and men), pooling of urine in the bladder may be caused by problems with the aging of nerves that cause the bladder to empty.

Whatever the cause, pooling of urine in the bladder creates an ideal setting for bacteria to grow.

It’s not clear why an older person wouldn’t experience the same symptoms as someone younger.

It may be because UTI symptoms are caused by the immune system’s fight against the infection. And the immune sys-
