By FELIX SARVER fsarver@shawmedia.com JOLIET – Joliet Township High School District 204 officials are concerned about a potential property tax freeze that could spell losses between $5 to $6 million for the district.

At Tuesday’s board meeting, JTHS Superintendent Cheryl McCarthy said district officials would need to keep an eye on the two-year property tax freeze proposal that passed the Illinois Senate earlier this month. The tax freeze would apply to all taxing districts, freezing tax levies at 2015 levels through 2017.

“Although it sounds really good, it will have a huge impact on our budget in future years,” McCarthy said.

The impact of the proposal could mean the school district

losing upward of $5 to $6 million, said Ilandus Hampton, assistant superintendent for business services. He hoped the property tax freeze would become a reality.

“If this starts to happen, having a fund balance is definitely going to benefit us as a district,” he said.

Because of uncertainty with state funding in general, school officials have been conservative in revenue estimated for the 2015-16 budget.

The school board unanimously passed a tentative version of the budget at Tuesday’s meeting. The budget will be on public display for 30 days, with final approval scheduled for Sept. 30.

Under the tentative budget, the total projected revenue is about $103.2 million, with projected expenses at about $101.8

million. The budget reflects a surplus of $1.3 million.

Staff changes

The board unanimously approved Tuesday the resignation of John Randich Jr., winter athletic supervisor.

The board also approved appointing Tracey Marshall to the position of AVAC/PI/VI/ transition coordinator, effective Tuesday, with a salary of $80,000.

Marshall will replace Rebecca Kemp, who resigned July 23.

The board also approved the retirement of Judith Lee, special education teacher at River Valley Detention Center, effective June 30, 2019.

Proposal would raise Joliet water and sewer rates into 2024

By BOB OKON bokon@shawmedia.com JOLIET – Joliet residents and businesses would see hikes in water and sewer rates every year if a proposal made to the City Council this week wins approval.

Council members’ comments after a presentation of the rate hike proposal showed they were reluctant to raise rates at all.

“I think we need to search every avenue we can before going forward with this,” Councilwoman Jan Quillman said.

Quillman and other council members suggested the utility department look for uncollected bills and other potential revenue before they consider a 9 percent rate hike proposed for Oct. 1.

But that would be just the first of four rate hikes proposed by staff and a consultant.

Consultant David Naumann with the firm Burns & McDonnell said he would recommend the 9 percent hike, followed by an 8 percent increase in 2016, 6 percent in 2017 and 5 percent

in 2018.

Naumann said the city in five years should review rates again. But the study from Burns & McDonnell proposes annual rate hikes into 2024, giving a glimpse of what residents would pay if the council agrees with the findings.

Rates, according to the study, would continue to increase by 5 percent in 2019, 8 percent in 2010, 7 percent in both 2021 and 2022, 5 percent in 2023 and 2 percent in 2024.

The study proposes a second option in which commercial and industrial users would pay more than residential customers.

But the average residential increase would still be 8.6 percent this year if the city goes with option two.

Rate hikes for commercial and industrial customers would range between 8.8 percent and 11.4 percent depending on how much water they use.

Council members appeared focused on the impact on residential customers.

land told Naumann the study compared Joliet rates with those of communities with higher incomes.

“We’re a very impoverished community,” McFarland said.

Burns & McDonnell compared Joliet to 17 other communities, most of them in Will County. But it included comparable small cities in the Chicago region.

Joliet had the sixth highest rates, slightly higher than Elgin but far lower than Aurora, which was the 13th highest.

The average residential water and sewer bill in Joliet would go from $54.47 today to $59.38 on Oct. 1 if the city approves a 9 percent hike. Under option two, with the 8.6 percent increase in residential rates, the average bill would go to $59.18.

Naumann said Joliet, which has held rates steady since 2011, has not reflected the national norm, as communities regularly raise rates to keep up with Environmental Protection Agency mandates and the needs of aging infrastructure.

The program, which had 102 students enroll, offers minimal intervention through assistance and time. All of the students enrolled earned credit.

Board members also learned with summer school that 306 students were enrolled in the first session and 278 of them completed their courses.

In the second session, 252 students enrolled and 234 of them completed their courses.

But HUD may get in the way of possession of Evergreen Terrace

The Joliet City Council voted Tuesday 7-1 to spend the $15 million needed to acquire the low-income, apartment complex at 350 N. Broadway St. Councilman Larry Hug was the lone dissenting vote, with council members John Gerl, Bettye Gavin, Jim McFarland, Terry Morris, Pat Mudron, Mike Turk and Jan Quillman voting in favor.

The vote is the latest benchmark moment in a legal battle dating back to 2005, when Joliet first sued to gain eminent domain over the property that city officials contended had become blighted and crime-ridden because of years of bad management.

“Ten or 11 years ago the living conditions around Evergreen Terrace were deplorable,” Turk said. “The surrounding neighborhoods were suffering. The whole city was suffering. There was a public outcry to do something.”

Several council members voting for the acquisition said it gives the city a chance to improve conditions for Evergreen Terrace residents and people who live in the surrounding neighborhoods.

McFarland called the Evergreen Terrace situation an “ongoing debacle,” but said he believed there was public support for the acquisition and it was the best option for the city.

The vote by the council authorizes city officials to pay $15 million for Evergreen Terrace by the court-mandated deadline of Sept. 1.

But ownership will not be resolved for at least a couple of months, and maybe longer.

Mayor Bob O’Dekirk said the city has learned that HUD plans to try to block the city from taking possession of Evergreen Terrace.

“We have an issue that we’re going to hand over that $15 million and not get any income from that property,” O’Dekirk said.

However, the mayor’s version of what HUD officials informed him and City Manager Jim Hock differed from Hock’s version.

O’Dekirk said HUD gave

the city a checklist of 64 conditions to meet before taking ownership. He said HUD will try to block the city from taking possession until the conclusion of an appeal by Evergreen Terrace owners, which could take up to two years.

Hock, however, said he expected the city will respond to the checklist in a matter of two to three months and take possession of Evergreen Terrace. At that point, Holsten Real Estate Development & Management Corp. would take over management of Evergreen Terrace, Hock said.

In another new development, city officials have learned they must stay with Holsten as the management

company for Evergreen Terrace unless they are willing to go through a lengthy process of selecting an alternative company.

That means a recent proposal from the Housing Authority of Joliet to manage and redevelop the property will not be considered, Hock said. He noted that HAJ opted not to take part in a previous review when HUD approved Holsten as a management company for the property.

The city also has learned from HUD officials that it will not be able to use federal Community Development Block Grants to redevelop Evergreen Terrace unless it is willing to replace every hous-

ing unit on that site.

The city will have to dig deeper into its own pockets, rather than use federal housing funds as previously planned, to buy and eventually redevelop the site to lower the number of housing units.

Hug said the money spent on Evergreen Terrace would be better spent on more police officers and snowplows.

Burnham Management, the company that manages Evergreen Terrace now, released a statement saying it was “disappointed” with the vote, but added “we remain committed to the nearly 800 residents who call Evergreen Terrace home.”

Will County pursuing solar rooftop project

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Will County is competing for state funding this fall to bring a solar-powered rooftop to its Adult Detention Facility or the county-owned Sunny Hill Nursing Home.

Dean Olson, who heads the county’s Resource Recovery and Energy Division, said Tuesday the county hopes to partner with a private solar energy company to cover the capital costs of

installing, operating and maintaining the roof-mounted installations.

Olson said the county plans to issue a request for proposal by Sept. 1 seeking companies with which to partner. He said he thinks partnering with a well-established firm will improve the county’s odds in competing for solar credits, which are a currency used to stimulate the solar energy market.

The Illinois Power Agency will make about $10 million in spendable solar renewable

energy certificates available in November to competing stakeholders to spur new solar development statewide.

Olson said the county has a Nov. 30 deadline to successfully capture credits from the agency, which purchases power on behalf of ComEd and other utility customers.

Will County Board wary of considering replacement hires

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The state budget crisis in Springfield has some members of the Will County Board wary of hiring more employees before the county budget approval process this fall.

“I just think we need to get out of the pattern of hiring people right before budget time,” County Board member Mike Fricilone, R-Homer Glen, said Monday. “It doesn’t really allow for any adjustments down the road.”

But some critical hires can’t wait.

A number of department hires are on the agenda for the board’s meeting Thursday, which is the same meeting where Will County Executive Larry Walsh Sr. will give the annual State of the County address.

Fricilone and other Executive Committee members last week heard from department heads about needed hires when some members suggested the need to spend conservatively in light of financial uncertainty at the state level.

Nick Palmer, chief of staff for the Will County Executive Office, said Tuesday the office often will hold off several months before presenting the board with hire recommendations. New or replacement hires are not taken lightly, he said.

An in-house promotion in June left the Land Use Department with only one building inspector, said Mike Smetana,

chief building official. He told committee members last week it costs twice the $40 hourly rate to outsource building inspections.

Being short-staffed, one inspector has been forced to conduct at least 11 site inspections per day, while many others have been outsourced.

The county conducted almost 300 inspections in June.

With health insurance costs on the rise and the potential for state income tax revenue cuts, County Board Speaker Jim Moustis, R-Frankfort, said last week the county should consider intergovernmental agreements and other ways to reduce costs.

According to county documents, a solar-powered rooftop could supply about 33 percent of the electricity used at the detention facility, and save about $100,000 a year. At Sunny Hill, the rooftop could generate nearly all the electricity needed, saving about $93,000 annually.

Curt Paddock, director of the Land Use Department, said this is a great opportunity for the county.

“Some people wonder how the Land Use Department has anything to do with solar projects,” Paddock said. “But basically this really fits into our overall mission. We want to be a source of new ideas and new ways of thinking about energy conservation.”

Grow Solar – a legal, financial and technical assistance program made available through the Midwest Renewable Energy Association – will help the county draft a request for proposal, Olson said.

Will County, Elwood at odds over Manhattan-Arsenal Road

By LAUREN LEONE–CROSS lleonecross@shawmedia.com ELWOOD – Will County officials said they are doing all they can to address the concerns of residents living along a stretch of Manhattan-Arsenal Road near the intermodals experiencing a heavy uptick in truck traffic since the closure of the Walter-Strawn Drive railroad crossing.

But the village of Elwood and residents in the area – including 500 who signed a petition calling for a solution – said it’s hardly enough, arguing the county should transfer jurisdictional responsibility to the village.

“As a home-rule community, we believe Elwood, if [the county] were to transfer jurisdiction to us, would be able to put the necessary restrictions to eliminate commercial truck traffic,” said Elwood Police Chief Fred Hayes, who has partnered with the Will County Sheriff’s Office to step up enforcement in the area.

But County Executive Larry Walsh Sr. said Elwood brought the issue on itself when local officials supported the Illinois Commerce Commission’s decision to close Walter Strawn Drive – previously a major access point to

the intermodals from Route 53. The closure shifted traffic to local roads, he said.

The County Board is scheduled to vote Thursday to reduce the speed limit to 45 mph along Manhattan-Arsenal Road between Route 53 and Brandon Road to increase safety, Walsh Sr. said.

Flashing signs clearly state the road has a 15-ton weight limit, he said. State law prohibits the county from making exceptions for school buses and garbage trucks if the weight were lowered to 5 tons as requested.

Hayes said that’s why the village, which has home-rule authority, is pushing for a jurisdictional transfer.

“I think we’re better positioned from a local standpoint to address a local issue,” he said.

Mary and Bob Barney, both 59, of Elwood, live on Tehle Road, just off Manhattan-Arsenal Road. The couple said the truck traffic has always been an issue.

Trucks using Manhattan-Arsenal Road often inadvertently end up on Tehle Road, which is “barely a twolane road,” Mary Barney said.

“It’s an old country road,” she said. “It’s like a driveway.

It’s totally not designed for trucks.”

When Glasgow spoke with her about an opening as the executive director of Will County Children’s Advocacy Center, Las thoug ht, “How can I say no?”

“I’ve worked Lisa Morel with him in the Las past, and I’ve always admired his vision and commitment to the community. He’s not only a strong prosecutor, but he really cares about the community and reaching out to vulnerable people,” she said.

Glasgow said Las’ success at Big Brothers Big Sisters “brought this important community organization to the highest possible level of service on behalf of local children who need mentorship and support.

“We’re pleased she will put her passion and skills to work for the Children’s Advocacy Center as we plan for the expansion of services to sexually abused children and their families,” he said in a news release from his office.

Las said it was a difficult decision, but she chose to take the opportunity and leave her position as CEO of Big Brothers Big Sisters.

“I feel bittersweet. I’m really proud of everything we were able to accomplish at Big Brothers Big Sisters. But at the same time, it’s really sad to leave,” she said.

In the 11 years she was CEO, she helped increase the organization’s profile and footprint

across Will, Grundy, Kankakee and Iroquois counties to serve more children. She was able to raise more than $1 million in federal funding for Big Brothers Big Sisters.

In her new role, Las said she plans to do the same: raise the profile of the Children’s Advocacy Center and attract more donors to support children.

“I’m really excited to bring it to the next level. … [The center] is kind of Will County’s best-kept secret, which is unfortunate because of all the work it does,” Las said. “Bottom line, it’s there to serve our most vulnerable children.”

Glasgow established the center 20 years ago to improve investigations into cases involving sexual abuse of children, according to the news release. Interviews recorded at the center have been used in the prosecution of thousands of child predators in the past 20 years.

LOCAL BRIEFS Frankfort board approves industrial incentive grant FRANKFORT – The Frankfort Village Board approved Monday a $19,600 grant under its Target Industry and Industrial Incentive Program.

Al Tabron Development wants to construct a 19,600-squarefoot industrial building at 885

Lambrecht Road in Frankfort’s industrial district, according to a news release from the village.

The new structure will consist of an eight-unit condo building.

Each unit will be 2,400 square feet.

This is the fourth grant awarded under the T3IP program, which was introduced in 2013 as an

economic development tool to attract new construction and the expansion of industrial businesses in the village’s industrial park.

The T3IP grant program is three-tiered, providing incentive for new industrial construction, or the expansion of qualified target or non-target industries.

The grant will be issued upon

completion of the new building.

The building is estimated to be finished by early 2016.

3-on-3 tournament to be held this weekend

JOLIET – A three-on-three tournament will be held this weekend in Joliet.

Witnesses said a blue Saturn was being chased by a silver car about 6 p.m. on Oak Avenue near Briggs Street, according to Will County Sheriff’s Office Deputy Chief Rick Ackerson.

“The occupants of the blue

Saturn were leaning out the window shooting at the silver car before they lost control, went down an embankment and rolled over,” Ackerson said.

One 16-year-old boy was ejected from the vehicle while another remained inside, according to Ackerson. The silver car fled the scene.

Lockport Township firefighters transported the teens to Silver Cross Hospital with in-

juries that were not life-threatening, Ackerson said. The teen who was ejected was later flown to Advocate Christ Medical Center in Oak Lawn with a broken femur.

“The occupants have been uncooperative with investigators,” Ackerson said Tuesday.

He said investigators recovered shell casings from the scene and found a handgun inside the vehicle when it was turned upright.

According to www.allure. com, there are three main methods of adding extensions. The fusion method involves fusing individual keratin-tipped strands to your natural hair using heat. Tapein extensions use double-sided tape to attach wefts of hair to small sections of your natural hair. Weave (or sew-in) extensions involve braiding your natural hair in rows from ear to ear, and weaving wefts of hair with thread onto the braids.

The website states that fusion extensions are the most expensive ($500 to $4,000) and take the longest to apply (up to three hours), but they

last the longest (3-4 months).

The downside is that they can only be used once. Tape-in extensions take about an hour and are less costly ($300 to $2,000), but need maintenance every 6-8 weeks.

Tape-in extensions are reusable, as are weaved extensions, which last about three months and take 1-2 hours to apply. Weaves are also the least expensive ($100 to $1,000).

You can purchase human or synthetic hair; the general thought is that you get what you pay for. Choose an option that fits your budget, can withstand heat styling, and won’t tangle too easily. Try to match the color and texture of your natural hair so the extensions are undetectable.

A great haircut will blend the two quite well.

Choose a stylist with hair extension experience and a colorist backgrouond to avoid potential damage to your natural hair. Ask to see your stylist’s portfolio showing pictures of past clients, and ask for references.

PLAINFIELD – A 14-yearold boy told police three teens burned his arm Saturday at a park.

The victim and a friend were walking about 6 p.m. at West Norman Greenway Park off 135th Street when they were

approached by three boys, according to Detective Sgt. Kevin McQuaid.

“The juveniles had a [cigarette] lighter and an aerosol can and they talked with the boys.

The victims kept walking and they ran up, lit the can to burn his arm and took off running,” McQuaid said.

Channahon talks zoning change

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – The Village Board is taking some extra time to consider a zoning matter that has one resident up in arms.

Jeffrey Dames attended Monday’s board meeting with his attorney to protest a planned rezoning of Dames’ next-door neighbor’s residential property from Residential-1 to Agricultural-2.

According to Channahon Director of Community Development Mike Petrick, the 5-acre property at 24545 S. Ford Road, owned by Dennis Bubinas, is next on the village’s schedule of code-aligning certain residential properties with detached garages. Detached garages are not allowed on lots zoned R-1, but are allowed on R-2 and A-2 properties.

Earlier this year, trustees changed the zoning of nine such properties from R-1 to R-2, Petrick said.

Dames said this particular property also should be zoned R-2, rather than A-2. No A-2 property exists anywhere near the area, he said.

“Agricultural zoning is not in the best interest of the village,” Dames said. “Agricultural zoning does not belong in the middle of an environmentally sensitive area.”

Dames said he was concerned the owner would bring in race cars or turn the property into a “mini-farm,” both of which, he said, would take away from the tranquil nature of the area.

Village Administrator Tom Durkin said an A-2 designation is a “rural resident district” and is more appropriate for the site than an R-2 designation.

It’s a larger property, he said, and the land immediately to the north – also known as Lake Shokakana – is A-1. Zoning the property as R-2 would leave it open to the option to subdivide and add more houses, which Durkin said would “change the

whole character of the property.”

According to village code, an A-2 designation is designed “to provide use of lands optimally suited to neither prime agricultural nor urban uses because of location, topography, soil characteristics, wetness, vegetation or other natural or man-induced factors.”

Horses and other large animals are allowed, as are agriculture and crop fields in a limited manner.

Bubinas told the board he preferred an A-2 designation over an R-2, as the former would allow him to build a larger garage that he might like for his hot rod hobby. He does not want to raise large animals on the property.

“I have no intention of raising cattle,” he said.

A vote on the matter was scheduled for Monday, but trustees decided to give it additional consideration until a specially scheduled meeting Aug. 24.

Channahon store robbed by masked gunman

CHANNAHON – A masked gunman robbed a liquor store Monday night in Channahon.

The holdup occurred shortly after 9 p.m. Monday when a man in black clothing and a black ski mask entered USA Liquors, 25228 Reed St., according to Deputy Police Chief Adam Bogart.

“He came in [with] a semi-au-

money. After taking the cash, he told the employees to lay down on the floor and fled,” Bogart said.

It was not known Tuesday if the bandit left the scene on foot or in a vehicle.

Three employees were in the store at the time of the robbery, according to Bogart, but no customers were present. No one was injured.

Anyone with information about the incident is asked to call detectives at 815-467-2112.

MOKENA – A Manhattan man was arrested Friday after police said he had sexual contact with a 16-year-old girl.

Mokena Police Chief Steve Vaccaro said investigators learned Ryan Benck, 30, met Ryan Benck the girl online earlier this month and arranged to meet her for sex. Afterward, the girl’s parents learned about the alleged encounter and notified police, he said.

Benck, of the 24600 block of Route 52, was interviewed by detectives and subsequently arrested on charges of aggravated criminal sexual abuse and indecent solicitation of a minor.

On Monday, the Will County State’s Attorney’s Office filed two additional misdemeanor charges against Benck – sexual exploitation of a minor and soliciting a minor, according to court records. Benck is being held in

the Will County Jail on $50,000 bond.

Joliet chamber leadership school starts soon

JOLIET – The application deadline for the Joliet Region Chamber of Commerce & Industry’s Community Leadership School is Friday.

The school, which is designed with the mission of developing community leaders, starts Sept.

3. Participants meet in weekly, two-hour sessions, interact with community leaders, and work on a team research project.

The fee is $295 for chamber members, $395 for nonmembers, and $195 for students and employees of nonprofit organizations. According to the chamber’s website, it is designed to foster community awareness and involvement among individuals who demonstrate leadership or show leadership potential.

JOLIET – Severe weather blew through the Joliet area Tuesday evening, with radar and trained weather spotters noting rotation in the clouds but no reported touchdowns of a tornado.

At 7:15 p.m. the National Weather Service issued a tornado warning for northwest Will County after a severe thunderstorm capable of producing a tornado was located over Joliet.

The National Weather Service said a long-lived rotating wall cloud was spotted in Will County, and there were a few reports of funnel clouds, but no confirmed reports of a tornado touchdown the service was aware of as of 9:15 p.m. Tuesday.

The tornado warning was called off a few minutes shy of its 7:45 p.m. expiration time.

The Joliet Fire Department said while the sirens did go off, as of 7:30 p.m. there were no calls for storm-related damage.

The weather service said it had received few phone calls about damage. It did note that wind gusts got up to 60 mph in Gardner in Grundy County, and there were reports of flooding in the area.

Other warnings were issued Tuesday night for Will and Grundy counties, including a tornado watch, severe thunderstorm warning and flash flood watch.

Thunderstorms also are possible Wednesday and could be severe, according to the service.

THERESA M. GEORGANTAS Theresa M. Georgantas (nee Mandel), age 85, passed away Tuesday, August 17, 2015, at Lakewood Nursing and Rehabilitation.

Theresa was born and raised in Joliet, IL. A 1947 graduate of Providence Catholic High School.

She worked for St. Joseph Hospital and Public Service Company. She was married for 54 years to the late Clarence “Teak” Georgantas, former owner of Georgantas Jewelers of Shorewood. A member of Holy Family Parish.

Survived by her four sons, Gregg “Storm” (Donna) of Channahon, Mark of Las Vegas, NV, Frank of Crest Hill and Charles “Chuck” Georgantas, also of Crest Hill; one daughter, Clare Terese “CT” Georgantas of Chicago; five grandchildren, Tara, Alex, Behron, Macey and Ainslie; two great-grandchildren, Cameron and Madison; one sister, Dolores (late Leo) Lange; two brothers, Robert (Ann) Mandel and James (Teresa Hurst) Mandel; and numerous nieces, nephews and cousins also survive.

Preceded in death by her parents; her husband, Clarence “Teak” Georgantas; two sisters, Shirley (Robert) Lambert and Lillian (late Richard) Moruzi; and one brother, Frank Mandel.

She attended St. Rose of Lima Catholic Church in Wilmington. In her leisure she enjoyed playing softball, bingo, ceramics and especially spending time with her grandchildren.

Surviving are three daughters, Lynette (Kenny) Highbaugh of Braidwood, IL, Paulette (Scott) MacLeod of Morris, IL, and Danette Donovan of Wilmington; seven grandchildren, Daniel VanDuyne, Marjorie Donovan, Lucas Donovan, Ryan Donovan, Nicole MacLeod, Kenny Highbaugh, and Kyle Highbaugh; and one great granddaughter, Victoria Highbaugh; one brother, Mike (Pam) Nickel of Channahon; one sister, Hallie (Tom) Price of Joliet, IL; and nieces and nephews.

She was born on January 29, 1930, in Varna, IL to William and Emma (Guderjan) Hoppe. Lois was united in marriage on April 26, 1952, to William (Bill) Holmstrom. They moved to Joliet in 1954. She was a devoted wife, mother, and grandmother. Her greatest joy was raising and caring for her family. She was a member of St. Peter’s Lutheran Church.

Lois is survived by her husband of 63 years; two daughters, Carol (Dale) Baumgartner and Joyce (Tom) Hurley; and four grandchildren, David and Jonathan Baumgartner; Eric and Jennifer Hurley; and one great-grandson, Finn Baumgartner.

Preceded in death by her parents; and one brother, (Raymond 1952); one grandson, Daniel Baumgartner (1986).

He graduated from Manasas High School in 1958. He accepted Christ as his personal Savior at n early age.

When Herman left this world, he was content and confident in the knowledge that he would have eternal peace with Our Father.

In addition to having a personality, Herman will most be remembered for his love for sports. Money was a gift that he shared with others from his heart. Herman loved the outdoors; fishing and hunting all year long.

CHICAGO – A 21-year-old suburban Chicago man awaiting trial on terrorism charges faced new allegations Tuesday that he attacked a fellow inmate who his attorney said taunted him with a cartoon drawing of the Prophet Muhammad.

At a separate status hearing in his terrorism case Tuesday, Adel Daoud told a judge he believes there Is an elaborate conspiracy against him that includes plans for a trial where “the jurors are Freemasons hired by the judge.”

Daoud, a U.S citizen from suburban Chicago, faces terrorism charges for allegedly trying to set off a bomb outside a downtown Chicago bar in 2012.

“My whole case is a hoax,” he told U.S. District Judge Sharon Johnson while standing at a

Harvey settles lawsuits over failure to test rape kits

CHICAGO – A Chicago suburb whose police department mishandled years of rape investigations has settled lawsuits seeking damages for the shortcomings.

Seven women filed lawsuits in federal court against Harvey’s police department and former chief Andrew Joshua, alleging the failure to submit rape kits for testing violated their constitutional rights to due process and equal protection.

In one case, an alleged lapse

by Harvey police allowed a Cook County correctional officer continue to molest his stepdaughter for years. Harvey agreed to pay $1.2 million to that victim. A second case, involving two women, was settled for $241,250. The

Eastern Illinois laying off 67 with more to come

CHARLESTON – Eastern Illinois University President David Glassman says the school is laying off 67 employees and says more people will lose jobs as the school wrestles with declining enrollment and financial uncertainties.

Glassman said in a news release Tuesday that another 51 open positions will not be filled.

Glassman said unspecified additional cuts will happen “very shortly.”

The jobs are civil service or administrative and professional positions rather than faculty.

The release said the cuts are intended to reduce expenses to deal with declining enrollment at the Charleston school. Enrollment fell 23.4 percent between 2010 and 2014, from 11,630 to 8,913.

But the release noted the university is also still waiting for a state budget. Gov. Bruce Rauner and the General Assembly remain locked in a stalemate about state expenses.

CHICAGO – Bulls great Michael Jordan testified Tuesday that his image is precious to him, which is why he filed a lawsuit against a grocery store chain that used it without permission.

“I have the final say-so on everything that involves my likeness and my name,” Jordan told jurors in Chicago. When his attorney asked him why he brought the case, Jordan said it was “to protect my likeness, my image ... something I value very preciously.”

Manuel F. Rodas, age 96, entered eternal life after a courageous battle with cancer on Sunday, August 16, 2015.

Manuel is survived by his beloved wife of 63 years, Estella M. Rodas; loving children, Estuardo Rodas and Lilian Miranda; grandson, Giovanni Fratti; and one dear sister, Estella Romero.

Preceded in death by his parents, Manuel and Hortencia Rodas Cruz; brothers, Roberto Rodas Cruz and Carlos Rodas Cruz.

Manuel was an Attorney at Law from San Carlos University in Guatemala. He graduated from the University of Wisconsin with a Master’s Degree in education. He taught for over 19 years at Joliet Junior College and Southern Illinois University Carbondale Summer Abroad Program. He cofounded the first Hispanic credit union in Illinois and the first Spanish programming on WJOL. He volunteered at the Will Grundy Clinic as an interpreter.

Manuel loved to travel and read and help anyone who was in need. He will be greatly missed.

In lieu of flowers, donations in Manuel’s name to Joliet Area Community Hospice would be appreciated.

A celebration of Manuel’s life will begin on Thursday, August 20, 2015, with prayers in the funeral home chapel at 9:30 a.m. then driving in procession to St. Ambrose Catholic Church in Crest Hill for a Mass of Christian Burial to be held at 10:00 a.m. Interment will be held in Guatemala City, Guatemala. The Republican governor is locked in negotiations over a labor contract to replace a pact that expired June 30 with about 36,000 state workers, members of the American Federation of State, County and Municipal Employees.

Rauner believes the plan, which would ban a union strike or government lockout in favor of third-party mediation, is linked to his having taken no union campaign money.

“If our ability to negotiate with AFSCME gets stripped away, it’s likely going to cost taxpayers in Illinois billions of dollars beyond what I think we could negotiate if we were allowed to do it in good faith and complete the process,” Rauner said while visiting reporters in the Capitol. “It’s a big deal.”

AFSCME responded with a letter to lawmakers saying the governor’s “crusade against this bill is based on hyperbole and misinformation.”

“Nothing in the legislation compels the parties to go to arbitration,” the letter states. “In fact, either side could choose arbitration if negotiations fail to produce a settlement. As such, the bill does not short-circuit the negotiating process, but offers an additional path to a settlement free of the hardship, conflict and disruption that a lockout or strike could cause.”

Senate President John Cullerton, a Chicago Democrat, said the arbitration measure is one of three vetoes – the others are budget-related bills – the Senate is considering for override Wednesday.

“We are going to be in session, we’re going to have caucus, and we’ll talk about it in Springfield,” Cullerton told reporters in Chicago Tuesday.

The Senate will convene for a potentially dramatic showdown on what is Governor’s Day at the Illinois State Fair, where the GOP – and, in particular, Sen. Mark Kirk, seeking re-election in 2016 – will rally voters.

A: Actually, our firm has belonged to a physicians’ network for years. When an employee is injured, emergency care is no problem. Thereafter, however, treating physicians and other medical providers frequently want pre-authorization from the workers’ compensation insurance carrier. Workers’ compensation adjusters are commonly slow in giving such authorization. Authorization can be delayed because they want something called a Utilization Review, or they want a defense medical exam, or simply because the adjuster doesn’t get to the matter because they are overwhelmed with work. Thus it is clearly an advantage to the injured worker to be able to obtain medical care without the impediments imposed by workers’ compensation carriers.

Just because we belong to a physicians’ network,

however, does not mean that when clients seek our help in obtaining treatment, that we limit treatment to the networks or their medical providers. In fact, having practiced for over 45 years, we have many relationships with a number of different physicians and providers directly. When we refer a client to a physician, it will be one who is top notch. With all due respect to various companies that advertise for lawyers or doctors, frequently these are professionals who are not particularly busy, and generally there is a reason why they are not particularly busy. It could be either due to poor quality, lack of recognition or problems relating to patients or clients. There are other nuances in worker’s compensation matters which I would not discuss in print, but which disfavor the use of such companies.

As in all workers’ compensation matters, my advice is to contact a highly skilled attorney immediately at the time of the injury, so that you will be well advised along the trail to both medical and financial recovery. adno=0344340

Q. Is it really that important to find a local attorney who focuses on injuries. I mean all lawyers went to law school, so why can’t they do injury law even if it isn’t what they usually do?

A. In one respect, you are correct; there is nothing that prevents a lawyer from practicing in multiple areas of law. It’s just not always the best way to serve the needs of the client; lawyers tend to focus on particular areas of the law because of the intricacies of the practices. This allows the lawyer to become more proficient at the type of law she/he practices on a daily basis. The law is a living entity in many respects and as such it changes and evolves over time. Those who only dabble in an area of law are normally not up to date on all the nuances of that particular area of practice.

For example,what was once common practice in mid century (i.e. the 1950s-1970s) does not, for the most part, have much to do with how things are done today. Back then, if you are old enough to remember, there were no laptop computers, tablets or cell phones. Research wasn’t done on line, but in the library. The

laws were reflective of the times. There were no cases dealing with discovering the contents of a Facebook account because there was no such thing as social media. No one would have even thought about asking if a driver was “Driving distracted” because the concept of texting and driving didn’t exist.

If you’ve spent most of your law practice focusing on divorces, probate, or banking, for that matter, these types of issues are not ones you may have encountered in your practice.

Retaining someone familiar with the type of case you have certainly improves the odds of the case being handled efficiently and effectively.

Additionally, finding a lawyer familiar with the policies, procedures and local court rules is also beneficial to you, the client. Though the laws of Illinois apply in any Illinois courtroom, there are multiple Circuits. Each Circuit can have local rules which differ from the neighboring circuit. Additionally, individual judges can also have certain ways of doing things within their courtrooms. A local attorney will know these policies and procedures and also be familiar with the local rules. This type of knowledge can be invaluable in obtaining the best result possible for the client. adno=0344341

The Illinois School Code requires that a child be enrolled when the child “resides” in the school district.

In this case the residence of a person who has legal custody of a pupil is deemed to be the residence of the pupil. As set forth in chapter 105 Illinois Compiled Statutes 5/10-20.12b, “legal custody” means: “custody exercised by an adult who demonstrates that he/she has assumed and exercises legal responsibility for the pupil and provides the pupil with a regular fixed night-time abode”.

If Grace’s, Ethel’s and George’s problem is similar to yours, ask your school district’s registrar to contact the Will County Regional Superintendent’s of Schools office at (815) 740-8360. Ask them to send or fax copies of this Affidavit to the school district office. You can also obtain copies at their office at 702 West Maple Street, New Lenox, Illinois.

If your local school district says that they have never heard of this “Affidavit” then clip this article and ask them to send it to the school district’s attorney.

Remember: A false Affidavit by a parent or grandparent is also a violation of the law, just as a school district may violate the law for not accepting the Affidavit.

A: Under the Trust for Domestic or Pet Animals Act, an individual may leave property at death in trust for the care of a beloved pet. Since enactment of the Act, an individual may provide for a pet with the knowledge that enforcement authority exists to ensure that the bequest is utilized exclusively for the care of your pet (under prior law there was no mechanism for enforcement). Under the Act, an individual is given considerable flexibility to create instructions regarding the use of funds for the benefit of a pet, as well as restrictions on the Trustee’s ability to use trust funds other

than for the express purposes set forth in the instrument. Complete prohibition of the Trustee to use funds for his or her own benefit is also permitted under the Act. Know also that if the designated “protector” or the court finds that a Trustee breached its duty, or went beyond the authority set forth in the document, theTrustee can be removed, and a replacement Trustee appointed.

Today’s topic is: “SCHOOL” GUARDIANSHIPS!!!

SCHOOL ADMINISTRATORS PLEASE READ!!!

Often times grandparents are called upon to take care of their grandchildren for extended periods of time. If the parent lives in a different school district than the grandparent, the grandparent’s school district will often request the grandparent to become the grandchild’s guardian.

This can be an expensive proposition because guardianships require a court action and a judge’s approval. I’m here to tell you as an elder law attorney and as a former member of a local school board that IN MANY INSTANCES A “SCHOOL” GUARDIANSHIP IS NOT NEEDED AND MAY BE ILLEGAL AS A CLASS C MISDEMEANOR!!!

Here’s an example: Mom, Grace, is a single parent; she lives in New Lenox; she has a new job which requires her to be at work before 6:00 a.m. and she doesn’t get home until almost 6:00 p.m.. She has no support network and does not have the money yet to have her 10 yearold daughter and 7 year-old son in before-and-after-school daycare.

Grace’s mom and dad, Ethel and George, live in rural Jackson Township in the Elwood Grade School District. It is decided that during the school year Grace’s kids will live with their grandparents, Ethel and George.

Under the “old way” the Elwood Grade School District would have required Ethel and George to become guardians of their grandchildren.

Under the provisions of Article XI of the Probate Act of 1975 even if the parent gives consent to the guardianship the Court has to make a finding that the parent is “unfit” or is “unwilling or unable to carry out day-to-day child care decisions concerning the minor”.

Well, in our example Grace is “fit” and she is able to make day-today decisions concerning her children’s care. However, she is trying to get back on her feet financially and her kids will be living with their grandparents, Ethel and George, for

The arrogance of academia in Illinois SPRINGFIELD – Last week, I was chatting with a mother and father about their daughter’s college plans.

Their high schooler is visiting college campuses, and they are encouraging her to consider attending a college out of state.

I was surprised.

Both parents are such loyal University of Illinois graduates that I thought one must bleed orange and the other blue.

And their daughter is whipsmart, a National Honor Society member and a shoo-in to be admitted to Illinois’ flagship university.

“I hate to say it, but with the financial aid being offered, she can attend Iowa State as an outof-stater for a lot less than the University of Illinois as an in-state student,” her mother told me.

It’s a common refrain being heard across the Land of Lincoln.

In fact, most kids who are admitted to the University of Illinois choose not to attend.

According to university data, in 2006, 58 percent of Illinois students offered admission to the U of I attended. In 2013, that number dropped to 45 percent.

The primary reason for the drop-off in students choosing to attend this great university is cost.

If you are an engineering student entering the U of I this fall, you can plan to spend $35,340 a year for tuition, room and board and other expenses. That’s $141,360 for the degree – if you are able to graduate in four years.

There are a lot of reasons why college costs are escalating.

But one of the biggest is a mindset of university administrators who have elevated their own well-being above the students’.

Look no further than the latest university financial shenanigans involving U of I Chancellor Phyllis Wise.

She got caught using a personal email account to conduct sensitive official business.

It became clear her boss, the

REEDER REPORT Scott Reeder university president, wanted her out. She agreed to quit the $549,069 job but expected to be cut a check for $400,000 for sticking around for four years.

At first, university President Timothy Killeen was hunky-dory with this sweetheart deal. Then the politicians in Springfield began to squawk, and the university trustees began to tremble, and suddenly it wasn’t such a good plan after all.

The university appears to have promised her a $500,000 bonus if she stuck around for five years or a prorated amount if she got the boot before her contract was up.

Why would the stewards of tax dollars and our children’s tuition agree to such a deal?

Just think about it.

Moms and dads in Carpentersville, Galesburg, Moline and elsewhere in the state are sacrificing to pay their kids’ way through college so folks such as Wise can collect $400,000 after losing her job?

Lots of those parents have received pink slips of their own and have received little more than a walk to the parking lot by a security guard.

Our state is broke, yet our hardearned tax dollars are being funneled to Champaign to pay salaries topping half a million bucks?

That’s more than we pay the president of the United States.

And our students are putting their futures in hock to pay tuition to a university that spends its money this recklessly?

Give me a break.

This is the arrogance of academia in full display.

We deserve better.

LETTERS TO THE EDITOR Do not even try to blame Gov. Rauner for this mess To the Editor:

I see Rich Miller is always jolly on the spot on blaming Rauner for everything currently going on with the budget, but wrote nothing as Quinn, Madigan and their cronies put Illinois into this financial shambles. Rich is real quick to point to all the “free” giveaway programs that are suffering when no longer receiving “free” money.

However, not once did he write about where that “free” money was coming from nor what it was doing to our state’s future existence. Rich was silent as a church mouse as Illinois key indicators rose past the halfway mark of being worst in the nation.

Here are some more factual indicators on how Illinois is doing: • Debt per capita is $5,041, which is 11th highest in the nation.

• Budget deficit is 18.5 percent, which is ninth largest in the nation.

And we are No. 2 in the nation for the highest property tax rates.

Did Rich write any stories as Quinn, Madigan and their cronies moved our state into these wonderful numbers? No. Did Rich write anything when Illinois became one of the five worst-run states in the nation

when Quinn, Madigan and their cronies were running things? No. Because Rich is so well-versed on our Illinois budget items, I’d like to see him come up with some solid budget-cutting items to get our state back into financial order and to move our state into the top five best-run states – without raising taxes. We need companies coming to Illinois instead of running away.

Come on, Rich, I know you can do it.

As a new school year begins, I would like to remind motorists how important it is to know and obey school bus laws.

You should know the flashing amber lights are a warning the bus is going to stop, and the flashing red lights and extended stop arm mean the bus has stopped to load or unload children.

You are required by state law to obey these signals.

TOUGH ACT TO FOLLOW Joliet Catholic girls volleyball team aims to repeat success

The Joliet Catholic girls volleyball team started the 2014 season with a 9-12 record, then had the biggest comeback in IHSA Class 3A volleyball history. The Angels, who finished with a 25-17 mark, became the first team with more than eight losses to make it to the state championship match.

After the second-place finish, three players were hon-

ored as Joliet Herald-News all-area selections – a first team, second team and honorable mention – and senior setter Mary Murphy was selected as the Herald-News Player of the Year.

That’s tough to follow, but the 2015 Angel squad is fully prepared to do so.

“I think that we have a lot to look forward to this season,” JCA coach Christine Scheibe said. “We’re building off of the momentum last year going down to state. I think that these girls have had a taste of

what that experience is like, and they want to get a taste of it again. Although we may not be the tallest team out there, we’re a competitive team, and we’re going to be setting our goals high and working towards them all season long.”

Goals are the same each season for Joliet Catholic: Make it down to state.

“All of the seniors coming back know that it’s possible to get to state,” senior Jessica Simon said. “We all know that we can do it. The juniors and new players on the team this

year really want it, too. The confidence and energy is all there to get back and win this year.”

On paper, the obstacle seems like a difficult one because the Angels graduated nine seniors, five of whom were starters.

The senior class, however, believes it can do so because, overall, it is a more well-rounded team with even better ball control.

“We are more well-rounded,” senior Megan Cladis said.

“We are really focusing on

defense and passing because we’re not tall. We’re not big.

We weren’t big last year, and we got second in the state, so I think that if we just focus on defense, offense will take care of itself.”

All three all-area players will be replaced by well-rounded players.

Acosta played her freshman and sophomore year, but didn’t play last season because she wanted to focus on basketball. But after watching from the sideline as the Angels took second in state, she was ready to play again and become a three-sport varsity athlete.

“It’s really cool because each sport is different, but I feel like each that I play helps carry on to the next sport,” Acosta said. “With volleyball and basketball, it’s the jumping. In soccer, it’s the footwork. All of that helps contribute to all of the sports that I play. Hopefully, I can take that and put into this season of volleyball.

“It’s my senior year – I wanted to come back and do everything this year. I’m excited to be playing with the girls again.”

The three will be filling in for the all-area players, but they are far from being the

The libero position still is yet to be filled because the team is so talented in the defensive specialist area. Passing and defense will not be an area where Joliet Catholic lacks this season.

Heart and team chemistry are areas it won’t lack in.

The group of seniors has played together since freshman year and has had successful seasons at every level at JCA. Some of the players even have known each other since grade school.

All of the players have a

positive outlook for this season because of their past success. Similar to last year, Joliet Catholic will be playing a difficult schedule of Class 4A teams. By the end of the season, however, it hopes to have a high competition level and be ready to battle it out in the state tournament.

“Our motto for this season is ‘One for all and all for one,’ ” Simon said. “I really think that that is a good foundation for the season, because we’re all here for each other and being a team is what’s going to bring us back to state and put another banner up on the wall.”

Rose, who in the 1980s was the Cincinnati Reds’ player-manager and then manager after his playing days ended, is serving as an analyst on Fox and Fox

“I stay up to speed with what is going on in the sport,” Rose said. “I’m not going to the park and telling anyone what to do or taking batting practice anymore, but I still love the game. I love the good, young players who are coming up. There are lots of good teams this year, and there are some bad ones, but that’s the way it always is.”

During his years as a

player-manager and manager at Cincinnati, Rose had an association with a couple former Joliet major leaguers.

Bill Gullickson pitched and Jeff Reed caught for the Reds during the era when he managed. With Rose calling the shots, Reed caught Tom Browning’s perfect game against the Dodgers on Sept.

16, 1998.

“Yeah, Jeff Reed was one my good catchers,” Rose said. “We traded for Bill Gullickson – [former Reds owner] Marge Schott really came through for me on that one. What a competitive guy he was. He was a real good pitcher.”

Fans interested in securing Rose’s autograph Wednesday night must buy a $40 voucher during the day in the Silver Cross Field ticket office or at the park before or during the game. They are encouraged to have their own item or, preferably, a Slammers item to sign. Rose will not sign anything affiliated with MLB. “I enjoy everything about a visit like this one,” Rose said. “I enjoy going in the clubhouse visiting the players, going up top to sign autographs after coaching a couple innings, talking to people. I just want to have fun.”

PLAINFIELD – The first Nate Fox Scholarship Golf outing will be Sunday at Whitetail Ridge Golf Course in Yorkville.

It honors the memory of Nate Fox, who was killed in December while getting out of his car at his Bloomingdale home.

Fox was a gifted athlete who went on to play basketball for Boston College, the University of Maine and, eventually, professionally for many teams in the European leagues. More than a powerful and gifted athlete, he was beloved by all many knew him.

He was known for his warm, honest approach and as someone who loved to laugh and be with friends and family.

The Nate Fox Scholarship Fund was established to honor Nate and his career and character. The fund will award a Plainfield high school athlete who shows the same great character and skill Nate did.

Many of his fellow Plainfield high school alumni have coordinated the event to help kick off fundraising for a scholarship in his name.

The outing will be a “shotgun” format, teeing off at 1 p.m. Those who register for the outing will receive the round of golf, lunch, two drink tickets and unlimited access to the driving range before the event.

There also will be a dinner and award banquet for all golfers after the round. Contests will be offered for longest putt, closest to the pin and longest drive, and the event will host a 50/50 raffle with the winner to be announced at dinner. Dinner tickets are available for non-golfing guests.

JOLIET – The hot topic of discussion at Wednesday night’s Joliet Slammers game against Florence Freedom at Silver Cross Field will be a natural.

Does Pete Rose belong in the Baseball Hall of Fame, or were his sins too grievous to be forgiven?

A majority of the fans in attendance likely will have the same viewpoint.

He belongs in the hall. He is baseball’s all-time hits leader with 4,256, one of the greatest ballplayers of all time.

As for Rose himself, he will enjoy himself to the hilt during his special guest appearance. He will spend time in the Slammers’ locker room before the game. He will throw out the first pitch and coach the bases for the Slammers for the first couple innings. He then will sign autographs.

“I really enjoy going to independent league parks,” Rose said Tuesday as he was leaving Houston, where he had attended a game of the independent Sugar Land Skeeters.

“I’ve made appearances for the [Gateway] Grizzlies, I was at Bridgeport last year, I’ve been to other independent parks. The reason I enjoy the independent leagues is because of the enthusiasm you see. These are kids who are trying to keep the dream alive of playing in the major leagues someday.”

Rose was at Silver Cross Field on a couple occasions when his son, Pete Jr., played for the Joliet JackHammers in 2003. Pete Jr. now is managing in the White Sox system at Single-A Kannapolis.

Pete Sr., meanwhile, loves being anywhere there is a ball diamond. The powers that be in MLB and the Hall of Fame say Rose does not belong in the hall, or baseball itself, but no governing body can curb his enthusiasm for the game.

“Anytime there’s a ballpark – I don’t care if it’s Little League, the big leagues, minor leagues, high school – I want to be there,” he said.

Trip to Indianapolis will be make or break for some BEARS INSIDER Hub Arkush After breaking camp in Bourbonnais on Sunday and taking the day off Monday, the Bears had their first training camp practice of the year at Halas Hall on Tuesday. But for most of the coaches and players, their minds were elsewhere.

Immediately after practice, the team boarded buses to head to the airport and fly to Indianapolis for what could prove to be the most important week of the preseason for a number of players on the roster bubble.

The Bears will hold full-squad practices against the Colts on Wednesday and Thursday at the Colts’ practice facility before facing Indianapolis there Saturday night in the second exhibition game of the year.

Coach John Fox acknowledged after Tuesday’s practice that working against another club gives him a better idea of what he’s got and who his guys are.

“I think at this point, they get kind of tired of beating on each other,” Fox said. “We’ve been doing it all offseason as well as at training camp. It’s been my experience that guys like it. We did it a year ago in Denver, and it’s something that I think is kind of growing more and more as we move forward.”

Offensive lineman Kyle Long said, from a player’s perspective, he thinks there’s a lot to be learned from this week, too.

“It’ll be really nice to go down to Indianapolis to echo some of the things that coach Fox was just talking about,” Long said. “They’re a playoff team – they have the model for what it is to be successful in this league.

“It’ll be a good idea to see how they practice and how they go about their business and also get an opportunity to see some other guys in a practice setting. You know, we get to practice against them twice, get to play against them Saturday, so that’ll be a really good experience for a lot of the younger guys and for all of us.”

Coaches can push players as hard as they want, but they’re not going to consistently attack teammates in practice the way they will other teams.

You also can hope your players go all out in exhibitions. But let’s be honest – when you tell a guy he’s getting 15 to 20 plays and then watching with a baseball cap on for the bulk of the evening, how likely are they to actually get to top-end?

Forget contending or playoffs. For the Bears to be merely competitive, players such as Marquess Wilson, Jordan Mills, Will Montgomery, Jacquizz Rodgers and at least one backup tight end on offense – and Jarvis Jenkins, Ego Ferguson, Sam Acho, Christian Jones, Shea McClellin, Adrian Amos and others on defense – have to earn starting jobs or at least significant playing time.

The next two days in Indianapolis and the practice tapes they will compile probably will be the best opportunity of the preseason for Fox and company to determine what they’re made of, and for those young men and others to secure a job in the NFL.

JOLIET – The opener of the Joliet Slammers’ three-game homestand with Florence simply wasn’t in the cards Tuesday.

The tarp still was on the field at the scheduled start, and the contest was canceled a short time later when a tornado warning was issued for the area.

For those who hadn’t already exited, remaining fans waited out the warning, and a later downpour, in the lower level of Silver Cross Field.

No scheduled makeup date was immediately announced.

The Slammers hope for better weather on Wednesday when Major League Baseball’s all-time hits leader, Pete Rose, will be in attendance.

Rose will serve as first base and third base coach for the Slammers and will meet with fans before the game and sign autographs.

The ASSOCIATED PRESS OLYMPIA FIELDS – Australia’s Brett Coletta shot a 4-under 66 on Tuesday on Olympia Fields’ North Course to top the U.S. Amateur clubhouse leaderboard when the second-round of stroke-play qualifying was suspended for the day because of darkness.

The top 64 players after the completion of play Wednesday will advance to match play on the North Course.

Coletta, 19, had five birdies and a bogey to finish at 7-under 133.

“At home, everyone says this is the tournament to get into,” Coletta said. “This is the tournament to win. This is the biggest experience you’re going to get, and it’s hyped up to be what it is.” fairways the last two days.”

But he made enough putts to make the match-play circus, which runs the rest of the week.

Cooke is entering his senior year at North Carolina State, but he can extend his summer vacation by advancing in the Amateur. He would have to win six matches to win the title and lift the Havemeyer Trophy on Sunday afternoon.

The first Bolingbrook golfer to advance to the IHSA championship, Cooke went to the College of DuPage, then Purdue for a year, and finally transferred to North Carolina State, and has been a valued member of the Wolfpack since the fall of 2013.

OLYMPIA FIELDS – David Cooke didn’t mince words.

“I was pretty nervous,” the Bolingbrook-bred golfer said after his Tuesday round of even-par 70 on Olympia Fields’ North Course placed him at 1-over-par 141, safely within the circle of 64 players who will commence match play Wednesday morning in the 115th U.S. Amateur.

“I was on the bubble,” he added, explaining that a birdie 3 via a nine-foot putt on the par-4 16th hole brought him back from 2-over – which, had he finished there, would have meant taking his chances in a playoff. “I knew I needed to get at least one or two back coming in. The 16th was the last good look I’d have.”

That’s because the par-3 17th hole was stretched to 240 yards and the par-4 ninth to 466, with the cup perched precariously on the upper tier.

Cooke, in fact, was fortunate to par the last after dropping his approach into a bunker.

He got up and down with a splendid bunker shot to four feet.

It’s been a satisfying summer for Cooke, albeit one with mixed feelings. He won the Illinois Open, the first amateur to do so since Brad Benjamin in 2009. That victory was his first of note since he lost his younger brother, Chad, who died of a heart condition while they were playing pickup basketball just before Christmas.

On Tuesday, as he was during the Illinois Open, older brother, Jay, was on his bag.

“That was a good confidence boost,” Cooke said of winning the state title. “That kind of makes me feel that I’m definitely supposed to be here.

But I was on top of my game, had full control of it.

Start to finish: 1 hour 40 minutes (40 minutes active) Servings: 4

½ cup cracked freekeh

1 teaspoon kosher salt, divided 1½ cups water 1 medium zucchini (about 1 pound), coarsely shredded, preferably using a food processor 2 tablespoons plus 2 teaspoons extra-virgin olive oil, divided 1 cup finely chopped yellow onion 1 cup corn kernels (about 1 ear

of corn) 1 cup crumbled feta cheese 4 red, yellow or orange bell peppers, or a mix 1 cup cherry tomatoes, halved ¼ cup shredded basil Heat the oven to 450 degrees F. In a small saucepan over medium-high, combine the freekeh, ½ teaspoon salt and the water.

Bring to a boil, then reduce to a simmer, cover tightly and cook for 20 minutes. Fluff with a fork and let stand, covered, for 10 minutes.

Drain any excess liquid and transfer the freekeh to a bowl.

Meanwhile, in a colander toss the zucchini with the remaining ½ teaspoon of salt and let drain over the sink.

In a medium skillet over medium, heat 2 tablespoons of the oil.

Add the onion and cook, stirring occasionally, until golden, 10 to 12 minutes. Add the onion to the freekeh. Working with small handfuls, squeeze the zucchini to remove excess liquid, then add to the freekeh, along with the corn and feta.

Cut the peppers in half from top to bottom, leaving the stem intact if possible. Remove and discard

New grain creates better stuffed peppers

By SARA MOULTON The Associated Press Usually, there are two big problems with stuffed peppers: the peppers and the stuffing. Bland, bland, bland.

The dish is a great idea. Stuff something delicious into something healthy and equally delicious. Except stuffed peppers never seem to turn out that way. But what if there was a way to make this dish actually taste like something? Turns out, there is. But you need to be willing to mix things up a bit. I did, and I was thrilled with the results.

Rather than use white rice, which tends to lose all texture and taste in recipes such as this, I used freekeh. It’s a delicious young “green” wheat from North Africa and the Middle East that’s been fire-roasted to give it a unique smokiness. It also happens to be astonishingly healthy, boasting high levels of protein, fiber and minerals. But for me, flavor is always first, and freekeh’s got it.

For my pepper stuffing, I pair the freekeh with a quartet of summer friends – corn, zucchini, tomato and basil – as well as a little feta cheese. To ensure a tasty filling, you need to carefully season the freekeh’s cooking liquid and work to rid the veggies and herbs of excess water before combining them. Also, be sure to taste and adjust the filling’s seasonings before stuffing the peppers.

Now, about those peppers. The problem stems from the common practice of boiling the peppers to start. The goal is to tenderize them before they’re stuffed and baked, but generally the poor fellas are over-boiled, which results in their tendency to fall apart and, as noted, be flavorless.

But peppers can have tons of flavor when given the right treatment. The trick is to roast them at high heat. I slice mine in half, then roast them cut sides down, which puts a tasty little sear on the edges and helps some of the water drain out. Then I roast them cut side up, which softens the pepper a bit more. It’s still quite al dente at that point, but it’s perfectly tender after it’s been stuffed and baked.

One of the bonuses of this recipe is you can prep and stuff the peppers a day ahead of time, then finish them in the oven right before the meal. One stuffed pepper half a person makes for a splendid side dish. Two a person makes for a delicious and nutritious meatless entrée.

the seeds and ribs. Brush a rimmed baking sheet with oil and arrange the peppers, cut sides down, on the pan. In a small bowl, toss the tomatoes with the remaining 2 teaspoons of olive oil. Sprinkle with a bit of salt, then arrange in an even layer on the baking sheet.

Roast the peppers and tomatoes on the oven’s bottom shelf for 10 minutes, or until the cut edges of the peppers are browned and the tomatoes are softened and blistered in spots. Transfer the tomatoes to the bowl with the freekeh. Turn the pepper halves over, season with salt and pepper, then roast until

softened slightly, about another 5 minutes. Season the freekeh mixture with salt and pepper.

Reduce the oven to 400 degrees F. Mound the filling in the cavity of each pepper half and bake the peppers on the oven’s middle shelf until hot, about 10 minutes. Top each with basil.

Nutrition information per serving (2 stuffed halves): 360 calories; 170 calories from fat (47 percent of total calories); 19 g fat (7 g saturated; 0 g trans fats); 35 mg cholesterol; 840 mg sodium; 41 g carbohydrate; 8 g fiber; 15 g sugar; 13 g protein.

As with West Nile virus, many people infected with EEE have no apparent illness. In those who do become ill, symptoms range from a mild, flu-like illness to inflammation of the brain, coma and death.

EEE virus is more serious than West Nile virus: About 35 percent of people infected with EEE die. Anyone who develops symptoms should be treated in a hospital.

The best way to protect yourself against both West Nile virus and EEE is to avoid mosquito bites. Use an insect repellent with up to 30 percent DEET. Another repellent, permethrin, should not be used on the skin, just on clothing or mosquito netting.

Since insect repellents are not perfect, you should also try to avoid being exposed to mosquitoes as much as possible. Mosquitoes are most abundant between dusk and dawn, so try to be indoors at those times. If you are going to be outside, wear lightweight, long-sleeved tops and long pants sprayed with repellent. Mosquitoes lay their eggs in standing water. Make it a habit to dump out buckets or kiddie pools at the end of each day.

Don’t let this column ruin your summer. Just a tiny fraction of people who get mosquito bites become sick with either West Nile virus or EEE. Enjoy the summer, but take the precautions noted above.

Dear Dr. K : I’ve been hearing about West Nile virus and Eastern equine encephalitis.

How do these illnesses spread? What can I do to protect myself?

Dear Reader : West Nile and Eastern equine encephalitis (EEE) are both viral diseases spread by mosquitoes.

Infections with these viruses can be dangerous.

In some infectious diseases, as with these, the disease-causing microbe lives in an insect.

When that insect bites a person, the microbe is transferred from the insect to the person. Often these microbes don’t cause any illness in the insect -- just in us.

West Nile virus was first detected in the United States in 1999. It has now spread through most of the continental United States, and the number of infections has increased dramatically.

In 2012, the number of reported cases jumped to 5,674, with 286 deaths. In the U.S., West Nile virus occurs primarily in the late summer or early fall.

Most infected people have no symptoms.

Of those who do, most develop what is called West Nile fever. Symptoms include fever, headache and fatigue.

Occasionally a person might have a skin rash on the trunk of the body, swollen lymph glands or eye pain. West Nile fever may last a few days or several weeks.

In a small number of severe cases, West Nile virus can cause encephalitis (a severe inflammation of the brain) or meningitis (inflammation of the membrane around the brain). Some of these cases are fatal.

So the good news about West Nile virus is that most people who become infected with it don’t get sick. The bad news is that some get very sick. We don’t

Dear Abby: My husband, “Sam,” and I have been married three years and have a good relationship.

He’s a wonderful father and husband, and I really couldn’t ask for much more.

However, there is one thing I just don’t know what to do about. He had a rough divorce from his first wife, who was also the first woman he ever had sex with (they waited until they were married). She started doing drugs shortly afterward and cheated on him several times. Counseling with her didn’t work, and eventually he filed for divorce.

We married five years after his divorce, and we also waited to have sex until we were married. This was by mutual agreement. Once we were married, I realized he has some big hang-ups about sex in general. There can never be any foreplay, we never change positions, and the times it happens are few and far between.

I have expressed my need for more intimacy, but he acts like I’m being ridiculous, or says he can’t make himself change something he’s comfortable with. How else can I approach this situation without making him feel bad?
