Officials to appeal Illiana ruling

By LAUREN LEONE–CROSS lleonecross@shawmedia.com In yet another sign the Illiana Expressway project may still have a heartbeat, state and federal officials have filed a notice of intent to appeal the recent federal court decision that ruled the federal government’s earlier approval of the $1.3 billion project invalid.

The proposed 47-mile tollway would connect Interstate 55 in Wilmington to Interstate 65 in Indiana.

The Environmental Law & Policy Center – a major opponent of the tollway – said in a news release issued Monday the organization is “disappointed” by the Federal Highway Administration, the Illinois Department of Transportation and the Indiana Department of Transportation’s decision to appeal.

The notice of intent was filed Friday in the U.S. District Court of the Northern

District of Illinois Eastern Division, according to the release. The notice had a Monday deadline.

The federal court had ruled that a critical piece in the Federal Highway Administration’s record of decision – handed down late last year – was “arbitrary and capricious” and violated federal environmental law because the environmental impact study “did not substantiate the purpose and need” for the tollway project. The court ruled the study was based on a faulty “no build” analysis and failed to consider other alternatives.

ELPC Executive Director Howard Learner said he’s disappointed the agencies are “continuing their fiscal irresponsibility with the boondoggle.”

“The federal and state transportation agencies have a right to appeal, but that doesn’t mean that it’s in the public’s interest to do so,”

Learner said.

The latest move by state and federal officials adds even more mystery to the controversial project after a series of contradicting moves from the Rauner administration.

In June, Rauner dropped the project from IDOT’s multi-year plan, saying costs exceeded available resources amid a budget crunch. Then, in July, Rauner approved $5.5 million in spending on the Illiana, but his office said the money was allocated only to handle administrative costs associated with “putting the project on hold indefinitely.”

Later that same month, the Rauner administration sought approval for tax breaks for building materials that would be used for construction of the Illiana and other projects.

By HEIDI LITCHFIELD hlitchfield@shawmedia.com The Illinois Department of Commerce & Economic Opportunity announced Monday that 49 new enterprise zones were approved – but not certified – for this year, including one for Will County and the Ottawa, LaSalle & Grundy County Enterprise Zone.

The approval also includes a new enterprise zone for Diamond. But IDCEO Director Jim Schultz said in a written statement the agency will not certify the 49 newly-named enterprise zones due to current fiscal uncertainty and the state’s ongoing budget impasse.

“Local and state tax incentives are important business development tools, but cannot be truly effective while the state continues to bleed jobs due to high costs of doing business,” Schultz said in the statement.

One of the two enterprise zones in Will County that were submitted for creation was approved, said John Greuling, president and CEO with the Will County Center for Eco-

nomic Development.

The one approved encompasses communities in both Will and Cook counties along the I-57 corridor and includes Matteson, Monee, Park Forest, Richton Park and University Park.

The one that does not appear to have made the list was an enterprise zone designed to spark economic development in an area along Illinois Route 394 that includes Crete, Beecher, Chicago Heights and Steger.

The original Ottawa, LaSalle & Grundy County zone, which expires in 2016, has added Channahon, Coal City and Morris, according to Nancy Norton Ammer, CEO of the Grundy Economic Development Council. Diamond applied for and received its own zone.

The enterprise zone program was created in 1982 to stimulate economic growth and revitalization in depressed areas of the state, according to the website of the IDCEO. The zones guarantee sales tax abatements, and local taxing districts are free to negotiate further tax incentives

within the stimulus areas.

With a change in state law, all of Illinois’ 97 enterprise zones had to be replaced instead of being renewed or extended. That opened the program to other areas like Diamond.

Diamond Mayor Terry Kernc said the village has a strategic plan in place for economic development along the Route 113 corridor and the enterprise zone fits with the plan to move forward.

“It’s an important step and welcomed news,” Norton Ammer said. “It’s a powerful economic development tool that will keep us in competition with neighboring states as well as other communities within Illinois.”

The state DCEO is only accepting up to 49 new zones in its first round of applications that were submitted in 2014, according to its website, which means almost half of the existing zones won’t be created in the initial round.

The statute keeps the number of enterprise zones at 97, but will award them during a five-year span.

“My best hope is that this is the project that never goes away,” Greuling said. “It seems to have this life. Every time it gets slammed down, it somehow finds a way to resurface.”

By LAUREN LEONE–CROSS lleonecross@shawmedia.com WASHINGTON, D.C. – Fifteen-year-old Reiona Jones said the children of Joliet’s Warren-Sharpe Community Center were considered VIPs Monday in Washington, D.C., where they toured first lady Michelle Obama’s Kitchen Garden at the White House.

“All these people were peering in through the fence,” said Reiona, who was among the children selected for the trip.

“Everyone was on the outside of the fence wondering how we got in there.”

None of the center’s children had traveled to the nation’s capital before, and many had never stepped foot outside the Joliet area or the state. But the wheels were set in motion for that to change a few weeks ago when Kay Bolden, the center’s executive director, received an invitation from the White House to tour the garden.

Bolden said she and the children arrived Friday night. They took a trolley tour of D.C., visited the Martin Luther King Jr. Memorial, the Lincoln Memorial and Six Flags theme park during the weekend before going to the garden Monday.

Bolden said the children learned a lot from touring the garden, and many of the children were able to identify several vegetables and herbs.

She said she and the children now have a long wish list for the center’s own community garden in Joliet. “[Michelle Obama] has a beehive. I want a beehive now.

And I want chickens,” said Bolden, the center’s executive director. “But we got a worm factory. Ms. Obama doesn’t have a worm factory. My kids know all about composting.”

Increases would be higher for commercial and industrial users. Council members were cautious, with some saying they want more analysis before approving a rate hike.

Councilman Jim McFarland pointed to recent developments in which the city is pursuing $819,000 from two neighboring sanitary districts, which Joliet claims have not paid money owed for years.

“How much in outstanding water and sewer bills are owed to the City of Joliet?” McFarland asked. “I think we have not looked at all the revenue that owed to us.”

Councilman John Gerl joined McFarland in pointing to the financial impact of the rate hikes.

“These are some pretty hefty rate increases, and I’m not sure our residents can afford them,” Gerl said.

But David Naumann, project manager with Burns & McDonnell, said Joliet water and sewer rates are below those of similar towns in the region and have increased at a much slower rate than the national average.

Naumann said the firm’s study shows Joliet rates since 2000 have kept up with inflation, increasing by 40 percent.

But water and sewer rates nationwide have increased an average of 120 percent in that same period.

Rates are rising to keep up with Environmental Protection Agency mandates and to replace aging infrastructure, Naumann said.

By BOB OKON bokon@shawmedia.com JOLIET – Joliet residents could see a 9 percent increase in water and sewer rates on Oct. 1 if the City Council approves a proposal presented Monday.

The proposal from city staff and a consultant is for annual rate hikes over the next four years to fund both mandated improvements in the system and yearly maintenance.

Utilities Director James Eggen said funding issues have “been ignored, and we’ve been at a freeze since 2011. The way to avoid a massive increase is to do smaller annual increases.”

The last hike was approved in 2009, increasing rates 35 percent that year and another 10 percent through 2011.

The 9 percent increase proposed Monday would be followed by another 8 percent hike in 2016, 6 percent in 2017 and 5 percent in 2018, according to the proposal.

The council went into closed session to discuss Evergreen Terrace ahead of a vote on Tuesday on whether to spend the $15 million price set by a jury to buy the low-income housing complex.

City Manager Jim Hock said the closed session was needed to discuss ongoing legal matters concerning the 10-year old lawsuit with Evergreen Terrace owners, who plan to appeal judgments in favor of the city.

“There are some negotiation items that I believe need to be discussed in closed session, but I believe there is a lot I can discuss publicly tomorrow night,” Hock said.

PLAINFIELD – The tentative budget for Plainfield School District 202 was unanimously approved by board members for display but not without doubt from school leaders about the reliability of state funding.

At Monday’s board meeting, Plainfield school board members approved placing the 2015-16 tentative budget on display, with a public hearing set for Sept. 28.

Board members will also consider adopting the budget on that day as well.

District officials anticipate the fiscal 2016 operating budget will have about $253 million in revenues and about $250 million in expenses, which is an increase of 2 and 2.6 percent respectively over the previous year.

Despite signs of growing property values and an improving economy, district officials still are uncertain about state funding. The fiscal 2016 budget assumes general state aid will be prorated at 85 percent while also anticipating more funding cuts.

Superintendent Lane Abrell said when the state doesn’t have the money to support school districts, they “play the card called proration.”

“We would much rather be reliant upon on our local property taxes,” he said.

“We want to be a school district that is heavily reliant on property taxes as long as the economy is stable or increasing because property taxes are reliable.”

Record high AP Scholars

Tom Hernandez, District 202 spokesman, announced

at Monday’s meeting that 260 high school graduates and current students were named 2015 AP Scholars based on their performance on advanced placement exams during the 2014-15 school year.

“This is a new record high,” he said.

District officials said the results follow several initiatives implemented in the last several years to improve high school achievement, such as increasing the number of challenging courses and making it easier for students to take them.

Hernandez also announced several administrative staff changes districtwide for the 2015-16 school year.

At Plainfield South high school, Phil Pakowski will serve as the new assistant principal for curriculum and instruction. Kristi Boe will be the assistant principal for student services.

Ken Bublitz will be the new athletic director.

At Plainfield North high school, Arthur Stafford will be the assistant principal for student services.

The new assistant principals for Ridge Elementary School, Plainfield Academy, John F. Kennedy Middle School, Bonnie McBeth Learning Center and Walker’s Grove Elementary will be Karl Lustrup, Karyn Holstead, Amber Nickel, Julia Bettis and Kirsten Kilday respectively.

Former Ira Jones Middle School assistant principal Cortnye Rossie will move on to Aux Sable Middle School, while Danielle Cournaya, an Aux Sable assistant principal, will work at Ira Jones.

Bond raised for man charged in killing of dog

On July 7, police said Garcia and another man were in the alley of the 200 block of East Jackson Street lighting quarter sticks and throwing them in a neighbor’s yard.

The dog picked one up, and it blew off the animal’s jaw. The

pit bull had to be euthanized because of its injuries.

Garcia turned himself in to police July 24 on a felony charge of criminal damage to property.

“There are conflicting statements who threw the firework in the alley,” defense attorney Cosmo Tedone said.

“The dog got out and chased it, but there was no intent to hurt the animal and no charge of animal cruelty.”

The Will County State’s Attorney’s Office filed the strongest felony charge possible under Illinois law based upon the evidence that has been obtained by police and prosecutors up to this point, according to a written statement from that office. If convicted, Garcia faces up to six years in prison and a fine up to $25,000.

Tedone said to the judge Garcia is a lifelong Joliet resident who holds a GED and is employed as a forklift driver.

Rozak asked Will County Assistant State’s Attorney Jim Long to confirm the fireworks police said Garcia used July 7 and had in his car Aug. 7 were illegal. Long said the mortar in Garcia’s car was illegal, but no fireworks were recovered from the first case.

At 6:22 p.m. Aug. 7, Garcia was stopped by Joliet police for reportedly ignoring a stop sign at Taylor and Center streets, then failing to signal a turn at Bridge Street.

Police found three bags of marijuana in the center console and a mortar and two packages of “Nitro Bombs” while searching the vehicle.

Garcia also has a pending criminal case for charges of delivery of marijuana from an April 2014 arrest, according to court records.

NEW LENOX – An Elwood man reportedly slapped a fellow movie theater patron who kept asking him to turn off his phone as they watched a film Friday night.

New Lenox Deputy Police Chief Robert Pawlisz said Daniel Gutierrez, 44, was on his phone several times during a showing of “Straight Outta Compton” at AMC Showplace 14, 1320 W. Maple St. “A 20-year-old man who was seated nearby asked a few times if he would get off his phone while the movie was playing and was ignored. He went to get an employee who told [Gutierrez] to get off his phone, but then he did it again,” Pawlisz said.

JOLIET – Police reportedly watched a parolee toss a handgun into his backseat during a traffic stop early Saturday.

Castillo, 24, of the 200 block of Pleasant Street in Joliet, was arrested and booked into the Will County Jail on charges of aggravated unlawful use of a weapon, unauthorized possession of a firearm and unauthorized possession of ammunition, according to jail records.

Court records show the Department of Corrections has filed to revoke Castillo’s parole from convictions for burglary and drug possession in 2012 in Will County.

Meari Memorial Park vandalized bstanley@shawmedia.com JOLIET – Vandals defaced signs Sunday at a Joliet park that was recently rededicated for a local fallen soldier.

Joliet Deputy Police Chief Ed Gregory said a witness spotted three teens carrying spray paint between 4:30 and 5 p.m. at Pfc. Andrew Meari Memorial Park, which is located at the corner of Ruth Fitzgerald and Joe Adler drives in the Mayfair subdivision.

The witness said the three suspects – one white girl, one black girl and a Hispanic boy – appeared to be about 13 years

old, Gregory said. No arrests were made and no charges were filed.

Police took a report Monday morning and the city’s graffiti abatement worker was called, but Gregory said it appears residents had already cleaned the signage, which was not destroyed by the paint. The signs display the park’s name and information about why it is named after Meari.

Meari grew up in Mayfair and played at the park as a child. He was radio operator in the 1st Battalion, 502nd Infantry Regiment, 2nd Brigade Combat Team, 101st Airborne Division. Meari was killed

LOCAL BRIEFS FRANKFORT – Frankfort School District 157-C is seeking a district resident to fill a vacancy on the Board of Education.

Board member Cari Ann Mills resigned at the Aug. 12 meeting, according to a news release from the district. The board has notified Regional Superintendent of Schools Shawn Walsh of the vacancy and begun the process to appoint a new member. The appointment to the seat will be for the remainder of Mills’ unexpired term, which goes until spring 2017.

Will County branch court may move Judge wants to relocate to public space

By LAUREN LEONE–CROSS lleonecross@shawmedia.com PEOTONE – The Will County Courthouse’s eastern branch may soon move from the Will County Fairgrounds to University Park’s town center.

The branch court – located at 712 West St. in Peotone – hears minor traffic and ordinance violation cases for Crete, University Park, Monee, Beecher and Peotone.

The county’s chief judge

wants to move the eastern branch court, housed on the privately-owned fairgrounds, to a public space, said Will County Court Administrator Kurt Sangmeister. “[The Will County Fairgrounds] obviously work for us because there is plenty of parking and everyone knows where it’s at,” Sangmeister said. “But [with a privately-owned location], there are concerns about security and Internet connection.”

The county courthouse’s six other branch courts – in Bolingbrook, Braidwood, Frankfort, Lockport, Plainfield and Wilmington – are housed in publicly owned buildings.

The county’s lease agreement with the fairgrounds ended May 31, according to county documents. The county remains on a month-to-month lease until officials reach an agreement, Sangmeister said.

Two new cases of bat rabies reported in Will County The HERALD–NEWS JOLIET – Will County has confirmed 11 cases of wildlife rabies so far this year – just two cases shy of the record high of 13 in 2014.

All 11 cases involve bats, according to a news release from the Will County Health Department. Six of the positives occurred July 6 to 14 from a small bat colony found in the attic above a garage of a residence in Homer Glen.

Bats found in Naperville and Frankfort are the newest wildlife confirmations.

The department recommended post-exposure rabies treatment for a Naperville family residing on Conan Doyle Road. A bat was trapped

Aug. 12 and confirmed the next day for rabies. Five people live in the home.

A bat trapped Aug. 12 outside a residence on Aberdeen Road in Frankfort was sent for laboratory analysis, and also tested positive the next day. The eight people who live at the home were not exposed, and a pet dog was current on its rabies vaccination.

The county’s first rabies case of the year April 25 was also on Aberdeen Road. Will County Animal Control Administrator Lee Schild recommends those living in that general area of Frankfort be alert for bats that appear during the day or at dusk.

“We have no indication

of a bat colony in that area,” he said in the release. “However, I would keep my eyes open and notify Will County Animal Control immediately if bats are seen exiting or entering a specific location.

August and September are prime months for bat activity and we know bats are the principal rabies carriers in Illinois right now.”

Rabies is a virus transmitted to humans through the bite or scratch of an infected warm-blooded animal. The virus is almost always fatal if post-exposure treatment is not quickly administered.

LOCAL BRIEFS Air Force jazz ensemble to play in Joliet

JOLIET – The United States Scott Air Force’s Shades of Blue Jazz Ensemble is scheduled to perform a free concert starting at 6:30 p.m. Tuesday at Billie Limacher Bicentennial Park in Joliet.

This is the group’s only stop in the south suburbs of Chicago. The concert will take place, no matter the weather, according to a news release from event organizers.

Bring blankets and chairs for hill seating. Concessions will still be available in both cases.

Shades of Blue Jazz Ensemble is an 18-piece band within Scott Air Force’s Band of Mid-America on tour of the Midwest. The ensemble performs songs from the day of big bands, with the likes of Glenn Miller and Count Basie, and through the decades to more modern jazz pieces.

Jefferson Street Bridge repairs to start week later SHOREWOOD – Because of a delay in the delivery of materials, the repairs to the Jefferson Street Bridge over the DuPage River in Shorewood have been pushed back a week.

The project was scheduled to start Monday but is now set to begin Aug. 24, according to a news release from the Illinois Department of Transportation. It is scheduled to end Oct. 8.

The project involves repairs to the bridge deck and approaches, as well as replacement of the expansion joints. In order to complete the work, lanes will be narrowed and reduced to one in both directions.

Motorists can expect delays and should allow extra time for

trips through this area. Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

Joliet police: Alley robbery suspect charged

JOLIET – Police have arrested a man they say mugged a woman in an alley last week.

About 10:20 p.m. Aug. 3, the 23-year-old woman left the BP Gas Station at 6 McDonough St. and went through the alley Kasim K. off the 300 block Baker of South Ottawa Street, where she noticed she was being followed, according to Joliet Deputy Police Chief Al Roechner.

“The man walked up and asked for her cellphone. When she said she didn’t have one he walked past her, but then turned and tackled her to the ground,” Roechner said. “He punched her several times in the face and took her wallet.”

Detectives reviewed surveillance video from the gas station and were able to identify Kasim K. Baker, 28, as a suspect, according to Roechner. Officers obtained a warrant for Baker’s arrest and located him Friday.

Baker, of the 100 block of South Comstock Street in Joliet, was booked into the Will County Jail on charges of robbery and aggravated battery and is being held on a $100,000 bond, jail records stated.

Baker has previous arrests on domestic battery charges from 2012 and earlier this year.

Braidwood Generating Station to host info night

BRACEVILLE – Ever wonder how a nuclear power plant operates? The Braidwood Generating Station’s is holding a free Community Information Night from 4 to 7 p.m. Aug. 27.

Attendees will see firsthand how Braidwood operators safely harness the power of the atom to provide electricity to more than 2 million homes and businesses, according to a news release from the station.

She was born in Lindsay, Nebraska, to the late Bertha (Beirmann) and Phillip Borer. One of twelve children, she was preceded in death by her parents; her brothers, Ralph, Maurice, Richard, Ervin and Francis; and sister, Dolores Kuhlman.

She is survived by her brothers, Elmer (Rita) of Atkinson, Nebraska, Gerald (Susan) of Petersburg, NE, Harold (Arlene) of Omaha, NE; and sisters, Rose Marie Nelson of Grand Island, NE, and Lucille (Bernard) Kuhlman of Petersburg, NE. Sister Julie Ann was a treasured member of the Sisters of St. Francis of Mary Immaculate (Joliet) for 71 years. Before entering religious life, Sister Julie Ann was a member of St. John the Baptist Parish in Albion, NE. She attended St. John’s Parish School and the District School in Albion, NE. She attended St. Francis Academy (Joliet Catholic Academy), Joliet, Illinois. She receive an Associate Degree in Culinary Arts from Joliet Junior College.

Labor board blocks effort to unionize college athletes

CHICAGO – The National Labor Relations Board on Monday blocked a historic bid by Northwestern University football players to form the nation’s first college athletes’ union, dealing a blow to a labor movement that could have transformed amateur sports.

In a unanimous decision, the board said the prospect of union and nonunion teams in college could lead to different standards at different schools – from how much money players receive to how much time they practice – and create competitive imbalances on the field.

The new ruling annuls a 2014 decision by a regional NLRB director in Chicago who said scholarship football players are employees under U.S. law and thus entitled to organize.

But Monday’s decision did not directly address the question of whether the players are employees.

Some observers said the ruling effectively ends any chance to establish labor unions in college athletics.

“This puts the nail in the coffin of organizing college players,” said Ronald Meisburg, a former attorney for the NLRB and onetime board member.

Tim Waters, of the United Steelworkers union, which helped bankroll the union drive, disagreed.

“It is a bump in the road,” Waters said.

The face of the union-building effort, former Northwestern quarterback Kain Colter, also expressed disappointment. But he said the push for unionization had already pressured the NCAA to take athletes’ grievances more seriously.

“It turned out to be the right thing to do, and I don’t regret it,” Colter said.

Rauner wants reform ideas considered as package

CHICAGO – Gov. Bruce Rauner said he wants state legislators to take up a new comprehensive proposal including several of his agenda items as a package, not individually.

The measure he announced Monday touches on a property tax freeze, local control of collective bargaining, workers compensation reform, school funding and Chicago Public School pension relief, among other proposals.

The Republican told reporters in Chicago the plan was needed to make Illinois more competitive, a theme he pushed throughout the 2014 campaign.

Rauner’s package hasn’t yet been filed as a bill. His office wouldn’t specify when that would happen.

Gov’t concedes mistake in Schock document release

SPRINGFIELD – The government has acknowledged that there was no “leak” of documents in a federal investigation of former U.S. Rep. Aaron Schock.

Assistant U.S. Attorney Timothy Bass filed notice Monday that federal officials inadvertently filed documents intended to be sealed that were briefly available to the public on Aug. 10.

The documents were produced as part of hearings in July before U.S. District Judge Sue Myerscough over a motion to hold Schock in civil contempt for failing to produce records sought in grand jury subpoenas.

Federal prosecutors are investigating the Peoria Republican for improper spending and other alleged abuses before he resigned from Congress in March.

Myerscough had scheduled a videoconference Tuesday over the alleged leak. Bass said in his

notice that is now unnecessary.

70 acres donated in Iroquois County for proposed refuge

KANKAKEE – The U.S. Fish and Wildlife Service has received a donation of 70 acres of land in Iroquois County to go toward establishing the proposed Grand Kankakee Marsh Fish and Wildlife Refuge.

The Kankakee Daily Journal reported the land comes from Friends of the Kankakee.

John Rogner is a wildlife refuge landscape conservation coordinator for the Fish and Wildlife Service. He said the land is a small part of the proposed 30,000-acre refuge along the Kankakee in Indiana and Illinois.

Rogner said work right now is focusing on the Illinois portion of the proposed refuge.

There is opposition to the proposal. Kankakee County planning director Van Mill said there are worries about loss of potential for development, loss of property rights and loss of a tax base.

Eastern Illinois University readying for layoffs

CHARLESTON – Eastern Illinois University plans an unspecified number of layoffs on campus this week as the school tries to make financial plans for the school year.

The university said in a news release Monday that layoff notices will be delivered between Monday and Wednesday. But a spokesman said the university isn’t saying yet how many people would lose jobs.

The university is trying to plan for the school year without knowing how much money it will receive from the state.

An ongoing stalemate between Gov. Bruce Rauner and the Democrat-controlled General Assembly means the state has no budget for the fiscal year that started in July.

Rauner earlier this year proposed steep cuts for higher education.

The news release also said more layoffs are possible as the school year goes on.

WASHINGTON – A computer breach at the IRS in which thieves stole tax information from thousands of taxpayers is much bigger than the agency originally disclosed.

An additional 220,000 potential victims had information stolen from an IRS website as part of a sophisticated scheme to use stolen identities to claim fraudulent tax refunds, the IRS said Monday.

The revelation more than doubles the total number of potential victims, to 334,000.

States raising taxes, fees, debt to pay for road repairs

By DAVID A. LIEB The Associated Press JEFFERSON CITY, Mo. – While Congress remains stalled on a long-term plan for funding highways, state lawmakers and governors aren’t waiting around.

Nearly one-third of the states have approved measures this year that collectively could raise billions of dollars through higher fuel taxes, vehicle fees and bonds to repair old bridges and roads and relieve traffic congestion, according to an analysis by The Associated Press.

The surge of activity means at least half of the states – from coast to coast, in both Republican and Democratic areas – have passed transportation funding measures since 2013.

And the movement may not be done yet.

Tennessee’s governor is in the midst of a 15-city tour highlighting the state’s transportation needs. North Carolina lawmakers are debating a road-bonding proposal. And legislators are returning to

work this week in California and Michigan with transportation funding on the agenda.

“I don’t know of a state that’s not having the conversation” about raising revenue for transportation, said Iowa Transportation Director Paul Trombino III, who is vice president of the American Association of State Highway and Transportation Officials and whose home state recently raised fuel taxes by 10 cents a gallon.

The widespread focus on transportation funding comes as state officials are becoming frustrated by federal inaction in helping to repair roads and bridges described as crumbling, aging and unsafe.

About 20 percent of the nation’s 900,000 miles of interstates and major roads need resurfacing or reconstruction, according to one analysis of federal data. A quarter of the 600,000 bridges are considered structurally deficient or functionally obsolete. quate for today’s traffic.

In many states, the new money is going mainly toward repairing old infrastructure, although some projects – such as a new four-lane Route 20 across Iowa – are designed to ease congestion so commerce can flow more freely.

Congress has yet to agree on long-term funding to supplement the states’ efforts.

Instead, it recently passed its 34th short-term extension of the nation’s transportation program since 2009, ensuring only that states will continue to receive federal highway funding through Oct. 29.

Federal funds, on average, cover about half of a state’s capital spending for roads and bridges, according to the American Road & Transportation Builders Association.

But the money available from the Federal Highway Trust Fund declined 3.5 percent during the five years ending in 2013, the latest year numbers are available, because of improved fuel economy and other factors. The fund receives money from federal taxes on gasoline and diesel.

‘Nothing happens, twice’ when it comes to Ill. politics The absurd facade of this long-running state government impasse might be summed up best with two brief statements.

1) Gov. Bruce Rauner to Democrats: “Just support my plans to eviscerate organized labor, and I’ll give you the rare privilege of voting to raise everybody’s income taxes.”

2) Democrats to Rauner: “Just accept our piddly little workers’ compensation reforms, and we’ll let you put all Republican legislators on an income tax hike bill, which you can then, of course, gleefully sign into law.”

Those two statements bring to mind a long-ago description of the absurdist theatrical “Waiting for Godot.” It was, the reviewer wrote, a play in which “nothing happens, twice.”

Ain’t that the truth. Neither of those two things ever will happen.

I also have heard some portray this standoff as something like a religious war, where each side is so wedded to their own core belief structures, particularly when it comes to labor unions (Rauner against, Democrats for), that all rapprochement is impossible.

But, really, as absurd and hardline as the summer most certainly has appeared, I am becoming increasingly convinced this overtime session cannot be accurately described as either one of those things.

For instance, Rauner talks a good game, but as we’ve seen, he often backs off. He repeatedly threatened to shut down the government during last year’s campaign, but instead he has done everything possible to avoid a shutdown after vetoing most of the budget in June.

The governor has railed against unions, but negotiated a state contract with the Teamsters, which even includes collecting “fair share” fees he believes are unconstitutional. He has made innumerable cuts that quickly were restored, whether through executive fiat, legislation he supports or court cases he backs.

House Speaker Michael Madigan likewise talks a very good game about “protecting the middle class,” but he hasn’t always been such a white knight for his core constituency groups, either. He flipped on his much-favored trial lawyers and rammed through medical malpractice lawsuit reforms last decade, for instance.

To me, the key here is Mayor Rahm

VIEWS Rich Miller Emanuel. If he really is asking privately for some legislative limits on teachers’ union collective bargaining powers, as the governor has been telling reporters and anyone else who will listen, then you can expect the speaker and the Senate president will eventually go along.

Why would they go along? Well, because that’s what Democratic leaders from Chicago usually do when their mayor needs them. Not every time, but it’s a pretty safe bet.

And because Emanuel has not yet actually denied the governor’s claim about what he really wants, I’m guessing Rauner probably is telling the truth. Or at least a close enough version of reality in order to finally smoke out Emanuel and have him prod his two leaders to start moving on a resolution that can be applied statewide. As you know, Rauner refuses even to talk about a budget until he gets some of his “Turnaround Agenda” passed, and keeping the teachers’ unions in check could go a long way toward that goal.

Until then, I think the Democratic leadership is content to continue its slow walk to oblivion and watch the governor’s poll numbers move inexorably down toward their own low positions, while galvanizing organized labor behind the Democratic Party like never before.

And as long as Rauner can keep most of government functioning, I don’t think he is prepared to make any major deals, either.

So, the Democrats, Emanuel and Rauner all could choose to wait until the stuff really hits the fan later this month and into next month, when the state government’s rapidly deteriorating condition could very well excuse an ugly deal in the minds of their respective constituencies.

Or, they could just stick their necks out, act like statesmen and hammer out a compromise before the pain really begins.

Nah.

Embrace new school year Students and teachers in local school districts have started heading back to class – a few last week, many this week and a few in the weeks to come.

There’s always a mixed reaction about the first day of school, even within the same person.

Often, it’s a combination of anxiety, excitement or both about new teachers or new classmates.

There’s a sense of melancholy about the end of summer.

Each school year brings a fresh start. Maybe you had a terrific school year last year. Grades were fantastic, you got along well with teachers, and you are looking forward to seeing your classmates again and meeting some new faces.

With that attitude, you’re ahead of the game.

How about trying to top those efforts this year? Is there a new sport or activity you’ve wanted to try? Books you’ve wanted to read?

Find out what else you’re capable of accomplishing.

Whatever the feelings are that first day, we’re sure students and parents have hopes and dreams for this academic year.

We also have hopes for this academic year.

We hope students come to class

every day ready to learn something new and build on the knowledge they have. We hope they take advantage of opportunities to get engaged in their schools, whether that’s through academics, athletics or extracurricular activities.

We hope parents help their children transition into the new year by helping them get organized, talk to them daily about how their day went, lend a hand with homework and get engaged with each child’s teachers. Learning doesn’t stop at the classroom, and success at school needs to be a partnership between parent and educator.

We hope each school is gifted with teachers and administrators who want to share their love of learning with every student who walks through their doors.

We hope our local communities embrace opportunities to partner with their local school districts, whether it’s through providing mentoring or internships to students, attending football games and school plays or contributing to a PTO. Most of all, we hope students, parents, teachers and the community embrace the potential a new academic year brings.

TAKING IT A STEP FURTHER Minooka volleyball team adds firepower, looks for deeper postseason run

By KAITLYN JASNICA kjasnica@shawmedia.com MINOOKA – Last year, the Minooka girls volleyball team battled from a 23-18 deficit to force a Game 3 against Normal Community in the Class 4A Normal Community Sectional semifinal.

The Indians trailed, 21-17, in the final set, fought back to earn game point and then lost the match in a heartbreaker, 25-19, 23-25, 29-27.

Three returning starters – Ginger Perinar, Allison

Papesh and Emily Hise – put everything on the court, but it wasn’t enough to beat thirdplace state finisher Normal, and the loss left a bad taste with the team.

This year, the Indians look like a completely different team since they graduated four starters. The different look includes more firepower that can help Minooka end this season in a different way.

“Last year, we had a lot of potential to go far,” Perinar said. “We were that close and just missed it. Based off camp

alone this year, I think that we’ll be pretty successful with our postseason regionals and sectionals. I’m really hoping that we do because this is my last year. I want to go as far as we can, because we haven’t made it past sectionals since 1999.”

“I think that they will succeed more because they do have that sour taste,” Minooka coach Carrie Prosek said.

“I remember talking to Ginger after the game last year. They were right there. This year, they really want it.”

The three returning starters are not the only players who want to take this season a step further.

Minooka brought up some players who had successful seasons at the freshman and sophomore levels. Because the Indians will have a younger team, they will rely on senior leadership from Perinar, Hise, Maddie Alessio and Sydney Arlis.

Prosek said the four seniors already have provided excellent leadership, whether it’s setting up the drills on their

own or leading by example on the court.

The Indians play their first match Aug. 28 at the Plainfield North Invitational.

Even though they have a positive outlook going into the season, that tournament will be the first test.

“Once we play in that tournament, we will be able to know where we can go and set realistic goals of what we want to do,” Perinar said. “We don’t know right now because we’re

Lincoln-Way West looks forward to more success “We’ve been working together since February, and everyone has put in their time.”

By CURT HERRON cherron@shawmedia.com NEW LENOX – When a football program has won more than two-thirds of its games and advanced to five straight playoff appearances, expectations naturally are going to be high.

Although that’s again the story for Lincoln-Way West, coach Dave Ernst and his squad aren’t taking anything for granted.

After nonconference games against playoff teams Sycamore and Bloom Township, the Warriors kick off a rugged SouthWest Suburban Conference Red Division schedule against rival Lincoln-Way Central.

A year ago, West jumped out to a 5-0 start and wound up tying Lincoln-Way North for the conference title but finished 9-2 after falling in the playoffs’ second round to Richards.

“We’ve got a good team and bond well and are very competitive,” said senior right guard Bryan Brokop, who has committed to play at the University of Nebraska. “We’ve gotten to the playoffs almost every year, but we just need to get over the playoff hump, and I think that we might be able to do that this year. But who knows at this point?

“As a group, we get after each other, and this might be one of the groups that I’ve been with that is the most hard-working, so I think that’s going to play a big role in it. I think one of the keys will be

With the final year of the four-school Lincoln-Way setup about to kick off, it might not be surprising if Central, North and West are all in the thick of the SWSC Red chase.

“We’ve been working together since February, and everyone has put in their time,” senior tight end Ben Zordani said. “I feel like we have a good group of guys who bond well, so we should be successful.

Having hard-working guys is probably our No. 1 thing, and

we have a lot of guys who don’t give up. We all share a common goal of winning.

“We always look forward to the Central and North games – those are big ones. We don’t really talk much about ourselves, but we’re excited for those games. I think consistency will be a key, and we can’t have too many penalties.

I like how everyone wants to get after it every day, and we look forward to practice and competing on the field against each other.”

With a lot of experience returning this year, especially along both lines, the Warriors definitely have what it takes to post another successful sea-

son.

“We’re always trying to get better and [are] never really happy with the status quo,” senior defensive end Dan Wainwright said. “We have a lot of returning guys, especially on both lines. I’ve never seen this type of commitment. Sometimes, you get a little chippy, but I haven’t seen any arguments or fights. We’re closeknit and have been together for awhile.

“We have a lot of good competition within the district and have a lot of respect for the other Lincoln-Way teams since a lot of the coaches know each other, so they should be fun games. We were young last

year, so we have all of those guys back. I like how the players on our team are coachable.

Some of the older guys get on players, and they react to that.”

Having plenty of talented players on the field who also are close-knit, the combination figures to result in more success for the program.

“We have a lot of talent this year, our coaches have put us in the right spots, and everyone is working hard, so I think things are shaping up for a pretty good season,” junior outside linebacker Trey Telez said. “We have lot of speed, everyone is really committed to the team and also ready to work and ready to play hard.

We’re all listening and are focused.

“Everyone on our team is really high-character, and they’re good people. We’re all friends and like each other and have been around each other for awhile. It’s always so much fun to play against the Lincoln-Ways since they’re great games with a lot of people there. I think that everyone is ready to remain focused and stay on task. I think that we’ll be good.”

Minooka could face six area schools – Providence, Plainfield North, Plainfield Central, Plainfield South, Lemont, Bolingbrook – at the tournament. The Indians will see three of those teams a lot

because they are Southwest Prairie Conference foes.

Even though facing strong teams does excite the players, it’s also a good opportunity for Prosek to play with the lineup.

Many players on the team are so athletic that they can play numerous positions. One of those is three-sport athlete Brooklyn Bachmann. She can compete with year-round volleyball players despite not playing club because of her athleticism.

Other athletic players who are position players will fight to become a starter.

The tournament also will be an opportunity for one senior to show what she has to offer.

“Senior Maddie Alessio is going to take over the libero spot,” Prosek said. “She wants it because she’s been waiting in the background to get on that court. All summer and all tryouts, she wants to show that she can do it. Sitting back and waiting to play has made her

ready to shine.”

The Indians are ready for this season to begin.

Even though there are many new players on the roster, some things don’t change. The school pride is there, and the rivalry between Minooka and schools such as Joliet Catholic, Plainfield North and Plainfield Central always will be there.

“I’m really looking forward to this season,” Hise said. “It’s going to be a really good year.

It’s going to be different. We’re

going to learn because we will be a young team, but I definitely feel like we’re going to play well together. I don’t see any drama on the team because we’re really close.

“We have a lot of good competition, but I’m looking forward to that and conference.

Plainfield North and Central are going to very good, so I can’t wait to play them. It’ll be a battle, but we’re matched pretty evenly. I’m looking forward to it.”

This time around, Curry said the senior will show up anywhere and everywhere. While Butkus, a third-year freshman, is the probable starting quarterback, Wanless will see time there, at running back and at receiver, and he may be the long-snapper and perhaps a punt returner.

(Minooka), who completed 24 of 58 passes for 240 yards and rushed for a net of 120 yards last season, is likely to be a medical red-shirt.

Curry said he is looking for physical play from a young but talented offensive line. John Magee, who ran for 523 yards and averaged 4.1 a carry last season, will welcome a strong escort service.

“I split time last season, but I should get quite a few of the snaps this year,” he said. “I had a second surgery on my right knee after last season – they took out the meniscus. I’m good to go.”

While his brother indicated his interest in playing football somewhere professionally next year, John Magee said, “I am not sure I would want to play after this year. I’ve been taking a beating playing running back all these years.”

But he is sure he wants to go out in style.

“One more year, it does go by fast,” he said. “I’m looking forward to this year.

We have all the weapons we need to have a big season. We just have to tighten things up and execute the system.”

Execution. That will determine the level of success the Saints achieve offensively. That’s the key on every level of football.

Recall first Tampa Bay Buccaneers coach John McKay’s response when he was asked about his team’s execution following another of its many defeats: “I’m all in favor of it.”

MORRIS – Starting from the outside of the first row, Larry Schuler slipped past Brandon Clubb on the opening lap and led the rest of the way in Friday night’s 47-lap Frank Welch Memorial at Grundy County Speedway.

Caution flags were prevalent as only nine of 19 cars finished the 47 laps, with late-model household names such as John Nutley, Chris Cooling, David Einhaus, Brett Sontag and Eddie Hoffman among those being sidelined.

Blommaert had the fast time of 17.719. Bradley, Darrell Gay and Spencer Leake finished 1-2-3 in the first heat. Tim Stewart won the second heat ahead of Hryn and Blommaert.

Mike Yuris prevailed in the 15-lap 4-cylinder feature. Michael Tobuch was second, followed by Jim Gross, Chris Mihalski, Leake and Dan Schmeissing.

Schmeissing set the fast time at 19.928. Leake and Danielle Dobczyk won heat. Mihalski and Dylan Marshall were second and third in the first heat.

Ricky Wilson and Will Shepherd took those spots in the second heat.

JOLIET – Several years ago, they were together at Plainfield South.

Now they are key elements in a University of St. Francis offensive unit that hopes to do its part to reverse the fortunes of 2014, when the Saints lost their last six games and finished a disappointing 4-7.

The Magee twins – running back John and receiver Sheldon – are returning regulars. Junior receiver Dantrell Wright red-shirted last season after transferring to USF from Wisconsin-Whitewater. All three are former Cougars.

“Dantrell is one of our good receivers,” Sheldon Magee said. “He was my receiver when I played quarterback in high school.”

Coach Joe Curry was standing nearby, within earshot, and Magee took advantage.

“I’d like to throw the ball here, too, but Curry won’t let me,” Sheldon joked.

Sheldon began his college career at Northern Iowa, transferred to St. Francis, returned to Northern Iowa and finally returned to USF before settling in there. He caught 25 passes last season for 353 yards, a 14.1 average, and three touchdowns.

Not bad production, but the individual statistics don’t really matter.

“Personally, I want to win,” Sheldon said. “We have a good opponent in Week 1 (the Saints open at home Sept. 5 against Saint Xavier). It would be great to get off on the right foot.”

Sheldon Magee and Wright should be mainstays in a receiving corps that will share the wealth. The big name, Troy Torrence, has graduated. But with Magee, Wright, Eli Spann, Brandon Noland, Jean Pietrzak and some talented freshmen available, quarterbacks Don Butkus and Trace Wanless have targets.

“We don’t have one main receiver this year,” Sheldon Magee said. “We have three or four good ones. We will have a lot more ball to go around.”

“We will have a good rotation at receiver,” Wright agreed. “We’ll keep everyone fresh.”

What Wright brings as much as anything is speed. He recalled former Plainfield South teammate Dondre Adams.

“Dondre is the fastest in the 40 that I have ever seen,” he said. “But in the 100 or 200, I think I would give him a run for his money.”

Wright will use his speed as a receiver and punt returner, and he possibly will return some kickoffs.

Wanless was Mr. Everything last season, when USF averaged 22.8 points and 333.2 total yards a game. He rushed for a team-leading 685 yards, averaged 5.7 a carry, and completed 123 of 231 passes,

Fox’s messages are getting through

By ADAM J. JAHNS ajahns@suntimes.com BOURBONNAIS – The final day of Bears training camp Sunday at Olivet Nazarene University featured a phrase about water, potatoes and eggs.

There it was in the locker room – “on the big board,” as tight end Martellus Bennett puts it – for everyone to read and ponder.

It’s part of the John Fox way.

“He had one on [Sunday],” saying, ‘The same water you use to soften potatoes is the same water you use to boil hard eggs,’” veteran safety Antrel Rolle said of his new coach.

Translation?

“You make your own way,” Rolle said.

Under Fox, there are daily messages for players to consider. Players have their favorites and their own interpretations, but the purpose doesn’t change.

“Attitude will determine altitude,” outside linebacker Jared Allen said.

“Fail to prepare, prepare to fail,” Bennett added.

“That ‘E plus R equals O,’” outside linebacker Sam Acho said. “That events plus response equals the outcome.

“You can’t control the events, but you can control your response, and that response will control the outcome.”

All of it is part of the “process” that Fox often refers to. It’s how he’s changing the Bears’ mindset. It’s how he’s building a belief, a confidence.

The Bears aren’t exactly circling the proverbial wagons. They aren’t distributing “Bunker Down, No Noise” T-shirts as Brandon Marshall did last season.

There is plenty of bulletin board material – “I use whatever it takes. It’s been done before,” Fox said – but it doesn’t mean much now.

“The media does what they do,” guard Matt Slauson said.

“They’ve got to write stupid stories about stupid stuff.

We’re going to worry about us.”

It’s the daily quotes that players recall. That’s their bulletin board material.

“I would say belief is part of [the process],” Fox said. “It’s acquiring the best human talent available and motivating them to do great everyday.”

••• Fox isn’t breaking new ground. The use of inspirational quotes isn’t a new phenomenon in football or any other sport.

But there is a science behind how Fox is doing it, according to Charmon Parker Williams, Ph.D, an assistant professor of Business Psychology at The Chicago School of Professional Psychology. It’s

very popular among sports psychologists. “[The players] are starting their day off with a ‘breakfast of champions,’ ” Parker Williams said. “Instead of nourishing their bodies, they’re nourishing their minds and creating a mindset that will help them optimize performance.”

Parker Williams said the repetitiveness of the messages help players internalize them.

The differences help players get over boredom and provide novelty.

“You are providing the team with the tools to have positive internal monologue with themselves,” she said.

“The team is probably looking forward to these.”

Parker Williams said the messages help at physiological, psychological and spiritual levels. That every player interviewed shared different phrases is a good sign. Fox is connecting with his players.

“It could make the difference between success and not being successful,” Parker Williams said. “That optimism, once it’s internalized, can actually help create a sense of muscle memory or brain memory in a way that will motivate the person pursue a particularly goal.”

Joliet area counselors using art to help people cope

But art therapy, often combined with more conventional therapies and medications, can facilitate healing, especially when people are uncomfortable discussing their emotions.

Or, as Morris art therapist Amy Davis said, “It’s another tool in the toolbox.”

“It can be the very thing to stop them from being distracted and to get them to focus on what they need to help themselves,” said Davis, a licensed counselor with a master’s degree in art therapy.

“HOPE,” the fifth annual exhibit by the art therapy department of Timberline Knolls Residential Treatment Center in Lemont, will run through Aug. 30 at the Lemont Center for the Arts.

Registered art therapist and licensed counselor Rebecca Roberts-Kerns at Timberline Knolls, who works with adolescents and women, said the exhibit will feature about 30 paintings and a few three-dimensional works created by clients and staff in the last few months.

Releasing the hurt

Roberts-Kerns said art therapy is a good nonverbal means of expression that uses a side of the brain different from what logical thought processes use.

“It helps to access that part of the brain where creativity is,” she said, “to release thoughts and emotions.”

In each group session and stressing “process over product,” Roberts-Kerns and her clients talk, then do their art work, then spend time talking about the art they have made. Her clients use it to help address trauma, eating disorders, substance abuse

and mood disorders.

“Those who have been through trauma benefit from textural materials,” Roberts-Kerns said. “It gets them to maintain presence and not disassociate. It makes them more aware of their own environment.”

Healing for dying, grieving

Joliet Area Community Hospice licensed art therapist and counselor Julie Blackburn uses art therapy to help clients come to terms with their last days and to help their families and friends during their grieving process.

field and is now back full-circle at JACH. “Art therapy gives people an opportunity to internally process something that’s going on in their life,” Blackburn said. “Plus, when you’re creating art with someone, you’re being fully witnessed by them and accepted with no judgment. It can be very healing to put that out there.”

Blackburn said her bereavement therapy helps people through grief and loss.

“Many times, they are not sure how their life will change after the death of a loved one,” Blackburn said.

With grief, Blackburn said, some people initially might be in shock for long periods. When the emotional pain starts, that’s when they come in.

To help clients decide what to make and which materials to use, Blackburn might ask about the memories they want to capture and then talk while they create.

“Sometimes, people are afraid they’re going to forget them,” Blackburn said. “We might draw a picture of a memory. That process connects the mind and body.”

Blackburn uses various media, such as drawing, painting, collage, crayons, oil pastels, watercolors, decoup-

age and 3-D art forms with wood, stone, cardboard, yarn and beads.

She finds molding clay a particularly useful coping strategy if a person is having trouble opening up.

“I just have them move it around in their hands at first,” Blackburn said. “That movement can be really good for them.”

Humor often is quite helpful, Blackburn added.

“I have them draw their families as a circus,” she said.

“Humor goes a long way.

There is such a wide variety of performers and animals in the circus. Who is the ring leader? Is the person who died the one who really held the family together?”

Her client might find they are going to want to step into different roles in the “circus,” now that a family member is gone.

Hospice patients might make videos, audio messages or booklets based on questions, such as “What was your first kiss like?” With one client, Blackburn brought in photographs of different time periods, and her client shared memories of her life during that era.

“It makes their end of life have meaning,” she said.

Impingement can also develop slowly as tendons tighten with age or arthritis develops.

If your shoulder pain came on suddenly, try treating it with rest and ice. Avoid reaching overhead. But don’t immobilize your shoulder by wearing a sling. Apply ice packs every few hours to reduce inflammation.

Over-the-counter medications like acetaminophen (Tylenol), ibuprofen (Advil, Motrin) or naproxen (Aleve) can help relieve pain.

The longer you have pain, the more likely it is that your shoulder movement gradually will become limited. Eventually you may not be able to lift your arm over your head. It’s called a “frozen shoulder.” Your doctor can refer you to a physical therapist. He or she will help you adjust your movements to strengthen your rotator cuff muscles and loosen the tendons and ligaments.

If you catch it early, shoulder impingement can usually be improved or cured. On occasion, surgery is required.

When your condition is improved, you’ll look back in appreciation of all the things a healthy shoulder lets you do.

Dear Dr. K: I have pain in my shoulder when I raise my arm above my head. My doctor says it’s caused by “impingement.”

What does that mean, and what can I do about it?

Dear Reader: You know the wide variety of things your shoulder allows you to do – such as reach for a box of cereal, swing a golf club and wash your hair.

Its wide range of motion makes all these things possible. However, the design of a joint that lets you do all of that also leaves the joint vulnerable to injury.

Joints are places where two or more bones meet.

The shoulder joint is where three bones meet: the clavicle (collarbone), the scapula (shoulder blade) and the humerus (upper arm bone).

The shoulder is a highly mobile ball-andsocket joint. The top of the humerus is a ball of bone that sits in the bony socket formed by the clavicle and scapula. The ball-andsocket construction allows the arm to move freely. It moves when muscles, tendons and ligaments tug on the bone to move it. That group of muscles, tendons and ligaments is called the rotator cuff. (I’ve put an illustration on my website, askdoctork.com.)

Shoulder impingement occurs when the rotator cuff is weakened or torn and cannot hold the humerus in its proper place when you lift your arm.

As a result, the arm bone gets slightly dislodged and pinches the tendons and ligaments against another of the shoulder bones.

This can cause a pinching sensation, pain or weakness when you raise your arm above your head.

Impingement can cause inflammation and swelling in the tendons.

This narrows the space between the arm bone and the shoulder blade. As the space shrinks, the arm bone can’t rotate fully in the socket. It gets harder to lift your arm above shoulder level.
