Will County to seek powers to complete road project

By LAUREN LEONE–CROSS lleonecross@shawmedia.com ROMEOVILLE – Will County likely will have to resort to “quick take” powers to gain control of land needed to complete the road project at Weber Road and Interstate 55 in Romeoville from property owners.

To coincide with the Illinois Department of Transportation’s spring 2016 bid-letting timeline, Will County Highway Engineer Bruce Gould said the county needs to go to the Illinois General Assembly this fall for approval to bypass potentially lengthy eminent domain court proceedings.

Otherwise, the county’s portion of the major road project could be delayed another two to three years, Gould told members of the Will County Executive Committee on Thursday.

There are 26 parcels in all needed for right-of-way, he said.

Gould cited a previous project at Weber and Renwick roads as an example of how the lengthy land acquisition process could tie up the undertaking for years.

“With the quick take that we did at the intersection of Weber and Renwick Road, we just had the second-to-last parcel go to trial a week ago tomorrow,” Gould said. “We still have one parcel out there that has not been settled in court. If we did not have the quick take ability on that intersection, we still would not have that completed.”

According to IDOT, the current project extends along Weber Road from 119th Street, north of the interchange to 135th Street to the south, and a half-mile east and west of Weber Road with Interstate 55 as the centerpoint.

The reconstruction will bring Weber to six lanes between 119th and 135th streets, and create a diverging diamond interchange.

Will County forest preserve district expects revenue decline

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Forest Preserve District of Will County officials project a $252,000 revenue loss in the upcoming fiscal year because of fewer farming licenses being issued and declining commodity prices and market conditions.

The loss also is because more district land – now used by farmers to grow crops and keep weeds under control – is being restored to its natural habitat, said John Gerl, district finance director.

The district’s Board of Commissioners at its Thursday meeting approved 15 farming licensing contracts for various parcels throughout the county.

The farmland totals 3,418 acres with estimated revenues at $689,000.

The district initially bid out for 17 properties in July but did not receive bids for two properties. The three-year contracts are valid from 2016 to 2018.

The district has engaged in a farm licensing program through competitive bidding since 2010. The program was designed to be temporary until the district acquired funds for land development or restoration.

There are no plans for further farm land conversions, Gerl said, but Kankakee Sands Preserve and Prairie Bluff Preserve are slated for restoration.

The loss in revenue from those areas being converted from

farmable land is included in the estimated $252,000 decline, he said.

In all, permit and fee revenue is anticipated at $1,020,840 in the coming budget year – a decrease of nearly 20 percent from 2015.

A continued reduction in farm licensing fees presents “a potential revenue problem for future budget cycles,” according to draft budget documents.

“As farmland is restored to its natural habitat, revenue associated with farm license fees collected by the District will continue to diminish,” documents state.

Will County Farm Bureau Manager Mark Schneidewind was unavailable for comment Thursday.

Lincoln-Way board makes decision with a 5-2 vote More online

By FELIX SARVER fsarver@shawmedia.com NEW LENOX – Lincoln-Way High School District 210 Board members decided Thursday night in a 5-2 vote to close Lincoln-Way North High School in an effort to reduce budget deficits that landed the school district with the lowest possible financial rating by state education standards.

Board President Kevin Molloy and board members Arvid Johnson, Christopher Kosel, Ronald Lullo and Christopher McFadden voted in favor of the closing North, which opened in 2008. Board Vice President Dee Molinare and member Christine Glatz voted against it.

The school will remain open for the 2015-16 academic year, and close for the 2016-17 school year.

“It’s crazy to me,” McFadden said before the vote took place, his voice cracking.

“North [high school] is almost brand-new and we’re going to have to close it. It breaks my heart.”

Before the decision, board members decided not to close Central in a 5-2 vote, with Molinare and Glatz as the dissenting votes.

The decline in state aid for schools loomed over the conversations board members had about which school to close, as well as the potential for closing another school down the line if the situation didn’t improve.

All the board members said they wanted to fight to keep three schools open but some, such as Johnson and McFadden, said district officials need to be more realistic about what may happen with state funding in the future.

McFadden said North should close because of potential state legislation, such as property tax freezes. He also argued closing Central would treat students from three

middle – or feeder – schools like “pingpong balls” while closing North would only have that effect on two middle schools.

Glatz was against the decision because she wanted the board to find ways to keep open the newer state-ofthe-art buildings, North and West. Molinare insisted the board make a financial decision not based on emotion, and she was not in favor of closing the newer buildings

that had the lowest operational costs.

Before the school closure vote took place, the board voted on whether they would keep the junior high feeder schools together or draw boundary lines that would split them apart. Some members advocated for keeping them together so curriculum would be aligned between schools and students would not suffer socially. They decided to keep the feeder

schools together; Molinare was the only dissenting vote.

After considering several ways to reduce annual budget deficits ranging between roughly $5 to $7 million since 2011, Lincoln-Way board members decided on closing a school. The school district – covering New Lenox, Frankfort, Mokena, Manhattan and Tinley Park – was required by state education officials to put together a deficit reduction plan by September.

District officials said a housing market crippled by the recession, low state funding and lower-than-projected enrollment numbers led to its financial crisis.

Closing a school was seen by the district administration as the quickest way to reduce the deficit compared to a tax increase referendum or curriculum cuts, saving about $5.4 million annually.

AUG. 13: School board picks Lincoln-Way North High School as the one to close in a 5-2 vote and school officials are ready to submit it. But they needed to decide on which school they planned to close to give personnel notification of a reduction in force or nonrenewals of contracts sooner.

Following the passage of a 2006 referendum, Lincoln-Way constructed North and West buildings in 2008 and 2009, respectively, to meet anticipated student growth.

But projected enrollment already was not matching reality as early as 2006 and all four high schools are under capacity.

During public comment, Jay Curatolo, whose sons attend North, urged board members to close Central and spare North. He said the option is confirmed by solid data. He said the community had been “gravely fractured” throughout the process of considering a school closure.

“My prayer is that you will break from the mistakes of the past,” he said.

Plainfield 202 among the first local districts to start school

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Jen Siddall and her husband stood together Thursday as they watched their two children enter Lakewood Falls Elementary School for the first day of school.

Siddall had tears in her eyes as her fourth-grade daughter and first-grade son lined up behind their new teachers.

“Of course I’ll cry,” Siddall said. “My babies are going off to school.”

Thursday was the first day of school in Plainfield School District 202 and dozens of parents stood back on the front lawn of the school, mingling but also keeping a watchful eye for that one last look at their children before they enter the front doors.

Plainfield 202 starts school earlier than other districts in Will County, which has been the norm since growth stopped and the recession hit in the late 2000s, Director of Community Relations Tom Hernandez said.

“We looked at the calendar and decided to start a little earlier because it allows us to finish first semester before winter break, rather than kids having to come back from two weeks off, spend a week to 10 days reviewing and then take end-of-semester exams.”

The early start is welcomed

by Elizabeth Nava and her family. Her 6-year-old daughter, Natalie, is entering first grade at Lakewood Falls.

“It’s good for [the kids],” Nava said. “It’s better than spending too much time at home doing nothing.”

Nava stood composed about 20 feet away from Natalie, who was getting to know her new classmates.

“I was about to cry when we left her,” Nava said. “But it’s good. She’ll have fun.”

“It needs to start after Labor Day,” said Andrea Rosenquist, who dropped off her fifth-grader, Jacob, and kindergartner, Nicholas, to Lakewood Falls Elementary.

Rosenquist said she has become a seasoned veteran by dropping off Jacob every year, so she was excited more than anything else for Nicholas.

“He did really well for entering kindergarten,” Rosenquist said of her younger son.

“I think it’s because he went through day care, and it was a nice transition.”

Abrell likened the first day of school to spring training in baseball, with everybody ready to get the school year started.

“Some parents are excited, some are nervous,” Abrell said. “For the [administration], I continue to see things rolling in a positive direction with implementing the state Common Core standards and curriculum.”

Abrell said he also was looking forward to a resolution of the state budget, hoping that the end result yields favorable funding for all schools in Illinois.

Shorewood, farmer resolve business license issue

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – The issues that led to a public dispute Tuesday between Shorewood Mayor Rick Chapman and Crest Hill farm owner Kaity Siegel seem to have been smoothed over.

But Siegel said Thursday she still wants a face-to-face apology from Chapman as she said he hit her on the shoulder with a gavel and intimidating her after Tuesday’s Village Board meeting.

Chapman said Thursday he apologizes if Siegel took his words as an insult, and for getting upset at the meeting. But he said he didn’t hit her with his gavel, and was just telling her he wanted to resolve the conflict.

During public comment at Tuesday’s board meeting, Siegel, co-owner of Siegel’s Cottonwood Farm, said she had to move her produce stand from Route 59 and Jefferson Street in Shorewood to Joliet because

the village imposed additional fees.

“There is a lot of miscommunication,” she said.

Siegel, who operated a farm stand in the village for the past several years, said she didn’t get a business license form in the mail, which usually came in January or February.

She said she made several inquiries but didn’t hear a response until she started setting up the stand. A village official then informed her the business license fee increased from $50 to $90, because of lateness, and that she had to get an additional seasonal license costing $120.

On Tuesday, village officials said because the fee remained unpaid, the amount increased.

She said she also was told to move her produce stand because it was a hazard.

During the meeting, Chapman told Siegel village staff would contact her about finding a solution, and that the meeting wasn’t the place for detail-oriented discussions.

“I just wanted answers,” Siegel said, adding that her cus-

After the meeting, Chapman said he approached Siegel as she was talking to Village Administrator Roger Barrowman to set an appointment. Chapman said he tapped her on the shoulder with a finger while the gavel still was in his hand.

“She wanted to resolve it now and I said, ‘We need to go to the office.’ She kept pressing and I said, ‘I think I know why you’re here,’ ” Chapman said.

Siegel said she felt intimidated by Chapman’s tone and that he was waving his gavel in her face.

“That is when I ran out of

the room, crying,” she said.

Chapman said he never tried to intimidate her.

Resolution

Siegel said she had a meeting Thursday with Barrowman in which Barrowman repeatedly apologized, explained there was a miscommunication, the final fees should have totaled $85 and the license renewal form was sent in December, al-

though Siegel maintained she never received it.

Siegel said the produce stand will stay in Joliet this year, but may move back to Shorewood next year.

Chapman said he wasn’t at the Thursday’s meeting because he was out of town attending to family matters.

Barrowman did not respond to requests Thursday for comment.

Lockport Ninth Street bridge closed briefly

LOCKPORT – The Ninth Street Bridge in Lockport was closed to traffic for a half-hour Thursday afternoon after a man threatened to jump from it.

Police Chief Terry Lemming said the incident began about 3:30 p.m. and crisis negotiators were called to the scene.

Lockport Township Fire Battalion Chief Paul Hertzmann said the man reached the middle of the bridge by using a vehicle, got out and crossed outside the railing on the structure’s south side.

“He was over land between the Des Plaines River and the sanitary canal,” Hertzmann said.

Shortly after 4 p.m. the man was brought back over the railing and taken to the hospital for a psychiatric evaluation, Lemming said.

JOLIET – Toxicology results have confirmed two men whose bodies were found last month in a Plainfield home died of drug overdoses.

On the morning of June 29, a resident of the 13300 block of Millbank Drive discovered his roommate and another guest unresponsive, police told The Herald-News. Autopsies were performed the next day on Brett N. Kaurin, 39, of Plainfield and Adam C. Bochmann, 40, of Naperville.

“The cause of death was combined drug intoxication,” Will County Coroner Patrick K. O’Neil said Thursday. “One component was heroin [but it was] mixed with cocaine, alcohol and other narcotics.”

O’Neil said both Kaurin and Bochmann had the same substances in their system and their deaths had been categorized as accidental overdoses.

With longer lives comes greater risk of suffering from a wound, whether through accident or illness. Unfortunately, some folks encounter wounds that do not heal.

“It’s important people know they don’t have to live with it,” said Diane Zintak, director of Presence Saint Joseph Medical Center’s Wound Care Center and Hyperbaric Medicine Program, in Joliet. “We treat patients with chronic, non-healing wounds, who are at potential risk for developing complications perhaps even leading to amputation.”

Chronic wounds include diabetic leg ulcers, especially in those with poor circulation or other underlying medical problems. Other chronic wounds could be pressure-related, or surgical wounds that haven’t healed, or any wound that isn’t progressing in a couple of weeks or healed in 30 days.

Increasing cases of diabetes and obesity predisposes more people to developing wounds.

“Diabetics have a higher risk of amputation,” Zintak said, noting that people may not know other treatment options are available to help heal challenging wounds.

Wound Center physicians will review the patient’s medical history and identify obstacles preventing wound healing. They evaluate how good is circulation to the affected area. This is essential to allow oxygen to ‘feed’ the wound so it can heal. Physicians also evaluate for infection, pressure on the wound area, the patient’s nutritional status and overall health.

A treatment plan is developed for each patient to address these issues and promote healing.

Treatment will involve keeping the wound as clean and healthy as possible. This includes removing unhealthy tissue from the wound (debridement), using pressure relieving devices, and selecting the appropriate dressing.

Other advanced treatments might be recommended like negative pressure wound therapy, or using artificial skin substitutes to promote new tissue growth.

Some patients may qualify for hyperbaric oxygen therapy, where the patient breathes pure oxygen in a pressurized chamber causing oxygen to saturate the tissues to promote healing.

The Wound Center’s goal is to help patients heal their wounds by the best means available.

PLAINFIELD – The Plainfield Township Park District has redefined its core mission and values after controversy rocked the Board of Commissioners for the past two years.

Commissioners approved a new mission statement, vision and values Wednesday night. They also green-lit a new job description for the executive director position. “ T h e n e w Carlo mission state- Capalbo ment was created to provide staff with a one-sentence mission statement,” Board President Mary Kay Ludemann said, adding the old one was a paragraph long. “The idea was to condense it so that it would become one of our identifying catchphrases.”

The new mission statement reads: “The Plainfield Park District seeks to enhance lives through quality recreation opportunities.”

The vision statement is: “We aspire to be innovative in administration, recreation and preservation.”

The values of the district center on four key areas: community, fiscal responsibility, stewardship of natural resources, and health and wellness.

Ludemann said the changes are part of the district’s recent efforts to update its policies.

Ludemann also said the executive director job description was changed to be more in line with Executive Director Carlo Capalbo’s contract.

Capalbo is the fifth person to hold the position since the

2013 spring elections.

“The policy committee helped develop this,” Ludemann said. “They wanted to update the job description to be more accurate.”

OBITUARIES ED J. CROFT Ed J. Croft, age 60, of Lemont, passed away unexpectedly on Wednesday, August 12, 2015. He was born in Joliet, living in Lemont for the past 10 years. Retired in 2005 from Caterpillar after many years of service.

Graduated from Reed-Custer High School in 1972. Ed was an avid golfer, amateur photographer, enjoyed carpentry, but most of all, he cherished spending time with his family.

Preceded in death by his father, Eugene Croft; and a sister, Dalene Joyce Bianchetta.

Survived by his loving and devoted wife of 10 years, Michelle (Nikiel) Croft; two cherished children, Morgan Croft and Mason Croft; a step-daughter, Stephanie (Aaron) Clift; two adored grandchildren, Makenzie and A.J. Clift; his mother, Peggy (Brockett) Thacker; his in-laws, Alois and Patricia Nikiel; and numerous aunts, uncles, brothers-in-law, sisters-in-law, nieces, nephews and many friends also survive.

U of Illinois’ Killeen wants bonus removed from contract

By DAVID MERCER The Associated Press CHAMPAIGN – University of Illinois President Timothy Killeen has asked the board of trustees to remove a $225,000 bonus from his contract of the type that has suddenly become controversial with the ouster of Chancellor Phyllis Wise.

Killeen asked university board of trustees Chairman Ed McMillan on Wednesday for trustees to restructure his contract to remove the longevity-based bonus, spokesman Tom Hardy said Thursday.

The bonus would have been due to first-year president after he worked five years at the university.

A $400,000 retention bonus the university agreed

last week to pay Wise as she announced her resignation seemed to be at the heart of the decision Wednesday to reject her resignation, withhold the bonus and instead begin proceedings to fire her.

Ahead of the vote, Gov. Bruce Rauner’s administration strongly objected to paying the bonus as the state struggles through a budget stalemate and huge projected budget deficit. “(Killeen) has said that he wants to do away with these kinds of retention incentives,” Hardy said, adding that McMillan seemed receptive to the idea.

McMillan did not immediately respond to a call seeking comment.

Killeen’s contract also includes a performance-based

bonus of up to $100,000 in his first year, a figure the deal says the board could increase in subsequent years. Killeen’s salary is $600,000 a year.

The university has been moving toward more performance-based bonuses for top executives over the past couple of years.

Both former President Robert Easter, Killeen’s predecessor, and former University of Illinois-Chicago Chancellor Paul Allen-Meares received performance bonuses for meeting preset objectives over the past couple of years.

Another trustee, James Montgomery, said he was aware when he voted in January to appoint Killeen that the contract contained a retention bonus.

She is survived by her children, Julie Bewsey of Dunlap and Matt (Kim) Van Ordstrand of Frankfort; one grandson, Jonathan Van Ordstrand; three granddaughters, Melissa Van Ordstrand, and Samantha and Caroline Bewsey; her brother, Richard (Wanda) Zatteau; two nieces and one nephew; and her beloved faithful canine companion, Molly.

Preceded in death by her husband, Leslie “Les” Van Ordstrand (2010); and her parents, Ruth and Harold Zatteau.

Barbara was the wife of a founding member of the Trinity Evangelical Christian Church. She loved her church family. She also enjoyed many forms of music, her game shows,

and was one of the members of the “Manhattan 6”.

College student aid on the brink This is an exciting and anxious time of the year for many students starting or heading back to college. Campuses will soon be buzzing with activity, from move-in days to organizing classes.

But for around 136,000 of the state’s most financially vulnerable students, the excitement of the start of a new school year comes with real uncertainty.

Students who depend on the help of a Monetary Award Program grant to attend college are caught up in the gears of a protracted state budget stalemate. No appropriation has been made to fund the MAP program. And that leaves students and families evaluating how they’ll pay for college and campuses across the state debating how best to help those students – with the clock ticking.

MAP funding is clearly a priority in Springfield.

Every budget proposal from the governor and legislators this session has included flat or increased funding for the program. The support is well-founded.

The MAP program, as well as the Illinois Student Assistance Commission that administers it, have both been recognized as leaders nationally in the efficient delivery of resources to needy students. It’s flexible, allowing a needy student to choose the public or private institution that best fits their goals. And a MAP grant can best be described as a “hand up” to these students, many of them first generation, who simply will not be able to attend college without this critical funding source.

At the state’s nonprofit colleges and universities that my federation represents, we average a 6-to-1 match of our own institutional aid dollars

We view this as an investment in the students we serve and believe this is a partnership helping make college degrees possible for students and efficiently leveraging scarce state resources. Without MAP, the loans, grants, work and institutional aid resources available to needy students would be severely diminished and potentially freeze out a group of students who would benefit our state and themselves the most.

Illinois has set an ambitious goal of having 60 percent of our population with some form of higher education credential by 2025.

When people go to college, they come away better prepared for successful careers.

We cannot get there without a funded MAP program. And as other states move ahead, it will increasingly make Illinois less competitive and attractive in a world that demands an educated workforce.

We respectfully urge the governor and General Assembly to find a way forward in providing this critical funding to our state’s neediest students. Illinois’ future depends on it.

LETTERS TO THE EDITOR Legislators must earn legislative pay

To the Editor: Throughout my first year as a state representative, I have stated that it would be inappropriate for state legislators to collect pay while state employees do not during any extended budget deadlock. Illinoisans have called for bipartisan efforts in the budget-making process, and until an agreement can be made, legislative pay has not been earned in Springfield. I have brought forth resolutions and legislation in support of this belief.

With a similar effort, I’m happy that my colleague, state Rep. David McSweeney, filed House Bill 4253 in an effort to halt legislative salaries. I am a chief

co-sponsor. This bill would apply the pressure needed to get the bipartisan budget passed the state desires.

No budget, no pay for legislators.

If 118 representatives and 59 senators were not getting paid, they would be pushing leadership more forcefully to come up with a compromise. To think we are in August and still undergoing a political charade that holds our must vulnerable at risk is shameful, and I do hope that the appropriate people decide to come to the negotiating table.

I’m a big fan of good ideas, even ideas that aren’t my own, or ideas that originated with me but were drawn as somebody else’s. As long as we enact items

in Springfield that do right for Illinois, I am pleased to support them, any way they come.

House Bill 4253 is a necessary and good idea. As a legislator, me and my colleague, state Rep. C.D. Davidsmeyer, recently spoke out on the House Floor in favor of House Bill 4253. He did so due to the fact that he could not report to his valued constituents that a balanced budget has been passed.

House Bill 4253 is beneficial to Illinois. It could apply the pressure needed to get those in power to finally come to the drawing board and pound out a solution.

Lockport looks to get back to playoffs

By CURT HERRON cherron@shawmedia.com LOCKPORT – After winning seven games over the past three years and failing to reach the playoffs during that time, the players on Lockport’s football team realize the importance of putting together a different type of season in 2015.

As practices kicked off this week, the Porters feel they have what it takes to turn things around from last season’s team that went 3-6 under coach Dan Starkey.

“This is like a new team,” senior defensive end Pat Kozyra said. “Last year, I felt that we were close but this year we’re 10 times closer, and it’s more of a brotherhood now. We all bond and we hang out together. I love all of these guys.

“I think this is probably one of our best teams in a long while. We’re filling a few holes but we have some good veterans on both sides of the ball. All of our goals are about reaching the playoffs, and I think we can with this team since it’s a very special group.”

Knowing there are going to be several tough tests in the SouthWest Suburban Blue, it’s important for the Porters to do well in nonconference games. They open the season hosting Downers Grove North and play at Minooka the next weekend.

Lincoln-Way Central looks to more success

By CURT HERRON cherron@shawmedia.com NEW LENOX – Lincoln-Way Central’s football team earned a trip to the playoffs a year ago to cap a 5-5 season for retiring coach and athletic director Hud Venerable.

While that wouldn’t have been newsworthy a few years back, it was since the Knights broke a four-year postseason drought in the process.

But just getting into the playoffs is no longer good enough for a program that advanced to the postseason 15 straight years from 1995 to 2009.

With Jeremy Cordell now leading the program, Central’s players are looking forward to a big season where they can contend for the SouthWest Suburban Red title.

“I’m really excited about this group,” senior offensive and defensive lineman Bryan Ditchman said. “With the things that we’ve been doing this year, we’re all together and one unit. We’re all getting along and we’ve gotten rid of the egos, and that’s what I really like.

“This is my third head coach and I’ve loved my other coaches, but I think I’ve had the best relationship with our new coach. I think it’s important that we play as a unit and also play fast, physical and

By BRIAN SANDALOW The Associated Press CHICAGO – Kyle Schwarber said he feels as if the Cubs are involved in a playoff game every day.

Based on how he and his teammates are doing, it’s looking more and more as if they might reach the actual postseason.

Schwarber hit two homers and drove in four runs, Jon Lester won his fourth straight decision and the Cubs beat the Milwaukee Brewers, 9-2, on Thursday for their seventh victory in a row.

The Cubs, holding the lead for the second NL wild-card spot, completed their first undefeated homestand of at least seven games since 2008.

They began this stay at Wrigley Field by sweeping four from San Francisco, then took three from the Brewers.

“That’s the mindset that

we need to have, is we’re playing in the playoffs every day,” Schwarber said.

Lester stressed he would continue to work on his throws to first, and that he wouldn’t give up on it with two months left in the season.

“Just got to do a better job,” Lester said. “Tried to pick over today. Felt good about it, wasn’t a bad, terrible throw.”

The Cubs are happy with what they’re doing but aren’t satisfied.

“The D’Arcy Buick GMC Route 66 Classic celebrates and honors a sport steeped in tradition,” said Scott Paddock, Route 66 Raceway president.

Slammers score in 9th to edge Gateway STAFF REPORTS SAUGET – After the Joliet Slammers and Gateway split one-run decisions to start their series, it was no real surprise that Thursday’s rubber game also went down to the wire.

For the second straight night, a team scored the winning run in the ninth, but this time it was the Slammers, who went on to capture a 6-5 Frontier League victory at Gateway.

In the ninth, Joliet used four straight singles to move in front for good.

Casey Fletcher, Mason Snyder (2 for 4), Phil Bates and Nate Roberts all got hits to make it a 6-5 game.

The Slammers trailed, 3-1, after three innings but scored two in the fourth and single runs in the next two frames to grab a 5-3 advantage after six innings.

Alfredo Rodriguez (2 for 4) and Mike Garza both scored two runs for Joliet. Dan Tobik, Kevin McNorton and Navery Moore didn’t allow a run during the final three innings.

Moore pitched the ninth to collect the save.

BEARS VS. DOLPHINS: WHAT WE LEARNED Disappointing debut

Vic Fangio’s 3-4 defense looked different schematically than recent Bears defenses, but the results were similar.

In one series, the starting unit permitted a 14-play, 85-yard touchdown drive, including a pair of third-down conversions and a touchdown on fourthand-goal. The Bears were reluctant to involve anyone other than Forte last season, but a new staff that likes to utilize multiple backs appears to have options.

The Bears racked up 13 penalties for 73 yards. It’s the preseason, but Fox won’t be happy with the myriad miscues.

Rookie watch

Second-round nose tackle Eddie Goldman, in both first- and second-string snaps, showed both good strength at the point of attack and an ability to penetrate the backfield. AJ Cruz appeared quick while taking turns with Mariani in the return game, and later as a receiver.

Undrafted linebacker John Timu displayed terrific ball skills while getting the Bears’ first takeaway, an interception that led to the game-winning touchdown. Undrafted Cameron Meredith, an Illinois State product, led the Bears in receiving.

RANKFORT – Keith Anderson is back.

The singer/songwriter, who found success for co-writing “Beer Run (B Double E Double Are You In?)” for Garth Brooks, took a six-year break after his mother, Janice, died from a brain tumor in 2008.

But the 40-year-old Anderson has a new CD of fun music, a brand-new tour and fresh perspective on life. On Friday, Anderson will perform at CD&ME in Frankfort.

“It will be like a party onstage,” Anderson said. “We’ll go up there and have a blast with a lot of loud, rocking music.”

It seems Anderson rolls with anything life pitches at him. Anderson said he played baseball with the Kansas City Royals, moved into bodybuilding after shoulder surgery and then worked in the engineering field in Texas, where Anderson said he fell in love with country music.

Anderson said he started playing country music in Dallas bars and began examining how those songs were composed so he could write his own. To better immerse himself in the world of country music, he moved to Nashville, Tennessee.

“There were five of us living in a three-bedroom apartment, living on pork and beans and baloney. We had bunk beds and were sleeping on couches and trying to make this work,” Anderson said.

Through networking, Anderson said he finally received his break with the song for Garth Brooks and – eventually – a songwriter contract. It wasn’t immediate success, but Photo provided it was a huge leap forward.

When you try a new bidding convention, probably a sequence will crop up that you didn’t discuss with your partner. Then you try to reason out its meaning using logic.

This week, we are studying New Minor Forcing. After one of a minor one of a major – one no-trump, two of the unbid minor by the responder is artificial, promises at least game-invitational values, and asks opener for more information. But what about this sequence, where responder first bids one spade, then jumps to three hearts?

That cannot be weak, because responder would rebid two hearts.

With a strong hand, responder would start with New Minor Forcing.

So this indicates game-invitational values with two five-card or longer suits. South’s hand might look a tad weak, but the suits are great. North, with those wonderful major-suit honors, should have no qualms in bidding four hearts.

West leads the diamond ace and continues with the diamond king.

South ruffs and drives out the spade ace. East exits safely with a diamond, declarer ruffs again, and West drops the queen.

Now South, before he loses trump control, must establish a club trick. But when he leads a club toward dummy’s king-jack, and West plays low, should South call for the jack or king?

West has shown up with nine points in diamonds, but could not open the bidding. He cannot have the club ace. Declarer must finesse dummy’s jack.

• An occupational therapist helps a stroke patient learn basic activities such as eating, bathing, dressing and writing. He or she will help your husband learn techniques to compensate for a disability, such as learning to use adaptive equipment.

• A speech-language pathologist will help your husband improve his capacity to speak and understand speech.

• A recreational therapist will help your husband resume leisure activities that he enjoyed before his stroke. For example, a recreational therapist will help your husband find ways to play cards, read books or cook with special equipment, if that is required.

• A music therapist uses rhythm and music to help a person improve coordination and strength.

Music therapists also work with speech therapists: Some stroke patients recover speech more rapidly if they sing the words than if they just speak the words.

Rehab institutions and health professionals should be able to help your husband recover some or all of the abilities that were lost following the stroke.

day’s column, I began to describe the rehabilitation (“rehab”) treatment that often follows a stroke and explained why it is necessary for your husband’s recovery. Today, I’ll describe rehab institutions and members of the rehab health professional team.

If your husband’s doctor expects he’ll be able to make rapid gains, he likely will be transferred to a rehabilitation hospital. To benefit from this type of program, he must be able to engage in three or more hours of physical, occupational and speech therapy per day, five days a week.

Stays in a rehab hospital typically are shorter than those in a skilled nursing facility.

But a skilled nursing facility may be a better option for someone who was weakened by health problems even before the stroke, and doesn’t have the strength to engage in rehab activities as often as expected in a rehab hospital.

On my website, askdoctork.com, I’ve put a list of questions to ask when choosing a rehab facility.

I hope they will help you in your discussions with your husband’s doctor.

As for the team of rehab professionals you and your husband will meet, in yesterday’s column I mentioned the case manager who works with you and your husband’s doctor to arrange transfer from the acute-care hospital to the rehab institution. Here are the other members of the team, and how they can help someone to recover from a stroke: • A physiatrist is a physician who specializes in physical medicine and rehabilitation. A physiatrist often supervises a team of nurses and therapists to come up with a rehabilitation plan and evaluate whether it is working.

Dear Abby: I had a close friend from middle school into adulthood. (I’ll call her Lacey.) We were each other’s maids of honor and best friends for years. A few years ago we had a falling out. She was going through a tough time and lashed out at me. When I tried to have a conversation with her to tell her I didn’t like how she was treating me, she told me to “have a nice life.”

Shortly after that, my youngest sister struck up a friendship with her and insisted that my parents invite her for Thanksgiving dinner. I told my mother I wasn’t comfortable with Lacey joining our family dinner, but Mother said it would be rude to not invite her.

I no longer join my family for holiday dinners. Is it wrong of me to not want my family to be so friendly with someone who was unkind to me? It seems odd to me that my former friend would pursue relationships with my sisters and parents, and odder still that my parents and sisters would encourage it. I was kept waiting for 25 minutes by someone who was buying an item from me.

Those desiring to bid may obtain bidding documents through BHFX Digital Imaging. Bidders can view the bidding documents online and download documents at no cost at www.bhfxplanroom.com.

Printed sets are available at the cost of the bidder and are non-refundable. Upon downloading and/or request for printed drawings, bid packages will be sent separately to bidders by the Construction Manager.

It is strongly recommended that all Contractors attend a pre-bid meeting to be held on Thursday 08/20/15 at 1:00PM, at the Village of Romeoville located at 1050 West Romeo Road, Romeoville, IL 60446.

All questions regarding the project shall be submitted in writing to Corporate Construction Services no later than 08/21/15 at 1:00PM. No questions will be allowed after this deadline. The Architect will issue an addendum to resolve these questions.

Sealed bids will be received at: Village of Romeoville located at 1050 West Romeo Road, Romeoville, IL 60446 until 1:00PM, local time on Thursday 08/27/15, at which time they will be publicly opened and publicly read aloud. Sealed bids must be plainly marked on the outside of the envelope “Sealed Bid: Village of Romeoville Fire Station Headquarters project, Attn: Dawn Caldwell” and list the bid package number and name on the outside of the envelope as well. Bid Proposals must be submitted in triplicate (one signed original and two photocopies of signed original) on forms supplied by Corporate Construction Services. No oral, telephone, fax, email, etc. bid proposals will be allowed. No modifications to the Bidding Documents will be allowed. No bid proposals will be received after the due dates and times.

The Village of Romeoville reserves the right to reject any or all Bids, parts of any and all bids, and to waive any technical errors, omissions, or informalities in bids. Award of Contract will be made to the lowest responsible bidder. In determining the responsibility of any bidder, the Village of Romeoville may take into account other factors in addition to financial responsibility, such as experience, adequacy of equipment, ability to complete performance within necessary time limits, reliability, reputation, competency, skill, efficiency, facilities and resources. The bid will be awarded in the Village of Romeoville's best interests based on these and other legally-allowable considerations. The Village of Romeoville shall have the right to accept bids and alternate bids in any order or combination to determine the lowest responsible bidder, and to best serve the Village of Romeoville.

All bidders will be required to submit 10% Bid Security/Bonding and the successful bidders will be required to post 100% Performance Security/Bonding in compliance with (30 ILCS 550) Public Construction Bond Act, provide a Certificate of Insurance according to the specification, enter into a Contract upon the terms set forth in the bidding documents, comply with all requirements of the Illinois Prevailing Wage Act (820 ILCS 130), and comply with use of Illinois resident labor requirements (20 ILCS 605/605-390).
