Carbon Hill – Grundy County Carbon Hill was founded in 1874 and incorporated on January 23, 1892.

The village grew around the coal mining activity that was common in the area for nearly a century. There were four major mines located around Carbon Hill that concentrated their efforts on the vast deposits of bituminous coal reserves that lie just south of Chicago in Grundy and Will Counties.

During the height of the mining industry, Carbon Hill was home to numerous grocery and clothing stores, a slaughter house, nearly two dozen taverns that catered to a population of 1,252 in 1900.

In the spring of 1912, a large tornado outbreak affected portions of the High Plains, the Upper Midwest and the Southern United States. A severe-weather event that took place between April 20-22, produced nearly 30 tornadoes, of which 10 were considered violent. The two-day outbreak of storms killed 56 people across 5 states, including Illinois and Indiana.

Shortly before 6 p.m. Sunday, April 21, a series storms hit towns in Illinois. This second day of intense storms in the area produced several strong tornadoes in Grundy, Will, Kankakee and Livingston Counties.

A tornado in Grundy County took down the tipple of the Big Four Coal Company at the west end of Carbon Hill, the town’s last working coal mine. Brick and wooden structures, the mine smokestack and several railroad cars also were destroyed.

Several houses in town were partially unroofed, others twisted on their foundations and even more had windows blown out or walls damaged. When the big tower over the last coal shaft was wrecked, coal mining in the community ended. Many of the miners had to move on to find work in other towns.

In one generation, a village of 1,200 residents working in four mines at the turn-of-thecentury dwindled to 281 by 1920. Today, there are nearly 350 residents in Carbon Hill.

Greenfield neighbors receive collective bill for $197,000

By BOB OKON bokon@shawmedia.com JOLIET – Matthew Withers and his neighbors opened the mail one day this summer to find a letter telling them they collectively owe a total of $197,000 to the City of Joliet.

Withers lives in the Greenfield neighborhood, an area of Joliet Township outside of the city. But sewage from Greenfield eventually goes to a Joliet treatment plant. And that’s why the city is sending a bill.

With about 100 homes in the Greenfield subdivision, it did not take Withers long to figure out he could be owing nearly $2,000 if the city is right.

But attempts to find out what is going on have been difficult, he said. Not making it any easier is the city’s claim that the money is owed because the Greenfield Sanitary District – which may now exist in name only – has not sent any payments since 2009.

“Why all of a sudden, after lo these many years have passed, is it that the only information we’ve got is that letter saying we owe a couple of thousand dollars?” Withers asked.

Withers and a couple of neighbors in Greenfield, located in the area of Rowell Avenue and New Lenox Road, have been trying to find out more about the status of the Greenfield Sanitary District.

They know the district existed at one time, because they used to pay bills to it. The Greenfield Sanitary District still appears on their property tax bills, but it does not levy for money.

“We wanted to see who the board members were and how many homes there are,” Withers said. “We haven’t got any answers.”

When Withers picked up the latest copy of the annual Will County Directory, the page that lists sanitary districts in unincorporated areas did not include Greenfield.

Joliet officials said they have had trouble getting information.

Joliet Utilities Director James Eggen said the last known member of the board who ran the Greenfield Sanitary District died about 10 years ago. City officials have been going to his daughter to get information, he said.

Eggen referred questions to City Attorney Marty Shanahan, who had few answers.

“All I know is we’ve got some records and we’re looking into it,” Shanahan said.

The city has four banker boxes and an old computer that Shanahan said apparently were used at one time by the Greenfield Sanitary District.

Asked why the city has not attempted to collect money until now, Shanahan, who was hired in December, said that he and new Finance Director James Ghedotte decided to

deal with the matter once they learned about it.

“I wish I could answer that question,” he said. “All I know is we have a new finance person and we have a new legal counsel, and we decided this has to be addressed head-on.”

Issues with other districts

Greenfield is not the only sanitary district outside city limits being billed for money Joliet claims has gone unpaid for years.

Joliet this summer also issued notice to the South Ridgewood Sanitary District that it wants $622,000 for payments the city claims have not been made since 2004.

South Ridgewood has a lawyer and a board. The district collect payments from residents and has been in court with Joliet previously over

the bills. South Ridgewood contends the city’s charges are highly inflated because of malfunctioning city meters.

The South Ridgewood district collect payments from residents.

In both cases, the sanitary districts are supposed to bill residents. The sanitary districts then pay Joliet for use of the treatment plant.

Longtime Greenfield resident Roger Williams said the Greenfield Sanitary District was formed in the mid-1980s.

He had been on a septic system previously but was forced to hook onto the sanitary system, Williams said.

The sanitary district initially collected payments every two months, Williams said.

Later, payments to the sanitary district were made through annual property taxes. Greenfield Sanitary District still appears on his annual tax bill,

Williams said, but there is no longer any levy amount.

“It says Greenfield Sanitary District and nothing,” Williams said. “I think the most I ever paid on it was $27 and as low as $13.”

That empty spot on the tax bill, along with a sewage lift station on Rowell Avenue where city trucks stop to read a meter, may have been the only signs left of the Greenfield Sanitary District until Joliet sent out its letter in June.

Bob Gaddy, like his Greenfield neighbors, finds the situation unsettling.

“The city or county,” Gaddy said, “should have records of everything from the beginning.”

Instead, the city is not even sure how it would bill individual Greenfield residents if it decides to force payments.

Said Shanahan: “That’s a good question.”

Pro wrestling event aims to promote Romeoville event center Former WWE stars Kevin Nash, Scott Hall, Ricky Steamboat among participants

By VIKAAS SHANKER vshanker@shawmedia.com ROMEOVILLE – Classic professional wrestling icons such as Kevin Nash, Scott “Razor Ramon” Hall and Ricky “The Dragon” Steamboat soon will enter the ring in Romeoville for WrestleFest 6.

Pro Wrestling Blitz, a regional organization based in Joliet, is holding the sixth installment of its flagship event Saturday at the Edward Hospital Athletic and Events Center, 55 Phelps Ave., Romeoville.

In addition to the three famed wrestlers, Chavo Guerrero, The Dudleys, Eric Bischoff and other former World Wrestling Entertainment talent are set to be featured.

The event is the first of its kind for the center, which opened its doors last year and is expected to serve as an anchor for future economic development along the village’s Route 53 corridor.

“It’s going to be a huge event,” said Anthony Buonicore, founder of Pro Wrestling Blitz. “Not many in the suburbs of Chicago can say they have

Wrestling locally Buonicore, known by his wrestling name, Tony “The Insurance Policy” Scarpone, said last year’s incarnation of WrestleFest, held at the Joliet Park District’s Inwood Ice Arena, was so popular organizers had to turn away about 1,000 people.

Buonicore moved to the Joliet area eight years ago. Since then, he’s been building up Pro Wrestling Blitz to promote local interest and local venues.

“I’m an entrepreneur, one of the little guys,” he said. “I like to keep things local.”

Buonicore said he chose Romeoville’s new center because he wanted to help market the building.

“Just driving past, you see

how beautiful it is,” he said. “An event like this gives the building the opportunity to market itself. It adds more revenue to the building and the town.”

Molly Bardson, the center’s general manager, said she wants to attract more unique events like WrestleFest 6 to the center.

“The wrestling event is the first one we’ve ever done like this,” she said. “We’re happy

with where we’re at with sports events, and we can always do better. But I’m trying to push for [other events] going forward.”

The 76,792-square-foot facility opened in March 2014 in the Uptown Square development. It has been identified by village officials as an anchor for growth along the Route 53 corridor, and as a center for a future downtown area.

Dog walkers question Will County Forest Preserve District dog park policies

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Dog owners once again are urging Forest Preserve District of Will County staff to reverse a Joliet dog walker’s permanent ban from the district’s five dog parks and consider rule changes.

During last week’s meeting of the district’s Finance Committee, park patrons questioned the executive director’s decision to bar Deb Reiners, a Joliet dog walker, for life, for repeated viola-

tions without allowing her the right to due process.

Many also said the forest preserve district police officers’ verbal and written violations should be documented more clearly and park rules need to be better explained in the event someone breaks the rules.

Forest district officials have contended Reiners was given multiple warnings before the lifetime ban. Last week, Marcy DeMauro, executive director for the district, said staff is reviewing its pro-

cess for permit revocation and would prepare a report for the next Finance Committee meeting in September.

Others questioned the district’s rules limiting dog walkers to a 10-dog registration a year.

“When we go on vacation, Deb is there for us,” said Rosemary Bruckner of Shorewood. “If she can only [register 10 dogs ahead of time], she can’t take [new business] even though we’ve paid for two dog licenses to go to the dog park.”

William Overbey, a friend of Reiners who spoke on her behalf last week, said there must be an appeals process moving forward.

“What is the difference between being accused of a crime and being convicted of a crime? The answer is, at the Forest Preserve District of Will County, there is no difference,” Overbey said.

“There is no burden of proof on police because proof is not necessary. There is no burden of proof on the accused because no proof would ever be

heard.”

Debra Kogelman of Plainfield is another customer of Reiners. She said she doesn’t understand why dog walkers are limited to 10 dogs a year.

“I assume that the dog tag belongs to the dog, and anyone with the dog in its possession, is allowed to take the dog to the park,” Kogelman said.

Committee member Bob Howard, D-Beecher, said he’d like the district to create a citizens advisory committee made of dog owners to aid with rule changes.

• Felicia Gholston, 43, of the 300 block of Hyde Park Avenue in Joliet, was arrested by state police Friday on charges of driving under the influence of alcohol and driving with a suspended license.

bullying, whether victim or the perpetrator, puts children in the highest risk group for adverse outcomes when it comes to suicide, according to reports on Pacer’s National Bullying Prevention Center.

Ahmedi has teamed up with Pacer to spread the message and raise awareness. The past school year, she shared her anti-bullying message at Minooka Intermediate School and would like to do the same at other schools, she said.

She held a anti-bullying petition signing event at Minooka Village Hall in June and got 60 signatures of people promising to help spread the word and take a stand against bullying. The petition drive is just one of Pacer’s anti-bullying programs. Educators, students and parents can participate and add their voices to the online digital petition.

Pacer’s website is full of stories from children who were bullied and the effect it had on them.

Ahmedi, who also is a model, shared a story told to her by a photographer friend.

The man had twin pre-teen daughters. One was athletic and the other wasn’t. The

bullying took place in their home – one daughter against the other. The athletic sister, the one who bullied, ended up at a mental health clinic for a time.

With the proper help, things are better for the family, Ahmedi said.

“What this tells me is this happens in the family, too,” she said. “Not just in school and among classmates.”

The good news is half of bullying situations stop when a peer intervenes on behalf of the one being bullied. So it’s important to educate students, as well as teachers and parents, about ways to help one another and put a stop to the problem.

Ahmedi comes armed with tools and programs from Pacer, such as activities and DVD’s on how to deal with bullying, to share with schools and the community to face the problem head on.

She’s determined to spread the message in and around her community. The problem isn’t going to go away because people are afraid to talk about it.

“It’s a big problem,” Ahmedi said. “If you want to help, you can always find a way.”

According to the National Center for Educational Statistics, one out of every four students has reported being bullied. But 64 percent of children bullied did not report it.

Students who are bullied are at increased risk for depression, anxiety, sleep difficulties and poor school adjustment. They are twice as likely as non-bullied students to experience headaches and stomachaches.

But bullying hurts all kids. Those who bully are at increased risk for substance abuse, academic problems and violence.

Those types of statistics are ones Minooka resident Vuli Ahmedi wants to change.

Ahmedi, who is Albanian and grew up in Switzerland, has lived in Minooka for seven years. As a mom, she worries about her own child.

As Mrs. Albania International, she has taken to combat bullying as her platform.

Ahmedi has held her title since March. Since then, she has brought her efforts to local communities because she wants to make a positive impact.

“I always heard stories about children being bullied and who have committed suicide,” she said. “It gets in my bones.”

Students victimized by their peers were 2.4 times more likely to report suicidal thinking. Both sides of

Shere Khan, a growing 2-year-old, 400-pound Siberian tiger, needs a larger enclosure with a pool, ranch owner John Basile said.

“He’s a big boy right now, but he’s going to get a lot bigger,” Basile said, noting that Khan’s father was 700 pounds and his mother was 500 pounds.

A fundraising account, www.gofundme.com/scn9hzw, was set up a month ago to gather donations for the enclosure.

As of Friday, $1,250 was raised.

Basile said the cost of the enclosure will likely range from $10,000 to $15,000. While the current enclosure exceeds federal regulations and requirements, Basile said he wants to extend Khan’s habitat into the “Arctic World” enclosure the ranch is creating.

An annual music night held at the ranch called “Wolfstock,” a play on the Woodstock music festival, will for the first time also be a fundraiser to help pay for the enclosure.

The celebration starts at noon Sept. 19 and will feature “House of Blues,” a band with harmonicas, horns and guitars. A bonfire and food court will accompany the music. Admission is free, but donations will be appreciated.

Basile is facing charges of reckless conduct for bringing Khan into several Lockport bars. In one incident in February 2014, Khan was weeks old and weighed 40 pounds. In another in January 2015, Khan reportedly bit a woman’s hand.

Basile said Thursday he didn’t break any laws and no police report was filed on the alleged bite incident. The case is scheduled to go to trial Aug. 24.

AN EXTRAORDINARY LIFE

A love for God and fairness for all Joliet woman had passion for social justice

BARAN–UNLAND dunland@shawmedia.com JOLIET – Michael Danielson recalled how one day about 15 years ago, his mother, Dorothy Danielson, drew his attention to the $150 sitting on the dining room table. “’I need you to bail me out of jail if I get arrested,’” Michael, of Joliet, said Dorothy told him.

As part of the former Joliet Area Church Organized Body, Dorothy was heading to Preston Heights for an organized protest.

“She was front and center,” Michael said. “She didn’t get arrested, but she was willing to put her body on the line, so to

speak.”

Love for social justice permeated his mother, Michael said. A dedicated teacher until her 1995 retirement and a firm disciplinarian, Dorothy had a unique solution when Michael came home from Farragut School and repeated a derogatory word Dorothy for an AfriDanielson can-American he’d heard from white classmates.

Dorothy transferred her three children from Farragut – which was across the street from home – to the former Lincoln School, where she taught.

“At the time, the district wanted to have schools that were racially mixed,” said Michael, a former sociology teacher at Lewis University in Romeoville. “To have a teacher say, ‘I want to take my kids to a minority school’ – they had no problem with that at all.”

Illinois Environmental Protection Agency Notice of Public Comment Period and Hearing Proposed Issuance of a Construction Permit Midwest Generation – Joliet Electric Generating Station Midwest Generation LLC has applied for a construction permit for its existing Joliet Generating Station located at 1800 Channahon Road in Joliet. The proposed project would convert the boilers at this station from burning coal to burning natural gas. Midwest Generation would also construct a natural gas-fired auxiliary boiler and natural gas-fired fuel heaters as part of this project. This project will greatly reduce annual emissions of sulfur dioxide, nitrogen oxide and particulate matter from the Joliet Station. The facility will continue to be a non-major source of emissions of volatile organic material. The proposed project would not be a major project for the purposes of New Source Review, i.e. 35 IAC Part 203 and 40 CFR 52.21. For the main boilers, conversion to natural gas will result in certain emission standards that currently apply to these boilers no longer being applicable. In addition, the conversion may result in the main boilers becoming subject to certain other emission standards.

Based on its review of the application, the Illinois EPA has made a preliminary determination that the application meets the standards for issuance and has prepared a draft permit for public review. The Illinois EPA is holding a public comment period and a hearing to accept comments from the public on the proposed issuance of the permit prior to making final decisions on the application.

The Illinois EPA will hold a public hearing on September 24, 2015 at 7pm at Joliet Junior College Weitendorf Agricultural Education Center, 17840 Laraway Road in Joliet. The hearing will be held by the Illinois EPA to receive comments and answer questions from the public prior to making a final decision concerning the draft permit. The hearing will be held under the Illinois EPA’s “Procedures for Permit and Closure Plans,” 35 IAC 166, Subpart A. Lengthy comments and questions should be submitted in writing. Requests for interpreters (including sign language) must be made by September 3, 2015. Any questions about hearing procedures or requests to address special needs should be made to the Illinois EPA, Dean Studer - Hearing Officer, Re: Joliet Generating Station, 1021 N. Grand Ave. E., P.O. Box 19276, Springfield, IL 62794-9276, 217/558-8280.

The Illinois EPA will accept written public comments on the draft permit during the comment period. Written comments must be received no later than midnight October 9, 2015 unless otherwise specified by the Hearing Officer.

Jan Gehrig of Romeoville, who served on JACOB with Dorothy, said Dorothy helped lobby for many causes, especially education funding. She said Dorothy was sincere, “dedicated to the core,” and willing to step up when needed.

Dorothy also was a dear friend, Jan added.

“She was someone you could go to for an opinion and be sure you’d get the truth,” Jan said. “She was also supportive when things weren’t going well. She was the first one to say, ‘Are you doing OK? I’m with you all the way.’ ” Emmie Olstrem of Joliet and member of First Presbyterian Church of Joliet, where Dorothy was an elder, said Dorothy was a former moderator of Presbyterian Women at the church, which strove for peace, justice and the empowerment of women.

A favorite PW project of Dorothy’s was providing school supplies and backpacks for children at Farragut

School, which by the late 1990s had many children from low-income families.

“She was just so pleased to be able to do that,” Emmie said, “and at the children’s reaction to getting a bookbag when they never had one before.”

But Dorothy’s adventure sense extended beyond social justice. Scott Danielson of Channahon, Dorothy’s son and a carpenter, recalled the trip out west he took at age 18.

Dorothy, who had an open mind for traveling, decided to accompany him to all 13 national parks – which was 3,000 miles in 13 days.

“She was up for all of that,” Scott said.

Dorothy was his go-to person for advice and her love for fairness impacted his life, Scott added.

“She taught us to treat everyone with respect – how you would want to be treated – and not jump to conclusions,” he said.

In her elegy, Lisa Daniel-

son, Dorothy’s daughter and a Presbyterian pastor in South Dakota, shared how, in the last few years of her mother’s life, Lewy Body Dementia robbed Dorothy of most abilities, including speaking.

Lisa wrote about visits with her mother, reading stories Dorothy had read to her children and plucking hymns on a harp. During the children’s song, “Jesus Love Me,” Dorothy opened her eyes and said “Jesus,” Lisa wrote.

“And in the deepest recesses of her mind, and in the depth of her heart, she knew God’s presence, and the love of God made know to her, and to all of us, in Jesus Christ our Lord … a love which she now knows even more fully,” Lisa wrote.

Dorothy was 80 when she died March 8.

Beginning in 1971, he worked for ABC’s “Monday Night Football,” at first as a play-by-play announcer and then as an analyst.

Later in life he stayed in the spotlight through his marriage to Kathie Lee Gifford, who famously called him a “human love machine” and “lamb-chop” to her millions of viewers.

“He was a great friend to everyone in the league, a special adviser to NFL commis-

sioners, and served NFL fans with enormous distinction for so many decades,” Goodell added.

Gifford hosted “Wide World of Sports,” covered several Olympics – his call of Franz Klammer’s downhill gold medal run in 1976 is considered a broadcasting masterpiece – and announced 588 consecutive NFL games for ABC, not even taking time off after the death of his mother shortly before a broadcast in 1986.

“Frank Gifford was an exceptional man who will be

missed by everyone who had the joy of seeing his talent on the field, the pleasure of watching his broadcasts, or the honor of knowing him,” said Bob Iger, chairman and CEO of The Walt Disney Company, which owns ABC. “His many achievements were defined by a quiet dignity and a personal grace that is seldom seen in any arena; he truly embodied the very best of us.”

While he worked with others, including Dan Dierdorf, Al Michaels, Joe Namath and O.J. Simpson, Gifford was

NEW YORK – From the football field to the broadcast booth, Frank Gifford was a star. And a winner.

An NFL championship in 1956 with the New York Giants. An Emmy award in 1976-77 as television’s “outstanding sports personality.”

Gifford, as well known for serving as a buffer for fellow announcers Don Meredith and Howard Cosell on “Monday Night Football” as for his versatility as a player, died Sunday. He was 84.

“Frank Gifford was an icon of the game, both as a Hall of Fame player for the Giants and Hall of Fame broadcaster for CBS and ABC,” NFL Commissioner Roger Goodell said.

“Frank’s talent and charisma on the field and on the air were important elements in the growth and popularity of the modern NFL.” In a statement released by NBC News, his family said Gifford died suddenly at his Connecticut home of natural causes Sunday morning. His wife, Kathie Lee Gifford, is a host for NBC’s “Today.”

“We rejoice in the extraordinary life he was privileged to live, and we feel grateful and blessed to have been loved by such an amazing human being,” his family said in the statement. “We ask that our privacy be respected at this difficult time and we thank you for your prayers.”

A running back, defensive back, wide receiver and special teams player in his career, Gifford was the NFL’s MVP in 1956. He went to the Pro Bowl at three positions and was the centerpiece of a

most known for the eight years he served as a calming influence between the folksy Meredith and acerbic Cosell.

In its early years the show was a cultural touchstone, with cities throwing parades for the visiting announcers and celebrities such as John Lennon and Ronald Reagan making appearances.

“I hate to use the words ‘American institution,’ but there’s no other way to put it, really,” Gifford told The Associated Press in 1993. “There’s nothing else like it.”

A straight-shooter who came off as earnest and sincere, Gifford was popular with viewers, though some accused him of being a shill for the NFL. He experienced the highs and lows as a player. Gifford fumbled twice early in the 1958 NFL championship game, both of which led to Baltimore Colts touchdowns, and later came up short on a critical third down.

The Colts eventually won 23-17 in the league’s first overtime game, which helped popularize the NFL and was dubbed “The Greatest Game Ever Played,” although not by Gifford.

“Not my greatest game,” Gifford told the AP in 2008. “I fumbled going out (of the end zone) and I fumbled going in.”

Gifford had his best year in 1956, rushing for 819 yards, picking up 603 yards receiving and scoring nine touchdowns in 12 games. The Giants routed the Bears 47-7 at Yankee Stadium, where Gifford shared a locker with Mickey Mantle.

“Frank Gifford was the ultimate Giant,” co-owner John Mara said. “He was the face of our franchise for so many years.”

State agencies cover half the pay for Gov. Rauner’s staff

SPRINGFIELD – Gov. Bruce Rauner promised a leaner, more transparent administration than his predecessors, yet he’s rigorously following their time-honored practice of asking other departments to sign paychecks for his staff.

Among employees doing significant work for Rauner, half their combined salaries – about $4 million – comes from separate agency budgets and isn’t listed on his office payroll, according to a review of documents by The Associated Press.

That figure is about $1 million more than Rauner’s staff reported in June during a contentious hearing over use of the strategy before a House committee headed by Rep. John Bradley, a Marion Democrat.

It’s taxpayer money, either way. But opponents said the accounting maneuver, which they call “off-shoring,” can shortchange some important state services while understating the true costs of running the chief executive’s shop. For example, they argue, if the Corrections Department has to pay a high salary for a gubernatorial aide, that’s money that can’t be used to pay one or more prison guards.

DES PLAINES – A 60-year-old suburban man is being held on $5 million bail after being charged with kidnapping and

sexually assaulting woman in an apartment she’d agreed to rent from him.

Police in Des Plaines said a 43-year-old woman said she answered a Craigslist ad placed by 60-year-old Farhad Tanzif, met him Wednesday to look at the apartment and agreed to rent it. Police said when the woman returned with some personal items, Tanzif allegedly threatened her with a knife and sexually assaulted her.

Police said the woman filed the report on Wednesday and was taken to a hospital for treatment.

They said they searched Tanzif’s residence on Thursday.

Tanzif’s next court appearance is scheduled for Aug. 11.

Realtors scramble to find housing for prison workers

THOMSON – Realtors in communities near the Thomson Correctional Center in north-

western Illinois are hurrying to find housing for newly hired prison workers.

The Daily Gazette said many communities also have updated their websites to include relocation tips for prison employees.

The first prisoners arrived last month, and there now are about 80 at the site’s satellite camp.

The federal Bureau of Prisons has said inmates will perform jobs to help prepare the prison to operate fully.

A prison spokeswoman said 203 staff positions are filled and 33 more employees are expected in the next two to three months. The prison is expected to employ 1,100 staff when fully operational.

Illinois finished building the prison in 2001, but never fully opened it because of budget constraints. The state sold the prison to the federal government for $165 million in 2012.

CARUSO The Associated Press NEW YORK – As a campaign to raise the minimum wage as high as $15 has achieved victories in such places as Seattle, Los Angeles and New York, it has bumped up against a harsh reality: Plenty of scofflaw businesses don’t pay the legal minimum now and probably won’t pay the new, higher wages either.

Some economists, labor activists and regulators predict that without stronger enforcement, the number of workers getting cheated out of a legal wage is bound to increase in places where wages rise.

Estimates on the size of the problem vary, but the Bureau of Labor Statistics said that in 2014, roughly 1.7 million U.S. workers – two thirds of whom were women – were illegally paid less than the federal minimum of $7.25 per hour.

Other studies put the number higher. A report by the Department of Labor in December estimated that in

New York and California alone, there are 560,000 violations of the law every week, representing $33 million in lost income.

Those figures represent workers such as Celina Alvarez, who came to the U.S. from Michoacan, Mexico, four years ago and took a series of poorly paying jobs as a cook after settling in New York City.

At the first two restaurants, Alvarez worked 12 hours per day, six days a week for a flat weekly wage of $350. That comes out to about $4.86 per hour. There were no tips and no overtime pay. Some weeks, Alvarez said, she and other women in the restaurant didn’t get paid at all. Managers didn’t care if they quit. They’d just hire someone else.

“We were dispensable to them,” she said.

The U.S. Labor Department investigates those types of violations and is already doing a brisk business in enforcement cases. During the last federal fiscal year, it said it recovered $270 million in back wages for 270,000 work-

ers.

But the agency’s roughly 1,000 investigators, who police 7.3 million businesses employing 135 million workers, don’t enforce state and local wage laws, for the most part. That means that cities and states that hike their minimum wage above the federal rate of $7.25 are on their own.

That’s causing some concern that, without a robust enforcement mechanism, many workers could wind up being left behind.

“A lot of states are facing that challenge now,” said David Weil, administrator of the U.S. Labor Department’s Wage and Hour Division.

“It is very important to pass those minimum wage increases ... Then, how do we make sure workers really receive them?”

Twenty nine states now have a minimum wage higher than the federal rate, but anti-poverty activists have been campaigning hard for municipal lawmakers to bypass both Congress and their state legislatures and set wages much higher.

Lincoln-Way West has reasons for optimism

By DICK GOSS dgoss@shawmedia.com NEW LENOX – For more than a decade, Lincoln-Way Way East has been tagged as the only football team in Illinois to qualify for the state playoffs in every year of its existence.

Lincoln-Way West never will have that distinction. But in a sense, the Warriors are a close second.

West finished 2-7 in 2009, its initial season. Since then, the Warriors have strung five consecutive playoffs appearances and have won at least one playoff game every year except 2011.

They were Class 5A quarterfinalists in 2012 and 2013. Their combined record over the past five seasons is 42-14. It’s 19-4 over the last two seasons.

Last fall, West was in Class 6A for the first time and dropped a 34-27 second-round decision to Richards.

The Warriors always seem to be a bubble team between Class 5A and 6A, and that indeed will be the case as the new season gets underway. Fall practice officially begins Monday, and opening night is Aug. 28.

West has had a good summer, and coach Dave Ernst – in his fourth year at the helm – said there are reasons this could be another good season.

“Our guys are dedicated, hard-working. They’re focused,” Ernst said. “We’re really optimistic.”

That optimism stems in no small part from the return of senior running back Gabe Montalvo, who rushed for well more than 1,000 yards last season and will have Tom Laberry back to block for him from the fullback and/or tight end slot.

Combine Montalvo’s presence with experienced junior quarterback Connor Lohman, and the skills are there.

“Connor is a real smart kid,” Ernst said. “He’s a winner and the ultimate competitor. He could be walking down the hallway, and he wants to walk faster than the guy next to him.

“We put a ton on him last year as a sophomore, and he

handled it all well. He is a special quarterback.”

The left-handed Lohman has a returning tight end in Ben Zordani as a prime target. And even though there are no starters returning at wide receiver, Ernst said, “We feel good about what we have. There are about three or four guys doing a good job there.”

Sam Eberle hit a grounder to Casper, who fielded it cleanly and threw home, trapping Fraga in a rundown between third and home. Garza had trouble with Cannon’s low throw, and Fraga made it back to third safely. Frazier Hall’s groundout to first baseman Carlos Lopez scored Fraga to make it 1-0.

The Freedom added a run in the top of third inning to make it 2-0 when Eberle tripled to left-center to score Mitchell, who had singled. After Hall walked to put runners on first and third with one out, Hall broke for second. Cannon faked a throw to second and caught Eberle off third base.

The Slammers executed the rundown this time, with Cannon tagging out Eberle.

The right side of the line – guard Bryan Brokop and tackle Justin Witt – is NCAA Division I material. Both are between 6-foot-5 and 6-6 and between 270 and 280 pounds. Brokop has committed to Nebraska and Witt to North Carolina State.

On the left side, massive junior Nate Henry, who goes about 6-5, 310, will be at tackle.

“No offers yet, but he has gotten some big-school attention,” Ernst said of Henry.

“He is a really talented kid. He broke his femur and missed some of last season, but he’s 100 percent healthy now.”

Junior linebacker Trey Telez, a starter since his freshman year and a big-time prospect for the Class of 2017, leads the Warriors’ defense. Danny Allen, another junior, will join him in the linebacker corps.

Ernst said safety Cam Gavin and cornerback Cody Conry are prominent in the secondary. And although no starters are returning in the defensive line, there is plenty of competition for those positions.

All in all, these Warriors appear to be title candidates in the SouthWest Suburban Red and a solid bet to be in the playoffs again.

The beat goes on.

“We came back Sunday and regrouped,” Slammers manager Jeff Isom said. The Slammers lost, 4-2, to the Freedom in 10 innings Saturday after letting a 2-0 lead slip away in the ninth inning.

“We scored some runs, and the bullpen came in and from the fifth inning on and really

did the job for us,” Isom added. “Nate is turning it on for us right now. He’s getting hot.”

Dan Tobik (1-0) earned the win in relief of starter Kevin Walter. David Kubiak earned his first save of the season.

Bears coach John Fox encourages his team to stretch during a Family Fest event Saturday at Soldier Field.

Trestman and his offensive coordinator, Aaron Kromer, and the dysfunction they fermented in every aspect of the Bears’ play.

Last year’s Bears defense was not as talented as the offense.

But it still appeared they could have and would have been better if defensive coordinator Mel Tucker had been more capable.

As I wrote the other day, new defensive coordinator Vic Fangio has a track record of significant and immediate improvements from every defense he has taken over in four prior stops as an NFL defensive coordinator.

What he will not have this year is the depth of talent to work with that new offensive coordinator Adam Gase has on offense, in part because of the age of his roster and in part because he is inheriting a roster built to play the 4-3 and is being converted to a 3-4 defense.

Still, he has proven winners in Jeremiah Ratliff, Jared Allen and Antrel Rolle to lead his new group; and Kyle Fuller, Pernell McPhee, Christian Jones, Lamar Houston and Ego Ferguson could be emerging talents who fit nicely into what Fangio hopes to do.

This club appears to have more talent than most 5-11

teams – and last, but not least, a new head coach in John Fox, who has been in situations like this twice before and dramatically overachieved.

After going 1-15 in 2001, the Carolina Panthers gave Fox his first head coaching job, and he led them to a 7-9 record in his first season.

The Denver Broncos were 4-12 in 2010 and hired Fox to take the team over in 2011, even though he’d just completed a 2-14 campaign in Carolina and been fired.

In his first year in Denver, Fox led the Broncos to an 8-8 record, the woeful AFC West’s title that year and a first-round playoff upset of the Pittsburgh Steelers, with Tim Tebow at quarterback.

This Bears club does not have playoff talent and is not a playoff team. And if Cutler struggles, they could be even worse than last year.

But if history is our guide, they are more than talented enough with Fox at the helm and Fangio and Gase by his side to win at least six games and quite possibly seven or eight.

WATKINS GLEN, N.Y. – Joey Logano had enough fuel this time.

A week after running out of gas while leading at Pocono with three laps to go, Logano passed Kevin Harvick on the final turn as Harvick ran dry to win Sunday’s NASCAR Sprint Cup race at Watkins Glen International.

Logano completed a weekend sweep after winning the Xfinity race Saturday and gave Roger Penske his first Cup victory at The Glen.

Logano also won the season-opening Daytona 500.

“What goes around comes around, I guess,” Logano said after a long tire-smoking burnout. “It’s cool to get through on the other end. I’m still just trying to catch my breath.”

Kyle Busch, who ran out of fuel on the last lap at Pocono while leading, finished second and moved to 30th in points, the cutoff to make the Chase for the Sprint Cup title as he continued his remarkable surge.

Harvick coasted home third, Matt Kenseth was fourth and Kurt Busch fifth.

Clint Bowyer, Brad Keselowski, Carl Edwards, Sam Hornish Jr. and Jimmie Johnson rounded out the top 10.

Tony Stewart, who qualified third, was competing

at Watkins Glen for the first time after missing the previous two Cup races at the track in the Finger Lakes of upstate New York. He was nursing a broken right leg two years ago and sat out last year’s race after the sprint car he was driving in a race at nearby Canandaigua struck and killed 20-year-old driver Kevin Ward Jr. the night before Stewart was scheduled to race at Watkins Glen.

On Friday, Stewart again had to revisit that tragedy.

Attorneys representing the Ward family filed a wrongful death lawsuit against Stewart, another hurdle in what has been a season without much hope until recently, and Sunday marked the oneyear anniversary of Ward’s death.

Stewart finished last after his car broke a rear gear midway through the 90-lap race.

In the last road race of his NASCAR career, Jeff Gordon had brake problems and finished 41st to take another big hit in points.

AJ Allmendinger, the defending race winner and pole-sitter gunning for another victory that would have given a second Chase berth for the one-car JTG Daugherty team, led the first 20 laps with Martin Truex Jr. in tow, but he was passed the next time around and dropped to third as the No. 47 Chevy began to fade.

Sure, there still are four preseason games to be played and two roster cutdowns to be made before we even know who the 2015 Bears will be, let alone how good, bad or indifferent they will be.

But that doesn’t stop every Bears fan you run into from asking the same question: How many games do you think they can win?

With so much change in the front office, on the sidelines and on the field, it’s tough enough to know what to expect. What makes the query doubly difficult this year is it’s so hard to know how bad they really were last year.

We know the Bears were 5-11, mediocre at best on offense and one of the worst defenses in the league.

But how much of that was due to coaching, how bad was the locker room, and how much was from a lack of talent?

As I wrote the other day, the Bears’ offense last year was actually far more talented than most in the league, featuring six starters who had been to a Pro Bowl and Martellus Bennett, who would go to his first at the end of the season.

All but Brandon Marshall are back; and some nice additions such as Eddie Royal and rookies Jeremy Langford and Kevin White – and the subtraction of Marshall, who was the main locker room problem – could make them even better.

I get that the majority of Bears fans at this point are anything but Jay Cutler fans, but the reality is the Bears’ record with Cutler at quarterback is 44-38 and was 39-28 before last season.

Arrieta, Cubs sweep Giants The ASSOCIATED PRESS CHICAGO – Jake Arrieta has been pitching well for a while now. This time, he also contributed with his bat.

Arrieta tripled and scored in the second, and then pitched four-hit ball into the eighth inning Sunday as the Cubs beat the San Francisco Giants, 2-0, for a four-game sweep of the defending world champions.

Rookies Kris Bryant and Addison Russell each drove in a run, helping the Cubs to their 10th win in 11 games. The Cubs’ first four-game sweep of San Francisco since June 1977 increased their lead for the second NL wild card to 3½ games over the reeling Giants.

“Because of the division we’re in, the two teams ahead of us, we know they’re not slowing down and we don’t intend to either,” Arrieta said.

“What we have to do now is just continue to make it difficult for the guys ahead of us and continue to show we’re going to put pressure on and not let up.”

Arrieta (13-6) struck out six and walked two in 72⁄3 innings. The righthander is 7-1 with a 1.23 ERA in his last 10 starts dating to a four-hit shutout at Minnesota on June 21.

“Win the first three with a chance to sweep, I was in the mindset of coming out to dominate today and put us in the situation where we only needed one or two (runs),” Arrieta said.

Right after the Cubs’ fourth straight win, Wrigley Field was evacuated after a bomb threat, and police with dogs searched the ballpark. It was reopened about an hour later.

Royals beat Sox for sweep

KANSAS CITY, Mo. – With AllStar reliever Wade Davis nursing a bad back and closer Greg Holland earning saves the past two days and unavailable, Kansas City Royals manager Ned Yost turned to Ryan Madson to protect a one-run lead in the ninth.

Madson struck out two in a spotless inning as the Royals edged the White Sox, 5-4, Sunday for a threegame sweep.

The Royals have won three straight games by one run for the first time since August 2012. Kansas City widened its lead to 11½ games in the AL Central and improved to 10-3 against the Sox this season.

Kendrys Morales hit a two-run homer that put the Royals ahead, 3-0, in the first. “The first inning changed my whole game,” Sox starter Jose Quintana said.

It was 4-all in the eighth when Alex Rios singled with one out off Jake Petricka (3-3) and Paulo Orlando followed with a ground-rule double.

Omar Infante hit a grounder to first baseman Jose Abreu, and Rios slid home ahead of the tag.

Gordon Beckham singled home the first run, his first RBI since June 21.

A useful convention at a small price

Many students ask me which conventions they should be using. I typically answer, “As few as possible.”

Some are beneficial, like transfers into the majors and negative doubles.

(I assume you are already using Stayman and Blackwood.) After that, if you play a lot with the same partner, give New Minor Forcing a try. Look at today’s South hand. North opens one club, South responds one spade, and North rebids one no-trump. What should South do now?

He could raise to three no-trump, but that would probably work badly, the defenders immediately taking four hearts and one diamond. How does South find out if partner has three-card spade support?

He could rebid three clubs or three diamonds, but each of those calls is not without risk. Instead, use New Minor Forcing.

South continues with two of the unbid minor. This shows at least game-invitational values and asks partner to describe his hand further.

Here, North bids two spades to show three-card support, and South raises to four spades.

West leads the heart two. East wins with his ace and returns the suit.

West takes the trick, cashes his diamond ace, and shifts to a club. What happens next?

Declarer wins in the dummy, plays a spade to his queen, and cashes the ace, claiming when the king drops – or does he?

At trick five, a crafty East will smoothly play his spade king. Then, surely South will win with his ace and lead a spade to dummy’s nine, going down when East produces the 10 out of his back pocket.

In any event, hormone replacement therapies now carry warning labels stating that they increase the risk of dementia. I surely do not recommend that women should take hormone therapy with the goal of protecting themselves against Alzheimer’s disease.

• NSAIDs. Examples of NSAIDs include ibuprofen (Advil, Motrin), naproxen (Aleve) and aspirin. Several studies have suggested that using NSAIDs can lower the risk of Alzheimer’s disease. However, other studies contradicted these results.

Scientists think that NSAIDs may protect against Alzheimer’s by reducing inflammation in the brain. And some experimental evidence suggests that ibuprofen may decrease the production and accumulation of beta-amyloid, the harmful clumps of protein found in the brains of people with Alzheimer’s.

• CHOLESTEROL-LOWERING DRUGS. Statins are popular and effective cholesterol-lowering drugs. Some studies have found that they may lower the risk for Alzheimer’s disease, but other studies have failed to find this effect.

So, there are no drugs that I would currently recommend for the purpose of protecting against Alzheimer’s disease. Several drugs show promising results, but are in the early stages of testing. I am hopeful they will work.

certain common medicines used for other purposes may also protect against Alzheimer’s disease. Is there any truth to this?

Dear Reader: You’ve raised an important question. Unfortunately, research has not so far provided a clear answer.

• HORMONE THERAPY. For years, doctors believed that hormone therapy might protect women from Alzheimer’s disease. This therapy replaces the hormones that a woman no longer makes after menopause.

The possibility that hormone therapy might offer protection was raised by studies which found that women who took estrogen were less likely to develop Alzheimer’s than those who didn’t. These were “observational” studies: Large numbers of women taking hormone therapy as they entered menopause were compared to women of the same age who were not taking hormone therapy.

The women were usually between the ages of 45-55.

Because observational studies can sometimes produce misleading results, a large randomized clinical trial, the Women’s Health Initiative Memory Study (WHIMS), was conducted.

Such trials are regarded as stronger evidence than observational studies. The women in the study were in their 60s.

The women who took estrogen-progestin hormone therapy were twice as likely to develop dementia as women who did not use hormones. The researchers found that estrogen by itself (without progestin) also increased the risk. This study and others also found that hormone therapy increased the women’s risk of strokes.

Strokes themselves can cause dementia.

In my opinion, hormone therapy may have different effects depending on a woman’s age. There is much evidence of this in the relationship of hormone therapy and heart disease. Hormone therapy among women
