By BOB OKON bokon@shawmedia.com JOLIET – The Joliet City Council on Tuesday appeared unwilling to wait until later this month to begin detailed discussions on an Evergreen Terrace decision that could cost the city as much as $70 million.

Council members agreed to try to meet sometime next week with consultant Holsten Real Estate Development & Management Corp. about the potential costs facing the city.

The City Council previously had planned to meet with Holsten on July 27.

The city must pay $15 million for Evergreen Terrace by Sept. 1 if it wants to take over the low-income housing complex, which Joliet successfully condemned in federal court af-

ter a 10-year legal battle.

“We’re in crunch time now,” Councilman Larry Hug said at the council meeting Tuesday.

Hug raised the issue of Evergreen Terrace, saying he wants council members to say what they’re willing to cut or what taxes they would raise to finance redevelopment of the 156-unit complex.

Other council members said they want to hear first from their consultant regarding the actual costs of redevelopment.

“We have not had the opportunity to sit down and really look at what can be done and has to be done,” Councilwoman Bettye Gavin said. “I’m willing to roll up my sleeves and get to work to see what we need to do to make it happen.”

Holsten so far has offered plans showing redevelopment costing anywhere between $11 million and $70 million.

But those figures are based on Joliet eventually getting tax credits. Without tax credits, the project could cost as much as $144 million, he said.

“There’s going to be a price tag, and we’re going to have to come up with a way to pay for it,” O’Dekirk said.

Community involvement in the issue has been heating up, as well. At the council’s Monday workshop meeting, a group from the Unity Community Development Corp.

Neighborhood Leadership Council urged the city to move ahead with the purchase.

City Manager Jim Hock said he would talk with Holsten about a possible meeting next week.

Old Founders Bank may convert to day care center

By VIKAAS SHANKER PLAINFIELD – The former Founders Bank off Route 59 may soon be home to a new child care facility.

Plainfield Plan Commission members heard plans for a Britt Daycare development in Founders Plaza located at Route 59 and Dayfield Drive.

The day care center would occupy the southern half of the former bank, which also houses the Plainfield Veterinary Clinic. The applicant, Marvin Britt, plans to convert the drive-thru area into an outdoor playground area.

While commissioners and staff were supportive of the day care use of the half-vacant site, they had issues with the eastern boundary of the playground.

“I’m very concerned about the Route 59 safety issue,” Commissioner Richard Kiefer said. The eastern edge of the playground is about 40 to 45 feet away from Route 59.

tional safety measures such as installing trees and brick columns within the fence to reinforce it.

Commissioners recommended steel-reinforced cement plantings, similar to those found at Plainfield Academy, and extending the fence height to a maximum 8 feet.

The plan commission also recommended approval of the Martin Commercial Development at Riverwalk Court and Route 59.

Sign, fence variance

The commissioners also heard two variance requests at a Zoning Board of Appeals meeting preceding the Plan Commission meeting.

Representatives of the Presence Healing Arts Pavilion development at Dayfield Drive and Route 59 presented a variance to allow a second monument sign that would direct people to urgent care facilities.

Village code only permits a minimum 800-foot distance between monument signs.

Staff determined that the sign qualified all four requirements for a sign variance.

However, two residents of nearby Fox Run Circle opposed the plan, saying it would be an eyesore from their front porches and a distraction.

When measured, the distance from the homes to the sign came to about 300 feet, which commissioners thought was far enough, and they voted in favor of recommending the project.

The board also voted 6-0 in favor for a sign variance that allows resident Timothy Bennett to install a fence in his backyard at 12465 Falcon Drive.

Village code doesn’t allow residential fences to be constructed closer to right of ways than the physical house. But Bennett said people cut across his yard to get to Wal-Mart south of his property, presenting a need to build a fence bordering Bob White Lane.

While Sobkoviak said the zoning board traditionally denies fence extensions like the request, commissioners supported it because no neighbors lived directly past Bennett’s backyard and the stub street of Bob White Lane next to the fence won’t be extended.

Joliet diagnostics imaging company powers up with sunlight

By FELIX SARVER fsarver@shawmedia.com JOLIET – A Joliet business that offers virtual imaging technology is going green and clean with solar power covering much of its electricity needs.

Future Diagnostics Group unveiled Tuesday the solar panel technology that covers most of the roof and parking lots of the building at 254 Republic Ave. Solar modules absorb the sunlight – even under cloudy conditions – to produce about 40 percent of the energy the medical facility uses. The rest is covered by electrical grid power.

Sarode Pundaleeka, president of Joliet Oncology-Hematology Associates, which developed Future Diagnostics Group, said it’s not common for medical facilities to have solar power but it’s good “the government is pushing for it.” He said Future Diagnostics Group receives 30 percent in tax credits for using solar technology.

He said countries, such as Germany and China, are leaders in solar power technology.

“If those two countries can do that, why not us?” he said.

Future Diagnostics Group’s solar power project began three years ago, and Microgrid Energy helped with the design and construction. The facility has run on solar power for the past six weeks, Pundaleeka said.

Visitors who come to the medical facility will see the parking lots roofed with solar modules that power the building.

Jeff Miller, Microgrid Energy project manager, said the modules absorb the sunlight and convert it to direct current – or the unidirectional flow of an electric charge – and then is able to convert that energy to alternate current. He said medical facilities, such as Future Diagnostics Group, use a “ton of energy.”

Former mayor’s son gets job with city Schultz Jr. hired for Public Works Department

By BOB OKON bokon@shawmedia.com JOLIET – The son of former Joliet Mayor Art Schultz started a city job Tuesday, having been hired despite his involvement in a ticket-fixing scheme in 2007 when working at the Will County Courthouse.

The hiring also comes after former Mayor Tom Giarrante said he was approached

by Art Schultz Jr.’s sister, Will County Clerk Nancy Schultz Voots, during the mayoral campaign about the possibility Art Schultz of getting her Jr. brother a job with the city. Schultz Voots denies having sought a job for her brother with Giarrante or Bob O’Dekirk, who was elected mayor in April.

Repeated attempts since last week to reach Schultz Jr. have been unsuccessful.

Art Schultz Jr. also is vice president of the Joliet Park District board and has been

elected to the board three times, most recently in 2013.

Schultz Jr. was convicted in 2007 for misdemeanor attempting to tamper with public records.

Joliet City Manager Jim Hock said he reviewed Schultz Jr.’s criminal conviction and decided it was not related to the work he would be doing as an entry level maintenance worker in the Public Works Department.

“I do know his history,” Hock said. “I’m a firm believer that people should be given second chances and opportunities. We make sure that any criminal history does not line itself up with the job.”

Hock said Schultz Jr.’s past conviction might have kept him from getting some jobs with the city. But he did not see it as an issue for the maintenance job in the Public Works Department.

Schultz’s position is a union job. He starts at $45,832 a year with the first increase at 18 months, when pay goes to $66,219. Pay for the job tops out at $86,433 after 20 years.

Hock said Schultz Jr. had been seeking a job with the city for some time and was ranked among the top five candidates in a hiring list for the Public Works Department. Schultz Jr. was not the top candidate on the list, Hock said. But hiring in public works, unlike the police and fire departments, do not need to strictly follow the ranking on the list, he said.

Schultz Jr.’s persistence in seeking a job with the city and other qualities made him a good candidate, Hock said.

“He’s been diligent in his application. He has a level of maturity that others don’t have and that sometimes is an advantage,” Hock said. “He’s very active in the community being on the park district board, and he’s dedicated and committed to the city.”

2007 conviction

Schultz Jr. was convicted in 2007 for misdemeanor attempting to tamper with public records while he worked as the security services coordinator at the Will County Courthouse.

He resigned from his job shortly before being indicted for felony official misconduct.

He later pleaded guilty to the lesser misdemeanor charge and was sentenced to 15 days

in jail.

Charged at the same time as Schultz Jr. was Diana Massat, a former deputy clerk for the Will County Circuit Clerk’s Office. Massat pleaded guilty to felony official misconduct.

The special prosecutor at the time said neither Schultz Jr. nor Massat received money for their actions.

“They were both essentially being big shots to their friends and family,” prosecutor Charles M. Colburn told The Herald-News after the plea deals were approved in court.

Mayoral campaign

When Giarrante was elected in 2011, there were rumors that he was going to name Schultz Jr. to the City Council position he vacated to run for mayor. Schultz Jr. at the time confirmed he was interested in the position. But Giarrante appointed Don Fisher.

Giarrante last week said Nancy Schultz Voots approached him during the April 7 mayoral campaign about a job for her brother.

“They asked me to do something to get Art Jr. work,” Giarrante said. “I said I couldn’t do it. They said they were going to go to the other side.”

When asked who “they” were, Giarrante said he had

the conversation with Schultz Voots.

“I talked to Nancy,” he said.

“That’s far from the truth,” Voots said when asked about Giarrante’s comments.

Schultz Voots said Giarrante had asked her about getting the Schultz family’s support in the election.

“I told him that I could not support any candidate, just like I did O’Dekirk,” Schultz Voots said.

Asked if she had inquired about a job for her brother, Schultz Voots said, “No, I did not. I did not ask him.” Schultz Voots also said, “I never said I would go to the other side.”

Schultz Voots said her only request to O’Dekirk in the campaign was that he not use a photograph of her that was shot at one of his fundraisers.

In her job as county clerk, she could not appear to be endorsing candidates, Voots said.

The county clerk oversees elections.

O’Dekirk said no one in Schultz’s family approached him about a job for Art Schultz Jr. and that he was not involved in the hiring.

Hock said no elected officials, including O’Dekirk, contacted him about the hiring.

“It was my decision,” Hock said.

QUICK NEWS Day at park scheduled for Coal City kids

COAL CITY – A Kid’s Day at the park has been scheduled for 10 a.m. to 2 p.m. Wednesday at Coal City Elementary School.

Channahon Park District and fellow South Suburban Park and Recreation Professional Association members are bringing a day of fun for the children of Coal City and surrounding communities that have been affected by the recent tornado, according to a news release from the park district.

The day is for children 6 and older. The park district will bring

basketballs, soccer balls, spin art and more to the playground at Coal City Elementary School.

This is a free drop-off program run by professional recreation supervisors, part-time staff and volunteers.

Children can be dropped off at the north parking lot near the playground; they are asked to bring water but lunch will be provided. For questions, call Nicole of the Channahon Park District at 815-467-7275.

Nitro Nite scheduled for Thursday

JOLIET – Joliet Nitro Nite 2015

will be the kick-off event for the Route 66 NHRA Nationals weekend at Route 66 Raceway.

The festival takes place from 5 to 10 p.m. Thursday on Chicago Street in downtown Joliet.

The event includes entertainment on the main stage in Van Buren plaza, according to a news release from event organizers.

Along with live music, NHRA Pro drivers will be on-site for autograph sessions and traditional golf cart races. Fans will be given the opportunity to drag race local celebrities and drivers.

The fest also will feature a Cruise-in of Joliet’s finest cars,

and local food vendors will offer their food for purchase.

Firearms expert: Pruitte’s gun matched murder weapon

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Firearm forensics was the focus of the second day of Daeviontae D. Pruitte’s murder trial Tuesday.

Pruitte, 21, faces a bench trial before Judge Carla Alessio Policandriotes for the Aug. 1, 2012, slaying of Timothy Egner. The 54-yearold man was shot to death about 2:30 a.m. in his car outside Wendy’s, Daeviontae 104 N. Center St. D. Pruitte in Joliet, while waiting for an employee to get off work.

Police did not find any weapons when Pruitte was stopped with two friends about a half-hour later the night of the shooting, but the following night Pruitte tossed a .380 semi-automatic handgun while being chased by police

in the 100 block of North Center Street. He later pleaded guilty to possession of a firearm by a street gang member.

Prosecutors believe Pruitte and another shooter picked Egner as a random target and robbery was not a motive. The $61 Egner had in his wallet was not touched, prosecutors have said.

Melissa Nally was the firearm expert who compared the .45 and .380 bullets and shell casings taken from Egner’s body and the Wendy’s parking lot. She also compared the .380 casings and bullets to the gun Pruitte was caught with.

At the state police crime lab, Nally did two test firings into a water tank and compared the markings on those casings and bullets with what police had submitted.

“Were you able to form an opinion within a reasonable degree of scientific certainty if that weapon fired the [bullets recovered from Egner]?”

Will County Assistant State’s Attorney Mark Fleszewski asked.

“Yes,” Nally answered. “It was.”

Under cross-examination from Will County Assistant Public Defender Jason Strzelecki, Nally acknowledged she had not taken the gun apart to examine it.

“Sometimes [comparisons] can take just a few minutes if they’re marked very clearly, but sometimes it can take up to a couple hours to look at all the possible markings,” she said.

Nally noted whenever a positive match is made from bullets to a firearm, the findings are reviewed by a second expert at the lab.

As the firearm expert testified, Pruitte sat at the defense table resting his chin on his left hand and looked over notes with his other public defender, Eric Berg.

The trial is expected to continue Wednesday.

Joliet robbery suspect believed to have robbed a bank in Chicago

By FELIX SARVER fsarver@shawmedia.com JOLIET – Authorities say the suspect who robbed a bank Monday in Joliet is the same one believed to have robbed a bank in Chicago in June.

Law enforcement officials posted information online Tuesday about the suspect who robbed the First Midwest Bank, 2801 Jefferson St., at 11:34 a.m.

An FBI spokeswoman said the suspect implied he had a weapon, but no weapon was shown during the Joliet robbery. No weapon was shown in the robbery that took place in Chicago. No injuries were reported at the First Midwest

Bank incident.

According to Bandit Tracker Chicago, the suspect is a black male in his late 40s or early 50s with brown eyes between the height of 5 feet 8 inches and 6 feet. An FBI spokeswoman said he was wearing a hat and carrying a bag during Monday’s robbery.

On June 26, the suspect robbed Fifth Third Bank, 6131 N. Lincoln Ave., Chicago, law enforcement officials said.

During that robbery, he was wearing a black-and-white button-up shirt, pants and baseball cap. Authorities believe he was wearing the same kind of clothes during the Joliet robbery.

During an Illinois Commerce Commission hearing in Chicago on Tuesday, ICC administrative law judge Latrice Kirkland-Montaque appeared impatient before granting IDOT’s request for a three-week continuance, having already granted the state agency other extensions.

Rogue letter

Elwood attorney Paul Streicher said Tuesday a more pressing matter is IDOT’s failure to comply with the village’s discovery requests regarding the state agency’s claim of new evidence favoring the crossing’s reopening and what Streicher described as a “rogue letter” sent by IDOT. “If Mr. Felder wants three weeks, or three months, six months, or three years ... then that’s fine with me,” he said.

“But before we do anything more, let’s get compliance with the prior orders of this court ... and with discovery.”

He said Elwood also wants a deposition from the letter’s author, IDOT engineer John Fortmann, to find out why and where the letter – sent only to the administrative law judge and not other parties in the case – originated.

Michael Scotti, attorney for CenterPoint Properties, said he wants to work on a permanent solution.

Scotti said he is anxious to find out whether IDOT’s findings will show the closure “created more problems than it solved.”

The next hearing is set for July 29 in Chicago.

because traffic counts taken may have been affected by an earlier detour of a local road.

At the request of IDOT, the Chicago-based company hired to conduct the study – HDR – recently completed the study after obtaining additional data.

Felder said the delay, in part, is due to “issues going on” within the state transportation agency.

“I can only comment on this level … but [the study] is being reviewed at all levels of the department,” Felder said. “There are issues going on with the department ... with the current situation with the state.”

After the meeting, Felder declined to answer any questions.

IDOT spokesman Guy Tridgell did not respond Tuesday to a request for comment.

PLAINFIELD – The oldest government building in Plainfield may soon be receiving a facelift to accommodate a new upscale sushi restaurant through downtown tax-increment financing funds.

Village trustees approved Monday a $57,750 facade grant for applicant Jason Morales to restore the building at 24108 W. Lockport St. “There was a rather extensive discussion at the [Historic Preservation Commission],” Trustee Bill Lamb said. “We came out with a very nice resolution.”

Proposed changes include replacing the north, west and east elevations of the building with new, common Chicago brick.

The restoration also includes new folding doors and replacing about 40 cracked bricks on the southern elevation facing Lockport Street,

The cost of site work, masonry, metal fabrication, doors, windows and finishes is $115,500, making the site eligible for a 50 percent $57,750 facade grant.

According to a memo, Morales requested an additional $19,827.50 for general conditions and overhead costs. But Village Planner Michael Garrigan said the village doesn’t reimburse these costs through the grant.

Garrigan said Morales was fine with the $57,750 figure.

Historic building

The building’s history extends back to before 1900, with a rear addition put on in 1920, according to the memo. It was used as a town hall, fire department, police department and jail.

The Historic Preservation Commission supported the scope of Morales’ work on June 12.

According to village board and plan commission meeting minutes, Morales in 2010 attempted to receive a facade grant for an upscale restaurant, Stockade Bar and Grill.

But trustees were concerned about the use of an overhead door, thin brick, adherence to guidelines for historic structures and roof replacement.

Other items approved by the village board Monday include adopting an “Alternative 1A” Lockport Street bypass feasibility study, annexation of 13318 S. River Crest Drive for a single-family home, facade grant for the old Trolley Barn downtown and authorization to extend for two months the rental of a wood chipper for ash tree removal for $9,800.

Amtrak passengers The ASSOCIATED PRESS CHICAGO – What was to be a five-hour trip between Chicago and St. Louis turned into a 14-hour ordeal for passengers aboard an Amtrak train because of a truck accident and the derailment of a freight train.

The train left Chicago late Monday with 150 passengers and returned to the city early Tuesday.

After the Amtrak train returned to Chicago, passengers were put on buses to get to their destinations.

ROMEOVILLE – For the third time in seven years a Romeoville business has won an “Edie Award” from the Illinois Chamber of Commerce.

Magid Glove and Safety Manufacturing Company LLC, at 1300 Naperville Drive in Romeoville, was one of five winners of the 2015 award, which stands for “Economic Development in Illinois Awards.” The award is presented in conjunction with the Illinois Economic Development Association.

“The Edies honor those who imagine, design, invest and build in Illinois,” Illinois Chamber President and CEO Todd Maisch said in a news release. “And by doing so, [they] bring jobs, growth and prosperity to our communities.”

Magid, a family-owned company founded in 1946, according to the news release, moved its separate manufacturing and distribution operations in Chicago to one 700,000-square-foot building in Romeoville last year.

Over the years, it grew from a business with a 4,000-square-foot manufacturing facility in Chicago to a company of about 1 million square feet of manufacturing and distribution space in the United States, Canada, Mexico and the Philippines.

The move from Chicago brought about 500 jobs to Romeoville, including 50 new hires from Romeoville.

The Heritage Corridor Convention and Visitors Bureau is a destination marketing agency that works with municipalities.

“It’s a very creative way to tell the history of a community,” Navarro said.

Local artist Larry Brogan, owner of Tattoo City and Flowers of Life Art Gallery, said hopefully the collector card scavenger hunt – along with other activities by Summer Arts Series – stirs up business in the city. Brogan designed one of the cards with digital photo manipulation.

“It’s a pretty great idea to get people more involved with the town,” he said.

The deadline for completing the scavenger hunt is Aug. 31.

LOCKPORT – The Summer Arts Series committee is mixing fantasy with history with a collector card scavenger hunt to promote Lockport.

Residents and visitors can participate in a hunt for more than 40 collector cards featuring fictional and local characters set in a dystopian version of Lockport in 1895. The scavenger hunt is one of several activities Summer Arts Series committee volunteers – in partnership with local businesses and organizations – created this year to revitalize Lockport.

“The cool thing about the cards is you can go to the cards and see what is fantasy and what is fact. … We want to entice kids and families in a fun way,” said Wendy Streit, Summer Arts Series chairwoman and Mayor Steven Streit’s wife.

Six local artists and four

writers – including Steven Streit – helped create the cards and the story behind them.

The story details an alternate history of Lockport, where the city prospered until it had “fallen into darkness” and was run by a reclusive tyrant and a ruthless plutocracy.

“I’m an art guy. It’s what I do for a living,” Streit said about his contribution to the project.

The cards show local figures such as Gladys Fox as an adventurer and George Gaylord as a commodities baron.

Dorothy Worst, a World War II veteran, had a card of her own she was able to see Tuesday during a Summer Arts Series committee tour, which explained the scavenger hunt to several elected officials and residents. During the tour, they followed a map and collected cards at White Oak Library, Providence Bank & Trust, Mint Salon and Public Landing restaurant.

How do you treat arthritis in your feet?

The most common form of arthritis is osteoarthritis, also known as degenerative arthritis.

It affects about half of all arthritis sufferers.

When it strikes the feet, it can be particularly distressing. Although there is little soft tissue swelling, joints often become enlarged, stiff and painful. Anti-inflammatory drugs may be prescribed for the pain, and certain exercises can relieve some of the pressure by strengthening muscles around the joints.

Q: I can hear pretty good when I’m with one person but really have trouble when I’m in a restaurant or a group. Why is that?

A: Often people with certain types of hearing loss such as a high frequency loss can hear the low pitch sounds of speech just fine because their hearing is better or even normal in that range (e.g. vowels, m, n, etc). Grundy Economic Development Council Executive Director Nancy Norton Ammer also made a presentation on the state of economic growth.

She said the Ottawa, LaSalle & Grundy County Enterprise Zone – which includes Channahon – is one step closer to being replaced.

The enterprise zone program was created in 1982 to stimulate economic growth, according to the Illinois Department of Commerce & Economic Opportunity. The zones guarantee sales tax abatements, and local taxing districts can negotiate further incentives.

With a change in state law, all of Illinois’ 97 enterprise zones must be replaced instead of renewed or extended. Ammer said she expects to learn about its future in September.

Ammer also said the Grundy County unemployment rate was at 6.7 percent in May, compared to 8.2 percent in May 2014, and the industrial vacancy rate is almost zero.

“I think that bodes well for new development,” she said.

Ammer also asked Channahon for another year of a $5,000 investment to the GEDC; the board agreed to the request.

The Channahon Village Board Monday also approved changing the times of its board meetings from 6:30 to 6:15 p.m., still on the first and third Mondays of each month. Committee meetings will remain at 6 p.m.

CHANNAHON – The Channahon Village Board heard several presentations Monday, including from two state senators who offered differing views on the state’s budget woes.

State Sen. Patrick McGuire, D-Joliet, presented a certificate of recognition to former Village President Joe Cook on behalf of the Illinois Legislature, saying Cook was “a great mayor and a really, really good guy” who had an “encyclopedic knowledge of government” at the local and state level.

“You never wavered because you had a vision for this community,” McGuire said to Cook.

Cook thanked the senator and said his knowledge of how government works was because of good mentors over the years. He added that he appreciated McGuire for his openness and the time he spent on Channahon issues.

McGuire also updated the board on state politics, saying it was shameful the Legislature hasn’t enacted a budget for 2016 when the fiscal year began July 1. The delay has left many in a lurch, he said, including the foster care system and substance abuse programs.

A measure passed last week by the Senate would have provided a one-month budget and allowed core services to operate, he said, but a similar bill was not approved by the House. McGuire said his hope is the budget impasse will break if lawmakers approve a proposal to enact a statewide, two-year property tax freeze and give pension parity to Chicago schools.

“I imagine this bill will give the governor what he wants,” McGuire said.

State Sen. Sue Rezin, R-Morris, who also attended the meeting, said while her “friends across the aisle” asked for a one-month budget, Republicans “want a year. An unbalanced budget is unconstitutional.”

The judge will consider that request and other pretrial motions from both the defense and prosecutors Sept. 1 and, if necessary, the following day.

Motions had been set to be heard Tuesday.

Peterson, 61, has pleaded not guilty to a charge of solicitation of murder for hire and one count of solicitation of murder.

Both felonies carry maximum sentences of 30 years.

He attended the short hearing but only spoke briefly when the judge asked if he agreed with the delay after requesting a speedy trial upon being charged in February.

“In the interest of justice, yes your honor,” he said.

Brown had previously approved a request to keep the taped prison conversations un-

der seal before trial.

Among the issues to be decided before trial is a request by prosecutors to allow cross-examination of Peterson, should he choose to testify.

The court also will consider a request from prosecutors who said they want to discuss a 2003 attempt by Peterson to pay someone $25,000 to “take care of” Savio. A third motion from prosecutors seeks to limit discussion at trial about the details of the confidential informant’s own criminal history.

Savio’s death was initially ruled an accident, but the case was reopened after the 2007 disappearance of Peterson’s fourth wife. Peterson remains a suspect in that case but has denied harming both women.

CHESTER – Drew Peterson’s murder-for-hire trial has again been delayed as the former suburban Chicago police officer seeks to enlist an expert witness to review taped conversations with an unnamed prison informant.

Peterson was scheduled for trial next month in southern Illinois on charges he solicited another prison inmate to kill Will County State’s Attorney James Glasgow, who prosecuted the 2012 case in which the ex-Bolingbrook sergeant was sentenced to 38 years in prison for the 2004 bathtub drowning death of Kathleen Savio, his third wife.

On Tuesday, Randolph County Circuit Judge Richard Brown agreed to delay the trial until Nov. 13 to give both sides more time to prepare. State and local prosecutors didn’t oppose the request by Peterson’s court-appointed attorney.

“I don’t believe anybody thinks this case is going to be ready for trial [in August],” said Jeremy Walker, the Randolph County state’s attorney.

The county is home to Menard Correctional Center, where Peterson is imprisoned.

Peterson’s attorneys want to hire an expert witness to review secretly recorded conversations between him and an informant whose identity has not been publicly disclosed.

Federal judge orders state payments without budget

CHICAGO – A federal judge in Chicago has ordered the state of Illinois to keep funding its child-protection services despite a budget deadlock.

Judge Jorge Alonso’s action came Tuesday after the American Civil Liberties Union asked him to compel the comptroller to keep money flowing under a long-standing consent decree.

There was no disagreement.

Both the Department of Children and Family Services and the comptroller’s office agreed agency employees should be paid.

Speaking later, ACLU attorney Heidi Dalenberg said disagreement had focused on whether the comptroller could pay agency workers under a 2009 order during a similar budget impasse.

She says the new order ensured the payments were legally sound.

A spokesman for Comptroller Leslie Munger, Rich Carter, welcomed the order. He added, “We believe all state employees should be paid.”

Judge: Inmates’ rights violated by jail’s newspaper ban

CHICAGO – A federal judge in Chicago has ruled that a long-standing ban on all newspapers at one of the nation’s largest jails violates inmates’ right to free speech.

Judge Matthew Kennelly said the Cook County Jail has some legitimate concerns that newspapers pose security risks, including that they could be fashioned into weapons or contain stories that might incite gang violence. But he concluded that the no-exceptions prohibition goes too far.

The nearly 10,000-inmate jail does permit other paper-based items, including books, letters, cards and even magazines. After 14 years, family still hold vigils for missing sisters

CHICAGO – It was 14 years ago that a 10-year-old Chicago girl and her 3-year-old sister disappeared after leaving behind a note saying they were headed to a nearby school and store.

On Monday, an aunt talked about Tionda and Diamond Bradley and why the family is still holding prayer vigils year after year on the anniversary.

However, Shelia Bradley-Smith said she has given in to reality.

Bradley-Smith told WBBM-Radio she doesn’t believe the girls are alive and it’s a “matter of finding where they are.”

Canadian wildfire smoke affecting Illinois air quality

PEORIA – Smoke from wildfires in Canada is affecting air quality in northwest and west central Illinois.

The National Weather Service on Tuesday morning issued a special statement. The weather service said the Environmental Protection Agency indicates air quality in the affected area has reached unhealthy levels, largely northwest of the Illinois River.

The weather service said smoke from the wildfires has been drawn into the Midwest over the last several days.

Authorities also said visibility has been reduced to a few miles because of haze.

Judicial circuit for Sangamon County applies for cameras

SPRINGFIELD – A judicial circuit that includes Sangamon County has applied to take part in the Illinois Supreme Court’s pilot program for extended media coverage. WTAX-AM reported Illinois’ 7th Judicial Circuit is the latest to apply for the program to add cameras and microphones to courtrooms. Fifteen judicial circuits representing 41 counties participate in the pilot program that launched in 2012.

Sangamon County Judge John Schmidt has advocated for media coverage in the 7th Judicial Circuit, and says the courts “belong to all of us.”

Judge bars full state worker pay without budget

By SARA BURNETT The Associated Press CHICAGO – Illinois won’t be allowed to pay state workers in full during an ongoing budget impasse, a Cook County judge ruled Tuesday, potentially leaving some 65,000 employees without a paycheck and putting added pressure on lawmakers to approve a new spending plan.

Judge Diane Larsen said that without a 2016 budget in place, Illinois Comptroller Leslie Munger can pay only some workers who are covered under a federal labor law.

Those workers would receive the federal minimum wage of $7.25 per hour plus overtime.

But Munger’s attorneys and lawyers for the state’s personnel agency said it would take as long as a year to determine which employees would be paid under federal law and adjust payroll because of antiquated computer systems.

That effectively means no workers will be paid until Republican Gov. Bruce Rauner

and Democrats who control the Legislature approve a budget, the comptroller’s attorneys said. It also is likely to trigger federal fines and penalties.

Larsen’s ruling likely won’t be the final word. Munger and the leader of the state’s largest public employee union separately said they plan to appeal, and Rauner directed the state personnel department to do the same. Thirteen labor unions representing state employees also have filed a lawsuit in St. Clair County seeking full pay. A hearing in that case could occur this week.

“Public service workers in state government are on the job despite the lack of a state budget for the fiscal year that started July 1,” said Roberta Lynch, executive director of American Federation of State, County and Municipal Employees Council 31. “Throughout Illinois, they are keeping their communities safe, protecting kids, caring for veterans and people with disabilities, and providing countless

other vital public services – and they should be paid for their work on time and in full.”

The comptroller’s office must begin processing payroll on Thursday for workers to receive their first paycheck of the new fiscal year as scheduled in mid-July. Rauner told employees in a memo last week that they must continue coming to work, and AFSCME has said its members plan to do so. The governor also said his office is asking local banks and credit unions to offer loans to workers who need help paying their bills.

Larsen acknowledged the situation is unfortunate but said the state constitution prohibits the comptroller from paying bills without spending authority or a federal mandate. She said responsibility lies with Rauner and the Legislature for not agreeing on a spending plan, and with state officials who have known since at least 2007 that their computer systems were incapable of meeting federal law.

Lawmakers have been

deadlocked over a budget for weeks. Rauner, a conservative businessman seeking pro-business reforms in Illinois, vetoed a budget passed by the Legislature that fell far short of available revenues.

Democrats such as House Speaker Michael Madigan and Senate President John Cullerton are seeking increases in revenue to ensure the government continues to provide social services and other key operations.

Lisa Madigan, a Democrat and the speaker’s daughter, had asked the judge to clarify what state government is obligated to pay without an approved budget. Her office argued that the only way for all workers to be paid their regular salaries is for Rauner and the Legislature to act.

Munger, a Republican, wanted the judge to rule that all state employees be paid their regular salaries. Her attorneys noted Madigan agreed to an order that all workers be paid during a 2007 budget impasse, and he questioned

whether the difference this time around is politics.

Madigan’s office said circumstances are different because in 2007 lawmakers had passed a temporary budget and were days away from approving a full plan. A spokeswoman denied politics played a role.

“This entire situation has been caused by the failure of the governor and the Legislature to enact a budget,” Madigan said in an emailed statement.

Without appropriation power, the comptroller is limited to paying only crucial bills, such as debt service and pension payments, as well as federal-program participation fees and payments required by court orders.

A Rauner spokesman noted legislators passed a law last year allowing them to continue to be paid without a budget and said the governor would support similar legislation to cover state workers. It was unclear if or when a bill will be introduced.

Chicago group sues three suburbs over gun stores

By DON BABWIN The Associated Press CHICAGO – Two mothers who lost sons to gun violence joined ministers and an activist group Tuesday in an unusual lawsuit against three Chicago suburbs, alleging that weak oversight of gun stores has allowed criminals to easily obtain weapons flowing into a metropolitan area besieged by gang violence.

The lawsuit accuses the communities of Lyons, Riverdale and Lincolnwood of violating the civil rights of residents in Chicago’s largely African-American neighborhoods by failing to take steps to make sure gun stores are not selling to people who should not be allowed to carry them.

“Those illegal firearms are flowing into a pocket of communities violating the civil rights of the individuals who reside there, who are afraid to go near their windows or let their children play in the park, much less their own yards,”

said Kathleen Sances, a member of the Coalition for Safe Chicago Communities, one of the plaintiffs in the lawsuit.

Five individuals – including two ministers and two mothers whose children were the victims of gun violence – joined the lawsuit that demands that the communities improve the oversight of the businesses and implement security measures the stores must implement.

Seven people were shot to death in Chicago during the three-day Fourth of July weekend, including 7-year-old Amari Brown, focusing national attention on the city’s gun violence and statistics showing the number of homicides and shootings has again climbed.

One of the plaintiffs is Annette Nance-Holt, whose son Blair was killed in 2007 shielding a friend on a city bus after a gang member boarded and opened fire on a rival group.

Attorney Michael Persoon said he knows of no other similar lawsuit in Illinois and does

not know of anywhere else in the country where a lawsuit has been filed alleging that municipalities violated someone’s civil rights by failing to

adequately oversee the actions of local businesses.

A gun rights advocate agreed, although he called the lawsuit as a twist on a longstanding attack on gun owners.

“It’s is just another harassment lawsuit,” said Richard Pearson, the executive director of Illinois State Rifle Association. “They found the gun shops did nothing wrong, so they are trying to put pressure on the communities to do something that will drive (the stores) out of business.

Although the city of Chicago is not a party in the lawsuit, Lyons Village President Christopher Getty said in a statement released by a public relations firm characterized the lawsuit as an effort by Chicago to “pass the blame onto outside communities and businesses for the crimes and short-comings in dealing with crimes” in the city. An official with Lincolnwood declined comment, and a call to Riverdale was not returned.

“We knew it would have been difficult, challenging and sometimes hard,” said Federica Mogherini, the European Union’s foreign policy chief. The official said the U.S. is insisting that any new U.N. Security Council resolution pertaining to Iran retain an arms ban and ballistic missile restrictions.

As he left the talks for an economic summit at home, Russian Foreign Minister Sergey Lavrov said fewer than 10 major differences were still to be ironed out, including access to Iranian sites for international monitors. He said questions related to the easing of sanctions on Iran had been decided, Russian news agency RIA Novosti reported. Lavrov said he could return to the talks later in the week.

Diplomats had extended their discussions by a week when they missed their goal of a pact by June 30, after passing previous deadlines in July 2014 and last November.

For Kerry and his team, pressure is increasing from skeptical U.S. allies and members of Congress. If the accord isn’t sent to Congress by Thursday, its monthlong review

period would be doubled to 60 days, meaning the Obama administration couldn’t lift any economic sanctions on Iran during that time.

In Tehran on Tuesday, Iran’s Atomic Energy Organization declared it had reached a “general understanding” in parallel talks with the U.N. nuclear agency on “joint cooperation.” The Iranians have made similar claims previously, and it was unclear if any process was established for the International Atomic Energy Agency’s long-stymied investigation of past nuclear weapons work

by Iran — a demand of Washington and its international partners in the negotiations.

Kerry met early Tuesday in a baroque, 19th-century palace with the foreign ministers of Britain, China, France, Germany and Russia and then briefly with Zarif.

Russia’s Lavrov and China’s Wang Yi left on Tuesday, and the EU’s Mogherini said other ministers were likely to depart and return.

“We are taking these negotiations day to day to see if we can conclude a comprehensive agreement,” State Department spokeswoman Marie Harf said in a statement.

Carnival aims to launch Miami-to-Cuba cruises

By SCOTT MAYEROWITZ The Associated Press The world’s largest cruise company could be heading to Cuba.

Starting in May, Carnival Corp. plans to offer trips from Miami to the Caribbean island nation, the company announced Tuesday. Carnival says it would become the first American cruise company to visit Cuba since the 1960 trade embargo. The trips will be through its new brand, fathom, which focuses on trips where passengers sail to a destination in order to volunteer there.

CEO Arnold Donald called the Cuba plans “an important first step” for his company and for the cruise industry.

“We’re certain this is the tip of the iceberg in what’s going to come in the years to come,” Donald told The Associated Press.

The weeklong cruises will be aboard the Adonia, which carries 710 passengers. The ship is relatively small for the industry; ships sailing under the company’s namesake line carry nearly 3,000 passengers. Adonia won’t have a casino or Broadway shows. And guests shouldn’t expect

By NICOLE WINFIELD The Associated Press QUITO, Ecuador – Pope Francis challenged Latin America’s youth to take up his environmental protection campaign Tuesday, saying the defense of God’s creation isn’t just a recommendation but a requirement.

Francis appeal, delivered at Quito’s Catholic University, is particularly relevant for Ecuador, a Pacific nation that is home to one of the world’s most species-diverse ecosystems in the Galapagos Islands and Amazon rain forest, but is also an OPEC country heavily dependent on oil extraction.

Francis told students and professors that God gave humanity the Earth to not only cultivate, but to care for – a message he framed earlier this month in his headline-grabbing encyclical on the environment.

“It is no longer a mere

recommendation, but rather a requirement because of the harm we have inflicted on it by our irresponsible use and abuse of the goods with which God has endowed it,” he said.

He challenged universities to ensure that students’ educations aren’t aimed only at profitable careers but at helping the poor and the environment.

“There is a relationship between our life and that of mother Earth, between the way we live and the gift we have received from God,” he said.

Francis’ environmental message has been cheered by indigenous groups, who have complained of being increasingly marginalized

by Ecuadorean President Rafael Correa as he pushes mining and oil drilling in the Amazon.

That push, coupled with high crude prices, allowed Correa to lift 1.3 million people out of poverty in his eight

years in office.

Francis has called for environmentally responsible development, one that is aimed at helping the poor without sacrificing the planet.

It was a message he was likely to repeat later in the day at a meeting with indigenous groups, and then later this week in Bolivia, the next stop on his three-nation South American tour.

Bolivian President Evo Morales has been hailed as an environmental hero to many for demanding rich nations do more to halt global warming, but he has been assailed by conservationists at home who say he puts oil and gas extraction ahead of clean water and forests.

Carnival’s license comes as part of recent approvals for six passenger vessels from the Treasury Department.

The government would not name the companies who received these licenses or what their specific line of business is. They could be ferries, yacht charters or cruises. Of those six, four of them are authorized to allow passengers and crew to spend the night aboard, even when docked in a Cuban port. Other major cruise lines did not immediately respond to inquiries about their efforts to sail to Cuba.

Britons mark 10th anniversary of transit attacks in London

By ASHLEY CHAN The Associated Press LONDON – Britons paused in silence, laid flowers and lit candles Tuesday to mark the 10th anniversary of suicide bombings on London’s transit system in the worst terror attack on British soil and a day of pain seared into London’s collective memory.

Four British men inspired by al-Qaida blew themselves up on three London subway trains and a bus during the morning rush hour on July 7, 2005, killing 52 commuters and injuring more than 700.

The memory of that morning remains raw in this country of 64 million.

Solemn ceremonies were held throughout the capital, starting at the memorial in London’s Hyde Park devoted to the victims. Prime Minister David Cameron and London Mayor Boris Johnson walked through the memorial’s 52 pillars – one for each victim – to lay wreaths.

At 8:50 a.m., the moment the attacks began, the park

fell silent. Families of victims clutched flowers. Some in the crowd bowed their heads.

Survivor Sajda Mughal said the memories never really go away. “(The ceremony) drew me back to the very same day, when I experienced the whole traumatic event being down there in the Piccadilly line, hearing those screams, people banging on the carriage,” she said. “And then, as I was watching the wreath being laid, I came back to 2015 and I thought ‘Well, I am alive, thank God I’m alive.’ But unfortunately, we’ve lost 52 lives.”

The families organized a service of their own later in the day. It was a chance for them to remember in a way of their choosing – with music, personal comments and a cup of tea. Prince William asked the families if he could attend, and sat quietly in the front row in solidarity with their grief.

The attack occurred two years after Britain took part in the U.S.-led invasion of Iraq.

Greece gets until Going on Sunday for ideas to stave off collapse The Associated Press

BRUSSELS – Frustrated and angered eurozone leaders gave Greek Prime Minister Alexis Tsipras a last-minute chance Tuesday to finally come up with a viable proposal on how to save his country from financial ruin.

Overcoming their surprise when Tsipras failed to present them with a detailed plan, the leaders reluctantly agreed to a final summit Sunday, saying that could give both sides an opportunity to stave off collapse of the struggling but defiant member nation.

Underscoring the gravity of the challenge, European Union President Donald Tusk decided to call all 28 EU leaders to Brussels instead of only the 19 eurozone members, because, for the bloc, it “is maybe the most critical moment in our history.”

French President Francois Hollande agreed. “It’s not just the problem of Greece – it’s the future of the European Union” that’s at stake, he said.

And highlighting the rising anger with Tsipras over months of foot-dragging and surprising negotiating twists, European Commission President Jean-Claude Juncker had a stark warning for Greece.

“We have a Grexit scenario, prepared in detail,” he said, referring to the situation in which Greece would have to exit the currency union.

With Greece’s banks just days away from a potential collapse that could drag the country out of the euro, Tsipras arrived with only vague proposals and a commitment to back it up with real figures and a more detailed plan by Thursday.

Speaking to reporters late Tuesday, Tsipras said he made proposals to the leaders during the evening summit, but it was unclear whether it meant anything more than the general direction of staving off too tough austerity and in-

sisting on debt restructuring.

Yet he made clear he had gotten the message there wasn’t a moment to waste as deadlines for debt payments that Greece cannot afford draw near.

“The process will be swift, it will be speedy, it will begin in the next few hours with the aim of concluding until the end of the week at the latest,” Tsipras said.

According to a joint statement of the leaders, Tsipras must set out Greece’s proposals in detail for a reform agenda. The country’s international creditors then will assess the plan to prepare for another meeting of eurogroup finance ministers and ultimately Sunday’s summit of the full EU. Often, such detailed plans have fallen by the wayside amid political bickering between Greece and its creditors.

Patience among Greece’s allies was wearing very thin ahead of the meeting.

“You know, there was a promise for today. Then, they’re promising for tomorrow,” said Lithuanian President Dalia Grybauskaite. “For the Greek government, it’s every time ‘manana.’ ” Tsipras came buoyed by a triumph in Sunday’s referendum, where an overwhelming majority of Greeks backed his call to reject the belt-tightening reforms that creditors last had proposed.

But that domestic victory did not appear to give him much leverage in talks with foreign creditors, who know Tsipras needs a deal soon to keep his country afloat. Banks have been shut since last week and will not reopen before Thursday; cash withdrawals have been limited for just as long; and daily business throughout the country has come to a near standstill.

So it was with astonishment and dismay that European leaders learned Tsipras did not yet have a written proposal for new rescue aid.

High court eyes ‘fair share’ fees SPRINGFIELD – The U.S. Supreme Court agreed to hear a case last week that has union bosses worried.

Very worried.

In the case, Rebecca Friedrichs, along with nine other California public school teachers, don’t want to pay mandatory “fair share” fees to a union.

They argue that being forced to pay these fees, even those that only go toward bargaining and contract administration, is a violation of their right to free speech under the U.S. Constitution.

Why? Because they don’t agree with political views of the union that wants their money.

The union counters that none of the “fair share” fees are funneled into political activities such as campaign contributions to legislative candidates.

But here’s the rub: Just about everything a union representing government workers does is political.

Who said so?

U.S. Supreme Court Justice Anthony Kennedy.

Last year, I was in Washington covering an Illinois case being heard by the high court, and Kennedy noted that collective bargaining for government workers affects the size of government – something that has political implications “in an era where government is getting bigger and bigger, and this is becoming more and more of an important issue to more people.”

Sure enough, on June 30, the U.S. Supreme Court agreed to hear Friedrichs’ case, which could do that.

In the business world, unions have shrunk.

But local government remains a stronghold for Big Labor.

In fact, between 2002 and 2014, government worker unions combined pumped $47.5 million in the war chests of various Illinois state elected officials.

How much of that money came from workers who really don’t want to belong to a union is hard to say.

But one thing is certain – not everyone who is paying money to a union wants to. They pay because they want to keep their jobs.

No one should be subjected to funding an organization they don’t agree with just to provide for their family.

But many are forced to anyway.

Whether that remains the case, the Supreme Court will tell us next year.

LETTERS TO THE EDITOR Limit benefits to what is fair share

To the Editor: President Barack Obama’s plan is to take from the rich and give to the poor by raising taxes on the working class in the private sector. This means punishing the achievers and rewarding the slackers. I say deduct that amount from the paychecks of all federal and state employees who are funded by the private sector workers. That would include the president, governors, mayors, judges, lawyers and any organizations that receive taxpayer money. Also, those receiving unemployment checks, welfare and Medicaid benefits.

Obama swore twice to uphold the U.S. Constitution, which states illegal immigrants shall be deported, not granted amnesty. Close the borders and stop the Guest Worker

Program. This will create jobs in the U.S. Offer these jobs to the able-bodied men and women who are receiving unemployment and food stamp benefits.

If these individuals refuse, stop their benefits. It’s time to get off your donkey, do your fair share, and grab your pick and shovel and go to work.

Social Security and Medicare are funds belonging to the workers in America who paid into the funds while they were working to help them when they retired. Over the years, the politicians have taken money out of Social Security for their own agendas. One president balanced the budget with Social Security wisely.

Obama wants Social Security to pay for his illegal immigration program. The only persons entitled to Social Security and Medicare are the ones who paid into those funds. It’s time

to have the politicians repay the money they stole or go to jail for robbery.

Wake up, America – you’ve have been had. You made your bed, now you have to sleep in it.

cherron@shawmedia.com JOLIET – After staging a dramatic five-run rally in the ninth inning to stun Washington on Sunday, the Joliet Slammers hoped to kick off a six-game homestand with a victory Tuesday night over the Frontier Greys.

Although the Slammers fell behind early and managed only three hits, they benefited from another strong outing from starter Michael Carden and picked up single runs in the third and sixth to capture a 2-1 Frontier League victory at Silver Cross Field.

“We’re looking for any kind of win to build off of at this time,” Slammers manager Jeff Isom said. “I didn’t like being in that situation where we had to get those runs in the ninth, but it was a great feeling, and guys felt like, ‘We’re behind, but we can stay in games and still have a chance to win.’

“Today, we got outstanding pitching from Carden, and then our bullpen came in and shut the door, and there’s a reason why those guys are All-Stars. We’ve been asking our pitchers to go deep in games, and he goes 100 pitches in seven innings, so that was a well-needed outing for our staff. And we came up with some timely hits when we needed them, especially (Mike) Garza’s double. Mike’s swinging well; and guys like Charlie White, Nate Roberts and Alfredo Rodriguez are getting on in

“That win (on Sunday) was huge for us, and I think that it had something with how we played today. Anytime that you can get a win, especially when you come from behind in the ninth, it shows the resilience of your team, and I think that that momentum kind of carried over into today.”

Hagan hopes to continue success

By CURT HERRON cherron@shawmedia.com When Matt Hagan showed up to compete in last year’s Route 66 NHRA Nationals Funny Cars competition at Route 66 Raceway in Joliet, he still was seeking his first victory of the season.

But his third career victory at Joliet provided a spark that changed Hagan’s season. The 2011 world champion not only better positioned himself for a top 10 finish heading into the final six races, but went on to claim his second title in the division.

As Hagan heads to this weekend’s race, he needs no such boost. He already has won four times and owns a 120-point lead over Don Schumacher Racing teammate Ron Capps atop the standings at the midway mark of the 24-race schedule.

Entering last year’s competition at Route 66, Hagan was in 10th place in the standings, but he moved up to seventh heading into the six-race Countdown to the Championship and went on to win races at Dallas and Reading to take the points lead, then wrapped up the title with a semifinal win in the finale event at Auto Club Raceway in Pomona, California, which he also won.

So unlike a year ago, Hagan looks to be the one to beat as he goes after a third straight title in Joliet, despite a disappointing showing last weekend at Summit Motorsports Park at Norwalk, Ohio, when he was the top qualifier but lost in the quarterfinals to Courtney Force.

The qualifying at Route 66 is differ-

ent from some because there are four sessions in the late afternoon or early evening Friday and Saturday when temperatures are cooler than when they figure to be during the finals Sunday afternoon, which will be shown on ESPN2.

“This qualifying format is definitely tough on crew chiefs that have to make calls on Sunday in conditions they hadn’t raced in qualifying,” Hagan said. “We’ve got a good track record at Chicago, and I wouldn’t want anyone else making calls on this Mopar Dodge Charger R/T than Dickie Venables. Dickie has definitely proven himself this year and in the past at Chicago. I’m happy he’s in my corner.”

Capps, who lost in the semifinals to Hagan a year ago at Joliet, again will display the colors and insignia for the Intrepid Fallen Heroes Fund on his NAPA Auto Parts Dodge Charger R/T car.

It’s NAPA’s effort to assist families of U.S. military personnel who are lost in service to this country, as well as those who were injured severely while serving in Afghanistan and Iraq.

“Our NAPA team pushes even harder when we can help NAPA help the Intrepid Fallen Heroes,” said Capps, who won at Route 66 in 2005.

“The better we run in qualifying and the more runs we can make on Sunday in eliminations means the more we can do to teach fans about the Intrepid Fallen Heroes Fund.”

And another member of the Don Schumacher Racing team sits third in the points standing heading into this weekend’s race. Jack Beckman moved

past Del Worsham, a three-time winner at Joliet, by a 781-779 margin for third place after he captured the title at Norwalk.

The 2012 world champion, who drives the Infinite Hero Dodge Charger T/T, picked up his third win of the season last weekend. Prior to a win in March at zMAX Dragway in Charlotte, North Carolina, Beckman hadn’t won any races since his championship season, a drought of 55 races.

But the addition of new crew chief Jimmy Prock, who had been with John Force Racing, has helped change Beckman’s fortunes, and he’s won three of the last nine races.

“If you went to every Funny Car driver out there and said give me your top two picks for crew chief, who do you want to have in your corner, he may not be first on everybody’s list, but Jimmy Prock will be on everybody’s list,” Beckman said.

“After going over two years without a win, I’d love to quote all of the sports psychology clichés, but sometimes you wonder: Was that the last win we are ever going to get? Now, I have three wins so far this year. I have never won more than three in a year.

We may never win another one again, and we may win the next three. Either way, it is comforting to know that we have a car that is capable of winning every week.”

And no discussion of NHRA Funny Cars can take place without mentioning John Force, the 2013 world champion who has won a record 16 division titles and captured three wins at Route 66. He sits in fifth place in the standings with 748 points.

STARS put on a full, scheduled show for all five divisions and provided four extra features. The National Midgets, the Classic Modifieds, the Central States Region Minicups and the Legacy Midwest Racing Series ran an extra feature to make up for the feature that was rained out June 20.

In the makeup feature for the National Midgets, Brad Greenup won rather easily as drivers running second ran into a series of spins. Tyler Baran and Mario Clouser finished second and third.

With four laps to go in the July 4 feature, Billy Hulbert used slow traffic to make a pass on the backstretch to take the lead from Clouser, then went on to claim the checkered flag. But after the race, Hulbert was disqualified because of some issues with the car.

That gave the win to Clouser, with Tyler Baran second and Nick Baran third.

With that victory and third place in the makeup feature, Clouser became the new season leader by seven points over Greenup.

The one division that only had one feature was the Illini Racing Series.

Erica Ensor scored her first feature win and became the series’ first female feature winner since Susan Spencer in 2003. Travis Mahoney and point leader Pat Bruns finished second and third.

In the June 20 Classic Modifieds feature, Darren Ihrke won, followed

by Gregg Wills and Scott Ihrke. Tom Schnabel took the July 4 feature, with points leader Ihrke and Wills claiming second and third.

Jamie Domski won the June 20 CSR Minicups feature, followed by Amanda Bohn and Maggie Struthers. In the July 4 feature, Bohn topped the field, with Domski second and Struthers third. Domski and Bohn share the points lead.

Tyler Brown won the June 20 Midwest Legacy Racing Series feature, followed by Nate Bertino and Kyle Voss.

Jordan Caskey captured the July 4 feature, with Bertino second and Brown third. Caskey is one point up on Bertino.

By KAITLYN JASNICA kjasnica@shawmedia.com LOCKPORT – The 13U Lockport Cobras baseball team didn’t know what to expect when they made the trip to Omaha, Nebraska, to play in the second session of the Slumpbuster Tournament in mid-June.

What they immediately saw was the opposing teams were much bigger. They didn’t back down, however.

After going 1-1 in pool play and earning the eighth seed in Division I, the Cobras’ team effort helped them win every playoff game. They took first place with a 9-5 championship game victory over the AB Seals from California.

“We peaked at the perfect time,” Cobras coach Dan Moran said. “It was interesting because I thought that after we lost to Birmingham, the kids were going to pack it in because it was one of our worst games. We were leading, 3-2, in the seventh, and the kids just couldn’t make a play. They scored five in the last inning to beat us. After that game, I didn’t know where our kids were going to be mentally.

“We played a team from Oklahoma in the quarterfinals. You should’ve seen those kids. They’re 13-year-olds, and I don’t know where they got their size. But we beat them.

That was probably the game that elevated us to the championship. I don’t think anyone expected us to get to the championship, and we did.”

The Cobras began the tournament beating the Highlands Ranch Hammers, 6-1, before falling to the Birmingham Spartans, 7-3. Leading to the championship game, they topped the OKC Bulldogs, 9-6, and the Lakeside Legends, 4-2, in Division I play.

By the time they stepped onto the field to play the AB Seals, the Cobras knew they could win.

“We were the underdogs,” pitcher and third baseman John Weis said. “When you go in as the last seed, the first team kind of looks past you.

We just went on and played the best that we could.

Pitcher/shortstop Nolan Weis caught a line drive with his eyes closed. When second baseman/center fielder Jack Moran went up to bat, the pitcher threw a curve ball into the dirt, and Moran reached out and singled.

In the semifinal, David Ewert had the performance that garnered tournament MVP honors.

There were pitching restrictions for the number of innings in the tournament. Because many Cobras pitched a lot of innings, Ewert – normally a spot pitcher – was asked to throw a complete game.

“We told David in the semifinals that we needed him to pitch five innings, which he hasn’t done all year,” coach Moran said. “That was a big catalyst. We asked him to pull through for us in five innings,

Even though individual performances stood out, the Cobras won because of the combined team effort. The biggest thing was the team played to its biggest strength.

“We went in thinking that it would be a fun tournament, not really thinking that we were going to come back from the eighth seed and beat the first, second and fifth seeds,” Nolan Weis said. “We had the intensity to win, and we were more ready than the other teams. We just played more fundamental baseball than other teams.”

The 13U Cobras have had a core of their team playing together for five years. Because they always have been undersized, their coaches taught them from a young age they needed strong fundamentals.

That has helped the park district team compete with the bigger-name clubs.

“Our fundamentals are one of our biggest strengths,” Jack Moran said. “Because we are undersized, we can’t throw the ball as hard as the other players or hit the ball as far. We play teams like Rhinos Baseball or Sparks Baseball that are so much bigger that the ball just jumps off their bat or comes flying out of their hand after they pitch it because some of their kids are 5-9. They’re freshmen; they can just throw heat and do so much more than us because of their size. Since we’re so fundamentally sound as a team, that’s help us a lot to compete.”

Another thing that plays into their success is they still are kids having fun playing the sport that they love.

“Some of our practices are fun because our coaches like to have fun as coaches, where

The Cobras have one tournament left. Almost immediately after, they’ll pick teams for the Cobras 14U, the last year of the program for the boys. If they decide to continue after Cobras 14U, they will split up and go to different clubs.

Virtually all of the Cobras, however, will try out for Lockport’s baseball team in the upcoming months as freshmen.

“These kids should be proud of the fact that we have, in some ways, a much more difficult set of rules to play by,” Cobras assistant coach Andy Weis said. “We’re only allowed to have a few kids on the team from outside of the Lockport school district, and that’s not the rules that most of the other teams play by because they’re club teams.

“Our team is more of a family that has fun and plays hard.

I think because we have a fair amount of talent, that it works better for us. We’re always behind each other. They’re not looking to the team that they’re going to play on next year or scouting to play on another team. We’re together, and we’ve done well considering that it’s kind of a handicap.

“If you have a good great of kids, you’re going to win a lot of games. If you don’t, it’s difficult because you can’t get kids from Joliet, except for maybe two. I’m proud of the high level that we compete at, even though we’re somewhat handicapped against teams that we face.”

The ASSOCIATED PRESS CHICAGO – Addison Russell hit a tying single and scored during a three-run rally in the seventh inning, and the Chicago Cubs beat the St. Louis Cardinals 5-3 Tuesday to complete a day-night doubleheader sweep.

Dear Reader: In Meniere’s disease, fluid collects in the inner ear.

The inner ear is a complex system that is critical to both hearing and balance.

Sound waves hit a membrane (the “eardrum”) in the middle ear. The vibrations of the membrane are transmitted to tiny bones in the middle ear, and then to another membrane that starts the inner ear. Inside the inner ear is a snailshaped structure called the cochlea. The cochlea transforms sound waves into nerve impulses that the brain can interpret.

That’s how we hear.

The vestibular system, which regulates balance, is also part of the inner ear. A person with Meniere’s disease may experience: • Severe vertigo (a sensation that the room is spinning) and dizziness.

• Nausea and vomiting during vertigo.

• Trouble with balance.

• A feeling of pressure or fullness in the affected ear.

• Tinnitus • a ringing, buzzing or other noise in the affected ear.

• Hearing loss that gets worse over time.

Meniere’s is a lifelong disease in which bouts of hearing loss, vertigo and tinnitus come and go. With each repeated attack, lasting tinnitus and hearing loss become more likely. There is no cure for Meniere’s disease, and no

Dear Abby: I moved away from my hometown 18 years ago. At the time, a friend of mine had found out she was HIV-positive.

Thankfully, healthwise she’s doing well. To look at her you would never know.

We have reconnected, but I have learned that she had several relationships in the past and didn’t reveal she was HIV-positive or use protection. She says she “loves” these men, their families and their children. It makes me sick that she’s killing them.

Someone called her doctor and he talked to her about it, but she lied and said she had told them.

These men have no idea.

All proposals must be accompanied by a proposal guarantee as provided in BLRS Special Provision for Bidding Requirements and Conditions for Contract Proposals contained in the “Supplemental Recurring Specifications and Provisions”, adopted Special January 1, 2015 and prepared by of the Illinois Department Transportation. Pre-qualification of bidders is required.

Bidders are advised that this Contract will be subject to the Illinois Prevailing Wage act.
