Closed facility would reopen for mentally ill inmates

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Amid pressure from a federal lawsuit, state officials hope to speed up the process of selecting a general contractor to overhaul the closed Illinois Youth Center-Joliet into a facility to house mentally ill inmates.

The state is moving forward with the project even though the $35.7 billion budget approved by the Legislature in May doesn’t include money for IYC-Joliet.

“We are moving forward, despite the current budget woes, because we are legally required ... to do so,” Tom Shaer, spokesman for the Illinois Department of Corrections, said in an email.

According to project documents, the Capital Development Board is requesting that the $15.3 million construction project be bid out using a “single prime” delivery method, meaning all aspects of construction will be bid out as one packaged deal.

Single prime projects are generally done when the project has time restraints, said Dave Blanchette, spokesman for the Capital Development Board.

“This simplifies the communications on the project so you’re only going through one contractor,” Blanchette said.

The Illinois Department of Corrections is under pressure from a federal lawsuit that challenges the conditions of the state agency’s prison system for people with serious mental illnesses. In an attempt to settle the case, IDOC agreed with a court-appointed monitor to turn IYC-Joliet – a 484-bed facility on McDonough Street – into a facility for mentally ill offenders.

Not meeting the needs of mentally ill inmates could result in a federal court issuing a consent decree that would be significantly more costly for the state, the governor’s office has said.

According to CDB documents, the state agency is requesting bids from a single contractor because it’s in the “best interest of the state.”

To move forward with this single prime process, the CDB is seeking approval from the state’s Procurement Policy Board at an upcoming meeting Aug. 7.

Total cost for the project is about $17 million, including engineering, although previous statements from the governor’s office estimated construction costs at $9 million.

Blanchette said discrepancy is because the initial estimate was made “under severe time constraints” before a designer had been hired and the full scope of the project was known. A firm price tag will be known in late 2014 when the state

plans to solicit bids.

A construction timetable will be set once bids are awarded, which should occur in early 2015, Blanchette said.

A total of 13 buildings on the site are included in the scope of work.

Funding for the renovations is coming through the Capital Development Board, but the anticipated $30,000 in annual operating costs needed each year are contingent upon the income tax hike staying permanent, the governor’s office has said.

The recently approved state budget was created based off an expected Jan. 1 rollback of the 2011 tax hike.

Local lawmakers have said a vote on the income tax hike could come up again after the November election, potentially making such spending cuts moot.

Earlier this year, the state hired DLR Group, a Chicago-based architectural firm, through an “emergency purchase affidavit,” exempting the state from going through the required 14-day solicitation period, according to documents.

The firm began the $20,000 study of the site April 1.

New stores and restaurants are popping up again

fsarver@shawmedia.com HOMER GLEN – New Meijer stores that opened Tuesday in Homer Glen and Mokena represent more than just a new shopping option for customers.

They also represent more jobs and more expansion of retail in a county that is starting to see more stores and restaurants opening.

Several communities have experienced growth in retail and expect more businesses to come as the economy slowly recovers from the recession of 2008-09.

Homer Glen village officials expect the Meijer store to be a significant source of sales tax and jobs. They also expect the store will attract more retail to the village.

Meijer, in turn, sees tremendous opportunity with their store opening in Homer Glen, which is another step in the company’s slow expansion in the Chicago region.

“I believe things are getting better in the economy, but it’s not entirely hinged on that. It’s based more on our capacity to grow,” said Hank Meijer, the company’s co-chairman.

New stores and restaurants have either opened this year or plan to open in the near future in Joliet, Lockport, New Lenox, Mokena and Shorewood. Some areas, such as Lockport, are taking a more proactive approach to attracting retail. City officials there hired the Retail Coach this year to target specific businesses that would be a good match for the area.

Some of the new stores opening in Joliet this year include H&M and Sports Authority, with Fresh Thyme Markets opening next year.

The opening of a Meijer superstore in Mokena is already attracting more business, with Binny’s Beverage Depot proposing to set up shop in the village, said Alan Zordan, Mokena community and economic development director.

He said the village is definitely seeing a recovering retail sector that is causing other sectors in the area’s economy to come alive.

“This brings jobs to the community and helps the area to thrive,” he said.

Pam Hirth, the economic and community development director for Lockport, said the economy appears to be rebounding. She sees it in the potential for new retail development.

“A lot of regional and na-

tional chains have started their expansion programs and others are doing it cautiously,” Hirth said.

Retail businesses across Illinois are not doing much better than before, but they are not doing poorly either, said Peter Gill, spokesman for the Illinois Retail Merchants Association. The recovery in the economy has

been slow overall and this year the brutal winter prevented a lot of shopping, he said.

“Overall, it’s been slower than expected,” Gill said about the economy. “Doesn’t mean it’s bad, but the growth has been kind of at a snail’s pace.”

The success of a retail business can be affected by

geography, gas prices, food prices, employment and housing, he said. In villages such as New Lenox, the growth of residential housing in the past several years has attracted retail to the area.

“When you get more residents demanding more goods and services, the businesses follow that demand,” said Robin Ellis, New Lenox’s community development director.

Despite the slow pace of the economy, Gill said the future is bright for retail and customers will drive its success.

“Customers really want to shop,” he said. “We always talk about pent-up demand in our industry. If it’s been a tough winter and customers haven’t shopped. They want to get out and do it.”

Joliet Mayor Thomas Giarrante said Joliet has garnered the most interest in retail since the recession. City officials are on the phone daily talking to businesses and restaurants, encouraging them to invest in the community, he said. The recovering economy has played a major role in the city’s retail development.

“I think the economy is getting better,” he said. “Unfortunately, it’s not rising as fast as it went down in 2008 but I think it’s slowly improving.”

No new word on two closed Dominick’s Empty stores in Joliet and Romeoville

By VIKAAS SHANKER vshanker@shawmedia.com The former Dominick’s anchor locations in Joliet and Romeoville are still looking for tenants.

Joliet Mayor Tom Giarrante said that while there has been no communication with Safeway Inc., the parent company of Dominick’s, the city has been in contact with several potential vendors to fill the location at 2318 Essington Road.

“We have nothing to announce at this time,” Giarrante said. “But we did talk to Caputo’s, Mariano’s and Tony’s.

That’s the last we’ve heard.”

The two anchor locations have been vacant since Safeway closed them along with 11 other Chicago-area locations in December.

Safeway shareholders recently approved a merger with grocery chain Albertsons, according to a Wall Street Journal report.

A location in Shorewood reopened July 15 as a Mariano’s. But the Romeoville and Joliet locations haven’t been as lucky.

“It’s absolutely frustrating,” Giarrante said. “The sooner they are occupied the better. We’re losing out on

Inland Real Estate Corporation, the group managing the Joliet location property, did not immediately return phone calls Tuesday.

In May, Giarrante and Romeoville Mayor John Noak said that Safeway had not been communicating with city officials or property owners about the status of the two locations.

Safeway continued to pay the leases on those locations after the Dominick’s closed down, allowing the corporation to sell the leases on the

properties on its own terms without involving municipalities or owners.

Since then, nothing has changed at the Romeoville location at 435 Weber Road, according to a Shiner Group representative with limited knowledge of the property.

Bill Shiner, chief executive officer of the ownership group, couldn’t be reached for comment Tuesday.

Noak said that he couldn’t confirm any change in the status of the Romeoville location on Tuesday without first talking with Shiner. But an update could come soon.

Plainfield park board bill still awaits Quinn’s signature

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Gov. Pat Quinn is still reviewing the proposed measure that would expand the Plainfield Township Park District’s Board of Commissioners.

But his office has been in talks with the bill’s sponsors about signing it, according to state Rep. Tom Cross, R-Oswego.

Cross, a sponsor of the bill, said he hasn’t spoken with Quinn himself, but he has heard from the other sponsors of the bill, state Rep. Natalie Manley, D-Joliet, and state Sen. Jennifer Bertino-Tarrant, D-Shorewood, that they have been talking with Quinn’s office about signing it.

Bertino-Tarrant and Manley could not be reached late Tuesday afternoon. But a representative of Bertino-Tarrant confirmed she has been discussing the bill with Quinn’s staff.

“I don’t know for sure, but I assume he would sign it,” Cross said Tuesday during an interview with the editorial board of The Herald-News.

An email from Quinn’s office states he is still reviewing the bill. He has until Aug. 19 to act on it.

The park district bill is a

reaction to a series of controversies surrounding the old park board majority, which since has broken up. The board has five members.

If approved, the measure would allow Cross and Bertino-Tarrant to each appoint a commissioner to the park district’s board of commissioners, who would serve until the spring 2015 elections.

The park district has dealt with state-level lawsuits and is under an investigation by Illinois State Police.

Cross said in all his years with the Illinois General Assembly he hadn’t seen anything like the “abuse” the old majority caused at the park district.

“I think those guys leading the park district thought they could just take over and get away with it,” Cross said. “They were out for their own interests.”

As the bill went through the House of Representatives and Senate, state legislators argued the bill could set a precedent of the state interfering in local boards.

“If these commissioners were making policy-driven decisions I would see that point,” Cross said. “But that’s not the case here.

They were giving political favors to themselves and abusing their authority.”

Driver, train collide at Verona crossing; no one injured

By JESSICA BOURQUE jbourque@shawmedia.com VERONA – A freight train traveling west through Grundy County collided Tuesday with a vehicle at Gonnam and Burkhart roads, totaling the Jeep and halting railroad traffic for more than two

hours.

The driver reversed the vehicle in enough time to avoid being seriously injured, Grundy County Sheriff Kevin Callahan said.

“They came up to the crossing, didn’t look and started to cross the tracks when they saw the train,”

Callahan said. “They were able to throw it in reverse and back up, which probably saved their lives.”

The driver, Bradley J. Govindasamy, 26, of Aurora, was cited for failure to reduce speed at a railroad crossing.

hicle was heavily damaged, but the driver, passenger and train conductor left the scene with no injuries, Callahan said.

The crossing at Gonnam and Burkhart roads is not marked by warning lights or barricades, but there is signage cautioning drivers to

yield to oncoming trains.

Emergency crews responded to the scene about 2 p.m. and didn’t have the area cleared until about 4:30 p.m.

A train coming from the opposite direction had to be halted as well until the accident scene was cleared, Callahan said.

New Lenox ranks high in housing starts

By FELIX SARVER fsarver@shawmedia.com NEW LENOX – Residential development in New Lenox continues to show strength, with the village ranking high in a Metrostudy ranking of housing starts.

The village ranked seventh out of 15 for top number of annual home starts in the Chicago-area housing market this year, according to a ranking from Metrostudy, a housing industry information company. Ahead of New Lenox was Huntley and then Chicago, with Naperville and Elgin topping the list.

Joliet ranked 15th on the list, which was discussed at this week’s New Lenox Village Board meeting.

New Lenox Mayor Tim Baldermann said the village hasn’t ranked any lower during the past several years, which shows consistent strength in the housing market and the reputation of the village as a great place to live.

“It’s really pretty tremendous for our town to rank that high consistently,” he said.

Nancy Hoehn, the village’s economic development director, also agreed the ranking shows stability in the local housing market. Another good sign was that no single subdivision gained the most housing starts, she said. “This shows more strength because it spreads over a variety of subdivisions in town,” she said.

lots in subdivisions were left hanging in development but now all those areas are being bought by builders.

According to the Metrostudy ranking, New Lenox has 167 housing starts this year, with Huntley and Chicago having 169 and 180 housing starts respectively. Elgin landed on top with 322 housing starts, and Joliet ranked 15th at 93 housing starts.

Housing activity in the Chicago area market is expected to have the highest annual rate of new home construction since 2008, according to Metrostudy.

Metrostudy’s ranking shows New Lenox has garnered much interest for people looking to live in the area, contrary to another ranking from Movoto Blog that pinned the village as the most boring place in Illinois.

Baldermann agreed and said the village’s strengths have been great schools, safe community and quality housing while still being close to Chicago. “We want a place where people can raise families and have a variety of housing stock,” he said.

The memorial was constructed after the peacetime military deaths of locals Jeff Schwab in 1984 and Kevin Kelleher 1985.

Many veterans organizations require fallen veterans to have served during wartime for their families to have access to benefits. So at the time, families like Helen Schwab’s decided something needed to be done to memorialize those who were killed in action during peacetime.

They helped pave the way to build the memorial at Plainfield High School, where it was knocked down by the 1990 tornado, restored and then re-installed behind the new school.

“This is a very fitting tribute to the village of Plainfield,” Trustee Paul Fay said of moving the memorial to Settlers’ Park.

The robbery occurred about 2 a.m. at the 7-Eleven store, 1601 E. Cass St. According to police reports, a black man about 5 feet 8 inches tall, wearing a black hooded sweatshirt and baseball cap, came in with a handgun.

The Cass Street robbery follows another on Friday in which an assault rifle was reportedly used in a hold-up of a gas station. In that robbery, one shot was fired at the clerk of the Citgo station on Ruby Street, according to police.

PLAINFIELD – The Tribute Memorial at Plainfield Central High School hasn’t been a part of Plainfield’s Memorial Day event for the past several years.

It was built in honor of Jeff Schwab, a soldier who died during peacetime. So his son, who recently returned from military duty, was disappointed when the event didn’t include the memorial.

“He wanted to be [at the memorial for Memorial Day] and no one was around this year,” Jeff Schwab’s mother, Helen Schwab, told the Plainfield Village Board on Monday. “But we ended up at Settlers’ Park and this is an amazing place.”

Helen Schwab is part of a group of residents involved with the establishment of the Tribute Memorial 28 years ago. They now want to move it to Settlers’ Park.

“We used to travel to the memorial on Memorial Day as part of the celebration,” resident Carolyn Dement said. “Then the Memorial Day event moved to Settlers’ Park. With the growth of the community and the increase in traffic, they can’t block off those streets for us to visit the memorial. We weren’t able to acknowledge the memorial.”

The move will bring it to a more central location in Plainfield and near other veterans memorials. The group had previously gained per-

Cheryl McCarthy named winner of Athena Award

Last week’s announcement came as somewhat of a surprise to McCarthy.

“I was shocked, but pleasantly so,” McCarthy said.

“There have been so many wonderful women that have won the award that it’s very humbling.”

The Athena Award is presented annually to an area leader who demonstrates professional Cheryl excellence, comMcCarthy munity service and actively assists women in realizing their full leadership potential.

“She really is truly an outstanding example of what Athena is all about,” Joliet Chamber Executive Vice President Mary Jaworski said. “She’s an incredible mentor and the real deal. She cares about her students, cares about her employees and cares about the community.”

MINOOKA – Paula Henderson was sitting Monday night with a friend in her garage on Church Street in Minooka when they noticed smoke billowing from her neighbor’s home and called 911.

“We were sitting here, and my friend said I think that house is on fire,” Henderson said Tuesday morning. “It started in the corner, and it went up so fast.”

Minooka Fire Protection District Deputy Chief Brad Sprague said the district received a call at 9:29 p.m. stating there was a residential structure fire at 215 E. Church St. “When we arrived the garage was fully involved,” Sprague said. “We deployed multiple hand lines and opened the roof.”

The fire still is being investi-

gated, and a cause had not been released as of Tuesday evening.

Orange fencing and yellow caution tape surrounded the boarded-up home Tuesday at the northwest corner of Church Street and Illini Drive.

The owner’s vehicles still sat in the driveway with the windows shattered in their Jeep from the heat of the flames.

The home is owned by Billy and Janet Jones, according to online property search of the Grundy County Assessor’s Office.

Henderson said the owners, their children, as well as a cat and dog, all got out safely.

Sprague said the fire was under control in about 40 minutes and Minooka was assisted

by Channahon, Troy, Elwood, Wilmington, Plainfield, Oswego and Morris fire protection districts, while Coal City, Rockdale, Manhattan and Mazon districts covered quarters.

OBITUARIES DONALD R. FONZA Born: May 31, 1931; in Syracuse, NY Died: July 28, 2014; in Joliet, IL Donald R. Fonza, age 83, of Shorewood, passed away suddenly, Monday, July 28, 2014, at Presence Saint Joseph Medical Center emergency room.

Born May 31, 1931, in Syracuse, New York, he was the son of the late Benjamin Edward and Grace Mary (Shero) Fonza.

He had a distinguished 20 year career with the United States Air Force, attaining the rank of Master Sergeant.

He later was Inspection Supervisor for Exxon Mobil Oil Company for 20 years.

Don was a member of St. Paul the Apostle Catholic Church and Mobil Retirees Club. He was a loving husband, devoted father and beloved grandfather and great-grandfather.

He enjoyed life and loved to fish, read and listen to music.

Surviving are his beloved wife of 61 years, Dorothy A. (Dombroski) Fonza; four children, Cheryl D. Lindsay, David M. Fonza, Donna M. (Paul) Hastings and Donald E. (Sharon) Fonza; 10 grandchildren; nine great-grandchildren; one brother, Bernard (late Dorcas) Fonza; one sister, Beverly Warren; and numerous nieces and nephews.

Funeral Services for Donald R. Fonza will be held Friday, August 1, 2014, at 9:45 a.m. from the Fred C. Dames Funeral Home, 3200 Black at Essington Rds., Joliet to St. Paul the Apostle Catholic Church for Mass of Christian Burial to be celebrated at 10:30 a.m.

FRANCES A. GIBES Frances A. Gibes, 97, passed away on Monday, July 28, 2014, at St. Anne’s Retirement Community. Born in Joliet, IL, she was the daughter of

the late Anthony and Mary (Gouszeczka) Korczak. She was the wife of the late John P. Gibes, who died in 2006.

She was a member of St. John Neumann Catholic Church. In her free time she enjoyed gardening, fishing, traveling, and doing Christmas Bazaar crafts. Frances did wonderful knitting, crocheting, and sewing and she shared this gift with many people.

Frances is survived by daughter, Mary Ann Hagen, wife of Robert, of Lancaster; son, Richard J. Gibes, husband of Sharon, of Plainfield, IL; two grandsons: Michael R. Hagen, husband of Audrey, and John D. Hagen; sister, Josephine Korczak of Joliet, IL; and brother, John Korczak, of California.

She was preceded in death by five sisters and two brothers.

A Mass of Christian Burial will be held at 10:30AM on Thursday, July 31, 2014, at St. John Neumann Catholic Church, 601 E. Delp Rd, Lancaster, PA 17601 with Rev. David Danneker as Celebrant. A visitation will be held from 9:30-10:30AM prior to the Mass.

Interment will be in Indiantown Gap National Cemetery.

MARY G. HONIOTES Mary G. Honiotes (nee Griparis), age 89. Passed away Thursday, July 24, 2014, at Presence Saint Joseph Medical Center with her loving family by her side.

Born in Joliet to the Late George and Angeline (Policandriotes) Griparis, she was a lifelong resident. A charter member of All Saints Greek Orthodox Church, serving her church as a Sunday school teacher and member of the choir. Charter member of the Daughter’s of Penelope and the Philoptochos Society. Lifetime member of Pershing School PTA and St. Joseph Hospital Auxiliary primarily serving in the gift shop. Founding advocate of Joliet Area Community Hospice where she was recognized for all her efforts in 2011.

MARTIN L. REES Born: June 5, 1920 Died: July 28, 2014 Martin L. Rees, of Grand Island, FL, previously of Minooka, IL passed away July 28th after a brief illness.

He was born to Robert Rees and Nila Kreis on June 5, 1950. He married Ninette Hicks on May 2, 1970.

He is survived by his wife Ninette, children Lisa Perez, and Jeffrey Rees.

Surviving grandchildren are Michael Perez, Jacob Rees, and Jayden Rees.

Also surviving is his sister Cathy Kreis Welch.

He was preceded in death by his parents.

EVEALINE B. TERRY Born: Jan. 19, 1929; in Morris, IL Died: July 28, 2014; in Morris, IL Evealine Bernice Terry, age 85, of Morris, passed away Monday morning July 28, 2014, at Park Pointe Healthcare in Morris.

Evealine was a daughter of the late John and Sadie (Johnson) Dell. She was raised in Morris, Minooka and Lisbon and graduated with the Morris High School Class of 1947.

Evealine was employed in banking for 51 years, of which 40 years was spent working with Grundy Bank, and 11 years at Bank of Shorewood.

Prior to her career in banking she worked as a secretary at Morris Community High School for one year. She was a former member of Bethlehem Lutheran Church in Morris and Messiah Lutheran Church in Joliet. Evealine loved taking care of her cats, gardening and crocheting, and her world revolved around her children and grandchildren.

Survivors include two children: Brian Terry of Crest Hill and Heidi (Greg) Litchfield of Morris; four grandchildren: Jessica Jones, Josalyn (Curtis) Smith, Kenneth Litchfield and Kyle Litchfield and two sisters-in-law: Margaret (the late Everett) Dell of Morris and Vernette (the late Herman) Dell of South Carolina, as well as numerous nieces and nephews.

Evealine was preceded in death by her parents; husband Kenneth Terry; daughter Peggy Terry; great grandson Christopher Smith; two brothers: Everett and Herman Dell, and one sister Selma Jones.

Visitation and video tribute will be held on Friday, August 1, 2014, between the hours of 4:00 p.m. and 8:00 p.m. at Reeves Funeral Home, 408 East Washington Street (one block East of Illinois Route 47) in Morris. Funeral services will follow Saturday, August 2nd at 10:00 a.m. in the funeral home with Reverend Dr. Roy Backus officiating. Burial will be in Evergreen Cemetery, Morris, where Evealine will be laid to rest with her daughter.

Last crew member of Enola Gay dies

By KATE BRUMBACK The Associated Press ATLANTA – The last surviving member of the crew that dropped an atomic bomb on Hiroshima, hastening the end of World War II and forcing the world into the atomic age, has died in Georgia.

Theodore VanKirk, also known as “Dutch,” died Monday of natural causes at the retirement home where he lived in Stone Mountain, Georgia, his son Tom VanKirk said. He was 93.

VanKirk flew nearly 60 bombing missions, but it was a single mission in the Pacific that secured him a place in history. He was 24 years old when he served as navigator on the Enola Gay, the B-29 Superfortress that dropped the first atomic bomb deployed in wartime over the Japanese city of Hiroshima on Aug. 6, 1945.

He was teamed with pilot Paul Tibbets and bombardier Tom Ferebee in Tibbets’ fledgling 509th Composite Bomb Group for Special Mission No. 13.

The mission went perfectly, VanKirk told The Associated Press in a 2005 interview. He guided the bomber through the night sky, just 15 seconds behind schedule, he said. As the 9,000-pound bomb nicknamed “Little Boy” fell toward the sleeping city, he and his crewmates hoped to escape with their lives.

Illinois to ask voters about taxing millionaires

By SARA BURNETT The Associated Press BERWYN – Illinois voters will get a chance in November to weigh in on whether millionaires should pay an additional income tax to help fund schools after Gov. Pat Quinn signed legislation Tuesday adding a nonbinding resolution to the ballot.

The resolution asks voters whether incomes over $1 million should be taxed with a 3 percent surcharge. It comes as Quinn is locked in a hotly contested gubernatorial race with multimillionaire businessman Bruce Rauner, a Republican.

“It’s very important that

our state put its money where its mouth is when it comes to education,” the Democrat said at a bill-signing event at a school in the Chicago suburb of Berwyn. “We need to get more resources to help our students learn.”

House Speaker Michael Madigan, a Chicago Democrat, proposed the idea as a way to raise revenue, saying it could bring in $1 billion a year for education – about $550 more per student.

Madigan – a lawyer who said he earns more than $1 million “in a good year” – had wanted the idea proposed as a constitutional amendment on the November ballot. But he

Illinois warns insurers of discrimination ban

By KERRY LESTER The Associated Press SPRINGFIELD – Illinois regulators issued a reminder to health insurers that it is illegal to deny coverage to someone because they are transgender, drawing praise from the gay rights community.

The bulletin, which was dated Monday and announced Tuesday, notes that both new and amended policy filings should comply with provisions in the Affordable Care Act, the Illinois Human Rights Act and the Illinois Mental Health Parity Act – which prohibit discrimination against transgender persons because of general identity or health conditions.

The guidance also reminds insurers that it is illegal to deny coverage based on someone’s gender identity.

Backers say the move was prompted by concerns for transgender people’s rights, a focus for some gay, lesbian, bisexual and transgender rights advocates after Illinois legalized same-sex marriage this year. Health care coverage in Illinois now applies to same-

sex spouses.

“I would say in the last several years this has been an issue that has been percolating around the entire country, not just in Illinois, to make sure that were not being denied coverage because of some external characteristic,” state Rep. Greg Harris, a Chicago Democrat and sponsor of the state’s same-sex marriage legislation, said.

Other states, including California, Vermont, Oregon, Washington and Colorado, have also reminded insurers that do business in their states about what the law says regarding discrimination. Gay, lesbian, bisexual and transgender rights advocates applauded Illinois’ actions.

“This guidance helps ensure parity in health care coverage, making certain that services such as mental health care, cancer screenings and hormone therapy are routinely covered for transgender people when the insurer provides those services to non-transgender policy holders,” John Peller, interim president and CEO of the AIDS Foundation of Chicago, said in a statement.

The nonbinding question would give the idea momentum in the Legislature next year, proponents say. Campaign spokesman Mike Schrimpf described it Tuesday as “another toothless referendum.” He noted Quinn and other Democrats raised income taxes 67 percent in 2011, but still cut millions from general state aid – money sent to schools to help cover the basic cost of educating students.

According to the Internal Revenue Service, Illinois had 14,692 tax returns in 2011 from households where adjusted gross income was $1 million or more. Collectively, their income was $42.7 billion.

Illinois has 4.8 percent of the nation’s millionaires, according to an analysis of IRS figures, and ranks fifth in the number of wealthy residents behind California, New York, Texas and Florida.

The measure will be among several poll-style questions on the November ballot, including one asking voters if Illinois should raise the minimum wage. State election officials certify ballots next month.

STATE BRIEFS Judge orders fitness test for inmate who escaped ELGIN – A Kane County judge has ordered a fitness test for a prisoner who escaped while being transported from a mental health facility outside Chicago.

The Daily Herald reported the judge on Monday ordered 33-year-old Jesse Vega’s test for next week. Vega is jailed in Kane County on $1 million bail.

He is next due in court Aug. 7.

Vega managed to escape July 16 from a transport vehicle as he was being taken from the Elgin Mental Health Center to the Lake County courthouse in Waukegan.

Vega faces previous domestic battery charges and the Kane County state’s attorney has charged him with one count of escape.

The Illinois Department of Human Services is investigating how he was able to escape.

Police union wants file release delayed CHICAGO – The union that represents Chicago police wants a judge to delay the release of officer misconduct

files.

The Chicago Sun-Times reported that the Fraternal Order of Police filed an injunction Monday in Cook County Circuit Court. The union’s request comes after the Chicago Police Department announced a new policy that would make public all completed investigations of Chicago police misconduct.

The union says the lists of the names of officers accused of misconduct could be inaccurate and “unfairly and vexatiously harm” named police officers.

The union wants release of the lists delayed until it has reviewed them.

Mayor Rahm Emanuel’s office earlier this month announced the city would release the files, ending a legal fight over Chicago’s policy of exempting them from Freedom of Information Act laws.

$1.2M may go to family of teen shot by cop CHICAGO – A vote by the Chicago City Council’s Finance Committee on Tuesday means the city could pay $1.2 million to the family of a high school athlete who was fatally shot by

an off-duty police officer.

The full City Council is scheduled to vote Wednesday to award the money to the family of Corey Harris, who was 17 when he shot to death on Sept.

11, 2009.

When the shooting happened, police said the captain of Dyett High School’s baseball and basketball teams was shot after he pointed a gun at the off-duty officer. They say he was being chased after being seen firing shots at someone else. A handgun was allegedly recovered near the scene.

The police version of events was undermined by an autopsy by the Cook County medical examiner’s office, which ruled that Harris was shot in the back.

In a lawsuit, Harris’ mother, Natasha Williams, contended Officer Darren Wright “wildly” fired shots at a group of Dyett students that included Harris, the father of an infant daughter.

The city has been forced to shell out millions of dollars in recent years for police misconduct.

Lawsuit against Quinn back in court in October

CHICAGO – A legal battle between an anti-patronage lawyer and Gov. Pat Quinn’s administration will return to federal court less than two weeks before voters will decide if they want to re-elect the Chicago Democrat.

Anti-patronage attorney Michael Shakman has – as part of a lawsuit – requested an investigation of hiring in Quinn’s Department of Transportation and a monitor to ensure the administration complies with bans on political hiring for nonpolitical jobs. Quinn’s attorneys argue the judge should reject the request because it would be detrimental to state officials’ duties of hiring workers.

During a brief hearing on Tuesday, Magistrate Judge Sidney I. Schenkier gave attorneys time to file motions and told them to return to court Oct. 22.

Quinn is facing Republican challenger Bruce Rauner in the Nov. 4 election.

Excavation finds courthouse where Lincoln worked

BLOOMINGTON – Archaeologists excavating near the McLean County Museum of History in Bloomington have unearthed part of the footprint of the 1836 courthouse where experts said Abraham Lincoln worked as an attorney.

The discovery happened Monday, just hours into the first day of a couple weeks of archaeological work before construction starts on a tourism center at the site.

“They literally found where the courthouse was,” Greg Koos, the museums’ executive director, told the Pantagraph. “They found the corner and now can plot out the exact location. These are the physical remains of an incredibly historical episode in McLean County.”

found a “builders’ trench” that workers used to construct the building. The trench appears to be filled with debris from when the two-story brick courthouse was torn down in 1868. Archaeologists also found artifacts, including pieces of glass, a pipe stem, ceramic pieces and spikes and nails.

Koos said the museum may feature some of the found items in a planned Lincoln exhibit.

Stratton and Floyd Mansberger with Fever River Research of Springfield planned to try to uncover the southwest corner of the courthouse on Tuesday.

The archaeological work is required by a nearly $250,000 tourism attraction development grant from the Illinois Department of Commerce and Economic Opportunity and Illinois Office of Tourism.

Illinois woman dies retrieving phone from fire

St. Clair County OKs $7M medical marijuana plan

Illinois county has signed off on a planned $7 million medical marijuana venture near the town of Marissa.

The Belleville News-Democrat reported that the St. Clair County board voted, 21 to 4, on Monday in favor of the farm proposal, which still requires approval by state officials.

Officials say the center would be called Nature’s Care and would grow up to 15 strains of marijuana in a greenhouse attached to a 20,000-square-foot building. The marijuana would be sold in dried or edible form.

And in northwestern Illinois, the Rock Island Argus reported that Rock Island’s governing aldermanic board has approved of the $135,000 sale of 10 acres for a planned medical-marijuana cultivation center.

BARTONVILLE – Authorities say a central Illinois woman is dead after running back into her burning home to get her cellphone. A police officer who tried to save her was hospitalized.

Police in Bartonville said the home caught fire around 4 a.m.

Tuesday. The woman and her teenage daughter were out of the house, but the woman ran back inside. Bartonville is just southwest of Peoria.

Peoria County Coroner Johnna Ingersoll told the Journal Star in Peoria that the woman’s identity wasn’t yet available.

Department on Aging is seeking nominees for the 2014 Senior Illinoisans Hall of Fame awards.

The annual award recognizes Illinoisans 65 and older who are outstanding in the categories of community service, education, performance or graphic arts and in the workforce.

Nominations must be postmarked or faxed by Aug. 22 to be included in the consideration for the awards. Nomination forms can be obtained at local Area Agencies on Aging or at the Illinois Department on Aging website.

Those chosen will be inducted into the hall of fame in October.

NATION BRIEFS Senate OKs highway bill, sends it back to House WASHINGTON – The Senate voted Tuesday to keep federal highway money flowing to the states into December, but only after rejecting the House’s reliance on what lawmakers called a funding “gimmick” and moving to force a post-election debate on whether to raise gasoline taxes.

The House could accept the Senate’s changes or reject them and send the bill back to the Senate. Whichever outcome, a highway funding bill is still expected to clear Congress before lawmakers adjourn for the summer later this week.

The Senate took up a $10.8 billion bill the House passed last week to keep the federal Highway Trust Fund solvent through next May and voted 66-31 to strip out controversial funding provisions, leaving $8.1 billion – enough to keep programs going only through Dec. 19.

Senate confirms McDonald as VA chief WASHINGTON – The Senate on Tuesday unanimously confirmed former Procter & Gamble CEO Robert McDonald as the new Veterans Affairs secretary, with a mission to overhaul an agency beleaguered by long veterans’ waits for health care and VA workers falsifying records to cover up delays.

Dems have million-dollar day on impeachment WASHINGTON – House Democrats are cashing in on chatter that Republicans are plotting to impeach President Barack Obama, raising $1 million on Monday alone, their campaign chief said Tuesday. Republicans insisted such talk was bogus.

Rep. Steve Israel, who runs the House Democrats’ campaign committee, told reporters that House Speaker John Boehner’s announcement of a lawsuit against Obama opened the door for both impeachment and the fundraising drive. Since Boehner announced in June he planned to sue the president, Democrats’ House campaign arm has raised $7.6 million.

“I understand the strategy is intended to gin up its base,” Israel told reporters at a breakfast organized by The Christian Science Monitor. “Every time they talk about suing the president, that just ignites our base.”

Boehner, meanwhile, said Democrats were the ones fueling impeachment talks.

NCAA settles head-injury lawsuit, will change rules

By MICHAEL TARM The Associated Press CHICAGO – The NCAA agreed Tuesday to settle a class-action head-injury lawsuit by creating a $70 million fund to diagnose thousands of current and former college athletes to determine if they suffered brain trauma playing football, hockey, soccer and other contact sports.

College sports’ governing body also agreed to implement a single return-to-play policy spelling out how all teams must treat players who received head blows, according to a filing in U.S. District Court in Chicago. Critics have accused the NCAA of giving too much discretion to individual schools about when athletes can go back into games, putting them at risk.

Unlike a proposed settlement in a similar lawsuit against the NFL, this deal stops short of setting aside money to pay players who suffered brain trauma. Instead, athletes can sue individually for damages and the NCAA-funded tests to gauge the extent of neurological injuries could establish grounds for doing that.

The settlement applies to all men and women who participated in basketball, football, ice hockey, soccer, wrestling, field hockey and lacrosse. Those who’ve played at any time over the last half-century or more at one of the more than 1,000 NCAA member schools qualify for the medical exams.

Tuesday’s filing serves as notice to the federal judge overseeing the case the parties struck a deal after nearly

a year of negotiations, which Joseph Siprut, the lead plaintiffs’ attorney who spearheaded talks with the NCAA, said were sometimes tough.

“I wouldn’t say these changes solve the safety problems, but they do reduce the risks,” the Chicago attorney said. “It’s changed college sports forever.”

The NCAA, which admits no wrongdoing in the settlement and has denied understating the dangers of concussions, hailed the settlement.

“This agreement’s proactive measures will ensure student-athletes have access to high quality medical care by physicians with experience in the diagnosis, treatment and management of concussions,” NCAA’s chief medical officer Brian Hainline said.

San Francisco startup invents escape from email

The 30-year-old entrepreneur has learned a lot about communication since he teamed up with his college roommate Mark Zuckerberg to create Facebook a decade ago, and that knowledge is fueling an audacious attempt to change the way people connect at work, where the incessant drumbeat of email has become an excruciating annoyance.

Moskovitz is trying to turn that chronic headache into an afterthought with Asana, a San Francisco startup he runs with former Facebook and Google product manager, Justin Rosenstein.

pain that Dustin and I were experiencing, along with just about everyone around us.”

The misery keeps mounting in the corporate world, which remains an email haven. This year, each worker using a business email account will send and receive a daily average of

121 mail messages, a 15 percent increase from 105 per day in 2011, according to The Radicati Group, which tracks email usage.

In contrast, consumers have been weaning themselves from electronic inboxes and increasingly turning to digital alternatives such as Facebook, Twitter and mobile messaging.

More email translates to less productivity as workers spend more time weeding their inboxes and puzzling over convoluted exchanges among a hodgepodge of colleagues and managers scattered in various offices – or sometimes just a cubicles away. To exacerbate matters, vital pieces of business information are often corralled in a worker’s inbox instead of in a database that can be searched by anyone working on the same project.

from a study by the McKinsey Global Institute. Another 6 percent of the workweek would be freed up if the shift away from email could unlock more of the so-called “dark matter” hidden in individual inboxes, McKinsey estimates.

These are the problems Asana is trying to solve. Its barebones system, free to use for teams of up to 15 workers, is set up so information can be easily seen by anyone authorized by the company. Asana hopes to make money by selling subscriptions to more sophisticated versions of its software that can accommodate larger groups of workers.

Moskovitz began working on what would turn into an early prototype for Asana while he was still at Facebook in late 2007. He had become frustrated with email’s shortcomings and set out to build a better alternative for managing Facebook’s projects. Before long, he was spending all his time figuring out how to escape email instead of managing Facebook’s engineers.

‘Rita’s Law’ a way to battle Ill. corruption When out-of-staters are asked what comes to mind when they think about Illinois, government corruption is right up there near the top of the list.

Illinoisans would ruefully agree.

And who can blame them?

Illinois’ last two governors, George Ryan and Rod Blagojevich, ended up in prison on corruption charges, and before them, ex-governors Otto Kerner and Dan Walker did time for their crimes.

Former U.S. Rep. Jesse Jackson, D-Chicago, is currently behind bars because of a corruption conviction.

We can think back to the days of Secretary of State Paul Powell and his shoeboxes full of cash, or just as recently as 2012, when former Dixon Comptroller Rita Crundwell’s massive municipal theft of nearly $54 million was uncovered.

The conviction last month of state Rep. Derrick Smith, D-Chicago, for soliciting a $7,000 bribe didn’t make much of a splash in this scandal-scarred state.

Illinoisans are inured to such things.

However, when corruption is quantified in dollars and cents, so you know how much it’s costing individuals, maybe people will sit up and take notice.

Two professors recently performed that service for Illinois and other corruption-plagued states.

John Mikesell is an Indiana University professor of public and environmental affairs, while Cheol Liu is an assistant professor of public policy at City University of Hong Kong.

They studied public corruption cases across America between 1997 and 2008, named the 10 most corrupt states (Illinois easily made this rogue’s gallery), and calculated what that corruption cost taxpayers per capita.

The “corruption tax,” as they dubbed it, came to an average of $1,308 a person in those states.

So, Illinois has more corruption than the average state, and its residents end up paying extra tax dollars because of it.

Prosecution of corrupt officials is only one response to the problem.

Prevention is another.

Elected government officials, who are supposed to be watchdogs over the public purse, have been given a new tool to monitor tax dollars on the local level.

That’s because legislation sponsored by state Rep. Tom Demmer, R-Dixon, was signed into law last week

by Gov. Pat Quinn.

Illinois needs to do more for businesses SPRINGFIELD – I picked up my vacation photos at Walgreens the other day.

And I didn’t hear any French, German or Italian spoken.

How surprising.

I’ve read that the drugstore chain is considering becoming a Swiss corporation.

I’ll admit the thought of a company that is essentially an American icon becoming a foreign corporation gives me pause.

After all, Walgreens is one of Illinois’ premier companies.

It was founded here in 1901 and is headquartered in Deerfield.

And now they are talking about moving their headquarters to Switzerland.

But what exactly does it mean when a corporation becomes Swiss?

Will the pharmacist yodel instructions to customers in the drive through?

Or is it a matter of some incorporation paperwork being filed in an office in the Alps rather than Springfield?

I would hate to see Walgreens – or any other corporation – renounce its U.S. citizenship.

Every time that happens, it reminds us that the business climate in this country is not what it should be.

One has to ask, why would a corporation founded in Illinois

113 years ago want to become Swiss? The answer is as obvious as the Matterhorn.

Corporate taxes in Illinois and the United States are too high.

Way too high.

The United States has the highest corporate tax rates on the planet.

And, you guessed it, Illinois has one of the highest state corporate tax rates in the U.S. Business corporations exist to make money by serving people. And when government makes it harder to earn in one place, they will look elsewhere.

We can spend a lot of time bemoaning that fact, or simply acknowledge that is the case and work to create a climate that attracts business and doesn’t repel jobs.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

But here is the deal, when a company switches in what country it will be incorporated, as Walgreens is considering, it still pays taxes to the U.S. government on its U.S. earnings. And it would be paying them at the same rate that it always has.

On money it makes overseas it would pay that country’s rate. Seems fair, right?

Unfortunately, the U.S. expects companies headquartered here to pay the equivalent of the full U.S. rate on money earned elsewhere.

So U.S. companies that do business overseas choose to move their headquarters

elsewhere.

So what’s the solution?

The answer would seem to be to lower the corporate income tax rate so that it is competitive with other western nations. If the U.S. had the same tax policies as Switzerland – or most Western nations – Walgreens would pay billions less in taxes and wouldn’t be considering moving.

The billions saved could go to shareholders in the form of dividends, to employees through higher pay and customers through lower prices.

And what could be more American than that?

More public scrutiny, less larceny • RITA Continued from page 19 The law, inspired by Crundwell’s brazen thievery, is designed to give much more attention to the annual audits of city and county governments.

More copies of audits and financial statements will be given to officials.

Public presentations of audit results will be required, where questions can be asked of the auditors.

If the governmental entity has a website, the municipality or county board must post information in the financial statements of the audit.

The idea is that, with more people scrutinizing how the public’s money is spent, the

likelihood improves that any monkey business going on will be detected.

And maybe, just maybe, the process will deter larceny-minded public money handlers from helping themselves in the first place.

The new approach to auditing has been dubbed “Rita’s Law,” which sounds appropriate to us.

Clearly, the new process is an improvement over the former law, which required only that audits be completed and placed on file with the state comptroller’s office.

In the future, when Americans are asked their thoughts about Illinois, maybe government corruption won’t place so high on the list. If so, “Rita’s Law” might just deserve some of the credit.

Day 1 leader in 16 to 18 division edges Lincoln-Way East junior

By CURT HERRON cherron@shawmedia.com JOLIET – After a competitive first day at the Joliet Park District’s Joliet Junior Amateur, where four golfers were within four strokes of the top spot in the 16 to 18 age division, there figured to be some drama in Tuesday’s final round.

And that’s precisely what happened at Woodruff Golf Course with Monday’s top two finishers, Jon Krupa and Victor Perez, Jr., tied for the lead heading into the 18th hole.

But things didn’t go down to the wire after Krupa made a great approach and recorded a birdie, while Perez settled for a bogey on the hole.

Krupa, who’ll be a senior at Downers Grove South, shot a 70 to follow up on his firstround 74 for a two-day total of 144. Perez, who’ll be a junior at Lincoln-Way East, shot a 75 on Monday and a 71 in the final round for a 146 score.

“Victor and I were tied going into the last hole, and he was playing some great golf and had just birdied 17 and that was scaring me,” Krupa said. “On my second shot, I had to back off a few times since I was getting so shaky.

I told myself I just had to hit it and go for the best and sure enough, I stuck it real close and all of the pressure was off.

“Coach (Paul) Downey from St. Francis told me to come to this tournament, and I was getting worried after I saw some of the players. It was good playing against Victor and Huston (Gass) told me a lot about playing at St. Francis.”

Although he fell just short of capturing the title, Perez believes that he benefited from competing in the tournament.

“All of the scores in our group were pretty close, and even though there was lot of pressure, it was fun overall and a good experience,” Perez said. “I was also close in the

St. Francis’ Huston Gass was third after the opening

day, but was passed for that spot by Mark Boykin, a junior at Joliet Central, who followed up on a 77 with a 72 for a 149 total while Gass shot a 75 on Tuesday and a 76 the day before to finish with a 151

score.

Two other competitors in the older division made big improvements upon from their first-day efforts. Jake Bugajski shot an 81 on Tuesday, while Matt Kinsella fired an 82.

There was a tie atop the standings in the 13 to 15 age group at 79 after the first day but Jake Pluth turned in an 81 and finished with a 160 total.

Thomas Rodriguez, who will be a sophomore at Peotone, shot a 91 on Tuesday to finish with a 170.

Pluth, who will be a freshman at Joliet Catholic, also won the JPD’s Junior Tournament Boys B title by 10 strokes earlier this month.

“I thought that I did okay on the first day,” Pluth said.

“I was hitting it straight but when I hit it right, I’d end up

with a double- or triple-bogey.

This is a hard course, so today I decided that I was going to play everything safe and I did that by hitting more irons.

“When I found out that I was tied going into the second day, I was sort of worried at first since I’ve usually been up in these tournaments. But when I walked onto the course today, I thought to myself that there was no way that I was going to lose. I’m really excited about high school and being able to play against some other kids.”

Four others in that age group also improved upon their Monday rounds, including Tanner McClintock, who shot a 92 to finish third with a 197 total. Also turning in better scores on Tuesday were Maddy Palmer, Troy Tidaback and Brandyn Collins.

The transition to pro ball has been a challenge for Vachon, who was a four-year player at Saint Xavier.

He received all-conference honors in his past two years.

He led SXU with a 2.24 ERA and 74 strikeouts in his final season with the Cougars.

But the jump from NAIA competition to Frontier League play, where many players began their careers

in organizational ball, hasn’t been easy for a pitcher who was used to being a starter in college and now is being utilized as a reliever.

“It’s definitely a big adjustment from college,” Vachon said. “You’ve really got to keep the ball down and there’s no easy outs in the lineup. So you have to get used to throwing 110 percent on every pitch and going out there and just trying to be ready.

“I’m used to being a starter, so it’s different as a reliever. You’re only pitching one or two innings, so there’s no saving any gas. But I really

like the change. You go out there and give it your all while when you’re starting, you’ve got to think more about the big picture.”

After being not too far from home in recent years, Vachon now finds himself more than five hours away playing in a community renowned for its tourism, cherries and wine.

“I’m used to having my friends around and people that I know,” Vachon said.

“Now when I look in the stands, I don’t know one person. But the team is awesome and I’ve already made a lot of good friends. I had been to Michigan a lot and there’s a lot to do so I feel lucky that I got to have this opportunity to be in such a beautiful place.

“When I was in high school, I was 100 percent basketball, but then I tore my ACL and couldn’t jump any more. So I decided to give baseball a chance to see if I could play at the next level.

When i got the call to come here, I almost started crying since I was so happy. Only about one percent of players get this opportunity, so I just feel blessed to be here.”

Flyers headed to S. America, will play four games in Costa Rica

By DICK GOSS dgoss@shawmedia.com ROMEOVILLE – Before becoming men’s basketball coach at Lewis, Scott Trost enjoyed a successful run in the same capacity at Illinois Wesleyan.

The Titans had two successive Sweet 16 finishes in the NCAA Division III Tournament, followed by a season when they went to the Final Four.

You would suppose the Final Four would rank as the No. 1 memory of the career of the players on that team. But maybe not.

“The best experience they had probably was the summer trip to Costa Rica,” Trost said.

“Whenever I get together with any of those guys now, the Costa Rica trip invariably comes up.

“It will be nice to go back.”

Trost, indeed, is going back, this time with the 15 returning players from last year’s Lewis team, which finished 21-16. The Flyers leave Sunday and will return the next Sunday.

While in Central America, they will play four games, one against a professional team and three against different players from Costa Rican national teams.

“When we did this at Wesleyan, the core of the team was entering their senior year, and that’s the year we went to the Final Four,” Trost said. “The

trip really helped us get there.

“Some of our guys have never flown before. And this is not something they need to fund.

The players are paying very little if anything.”

Trost said the opportunity to see a different culture is a plus.

“Our players hopefully will better appreciate what they have here,” he said.

“There’s a learning component to this, too. They’ll be doing a couple of clinics and maybe have the opportunity to visit an orphanage.”

On the court, the benefit begins with having the team together for 10 extra days of practice. Against the Costa Rican teams, Trost said, “We’ll

try new things, maybe a new zone defense and a different transition offense. All the guys will play.”

The Flyers will play one game Monday and the final three games Friday and Satur-

day. From Tuesday to Thursday, there will be opportunity for beach time and perhaps zip-lining and whitewater rafting.

“It will be a bonding experience,” Trost said.

JOLIET – After finishing up a successful career at Saint Xavier University in the spring, Scott Vachon was uncertain about what kind of future he had in baseball.

The Plainfield North graduate started the summer playing along with some of his former teammates and other area athletes with the Joliet Dirtbags.

While he enjoyed that time, Vachon hoped for an opportunity to make a go of it in pro ball but knew that the odds of getting a shot were long for most players.

But that big break came his way July 1 when Traverse City of the Frontier League signed the 6-foot-7 righthander to a contract.

And when the Beach Bums came to Joliet last week for their first series with the Slammers, Vachon not only got to pitch in one contest but

also walked away with his initial win as a professional after the visitors won a 12-inning contest.

In the July 22 game at Silver Cross Field, Vachon retired Joliet in order in the 11th, and his teammates scored three runs in the 12th and the former Tiger standout finished up to claim the win in his team’s 7-5 victory.

Needless to say, Vachon was thrilled to capture his first victory as a pro in front of family and friends just a few miles away from his hometown of Plainfield.

And the fact that he was in a familiar setting made his local debut as a pro player much easier, despite the fact he entered the game in a pressure situation.

“I had a lot of family and friends here so I was pretty amped up,” Vachon said.

“It’s pretty cool to come back home and seeing familiar faces. I had thrown here in college and also in high school, so there was a level of comfort since I’ve had some success here.

“I’d pitched here about five times and been here as a younger kid going out on the field and meeting the Jack-

Locals help Illinois White win Game 1

Right-hander Brent Villasenor started and pitched two-hit ball over three scoreless innings Tuesday as Team Illinois White got off to a flying start, beating Colorado, 6-0, in the first of five games it is playing in the Midwest Baseball Classic at Plainfield South.

The event is for players entering their senior year of high school, with a limited number of juniors on the rosters of Illinois White, Illinois Tan, Colorado, New York, Indiana and Missouri.

The tournament is a round-robin running through Thursday. Illinois White faced New York later Tuesday.

Regardless of the schedule, a roster can contain as many as 25 players, and every kid involved knows he will see a fair amount of action.

Illinois White is managed by former Lockport coach and Hall of Famer Jim Hall. His roster includes Joliet West’s Grosse, Robert Talarico and Griffin McGuire; Providence’s Villasenor; Joliet Catholic’s Nick Dalesandro; Plainfield South’s Shane Ritter, and Lincoln-Way East’s Mitch Matuszewski.

Grosse had the privilege of playing in this tournament last summer, when his Joliet West teammate, Zack Thomas, also was a member of Illinois White.

Thomas, who graduated in the spring, was on hand to watch Illinois White and perhaps do a little recruiting.

He will continue his career at NCAA Division I Chicago State and would love to bring Grosse along.

“Yeah, Zack wants me to come there and play with him,” Grosse said with a smile.

“Chicago State has offered me.

I have an offer from Heartland, too, but I really want to go to a four-year school.”

last year,” Thomas said.

Grosse said he just returned from Arizona, where he was with his summer team, the Downers Grove Long Shots, just in time to play in the Midwest Classic.

He also has played in Georgia and Michigan, “and that’s all this month,” he said.

That sort of schedule prevented Grosse from spending much time with the West summer team. “I played with them maybe twice all summer,” he said.

Next spring, though, he will be at shortstop with the Tigers. Along with Talarico and McGuire, he will attempt to help lead them to even greater heights than they achieved this spring, when they won the Class 4A Plainfield South Regional.

“I certainly want to see us go further,” he said. “Hopefully the three of us can lead the team.”

Villasenor arguably was 4A state champion Providence’s best pitcher during the regular spring season. At playoff time, seniors Jake Godfrey and Dylan Rosa got a majority of the innings. Villasenor is anxious for his shot at No. 1.

“Coach [Mark Smith] told me I’ll be the No. 1 next spring,” Villasenor said. “I want to live up to the expectations.”

Villasenor plays summer ball with the Illinois Sparks but missed some of that season because of Providence’s lengthy playoff run. He has been at tournaments in Georgia and Indianapolis but pitched only once. Tuesday marked his second outing of the summer.

TRAVERSE CITY, MICHIGAN – The Joliet Slammers collected single runs in the seventh, eighth and ninth innings to help them claim a 3-1 victory in the rubber game of their Frontier League series at Traverse City on Tuesday.

Chris Epps went 3 for 5 and Adam Giacalone was 2 for 4 to lead the way for Joliet, which meets the Frontier Greys on Wednesday night to begin a six-game homestand that runs through Monday.

In the seventh inning Epps doubled in Seth Granger to give the Slammers a 1-0 lead and then an inning later, Giacalone hit a solo homer to put Joliet up for good.

In the final frame, Adrian English led off with a double and Epps followed with an RBI single.

Slammers starter Kody McFarland allowed one run on five hits while striking out eight in 6⅔ innings of work. Winner Jordan Wellander allowed one hit over the next 1⅓ innings and David Kubiak struck out two and allowed no hits in the ninth.

WOMEN’S GOLF Collins leads Illinois Women’s Open in Romeoville: Emily Collins, a recent University of Oklahoma graduate preparing for the LPGA qualifying school, posted a 4-under-par 68 in Tuesday’s second round to open a five-stroke lead entering Wednesday’s final 18 holes at Mistwood Golf Club in Romeoville. She’s at 3-underpar 141 for the first 36 holes after a seven-birdie performance in the second round.

Alyssia Ferrell, in the same position careerwise as Collins, is Collins’ closest pursuer.

Ferrell, who just finished her collegiate career at Michigan State, is also headed to LPGA Q-school. The IWO is her third pro tournament, and she’s made the cut in all three starts.

Michigan golfers have won five of the past six IWO titles and two of Ferrell’s former Michigan State teammates, Allison Fouch and Aimee Neff, are past IWO champions. Neff, who won the tournament twice,

is now the Spartans’ assistant coach.

Best of the Illinois players are Sterling’s Ember Schuldt and Flossmoor’s Ashley Armstrong. They’re tied for fourth.

Schuldt is a former University of Illinois golfer as is Burr Ridge’s Samantha Postillion, who is tied for ninth. Postillion lost last year’s title to Michigan-based Elise Swartout in a playoff.

Armstrong, also an amateur, plays collegiately at Notre Dame.

PREP FOOTBALL Vejvoda to Iowa: Providence’s highly-regarded tight end Nate Vejvoda, who previously committed to Miami of Ohio, has changed his mind and committed to Iowa. He committed to the Hawkeyes last weekend, three days after they offered.

YOUTH BASEBALL Channahon 0-2 at Mustang 9U World Series: Channahon’s 9U Mustang baseball team ran into some very good pitching at the World Series in Walnut, California, last weekend. Channahon dropped its opening game, 13-0, to a team from Los Mochis, Sinaloa, Mexico and then lost, 6-0, to Corpus Christi, Texas.

Michael Roberson had one hit against Mexico. Mitch Thomas and Dominic Cioni each had a hit against Corpus Christi, and Gabriel Knowles also stole two bases.

Channahon Mustang: The 10U Mustang baseball team finished one game away from reaching the Mustang World Series in Texas. They lost, 14-4, decision to Lafayette, Indiana, in the North Zone title game Sunday to finish their season 13-5.

In the opening game of the North Zone, Channahon defeated Chester, 10-2, behind the Louie Johnson, who went 3 for 3 with two RBIs. Teddy Arnold slammed a two-run homer, while Tim Flanagan was 2 for 3 with an RBI and Cade Ooms had a triple and an RBI. Adem Osmani (6 strikeouts) and Brandon Thompson (5 strikeouts) each pitched three innings.

Channahon then beat McCutcheon, Indiana, 9-7 as Johnson was 2 for 2 with two RBIs and Flanagan went 3 for 4. Luc Strange was 2 for 3. Tim Flanagan struck out nine in four innings, while Brandon Thompson racked up three strikeouts in two innings.

Pool play ended with a 14-6 loss to Lafayette. Osmani was 2 for 4 with an RBI. Lucas McMillin had an RBI triple and Johnson was 1 for 1 with two RBIs. Cade Ooms (5 strikeouts and McMillin (3 strikeouts) each threw three innings.

Channahon blanked Clifton, 12-0, in the semifinals as Arnold was 3 for 3 with a triple and an RBI. Osmani went 2 for 3 with a double and two RBIs. Ooms drove in two. Osmani struck out three in his four innings.

In the title game, Arnold went 2 for 2, while McMillin doubled.

BOURBONNAIS – When the pads came on for the first time Sunday, guard Michael Ola did his best to make his first reps worth it.

In one-on-one pass rush drills, Ola stood his ground, keeping both undrafted rookie Brandon Dunn and thirdround pick Will Sutton at bay. Kyle Long praised Ola from the sideline.

Ola was claimed off waivers May 29 from the Dolphins, and he reunited with Marc Trestman, whom he played for in Montreal in 2012. Through four practices in training camp, Ola has been working as the second-team right guard.

With Long out Monday and Eben Britton playing second-team right tackle, Ola got an opportunity with the first-team offensive line, splitting reps at right guard with Brian de la Puente, and he later played left guard when Matt Slauson was out.

“It felt great, man, just finally putting the pads on, see

where you are, gauge where your teammates are and work on your craft,” Ola said with a big smile after Sunday’s first padded practice.

The Bears figure to keep nine offensive linemen – last year’s starting five, Britton and de la Puente are expected locks, which means Ola is competing with James Brown, Taylor Boggs, Joe Long and Charles Leno Jr., among others, for the final two spots, or maybe get a look at the practice squad.

While competing, Ola is reveling in the experience with his O-line teammates.

“I can honestly say this is the best offensive line group I’ve ever been a part of,” he said. “I didn’t have to work to be welcomed here. There was no animosity. Slauson teaches me everything I need to know. “… And beyond that it’s not just here in the office.

When I didn’t have my car out here, they were picking me up and everything. I just feel like the little brother jumping into the crew, trying to find my way.”

Fitzgerald looks for more recruiting accountability

By JEFF ARNOLD jarnold@chicagofootball.com CHICAGO – Pat Fitzgerald spent the offseason preaching accountability to his Northwestern football program, stressing the need for his players to own up to the moments that cost the Wildcats games during last year’s disappointing 5-7 season.

But Fitzgerald also believes there needs to be more accountability when it comes to recruiting in an age when high school players commit to play college football at a school, Pat Fitzgerald only to change their mind.

So on Tuesday – a day after Northwestern had its two highest-ranked recruits step away from their verbal commitments – Fitzgerald seconded a motion suggested by Nebraska coach Bo Pelini to do away with National Signing Day all together.

In its place, Fitzgerald proposed creating a website that announces that coaches have

offered a high school recruit a scholarship and then giving the recruit a 48-hour “cooling off period” to decide whether he will accept it. Fitzgerald said everyone in the country would have access to the site so that it’s clear which school has offered a recruit a scholarship and what that recruit’s decision is.

The only out? If a coach gets fired or if a program gets put on NCAA probation. Otherwise, once a decision has been made, it’s made.

“Some of our fans don’t like the idea that if we make a commitment [to a recruit], we’re engaged and if you break the engagement in the marriage world, there’s no more getting married,” Fitzgerald said Tuesday at the Big Ten’s annual media days at the Chicago Hilton.

“Like it or not, that’s the way we’re going to do business.”

Fitzgerald has a strict recruiting policy that prohibits recruits from visiting other schools once they have verbally committed to play for the Wildcats. If they do, Fitzgerald rescinds the offer. It’s a policy that Fitzgerald said recruits un-

Fitzgerald couldn’t specify whether he is the only Big Ten coach to have such a policy in place. But it’s clearly located at the opposite end of the spectrum from coaches like Ohio State’s Urban Meyer and others who have made it clear they will continue to pursue a recruit until they have signed a letter of intent.

On Tuesday, Fitzgerald said there has to be accountability “on both sides of the fence,” and added that he believes the way recruits formally currently commit to a college program is antiquated.

Fitzgerald’s thoughts mirror

those of Pelini, who said that national signing day needs to be done away with. That way, Pelini said, recruits would be allowed to make their decision official when they are ready rather than waiting until February, when each year, thousands of players sign their letter of intent, declaring where they will play football.

Like Fitzgerald, Pelini doesn’t understand the pomp and circumstance of what has become a recruiting national holiday.

“As far as, Hey – you come to an agreement, someone commits to your school, you’ve made a commitment to a young man to come play in your program, why do we have to wait until a certain day?”, Pelini said. “Why don’t we just go ahead and sign on the dotted line, let’s get it over with and move forward.

“And obviously, that’s different than the way things have been for a long time.”

Pelini said perhaps by eliminating signing day, some of the early offers that come from coaches would be eliminated as

well as slowing down “some of the ridiculous things that go on both ends – on the institution’s side of things and as far as the recruits.”

Pelini said, in the end, it comes down to integrity. Fitzgerald agrees wholeheartedly.

On Monday, Northwestern lost a pair of four-star recruits from its 2015 class when twins Andrew and David Dowell – a running back and defensive back, respectively – decommitted, according to multiple media reports. According to the Chicago Tribune, both Lakewood, Ohio, natives, had committed to Fitzgerald in April but are now widely considered to be leaning toward choosing Vanderbilt.

Northwestern currently has 16 players in its 2015 recruiting class.

Fitzgerald said Tuesday he has no intention of changing his policy, calling reversing his course “a slippery slope” that he would be upset to have to travel down if forced. At the end of the day, Fitzgerald said, all he is looking for is for recruits to stand by their word.

The Sox sent 12 hitters to the plate in the seventh and broke the game open against Anibal Sanchez (7-5) and Joakim Soria. Alexei Ramirez added a three-run double in the inning.

Jose Quintana (6-7) allowed two runs and nine hits in six innings.

Detroit made three errors, including two in that seventh inning. Soria made his first home appearance since the Tigers acquired him in a trade with Texas. He retired only one of the seven hitters he faced and allowed his first two homers of the season.

Abreu hit his major league-leading 31st homer of the year. He finished with three hits, extending his hitting streak to 18 games.

Better than store-bought Joliet restaurant owner’s homemade sangria at heart of fundraiser

By DENISE M. BARAN-UNLAND dunland@shawmedia.com JOLIET – Guy Turi, owner of Barolo’s in Joliet, won’t share.

The formula for his signature Sangria, that is.

Turi will, however, be sharing plenty of the beverage Tuesday during his Sangria Summer Party fundraiser at his restaurant, to benefit the nonprofit Adopt-A-Village, Guatemala.

Although Turi has not yet finalized the menu, he promises it will include a variety of meats and pastas, served in a casual style. This is not a black-tie affair.

“I want people to mingle with each other,” he said.

Why Guatemala?

Many years ago, Turi began sponsoring a child in Guatemala through World Vision, said his wife, Melissa Turi, which is how he learned about the plight of children in extremely poor areas and became determined to do more.

So Guy and Melissa adopted a little girl from Guatemala – Ana Christina, now 7 – who joined their sons Gaetano, 16, and Anthony, 10, as well their dog, Winnie. For Guy, it was still not enough.

Guy Turi is now “stepping up to the plate,” Melissa said, with the fundraiser.

“I’m just struck by the poverty of these little kids, living on the streets and eating garbage,” Guy said. “I can’t physically go there and build schools, so this is my way of helping.”

At the heart of the celebration will be Guy’s sangria, which he began making about six years ago and has since become a popular item at Barolo’s.

People actually buy extra bottles so they can enjoy it at home, he said.

“I had tasted commercial sangrias, and the flavor just wasn’t there,” Guy said. “I knew I could do better than the store-bought.”

While Guy wouldn’t dream of parting with his recipe, he did share this: He uses only natural products in his Sangria and that he macerates the wine in his special mix of fruits, herbs and spices for at least a week.

How much Guy makes in a season is anyone’s guess. “We make it continuously,” Guy said.

Through AAVG and from visiting Guatemala when they were adopting their daughter, Melissa learned that many children are living on the streets before they reach adolescence. Poor families fortunate enough to stay together live in shacks and subsist on tortillas from corn they hand-grind

and bake in an oven that’s little more than a hole.

“The fortunate ones are able to secure some beans,” Melissa said.

Melissa said that in the 25 years that the AAVG founder has been running the grassroots organization, she has established an education founda-

tion, sponsorships and ways to help the people become more self-sufficient. “[The founder] doesn’t just give them money,” Melissa said. “She gets them seeds and helps them with gardening and greenhouses, where she actually teaches them how to sustain themselves.”

In addition to Guy’s sangria and the Mediterranean buffet, the event will feature some unique raffle items, Melissa said. One is a chocolate basket, with two $50 tickets to next year’s Shorewood HUGS chocolate ball, donated by the nonprofit Shorewood HUGS. Another will contain a bottle of wine, a variety of pasta and other foodstuffs, Melissa said. Authentic Guatemalan “worry dolls” will be sold for $5 each.

At the bridge table, a deal is a short-term problem. Your goal is to make or break the contract.

However, sometimes there is an ominous problem that can be hard to spot.

In today’s deal, how should South play in three no-trump?

West leads his fourth-highest heart. East wins with his ace and returns the heart jack, the higher of two remaining cards.

The auction was straightforward. South’s one-no-trump rebid showed a balanced hand with 12-14 points. North knew to go for the nine-trick game, not to look for five clubs. Here, careful defense would have defeated five clubs; South would have lost two spades and one heart.

Declarer seems to have nine easy winners: one spade, one heart (given the first trick), two diamonds and five clubs. But if South wins the second trick and goes after the clubs, he will, sooner or later, notice a problem. Since East has jack-third, declarer will have to win the fourth round of clubs in the dummy. He will have no way to reach his winning club six.

It is difficult to anticipate the potential blockage in the club suit.

But once it is spotted, how can South get around it?

The solution is not to win the second heart trick. Then, when East leads his last heart, declarer takes the trick with his king and discards a club from the dummy.

Alternatively (but not recommended), South could take the second trick and lead his third heart, throwing a club from the board.

Dear Abby: My husband’s family are hypocrites! They talk about everyone and their problems, yet when something arises in their family, they want it kept hushhush.

My sister-in-law, “Gina,” had a baby recently. Her husband, “Allan,” was suspicious because their sexual relations had stopped years ago. He did a store-bought DNA test (twice) and realized the baby was not his. How to treat and prevent athlete’s foot infection Dear Doctor K: I have athlete’s foot. How can I get rid of it? And how can I make sure I don’t get it again?

Dear Reader: Athlete’s foot is a common fungal infection. It got its name because walking around barefoot in a locker room is a good way to become infected. You can also pick up the fungus from improperly cleaned instruments used in a pedicure, in the dressing rooms of clothing stores, in swimming pool changing areas, or anyplace that combines dampness and a lot of foot traffic.

An early sign of infection is white scaly patches or fissures (small tears in the skin), especially between the toes. As the infection progresses, the skin may turn red and become itchy and moist. Small blisters may spread out across your foot. They then break and expose painful fissures that may swell. The infection may spread to the soles of your feet or to your toenails. If you touch your feet and then another part of your body, the infection may spread there as well.

There are several treatment options. For a mild infection, focus on foot hygiene. Wash

Apply an antifungal cream to the affected area and dust your socks and shoes with antifungal powder. Examples of medicines that are available over the counter are terbinafine (Lamisil), clotrimazole (Lotrimin), miconazole (Micatin) and tolnaftate (Tinactin). Many effective antifungal remedies are sold over the counter.

If you have a severe infection or don’t see improvement after two weeks of over-the-counter treatment, see a foot care specialist. He or she may prescribe a stronger topical medication for a longer period of time. He or she also may recommend a prescription medication to take by mouth. Some examples are terbinafine, itraconazole and fluconazole.

Watch for one dangerous complication of athlete’s foot: a bacterial infection called cellulitis. It causes a redness of

the skin on the top of the foot (starting near the toes) and then spreads up the lower leg. The red area may be slightly tender, and a fever may develop. Bacteria live on the skin. When athlete’s foot causes a break in the skin, it allows bacteria to get under the surface of the skin and spread.

The best way to prevent athlete’s foot, or a recurrence of it, is by wearing sandals or shower shoes in locker rooms or pool areas. Fungi thrive in dark, damp environments, but the most common dark, damp environment your feet experience is not a locker room. It’s your shoe, particularly in warm or hot weather, when your feet sweat.

To avoid athlete’s foot, wash your feet with soap and water at least once a day. Keep your feet dry the rest of the time. Put on clean socks every day, and change them more often if you sweat a lot or get them wet. Take your shoes off at home to give your feet a chance to “breathe.”

Teen girl is as free as a bird Dr. Wallace: I’m a 17-year-old girl, and for the first time in several years, I’m free as a bird in flight. Since I started dating at 15, I was always hung up on some guy. I thought if I didn’t have a guy, I’d be an outcast socially. Sure, I want to meet the right guy someday, but that’s in the future.

I am now totally happy not having a guy in my life. I belong to several school organizations, volunteer for a local charity and teach Sunday school. I also spend more time with my girlfriends, and we have good times when we get together. I really don’t need some guy coming in and changing my life at this time.

Why do girls feel that having a steady boyfriend is so important?

‘Get on Up’ doesn’t tell full story of James Brown

By ED SYMKUS More Content Now The energy and excitement are there, the music – from which much of that energy and excitement pours – is front and center, and the acting is as near as you can get to flawless. But when a poster boldly claims “Get on Up” to be “the James Brown story,” the film has the responsibility to tell that story in a manner that lets you begin to understand what made James Brown tick.

That doesn’t happen here. Yes, the tale stretches from his poor-as-dirt days, growing up in a dysfunctional backwoods family – dad (Lennie James) is a brute, and mom (Viola Davis) pretty much flees for her life – and it goes right up to the period when the international star is starting to lose his mind. But the film is constructed in a scattershot matter. It jumps around in time, visiting and revisiting different points in his life and different people at those points, without letting us comprehend what’s going on in his head at any given time.

Chadwick Boseman, who’s been knocking around on various TV series for the past decade but hit gold embodying Jackie Robinson last year in “42,” and added great support as Vontae Mack a few months ago in “Draft Day,” doesn’t really look much like James Brown in any of his various hairstyles. But he’s got both the moods and the moves of the man down.

Unfortunately, Boseman also goes for and gets Brown’s sometimes unintelligible bursts of barking out words when he’s upset. But that goes with the package.

Of the people acting around him, everyone does it right, but two really stand out: Nelsan Ellis (“True Blood”) as Bobby Byrd, his friend and bandmate turned background singer, and Dan Aykroyd as his longtime agent Ben Bart.

But never mind the acting. This should have been a film that dug deep into Brown’s life, and pulled out moments that led to him becoming as successful and influential as history says he was.

There’s not really a lot about his influence here, but it’s explained that he made a lot of money, could pump up a crowd, and alienated the musicians in his band.

But though it covers a lot of ground, the script skirts over too many situations and issues. And it completely ignores the younger viewers that it should go out of its way to educate and inform.

No one under 30 is going to realize that the man named Richard (Brandon Smith) who for a very brief period takes young James under his wing and offers him advice is Little Richard, as beyond the performance of a song, he’s never even introduced.

And the scriptwriters either didn’t do their research on an important subject, or just got it wrong.

Their presentation of significant

events that happened right after the 1968 assassination of Martin Luther King are completely misconstrued here.

King was killed on April 4, and Brown had a concert scheduled at the Boston Garden on April 5. The day was saved, and violence was avoided, not as the film purports, because the concert went on or because Brown calmed down the crowd, but because Boston Mayor Kevin White got a local TV station (WGBH) to broadcast the concert live, keeping people at home, watching it on TV rather than being out in the streets.

Yet there are plenty of other events, some of them less important, others underdeveloped, tossed into the film that pad it rather than propel the story.

The stylistic choice of presenting all of this information in jumps and starts, and flitting back and forth in time, might have sounded like a good idea, and even made some sense on the written page.

But despite the creative approach of the filmmakers, and a lengthy 138-minute running time, we get only a series of snapshots rather than a cohesive picture of the man’s life.

After watching the film, I still don’t know the James Brown story.

• “Get On Up” is written by Jez Butterworth and John-Henry Butterworth and directed by Tate Taylor. The film stars Chadwick Boseman, Nelsan Ellis, Dan Aykroyd, Lennie James and Viola Davis.

It is rated PG-13.
