2 arrested after pursuit, shootout

By LAUREN LEONE–CROSS and BRIAN STANLEY Shaw Media CHANNAHON – Two Manhattan residents were in custody Wednesday afternoon after a police pursuit led to a shootout near Interstate 55 and Arsenal Road in Channahon which caused traffic backups along the northbound lanes.

Luke Bertolini, 23, and Kadi Craig, both of Manhattan, were later identified by Channahon Police Chief Jeff Wold as the suspects of the shootout, as well as a possible second incident involving gunfire. Both incidents occurred Wednesday afternoon.

By LAUREN LEONE–CROSS lleonecross@shawmedia.com DWIGHT – The head of the state’s Teachers Retirement System spoke Wednesday to the Rotary Club of Dwight, providing his answer to the No. 1 question on the minds of everyone paying attention to the budget mess in Springfield: Who’s really to blame for the state’s money troubles?

It’s not Gov. Bruce Rauner.

It’s not House Speaker Michael Madigan or Senate President John Cullerton.

“The [underfunded pension liability] has gotten so big, I think everyone’s heads are exploding right now,” TRS Executive Director Dick Ingram said as he addressed a crowd at Wednesday’s Dwight Rotary luncheon.

“That’s where the problem is,” he said. “That’s why there’s a huge clash in the budget right now. Because we and the [other pension systems] have absorbed so much of the general revenue.”

The state’s pension contributions this year make up about $7 billion – or 20 percent of the state’s budget, he said.

Other states average closer to 4 to 7 percent.

The cash-strapped state of Illinois is grappling with a $111 billion deficit in what’s needed to cover its employee retirement obligations – all because of past administrations’ skimping out for decades on mandatory pension payments, he said.

The TRS is among the largest in the nation with about 160,000 active teachers, 112,000 retirees and another 120,000 inactive members. It’s also one of the most underfunded – by about $60 billion.

“If we had been regularly

funded during the course of our history, the appropriation of TRS would be [fully funded],” he said.

Pension payments are protected from the state budget impasse, he said, with pensions being one of the few continuing appropriations protected by the Illinois Constitution, along with debt service, human service programs tied to consent decrees and teacher health care costs.

Norma Hedges, a retired teacher from Morris, was among TRS members in attendance Wednesday. Hedges retired in 1993 from Morris Community High School.

She said the money lawmakers and past administrations diverted for decades from the TRS and other pension systems were unfair “subsidies for taxpayers,” she said.

Ingram said lawmakers are limited in choices on how to pay for the underfunded pension liability moving forward,

John Mathias, owner of Big Fish, said a man came in to the establishment and made comments that alarmed the staff before he went back out to the Harbor Marina.

“He asked my bartender, ‘Can you fight?,’ and went back outside [and] fired two or three shots in the marina,” Mathias said. “It looked like he was on something.”

After the reports were made to authorities, Wilmington and Will County Sheriff’s police pursued the suspect’s vehicle to I-55 and Arsenal Road. Wold said one police officer, not a Channahon officer, exchanged gunfire with the male suspect.

Program visits Minooka to discuss safety near train tracks

By ALLISON SELK Shaw Media correspondent MINOOKA – With bubbles flying, music blaring and kids laughing, Little Obie, the miniature Canadian National locomotive, chugged Wednesday along the trails of Lion’s Park in Minooka.

Clara Essary, 5, of Minooka sat in the bright red and black locomotive watching the bubbles bounce off her face, while moving her arms like wheels saying “chugga chugga.”

“It was awesome because it went around the park and blew bubbles,” she said of the train ride. “I’m not sure if all trains blow bubbles or not. I did learn that they say ‘choo choo’ and to look, listen and stop before I cross a train track.”

Look, listen and stop was exactly what Commander Eric Graf of the Canadian Railroad Police wanted each of the 120 campers at the Minooka Summer Camp to walk away knowing after listening to his presentation.

Denis Tatgenhorst, community policing officer for the Minooka Police Department, said Graf and his crew tour the country with the “Operation Lifesaver” presentation, and have been in Minooka the past five years.

The crew set up in the middle of Lion’s Park where children ages 5 to 12 gathered to learn. Graf placed different railroad signs and a tarp that looked like railroad tracks in the grass, and in small groups while using large cartoon picture cards, taught the kids what not to do around trains.

With each card, he described in detail how each situation was dangerous, and asked the children to repeat the information.

“Kids, this is important information to know,” Graf said. “Thousands of people are injured and hundreds are killed each year on train tracks while they are doing

things they aren’t supposed to be doing.”

The part of the presentation the kids most looked forward

to was the train ride around the park. But to get on the locomotive, the children had to demonstrate they knew how to be safe around railroad tracks.

Groups stood in a single-file line while Graf had each child count the railroad awareness signs, and had them look, listen and stop before crossing

the faux tracks to board the train ride.

“Illinois is third in the country for trespassing accidents because of individuals crossing tracks where they aren’t supposed to. People need to learn that trains can’t swerve right or left, they go straight,” Tatgenhorst said. “Trespassing is a real problem.”

Board to review rec facility’s new design Preservation commission questions impact on Nowell Park

By BOB OKON bokon@shawmedia.com JOLIET – Plans for an East Side recreational facility are moving forward, although there still is some resistance to the impact on Nowell Park.

Construction could start in the fall with the facility opening in October 2016.

The Joliet Park District board on Monday will see what could be the final design plan for the project, which would include indoor soccer, baseball and basketball facilities.

“We listened to what the community said, and we added some basketball courts with removable floors,” said park board President Glen Marcum.

The proposed building also has become bigger to create storage space for the basketball flooring, which can be removed when not in use.

The size was noticed by members of the Joliet Historic Preservation Commission.

The commission has raised questions about the project. At its monthly meeting Wednes-

day, members discussed how the new facility would fit in Nowell Park.

“I think it’s going to be a really big box on the property,” said Commissioner Sharon Merwin. “... To me, it’s going to be a really big building on not a big piece of land.”

The commission has considered placing landmark status on the old Nowell Park pool bathhouse, which will be demolished to make room for a parking lot, and one of the pavilions, which will remain.

But, Commissioner Gerri

Eck, said the pavilion does not appear to blend in well with the new construction.

“The pavilion is going to be totally lost – what they’re doing to it,” Eck said during the report on the Nowell Park plan.

Marcum said some consideration will be given to incorporating design elements from the bathhouse and pavilion into the recreation facility. He did not agree with the characterization of the design as a big box.

“I think they want to see

that the design of the existing bathhouse and the pavilion incorporated into the new building, so it’s not just a warehouse look – which it won’t be,” Marcum said.

The park board will look at the latest design when it meets at 5 p.m. Monday.

Marcum said the plan now is to begin construction in the fall. Architects have said the building could open in October 2016, he said.

The East Side recreation facility is one of several projects in a $19.5 million capital development program approved by voters in a referendum in November 2014.

City Council approves repairs to sidewalk behind the Rialto

By BOB OKON bokon@shawmedia.com JOLIET – The crumbling sidewalk behind the Rialto Square Theatre will be fixed.

So will some sidewalk in disrepair outside Union Station.

The Joliet City Council this week approved spending $41,000 to replace sidewalks in both areas.

Sidewalk costs at the Rialto could be as much as $30,000 because of the need to not only replace the sidewalk but also fill an open vault that has caused the problem, Public Works Director James Trizna said.

“We’d be in litigation for more than that if we don’t do something,” Councilwoman Bettye Gavin said at a Public Works Committee meeting in which the project was reviewed.

Rialto officials had been seeking repair of the sidewalk.

City officials attribute the crumbling sidewalk to the demolition of the Ivanhoe Building in 2004. They have said a vault, located under the sidewalk and used for storage in the old building, was not adequately filled after the demolition.

The city will fill the vault with gravel.

Several pets die in house fire The HERALD–NEWS PLAINFIELD – Three dogs and several small pets died Tuesday night in a fire that left a Plainfield home at Maple Court uninhabitable, according to a news release.

A family of seven – two adults and three children – wasn’t at their home at 14407 S. Maple Court at the time the fire started, according to the Plainfield Fire Protection District news release.

The fire caused an estimated $210,000 of damage, in addition to contents of the home that were damaged or destroyed.

Plainfield fire, police and MABAS 15 fire investigators are investigating the cause of the fire.

The fire district responded at 8:29 p.m. Tuesday to several calls of a fire, smoke and flames coming from the home’s living room window.

Plainfield, Bolingbrook, Naperville and Oswego fire

departments assisted. The fire was under control at 9:04 p.m., according to the news release.

The American Red Cross provided assistance to the family, and the fire district provided a voucher to stay a night at an area hotel, according to the news release.

The fire was the second blaze in a week that left a Plainfield home uninhabitable. On Sunday, a fire destroyed a home at 13021 S. Northland Drive, injuring a firefighter and a cat.

Joliet man arrested on charges he assaulted woman in a van

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Police say a convicted rapist allegedly sexually assaulted a woman in a van early Monday in Joliet.

The 36-year-old woman and Allen D. Beavers, 43, have known each other for some time and arranged to meet Sunday night, according to Joliet Police Lt. Mike Batis.

“They were drinking a lot.

He wanted a sexual relationship that she did not [but] the victim [said] he choked her and forced himself on her while

they were in a van near Beavers’ residence in the 200 block of Fourth Avenue,” Batis said.

About 5 a.m. Beavers and the victim drove to get cigarettes, but the woman drove to the police station to flag down officers. Police interviewed the victim and Beavers separately and recovered evidence from the van, Batis said.

Police reports state the woman had visible bruising on her neck and other injuries.

She also was the victim of a domestic battery involving a different suspect three days earlier, according to police reports.

Beavers was arrested on charges of aggravated criminal sexual abuse, aggravated criminal sexual assault, criminal sexual assault and aggravated battery. He is being held in the Will County jail on $2 million bond.

State police records indicate Beavers is a registered sex offender who was convicted of aggravated kidnapping and aggravated criminal sexual assault. According to a 1999 Herald-News story, Beavers repeatedly raped his ex-girlfriend, held her against her will and shot at two people.

FRANKFORT – Frankfort Village Trustee Todd Morgan announced at Monday’s board meeting that he was resigning from the post, effective immediately.

PLAINFIELD – The number of students externally suspended at Plainfield School District 202 decreased by about 15 percent for the past academic year.

In an annual end-of-theyear discipline report for the 2014-15 school year, Plainfield school officials reported the number of students with external – or out-of-school – suspensions declined from 606 for the 2013-14 academic year to 512 for the year that just ended.

This represents a continual decline since 2010, when the number of students externally suspended was 777, according to the report.

School officials said the number has gone down as the student population decreases.

Since 2010, enrollment districtwide sunk from close to 29,000 students down to about 28,100.

The report doesn’t include information on expulsions, which is when a student is removed from school for more than 10 days but less than two school years. Suspensions remove students from school for a period of 10 days or less for misconduct.

Plainfield School Superintendent Lane Abrell said the district reports the expulsion data to the state. He noted the school district places students up for expulsion at alternate

schools, such as Plainfield Academy.

“We’ve gone away from a lot of [external expulsion] over the past 15 or 20 years and want to keep them in school,” Abrell said. “That was part of the reason for establishing Plainfield Academy 12 or 13 years ago.”

The total number of external suspensions have decreased this year at 1,106, compared to 1,248 for the 2013-14 school year. That year represented the highest number of suspensions since the 2010-11 school year, when the number of suspensions was at 1,146.

After retirement, Florine was onthe-go, enjoying Bingo and senior lunches with the community, but most importantly spending time with her family. She was an extremely enthusiastic, big-hearted individual who centered her life on family. She will be dearly missed but never forgotten.

In the 1950s, Doctorow worked as a script reader for Columbia Pictures, reading novels and summarizing them for possible film treatment. That job led him to his first novel, “Welcome to Hard Times,” a Western published in 1960.

Although he started out in the movie business, he became a durable critic of the medium. The reason was, in part, personal: The film versions of “Ragtime” and “Billy Bathgate” were disappointments.

But he also championed books

as a superior form of creativity, contrasting the budget for staging a battle on screen with the more probing and cost effective arrangement of a few hundred words on the page.

“Fiction goes everywhere, inside, outside, it stops, it goes, its action can be mental. Nor is it time-driven,” he wrote in the novel “City of God,” published in 2000. “Film is time-driven, it never ruminates, it shows the outside of life, it shows behavior. It tends to the simplest moral reasoning.”

Doctorow spent a decade as a book editor at New American Library and then as editor in

RICHARD W. WORKMAN Richard W. Workman, age 29, of New Lenox, passed away unexpectedly on Wednesday, July 15, 2015.

Beloved and devoted son of Dena Workman; cherished and amazing fiancée of Neenah Stepanek; precious and loving grandson of Gloria (the late Robert) Workman; dear nephew and cousin to many.

Rich was a Network Security Engineer for Joliet Junior College. He was member of Phi Theta Kappa and he volunteered as a tutor and mentor

chief at Dial Press, working with such authors as Norman Mailer and James Baldwin, but took several more years to establish himself as a writer.

He was so unhappy with his second novel, the science fiction story “Big as Life,” that he could hardly bring himself to mention it. His critical breakthrough came in 1971 with “The Book of Daniel.”

A fictionalized account of the Julius and Ethel Rosenberg case, “The Book of Daniel” probed the central character’s struggles over the deaths of his parents, executed as Communists in the 1950s. New Republic critic Stanley Kauffmann called it “the political novel of our age, the best American work of its kind that I know since Lionel Trilling’s ‘The Middle of the Journey.’”

With “Ragtime,” published in 1975, he entertained readers and dismayed some scholars by mixing historical figures such as J.P. Morgan, Harry Houdini and Emma Goldman with invented ones from suburban New Rochelle, where he lived at the time. In “The March,” he depicted William Tecumseh Sherman’s march through Georgia and the Carolinas from the vantage points of Sherman himself, a mixedrace freed slave girl, a brilliant but dispassionate battlefield surgeon and two Confederate prisoners who adopt various disguises.

“History is the present.

That’s why every generation writes it anew,” he told The Paris Review in 1986. “But what most people think of as history is its end product, myth. So to be irreverent to myth, to play with it, let in some light and air, to try to combust it back into history, is to risk being seen as someone who distorts truth.”

NEW YORK – Few minds were as playful and as serious as E.L. Doctorow’s.

Conjurer of old-time gangsters and ragtime stars. Commentator on wars and presidents and the laws of the land.

Student of political and literary history and how they tell us who we are now.

Doctorow, who died Tuesday at age 84, was the rare American writer to move gracefully between lives as engaged citizen and solitary inventor.

“Underlying everything – the evocative flashes, the dogged working of language – is the writer’s belief in the story as a system of knowledge,” he wrote in the introduction to his essay collection “Creationists,” published in 2006. “This belief is akin to the scientist’s faith in the scientific method as a way to truth.”

Doctorow was among the most honored authors of the past 40 years. His prizes included the National Humanities Medal, the National Book Critics Circle award and both competitive and honorary National Book Awards.

He forged his reputation around a series of novels – most set in and around New York City – that carried readers from the 1800s to modern times. Mixing fictional characters with historical figures, he looked back to the Civil War (“The March”), the post-Civil War era (“The Waterworks”), the turn of the 20th century (the million-selling “Ragtime”), the 1930s (“Billy Bathgate,” “Loon Lake,” “World’s Fair”) and the Cold War (“The Book of Daniel”).

“I don’t know what I set out to do,” Doctorow told The As-

sociated Press in 2006. “Someone pointed out to me a couple of years ago that you could line them up and in effect now with this book, 150 years of American history. ... And this was entirely unplanned.”

On Twitter, President Barack Obama praised Doctorow as “one of America’s greatest novelists.”

“His books taught me much,” Obama wrote.

Doctorow taught creative writing at New York University and was an instructor at Yale University Drama School, Princeton University, Sarah Lawrence College and the University of California, Irvine. He married Helen Setzer in 1954.

They had two daughters and a son.

Edgar Lawrence Doctorow was born Jan. 6, 1931, in New York, his early years remembered warmly in “World’s Fair.” His father, David Doctorow, ran a music store, and his mother, Rose Doctorow, was a pianist.

Named after Edgar Allan Poe, whom he praised and disparaged as “that strange genius of a hack writer,” young Edgar Doctorow read widely and decided he would become an author at age 9.

“I began to ask two questions while I was reading a book that excited me,” he recalled. “Not only what was going to happen next, but how is this done? How is it that these words on the page make me feel the way I’m feeling? This is the line of inquiry that I think happens in a child’s mind, without him even knowing he has aspirations as a writer.”

Doctorow graduated from the Bronx High School of Science and from Kenyon College in Gambier, Ohio. He attended graduate school in at Columbia University but left without

Peoria police ask for help solving 3rd homicide in a week

PEORIA – Police in Peoria are asking for the public’s assistance to help them solve the city’s third homicide in a week.

Authorities say 25-year-old Ira Montford died early Tuesday when he was shot in the chest and found outside his family’s apartment building. The Peoria Journal Star reported that Peoria police Capt. Loren Marion III later Tuesday asked anyone with information about the slaying to come forward.

Marion said the department can’t “solve cases without the public’s help.”

Also in the last week: 26-yearold Zacchaeus Davis was shot and killed Saturday night and 25-year-old Nikko Smith was shot and killed and a second man injured on July 14.

Montford’s death is the ninth homicide so far this year in Peoria. Seven of the nine involved guns and seven cases are unsolved.

Cullerton says time to hit ‘reset’ on Illinois budget talks

CHICAGO – Senate President John Cullerton said it’s time to “hit the reset button” on budget talks and challenged Republican Gov. Bruce Rauner on Wednesday to offer a new spending plan after rejecting most of what legislative Democrats sent him.

The Chicago Democrat also used his first high-profile news conference since May to dismiss Rauner’s claims that a stalemate over a July 1 fiscal year budget could be easier resolved without House Speaker Michael Madigan.

between Rauner and Madigan.

In weekly news conferences, the Democrat paints proposed pro-business agenda items Rauner wants before a budget agreement as “extreme.” But Rauner, who blames Madigan for the impasse, said Democrats are continuing on the wrong financial path. Rauner told reporters Tuesday he’d negotiate better if dealing with only Cullerton.

But Cullerton disagreed.

“He’s not negotiating with me on the budget, that’s why I’m here,” Cullerton told reporters.

“I don’t know what he’s talking about.”

Cullerton said negotiating shouldn’t be as difficult now because more than half of the budget is already being paid, including education spending Rauner signed and social services mandated by court orders.

But he predicted ramifications, like another credit downgrade, if a full spending plan isn’t in place soon. He said Democrats have discussed some of Rauner’s agenda, like a property tax freeze, but it was time to scrap “sideshows” for the budget.

“The governor spent his time in office prioritizing a corporate agenda that will satisfy his corporate friends,” Cullerton said.

“While some of these ideas are worthy of debate, the governor has been unable to provide one shred of evidence that his agenda adds one cent to the ledger for our budget crisis in the short term or to elevate our credit rankings in the long term.”

The Senate meets Aug. 4.

Blagojevich ruling draws line on what is, isn’t corruption

CHICAGO – Federal judges who tossed several of Rod Blagojevich’s corruption convictions endeavored to answer a question legal observers said Wednesday had gone largely unanswered: Just when does an elected official cross the line between legal and illegal political horse-trading?

The 7th U.S. Circuit Court of Appeals in Chicago overturned five out of 18 wide-ranging counts against the imprisoned former Illinois governor, focusing the bulk of its 23-page

opinion on Blagojevich’s bid to trade his power to appoint someone to the U.S. Senate seat that Barack Obama vacated to became president for either campaign cash or a top job.

Courts have offered credible definitions of corporate corruption, but political corruption has been less well defined, Jeff Cramer, a former federal prosecutor in Chicago said Wednesday, a day after the court’s ruling, which also called for Blagojevich to be resentenced. That means the 7th Circuit’s conclusions could influence how courts and prosecutors nationwide handle political corruption cases, he said.

Disaster declaration sought to help flooded farmers

SPRINGFIELD – Officials with the U.S. Department of Agriculture in Illinois plan to seek a federal disaster declaration to make farmers with flood-damaged crops eligible for assistance, as flood warnings persist along several state waterways, including the Illinois River.

The declaration would make farmers who faced extensive spring and summer flooding eligible for loans and possibly emergency funding, according to Scherrie Giamanco, state executive director for the Farm Service Agency under the USDA. County FSA offices across Illinois have collected damage reports on corn, soybeans and other crops, she said.

The declaration request also is backed up the Illinois Department of Agriculture and Gov. Bruce Rauner, Giamanco said.

Illinois registered its wettest June on record this year and July has also been unusually soggy, state records show. The average statewide precipitation last month was nearly 9.4 inches, breaking the previous record of nearly 8.3 inches for June, which was set in 1902.

Veterans’ advocate sues Madison County for right to work

EDWARDSVILLE – A southwestern Illinois veterans’ advocate is suing Madison County after he was barred from his office after a violent incident his lawyer blames on post-traumatic stress disorder.

The Belleville News-Democrat reported officials won’t allow Iraq War veteran Bradley Lavite to work in the Edwardsville county administration building after a March disorderly conduct arrest.

The felony charge was later amended to a misdemeanor violation and will be expunged if Lavite, a 20-year Army Reserve veteran, successfully completes 90 days of court supervision.

He also must pay $1,600 in restitution for kicking out a police car window while being transported to a hospital for a medical evaluation.

County administrator Joseph Parente said he has tried unsuccessfully to negotiate the terms of Lavite’s return to the Madison Veterans Assistance Commission.

COLUMBUS, Ohio – Gun-toting citizens are showing up at military recruiting centers around the country, saying they plan to protect recruiters after last week’s killing of four Marines and a sailor in Chattanooga, Tennessee.

The citizens, some of them private militia members, said they’re supporting the recruiters, who by military directive are not armed.

“We’re here to serve and protect,” Clint Janney said Tuesday, wearing a Taurus 9mm handgun as he stood in a parking lot across from a recruiting center on the west side of Columbus.

“What the government won’t do, we will do.”

Sheriff: Ill. woman who died in cell mentioned suicide attempt

By DAVID WARREN The Associated Press DALLAS – A woman whose death in a Texas jail has raised suspicions about the official conclusion that she hanged herself told a guard during the booking process that she had tried to kill herself in the past, the sheriff said Wednesday.

Waller County Sheriff Glenn Smith told The Associated Press during a telephone interview that Sandra Bland told a jailer July 10 about a previous suicide attempt, while being asked a series of questions posed to each person booked into the jail. He did not provide further details about the conversation.

Asked about Smith’s assertion, the attorney representing Bland’s family, Cannon Lambert, said relatives have “no evidence” that she ever attempted suicide or had been treated for depression.

It was not immediately clear why the department hadn’t previously disclosed details of conversations with Bland, or whether they were shared with other jail staff.

It also wasn’t clear whether Bland was on suicide watch or otherwise specially monitored during her weekend incarceration.

A second jailer also interviewed Bland, according to the sheriff. The 28-year-old black woman from Naperville said she was not depressed but was upset about her arrest, which occurred following a confrontation with a white officer who had stopped her for a minor traffic violation.

Smith said both jailers who spoke with Bland insisted she appeared fine when being booked on a charge of assaulting a public servant.

Bland’s body was found three days later in her cell.

Authorities say she hanged herself using a plastic liner taken from a garbage can.

Smith said Wednesday that no one gained access to the cell and contributed to Bland’s death.

“My obligation is to run this jail and keep everyone safe,” he said.

Bland’s family has said she was not despondent and was looking forward to starting a new job at her alma mater, Prairie View A&M University. Lambert said Wednesday that Bland had just bought groceries and was ecstatic about her new job when she was pulled over.

However, Bland posted a video to her Facebook page in March, saying she was suffering from “a little bit of depression as well as PTSD,” or post-traumatic stress disorder. At least one friend has said she was just venting after a bad day.

The sheriff discussed Bland’s booking process as her family held a news conference in suburban Chicago to discuss the release of video of her arrest taken from the offi-

cer’s dashcam, which shows him drawing a stun gun and threatening Bland when she refuses to follow his orders.

The roadside encounter swiftly escalated into a shouting confrontation, with the officer holding the weapon and warning Bland, “I will light you up,” for not getting out of her vehicle.

The video posted online Tuesday by the Texas Department of Public Safety shows the trooper stopping Bland for failing to signal a lane change.

The conversation turns hostile when the officer asks Bland to put out her cigarette and she asks why she can’t smoke in her own car.

The trooper then orders Bland to get out of the vehicle.

She refuses, and he tells her she is under arrest.

Further refusals to get out bring a threat from the trooper to drag her out. He then pulls out a stun gun and makes the threat about lighting Bland up.

When she finally steps out of the vehicle, the trooper orders her to the side of the road. There, the confrontation continues off-camera, but it still is audible.

Abrell said many school districts wrestle with the issue of student population percentages or enrollments not always matching with percentage of referrals, detentions or suspensions. Schools are constantly

looking at ways to close those gaps.

“Schools are constantly looking for reasons. Part of it could be education. It could be a whole bunch of reasons,” Abrell said.

The school district discipline committee outlined several steps for the future, such as researching professional development opportunities for administrators and staff on disciplinary issues.

The committee also suggested providing staff development for school administrators and staff on culturally responsible instruction and engagement with black students.

E-cycling gets a boost in Illinois As the speed at which household electronics – computers, televisions and cellphones, for example – become obsolete continues to accelerate, consumers, manufacturers and communities face a greater responsibility to ensure such items are properly recycled and don’t end up harming the environment.

Think about all of the new and obsolete electronics that occupy space in an average home: multiple TVs of varying ages and the accompanying remote controls; forgotten video game consoles and games; landline phones replaced by cellphones replaced by smartphones; VHS, DVD and Blu-ray players; hulking desktop computers made obsolete by lightning-fast laptop computers; portable music devices; piles of cables, keyboards, mice, routers, batteries and chargers; and small kitchen appliances, from more traditional blenders and coffee makers to that bread machine that was a wedding gift and the quesadilla maker that collects dust on a shelf.

Indeed, we live in a digital age, and we enjoy our gadgets.

But while manufacturers are happy to rapidly churn out newer and faster electronics for consumers to purchase, on the whole they haven’t been quite as eager to encourage consumers to recycle their old electronics. There’s a reason for that: recycling electronics is expensive.

Comparatively speaking, recycling newspaper and aluminum cans is a breeze.

But electronics, which contain glass, metals and plastics, are a different story.

Some of the components, although scarce or expensive to produce, require greater effort to retrieve from the devices they were used in.

Disassembly can take time, and toxic substances may be encountered.

That means resources and events designed to encourage recycling of these items can be hard to come by in some areas. And in the absence of an alternative, consumers may be tempted to dump unwanted electronics in

the garbage or simply allow them to collect dust in the basement. Locally, there’s good news on the electronics recycling front. Gov. Bruce Rauner has signed legislation that makes electronics manufacturers more accountable for encouraging consumers and communities to recycle products, prohibits them from charging local governments for the collection of recyclable electronics, and ups Illinois’ electronics recycling goal.

These changes were needed to help ensure expensive electronics recycling – or “e-cycling” – does not become cost prohibitive for communities, causing collection efforts to go the way of console TVs and rotary phones.

Meanwhile, it is hoped the state’s updated e-cycling law encourages more Illinois communities to offer collection events and helps consumers come to realize the importance of recycling in a world where electronics are designed for obsolescence.

Quarterback Wisneski leads way for Steelmen

By DICK GOSS dgoss@shawmedia.com BOLINGBROOK – Zach Wisneski said last football season “was like a blur.”

That’s understandable.

Wisneski was Joliet Central’s starting varsity quarterback as a freshman. Playing in the SouthWest Suburban Blue, which includes powerful Bolingbrook, Lincoln-Way East and Homewood-Flossmoor, Wisneski learned under fire.

Now, as a seasoned sophomore, he is ready to take his game, and the Steelmen, to new heights.

“I feel like I am way more comfortable now with reads and everything,” Wisneski said during Saturday’s 32-team 7-on-7 competition at Bolingbrook. “I understand more what I’m reading in defenses. It just feels easier.”

Wisneski played baseball in the spring and early portion of the summer, and now he is back in the weight room for football.

“I’ve been to six or seven camps, too,” he said.

Central coach Brett Boyter is impressed with what he has seen.

“I’m excited about Zach’s development,” he said. “It’s not only the physical aspect, it’s the mental game where he has shown so much improvement. He quickly grasps the concepts, where to go with the ball. He gets better, day in and day out.”

Despite his young age, Wisneski has earned the trust of his teammates.

“We will give him a lot of control on the field,” Boyter said. “When you have a quarterback who is a leader, and loves football, he gets everyone else to buy in.

“We’re going to have a lot two-way players, but this is high school and it’s not uncommon, although we won’t have anyone playing every down.

Jomarre McNair, for example, is a good receiver besides excelling at cornerback. We have kids who want to play receiver now because they know they will have a chance to catch the ball. In the past, they thought they had a better chance to catch the ball if the they played

The Steelmen were 0-9 last season and are 0-45 over their five seasons since the return to separate programs at Joliet Central and Joliet West. There is little doubt the Steelmen, with a seasoned Wisneski taking the snaps, will be more prepared this fall to challenge several teams on their schedule.

“Our conference has the three powerhouses [Bolingbrook, Lincoln-Way East and

Homewood-Flossmoor],” Wisneski said. “Other than that, we feel we can compete. We have a ton more receiver options than we had last year, and everyone understands more what they are doing.”

“We don’t have a ton of seniors, but we have a lot of experience coming back, especially in the line,” Boyter said. “We expect our offensive line and the outsides of our defensive line to be strengths of the team.

That’s where it all starts.”

Boyter succeeded Mike Maloney as Central’s coach. The Steelmen faced Maloney’s Marian Central team in the Bolingbrook 7-on-7. Maloney noticed one area of improvement in the Steelmen.

“Brett definitely has an improvement in numbers,” he said. “I remember coming here with eight or nine kids who had to play all day.”

The Steelmen will be replacing their running backs, but Malek Harden, Ernest Gray and Jamari Butler provide viable options.

“We have most of our line back,” Wisneski noted. “We have some new receivers up from the sophomore team and some with experience. We have running backs who know what they are doing and almost all our defense is back.”

A key will be for Wisneski and his fellow skill players to avoid turnovers.

“We did have a lot of turnovers last year,” Wisneski said.

“We have to fix that. Especially when we didn’t turn it over,

our defense was pretty good.”

“We do lots of work on creating turnovers and protecting the ball every day,” Boyter said. “Ultimately, it has to be a conscious decision that you are going to do whatever it takes.”

The Steelmen will open the season with games at Thornridge and at home against Rich South. Both finished 2-7 last season and counted Central as one of their wins. Thornridge beat the Steelmen, 33-0, and Rich South slipped past Central, 14-12.

After those nonconference match-ups, it’s time for the last hurrah in the SWS Blue.

Central and West will leave the conference in the 2016-17 school year and will join the Southwest Prairie.

“This [SWS Blue] is a great conference,” Boyter said. “But as a coach, I love going against that competition. We want to make sure we leave this conference being very competitive.

“Of course, we’ll be playing great teams in the Southwest Prairie when we get there, too.”

If you happened to watch the second game of the Cubs’ doubleheader at Cincinnati that began late Wednesday afternoon, you noticed lefthander Tony Cingrani getting the start for the Reds.

The Lincoln-Way Central graduate, who had been on the disabled list since June 15 with a strained left shoulder, finished his rehab assignment at Triple-A Louisville with a strong start Friday.

Cingrani had been pitching in the Reds’ bullpen earlier this season. But with Johnny Cueto and Mike Leake both candidates to be traded as the July 31 nonwaiver deadline approaches, the Reds may be preparing to move Cingrani back into the starting rotation.

In four rehab outings, including three starts, for Triple-A Louisville, Cingrani threw 14 scoreless innings, allowing six hits, six walks and striking out 18. Opponents hit .130 against him.

Cingrani’s last big league start was June 9, 2014, against the Dodgers. He then had two relief appearances before being shipped to Louisville.

But he never pitched there as he spent the rest of 2014 on the disabled list with left shoulder tendinitis.

With the Reds earlier this season, Cingrani was 0-3 with 3.47 ERA in 24 relief appearances. He pitched 23⅓ innings, yielded 17 hits and 17 walks and struck out 26.

LHP Tony Cingrani, a Lincoln-Way Central grad, was activated off the DL to start the second game of Wednesday’s doubleheader as the 26th man. Cingrani went on the DL on June 15 with a strained pitching shoulder. Cingrani makes his first start since June 9 of last season.

Greenup claims win in Bob Tattersall Classic SUBMITTED REPORT MORRIS – With air and track temperatures reaching their highest of the year, the teams of the D’Arcy GMC Short Track Auto Racing Series were found making significant adjustments to their high-powered race cars.

For one team, however, the 120-degree track temperature didn’t change the outcome on Saturday night at the annual Bob Tattersall Classic. Channahon native and current national midget points leader Brad Greenup won the STARS feature for the third time this season.

On the initial start, Greenup and Kyle O’Gara went two-wide for the first five laps before a caution flew. Greenup then held off Ryan Probst before an extra push at the conclusion of lap 27 from Probst found himself facing the opposite way on the front stretch after spinning out of turn four. Greenup breezed the final three laps.

“This win means a lot to us,” Greenup said. “Winning the Tattersall Hard Charger has been one of the highlights of my career and now to win the Tattersall Race adds to it.

We had some issues early on in the night but my dad and my crew worked their tails off in this heat and got the car dialed

in for me.”

O’Gara, making his first appearance of the season at the Grundy County Speedway, finished second.

“It was a good night for us,” he said. “The Guess Performance car was really good at the start but as the race went on it started to get tight through the corners, so to come home second isn’t too bad.”

Tyler Baran rounded out the podium, finishing third.

“We had one of the fastest cars at the beginning of the race but couldn’t find a way to get around the guys ahead of us,” he said. “We have had some little issues go on all season, tonight seemed to go well. A win is right around the corner.”

Probst came back to finish fourth, and Nick Baran round-

ed out the top five.

Patrick Bruns picked up another win in the Illini Racing Series division. Teammate Max Pozsgai finished second.

Travis Mahoney, Erica Ensor and Mike Anderson rounded out the top five.

Ed Ensor, the 2011 Classic Modified champion, cruised to a win over Darren Ihrke and defending modified champion Greg Wills. Jordan Caskey won for the second time this year in the Midwest Legacy Series.

It was the first triple for the All-Star catcher since May 22, 2011, and No. 4 for his career.

NORMAL – The Joliet Slammers snapped their fivegame losing streak in impressive fashion by claiming a 16-2 Frontier League victory at Normal on Wednesday.

Joliet (23-33) scored three runs in the first inning and then broke things open with an eight-run third to grab a 12-0 advantage.

The 16 runs was the most that the Slammers had scored all season. Joliet scored 14 runs in a win over Gateway on May 23. That early scoring burst made a winner out of Andrew Strenge, who only allowed two hits and struck out six in seven innings.

CINCINNATI – Taylor Teagarden singled home the tiebreaking run off Aroldis Chapman with two outs in the ninth inning Wednesday night, completing the Cubs’ biggest comeback of the season for a 6-5 victory and a doubleheader split with the Cincinnati Reds.

Cincinnati won the opener 9-1 behind another strong showing by Mike Leake, who could be traded this month.

The Cubs overcame a fiverun deficit to get the split, completed with Teagarden’s pinch-hit single off Chapman (3-4). Hector Rondon (4-2) escaped a bases-loaded threat in the eighth, and Jason Motte finished it for his sixth save in as many chances.

Leake (8-5) went eight innings in the opener to beat the Cubs for the fifth straight time.

Todd Frazier extended his posthome run derby surge with three more hits, including a two-run double in the first inning off Kyle Hendricks (4-5).

Cubs catcher Kyle Schwarber, who grew up in nearby Middletown, Ohio, went 7 for 16 in the series with an RBI double, two homers and a stolen base. Both teams had 10-batter, five-run rallies in the nightcap.

The Reds piled up their five in the second inning against Dallas Beeler, who didn’t make it past the inning. Shortstop Starlin Castro booted a potential double-play grounder to extend the rally, and Billy Hamilton doubled home two runs.

The Cubs got their five runs in the top of the third off left-hander Tony Cingrani, who failed to make it out of the inning. Cingrani, is a Lincoln-Way Central graduate.

Chris Denorfia doubled home two runs, and Kris Bryant tied it with a pinch-hit, two-run single.

The Reds got the bulk of their runs from big innings.

Catholic baseball camp at Providence in New Lenox teaches skills, faith More online

EW LENOX – Dominic Kampa is a veteran of baseball camps, but the Catholic version he attended this past week – which included pitching and batting with the opposite hands and running the bases backwards – was far more fun.

But for Dominic, 9, of Mundelein that fun paled by compassion to the emphasis on Catholic devotions since he said he doesn’t attend church.

“I learned the rosary and how to kneel in the grass – like this,” Dominic said, as he demonstrated how to genuflect.

Daily Mass, rosaries with baseball rosary beads, confession, exhortations on God’s forgiveness and mercy and devotion to Mary – these are not typical features of youth baseball camps.

But that’s precisely why former MLB player Mike Sweeney began his Catholic Baseball Camps four years ago.

Sweeney, who formerly played first base with the Kansas City Royals and the Philadelphia Phillies, said his first baseball camps were nondenominational in theme, but that they “didn’t fall in line with the desire of my heart.”

The Catholic focus of Sweeney’s camp is why the Rev. Burke Masters, vocation director for the Diocese of Joliet and a friend of Sweeney’s, wanted to bring that camp to Providence Catholic High School in New Lenox, where Masters said he once played baseball before playing at Mississippi State University.

Sweeney’s motto – which Masters echoes – is to promote the greatest story ever told

Masters said about 100 boys ages 8 to 16 participated in the three-day camp, which ran from July 20 to 22. Participants and adult volunteers came from throughout the diocese.

One volunteer was the Rev. Paul Solomon from St. Dominic Catholic Church in Bolingbrook, who also played baseball in college.

Bob Lyman of Mundelein, who said he’s coached football, baseball and basketball for 18 years, felt driving to and from New Lenox each day was worth it every bit of his time.

“It’s to support the kids,” Lyman said.

Each day of camp began with Mass and the reception of communion (for Catholic youth). Masters stressed the power of the Eucharist, which led to him converting to Catholicism and becoming a priest. “[The Eucharist] changed my life,” Masters said, “I knew it was more than a symbol.”

Most of the baseball instruction happened in the morning.

During lunch, various coaches shared their faith experiences, with Sweeney speaking first Monday. The afternoon featured baseball games, the rosary and confession on the baseball field, with priests sitting at the bases.

Christian Alexander, 15, of Westmont, a seasoned baseball player who is so-so about his faith, felt the most significant

part of camp was Sweeney’s faith testimony.

“It made me rethink a few things,” Alexander said, “about how I react to my Catholic faith.”

Usually, Sweeney said, he’s present for the entire camp – speaking, coaching and serving lunch – but stepped back this year because of an illness in his family. He feels blessed for the opportunity share the two things in life that he said most excites him – baseball and the Catholic church.

“I made millions of dollars playing Major League Baseball and I’ve hit home runs in front of 40,000 people,” Sweeney said. “But the greatest thing I’ve done on a baseball field is to run these Catholic baseball camps.”

Tim Botka, president of Fishers of Men in Joliet, which partnered with the diocese to host the camp, felt the camp was a phenomenal success.

Botka called Sweeney “a dynamic presence” and Burke “a blessing to the diocese.”

“We had a good team of people to make it all happen,” Botka said. “The kids had a blast.”

It’s unlikely the kids will forget the heart of these experiences, and Michael Schofield, 9, of Mundelein explained why that is.

“Our baseballs,” Michael said, “were signed by Mike Sweeney.”

Poll: U.S. views of Pope fading

By RACHEL ZOLL The Associated Press NEW YORK – Two months ahead of his first trip to the U.S., Pope Francis’ approval rating among Americans has plummeted, driven mostly by a decline among political conservatives and Roman Catholics, according to a new Gallup poll released Wednesday.

Fifty-nine percent of Americans said this month they had a favorable view of the pope, compared to 76 percent in February 2014, Gallup reported. The share of Americans who disapproved of the pope increased from 9 percent to 16 percent in the same period. The changes were most dramatic among political conservatives, whose opinion of Francis nosedived by 27 percentage points to 45 percent. Among Catholics, Francis’ approval dropped by 18 percentage points to 71 percent.

The survey was conducted from July 8 to 12, three weeks after the pope released his bombshell teaching document proclaiming climate change largely man-made and excoriating an economic system he said drives global warming and exploits the poor. The survey of more than 1,000 adults had a margin of error of plus or minus 4 percentage points.

When the poll was under way, Francis, the first Latin American pope, was on a homecoming tour through South America that especially unsettled conservatives.

Born in Cotabato City, Philippines, Soyao entered the Franciscan Sisters of the Sacred Heart on Sept. 3, 2008. After that, she professed the vows of poverty, chastity and obedience on Aug. 6, 2011. Soyao lives and worships with the faith community at Immaculate Conception in Morris.

In 2004, she was named Faculty Member of the Year at Olivet. In 2010, she was the commencement speaker at Trevecca.

Maxson holds bachelor’s and master’s degrees from Olivet, and a doctorate from Nova Southeastern University.

Mark Gray, polling director for the Center for Applied Research in the Apostolate at Georgetown University, said the poll reflects that “many American Catholics are more closely affiliated with their political party than their faith.”

Several Catholics competing for the Republican presidential nomination have criticized or distanced themselves from the pope over his role in the historic thaw in U.S.-Cuba relations and his insistence that unfettered capitalism has hurt the poorest and most vulnerable.

Catholic conservatives have also expressed discomfort with Francis’ style and emphasis.

Carl Olson, editor of the conservative Catholic World Report,

last week wrote that while he agreed with the pope’s criticisms of consumerism and overreliance on technology as a cure for society’s ills, Olson also found a “weariness” among some Catholics over the tone of many of Francis’ sermons and statements, which Olson described as often “haranguing, harping, exhorting, lecturing” and “grating.”

However, political liberals also appeared to have soured on Francis, with a 14 percentage point dip to 68 percent since last year. John Gehring, Catholic program director at Faith in Public Life, a liberal advocacy group in Washington, said, “some progressives naively expected him to overturn church teaching on abortion, contraception and same-sex marriage.”

In today’s deal, look at the North and East hands. South is in three no-trump. After West leads the club queen, how should East try to stay happy?

North was a trick too strong for his three-diamond rebid, but nothing else was better.

East should stop to consider the alternatives. In no-trump, far more often than not, if third hand wins the first trick, he returns his partner’s suit.

But if East does that here, how many tricks can declarer cash? At least 10: two hearts, seven diamonds (even if South has a void) and one club.

After taking the first trick with East’s club ace, the defenders must find four spade winners immediately.

The best chance to do that is for East to lead the spade 10 or queen.

With this layout, the defenders do take four spade tricks and defeat the contract.

Note that here, shifting to a low spade at trick two is no good. Declarer just plays low from his hand.

The only time it is better to lead the spade two is when West has the spade ace-king-jack-tripleton and thinks of winning the first spade trick with his king, not with the jack.

In this situation, if you need two spade tricks, lead low; if you need three or four tricks, lead high.

Sometimes, unfortunately, a seizure is the first sign of a brain tumor. This happened to the senior senator from my state of Massachusetts, Edward Kennedy.

Recurrent seizures are caused by epilepsy, a condition that may be the result of past brain injuries: head trauma, brain infections and strokes. Epilepsy also may not have an apparent cause.

Will you have another seizure? It’s impossible to know for sure. Doctors do have guidelines to help them estimate the risk of repeat seizures. The risk estimate is based on a series of tests patients should have after a first seizure: • A brain wave test called an electroencephalogram (EEG); • An MRI or CT scan to get a picture of the brain; • Blood tests.

Your chances of having another seizure after an unprovoked seizure are highest if: • You have had a previous stroke or brain injury; • Your EEG reveals that you have a seizure disorder; • You had the seizure while asleep.

If you fall into any of these categories, you would likely start an anti-convulsant drug right away.

Deciding whether or not to take anti-epileptic medication after a first seizure is not straightforward. The best strategy is to work together with your doctor to make the choice that feels right for you • based on an accurate estimate of your future risk.

Dear Dr. K: I’m in my mid-30s, and I recently had a seizure for the first time.

My doctor recommended anti-epilepsy drugs. Do I really need them? What are the chances I will have another seizure?

Dear Reader: A seizure is a sudden change in the brain’s normal electrical activity. During a seizure, brain cells “fire” uncontrollably. There are different types of seizures.

Some cause a person to lose consciousness and fall to the ground, twitching or jerking. Then it stops, and a person slowly returns to normal consciousness.

Other seizures cause a person to look like he or she is conscious, except that they often are not “taking in” what is happening in the world around them. Or they may behave strangely, stare blankly or blink rapidly. This may last a few minutes, but then people are “with it” again.

About one out of every 10 people will have at least one seizure during their life. Most of these seizures, however, occur during early childhood. When a first seizure happens in adulthood, it’s always cause for concern, and for medical evaluation. You’re probably asking yourself three questions: What caused it?

Will it happen again? How can I prevent it?

We know some of the things that cause seizures, and they range from relatively non-serious to very serious. In children, seizures often occur along with high fevers. We used to think that the fevers might be irritating the brain and causing the seizures. In recent years, it’s become clear that infections (particularly a virus I study called human herpesvirus-6) can cause both high fevers and seizures together.

Becoming addicted to some medicines, and alcohol, can cause seizures when a person stops using the substance. For example, people who drink a lot

Dear Abby: I’m in my early 50s, disabled and live with my elderly mother. Between the ages of 8 and 11 I was sexually abused by my adoptive father.

My mother finally caught him in the act, but the next day they acted like nothing had happened. He never did it again, and it was never spoken about, ever.

I have read about women who caught their husbands abusing their children and kicked them out, pressed charges, etc. It makes me think I didn’t matter enough for her to do that. I confronted her about it a few years ago. Her response was that it would have been in all the papers (my parents were prominent local musicians in our town), and there was no way she could have raised two kids on her own.

I still have a deep ache in my soul that tells me that I don’t matter as much as other human beings. I resist going to therapy because I live with her and I know she will quiz me about what we talked about in the sessions. I just want to keep the peace and not risk her going into a tirade about how she “did what she had to do.” I don’t know what to do. Please help. – Still
