Home builders, firefighters debate need for sprinklers

By VIKAAS SHANKER vshanker@shawmedia.com CREST HILL – Home builders and fire officials are at odds over the Crest Hill City Council’s repeal of a fire code that mandated fire suppression sprinkler systems be installed in every new residential construction.

Home builders and Realtor associations are applauding the decision as a cost-saving move that would bring down the price of homes, while fire officials say the lack of a fire sprinkler system decreases the safety of homes.

At the July 7 board meeting Crest Hill City Council members repealed Ordinance 1513. That ordinance, passed in December of 2009, was put in place to increase the safety of future homes built in Crest Hill.

However, since the ordinance passed, no new residential construction has taken place and commercial development has also taken a hit, according to Crest Hill Plan Commission member John Evans.

“The sprinklers were one factor. The bad economy was

another. But the fact is we haven’t had any new residential growth,” Evans said.

Evans and Illinois Association of Realtors Government Affairs Director Tom Joseph were both glad that Mayor Ray Soliman moved to repeal the code five years after advocating for and passing it through the city council.

“We commend him for his efforts to change this,” Joseph said. He said the cost of a fire suppression system is a conservative $10,000 for a 3,000-square-foot building, not including additional water and maintenance costs.

“It’s been smoke from fires that have killed people in Crest Hill, not the fires,” said Evans, who is the longest serving member of the plan commission. “And it isn’t feasible.”

But the Lockport Township Fire Chief Dave Skoryi said that the decision was unwise, and that the sprinkler systems are necessary for today’s homes.

“The real issue is the home builders associations’ misinformation,” Skoryi said.

nois Fire Sprinkler Advisory Board said the Illinois Association of Realtors and home builder groups presented the city with misinformation about the impact of fire sprinkler units in homes.

Lia said new lightweight construction and open construction designs are making homes susceptible to more dangerous conditions compared to older, lumber-based construction.

“In the past, it took a long time for a room to get to flash point,” Lia said about the point when materials in the room reach combustion temperatures. “But today, everything reaches ignition temperature much sooner.”

Bill Basic, the outgoing president for the Home Builders Association of Illinois, refuted that statement, saying homes have never been safer from fires, and there was no attempt to mislead city officials.

“Why would a home burn quicker today when we have all the fire blocking techniques, like smoke detectors, compared to older homes,” said Basic, who has worked with Crest Hill on the ordinance in the past.

Michelin distribution center to break ground Wednesday

Fourteen Texas Roadhouse restaurants in Illinois are participating in the event, including locations in Naperville and Tinley Park. Officers will serve a “free” lunch from 11 a.m. to 2 p.m., and diners will be asked to leave a donation at the table to benefit the 40,000 athletes who participate in Special Olympics Illinois, according to a news release from the organization.

Lunch at the restaurant will be a pulled pork sandwich, corn, fresh-baked bread with honey-cinnamon butter and a non-alcoholic beverage.

By BILL WIMBISCUS bwimbiscus@shawmedia.com WILMINGTON – RidgePort Logistics Center will break ground Wednesday on a 1.7 million-square-foot distribution center, which it says will be the largest development of its kind in the U.S. this year.

The facility will be leased as a distribution center by Michelin, the French tire manufacturer.

Tony Graff, Wilmington’s village administrator, said the project is expected to cost $55 million to $60 million, and create 300 to 400 construction jobs.

“We’re definitely excited,” Graff said.

Tony Fouladpour, a spokesperson for Michelin, said the facility is anticipated to open in mid-2015.

The tire distribution center will primarily be served by rail, Fouladpour said.

“It’s obviously going to serve a very wide area,” Fouladpour said.

The 1,500-acre RidgePort Logistics Center is located along Interstate 55 at Lorenzo Road, the western terminus of the proposed Illiana Expressway. Railroad service is through Burlington Northern Sante Fe Railway.

“It’s the perfect site. The majority of truck traffic will be in and off right at Lorenzo Road,” Graff said. “From the city’s perspective, the location was chosen for that reason.”

The RidgePort Logistics Center is master-planned to include more than 20 million square feet of distribution and manufacturing space in buildings ranging in size from 200,000 to 2.5 million square feet, according to a press release by commercial real estate brokerage firm Jones Lang LaSalle. The site is being developed by Chicago-based Ridge Property Trust.

Two mothers among those who died in I-55 crash

By LAUREN LEONE–CROSS lleonecross@shawmedia.com Two area mothers were among the five who died in a pair of crashes Monday in construction zones on Interstate 55 in Channahon Township.

Among the five who died were Vicky L. Palacios, 54, of Coal City and Ulrike P. Blopleh, 48, of Channahon.

Both were involved in the same crash that occurred at 2:17 p.m. on I-55 near Arsenal Road. Kimberly K. Britton, 43, and Piper Britton, 11, from Urbana, also died in the crash.

Family members are

mourning their losses. Sara Hakey, fiancée to Palacios’ oldest son and spokeswoman for the family, said Palacios will be missed.

She was the “life of every family get-together,” Hakey said.

A single mother, Palacios raised four children, became a stepmother to three more children later in life and spoiled her many grandchildren.

“She was so fun. You couldn’t be in a bad mood around her,” Hakey said.

“She was just a big ball of sunshine.”

Palacios valued her family

above all, and tried to spend as much with them as possible. Her children and loved ones looked to her for advice Ulrike P. and support, Blopleh Hakey said.

“She was the lighthearted one. She would always lighten the mood. If anyone was feeling crabby, she would practically physically shake you and say ‘Stop! Lighten up,’ ” Hakey said.

Route 6 accident victims live on in their loved ones

By JESSICA BOURQUE jbourque@sahwmedia.com MORRIS – Just beyond the Morris city limits, in a roadside ditch along Route 6, a copy of National Geographic was propped Tuesday against a small white cross, staked into the dirt and surrounded by flowers.

Savannah Harris placed the magazine there Tuesday morning. It was a favorite publication of her brother James, an avid reader.

“He probably had more than 100 National Geographics in his room. He would sit there for hours and hours reading them, then he’d come out and talk about every little thing he learned,” Savannah said as she remembered her brother. “He was so smart. He loved science. He loved politics.”

The small shrine on Route 6 marks the spot where 22-year-old James Harris III of Channahon, and 16-yearold Kendall Forth of Minooka, were killed Sunday night in a one-vehicle accident.

The two were ejected from the backseat of an SUV traveling east on Route 6 after the driver – an 18-year-old male from Shorewood – lost control. A witness reported the SUV passing her at high rate

of speed. The vehicle then left the roadway and went into the south ditch where it rolled several times into a neighboring field.

Harris was pronounced dead on scene, and Forth died Monday afternoon at St. Francis Hospital in Peoria after being taken there in critical

condition.

The driver and front-seat passenger – a 20-year-old male from Minooka – remain in serious condition and are being treated at area hospitals.

The Grundy County Sheriff’s Department is still investigating the incident and so far no charges have been brought, Sheriff Kevin Callahan said Tuesday.

They will be missed James will be missed by his parents, three sisters, nephews, niece and dog.

“He was the best brother and a great uncle. He loved his nephews and his niece. He just cared so much about everyone,” Savannah said.

The Harris family is discovering just how influential James was. They have received a flood of emails and messages telling the family how James impacted their life or, in one instance, helped a friend walk away from committing suicide, Savannah said.

“We never realized how much of an impact he made on everyone,” she said.

The Harris family thanks those friends and loved ones who are supporting them as they cope with the loss.

“From the phone calls, to the flowers, to the people sending their support – it means everything to me, to his mother, to his father and his sisters,” Savannah said. “It just really means the world to us.”

The younger victim, 16-year-old Forth, wanted to become a make-up artist, and had plans to continue her education at cosmetology school after graduating high school, according to her obituary. She had just completed her sophomore year at Premier Academy in Morris.

Premier Principal Sherri Frost remembers Forth as a talented young woman who made close connections with some of her teachers.

State responds to Pilcher Park Dam questions

day from IDNR addressing public questions and comments made at an April 22 public meeting on the dam’s possible demolition.

“When we hosted the meeting with IDNR we kept track of most of the questions asked,” said Dominic Egizio, the park district’s executive director.

Plainfield trustees argue over how much they should say

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Monday’s village board meeting turned into a debate about whether trustees should explain how they vote for the record.

Trustee Jim Racich brought up the vote at the July 7 board meeting to approve a liquor license for a new gastropub, Sovereign, which is moving into the old Bin 48 location.

Trustees Margie Bonuchi and Dan Rippy voted against the liquor license. Trustee Garrett Peck recused himself from the vote. Trustees Bill Lamb, Paul Fay and Racich voted for the license. Mayor Michael Collins broke the virtual tie by voting in favor of the license.

“I read in the paper the next day that individuals specifically said they had questions regarding perhaps ownership, individuals who were allegedly behind the scenes,” Racich said.

He said trustees, as representatives of the public, should have expressed their concerns and questions at the board meeting if they voted against an item or recused themselves.

Trustee Bill Lamb said trustees don’t need to explain how they vote.

“It’s one of the perks of being an elected official,” Lamb said. “If we want to vote, we vote. But we don’t have to justify that for anybody.”

Racich disagreed, saying trustees aren’t required but should be transparent with the public.

“You either have the guts to stand up and say it, or step back,” Racich said.

Town homes approved The board also approved a town home development at Prairie Creek. The development was a hot topic over the last couple of months because of the proximity to floodplains.

Ryan Homes proposed a 149-

unit development on 64 acres of property located in a narrow strip of land southeast of the Meijer store on Route 59.

The development changed significantly since it was introduced May 19 to the board as a 212-unit development.

Developers reduced the number of units, incorporated the village’s new design standards for single-family homes, and kept the lowest point of the development higher than the 500-year floodplain elevation of 608.8 feet.

Liquor and cigarettes The board lowered the number of available Class E and Class F liquor licenses due to the closing of Ukai–Sushi and Chinese off Route 59, and the elimination of alcoholic beverages from Beggars Pizza’s menu.

It also voted to amend the village code to ban sale of e-cigarettes to customers under the age of 18.

“It’s totally an IDNR project at this point,” Egizio said.

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – Trustees in Channahon will begin yet another search for a finance director – the second in as many months – as recently hired Erik Bush resigned because of medical reasons.

Bush, former McClain County Unit 5 School District business manager and the village of Hampshire’s village administrator, was approved June 17 for the Channahon position, began the following week, and resigned less than two weeks later.

The village’s assistant finance director, Marilyn Clark, also just resigned.

After the meeting, Cook said such turnover is rare for the village, and services and attention to financial matters have not and will not suffer during the personnel transitions.

“It’s a very different position for the village to be in to lose all that empirical knowledge and history at once,” he said. “It’s tough to lose people, but as tough as it can be, it opens up opportunities for new and fresh ideas, and we’re excited about the prospects.”

Trustees also heard Monday concerns about the village being able to purchase enough road salt to get through next winter without paying exorbitant prices.

Public Works Director Ed Dolezal said Channahon, along with several other Illinois municipalities, was not able to procure rock salt through the bidding process with the state’s Central Management Services. The state offers municipalities opportunities to purchase salt through bulk purchasing power, but this year there were no bidders on the salt contracts.

The state will seek new bids on the contract, Dolezal said, but it needs to know Channa-

hon’s needs by the end of the week. There are other salt suppliers out there, he added, but the price might be higher than contracting with the state.

Channahon still has 700 tons of salt in storage and Dolezal said New Lenox owes Channahon about 100 tons that it borrowed last year.

Channahon is likely to need more than the combined 800 tons to get it through next winter, however.

The village used 1,650 tons of salt on intersections and roads this past winter; 764 tons in 2012; 703 tons in 2011; and 1,344 tons in 2010.

Trustees advised Dolezal to seek salt from the state again in order to try for the lowest cost.

Joliet high schools make annual plans for safety

By SARWAT S. AHMAD Shaw Media Correspondent JOLIET – The safety coordinator for Joliet Township High Schools recently outlined measures taken to keep students safe in school.

Security measures and protocols are revisited numerous times throughout the school year in order to ensure that during any emergency – violence or weather-related – the staff and students are prepared, said Chris Olson, safety and security coordinator for Joliet Central, West and Alternate high schools.

“There are always things we can’t control, but we should be prepared and have a plan,” Olson said.

Emergency plans are signed off on annually, but “multiple conversations are held with local agencies on an ongoing

basis to revise and update security plans,” according to a report presented to the school board last week.

The district has different protocols in place for various scenarios from fires and tornadoes, to bomb threats and intruders with guns, Olson said.

These are shared only with staff, faculty and local police and fire departments.

Students do sit on safety committees but are not apprised of specific emergency plans, he said.

At least three safety meetings are held at each school, while safety committees look at plans quarterly, according to Olson. Faculty in each school also review plans at monthly meetings. Administrators do role playing, presentations and give feedback at their annual retreat. Staff also have access to safety plans on the district’s

“I think we have plans in place and a great faculty and staff that take this seriously, and we are ready to handle [any situations that arise],” Olson said.

Students participate in numerous drills throughout the school year. The state has a minimum number of drill requirements but Joliet’s schools often do more than

that in compliance with Joliet ordinances.

Three fire drills are required by the Illinois State Board of Education, but Joliet requires a minimum of eight.

One full lockdown for active shooter scenarios is required, but all three buildings do a minimum of two with the Joliet Police Department, according to Olson’s report.

All schools also do two bus evacuation drills and participate in one statewide tornado drill.

Last year, for the first time, the district also participated in a national earthquake drill.

The district has a school violence hotline – 1-800- 477-0024 – that students and parents can call to anonymously alert officials about threats of violence.

Also, all three school buildings require visitors to pass through metal detectors. Signs

prohibiting guns are placed at building entrances, parking lots and athletic complexes as required by Illinois now that the state allows gun owners to carry concealed weapons, Olson said.

“We have great technology in place but every year there is something new that can make our plans work better,” he said.

The district recently received a grant from the Illinois School Security Program which will be used to update technology the schools have in place now.

Lockport’s $50M capital improvement plan underway

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – Many projects in an almost $50 million capital improvement plan for Lockport are underway.

Last week, city council members approved a plan to complete between 80 to 90 projects over the next six years using existing revenues sources and grants. The plan calls for fixing bridges, sidewalks, roads and water mains in Lockport.

Some projects are almost complete and the engineering phase of many projects have already begun. For the next several years, city officials plan to spend the majority of the engineering costs for projects in the capital improvement plan.

The capital improvement plan is meant to be a fluid document that can change when unforeseen events occur, City Administrator Ben Benson said.

Two projects scheduled to begin this month include the Kelvin Grove sidewalk and

Garfield Street reconstruction projects.

The Fourth Street reconstruction project was scheduled to begin this year but was delayed because costs increased for reconstruction projects on 10th, Jefferson and Whelan streets.

City officials expected the Division Street bridge project to finish Aug. 20, but it was delayed by issues such as pile obstruction and water main installation problems.

Amy Wagner, city engineering director, said having engineering done will make it easier to get grants as they become available. During the economic downturn in 2009, the federal government had grants available for city projects that were ready for construction, she said.

OBITUARIES LAWRENCE T. ANKIEWICZ Born: March 1, 1928; in Chicago, IL Died: July 19, 2014; in Manteno, IL Lawrence T. Ankiewicz, 86, of Joliet passed away peacefully on Saturday, July 19, 2014, at the Manteno Veteran’s Home.

He was born in Chicago on March 1, 1928, to John and Rose (Studinski). Pursuing his love of music, he was a self-taught guitarist playing a circuit of clubs, including the opening act for Louis Armstrong. Larry served in the US Navy during WWII. After marrying, he worked in sales but kept up with gigs and music lessons, and was active in the Musician’s Union. In retirement, Larry turned his talents to art, and family and many friends have his beautiful paintings on their walls. He truly loved life and never complained or criticized.

Survivors include his daughter Dawn (Dan) Moore of Bourbonnais, IL, son Bruce (Leslie) of Queen’s Creek, AZ, grandson Joshua (Natalie) Moore, of Nottingham, England, and great grand-daughter Alexa Moore. He was preceded in death by his parents, his brother, Jerome, and his loving wife of 50 years, Shirley (Millerin).

The family would like to thank the staff of the Manteno Veteran’s Home and Hospice of Kankakee Valley for their dedication and effort to provide quality care over the past 6 months. We thank God for the gift of his life and the blessing of the time we spent with him.

Kids always seemed to gravitate to Kendall, she had a soft spot and a lot of energy for youngsters who seemed to always seek her attention, of which she so freely gave. A talented sketch artist, she also was very meticulous and extremely talented in make-up application, aspiring to continue her education in Cosmetology after High School. Although our lives will be forever changed without her, we find strength in how the depth of her being, albeit only 16 years, has profoundly affected us. She has possessed an extraordinary spirit, which we know will always be a part of us.

James “Jim” D. Schwab, passed away peacefully on July 20, 2014, in Gresham, Oregon.

Jim was born in Chicago and raised in Joliet, Illinois where he fell in love and married his wife of 56 loving years, Jackie.

Jim graduated from Joliet Township High School. Soon after he married Jackie and entered the United States Navy where he served aboard the aircraft carrier USS Lexington as an electronics specialist. After the Navy, Jim and Jackie returned to Joliet and expanded their family with sons Steve and Greg and daughter Kathy. While in Joliet, Jim worked for the EJ&E Railroad, insurance, and in electronics while pursuing and completing his college degree.

In the mid-1960s, Jim accepted a job in Portland in the rapidly expanding electronics industry. He and Jackie fell in love with Oregon and the Northwest and moved their young family there to begin a 48 year adventure. Jackie worked for the Centennial School District while Jim started a successful small business, merged it with and led the even larger USA Associates, specializing in engineering sales.

In addition to his professional success, he and Jackie were involved in school events, youth sports, camping and outdoor sports, church events, and loved traveling all over the country.

Jim leaves this world a better place for all who knew and loved him.

He is survived by his wife, sons, daughter and four grandchildren.

He is also survived by his brothers Bill Schwab (Arlington, VA) and Frank Schwab (Venice, FL), sister

and brother in-law Jean and Frank Conroy (Joliet, IL), sister-in-law Mardel Rock (Plainfield, IL), and sister-in-law Patricia Corwin (Evergreen, CO).

A Celebration of Life will be held on Saturday, July 26, 2014, at 2 pm at Bateman Carroll Funeral Home in Gresham, Oregon. A committal service with military honors will be held on Friday, August 1, 2014, at 9:30 am at Abraham Lincoln National Cemetery in Elwood, Illinois.

George served Trinity Lutheran Church in Carver, MN. and Zion Lutheran Church in Chamberlain, SD. prior to becoming pastor of Hope Lutheran Church in Shorewood in 1981. He serves as chaplain for the Shorewood Police and Troy Fire Departments. Member of the Board of Directors of the Will-Grundy Medical Center and Joliet Breakfast Lions Club. Former chaplain at Statesville Correctional Center, Joliet Correctional Center. George was a hospital chaplain at St. Joseph Medical Center for 20 years.

Quinn signs $1B plan for road repair in Illinois

CHICAGO – Gov. Pat Quinn signed an approximately $1 billion capital spending plan on Tuesday intended to create jobs and help repair and improve Illinois roads and bridges after a harsh winter.

The Chicago Democrat approved the bipartisan legislation that also will provide lawmakers with opportunities to attend popular ribbon-cutting ceremonies in an election year. The plan got overwhelming support in the final days of the legislative session, though some lawmakers were concerned that they didn’t have enough time to study where the money would go.

Transportation officials said the money will go toward “shovel ready” road projects that are beginning this summer. Quinn estimated that the projects will create some 14,300 jobs. Most of the 210 projects include resurfacing portions of major roadways around Illinois and repairing bridges.

Report: More Illinois children living in poverty

CHICAGO – The number of Illinois children living in areas of high poverty has increased by about a third since 2000, according to a report released Tuesday.

The annual data report by the Annie E. Casey Foundation estimates 347,000 Illinois children live in areas of concentrated poverty. That means more than 1 in 10 children live in neighborhoods where the poverty rate is 30 percent or higher, according to data up to 2012.

This year’s Kids Count report also found some encouraging news about Illinois. There’s been a long-term decline in births to teenage mothers. Other health

USDA: Illinois corn, soybean crops faring well

SPRINGFIELD – The U.S. Department of Agriculture said Illinois’ corn crop is maturing faster than normal and faring well.

The USDA said in its weekly crop-status update that 81 percent of the state’s corn is rated as either good or excellent. Eightytwo percent of the crop is silking, 12 percentage points better than the average of the previous five

years.

Roughly three-quarters of Illinois’ soybean crop is considered good or excellent. Sixty-nine percent of the soybeans in the field are now blooming, ahead of the five-year average of 55 percent.

Quinn signs county appointees ethics measure

CHICAGO – A measure signed into law by Gov. Pat Quinn gives certain counties, mostly in northeastern Illinois, more authority to remove their appointees who violate ethics standards.

The Chicago Democrat said the legislation he signed Monday applies to Illinois counties with

populations of 300,000 to 2 million. Those include DuPage, Lake, Will, Kane and McHenry.

The law takes effect Jan. 1.

Quinn said it allows county boards to adopt a code of conduct regarding the accountability, fiscal responsibility, procurement authority, transparency and ethical conduct of county appointees.

It also sets forth a mechanism to remove county appointees who violate that conduct code.

Coroner: 2 men drowned in quarry crash

WHEATON – The DuPage County coroner said drowning is the preliminary cause of death

for two men killed when a car plunged into a water-filled quarry.

The Naperville Sun reported that Deputy DuPage County Coronor Charlie Bastych announced the ruling on Monday afternoon. The men, 21-year-old Sajaad Syed of Naperville and 21-year-old Mihirtej Boddupalli of Lisle, died Saturday.

A Geneva man is charged aggravated driving under the influence and reckless homicide in the case. Police say his vehicle went into the quarry after missing a curve. Divers later discovered the victims’ bodies still in the vehicle.

Dianne Feinstein recalls turning on her television and seeing a young Chinese girl crying before a judge, without even an interpreter to help her after surviving a harrowing journey to the U.S. That was the genesis of a law six years ago that is now at the center of an immigration crisis at the nation’s Southern border. More than 57,000 youths, mostly from Central America, have crossed into the U.S. illegally since October. Fewer than 2,000 of them have been sent back.

Immigration advocates and many Democrats insist on preserving what they describe as important protections in the 2008 law for youths who flee their home countries or are smuggled to the U.S. Most Republicans and a few Democrats want to change the law to address circumstances far different from six years ago, when no more than 8,000 kids arrived at the border each year without

their parents. House Speaker John Boehner, R-Ohio, said in a statement Tuesday that the public would not support spending money on the crisis without changes to the law.

“The 2008 law creates a process that made sense when you’re talking about a limited number of children, the victims of sex trafficking. It doesn’t make sense when you talk about 50,000 unaccompanied minors,” said Sen. Lindsey Graham, R-S.C. “The 2008 law wasn’t designed to deal with this situation.”

The dispute has held up congressional action on President Barack Obama’s $3.7 billion emergency spending request for more immigration judges, detention facilities and other resources for the border.

Feinstein’s measure was made part of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008, named after an 18th-century British abolitionist. It passed Congress with no controversy and was signed by former President

George W. Bush without a lot of fanfare.

It codified court-ordered protections for unaccompanied young migrants, and modified a distinction in U.S. policy between the treatment of young Mexican migrants and those from other nations.

Under the law, youths from countries other than Mexico and Canada are automatically put into deportation proceedings and get an opportunity to make their case before a judge. In the meantime they’re supposed to be handed over to the Health and Human Services Department within 72 hours, and from there released into the least restrictive setting that’s in their best interest – usually the care of family members, who themselves may be in the country illegally.

There, they may wait for years as their case makes its way through the nation’s immigration court system, which has a backlog of more than 350,000 cases. Many never show up when their day in court does arrive.

“I have to stress … we are very early on in a fluid investigation,” Will County State’s Attorney spokesman Charles Pelkie said. “Other charges are possible.”

Espinal-Quiroz allegedly falsified entries in his logbook to make it appear he was behind the wheel for a shorter period of time than allowed by federal law. He told officers at the scene he started work at 2:30 a.m. Monday, instead of 6:30 a.m., as falsely indicated in his logbook.

The crash happened at 2:17 p.m. – about 12 hours after the start of his shift – but federal law limits truck drivers to a maximum 11-hour continuous workday. Authorities said Espinal-Quiroz was driving 15 miles per hour over the speed limit posted at the I-55 construction site when he slammed into the vehicles.

As a condition of his bond, Espinal-Quiroz, a U.S. citizen who is a native of Honduras, is required to surrender his passport. Nicole Sartori, with the public defender’s office, was denied her request to grant Espinal-Quiroz a lesser bond of $100,000. Sartori declined to comment after the hearing.

When setting the $1 million bond, Judge Carmen Goodman considered Espinal-Quiroz’s history of traffic violations that dates back to 1991. Of the 12 traffic violations, three included speeding and five included commercial vehicle violations.

Alternative routes Illinois Trucking Association President Matt Hart said he and association members take the federal regulations on

Hayes said he’d rather something be done to address the truck traffic congestion in Will County sooner rather than later.

“That includes shaking the money tree to fund some much-needed construction projects,” said Hayes, noting a widening of major highways, among other efforts, could help. “We have a dynamic that is not experienced in any other location in the state. Businesses in the area have put business ahead of safety and this is ending result that we see.”

ISP spokeswoman Monique Bond said the state agency has “aggressively been working” on multiple safety campaigns and enforcement details to address [commercial motor vehicle] driver safety at all construction zones.

The safety measures, public awareness, law enforcement presence, advance warnings to reduce speeds, advance warnings on lane reductions are in place and for the most part are effective, she said in an email.

“This construction zone is no different than most,” she said in an email. “... When drivers neglect to adhere to the safety warnings, the outcome can result in tragedy.”

900 funds? State must consolidate Fans of wildlife conservation likely were pleased to learn last year about the establishment of the Hackmatack National Wildlife Refuge.

The Illinois Department of Natural Resources paid $511,000 last year to buy 71.8 acres for the land in McHenry County, which, according to a recent news release, is the first wildlife refuge established in northern Illinois.

The purchase was part of 547 acres of public land acquired in four Illinois counties to boost public access for hunting, fishing, wildlife viewing and outdoor recreation. The total cost was $2.8 million.

On one hand, the expansion of natural areas seems to be a positive development.

On the other, the state remains in dire financial straits.

When Illinois still owes billions of dollars to its vendors ($4.5 billion at last count), how can it justify buying more property?

The simple answer is that the state has multiple funds.

Some are capital funds, such as the IDNR’s Open Lands Trust, from which money is appropriated to buy land for conservation and recreation.

Others are operating funds, such as the struggling General Fund, from which the state’s vendors are paid.

So, how many funds does the state of Illinois use to manage its finances? Might it be in the neighborhood of 60, the number of funds that Wisconsin, our neighbor to the north, has?

Perhaps it is closer to 76, the number of funds overseen by the state government of Michigan, a state nearer our size.

No. Believe it or not, Illinois has an “estimated 900 funds,” according to the authors of “Fixing Illinois: Politics and

Policy in the Prairie State.”

James D. Nowlan and J. Thomas Johnson believe that number is much more than the state needs.

It takes extra work by state employees to keep track of 900 funds, the authors wrote. The possibility of errors is multiplied. And the state’s practice of transferring money from fund to fund (remember Gov. Rod Blagojevich’s infamous “fund sweeps” to finance his pet projects?) creates difficulties in accounting and management.

That’s why Nowlan and Johnson have the following recommendation: “Reduce the number of funds with which state government operates.”

It’s one of 98 eye-opening recommendations they offer in “Fixing Illinois,” a 180-page book that came out in May. The book proposes common-sense improvements for the state budget, education, human services, health care, economic development, transportation and government itself. A chapter is devoted to battling corruption.

Oh, and about those 900 funds?

Nowlan and Johnson believe their consolidation would enhance transparency and eliminate manipulation. They further suggest that fund transfers be greatly reduced, and that the General Fund become the repository for most incoming revenue, to provide better control when it is spent.

Such actions could lead to more intelligent, efficient management of state money – whether for buying land or paying bills.

We could learn a lot from Texas PORT ISABEL, TEXAS – I like to eat at blue-collar diners and cafés, particularly when I’m on vacation.

It’s a chance to step beyond the homogenized national chains and experience a bit of local flavor. And being a reporter, I like to chat up local folks to find out a bit about their community.

This past week, I took my family to Texas.

We enjoyed first-rate barbecue, homemade tortillas, jalapeno-infused dishes and fresh gulf shrimp. We also had some terrific conversations with ordinary folks.

One day, I found myself standing in line at a restaurant with a Port Isabel, Texas, teacher. I asked the teacher, “So how is the economy around here?”

His answer surprised me.

“It’s terrific,” he said.

“These people who are moving here are creating all kinds of jobs. They are starting businesses.”

It was refreshing to hear

Unlike Texas, Illinois has been experiencing an exodus. And on average, those leaving Illinois earn $8,000 more per year than those who choose to move here, according to Internal Revenue Service data.

In short, Illinois is becoming a poorer state because wealthy and middle class people are leaving and lower income folks are moving in to take their place.

Texas, on the other hand, is becoming wealthier. And it’s happening partially at Illinois’ expense. Between 1995 and 2010, $2 billion in personal income shifted from the Land of Lincoln to the Lone Star State, according to “How Money Walks”

In fact, the National Review noted this year that a greater percentage of people are moving out of Illinois than any other state but Rhode Island. By contrast, Texas’ population grew 5.2 percent between 2010 and 2013 – a higher percentage than any state but North Dakota.

That doesn’t surprise me.

After driving from Texarkana to Brownsville, I was wowed by the number of new factories and small businesses sprouting up all over the Lone Star state. Even in smaller communities we visited like Galveston, Brownsville or San Marcos there was plenty of new construction underway. And in the bigger cities, the economy appears to be on steroids.

Why is this happening?

The things that set Texas apart from Illinois are low taxes, less labor conflict and

Texas is a “right to work” state. And let’s not forget it doesn’t have an income tax.

Illinois will never have the Gulf of Mexico. Texas will never have a river as mighty as the Mississippi.

But we can learn from each other. And when it comes to economics, Texas has a lot to teach us.

I hope the politicians in Springfield are listening.

Ehrsam pitches JCA into semis

By TIM TIERNEY Shaw Media Correspondent NAPERVILLE – In the first inning, Dan Ehrsam’s Joliet Catholic teammates took one hit and manufactured two runs on what the opposition provided.

The Hilltoppers continued that effort in the third, converting three walks to start the inning into a 5-0 cushion for Ehrsam.

In turn, JCA’s pitcher took advantage of what he was given Tuesday morning against Crystal Lake South in the second round of the Phil Lawler Summer Classic at North Central College.

“The first inning we get two runs, I was confident I could just go out there and pitch and have a good game,” Ehrsam said.

The senior, used mostly in relief last season, allowed three hits and pitched out of a couple of jams during a 9-0 complete-game win that puts JCA (17-0) in the 7:30 p.m. semifinal Wednesday against Prospect at Benedictine University in Lisle.

Crystal Lake South threatened to get back in the game in the fourth inning when it loaded the bases on a walk, a single and a one-out walk.

But JCA’s Connor Brandon, whose walkoff hit gave the Hilltoppers a 1-0, nine-inning win over Prairie Ridge in Monday’s state tournament opener, caught a line drive in right field and Ehrsam induced a groundout to shortstop Mitch Boe to end the inning.

“The one inning I had bases loaded, I just tried to let them hit the ball because I was kind of struggling with my location a little,” Ehrsam said.

The JCA defense stood out again in the sixth. After a bunt and an error put two runners on base with one out, Nick Dalesandro, Boe and Jack Howard turned a 4-6-3 double play to end another threat.

“I was just trying to throw strikes because I know the defense behind me is going to do a good job,” said Ehrsam, whose outing included seven strikeouts, two walks and a hit batter.

into a starter’s role for next season, so part of his progression and development, it’s good to see him get through adversity and come back and finish the game,” JCA coach Jared Voss said of Ehrsam.

JCA had enough offense and speed to go along with Crystal Lake South committing four errors and issuing five walks.

Leadoff hitter Boe had a productive day, going 2 for 2 with five steals, three runs and an RBI. “Once I get on base, I get

over and put myself into scoring position and let my hitters behind me do the work,” Boe said.

In the first, Boe singled to right, stole two bases and scored on Keegan Tyrell’s groundout.

Dalesandro reached second on an error and came home on Drake Fellows’ groundout.

“Putting them down in the first inning is huge,” said Boe, who had an RBI single in the fourth. “You’ve got to jump on them right away and then not let up.”

“Mitch is a Division I player in our leadoff spot, a three-year starter,” Voss said. “He makes a lot happen at the top of the order.”

Fellows (1 for 3) contributed two RBIs, including a sacrifice fly in the third, and sophomore KC Simonich (2 for 3) delivered a two-run single in the threerun third.

“He’s had big hits the whole summer,” Voss said of Simon-

ich. “He’s going to be an exciting player to watch the next couple of years.”

JCA added three runs in the sixth on two errors and two walks.

Voss said he plans to divide the semifinal innings on the mound among “several different guys. We’re going to roll the mob out there.”

At this level, Petrick, who will turn 25 next Tuesday, knows that every little thing he can do to help himself matters. And for those things, he can harken back to his days as a member of the Morris Redskins.

“You have to be an athlete on the mound,” he said. “You have to field your position and now, I have to bat. I think back to when I was playing shortstop and hitting in high school.

If you can make the plays in the field to save a run or two, or lay down a bunt that moves a runner up and he scores, that leads to wins. You have to help yourself in any way possible, and a lot of that is stuff I learned when I was growing up playing ball in Morris.

“I hope I get that call to get on the plane and meet the big club wherever they are, but I can’t really worry about if I will get it or not. I just want to go out there and keep doing my job well enough that they can’t keep me down here forever.”

“Anyone can be a candidate for varicosity in the legs—both men and women,” Malinowski said. “Usually people who have jobs where they stand a lot. Varicose veins can also be inherited or can be brought on by pregnancy. ” While they can be prevented by wearing support hose early on, it’s still important to treat varicose and spider veins “because they will only get worse,” Malinowski said.

“They will not go away on their own. If varicose veins are not treated they can lead to terrible hyperpientation and ulcers in the legs,” she said. “There is also the risk of blood clots. The legs can become painful and

can also burn and itch and may cause trouble sleeping at night.”

How can one know if he or she suffers from varicose veins?

After an initial consultation at Eterna MedSpa & Laser Vein Center, an ultrasound study will be done to determine the location and extent of the abnormal veins in both legs. After that, a treatment plan will be developed to properly treat the vein disease.

Treatments can range from injection sclerotherapy to laser treatments. The procedures, which take about 45 minutes, are done in the office under local anesthetic.

In the last decade or so, if you were a pitcher, you wanted to be in the St. Louis Cardinals organization. It seems that year after year, the Cardinals reach down into their minor-league system and pull up pitchers who become successful big-leaguers.

Morris graduate Zach Petrick is living that dream. The first part of it, anyway.

After going undrafted following two years at Joliet Junior College and two at Northeastern Ohio University, Petrick was signed by the Cardinals as a nondrafted free agent on June 19, 2012. Since then, he has been nothing short of spectacular.

In his first stop, the Johnson City Cardinals of the Rookie Appalachian League in 2012, he went 5-0 with a 2.17 ERA. Hard to top that, but not impossible. All Petrick did in 2013 was go 1-0 with a 0.83 ERA with Peoria of the Single-A Midwest League before moving to Palm Beach of the Single-A Advanced Florida State League.

He went 3-0 with a 0.27 ERA there before getting pushed ahead to Double-A Springfield of the Texas League, where he was 3-3 with a 3.99 ERA. He finished 2013 with a 7-3 record and 1.99 ERA in 113 innings, striking out 122 and walking just 27. For his efforts, he was named the Pitcher of the Year in the Cardinals organization, no small feat given the historical depth of pitching in that company.

“That was a crazy year,” Petrick said. “The biggest thing was all the moves. I went from Peoria to Palm Beach to Springfield. Once I would get used to a place, I moved on to another one.”

One advantage Petrick had in his back pocket was his big brother. Billy Petrick had done the moving around in the Cubs organization a few years prior, eventually reaching the big club in 2007.

“Billy was a big help,” Zach said. “Especially when I moved up a league. He gave me some good advice about not getting nervous and just going out there and competing. The game’s no different. You still have to go out there and do your job no matter where you are.”

Zach Petrick started this season at Springfield in Double-A again, but after going 2-0 with a 0.48 ERA in three starts, the Cardinals moved him up to Triple-A Memphis, one step away from Busch Stadium.

At Memphis, after throwing a seven-inning, two-hit shutout against Colorado Springs last Saturday, he is 6-4 with a 4.57 ERA. He had one rough outing on July 1 when he was touched for eight earned runs in 11⁄3 innings. But other than that, he has more or less maintained his level of excellence.

“It’s a whole new league,” he admitted. “I am trying to get to know the hitters in this league now. A lot of them have spent some time in the major leagues and are trying to get back there. They are a lot more disciplined here, and they will definitely take advantage of any mistakes you make.

“The biggest thing for me right now is learning how to pitch when I am behind in the count. I have to throw a breaking ball when they are expecting a fastball, but it can’t be just any breaking ball. It has to be a good one, and it has to be a strike. There’s a lot more riding on every pitch, it seems like.”

Petrick said the key to his success in the last couple of years has been the command of his fastball. His velocity hovers around 90-91 mph, occasionally heating up to 93.

That’s pretty good, but not enough to get by on. He has added a sinking, two-seam fastball to his bread-and-butter four-seamer and is beginning to see results.

JOLIET – The good softball players are limited in how many home runs their teams can hit during regular-season and most tournament games.

That limit was removed for the Joliet Park District Men’s Home Run Derby that took place Tuesday evening at Inwood, a featured attraction during the weeklong City Softball Tournament.

The eyes of the 18 hulks who participated lit up like Christmas trees as one grooved pitch after another approached the hitting zone. They call it “free swing” with good reason.

The contest took place on Diamond 1. Several bombs came close to or hit cars in the parking lot, and many more wound up rolling onto the Memorial Stadium football field.

In other words, major league baseball parks would not have held them all.

Among those showing off his powerful swing was Brett McCollum, who plays for the major softball team Bachman Shoppe/Louisville Slugger out of Indiana. He was there to participate and to challenge the overall winner. That turned out to be left-handed hitting Derrick Williams.

The format called for each contestant to bring a pitcher of his choosing and get 10 swings per round with two takes maximum. After Round 1 the field was pared to eight plus ties, and after Round 2 it was trimmed to four.

Williams hit 7, 6 and 8 for 21 total in the three rounds. TJ McCreal, who hit two homers to win a three-swing playoff to become the third finalist, finished second with 5, 6 and 6 and Aaron Rayford was third with 5, 7 and 5. Both totaled 17, but scores were compiled round by round.

“I thought I was donating $20,” Williams said of the entry fee. “But it was a warm night and the ball was flying.

“When I saw that guy [McCollum], I knew that was it.

Nobody was going to beat him.”

Williams, who did come prepared after winning a home run derby in Wisconsin last weekend, lost, 9-5, to McCollum in the 10-swing challenge but still received the top prize, a 2015 USSSA Z-2000 bat.

McCollum hit 7, 9 and 9 homers for 25 total in three rounds where he hit.

“I just missed there in that last round,” said McCreal, who like Williams swings from the left side. “I should have used my other take. I had one left that I didn’t use.”

McCreal said he and Williams are on teams together on Monday and Wednesday nights.

“We’re limited on how many we can hit in the games, so that tests our ability to stay on top of the ball,” he said.

“This is different.”

McCreal said he thought he would win the contest, and Rayford, who has the nickname “Big Pop,” felt the same about himself.

“Outside of Brett [McCollum], I thought I would win it,” he said. “That’s why I bat cleanup on our team. In GSL, I’m the designated home run hitter for my team.”

“It was a lot of fun to be out here,” said McCollum, who lives in Lake Villa. “A friend asked me if I would come down. It gives me a chance to show our company’s new bats, too.”

Those who reached the second round before being eliminated included Anthony Gonzalez, a contestant entered simply as Shane, Brad Bourg, Jim Novak, Jim Glasgow and Brian Ehman. Although they did not advance beyond Round 1, Ed Koncel and Brandon Moore hit a mammoth shot or two during their 10 swings.

It was all about how many you can hit, but how far also was a huge part of this competition.

Will trade deadline affect area players?

A report Tuesday said the Yankees had inquired about the availability of White Sox left-hander John Danks.

With the non-waiver trade deadline eight days away, rumors should get more plentiful – and hotter. While most of baseball fans’ attention focuses on the big-league veterans who may be traded, there also is something else at work.

When your team is in the race for a division title or wild-card berth and you feel one or two available players can put you over the top, you often cave and pay the price.

Usually, that means one or two of your fair-to-good prospects.

Wilmington graduate Tanner Roark continues to pitch very well for the Washington Nationals. Recall that a few years ago the Nationals acquired Roark and another minor league pitcher from the Texas Rangers organization in exchange for major league shortstop Cristian Guzman.

In Roark’s case, the trade seems to have been a godsend.

He is 9-6 with a 2.91 ERA this season, and in his last nine starts dating back to June 1,

We will never know for sure whether he would have had the same success had he stayed with the Rangers, but Roark’s numbers since his call-up to the big leagues last August rank favorably with the best pitchers in the National League.

As this year’s trade deadline approaches, you wonder whether any of our minor leaguers may be included in a deal. If they are, hopefully their stories will echo what has happened for Roark.

Zach Petrick (Morris) pitched a two-hit shutout in his last outing for St. Louis’ Triple-A team at Memphis. He is 6-4 with a 4.57 ERA. In his last start, Tony Bucciferro (Minooka) lost a no-hitter with one out in the ninth inning and settled for a one-hitter for the White Sox’s A Advanced team at Winston-Salem. He is 7-9 with a

4.01 ERA. Not that either ever will be traded, but the recent efforts of Petrick and Bucciferro may make them attractive to other teams looking to deal.

Mike Foltynewicz (Minooka) may be viewed somewhat differently, both by the Houston organization and others, because he is a former firstround draft pick who features a 100-mph fastball. But he has struggled of late, allowing 32 earned runs in his last 341⁄3 innings, and is 7-6 with a 5.12 ERA for Houston’s Triple-A affiliate at Oklahoma City.

Ethan Hollingsworth (Plainfield South) was released by Pittsburgh this spring and is pitching for the Winnipeg Goldeyes of the American Association of Independent Professional Baseball. He is 4-0 with a 3.96 ERA in 361⁄3 innings. When he was in affiliated ball, Hollingsworth twice was traded for players who had major league experience, indicating he is a pitcher teams wanted.

The ASSOCIATED PRESS CHICAGO – Anthony Rizzo hit two home runs and Kyle Hendricks pitched seven innings in his return from the minor leagues on Tuesday night, leading the Cubs to a 6-0 victory over the San Diego Padres that snapped their five-game losing streak.

Rizzo staked Hendricks to a 2-0 lead in the third inning with a solo homer. Four innings later, rookie Arismendy Alcantara and Rizzo hit back-toback homers off Blaine Boyer for a 5-0 lead. Rizzo became the first National League player to reach 25 homers this season, his career high. He hit 23 homers in 160 games last season.

Emilio Bonifacio, Wellington Castillo and Justin Ruggiano had two hits apiece for the Cubs.

Recalled from Triple-A Iowa earlier Tuesday, Hendricks (1-0) made short work of an anemic Padres lineup that entered the game with a total of 29 home runs and 103 RBIs. In his second start of the season, the right-hander allowed five hits and threw only 83 pitches.

NEW YORK – Trying to boost one of the weakest lineups in the American League, the New York Yankees acquired third baseman Chase Headley from the San Diego Padres on Tuesday for rookie infielder Yangervis Solarte and minor league pitcher Rafael De Paula.

OLIET – Barbara Lisy of Crest Hill doesn’t care for kale’s bite, but she does care about keeping her husband, Tony Lisy, healthy.

Tony had a triple bypass 21 years ago and got a pacemaker 18 months ago, she said.

That’s why the couple attended Presence Saint Joseph’s “Heart Healthy Cooking” class on Monday – even though the cooking demonstration featured kale.

“I’m hoping to learn how to tone it down a bit,” Barbara said.

Jillian Harris, outpatient dietitian at Presence Saint Joseph Medical Center, said she recommends kale for several reasons. It’s low in calories and fat, yet high in potassium and fiber. This last helps to raise HDL (good cholesterol) levels, which helps protect the heart.

“I make kale all the time,” Harris said.

People who don’t like kale, she added, can substitute spinach and arugula in many recipes that call for kale.

Harris said she chose this particular recipe for its healthy and tasty mix of secondary ingredients: olive oil (its monounsaturated fatty acids can help lower overall cholesterol levels, she said), as well as red wine vinegar, garlic and crushed red pepper.

“They give it a nice, rich flavor,” Harris said. “I sometimes use apple cider vinegar instead of red wine vinegar, so you can try that, instead.”

She passed out kale and bowls, and then instructed participants how to prepare the kale for cooking: either snap off the woody ends and cook the leaves and stalks, or pull the leaves away from the thick ribs. Harris said she cooks both the stalks and the leaves.

“For today’s purposes, I’m taking off the whole rib,” she said.

Before everyone left, Harris offered extra bunches of fresh kale for people to take home, as well as additional recipes featuring other foods. Barbara Lisy was fairly certain she wouldn’t prepare the kale again, but she thought the heart-healthy banana bread looked pretty good.

“You always have to have dessert, right?” she said.

1 tablespoon plus 1 teaspoon extra-virgin olive oil, divided 1 to 1½ pounds kale, ribs removed, coarsely chopped and then washed ½ cup water 2 cloves garlic, minced ¼ teaspoon crushed red pepper 2 to 3 teaspoons sherry vinegar, red wine vinegar or apple cider vinegar ¼ teaspoon salt Heat 1 tablespoon oil in a Dutch oven over medium heat. Add kale and cook, tossing with two large spoons, until bright green, about 1 minute. Add water, reduce heat to medium-low, cover and cook, stirring occasionally, until the kale is tender, 12 to 15 minutes.

Push kale to one side, add the remaining 1 teaspoon oil to the empty side and cook garlic and crushed red pepper in it until fragrant, 30 seconds to 1 minute.

Remove from the heat and toss together. Stir in vinegar to taste and salt.

BLACK BEANS WITH RICE Yield: 6 servings, 8 ounces each.

1 pound dried black beans 7 cups water 1 medium green pepper, coarsely chopped 1½ cups chopped onion 1 tablespoon vegetable oil 2 bay leaves 1 clove garlic, minced ½ teaspoon salt 1 tablespoon vinegar or lemon juice 6 cups rice, cooked in unsalted water 1 jar (4 ounces) sliced pimento, drained 1 lemon, cut into wedges Pick through beans and remove bad ones. Soak beans overnight in cold water. Drain and rinse. In a large soup pot or dutch oven, stir together beans, water, green pepper, onion, oil, bay leaves, garlic and salt. Cover and boil 1 hour. Reduce heat and simmer, 3 to 4 hours, or until beans are very tender. Stir occasionally and add water, if needed. Remove about a third of the beans, mash and return to pot. Stir and heat through. Remove bay leaves and stir in vinegar or lemon juice when ready to serve. Serve over rice. Garnish with pimento and lemon wedges.

Cindy went to her mommy and said, “Bubby hurt me.” Bubby is what she calls her 10-year-old cousin. Her mother called the police. A policeman spoke to her and said there wasn’t enough evidence. Now my granddaughter is scared of men.

The police went and talked to the cousin who said he “accidentally touched her down there with her pull-up on.” DCFS was called in, and again it was a man. We took Cindy to a female doctor and Cindy told the doctor everything that happened to her. Now she wakes up having nightmares and yells, “No, Bubby. Stop!”

Treatments for actinic keratosis rarely leave scars Dear Doctor K: I saw my doctor about a patch of rough, brown skin that I noticed on my upper arm. He said it is actinic keratosis and needs to be removed. Is it cancer? How will it be removed?

Dear Reader: Actinic keratosis (AK) is a precancerous skin condition. That means it is not cancer now, but is likely to become cancerous if left untreated.

AK appears as raised, scaly pink or red-brown rough patches on the skin. The patches are most likely to appear on the face, back of the hands or other areas commonly exposed to the sun. They can cause discomfort and itching.

Doctors have a variety of methods to remove areas of actinic keratosis. Most treatments can remove AK spots without permanent scarring: • Cryotherapy. “Cryotherapy” means “cold treatment.” The standard treatment for AK is to freeze the area with liquid nitrogen, the temperature of which is well below freezing. Inflammation, swelling and blistering may occur following the treatment.

A small scab forms, and then healthy new skin emerges as it heals.

• Creams and gels. A prescrip-

ASK DOCTOR K Anthony L. Komaroff tion cream containing a chemotherapy drug can remove a patch of AK. But these creams cause sun sensitivity and, often, considerable discomfort. Another drug applied to the skin stimulates the immune system to release chemicals that fight cancer cells and viruses. This treatment causes AK patches to become inflamed, crust over and heal. Other topical products are also available.

• Deeper treatments. If your AK is widespread – if you have multiple AK patches on your face, for example – you may need deeper treatments. These include laser resurfacing or a chemical peel. A chemical peel dissolves the outer layers of the skin with a chemical solution. Laser resurfacing and chemical peels can involve local or general anesthesia. Depending on how deeply the treatments penetrate the skin, they may cause considerable swelling. Another effective treatment involves scraping away damaged tissue and using an

electric probe to kill any remaining precancerous cells.

• Photodynamic therapy.

Photodynamic therapy uses light to activate a drug that destroys AK cells. The AK patches crust over and heal. This therapy is appropriate when there are many AK spots on the face and scalp.

• Surgery. While not usually necessary, various types of surgery also may be used. The patch of AK can be cut out. This needs to be done in a surgical suite and usually requires stitches.

Simpler forms of surgery such as curettage and dermabrasion can be done in the doctor’s office.

Curettage and dermabrasion involve scraping away the top layer of skin, which contains the AK. It’s not unlike what you do when peeling a carrot.

I spent a lot of time in the sun as a child, and I’ve had more than my share of AKs. They’ve been treated in various different ways, and they’ve all healed nicely.

Foods do not cause acne Dear Teens: Every week I receive four or five inquiries asking me if acne is caused by eating certain foods such as French fries, or especially, chocolate. I’ve answered this question numerous times and the answer is always the same: Foods, including chocolate and greasy junk foods, do not cause complexion problems.

This information comes directly from the American Academy of Dermatology. But a well-balanced, nutritious diet can help skin to be more vibrant and healthy.

Dr. Wallace: I’m 20 and recently married a man who is 30 and has custody of a 12-year-old son. The boy’s mother moved to Mexico and gave custody for him to my husband.

We are not hurting financially, so we want to start out giving him an allowance every week. We also plan to assign him household chores. If he doesn’t perform his chores to our satisfaction, should we not give him his allowance for a period of time? I think this is a reasonable punishment.

My husband is leaving this “problem” for me to solve. – New Mom, Bakersfield, Calif.

Dear New Mom: If family funds are sufficient, I believe all pre-teens and teens should be provided an allowance.

With proper guidance, the child learns the value of money, how and when to spend some of it, and how to save for a “rainy day.”

I also believe that all pre-teens and teens should be assigned household chores that can be satisfactorily completed, but the allowance and chores

My brother made me promise not to squeal on him.

Yesterday I came home early from summer school and caught my brother’s friend and his girlfriend enjoying “cocktails” while my brother was “making out” on the couch with his girlfriend. At least my brother was not drinking.

As soon as I came into the house they all “cleaned up” the evidence and took off in a hurry. What should I do now? – Sister, Tulsa, Okla.

Dear Sister: Your brother and his friends are out of control.

Inform your parents about what’s happening to Dad’s liquor cabinet and allow them to take the necessary action to eliminate your brother’s unacceptable behavior.

By Peter Chianca More Content Now Since it was written by a colleague – Matthew Phillion, a fellow GateHouse Media journalist – I would have likely picked up “The Indestructibles” just as a show of support. But I challenge anyone to resist this plot description, whether you know Matt or not: “A solar powered girl. A ballerina vigilante. A boy with the alien sharing his brain. A werewolf. A girl with a black hole for a heart. This is the next generation of heroes Doc Silence has gathered together, a random collection of amazing kids he hopes to train to make the world a better place.”

He had me at werewolf.

“The Indestructibles” is a so-called YA novel, although to quote Stephen Colbert, that usually just means it’s a regular novel that people actually read.

And this one is definitely well suited to your average 12-year-old superhero fanatic.

But if you’re like some of us, you have an inner 12-year-old that you can access at a moment’s notice, sort of like Bruce Banner does with the Hulk in “The Avengers.” (“That’s my secret, Cap – I’m always 12.”) If that’s you, and you know who you are, you’ll probably get almost as much out of “The Indestructibles” as any prepubescent superhero junkie.

Phillion deals in plenty of familiar comic book tropes, and it’s not hard to draw parallels between his characters and others that came before them – the mystical Doc Silence evokes elements of Dr. Strange, Kate “Dancer” Miller has Batman written all over her, and Solar, a sunshine-powered superheroine, fits the Superman template – although it’s refreshing to have the book’s one truly indestructible hero be female.

But there’s plenty in “The Indestructibles” that you haven’t seen before, including a sentient storm that provides the main obstacle for our fledgling heroes, and a winning invention in Entropy Emily, a wisecracking nerdette who also happens to be powerful enough to capture entire hurricanes in an anti-gravity bubble – and whose mother has a heroic secret of her own.

Phillion ramps up the action often enough to keep things moving, and writes battle scenes in such a way that you can actually picture what’s going on, which is not as easy as it sounds.

And sly pop culture references – Harry Potter, Dr. Who, Bill Bixby’s TV Hulk

“The Indestructibles” is a YA novel written by GateHouse News journalist Matthew Phillion. and E.T. all get name dropped during the team’s adventures – keep the dialogue zippy.

But in the end, it’s the heroes’ welldrawn personalities that make “The Indestructibles” fly. Straylight, the laser-zapping alien symbiote who’s quick to develop crushes on female adversaries, and Titus the angry (and wouldn’t you be?) teenage werewolf handily round out the super-crew, even if it’s the women who carry the show.

And Phillion doesn’t give the villains

short shrift either – a cyborg assassin with conscience issues and a truly frightening sorceress with a shadowy connection to Doc are just two of a litany of antagonists that make the heroes’ comings-of-age super-challenges convincing.

In short, it’s the rare young superhero fan who won’t find himself or herself plowing through “The Indestructibles” in as few sittings as possible – and the rare older fan who won’t want to scoop it up as soon as junior finishes.
