By MICHAEL TARM The Associated Press CHICAGO – A federal appeals court Tuesday overturned some of the most sensational convictions that sent former Illinois Gov. Rod Blagojevich off to a lengthy stint in prison, ruling that the Democrat did not break the law when he sought to secure a Cabinet position in President Barack Obama’s administration in exchange for appointing an Obama adviser to the president’s former U.S. Senate seat.

The 7th U.S. Circuit Court of Appeals in Chicago also ordered the resentencing of Blagojevich, offering the 58-year-old a ray of hope that he could end up serving less than his original 14-year term.

The three appellate judges dismissed five of 18 corruption counts against Blagojevich, while affirming 13 counts. In a blow to the defense, the panelists also suggested the original sentence wasn’t necessarily extreme, even when factoring in the newly tossed convictions.

Speaking outside the Blagojevich family home in Chicago, his wife, Patti, told reporters her husband had expressed disappointment the court didn’t hand him a clear legal victory.

“He’s disappointed, of course,” she said, the couple’s 18-year-old daughter at her side. She added more optimistically, “Possibly this is a step in the right direction of getting Rod home to his family.”

Several onlookers stood nearby, including a small child holding up a sign that read, “Free Blagojevich.”

The court’s unanimous ruling addressed a key question: Where is the line between legal and illegal political wheeling and dealing? The panel’s answer: When it came to Blagojevich’s attempt to land a Cabinet seat, he did not cross the line. His attempts to trade the Senate seat for campaign cash, however, were illegal, the court concluded.

Blagojevich floated the idea of a Cabinet job in exchange for appointing Obama adviser Valerie Jarrett to Obama’s vacant Senate seat. After Blagojevich’s arrest, the seat went to Roland Burris, who served less than

In its ruling, the appeals court pointed to allegations that President Dwight Eisenhower named Earl Warren to the U.S. Supreme Court after Warren offered Eisenhower key political support during the 1952 campaign. The judges said that under the logic used to charge Blagojevich, Eisenhower and Warren might have been convicted.

“If the prosecutor is right, and a swap of political favors involving a job for one of the politicians is a felony, then ... both the President of the United States and the Chief Justice of the United States should have gone to prison,” the ruling says.

Still, the ruling was by no means a resounding win for Blagojevich.

The appellate judges upheld allegations that he sought to sell the Senate seat, saying the evidence against him was strong. Blagojevich had argued he didn’t break the law because he never stated explicitly that he was willing to trade an appointment for campaign cash.

The panel balked at the notion that crimes are crimes only if they are overtly stated.

“Few politicians say, on or off the record, ‘I will exchange official act X for payment Y,’ ” the opinion says. “Similarly

persons who conspire to rob banks or distribute drugs do not propose or sign contracts in the statutory language.”

Defense attorney Leonard Goodman sharply criticized the court for not quashing more counts. He said he would urge his client to challenge the panel’s finding, possibly by asking the full appeals court to rehear the case.

“My advice to him is that we fight on,” he said. “It is not justice in my view.”

As for prosecutors, they could choose to retry Blagojevich on the dropped counts, though prosecutors often decline to retry a case if most counts are upheld. A spokesman for the U.S. attorney’s office declined to comment on the ruling.

The two-term governor proclaimed his innocence for years – on TV and on the stand at his decisive retrial in 2011, where a sometimes-tearful Blagojevich said he was a flawed man but no criminal.

Eleven of the counts jurors convicted him on dealt with allegations that he tried to swap an appointment to the Senate seat for campaign cash or a job.

Other pay-to-play schemes he was convicted of included the attempted shakedown of the Children’s Memorial Hospital in Chicago for a campaign contribution.

JOLIET – Discounted half-year permits are available for Forest Preserve District of Will County dog parks.

The passes can be bought at any of four visitor centers: Sugar Creek Administration Center in Joliet, Isle a la Cache Museum in Romeoville, Monee Reservoir Visitor Center in Monee or Plum Creek Nature Center in Beecher.

The half-year permits will be on sale through Oct. 31. Permits for 2016 go on sale Nov. 1. Half-year permits range in price from $25 for one dog to $45 for three dogs for county residents; nonresidents pay $50 to $90. Discounts are available for senior citizens.

The Forest Preserve District has five dog parks: Forked Creek in Wilmington, Hammel Woods in Shorewood, Messenger Marsh in Homer Glen, Rock Run in Joliet and Whalon Lake in Naperville.

Joliet arboretum experiments with non-native species

The Joliet couple recently had to remove a majestic ash tree from their backyard because of the emerald ash borer beetle infestation.

They also lost two large trees – a red maple and walnut – at their camper on Woodhaven Lakes in Sublette in the June 22 tornado.

“It was just incredible over there,” Dan Ackerman said.

They decided to come Tuesday evening to the Broadway Greenway Joliet Arboretum to find out what trees should replace their three fallen trees.

City of Joliet arborist Jim Teiber led an educational walk through the arboretum for the 13 people who came to the free “tree tour” in which Teiber pointed out the experimental process at the site located north of the intersection at Ruby Street and Broadway Street.

The arboretum was officially dedicated in June 2010.

But city officials have been planting trees at the stretch of land north and south of the “Route 66” Rich and Creamy ice cream shop for the past two decades.

“The greenway created an open space,” said Rita Renwick, chairwoman of the city of Joliet tree advisory board. “It has always been an arboretum to showcase what people can plant in their own yards.”

Teiber said the goal is to experiment and plant trees that the city can recommend to homeowners.

“The soil is not native here,” Teiber said, noting several houses with imported dirt used to line the current arboretum space. “So we are experimenting with non-native species that are noninvasive.”

Unlike the well-estab lished Morton Arboretum in Lisle, the Joliet arboretum is focused on being a reservoir of research that will help homeowners pick non-native trees that work under Joliet-area growing conditions.

The arboretum also is relatively new, with plenty of young trees planted in the past several years. During the tour, Teiber pointed out a couple dozen of the trees, explaining how some are thriving while others are deprived.

A black tupelo or black gum tree was planted earlier this week. A young purple catalpa tree north of the arboretum playground is thriving, while a Peking lilac tree nearby is for some reason not healthy.

“Something is happening to it,” Teiber said. “I’m just going to let it do what it does, then pull it out if it’s gone.”

Several Bradford pear trees also were spotted by Teiber, who said the city doesn’t plant them anymore because of their odor, and they cracks easily.

The southernmost part of the arboretum is a designated non-native area containing trees, such as the regent Japanese pagoda and golden rain. Teiber said he planted seven black walnut trees on the northern end of the arboretum, replacing several diseased trees.

“I’m just amazed at the variety,” Caskey said. “I knew about the arboretum, but it was never big with me.”

Ash trees

Teiber said the ash tree epidemic has become a strain on tree maintenance services.

Maintenance crews are contracted to cut the grass and pull weeds. But the city’s public works department still has the responsibility of cutting down the 8,000 to 10,000 ash trees in the city.

Several diseased ash trees were pointed out by Teiber and Renwick. One sturdy, healthy white ash tree didn’t show signs of beetle infestation, but Teiber said it would eventually be cut.

“We remove the trees, we don’t treat them like some

other municipalities,” Teiber said, explaining how it was

a financial decision for city and village governments.

O’Dekirk shares Evergreen Terrace plan details

By BOB OKON bokon@shawmedia.com JOLIET – The Joliet City Council and the public got a closer look at Evergreen Terrace options Tuesday.

The City Council’s $15 million decision – buy Evergreen Terrace or not – is less than six weeks away, and some of the complexities were on display.

Mayor Bob O’Dekirk shared details from two plans from a city consultant, who is developing redevelopment plans for the low-income housing complex.

Under one plan, the city would pay $60 to $70 million – assuming tax credits and other government development funds come through – to reduce the number of units on the property from 356 to 302, convert some buildings to townhouse or condos, and add a park, community center and underground parking garage.

Under another plan, the city would pay $11 to $24 million to reduce the number of units to 322 and include the same features as the first plan but on a smaller scale.

Councilman John Gerl suggested the city convert the site along the Des Plaines

River into green space, which he noted was the original idea when the city started a lawsuit against Evergreen Terrace’s private owners 10 years ago, and provide alternate housing for residents elsewhere.

Gerl also asked what happens if the city does not comply with a Sept. 1 court deadline and pay the $15 million

price set by a jury after the city won its case to take over the housing complex.

“Are we sued? Are we fined? Are we put into contempt of court?” he asked.

“I don’t know,” City Manager Jim Hock answered.

Councilman Larry Hug raised several points against the acquisition and said the

only affordable option for the city is to run Evergreen Terrace as it is managed now.

“If we’re going to run it just like the current management, what’s going to change?” he asked.

Hock said the city would not run Evergreen Terrace like current management and noted the property has repeatedly failed inspections by the U.S. Department of Housing and Urban Development.

“We as owners have an obligation to make sure we meet the criteria and pass all the HUD inspections,” he said.

One Evergreen Terrace resident said the place isn’t bad the way it is run now.

“They have done a lot of improvements in there,” Marie Humphery said. “It’s not like it used to be 10 years ago.

I don’t think it will be like that 10 years from now.”

But Councilwoman Jan Quillman said she believed Evergreen Terrace has been upgraded because of the city lawsuit.

If the city does not buy the property from its private owners, she said, “it’s going to go back to what it was 10 years ago.”

Joliet high schools continue to see expulsion decline

By FELIX SARVER fsarver@shawmedia.com JOLIET – Expulsion numbers at the Joliet high schools were slightly up compared to last year but represent a long decline since 2009.

Joliet Township High School District 204 officials reported at Tuesday’s meeting that the total number of expulsions were at 36, up from 32 last year. Since the 2009-10 school year, the number of expulsions has decreased when it was above 80.

JTHS Superintendent Cheryl McCarthy attributed the long-term decline to the school district focusing on helping struggling students

with the Youth Experiencing Success in School – or YESS – program, the Restorative Practices Problem Solving Circles program, as well as teamwork by administrators, staff and teachers.

She said the school district has Will County Health Department staff provide mental health services for students, as well.

“So if students are in crisis and they are in the YESS program, they can get immediate needs,” McCarthy said. “That’s important because then we’re not sending the student out of school. We’re not sending them to a hospital. They’re not getting lost in a system. I think that really has made a substan-

tial difference.”

McCarthy said the expulsion data factors in students who went to Lincoln School.

The expulsion report also included a breakdown of data by race, following state law requiring schools that fall into the top 20 percent in terms of most expulsions and disciplinary actions over a three-year period to submit an improvement plan identifying strategies to reduce harsh practices or racial disproportionality.

The breakdown this school year showed black students were still issued the most expulsions compared to white or Latino students, with roughly more than 20 black students being expelled. That

has dropped from the 2013-14 school year, when close to 25 black students were expelled.

According to the report, the majority of expulsions occur among freshman students, although that has declined since the 2009-10 school year.

More freshman students were expelled for assault, battery, fighting and chronic disobedience compared to other categories in the report such as substance abuse and theft.

School officials have sought to prevent violence in schools, as well as provide emotional and spiritual support with the YESS program, which partners with several agencies such as Aunt Martha’s Youth Services, the Joliet Park Dis-

trict and Guardian Angel Community Services.

School staff changes

Board members unanimously approved eliminating the district athletic director position.

The duties of that position will be covered by campus activity and athletic directors, assistant principals for student services, principals and the business services assistant superintendent.

Board members also unanimously approved the resignation of Tarrah Lang, human resources director, and moving Christopher Olson – the district athletic director – to that position, effective July 22.

Council members question use of private contractors

By BOB OKON bokon@shawmedia.com JOLIET – Two Joliet City Council members on the Public Service Committee grilled the head of the utilities department this week over the use of contractors for city work.

The committee reviews contracts before they are approved for sewer line work, street repairs and other public works and utilities jobs.

At a committee meeting Monday, Chairman Jim McFarland and Councilman Larry Hug questioned the utilities director repeatedly about the use of contractors instead of city employees for work ranging from valve repairs to laying new pipelines.

The give-and-take between the two councilmen and Jim Eggen indicated a dispute within the department over whether work should be going to contractors or to the union staff hired by the city.

“You’re saying they can’t do it,” Hug said at one point.

“They’re telling us you won’t let them do it. We want the truth.”

Hug later said, “There’s a lot of things that need to be investigated.”

Eggen said the department has turned to contractors at times because they have better equipment, more expertise and can do jobs more quickly.

“When we talk to staff, they are not telling us they can do the work,” Eggen said.

“You’re saying they can’t do it. They’re telling us you won’t let them do it.

We want the truth.”

McFarland then criticized Eggen for not properly training people.

“Why are you hiring staff for your department and you’re not training them?” he asked.

When Eggen suggested he would put staff on an upcoming project to see how well they performed, McFarland told him, “I don’t want you to set them up for failure.”

The questions came as Eggen is preparing a pro-

posal for hikes in water and sewer rates. Both McFarland and Hug questioned whether rate hikes are needed. They suggested Eggen could save money by using staff instead of contractors.

Eggen said later he makes a judgment call on each job whether the work would be better handled by city staff or a contractor.

“The argument being made is our guys are cheaper,” Eggen said. “If it takes twice as long to do the work, are our guys cheaper?”

Councilwoman Bettye Gavin, the third City Council member of the Public Service Committee, at times during the meeting suggested the argument with Eggen was inappropriate.

“To do what we’re doing today is not going to solve anything,” Gavin said.

O’Dekirk nominates fire providence and police commissioners CATHOLIC HIGH SCHOOL

By BOB OKON bokon@shawmedia.com JOLIET – Mayor Bob O’Dekirk appointed and the city council approved Tuesday replacing four of the five members of the Joliet’s Board of Fire and Police Commissioners.

The panel oversees the hiring of police officers and firefighters, a matter that was an issue in the recent mayoral campaign. Minority leaders contend that not enough African-Americans and Hispanics work for the city, including the police and fire departments.

O’Dekirk’s appointments include two African-Americans and one Hispanic.

The appointments were announced ahead of the Joliet City Council meeting Tuesday evening. Council members approved the appointments, 6-0,

with no discussion.

In a written statement accompanying the announcement of appointees, O’Dekirk said, “One of the goals of the new fire and police commissioners will be to create greater diversity in our public safety officer ranks so that our residents can relate better to our police officers and firefighters while they are trying to do their jobs.”

The appointees are: • George Hernandez, a retired Joliet police lieutenant. He was the first Mexican-American in the Joliet Police Department when he joined the force in 1966, according to a biography provided by O’Dekirk.

• Herb Lande, owner of Imperial Construction Associates Inc. He served in the Will County Sheriff’s Police Auxiliary for 25 years and obtained the rank of captain, according

• Rev. Craig L. Purchase Sr., pastor of Mt. Zion Gospel Tabernacle in Joliet for 19 years. Purchase, an African-American, also is president of Rainbow PUSH Joliet Chapter. He is the founder and director of Lift Him Up Ministries, according to his biography.

• Todd Wooten, a former captain in the Joliet Fire Department who retired in 2013. He was the third African-American promoted to the rank of lieutenant and also served four years in the U.S. Marine Corps, according to his biography.

O’Dekirk said the only member of the current board remaining will be Chairman Joseph Strong.

The new commissioners would replace R. Dale Evans, Phillip Falbo, Fredrick Moore and William Tatro.

JOLIET – To urge the General Assembly to freeze property taxes, state Rep. Natalie Manley, D-Joliet, is holding a petition drive throughout her district to show politicians in Springfield the need for property tax relief.

“As I go door-to-door, meeting constituents and talking with them about their concerns, property taxes are always at the top of the list,” Manley said in a news release. “Local property taxes continue to climb, even as home values remain miserably

low, and in many cases, continue to decline, making it more and more difficult for people to keep their homes.”

PLAINFIELD – The Plainfield Police Department will soon have a dedicated prisoner transport vehicle anticipated to be used for intrastate warrant apprehension.

In a 4-1 vote, village trustees approved Monday spending $14,650.46 to buy a Havis prisoner transport insert from Naperville-based Fleet Safety Supply, containing components to retrofit an existing 2007 Ford Econoline van obtained through seizure.

Police Chief John Konopek said the vehicle will be needed to comply with new state laws that may shift the responsibility of picking up individuals across the state with warrants from the county to municipal level.

“In the event that happens we may have to send officers several hundred miles around the state to pick up warrants if they’re picked up at other jurisdictions,” Konopek said.

The vehicle would also be used to handle offenders who may become violent and start damaging squad cars, Konopek said.

The purchase is being made through the police asset forfeiture fund, and will include an insert, heating and cooling option, camera system, flip down step, seat belt option, equipment and a lighting package.

Konopek told the village board the equipment is designed for both officers’ and prisoners’ safety.

Trustee Brian Wojowski, a New Lenox police officer, voted against the purchase. He said he wanted more information before approving it.

“I’m concerned about the fallout from Baltimore and the safety aspect of the vans,” Wojowski said, referencing the protests stemming from the questionable death of Freddie Gray, who died shortly after being transported in a Baltimore police van.

Six police officers have been charged in connection with Gray’s death.

“Any increase in revenue is going to help the community,” he said.

The primary beneficiaries of Three Rivers Festival are the Chanooka Braves, the Channahon Baseball League, Channahon Lions Club and the Channahon Fire Protection District’s volunteers, in addition to the many other nonprofit organizations.

CHANNAHON – The Channahon Police Department got a bit of a surprise this month when someone mentioned to the chief the village’s two largest events of the year will take place on the same day.

The department has known since last year that Three Rivers Festival – the village’s big community bash featuring bands, carnival rides, food vendors, parade and fundraising events – will be held Aug. 12 to 16.

The fact that the enormously popular international race and obstacle course, Warrior Dash, will be held on Aug. 15, was just dropped on the department, Police Chief Jeff Wold said.

The date for the dash is actually a make-up day: The dash was held in June but torrential storms meant it was rained out.

“We had to evacuate the participants,” he said. “Dollinger Farm was just soaked.”

Organizers of the dash, Red Frog Events, gave Channahon official notification of the new date last week, Wold said, with an apology for the late notice.

The dash, which normally caters to about 15,000 racers on its biggest day in Channahon, is held at Dollinger Family Farm on Hansel Road.

Three Rivers Festival is held at Channahon Park District’s Central Park and sees about 5,000 visitors on its Saturday date. There is an almost fivemile separation between the two venues, but the traffic in town is a concern, as is having enough police officers to man both events.

“We’re working out the details,” Wold told trustees at Monday’s village board meeting. “It won’t be easy, but we can do it. It’s in our best interest to do it.”

Wold said he normally schedules nine officers for the Warrior Dash – eight to work

the venue and do traffic control at Ridge Road at Route 6 and one extra officer for relief.

This year, he said he would probably schedule one Channahon officer for the dash and may ask for assistance from neighboring law enforcement agencies to cover the additional needs.

Officers working the dash will likely be paid by Red Frog, and the contract with the organizer and the village is expected to be ready for trustees at the Aug. 3 meeting.

Wold said he is planning to keep his Channahon officers and Channahon Police Cadet volunteers at the Three Rivers Festival. He has scheduled 12 off-duty officers for the Friday and Saturday of the festival.

Blame game continues without budget

By LAUREN LEONE–CROSS lleonecross@shawmedia.com SPRINGFIELD – The finger-pointing continued Tuesday as Illinois headed into its third week of the new fiscal year that began July 1 without a spending plan in place.

Republican Gov. Bruce Rauner held a news conference Tuesday morning in Springfield, doubling his efforts to place all the blame on House Speaker Michael Madigan and the Democratic Party for the state’s budget impasse.

According to an online video of his news conference, the Republican governor accused Madigan of deliberately allowing Illinois nonprofits, social service agencies and day care centers to suffer without state funding.

“I think the speaker wants pressure. He wants impact now before he’ll do the right thing.

He knows what should happen.

Because many members of his caucus know we should compromise. … But they want im-

For months, Rauner repeatedly has said he won’t consider new revenue for Illinois until Democrats are on board with a number of systemic reforms in

politics and state government.

That includes a property tax freeze, a limit on union power, a reduction in lawsuit payouts and changes to workers’ compensation, term limits and legislative redistricting.

Madigan and Democrats have refused to budge on those issues, and instead want to focus on the state’s spending

plan. Many have argued more revenue is needed, and cuts alone will do more harm than good for essential state services.

State Sen. Jennifer Bertino-Tarrant, D-Plainfield, said Tuesday if Rauner was “truly sincere” about avoiding this budget standoff, he would have introduced actual legislation outlining his five Turnaround Agenda items months ago.

“He could have presented this legislation months ago.

Instead we get it, what, two weeks ago? After we’re out of session?” Bertino-Tarrant said.

“If this had been a sincere effort on his part, and not something to hang over our heads months later, he would have introduced this months ago.”

Bertino-Tarrant disagrees with Rauner’s idea for workers’ compensation reform, which could severely limit the amount that can be paid out to injured workers.

“It may sound like common sense on the surface, but when you’re injured on the job, and

you’re hurt for the rest of your life, how do you put a number on that?” she said.

State Sen. Sue Rezin, R-Morris, said Madigan refuses to let Rauner’s bill out of committee.

“The speaker has done nothing to move things along,” Rezin said. “The governor, all along, has said he’s willing to consider revenue increases, but to deal [with his reforms] first.”

During his news conference, Rauner also blasted Madigan for not blocking lawmakers’ automatic pay raises while the state goes on without a budget.

Madigan, during his own news conference later in the day, couldn’t answer whether the raises will take effect even though there was no action to nix them.

He argued the spending plan approved by lawmakers this year that Rauner vetoed in June did not appropriate money for the raises.

JOLIET – As part of the Union Pacific Railroad’s work on the Heritage Corridor railroad bridges near the Joliet Gateway Center transportation campus, the Fourth Avenue railroad viaduct, between Chicago Street and Eastern Avenue, will be closed for bridge work beginning Monday.

Detour routes will be posted.

Drivers are advised to exercise caution and seek alternate routes when traveling in the area, according to a news release from the city.

JOLIET – The Joliet Fire Department is scheduled to start Monday its next phase of annual hydrant testing.

The testing program will be conducted from 8 a.m. to 4 p.m.

Monday through Friday next week. The hydrant testing will continue for approximately six weeks, depending on the weather, according to a news release from the city.

During this phase, testing will take place in the following areas of the city: • The geographical area bounded by Black Road to the north, Infantry Drive to the west, I-55 to the east, and Route 6 to the south.

• The geographical area bounded by Bazz Drive to the

north, Bronk Road to the east, EJ&E Railroad Tracks to the west, and Black Road to the south.

The fire department will take precautions to reduce the impact of possible rusty water, according to the news release.

The city will provide a chemical that removes rust from clothes in a washing machine; however, be cautioned that affected clothes must not be dried until they have been properly run through a rinse cycle that includes this chemical.

The chemical will be available at any Joliet Fire Station, free of charge.

WILMINGTON – Will County Sheriff’s police said they caught a man siphoning diesel fuel Sunday at the Wesley Township Highway Department.

Spokeswoman Kathy Hoffmeyer said a deputy was on patrol at 5:06 a.m. Sunday when he noticed a large black hose coming from one of the 1,000-gallon fuel tanks outside the Wesley Township garage at 21333 Ballou Road.

“The deputy saw the hose stretched 80 feet around the side of the building to a gray 2006 Ford Explorer,” Hoffmeyer said. Inside the back of the SUV was a large storage tank and pumping equipment.

As the deputy was walking back to his squad car, he encountered Donald R. Davis, 34, who claimed he was pumping fuel because his friend owned the business and had given permission, Hoffmeyer said.

The road commissioner was called to the scene and said Davis did not have permission to be on the property and the fuel tank was almost empty.

Born: Feb. 14, 1953; in Joliet, IL Died: July 11, 2015; in Joliet, IL William “Henry” Allen III, born on February 14, 1953 in Joliet, to William Henry Allen, Jr. and Sarah Allen-Epting.

He departed this life on Saturday, July 11, 2015. He attended Joliet Public Schools and graduated from Joliet East High School.

He joined the Illinois Department of Corrections - Stateville for many years as a Correctional Officer. He later joined Joliet Youth Center as a Correctional Officer and worked for many years. He later was employed

by Kankakee Youth Center as head of security. He was also a master brick mason and was a member of B.A.C. Local 74.

He is preceded in death by his parents; and one brother, Willie Boykin.

Henry leaves to cherish his memory, his son, Mark Anthony Gant of Joliet, IL; one daughter, Temicha Nicole Mathis of Columbus, GA; siblings, Don Edwin Boykin, Emily Allen-Lawrence, Sarah Allen, Nathan G. Allen Sr. (Marilyn), Laurie Allen-Runnells (David), Steven Mark Allen, Aileen Brown (Tyler) and Ivan Allen (Danyel); grandchildren, Ebonii Warren, Mark Gant II, Jalonn Gant, Jaelyn Gant, Sarah Jane Mathis of Columbus, GA; special nephews, Orlando Allen (Latrice) and Donald Myart (Eureka); one aunt, four uncles, nieces, nephews; devoted friend, Glenn Moore; and a host of other relatives and friends.

MARY J. CARR Mary Janet (Lawrence) Carr, age 88, went to be with the Lord, Saturday July 4, 2015. She died unexpectedly, though peacefully, surrounded by family.

Mary is also survived by 15 grandchildren and 13 great grandchildren.

She was preceded in death by her father, Dennis Lawrence; mother, Cora (Moore) Lawrence; husband, Jewell Dean Carr; and brother, Ralph Lawrence.

Mary graduated from Mt. Vernon High School in 1945. She married Jewell Dean Carr on June 1, 1946.

She was a scout leader, church member and newsletter editor.

She was employed by the Jamison Insurance Agency as receptionist and Danville Area Adult Day Care as office manager. NEW YORK – Theodore Bikel, the Tony- and Oscar-nominated actor and singer whose passions included folk music and political activism, died Tuesday morning of natural causes at UCLA Medical Center in Los Angeles, said his agent Robert Malcolm. He was 91.

The Austrian-born Bikel was noted for the diversity of the roles he played, from a Scottish police officer to a Russian submarine skipper, Jewish refugee, Dutch sea captain and former Secretary of State Henry Kissinger. He sang in 21 languages.

“No one loved theater more, his union better or cherished actors like Theo did. He has left

an indelible mark on generation of members past and generations of members to come,” Actors’ Equity Association, which Bikel led as president from 1973-1982, said in a statement.

He also appeared on numerous TV shows, recorded books on tape, appeared in opera productions and issued more than 20 albums.

He received an Oscar nomination for his 1958 portrayal of a Southern sheriff in “The Defiant Ones,” the acclaimed drama about two prison escapees, one black and one white.

The next year, Bikel starred on Broadway as Capt. Georg von Trapp in the original 1959 production of “The Sound of Music.”

But many viewers knew him best for his portrayal of

State issues video gambling licenses to illegal operators

CHICAGO – The Illinois Gaming Board has issued licenses to run video-gambling machines to several people with ties to crime and illegal gambling, according to the Chicago Tribune.

Lawmakers agreed to legalize video-gambling machines six years ago, and supporters hoped the regulation would end decades of illegal video gambling and enable officials to weed out shady characters. But the newspaper’s investigation found that the board approved licenses for at least two men who had been accused of illegally operated video-gambling machines before they were legal, and at least one felon.

Gaming Board officials said they were satisfied at the time with their decision in granting the licenses. The board – which has issued nearly 7,000 licenses and denied fewer than 400 applicants – can deny licenses based on an applicant’s criminal history, past personal or business activities and associations, or involvement in illegal gambling.

One license was given to a Rockford restaurant owner who was convicted of a felony for stealing $146,000 from a South Carolina hotel. Gaming Board officials said they weren’t aware the man was a felon because national criminal databases didn’t reveal his criminal past, and that they might take action on his license at a meeting Wednesday.

The Rockford Register Star reported the City Council voted on Monday night to spend more than $51,000 over five years to purchase 15 of the devices that use electric shock instead of lethal force.

Lawyer: Tenn. shooter’s uncle detained in Jordan

– An uncle of the man who killed four Marines and a sailor in Tennessee has been in custody in Jordan since a day after the attacks on two military sites, a lawyer said Tuesday.

Abed al-Kader Ahmad al-Khateeb told The Associated Press that he was barred from seeing his client and that family members were also prevented from visiting the detainee. Computers and cellphones were taken from the man’s home, but he has not been charged with anything, the attorney said.

Al-Khateeb identified his client as Asaad Ibrahim Asaad Haj Ali, a maternal uncle of the Chattanooga attacker, Muhammad Youssef Abdulazeez.

A Jordanian official said Tuesday that he is sure the uncle and “other relevant people” in Jordan were being questioned, but he would not elaborate and or confirm that the uncle was detained.

He spoke on condition of anonymity because he was not authorized to discuss the case with the media.

Abdulazeez spent several months in Jordan last year under a mutual agreement with his parents to help him get away from drugs, alcohol and a group of friends they considered to be a bad influence, according to a person close to his family. That person also spoke on condition of anonymity, out of concern it would have business repercussions.

Relatives turned to Jordan after their health insurer refused to approve an in-patient treatment program for Abdulazeez’s addictions to drug and alcohol, the person said.

An FBI spokesman has declined to comment on that information.

Jordan is one of the most Westernized countries in the Middle East, with alcohol sold openly. However, the kingdom also has seen the spread of Islamic militant ideas in recent years, especially following the Arab Spring uprisings of 2011.

Abdulazeez stayed with the uncle in Jordan, but only to help him with his small cellphone business, the attorney said. Neither Abdulazeez nor his uncle was religious or belonged to any sort of political organization, al-Khateeb said.

“The uncle is a regular person, he has a company, he is a businessman, he has no relation with any militant group or organization,” al-Khateeb said. “He cares about his work and his family, and Muhammad is just his relative, the son of his sister. That’s it.”

Al-Khateeb is a prominent attorney and member of the Freedom Committee of the Muslim Brotherhood, the oldest and largest opposition group in Jordan. The Brotherhood is part of a regional movement of the same name.

In Jordan, it has distanced itself from the Islamic State

extremist group.

In the U.S., authorities are struggling to understand Abdulazeez’s motive. Investigators have described their search as a domestic terrorism probe.

According to a U.S. official familiar with the probe, investigators have found writings from Abdulazeez that reference Anwar al-Awlaki, a U.S.-born cleric who encouraged and inspired attacks on the homeland and was killed in a U.S. drone strike in September 2011. The official was not authorized to discuss by name an ongoing investigation and spoke on condition of anonymity.

However, investigators have said they have not found evidence that Abdulazeez was specifically directed by someone to carry out the attacks.

The FBI also has found other writings, from late 2013, not long after Abdulazeez was fired from a power plant job because of what a federal official has said was a failed drug test, a person close to the family said, speaking on the condition of anonymity to avoid business repercussions.

Alternatives to prison are needed SPRINGFIELD – “Ma’am I’ve got some good news for you. Your grandson is being released from prison.”

I made that phone call about 15 years ago after covering a session of the Illinois Prisoner Review Board and watching the board members vote to release a long-serving inmate.

The elated grandmother dropped the phone receiver and screamed, “Thank you, Jesus! Thank you, Jesus!”

I could hear her feet thumping and relatives hollering with joy.

Cheers roared across the phone line.

And then there was silence.

The grandmother came back on the phone and whispered, “Which one of my grandsons is getting out?”

Our society has created a culture of incarceration that permeates impoverished neighborhoods throughout Illinois and the country.

No nation incarcerates more people, or a higher percentage of its citizenry, than the United States of America.

Not China. Not Russia.

Not Iran.

The Land of the Free has become the Home of the Incarcerated.

Growing up on a farm in Galesburg, I would look out my bedroom window at night and see the eerie glow of prison lights just down the road.

I wondered why folks there were locked up.

They seemed to come from a world different than my own.

Many were there for drug crimes and other nonviolent offenses.

When it comes to drugs,

Middle class people have “youthful indiscretions” while those from poor families have felonies.

It’s part of that pernicious concoction of race, class and hopelessness that perverts our justice system.

The Brookings Institute found blacks are far more likely to be arrested for selling or possessing drugs than whites, even though whites use drugs at the same rate.

And whites are actually more likely to sell drugs.

This mass incarceration for nonviolent offenses doesn’t serve our society well.

It perpetuates the cycle of poverty.

The Illinois Department of Corrections reports that 62 percent of inmates are parents.

Seldom is a family better off with a nonviolent mom or dad is behind bars.

Alternatives to prison must be deployed.

Prisons are taking a devastating toll on our state’s inner cities and escalating the financial burden on taxpayers who are forced to support a system that breeds poverty and destroys families.

Income gap needs dual focus One pressing national issue that presidential candidates in both parties agree on is the growing income inequality. The challenge is finding agreement on what the president or the federal government should do about it.

Candidates retreat to predictable camps: Democrats calling for taxing the rich and spending the proceeds on social programs, and Republicans pointing to federal regulations that stifle job growth. The conversation usually ends there. Presidential candidates have a 30,000-foot perspective of the issue, however, while economic inequality must be addressed at ground zero in every community. The president and Congress have a role to play, but it should be a supportive role, giving communities incentives and targeted resources.

The need for local action is clear from the recent work of Harvard Professor Robert Putnam. Putnam, known for his 2000 book, “Bowling Alone” about America’s unraveling social fabric, now is

trying to engage presidential aspirants in both parties on what he calls the “opportunity gap.”

Putnam cites research that points to a growing and solidifying divide: Children at the top have the greatest opportunity, thanks to two nurturing parents who guide them toward advanced education; children at the bottom face staggering obstacles to success. America has become a “hereditary aristocracy,” he said, not seen since the Gilded Age of the 1890s.

Putnam is making the rounds in early presidential caucus and primary states in the hope of getting candidates to focus on closing that gap. Restoring a shared concern and expanding opportunity includes education from early childhood through high school and beyond.

Iowa has taken steps in that direction with investments in preschool, elementary and secondary education. Iowa’s community colleges offer a path to opportunity, but they have increasingly focused on making sure students finish

their education. Des Moines Area Community College, for example, requires every student to take a class on how to navigate the college system, and it has hired more advisers and navigators to keep students “stay on the rails,” as DMACC President Rob Denson puts it.

Community leaders in Iowa understand the need to target resources at those most vulnerable to falling through the cracks. The United Way of Central Iowa, for example, retooled its giving program in 2009 to measure how well its dollars are spent on three key goals: raising graduation rates, increasing the number of financially self-sufficient families and improving health.

The Iowa caucuses are an opportunity to address what the federal government can do to help all communities overcome the opportunity gap. The next president won’t close the income and opportunity gaps, but he or she can use the bully pulpit to lead the nation in directing resources toward the issue.

Romeoville linemen learn how they measure up

By TIM TIERNEY Shaw Media Correspondent BOLINGBROOK – With sweat rolling down his face after the bench press, Romeoville’s Thaddeus Ampadu offered a thoughtful description of the benefits from the Bolingbrook Linemen Challenge.

“It shows you a good example of other schools, you can see how good they are compared to yourself,’’ Ampadu said. “The time you’re away from this, you can work harder to be better than them.’’

The annual summer event last week at Bolingbrook brought together teams of linemen from local schools, Chicago and other suburbs.

The groups of linemen competed in seven events –

bench press, 40-yard dash, medicine-ball throw, obstacle course, shuttle relay, sled drive and tug of war – in a twohour challenge designed just for them.

“There’s 7-on-7s for the receivers,” Romeoville offensive line coach Andy Urban said.

“For linemen, this is kind of the only competition you get to do. It’s good because we’ve got a few schools that we’re going to play.

“It’s good to see where we’re at, where they’re at. It can be a little bit of a motivator for kids because now they know they have to work a little harder. So it’s a good experience.”

As the starting center last season on the offensive line, Ampadu already has plenty of varsity experience for a junior.

To him, the varied competition

at the Bolingbrook event is part of the overall experience of becoming a varsity player.

“Bench press is the most fun because I’ve anticipated that one, but tug of war is the most competitive,” Ampadu said.

“It’s good to have fun with your teammates. It’s good to bond with your teammates, build chemistry.”

Davon Maxey, a junior returning starter on the defensive line, has a good backand-forth competition with Ampadu on the bench press.

“I always want to try and push to be better than everybody else,’’ Maxey said.

Of the seven events, Maxey favored the 40-yard dash and the obstacle course, the latter a test of his agility.

“It helped me realize how

good my footwork is and how I can get better at that, too,” he said.

“The guys kind of measure up where they’re at,” Urban said. “It’s good for them to see other schools, numberswise, sizewise, speedwise. Competition is never a bad thing for summertime.”

Before long, summer will be a memory and the 2015 season will be here. Ampadu is ready for his new role with the Spartans.

“I see myself as a leader,” he said. “I had an all-senior offensive line last year, so it was a learning process. I’m building off what they taught me, and give it to the other players.”

“Our whole offensive line is going to be juniors,” Urban said. “We’ve got a new head coach. We’re going to have a new offense, new defense.”

The offense will be led by returning quarterback Anthony Kitchens and wide receiver Manuel Nartey.

Romeoville begins its season Aug. 28 at home against Hinsdale South. The Spartans play Sept. 4 at Bolingbrook before their Southwest Prairie Conference opener Sept. 11 at Minooka. Romeoville finished 2-7 last season.

“We lost some tough games,’’ Urban said. “We were in games that we could have won, had chances.’’

“As long as we tried our hardest,” Ampadu said. “The goal is obviously playoffs and a state championship, but as long as you try your hardest.

There’s always more you can do in the offseason, learn from the season we had and build off it.”

The Joliet Slammers have endured streaks this season where they have gone 0-6, 2-9 and 0-7.

They visited Normal on Tuesday night having won three of their past 14 games and had lost five consecutive series.

They also have had some good little runs along the way, but not lengthy enough or plentiful enough to have them any better off than a 2232 record entering Tuesday’s play.

A Frontier League team that is 10 games below .500 with 42 left realistically needs to go something like 31-11 the rest of the way in order to perhaps sneak into the sixteam playoff field.

The playoff qualifiers will be the East and West division champions and the four wild cards, the next four teams with the best records regardless of division.

If the playoffs were to begin today, Evansville and Normal would be in as division champs and Southern Illinois, Traverse City, Rockford and River City would be wild cards. All are well in front of the Slammers, who are eight game out of the final playoff spot and, much like the White Sox, would have to jump multiple teams in order to steal a spot.

Bottom line, it is not looking good.

On the other hand, of the remaining 41 games after Tuesday’s play, 30 are against current nonplayoff teams and only 11 are against playoff teams.

Slammers manager Jeff Isom is not waving the white flag. He has reasons, the schedule included, why he feels a turnaround could happen.

“We have played the tough part of the schedule,” Isom said Monday before the Slammers took a night off of sorts and had some fun, facing the Chicago Bandits in an exhibition softball game at Silver Cross Field.

“Take the series we just came off at Evansville. We led in all three games, we just couldn’t get the big hit. Other than the recent losses, I like the way we’re playing.”

The key is the center of the diamond.

“The pitching has to settle in,” Isom said. “I like our offense now. I’m looking at a lot of explosive bats in our lineup.”

Cleary and recent addition Carlos Lopez all have proven they can hit.

“We have a lot of guys [position players] with experience,” Isom said. “They are used to playing a lot of games in a season. They’ve been in situations like this, and they know what it takes to come out of it. That’s why I am optimistic.”

Isom recalled his team at Lake Erie two seasons ago.

Those Crushers reached the Frontier League championship series.

“We were in the same situation at this point, and then we won 18 of 21 and that got us healthy for a while,” he said. “I like the group we have. They’re hungry. They will compete every game.”

While there are positive signs offensively, Isom added, “The pitching has to get more consistent. Our starters have to be capable of getting to the seventh, eighth or

ninth inning in games. Our starters went five innings or less in all three games at Evansville. That puts a burden on the bullpen.”

From a chemistry standpoint, Isom continues to feel comfortable.

“Garza, Rodriguez, [closer] Navery Moore, David Kubiak, Lopez, those guys are leaders,” he said. “The camaraderie in the clubhouse has been outstanding.

“These guys want to have success. It’s a great group that wants to win. The older guys have handled some of the clubhouse things for me, which is nice. You don’t always get that.”

Now, the trick is to mesh those positives into a steady stream of victories the final seven weeks of the season. No guarantees, but hey, stranger things have happened.

Coal City grad Verdun enjoying life

By ROB OESTERLE roesterle@shawmedia.com JOLIET – Softball has always been a big part of Kirsten Verdun’s life.

While at Coal City, she led the Coalers to third-place finish in Class 2A as a junior in 2009 and followed that with an undefeated season and state title in 2010. In that season, she set an IHSA record for most pitching wins in a softball season (40) that still stands.

After her career at Coal City, she continued at DePaul University, where she again put her name in the record book. She finished her fouryear career with the Blue Demons ranking second in career wins (105), innings pitched (924⅔) and strikeouts (954). She is first in games started (145) and fourth in saves (9).

She was more than just a pitcher, as she finished her DePaul career with a .347 batting average and is second on the all-time home run list with 37.

And yet, when her career at DePaul was coming to an end, she figured it was the last she would be playing the game she loves.

But then, a funny thing happened.

A DePaul assistant coach, Tammy Williams, also was playing professional softball for the Chicago Bandits.

Williams convinced Verdun to come to the Bandits’ open tryout before the 2014 season.

“I hadn’t thought about playing professionally at all,” Verdun said before the Bandits’ exhibition game Monday against the Joliet Slammers at Silver Cross Field in Joliet.

“But our starting shortstop, Tammy Williams, was an assistant at DePaul.

She told me the Bandits were having a tryout and she told the coaches that they should take a look at me. I tried out and made the team.

“It has been a lot of fun. We always joke that we would rather play softball then go out and get a real job.”

Softball has been Verdun’s job for the past two seasons with the Bandits, and she would like that to continue.

She is currently a graduate assistant coach at University of Louisville, where she is completing her master’s degree in interpersonal communications.

“I would like to be a coach someday,” she said. “I think I would have a lot to offer, since I hit and pitch.”

During her first year with the Bandits, she went 1-0 with one save and 13 strikeouts. This season, she is 3-0 with a 1.55 ERA, helping the Bandits to a 2210 record, good for second place in the National Pro Fastpitch League behind

Again, she has been more than just a pitcher, seeing some time as the Bandits’ designated hitter. She is batting .167 with a double and five RBIs. In the 1-0 exhibition win over the Slammers, she had two of the Bandits’ four hits.

“I love to hit,” she said when asked about her preference. “It’s a lot different pitching against the pro teams. In college, you really only had to worry about the 1 through 5 hitters on most teams. Now, with only five teams in the pro league, almost every player, 1

through 9 in the lineup, were the No. 3 or 4 hitters on their college teams. You definitely have to pitch to contact. The days of getting double-digit strikeouts in a game are over.

“When I hit, I think I have a little bit of an advantage because I can think along with the pitcher. Of course, you don’t want to think too much when you are hitting or you can get all screwed up. ‘Stew’ (Bandits coach Mike Steuerwald) says that I am anomaly because I do both. Usually when you get to this level, players have specialized.”

Before the exhibition game Monday, the Bandits spent time with local youth softball teams that had held fundraisers to earn their way on the field. Verdun spent most of her time with the Dwight Rebels.

“I have known the Kodat family from Dwight for a long time,” she said. “I gave some of their daughters lessons. It’s fun to be out here with the young players, and it was nice to be here since it is so close to home. I have a few people come up to The Ballpark in Rosemont (the Bandits’ home field) once in a while.

“But it’s fun to come here because it’s so close to home. My parents live in Coal City, but during the season, I live in Rosemont and when school starts, I will be back in Louisville. We like playing against the guys. It’s fun watching them try to throw the bigger ball, and when they are on base, they think they can lead off. But they are athletes and competitors and they catch on. Hopefully, it’s too late by the time they do, though.”

Indians were second in Class 6A in 2014

BOLINGBROOK – Members of Lemont’s football team continued their preparation for the upcoming season at last week’s Bolingbrook Linemen Challenge. But there’s a different mindset than the one the Indians possessed a year ago.

Last summer, Lemont was coming off a 3-6 season and although the team had plenty of talent on hand, the program also had a new coach in Bret Kooi, who took over after a successful 12-year run by Eric Michaelsen.

A year later, the group Kooi and assistant John Coneset brought to Bolingbrook had lost many players because of graduation, but the returning players got invaluable experience by making it to the Class 6A finals before suffering their only loss to Nazareth Academy.

While finishing second to a quality Roadrunners team and completing one of the best turnarounds in state history were certainly things to be proud of, falling short of becoming the school’s initial champion in the sport was disappointing.

“After getting that close by getting to the state championship game, you see what it takes to get there and now we know,” senior defensive tackle John Dykstra said. “You see the little things that cost us, and we know that we have to emphasize that stuff.”

After exciting wins over Richards and Peoria Notre Dame in the playoffs, the title game didn’t go as well, as Nazareth claimed a 26-7 victory. Still it marked the school’s third runner-up finish, and their best showing in the playoffs since the 2008 season.

“The entire season, we were one unit and worked as a team and we hope that we come out the same way this year and get to the state championship game again,” senior left guard Casey O’Brien said. “The last

game was rough, and we all felt bad after the game, but some of us knew that we had another season to try to come back and if we worked hard, maybe we could get there again.”

Lemont is hoping to do what it did in 2007 and 2008 when it advanced to two straight championship games, but this time, it wants to walk away with the title.

“Our motto last year was actually ‘getting back to business,’ ” Dykstra said. “With Lemont’s tradition of being a winning team, everyone was surprised when we came out 3-6 in my sophomore year. But we came back by getting to the state championship game and we hope to repeat that this year. We don’t have the same size that we had last year,

but one thing that’s not going to change is the work ethic, which is awesome to see since everyone is busting their butts and working as hard as they can.”

While the Indians clearly have some big shoes to fill this year, they believe they can have another special season because of the good work ethic of those in the program.

“We’ve been working with the same amount of intensity every single day since our goal is to win a state championship for Lemont,” O’Brien said. “Our entire team works hard in the weight room and at practice. If coach tells us to do something, we’re always doing it. I like this team and think that we have a really good chance to go far.”

Much of this year’s success comes down to how quickly newcomers adapt to varsity play.

“The thing that I like is that

we have a lot of great leaders in this class,” Dykstra said.

“But the key will be the young guys coming up. They’re being asked to do a lot, so we’re instilling new habits in practice for them, and they’re learning the intensity and speed of the game. But they’re doing great and the thing I like about them is that they’re not afraid to ask.”

Also, getting off to a good start could determine how this season eventually plays out.

“Coach Kooi has been great and has been a big part of our success,” O’Brien said. “He’s been working really hard with the offense and making sure that we’re doing the right thing. I think that we have to start off strong since our first four games are going to be pretty tough this year. We have to come out strong and get those four victories right away and keep it going for the rest of the year.”

SUBMITTED REPORT NORMAL – The Joliet Slammers had a chance to score in the first inning and blew the opportunity Tuesday night. After that, not much was happening as the Slammers fell to the Normal Cornbelters, 5-0.

Nate Robert walked with one out in the first and stol second. He moved up to third, but then was out trying to score on a potential wild pitch.

The CornBelters put a 3-spot on the board in the second inning against former University of St. Francis right-hander Adam Panayotovich (0-1) as the No. 9 hitter, catcher Jim Vahalik, crushed a three-run homer to left-center.

Normal (31-24) added to

the lead in the fourth inning as Ozzie Guillen’s son Ozney Guillen led off with a double and eventually scored.

The CornBelters scored once more in the seventh on Richard Lucas’ home run against new Slammers pitcher Dan Tobik.

The Slammers (22-33) mustered only two and were shut out for the third time this season. Mike Garza extended his road hitting streak to 19 games.

Beans long overdue to make their mark in U.S.

By SARA MOULTON The Associated Press You wouldn’t know it looking at grocers’ produce sections in the U.S., but lots of people have been eating lots of fava beans for an awful long time.

Also called broad beans, favas were a dietary staple of the ancient Greeks and Romans, and continue to be widely consumed in Latin America, Morocco, Italy and India. In fact, dried fava beans are the primary ingredient in many Middle Eastern recipes for falafel. Yet somehow these tasty little fellers haven’t gone mainstream here in the United States. But they should.

A member of the pea family, fava beans resemble lima beans in shape and texture, but they’re creamier and boast a taste all their own.

Their season runs from midspring through late summer.

If you can’t find them at the supermarket, try a farmers market. They also are available online from suppliers such as Melissa’s.

The only trouble with

favas is figuring out how to prepare them. Favas come in pods, like peas, but they have to be peeled as well as shelled.

That second step is easily accomplished by blanching the favas in boiling water, transferring them to ice water, pinching off the ends of the skin and popping out the beans.

This multi-step routine is just about exactly as repetitive as it sounds. The most efficient way to get it done is by completing each step for all of the beans before moving on to the next step.

Given that it’s the kind of job made for an assembly line, you might want to enlist your kids or other family members to help. Each pound of raw beans yields about ⅓ cup of shelled, peeled beans.

Fava beans are plenty tasty all by themselves, tossed with a little olive oil or butter, or added to any recipe to which you might add peas or lima beans (Fava succotash, anyone?). They also pair up nicely with rice, grains or couscous, as in this recipe.

I added more liquid to the

couscous than is typically suggested because I prefer my couscous on the moister side.

Spiced Couscous And Fresh Fava Beans

Start to finish: 1 hour 30 minutes (1 hour active) Servings: 4 2 pounds fresh fava beans 2 tablespoons extra-virgin olive oil 1 cup thinly sliced yellow onion Kosher salt 1½ teaspoons minced garlic 1½ teaspoons cumin seeds 3/4 cup uncooked couscous 1½ cups low-sodium chicken broth 1 tablespoon unsalted butter, cut into pieces Ground black pepper Chopped fresh cilantro, to garnish Bring a medium saucepan of salted water to a boil. Set a bowl of ice and water nearby.

Run the tip of a sharp paring knife down the outside or inside seam of each fava bean pod. Open the pods

at the seam and remove the beans.

Separate the beans by size if they differ greatly in size. Add the beans to the boiling water in batches.

Blanch smaller beans for 30 seconds; remove a bean and see if the skin will peel off easily. If it doesn’t, simmer the beans for 10 seconds more. When the skins are loose, use a slotted spoon to transfer the beans to a strainer set in the bowl of ice water. Repeat the procedure with the remaining beans, adding them in batches according to their size and increasing cooking time as needed.

Once all of the favas are in the strainer of ice water, drain the favas. Pinch off one short end of each bean, then press hard on the opposite end to make the inner green bean pop out. Set aside the inner beans and discard the peels.

In a small saucepan over medium, heat the oil. Add the onion and a hefty pinch of salt and cook, stirring occasionally, until golden, 10 to 12 minutes. Add the garlic and cumin, then sauté for 1 minute. Set aside.

While the onions are browning, in a second small saucepan bring the broth to a boil. Add the fava beans and simmer until the fava beans

are tender, about 2 minutes. Use a slotted spoon to transfer the beans to a large bowl. Return the broth to a boil.

Add the couscous to the cooked onions and stir until combined well.

Pour the hot broth mixture over the couscous, add the butter and stir once. Cover tightly, remove from the heat and let stand for 5 minutes.

Fluff with a fork, then add the shelled favas and salt and pepper to taste. Serve right away, garnished with the cilantro.

Nutrition information per serving: 330 calories; 100 calories from fat (30 percent of total calories); 11 g fat (3 g saturated; 0 g trans fats); 10 mg cholesterol; 170 mg sodium; 46 g carbohydrate; 9 g fiber; 4 g sugar; 13 g protein.

When you are a bridge defender, you hope to get declarer under your control. Then you will probably be able to defeat the contract.

Sometimes, it must be admitted, it will be more important to get partner under control, either by signaling clearly or by getting on play to make the lethal lead.

Which applies in today’s deal?

South is in three no-trump, and West leads the club jack.

North, knowing of a combined 2528 points, was right to raise to three no-trump.

West’s opening lead marks South with the club queen. So, if East takes the first trick with his club ace and returns the suit, declarer will take at least nine tricks: one club, six diamonds and two spades. If South needs the spade finesse, East knows it will succeed.

The defenders must win the first five tricks. And the only way to do that is with one club and four hearts. But to which heart should East shift at trick two?

If East leads a low heart and South plays low, the contract makes. Instead, East should switch to his heart jack.

This is called a surrounding play because East has dummy’s top heart, the 10, surrounded by his jack and nine, and he has another, higher, nontouching heart honor in the king.

Then South has no answer; he must lose those five tricks.

Unfortunately, studies have not yet shown whether it is safe to take oral diabetes medications during pregnancy. Your doctor may recommend two pills that appear to be safe: metformin or acarbose.

Alternatively, doctors often recommend starting or switching to insulin.

This is an injectable hormone that lowers blood sugar.

Your diet during pregnancy is different from your diet before pregnancy because you’re eating for two. That means taking in enough calories for the two of you, and also eating the types of food that are healthiest for both you and the baby.

For that reason, you will likely work with a dietitian during your pregnancy.

He or she will adjust your diet to ensure that your baby receives proper nutrition, but that you do not consume too many calories. Finally, you will have more frequent HbA1c tests during pregnancy. And you will have more frequent ultrasound tests to monitor your baby’s growth and development.

What can I do to increase my chances of having a healthy baby?

Dear Reader: Like you, some women already have either Type 1 or Type 2 diabetes before they become pregnant.

There also is a kind of temporary diabetes that develops during pregnancy called gestational diabetes. It goes away after the baby is born.

You’re right to be concerned. Type 1, Type 2 and gestational diabetes all cause high blood sugar and can cause pregnancy complications.

But for this column, I’ll focus on pregnancy and Type 2 diabetes.

Consistently higher-than-normal blood sugar during pregnancy puts your baby’s health at risk. It increases the chances of having a miscarriage or going into premature labor. It may also cause your growing baby’s organs to form abnormally. Women with diabetes are also more likely to have large babies. This can make delivery difficult, and cesarean sections more likely.

So, keeping blood sugar under control early in pregnancy is crucial to your baby’s health. In fact, it is also important to achieve good blood sugar control before you become pregnant. That means keeping your HbA1c levels less than 7 percent. (HbA1c levels indicate your average blood sugar over the past three months.)

Many women with Type 2 diabetes are overweight or obese.

Try to lose weight by eating fewer calories and exercising regularly if you are trying to become pregnant. This should help reduce your blood sugar levels before and even during the pregnancy.

The encounter led to her becoming pregnant, and she gave birth to a boy who is now a year old.
