JOLIET – Police in Joliet were busy through the Fourth of July weekend, making 32 arrests for illegal fireworks.

But they were busy before the weekend, too, Joliet Police Chief Brian Benton said.

As a new proactive tactic, police sent and, in some cases, hand-delivered letters warning habitual violators of the state law banning fireworks. The letters notified certain residents that police would be watching them during the Independence Day holiday period.

“There are neighbors that are known for their fireworks excess,” Benton said.

“Their neighbors don’t necessarily want to get involved, but they are disturbed by the fireworks. They notify us.”

Benton said he believes the letters did have an impact.

Another new twist to fireworks investigations this year was the discovery of illegal fireworks being sold at the J Town Dollar Store, 653 N. Collins St. Benton said police learned of the situation while investigating complaints about youths shooting off fireworks in the Forest Park neighborhood.

“It was fairly common knowledge that there was a store on Collins Street known as J Town Dollar Store that was illegally selling fireworks,” he said. Police investigated the store and found fireworks, which were confiscated, Benton said.

In other situations, police found the incidents on their own.

Eighteen officers signed up for special detail to investigate fireworks for the holiday.

Police started early, making 85 calls from June 26 to July 2. Only one arrest was made in that period.

“Our goal at that time was to be proactive and gain compliance from the community,” Benton said. “Basically, that

was our grace period.”

Plainfield Independence Day report

Plainfield police reported making two drunken-driving arrests and issuing 41 citations for seat belt violations during their “Sober or Get Pulled Over/Click It or Ticket” crackdown during the Independence Day holiday.

Police said the crackdown put extra emphasis on late-night hours because that’s when the highest number of motorists drink and drive and the fewest number buckle up.

Rauner OKs money for Illiana Expressway Project remains on hold

By BOB OKON bokon@shawmedia.com Gov. Bruce Rauner has approved $5.5 million for Illiana Expressway, although it is seen as money being spent to take care of old bills and not to revive the stymied project.

Rauner in early June removed the Illiana from the Department of Transportation’s multi-year plan that lays out spending for future highway projects. On June 30, he signed a bill that spends $5.5 million on the Illiana, which was conceived as an east-west tollway running roughly from Interstate 55 in Wilmington to Interstate 65 in Indiana.

“I don’t see that as a philosophical change in the project.”

John Greuling CEO for the Will County Center for Economic Development Rauner spokeswoman Catherine Kelly in an email statement said the money “is to handle administrative costs associated with putting the project on hold indefinitely.”

She said the Illiana Expressway remains on hold.

A leading Will County advocate of the project said he did not see any signs of a turnaround in the governor’s view of the Illiana.

“My information that I

have is that it’s money for engineering work that was contracted and still has to be paid for,” said John Greuling, chief executive officer for the Will County Center for Economic Development.

“I don’t think it’s for any new engineering and land acquisition,” he said. “I don’t see that as a philosophical change in the project.”

Greuling and other Will County advocates for the Illiana Expressway contend the additional route would relieve truck congestion on local highways by providing an alternative route to Interstate 80. Opponents contend that trucks would not use the tollway in sufficient numbers to pay the bill for construction.

The 3-year-old was sucking on a lollipop while waving a squad car pin an officer gave him when he started describ-

ing his favorite car during the second annual Nitro Nite event.

“Those police cars,” said Marshawn, wearing an old Chicagoland Speedway Delphi Indy 300 shirt. “I like the blinking lights.”

A couple vintage squad cars lined Chicago and Clinton streets along with all types of classic, racing and gimmick cars during the one-day festival, which serves as a tune-up to the NHRA Nationals at the Route 66 Raceway this weekend.

A live program and entertainment in the Van Buren Plaza were at the center of

Nitro Nite, with food stands including TCBY’s, Tin Roof and Babe’s Jumbo Hot Dogs providing snacks and refreshments. A beer tent let parents lounge while kids tested their baseball pitching and other skills in games around the city square.

Dozens of classic cars participated in a cruise-in, and NHRA racers along with local celebrities planned to drag race festivalgoers in golf carts.

The Joliet City Center Partnership worked with the

Raceway to hold the event for the first time last year. The event helped attract people downtown and drum up more interest in the NHRA event, which features the popular top fuel dragster and funny car classes, among others.

Joliet resident John Lawson popped the hood on his green 2000 Pontiac funny car, a nitro-methane-driven 5,000-horsepower car that was parked in front of the plaza.

Coal City needs volunteers for recovery

By MIKE MALLORY mmallory@shawmedia.com COAL CITY – Coal City is again looking for volunteers to help continued recovery efforts from the EF3 tornado that damaged 884 properties June 22.

Coal City Village Administrator Matt Fritz said a phone call went out Thursday evening to at least 2,000 volunteers who have registered and lent their time and effort since the storm hit.

Volunteers are encouraged to arrive at Coal City High School as early as 9 a.m. Friday and Saturday, Fritz said.

Among the list of calls is to Coal City School District.

Fritz said the village is hoping to have school clubs and teams volunteer.

The village received help from at least 1,700 volunteers the first week of recovery, but the average has dipped to about 18 volunteers per day since then, Fritz said.

Those volunteers are then led by Team Rubicon and AmeriCorps, which are both leaving town within a couple weeks.

“We hope to get both of those tasks completed by the end of the week,” Fritz said.

The city has seen a great deal of help from Team Rubicon, which arrived June 23 in Coal City.

The nonprofit organization is comprised of mostly military veterans and first re-

sponders, and uses the skills of its members to rapidly deploy emergency response teams during natural disasters such as tornadoes.

William Porter, Team Rubicon Incident Commander,

said Wednesday the team will keep in touch with homeowners as much as it can until July 18, when it is scheduled to leave town. He said AmeriCorps is heading out Friday.

Porter said Coal City needs and will continue to need volunteers, because there isn’t a budget for the dollar amount of work that needs to be done.

“The city needs volunteers for the next year or two years in order to get everything back to normal,” Porter said.

“Just because cleanup is close to done, doesn’t mean the recovery is done.”

Coal City will need qualified electricians and other skilled people to help restore normalcy, Porter said.

“The typical response effort last seven days, the relief effort lasts 30 days, but the recovery is much longer,” Porter said.

For the long term, organizations like the United Way and church groups do a lot of the work, he said. That work can include anything from fencing to planting grass seed, he said.

“The type of work takes volunteers because no one has the budget for it,” Porter said.

Village Board discusses civil emergency policy

By MIKE MALLORY mmallory@shawmedia.com COAL CITY – Policies were discussed Thursday at a meeting of the Coal City Village Board, in the wake of the EF3 tornado that struck town June 22.

Village Administrator Matt Fritz presented the board and Mayor Terry Halliday with proposed ordinances in the hopes of boosting the recovery effort.

The board will vote Monday on whether to waive the village’s $100 demolition fee in case of civil emergency.

“We’re attempting to streamline the building in-

spection process and get people back in their homes,” Fritz said.

Fritz said the village has not needed the fee, which is charged when a water and sewer line needs to be capped.

The vote would make it official going forward.

When it comes to rebuilding homes, most work will be going down to the stud, Fritz said. The village does not have time to go through architect drawings. Halliday said the architect route could take eight to 12 weeks to get construction rolling, and people are welcome to do so, but the village wants to get people back in their homes as soon as possi-

ble.

“There are different and varying levels of work that must be done,” Fritz said. “If a house isn’t a complete rebuild, the village will accept CAD drawings.”

Building and zoning officials said they assessed 879 homes, and designated 37 for demolition but expect that number will exceed 100 once insurance companies assess homes again.

Halliday emphasized what the village says in regards to a property isn’t final, that’s up to engineers and insurance companies.

“We can’t say it’s a teardown, but we can say it looks

like a tear-down,” Halliday said.

Building and zoning officials said some of the homes need to be torn down because homeowners either didn’t or weren’t able to cover and secure their home before more rain damage came over the past two weeks.

The village has been handing out notices for homes that are unsafe and need to be inspected by a structural engineer before moving forward.

The village is in the middle of hiring part-time and temporary staff.

Fritz said a part-time administrative assistant is in place with an office staff, and

three building inspectors will be hired. One is already in place, assisting the current building inspector, Fritz said.

The village is working to line up town hall meetings July 16 and 18, where residents can discuss with village officials and organizations that participated in the Multi-Agency Resource Center their post-tornado experiences and plans going forward.

Although the dates and times aren’t official yet, residents will be able to go through some small-group exercises with representatives.

Fritz said a news release will be sent soon to notify affected residents.

St. Pat’s raising money for gym floor with Summerfest

By BOB OKON bokon@shawmedia.com JOLIET – St. Patrick’s Parish will hold Summerfest on Saturday, an event designed to raise money to repair the gym floor.

The gym is still heavily used, said the Rev. Peter Jankowski, pastor at St. Patrick’s.

The parish school closed several years ago.

But the school now is used

by Catholic Charities for a Head Start program.

Head Start, which has 175 children in the program, uses the gym, Jankowski said. So do other schools. It’s used by the parish and the St. Pat’s Neighborhood Association as a meeting place. Groups use it for retreats and other activities, he said.

“The building is booked practically every night of the week,” Jankowski said.

But the floor needs fixing.

“We hope to pack the place. It’s all in the gym. It’s for the community. This gym is used by the community.”

The repairs are estimated to cost about $10,000.

Summerfest starts at 5:30

p.m. and will run at least until 9 p.m. and maybe later, Jankowski said. He noted there will be a 4:30 p.m. Mass before Summerfest starts with a buffet of Mexican and American food. The band Greg’s Fender Benders will play. There will

be an auction of sports memorabilia and a raffle. Kids will find inflatables to jump on.

Jankowski noted there will also be a “Cookies With the Council” in which Joliet City Council members will walk to tables and pass out cookies and listen to concerns people have.

“We hope to pack the place,” Jankowski said. “It’s all in the gym. It’s for the community.

This gym is used by the community.”

Traffic was of concern to many of the residents who spoke against the project. Lori Lindberg and Sue Wolfe are not convinced 312 new apartments would bring only minimal traffic to an already “tight” area.

Others, including Baldermann, questioned whether renters would have the same incentive on upkeep as owners. Gammonley replied that a management company would provide that service.

Some residents were concerned the development company would not be able to fill the expensive apartments and eventually would convert the units to subsidized housing.

The apartments are not approved for subsidized housing, Gammonley said.

Carrie Grafrath was one of the few who spoke favorably about the proposal, saying her daughter’s friends were moving out of New Lenox because they could not afford it.

“We desperately need this,” she said.

Trustees Annette Bowden and Nancy Dye later said that the meeting “was a success,” and were pleased by the conduct of both the petitioners’ representatives and the residents.

“The board is happy with the changes and more likely to see it favorably,” Bowden said.

However, the board still will take into account density, traffic volume and the residents’ concerns before making a decision, she said.

Youth baseball teams to assist Coal City

Hoffman, a head coach of the Morris Mustangs Youth Baseball and Morris Tomahawks teams, is coordinating a Morris Mustang Charity AllStar Game as a benefit for Coal City Youth Baseball to help rebuild the fields that were damaged by the June 23 tornado. He said he’s seen an out-

pouring of support from local residents and businesses since announcing the event.

“The response has been incredible,” Hoffman said. “It just as easily could have been [Morris] that got hit. I know Coal City would’ve stepped up and helped us.”

The game is scheduled for 7:30 p.m. July 18 at Morris McKinley Field, 504 McKinley St., Morris, and will feature 9and 10-year-old All-Stars. Hoffman said the Morris youth league has an All-Star game

each summer, but with the unfortunate circumstances in Coal City, the league decided to make this year’s edition a fundraising event.

“I feel if a youth league nearby has a problem, it’s our responsibility to help,” Hoffman said. “The field we played at in Coal City two weeks before the tornado is damaged, and there’s no reason those kids shouldn’t have another opportunity to play.”

NEW LENOX – New Lenox residents continued to express concerns Wednesday night about the proposed Lincoln Station Apartments after hearing about a revised proposal.

The town hall meeting was held to allow residents to hear an amended plan by the New Lenox Development Company LLC for a four-building, 312unit campus-style apartment complex on 16 acres near the Metra Station off Route 30.

Mayor Tim Baldermann thanked the residents who packed the Village Hall board room for coming out to hear facts rather than rely on rumors.

“You’re obviously concerned citizens,” he said.

No action was taken by the village trustees; the measure is scheduled to be considered June 27.

A vote on the estimated $60 million project was deferred last fall because of board concerns about impact on traffic and aesthetic appeal of downtown. Also, the petitioners at the time requested variances, including using wood instead of masonry, contrary to the village’s building codes.

The petitioner has withdrawn its variance requests.

And the plan has been revised to use brick and stone with stucco accents, said David Kennedy, of PPK Architects.

“We designed the buildings to have a lot of character,” he said.

It includes green space be-

tween the six-story buildings, as well as enclosed and open air parking, a clubhouse with a pool, a playground and a walking path.

A sight line study conducted showed much of the buildings and property would be hidden behind the Metra train tracks, said Richard Gammonley, a consultant for the development company.

Rent for the one- and two-bedroom high-end apartments will average about $1,700 a month, said Gammonley. The units were designed with the possibility of converting to condominiums.

Over a 10-year period, the village, park district, school districts and other taxing bodies are expected to receive millions of dollars in tax revenues from the complex – with the village’s share being about $377,000, and the grade and high school districts receiving about $6.5 million, Gammonley said.

The apartments will be marketed toward young professionals with small or no children who likely would want to commute by train “and would not be a drain on the school system,” as well as empty-nesters, and residents and nurses at Silver Cross Hospital, he said.

Gammonley said about 75 percent of the prospective renters will come from New Lenox – those who want to stay in the community but cannot afford to buy a home.

According to a traffic study conducted by a firm approved by the village, traffic on Route 30 would increase only about 6.5 percent between 7 and 8 a.m.

Joliet sells surplus meter pieces to Sycamore

By ADAM POULISSE apoulisse@shawmedia.com JOLIET – Surplus parking meters from Joliet’s past are helping another Illinois community preserve a popular, nostalgic aspect of its downtown area.

The Joliet City Council unanimously approved Tuesday selling 584 coin-operated parking meters to the City of Sycamore, one of the few communities in the country to still use penny meters. Joliet transitioned to battery-operated digital meters about five years ago.

The Joliet City Council declared the meters, plus other city property such as vehicles and fire department equipment and TVs, as surplus.

Joliet officials planned to sell the meters to scrap yards, Joliet City Manager Jim Hock said.

After Giovanni Serra, Sycamore’s parking enforcement officer, and Sycamore City Manager Brian Gregory met with Joliet officials last month, they agreed to pay $300 for all of them, slightly more than the scrap value.

“It’s nice to find somebody who can use the actual meters for replacement parts,” Hock said.

Thanks to Joliet, Sycamore now has enough parts to keep its penny parking meter system working for at least the next few years, Serra said.

“We want to be nostalgic in our area,” he said. “We don’t want to be high-tech.”

Sycamore has 316 serviceable spots for the parking meters, Serra said. The meters accept pennies, nickels and

Born: Aug. 23, 1928; in Streator, IL Died: July 9, 2015; in Sandwich, IL Robert Wendell Baker, age 86, of Sandwich, formerly of Yorkville, passed away on Thursday, July 9, 2015 at Willow Crest Nursing Pavilion in Sandwich. He was born on August 23, 1928 in Streator, the son of Alfred C. and Reva (Brierly) Baker.

Robert proudly served his country as a member of the United States Army during the Korean War. He was formerly employed for many years by Lyon Metal Products INC in Montgomery, Illinois. Robert was a long time member of the Kendall County Farm Bureau.

He enjoyed several hobbies, including woodworking.

Robert was a loving son, brother, and cousin who will be deeply missed by his family and friends.

He is survived by his brother, Charles V. Baker of Crest Hill, IL; as well as several cousins.

He was preceded in death by his parents, Alfred and Reva Baker.

Anthony was born October 25, 1927, in Rockdale, Illinois, to Hubert and Rose (Bertucci) Tacchia. He was a WWII Army Veteran and received the World War II Victory Medal and the Army of Occupation of Japan Medal.

Anthony owned a Tavern and was a Truck Driver while residing in Joliet, IL. After moving to WI he owned and operated his own Semi Tractor Trailer. He enjoyed Indy Car racing, deer hunting, western movies and his old cars.

Survivors include his wife Lois; three sons, Jim (Lisa) of IL, Tony (Laura) of Iola and Mickey (Colleen) of Wittenberg; two step-sons, Greg (Annetta) and Rick (Kim) Sowa both of Joliet, IL; one step-daughter, Linda Sowa of Joliet, IL; six grandchildren and six great grandchildren.

He was preceded in death by three brothers, John, Carl and Geno; and two sisters, Marie Ties and Kate Wilhelm.

Richards Street festival 15 organizers reach out to Joliet neighborhood

By BOB OKON bokon@shawmedia.com JOLIET – Organizers of the Richards Street Community Festival hope the Saturday event will lift spirits and boost pride in the neighborhood.

“The purpose of this is to take back the neighborhood,” said festival coordinator Stephanie Dorn, referring to neighborhood violence and shootings earlier in the year.

“We’re coming out to enhance the community and take it back. We’re telling people here that we care and are reaching out.”

The festival runs from noon to 6 p.m. Saturday at Christ Temple Apostolic Church, 212 Richards St.

There will be free hot dogs for kids and a youth basketball tournament. Beverages and food will be available. Vendors will have booths representing businesses and service organizations. There will be a garage sale, too.

Northern Illinois Food Bank will run a pantry providing free food starting at 5 p.m.

People must register ahead of time. Registration starts at 4 p.m.

Dorn said this is the first of what organizers hope to be other Richards Street Community Festivals in the future.

“We’re looking for a better community in the future,” she said. “We’re proud of our community, and we’re taking pride in our community.”

Superintendent gets perk for lower pension

CHICAGO – Illinois State Superintendent of Education Tony Smith’s contract includes a perk that was included to match retirement benefits provided to his predecessor, according to the State Board of Education.

It’s needed, the Chicago Tribune reported after obtaining Smith’s contract through an open records request, because Smith receives a less lucrative retirement plan designed to control pension costs.

To make up for Smith’s reduced pension, he will now receive an annual stipend, expected to be worth thousands of dollars, in addition to his $225,000 salary.

The perk comes at the heels of efforts by Illinois Gov. Bruce Rauner to pull the state out of its pension crisis, as controversy continues to surround the unpopular Tier II retirement plan created in a 2010 law.

Smith, whose his tenure at the Illinois State Board of Education began May 1 after Rauner recommended him for the job of state school superintendent, by law was placed in the lower-tiered pension plan, along with most educators hired after Jan. 1, 2011. The Tier II plan has lower benefits and stricter retirement rules than traditional systems.

The exact amount of Smith’s stipend hasn’t been calculated, and won’t be until next spring, but it’s intended to match the retirement benefits his predecessor received as a member of the more generous Tier I plan of the Teachers’ Retirement System of the State of Illinois, according to State Board of Education spokesman Matt Vanover.

“The board ... decided to structure the contract so that the payment to Dr. Smith would be the same amount as if he were a Tier 1 employee,” Vanover said in an email.

Illinois court upholds ruling in fatal grain bin accident

MOUNT CARROLL – An Illinois appellate court has upheld a $16 million judgment awarded to the families of two people who died in a 2010 grain bin accident in northwestern Illinois.

Consolidated Grain and Barge Co. filed the appeal after a Carroll County jury awarded $8 million each to the families of 19-year-old Alejandro Pacas and 14-year-old Wyatt Whitebread.

The two co-workers were killed after they became trapped in a Mount Carroll grain elevator filled with corn more than 30 feet deep, Sauk Valley Media reported.

On July 28, 2010, Pacas, Whitebread and a third co-worker, Will Piper, were tasked with moving corn down in the bin and spent a couple hours breaking up chunks of the grain because it wasn’t moving freely, according to court documents.

NYSE: Bad software upgrade cited for outage

NEW YORK – The New York Stock Exchange said an outage of more than three hours was caused by problems associated with a software upgrade on the exchange’s computers.

The NYSE said in a statement Thursday the upgrade caused communication problems between its trading software and other systems, causing customers’ orders to not go through.

The problem became severe enough by late morning Wednesday that the exchange decided to suspend trading at 11:32 a.m. Eastern time so the problem could be addressed.

Orders were canceled, trading software was restarted, and backup units were brought online, the exchange said.

Nikki Haley signed a bill Thursday to relegate the Confederate flag to the state’s “relic room,” more than 50 years after the rebel banner began flying at the Statehouse to protest the civil rights movement.

Compelled to act by the slaughter of nine African-Americans at a church Bible study, Haley praised lawmakers for acknowledging that the long-celebrated symbol is too painful and divisive to keep promoting.

“The Confederate flag is coming off the grounds of the South Carolina Statehouse,” Haley said before signing the bill. “We will bring it down with dignity, and we will make sure it is stored in its rightful place.”

Police then surrounded the rebel flag with barricades and rope, a siege of sorts that will end Friday after the banner is furled for the last time at a 10 a.m. ceremony.

South Carolina’s leaders first flew the battle flag over the Statehouse dome in 1961 to mark the 100th anniversary of the Civil War. It remained there to represent official opposition to the civil rights movement.

Mass protests against the flag decades later led to a compromise in 2000 with lawmakers who insisted that it symbolized Southern heritage and states’ rights. They agreed then to move it to a 30foot pole next to a Confederate monument out front.

But even from that lower perch, the flag was clearly visible in the center of town, and flag supporters remained a powerful bloc in the state.

Haley moved first, calling lawmakers to vote the flag down. Very quickly thereafter, GOP leaders in other states who long have cultivated the votes of Confederate flag supporters announced that Civil War symbols no longer deserve places of honor.

“These nine pens are going to the families of the Emanuel Nine,” Haley said after signing the bill into law.

Confusion as a court orders state workers paid

By JOHN O’CONNOR and SOPHIA TAREEN The Associated Press SPRINGFIELD – The Illinois House adopted a stopgap spending plan Thursday that would guarantee state employee paychecks for July, but Gov. Bruce Rauner quickly criticized it, as Illinois’ budget muddle got even messier when a judge’s ruling on worker pay contradicted an earlier decision by a different court.

As the Democratic-controlled House OK’d a onemonth budget after a twohour debate peppered with name-calling and recrimination, a southwestern Illinois judge decreed that state workers should get their full paychecks even without a formal budget. That contradicted a Cook County court ruling earlier in the week that no budget means no pay.

The state is 10 days into a new fiscal year without authority to pay bills. Republican Rauner insists on

pro-business reforms to spur economic investment before dealing with Democrats on a budget that has a deficit of up to $4 billion.

St. Clair County Circuit Judge Robert LeChien sided with 13 public employee unions in declaring Comptroller Leslie Munger must continue paying state workers.

The ruling came days after a Cook County judge said only some workers covered by federal minimum wage laws can be paid.

Munger – a Republican whose office filed fresh papers objecting to the Cook County decision Thursday – said the St. Clair ruling authorizes payroll-processing for all state employees.

“Paying state employees for their work is the right and legal thing to do,” she said in a statement.

Attorney General Lisa Madigan’s office planned to appeal the St. Clair order. The Democrat said continued legal wrangling makes it “all the more imperative that the gov-

The short-term budget plan, approved on a 71-19 vote, would provide $2.3 billion to keep state machinery operating for a month while Democrats and Rauner continue trying to reach an agreement for the full year. GOP members objected to Democratic taunts that they were “enablers” and “minions” doing the governor’s bidding.

Majority Leader Barbara Flynn Currie, a Chicago Democrat, added the paycheck provision for all state employees.

The previous version covered only emergency services. Currie was responding to the Cook County ruling and pressure from Republicans who intro-

duced legislation to guarantee full-year salaries for all employees. Democrats buried that in a parliamentary move.

Rauner said a temporary budget puts the state in the hole one month at a time “Voting to spend money the state doesn’t have is the cause of Illinois’ financial crisis,” spokesman Lance Trover said.

Rep. Steven Andersson, a Geneva Republican, said the interim proposal didn’t push negotiations ahead and actually would hurt workers.

“We are being cruel,” Andersson said. “We’re being cruel to them because what we’re saying is there’s hope and the reality is, we’re just kicking the can for 30 days.”

The plan faces other chal-

lenges. The Senate, returning to Springfield next week, must concur on the paycheck provision. And it expires Aug. 1, so if it reaches the Republican governor’s desk, “He’d better hurry,” Currie said.

Rauner’s office did not respond to an assertion by House Speaker Michael Madigan, a target of Rauner budget bile, that the governor’s aides have failed to make their case for his agenda to lawmakers.

The Chicago Democrat produced a list of seven dates beginning June 4 on which Rauner’s office declined committee-hearing invitations – an example, he said, of how the governor is not being “reasonable” or acting in “moderation.”

“It’s not reasonable for an executive department anywhere in America to decline to participate in legislative hearings,” Madigan said. “We’re going to continue to provide an opportunity to the Rauner administration to participate in our three-part government here in Illinois.”

The race also attracts car enthusiasts of all makes and models.

Joliet resident Frank Hanna displayed his 1955 Chevrolet Bel Air hardtop at the cruise-in on Clinton Street. The red car was brandishing a Chevrolet small-block 350 V8 five-speed engine.

“I like all racing,” Hanna said, adding that he remembers drag racing a 1968 Chevrolet Camaro, perhaps illegally, when he was young.

There also were fans of the NHRA, such as Terry Ziegler and his wife, Dotty, who drove two hours from Fulton to watch the races this weekend.

“I like all types of racing,”

Ziegler said, explaining how his fascination with cars and racing began 45 years ago when he went to his first drag race at age 4.

But you could have guessed Ziegler’s main motivation for the weekend by his cellphone photos with the drag racing Force family and NASCAR racer Danica Patrick.

“I just like to get pictures taken with the racers,” he said.

Meanwhile, Marshawn was 20 feet away, running to a funny car and sneaking a peek at the exhaust pipes.

“He loves cars,” said Joann Grose, Marshawn’s grand-aunt and a Joliet resident. “He can enjoy himself and have a good time here.”

It should be no budget, no pay Illinois could learn a thing or two from the Brits.

The U.K.’s monarch has the ultimate nuclear option should Parliament fail to pass a budget. Queen Elizabeth can simply oust every minister and call an election to replace them. Even the chief executive, the prime minister, is vulnerable should lawmakers undergo the ultimate dereliction of duty. Not only is a missed paycheck or two on the line for British lawmakers, but entire careers could end.

Surprise: The budget is always on time.

There’s no such punishment for incompetence in Illinois, where budget brinkmanship is the state pastime.

The General Assembly and Gov. Bruce Rauner have spent weeks lobbing grenades while offering only political lip service. July 1 came and went. And now, Illinois can’t fund many of its operations. But, unlike in Britain, everyone gets paid. The General Assembly even had the gall this spring to try to give itself a pay raise. Rauner rightly vetoed that bit of absurd self-indulgence.

What an embarrassment.

State lawmakers, fueled by a Democrat supermajority, approved cynical, self-serving legislation in the last days of the 2014 spring session assuring they get paid one way or another. State parks might close. But, at least, the do-nothing set won’t go without. Pro-Rauner conservative think tanks were quick to go on attack July 1, the day the state officially entered a new fiscal year without a budget.

It’s wholly unjust that, should the impasse continue, rank-and-file state employees could pay the price. Rauner claims he can pay the 65,000 employees stuck in the middle of partisan squabbling. State Attorney General Lisa Madigan – Speaker Mike Madigan’s daughter – says otherwise.

It’s shameful the poor and elderly would bear the brunt of shuttered services.

It’s unfair the taxpayer will keep paying into an unsustainable government that bleeds cash and protects the entrenched interests.

Everyone but those running the show stand to lose something.

For his part, Rauner has hinted he won’t take a paycheck until a new funding plan is in place. Of course, the multimillionaire can afford it. Few if any state Department of Transportation employees are in the same boat. Rauner shouldn’t have the option. No budget, no pay.

Maybe because of pride or a mutual authoritarian streak, neither Rauner nor Madigan has offered much good faith at the negotiating table.

All the while, backbench lawmakers on both sides of the aisle remain loyal to strategies that ultimately will injure constituents and embarrass the state. No revolts here.

Publicly questioning leadership is risky businesses in a system that prefers party to governance. Loyal partisans have nothing to lose.

Consequences get results.

Slammers drop series to Frontier Greys

By CURT HERRON cherron@shawmedia.com JOLIET – After collecting just only hits in their first two games against the Frontier Greys, one had to figure the Joliet Slammers were due to have a bit more offensive success in Thursday’s rubber game of the series.

The Slammers did exceed their hit total from the previous two days by one, but it still wasn’t good enough as they dropped a 1-0 Frontier League decision before 1,550 at Silver Cross Field.

Joliet (21-27) scored only three runs on 11 hits during the three-game set against a Greys squad that entered with a 4.60 ERA, the second-worst in the league.

Slammers starter Hunter Ackerman allowed four hits in the first two innings but then yielded the same number of hits over the next five innings. He struck out five and didn’t walk anyone.

Bobby Shore gave the Greys (21-24) their third straight quality start, giving up three hits and striking out four in 61⁄3 innings.

The Greys scored the contest’s lone run in the seventh. Dillon Haupt led

off with a double to right and, one out later, Zach Tanner (2 for 3) got an RBI single to center.

After Francisco Rosario followed with a single to right to advance the lead runner to third, Ackerman got out of the mess when he coaxed an inning-ending double play.

The Slammers got Phil Bates and Hunter Ridge on with one out in the seventh, but reliever Nick McBride recorded a strikeout and grounder to end the threat.

It was more of the same in the eighth when Max Casper led off with a single up the middle and was sacrificed

by Charlie White. But McBride again forced a fly-out and then another strikeout.

David Kubiak only allowed one hit while striking out two batters in two innings of relief for Joliet.

In the Slammers ninth, Nick Anderson gave up one-out singles to Ridge and Adam Giacalone but struck out the final two hitters and three in the inning to record the save for the Greys.

Joliet hosts Southern Illinois in a weekend series before getting four days off for the All-Star break.

The Atlanta Braves recalling Minooka graduate Mike Foltynewicz this week from Triple-A Gwinnett is the headline for Joliet area entries in professional baseball. But much more is happening.

After making nine starts in his previous stint with the Braves, Foltynewicz appeared in relief for the first time Tuesday night and apparently will spend at least some time in the parent club’s bullpen.

He is 3-2 overall with a 5.30 ERA. In 522⁄3 innings, he has allowed 66 hits and 18 walks while striking out 48.

Tanner Roark (Wilmington) is back in the Washington starting rotation for the time being as Stephen Strasburg went on the disabled list early this week. Roark has made 15 relief appearances and six starts. In 601⁄3 innings, he has yielded 68 hits and 11 walks to go with 29 strikeouts.

Left-hander Tony Cingrani (Lincoln-Way Central) is on Cincinnati’s 15-day disabled list with a strained left shoulder. However, he has pitched twice in a rehab assignment with Triple-A Louisville and has thrown five scoreless innings, allowing two hits and two walks while striking out seven. He is 0-3 with a 3.47 ERA in 231⁄3 innings of relief with the Reds.

Across the minor leagues, we have several more area players to follow now that the June draft is in the books.

First-round pick Tyler Jay (Lemont) is 0-0 with one save and a 7.71 ERA in 42⁄3 innings for Minnesota’s Single-A-Advanced team at Fort Myers in the Florida State League. Fellow Illini lefty Kevin Duchene (Joliet Catholic) is 0-1 with a 1.00 ERA for Oakland’s affiliate at Vermont in the Class A Short-Season New York-Penn League. He has allowed nine hits and three walks to go with five strikeouts in nine innings.

The Atlanta Braves’ Michael Foltynewicz pitches in the first inning June 14 against the New York Mets in New York. Foltynewicz appeared in relief for the first time Tuesday night and may spend at least some time in the parent club’s bullpen. team at Staten Island. He is 1-1 with a 5.06 ERA in 262⁄3 innings.

Also of note is former Rice University right-hander Kevin McCanna pitching in that league for the Tri-City Valley Cats, an affiliate of the Houston Astros. He was born in Joliet, his family moving to Texas when he was 2. The Astros drafted him in the 13th round last month.

McCanna’s dad, Pat, was the quarterback of Joliet Catholic’s Class 5A state championship football team in 1981 – recall that 8-7 thriller over Deerfield in the title game – and a catcher on the Hilltoppers’ baseball team.

He played college baseball at Central Michigan.

Other area products getting their first taste of pro ball include Josh Altmann (Lockport), a shortstop with the Arizona Rookie League Rangers; Josh DeGraaf (Morris), a pitcher with Toronto’s Appalachian Rookie League affiliate at Bluefield; and Brandon Magallones (Prov-

idence), a pitcher with the Great Falls Voyagers, the White Sox’s team in the Pioneer Rookie League.

Altmann entered Thursday hitting .257 (9 for 35) with a double, a home run and seven RBIs. DeGraaf, 0-0 with a 3.86 ERA, has allowed seven hits and one walk while striking out 11 in 91⁄3 innings.

Magallones is 1-0 with a 2.00 ERA, having yielded five hits and three walks while striking out 10 in nine innings.

Among our other minor leaguers, right-hander Zach Petrick (Morris) is bidding for his first shot at the big leagues. Pitching for St. Louis’ Triple-A team at Memphis, Petrick has thrown 152⁄3 shutout innings over his last two starts. He is 5-4 with a 3.64 ERA in 17 starts. In 99 innings, he has allowed 103 hits and 12 walks while striking out 63.

Shortstop Dean Anna (Lincoln-Way East) is Petrick’s teammate at Memphis. He is hitting .235 (61 for 260) with 11 doubles, two triples, two

homers and 19 RBIs. First baseman Sam Travis (Providence) is settling in nicely at Double-A Portland after a strong first half of the season at Single-A-Advanced Salem. He has his average up to .269 at Portland (14 for 52) with three doubles, a triple and five RBIs and is at .305 for the season (91 for 298) with 18 doubles, five triples, five homers and 45 RBIs. Outfielder John Ruettiger (JCA) recently was elevated to Double-A Bowie from Single-A-Advanced Frederick in the Baltimore organization.

He is 2 for 4 at Bowie and overall is hitting .270 (54 for 200).

Right-handed pitcher Tony Bucciferro (Minooka) is 0-6 with a 6.46 ERA in 11 games, including eight starts, with the White Sox’s Double-A team at Birmingham. However, he has gone five innings and pitched well in each of his last two starts. Including a stint with Single-A-Advanced Winston-Salem, he is 1-8 with a 5.99 ERA in 702⁄3 innings.

Lefty Steve Sabatino (Lockport) is 2-0 with a 3.46 ERA for Palm Beach, St. Louis’ affiliate in the Single-A-Advanced Florida State League.

In 26 innings, he has allowed 27 hits and nine walks to go with 19 strikeouts.

Dietrich Enns (Lincoln-Way East), also a lefthander, is 1-0 with a 0.00 ERA for the Yankees’ Gulf Coast Rookie League team. In 11 innings, he has given up six hits and six walks and struck out 15.

Matt Trowbridge (Providence) is on the disabled list for Delmarva, Baltimore’s team in the Single-A South Atlantic League. He is 0-0 with a 4.22 ERA. In 102⁄3 innings, he has struck out 13 while yielding 11 hits and eight walks.

With all this talent out there, perhaps the time is coming when Foltynewicz, Roark and Cingrani will have more local company in the big leagues.

Krawiec leads in points, but seeks 1st win at Joliet

By CURT HERRON cherron@shawmedia.com JOLIET – In 2008, Eddie Krawiec made history as the first NHRA Pro Stock Motorcycle driver – and just the second in any division – to capture a title without winning a race.

Since that time, he’s added world championships in 2011 and 2012 and collected 27 wins, ranking him sixth all-time in victories in the division.

But so far this season, he’s winless in the first five races of the 10-race regular season that precedes the six-event Countdown to the Championship. Despite that, he is the points leader by a 395-350 margin over Karen Stoffer.

After capturing second-place showings to start the season at Gainesville, Florida; Charlotte, North Carolina; and Atlanta, Krawiec has been beaten in the quarterfinals at both Englishtown, New Jersey, and then again last weekend at Norwalk, Ohio.

Things haven’t gone a whole lot better for his Screamin’ Eagle Vance & Hines Harley-Davidson teammate Andrew Hines, the defending Pro Stock Motorcycle champion, who also won titles in the division from 2004 to 2006.

Hines ranks third in points with 340; but other than his win over Krawiec in the Charlotte finals, he’s made just one other semifinals appearance, at Englishtown.

So it’s a good bet the pair hope to pick things up as they kick off the critical next stage of the season when they participate in this weekend’s Lucas Oil Route 66 NHRA Nationals at Route 66 Raceway.

“Both of the Screamin’ Eagle V-Rod bikes were really fast in the first round on Sunday, but we lost 5 mph in Round 2,” Krawiec said.

“The horsepower is there, but sometimes we just can’t find it. We’re going to keep racing and tuning until we get it dialed in.”

After capturing six titles a year ago, Hines – the third-winningest Pro Stock Motorcycle rider in NHRA history – realizes he had to make some changes.

“This season has definitely been subpar,” Hines said.

“We got the Four-Wide win and got that win early, and that had everyone pumped up. But we’ve been struggling since then. I wish I could put my finger on it, but it’s been tough. We’re trying all kinds of different stuff but haven’t been able to solve it yet.”

One of the biggest stories so far this season in Pro Stock Motorcycles involves

Stoffer, who had planned to run a limited schedule this year but finds herself second in points after winning titles at Gainesville and Norwalk.

A week ago, she became the only multiple winner in the division this season after beating Angelle Sampey for the title. It was only the third pro round in NHRA history where two females met in the finals.

Hector Arana Jr. ranks fourth in points (322) while his father, Hector Arana (291), is fifth. The two met up in the finals a year ago at Route 66 Raceway, with the younger Arana capturing the victory. Hector Arana, who won a world title in 2009, picked up a win this season at Atlanta.

Sampey, a three-time world champion, ranks sixth in points with 284, while James Underdahl (278) and 2010 champion LE Tonglet (270) are next in line. Matt Smith, a two-time champion who won the title in 2013, is just outside of the top 10.

Hines, Sampey and Tonglet all own a pair of victories at Route 66 Raceway.

By JANIE McCAULEY The Associated Press OAKLAND, Calif. – Ray Fosse’s body still aches, 45 years later.

He never did fully recover physically from one of the most infamous plays in All-Star Game history, when Pete Rose bulled him over in 1970 to score the winning run in the 12th inning at Riverfront Stadium.

With the game back in Cincinnati on Tuesday, Fosse is reminded again of that moment. Over and over.

Not that he needs another look.

“As if it happened yesterday,” said Fosse, a Cleveland catcher at the time and now an Oakland broadcaster. “As much as it’s shown, I don’t have to see it on TV as a replay to know what happened.

It’s fresh.”

That night changed his career.

“It seems to be a play that people kind of relate to, that will somehow be kind of an opener, an icebreaker,” he said. “It’s like, ‘Oh, you’re the guy.’ ” To this day, he introduces himself to A’s players as “just Ray Fosse, one of the broadcasters.”

Later, they tend to figure it out.

Fosse has pain and arthri-

tis, endured five knee surgeries and has two bum shoulders he never had fixed and a stiff neck.

In fairness, he knows a lot of that is a result of the rigors of being a catcher.

“My body hurts. My shoulder still hurts,” he said.

“There was not anybody at the time to say, ‘Don’t play.’

I continued. That’s something that I take with a lot of pride.”

Fosse recalls it being 160 degrees on the artificial turf that night in Ohio, when the AL blew a 4-1, ninth-inning lead and lost 5-4 on Rose’s run. Rose says Fosse left him no room to slide into home on the decisive play.

“He’s the one blocking the plate without the ball,” Rose said on Thursday. “I’m the one who missed three games with an injury to my knee.

He played nine more years after that.”

Two days after the AllStar Game, Fosse caught nine innings in a win at Kansas City. He couldn’t lift his arm above his head.

“They didn’t have the technology, I didn’t see any of it, as far as X-rays, no MRI, not really anything,” Fosse recalled in May at the Oakland Coliseum.

“Since my salary was about $12,000 at the time, nobody was going to tell me I

couldn’t play. Even though I was hurt and probably shouldn’t have played, there was no injury that actually showed. It just was internal.

As it turned out it was a fractured, separated shoulder.

Things were different then.”

Fosse “never had the ball, never touched the ball” when Rose came plowing into him at the plate.

Now 68, Fosse offered his support after Giants catcher Buster Posey got run over by the Marlins’ Scott Cousins in May 2011, which in part led Major League Baseball to implement a new rule last season banning such homeplate hits.

Fosse spent parts of 12 seasons in the majors. He made the All-Star team again in 1971, yet his best year was already behind him.

And, really, there was a lot to enjoy in that 1970 showcase.

Hall of Famers were everywhere. The NL had Hank Aaron, Willie Mays, Roberto Clemente and Johnny Bench, the AL brought Frank Robinson, Carl Yastrzemski, Catfish Hunter and Harmon Killebrew.

Fosse had a single, scored a run and drove in one. Like Rose, he entered in the fifth inning as a substitute.

All most fans recall was that bruising end.

GOOD NUMBERS

Jose Abreu was the designated hitter Thursday and went 2 for 4. He entered with a .333 average and a .935 OPS in 18 games at DH this season.

By contrast, Adam LaRoche entered Thursday batting .291 as a first baseman and .199 as a DH. But Abreu made it clear he doesn’t like to DH. “I have to thank God for the good results in the DH because that is a position I don’t like,” he said.

Fosse still feels effects from 1970 All-Star Game collision

CHICAGO – Jeff Samardzija kept the White Sox on a roll.

Samardzija had a four-hitter, Melky Cabrera homered, and the Sox shut out the Toronto Blue Jays, 2-0, on Thursday afternoon.

The Sox have won seven of nine and are starting to look like the team many thought would contend for a playoff spot this season.

“If we go out and do our job, we know what the outcome is gonna be,” Samardzija said. “If we don’t, and we don’t have a strong last couple weeks of the month, we know what result’s gonna be, too.

“It’s in our hands here in the clubhouse, and we need to take care of it.”

Samardzija (6-4) took care of things against the high-powered Toronto offense. He took a no-hitter into the sixth inning for a second straight game. It was his first complete game of the season. He struck out slugger Jose Bautista to end the 2 hour, 15-minute game and threw 108 pitches.

“He’s got a good, overpowering, live fastball, and he’s got a great slider,” Blue Jays manager John Gibbons said. “He threw the slider behind in the count, and the good ones can do that. He’s easily one of the most sought-after guys out there.”

Samardzija, the subject of trade rumors as the deadline approaches, has pitched at least seven innings in seven straight starts, but Thursday was the first time during that stretch he was able to get through the eighth inning. He had just one win during that span before Thursday.

“He was sharp, he was aggressive in the zone,” Sox manager Robin Ventura said.

“His competitiveness is always there. That’s probably the biggest thing that sticks out when you watch him pitch, emotionally and everything else.”

Toronto’s R.A. Dickey (3-10) allowed two runs and four hits in seven innings.

Samardzija took a no-hitter into the sixth inning before

Ryan Goins singled to right field with one out.

The next batter, Devon Travis, hit a weak grounder to left side of the infield. Third baseman Conor Gillaspie, who was playing in, tried to cut the ball off, but ended up deflecting it past shortstop Gordon Beckham into left field.

Goins advanced to third on the play. Samardzija got AllStar Josh Donaldson to ground into an inning-ending double play.

The Sox took the lead in the bottom of the sixth. Adam Eaton led off with a triple and later scored on a passed ball as catcher Russell Martin missed Dickey’s knuckleball.

Cabrera then made it 2-0 with a solo shot into the rightfield bullpen.

Butler envisions team contending for a title

By ANDREW SELIGMAN The Associated Press CHICAGO – Jimmy Butler envisions the Bulls contending for a championship next season and he and Derrick Rose forming one of the NBA’s best backcourts.

Now all they have to do is make it happen.

The Bulls took what they believe is a big step, announcing a maximum five-year contract for their All-Star shooting guard on Thursday. They are hoping Butler can build on a breakout season, form a dominant tandem with Rose and help them emerge from the Eastern Conference after they came up short last season.

Butler’s deal is worth $95.5 million. He can opt out after the fourth season. But he insisted again that Chicago “is where I wanted to be.”

That was in question after a lackluster season-ending loss to Cleveland in the conference semifinals in which he and Rose did not appear to be on the same page.

Butler appeared to be in an attack mode, demanding the ball, while Rose seemed to shut down.

There were reports that Butler wanted a shorter

contract as a restricted free agent. But the Bulls made it clear they intended to keep him long term when they tendered him a maximum offer on July 1, and it didn’t take long for them to reach an agreement.

“Jimmy’s a guy who’s a winner, which is so important as far as keeping him in the fold moving forward,” general manager Gar Forman said.

“Jimmy really is everything that we want to be now and in the future, and we’re just thrilled that he’s committed for years now to remain a Chicago Bull.”

Butler made his first AllStar team and was selected the NBA’s Most Improved Player last season after averaging career highs in points (20.0), rebounds (5.8). He emerged as one of the league’s best twoway guards and helped the Bulls win 50 games.

But the Bulls never jelled the way they envisioned with the return of Rose and the addition of All-Star Pau Gasol.

They were hit hard by injuries during the regular season, then bowed out to LeBron James and the depleted Cavaliers in the playoffs. The Bulls fired coach Tom Thibodeau and replaced him with Fred Hoiberg.

Former Oakland Raiders QB Stabler dead at 69 Ken Stabler, who led the Oakland Raiders to a Super Bowl victory and was the NFL’s Most Valuable Player in 1974, has died as a result of complications from colon cancer. He was 69.

His family announced his death on Stabler’s Facebook page Thursday. The statement said Stabler “passed peacefully” on Wednesday while surrounded by family, including his three daughters.

Raiders owner Mark Davis said the team was “deeply saddened by the passing of the great Ken Stabler.”

Stabler was a four-time Pro Bowl selection with the Raiders, leading the franchise to consistent success during the 1970s, including a 32-14 victory over the Minnesota Vikings in the 1977 Super Bowl.

The Foley, Alabama, native threw for 27,938 career yards over 15 seasons.

McDonald charged with domestic violence

SAN FRANCISCO – Former San Francisco 49er defensive tackle Ray McDonald was charged with domestic violence and false imprisonment in connection with allegations he assaulted his ex-fiancee as she held their 2-month-old child, prosecutors said Thursday.

McDonald, briefly a member of the Bears, also was charged with child endangerment and violating a court order, the Santa Clara County district attorney’s office said. The false imprisonment charge is a felony while the other counts are misdemeanors.

Citing a pattern of behavior and off-field issues, the 49ers released McDonald on Dec. 17.

He was released by the Bears after his May 25 arrest.

By KEVIN BEESE Shaw Media Correspondent JOLIET – A lot has changed with members of the classic rock band M&R Rush since they last played the Joliet area.

For one, they have families. Second, the long hair is gone.

“We knew we had to cut our hair if we were going to get real jobs,” drummer Marty Mardirosian said about band members ending their 12-year run in the 1980s. “We all had long hair then.”

It’s been 30 years – back when band members still had aspirations of being the next group out of Chicago to go national – that they played the old Edifice Lounge in Crest Hill.

The band – with all five original members – will return to Joliet on Thursday when it performs at the Joliet Area Historical Museum as part of the history center’s Rooftop Summer Music Series.

“It will be excellent to play in Joliet again,” said Mardirosian, the “M” in M&R Rush.

According to the band’s website, M&R Rush has performed at shows that have included Blue Oyster Cult, Pat Travers, REO Speedwagon, Survivor, Kansas, Starship featuring Mickey Thomas, Head East, Uriah Heep, Foghat, Jim Peterik, the Temptations, The Buckinghams and The Cryan Shames.

Based on current ticket sales, the M&R Rush concert is expected to sell out, said Mike Brick, development director for the Joliet Area Historical Museum.

The show will be held rain or shine, Brick said. In case of inclement weather, the concert will be held on the museum’s indoor stage. Brick

also said the rooftop venue continues to grow in popularity.

“When we started the rooftop concerts five years ago, we would get 35 or 40 people.

People didn’t know what to expect,” Brick said. “But word has gotten out, and a lot of people come back again.”

Brick said the museum is open 45 minutes before concerts and stays open until after concerts end.

“We want people to take a look around, to come back again to visit,” Brick said.

High-energy, classic rock has been the M&R Rush style since the 1970s, when five high school friends from Chicago’s Roseland neighborhood formed the group. The band became popular in the Chicago area and had a Midwest following.

Mardirosian said the band averaged 250 dates a year and was on the cusp of following Chicago area legends Styx – which M&R Rush opened for frequently in high school and college shows in the region –

In 1980, a Chicago radio station produced an album and included M&R Rush’s “Rock & Roll Chicago,” which became the station’s most requested song off the album and finished at No. 45 at the station for the year, Mardirosian said.

“It was higher than songs

by Paul McCartney and Pink Floyd,” Mardirosian said with a smile, “but they went on to sell a couple million records.”

M&R Rush performed at Chicago Fest and the Inter-

national Amphitheater. In 1984, the band got a recording contract.

“We were signed by a subsidiary of Columbia Records,” Mardirosian said, “but the CEO of the company wound up being sued, and they pulled the plug on the deal.”

The band continued on – until music industry changed and clubs where they used to play turned into discos. Members called it quits in 1987 but continued to stay in touch and had an annual golf outing for the road crew and band.

“We would talk about getting the band back together,” Mardirosian said, “but nothing ever came of it.”

An impromptu jam session at the 2002 golf outing changed that. Re-energized, members decided to play a circuit of festivals and shows the next summer. M&R Rush will perform up to two hours at festivals and three hours in theaters without taking a break.

M&R Rush plays about 60 percent original music – in-

cluding new songs written by band members – with covers from other classic rock artists making up the other 40 percent, Mardirosian said.

The band has good reason not to concentrate solely on originals.

“That’s a lot for the audience when you are doing two or three hours of music,” Mardirosian said.

Falling short of becoming national recording artists after 12 years of following the dream is easier now for Mardirosian and other band members to accept, with the distance of years buffering the disappointment.

“It was just not in the cards for us,” Mardirosian said. “It is a tough business.”

Band members now are sales managers, a recording studio owner and a sound engineer for a casino, Mardirosian said. Fame and fortune no longer are band members’ goals.

“We play for fun and the love of music,” Mardirosian said.

JOLIET – The outdoor bandshell at the Billie Limacher Bicentennial Park and Theatre will host a “Battle of the Bands” from 6 to 10:30 p.m. July 25.

The park is at 201 W. Jefferson St., Joliet. Amateur bands and garage bands are encouraged to participated. Registration deadline is Monday for bands that wish to send in audition materials and earn a chance to compete.

Six bands will compete for the top three spots, with a $600 cash reward for the winning band, $500 for second place and $400 for third.

“Battle of the Bands” is open to the public. Admission is $5 a person. Concessions will be available to buy. Young anglers enjoy Frankfort’s fishing derby FRANKFORT – Recently, 49 young anglers ages 3 to 12 participated in the 12th annual “Get Hooked on Frankfort”

fishing derby sponsored by the village of Frankfort.

Prizes – including fishing poles, reels and tackle boxes – were awarded for the biggest fish caught and most fish caught in two age categories (3 to 7 and 8 to 12). The village also awarded gift certificates for Frankfort restaurants to the winners to enjoy with their families.

Winners in the 3-to-7 age bracket included Reagan Johnson, 5, of Frankfort for the biggest fish caught at 13½ inches; and Cooper Williams, 5, of Frankfort for the most fish caught (18).

Plainfield Park District hosts patriotic picnic

PLAINFIELD – The community came out in droves this year to celebrate the Plainfield Park District Patriotic Picnic and Fireworks. Park district staff estimates that about 8,000 people came to celebrate and observe the fireworks July 3.

The event provided fun activities for the entire family, including inflatables, face-painting, Little Obie Train, big trike races, the kids’ Patriotic Bike Parade and knockerball. The event also included touch-a-truck event including military, police and fire vehicles.

Kona Ice was there to help with cool refreshments and gave back a percentage of all sales to the Friends of the Park District Foundation.

When you play bridge, keeping some statistics is not a bad idea. For example, in a duplicate (or during a social game) note how many times your opponents went down two or more. If several, you did not double enough.

How often do you find the best opening lead? Treat each one with care, though, because the “right” opening lead will not always turn out to be best in a given deal.

After South opened one no-trump, North used Stayman. When South rebid two hearts, North’s slightly aggressive jump to three no-trump announced a four-card spade holding and asked South to retreat to game in that suit if he also held four. Here, of course, South passed out three no-trump.

What should West lead?

The books tell you to lead the top of three touching honors against a notrump contract. However, here, how are the spades distributed?

North is known to have four, and South has two or three. This leaves East with two or one. If East has a singleton, the suit will be useless.

West should hope that his partner has a doubleton, preferably honor-doubleton. And not to block the suit, West must lead the seven, fourth-highest from his longest and strongest.

Here, East should win with his ace and return the suit, which defeats the contract. The defenders must get four spades and one heart. Even if South wins with dummy’s spade king and runs diamonds, finessing through East, West can discard two hearts.

arteries in the brain, who had suffered symptoms such as a TIA. The people were assigned at random to be treated with angioplasty and stent or with just medicines. The doctors conducting the study hoped people treated with angioplasty would have better outcomes.

Here were the outcomes in the angioplasty group (listed first) and the medicines-only group (listed second): brain hemorrhage in the first 30 days (24 percent vs. 9 percent); stroke or TIA in the first year (36 percent vs. 15 percent); increased disability score (24 percent vs. 11 percent).

With the best of intentions, the doctors were trying to do something for their patients, something that seemed likely to help them. Instead, they were doing something to their patients that ended up hurting them. The study was promptly stopped.

So forget about angioplasty. Instead, your wife should focus on other strategies that may help prevent another TIA or stroke. For example: • Keep blood pressure in the normal range (less than 140/90).

• Keep cholesterol levels healthy.

• Maintain a normal weight.

• Don’t smoke.

• Stay physically active and exercise at least 30 minutes per day.

Your wife’s doctor may also prescribe blood-thinning drugs, which can help prevent blood clots.

In addition, cholesterol-lowering statin drugs may help prevent strokes, even in people with normal cholesterol levels.

Dear Dr. K: My wife had a mini-stroke. The doctor said she has a narrowed artery in her brain. Can’t the doctor open it up with angioplasty, as he would if she had a narrowed heart artery?

Dear Reader: “Ministroke” is another name for a transient ischemic attack, or TIA. A TIA causes stroke symptoms – such as sudden weakness on one side of the body, blurred vision or difficulty speaking – that last 10 minutes or more, but less than 24 hours. A TIA is a warning sign of an impending stroke. Four to 10 percent of people who have a TIA will go on to have a full-blown stroke.

Both mini-strokes and full-fledged strokes usually are caused by narrowed arteries in the brain. The underlying cause is the same as it is for artery blockages in the heart. It’s atherosclerosis – fatty deposits that enlarge and become plaques. If a plaque ruptures, a clot may grow to obstruct the artery. Or, a blood clot may form elsewhere in the body, travel to the brain, then lodge in a part of the artery that is narrowed by plaque.

Balloon angioplasty has a successful track record in opening arteries in the heart. In this procedure, a catheter with a deflated balloon at the tip is threaded into the narrowed artery.

The balloon then inflates to open up the blockage. Often, a wire mesh stent is left behind to keep the artery open.

It seems natural to think this procedure also would be an option to open blocked arteries inside the brain. But, to date, studies comparing angioplasty to medicines for narrowed arteries in the brain have been disappointing.

A study published in the Journal of the American Medical Association once again compared the two treatments. The study included more than 100 people with narrowed

Dear Abby: How do I forgive myself for staying with my husband “for the sake of the kids” and because I was afraid of him?

Our children are teenagers now and both suffer from low self-esteem and depression. We lived far away from any family while they were growing up, and I was financially dependent and scared. I realize now it wasn’t the right thing to do.

Purpose of Project: Acquisition, Demolition and Redevelopment of Evergreen Terrace. The redevelopment of Evergreen Terrace into a mixed-income housing development will be guided by the Settlement Agreement between the City of Joliet, HUD and the tenants of Evergreen Terrace. This agreement proposes the acquisition of the housing development, rehabilitation of some of the existing buildings, demolition of other buildings, construction of new housing units and community center, as well as the development of a new park facility.

It is anticipated that this redevelopment effort will occur over multiple phases and each phase will take approximately four to five years to complete.

Project Location: 300-301 N. Bluff St., 311 N. Bluff St., 316 N. Bluff St., 358 N. Broadway St., 362 N.

Broadway St., 366 N. Broadway St., 363 N. Broadway St. and 350 N. Broadway.

Total Estimated Cost: $44,379,088.00. This redevelopment effort will utilize multiple years of CDBG funds, HOME funds, Low Income Housing Tax Credits, Illinois Housing Trust funds and other potential housing development funds.

In order to complete the first phase of the project, the City of Joliet will utilize four years of its existing funds totaling CDBG $3,292,683.00 to begin the acquisition of the site and for planning and initial redevelopment costs.

FINDING OF NO SIGNIFICANT IMPACT The City of Joliet has determined that the project will have no significant impact on the human environment. The City has procured the services of a professional archeologist to prepare an archeological survey of the site. The results of the survey will be considered in the project plan. Therefore, an Environmental Impact Statement under the National Environmental Policy Act

of 1969 (NEPA) is not required.

Additional project information is contained in the Environmental Review Record (ERR) on file in the Department of Community and Economic Development at the above address and may be examined or copied weekdays between the hours of 8:00 A.M. to 4:30 P.M. PUBLIC COMMENT Any individual, group or agency may submit written comments on the ERR to the Department of Community and Economic Development. All comments received by close of business on July 27, 2015 will be considered by the City of Joliet prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The City of Joliet certifies to the HUD Chicago Field Office that James D. Hock, in his capacity as City Manager, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that

these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Joliet to use Program funds.
