“Did you ever tell me when I was living with you [in Morris] that you never saw the real me?”

Jason Gonzalez, who is acting as his own at- Jason torney, asked Gonzalez his mother Kim Gonzalez, who was spending her third day on the witness stand.

“After you murdered Lance, I’m sure I did. I knew you had anger issues occasionally, but I never saw this coming,” she answered.

Jason Gonzalez’s uncle, Lance Goebel, was found shot to death Sept. 17, 2009 in his

New Lenox Township home.

Prosecutors say Gonzalez was evicted by his uncle two months earlier after becoming inappropriately fixated on children in the family.

Kim Gonzalez had testified Tuesday she found an electronic personal organizer a few months after her son’s arrest that contained two videos he had secretly recorded while sitting next to a girl at Goebel’s house.

Jason Gonzalez then told Judge Edward Burmila that making jurors aware of his homosexuality through his mother’s testimony would show he was not worried the victim might be angry with him about the recordings.

On Wednesday, Gonzalez asked his mother about the state of his uncle’s marriage and told the judge, while the jury was out of the courtroom, he was doing so to show “that somebody else could’ve been responsible for the murder.”

“You’re not accepting responsibility for what you’ve done,” Kim Gonzalez said. “[You’re] pretty mad, aren’t you?” her son asked.

“I’m angry. I lost my brother and my son on the same day,” she continued.

Jason Gonzalez then asked his mother about a letter she’d written him in jail where she referred to expectations of beatings and rapes in prison.

“I told you I was going to send you a book about surviving in prison because I didn’t think you were mentally prepared for it. I think you’re a little nuts,” Kim Gonzalez said.

Burmila instructed jurors that they will not decide a sentence if Gonzalez is convicted and his mother’s expectations do not have any weight in the case.

“There’s no attorney I know of who would seek to admit this [letter]. It repeats a number of beliefs your mother has,” Burmila told Gonzalez.

Joliet study projects several years of water and sewer rate increases

By BOB OKON bokon@shawmedia.com JOLIET – Joliet residents and businesses could face several years of rate increases to pay for water and sewer services under scenarios presented in a study of the city’s needs.

The Joliet City Council Finance Committee this week got a first look at a study that outlines revenue needs for water and sewer services.

Committee Chairman Michael Turk said Wednesday it’s too early to predict whether a rate increase would take effect

by October, which is what city staff seeks. But he did say he wants to avoid a sharp hike, such as the one the city implemented in 2009 when rates were increased 35 percent.

“If any increases went into effect, I think it should be a gradual increase and not a steep one like we did in 2009,” Turk said.

One of the scenarios in a

study presented to the committee Tuesday proposes a 36 percent rate increase this year.

It would be followed by increases of 8 percent and 2 percent in the next two years and then 1 percent rate increases through 2022.

Another scenario proposes a 9 percent rate increase this year. It would be followed by rate increases of 8 percent, falling gradually to 3 percent in 2024.

A third scenario proposing no rate increases shows the city’s utilities department operating at a deficit by 2019.

Mayor Bob O’Dekirk said it was too early to determine whether he would support rate hikes.

“It’s the first time I’ve seen it,” O’Dekirk said of the proposed rate hikes.

The 35 percent rate hike in 2009 was followed by 5 percent rate hikes the following two years.

The study also showed rate

increases proposed in the scenarios still would leave Joliet water and sewer bills by 2019 roughly in the mid-range compared to those paid now in neighboring communities.

A survey of 18 communities showed Joliet in the low midrange now and going into the high mid-range by 2019.

“If we do the projected increases for the next five years, we’re still in the middle of the pack with neighboring communities,” Utilities Director James Eggen told the Finance Committee at its Tuesday meeting.

Eggen said the city basically has experienced a rate freeze since 2011. He said the city should have continued increasing rates by 2 percent a year.

The study, done by consulting firm Burns & MacDonnell, also showed the utility department’s operating expenses have increased from less than $25 million in 2011 to more than $30 million this year.

“You’ve chosen, unwisely in my opinion, to represent yourself. You’ve poked and prodded your mother for three days now to say a number of things in front of the jury which [could be objectionable].”

“If a lawyer did this, I would stop the trial and have him removed from the case,” the judge finished.

Before testimony finished Wednesday, former crime lab analyst Peter Striupaitis testified three bullets recovered from Goebel’s body were fired from a handgun that fired 15 bullets provided to Will County Sheriff’s police. The bullets were provided to police by a friend of Kim Gonzalez’s.

Jason Gonzalez allegedly used his Smith and Wesson handgun at the friend’s target range before Goebel’s slaying.

Burmila announced one juror had a death in the family before closing proceedings for the day. The trial will resume Friday.

Will County Community Health Center expands walk-in clinic hours Will County Community Health Center hours

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – As part of a growing trend nationwide, the Will County Community Health Center is joining other walk-in clinics that cater to people with hectic schedules and a desire for quick and easy health care access.

This week, the clinic expanded its walk-in hours – now staying open two additional hours until 6 p.m.

Monday through Thursday.

The move is a response to the growing demand for same-day services and the increase in the insured population with the advent of the Affordable Care Act, said Gina Wilkins, family nurse practitioner at the clinic.

“Spaces were filling up quickly. We would fill up before noon sometimes or not have as much availability,” Wilkins said. “People were coming in that afternoon and we would have to tell them you have to come back tomorrow or set up an appointment. It was frustrating, so having these additional hours will be helpful.”

A good portion of the patients coming to the clinic are low-income, have unreliable transportation or have children in school – three factors that put stresses on families that are sometimes forced to choose between health care, work and family.

“It’s nice to have later times because, depending on when people work, they can come in a little bit later and not have to miss work,” Wilkins said. “For some people, that can cause work instability, so that is a big factor for a lot of my patients.

I don’t want people losing their jobs because they need health care.”

health centers in the U.S. – is working to remarket itself as more than “a last resort,” said Dr. Howard Ehrman, chief medical officer for the clinic.

“A lot of people see [federally qualified health centers] like us historically as the clinic of last resort as opposed to we’re here because we give really good, quality care that’s more accessible than people realize,” Ehrman said.

The clinic is achieving this by adding more physicians into the walk-in rotation schedule, he said.

The number of uninsured patients at the clinic has declined with the creation of the Affordable Care Act, said Mary Maragos, the center’s chief executive officer.

“I think what it really translates to is people are able to get the care that they’ve been needing instead

of putting it off,” Maragos said.

In 2013, a little more than half of the clinic’s patients were uninsured. Now, just 27.5 percent remain uninsured. About 61.7 percent are enrolled through Medicaid this year, compared to 42.2 percent in 2013, according to Maragos.

Ehrman said the clinic also has counselors available to assist people in navigating

the health care marketplace, and signing up for Medicaid, food stamps and health insurance.

The clinic also prides itself on catering to the county’s Hispanic population, Ehrman said, with about 44 percent of the population serviced through the clinic identified as such.

A mother of two, Josefina Mancera found herself at the Will County Community Health Center’s walk-in clinic Tuesday for her oldest daughter’s school physical and vaccinations.

The family moved to Joliet from Mexico just three weeks ago and is without health insurance. Her 7-year-old daughter, Milagros Rodriguez-Mancera, is beginning school next week, Mancera told The Herald-News through a translator, and the clinic provided the necessary shots and other screenings.

On Tuesday, Ehrman told Mancera about a state program called “All Kids,” which offers families of four that earn less than $77,112 annually free Medicaid coverage for children younger than 18. The Medicaid program also is available to children who are not U.S. citizens, he said, and it’s possible Mancera will qualify.

The clinic accepts Medicare, Medicaid and most private insurance, with a sliding fee scale for clients without insurance.

“Our motto is to try not to deny anyone access to the clinic every day,” Ehrman said.

Residents deal with river flooding High-water levels expected to sink in a week

By FELIX SARVER fsarver@shawmedia.com WILMINGTON – Butch Marquardt was at the edge of the Kankakee River on Wednesday morning salvaging the dock and boat lift near his home.

Wearing a life jacket, Marquardt was standing by his pontoon boat in a fast moving river that flooded from torrential downpours in the past week. His dock and his neighbor’s along the edge of the river were either submerged or floating.

Marquardt said he can’t get his boat out of the river because of the amount of debris stuck underneath.

“Plus, the current is too fast to try to get it out of there,” he said.

Kankakee River levels near Wilmington may taper off in a week. The river level was at 7.36 feet Tuesday afternoon, but was at 7 feet as of Wednesday, according to National Weather Service. By Saturday, the river level is expected to be at 6 feet.

Harold Damron, Will County Emergency Management Agency director, said the agency has monitored river gauges in Wilmington and further upstream, but they haven’t received any significant reports about flooding.

“At this point, we haven’t had anything significant reported to us. … We’re also watching the DuPage River in Shorewood,” Damron said.

“We got a report from early this morning they’re not experiencing issues at this time.”

The dock for the home of one of their neighbors, Lou Ann Kinney, was twisted into a curve, with a bench attached to the dock standing sideways.

Kinney said she hopes to fix the dock, but that won’t happen until the water goes down.

“We’ve never had it this bad,” she said.

According to the National Weather Service, the highest crest – or highest flood – at the Kankakee River near Wilmington in the past 50 years was 13.88 feet in January 1968.

More recently, the highest crest was in September 2008, at 8.68 feet.

Caton Farm bridge DON’T MISS plan faces opposition RETIREMENT YOUR SHOT AT A GR EAT

By VIKAAS SHANKER vshanker@shawmedia.com LOCKPORT – City and township officials and residents of Lockport and Homer Glen Wednesday night tore into a Will County project that would connect Caton Farm Road to Interstate 355 through a bridge, Oak Avenue, and street between Bruce Road and Route 7.

They claimed the “Middle Alignment” I-355 access between Bruce Road and Route 7, would negatively impact future economic development, safety and cut in to residential and farming properties.

Critics of the plan also questioned the transparency of the planning process, noting that the Will County Transportation Corridor Committee, or TCC, hasn’t met often enough and hasn’t kept local government informed.

The last public meeting Lockport Alderman Brian Smith could remember was in

2009, in which he voted against the plan.

“What was presented six years ago was a ‘take it or leave it,’ ” Smith said about the TCC holding sporadic informational meetings, adding that he blames Will County for not nixing the plan in the 1990s.

“I think there are some problems with public input,” Homer Township Supervisor Pam Meyers said.

At a Lockport pre-council special meeting, engineers of the Caton Farm-Bruce Road project explained the Phase 1 history of the project, which has been in planning since the 1990s. Will County, in addition to engineering firms Civiltech Engineering Inc. and Christopher B. Burke Engineering.

The preferred plan of the TCC is to create an east-west major access starting on Caton Farm Road at Route 30 to the Des Plaines River. A bridge would continue the access southeast to Oak Avenue and north to Bruce Road, east to

I-355.

Another access just east of I-355 would connect Bruce Road to Route 7 near Cedar Road.

Engineer representatives of the project said the goal of the plan is to alleviate anticipated future traffic congestion at the Route 7 bridge and other Des Plaines River east-west crossings.

Residents at the meeting applauded at the strongly worded speech by Smith, who noted Homer Glen’s past objections to the plan’s terminus point at 159th Street.

Lockport Mayor Steven Streit said he called the meeting because there was large turnover in the local governments, and it was important to have a video recorded meeting on the plan with residents.

Will County Department of Transportation’s Christina Kupkowski attended the meeting and said residents’ and local officials’ concerns would be taken back to the TCC and county.

Trucking companies unsure about practicality of Houbolt Road bridge

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Trucking and logistics company representatives had mixed feelings Wednesday night about building a Houbolt Road bridge over the Des Plaines River – a long-discussed plan designed to alleviate regional truck congestion.

During an Elwood International Port Authority board meeting Wednesday night, some questioned whether truckers would use the bridge as a route to Interstate 80 and the Joliet and Elwood intermodals if it were tolled.

“The moment they stick a toll on it, they’ll use Arsenal Road,” said David Schultz, chief operating officer with Prairie Creek Logistics.

Schultz also said he believes the bridge would benefit only truckers heading to and from the Chicago area – and would do “absolutely nothing” for companies – including his own – that has trucks exiting or entering from the south.

“We’ve got 300 more miles of state below us here,” Schultz said.

It’s still unclear how the bridge would be paid for. But the plan is to build the bridge with private and possibly public money, turn it into a toll bridge and earn a return on the investment through tolls.

Paul Nowicki, assistant vice president for government and public policy for BNSF, pointed out one potential downside.

“One hypothesis we should be prepared for is the possi-

bility that heavy weight loads would be restricted on Arsenal and Laraway Road and forced to use this new route and pay the toll,” he said.

Village President Bill Offerman, who also chairs the Elwood International Port Authority board, said the idea behind the bridge is to shift truck traffic away from residential areas. While truckers were not always at fault in the region’s road fatalities this past year, the “intermingling” of trucks and passenger cars poses a danger, he said.

The comments came following a brief presentation from Salvatore Di Bernardo, executive vice president for Ciorba Group, a consultant engineering firm, who discussed the potential for a Houbolt Road bridge.

Elwood suit alleges CenterPoint Properties destroyed documents

By LAUREN LEONE–CROSS lleonecross@shawmedia.com ELWOOD – Village officials are stepping up allegations against CenterPoint Properties – this time arguing the Oak Brook-based developer illegally destroyed critical documents and overbilled the village in its spending of $110 million in tax increment financing subsidies.

The complaint – filed Tuesday in Cook County Circuit Court – amends a 2013 lawsuit against CenterPoint, which opened the Deer Run Industrial Park more than 10 years ago through the creation of a Tax Increment Financing district.

Elwood filed the 2013 lawsuit after alleging the company refused to turn over documents revealing how taxpayer money was spent to help redevelop a billion-dollar intermodal transportation hub and business park at the site on the former Joliet Arsenal property.

for Elwood, said Wednesday the village decided to file the complaint publicly this week after multiple failed attempts to settle the lawsuit “amicably.”

A voice message left with CenterPoint’s attorney Rick Mathews was not immediately returned Wednesday, but CenterPoint offered a statement denying Elwood’s allegations.

“CenterPoint plainly denies the village’s allegations of misconduct, and will continue to defend itself accordingly,” the statement read. “CenterPoint has and will continue to fulfill its commitment under the redevelopment agreement, which has resulted in one of the most successful intermodal-based business parks in the entire country.”

The amended complaint alleges CenterPoint, which made documents available to the village, destroyed most of the essential records concerning TIF expenditures, failed to submit adequate documentation for in-

curred expenses and overbilled the village for expenses.

In one instance, CenterPoint overbilled Elwood by at least $1.3 million for what were to be shared costs on the project, according to the amended complaint.

Orlofsky said those allegations are based on partial records. He said Elwood received a “few thousand pages” from CenterPoint.

The TIF agreement between CenterPoint and Elwood states that the developer “shall keep and maintain separate, complete, accurate and detailed books and records” necessary to reflect and fully disclose the total actual cost of the TIF-funded improvements.

But Elwood officials claim the developer destroyed key information, “making it impossible” for the village to conduct a thorough and comprehensive audit to determine whether the money was spent properly and legally.

Parents upset children ended up on wrong bus home

By FELIX SARVER fsarver@shawmedia.com JOLIET – Two Joliet parents still have questions about how their children ended up on the wrong bus home on the first day of summer school at Lynne Thigpen Elementary School.

On June 8, school district officials said three students went on the wrong bus in the afternoon, but after being found, they were returned to their families.

When a parent alerted the school their child was not home at 3:30 p.m., the staff contacted the buses and discovered three were on the wrong bus within minutes, said Sandy Zalewski, District 86 spokeswoman.

“We deeply regret the situation occurred and apologize to the families involved,” Zalewski said.

She said, for some reason, the three students got on the wrong bus. But parents Treana Duke and Cyntqueta Hill – who

said four children were on the wrong bus – still question how the incident could have happened. They also did not appreciate how the Thigpen summer school staff treated them when they called with concerns.

“I just feel they should have been more responsible,” Hill said. “I thought they could have apologized and act like they cared, more than what they did.”

Her son, David, a special education student, was on the wrong bus, along with Duke’s daughter, Tai. Both parents noticed their child didn’t arrive home on time around 3:15 p.m.

June 8 and called the school and bus companies several times.

Hill said after contacting the bus company and the school, she was told David’s father had picked him up. After contacting him, David’s father said he didn’t have him. They both went to the school to find out what happened.

She said it wasn’t until close to 5 p.m. when she picked up her son after finding out he was on the wrong bus. After going through a similar situation, Duke said she didn’t pick up her daughter until 4:45 p.m.

Duke said Thigpen summer school staff had said parents called in to say they were going to pick up their children, but she never called in advance to say she would do so.

She said she spoke with school district administration the next day about the situation, and they were apologetic.

But the staff at Thigpen should have apologized, she said.

“I didn’t want anybody to get fired,” she said. “I just wanted an apology.”

Duke said the school staff should have double-checked the roster of students getting on the bus to make sure they were riding the right one. Zalewski said the school district has procedures in place to check and recheck students on buses.

CASA golf classic set for June 26 THE HERALD–NEWS JOLIET – Court Appointed Special Advocates of Will County will host the Golf for the Child Classic on June 26.

The event will take place at Prairie Bluff Golf Club in Lockport, according to an agency news release.

The event helps raise money for CASA of Will County programs, which train volunteers to advocate for children involved in the juvenile court

system due to no fault of their own.

The event includes an 18hole scramble tournament with an 8 a.m. continental breakfast and Bloody Mary bar, sponsored by Minnesota Lawyers Mutual Insurance, according to the release.

That will be followed by a 9 a.m. shotgun start.

Registration is $125 a golfer or $500 a foursome and will include use of the practice range, on-course prizes and

games, goodie bags for all registrants and a lunch buffet with silent auction and additional prizes.

Luncheon-only tickets are available for $50 each, according to the release.

Joliet gets donation for Narcan program JOLIET – The Joliet Police Department’s implementation of a Narcan program is getting a financial boost from a local charitable organization.

The Joliet Police Department this year is equipping officers with Narcan kits, used to counter the effects of heroin drug overdoses. The city in May authorized the use of the city’s drug forfeiture funds for the cost of the kits.

Now, the Timothy C. Klotz Memorial Fund is donating

$5,000 to the Police Department.

Police Chief Brian Benton told the Joliet City Council Tuesday the donation “is going to go a long way to sustain this program.”

Councilman John Gerl, noting the rarity of the city getting gifts of money, suggested the city issue a proclamation expressing its appreciation to the Timothy C. Klotz Memorial Fund.

The Timothy C. Klotz Memorial Fund, according to its website, is a Joliet-based charity that has presented local organizations with more than

$225,000 over the past 13 years.

Benton said he was invited by the fund’s board to make a presentation about the Police Department program and was then told the $5,000 donation would be provided.

The Joliet Fire Department has previously been equipped with Narcan. The Police Department is using it for the first time.

Narcan is a trade name for the opioid antidote drug naxolene. Police and fire departments have increasingly made use of Narcan to prevent deaths from heroin overdoses.

JOLIET – An Essington Road water main project that has shut down lanes is scheduled to be completed in mid-July.

Joliet Utilities Director James Eggen this week said the project is on schedule, although one complication developed this week.

Construction crews are relining water mains between Glenwood Avenue and Jefferson Street.

Eggen said the recent complication involves a section of water main on the south end of the project that cannot be relined and must be replaced. He did not expect the pipe replacement to delay the project.

At least two lanes on the four-lane road will remain open while the project is

completed, Eggen said.

The work along Essington Road started in April.

But the city did some preliminary work last year along Jeffrey Drive and Randy Road. Eggen said residents on those streets have asked when sections of parkway dug up for the preliminary work will be restored.

“We’ll be looking at getting that finished up in mid-July,” he said.

The general contractor on the project is P.T. Ferro Construction Co. of Joliet.

The contract was awarded in August 2014 for $803,900. Since then, four change orders have been approved. The latest change order adding nearly $60,000 to the cost of the project was approved by the Joliet City Council on Tuesday.

District 54 board discusses questioned expenses

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MORRIS – New policies and procedures are in the works at Morris Elementary School District 54 after questions arose on invoices and bills approved and paid from 2012 through 2014.

Board Member Bonnie Cap requested the documents before the May board meeting, and when asked what documents she requested or what she was questioning, she had no comment. Cap has been a board member since 2013.

Through the Freedom of Information Act, the Morris Herald-News received a copy of the emailed requests and copies of the documents discussed in an email between Cap and Superintendent Teri Shaw.

The bills were reportedly discussed at the Committee of the Whole Meeting in June and Finance Committee Chairman Patrick Stevens said Monday those discussions brought attention to needed policy improvements.

One of the bills questioned was $321.68 for a Batman costume for Principal Chris Meier, bought in October 2014.

Shaw said Meier used the costume for the school’s Halloween parade and the costume remains district property and would be used again in the future.

Other bills questioned were red light camera tickets issued

by the Aurora Police Department for a district-owned vehicle. Tickets were issued on two separate occasions for two different drivers.

There also were bills for items, such as Lego kits that were billed to the special education department for student incentive charts in 2014.

Also included in the bills was a March 2014 Apple purchase of $1,151.75, which included more than $800 for an iPhone for Shaw’s use.

Shaw’s contract includes a cellphone and she said has not used that portion of her contract since she was originally hired as superintendent.

The most recent contract available online was voted on and approved by the board in January of this year, which states, “The board shall provide Dr. Shaw with a smartphone to improve accessibility and communication. The smartphone may be used for reasonable personal use.”

Policy specifics regarding such purchases as the costume or cellphone were not yet detailed by the board.

Some other items called into question by board members included cancellation fees for workshops board members did not attend, Shaw said.

Stevens said that is one of the policies and procedures the district will work on, including a form that board members will fill out to show they will attend.

Cap said she still was not happy with some of the responses, but believes they will be addressed with new policies and in the budget to prevent further spending without documentation.

Intruder pleads guilty to sex assault

Former Turkish President Suleyman Demirel dead at 90 ANKARA, Turkey – Suleyman Demirel was a master pragmatist whose remarkable talent for staying on top of Turkish politics saw him survive two coups, serve seven terms as Turkey’s prime minister and cap his career with the presidency.

Joe loved spending time with his family and especially his dear granddaughter, Laura. He also enjoyed family vacations and road trips with his beloved wife. Joe will be truly missed by all who knew him.

John was detail oriented, which made him a perfect fit for the collection of evidence from many crime scenes over years of service with the JPD. Following retirement, Jack and Pat, “ran away from home” to Hot Springs Village, Arkansas. They built their dream home on Lake Balboa in the Village, that they called “paradise.” Jack enjoyed golf, gardening and organizing many social events in the Village.

He was a devoted member of Sacred Heart of Jesus Catholic Church and an active member and officer in the Knights of Columbus. His proud accomplishment was becoming a 4th Degree Knight for his beloved organization.

He was also an entertaining musician and storyteller, often writing his own songs to play on the organ and guitar.

Illinois’ longtime auditor general to retire by year’s end

SPRINGFIELD – Auditor General William Holland, whose career of scrutinizing the flow of public money in Illinois has touched the administrations of five governors, announced Wednesday he’s retiring after more than two decades on the job.

Holland, first appointed in 1992, made the news public in letters to legislative leaders and a rare Capitol news conference where he said he’s considered the move for some time. His retirement is effective Dec. 31, which he said allows time to find a replacement.

The auditor general, who serves a 10-year term, has played a powerful role in shedding light on mismanagement and misspending in Illinois government. A 2005 audit of now-imprisoned ex-Gov. Rod Blagojevich’s central management agency revealed pervasive problems with accounting and contracting rules. A review of an anti-violence program spearheaded by former Gov. Pat Quinn became a major stumbling block in the Democrat’s failed re-election bid last year.

“It’s a full-time job,” Holland said.

The 63-year-old, with a reputation for being straightforward, and at times, blunt, has overseen “thousands” of audits. He said he won’t run for public office.

Amtrak unsure whether Gov. Rauner will cut state funding

SPRINGFIELD – Gov. Bruce Rauner has said he wants to reduce Amtrak train service in the state starting July 1, but the Illinois Department of Transportation hasn’t informed the national rail line about any cuts to its state aid, according to an Amtrak spokesman.

Company spokesman Marc Magliari said Tuesday that Amtrak still is accepting bookings for current levels of service.

SPRINGFIELD – Illinois lawmakers have approved legislation that would grant amnesty to underage drinkers who call 911 to get help.

The plan would provide legal protection to the person in need of medical help and the person who called on their behalf. The legislation also would grant police officers discretion to determine whether amnesty is appropriate to the situation.

The House approved the measure with a final vote Tuesday, which means it’ll be sent to Gov. Bruce Rauner.

Carter: Iraqi training goal to fall way short of recruits The ASSOCIATED PRESS WASHINGTON – The U.S. will fall way short of meeting its goal of training 24,000 Iraqi forces to fight Islamic State militants by this fall, Defense Secretary Ash Carter said Wednesday on Capitol Hill where lawmakers are already skeptical of the Obama administration’s strategy to address threats in the Mideast.

Carter told the House Armed Services Committee that the U.S. has received only enough recruits to train about 7,000 – in addition to about 2,000 counterterrorism service personnel.

“Our training efforts in Iraq have thus far been slowed by a lack of trainees. We simply haven’t received enough recruits,” Carter said at a nearly three-hour hearing.

The measure, which was defeated 288-139, would have directed that U.S. troops be withdrawn from the fight within 30 days of passage – or by the end of the year if Obama determines an immediate withdrawal is not safe – if Congress failed to approve a new authorization.

Democratic Rep. Jim McGovern of Massachusetts said the resolution was needed to “force Congress to do its job” and vote on an authorization.

Opponents called the measure dangerous, saying it could lead the U.S. to “walk away” from the region, leaving it more unsettled.

There are no U.S. troops in Syria and about 3,500 in Iraq assisting the nation’s security forces.

The Iraqi military, which was equipped and trained by the United States, has struggled to recover from its collapse a year ago when IS militants captured the country’s second largest city, Mosul, and swept over much of northern and western Iraq. Iraqi commanders fled, pleas for more ammunition went unanswered, and in some cases soldiers stripped off their uniforms and ran.

The U.S. is again training Iraqi forces and conducting airstrikes in both Iraq and Syria. The White House announced last week that it was sending up to 450 more U.S. troops to a new base in the Anbar province of western Iraq, mainly to advise the Iraqis on planning and execution of a counteroffensive to retake Ramadi, the provincial capital.

California near offering immigrants health care The ASSOCIATED PRESS SANTA ANA, Calif. – In a move that adds momentum to efforts to integrate immigrants, California is on the cusp of extending state-subsidized health care coverage to children from low-income families who are in the country illegally.

Democrats, immigration groups and health care advocates celebrated the announcement as both a cost-saving move and social progress for the state’s estimated 2.5 million immigrants who are in the country illegally. Critics, however, worry that the overburdened state-funded health program can’t handle another 170,000 children.

Gov. Jerry Brown and legislative leaders announced a $115.4 billion budget agreement that for the first time includes state funding to cover low-income children under 19 regardless of their legal status in Medi-Cal, the state’s health care program for the poor.

“This is a historic day,” said Senate President Pro Tem Kevin de Leon, D-Los Angeles. “With this budget we’re saying that immigrants matter.”

Alicia Arango, 31, of Inglewood said she’s eager for

her 10- and 12-year-old sons to have insurance. Her husband works two restaurant jobs to support the family but that wasn’t always enough when her son had stomach troubles.

“Sometimes we wouldn’t even pay the rent, and they’d charge us surcharges, but

we preferred to pay the surcharge than for our child not to see a doctor,” said Arango, who came to the country nine years ago from Mexico.

Itzamar Carmona, a 19-year-old college student from Oakland, said having health coverage makes a difference.

Carmona, who was born in Mexico, said she used to hide when she had a fever or felt sick to prevent her parents from worrying about having to take her to the doctor. In contrast, her younger brother, who was born in the United States, was covered by Medi-Cal and made frequent trips to the doctor and dentist.

“I would just go to school and deal with it because I didn’t want my parents to have to deal with me being sick – another issue they had to worry about,” she said.

For a child to be eligible for Medi-Cal, a family of four would have to make less than $59,625 a year. If approved, coverage would begin in May 2016.

According to the National Immigration Law Center, four states – Washington, Illinois, New York and Massachusetts – already provide health coverage to children regardless of their immigration status.

AT&T hit with $100M fine, company vows to fight

By ANNE FLAHERTY The Associated Press WASHINGTON – AT&T Mobility LLC has been slapped with a record $100 million fine for offering consumers “unlimited” data, but then slowing their Internet speeds after they reached a certain amount. The company said it will fight the charges.

The Federal Communications Commission said Wednesday the company misled consumers into buying plans they believed would give them unlimited ability to send and receive data, including Web browsing, GPS navigation and streaming videos.

But once the consumer hit a certain level, the data on unlimited plans would be slowed down significantly, at speeds lower than advertised, the FCC said.

AT&T said it would “vigorously dispute” the fine, which was the largest proposed in FCC history.

If AT&T can provide evidence the FCC allegations are wrong, the fine could be reduced.

Otherwise, if AT&T refuses to pay, it’s possible the two sides will wind up in court.

“The FCC has specifically identified this practice as a legitimate and reasonable way to manage network resources for the benefit of all customers, and has known

for years that all of the major carriers use it,” the company said in a statement released to reporters. “We have been fully transparent with our customers, providing notice in multiple ways and going well beyond the FCC’s disclosure requirements.”

It’s not unusual for phone companies to slow, or “throttle,” speeds on a network as a way to manage congestion.

Verizon slows down speeds for its heaviest users, but only on certain smartphones when there is congestion.

Once the bottleneck eases, speeds return to normal.

Until this spring, AT&T was slowing speeds until the customer’s next billing cycle, even when there was no con-

gestion.

Both Verizon and AT&T had phased out their unlimited plans after data usage grew following the iPhone’s launch in 2007.

Existing customers, however, were able to keep their unlimited plans.

The FCC said AT&T’s approach to unlimited plans violated the agency’s transparency rule.

“Unlimited means unlimited,” said Travis LeBlanc, the FCC enforcement bureau chief. “As today’s action demonstrates, the commission is committed to holding accountable those broadband providers who fail to be fully transparent about data limits.”

The hefty fine by the FCC comes on the heels of a federal lawsuit filed against the company last fall.

The Federal Trade Commission, which enforces rules against deceptive advertising, said it wants to refund customers who were offered the unlimited data packages, only to be given slower data speeds than advertised. That lawsuit still is working its way through a federal court in California.

Earlier this year, the FTC accused TracFone Wireless of similar tactics. TracFone agreed to settle the case for $40 million.

To the Editor: Will County Forest Preserve considers spending $35,000 – thirty-five thousand dollars, I thought I would spell it out, the number is not a typing error.

That’s right, the Will County Forest Reserve wants to spend $35,000 of taxpayers money on a dog fountain in Hammel Woods. As the story reads, they already spent $55,000 on a dog fountain at Messenger Marsh, wherever that is. Please let us know the names of the people approving these projects. You would never know there is a $400,000 budget deficit for the current fiscal year!

Long-term thinking needed on the budget

To the Editor: Comptroller Leslie Munger outlined some of the major consequences of a failure to reach a budget agreement in a press conference this week. In the short term, it is entirely possible a budget will not be signed by July 1, and the state will lose some of its authority to spend money. She also explained that funding would continue in certain areas because of continuing obligations and other legal provisions.

In the short term, the possibility of a government shutdown is a serious threat.

But we must think past the short term, because passing a budget that’s $4 billion out of balance is not the answer, which is why I opposed the spending plan.

Passing an unbalanced budget may keep things going in the short term, but it’s the long term we need to begin thinking about. We need long-term thinking that will break the cycle of fiscal mismanagement in Springfield. We need structural reform and property tax relief together to bring down the cost of government.

Hopefully, we get there without a government shutdown and my colleagues in the General Assembly begin to think towards the future.

I bet if she gets in she will get all of us Boomers a raise in Social Security. Of course the youngsters will have to pay for it and chances are pretty good they will have their retirement age changed to say 90 years old since we are talking about a “BIG” raise. Perhaps you’ve been too? Or had to leave a loved one at a place where, as he wrote, “You are only vaguely aware of the movement of the sun across the sky, and people come barging into your room as regularly at two in the morning as two in the afternoon.”

You try to stay aware, to pretend life goes on, even as life going on is quite uncertain.

In illness, even the most accomplished, the most independent of people are humbled and humiliated. And the nurses can make all the difference.

“They run the place,” is something I’ve often heard about nurses. If only this were

They tend to have at least one more patient than they should, and their hours can be long and grueling. But they’ll do the best they can, and they’ll focus, and their presence can mean so much in the long, mostly solitary abyss of time spent in a hospital bed.

Nurses restore a sense of human dignity; they celebrate a patient’s small milestones and can remind a patient that he or she is someone who is loved – even when no one comes to visit. Even when the patient feels the world has left them behind.

Slammers fall, but Fletcher figures to help

By DICK GOSS dgoss@shawmedia.com JOLIET – The Joliet Slammers were watching the recent Illinois vs. Vanderbilt NCAA super regional closely.

The Slammers’ closer, Navery Moore, pitched at Vanderbilt, and he trekked to Champaign to see a game in the series, which the Commodores swept.

The Joliet coaching staff was interested for another reason.

“I would have liked to get all those guys,” Joliet manager Jeff Isom said of the Illini.

The Slammers (11-18) had just lost to the high-flying Rockford Aviators, 9-0, Wednesday morning in the second of a three-game series at Silver Cross Field. There were not many positives to discuss, other than the addition of outfielder Casey Fletcher.

“Casey was All-Big Ten but he was not drafted,” Isom said. “We saw in the Vanderbilt series what he did against those first-round guys they have.”

The Illini had nine players drafted, beginning with pitchers Tyler Jay (Lemont), the No. 6 overall pick by the Minnesota Twins, and Kevin Duchene (Joliet Catholic Academy), the fifth-round selection of the Oakland A’s.

“The draft didn’t go my way, Isom gave me an opportunity to come here and I jumped on it,” Fletcher said.

“I want to compete hard while I’m here and like everyone here, I want to get picked up [by a major league organization].”

Fletcher hit .326 with seven doubles, two triples, three home runs and 33 RBIs in the recently completed season at Illinois. He singled home a run in his first professional at-bat in Tuesday’s 5-4 loss to Rockford, when he also robbed an Aviator of a home run, reaching over the low fence that fronts the beach in right field.

“Casey plays with a lot of confidence,” Isom said. “He has a good throwing arm, and that’s something our outfield has been lacking. He offers a lot to our club. I hope he will get his first chance at affiliated ball out of here.”

Fletcher was hitless in four at-bats Wednesday, and so were several of his teammates. Hunter Ridge and Phil Bates each had two of Joliet’s six hits. But Fletcher figures to contribute for as long as he is here.

“I thought I might get picked up in the draft,” said Fletcher, whose dad, Darrin, was a longtime major league catcher. “At first I thought it was a sure thing. But I didn’t finish the year strong and it didn’t work for me.

“Still, it was great to be

part of the best U of I team probably ever. We had a lot of guys go in the draft. It sucks not having any eligibility left.”

Fletcher said his best memory of college baseball “probably is us winning the Big Ten title outright. It was raining the day we clinched, and Tyler Jay came in and closed it out. It was a big moment for us.”

Fletcher, who hails from the small east-central Illinois town of Oakwood, played at Kankakee Community College before transferring to Illinois, where his dad was an All-American.

Then on Wednesday, his parents made the trip up from Oakwood.

He is just getting to know his Slammers teammates and the Joliet area, but he does

have a place to stay where he feels welcome.

“I’m actually living with Kevin’s [Duchene’s] brother, Brent, in Channahon,” he said. “He’s a good guy. He was good enough to let me stay with him.”

Fletcher is hoping to celebrate his first victory in a Slammers uniform when the series concludes Thursday night.

Rockford led, 1-0, through four innings Wednesday before it began to slip away.

The Aviators (19-9) scored three times in the fifth with the help of a wild pitch where two baserunners advanced two bases each and an RBI single that ricocheted off losing pitcher Aaron Vaughn. Rockford added two more runs in the seventh, when Vaughn was knocked out, and three in the ninth.

“We never got anything going against their starting pitcher, [Kyle] Brueggman,” Isom said. He’s tough.”

MORRIS – After a 25-2 season that included a 12-1 mark in the SouthWest Suburban Conference Red, the old sports cliche is in order – will the Lincoln-Way West girls basketball team have to rebuild or reload?

The Warriors are using the summer to reload. They are returning four of their top six scorers from a year ago and replacing only two seniors.

However, those seniors, Deven Bax and Stephanie McDonald, played key roles in last season’s success.

“Deven will be hard to replace,” coach Ryan White said during a break at the recent Morris Ladies Shootout. “She had four years of varsity experience, was our point guard and wanted to bring the ball up the floor every possession.

Stephanie did a great job for us and had some big games.”

Don’t feel sorry for the Warriors, however. The core of their returnees features four guards who can bring the ball up the floor and an inside presence with junior Courtney O’Donnell.

“Courtney will really have an inside presence for us,” White said. “We can shoot the 3 with all of our team, but I really think you have to play inside out, to help open up the shooting. You can’t rely on the 3s all the time.

“We didn’t play much manto-man defense last year because everyone was so good at getting in the passing lanes.

We are working on our manto-man this summer. We will play more of that this coming season.”

O’Donnell, who also saw varsity action as a freshman, realizes she will have a much bigger role on the team this year.

“I’m really working on moving my feet on defense,” she said. “I really need to guard and rebound. Offensively, I’m working on knocking down the 10-foot shot. You always have to be ready to run up and down the floor with this team. It’s all about confidence and getting better.”

“I am excited that the team is back together,” Atsinger said. “It’s a time to get into basketball shape again and we all work so well together. I’m so excited about the upcoming season. I gained so much confidence last year knowing

that I can play with anyone. It will be hard to press us again this year because we can all handle the ball and bring it up the floor.”

Seniors Josie Zayas, Jenna Mathews and Kaitlyn Mathews are among others who are vying for a starting position and more playing time this season.

“I watched Deven and how she played last year, and I learned a lot from that,” Zayas said. “I’m really working on my shooting and playing good defense.”

“Our goals remain the same, as they do every year – playing well in the Thanksgiving and Christmas tournaments, winning conference and then a 20-win season,” White said. “I really enjoy taking the team to the Ottawa Holiday Tournament. We get to see and play some different teams. We will be there again this year.”

Plainfield N. motivated to take next step Tigers return all of starting lineup

By TIM TIERNEY Shaw Media correspondent MORRIS – Basketball coaches from Augustana and Kankakee Community College made separate stops Tuesday to talk to Plainfield North’s Jordan Heberg after the Tigers completed their first day at the Morris Ladies Shootout.

The college coaches are interested in Heberg for the long term, but for now, North’s 5-foot-11 senior is thinking about next season for the Tigers.

Plainfield North advanced to the championship game of the Class 4A Bolingbrook Regional last season, motivation to get further in the future.

“It was a big step for us,” Heberg said. “Toward the end we all came together. And now this year it’s going to be even better because we’ll have played two years, so we’re hoping to go really far this year.”

That offseason confidence is shared by Plainfield North coach Reggie Lemon, who expects his players to build on what they accomplished mentally and physically.

“They believe now and they want to win now,” Lemon said. “We were just play-

ing games before. Making it to the regional championship game, it kind of opened up their eyes. ‘You know what, we can do something real special next year.’ It was a huge benefit for us.”

With a 9-17 record, Plainfield North endured more than its share of struggles last season as the Tigers worked to develop an inexperienced lineup.

“The season wasn’t that great, but we ended well,” Lemon said. “My group was young, so it took them to the end of the season to listen. At the end of the season, they started to get it.”

The entire starting lineup returns for North. Heberg will be joined by sophomore guard Amaya Johns, 5-11 center Kelle Knopp, junior point guard Mariah Collins and sophomore guard Greta Thompson.

Heberg and Johns were the only returning starters among the six players Lemon had at the first day of the Morris Shootout.

“It’s fine with us. We’re conditioned enough by our coach,” said Heberg, referring to the short bench with a smile.

“The benefits are from the other girls not being here,” Lemon said. “Now these girls here get a chance to prove themselves and get to play.”

Madison McGath, Lauren Higgins, Krystina Wayne and Teagan Epley will be counted

on by Lemon, who’s entering his fourth season as Tigers coach.

Plainfield North was 2-1 in Pool D in the first day of the shootout. The Tigers defeated Serena, 51-26, and Bishop McNamara, 45-32, and lost, 37-34, to Moline, which was 3-0 in Pool D. Win or lose, there are clear benefits to the summer competition.

“We get to run our plays, practice pretty much everything we have,” Heberg said.

“Scouts seeing me and improving my ballhandling and my shooting,” Johns said.

North also played in the Neuqua Valley Shootout last week and will go to a team camp in Kentucky over the weekend.

“They get to stay in a hotel and bond,” Lemon said. “It’s going to be good for them.”

“We have tons of team bonding, between every single game,” Heberg said with a laugh.

As for next season, Johns cited a key improvement the Tigers want to make to reach their goal of a regional title.

“We have to communicate more on defense,” she said.

The growth in the team’s understanding of what needs to be done hasn’t been lost on Lemon.

“The whole attitude about the girls this summer is outstanding,” he said. “They can’t wait to get back together.”

Lincoln-Way East second at Morris Ladies Shootout STAFF REPORTS MORRIS – It was a mixed bag as far as results from the Morris Ladies Shootout for area girls basketball teams.

Lincoln-Way East was the top area finisher, taking second in the championship bracket after losing to Annawan in the title game.

Lincoln-Way West finished fourth in the championship bracket, which was com-

prised of the eight teams that went 3-0 in pool play.

The Warriors lost to Lincoln-Way East in the semifinals and to Canton in the third-place game.

In the gold bracket, for teams that went 2-1 in pool play, Morris I finished third, beating Minooka, which took fourth. Romeoville beat Oswego for fifth place, while Plainfield North upended Morris II to take seventh, with Morris

II finishing eighth.

Morris split its team into two when Deerfield failed to show up for the tournament.

In the white bracket (1-2 in pool play), Plainfield South lost to Pleasant Plains in the first round and to Geneseo in the second round.

The Cougars were set to play Bishop McNamara for seventh place.

In the maroon bracket (0-3 in pool play), Coal City defeat-

ed Willowbrook in the first round and topped Serena in the semifinals to earn a berth in the title game against Erie.

STARS RACING Saturday at Grundy: The Short Track Auto Racing Series will have all five divisions back in action Saturday night at Grundy County Speedway.

Rain forced cancellation of racing last Saturday. This

week will have the D’Arcy GMC National Midgets leading the way, followed by the STARS Classic Modifieds (Dwarf), Illini Racing Series Sportsman Midgets, CSR Super Cups and Legacy Midwest Racing Series.

CLEVELAND – Andre Iguodala was more than just a key player on a team that beat LeBron James and Cleveland.

Turns out he used to beat up on Stephen Curry and Klay Thompson.

“We beat the first unit more times than they beat us, and I think it was by a landslide,” Iguodala said.

So good, so deep that the MVP of the NBA Finals never started a game all season, as the Warriors Andre built the kind of Iguodala squad that can compete for many NBA titles.

And when they were in trouble trying to win this one, down 2-1 in the series, they inserted Iguodala into the lineup. He responded with the defensive effort he had been providing against James along with unsuspected offense, including 25 points Tuesday.

“He was great the entire series. But he saved this season for us,” Warriors forward Draymond Green said. “I always say Andre’s a pro’s pro.

He’s a professional guy, and it showed, and that’s why he’s the MVP of this series, and that’s why we’re champions.”

One of the reasons, anyway.

There’s also Curry, the regular-season MVP who delivered a couple of big 3-pointers in the fourth quarter that helped the Warriors withstand Cleveland’s late comeback.

And there was Green, the Defensive Player of the Year runner-up who finished with 16 points, 11 rebounds and 10 assists Tuesday.

Throw in 10 points apiece off the bench from Shaun Livingston and Festus Ezeli, and the Warriors still had plenty of firepower off the bench even once Iguodala was no longer part of it.

Cubs crush Indians The ASSOCIATED PRESS CLEVELAND – Kris Bryant had a grand slam and Kyle Schwarber was 4 for 5, including his first major league hit and RBI, and the Cubs hit four home runs to rout the Cleveland Indians, 17-0, on Wednesday night.

The Cubs scored seven times in the ninth inning, which ended with Indians position players Ryan Raburn and David Murphy pitching.

Schwarber, the fourth pick in last year’s draft who was called up Tuesday, tripled in the second to key a six-run inning and added an RBI single in the third when the Cubs scored four times.

Schwarber hit into a double play in the fourth and singled in the seventh. He added an infield hit in the ninth.

Community-minded pastor now a consecrated bishop

OLIET – When growing up on the troubled streets of East St. Louis, the Rev. Craig Purchase found comfort in the church.

“I used to love church so much I used to go to funerals with my grandfather,” Purchase said.

Although Purchase said he was one of those kids who made bad decisions, he also knew God had special plans for his life.

So maybe it is no surprise he heard God’s call to enter ministry and has served for more than 40 years.

Purchase was consecrated as a bishop on May 7, 2015. He oversees a nine-state area and is one of about 45 bishops in the United Holy Church of America, he said. It’s an awe-inspiring responsibility.

“When you become a bishop, you are basically a bishop for life,” Purchase said.

Change of plans

It took about seven years to complete the process, which began when someone in the community suggested Purchase would be a good candidate.

At the time, he was preparing to retire.

“I had dreams of fishing and preaching,” Purchase said. “All of a sudden, this happened and people began talking to me about it.”

But that’s the funny thing about God. “We don’t get to choose where our assignments are,” Purchase said, “God tells us where he wants us to be.”

The Rev. Ray Lescher, pastor at Sacred Heart Church in Joliet, is thrilled by the announcement of Purchase’s consecration.

“We’ve got a new bishop in town and he’s my friend,” Lescher said.

“He’s a wonderful man.”

Lescher and Purchase became friends some time ago when another pastor, with whom Lescher was close, passed away.

“Once Pastor Issac Singleton died, Joliet, the black community, lost its voice, it lost its leader,” Lescher said, “and Pastor Purchase has stepped in and filled the void.”

The two connected and became friends.

Kevin’s father, James Walton was the pastor of Shiloh Baptist Church in Lockport. By a twist of fate, Purchase ended up driving up to Joliet with his cousin, who was going through a divorce.

While in the area, Purchase visited Shiloh Baptist Church and joined it.

“One great thing that happened to me is the church accepted me,” Purchase said.

He spent 13 years at Shiloh Baptist – from 1974 to 1998 – before moving to serve at a church in Ottawa. From there, he was called to Mount Zion Full Gospel Tabernacle. He has served as pastor there for 18 years.

“Whenever a new pastor comes in, there’s always profound change,” Purchase said. “Today, it’s a lot more community-minded than it was previously.”

But the church actually was rooted

in service to the community when it began, he said.

“The founder of the church was a female,” Purchase said. “Her father had previously been a pastor at Mount Olive. She was really about helping people – just a tremendous leader, a tremendous woman of God.” Gradually, the church’s focus shifted away from community service, Purchase said. His arrival helped bring the church back to its original precepts. For instance, Mount Zion was one of the first churches in the area to create a food pantry, Purchase said.

“We got in the food pantry business before the crash of the economy,” he said. “We were able to lead a lot of other churches into it.”

At its peak, Purchase said Mount Zion was helping 11,040 families. The church also helps with job training, has helped with firefighter training in the past and just generally reaches out to the community.

“We’re about people, we’re just about people,” he said. “The church that doesn’t embrace the community and try to make a difference in the community, I don’t know how they expect the community to embrace them.”

Now that Purchase will oversee churches in multiple states, the community-based service approach is one he will share. Ironically, one particular church has an intimate knowledge of Purchase’s philosophy.

Craig Purchase Jr., his son, is a pastor at Mount Zion Church in Iowa and will be one of the churches in Purchase’s overview.

Purchase Sr. lives in Joliet – the community he serves – with his wife, Debra, and son Nicholas. He also has three grown children – a daughter, Kim, and two sons, Craig Jr. and Jeremy, who also entered ministry.

“I am very proud of all of them,” Purchase said. “I certainly wanted them to be serious Christians.”

JOLIET – Joliet Catholic Academy senior Adam Wahl has received the American Association of Teachers of French Excellence in French Award.

This award is made annually to a student who has demonstrated excellence in the study of French as well as exceptional commitment to the French Adam Wahl language and the many cultures where it is spoken. Recipients must be non-native speakers of French.

Wahl has studied French for four years under JCA’s foreign language department chair, Florence Austrums. He traveled abroad to France, competed in the National French Contest, is a member of the French Club, is a French Club Officer, participated in the National French Week, is a member of Societe Honoraire (French National Honor Society, and is a Societe Honoraire officer.

St. Mary Immaculate holds awards ceremony

PLAINFIELD – The St. Mary Immaculate Parish School held its annual kindergarten through seventh grade awards ceremony May 28 in the church.

The event was attended by the student body, teachers, parents and family members.

Principal John Garvey gave the introduction.

Group awards were announced for Aladdin musical participants, school Mass choir, altar servers, Pizza Hut Book-It Reading Program, Read to Succeed Program, Reading Racers Program, Battle of the Books, D.A.R.E., band program and honor roll.

Individual awards were announced for geography bee, spelling bee, academic team, student council members and officers, student lectors, special awards and the Men’s Club Scholarship.

Garvey was also presented with a check from the Junior Achievement organization for implementing their program in every classroom this year.

A Teacher Appreciation Award was given to Renee Streicher and retiring teacher Debbie Shimek was honored.

Also recognized were Amy Eastham (physical education), Beth Kingsbury-Puscas (art) and Theresa Anderson (third grade).

Willie Tyler, a ventriloquist, comedian and thespian, said, “The reason lightning doesn’t strike twice in the same place is that the same place isn’t there the second time.”

That sounds logical, although an overbid on the power of lightning. The key word for today’s deal, though, is “second.”

A defender’s opening lead imparts information about his holding in that suit, but sometimes it takes his second lead to tell partner exactly how to defend.

How does that apply in this deal?

South is in three no-trump, and West leads the heart three.

South takes East’s queen with his king, crosses to dummy with a spade, and runs the club queen. What should happen after that?

The auction was simple and straightforward. North, with a balanced hand and no thought of a slam, correctly did not mention his minor suit.

West knows that South holds the heart jack, because if East had had that card, he would have played the jack, not the queen, at trick one. When playing third hand high, one tables the bottom of touching cards. So, unless South started with an unlikely king-jack-doubleton, West must try to get East on lead for a heart return through declarer’s jack. How? Clearly, the answer is in diamonds.

But which diamond should West lead?

As he wants East to return a heart, West should lead his nine, the high card denying interest in that suit. Then, East should win with his ace and return the heart nine, resulting in down two.

Patients are then prevented from performing the usual compulsive ritual.

For example, if your child is obsessed with germs, he may be asked to touch a “dirty” shoe.

Then he will be told to wait before washing his hands. The waiting time before hand washing will increase over time.

Eventually, if all goes well, he will learn to tolerate the anxiety, making the compulsive behaviors unnecessary.

Medication also can help children better manage OCD. Selective serotonin reuptake inhibitors, such as fluoxetine (Prozac) and sertraline (Zoloft), are the drugs most often prescribed and studied in children with OCD. These drugs normally are taken to treat depression. SSRIs are prescribed at higher doses and for longer periods of time to treat OCD than to treat depression.

A combination of CBT and medication often gives a child the best chance of relief.

What causes OCD? For many years, it was regarded as a purely psychological problem. That meant (to many of those who believed it) there was no alteration in the anatomy or chemistry of the brain.

It also implied people with OCD simply had some kind of character flaw.

Today, however, we know that a tendency to OCD is inherited – and there are particular brain circuits and chemistry that are different in people with OCD.

Dear Dr. K: I think my 9-year-old son may have OCD. How is this condition treated in children?

Dear Reader: Before discussing treatment for OCD, it’s important to describe what it is. You know, of course, but other readers may not.

Children (and adults) with obsessive compulsive disorder are troubled by repeated, intrusive, distressing thoughts (obsessions). These obsessions cause great anxiety. As a result, people with OCD often have a strong urge to repeat certain behaviors (compulsions) in order to reduce the anxiety. For example, people who have obsessive thoughts about germs may repeatedly wash their hands.

OCD usually starts in childhood or adolescence; symptoms may appear as early as age 3. A young child with OCD may insist on bedtime routines done without variation, night after night. He or she may insist toys be arranged exactly the same way every day.

Many children like a sense of order and routine.

But in a child with OCD, these beliefs or behaviors become all-consuming.

They interfere with school, home life and recreational activities.

Even young children often know their obsessions are senseless – but they may be helpless to stop themselves.

Treatment may help to reduce symptoms and improve a child’s ability to function. Many experts recommend trying a type of talk therapy called cognitive behavioral therapy, before turning to medication. If you decide to try CBT, look for a clinician experienced at working with children and teens.

A version of CBT known as exposure and response prevention typically is used in treating OCD in patients of all ages. During therapy, a clinician exposes patients – either physically or
