Joliet City Council gets update on transportation center

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – Bettye Gavin, newly appointed Joliet City Councilwoman for District 4, took her place in what she dubbed “the people’s seat” at Monday’s pre-council session.

“I’d like to thank God for giving me the passion to serve,” Gavin told a packed house of spectators at Joliet City Hall, many of them family and friends. “I’d like to thank the mayor for having the courage to [nominate me] ... and the council for unanimously approving it.”

Gavin replaces Susie Barber, who resigned in March for health reasons after missing about six months of council meetings.

“This is indeed the people’s seat,” Gavin said as she took her place on the council to wide applause.

The council received an update on the city’s new transportation center from Lisa Dorothy, the city’s civil engineer. Dorothy likened the project to simultaneously performing multiple surgeries on an ailing 100-year-old patient.

The center will require a

host of different construction projects, including the recently finished Marion Street parking lot and the recently started temporary loading platform for the Rock Island District Line, Dorothy said. Other work will include construction of a new station and bus terminal, renovations to the rail lines and replacement of the station’s obsolete control systems.

The city also plans to renovate infrastructure in Union Station if funds are available, Dorothy said.

The city has set aside about $11 million for the project, City Manager Jim Hock said.

In other business, 17 months after rejecting an East Side veterans housing project over density concerns, the council is poised to approve a modified version of the development.

The council on Tuesday will consider a special use permit for the 67-unit Hope Manor Joliet, a housing project for low-income and homeless veterans that would be built on the former campus of Silver Cross Hospital.

The council rejected the original proposal for 73 apartments on 3.2 acres in Febru-

ary 2013, on the grounds that its density exceeded the city’s standard of 10 units per acre.

Developer Volunteers of America Illinois resolved the density issue by reducing the number of apartments and adding a nearly 5-acre veterans contemplation garden to the southwest of the housing complex.

The housing project would be south of Copperfield Avenue, bordered by North Hebbard, Eagle and Squirrel streets. It features four three-story buildings of one-, two- and three-bedroom apartments around a 28,000-squarefoot recreation area.

The main building would include one-bedroom apartments for single veterans, as well as offices and supportive services, such as case management, support groups, business support and training. The three remaining buildings would include multiroom apartments for veterans with families.

If the proposal is approved, VOA Illinois will apply for equity tax credit funding through the Illinois Housing Development Authority. Construction likely would follow in 2015.

Crest Hill strikes deal with union

By VIKAAS SHANKER vshanker@shawmedia.com CREST HILL – Public works employees will now receive city-paid training at union facilities starting Tuesday after the City Council struck a deal with the union Monday.

The council approved a collective bargaining agreement with the International Union of Operating Engineers, Local 150 with a big philosophical change from previous agreements.

Employees represented by the union will be given raises by accomplishment instead of seniority.

“I’m confident that this is a fair, negotiated contract for both parties,” Mayor Ray Soliman said. “Sometimes negotiations are difficult. But these were handled very profession-

ally, very cooperatively. And at the end we have negotiated contracts for everybody for four years. So it’s a win-win for everybody.”

The union already has approved the agreement, City Administrator John Tomasoski said.

A separate approval for a training site agreement means employees will receive training at union facilities in Elwood for skills often learned on the job.

Tomasoski said the training will ensure employees will get increases based on certification and skills, not just on seniority.

The city will pay the union $400 per employee annually for the training. The funds will come from the city’s department heads.

The city currently employs 20 people in the union posi-

tions, but Tomasoski said the administration may hire more in the near future.

The contract also settles on a 2 percent wage increase per year for employees. The fouryear contract technically effective on May 1, 2013, lasts until April 30, 2017.

The council also approved the hiring of a new part time community service officer that would be responsible for enforcing community ordinances and help with law enforcement.

Joliet area resident Lori McLaughlin will be the new officer to primarily enforce ordinances pertaining to parking, abandoned vehicles and landlord and rental issues.

The position pays $14 per hour for 16 hours per week and will be a civilian position.

Clubs at Joliet Township high schools aim to teach students how to garden

JOLIET – Until she joined Joliet Central High School’s garden club, Maria Montesdeoca had never planted anything in her life.

The sophomore – along with more than a dozen classmates who are members of the club – was digging in the dirt Monday afternoon to plant pansy flowers. Montesdeoca joined the club because she wanted to experience something new.

“It’s really fun, actually, to plant,” she said. “I like it.”

The club’s members came to the two beds near the school to give students like Montesdeoca their first experience in gardening. The students and volunteers put in yellow and purple pansies to beautify the campus, as the area is highly visible for many of the people who pass through.

“It’s a wonderful way to teach students who are in the city and live in the city who may not have been exposed to a rural setting where you grow plants,” Carol Collins, Joliet Township School District 204 project manager, said about the club. “Hopefully, they will carry that [experience] with them in the future.”

The district has garden clubs for the Central and West Campus, which had its members out planting Saturday.

The clubs are running under the Reap What You Sow initiative, a collaborative effort between ExxonMobil, University of Illinois Extension, Joliet Junior College, Joliet Park District and Joliet Township High School District.

Much of what the clubs plant and harvest will be donated to local food pantries, used by food instructors at the schools or sold at Joliet Junior College’s farmers market.

About 80 percent of the sales from the farmers market goes toward food pantries.

“We’ll always maintain these beds because they’ll be a beacon of pride,” said Nancy Kuhajda, University of Illinois Extension master gardener coordinator for Will County.

Several master gardener volunteers were at hand to teach the students how to plant the pansies. Patty Salinas, a master gardener apprentice, showed the students how to dig holes in the beds and spread out the roots of the pansies before planting them “I was fortunate as a kid,” she said. “My grandmother inspired me in gardening so that’s my motivation to help other kids.”

Kuhajda said the mission of the clubs is to get the students to learn by doing the actual work of planting.

In the future, Kuhajda said the clubs want to branch out and develop gardens for oth-

er areas in Will County. She also would like to see mentorship programs run within the clubs.

For some students, they’re not just being exposed to planting for the first time.

“It not only involves science but business,” she said.

Romeoville father charged with DUI after crash

By BRIAN STANLEY bstanley@shawmedia.com BOLINGBROOK – A Romeoville man has been charged in connection with a crash that killed his 4-yearold son early Sunday.

Attorney spokesman Charles B. Pelkie said Monday that Dyer also will face six counts of aggravated driving under the influence of alcohol. His bond has been set at $750,000.

At 2:03 a.m. Dyer was driving a 2012 Dodge Journey south on Interstate 55 just past Interstate 355 when he lost control and struck the

concrete median wall, causing the vehicle to roll over, state police said in a statement.

Dyer’s three sons were ejected from the back of the Journey. Taylor Dyer was pronounced dead at the scene.

The other children were taken to the hospital with critical injuries but are expected to

survive. Shannard Dyer also was hospitalized.

Will County court records show Shannard Dyer was ticketed April 12 by Romeoville police for improper lane usage. Romeoville Cmdr. Ken Kroll said Dyer was stopped at 6:42 a.m. while driving a black 2014 Mitsubishi Outlander on Summerfield Drive.

Police hold ‘person of interest’ in Sunday homicide

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A man police have identified as a “person of interest” in connection with a fatal shooting Sunday is being held in jail on $400,000 bond on charges unrelated to that incident.

Donald M. Woods, 20, who is on parole for a 2012 robbery conviction, has been charged with aggravated domestic battery, obstructing justice and driving with a suspended license.

None of the charges against Woods are related to the shoot-

ing of Dameon D. Anderson, 27, of Joliet who was found early Sunday morning lying in the alley behind Woods’ house.

But Chief Brian Benton said Sunday a “person of interest” was taken into custody at the scene, and Woods was the only one taken into custody at that location.

Police reports indicate Woods was arrested about 9 a.m. Sunday morning while police used a warrant to search his residence in the 0 to 100 block of Mississippi Avenue.

Officers had arrived in that block shortly after 3 a.m. Sun-

day after receiving reports of gunfire.

“There was a party at [Woods’ house] where a confrontation broke out when some unwanted guests were told to leave. Shots were fired and brought officers to the scene,” Police Lt. Brian Dupuis said Monday.

Four of the unwanted guests were apprehended running from the scene, Dupuis said.

Three men were questioned and released without being charged.

A 17-year-old boy was arrested on charges of aggravated unlawful use of a weapon,

reckless discharge of a firearm and unauthorized possession of a firearm. He was booked into the River Valley Juvenile Detention Center.

Anderson served two years in prison after pleading guilty to aggravated battery in 2010.

That incident occurred while he was on probation for a 2009 conviction of unauthorized possession of a firearm by a felon.

“This is still a very active investigation and we are reviewing the case with the Will County State’s Attorney’s office,” Dupuis said Monday.

The charges against Woods

stem from a Thursday night incident when authorities say he went to visit his girlfriend at the Larkin Avenue fast food restaurant where she works and asked to borrow her car.

Cmdr. Al Roechner said Woods “smelled of alcohol” and became irate when his girlfriend refused to give him the keys.

When the couple went outside, Woods punched the woman in the face and began choking her before a co-worker came to her aid, Roechner said.

Will County Jail records show Woods also was arrested for auto theft in 2011.

County Board member contends aerial photos violate privacy

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – A proposed ordinance that would ban the Will County Land Use Department from using aerial photos as initial evidence in zoning violation cases will be subject to a public hearing Tuesday morning.

County Board member Steve Balich, R-Homer Glen, said he first brought the issue forward a year ago after hearing a handful of complaints from residents.

Residents claimed aerial photography was used to make initial discoveries in some cas-

es – a move Balich believes violates a person’s right to privacy.

“For me, it feels like an abuse of power,” Balich said.

The proposed language would require all land complaint cases that go through the county’s administrative adjudication process start with a resident complaint or other means – rather than a review of aerial photos.

Reed Bible, D-Plainfield, chairman of the Judicial Committee, said he disagrees with Balich’s proposal. He said the ban essentially forces the land use department to sidestep the county’s administrative adju-

The county’s administrative adjudication system was designed as an inexpensive

alternative to handle less serious ordinance violations versus taking the case to court, he said.

“I would not be surprised if this gets killed in committee [Tuesday],” Bible said. “Balich sees it as invasive or pervasive. I see this as fear-mongering.”

He said he’s asked the three Democrat County Board members on committee to vote it down.

The public hearing is scheduled for 8:30 a.m. Tuesday at the Will County Building in Joliet.

Land Use Department Director Curt Paddock said

Man accused of driving forklift while intoxicated

By BRIAN STANLEY bstanley@shawmedia.com NEW LENOX TOWNSHIP – Police say a man stole a forklift from his former employer and drove it on the road while he was intoxicated Wednesday.

About 3:20 p.m. the owner of Precise Stone was leaving the business at 14027 W. Illinois Highway when Javier h e n o t i c e d VillasenorJavier Villase- Arreola nor-Arreola standing in front of the office,

according to Will County Sheriff’s spokeswoman Kathy Hoffmeyer. Villasenor-Arreola had been fired from Precise Stone in mid-April. “[Villasenor-Arreola] appeared to be intoxicated. The owner drove around the block and upon returning observed the front door window to be shattered and the overhead garage open,” Hoffmeyer said.

The owner then allegedly saw Villasenor-Arreola drive a forklift out of the garage and head west on Illinois Highway, so he called the police.

Deputies arrived and had Villasenor-Arreola stop the construction vehicle.

“He stated he had a new job 15 minutes away and that’s where he was taking the forklift,” Hoffmeyer said.

Records show Villasenor-Arreola’s license is suspended for driving under the influence of alcohol. The Hammond, Ind., resident was arrested on charges of burglary, vandalism, aggravated driving under the influence of alcohol, driving with a suspended license, operating an unregistered vehicle on a roadway and driving without insurance.

Villasenor-Arreola is being held in the Will County Jail on $50,000 bond.

Passenger in vehicle shot early Sunday

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A passenger was shot early Sunday when a car stopped in the 600 block of Gardner Street.

Lt. Brian Dupuis said the vehicle had just parked at 1:20 a.m. when a man came up and fired inside. A 35-year-old man was struck in the chest and the assailant fled the scene.

The victim’s friend drove him to Presence Saint Joseph Medical Center while calling 911, Dupuis said. The

victim was later transferred to Loyola Medical Center in Maywood where he was listed Monday in critical, but stable condition.

No suspect has been identi-

fied, but Dupuis said police do not believe this shooting was related to another shooting early Sunday on Mississippi Avenue that killed a 27-yearold man.

THE HERALD–NEWS JOLIET – The Illinois Philharmonic Orchestra is scheduled to complete its 2013-14 season at the Rialto Square Theatre on May 16.

The orchestra will perform “Literature in Music,”

Joliet Township house hit by fire JOLIET TOWNSHIP – A house was heavily damaged by fire Sunday afternoon.

East Joliet Deputy Fire Chief Kirk Kelly said a family was home at 1:40 p.m. Sunday when they smelled smoke coming from the ground floor of their residence in the 400 block of Mohawk Street. Everyone was able to get out, Kel-

ly said.

“We had the fire under control in 30 minutes, but the contents were destroyed and the structure had heavy fire and water damage,” Kelly said.

The fire’s cause had not been determined as of Monday morning, but Kelly said it is not considered suspicious.

Firefighters from Homer, Manhattan, New Lenox and Rockdale assisted East Joliet with the blaze.

The Gardner Fire Protection District fights a 25- to 30-acre brush fire from their brush truck on Saturday afternoon on Woods Road in rural Gardner.

MORRIS – Four vehicles belonging to the Morris Police Department and Morris Fire Protection and Ambulance District were vandalized Saturday.

Two unmarked police vehicles and two unmarked fire department vehicles were vandalized with black spray paint, Morris Police Chief Brent Dite said Monday. The spray paint did not convey any wording or meaning.

At the time of the crime, the vehicles were parked at the homes of each fire and police official, which are located throughout the city.

“They’re not really marked with any kind of lettering or decals,” Dite said of the vandalized vehicles. “Obviously, it appears the people knew exactly who they were targeting.”

The fire department vehicles belonged to Chief Tracey Steffes and Deputy Chief Bob Wills.

Steffes said the two fire vehicles have already been cleaned and are ready for use.

“This was a crime against the community because we had to use taxpayer dollars to have those vehicles cleaned,” Steffes said. “It’s just a real shame that someone has a vendetta or problem with the police and fire departments.”

Steffes said this is the second time his company vehicle was vandalized. Last fall, his department vehicle was again sprayed with black spray paint. It is unclear if the two incidents are related.

Steffes said he will be spending his own money to invest in a home security and camera system.

The departments on Monday did not immediately have an estimate on how much the damages will cost the city.

Charges of criminal damage to state-supported property could be filed against the perpetrators, Dite said, and depending on the amount of damage the charges could rise to felony charges.

The police department asks that any person with information about this case should call the Morris Police Department at 815-942-2131.

About 25 to 30 acres of cornfield ignited after a farmer started burning a wood pile on his property.

Nonprofit provides dental assistance to vets

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Veterans in need of dental care but are unable to pay for services can now seek financial assistance through the Will County Center for Community Concerns.

The nonprofit social service agency announced in a news release that the group will award up to $500 for each applicant, depending on services needed, through its veterans dental assistance program.

Going to the dentist is oftentimes the last thing on someone’s to-do list, said Belithia Johnson, community service director with the WCCCC, but the consequences of not going for a simple toothache can add up.

“Most cases, it’s the last thing people take care of. In speaking with veterans, sometimes they come in with tooth pain, gum disease or there’s a lot of other things going on.

But they just keep letting it go,” she said. “Dental is one

Will County Center for Community Concerns was established in 1987. The nonprofit has several short- and long-term programs for low-income residents, which offer financial assistance for electricity and heating bills, block grants for community projects, provides housing assistance for those facing foreclosures and emergency assistance for those facing eviction.

Kickin It for Cure It fundraiser to fight pediatric cancer

That’s according to Jeff Eberhard, father of 7-year-old Luchi Eberhard of Morris, who was diagnosed with acute lymphocytic leukemia B cell about a year ago.

“It feels like you’ve failed as parent,” Jeff Eberhard said. “I feel like I’ve failed at my job of protecting my child.

It makes you ask, ‘Where did I go wrong? How did I screw up?’ ” Nichole Brooks knows the feeling all too well: Her 6-yearold daughter, Aubrey Brooks, was diagnosed Jan. 16, 2012, with acute lymphoblastic leukemia pre B cell.

“We were devastated. You don’t ever expect your child to be diagnosed with cancer,” Nichole Brooks said. “We were lost and alone and had no idea what treatment entailed or the outlook.”

For the past year, Jeff Eberhard and Nichole Brooks have independently raised funds for Cure It. But this Saturday, they are combining efforts and holding “Kick It for Cure It” at the Morris VFW. “Cure It serves two purpos-

Brooks said the research dollars are the main priority for her support of Cure It. The help it provides to families also plays a big part, especially to the Eberhard family.

“We’re lucky that we have great insurance, and we had money put away,” Jeff Eberhard said. “There are people who can hardly afford the gas to get to the clinic.

“It takes one trip to go up to any hospital that has a pediatric cancer area, and you know something needs to be done. You look in a room, and a 9-year-old kid is in the room alone, because the parents can’t afford to take off work. You know you have to do something,” he continued.

Jeff Eberhard said while he’s all for awareness, awareness without action means nothing. Something has to be done to change things in a positive direction.

He was proud of his Croatian/Slovenian heritage teaching his children many of the words and songs his parents taught him. He also loved polka music.

By CARLA K. JOHNSON The Associated Press CHICAGO – A public hearing on Illinois’ new medical marijuana program morphed into an informal networking session Monday, with would-be growers, retailers and patients collecting business cards and sharing trade secrets.

The hearing in Chicago drew about 200 people, with two dozen testifying about proposed rules for the state’s four-year pilot program. Pharmacists said they should play an official role. Patients asked for lower fees. A businessman promoted a Colorado company’s expertise in growing and selling.

“It’s similar to a gold rush,” said political consultant Roberto Caldero of Chicago, who, like many, attended only to observe. “Everybody’s trying to stake out their claim.”

The Illinois Department of Public Health hearing was intended as a forum for patients, not the business owners planning to apply for licenses to grow and sell cannabis. But most of the comments came from entrepreneurs eager to get involved in what could be a $20 million to $30 million industry.

Illinois officials haven’t publicly estimated the size of the potential market or the taxes it could generate from 21 cultivation centers selling to 60 dispensaries. Recreational marijuana would continue to be illegal.

“As with any new program, it is difficult to estimate costs and revenues,” Department

of Public Health spokeswoman Melaney Arnold said in an email. “We have used internal fiscal and budget staff to review national trends in costs for [and] revenues from medical cannabis programs. However, costs and revenues vary widely from state to state, and Illinois’ program will similarly be unique.”

In Colorado, legislative economists estimate the state will sell nearly 2 million ounces of recreational pot next fiscal year. At an estimated $200 an ounce, Colorado would sell nearly $395 million worth.

“They should have made this legal 35 years ago,” said Ralph Wilson, who spoke Monday, saying he wants to be involved as a grower. “I would have been wealthy by now, instead of a poor schoolteacher.”

Out-of-state businesses may pursue partnerships with Illinois residents like Wilson.

Bonus points will be awarded to applicants for having an Illinois headquarters and agents who live in the state.

Erik Williams of Colorado-based Gaia Plant-Based Medicine said his company not only intends to form those types of partnerships, but also is making contact with illegal growers and asking them to donate seeds.

“Here’s a big secret: There’s marijuana in Illinois right now,” Williams said jokingly.

“We’ve identified dozens of persons who have hundreds of strains right here in Illinois right now ... and we’ve already asked them to donate seeds.”

The biggest risk for entrepreneurs in Illinois may be a change in national policy based on the political climate, Caulkins said.

First court hearing on ballot initiatives lawsuit

By SOPHIA TAREEN The Associated Press CHICAGO – Attorneys involved in a lawsuit aiming to block term limit and political redistricting initiatives from the ballot made an initial court appearance Monday, the first step in a case that could affect voter turnout in November.

The brief hearing essentially set a loose timeline for the weeks ahead, with both sides and the judge urging a quick result ahead of the election.

Another hearing was set for Wednesday.

It was a gathering of some of Cook County’s most prominent attorneys, adding to the spotlight on initiatives that are popular with voters and have become campaign issues for Illinois’ hotly contested gubernatorial race. Republican businessman Bruce Rauner, who’s leading the term limits ballot initiative, is challenging Gov. Pat Quinn, a Chicago Democrat who’s championed term limits in the past.

The lawsuit, which argues that state election officials shouldn’t spend public money on the proposals, was filed by election attorney Michael Kasper. He’s represented many top Democrats over the years including House Speaker Michael Madigan. Lawyer Lori Lightfoot, once a finalist to head the U.S. attorney’s office in Chicago, represented those fighting the lawsuit claiming that yet more money will be spent to adjudicate the case.

Judge Mary Mikva, daughter of former federal judge and former congressman Abner Mikva, disclosed in court that she was connected to people on both sides of the case if attorneys wanted to raise objections, though it appeared neither side did. She said Kasper represented her during her election, which he confirmed in court.

Kasper declined to comment to reporters after the hearing.

Representatives for both ballot initiatives questioned

the timing of the lawsuit, which was filed last week as both groups delivered hundreds of thousands of signatures to the State Board of Elections.

“That smells of politics to me, but it’ll really be up to the court to decide,” Michael Kolenc, campaign manager of Yes! for Independent Maps, told reporters after the hearing.

His group wants an independent commission to determine Illinois’ political boundaries.

Rauner’s group wants to limit state lawmakers’ time in office.

By MARK SHERMAN The Associated Press WASHINGTON – A narrowly divided Supreme Court upheld decidedly Christian prayers at the start of local council meetings on Monday, declaring them in line with long national traditions though the country has grown more religiously diverse.

The content of the prayers is not significant as long as they do not denigrate non-Christians or try to win converts, the court said in a 5-4 decision backed by its conservative majority.

Though the decision split the court along ideological lines, the Obama administration backed the winning side, the town of Greece, N.Y., outside of Rochester.

The outcome relied heavily on a 1983 decision in which

the court upheld an opening prayer in the Nebraska Legislature and said prayer is part of the nation’s fabric, not a violation of the First Amendment’s guarantee of freedom of religion.

Writing for the court on Monday, Justice Anthony Kennedy said that forcing clergy to scrub the prayers of references to Jesus Christ and other sectarian religious figures would turn officials into censors.

Instead, Kennedy said, the prayers should be seen as ceremonial and in keeping with the nation’s traditions.

“The inclusion of a brief, ceremonial prayer as part of a larger exercise in civic recognition suggests that its purpose and effect are to acknowledge religious leaders and the institutions they represent, rather than to exclude or coerce nonbelievers,” Kennedy said.

Justice Elena Kagan, writing for the court’s four liberal justices, said, “I respectfully dissent from the court’s opinion because I think the Town of Greece’s prayer practices violate that norm of religious equality – the breathtakingly generous constitutional idea that our public institutions belong no less to the Buddhist or Hindu than to the Methodist or Episcopalian.”

Kagan said the case differs significantly from the 1983 decision because “Greece’s town meetings involve participation by ordinary citizens, and the invocations given – directly to those citizens – were predominantly sectarian in content.”

Kennedy himself was the author of an opinion in 1992 that held that a Christian prayer delivered at a high school graduation did violate the Constitution. The justice said Monday

there are differences between the two situations, including the age of the audience and the fact that attendees at the council meeting may step out of the room if they do not like the prayer.

In her dissent, Kagan said the council meeting prayers are unlike those said to open sessions of Congress and state legislatures, where the elected officials are the intended audience. In Greece, “the prayers there are directed squarely at the citizens,” she said.

Kagan also noted what she described as the meetings’ intimate setting, with 10 or so people sitting in front of the town’s elected and top appointed officials. Children and teenagers are likely to be present, she said.

This summer, the U.S. plans to start using a new law that will make it more expensive for Russian banks to do business in America.

“It’s a huge deal,” says Mark E. Matthews, a former IRS deputy commissioner. “It would throw enormous uncertainty into the Russian banking community.”

Long before the Ukraine crisis, Congress approved the law in 2010 to curb tax evasion that relies on overseas accounts. Now, beginning in July, U.S. banks will be required to start withholding a 30 percent tax on certain payments to financial institutions in other countries – unless those foreign banks have agreements in place to

share information about U.S. account holders with the IRS. The withholding applies mainly to investment income.

Russia and dozens of other countries have been negotiating information-sharing agreements with the U.S. in an effort to spare their banks from such harsh penalties.

But after Russia annexed Crimea and was seen as stoking separatist movements in eastern Ukraine, the Treasury Department quietly suspended negotiations in March. With the July 1 deadline approaching, Russian banks are now concerned that the price of investing in the United States is about to go up.

The new law means that Russian banks that buy U.S. securities after July 1 will forfeit 30 percent of the interest and dividend payments. The withholding applies to stocks and bonds, including U.S. Treasuries. Some previously owned securities would be exempt from the withholding, but in general, previously owned stocks would not.

Private investors who use

Russian financial institutions to facilitate trades also face the withholding penalty.

Those private investors could later apply to the IRS for refunds, but the inconvenience would be enormous.

“It’s a big problem for them,” said Matthews, who is now a lawyer at Caplin & Drysdale, a tax firm based in Washington. “It decreases their competitiveness and they may have capital flight elsewhere.”

The U.S. and Russia are significant trading partners, though not all transactions would be subject to withholding. Last year, the U.S. imported $27 billion in goods from Russia, which ranked 18th among importers to the U.S., according to the Census Bureau. The U.S. exported $11 billion in goods to Russia.

The withholding would expand in 2017, if there was still no information-sharing agreement. At that point, if investors sold stocks or bonds, U.S. banks would be required to withhold a 30 percent tax on the gross proceeds from those sales.

Brown agreed. He pointed out that Anderson’s crime was serious, but acknowledged that he’s a far different man now than he was then.

“You’ve been a good father,” Brown said. “You’ve been a good husband. You’ve been a good taxpaying citizen of the state of Missouri.

“That leads me to believe that you are a good man and a changed man.”

As the judge announced his decision, about 10 of Anderson’s relatives broke out in sobs and cried. Some hugged and thanked God. Anderson’s plight drew international headlines last month. An online petition on change.org includes more than 35,000 signatures urging the state to set him free.

The release was met with virtually no resistance from the Missouri Attorney General’s Office.

CHARLESTON, Mo. – Cornealious “Mike” Anderson spent 13 years free from prison because of a clerical error, then nearly a year behind bars when the mistake was caught.

On Monday, he walked out of a southeast Missouri courtroom a free man again – this time with no need to look over his shoulder.

Mississippi County Associate Circuit Judge Terry Lynn Brown needed just a 10-minute hearing before ruling that he was giving Anderson credit for time served for all 4,794 days between his conviction and when he was arrested last year. The judge granted Anderson his immediate freedom.

Anderson, 37, left the courthouse with his wife and 3-yearold daughter on one arm, his mother on the other, tears in all of their eyes.

“Very happy,” Anderson

was sentenced to 13 years in prison for his role in the robbery of a fast-food restaurant’s assistant manager. He told The Associated Press last month that he waited, and even asked about going to prison, but the order never came.

In the years since his conviction, Anderson started his own construction-related businesses, married and had children. He also coached youth football and volunteered at his church in Webster Groves, Mo. At the hearing Monday, Anderson’s attorney, Patrick Megaro, said Anderson remained out of prison through no fault of his own, and in the intervening years, turned his life around.

“He has been able to accomplish for himself what the criminal justice system does not accomplish in many situations,” Megaro told the judge.

Nigeria group threatens to sell kidnapped girls

By MICHELLE FAUL The Associated Press LAGOS, Nigeria – Nigeria’s Islamic extremist leader is threatening to sell the nearly 300 teenage schoolgirls abducted from a school in the remote northeast three weeks ago, in a new videotape received Monday.

Abubakar Shekau for the first time also claimed responsibility for the April 15 mass abduction, warning that his group plans to attack more schools and abduct more girls.

“I abducted your girls,” said the leader of Boko Haram, which means “Western education is sinful.”

He described the girls as “slaves” and said, “By Allah, I will sell them in the marketplace.” The hourlong video starts with fighters lifting automatic rifles and shooting in the air as they chant “Allahu akbar!” or “God is great.”

It was unclear if the video was made before or after reports emerged last week that some of the girls have been forced to marry their abductors – who paid a nominal bride price of $12 – and that others have been carried into neighboring Cameroon and Chad. Those reports could not be verified.

In the video, Shekau also said the students “will remain slaves with us.” That appears a reference to the ancient jihadi custom of enslaving women captured in a holy war, who then can be used for sex.

“They are slaves and I will sell them because I have the market to sell them,” he said, speaking in the Hausa language of northern Nigeria.

The video was reviewed

by The Associated Press, and both the face and the voice of the leader of Boko Haram were recognizable.

Shekau brushed off warnings that the abductions could be an international crime, saying in English, as if to reach his accusers in the international community: “What do you know about human rights? You’re just claiming human rights [abuses], but you don’t know what it is.”

said Boko Haram is ready to negotiate ransoms for the girls also said two of the girls have died of snakebite and about 20 are ill. He said Christians among the girls have been forced to convert to Islam. The man, an Islamic scholar, spoke on condition of anonymity because his position is sensitive.

Nigeria’s police have said more than 300 girls were abducted. Of that number, 276 remain in captivity and 53 escaped.

The mass abduction and the military’s failure to rescue the girls and young women have ignited national outrage with demonstrations in major cities. Protesters accused President Goodluck Jonathan of insensitivity to the girls’ plight.

An organizer of a demonstration said Monday that Jonathan’s wife, Patience, ordered the arrests of two protest leaders, accused them of belonging to Boko Haram and expressed doubts there was any kidnapping.

It was unclear what authority Patience Jonathan would have to give such orders, since there is no office of first lady in the Nigerian constitution.

Ayo Adewuyi, spokesman for the first lady, said he was unaware of any arrests. “The first lady did not order the arrest of anybody, and I’m sure of that,” he told the AP. But Saratu Angus Ndirpaya of Chibok town said State Security Service agents drove her and protest leader Naomi Mutah Nyadar to a police station Monday after an all-night meeting at the presidential villa in Abuja, the capital.

She said police immediately released her but that Nyadar remains in detention.

It identified Pakistan, Syria and Cameroon as having allowed the virus to spread beyond their borders, and recommended that those three governments require citizens to obtain a

Police officers deserve to be thanked, remembered The 2014 National Peace Officers’ Memorial Service will be held May 15 on the west lawn of the US. Capital, Washington, D.C., honoring 111 fallen officers who gave their lives in the line of duty in 2013 nationwide – the lowest since 1959.

On May 1, the 23rd annual Illinois Police Officers Memorial Day was held in Springfield, at which time four officers killed in our state were honored, including state trooper James Michael Sauter, 29, who was killed on the Illinois Tollway.

The 33rd annual Will County Law Enforcement Day will be Thursday with a 10:30 a.m. memorial Mass at St. Mary Magdalene Catholic Church on Briggs Street, followed by a candlelight service at the Will County Memorial Monument at the Will County Courthouse.

On average, every 55 hours, somewhere in America a law enforcement officer is killed in the line of duty. It is our responsibility and obligation to ensure their memory and that their sacrifices are never forgotten.

Police officers are the vital line between chaos and some resemblance of order and the common good. We honor during Police Week those who have died in the line of duty and those active members who are still serving to pursue justice.

Labels, numbers help gauge elections I commissioned a We Ask America poll on April 21 of the races for governor, comptroller and treasurer. But I forgot to put the candidates’ party labels in the poll’s questions. The results came out very weird.

Bruce Rauner led Gov. Pat Quinn by 11 points in that poll, 49-38. Comptroller Judy Baar Topinka trounced Lt. Governor Sheila Simon by an astounding 27-point, 56-29 margin. And Rep. Tom Cross led Sen. Mike Frerichs in the state treasurer’s race by 13 points, 33-20.

The Topinka crosstabs were bizarre. The Republican was leading among Democrats 55-30, ahead in Chicago 57-23 and among African-Americans, 55-22. No way.

Garbage in, garbage out, as they say, so I dumped the poll and ran a new one on April 27. This time we identified the candidates’ party affiliations.

VIEWS Rich Miller The results were strikingly different.

In the second, April 27 poll, which specifically told respondents which candidate was a Democrat and which was a Republican, the Republican Rauner and the Democrat Quinn were tied at 44 – an 11-point swing. Topinka still led big, but by a much more believable 51-38 – a 14-point swing. And Republican Cross’s lead over the Democrat Frerichs dropped to 41-37 – a nine-point swing.

Both polls had almost identical partisan breakdowns of respondents and both had similar margins of error, ±3.21 percent in the first poll and ±3.14 percent in the second.

The crosstabs show just how dramatically the results

changed when voters were given candidate party labels.

The first poll, which didn’t give voters the candidates’ party labels, Rauner led 62-27 among Downstaters. But the second poll, which did include the partisan info, Rauner’s Downstate lead dropped to 52-33. Among whites, Rauner led, 57-33 in the first poll, but 51-38, in the second, when they knew which party the candidates belonged to.

The partisanship impact was even more clear with traditionally Democratic-leaning constituencies. Rauner’s recent TV ads have featured his Democratic wife, and the first poll found that Rauner actually led Quinn among women, 44-41, when women weren’t told which party he or Quinn represented. But when women did have that partisan information, they flipped big to Quinn in the second poll, 48-38.

To the Editor: As we celebrate Nurses’ Week at Presence Saint Joseph Medical Center, it prompts me to think about and comment on behalf of our medical staff who rely on our nurses to ensure that our patients are cared for with professional expertise, as well as compassionate understanding every minute of each day while they are hospitalized.

Nursing has always been an admired profession, but the practice continues to advance and exceed beyond that of years past. Nurses today are constantly called upon to further their own education, earn specialized certifications, as well as to learn and share new techniques and evidence-based practices with other professional caregivers. They are students and they are teachers, but most of all, they are collaborators on the front line of patient care.

Although it’s impossible to quantify the impact our nurses make, their offering of hope and healing can be felt by every patient. Every day our nurses embrace Presence Health’s values and continue to fulfill our mission.

We have experienced firsthand the benefits of partnering to facilitate electronic medical record keeping and documentation, collaborating on patient care plans and even planning the continuum of care for patients as they are discharged from the hospital environment.

Thoughts on library, Star Wars museum, casino To the Editor: Some ideas for the Presidential Library. Perhaps we aren’t big enough. It could be a presidential library and museum for maximum educational value and visitor

traffic. Think the Lincoln Museum in Springfield.

It could be associated with a university or placed some how on the current museum campus with the planetarium, aquarium and field museum or on landfill in the Lake Michigan for a stunning setting. Any well-known Chicago philanthropic organizations interested? The Fields and Rockefellers already did their parts.

The Lucas Star Wars museum would be a good fit for the Museum of Science and Industry or Navy Pier. Association with the theater district in the north Loop or the Fine Arts Columbia College would be another option but the views may not be as stunning as on the lake.

The casino should be located so as to facilitate accommodating and taxing the tourists as much as possible. No sense taxing ourselves when we can tax the visitors, meaning a McCormick Place location perhaps tied in with some live entertainment, stage shows, plays, etc.

Government holds two positions on free press In honor of World Press Freedom Day on Saturday, the U.S. State Department launched its third annual Free the Press Campaign, championing the rights of journalists who have been “targeted, oppressed, imprisoned or otherwise harassed because of their professional work.”

That’s nice of the State Department and all, it’s just too bad some of the targeting, oppression, imprisonment and harassment is coming from the U.S. government.

Luckily, when the State Department heralded its launch of Free the Press, the journalists in the room were savvy enough to ask a few questions. How, for example, does the government reconcile the Free the Press campaign with the treatment of New York Times reporter James Risen?

Though the State Department spokeswoman dodged the question, it’s worth further scrutiny. The U.S. government was speaking out of one side of its mouth in the State Department; meanwhile, the Justice Department had filed court documents urging the Supreme Court to refuse to hear Risen’s petition on his reporter’s privilege case.

A lower court already had pressured Risen to testify

about his sources.

Risen was subpoenaed to testify at the trial of Jeffrey Sterling, a former CIA officer charged with disclosing classified information, some of which was the same information Risen wrote about in his book, “State of War.” A district court judge ruled Risen’s testimony was protected by a reporter’s privilege. But the 4th Circuit U.S. Court of Appeals reversed that decision. If the Supreme Court won’t hear Risen’s appeal, the reporter could be jailed for refusing to identify the source of his material. All this under the Obama administration – which promised to be the most accessible and transparent presidency ever.

Instead, it is threatening to jail a reporter while at the same time touting its Free the Press Campaign.

The irony of last week’s Free the Press announcement tees up an example of why a federal shield law is needed. It’s about time the federal government adopts some rules protecting journalists from having to disclose confidential sources.

Until then, the government should know it can’t brag to the press about the effort it’s making while persecuting another reporter.

Numbers show voters vote on partisanship, hurting GOP in Illinois • MILLER Continued from page 19 When African-Americans weren’t told that Rauner was a Republican, he trailed Quinn, 55-22. But when black voters were given both candidates’ party labels, Quinn led Rauner, 70-19. That’s still not horrible for Rauner, but far more believable.

Rauner ran some Spanish-language TV ads after the primary was over, and the first poll, which didn’t tell

Latino voters that he was a Republican, showed him winning that crucial demographic by 3 points, 37-34. But the second poll, which identified Rauner as a Republican, had Quinn winning Latinos, 52-36.

Let’s look at the Topinka numbers, which were what initially made me realize that I’d made a wording mistake.

Topinka has been around for decades, and voters clearly like her. She’s also a liberal-leaning Republican, which makes her much more electable in Illinois.

But Topinka’s 55-30 lead over Simon among Democrats in the first poll was more than reversed to a 24-67 deficit when Democrats were told that Topinka was a Republican. Her initial 57-23 lead in Chicago and 55-22 margin among African-Americans also were reversed in the second poll, when she trailed Simon, 35-54, in the city and 29-58 among African-Americans. And her 55-28 lead among women dropped to 48-40 when voters knew that Simon was a Democrat

and Topinka was a Republican.

Tom Cross is better known that Michael Frerichs because of his years as a legislative leader who lives in the Chicago media market and because he had a contested GOP primary race.

Frerichs’ 26-19 lead among Democrats rose to a 68-11 lead when Democrats were given candidate party affiliation labels a week later.

The difference between the two polls is far more interesting to me than the actual

results. It’s early. Results will change over time.

But if it wasn’t before, it’s now crystal clear that a large number of likely voters cast their ballots based on partisanship. And as a result the Republican Party faces a gigantic hurdle in Illinois.

That’s probably not news to most of us, but at least now it’s somewhat quantifiable.

Lincoln-Way East created opportunities, took advantage of those chances and rode the gutsy pitching of senior righthander Brett Watson to a 6-2 nonconference victory over West on Monday.

“They played with more energy than we did,” Warriors coach Jake Zajc said. “We walked their leadoff men in different innings, and when we did, they got bunts down and we didn’t field them.

“We did this to ourselves.

They executed, we didn’t. It’s disappointing coming off the loss [to Lemont]. But we’ll get back where we need to be.”

East (11-11) has been playing better of late, winning three straight. When the door opened early on, the Griffins came crashing through.

Evan Sandmann, rare in that he is a catcher hitting leadoff, walked on the eighth pitch he saw from West righthander Andrew Clavenna in the bottom of the first inning.

Aaron Perch also walked and a three-run inning was under way.

West had the first two men on base in the second and could not score. Warriors leadoff man Luke Morgan hit a hard groundout to second with the bases full to end the fourth, when the Warriors had scored once to make it 4-1, and lined into a double play with the bases full to end the sixth.

“Morgan is a tough out,” Watson said. “Luckily he [Donald, the Griffins’ shortstop] jumped about 40 feet to catch the line drive.

“It was a good combination

[Monday]. We played good defense, and it was big to get the early runs.”

Watson said he had to rely on his fastball, especially early, because his curve was not working. But it was a good day to pitch thanks to a strong wind blowing in.

The Warriors managed 10 hits, including Dan Laberry’s RBI single off reliever Jason Carli in the seventh inning.

But Watson walked only three, and the Warriors stranded 12 runners.

“Before the game we talked about the importance of throwing strikes,” East coach Paul Babcock said. “So what

happens? Our first two guys up walk, and they both score.

“That was the big difference in the game. We won the freebie award.”

Another key, Babcock said, was Dwyer’s two-out, two-run single off Morgan, the fourth West pitcher, with a full count and the bases full in the bottom of the sixth. That extended the Griffins’ lead to 6-1.

“If he doesn’t get that hit, we’re up in the seventh with the tying run on second, and

who knows?” Zajc said.

“Jack Dwyer extending the lead was huge,” Babcock said.

“We did some good hitting all day with two strikes. That’s the mental game. It takes one pitch, and you can’t do anything about the ones that are gone. The next pitch matters.”

Sandmann, Dwyer and Matuszewski had two hits for East. Zach Speaker doubled and singled and Laberry and Ryan Hastings had two hits for West.

MORRIS – When you throw seven innings of shutout baseball at the high school level, it usually ends in a win.

That wasn’t the case Monday night when Morris senior Tim Smyk blanked Rochelle for seven innings only to take a no-decision as the Redskins lost, 2-1, in eight innings.

The loss dropped Morris to 15-8 (5-4 in the Northern Illinois Big 12 East) while Rochelle improved to 6-14.

“I don’t know what it is with this team,” Morris coach Todd Kein said after Monday’s game. “I’d go to the wall with these guys, but one day we’re hot and one day we’re not. Inconsistency has been a problem.

“I don’t care what the other team’s record is coming into a series. It’s conference. How many times can you lose in the conference before you get sick of it and you go out and you get after it. Give Rochelle credit. they beat, what I think, can be a good team, but when things

Both starting pitchers were effective in their short outings as the Thunderbolts used a two-run double from center fielder Ryan McIntyre to key a three-run seventh inning that broke open a close game.

Michael Johnson was sharp on the hill early for the Slammers, allowing one hit in three innings. Dyllon Nuernberg stuck out four in his three innings for Windy City.

Baker off and running with late-model victory SUBMITTED REPORTS MORRIS – Defending late-model champion Ricky Baker of Plainfield won his first feature of the young season last Friday night to highlight the weekly stock-car racing program at Grundy County Speedway.

Baker overtook Larry Schuler for the lead and pulled away from Eddie Hoffman after a late caution flag tightened the field. Hoffman finished second, followed by Scott Koerner, Chris Cooling and Schuler. Brandon Clubb, James Gregait, Mark Sontag Jr., Billy Knippenberg and Dan Odell rounded out the top 10.

Knippenberg and Clubb won the heat races and Hoffman posted the fast time.

ELGIN – Trinity Christian College scored in each of the first five innings en route to a 12-3 win Monday over University of St. Francis on the second day of the Chicagoland Collegiate Athletic Conference Baseball Tournament at Judson University.

Trinity Christian starter Vince Van Schouwen kept top-seeded USF (35-19) off the scoreboard until the bottom of the eighth when the Saints took advantage of two Trolls’ errors to bring three runs across. Brandon Mendoza drove in the first two runs with a one-out double before Rick Faron delivered an RBI single with two outs.

Bears facing a dilemma at draft spot No. 14

I believe the quote from Bears general manager Phil Emery from his predraft news conference last week in regard to how he feels about the past week or two leading up to the draft was: “Hey, this is where the juice is, isn’t it?”

In other words, he and the folks who work for him evaluating talent and helping him decide on whom to draft for the Bears are having fun now. This is what they live to do, what they’re paid to do and what they love to do, so now they’re having fun.

We all are having fun, too. But on our side, we’ve got mock drafts galore and there’s a problem. The Bears need defense, defense and more defense, and most of the top talent this year is on offense.

Oh, there’s some depth on the defensive line and the talent runs fairly deep at cor-

nerback, but the majority of the top talent, those first 15 to 25 players, is on offense.

I’ve compared a number of independent draft analysts, in addition to talking to as many sources as I can get to talk from NFL front offices, and the consensus I’ve come up with is this year’s top 20 talents includes at least one quarterback, one running back, one tight end, five receivers and four offensive linemen.

All that leaves on defense is one cornerback, Justin Gilbert, three linebackers, Khalil Mack, Anthony Barr and C.J. Mosley, and two defensive linemen, Jadeveon Clowney and Stephon Tuitt.

I know, half the world wants to match three-technique defensive tackle Aaron Donald with the Bears, but for every list you’ve got that has him somewhere between 10 and 14, I’ll find you a list

BEARS INSIDER Hub Arkush that has him somewhere between 22 and 40.

The last two members of the top 20 are probably safeties, Ha Ha Clinton-Dix and Calvin Pryor, but the problem for the Bears is they fall somewhere between 19 and 24 on almost every list.

How would you feel about the Bears drafting the 19th best player in the draft with the 14th pick?

Here’s the way this works.

Clowney and Mack will each be top-five picks minimum, and Gilbert, Barr and Mosley absolutely should go in the first 13.

If Barr were to fall to 14, the Bears would have a dilemma. He looks like a perennial Pro Bowler for the next

decade or so as a 3-4 outside rush linebacker. He is much harder to project as an end in a 40 front or at the SAM linebacker spot in the Bears’ 4-3. After the Shea McClellin experiment, the Bears don’t want to go there again.

If both Gilbert and Mosley are available at 14, the Bears should pull both Hammys racing to the podium to take one, most likely Gilbert.

What the Bears are hoping for is one of the teams in front of them will significantly overdraft Johnny Manziel – Blake Bortles is the QB who fits in the top 20 – and that among the Rams, Raiders, Falcons, Bucs and Giants who all significantly are in need of offensive line help, one will draft Taylor Lewan after Greg Robison and Jake Mathews both come off the board in the top-seven picks.

That scenario could leave

at least two or possibly all three among Gilbert, Mosley and Barr to pick from.

Someone in front of them reaching too high for Donald also would really help in spite of the belief that he’s a good fit for the Bears.

That’s how the Bears get a shot at Justin Gilbert or C.J. Mosley.

But if the top-six defensive players all are gone, what are the Bears to do?

The answer is they have to exhaust themselves trying to find a trade down to 16 or 17 through 20, where they’d end up with both extra picks and Clinton-Dix or Pryor, or they should bite the bullet and go offense over defense with the 14th pick.

Quenneville pushes right buttons during playoffs

By MARK LAZERUS mlazerus@suntimes.com To say Joel Quenneville had the Blackhawks on cruise control last spring would be unfair. He had to drag his team through a firstround series after it played in virtually no meaningful games during an utterly dominant regular season. He had to match wits with Detroit’s Mike Babcock. And he picked the right time to unite Jonathan Toews and Patrick Kane against the Kings and then again against the Bruins.

But compared with the early stages of this postseason, Quenneville might as well have been sitting on the bench with his feet up on the boards.

Just eight games into what could be another deep run, Quenneville has blown up his shutdown fourth line. He’s swapped Michal Handzus and Ben Smith, and moved Smith to center. He’s run through

several line combinations, pulling the trigger on swapping Marian Hossa and Kane at just the right time in Game 4 against St. Louis. He handled Brent Seabrook’s threegame suspension by putting Sheldon Brookbank with Duncan Keith, rather than shake up all three defensive pairings. He benched Kris Versteeg in Game 6 against St. Louis, and surprised many by going with Joakim Nordstrom over Peter Regin or Jeremy Morin. Then he inserted Morin when Andrew Shaw was injured. He benched Brandon Bollig in Game 2 against Minnesota.

And he benched Nick Leddy for the third period of that same game.

After standing pat throughout the regular season and most of the postseason in 2013, Quenneville, a notorious tinkerer, has been in his element this spring.

And almost every move has worked out.

“As a player, you get a real good sense, a real good appreciation for Joel’s ability to see those things and make those right moves,” Keith said. “We’ve got a lot of depth on our team and our organization, and when he makes those decisions, it seems like

the guys who come in have come in and played well.”

Quenneville has won the early chess match with Minnesota’s Mike Yeo. With his stalwart fourth line no longer around – Smith’s on the second line, Marcus Kruger is on the third line, and Bollig

is in the press box – Quenneville turned to Toews to shadow Zach Parise’s line, and through two games, the Wild’s top six forwards have zero goals.

Quenneville will have a tougher task in Tuesday’s Game 3, as the series shifts to Minnesota. As the home team, the Wild will have the last change, meaning Yeo can keep Parise away from Toews. Rebuilding a genuine checking line could help.

“I don’t think many lines, or any lines, in the league start 90 percent of their shifts in their own end, and you’re confident that you can play them against the other team’s top line, on the road or anywhere,” Quenneville said of his erstwhile fourth line. “It was very effective for us, and I don’t think we had that type of a line over the course of the last five years. It was kind of a unique situation, and … it’s kind of evolved into a different line.”

CHICAGO – Cubs fans, from casual to Kool-Aid, should take a good, long look at White Sox first baseman Jose Abreu this week during the crosstown series to see what the suits in the Cubs’ highest offices don’t want you to know: Believe it or not, you can build at the big-league level while overhauling a farm system to create a long-term “foundation for sustained success.”

And if the second-fiddle Sox can do it, why can’t the big boys in Chicago with the ATM ballpark do it?

In fact, why shouldn’t they feel obligated to do it – considering the third-highest ticket prices in the game and revenues that business president Crane Kenney boasts are the fifth-highest in the majors?

Not even baseball president Theo Epstein says it can’t be done, or shouldn’t.

In fact, according to sources close to the front office, the general approach the Sox took last winter coming off their 99-loss 2013 season was part of the overall plan Epstein, general manager Jed Hoyer and the rest of the new age Cubs brass had in mind when they took over.

Yes, trading short-term assets (pending free agents) for long assets (prospects and pre-prime big-leaguers) was part of the plan, as well as piling up international amateurs and impact draft picks.

But don’t believe the public narrative that so often

Why can’t the Cubs try to field a competitive team while building the farm system?

“This is the only way to do it,” chairman Tom Ricketts repeatedly has insisted.

The only way?

Not even close.

Think Abreu.

The Cubs went hard after international free-agents Yoenis Cespedes, Hyun-jin Ryu and Masahiro Tanaka, respectively, the past three off-seasons.

Cespedes told the SunTimes two springs ago the Cubs were so serious he believed for most of that winter he would wind up in Chicago.

But the Cubs fell short in each case. Because they’re so smart they weren’t going to spend what it eventually took to get those players?

No. Because they didn’t have the margins to work with in their baseball budgets to compete for players they

targeted.

Neither Epstein nor Hoyer will comment on the details of their involvement in those players, much less the frustration levels of being unable to have anything close to the spending power they had in Boston to build like a big-market club.

Meanwhile, guys such as Jake Arrieta – the former Baltimore pitcher who experienced a last-to-wild-card turnaround with the Orioles in 2012 – clings to faith where he can find it.

“As far as our ballclub’s concerned versus the White Sox, maybe aspects of the offseason or acquiring players are done differently,” he said, pointing to quality pitching and young hitters in the clubhouse.

“It can happen. Whether it does or not is a different story. Our organization, our front office has the right guys here. They really do.”

The evolution of hip replacements Morris orthopedic surgeon said parts have better strength, mobility and longevity

If you’re Charles Smith of Streator, a Minonk letter carrier, it’s 40,000 miles, almost enough to trot around the world, twice.

Since his surgeries in 1996 and 2000, Smith has walked 50 miles a week, 11 months of the year on those joints. For Smith, a letter carrier’s job has its good and bad points, he said.

“It’s paid the bills,” Smith said. “In the warm weather, it’s really nice to be outside.

It’s kind of hard, though.

There’s a lot of walking up and down stairs.”

Smith also walks along sidewalks, up driveways and in and out of his delivery vehicle. When he turned 50, Smith noticed discomfort in his left hip, the first signs of osteoarthritis.

The condition runs in his family, Smith said. His father, brother and sister had it and all the mileage from his walking contributed to Smith’s own joint deterioration. The discomfort eventually turned to throbbing and interfered with Smith’s sleep.

“Walking got hard to do,” Smith said. “Plus, I had a mailbag over my shoulder.”

Smith began taking Vicodin to help him get through his days. Walking up steps became “torture.” It was out of pure stubbornness, Smith said, that he waited a year to consider surgical options.

A friend recommended Morris Hospital orthopedic surgeon Dr. Keith Rezin, of Rezin Orthopedics and Sports Medicine in Morris, and Smith made an appointment.

Rezin said Smith’s hip X-ray showed a classic presentation of severe osteoarthritis.

“It was bone-on-bone with spurs, with no cartilage left,”

Rezin said. “He had an altered gait, and he couldn’t walk as much as he used to.”

Signs of osteoarthritis of the hip can include pain from the groin area down to the level of the knee. Hip pain can cause “referred pain” to the knee. That discomfort is mainly felt with weight-bearing movements.

Rezin scheduled Smith for hip replacement surgery.

“By far, the No. 1 reason for hip replacements is osteoarthritis,” Rezin said.

Rezin said that, as the population ages and there is more need for hip replacement surgeries, the parts used for the procedure have evolved for better strength, mobility and longevity.

“The metals are better today,” Rezin said. “There is a lot of titanium used. But the biggest evolution has been the plastics. The plastics used today are much stronger, and they don’t wear out as fast.”

Ninety percent of Rezin’s hip replacement surgery patients – and Rezin performs about 70 hip replacement surgeries a year – take their first steps shortly after surgery. Rezin said one particular drug, Exparel, when injected before the prosthesis is placed, will give two to three days of pain relief at the site.

For total hip replacement surgery, such as the one Rezin performed on Smith, Rezin replaces the diseased and damaged portions of the hip with implants. First, the femur – the large thigh bone – is removed from the hip socket. Then the damaged head is removed, and the bone is hollowed out. A long, sturdy metal implant with a large metal ball on top is placed inside the femur.

Rezin also removes the damaged areas from the hip socket. Then he places a metal shell implant into the hip socket and a plastic liner in-

side the shell. He then fits the new ball of the upper femur and socket of the hip together.

Incisions today are usually between four and five-anda-half inches, Rezin said, and post-operative therapy lasts three to six weeks. Smith said his first hip replacement surgery went “quite well.”

“I had it on Monday and was on my way home that Friday,” Smith said. “Three months later, I was back on my route.”

Within four years, Smith felt similar pain in the right hip.

“This time I didn’t wait,” he said.

Smith is happy for the return of the warm weather, especially since he enjoys golfing. He’ll visit with Rezin at the clinic’s annual golf outing where they two have enjoyed happy reunions for the last 13 years. Last year’s outing was in September, according to

The American Association of Orthopaedic Surgeons recommends the following before undergoing hip replacement surgery: • Make sure you fully understand the procedure. Learn what to expect before, during and after the surgery.

• Ask about rehabilitation and pain management.

• Ask about changes hip replacement surgery will make in your life.

• If you smoke, cut down or quit. Smoking changes blood flow patterns, delays healing and slows recovery.

• Don’t drink any alcohol for at least 48 hours before surgery.

• Tell your doctor about any controlled substances you use.

Narcotics and other drugs can have an impact on your surgery.

• Eat well. If you are overweight, your doctor may recommend a weight loss program.

• Ask your doctor for pre-surgical exercises. You may need to strengthen your upper body to cope with crutches or a walker after surgery. Isometric exercises can also help maintain the strength of your leg muscles.

• Arrange for someone to take you home and stay with you several days after the surgery.

• Have items you use regularly placed at arm level.

• Remove throw or area rugs in your home.

• Consider modifying your bathroom to include a shower chair, gripping bar or raised toilet.

• Set up a “recovery center” in your home where you will spend most of your time. Things you need often should be within reach.

Still, even with new hips, Smith said this past winter was not easy for him. The six hour route often took seven or eight hours to complete.

“It was a tough go,” Smith said.

Matthew Lillard, an actor, director and producer, said, “Now, more than ever, we have the ability to make films for almost nothing and that’s broken down all barriers of entry. I think it’s a new golden age of filmmaking.”

Make films for almost nothing? Interesting. In this deal, though, declarer needs to break down the barriers to get to the dummy. How can he do it?

South is in six spades, and West leads the heart queen to South’s ace.

South opens two clubs, strong, artificial and forcing, then rebids two spades. North responds with two diamonds, typically 0-7 points, then rebids with a double negative, two notrump or three clubs, according to partnership preference, to show 0-4 points. South, out of ideas, takes a shot at six spades.

It is easy to get careless. If South immediately cashes his spade ace, he can no longer make the contract. Yes, the 4-0 break is unlucky, but declarer should be looking at 12 tricks via five spades, two hearts, three diamonds and two clubs. But to get three diamond tricks, he needs a dummy entry. He must use dummy’s spade eight.

At trick two, South should lead his spade jack. East ought to play low. But then declarer unblocks (cashes) his two diamond winners before leading the spade 10.

If East ducks again, South has no spade loser and is home. Or if East takes the trick and, say, returns a heart, declarer wins in his hand, leads his low spade to dummy’s eight, discards his last heart on the diamond queen, ruffs a heart, draws East’s final trump and claims.

Gift packaging promises more than it can deliver Dear Abby: I recently went in on a gift with my friend “Ali” for our other friend, “Gena.” Ali offered to purchase and wrap the gift, a nice wallet from an inexpensive store. Imagine my surprise when Ali turned up at Gena’s birthday party with the wallet elaborately wrapped in expensive designer paper.

At first, I thought she had spent more of her money and upgraded our gift, but when Gena unwrapped the designer packaging to reveal the original wallet we had selected, I was taken aback.

It turned out that Ali had reused the wrapping paper from a gift her husband had given her, disguising our present as something it wasn’t.

Gena was clearly disappointed. Other guests who had been eyeing it looked excited at first, then confused.

I felt our gift wasn’t appreciated and we ended up looking cheap. I was at a loss for words. What would have been the appropriate way to handle the situation? Is this normal gift-wrapping practice, or did

Dear Abby: With Mother’s Day nearly upon us, would you remind your readers that stepmothers are worthy of recognition, too?

If one has any regard for the feelings of his or her stepmom, PLEASE make her day by calling or visiting her and telling her how much she means to you. And I don’t mean a phone call at 9 p.m.

I married my husband when his sons were in their late teens.

Every Mother’s Day for 14 years I have been reminded that his sons choose not to recognize me, even though our relationships are very good. (One of them is a stepfather himself.) It’s a real heartbreaker, believe me. – Giving Up On Waiting In Oregon Dear Giving Up On Waiting: If you think you are the only stepmother who feels unappreciated on Mother’s Day, think again.

I have heard from many stepmothers who have written letters that are variations on this theme. There can be reasons for it – the fact that you didn’t raise them, fear that it would be somehow disloyal to their birth mother, unresolved relationship issues or just being preoccupied.

If you haven’t discussed this with your stepsons, perhaps you should.

Or better yet, your husband should. But if that doesn’t solve the problem, for your own sake, stop brooding about it and direct your attention elsewhere.

Cut toenails straight across to prevent ingrown nails Dear Doctor K: I have a very painful ingrown toenail. What can I do?

Dear Reader: It’s been my experience that toenails get a little unruly as we get older. They seem to fit the toes perfectly well for decades, and then they start doing funny things – the sides start to curl, for instance, and suddenly the nail is pressing against the skin of the toe.

An ingrown toenail is a common source of foot pain.

When the side of the nail digs into the skin, the result is pain, irritation, swelling and redness.

Swelling and redness, in turn, can be signs of infection. Your toe may also hurt more when pressed and be warm to the touch.

The big toe is most often affected, but no toe is immune.

The problem usually develops because the nails have not been trimmed properly. I wasn’t very good about keeping my toenails trimmed when I was younger, but it didn’t seem to matter: The nails didn’t start attacking the skin. However, once I got to age 40, I noticed that I had to be careful about trimming the nails regularly.

ASK DOCTOR K Anthony L. Komaroff Overly tight shoes are also a factor in producing ingrown toenails. This is more of an issue for women who wear shoes that are very narrow in front.

Shoe leather constantly pressing against a nail can change its shape as it grows.

Usually you can treat an ingrown toenail at home.

First, soak your feet in warm water to soften the nail.

Then cut the part of the nail that is pressing against the skin. Trim gently, not aggressively, or you may hurt yourself.

Once that part of the nail is removed, apply an over-thecounter topical antibiotic. If there is an infection, it may respond to the topical treatment.

Wear open-toed sandals or roomy shoes to reduce pressure on the toe.

If your toe isn’t better in three to five days, see a footcare specialist. Your toe may be infected, and you may need

to start antibiotic pills (which treat deeper infections in the toe) and have the ingrown portion of the nail removed.

If you have a recurrent ingrown toenail, your doctor can remove the part of the nail that causes the problem. This procedure can be done in the office, using chemicals.

Do not treat an ingrown toenail at home if you have diabetes.

Diabetes can impair your circulation, interfering with your body’s natural ability to heal and fight infection. If you have diabetes and an ingrown toenail, see your doctor or footcare specialist immediately.

You can prevent ingrown toenails with a few simple measures. Cut your toenails straight across, rather than rounding off the corners. Use a toenail clipper (which is wider and larger than a fingernail clipper).

Also, clean under your toenails regularly.

Teen punished for getting B in geometry Dr. Wallace: I’m an excellent student and an above-average basketball player. I was a starting player on our basketball team. I really enjoyed being on the team. Because my grade in geometry dipped from an A to a B, my mother made me stop playing basketball so I could spend more time studying geometry. I have A’s in all my other classes. My coach came over to our house and tried to get my mother to change her mind, but she wouldn’t, so now I’m off the team and spending more time studying geometry. I’m getting all A’s in the rest of my classes, but not geometry. I’m still getting a B and I’ll probably wind up the semester with that grade.

My mother talked with my geometry teacher and asked what I needed to do to bring my grade up to an A. My teacher told her that it was possible that a B was the highest grade I could attain in geometry, and that made my mother angry and she left without saying goodbye.

I feel cheated that I was forced to quit the basketball team. I know that a lot of parents would be thrilled if their teen had a report card that had five A’s and one B. Dear Nameless: According to clinical psychologist and author of “Parenting Children with ADHD,” Vincent Monstra, PhD., ADHD is largely an inherited condition. Most at risk are those children with a parent, grandparent or other close relative with a childhood history of similar problems.

During the past 15 years, research has discovered that victims of ADHD have abnormalities in brain regions responsible for behavioral control, attention and judgment. May 9 • “Locke” (R) – A drama starring Tom Hardy. The movie takes place entirely in a car, which makes its dazzling early reviews all the more impressive. Hardy plays Ivan Locke, a man taking an urgent and mysterious road trip to London as his life falls apart, one Bluetooth call at a time.

• “Neighbors” (R) – A comedy starring Seth Rogen, Rose Byrne and Zac Efron.

Rogen plays a responsible adult for a change, taking on the role of a young father and husband who goes to war with his disruptive new neighbors – 50 frat boys led by a scheming super-bro (Efron).

• “The Double” (R) – A drama starring Jesse Eisenberg, Mia Wasikowska and Wallace Shawn. Prepare for a mind-bender as Fyodor Dostoevsky’s novella lands on the screen courtesy of director Richard Ayoade. The darkly comic thriller follows a mousy office drone (Eisenberg) who becomes agitated when his new co-worker appears to be his physical twin, right down to the ill-fitting suit, but with a lot more charisma.

May 16 • “Chef” (R) – A comedy starring

Jon Favreau, Scarlett Johansson and John Leguizamo. Everyone seems to be a foodie these days, so this movie, which blends breezy comedy with tomatillos and truffle oil, should hit the spot. Writer-director Favreau plays a talented chef whose hot-headed tweet gets him fired from an upscale restaurant, leading him to start a food truck.

• “Million Dollar Arm” (PG) – A family drama starring Jon Hamm, Aasif Mandvi and Alan Arkin. This summer’s feel-good sports movie stars Hamm as a sports agent seeking a quick fix and a fresh start after losing his job. Desperate times lead him to India, where he recruits cricketers whom he hopes to transform into major league pitchers.

• “Godzilla” (PG-13) – An action film starring Bryan Cranston, Aaron Taylor-Johnson and Elizabeth Olsen.

With some free time now that “Breaking Bad” is over, Cranston plays the role every apocalyptic film needs: the everyman who might save humanity from a city-crushing creature.

May 23 • “X-Men: Days of Future Past” (PG13) – An action film starring Hugh Jackman, Jennifer Lawrence and

Michael Fassbender. Jackman can sing and dance with the best of them, but his real passion seems to be growling and brawling. He again returns to the role of Wolverine for another “X-Men” installment, which finds him time-traveling to the 1970s to alter history and potentially save man-and mutant-kind.

• “Blended” (PG-13) – A romantic comedy starring Drew Barrymore, Adam Sandler and Wendi McLendon-Covey. It has been 10 years since Barrymore and Sandler played love interests in “50 First Dates” and more than 15 since they did the same in “The Wedding Singer.” History repeats itself with the story of two single parents who don’t hit it off on a blind date but coincidentally end up taking their children on the same African safari.

• “Cold in July” (not yet rated) – A drama starring Michael C. Hall, Sam Shepard and Don Johnson. Up-andcoming director Jim Mickle, who made the horror movie “We Are What We Are,” helms this 1980s-set thriller, which follows a Texas man (Hall) who kills an intruder and finds himself targeted by the deceased criminal’s father (Shepard).
