Legislation would allow city to take ownership of Joliet prison

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – The city could have the option of taking ownership of the Joliet Correctional Center for $10 under legislation being suggested by Rep. Larry Walsh Jr., the City Council learned Monday.

Under the plan, the city would be able to develop prison property both west and east of Collins Street, City Manager Jim Hock told the council.

The city, in conjunction with the Joliet Area Historical Museum, has proposed offering tours of the facility at 1100 Collins St., better known as Joliet Prison.

Hock said he discussed the plan last week with Walsh, State Sen. Pat McGuire and representatives of the Illinois Department of Corrections and the governor’s office.

Walsh pitched the idea of city ownership Monday morning, Hock said.

Several council members expressed concerns about safety conditions at the prison, which closed in 2002.

Hock reiterated that tours would be conducted from outside looking in “through bars and glass” at this stage given the state of the prison buildings. Many are in need of repair and the cell blocks themselves are lined with peeling lead paint, Hock said.

The roof on the main building recently collapsed, he said.

“It was brick and it knocked out all three floors and came down into the basement,” Hock said.

However other areas on the 127-acre site, such as the women’s prison, which was built across the street in 1896, still are in relatively pristine condition, Hock said.

Councilman Jim McFarland said he was concerned about the city’s liability if it took ownership of the prison.

He said the city might be better off focusing its redevelopment efforts on other sites, such as the former Silver Cross Hospital.

Mayor Tom Giarrante said the proposal would give the city a year to develop the prison site before ownership would

revert to the state.

Discussion of the prison came up during an economic development presentation by Hock at Monday’s pre-council session.

Museum officials have proposed offering a bus and walking tours of the prison that would be led by former guards.

Points of interest would include an original single cell dated 1853, the solitary confinement building, guard posts looking upon interior prison cells and an external wall corner guard turret. There would be no access to the interior of any buildings.

Tours would originate at the museum, according to the proposal. Visitors would be bused to the site. Tours would be conducted five afternoons a week between Memorial Day and Labor Day. The museum would charge about $40 a person for the tour, Greg Peerbolte, the museum’s executive director, said. Revenue would be used to pay for mowing, tour guide expenses, bus transportation, insurance, marketing and preservation.

2014-15 budget approved for Crest Hill

By VIKAAS SHANKER vshanker@shawmedia.com CREST HILL – The City Council Monday approved a $34.8 million budget for the 2014-15 fiscal year with a 5-1 vote and officially laid out a comprehensive plan for the future.

The budget is an 18 percent decrease from last year, which the city approved at $42.4 million. The council also approved a $35,264,776 appropriations budget for the fiscal year, which spans May 1 to April 30, 2015.

No one spoke at open hearings for the budget, appropriations and comprehensive plan at the beginning of the Monday’s meeting.

“We are planning many projects and improvements to our infrastructure for our city to provide better services to our residents,” Mayor Ray

Soliman said. “We also will be offering the property tax rebate in the spring of 2015 and we still have a surplus of $143,259 in our general fund.”

This is the second straight year the city is budgeting a surplus, and the fifth straight year the council will not be operating in the red, Alderman Charles Convery said.

The main projects the city will be focused on are infrastructure improvements along several roads throughout Crest Hill. Staff also will start implementing parts of the strategic plan, including adding and enhancing existing signage to give the city a unique identity.

However, Alderman Scott Dyke voted against the budget, citing issues with the community development department budget. The department will bring an estimated $269,100 in revenue, but spend $547,660.

“I think that’s way too

much,” Dyke said. “If you budget $50,000 on repairs on your house and you spend $100,000, you’ve got a problem.”

Convery and Soliman defended the department’s budget.

“That department isn’t always balanced,” Convery said.

“You’ve got to spend money to make money.”

“If I’m going to be accused of something, it would be creating economic growth,” Soliman said.

Specifically, Dyke was concerned about the council hiring of Buxton, a retail strategist.

The council voted 5-1 to approve a contract with Buxton with Dyke the dissenting vote.

By hiring Buxton, contractual services for the department increased from $34,000 to $110,000 on the budget.

“This is something we should be doing ourselves, not contracting out,” Dyke said.

New Lenox trying to find new location for Country Creek Montessori

But Miller and other parents may have to find a new school for their children if the owners are unable to find a new location. Village officials discovered last year the school was not properly zoned to be at its location at 893 Country Creek Drive, which means the school staff will need to move elsewhere when their lease ends in September.

The Montessori school has benefited Miller’s children, who said she watched her son and eldest daughter become stronger learners after they attended. The private school is founded on the Montessori method of teaching, which encourages independent learning, fosters peer learning and guided teaching.

The Monee resident said if her son didn’t attend the school, which educates children ages 3 to 6, he might have fallen behind in a public school setting where she finds the curriculum too structured.

“That’s what’s so neat about it,” she said about Montessori schools. “It lets the kids decide what they want to learn. Not every child learns the same way.”

Linda Crawford, who manages the school with her husband, Ed, said she is worried about having to move because she fears she might not find another location or it will prove to be too expensive.

But she was drawn back into the profession because she missed working with the children and saw a need for the school in the area.

“We want to give the kids a good foundation where they love learning,” she said.

“We’re just really trying to identify potential buildings that are in New Lenox and preferably close as possible to her current location,” Hoehn said.

She said several potential

locations for the school have been found. Crawford said while some of the locations are within the school’s budget, there would be remodeling needed to include playrooms for the students.

The school is located at an industrial area and sits inside a warehouse building.

Schools, or even day care

centers, are not permitted to be in an industrial area, Hoehn said.

Village officials did not know the school was improperly zoned until owners of Drop In Skate Park made a request for a special-use permit to run a skate park next door. The school had been running under different owners since 2005.

Robin Ellis, village community development director, said the school did not apply for any permits and the village never received any complaints about the school.

Village Board members approved a special-use permit for the skate park business in January. The permit is needed because the business is considered an amusement establishment.

According to village records, several parents with children attending the school came to a November plan commission meeting to express concern with the skate park moving in, such as narrow parking and increased noise levels.

The skate park’s owners, Kevin McCullough and his son, Paul, have said they want to encourage healthy living among youths and give back to the community through the business.

Miller said her eldest daughter Nicole has become “very outgoing and very creative” as a result of learning at a Montessori school. The school is geared to students, with teachers acting as more of a guide to their students and with fellow classmates learning from each other, she said. Whether the school moves by the end of September, she said she would be willing to have her youngest daughter continue to attend a Montessori school.

“When you have something that benefits your kids, you’re willing to go a bit further for it,” Miller said.

Man in trouble over tiger rescues bald eagle

By BRIAN STANLEY bstanley@shawmedia.com LOCKPORT – A bald eagle that was discovered injured and unable to fly Friday night has been given a good prognosis.

John Basile, operator of the Big Run Wolf Ranch, was called about 5 p.m. Friday to a house with a large yard on Creme Road after the owner saw a very large bird.

“He said he couldn’t get a hold of any [authorities] to come out, but was pretty sure he and his wife had seen a bald eagle that was walking around hurt,” Basile said.

Big Run is a federally licensed educational facility where Basile cares for 10 wolves, a bear, a mountain lion and a recently acquired

Siberian tiger cub. Basile became a figure in the news when he was charged with misdemeanor endangerment after he brought the tiger into a Lockport bar in February to promote an event at the ranch. He was in Will County Court on Friday, pleading not guilty to the charges, before getting the call about the wounded eagle.

After getting off the phone, Basile said, he drove over with some equipment and found the eagle in some bushes near the house.

“He was able to extend his wings, but wouldn’t fly.

He looked a little bloody and dazed. I don’t know what happened, but I think he might’ve sideswiped a car,” Basile said.

Basile said bald eagles do

not bite with their beaks, but this one laid on its back and lashed out with talons “that could cut down to the bone.”

Basile used a snare pole to “gently” secure the bird and walk him into a large cage he’d brought and took him back to his ranch.

Basile notified Will County Sheriff’s police, who took a report Friday night and notified the Illinois Department of Natural Resources.

The animal was collected

by DNR officers Saturday morning and brought to a veterinarian in Streator who has treated large birds. Basile said Monday morning the vet had told him the eagle’s X-rays were negative and it appears the animal will be able to released back into the wild.

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Police say a man who’s been sitting in the county jail for over a month on other charges also broke into a fast food restaurant last summer.

Kenneth D. Love, 25, was arrested April 6 on charges of aggravated domestic Kenneth b a t t e r y a n d D. Love is now being held on $285,000 bond.

“After interviewing witnesses and reviewing video surveillance, we were able to identify him as a suspect in an Aug. 25, 2013, break-in,” Lt. Brian Dupuis said Monday.

When the Burger King, 3130 Plainfield Road, was closed, two people were recorded smashing a window and attempting to open the safe with a key code, Dupuis said.

The codes to the safe had been changed shortly before the break-in after a store manager was terminated in July, Dupuis said.

“Love is the former manager’s boyfriend,” Dupuis said. Love has been charged with burglary.

No one else is facing charges in the break-in, Dupuis said.

Love also is facing separate charges of theft, resisting arrest, driving without a license and hitand-run, according to jail records.

ROMEOVILLE – A 41-yearold man was killed Monday in a collision on Weber Road.

At 5:15 a.m. a brown 2010 Mitsubishi SUV making a left turn from Taylor Road was struck on the driver’s side by a green 2005 Dodge minivan heading south on Weber, Police Cmdr. Ken Kroll said.

There is a traffic light at the intersection.

The driver of the Mitsubishi, Don Trasmonte of Romeo-

ville, was taken to Adventist Bolingbrook Hospital where he was pronounced dead.

Lockport Township Fire Battalion Chief Paul Hertzmann said the woman who’d been in the passenger seat of the SUV suffered “serious” injuries and had to be extricated by emergency personnel.

Two men were riding in the Dodge, but were both able to get out of the vehicle on their own, Hertzmann said.

The driver, a 30-year-old Crest Hill man, refused medical treatment and was questioned

by traffic investigators. His passenger was treated for minor injuries, Hertzmann said.

No tickets had been issued as of Monday afternoon and the cause of the crash was still being investigated, Kroll said.

In another accident Monday morning, no one was injured when a semitrailer rolled over at 5:25 a.m. on northbound Interstate 55.

State Police Sgt. Scott Angus said the crash, which occurred near Black Road, closed the right lane until 8 a.m.

Team outlines scope of courthouse planning Several judicial departments will leave input

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The design team hired earlier this year to plan out a new courthouse briefed county board members Monday on the scope of work required in the coming months.

Darien-based Wight & Company’s proposal was presented to the Will County Ad Hoc Courthouse Initial Programming Committee. If approved next month by the Capital Improvements Committee, it will then be vetted to the full county board for approval.

The scope of work calls for Wight & Company to gather input from several judicial departments to help determine current and future staffing and expansion needs.

If the proposal is approved by the full county board, the planning would take place over the next six to nine months.

The scope of work also calls for the company, with the help of board members, to determine a budget for courthouse construction. Previous estimates have ranged between $140 and $200 mil-

lion, depending on how many courtrooms the county decides to build.

The size and cost of a future courthouse will depend greatly on population growth, said Jason Dwyer, project leader with Wight & Company. A previous study by the Chicago Metropolitan Area Agency for Planning suggested Will County population will hit 1.2 million by 2040, but [the] population has been growing at a slightly lower rate over the last couple of years, he said.

ed workload, caseload and future staffing levels, Dwyer said. With that in mind, cost estimates could end up on the lower side once the county reaches an agreement on a population model.

The Wight & Company team will also look into the logistics of having satellite court locations in the northern and eastern portions of the county to address longterm judicial needs.

The team also will look into the courthouse’s need for state-of-the-art technology and security, a design that lends itself to future growth, and energy efficiency components that would ultimate-

ly reduce operational costs down the road, Dwyer said.

Nick Palmer, chief of staff for the Will County Executive Office, said the base-level scope of work by Wight & Company will cost the county roughly $900,000 to $1 million. If agreed upon, additional work, such as public relations and an analysis of commercial space opportunities, would be tacked onto that cost, he said.

Board members, including Republican Chairman Jim Moustis, of Frankfort, were interested in Wight & Company exploring the possibility of commercial or retail spaces as part of the overall project.

No one injured when part of courtroom ceiling falls

While the ad hoc courthouse committee was meeting with planners at the County Building, a section of plaster fell from the ceiling of a fourthfloor courtroom.

Livas said the courtroom ceiling has leaked water for some time. A larger portion of the ceiling collapsed two years ago above the jury box in Courtroom 404 next door. That occurred overnight when the courthouse was closed.

On April 22, bricks on the first floor buckled and broke near the courthouse elevators.

A public hearing on the six-month budget is sched-

uled for 7 p.m. Wednesday in the boardroom at Central Square, 222 E. Ninth St. The council plans to vote on the budget in June.

Projects in the budget include remaining construction for the Division Street Bridge and Garfield Street.

The city also plans water main replacement for 10th and Jefferson Street, Fourth Street, Whelan Street and Boehme Street.

The budget also includes a request to change the status of some part-time city posi-

tions to full time, including the billing clerk, planner and public works secretary.

The current fiscal year runs from July to June.

Starting in January, the fiscal year will run concurrent with the calendar year.

“This is kind of a shortened budget. … We call it our stub budget which helps us change our fiscal period to help us do more capital projects,” City Administrator Ben Benson said.

Lt. Joe Egizio said Tavares M. Moore, 37, had been under investigation by the Joliet Narcotics Unit since October when undercover officers began buying crack from him in parking lots throughout the city.

Police obtained an arrest warrant Friday charging Moore with delivery of drugs, and he was spotted by tactical officers Saturday at Washington and Briggs streets, Egizio said.

The bag contained 17 baggies of crack cocaine that totaled over seven grams, according to authorities.

The drugs and $179 were seized, according to Egizio.

Moore, of the 200 block of Richards Street, was booked into the Will County Jail.

Moore was previously sentenced to prison for two years after pleading guilty to delivery of drugs after an October 2011 arrest in which police said they found 10 baggies of crack cocaine on him. In that arrest, police said they came across Moore while he was having sex with a woman in a car parked at Linden and Bennett avenues.

JOLIET – The Citizens Utility Board has scheduled for Thursday a free clinic the organization says can help residents save hundreds of dollars on utility bills.

Consumers can bring in electric, natural gas and phone bills for a one-on-one consultation with a CUB expert, who will look for ways to lower utility costs.

“People can bring in their bills. An advocate for our group will go through them line by line,” said Megan Carlson, a communications

specialist with CUB. Carlson said a CUB advocate can suggest different companies and spot areas where customers pay for services they may not need.

CUB is a nonprofit utility watchdog group, created in 1984 by the state Legislature to represent the interests of residential and small-business utility customers.

Closing arguments in Evergreen Terrace case set for Wednesday

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – Closing arguments for the first phase of the Evergreen Terrace trial are scheduled for Wednesday morning.

U.S. District Court Judge Charles Norgle are scheduled to hear final arguments at 10 a.m. in advance of ruling whether the case can proceed to condemnation, according to City Attorney Jeff Plyman.

Plyman, in a memo to the Joliet City Council and staff, said he expects statements will take most of the day, and that Norgle will take the mat-

ter under advisement.

“A decision should be forthcoming within 30 to 60 days, although the judge could set a specific date to announce his ruling,” Plyman said.

Two scenarios are possible at this stage of the case: • If the judge rules for proceeding with condemnation, the case would go to a jury trial that would determine the value of the property. The owners would still have the right to appeal the ruling.

• If the judge rules against proceeding, the condemnation case would be over, though Joliet would have

the opportunity to appeal. If the city ultimately loses the case, it would be liable for the owners’ court costs and lawyer fees, which are about $13 million.

If the case goes to a jury trial, a verdict could be expected fairly quickly, Plyman said in an earlier interview. He did not think the trial would last more than a few days.

Evergreen Terrace is a privately owned but government-subsidized apartment complex for low-income residents. The legal battle against it, which started in 2005, centers on whether the city has the right to take it over.

4 phone carriers providing text-to-911

By WILSON RING The Associated Press MONTPELIER, Vt. – The four major U.S. wireless phone companies are providing emergency texting 911 service as of this month to any local government that wants it and has the capability to use it, a big step toward moving the nation’s emergency dispatch system out of the voice-only technology that dates back to the 1960s.

Local governments in 16 states are now using it, according to the Federal Communications Commission, and Vermont became the first in the country to offer the technology statewide Monday.

“This is a big deal,” Brian Fontes, the chief executive officer of the Virginia-based National Emergency Number Association, said of the four major carriers offering textto-911.

“It’s been a long time – years, decades – since our na-

tion’s 911 systems have been advanced. They are pretty much still almost 100 percent voice-centric, 1960s technology.”

Fontes said that 911 texting is part of a broader push to use technology to enhance the information that can be provided to emergency responders.

“In today’s technology world where you and I and other people have smartphones that can do many different things simultaneously, it’s important that we have the opportunity to ensure that our nation’s 911 centers are equally equipped with technology.”

Some professional sports teams allow fans to report unruly behavior inside stadiums through texting, while law enforcement have also started using text messaging during standoff negotiations.

Police have also embraced using social media to deliver information and to help in investigations.

The four major providers

– Sprint, Verizon Wireless, T-Mobile and AT&T – voluntarily committed to providing the service by May 15. The FCC has required all service providers to offer it by the end of the year.

The text-to-911 service is now limited to text only – photos, videos and location information will have to wait for the next generation of the technology.

Industry experts tell people to limit texts for help to circumstances when voice calls can’t be made, such as for the deaf or hard of hearing or in domestic violence cases where people can’t speak.

Black Hawk County, Iowa, became the first to use text 911 in June 2009, said Judy Flores, director of the consolidated communication center for Black Hawk County, located in Waterloo.

“It’s worked great,” Flores said, adding that they expect to expand the service within the next few weeks.

By RYAN NAKASHIMA The Associated Press LOS ANGELES – One of the hidden benefits of AT&T’s $48.5 billion planned purchase of DirecTV is that it raises the possibility of making DirecTV’s programming crown jewel, NFL Sunday Ticket, more broadly available on mobile devices.

Making exclusive live NFL game programming available on AT&T smartphones could trump Verizon’s deal with the NFL for certain live game streams on its phones, because NFL Sunday Ticket involves most NFL games, not just a handful on certain nights of the week.

Verizon’s NFL Mobile deal enters its fifth season later this year after the two sides signed a multi-year ex-

tension last June.

For $5 a month, Verizon’s NFL Mobile app allows live game streams on smartphones – not tablets – for Thursday night, Sunday night and Monday night games. It will add local Sunday afternoon games this coming season.

DirecTV’s NFL Sunday Ticket allows for live broadcasts of most NFL games around the country. That allows displaced fan to follow their favorite teams if they’ve moved.

A basic NFL Sunday Ticket subscription currently costs $240 for the season, on top of the price of a DirecTV subscription. But if you want to watch games on your computer, smartphone or tablet, you need to pay an additional $90 for NFL Sunday Ticket

Max. Local games are subject to blackouts because of existing broadcast rights.

In owning DirecTV, AT&T could potentially make mobile access a perk for its wireless customers, the way subscribers now get family discounts to Beats Music’s streaming service.

AT&T Inc. announced Sunday that it has agreed to buy satellite TV provider DirecTV for $48.5 billion, or $95 per share, in a deal both companies described as transformational as they seek to take on cable companies and online video providers. The proposed combination, which is subject to regulatory approval, would allow the delivery of content to multiple screens – on living room TVs, PCs, tablets and mobile phones.

White said he’s “confident” that it can renew its Sunday Ticket deal with the NFL after it expires at the end of the upcoming season, but he stopped short of saying it would definitely be available on AT&T smartphones.

He pointed out that DirecTV has sold NFL Sunday Ticket without a pay TV package, although it no longer does so.

That package had been available on Sony’s PlayStation.

However it’s sold, it’s clear that AT&T has major plans for NFL Sunday Ticket should the merger go through. AT&T said in a regulatory filing Monday that if DirecTV fails to renew its contract on terms the two sides discussed privately, it could call off the takeover.

An NFL spokesman declined to comment.

BUSINESS BRIEF Chipotle: Don’t bring guns in our stores NEW YORK – Chipotle is asking customers not to bring guns into its stores after it says gun rights advocates recently brought military-style assault rifles into one of its restaurants.

The Denver-based company notes that it has traditionally complied with local laws regarding open and concealed firearms. But in a statement Monday, the company said that “the display of firearms in our restaurants has now created an environment that is potentially intimidating or uncomfortable for many of our customers.”

A Chipotle spokesman didn’t immediately respond when asked if it was an outright ban.

Quinn urges House Democrats to support tax hike

SPRINGFIELD – Illinois Gov. Pat Quinn tried Monday to persuade House Democrats to extend the state’s temporary income tax increase to avoid what he said would be “savage” budget cuts, but emerged from a roughly three-hour meeting with lawmakers still well short of the votes he needs for approval.

“We’re doing our best to get to that majority,” the Chicago Democrat said following the closed-door meeting. “Obviously we have to keep on working till we get there.”

With two weeks to go in the spring legislative session, Democrats – who hold 71 seats in the 118-member House – don’t have the 60 votes needed to make the 2011 tax hike permanent, largely because of reluctance among lawmakers facing re-election this fall. All House Republicans oppose the increase.

House Speaker Michael Madigan said after Monday’s meeting they remained “significantly away” from the 60 votes, with opposition from all sectors of his caucus.

The proposal has two options: One adds five casinos – including one in Chicago – and slots at horse tracks; the other calls for a mega-casino in Chicago.

“Clearly, we’re going to need revenue,” Rita said after House Democrats passed a spending plan that relies on an income tax increase.

New rules agree to for juvenile detention hearings

CHICAGO – Illinois will implement new rules to help ensure the due-process rights of juveniles in a settlement of a 2012 lawsuit that alleged hundreds of children on parole are illegally detained each year, according to recent federal court filings.

The lawsuit accused Illinois of employing what amounts to “kangaroo courts” to revoke juveniles’ parole, saying children accused of violations rarely have access to lawyers and are left at the mercy of a system they don’t understand.

To decide whether to rescind a juvenile’s parole, many states rely on judges and courts. In Illinois, the Prisoner Review Board decides.

Citing what was the latest available state data, the 2-yearold suit said around 1,500

children in their teens or even younger were on parole in Illinois; out of 1,132 revocation hearings in 2011, parole was withdrawn 735 times, it said.

The new rules include the automatic appointment of state-funded lawyers for children and prompt, full, written explanations of a detainee’s rights.

Iraq veteran dies night before U. of I. graduation

URBANA – An Iraq war veteran who was only a day away from graduating at the University of Illinois has died after being struck by a car while riding his motorcycle, authorities said.

Paul W. Davidson III died at an Urbana hospital after the accident at a busy intersection near campus Friday night, Champaign County Coroner Duane Northrup said. The Urbana woman who drove the car was cited by police

for failure to yield. Davidson was not wearing a helmet.

Davidson, who was 30 and a native of Lemont, was scheduled to graduate Saturday with a degree in architecture, university spokeswoman Robin Kaler said.

Kankakee man shot to death outside bar

KANKAKEE – Authorities in Kankakee said a 27-year-old man was shot and killed outside a bar.

Kankakee County Coroner Bob Gessner said LaRoy McDaniel of Kankakee was shot multiple times and pronounced dead early Monday at a local hospital. Police said he was shot outside a bar shortly after it closed.

The Daily Journal reported the shooting death is the third homicide in Kankakee County and first homicide in the city of Kankakee this year.

Florida MERS patient released from hospital ORLANDO, Fla. – A man from Saudi Arabia who is one of three patients diagnosed with an infection from a Middle East respirato-

ry virus in the United States has been released from an Orlando, Florida, hospital.

Officials from the state health department and Dr. P. Phillips Hospital said in a news release Monday that the 44-year-old unidentified man has been discharged.

They say the man has recovered from the virus and is now testing negative for Middle East respiratory syndrome, or MERS. Officials say at least 20 health care workers at two Orlando hospitals came into contact with the man, and they all have tested negative, too.

Police commissioner resigns in wake of slur WOLFEBORO, N.H. – A town police commissioner has resigned after he admitted using a racial slur to describe President Barack Obama, an official said Monday.

Robert Copeland, 82, resigned Sunday night from the post to which he was reelected in March, Board of Selectmen Chair Linda Murray said, putting to rest a controversy that drew national attention and sparked impassioned debate in this resort town of 6,300 on the shore of Lake Winnipesaukee.

“The town is pleased,” Murray said Monday. “This gives us the opportunity to move on. We are a very accepting community that really takes care of each other.”

Copeland has not returned several calls seeking comment.

Fears linger for students who faced deadly tornado

By SEAN MURPHY The Associated Press MOORE, Okla. – Tenyear-old Kai Heuangpraseuth will return to a new Plaza Towers Elementary in the fall, built on the same spot where seven of the boy’s schoolmates died last year after a top-scale tornado reduced it to a pile of rubble.

Christopher Legg will not be there, but his mother said perhaps her son’s death will hurt a little less if last May’s tragedy in Moore helps lead to safer schools.

One year after the deadly tornado carved a 17-mile path through the heart of this Oklahoma City suburb and killed 24 people, deep scars remain – especially for families who lost loved ones and children traumatized after riding out the fearsome storm inside two elementary schools.

Neither Plaza Towers nor nearby Briarwood Elementary had an underground shelter or tornado safe room, so when the tornado bore down, with winds speed exceeding 200 mph, the students huddled into hallways or crammed into bathrooms or closets. Most of the child victims died after a massive wall collapsed and suffocated them.

Kai, who was plucked from the school’s rubble by a police officer in a moment captured by an Associated Press photographer, is excited about the new school, but still troubled by bad weather and certain loud sounds.

“He’s still got his triggers,” said Kai’s mother, Jacalyn Russell, who plans to move back into the Plaza Towers district this summer. “It’s not really the rain. He likes the rain. It’s more the wind, and sounds that sound similar ... like the trains.”

Even the slightest turn in the weather can cause anxiety and fear for the surviving Plaza Towers students, who have been attending classes at a refurbished junior high since the storm, principal Amy Simpson said.

“We try not to say ‘tornado’ around here,” said Simpson, who rode out the storm with five other staffers in a small bathroom. “Just the word scares them.”

Even the continuous outpouring of cards, gifts and well wishes from students across the country brings fresh reminders.

“The hardest part about that is that the kids are reminded each time someone gives something to us that their friends are gone,” she

said.

Nine-year-old Haley Delgado carried a pair of headphones around with her for months to block out the sound of the wind, which reminds her of the EF-5 tornado, her mom, Athena Delgado, said.

“We still have them, but she doesn’t still use them,” said Delgado, whose 10-year-old son Xavier Delgado also was in the school that day.

Xavier gets apprehensive when Oklahoma’s unpredictable weather takes a turn for the worse, Delgado said, but mostly he thinks about the friends he lost.

“Those were his classmates who died,” Delgado said. “He still misses his friends.”

The new indictment attempts to distinguish spying for national security purposes – which the U.S. admits doing – from economic espionage intended to gain commercial advantage for private companies or industries, which the U.S. denies it does. Classified documents disclosed by former National Security Agency analyst Edward Snowden have described aggressive U.S. efforts to eavesdrop on foreign communications that would be illegal in those countries.

Unlike in some countries, there are no nationalized U.S. industries.

Floods threaten power plant in Balkans

By JOVANA GEC and DUSAN STOJANOVIC The Associated Press OBRENOVAC, Serbia – Serbia ordered the evacuation Monday of this town and 11 others along the raging Sava River, but Bratislava Pavlovic won’t budge, even as water rising six feet in an hour lapped outside her third-floor apartment.

“I grew up in this town,” the 58-year-old postal worker said. “I was born and raised here.”

The worst rainfall in more than a century has flooded large swathes of Bosnia and Serbia, threatening Serbia’s main power plant and unleashing landslides that have swept away homes and unearthed land mines left over from the region’s war, along with warn-

ing signs pinpointing their locations.

At least 35 people have died, and tens of thousands have been forced to flee their homes.

In Obrenovac, shop windows were shattered and children’s bicycles, bedding, chairs and car tires were scattered in the streets. Dogs abandoned by their owners roamed about in packs as security forces distributed drinking water and food to the few remaining residents.

“It came like a big wave,” Pavlovic said of the churning floodwaters that inundated the town of 15,000 some 20 miles south of the capital, Belgrade, when the Sava overflowed its banks.

Another surge of floodwaters on Monday prompted the evacuation order for a dozen communities, including Obrenovac, where soldiers,

police and volunteers worked around the clock to protect the coal-fired Nikola Tesla power plant, which supplies electricity for half of Serbia and most of Belgrade.

Emergency crews have so far defended the plant by building high walls of sandbags, but some of the barriers were destroyed when a powerful 9-foot-high surge of floodwater burst through them Monday.

Hundreds of people were evacuated by helicopters and buses, joining some 7,800 residents already forced from their homes since Friday. Hundreds more were believed trapped in the higher floors of buildings, without power or phone lines.

The death toll is expected to rise as floodwaters recede after the worst rainfall since records began to be kept 120 years ago.

WASHINGTON – Accusing China of vast business spying, the United States charged five military officials on Monday with hacking into U.S. companies to steal vital trade secrets in a case intensifying already-rising tensions between the international economic giants.

The Chinese targeted bigname American makers of nuclear and solar technology, stealing confidential business information, sensitive trade secrets and internal communications for competitive advantage, according to a grand jury indictment that the Justice Department said should be a national “wake-up call” about cyber intrusions.

A company’s success in the international marketplace should not be based “on a sponsor government’s ability to spy and steal business secrets,” Attorney General Eric Holder declared at a news conference.

The alleged targets were Alcoa World Alumina, Westinghouse Electric Co., Allegheny

Technologies, U.S. Steel Corp., the United Steelworkers Union and SolarWorld. The indictment, which includes charges of trade-secret theft and economic espionage, was issued in Pittsburgh, where most of the companies are based.

China denied it all. In a statement, the Foreign Ministry said the charges were based on “fabricated facts” and would jeopardize China-U.S. “cooperation and mutual trust.”

“China is steadfast in upholding cybersecurity,” said the statement. “The Chinese government, the Chinese military and their relevant personnel have never engaged or participated in cybertheft of trade secrets. The U.S. accusation against Chinese personnel is purely ungrounded and absurd.”

The charges underscore a longtime Obama administration goal to prosecute state-sponsored cyberthreats, which U.S. officials say they have grappled with for years.

LETTERS TO THE EDITOR MOVE FASTER ON RIVER BRIDGE CONSTRUCTION To the Editor: I work at a job that requires daily use of the I-55 bridge over the Des Plaines near Channahon. IDOT is currently working on the northbound side rebuild, the same work they completed on the southbound side last year. This is four or five straight years of construction traffic jams to get over the river with the bridge work following the work on the new Arsenal Exit.

My complaint is the gasoline/diesel fuel expense and the work time lost for employees and truckers that must use that bridge.

Making some assumptions for calculation I believe that we are losing more money on fuel than the state is spending on the construction.

I believe that every dollar that IDOT could spend to speed up this job would be a benefit to the employers and truckers in this area that would far outweigh the money spent by the state.

COSTS NEED TO BE QUESTIONS IN PROJECT To the Editor: I am a rail enthusiast (i.e.

Railfan). And what I am about to say will not be received well by many friends in the Railfan community. However, I do not support frivolous expenditures to facilities intended for questionable expanded transportation projects.

My case in point is the Joliet Transportation Center. This project was budgeted for $50 million and will, for all intents and purposes, render the Joliet Union Depot into a ghost

of its former self – even with some facility improvements (this building is an Historical Landmark.) The noble idea of having an integrated Transportation Center is, on the surface, a good idea. But at what cost?

Given the state of funding in Illinois, where is the money coming from? Supposedly, the taxpayers of Joliet and Will County are footing more than $7.5 million; the state will kick in $40.3 million; and BNSF will be hit for $2.2 million. Wow. I have to believe a more cost-effective project could have been brought about through a renovation and reconfiguration of the current facilities. Illinois cannot afford this. And let’s not forget the money being poured into an incremental improvement to the Lincoln Corridor Higher Speed Rail Service.

I don’t begrudge Joliet’s leadership for pursuing these projects. In my opinion, the state cannot afford these types of projects. What alternatives were considered for the Joliet Transportation Center project? Could this not have been done more cost-effectively? Local news reports state the Joliet City Council is already facing cost overruns as the project is just beginning (The Herald-News recently reported the cost will exceed $11 million for Joliet’s portion alone.)

As an Illinois taxpayer, I am nonplussed at how our leadership can consider spending this kind of money with limited benefits and questionable funding ability at many governmental levels. When does this insanity stop?

Corporate fight heats up in Springfield Every year, we get at least one “corporate fight” in Springfield. Two or more corporations or industries will duke it out over some proposed law change or another.

The cable TV industry, for instance, tried a while back to convince the General Assembly to tax satellite TV users.

When I first started doing this job many moons ago, banks wanted the right to sell insurance to the public, which the insurance agents’ lobby opposed, as did a union which represented some insurance agents. The banks fought for years and eventually won.

This year has been relatively quiet until probably a few weeks ago. Psychologists want the right to dispense prescriptions to their patients, even though they’re not medical doctors. The doctors are opposed and so are the psychi-

But the biggest issue to develop this spring was the fight between taxi company owners and ride-sharing companies Uber and Lyft. Rather than call a cab company or wave a taxi down on the street, rideshare consumers use smartphone apps to book their rides.

It’s become hugely popular in many cities around the world, but taxi company owners see the industry as an encroachment on their turf.

The ride-share companies started operating in Chicago without so much as a “How do you do” to the local govern-

ment regulators and the fairly heavily regulated taxi companies retaliated. They initially tried to put the ride-sharing companies out of business with a ridiculously over the top bill.

Attempts at compromise failed. Eventually, a somewhat reasonable bill emerged, but Uber and Lyft fought it hard and both sides bulked up.

Their spending rapidly escalated as independent contract lobbyists were hired left and right.

But the Statehouse spending may not have stopped there.

Earlier this month, some wealthy taxi company owners converged on Springfield and met with the Legislative Black Caucus at their headquarters near the Statehouse.

that he was conversing with Jackson at the Statehouse and Jackson casually asked him what he was working on. When the lobbyist told Jackson that he was lobbying for a ride-sharing company, Jackson said that the taxi companies had already donated to the Foundation. The lobbyist said he told Jackson that his company would probably do the same, but he said he never actually followed up with his client.

One of the ride-sharing companies pushed this story hard last week in what was apparently a last-ditch attempt to derail the regulatory package. So far, however, the legislation appears to be on track.

There is no solid evidence right now of any direct quid pro quo here. Obviously, though, this doesn’t look good on its face. At all. And it needs to stop.

The taxi owners’ goal was to convince the legislators to support tough – some would say too tough – regulations of Uber and Lift. Most House Black Caucus members subsequently voted for the regulatory bill, along with the vast majority of most other state Representatives.

Rumors soon began flying, though, that the taxi owners had donated money to the Black Caucus Foundation’s annual golf outing. The Foundation is a private, nonprofit organization that raises money for things like college scholarships.

Maze Jackson, a former Statehouse lobbyist, was named the Foundation’s executive director effective March 1. Jackson terminated his lobbying registration in late February. Before he did so, he worked with a lobbying firm that now represents the taxi industry.

Jackson admitted last

week that he had held “discussions” of a “possible” donation, but he flatly denied that anything was solidly pledged and defended the talks because, he said, they were not directly related to any legislation. The donation wasn’t discussed at the meeting with legislators, he insisted. The Foundation is prohibited from being involved in politics, and Jackson said he’s committed to raising as much money as he can from anyone he can for minority scholarships.

Black Caucus Chairman Rep. Ken Dunkin, D-Chicago, also flatly denied that anything untoward had taken place. Other members of the Black Caucus, however, privately expressed worries that the situation could taint their Foundation in an era when even a slight appearance of impropriety can invite a federal probe.

Jackson also claimed that a lobbyist for a ride-sharing company had approached him about making a donation. But that lobbyist said

Kunsa’s homer was his team-leading ninth, and he leads the club with 40 RBIs. Ben Salvador had three of the 16 hits for Providence (20-11) and Zach Pych had two, including a double. Jimmy Jeffries also doubled.

“The three balls we hit out would not have gone out without the wind blowing out,” Rosa said. “But to get all those runs is a big confidence booster. It will help get us ready for the playoffs.

“The last five or six game we have been swinging the bat

pretty well. I think getting all this in one game, though, can carry over for us. We all are having good approaches at the plate right now.”

The offensive explosion placed starting pitcher Brent Villasenor in the rocking chair. He allowed singles by Griffin McGuire and Josh Pesavento in four innings of work as he improved to 6-1 while lowering his ERA to 2.00.

“Right now he’s throwing better than anybody,” Providence coach Mark Smith said.

The Celtics have games later this week in the Steven Bajenski Tournament, including a clash Thursday with Joliet Catholic at Standard Bank Stadium in Crestwood.

Also on their collective mind at this point is next week’s regionals. They open in the Class 4A Lockport Regional against the Porters.

“This was a hitter’s day,” Smith said. “You get the ball in the air and it goes. But our approaches have been good.

We’re working on having a better plan. We’re getting

there, but we still have work to do to prepare for the regional.”

For West (16-12), it was a good day to forget.

“Our pitchers did not have a good breaking ball,” Tigers coach John Karczewski said.

“We didn’t communicate and didn’t make plays that need to be made.

“They did some bunting.

That’s our game but when you get down that many, it’s takes the bunt out of play.”

West will entertain Joliet Central on Tuesday afternoon.

Besides being a SouthWest Suburban Blue battle, it will be a benefit for the Joliet chapter of Pink Heals.

“We going to have free hot dogs and chips, and a bean bag tournament will be going on,” Karczewski said. “We hope the community will come out.

We wanted to do a fundraiser for cancer, to get our guys involved in something positive.

What better way than at a West-Central game.”

JOLIET – The wind was howling out to left field, and the right-handed power in Providence’s lineup muscled up.

Dylan Rosa launched a grand slam home run, Phil Kunsa went deep with two men on and Jake Godfrey contributed a two-run shot as the Celtics buried nonconference foe Joliet West 15-1 in five innings Monday.

Yet the Celtic getting the most attention from his teammates was Sal LaMotta. He entered the game when it was out of hand, along with most of the reserves on each of the two teams.

In his one at-bat, the left-handed hitting LaMotta doubled down the left-field line.

“He threw me a 2-2 fastball and I took it the other way,” LaMotta said with grin. “I’m 1-for-1 now in my varsity career, and that’s the way I’ll finish.

“I got in to pinch-run, too, and I almost got picked off.”

Rosa, who has seven homers and 36 RBIs for the season, drove in a pair of runs with a single in Providence’s three-run first inning and another with a single in the five-run second before hitting the grand slam in the six-run third.

Warriors improve to 27-1 with win over Knights

By CURT HERRON cherron@shawmedia.com NEW LENOX – Kayla Seymour last hit a home run when she was 11 years old, so it’s safe to say that the Lincoln-Way West junior was surprised by her power display on Monday.

The Warriors left fielder capitalized on a strong wind blowing out to left to hit not just one home run, but a pair, while also driving in five runs against rival Lincoln-Way Central.

Those efforts were just a part of well-balanced attack which provided ample support for pitcher Morghan Dieringer as the Warriors rolled to an 11-1 SouthWest Suburban Red win in six innings over the host Knights.

Seven different West players collected hits to help their squad to 12 for the contest.

Carly Souder and Anna Ryan also added home runs for the Warriors (27-1, 12-0). Meanwhile, Dieringer scattered

“Central kept us off-balance early but we made some adjustments and put some good at-bats together and it was good to see the girls going up there and having aggressive at-bats,” Warriors coach Heather Novak. “Kayla had a big day, but she’s been coming through for us and I’m proud of her. We keep working doing the little things right and then coming out here and playing the game the way that it’s supposed to be played.”

The Knights (15-14, 7-5) actually struck first as they collected three of their hits during their initial two trips

to the plate. Rote led off the second with a homer to left but after that, Dieringer only allowed one other baserunner to reach scoring position.

West moved in front for good in the third when Souder smacked a two-out, 3-2 pitch over the left-field fence to drive in Dani Morgan.

In the fourth, Ryan (2-for3) led off with a shot to left that hit the top of the fence and went over. One out later, Emily Ray doubled and following a walk to Jenna Czart, she scored on Morgan’s double to right.

The Warriors broke things open in the fifth when they sent 10 hitters to the plate and scored five times. Amanda Ruskowsky got things start-

ed with a single, moved to second on a walk by Rachael Luckett and following a sacrifice, scored on an infield hit

by Ryan.

Then it was Seymour’s turn to show her power and the lefty smacked a blast to left to make it an 8-1 game.

Ray added a double and then scored on Morgan’s infield hit.

“I hadn’t hit a home run since I was 11, and that was on the right side but I’ve switched to a lefty,” Seymour said. “The second one really surprised me since I thought I was going to be out. I’m glad that I was able to help the team score 11 runs. I’m so excited that I can’t stop smiling.

We are all really dedicated

and want to win and we work hard every day and don’t take anything for granted. Being on this team has made me love softball 10 times more.”

West assured that the contest would end an inning early when it scored two more times in the sixth, with Seymour (2 for 4) again providing another homer.

After Ryan drew a two-out walk, Seymour capped her big day at the plate by slapping another ball over the leftfield fence.

Joliet Catholic graduate Borgra cited on All-Midwest team STAFF REPORTS LAKE FOREST – Junior outfielder Kayla Borgra, a Joliet Catholic graduate, was named Co-Positional Player of the Year on the NCAA Division III Midwest Conference all-league softball team.

Borgra is an All-MWC South honoree for the second straight season and is the eighth Lake Forest player in the last 10 years to earn at least a share of the MWC South Positional Player of the Year award.

In addition, the National Fastpitch Coaches Association released its NFCA Division III All-Region softball teams and Borgra was a second-team selection.

Borgra led the Foresters (28-10, 9-1) with a .385 batting average. Her 39 runs scored rank second in team history and her 15 doubles, 17 walks and 80 total bases matched

the program’s second-, fifthand sixth-highest season totals, respectively.

Borgra also belted six home runs and drove in 29 runs. She ranks among the top seven in school history in career batting average (.383), slugging percentage (.617) and on-base percentage (.468).

A ceremony will be held at halftime of JCA’s football opener vs. Providence at Memorial Stadium on Aug. 29.

A banner in honor of each class will be hung in the Student Activity Center and plaques of the inductees will adorn a wall of champions.

More details regarding the Hall of Champions are still being worked out.

“We’re hoping that the impact of the Hall of Champions matches the impact that the inductees have had on our school, our alumni, and our tradition,” Budz said. “They have meant everything to us.”

Schodrof leaving Joliet Catholic after runner-up finish Angels coach taking position at Governors State University JOLIET – Ed Schodrof, who coached the Joliet Catholic girls basketball team to a runner-up finish in the Class 3A state tournament, is leaving the position.

Schodrof will become assistant women’s basketball coach at Governors State University, which Schoerof said, “will play a junior varsity type of schedule next season” and hopefully will become a varsity program by the 2015-16 season.

Schodrof had his farewell talk with the JCA team Monday afternoon. Under his guidance, the Angels finished 28-3 this past season, falling to Montini, 59-44, in the title game, and is 94-74 over his six-year tenure.

“The impetus for leaving is the chance to coach college basketball and coach with a friend,” he said of Governors State women’s coach Toshia Burrell. “I like the idea of helping build a program from the ground up.

“Besides, the school is in my backyard. It’s 10 minutes from where I teach at Rich

averaged more than 14 points as a sophomore, has two varsity seasons remaining and forwards Ty Battle and Jnaya Walker have three seasons left. All are considered Divsion I prospects.

“We have girls on the team who are talented, are great kids and are wonderful students,” Sharp said. “The key is that we want to keep this together, continue the tradition Ed has started.”

“The cupboard at JCA is pretty full,” Schodrof said.

“They have a real shot (to win the state title) if they stay together.”

JOLIET – The best of the best.

In making the official announcement, that is how Athletic Director Dan Sharp described Joliet Catholic Academy’s formation of a Hall of Champions that will begin with the 2014-15 academic school year.

The brainchild of Principal/CEO Jeff Budz, the Hall of Champions will pay tribute to the boys and girls athletes, coaches and contributors from the three schools that make up JCA: De La Salle (1920-33), Joliet Catholic High School (1933-89) and St. Francis Academy (1869-1989).

JCA was established on July 1, 1990.

“Our sports history is amazing,” said Sharp, a 1974

to have a Hall of Champions here to acknowledge we are standing on the shoulders of the champions who came before us,” Budz said. “This will honor our school and the greatness of our athletic history.”

Athletes must be graduates and meet six criteria from a list of 10 categories, all of which will be located on the school’s website. Separate criteria also have been created for the coaches and contributors.

Extension benefits others beyond Marshall, Bears

By KEVIN FISHBAIN kfishbain@shawmedia.com Second chances can be a tricky thing. The one the Bears gave Brandon Marshall has paid off, not only on the field, but also with what he has meant in the locker room and, most importantly, the mental health community.

Marshall himself now gets to cash in on the second (or third, whatever you want to call it) chance he received with a three-year, $30 million extension signed Monday, keeping him in a Bears uniform through the 2017 season. He was entering the final year of a four-year, $47.5 million extension he signed when he was traded to Miami in 2010. That deal may have had more money, but it was at the prime of his career.

This is a nice sum for a receiver who just turned 30.

As Marshall says, football is his platform, raising awareness for mental health is his purpose through the Brandon Marshall Foundation, and he is donating $1 million of his new contract (which has $23 million guaranteed) to the mental health community.

It’s OK for folks to still remember Marshall’s offthe-field issues and arrests earlier in his career, and it can be understandable that there are still those irked by his boisterous personality – shown perfectly in the fact that he signed the contract on ABC’s “The View” and post-

ed a photo to “Instagram” before the Bears made it official – but they still have to acknowledge what Marshall has done to get on a better life path.

It doesn’t matter that his play on the field speaks for itself, what matters is that Marshall, to this point, is a success story in turning his life around after being diagnosed with borderline personality disorder, and giving back through his foundation.

To keep Marshall with the Bears for three extra years keeps an important member of the mental health community in Chicago – where his foundation is housed – a person who has become a positive “second chance” story.

In the locker room, Marshall has proved to be one of the key leaders, inviting Bears to his home in Florida for “Bears South.” Before 2013, it was his work with Alshon Jeffery that helped his teammate break out last season. In February, wide receiver Marquess Wilson joined several Bears players on the trip, hosted by Marshall.

“The things that he did during the offseason is show leadership and help pull the team together,” general manager Phil Emery said Monday morning on the “Mully and Hanley Show” on AM-670 before the announcement of Marshall’s extension. “They mean a lot, they mean a lot to our other players, and it shows the quality of person he is.”

From an X’s and O’s standpoint, Marshall has seven consecutive 1,000-yard receiving seasons and has caught 100 passes five times.

He has plenty of years of production ahead of him and, unlike last year, won’t be coming off hip surgery.

As Jeffery continues to ascend, Marshall will keep benefiting, and his rapport with Jay Cutler is a fun thing to watch on the field. The reported guarantee of $23 million on a $30 million contract may be a cause of concern for some, but his average of $10 million a year is seventh among receivers, and at least $2.31 million less than what the franchise tag would cost.

Marshall could have bet on himself and played the season facing free agency in March, but he has always maintained his desire to stay in Chicago, and the feeling was clearly mutual. Emery and salary cap guru Cliff Stein can use the extension to get creative, as they prepare for Jeffery’s next contract.

Naysayers will have their points about Marshall’s checkered past, and cynics will wonder whether he can maintain the on- and off-field success with a lucrative contract, but for two years in Chicago, Marshall and the Bears have not been burned by the second chance.

In fact, both sides have thrived, and hundreds and thousands in the mental health community have and will continue to benefit from it, too.

Bev Craig of Joliet helped bring the nuclear medicine program to Silver Cross Hospital in New Lenox and is now its lead nuclear medicine technologist. Bev Craig When Craig began as an X-ray technologist in 1962, CT scans, MRIs or even ultrasounds did not exist. Internal problems were diagnosed by X-ray or surgeons opening up the body to have a look, Craig said.

When the radiologists in her department began investigating the new nuclear medical field, they asked Craig if she would help bring the technology to the hospital.

“They knew I was always looking for something new to do,” Craig said.

Craig had been interested in a career in the health professions since she was a little girl. Her two sisters were nurses and encouraged her to look into the field.

“I wasn’t too interested in being a nurse, though,” Craig said. “I wanted to work in the technology end of it, but I still wanted to work with patients.”

It sounded perfect to Craig, so she moved to Joliet and began the classes and a job as a technologist.

When Silver Cross Hospital bought the new rectilinear scanner for nuclear medicine studies, it became one of five Chicago area hospitals to own one. The other four were in Chicago hospitals, Craig said.

“Silver Cross was always very progressive as things became available,” Craig said.

The rectilinear scanner was the basis of nuclear medicine technology, she said, which involves injecting small amounts of radioactive materials into a patient to help diagnose a wide variety of diseases. It is also used to a lesser

degree for treatment of certain conditions, Craig said.

Craig said the particular radioactive nuclide used for injection depends on which area of the body the physician wants to examine. Each one is “tagged” for a certain organ, she said, such as the heart or the lungs. A special camera is used to take images of the radi-

ation in the body.

“It works like a Geiger counter,” she explained. “It picks up radioactive emissions.”

The new technology was important for areas of the body that could not be seen on X-ray, such as the brain, Craig said.

“There was no way to look at the brain before,” Craig said. “Short of X-ray, this was the only way to see the beginnings of conditions like cancer, tumors, strokes and subdural hemorrhages. Later, CT scans took over many of these diagnoses.”

The technology still is used to treat certain conditions, such as thyroid disease, she said.

Craig taught herself the growing field, buying the latest books and also learning from physicians and later training at the Hines VA Hospital, she said. She was one of the first in the state to be registered as a nuclear medicine technologist, at a time when there were only 200 registered in the entire country, she added.

She found the field suited her, as it stimulated her inquisitive nature and satisfied her need for change and growth.

It has been intellectually challenging, as well, involving physics and mathematics.

It also presented her with the opportunity to work with patients, a part of the job she enjoys.

“The best part is dealing with patients,” she said. “It can be difficult getting them through the exam, especially if they’re claustrophobic.”

This is where Craig shines, helping the patients find what relaxes them, whether it’s changing the lighting in the room, playing music, talking to them or popping in a movie.

She’s seen enormous changes in the field over the years, from equipment to the many different nuclides and techniques.

“You always have to be aware and careful of the radiation,” she said. “Time, distance and shielding. You work quickly, you don’t stand right next to the patient and you use lead shielding to protect yourself.”

All four of Craig’s children are in health professions, she said. Her daughter is a nuclear medicine technologist at Silver Cross; her son is the lead nuclear medicine technologist at Edward Hospital; and her other daughters are in the dental hygiene field.

Mary Coburn The advent of computers was no less than revolutionary for Mary Coburn. Before, she had to transcribe the doctors’ notes on a manual typewriter, pausing to erase every mistake. Even with the advent of correct-tape, then correction fluid, it was a painstaking job.

Her supervisor, Sister Mary Joseph at the former Saint Joseph Hospital, would then correct her copy, and Coburn would type up the entire corrected report – in triplicate, pausing again to correct every mistake on all three copies, she said.

Then one day she attended a meeting on information technology – and Coburn couldn’t believe what she saw.

“I returned from the meeting starry-eyed and excited,” she said. “I couldn’t believe that when you made a mistake, all you had to do was back up, and the mistake would disappear, and you

could type right over it.”

Saint Joseph’s word processing department was the first in Will County, and Joliet Junior College professors would bring students in to see how it worked, Coburn said.

Coburn began her career in medical transcription as a young mother, after taking several trips to her daughter’s doctor and not understanding a word that was said.

“I decided right then and there that I wanted to seek a career in the medical field so I would be able to converse more intelligently with the physicians I encountered,” she said. “I wanted to be able to hold my own with the doctors.”

Walking into the newly-opened Saint Joseph Hospital in 1964 with a high school typing award to back her up, Coburn was hired as a typist in the hospital’s medical record department, she said.

Back then, doctors would speak into what Coburn described as a cylinder, recording information on their patients’ physical exams, surgeries, consultations and discharge summaries. The hospital’s medical transcriptionists would then take the cylinders and put them in a machine that played the recordings back.

Some of the physicians would hand-write their reports to be transcribed, Coburn said, which she described as “terrible.”

But even the dictated spoken word was not always easy to understand, she said, especially today with the large numbers of international physicians. She and her co-workers would often confer with each other when there was a question.

“Two heads were always better than one,” she said.

She would get a kick out of some of the recordings that doctors made at home, with dogs barking in the background and spouses squabbling. A social worker would dictate her notes late at night and bring them in while in her nightgown. It made an interesting job, she said.

Another big change came about three years ago with voice recognition software, Coburn said. With the technology, physicians dictate into the computer, which then types out their words and electronically sends them to the medical transcriptionists.

“Our speech engine went down last week and about killed us,” Coburn said with a laugh.

The daily line counts of her transcribed notes have increased over the years as technology has improved, Coburn said. One thing that has decreased is the number of reference books in her office. She doesn’t need them anymore. She “Googles” everything.

“I had 20 to 30 word books,” she said. “Everything from psychiatry to orthopedics, cardiology, dermatology. ... I got rid of them all.”

Coburn now works part time for Silver Cross Hospital. She and the other medical transcriptionists work from their homes. That’s good and bad, she said. It was wonderful this past winter, with the ice and snow storms, but she does miss the camaraderie.

She actually did retire once – for about three months – and missed it so much she went back.

“I have had a great run in the medical transcription industry,” she said, “and wouldn’t change a thing in my career path.”

Sometimes at the bridge table, silence is golden. If your side is going to be outbid, you often do best to pass throughout, because every call gives information to the opposing declarer. But, of course, sometimes you will not know that you are going to be outbid.

And aggressive competition might push your opponents into the wrong contract.

In this deal, West had a perfectly normal opening bid, but it helped South with the play in four hearts. West began with three rounds of clubs.

What did declarer do after he had ruffed East’s queen?

South’s takeout double, followed by the one-heart rebid, promised a good 17 to 19 high-card points. North took a shot at game, knowing that his partner would be able to place the cards accurately.

Someone who paid no attention to the auction would cross to dummy with a trump and run the diamond queen. But West would win and return anything but a club. Eventually declarer would lose a spade trick to go down one.

Strengthening your core improves balance, stability Dear Doctor K: I’d like to strengthen my core. Can you describe some exercises to start?

Will I need any special equipment?

Dear Reader: Your “core” muscles include your abdominal, back, side, pelvic and buttock muscles. Building a strong, flexible core will improve your athletic performance, enhance your balance and stability, and make everyday acts such as bending, turning and reaching easier.

Standing core exercises are a good place to start. I’ll describe two of these exercises here and put photographs showing proper form for them on my website, AskDoctorK.com.

• Side leg lift. Stand up straight with your feet together and your hands on your hips. Lift one leg straight out to the side until your foot is about six inches off the floor. Return to the starting position. Do one to three sets of 10 reps with each leg.

• Side squat with knee lift.

You can do many core exercises without any special equipment, using only your body weight to help you build strength. You can also incorporate one or more of the following types of equipment into your routine: • Chair. Choose a sturdy chair that won’t tip over easily.

• Mat. Choose a nonslip, well-padded mat.

• Yoga strap. This non-elastic strap helps you position your body properly during certain stretches.

• Medicine balls. Similar in size to a soccer ball, medicine balls come in different weights.

Start with a 4- to 6-pound ball.

• Stability ball. Large, inflat-

able orbs called stability balls come in several sizes. Check the package for a size chart based on your height.

• Bosu. A Bosu Balance Trainer is half a stability ball mounted on a heavy rubber platform that helps hold it firmly in place.

I’ve done aerobic exercises nearly every day most of my adult life. But it’s only been in the past decade that I intersperse them with strength training. I want to maintain my balance and stability so that I’m less prone to falling.

Finally, I developed back pain, and back exercises have made an enormous difference.

But it’s also vanity. I’ve reached the age when my muscle mass starts to shrink, and what man wants to look wimpy? I don’t aspire to look like Arnold in his prime (nor, it appears, does he). I just don’t want to look like a man my age – because then I tend to feel like a man my age!

It creeps me out. I feel like he’s invading my personal space, and I think it’s rude.

‘God’s Pocket’ wastes one of Philip Seymour Hoffman’s last performances

By AL ALEXANDER More Content Now Knowing what we know now, there’s something unsettling about seeing Philip Seymour Hoffman seated next to a casket for one of his final performances. It’s almost too prescient for words.

It’s also sad, but not as sad as seeing him fritter away the last vestiges of his immense talent on a movie as lamebrained as “God’s Pocket.”

He did it as a favor for his buddy John Slattery, the Boston native making his writing and directorial debut by adapting Pete Dexter’s 1978-set novel about a tight-lipped Philadelphia neighborhood gone bonkers in the wake of a young man’s death. It’s an outstanding display of loyalty and kindness on Hoffman’s part, but Slattery grudgingly returns the gesture with a black comedy so off the rails that it has absolutely no reason to exist.

It starts off bad, with a naked Hoffman’s thrusting away on top of Slattery’s “Mad Men” co-star Christina Hendricks, and gets progressively worse. She plays his bored, disenchanted wife, who is tired of her husband Mickey’s illicit schemes and gambling debts. Her hatred intensifies tenfold after her bigoted, loud-mouth son, Leon

(Caleb Landry Jones), makes one too many racist comments and winds up dead by getting conked on the head.

The kid’s co-workers, who understandably dislike the creep, claim it was a construction accident, but Hendrick’s Jeanie suspects otherwise and sends Mickey out to get his wiseguy friends to beat the truth out of them.

This being a comedy, albeit a quite unfunny one, nothing goes as planned, including the funeral arrangements, which Mickey can’t pay for because he lost the money betting on the ponies.

So, we spend three quarters of the film’s mercifully short 80-odd minutes watching Mickey futilely trying to ditch Leon’s body (the corpse gets tossed in the alley by a heartless, money-grubbing mortician played by Eddie Marsan) while attempting to scrounge up some cash and save his shaky marriage.

Little does Mickey know he already has competition for Jeanie’s heart from local newspaper columnist, and devout alcoholic, Richard Shellburn (Richard Jenkins), who puts the moves on the grieving mom while gathering background info for a column he’s writing about Leon.

On and on it goes, accompanied by numerous fisticuffs, gunplay and stupidity.

But what does it all mean? It’s a question Slattery and his co-writer Alex Metcalf fail to answer while penning one of the drabbest, most repulsive scripts I’ve seen in a while.

Not a single character is redeemable, let alone likeable. And what passes for humor should have been passed over in favor of something fresh and daring.

The cast, which also includes John Turturro as Mickey’s equally dim-witted partner in crime, deserves better than what Slattery provides. The fault isn’t so much with Slattery’s directorial skills. He’s proven himself in that respect with the five episodes of “Mad Men” he’s helmed.

Rather, it’s the writing, or the lack thereof. Going forward, he should stick to scripts written by others. But that won’t do Hoffman any good – or us. It was one of our last chances to see one of the finest actors of our time, and all we’re left with is an empty “Pocket.”

• “God’s Pocket” is rated R for violence and language throughout, and sexual content. The cast includes Philip Seymour Hoffman, Christina Hendricks and Richard Jenkins. The film was co-written and directed by John Slattery. Grade: D.
