Plainfield trustees vote to continue tax increases

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Plainfield trustees voted Monday to continue sales and motor fuel tax increases that were supposed to sunset in 2015, while also passing a $45.7 million fiscal budget that reflects increased residential and commercial growth.

“I’m sure we would all love to rebate everything back to everyone,” Trustee Margie Bonuchi said regarding the extension of the tax increases. “We have a little more work to do.”

A municipal and service occupation tax increase from 1 percent to 1.5 percent and a motor fuel tax increase from 2 cents to 4 cents per gallon were approved by the board Dec. 19, 2011.

The Village Board took the sunset provisions out, leaving those taxes at the higher rates.

The board voted 4-1 in favor of

ending the sunset provisions and for approving the budget, with Trustee Paul Fay dissenting.

The tax increases started in 2012 and were necessary to counteract the debt in the capital fund, Village Administrator Brian Murphy said, adding the extension of those taxes are necessary to eliminate that debt.

The village has been using the sales tax increase, which brings in about $1.4 million a year, to lower the water and sewer fund. Then staff transferred money from the general fund to lower the debt in the capital fund from about $10.9 million in 2011 to a budgeted $3.3 million in 2015.

“If that sales tax goes away, we might have to use that money to pay for the water and sewer fund,” Murphy said.

The original plan in 2011 was to end the tax increase when the village builds 500 new homes. But Murphy said that

number may only hit up to 400 by next year, despite increased home permits being granted every month.

The new budget builds off the increased growth in both residential and commercial sectors.

While single family home permits have started picking up, the village has seen retail sales improve by 5.4 percent compared to last year. Murphy said property tax revenues will stay about the same along with other tax revenues.

Potential permit fee changes will likely be revisited by the board because of a new version of the building code.

“I feel very strongly we’ve done a wonderful job presenting this budget to the public,” Trustee Jim Racich said, adding that the public was given months to comment on the process.

“We are responsive and we are responsible.”

More changes proposed for Plainfield park board

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The Plainfield Township Park District could render the state bill that would change the makeup of its board useless at its next meeting, Vice President Janet Silosky said Monday.

Silosky said she would ask to put an amendment on the May 14 meeting agenda that would expand the board to sev-

en commissioners. The board now has five members.

Silosky said state law allows park boards to expand but a special election for the new members could not take place until May 2015. Silosky said she is against the state bill because “I dislike political appointees being used to pack the board for a vote.”

House Bill 5593, created by local legislators to break up the park majority after a series

of controversial moves, would allow local legislators to name two commissioners.

The majority appears to be breaking up anyway.

Silosky also said Monday that she would vote for Mary Kay Ludemann, who had been in the minority, to replace board President Peter Hurtado at the next meeting.

“If the board votes for me, I’m willing to give it a shot,” Ludemann said.

“That’s 99 percent completed. There will be some landscaping work going on through May, but that will not impact traffic,” he said.

Police are patrolling the construction zone around the clock to look for drivers who speed or are distracted with texting or using their cell phones, both of which are illegal.

State police issued 4,836 citations in the construction zone last year, mostly for speeding.

Trooper DeAnn Falat said the first offense in a construction zone carries a minimum fine of $375. The second results in a $1,000 fine and 90-day suspension of your driver’s license.

Construction zone speed limits are in effect at all hours, not just when workers are present, since nine out of 10 crashes in zones don’t involve workers, according to IDOT. “We have changing surfaces, different lighting patterns.

The 24-hour speed enforcement is there to protect drivers as much as workers,” said Mike Sturino, president of the Illinois Road and Transportation Builders Association.

Drivers are required to slow down for vehicles using emergency lights and change lanes away from them if possible.

That law also applies to tow trucks and maintenance vehicles.

“Work zones are dangerous.

People need to pay attention and we all have to share the road,” Walsh said.

CHANNAHON – If all goes well, drivers using the Des Plaines River bridge over Interstate 55 will have a smooth drive for Labor Day. Meanwhile ...

Construction season began last week with southbound traffic being reduced to one lane and delays are expected throughout the corridor between Route 52 and Lorenzo Road.

Last year, sudden backups resulted in 172 crashes in the area between July and November. People were injured in 12 of those crashes, two fatally.

Police issued nearly 5,000 tickets last year with fines starting at $375 for traffic violations in a construction zone.

The number of complaints about traffic delays and safety issues led state Rep. Larry Walsh, D-Elwood, and state Sen. Pat McGuire, D-Joliet, to put together a committee last year. Their study led to the portable “Smart Monitor” signs being set up in both directions to read traffic speed and estimate a time through the zone.

The southbound sign read “7 miles 7 minutes” about 11 a.m. Monday.

“But if that got to more than 50 minutes, they’d instruct drivers to use alternate routes,” Walsh said. “They’re a huge plus for [drivers] who aren’t familiar with the area to know that something’s going on.”

What is going on is the second half of a $7.65 million project to repair the pier, abutment and structural steel of the twin 58-year-old truss bridges. The bridges also are getting new decks and will be repainted, said Illinois Department of Transportation Engineer Vincent Cirrintano.

“Last year, work focused on the southbound bridge. That structure should be ‘finished’ by mid-April, and we’ll begin the crossover to move one lane in each direction on that bridge while we work on the northbound,” Cirrintano said.

Frankfort students get lesson in local government School program gives inside look at the village

By FELIX SARVER fsarver@shawmedia.com FRANKFORT – Most schoolchildren know who President Barack Obama is, but not so many know Frankfort Mayor Jim Holland.

Which is why Holland was delighted to introduce himself to the Hickory Creek Middle School students and show them how their village government works.

On Monday, those students toured each village department – from the mayor’s office to the police department – and held a mock village board meeting in the evening to demonstrate what they learned.

“Frankly, municipal services affect them much more than national services,” Holland said. “The municipal services have an immediate impact on them. If we plow the roads, then they can get to school.”

Eighth-grade student Zach Martin got to meet the person he was supposed to shadow, Public Works Superintendent Terry Kestel.

He learned from Kestel how the public works department prepares vehicles for different seasons, as well as how they maintain buildings and roads.

Like many public works departments, Frankfort had to deal with the intense snowfall this past winter.

“I think it’s definitely an interesting field,” Martin said.

Eighth-grade student Lauren Sandberg learned from her counterpart how the utilities facility worked.

“I thought the utilities was kind of interesting – just how

they cleaned all of the water,” Sandberg said.

Linda Thompson, Hickory Creek Middle School teacher, said Monday’s tour is a good way for the children to see how village government works. The students ask their counterparts meaningful questions and use that information for their mock village board meeting “The main thing the stu-

dents get out of it is an awareness of what really is going on in their village – who is in charge, what their power is and their limitations,” Thompson said.

She said the tour also gives the students a sense of belonging in the area where they live and makes them good citizens, too.

Holland said the tour is a cooperative program between the village and Frankfort School District 157-C. It’s something both the village and school district consider a valuable learning experience for youths.

“Even though they may know about the United States government, really those services are far away,” the mayor said.

Joliet, other townships hold annual meetings Tuesday

By LAUREN LEONE–CROSS lleonecross@shawmedia.com Township residents can make their voices heard Tuesday evening when 1,400-plus townships across the state are slated to hold annual meetings, as required by state law.

Open town meetings must be held annually on the second Tuesday of April, giving citizens a chance to cast votes on important issues facing local government, said Bryan Smith, executive director

for Township Officials of Illinois, an organization that represents the 1,432 townships in the state.

“They’ll be able to see what their township government is doing and how they’re doing it for them,” Smith said. “Then they can actively participate.

They’re chartering the course, really, for the future of their own local government.”

It’s a tradition that dates back to 1850, he said.

To have an item included on a local township’s agenda, resi-

dents must have submitted the item by March 1.

In Joliet, no one brought forth any agenda items to be voted on by the March deadline, said Dan Vera, Joliet Township’s supervisor.

In fact, it’s rare to see more than two or three people attend the township’s regular board meetings held throughout the year, Vera said, noting that he doesn’t expect a big turnout for the annual township meeting Tuesday.

But to Vera, that’s not neces-

sarily a bad thing.

“The way we do township government in our area, you have the opportunity every couple of weeks to come before the town board and ask about an issue,” Vera said. “If [township officials] are doing their job correctly throughout the year, with the taxpayers’ dollars, then there really shouldn’t be major issues once a year [at the annual meeting].”

Union pickets Joliet Cold Storage project

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – Will County Carpenters Local 174 is picketing the use of nonunion labor in the construction of a food distribution center in the Cherry Hill Business Park.

Several other unions working on the construction of Joliet Cold Storage have walked off the site since the strike began April 1, said James Babiarz, a union carpenter picketing Monday at the front gate of the project on Cherry Hill Road just south of New Lenox Road.

Babiarz said the strike began when nonunion carpenters from a California company began building storage racks inside the 230,000-square-foot distribution center for refrigerated and frozen foods. Babiarz said he had heard the project would provide “a couple months work for about 15 guys.”

Officials at Local 174 and representatives of Joliet Cold Storage were unavailable for comment.

In April 2013, the city council approved a $96,000 incentive package for the project that included a 50 percent reduction in the building permit fee (worth $55,000) and a waiver of the development impact fee, worth $41,000.

When completed, Joliet Cold Storage is expected to create about 50 office and warehouse jobs that would pay $15 to $16 per hour.

Cold Storage is a division of Villa Park-based Supreme Lobster and Seafood Co., which started 40 years ago.

Joliet Cold Storage is its second site. The first is in Bolingbrook.

About 80 percent of the items will be frozen, and the rest will be chilled, with most of the food items sent to large grocery stores that are part of Fortune 500 companies, owner Dominic Stramaglia told The Herald-News last year.

Stramaglia said the 54-acre site is large enough for future expansion. The first phase will cost about $28 million and will occupy 30 acres.

Minooka woman, co-workers win $100,000 lottery at Circle K

Opticom system gives emergency, fire vehicles the right of way

ing system.

The system costs about $12,500 per intersection, Formhals said. About 15 major Joliet intersections are

still awaiting the system.

Funding for the Assistance to Firefighters Grant is available through the U.S. Department of Homeland Security, Formhals said. The grant, if approved, will require the city to fund $37,500 of the project.

The Joliet Fire Department also has received a $15,000 grant from the Office of the Illinois State Fire Marshall for the purchase of 30 self-contained breathing apparatus cylinders. The cylinders have a 15-year-span.

JOLIET – A 15-year-old boy was shot in the leg Sunday during a drive-by shooting.

Cmdr. Al Roechner said the victim is not a known gang member, but the incident was gang-related.

Around 5 p.m., a large group of people were outside at Third Avenue and Sher-

man Street when a “green older-model car” drove by, Roechner said.

It appeared four men were inside and yelled gang slogans as the car slowed down. The man in the front passenger seat leaned out the window and started shooting. The suspect was described as a black man wearing dark clothing.

Roechner said police recovered several shell casings

from the scene.

About 50 teens and young adults were in the area immediately after the shooting when police arrived, Roechner said. The injured teen was found behind a residence in the 200 block of Third Avenue and taken to the hospital. He was struck in the upper right thigh, but his injury was not considered life-threatening, Roechner said.

• Jose G. Flores, 18, of the 200 block of Basswood Drive in Naperville, was arrested by Naperville police Thursday on a charge of drug possession.

• Herminio Fregoso, 33, of the 500 block of East Cass Street, was arrested by Joliet police Thursday on charges of predatory criminal sexual assault, aggravated criminal sexual abuse and criminal sexual assault.

• Samuel A. Jones, 21, of the 1400 block of Dixie Court in Schaumburg, and Dana L. Ward, 21, of the 800 block of Woodlawn Street in Hoffman Estates, were arrested

by Romeoville police Thursday on charges of burglary and theft. Jones also was charged with marijuana

possession.

• Benjamin R. Lawton, 37, of the 1000 block of North William Street, was arrested by Joliet police Thursday on charges of aggravated battery and criminal trespassing.

• Michael L. Veal-Weathers, 20, of the 200 block of Sioux Drive in Bolingbrook, was arrested by Bolingbrook police Thursday on a charge of burglary.

• Armando Arredondo, 24, of the 500 block of Hillside Road, was arrested by sheriff’s police Friday on charges of forgery and theft.

Prosecutors and defense attorneys agreed last week there is a substantial amount of forensic evidence that must be lab tested before Christopher Thompson is tried.

On Aug. 3, Gerardo Franchini, 29, was having breakfast with his wife and two young daughters at Louis’ Family Restaurant, 1001 W. Jefferson St., while Thompson and a woman were eating at another table.

Police said the two men had several previous confrontations and argued again before Thompson left. He returned about 15 minutes later and walked up to Franchini’s booth and shot him several times at point blank range, police said.

Thompson fled, but was arrested later that day in Crest Hill. He is being held in the county jail on $10 million bond.

Despite being told to remain silent at his bond hearing, Thompson told the judge he’d been shot nine times on previous occasions. He did not mention Franchini.

Thompson was arrested in September 2009 on a charge of carjacking. He was convicted of aggravated unlawful use of a weapon in 2002 and unauthorized possession of a firearm in 1999.

Franchini had been arrested twice on drug charges and also was charged with murder in the January 2007 slaying of Brenda Greenwood.

Franchini and his friend, Jaime Casillas who had a child with Greenwood, were tried in 2008, but found not guilty after a witness was unable to identify which man pulled the trigger.

Heroin forum coming to Minooka

By HEIDI LITCHFIELD hlitchfield@shawmedia.com MINOOKA – Jenny Edwards knows firsthand what the face of heroin addiction looks like: Her husband, Anthony Edwards, died at age 30 of an overdose in November 2012 in a Morris apartment.

Edwards, of Minooka, said in addition to heroin, her husband’s death report showed Xanax in his system.

“He had been sober for eight years, the whole time I knew him,” Edwards said. “I didn’t think he’d go back. He hadn’t had any slip-ups while we lived together.”

Anthony, who started using heroin as a teenager, used it intravenously for five years before going to rehab and becoming sober for the next eight. Just a couple months before his death, Anthony told his wife he wanted a break and he moved to an apartment in Morris.

“There were times I felt he might have used after he moved out, but I didn’t know for sure until the night before he died,” she said.

A public forum, “Heroin ... in my neighborhood?” is scheduled for Thursday in Minooka to spread information to the community about the heroin epidemic in and around Grundy County. The goal is to help prevent death’s like Anthony’s, as well as to educate families and youth before the drug reaches their homes.

Edwards believes her husband fell back to heroin after he hurt his back and was prescribed painkillers including morphine, Norco and Vicodin.

His apartment was above Edwards’ uncle’s, and he is the one who made the early-morning call to tell his niece her husband was dead.

“I sank to a deep, dark nasty place for a while,” she said.

The couple had a daughter, Hannah, and Jenny’s son, Ryan Houck, was especially close to him.

“Ryan had nightmares and slept on the floor in my room for three months,” she said.

“My daughter was 5 when it happened. She’s 7 now and still has a hard time.”

She said the hardest part of losing her husband to heroin is watching her children suffer and question why he left them.

“I was angry at him. Then I felt guilt,” she said. “I wonder, what if I said, ‘Come back home’ – would it be different?”

She said she doesn’t know if there is anything she could have done differently.

The last time they talked was the night before his body was found. He told her he wanted her to know he loved

“I’d want others who are in this position to know there is hope, always hope,” she said. “I’ve come from the lowest of lows, but I have faith in God. If it wasn’t for God I wouldn’t be here. You can’t

live in negativity, you have to remain positive.”

Anthony was alone when he died, but others are with friends using drugs when they overdose.

A retired captain from the Chicago Police Department, John Roberts, who is the co-founder of the Heroin Epidemic Relief Organization, will talk about the loss of his son Billy to heroin in 2010.

Children were not allowed at a similar January forum in Coal City, but Helland said he feels it’s important for them to attend with their parents so they can go home and have a dialogue about it.

“They can get this information with a click of the mouse online,” he said. “We had a lot of parents show up to the Coal City event so we decided to allow them to attend with an adult this time.”

A security guard smelled smoke while making rounds at 11:10 a.m. and returned with a dean to find

Administrators reportedly found a jar in one boy’s backpack that contained several small bags of marijuana. The other student admitted buying some marijuana from him for $50, Roechner said.

Iconic Hollywood actor Mickey Rooney dies at 93

By ANTHONY McCARTNEY The Associated Press LOS ANGELES – Mickey Rooney’s approach to life was simple: “Let’s put on a show!”

He spent nine decades doing it, on the big screen, on television, on stage and in his extravagant personal life.

A superstar in his youth, Rooney was Hollywood’s top box-office draw in the late 1930s to early 1940s. He epitomized the “show” part of show business, even if the business end sometimes failed him amid money troubles and a seesaw of career tailspins and revivals.

Pint-sized, precocious, impish, irrepressible – perhaps hardy is the most-suitable adjective for Rooney, a perennial comeback artist whose early blockbuster success as the vexing but wholesome Andy Hardy and as Judy Garland’s musical comrade in arms was bookended 70 years later with roles in “Night at the Museum” and “The Muppets.”

Rooney died Sunday at age 93 surrounded by family at his North Hollywood home, police said. The Los Angeles County Coroner’s office said Rooney died a natural death.

There were no further details immediately available on

the cause of death, but Rooney did attend Vanity Fair’s Oscar party last month, where he posed for photos with other veteran stars and seemed fine.

He was also shooting a movie at the time of his death, “The Strange Case of Dr. Jekyll and Mr. Hyde,” with Margaret O’Brien.

“Mickey was somebody that everybody loved, but to me he was part of the family,” Liza Minnelli posted on her Facebook page. “He was one of a kind, and will be admired and respected always.”

He was nominated for four Academy Awards over a four-decade span and received two special Oscars for film achievements, won an Emmy for his TV movie “Bill” and had a Tony nomination for his Broadway smash “Sugar Babies.”

“I loved working with Mickey on ‘Sugar Babies.’ He was very professional, his stories were priceless and I love them all ... each and every one. We laughed all the time,” Carol Channing said.

A small man physically, Rooney was prodigious in talent, scope, ambition and appetite. He sang and danced, played roles both serious and silly, wrote memoirs, a novel, movie scripts and plays and married eight times, siring 11

children.

His first marriage – to the glamorous, and taller, Ava Gardner – lasted only a year.

But a fond recollection from Rooney years later – “I’m 5 feet 3, but I was 6 feet 4 when I married Ava” – summed up the man’s passion and capacity for life.

Rooney began as a toddler in his parents’ vaudeville act in the 1920s. He was barely six when he first appeared on screen, playing a midget in the 1926 silent comedy short “Not to Be Trusted,” and he was still at it more than 80 years later, working incessantly as he racked up about 250 screen credits in a career unrivaled for length and variety.

“I always say, ‘Don’t retire – inspire,’ ” Rooney said in an interview with The Associated Press in March 2008.

“There’s a lot to be done.”

This from a man who did more than just about anyone in Hollywood and outlasted pretty much everyone from old Hollywood.

Rooney was among the last survivors of the studio era, which his career predated, most notably with the lead in a series of “Mickey McGuire” kid comedy shorts from the late 1920s to early ’30s that were meant to rival Hal Roach’s “Our Gang” flicks.

Kenneth was a lifelong Joliet resident and member of Holy Cross Catholic Church.

A graduate of DeVry University, Kenneth worked as an electrical engineer for Zenith Corporation, holding several patents in the design of hearing aids. Kenneth also owned a television repair and video recording business. He was a hard worker and was known throughout the community as the “TV man.”

He was a member of the US Army, serving during the Korean War. Kenneth was a member of Knights of Columbus and the Polish National Alliance. He loved gardening and spending time with his grandchildren. He was a dedicated father and will be missed by all.

By SARA BURNETT The Associated Press CHICAGO – Rahm Emanuel has been a force in politics – the mastermind behind a Democratic takeover of Congress, dealmaker in two White Houses and now the hard-charging mayor intent on fixing what ails the nation’s third-largest city, no matter whom he ticks off in the process.

But less than a year before asking voters to give him a second four-year term, the man once nicknamed “Rahmbo” for his fierce political maneuvering has now come face to face with a mess that could undermine Chicago’s reputation as an efficient metropolis and derail its ambitions to become a high-tech business mecca: the worst public pension crisis of any major U.S. city.

Emanuel last week announced his first concrete proposal to bail out the city’s drastically underfunded employee retirement systems, a festering problem inherited

from his predecessor, Richard M. Daley. The plan, designed to cut Chicago’s nearly $20 billion shortfall in half by reducing worker benefits and raising property taxes, would address only half the problem, but even this first attempt was met with fierce resistance from unions and taxpayer groups – and little enthusiasm from fellow Democrats he needs to get it approved.

Emanuel’s supporters say that after decades of inaction

by Chicago and Illinois politicians, the former White House chief of staff is finally dealing with the pain necessary to fix the problem. The mayor says it’s the only answer for keeping the system out of insolvency and avoiding massive cuts in public services and a far larger tax hike.

“I said [during the 2011 mayoral campaign] that Rahm is the only one who has the intestinal fortitude to do what needs to be done,” said Bernie Hansen, a former Chicago alderman for nearly two de-

cades. “He’s ruthless at times, but sometimes you have to be.”

But Emanuel’s critics say it’s just the latest affront from City Hall. During his tenure, Chicago already has shuttered about 50 neighborhood schools to cut costs.

Other cities have run into pension problems, particularly during the recession, that required cutbacks and Rahm tough negotiEmanuel ations. Providence, R.I., was on the brink of bankruptcy when its mayor got unions and retirees to agree to a cut in benefits. But no major city compares to Chicago, where pension systems have just 35 percent of the money needed to pay benefits. The next worst-funded major city, Philadelphia, has about 48 percent.

And there are questions

about whether the 54-year-old Emanuel, known for being quick-talking and occasionally brusque, has the temperament and relationships to build a consensus.

Already, there is talk in Chicago’s black community, which would be hit hard by the cuts, of recruiting a challenger to run against the mayor, who currently has no announced opponent.

“When ordinary people are talking about this every day, there’s no way they’re going to let him run unopposed,” said Delmarie Cobb, a veteran political consultant who worked on the Rev. Jesse Jackson’s presidential bid and other federal campaigns.

Emanuel declined to comment for this story, but he told reporters after announcing the plan last week that he is focused on doing what’s best for the city, not his own career.

“The voters did not elect me to think about my political future. They elected me to think about Chicago’s future,” Eman-

uel said.

Without relief, he said, the city’s pension payment next year could be about $1 billion – an increase about equal to the annual cost of having 4,300 police officers on the street or raising property taxes by 150 percent.

The huge shortfall mounted during the 22 years of the Daley administration, which did not make large enough contributions to the retirement funds for city laborers, police, firefighters and teachers. Daley created a task force to study the problem, but his administration focused mostly on modernizing and beautifying “the city that works,” with parks, public art and cultural attractions. His supporters insist he saved Chicago from the woeful fate of other Rust Belt cities.

By the time the recession strained the city budget, the problem was too big to overlook. Even Detroit, which filed for bankruptcy last year, has healthier pension funds.

NTSB: Sensors too far back in O’Hare train crash The ASSOCIATED PRESS CHICAGO – A sensor for an automatic braking system was too close to the end of the track to prevent a crash at Chicago’s O’Hare International Airport, according to a preliminary federal report released Monday.

The National Transportation Safety Board’s one-page analysis of the dramatic March 24 crash at the airport’s underground station said the Chicago Transit Authority train was traveling at 26 mph when it passed a “trip stop” that activated the emergency braking system.

“Due to the train speed, the distance from the fixed trip stop to the track bumper post was too short to stop the train,” according to the report.

More than 30 people were injured when the train

slammed into the bumper at the end of the line, hopped onto the platform and scaled an escalator, causing $9.1 million in damage. Authorities have said the timing of the crash, which happened just before 3 a.m., limited the number of injuries because so few people were on the typically busy platform and escalator.

In a statement Monday, the CTA said it has taken steps to improve safety, lowering the speed limit for trains entering the O’Hare station to 15 mph.

The transit agency also moved the trip stop further back to increase stopping distance.

The driver told NTSB investigators she dozed off in the minutes before the before the crash and had done so on another occasion in February when she overshot another station platform. She

means she filled in for other drivers who called in sick or were on vacation.

Her union has said she worked a lot of overtime and was exhausted, a sentiment echoed Monday by the NTSB. The federal agency said the operator had worked nearly 60 hours in the previous week and was working her third-consecutive night shift.

“She told investigators that she had inadequate sleep,” the night before the crash, according to the report.

The CTA fired the operator Friday.

Transit officials said they don’t believe her work schedule played a role in the crash, but announced a series of changes that the agency said will make its scheduling guidelines some of the most stringent among the nation’s large transit operations.

The investigation into the crash is continuing.

Court rejects early appeal of surveillance ruling

Senate nears passage of jobless benefits bill

By SAM HANANEL The Associated Press WASHINGTON – The Supreme Court on Monday declined an early look at a constitutional challenge to the National Security Agency’s bulk collection of millions of Americans’ telephone records, instead allowing the dispute to work its way through the usual lower-court process.

The decision means the high court will not take the unusual step of short-circuiting appeals courts as they consider contrary opinions over the legitimacy of the agency’s vast surveillance program.

Conservative lawyer Larry Klayman had persuaded a federal judge in December to rule that the agency’s activities likely violate the Constitution’s ban on unreasonable searches. The judge in Washington, D.C., put his decision on hold pending a government appeal.

The justices rejected without comment Klayman’s long-shot request to bypass the appeals process and hear the case immediately. Klayman argued that the consti-

tutional questions raised were too important to wait for the U.S. Court of Appeals for the D.C. Circuit to reach a decision. But the Supreme Court rarely grants such requests.

It could take many months before the justices consider any legal challenge to the controversial collection program disclosed by former NSA systems analyst Edward Snowden. Klayman’s lawsuit is one of two dueling NSA cases currently winding their way through the federal appeals system.

Just days after Klayman won his case, a federal judge in New York reached the opposite conclusion in rejecting a similar challenge to the NSA program from the American Civil Liberties Union. U.S. District Judge William H. Pauley III validated the NSA operation as an effective “counterpunch” to terrorist acts.

Other legal challenges to the NSA program have yet to be decided. Sen. Rand Paul, R-Ky., and the conservative advocacy group FreedomWorks filed a federal lawsuit in February in Washington, D.C., seeking to have

the phone records program declared unconstitutional. And a coalition of environmental groups, human rights activists and church leaders brought a similar challenge last year in San Francisco.

Klayman has said he made his push for a Supreme Court decision because he fears the Obama administration wants to have the New York case reviewed first, because it favors the government’s position. Klayman contends the Justice Department is trying to stretch out the appeals process in his case.

He says that the Supreme Court should not wait for the appeals process to play out, given the enormous consequences of the government’s “outrageous intrusion of privacy” and the loss of constitutional freedoms.

The Justice Department declined a request for comment. The Obama administration has defended the NSA program as a crucial and effective tool against terrorism. The agency did not submit a brief to the Supreme Court responding Klayman’s request to bypass the appeals process.

WASHINGTON – Capping a three-month struggle, the Senate closed in Monday on passage of election-year legislation to restore jobless benefits for the long-term unemployed that expired late last year.

Approval of the measure would send it to a hostile reception in the House, where majority Republicans generally oppose it. The bill was the first major piece of legislation that Democrats sent to the floor of the Senate when Congress convened early in the year, the linchpin of a broader campaign-season agenda meant to showcase concern for men and women who are doing poorly in an era of economic disparity between rich and poor.

In the months since, the Democrats have alternately pummeled Republicans for holding up passage and made concessions in an effort to gain support from enough GOP lawmakers to overcome a filibuster. Chief among those concessions was an agreement to pay the $9.6 billion cost of the fivemonth bill by making offsetting spending cuts elsewhere in the budget.

The White House-backed measure would retroactively

restore benefits that were cut off in late December, and maintain them through the end of May. Officials say as many as 2.7 million jobless workers have been denied assistance since the law expired late last year. If renewed, the aid would total about $256 weekly, and in most cases go to men and women who have been off the job for longer than six months.

In the run-up to the vote, Sen. Dan Coats, R-Ind., criticized Majority Leader Harry Reid for not allowing votes on GOP-drafted proposals to amend the measure, calling that refusal a “black mark” in the Senate’s history.

Sens. Jack Reed, D-R.I., and Dean Heller, R-Nev., the bill’s leading supporters, said they were willing to consider changes in hopes of securing passage in a highly reluctant House.

Heller also said he was seeking a meeting with Republican House Speaker John Boehner to discuss the measure.

Some Democrats assailed Boehner rather than seek to meet with him. Said Sen. Chuck Schumer, D-N.Y.: “The House needs to extend unemployment benefits to millions of Americans right now, without attaching extraneous issues that are merely an attempt to score political points.”

Obama: Students need help to get ‘in-demand jobs’

By JIM KUHNHENN The Associated Press BLADENSBURG, Md. – President Barack Obama on Monday announced more than $100 million in grants for two dozen schools across the country that are helping students gain work experience for what he called the “in-demand jobs of the future.”

The money, which comes from fees that companies pay for visas to hire foreign workers for specialized jobs,

is the result of an executive order Obama signed last year to better prepare high school students for college or for careers. Students are working on “cooler stuff than when I was in high school,” Obama said as he announced the grants before cheering high school students in Washington’s Maryland suburbs.

A total of 24 schools are being awarded the money after a nationwide competition, including the Los Angeles Unified School District, the New

York City Department of Education and districts in Denver, Indianapolis and Clinton, S.C. Obama explained it will allow schools to “develop and test new curricula and models for success. We want to invest in your future,” he said.

Obama announced the grants at Bladensburg High School, one of three high schools in Washington’s Maryland suburbs that have created a Youth CareerConnect Program that is the re-

cipient of $7 million under the announcement. Students at Bladensburg work on real-world projects with community partners to get ready for college admission or careers. The grant at the school, where more than 70 percent of students are low income, will expand the Health & Biosciences Academy to prepare more students for careers in the region’s fast-growing healthcare field.

In another effort to make education more accessible,

Vice President Joe Biden announced that the Education and Labor departments will run a program to facilitate community college students getting academic credit for apprenticeships in business and industry, in line with the federal job-training revamp that Biden has been charged with leading. Colleges will agree to provide credit for apprenticeships that are certified by an independent group, enabling students to finish their degrees quicker.

Army: Fort Hood suspect requested to take leave

By PAUL J. WEBER The Associated Press FORT HOOD, Texas – Army investigators on Monday released a more detailed timeline of last week’s fatal shootings at Fort Hood, describing an eight-minute rampage in which the suspect fired 35 shots over an area spanning the equivalent of two city blocks.

Three people were killed and 16 others wounded in the shooting spree before the suspect, Spc. Ivan Lopez, killed himself, authorities said.

During a news conference Monday, Army spokesman Chris Grey said the shootings at the Texas post followed an argument related to Lopez’s request for taking leave, but he didn’t indicate whether it was granted or describe circumstances behind the request.

A spokesman for Lopez’s family said last week that Lopez was upset he was granted only a 24-hour leave to attend his mother’s funeral in November. That leave was then extended to two days.

The shooting spree Wednesday ended when Lopez killed himself with his .45-caliber

pistol after confronting a female military police officer, who Grey said fired once at Lopez but didn’t strike him.

Providing the most detail yet about the second mass shooting at Fort Hood in five years, Grey mapped out how Lopez opened fire in the building where the argument began before leaving and driving away, shooting at times from his car. The three who died were gunned down in separate locations.

Grey said Lopez first killed one soldier and wounded 10 others in the first building – the dead being one of the men Lopez had argued with moments earlier. Lopez then drove to a motor pool area where the Army truck driver was assigned and worked, killing another, Grey said.

The last place Lopez entered was a block away at a medical building, Grey said, walking inside and killing a soldier behind the desk.

“At this point we do not know why he entered that building, and we may never know why,” Grey said.

In all, investigators say Lopez fired more than 35 shots.

Authorities said 11 of 16 injured have returned to duty.

EVERETT, Wash. – The death toll from the landslide that hit the Washington town of Oso rose to 33 Monday, according to the Snohomish County medical examiner’s office, which said all but three have been identified.

The number of missing on Monday was 12, said Shari Ireton, spokeswoman for the Snohomish County sheriff’s office.

However, that figure does not necessarily correlate with the number of dead, said Kelly Stowe, a spokeswoman for the medical examiner’s office. The missing list remains fluid as

names are added and removed.

As the search continues in the debris for bodies, the Army Corps of Engineers is working on a berm – a rock and gravel barrier – to prevent the river from flooding parts of the debris field and state Highway 530. Engineers hope to finish berm in a week.

A forecast of warmer and mostly drier spring weather this week should help. But rain showers Tuesday will cause the river to rise about a foot in the pool formed by the mudslide, the National Weather Service said. That’s 2 or 3 feet below the high reached on March 30.

‘Promising lead’ emerges in hunt for Flight 370

BREED and NICK PERRY The Associated Press PERTH, Australia – After a month of failed hunting and finding debris that turned out to be ordinary flotsam, an Australian ship detected faint pings deep in the Indian Ocean in what an official called the “most promising lead” yet in the search for Flight 370.

Officials coordinating the multinational search for the missing Malaysia Airlines jet still urged caution Monday after a weekend that also brought reports of “acoustic noise” picked up by a Chinese vessel also trying to solve the

aviation mystery.

The Boeing 777 vanished March 8 while flying from Kuala Lumpur, Malaysia, to Beijing with 239 people on board.

The focus of the search changed repeatedly since contact was lost with the plane between Malaysia and Vietnam.

It began in the South China Sea, then shifted toward the Strait of Malacca to the west, where Malaysian officials eventually confirmed that military radar had detected the plane.

An analysis of satellite data indicated the plane veered far off course for a still-unknown reason, heading to the southern Indian Ocean, where offi-

cials say it went down at sea.

They later shifted the search area closer to the west coast of Australia.

“We are cautiously hopeful that there will be a positive development in the next few days, if not hours,” Malaysian Defense Minister Hishammuddin Hussein said in the capital of Kuala Lumpur.

But Angus Houston, the retired Australian air chief marshal who heads the search operation, added: “We haven’t found the aircraft yet.”

The Ocean Shield, an Australian ship towing sophisticated U.S. Navy listening equipment, detected two distinct, long-lasting sounds underwater that are consis-

tent with the pings from an aircraft’s “black boxes” – the flight data and cockpit voice recorders, Houston said.

Navy specialists were urgently trying to pick up the signal detected Sunday by the Ocean Shield so they can triangulate its position and go to the next step of sending an unmanned miniature submarine into the depths to look for any plane wreckage.

Geoff Dell, discipline leader of accident investigation at Central Queensland University in Australia, said it would be “coincidental in the extreme” for the sounds to have come from anything other than an aircraft’s flight recorder.

“If they have a got a legitimate signal, and it’s not from one of the other vessels or something, you would have to say they are within a bull’s roar,” he said. “There’s still a chance that it’s a spurious signal that’s coming from somewhere else and they are chasing a ghost, but it certainly is encouraging that they’ve found something to suggest they are in the right spot.”

And in “very deep oceanic water,” Houston said, “nothing happens fast.”

“Clearly, this is a most promising lead,” he said in Perth. “And probably in the search so far, it’s probably the best information that we have had.”

Pro-Russians call east Ukraine region independent

By PETER LEONARD The Associated Press DONETSK, Ukraine – Pro-Moscow activists barricaded inside government buildings in eastern Ukraine proclaimed their regions independent Monday and called for a referendum on seceding from Ukraine – an ominous echo of the events that led to Russia’s annexation of Crimea.

The Ukrainian government accused Russia of stirring up the unrest and tried to flush the assailants from

some of the seized buildings, setting off fiery clashes in one city. Russia, which has tens of thousands of troops massed along the border, sternly warned Ukraine against using force.

In Washington, the U.S. said any move by Russia into eastern Ukraine would be a “very serious escalation” that could bring further sanctions. White House spokesman Jay Carney said there was strong evidence that some of the pro-Russian protesters were hired and were not local residents.

At the same time, the U.S. announced that Secretary of State John Kerry will meet with top diplomats from Russia, Ukraine and the European Union in a new push to ease tensions. The meeting, the first such four-way talks since the crisis erupted, will take place in the next 10 days, the State Department said.

Pro-Russian activists who seized the provincial administrative building in the city of Donetsk over the weekend announced the formation Monday of the independent Donetsk People’s Republic.

Fukushima children start school, flee radiation

By YURI KAGEYAMA The Associated Press MATSUMOTO, Japan – The 12-year-old girl didn’t want to leave her younger brother, and her grandparents didn’t want her to go away. But a family living near the “no-go zone” surrounding Japan’s destroyed nuclear plant has other things to consider.

Yukie Hashimoto and her husband sent their daughter 200 miles away to the pictur-

esque ski town of Matsumoto, where the mayor offered to take in and educate young people living in the shadow of the Fukushima Dai-ichi nuclear plant.

Research has not shown the children to be in clear danger from exposure to lowdose radiation, but mistrust of the authorities remains high. The Hashimoto family, and the parents of seven other children, accepted the offer.

“I didn’t really believe

things are as safe as the government is telling us,” said Hashimoto, who lives in Koriyama, about 20 miles west of the 20-kilometer no-go zone.

“We made our decision with her future, 10 years and 20 years later, in mind.”

The eight students – seven in junior high school and one in elementary school – began their new lives this month, with the beginning of Japan’s school year. They live in a rented house with bunk beds and live-in caretakers.

Rwanda marks genocide anniversary

By JASON STRAZIUSO and KATHERINE SULLIVAN The Associated Press KIGALI, Rwanda – Displaying both pride and pain, Rwandans on Monday marked the 20th anniversary of a devastating 100-day genocide that saw packed churches set on fire and machete-wielding attackers chop down whole families from a demonized minority.

Bloodcurdling screams and sorrowful wails resounded throughout a packed sports stadium as world leaders and thousands of Rwandans gathered to hear of healing and hope.

“As we pay tribute to the victims, both the living and those who have passed, we also salute the unbreakable Rwandan spirit in which we owe the survival and renewal of our country,” said President Paul Kagame.

Kagame and U.N. Secretary-General Ban Ki-moon together lit a flame at the Kigali Genocide Memorial Centre, which estimates that more than 1 million Rwandans perished in three months of machete and gunfire attacks mostly aimed at the country’s minority Tutsi population by extremist Hutus Missing from the stadium was the French government, which Rwanda banned. In an interview published in France on Monday, Kagame accused the former African colonial power of participating in some of the genocide violence.

The ceremony and Uganda’s president highlighted the influence that white colonial masters had in setting the stage for the violence that erupted on April 7, 1994. Stadium-goers watched as white people in colonial outfits jumped out of a safari car and stormed the main stage.

Quinn’s tax relief plan falls short Gov. Pat Quinn’s budget address should start a conversation about how to bring true property tax relief to Illinoisans.

The $500 tax refund he proposed last month is insufficient. The idea shouldn’t be dismissed, but it must be enhanced.

Property tax relief ought to include more than a refund or a tax credit. A comprehensive relief package would limit property tax increases when home values are decreasing and contain a plan for turning around the downward spiral of home values that we’ve seen during the past six years.

That $500 looks better on paper than it is in reality because it would replace the tax credit you get when you file your income taxes. The governor’s budget staff says that the typical Illinoisan will get more than double the tax relief under Quinn’s plan than from the tax credit, which puts the real amount of dollars in your pocket closer to $250.

That’s not bad, but it doesn’t offset making the 5 percent income tax permanent.

Property taxes will continue to go up during the five years Quinn proposes to offer the refund, so that $500 will mean less and less in terms of real value to homeowners every year.

A better plan would be to increase the tax credit so that homeowners see a benefit even when property taxes increase.

Overall, Illinois homeowners face one of the highest property tax burdens in the nation – about 20 percent more than the national average. Many senior citizens are being taxed out of their homes.

They’re paying more in property taxes than they did on their mortgages and are getting to the point where they can no longer afford to live in the homes where they raised their children. It’s not fair.

But you can’t address property taxes in a vacuum. Your property taxes, for instance, contribute to providing a quality education to Illinois schoolchildren.

One reason property taxes are so high is that state funding of schools is inadequate, the result being that local money must make up the difference.

Look at your property tax bill. You’ll see that more than half of the money goes to your local school district. If the state did a better job of providing for schools, your schools wouldn’t need to take so much from home owners.

Madigan serving own legislative agenda Worries about low Democratic turnout in an off-year election for an unpopular governor and Republican gubernatorial candidate Bruce Rauner’s millions in campaign spending are obviously driving much of Illinois House Speaker Michael Madigan’s personal legislative agenda this year.

“If you’re an African-American on the South Side, what motivates you to vote for Pat Quinn when you wake up election morning?” was the blunt assessment of one longtime Madigan associate last week.

For example, Madigan signaled last week that despite his past reluctance to raise the minimum wage and longtime alliance with the Illinois Retail Merchants Association (which is leading the charge against it), he’s not opposed. Calling the idea a matter of “fairness” and “equity,” Madigan told reporters last week “I think you’ll find the opposition to raising the minimum wage comes from people that have done pretty well in America, and for some strange

VIEWS Rich Miller reason they don’t want others in America to participate in prosperity.”

Asked if he was referring to Rauner, Madigan asked “Who?” Rauner claims to support an increase in the state’s minimum wage if it’s tied to business reforms, but Rauner previously “adamantly” opposed raising the wage and even once said he’d favor cutting it by a dollar an hour, to match the national minimum.

Madigan made his comments shortly after the House Judiciary Committee unanimously approved Madigan’s constitutional amendment to bar anyone being denied the right to register to vote and to vote based on race, gender, sexual orientation, income, national origin or religion.

Several Republican states have

attempted to suppress Democratic turnout by requiring voters to produce a government ID before casting their ballots. “According to the Brennan Center,” Madigan told the committee last week, “approximately 25 percent of eligible African-Americans and 16 percent of Hispanics don’t have photo IDs.” That’s probably the first time that the Speaker has ever publicly referenced the liberal group.

Madigan’s proposal passed unanimously, despite some misgivings by Republicans. One GOP member of the committee, Rep. Dwight Kay, is actually sponsoring legislation to require voter identification this year, but he did not oppose Madigan’s measure.

And the Speaker’s proposed constitutional amendment to place a 3 percent surcharge on income over $1 million retroactive to this past Jan. 1 was moved forward on the House floor last week. No Republicans have yet to emerge

Rethinking must be done in Joliet redistricting To the Editor: We are writing to express our concern about fair and honest redistricting in the city of Joliet. We do not believe that the city council is concerned about it. Redistricting comes around once every 10 years and shapes the form of government for the next 10 years. If no one cares or seeks change, the city council will draw their own map any way they choose to.

Then the city government will continue to be the government of the city council and not the government of the people.

Joliet City Government is made up of five districts with one councilman per district, three councilmen at-large, and the mayor. The map presented by the council this year has each of the districts containing 29,650 constituents. We are representing people in Troy, Plainfield, Crest Hill, New Lenox, and Kendall County. How

large do these districts need to get before we make a change?

The Mexican American Coalition and Concerned Citizens of Joliet propose that the city council eliminate the three at-large positions and create three new districts by dividing the citizens into eight districts.

Each district would contain 18,500 constituents. Citizens would get better representation because of a smaller population in each district.

There would be a possibility of change of personnel at the elections. This would increase the likelihood of more people getting involved, which will increase voter interest. That will inevitably lead to increased voter turnout.

We are concerned because six council persons live within 4 square miles of each other.

Joliet is a city of 66.77 square miles. It does not seem like we are getting fair representation.

Many city councilmen in the past have been in office for

years. Eight districts might help create term limits.

There were no problems there at all! No drinking problems that I heard of like there has been in the past, only a great time, was had on Friday night.

Saturday, the day after the concert at 9 a.m. I went to a Sweet Adeline meeting, a chorus I’ve been in since 1986 (our chapter’s name is Midwest Crossroads Chorus) and I wore my new concert shirt there and some people there were

Later in the day, I went to the Jewel store in New Lenox, and again the great concert was brought up.

This show is and was great PR for Joliet.

I wanted all of you to know some of the appreciation of concertgoers. Please bring these two groups back again and again (Alice Cooper needs to return also).

I and many others would go over and over again. Especially

since the show was a sellout, and all of the good rumblings are still out there.

People in my age bracket, the 60s (and a lot younger and older) people who were there, long to go back in time and feel young again.

We know almost every song by heart and just let loose and have a good time. It’s so refreshing to see and do.

the wounds and that the old school politician Madigan would understand the necessities of politics.

Instead, Madigan apparently took great offense at the constant attacks (at one point, Rauner vowed to “go after” Madigan’s friends and allies to get at the Speaker), and the overwhelmingly negative reaction among trade unions to Rauner’s harsh anti-union rhetoric has only fueled the Speaker’s resolve.

Madigan has long been known as a politician who prizes pragmatism above

ideology, but he’s been about as loyal an ally to the trade unions as anyone in Illinois history.

Even that’s not solely about ideology, however.

Those unions provide a lot of money and foot soldiers to Madigan’s organization.

Rauner also apparently didn’t use a back door channel to Madigan during the primary, which meant there was little to no ongoing communication between the men.

Things obviously got out of control.

Madigan’s moves have definitely not gone unnoticed by Rauner. Behind the scenes, some are saying that Rauner will counter this by contributing big bucks to House Republican coffers.

That doesn’t seem to concern the Madigan folks. The Democratic legislative district map is pretty solid (as I reported in a recent Crain’s Chicago Business column, in 2012, House Democratic candidates received 53 percent of all the votes cast in all House races statewide, yet they won 60 percent of

the House races), and they’ve been successfully fending off the House Republicans for years.

But Madigan’s poll numbers aren’t good at all, to put it mildly, so there are plenty of other weapons in Rauner’s arsenal.

This could very well escalate into an all-out war.

And Rauner has the bucks to do it.

Warriors’ quickly developing team blanks Tigers

By STEVE MILLAR Shaw Media Correspondent JOLIET – Lincoln-Way West’s young girls soccer squad is developing at a rapid rate.

For evidence of that fact, just look at the Warriors’ two meetings with Joliet West this season.

On March 20, in the season’s opening week, Lincoln-Way West squeaked by the Tigers, 1-0, in a second-round contest in the Windy City Ram Classic.

Fast forward to Monday, when the visiting Warriors were dominant against Joliet West, rolling to a 5-0 win.

“We’ve made a lot of improvement,” Lincoln-Way West coach Jeff Theiss said.

“It’s amazing to watch. We have a lot of new players and you can just see their confidence rising.”

Brianna Darlage scored twice to lead the Warriors (61), who have scored 19 goals in their past three matches – also including last week’s 6-2 victory over Bloom Township and an 8-0 win over Rich South. Emily Wyskiel had a goal and two assists.

“We’ve come a long way,” Wyskiel said. “We work really hard in practice to improve on the things we know we need to work on. This year, I feel like all our players are at the same level. It’s not just going to be one player scoring, it’s going to be the whole team.”

After Joliet West (2-6-1) kept the Warriors off the scoreboard early, Wyskiel got the scoring going in the 12th minute, stealing the ball from a defender just outside the box and lobbing a high shot into the net.

“I just decided to chip it over the goalie’s hands and it worked out,” Wyskiel said.

Darlage took a deep throwin from Brianna Heyer, found herself open 20 yards from the goal and buried the shot for a 2-0 lead with 15:15 left in the first half.

The Warriors scored three times in the first 7:05 of the second half to pull away.

“Everyone’s clicking,” Darlage said. “We’re playing really well together as a team.

Everyone has the same goals and we all want to have a really good season.”

Joliet West created some second-half chances, but Warriors goalie Audrey Pearson (five saves) was up to the challenge, keeping the shutout intact.

Pearson made a strong save to deny a Yasmin Martinez shot after Martinez made a nice move into the box and stopped a Synthia Garcia strike with 11 minutes to go.

without goalie Sam MacInnes, who is out for the season with an injury, and defender Mahogany West, who is expected to return soon from a concussion. Gabbie Czajkowski and Marissa Mata split time in goal Monday.

“We’ve been doing really well considering all the injuries we’ve had,” Joliet West coach Ashley Veigelt said.

“We’ve been playing good defense. We lost to [Lincoln-Way West] 1-0 last time and it was 5-0 [Monday], but we lost to them 7-1 last season, so we’ve made some great improvements.

“We just can’t get lucky at the top and score goals. Overall, I’m proud of the girls, though.”

The Tigers were down 4-1 but not out Monday afternoon against Joliet Catholic Academy. West scored five runs in the top of the seventh inning to take home an improbable, 6-4 nonconference road win.

“We sure did wait until the seventh inning to make something happen,” West coach Heather Suca said.

“They had that one inning when they relaxed a little bit and strung some hits together,” Joliet Catholic coach Dave Douglas said. “We’re going to keep battling and go from there.”

The same can be said of the Tigers (4-4), who sent nine players to the plate in the top of the seventh. Among them was pinchhitter DeShonte Smith, whose two-run single plated Jennifer Ames and Joy Treasure to tie the game at 4. “[Suca] told me to go in for Kylie Robb,” Smith said. “I was just thinking about getting a base hit and moving the runners around.”

with a ground out. However, Alysia Rodriguez scored just ahead of the tag at home with what proved to be the winning run.

“We had a freshman, DeShonte Smith, come in and get a huge hit for us,” Suca said. “I’m very proud of them for coming back. Scoring five runs in the seventh inning was huge. That’s clutch.”

“I think it was Lorelei who came up after me and got another big hit,” Smith said. “It was great to see.”

Treasure retired the Angels (3-2) in order in the bottom of the seventh. In fact, she put down the final eight batters to earn the win in relief of Robb.

“Joy did a good job coming in,” Suca said. “She finished off the game, the last two innings, three up and three down, so she did a good job. Kylie and Joy have both been doing a better job on the mound every game.”

A triple by Jennifer Ames and a sacrifice fly by Kristen Ames gave the visitors a 1-0 lead in the top of the third. Buth then Joliet Cath-

olic scored twice in both the fourth and fifth inning.

Reilly Jo Swanson was in the middle of both rallies with RBI singles. Alivia Phelps’ RBI single in the fourth gave the Angels a 2-1 lead. In the fifth, an error scored a run and Swanson’s RBI single bumped the lead to 4-1.

“We put balls in play, ran well, pitched well, we’re five games into the season and I think we’re doing exactly what I want us to do for the rest of the year,” Douglas said.

In the top of the seventh, Joliet West’s Karina Vargas reached on an error and Jennifer Ames singled to start the rally. With one out, Treasure singled to load the bases and Rodriguez reached on another error, plating Vargas. Smith followed with a game-tying single.

“We can hit like that all the time,” Suca said. “Now, we need to do it from the start.

We’ve been putting baserunners on almost every inning we’ve played. Now, we need that clutch hit early in the game.”

“We seem to hit one after the other,” Smith said. “When one person gets a hit, it’s contagious.”

Joliet Catholic baseball defeats Naperville Central STAFF REPORTS JOLIET – Joliet Catholic Academy’s baseball team bounced back from its tough title game defeat in the WJOL/Don Ladas Memorial Tournament in a big way Monday.

The Hilltoppers rolled to an 11-1 victory over Naperville Central as Kyle Polaski, Keegan Tyrell, Alex Ragusa and Danny Ehrsam combined to collect the win.

Offensively, the Hilltoppers were led by Aaron Markley (three RBIs), Mitch Boe (two RBIs) and John Kalisik (two RBIs), who each had a pair of hits.

Logano holds onto big lead to Sprint Cup win in Texas

By STEPHEN HAWKINS The Associated Press FORT WORTH, Texas – Joey Logano had a big lead and was within a half-lap of taking the white flag at Texas.

The late caution and extra laps? They just made his victory Monday in the rain-delayed Sprint Cup race that much more exciting.

With a last-lap pass of Jeff Gordon in NASCAR’s version of overtime, Logano became the seventh different winner in as many races this season, with new rules for the championship Chase putting an increased emphasis on winning.

Logano had a 2.2-second lead on teammate Brad Keselowski while closing on in the white flag that would have guaranteed no extra laps.

Then came out the caution for debris on the track after Kurt Busch went into the wall.

“My heart dropped,” Logano said.

“When you’ve got like

40-something laps after the last pit stop and a pretty sizeable lead, all you’re thinking is where’s the white flag, where’s the white flag,” he said. “Then you go into Turn 1, and you see the 41 up against the wall, please, no caution. ... You get so mad that you can barely control yourself.”

On the ensuing pit stop, Gordon took only two tires and exited first. Both Team Penske drivers took four tires, but Keselowski missed a chance to become the season’s first two-time winner when he was penalized for speeding on pit road and finished 15th.

“I was just trying to get a little too much on pit road. ...

Tried a little too hard,” Keselowski said. “We’re in it for wins. We’re not in it for second. Second or 15th is the same for us.”

On a restart at lap 262, Logano quickly pulled his Ford away from the field and had a nearly 5-second lead before his last green-flag stop. After the

green-white-checkered restart on lap 339, Logano went inside past Brian Vickers and quickly got behind Gordon’s No. 24 Chevrolet that had only two fresh tires.

Heading onto the frontstretch, Logano went low and was able to get past Gordon going into the first turn.

“He crossed over and got into the back of me pretty good,” said Gordon, who took

over the points lead. “At that point, I was just thinking, I just want to finish. Looked out my mirror, those guys were racing hard being me. A great, great second-place finish for me.”

Kyle Busch finished third, ahead of Brian Vickers and rookie Kyle Larson.

Logano, the only driver with top-five finishes in both Texas races last season, got his fourth career victory after

leading 108 of 340 laps – six laps more than scheduled. Team Penske joined Stewart-Haas Racing as the only teams with multiple winners this season.

Dale Earnhardt Jr. finished last in a 43-car field for the first time in seven seasons after driving his car into the rain-saturated infield grass before it shot across the track and slammed into the wall in a fiery crash.

“People don’t know what to do with a person who is blind,” said King, now 43 and living in Crest Hill. “I went on one interview where they pretty much wasted my time. …

I thought, should I put that I was blind in the cover letter or just walk in?”

King sidestepped that decision by becoming a certified massage therapist and working as an independent contractor. He also performs massage therapy at a Shorewood facility. King is quite happy with his career, and he credits his perseverance to the confidence his family instilled in him.

“My parents didn’t treat me any differently than my brothers and sisters,” King said.

King is set to share those childhood experiences Thursday at “Living Despite My Disabilities,” hosted by the Special Parents for Special Kids support group. Several other adults, successful despite, or perhaps because of, their disabilities, also will answer questions and tell their stories.

This meeting is open to anyone and not just parents of children with special needs, their family and friends, and physical and speech therapists, said Machell Klee, support group founder. Klee wants the community to understand that a child with special needs has the same needs as any other child.

“They need interaction just like your kids do,” Klee said.

According to the U.S. Department of Health and Human Services, special needs children should learn self-determination so they can feel a sense of control over their lives, set goals and work to attain them.

“We learn a lot from each other,” said Klee, whose daughter Samantha was 9 when she died in 2011 from complications of catastrophic epilepsy and progressive encephalopathy, according to a previous Herald-News story.

“Here, we listen to each other and we get every word and understand every acronym. We all get it. You don’t even have to go into a lot of detail.”

King was born with Norrie disease, a rare eye disorder that leads to blindness in male infants at birth or shortly after birth. According to the National Institute of Health, the blindness is a result of abnormal development of the retina, where masses of immature retinal cells accumulate at the back of the eye.

Some of King’s best memories include playing the drums,

reading library books and playing baseball. His brothers and sisters yelled at him when to swing or he used a beeping baseball. King still listens to Bears, Bulls and Cubs games on the radio and TV. King recalled a teacher at Carl Sandberg Elementary School in Joliet who helped his confidence by putting his class materials in an accessible form. After high school, King earned a degree in finance with a concentration in real estate finance from the University of Illinois. During that time, King also taught Sunday school.

Nevertheless, King decided not to pursue a career in finance and later attended The Soma Institute: Chicago Massage School.

“I’m not a big time believer in conventional medicine,” King said. “I don’t think the body is really made to process drugs or surgery, and I wanted to do something to help people who wanted to try an alternative method of treatment.”

King said blindness does not hinder working as a massage therapist because clinical massage therapy focuses on both the evaluation and treatment of soft tissue problems through manual manipulation.

When treating clients, King uses their descriptions of pain and soreness and what he feels with his hands.

Many of his clients are regulars, coming in once a week or every two weeks, King said.

Common complaints are back and shoulder pain and headaches, he added.

Being organized and having routines is one key to his success as an adult with a disability, King said. Another, he added, is faith.

“The Lord has blessed me and helps me get through it,” King said. “He saved me and he keeps feeding me every day. He gave me a wife and a young son and work and helps me think right. ... I want to be a blessing like God made Abraham a blessing.”

Three tips for nurturing self-determination in a child with a disability: • As early as possible, give your child opportunities to make choices and encourage your child to express wants and wishes. Examples are choices about what to wear, what to eat and how much help your child wants from you.

• Strike a balance between being protective and supporting risk-taking. Learn to let go a little and push your child out into the world, even though it may be a little scary.

• Guide children toward solving their own problems and making their own choices. For instance, if your child has a problem at school, offer a listening ear and brainstorm possible solutions. To the extent that your child can, let your child decide on the plan and the back-up plan.

At the bridge table, you must make the right plays from your hand to help partner find the winning defense, our topic this week.

South is in four spades. How should the defenders card after West leads the club two? What do you think of that lead?

North’s raise to four spades shows a “weak freak” – a poor hand with, usually, at least five-card support and, typically, a singleton or void. This hand does not have a singleton, but four spades is the right response.

North has no clue how many tricks his side can win, but maybe the opponents are gin for four hearts. In these circumstances, just blaze away, being as troublesome to East-West as possible.

West has a tough opening lead. It could be right to cash the spade ace, then exit with a diamond and wait for four tricks with his four honor cards. Here, though, a club is the only start to give the defense a chance.

One of the most important defensive rules is that when playing third hand high, table the bottom of equally powerful cards. Here, East must play his club jack at trick one.

Let’s assume South takes this with his ace and leads a trump.

West wins with his ace and does ... what?

The first trick marked East with the club queen. So, West should continue with a low club to give East the lead. Then he should shift to the heart nine, which gives the defenders one spade, one club and two hearts to defeat the contract.

She was severely depressed, and although she sought professional help, the worst happened.

When conversing with acquaintances, the subject often turns to family, and I will say that my mother “passed away” when I was young. Most of the time they proceed to ask me how she died.

Dear Abby: Since when has it been considered OK for women to be in men’s dressing rooms in department stores? I have seen a lot of this during the last year.

I’m not a prude, and I understand that most men change in private booths, shielded from view of strangers. Still, I am

Today some stores have unisex dressing rooms, and men’s and women’s departments employ both male and female sales associates. It is not unusual

for couples to shop together – and if something doesn’t fit, for the spouse to go and find something in the correct size.

Dear Abby: I’m a 46-year-old female cancer survivor. My hair used to be long, thick and naturally wavy. Because of the high-dose chemotherapy and radiation to treat my lymphoma, I lost all my hair. It has grown back, but it’s thin, spotty and ugly.

Recently, I started wearing a wig. I get lots of compliments on the cut and color. My question is, when people ask who my stylist is, I’m not sure how to answer.

Protect your skin to prevent future sun damage Dear Doctor K: I’m in my 60s and already have a lot of wrinkles.

What can a dermatologist do for me that will make a difference but not be hugely expensive?

Dear Reader: Age isn’t kind to skin. Years of sun exposure leave their mark in the form of fine lines, wrinkles and discoloration.

I spoke to my colleague Dr. Kenneth Arndt, clinical professor of dermatology at Harvard-affiliated Beth Israel Deaconess Medical Center. He assured me that some of the damage can be reversed.

The first step is to slow the pace of further damage. Do this by staying out of the sun and by wearing adequate sun protection whenever you are outside. Completely cover exposed skin using a sunscreen with a sun protection factor (SPF) of 30 or higher. And wear sun-protective clothing and a wide-brimmed hat.

If you think this sounds like preaching, at least I practice what I preach. I was raised in Los Angeles and spent nearly every weekend of my life from the ages of 3 to 19 at the beach – without sunscreen. Most of the time I had a “healthy tan.” Like many people in Southern California, I looked “simply maahvelous.”

The reason is simple: The past damage has made my skin even more vulnerable to cancer from new sun damage.

Besides protecting yourself from the sun, to minimize existing wrinkles and age spots, consider dermal fillers and neuromodulators.

Neuromodulators (Botox, Dysport, Xeomin) are injections that relax the muscles that create the appearance of wrinkles when you smile, frown or laugh. These products diminish frown lines and forehead lines and sometimes crow’s feet.

Dermal fillers are injections that plump up sagging areas of skin. Dermal fillers are often used to soften the “laugh lines” that run from the side of the nose down to the mouth.

Often the two treatments are used together to enhance and prolong their effects. Both techniques

are safe, with few side effects.

To keep seeing results, however, you’ll need to return for repeat sessions.

You mentioned cost, and these treatments can be pricey. For example, Botox injections range from $300 to $700 per session. If this is out of your budget, consider these options: Chemical peels use chemicals such as glycolic acid to strip away the outer layer of damaged skin. A glycolic acid peel can cost as little as $80, but it needs to be repeated every few weeks or months to continue showing an effect.

Microdermabrasion uses tiny exfoliating crystals to buff off the top layer of skin and reveal the smoother surface below. Although the technique is different from a chemical peel, the results are similar. The cost is around $100.

In the past 40 years, we’ve learned a lot about how aging and lifestyle can damage skin, and about how to repair at least some of that damage. That’s made many of my patients very happy.

Girl says she plays sports better than most boys Dr. Wallace: Several months ago you stated in your column that boys and girls are not physically equal in sports because “males are generally bigger, stronger, faster, can jump farther and higher, and that is what athletics are all about.” Therefore, you believe that girls should not play on boys’ sports’ teams.

I can run faster, jump higher and throw a ball farther than most boys.

Why should I be denied the opportunity to compete with the best just because I wear a skirt? – Jessica, Atlanta, Ga. Dear Jessica: The main reason why I feel that females should not play on boys’ athletic teams is that it would also allow boys to play on girls’ teams. If this happened, it would be the beginning of the end for many female athletes who want to participate in high school athletics.

Dr. Wallace: I’m 19 and a freshman at a community college. The guy I’m dating is 17 and a senior in high school. We have been dating for several months, and we both enjoy each other’s company a lot, but ever since we started dating I’ve been getting static from my friends and family for dating a younger guy.

Jeff has now been accepted and will be attending Cal State, Long Beach, in September. I’ll also be attending the same university, so I guess that will stop all the petty snide remarks about me “robbing the cradle.”

Johansson says her life parallels that of her character in ‘Under the Skin’

By CHRISTOPHER KOMPANEK Special To The Washington Post NEW YORK – “The character itself is not really what drew me in,” Scarlett Johansson confesses of her latest role.

The starlet plays an otherworldly creature sent to Earth to possess young men’s souls in “Under the Skin,” Jonathan Glazer’s existentially dystopic new film.

It was the opportunity to work with Glazer, who hasn’t made a film since 2004’s “Birth,” that was the main draw.

Loosely based on Michel Faber’s sci-fi novel of the same name, the script went through many changes from when Johansson first read it.

“The themes of the film weren’t as epic as I think they feel now,” she recalls of the initial story, which paired a male counterpart with her character and had them immersing themselves in a small town’s culture as they carry out their dark assignment. Once the setting was changed to Glasgow, Scotland, and focused on her character’s emerging identity, the emotional arc of her creature became clearer.

“It took me several weeks of shooting to figure out what I was playing. I think it was impossible to get a handle on that character without having like three weeks of footage under our belt. Just to know, what has she experienced? What’s her reaction?” Johansson says inquisitively from a couch in a suite at the Waldorf Astoria hotel in New York. She is dressed in a black pantsuit with a multicolored blouse, possesses a casual and piercing beauty and seems far older than her 29 years would otherwise suggest.

“I think the idea of self, especially as I get older – I think I’m not afraid to ask myself questions about my true self,” she says. “I think when you get older you start to get curious about yourself in a different way, not just how can I get what I want?” – she laughs before continuing – “But more of the existential questions of what do I like? Why does this bother me? What don’t I like about myself that I’m afraid to admit? Or, where are my strengths and weaknesses, and why does it make me uncomfortable to acknowledge them?”

Scarlett Johannson stars in “Under the Skin.” quite similar to the ones her creature begins to ask herself as she witnesses a range of human experiences. On her journey, she watches, emotionless, as family drowns in the ocean. Later, she feels pity for one of her victims and lets him go. Finally, she experiences, if not love, a tenderness that gives her a clearer view of earthlings. Johansson often uses the word “meditative” to describe the experience of playing this creature.

“Staying in a sort of meditative state of keeping a really clear and present mind, that challenge was really intriguing, but it wasn’t until I was in production that I realized that would be a possibility.”

Emptying herself so that she sees each experience fresh, without any memory reference, was a challenge she relished and one necessary for realizing Glazer’s vision. “I really connected with the idea of looking at the world through alien eyes,” Glazer says. “That was the spark.”

During filming, improvisation was key. Johansson and Glazer found inspiration outside the script.

“Two weeks before we were wrapping production in Scotland, Jonathan came in with dark circles under his eyes, as usual, and said, ‘I thought of this great idea where you could drive around and pick up actual people,’ “ Johansson says.

She was horrified by the idea at the time.

It didn’t seem safe and she hated the idea of not being in control.

“I guess that’s how life works,” she says with a sly smile.

The more she drove, the more confident she became though she was uncomfortable with the hidden camera aspect. “They always make me anxious. I don’t like knowing what might happen or if someone’s going to be embarrassed.”

That fear, which Glazer shared, acted as the driving force for authenticity. Johansson wasn’t recognized on the streets of Glasgow, but she has also pulled off incognito moments in her home city of New York.

“One thing I’ve realized from being recognizable, for lack of a better word ... it’s only when you start to be sneaky or self-aware that people recognize you,” she says. “I remember this Christmas going to Macy’s and going ornament shopping. No problem. The place was packed and the busier they are, nobody notices. People don’t look at each other normally,” she says.

Sense of self fascinates Johansson, who announced in March that she is expecting her first child. She admits she is more inclined these days to pick up “The Jungle Book” over the philosophy books that captivated her in her earlier adult years.

“I don’t know if it’s about trying to return to something I never experienced or something nostalgic that I remember. ... Maybe that’s part of discovering your identity. Returning to the things you loved as a child.”

As for playing otherworldly characters, the process for Johansson is the same.

“Once that crack becomes a fissure and then a crevasse – that first thrill of the identity [the creature’s] discovering [in ‘Under the Skin’], looking at it now, is very similar to the thrill Samantha has in ‘Her.’ There’s a similar hunger there to experience, and that is something that can be applied across the board no matter what species you’re playing.”
