JOLIET – The Will County Finance Committee gave preliminary approval at its Tuesday meeting to lend $75,000 to the Adult Redeploy Illinois specialty court program in light of the ongoing state budget impasse. But Will County’s specialty court coordinator, Julie McCabe-Sterr, warned that’s just enough “to stop the bleeding” through June 30, noting the committee also directed her not to accept new participants.

“I am definitely grateful that they have agreed to fund it [through the state’s current fiscal year],” McCabe-Sterr said after the meeting. “If the state does not give me a budget by June 30, they have told me I have to shut the program down.”

Eighty-six chronic offenders are in the ARI court program right now, where they receive mental health counseling, job placement help and routine assessments, she said.

Will County was awarded a $302,615 state grant to pay for the ARI program in

because of less jail time, fewer trials and better recidivism rates.

Recidivism rates are not available for Will County’s ARI program because it’s fairly new, but the average rate for the county’s drug, mental health and veterans specialty courts is about 20 percent. That compares with the Illinois Department of Corrections recidivism rate of 75 percent.

“It certainly goes against what the state is saying in that they want to reduce [the prison population] by 25 percent over 10 years,” McCabe-Sterr said after the meeting. “For [the state] to say that and then to not fund the very programs that allow that to happen, it’s certainly short-sighted on the part of the state.”

Legislation providing $8.5 million to ARI court programs statewide passed the Illinois Senate last month. Senate Bill 2059 is now sitting in the Illinois House Rules Committee. Given the rocky political climate in Springfield, the likelihood of passage may be a “long shot,” and is “not a long-term solution,” according to McCabe-Sterr’s report.

Sheriff: Joliet man stabbed ex-girlfriend

bstanley@shawmedia.com JOLIET TOWNSHIP – A Joliet Township woman is expected to survive after being stabbed Monday by an ex-boyfriend.

Will County sheriff’s spokeswoman Kathy Hoffmeyer said the attack occurred about 6:44 a.m. when the 49-year-old woman was walking out to her car to leave for work from the 1400 block of East Cass Street.

“She saw her ex-boyfriend come out of nowhere. She tried to run [but] he attacked her from behind and stabbed her several times with a [kitchen] knife,”

Hoffmeyer said. “The victim dropped her keys and wallet and ran back inside, where she was able to call police.”

Arthur L. Knox, 50, ran from the scene before sheriff’s deputies arrived to find Arthur L. the victim pressing a tow- Knox el to her throat, Hoffmeyer said. The victim was taken to Silver Cross Hospital in New Lenox and treated for stab wounds to her lower abdomen, left shoulder, right shoulder and three wounds to her neck. She was listed in stable condition Tuesday and is expected to

survive, according to police reports.

Hoffmeyer said the victim identified Knox as her assailant. Knox, of the 400 block of North Bluff Street, was located in Joliet later Monday and questioned by detectives. He was booked into the Will County Jail on charges of attempted murder, aggravated robbery and aggravated domestic battery.

According to police reports, Knox was suspected in a Joliet domestic battery incident against the victim last year but was not charged. He also was arrested by Shorewood police on domestic battery charges against a different woman in 2012, according to court files.

the current fiscal year, but the county never saw that funding. McCabe-Sterr asked the County Finance and Judicial committees on Tuesday for $278,000 to continue the program through November, but committee members declined to give her any back funding owed by the state, estimated now at $220,000.

“We did that because we don’t know if these loans are going to be repaid,” Finance Committee Chairman Mike Fricilone, R-Homer Glen, said after the meeting.

He was the lone vote Tuesday against lending the $75,000 to ARI court.

“Unfortunately, we’re going to come through some tough times and we’re going to have to say no, and these programs are going to shut down until the state gets its act together,” Fricilone said.

He said he suggested McCabe-Sterr begin looking to outside agencies willing to donate or take over some services now provided by ARI court.

bokon@shawmedia.com JOLIET – The future of the Rialto Square Theatre remained unclear Tuesday when the Joliet City Council voted down an intergovernmental agreement that could have opened the door to more city funding for the theater.

Mayor Bob O’Dekirk had called the agreement “a last-ditch attempt to keep the Rialto open.”

But the agreement faced an uncertain fate with the Rialto board, as well, because of concerns that it would also open the theater to an investigation by the city’s new inspector general.

Councilman Pat Mudron, the coun-

cil’s liaison to the Rialto board, opened the discussion suggesting that the proposed intergovernmental agreement was overkill.

Mudron said the potential actions by the city could interfere with the Rialto, and if left alone the theater could “start to book a fall season, which they have not been able to do.”

O’Dekirk said from what he knows of the theater, it does not appear to have the financial resources to move ahead without more city assistance.

“I’m not trying to be dire, but I think it’s a fair assumption that they could close their doors,” O’Dekirk said. “I’m certain they’re going to come to us for more funding, and I’m just as certain the council is not going give it to them

The city has paid late payroll taxes totaling about $120,000 for the Rialto and has given its guarantee to cover performers’ costs this week in the Pauly Shore and Jeff Foxworthy shows, which is expected to reach about $200,000.

The money is coming out of advances from the $600,000 Joliet budgets for the Rialto but usually allots quarterly.

The council took four separate votes regarding the agreement.

One vote to table the agreement and another to kill it lost in 5-4 votes in which O’Dekirk cast the tiebreakers.

Then the council voted 5-3 against the agreement in two separate votes.

The agreement was amended for a second vote to address objections to the costs of the city hiring an accountant to review Rialto finances.

Voting against the agreement both times were Larry Hug, Jim McFarland, Terry Morris, Pat Mudron and Jan Quillman. Voting for it were Bettye Gavin, John Gerl and Michael Turk.

Rialto not booking additional shows until financial situation cleared up

bokon@shawmedia.com JOLIET – The Rialto Square Theatre has stopped booking shows as it tries to work through a severe financial shortfall.

The Rialto board’s Finance Committee got a lengthy report Tuesday on the theater’s financial condition and a history of the agency’s money problems.

It also heard from interim General Manager Jack Ericksen that the Rialto is not booking additional shows amid the current uncertainty.

“We’re not booking anything new until we see where we’re at,” Ericksen told the committee. “What we have currently booked, we’re going forward with that.”

Ericksen told the committee that the Rialto has four shows booked for the fall compared with 23 shows at the theater in fall 2015.

The Rialto has turned to the city of Joliet for help in paying performers in two shows at the theater this week, starring Pauly Shore and Jeff Foxworthy. The city also has paid more than $120,000 in late payroll taxes owed by the Rialto. The money is coming out of the annual $600,000 allotment the city gives the theater.

Even with that help, the Rialto ended March with $470,000 in bills and $79,000 in cash available to pay them.

“This condition really has been existing as long as I’ve been working here,” Evans, who has been at the Rialto for nearly 35 years, told the committee.

However, when asked by City Manager Jim Hock whether the Rialto would be in a position to start paying money owed to vendors after the city has covered upcoming acts, Evans was noncommittal.

“Things are slim – very slim,” he

said.

Finance Committee Chairman David Thornton noted that Evans’ history of Rialto finances showed little increase in income from 1994 to 2015.

Group learns about sustainability at JJC campus Greenhouse teaches sustainability trends

fsarver@shawmedia.com JOLIET – A group of college officials on Tuesday were shown how Joliet Junior College invests in green technology and sustainable practices with its greenhouse facility.

The JJC Greenhouse Facility is the first of its kind certified in green building design standards in Illinois and the first such facility at a community college nationwide, JJC officials have said.

The group gathered around horticulture professor Fredric Miller as he gave a tour of the facility, constructed in 2009.

“It’s pretty much state of the art in terms of sustainability,” Miller said.

The tour is part of a monthlong series of events hosted by JJC students and staff to recognize sustainability, which ties together environmental concerns with economics and equity.

Maria Anna Rafac, a professor and JJC sustainability coordinator, has said JJC is one of the few community colleges whose governing board has a sustainability policy.

Miller showed visitors several greenhouse rooms inside the facility that had different temperatures and plants growing.

The JJC Greenhouse Facility was designed to use 40 percent less water and be 14 percent more energy efficient than a conventional building, and comes with ebb-and-flow benches that allow plants to absorb water as needed and then collect excess water to store for later use.

“Space is critical. … Every square footage of a greenhouse, you want to maximize,” Miller said.

Miller also gave a tour of the horticulture lab outside the facility, which

“That’s to keep out our four-legged Bambi friends because they would destroy everything in here,” he said.

Miller said everything at the facility is kept as organic as possible, noting compost that comes from dead ash trees.

Students who come to the facility are “very hands on,” he said. They would rather learn by doing.

the concept for it originated from Zales, a JJC botany professor and conservation activist, who became the namesake of the area after he retired in 1999.

The plants have been arranged according to their evolutionary ancestry and taxonomic relationships, with the most primitive on the east end of the arboretum.

One of the trees Miller noted was the ginkgo tree, which he said is becoming more popular in urban areas because of their resilience in harsh conditions compared with other trees.

“It’s a really tough tree,” he said.

Joliet student robotics team to compete in world championship

fsarver@shawmedia.com JOLIET – A Joliet high school student robotics team has advanced to a worldwide competition for the first time.

The Joliet Cyborgs team and their robot, PALADIN, will compete in the FIRST Robotics world championship April 29 in St. Louis.

This is the first time the team from

Joliet Township High School District 204 will compete in the international competition. The first robotics competition the team participated in was in 2011.

“We’re pretty excited about it,” said Carol Collins, District 204 project director.

A GoFundMe fundraiser has been established to help students attend the St. Louis competition.

The team’s robot, PALADIN, was constructed by students in six weeks

earlier this year, Collins said.

The robot is designed to traverse rough terrain and medieval obstacles such as drawbridges and moats, she said. The robot also shoots a rubber boulder.

“It’s medieval in nature,” she said.

This year’s FIRST Robotics world competition has a medieval theme.

The Joliet Cyborgs advanced to the FIRST Robotics finals as members of the No. 2 seed alliance at the Midwest

Regional held April 2.

That alliance included Team 111, Wildstang, Team 2338, Gear It Forward and Team 4242. Because of PALADIN’s skills, the judges award the Joliet Cyborgs the wildcard spot and a chance to compete in the world championship in St. Louis.

“I think the students did an amazing job,” Collins said. “Their dedication is what brought this robot to be the most competitive we ever built.”

Holocaust survivors recount experience for students

Shaw Media correspondent MINOOKA – Ida Kersz opened her bag and pulled out black-and-white photos of her childhood, old news clippings and a video disc that held special milestones in the search for her twin.

The two were just 3 when they were separated in the Jewish ghetto of Sosnowiec, Poland, during World War II. More than 450 students from Minooka Junior High School had a living history lesson Tuesday when Kersz and her twin brother, Adam Paluch, both of Skokie, gave their testimony on how they survived the Holocaust and found each other after five decades.

“This story has been so inspirational and I can’t believe what they both went through. How they met each other later was a miracle and I have learned to never give up hope,” eighth-grader Maura O‘Brien said.

Assistant Principal Adrienne McKerrow said the eighth-grade students used to take a field trip to the Holocaust Museum in Skokie, but no longer go because of cost, so the assembly was a blessing.

“We want to bring history alive for

the students, and this is a big opportunity because there are fewer Holocaust survivors around,” McKerrow said.

Kersz shared her account of Poland during the war. She, Paluch and their older sister lived with their mother while their father fought in the Polish Army, when the Gestapo grabbed the children. Frightened, their mother ran across the street to the second story of a building and jumped to her death.

“Our Aunt Rose snatched us up and took us in. Shortly after that a friend of my aunt and his wife took me in. ...

They were Christian and very loving,” Kersz said.

Life was hard. Kersz’s adoptive father was killed, so she and her mother would sell vodka and cigarettes on trains. They witnessed murders of those who helped Jewish people or Jews who attempted to flee.

Paluch was sent to the Majdanek concentration camp, where he said medical experiments were performed on him until the camp was liberated in July 1944 by the Russian Army. After that, he went to live with a Christian family. But when the family had six more children, he was shunned.

Both siblings were given false birth certificates. Once the pair grew older, Kersz reunited with her Jewish father, and both she and Paluch learned they had families before living with those who raised them.

But the search to find each other was almost impossible.

Almost.

Kersz lived in Israel and then made her way to Skokie, and looked for her siblings.

“I read an interview of a Holocaust child survivor and the picture of the man looked like my grandfather. I knew it was Adam,” Kersz said. “I contacted the reporter and called Adam in Warsaw.”

In 1995, Kersz met Paluch at the airport in Warsaw and “it was like a magnet when I looked at him and he looked at me,” Kersz said. In 2013, Paluch became a U.S. citizen and the two say they are like typical rivaling siblings, even at age 76.

“I want to tell these kids [in America] that they have a beautiful life. They need to keep the peace and learn from the past,” Paluch said.

bstanley@shawmedia.com JOLIET – Seven years after fleeing the state, a Joliet man pleaded guilty Tuesday to charges in a fatal DUI case.

Ramiro A. Alcantar, 42, made a blind plea to Judge Amy Bertani-Tomczak on one count of aggravated driving under the influence and was sentenced to eight years behind bars.

Alcantar could have been sentenced from probation up to 14 years in prison, but Will County assistant state’s attorney Steve Platek asked for a nine-year sentence as part of the deal.

About 2:50 p.m. Aug. 16, 2009, Alcantar was driving a 1996 Dodge van west on Cass Street near Grinton Avenue

Alcantar failed field sobriety tests and was taken to the hospital, where tests showed cocaine in his system and a blood-alcohol level of 0.20; the legal limit is 0.08. After posting $5,000 bail in 2009, Alcantar failed to turn up for his first court appearance the following month and a warrant was issued for his arrest, according to court records.

“We came to court and [learned] he’d fled to Mexico, leaving his own wife and child behind like a coward,” Anselmo Vallejo said.

On Feb. 18, 2015, an intoxicated Alcantar came into a hospital emergency room in Springdale, Arkansas, for treatment and asked to speak with police because he was aware of the warrant, according to police reports.

“I am happy because I have faced the law,” Alcantar told the judge via a Spanish interpreter. “I showed up because I want to.”

Alcantar asked for forgiveness from Vallejo’s family and apologized to his own parents. Defense attorney Daniel Radakovich said Alcantar lost contact with his wife and 20-year-old daughter when he fled to Mexico.

“Mr. Vallejo’s family had the right to have this happen a long, long time ago,” Bertani-Tomczak said as she pronounced the sentence. “You stretched out the turmoil and abused the system.”

According to court filings, Alcantar will be deported from the United States when he is released from prison.

by sheriff’s police Sunday on charges of drug possession and driving under the influence of drugs.

• William Robinett, 58, of the 3600 block of East 117th Street in Chicago, was arrested by state police Sunday on charges of aggravated driving under the influence of alcohol and driving with a suspended license.

Channahon hikes fuel taxes

Shaw Media correspondent CHANNAHON – Channahon village trustees on Monday unanimously approved adding 3 cents per gallon on fuel taxes to gasoline and diesel sold in the village in a move drivers could see at the pump as soon as June.

The increase in the excise tax will result in a total village fuel tax of 9 cents per gallon for diesel and 4 cents per gallon for all other motor fuels.

Village Administrator Tom Durkin said the increases will annually generate new revenue of about $540,000.

Trustees and village staff have been looking for new ways to add revenue and decrease spending in the 2016-17 fiscal year budget.

“There are some new fees and some increases in fines and fees,” Finance Director Heather Wagonblott said. “[The village] must be focused on generating new revenue.”

The village has lost millions of dollars with the elimination last year of Channahon’s rebate sales tax program due to Department of Revenue guidelines. In 2014, the village received a gross $16.3 million from the sales tax rebate program and after rebating the agreed-upon amount to participating companies, kept 15 percent of that, or $2.4 million.

That money was used to pay debt obligations for Village Hall construction and other needs. Wagonblott is proposing using $1.14 million of the remaining money during the next fiscal year. The board is set to consider the budget April 18.

The figure is conservative, she said, but should the full $1.14 million be used, some rebate money will remain,

the amount of which will depend on pending litigation and other variables.

The board also is considering raising fees for water cross-connection inspections. Several older homes in the village use private well water, which is connected to the public water supply. Public Works Director Ed Dolezal said the village contracts plumbing inspections of these pipes each year to ensure there is proper backflow prevention in place – a service for which the village pays $62.50 per residence, but charges residents $35.

A proposal trustees may vote on later this month would increase the annual fee residents pay from $35 to $100.

The cost of any additional inspections needed could also rise, from $20 to $65.

After the meeting, Wagonblott said increasing or introducing other fees and fines is another possibility for helping generate new revenue. Specifics haven’t been discussed officially yet, she said.

Staff is conscientious of spending as well, she added.

“We all work together here to make sure expenses are at a minimum,” she said. “We’re pretty thin as it is.”

Staffing cuts are currently not on the table.

Plainfield police conducting early morning drills at high schools SHAW MEDIA PLAINFIELD – The Plainfield Police Department will conduct early morning lockdown drills in the next several weeks at Plainfield Central, North and East high schools.

The drills are to practice student, staff and parental response to a threat while students are arriving to school, according to a news release from Plainfield School District 202.

A similar drill was conducted earlier this winter at Plainfield South.

The first drill will be held at 6:45 a.m. Thursday at North, according to the release. The drill will affect student drop-off, buses, student driving and parking on campus, and entry into the school.

Central will hold a similar drill at 6:50 a.m. Tuesday and East will hold its drill at 6:55 a.m. April 19.

MINOOKA – Actor Nick Offerman, best known for his role as Ron Swanson on the NBC hit show “Parks and Recreation,” had a good time poking fun at his hometown of Minooka while appearing Monday night on “The Late Show with Stephen Colbert.”

Offerman grew up in Minooka and attended Minooka Community High School. His grandfather is a former Minoo- Nick Offerman ka mayor.

Colbert and Offerman joked about Minooka during the “Community Calendar” segment, which saw Offerman joining the likes of Eminem, who did the same to his hometown of Monroe, Michigan, and Jeff Daniels, who poked fun at Chelsea, Michigan, where he grew up.

Colbert and Offerman bantered back and forth about several upcoming events in Minooka, which they pulled from the Grundy County Chamber of Commerce website. They joked about a laser tag event and a laser comedy show at the Channahon and Minooka Three Rivers libraries, where, incidentally, Offerman’s sister, Lauren Offerman, is

the executive director.

Nick Offerman said obstacles during laser tag would include shelves, stacked books and people trying to read.

Lauren Offerman said her brother let her know Minooka was going to be mentioned on the show.

“We knew it was coming,” she said.

“It was really funny.”

Colbert and Nick Offerman also joked about an upcoming event, “Networking Business Cards.” Colbert reminded people to bring along little scraps of paper to write phone numbers on.

Christina Van Yperen, the chamber’s executive director, said featuring Minooka on “The Late Show” demonstrates how proud Offerman is of Minooka, and added that Minooka is proud of him.

“It’s kind of exciting,” Van Yperen said.

Nothing was off limits for the comedic pair, but it was all in fun. They included the Minooka Police Department and Minooka Fire Protection District in the jokes, along with local restaurant The Shrimp Barn.

Minooka Mayor Pat Brennan also got a shoutout when Offerman commented on Wednesday’s State of the Village address, joking that Brennan will be updating everyone on “the deal with all the lasers at the library.”

Bolingbrook Park District to conduct communitywide survey SHAW MEDIA BOLINGBROOK – Every three years, the Bolingbrook Park District engages an independent firm to conduct a communitywide survey to measure resident awareness, participation, satisfaction and interests.

The Bolingbrook Park District has partnered for this year’s survey with Bolingbrook-based Customer Lifecycle LLC, according to a news release from the district.

“We chose Customer Lifecycle because they take an innovative and unique approach to their survey process,” said Ron Oestreich, executive director of the park district. “In addition, Customer Lifecycle completed the survey in 2010, which will allow for a

Action plans based off the survey will be available online for the public to view in September.

Lottie M. Dodge, a devoted painter and lifelong resident of Joliet, passed away on April 4, 2016, from natural causes.

She was 92. Lottie was born March 10, 1924, to Otto and Mae Schmidt.

She is preceded in death by her husband, Elmer A. Dodge; her sister, Rose Ellis; and her children, Sharon Kubinski, William Dodge and Jeannie Jurvick.

Mrs. Dodge is survived by her daughters, Bobette Dodge (Al Kissell) and Barbara Graham (Robert Graham). Her grandchildren, Michelle Gora, Melissa Gora, John Wolfe; and many more, also numerous great-grandchildren.

Lottie Dodge owned and operated the What Not Shop for over 25 years, a local craft store.

A devoted Chicago Bulls and Chicago Cubs fan, she enjoyed watching all the games.

Jennifer K. (Stempien) Hart, 43, of Riverview, Florida, passed away on April 4, 2016, after a long battle with cancer. She was with her family in her home in Riverview.

Born in Joliet, to Paul and Cathy Stempien, Jennifer earned her B.A. in journalism from

the University of St. Francis. She was an inspiring gymnastics coach for over 20 years and continued doing work she loved as she became a travel agent specializing in Disney vacations in the later years of her life. She was married in 2000 and was a loving mother to two wonderful daughters.

Jenn is survived by her husband, Sam; daughters, Kate and Ally; parents, Paul and Cathy; sister, Lindsey; and brother, Daniel.

Services will be held in Riverview at Serenity Meadows on Friday, April 8, 2016, at 11 a.m.

She was an unassuming farm girl from Southern Illinois who knew that God had given her the gifts to raise a family. Early on she helped to raise her younger siblings, and then started her own family at 19. She lived for nothing more than her husband and children. Each of her children has grown to be strong, unique and successful in their own right, and each represents aspects of her great personality. Ruth set an example for her children and others by using her God-given talents in service to her church and in service to the many organizations she was a part of including CCW, Ladies of Columbus and HCE. Although she suffered from Alzheimer’s, one thought that gives us peace is that in heaven her memory will return perfectly and she will again enjoy the lifetime of happiness that raising a family brought her.

He attended Joliet Township West High School, graduated from University of Iowa and Columbia University. Bruce served Campfire USA, Citizens Utility Board, LaSalle County Democratic Party, Ottawa Lions Club, Youth Service Bureau of Illinois Valley, Illinois Chief Technology Officers, Residents Against a Polluted Environment and LaSalle County Pistol and Rifle Team.

She was the owner/operator of the Shorewood Early Learning Daycare Center since 1990, having started in-home day care in 1986. Previously employed as a waitress at the former Colonial Restaurant and Sheridan Restaurant in downtown Joliet, as well as the New Lenox Family Restaurant. Member of Margaret Street Church of Christ and the Ladies of the Moose, Chapter #84. She enjoyed traveling.

Survived by her daughter, Sharon K. (Thomas) Carrescia; son, Kenneth Wayne Lack; one stepson; Michael Seemann; grandmother of Wyatt, Carla, Blake and Devin Carrescia, Starr and Jenna Lack; three stepgrandsons, Bobby, Mikey and Jeffrey Seemann; dear sister of

James A. (Adelia) Hensley, Thelma Loftis, Louise Hibbs, Beulah (Earl) Davis, Charles (Velma) Hensley, Joyce Law, Jimmy (Norma) Hensley and Bobby (Nancy) Hensley; and aunt of many nieces and nephews.

Deottis was a devoted son, brother, and uncle. 45-ton beam falls on Illinois construction crew, killing 1

DES PLAINES – Federal officials are investigating two companies after a construction worker was killed and three others were injured in Des Plaines.

The accident happened about 3 a.m.

Tuesday when a 40-ton steel bridge beam fell on the workers as they tried to remove it at Interstate 90. Occupational Safety and Health Administration officials said the beam rolled from a pier support while workers cut steel bracing it.

OSHA officials said it has opened an investigation into the deceased worker’s employer, Omega Demolition Corp. of Elgin, and the general contractor, Judlau Contracting Inc. of New York. Neither company immediately responded to calls and emails seeking comment.

Des Plaines fire officials said three workers were treated and released from hospitals. The fourth was pronounced dead at a hospital.

SPRINGFIELD – Gov. Bruce Rauner has created a task force to root out waste, fraud and abuse in taxpayer-funded health care programs.

CHICAGO – The former head of an Illinois agency that oversaw an anti-violence grant program said ex-Gov. Pat Quinn’s staff decided how money was doled out even after the Democrat made reforms to the program already plagued by mismanagement, according to a newspaper report published Tuesday.

Former Illinois Criminal Justice Information Authority Executive Director Jack Cutrone said that instead of following agency rules to use competitive applications, Quinn aides were closely involved with how money was dispersed through the Neighborhood Recovery Initiative, according to the Chicago Tribune.

Pharmacists to dispense heroin overdose antidote

SPRINGFIELD – Trained pharmacists in Illinois soon will be able to dispense the overdose reversal drug naloxone without a prescription.

Regulators announced Monday that a short web-based training program is available to pharmacists who want to help reduce deaths from heroin and painkillers. The change results from a state law passed last year. The legislation allows pharmacists to dispense naloxone kits to people at risk of overdose, their family members and friends, first responders and school nurses.

Naloxone also is known by the brand name Narcan. It can be given by injection or as a nasal spray and does not create a high or have major side effects.

It can reverse potentially fatal overdoses from opioid painkillers and heroin. In 2014, Illinois experienced more than 1,700 deaths from such overdoses.

MILWAUKEE – Republican Ted Cruz stormed to a commanding victory in Wisconsin on Tuesday, denting front-runner Donald Trump’s chances of capturing the GOP nomination before the party’s convention. Democrat Bernie Sanders triumphed over Hillary Clinton but still faces a mathematically difficult path to the White House.

Trump’s defeat capped one of the worst periods of his campaign, a brutal stretch that highlighted his weaknesses with women and raised questions about his policy depth.

While the billionaire businessman still leads the Republican field, Cruz and an array of anti-Trump forces hope Wisconsin signals the start of his decline.

“Tonight is a turning point,” Cruz told cheering supporters at a victory rally. “It is a call from the hardworking people of Wisconsin to America. We have a choice. A real choice.”

Cruz, a Texas senator with a complicated relationship with Republican leaders, also cast his victory as a moment for unity in a party that has been roiled by a contentious primary campaign.

But Trump was unbowed. His campaign put out a biting statement: “Ted Cruz is worse than a puppet – he is a Trojan horse, being used by the party bosses attempting to steal the nomination from Mr. Trump.”

Sanders’s sweeping win in virtually every county in Wisconsin, except Milwaukee,

gives him greater incentive to keep competing against Clinton. But he still trails her in the pledged delegate count and has so far been unable to persuade superdelegates – the party officials who can back any candidate – to drop their allegiance to the former secretary of state and back his campaign.

At a raucous rally in Wyoming, Sanders cast his victory as a sign of mounting momentum for his campaign.

“With our victory tonight is Wisconsin, we have now won 7 out of 8 of the last caucuses and primaries,” he declared.

The results in Wisconsin make it likely both parties’ primaries will continue deep into the spring, draping front-runners Trump and Clinton in uncertainty and preventing both from fully setting their sights on the general election.

With an overwhelming white electorate and liberal pockets of voters, Wisconsin was favorable territory for Sanders. In a sign of Clinton’s low expectations in the Midwestern state, she spent Tuesday night at a fundraiser with top donors in New York City.

Clinton congratulated Sanders on Twitter and thanked her supporters in Wisconsin.

“To all the voters and volunteers who poured your hearts into this campaign: Forward!” she wrote.

Sanders’ win will net him a handful of additional delegates, but he’ll still lag Clinton significantly. With 86 delegates at stake in Wisconsin, Sanders will pick up at least 44 and Clinton will gain at least 28.

Immigrants help make America great SPRINGFIELD – For some politicians, immigrants seem to be the new scapegoats for America’s woes.

When I hear Donald Trump talk about building a fence along the Mexican border or speak of mass deportations of illegal immigrants, I just cringe.

After all, this isn’t ancient China or Cold War East Germany. We don’t build walls along our borders.

And deportation is just a nice word for “ethnic cleansing.”

Twenty years ago, I was a reporter tromping around the still fresh battlefields of the Balkans and saw the terrible toll ethnic cleansing took in that region.

Catholics were uprooted and sent to Croatia. Muslims were shoved into Bosnia and Eastern Orthodox Christians remained rooted in Serbia.

And many died during that war, targets merely because of who their parents or grandparents were.

We live in a nation that is better than that.

At least I’ve always thought we were.

Trump’s plans would uproot 11 million people, shatter families and destroy neighborhoods based solely on where some people happened to be born.

We need to create a path to citizenship for those who are already here

Immigration makes for a stronger United States.

It’s a matter of demographics.

Like most Western societies, the native-born U.S. population is aging.

Folks are retiring from the workforce and no longer contributing to our nation’s economic vitality.

Look no further than Japan or France to see how aging societies become declining ones.

But the United States isn’t in decline.

Immigrants are keeping us great.

Not only do they add to the U.S. population when they come here, but they are more likely to have children.

A recent article in The Atlantic noted that white American women have on average 1.8 children while Mexican-American women have 2.5.

Immigrants are also slightly more likely to become entrepreneurs than native–born people.

So they enter this nation not just

as future employees but as future employers.

Those who “want to make America great again” need to keep this in mind.

I believe in American exceptionalism.

But this nation isn’t made exceptional by the accident of our place of birth. It is exceptional because of the democratic values we hold dear and our willingness to absorb the ideas and people of many different cultures.

Our first national motto after all was “E pluribus unum” – out of many one.

That is what has made us great and will keep us great.

After seeking in court to compel Apple’s help in unlocking the phone, the FBI has pulled back, saying it found a way to obtain the data without Apple’s assistance. But the larger conflict over encryption of data and its impact on privacy and security is not yet sorted out and must not be neglected.

On one side, law enforcement authorities in the United States express a valid worry about the prospect of “going dark” – that manufacturers are building products that encrypt data, either on a network or on the device, in ways that are accessible only to a user, and thus off-limits to law en-

forcement even with a court-approved warrant. They fear that this could provide a digital safe haven to criminals and terrorists.

On the other side, Apple Chief Executive Tim Cook insists that any concession to government intrusion will weaken encryption for all users, at great risk to security and privacy.

Mr. Cook sees encrypted data as a safeguard for the 99 percent of law-abiding users against proliferating cybersecurity threats. Many consumers are demanding protection, especially after the Edward Snowden disclosures of government surveillance. Tech companies also argue they’ll be better able to protect free speech for billions of people in unfree societies such as China and Russia if they do not bow to

U.S. government demands.

In the confrontation over the San Bernardino, California, shooter’s phone, neither side gave ground from these positions. The conflict escalated rapidly without revealing any serious wiggle room. It was not a promising environment in which to make policy.

Apple did suggest during the debate, without endorsing any specific legislation, that perhaps Congress should take up the issue. The company also expressed some openness to the establishment of a national commission of experts to determine whether the twin imperatives of privacy and security can both be met.

Some encryption enthusiasts insist this is a fool’s errand, that any “backdoor” vulnerability handed to

government will eventually get into the wild and ruin encryption for all.

Perhaps, but if this argument is true, there should be no harm in having it scrubbed and examined by a national commission of the best and brightest minds. Ditto the argument put forward by some in the tech community that law enforcement has many other ways to obtain information these days and is crying wolf when it complains about “going dark.” Finally, a commission might offer Congress suggestions to update federal laws governing communications that date from the analog age.

The FBI’s withdrawal from the court challenge offers a respite that should not be wasted.

TIGERS WIN TO OPEN SPC PLAY

cherron@shawmedia.com PLAINFIELD – As the baseball teams from Plainfield North and Minooka kicked off Southwest Prairie Conference play on Tuesday, it was safe to say that both squads were focused on finding a way to win and weren’t worried about picking up any style points.

The cold and wet conditions made good performances problematic, and both squads’ limited games thus far didn’t help matters.

In the first of three meetings between two of the favorites in the league, the Tigers were able to execute better than the Indians and that helped them capture a 7-2 home victory.

North (5-1, 1-0) moved in front for good with a three-run second and then after Minooka (3-4, 0-1) closed to within 3-2 in the top of the sixth inning, the hosts ended the drama by scoring four times in the bottom half of that frame.

“What a terrible day for both teams to try to pitch and hit,” Tigers coach John Darlington said. “The wind was blowing and it was cold and raining

The pitchers were just trying to survive and when the other guys came in, it didn’t get any better. But it’s early in the year and only our sixth game and they haven’t played many, either, so we’re both in the same boat.

“We put some balls in play early and that got us rolling and gave us a little breathing room. I think that our pitchers have pitched well so far. Our kid today (Josh Garner) threw the ball well.

He threw strikes for the most part until the very end, when he couldn’t feel his hand, which changed how he was pitch-

ing. We have not hit the ball as well as I thought we would, but part of that is because we’ve seen really good pitching. We seem to find a different guy every night that’s putting the ball in play.

While the Tigers owned a 9-4 advantage in hits, the Indians had plenty of opportunities, starting in the first when an errant pickoff throw moved a runner to third with one out, but he stayed there. Minooka loaded the bases in each of the final three innings but was unable to collect more than two runs.

“The weather was bad, but we didn’t play well, either,” Minooka coach Jeff Petrovic said. We had a couple of chances defensively to get ourselves out of innings and we didn’t do that and they took advantage of our mistakes and we really didn’t take advantage of the things that they gave us. We’re struggling defensively and a couple of walks came back to haunt us. But they’re a good program and they’re going to capitalize on mistakes.

But in the bottom of that inning, Manikas walked Jackson Stulas and Pych, and Madej’s bunt single filled the bases. Dvorak singled in one. Howard relieved and Waznis delivered the game-tying double.

“We jumped on him (Manikas) early, but then he was able to get that slider over and was getting ahead of us with it,” Waznis said.

Howard struck out the final two hitters to escape further damage in the fifth, but fell victim to some unfortunate luck in the sixth. Providence scored its final two runs in a rally set up by a passed ball and wild pitch on successive strikeouts, an er-

ror and a walk.

“Howard had some tough luck on a couple strikeouts that got away from the catcher,” Voss said. “Those are things we have to get cleaned up. This is a process for us and through the season we will close more gaps.”

“We’re getting better,” said Simonich, who drove a 3-2 fastball out of the park in the first inning for his first homer of the season. We’re building more and more every day. We just have to pull everything together.”

“That wasn’t the prettiest game, but we’ll take it,” Providence coach Mark Smith said. “We were fortunate in the sixth inning, but we took advantage, too. I don’t think either team played their best, but we expect more out of our seniors.”

Smith had a talk with his troops midway through the fifth inning.

“I think that woke them up,” he said. “They needed a jump-start.

Those last three innings was the first time this year that they played with the desire we expect of them.”

“We just had to battle out there,” Garner said. “I was just trying to throw strikes so my teammates didn’t have to stay out there too long. We did a job to jump out in front and that really helped us. I think that we have a good group of guys and they’re really resilient. We get along very well and they really want to win so they put the work in. We have a lot of talent so we just have to keep working hard and just do our jobs.”

NEW LENOX – Matt Waznis felt he could not let his teammates down.

That’s the way it has been throughout this young baseball season.

The Providence Catholic senior left fielder and a left-handed hitter greeted lefty reliever Jack Howard with a two-run double down the right field line to tie Joliet Catholic, 6-6, in the fifth inning of Tuesday’s nonconference rivalry renewal at Tom Dedin Field.

The double followed Jackson Dvorak’s run-scoring single and capped a three-run uprising. The Celtics scored two more without the benefit of a hit in the bottom of the sixth inning and walked away with an 8-6 victory.

“I got an inside fastball there on the double,” said Waznis, who also had a sacrifice fly and has driven in 10 runs in the last three games. “My teammates did their job getting on

base. I’m in an RBI spot in the lineup.

My job is to get the runners in.”

Providence (5-1) did plenty of that in the first inning against JCA senior right-hander George Manikas. After KC Simonich’s solo home run off freshman Bryce Barnett staked the Hilltoppers (4-4) to a 1-0 lead in the top of the inning, Providence went up 3-1 on singles by Zach Pych, Mike Madej and Dvorak, Waznis’ sacrifice fly and Jim Jeffries’ RBI double.

From that point until he recorded the first out in the fifth, Manikas ruled. He retired 11 of the next 12 hitters, the only runner in that span a walk to Madej, who had two hits and was on base four times.

“George pitched great against a good lineup,” JCA coach Jared Voss said. “He got the first out in that fifth inning and then the top of their order rolled over. But you have to remember, this is only his third career varsity start.”

Godfrey exits LSU, commits to Arizona St. VIEWS Dick Goss Jake Godfrey is a pitcher on the move.

The sophomore right-hander and Providence Catholic graduate, who went 7-1 with a 4.61 ERA in 542/3 innings for LSU last spring as a freshman, informed the Tigers’ coaching staff last December that he was transferring at the end of the semester to a junior college – Northwest Florida State. He also has committed to Arizona State for the 2017 season.

At Northwest Florida State, he has appeared in seven games, starting one, and is 4-2 with a 1.64 ERA. In 33 innings, he has allowed 19 hits and 14 walks while striking out 23. Last summer, he pitched well in the prestigious Cape Cod League.

Godfrey, who originally committed to Notre Dame while in high school before winding up at LSU, has a fastball than can hit 94 mph. He was drafted by the Atlanta Braves in the 21st round out of high school but opted to go to school instead. Now that he is at a junior college, he becomes draft eligible again this year.

His ongoing saga leads us into a review of how recent area standouts are faring this spring on the NCAA Division I level.

UConn’s big three of Stewart, Jefferson and Morgan Tuck – who have helped the Huskies to an NCAA record 151 wins over their four years – combined for 26 of the 28 points in the period.

Tuck, a Bolingbrook graduate, added 19 points in her senior finale.

They also handled the Orange’s press with precision passing that led to easy layups. The Huskies were up 50-23 at the half and extended the lead to 33

early in third quarter before Syracuse scored 16 straight points to get within 60-43 with 2:02 left in the period that brought the Orange fans to their feet.

Consecutive layups by Napheesa Collier restored the 20-plus point lead and UConn cruised from there.

Stewart, Tuck and Jefferson left the game for good with 1:46 left. They shared an embrace together before hugging Auriemma. The trio then went down the bench hugging every member of the team.

With the victory, UConn continues its perfect run in NCAA championship games. Auriemma has never lost in 11 title appearances. While the names may

change, the results are always the same: UConn still is there holding that trophy in the end. This one gave the Hall of Fame coach a sixth undefeated season.

To win her fourth championship, Stewart had to beat her hometown team. Fourth-seeded Syracuse (30-8) had the best season in school history, advancing to its first NCAA championship game. They hadn’t made it out of the first weekend of the tournament until this year.

These two teams hadn’t played since the Orange left the Big East for the ACC after the 2013 season. Syracuse has now lost 24 straight against UConn, a skid that dates to 1996.

Classes off, party on: a Philly bash for champion Villanova

“Just for the hell of it, let’s do it,” he exhorted to nearly 2,000 fans.

“When I say, Nova, you say, ‘Nation!’ ” “Nova!”

“Nation!” they screamed back at the head coach.

The Wildcats gave their fans plenty of reason to go wild through March Madness – and more fun is ahead.

The national champions were welcomed back Tuesday at the airport with a police escort that swept rush

hour cars off the interstate and dispatched them to Villanova’s football stadium for a rally.

This was just a celebratory appetizer.

There’s a bigger bash ahead.

Villanova will get a championship parade Friday.

Kris Jenkins’ 3-pointer in the final seconds gave Villanova its second national title, following the stunner over Georgetown in 1985.

“I watched it quite a few times and every time it’s just like, wow, I can’t believe I was that open,” Jenkins said of his shot at the rally. “Then I can’t believe I made the shot. It’s crazy.”

Villanova had lost three times in the first weekend as a No. 1 or 2 seed since a Final Four run in 2009. Even the die-

hards had little faith that the Big East champions could pull off a run all the way to the first weekend in April.

ESPN said Villanova was picked to win it all in only 2.56 percent of its NCAA brackets and that more users selected No. 16 Hampton to advance out of the first round than selected Villanova to win it all.

Philly fans can rejoice that Jenkins, Ryan Arcidiacono, Daniel Ochefu, Josh Hart and Jalen Brunson all accomplished what Donovan McNabb, Allen Iverson and Eric Lindros never could – bring home a championship.

The football scoreboard said it all: Villanova 77, Visitor 74.

Wright could have a future as a carnival barker if wants to retire from coaching.

“We’ve got a lot of heart! Josh Hart!” he said, introducing Hart to the crowd.

“Has everybody caught on to the nickname Big Smooth? We like that nickname? I love saying, Big Smoooooth,” Wright said.

Big Smooth is, of course, Jenkins who hit the Big Shot in the championship game.

Jenkins’ winner came on a play Villanova works on every day in practice: Jenkins inbounds to Arcidiacono, who works the ball up court. Ochefu sets a pick near halfcourt to clutter things up. Then Arcidiacono creates.

This time, the senior point guard made an underhanded flip to Jenkins, who spotted up a pace or two behind the arc and swished it with Carolina’s Isaiah Hicks running at him.

INDIANAPOLIS – Breanna Stewart and UConn stand alone. Geno Auriemma, too, after another flawless season by the dominating Huskies.

UConn won an unprecedented fourth straight national championship Tuesday night, capping another perfect season by routing Syracuse, 82-51.

Until now, only the UCLA men’s team had won four in a row in Division I, rolling to seven consecutive championships under John Wooden from 1967 to 1973. With Tuesday’s victory, Auriemma passed the Wizard of Westwood with his 11th national title.

Stewart said when she came to campus four years ago that she wanted to win four titles. She delivered on that promise by scoring 24 points and grabbing 10 rebounds in her final college game.

The Huskies (38-0) have been nearly unbeatable since Stewart arrived.

They lost four games her freshman year and only one since. The win over Syracuse was the 75th straight for UConn – all by double figures. Stewart and her fellow seniors went 24-0 in NCAA tourney games, too.

The three-time AP Player of the Year has said it is up to others to decide her place in women’s college basketball lore. There is no denying she is the most accomplished player ever, winning more titles than fellow UConn greats Diana Taurasi and Maya Moore, who watched from the stands at Bankers Life Fieldhouse.

Like the other great UConn teams, this version had a killer instinct. The Huskies scored the first nine points of

The Associated Press MEMPHIS, Tenn. – Zach Randolph had 27 points and 10 rebounds, Vince Carter added 17 points and the Memphis Grizzlies snapped a six-game losing streak with a 108-92 victory over the Bulls on Tuesday night.

Memphis used a strong defense missing in recent games to turn back the Bulls, who had won three of four.

The Bulls never got the deficit under double digits in the fourth quarter

of a loss that damaged its playoff hopes.

Matt Barnes scored 16 points for Memphis, and Jordan Farmar had 15.

Nikola Mirotic led the Bulls with 20 points, going 6 of 9 from 3-point range. Pau Gasol had 17 points and 10 rebounds.

Derrick Rose had 12 points and eight assists, while Bobby Portis also finished with 12 points.

The Bulls remained two games behind the Detroit Pistons for the final playoff spot in the Eastern Conference.

Anisimov was driven into the boards near the Hawks’ bench midway through the second, leading to a board-

ing penalty and game misconduct call on Vermette. Anisimov, a key part of the Hawks’ high-scoring second line, looked woozy as he left the ice and headed to the locker room.

After Vermette and Anisimov left for the night, van Riemsdyk blasted a slap shot by Louis Domingue to make it 4-0 at 12:17. Then Ladd got a pass from Patrick Kane and stuffed it home from the front of the net for the Hawks’ third power-play goal of the period.

Study: Top 2 diets also most effective

CHICAGO – Trying to slim down? Weight Watchers and Jenny Craig scored the best marks for effectiveness in a review of research on commercial diet programs, but many other plans just haven’t been studied enough to evaluate longterm results.

The two plans are among the most popular and had the best evidence dieters could lose meaningful amounts of weight and keep it off for at least a year, the review authors said.

Pooling results from several studies, the researchers found Weight Watchers dieters lost an average of at least 8 pounds and kept it off for at least 12 months versus about 15 pounds for those using the Jenny Craig plan.

Most participants remained overweight, with weight loss of

between 3 percent and 5 percent of their initial weight – but that’s a range doctors typically recommend to achieve healthful benefits including lower blood pressure and cholesterol levels.

“It’s a really important first step to reach,” even if it doesn’t meet patients’ expectations, said study author Dr. Kimberly Gudzune, an internist and researcher at Johns Hopkins University’s medical school.

The study was published Monday in Annals of Internal Medicine.

The research review included 39 rigorous studies involving 11 popular diet programs that include support or counseling services and involve fees for products or services. Most studies compared the programs with standard diet information or behavioral counseling patients get from health care providers; long-term results for Weight Watchers and Jenny

Craig were mostly better than the comparisons.

The researchers didn’t attempt to make head-to-head comparisons of different diet plans. They note the Affordable Care Act makes obesity screening and counseling more accessible to many Americans, and that with two-thirds of U.S. adults overweight or obese, it’s important for doctors to know which diet plans work.

Diet companies had no role in the research, Gudzune said.

Weight Watchers and Jenny Craig include behavioral counseling, coaching or social support – important for long-term weight-loss success, according to an Annals editorial.

Weight Watchers costs about $43 monthly, which includes costs for attending online or in-person support groups or coaching sessions. Participants can buy the company’s low-calorie products or

buy their own food, but each item is assigned points and dieters aim not to exceed a daily point limit.

Jenny Craig provides pre-made meals and costs about $600 monthly.

Michele Rouse, an administrative coordinator at Johns Hopkins’ medical school who used to work for Gudzune, said she has lost 7 pounds since starting on Weight Watchers a month ago and already has seen a drop in her elevated blood pressure. Rouse said she didn’t know much about the new study and picked Weight Watchers because she’d had success with it years ago.

It’s too soon to tell whether the program will help her reach her 70-pound weight loss goal, but Rouse said it’s a sensible plan that’s more like a lifestyle change than a harsh diet.

“You’re not starving yourself,” said Rouse, 49.

It’s very unusual for a person to develop DVT in both legs at the same time. So the signs of DVT are particularly important to bring to your doctor’s attention when they’re just in one leg.

Treating a DVT typically includes injections of an anti-clotting drug such as heparin, followed by additional anti-clotting drugs taken by mouth. People with less serious cases might need only anti-clotting pills. More serious cases might require powerful clot-dissolving medications given intravenously in a hospital.

If you ever have had a blood clot before, you may well be at increased risk for getting another one. So all of the advice I’ve given above goes double for you.

Very early in my medical training, I saw several patients die from blood clots in the legs that traveled to the lungs. One of them had been on a long airplane ride the day before. I don’t know if he had taken any precautions – he couldn’t tell me.

It made me decide if there were any simple things I could do to protect myself from a similar fate, I would do them. I have, and you should too.

Dear Dr. K: A friend of mine recently developed a blood clot in his leg after a long flight. I travel a lot for work, so this has me worried. Is there any way to prevent this type of thing?

Dear Reader: A blood clot that forms deep inside a leg vein, known as deepvein thrombosis (DVT), can cause pain, swelling and redness in the affected limb.

But the real threat happens if the clot breaks off and travels to the lungs.

Known as a pulmonary embolism, this can lead to sudden death. (I’ve put an illustration of this process on my website, www.askdoctork.com.)

Clots tend to form in blood when the blood is not moving much. They form in still ponds, but not in babbling brooks.

Ordinarily, as you walk around, your leg muscles squeeze your veins and keep blood in the leg veins flowing back to the heart. If you are inactive for many hours, blood flow in the veins of your legs may slow so much clots form.

If you have to sit for several hours at a time on a plane or train, the following tips may help prevent DVT: • Get up and walk around every hour.

I do this religiously every time I fly or travel by train. I always get an aisle seat so I don’t disturb my seatmates.

• While sitting, flex and extend your ankles and knees every once in a while.

• Avoid crossing your legs. That pinches off even more of the flow of blood in your leg veins.

• Change positions often while seated.

• Stay well hydrated by drinking plenty of water.

I am a single father of teenage boys. I always have played an active role in my children’s lives, physically, emotionally and financially. My older son lives with me; my younger sons live with their mother.

I am bisexual and always have been attracted to both men and women. It took me a long time to admit it to myself. I suffered from depression for many years as I struggled with my sexual identity. Unfortunately, I was diagnosed with HIV. Since then, I have been on medication and live a very healthy lifestyle.

None of my children knows about my sexuality or my diagnosis. I have wanted to tell them for a while now, but I never can bring myself to do it. I’m afraid if I tell them, they’ll be ashamed of me and it will add unnecessary stress in their lives. On the other hand, I’m tired of keeping secrets. Furthermore, I worry about the possibility they could find out from someone else.

All four of us will be together for an event in a couple of months. I feel this could be a good opportunity to tell them. Or should I tell them on their own, individually? Am I selfish for wanting to tell my children? Yesterday, when declarer ran the heart 10, West won with his queen and persevered with spades. South won in the dummy and took three rounds of diamonds to shed dummy’s last spade. Then the contract made.

West missed a great opportunity to offer declarer a noose. He should have won the first heart trick with his ace! Then, when he led a second spade, South might have thought it couldn’t hurt to draw trumps with another finesse through East’s apparent queen. But West would have produced that queen out of his back pocket and cashed the spade 10 and club ace to defeat the contract.
