JOLIET – A Joliet woman testified Monday that she fatally stabbed her roommate while alleging the victim attacked her with a baseball bat.

Kadiedra S. Speed, 22, took the stand in her bench trial on murder charges for the Aug. 31, 2014, death of Sharleatha Kadiedra M. Green.

S. Speed Green, 34, her boyfriend, Deondre Brefford, Speed and her boyfriend, Marcus Molden, were all living in the small basement apartment in the 200 block of North Eastern Avenue for about a month before the confrontation, and three other women were visiting at the time, Speed said.

“No,” Speed answered. “It was not in my heart or mind to do anything like that.”

Under cross-examination from Will County Assistant State’s Attorney Derek Ewanic, Speed acknowledged differences between her testimony and a recorded interview with Joliet Police Detective Carlos Matlock hours after the stabbing.

“You stabbed her one time in the chest near the heart ... coming down with the knife,” Ewanic noted.

“I was trying to defend myself,” Speed said.

Ewanic also asked Speed about another argument the day before the stabbing that centered on Green and Molden’s relationship.

Speed said that was an argument between Green and Brefford that she was present for but tried to stay out of.

Plainfield residents invited to discuss strategic plan

PLAINFIELD – Plainfield residents are invited to three meetings to weigh in on priorities as the village updates its fiveyear strategic plan.

The first two meetings – scheduled for 6 p.m. Wednesday at the village’s Public Works Department at 14400 S. Coil Plus Drive in Plainfield and 8 a.m. Friday at Plainfield Village Hall – will serve as informal discussions.

A more formal community forum will be held at 7 p.m. May 4 in the cafeteria at Plainfield Central High School, 24120 Fort Beggs Drive in Plainfield.

About 50 residents showed up for the community forum last year, Village President Michael Collins said. He hopes for a similar turnout this year. The Michigan-based consultant Lewis Bender coordinates the meetings.

“Residents can bring up anything they want, and we’ll have staff there to answer questions,” Collins said. “You never know what the public is going to ask.”

The five-year strategic plan was adopted by the village in 2013 and includes four major areas of development: transportation and community connections, business and retail development, community life and identity, and village infrastructure.

Speed, a graduate of Bolingbrook High School, had been working at Milano Bakery when Molden came in to say they needed to return to the apartment before their stuff was tossed out on the lawn, she testified. Speed found the locks were changed and no one answered her knocks on the door, so she broke open the window to her bedroom and got inside.

Speed told Will County Assistant Public Defender Jaya Varghese that Green threatened her when she went to get her hair-styling equipment from a living room closet and she reached for the pocketknife she carried in her purse.

“She charged and swung the bat and missed. I tried ... punching her and missed, then [Brefford] grabbed my waist ... I was elbowing him and she was hitting my arm with the bat,” Speed said.

Under the plan, the 143rd Street extension would provide a connection from Route 126 to Route 59, resulting in easier access to Interstate 55, and relieve congestion in the village’s downtown streets.

Road improvements also are key with three state routes in the village’s jurisdiction.

The Illinois Department of Transportation has approved street lighting design plans along Lockport Street in hopes of slowing drivers down a bit, Collins said.

“Lockport Street is one where they try to get out of town faster than they should,” Collins said.

Economic development

Bringing in more industry and commercial businesses continues to be a priority, Collins said.

Village officials continue to explore the creation of a tax increment finance district for Route 30. Staff continues to work with property owners in the proposed district regarding annexation agreements, according to a March staff report.

As part for the five-year strategic plan, a pedestrian bridge in Riverview Park will be constructed this summer, serving as a connection between Village Hall, the DuPage River Trail and the downtown area, Collins said.

In between bites of burgers, pizza and wings at Heroes West Sports Grill in Joliet, more than a dozen kids from the youth center spent their Monday night signing autographs for fans.

They were celebrating the nonprofit’s launch of a new book – “Veggie Casserole: Kids Cook the Darndest Things!”–inspired by the creation of the children’s urban garden.

bokon@shawmedia.com JOLIET – A first step in a future reopening of Chicago Street could be taken Tuesday.

The Joliet City Council is slated to vote on the hiring of an engineering consultant to help the city prepare for the future connection of Chicago Street through property that is now a parking lot.

The connection of Chicago Street has been talked about for years as a key element in plans to revitalize the downtown area. The main thoroughfare into downtown is now cut off, which diverts traffic entering from Interstate 80.

On Tuesday, the council will consider a $150,000 contract with TranSystems, a national company with offices in Chicago, for Phase 1 engineering services.

The potential connection would go through what is now a parking lot owned by Will County. Joliet officials are still negotiating a transaction that would give the city control over the land next to the county courthouse.

But City Manager Jim Hock said a deal will be done by the time the project is ready for construction. That could be more than a year away.

Hock noted there will be three phases of engineering to be completed before road work can begin.

The Illinois Department of Transportation will be involved because Chicago Street south of the courthouse is Illinois Route 53. And north of the courthouse, Chicago Street intersects with Jefferson Street, which is U.S. Route 30 at that

point and also controlled by the state.

Public Works Director James Trizna said the project will involve reconstruction of two Chicago Street intersections that the state will have to approve: Jefferson Street and Washington Street.

Planning and engineering for the project is likely to take at least a year, Trizna said.

Trizna described the project to the City Council Public Service Committee, which met Monday before the council

meeting.

He said construction would likely go beyond connecting Chicago Street.

“We’re realistically probably going to reconstruct Chicago Street about a block north of Jefferson,” Trizna told the committee. “We have to start preparing for the future.”

A downtown plan developed by the Camiros consulting firm for Joliet last year calls for Chicago Street to be widened to allow for more street-side parking. The plan also suggests bicycle paths and other amenities aimed at bringing more activity to the street.

Kansas City-based TranSystems was one of four companies invited to submit qualifications for engineering services.

Trizna said staff believed TranSystems “had the best understanding of the project.”

Joliet officials suggest third-party management at Rialto

bokon@shawmedia.com JOLIET – City officials say they have been talking with entertainment companies that could provide an alternative management system for the Rialto Square Theatre.

But the Rialto governing board would have to buy into the idea. So far, there is no sign they are interested, Mayor Bob O’Dekirk said Monday at a City Council meeting.

O’Dekirk brought up the option during a discussion about the future of the theater, which is facing financial hard times while seeking a new general manager.

“Myself and the city manager have spoken with a third-party entity that I think would solve all the problems at the Rialto,” O’Dekirk said.

He also said Rialto board Chair-

man Dan Vera “did not want to go in that direction.”

“In all fairness, we kind of sprung it on him, and it kind of came out of left field,” O’Dekirk added, saying he would discuss the matter with Vera again.

The mayor, when asked later, said the city approached the potential third-party operator about the prospects of the Rialto.

But outside companies apparently are showing interest.

Councilman John Gerl said after the meeting that he was approached by an entertainment company making a pitch to run the Rialto. Neither Gerl or the mayor would say with whom they had spoken.

“I think it’s something we need to consider,” Gerl said. “I think everything’s an option.”

But Vera last week said he had been hearing from people in the entertainment business interested in becoming the next general manager at the Rialto. The Rialto board on April 6 approved a separation agreement with former General Manager Randy Green, whose departure was sparked by the discovery that the theater had run $120,000 behind on paying its payroll taxes.

The Rialto has paid off the taxes with money provided from the city’s annual $600,000 stipend for the theater. The city also has been guaranteeing performers’ fees with the money.

But City Manager Jim Hock told the council Monday that only $20,000 of the annual stipend will be left after the city pays for the Vince Gill show on May 5.

“At that time, I’m going to have to tell the booking agents for the performers that the city will not be guaranteeing any more acts,” Hock said.

“The Rialto will be on their own.”

The Rialto does have other sources of income, including rentals for weddings that are a source of revenue in the spring and summer. The theater also has talked with promoters about putting ticket sales in escrow to guarantee performers’ money.

Estes Express Lines eyes Joliet trucking terminal

bokon@shawmedia.com JOLIET – Virginia-based trucking company Estes Express Lines wants to build a terminal on land that would be annexed to Joliet.

The 38-acre site is on the northeast corner of Laraway Road and U.S. Route 52, across from the Will County Sheriff’s facility.

Estes’ corporate clients include Amazon.com, said James Haller, Joliet’s director of community and economic development. Amazon.com opened a fulfillment center in Joliet in October and recently added 500 jobs to expand the staff there to 1,500.

But Haller said Estes representatives have indicated the proposed Joliet terminal is not being built because of the nearby Amazon.com operation.

“They said no, it’s the general business in the area,” Haller said.

The Amazon.com fulfillment center is located in the Laraway Crossings Business Park, which is at Laraway Road and Route 53 and less than 3 miles west of the proposed Estes site.

das for both the Zoning Board of Appeals and Plan Commission but likely is to be tabled.

Joliet attorney Michael Hansen, who represents Estes, said he has asked that the Estes proposal be tabled until the June 16 meetings.

The Plan Commission would hear a petition to annex the land to Joliet with an I-1 light industrial zoning designation. The zoning board would consider a special use permit for the project.

The site is difficult to develop because of high-tension wires that cross over it and pipelines that run underneath, Haller said.

bstanley@shawmedia.com JOLIET – Three people are expected to survive after being wounded Saturday night and early Sunday in what police are calling unrelated shootings in Joliet.

The first incident occurred about 9:30 p.m. Saturday as a 20-year-old man was walking in the 800 block of Robin Lane, Deputy Chief Al Roechner said. The victim told officers two men approached on foot and fired two shots at him – striking him once in the lower back.

The victim was taken to Silver Cross Hospital in New Lenox. He was unable to describe his attackers, Roechner said.

At 11:17 p.m. a 21-year-old man was shot in the 100 block of North Chicago Street.

“He’d gone to The Tree on Cass Street to attend a party, but the bouncer wouldn’t allow him in because he was wearing a baseball cap,” Roechner said. “The man went to put the hat back in his car when he was shot multiple times by an unknown suspect.”

The victim was struck in the left wrist, lower torso and legs. He was airlifted to Loyola Medical Center in Maywood in serious condition, but is expected to survive, according to police reports.

About 12:30 a.m. Sunday, a 16-yearold boy was walking near Briggs Street and Copperfield Avenue when the occupants of a gray vehicle fired several shots at him. One bullet passed through the victim’s foot, Roechner said.

Roechner said Monday that there are no known connections among the three shootings.

JOLIET – A man judged to be insane when he killed his daughter 20 years ago will be released from an asylum to a group home, a judge ruled Monday.

John Blank, 51, will leave Elgin Mental Health Center to reside at a rehabilitation home in Rockford, Judge Sarah Jones said.

Blank’s psychiatrist, Dr. Shaheen Hossain, testified last year that the move would be the next logical step in Blank’s treatment. Dr. Syed Ali, who examined Blank for the Will County State’s Attorney’s Office, concurred he “does not pose a threat of imminent harm to himself or others,” according to a report Jones read in court.

In July 1996, Blank was alone with his 3-year-old daughter, Cari, when he cut her throat at their Bolingbrook home. His wife returned to find him covered in blood and pleading for forgiveness. Blank had been prescribed anti-psychotic medication and believed demons were after his daughter, and that his house and lawn had been bugged.

Originally found “guilty but mentally ill,” an appellate court later ruled Blank was not guilty by reason of insanity. He was committed to the custody of the Department of Health and Human Services, but must be released by 2026.

Blank has been a patient at Elgin Mental Health Center since 2000. For the past seven years, he has received passes to leave the grounds for supervised patient outings, and in 2011 he was granted passes for unsupervised activities within the facility. According to Hossain, he has never violated his pass privileges and has always been compliant with his medication.

“The court cannot deny this petition [for Blank’s release] merely based on the heinous nature of this crime,” Jones said.

The group home has eight men living in the two-story house in a residential neighborhood, including others who have been found not guilty of murder by reason of insanity. There are alarms on the doors, access to medication is controlled and the house is staffed around the clock, according to a staff member’s testimony.

Romeoville police officer saves 2 from fire

fsarver@shawmedia.com ROMEOVILLE – A Romeoville police officer saved two people from a fire Sunday that left a residence uninhabitable.

At 10:19 a.m., Romeoville Police Officer Jeff Gifford saw a large cloud of smoke outside the village’s jurisdictional boundary. The smoke was coming from a home on the 21000 block of West Covington Drive that was on fire, according to a news release.

After Gifford unsuccessfully tried to make contact at the front door, he located an unlocked door

and went inside, where he found two people who had been sleeping.

He was able to assist them out of the house safely.

The fire was eventually extinguished by Lockport Township Fire Department, who arrived on the scene at 10:24 a.m., said Frank Blaskey, Lockport Township Fire deputy chief.

Blaskey said firefighters were on the scene for a little more than one hour and investigators determined the cause was discarded ashes from a fire pit.

The residence is uninhabitable, sustaining damage estimated between $50,000 to $60,000, he said.

Student club visits national lab to learn STEM careers for women

fsarver@shawmedia.com JOLIET – Students with Fearless Females Z Club recently visited Argonne National Laboratory to learn about science careers for women, according to a news release.

The club from Joliet Central High School went last week to the laboratory in Lemont to attend the Science Careers in Search of Women conference.

The conference is meant to expose students to a variety of careers in science, engineering and women who work in those professions. Women continue to be under-represented in science and technology, according to Argonne National Laboratory.

“The Science Careers in Search of Women Conference was conceived to reach out and engage high school women and encourage them to consider careers in science and technology,” the laboratory’s website stated.

Juniors Julie Nettles, Mistika Jimenez and Jazmyn Zepeda, as well

as sophomores Lissett Diaz and Sofia Santamaria, attended the conference with teachers Ashley Samsa and Eric Jern, according to a District 204 news release.

Jimenez learned about MIRA, the fifth-fastest supercomputer in the world, which can calculate a quadrillion equations per second. She also constructed a toy car programmed to navigate through a maze while staying within the lines.

“The trip was a great way for girls interested in [science, technology, engineering, mathematics] careers to meet other women who are actually in those STEM fields doing really important, diverse and interesting work,” Samsa said in a news release.

The students took tours of labs, lunched with scientists, visited career booths, listened to panel discussions and viewed presentations. They also were divided into groups based on their interests and interacted mainly with women scientists who talked about their career paths.

“We’re not going to count on [Rauner’s plan] until they vote on it,” said Joan Holm, Joliet Public Schools District 86 financial services director.

Todd Wernet, Lockport High School District 205 superintendent, said that at least state leaders – Rauner, House Speaker Michael Madigan and Senate President John Cullerton – are each focused on improving state funding for schools.

“How to get there is obviously in the details,” he said.

Rauner’s plan is not the only one that has been pitched to resolve the state’s school funding formula, which has been found by the Education Law Center of New Jersey and Rutgers University to be the second-most regressive in the nation.

State Sen. Andy Manar, D-Bunker Hill, has filed Senate Bill 1, which would replace the state’s General State Aid formula with a need-based system.

JOLIET – Gov. Bruce Rauner unveiled an education spending plan this week that would boost state funding by $120 million next fiscal year, but not all school districts would benefit.

The Illinois State Board of Education has released figures to show how much aid each district would receive under Rauner’s plan, which would fully fund education for the first time in seven years instead of prorating it, as has been the recent practice.

“By fully funding education and ending proration, we’re putting more money into the classrooms to educate our young scholars,” Tony Smith, state education superintendent, stated in a news release.

However, many districts would lose state money under the plan, including cash-strapped Lincoln-Way High School District 210, which would lose $631,210 for fiscal 2017.

“I wouldn’t be in favor of any plans where we lose money,” said Scott Tingley, the district’s superintendent.

Districts that would lose money under the plan have decreased enrollment, fewer students living in poverty and increased local property wealth, according to state education officials.

In the case of Lincoln-Way, the district has a declining enrollment and less than 10 percent of its students are low income, but when it comes to local property wealth, Tingley said, it depends on how that is defined.

He said Lincoln-Way doesn’t have a large industrial base and districts that do have access to more revenue.

Under Rauner’s plan, districts in Joliet, Plainfield and Lockport would benefit.

In Grundy County, some districts in Coal City, Morris and Minooka would benefit as well. Districts in the county that would be negatively affected include Morris Community High School, which would lose $29,779 and Braceville School District 75, which would lose $60,391.

student empowerment conference

fsarver@shawmedia.com JOLIET – Joliet Junior College will invite two speakers for the annual Latin@ Student Empowerment Conference this week.

The fifth annual conference will be held from 9 a.m. to 1:30 p.m. Friday at JJC. The speakers are Ernesto Mejia, co-founder of Coolspeak; the Youth Engagement Co.; and Jesus “Azteca” Sanchez, a poetry slam coach at Social Justice High School in Chicago.

The conference informs area high school students about their educational options after school and encourages them to attend college.

Last year’s conference drew 200 students from high schools in Joliet, Lockport, Romeoville and Plainfield.

They heard from civil-rights activist Sylvia Mendez, who spoke about fighting school segregation.

This year the conference will have students attend admissions, financial, alumni and career panel workshops.

Mejia has given workshops on education, preparing for workforce needs and demands, disability, and college success, according to his website.

He is the son of Mexican immigrants who was diagnosed with a rare disease called Guillain-Barré syndrome at 16 that left him temporarily paralyzed, but he went on to be successful. He worked as a dean for Morton College in Cicero.

Sanchez is an Enlace Fellow graduate student at Northeastern Illinois University, a Chicago Teachers Union delegate, art teacher and poetry slam coach at Social Justice High School in Little Village, according to JJC. Sanchez uses his poetry as a tool to politically engage the Little Village community and others in Chicago.

Other people who will be speaking at the conference include Martha Villegas Miranda, JJC Latino outreach and retention specialist; Yolanda Isaacs, student development vice president; board trustee Alicia Morales; and former student trustee Brian Herrera.

Plans to expand

The garden was largely inspired by Michelle Obama’s “Let’s Move!” campaign, for which the first lady started her own community garden in 2009 to help spark a conversation about nutrition and healthy living to fight the na-

tion’s obesity epidemic.

Kay Bolden, the center’s executive director, said the recipes are all budget-friendly.

There are plans to expand the garden yet again this summer, she said. The center will go from three to five lots, and

ComEd engineers will be in town April 30 to construct a permanent greenhouse on the property to house micro-greens.

The children also get their own booth this year selling produce at the Joliet Junior College’s Farmers Market, which starts in May, Bolden said.

All book proceeds will go toward supporting the youth center and ever-growing garden projects.

As part of the restaurant’s “Heroes Helps” night, 10 percent of all purchases made Monday at Heroes West will be donated to the center.

The city’s South Side neighborhood is a federally designated “food desert” – or a low-income urban neighborhood where most residents do not have convenient and easy access to fresh, healthy and affordable food.

Between 600 to 800 families are serviced through the center’s food pantry on a monthly basis, while between 200 and 300 hot meals are served each week during after-school and summer programs.

Now thanks to the garden, the Warren Sharpe children incorporate healthy items into lunches every day.

WILMINGTON – Anthony “Jay” Plese, superintendent of Wilmington School District 209U, has been named the 2016 Superintendent of Distinction by his colleagues in the Three Rivers Region of the Illinois Association of School Administrators.

He also turned around the district’s dire financial situation to the point where the district has a safety net of reserve funds, according to the news release.

Plese earned his bachelor’s degree from Illinois State University, his master’s from the University of Wisconsin-Superior, and his Ph.D. from ISU. He is married to Katrina and has two daughters, Jessoni (Plese) Austin and Jenna (Plese) Farcus.

CHICAGO – A leading child advocacy organization threw its support behind a proposal to replace Illinois’ flat income tax with a system to tax the wealthiest residents at higher rates, saying Monday that the nearly $2 billion in expected revenue could help struggling social services.

The graduated income tax plan, revived last week by a deputy to House Speaker Michael Madigan, would be contingent on voter approval since it alters tax code. Democratic state Rep. Lou Lang of Skokie said he’d like voters in November to consider his idea, which would translate into a tax cut for 99 percent of state residents.

While Republican Gov. Bruce Rauner and business groups immediately objected to the proposal, an advocacy group for social service providers said it could bring in much needed revenue.

SPRINGFIELD – Voters would be asked to change the Illinois Constitution to declare that the state should be responsible for the majority of public school funding under a measure that advanced in the state House.

Republicans on a House education panel that approved the proposal Monday were skeptical of the idea and say it will make it difficult to fund other budget areas.

Democratic House Speaker Michael Madigan said he wants to bolster the state’s constitutional language to call education a fundamental “right” instead of the current language that declares it a “goal.”

He said the word change would strengthen the state’s obligation to fund schools so they’re not so reliant on property taxes.

The amendment would be on November’s ballot if three-fifths of each legislative chamber approves it.

“This will allow the tools we need to not rely on low- and middle-income families.

We truly believe this is one of the best ways to move our state forward.”

New Rockford police chief sworn in Monday

ROCKFORD – Rockford is about to get a new police chief.

The (Rockford) Register Star reported that Dan O’Shea was scheduled to be sworn in on Monday night during the City Council meeting. O’Shea has spent 27 years in law enforcement and comes to Rockford from Elgin, where he was the police department’s operations commander.

O’Shea takes over a police department that has been trying to combat a spike in violent crime. He said his plans to knock down the number of violent crimes that spiked 24 percent last year in the city include working closely with other law enforcement agencies, including the FBI. He said he also hopes to battle street gangs by using the courts to make it illegal for gang members to associate with each other.

Chicago announces plan to upgrade lights on streets

CHICAGO – Chicago is going to get brighter.

In a news release, Mayor Rahm Emanuel announced plans to upgrade more than 270,000 lights on its streets, alleys and parks by replacing outdated and inefficient high-pressure sodium lamps with LED lights.

General Assembly in 2014, and Madigan has unsuccessfully pushed for a surcharge on annual personal incomes over $1 million.

Rauner’s administration said in a statement that Lang’s proposal would send Illinois “even further into economic doldrums.” The Illinois Chamber of Commerce questioned the impact on small-business owners and predicted top earners would move away.

Rauner and legislative Democrats remain at impasse over a state budget for the fiscal year that began in July.

The tax plan and a coinciding proposal to allow voters to decide on overhauling the state’s income tax system were expected in committee this week.

But lawmakers will need to act quickly with a May 9 deadline to submit the proposed constitutional amendment ahead of November’s election, election officials said. Also, a constitutional amendment requires a three-fifths majority vote, including 71 House votes,

which is the total number of House Democrats.

Illinois’ current income tax rate for individuals is 3.75 percent, falling from 5 percent in January 2015 as the 2011 temporary income tax increase was rolled back.

Backers of Lang’s plan estimated up to 40,000 tax filers in Illinois – representing both single and joint returns – would pay more.

Lang’s legislation calls for most married taxpayers, filing joint or as head of household, to pay 3.5 percent on an income of $200,000 or less; 3.75 percent for those earning between $200,000 and $750,000; and 8.75 percent on earnings between $750,000 and $1.5 million. For those making over $1.5 million, the rate would be 9.75 percent.

All other taxpayers would pay 3.5 percent on income up to $100,000; 3.75 percent on income between $100,000 and $500,000; 8.75 percent between $500,000 and $1 million; and 9.75 percent on income over $1 million.

The release said the brighter lights will improve visibility and thus make streets, sidewalks and bike paths safer.

Emanuel’s office said that by making neighborhoods brighter at night, it will give residents a “greater sense of safety.”

The release said the project to replace the lights over the next four years will save Chicago money because the new lights use far less electricity than the ones the city uses now and they last three times longer.

After 60-mile chase, man in custody for striking officer

FLORISSANT, Mo. – A man is in custody after allegedly striking an Illinois Department of Conservation police officer with a car near Litchfield, then leading police on a 60-mile chase into Missouri.

The St. Louis Post-Dispatch reported that the conservation officer’s injuries do not appear to be serious, but he was taken to a hospital for evaluation.

Authorities said the conservation officer was trying to make a traffic stop Monday morning on a boat ramp at Lake Lou Yaeger. The driver of the car allegedly backed up and the car’s door knocked the officer to the ground.

The car then traveled south on Interstate 55, drove through stop sticks near St. Louis, and traveled to Florissant in St.

Non-tenured faculty at U of Illinois plan strike

CHAMPAIGN – The union that represents University of Illinois faculty who are not on a tenure track plans to strike Tuesday and Wednesday, the group’s local president said Monday.

Members of the Nontenure-Track Faculty Coalition Local 6546 hope the limited strike and picketing gives school administrators at the Urbana-Champaign campus appreciation for non-tenured faculty as the two sides try to find common ground on a contract they’ve been negotiating since October 2014, said Shawn Gilmore, the union president and a literature lecturer.

“We want to demonstrate what it looks like when the non-tenure faculty remove their labor,” he said. “It’s not particularly valued at the moment.”

Union members authorized the limited strike, but an open-ended walkout would require further approval, he said. It isn’t clear how many will strike, Gilmore said, noting that some researchers in charge of labs may stay on the job.

A university spokeswoman did not immediately respond to a request for comment.

Clinton, Trump seek to quiet critics in New York The ASSOCIATED PRESS NEW YORK – From a car wash in Queens to a hockey arena in Buffalo, both parties’ presidential candidates spread out across New York on Monday in a final quest for votes, a surreal scene for a state that hasn’t experienced contested White House primaries in decades.

For Democrat Hillary Clinton and Republican Donald Trump, victories in New York on Tuesday could help quiet critics who have questioned their strength as front-runners.

Each has suffered losses in recent contests that emboldened their rivals, although they still lead in delegate counts and are favored in New York.

Clinton, who represented the state as a senator for eight years, spent the final hours of campaigning trying to drive up turnout among women and minorities, her most ardent supporters. Since Sunday, she’s danced to Latin music at a Brooklyn block party, vowed to defend abortion rights to female supporters in Manhattan, prayed at black church in Westchester, drunk a bubble tea at a dumpling shop in Flushing and cheered newly unionized workers in Queens.

“We’re not taking anything for granted,” she said Monday after greeting workers at the Hi-Tek Car Wash & Lube in Queens. “Tell your friends and your family, everyone, to

please vote tomorrow.”

Clinton’s campaign was blunter in outlining the state of the Democratic race. Clinton’s campaign manager Robby Mook declared the primary effectively over, saying Sanders faced a “close to impossible path to the nomination.”

With the contest between Sanders and Clinton becoming increasingly tense, Mook said, the Vermont senator had to choose whether he wanted to stay on a “destructive path” that could hurt the party’s eventual nominee.

Sanders has rattled off a string of wins in recent primaries and caucuses. But unless he can topple Clinton in a state like New York, where 247 Democratic delegates are up for grabs, he faces increasingly limited opportunities to change the trajectory of the race.

president’s 2012 effort that applies to people who were brought here illegally as children. More than 700,000 people have taken advantage of that earlier program, Deferred Action for Childhood Arrivals. The new program for parents, known as Deferred Action for Parents of Americans, and the expanded program for children could reach as many as 4 million people, according to the nonpartisan Migration Policy Institute.

Speaking to reporters Monday in Baghdad, Defense Secretary Ash Carter said the decision to move U.S. advisers to the Iraqi brigade and battalion level will put them “closer to the action,” but he said they will have security forces with them and the U.S. will do what’s needed to reduce the risks.

A senior U.S. official said there will be eight Apache helicopters authorized to help the Iraqi forces when Iraq leaders determine they need them. The official was not authorized to discuss the numbers publicly so spoke on the condition of anonymity.

WASHINGTON – Conservative Supreme Court justices expressed sharp skepticism about President Barack Obama’s immigration efforts Monday, leaving his actions to help millions of people who are in the country illegally in the hands of a seemingly divided court.

As hundreds of pro-immigration demonstrators and a smaller number of opponents filled the sidewalk outside the court, the justices appeared to split along ideological and partisan lines over a case that pits Republican governors and members of Congress against the Democratic administration.

President Barack Obama’s administration is asking the justices to allow it to put in place two programs that could shield roughly 4 million people from deportation and make them eligible to work in the United States.

Texas is leading 26 states led by Republicans in challenging the programs that Obama announced in 2014 and

that have been put on hold by lower courts. Those states say the administration usurped power that belongs to Congress, and Justice Anthony Kennedy indicated some support for that view.

“It’s as if ... the president is setting the policy and the Congress is executing it. That’s just upside down,” Kennedy said.

Chief Justice John Roberts also aggressively questioned Solicitor General Donald Verrilli Jr., suggesting there are few limits to the president’s power under the administration’s view of immigration law.

“Under your argument, could the president grant deferred removal to every ... unlawfully present alien in the United States right now?” Roberts asked.

“Definitely not,” Verrilli said. But it was not clear Roberts was satisfied with the answer and subsequent explanation.

Dramatic rescue gives Ecuador hope

MANTA, Ecuador – Rescuers pulled three people out alive Monday after they had been trapped for more than 32 hours in the rubble of a shopping center that was flattened by this weekend’s powerful earthquake on Ecuador’s coast.

Televised images of the dramatic predawn rescue in the port city of Manta gave Ecuadoreans hope that some of the dozens of people still unaccounted for might yet be found even as the death toll from Saturday’s 7.8-magnitude quake rose to 413. An American and two Canadians were among those confirmed dead from the worst quake to hit Ecuador in decades.

To reach the survivors trapped between the floor and roof of the collapsed shopping center in Manta, firefighters cut a nearly 2½-foot hole through concrete then pulled a woman out head first. A group of firefighters applauded as she emerged from the debris, disoriented, caked in dust and complaining of pain but otherwise in good health.

U.S. forces deliver aid to Japanese earthquake-hit areas; 44 dead

MINAMIASO, Japan – About 100,000 evacuees, some sleeping outdoors or in their cars, endured chilly weather Tuesday and another large aftershock as the death toll from Japan’s twin earthquakes rose to 44.

Searchers digging through landslide and building debris in a mountainous area found two bodies Monday. At least one appeared to be among the nine reported missing, according to Japanese media reports.

After daybreak Tuesday, Japanese broadcaster NHK showed people squatting at the curbside outside an evacuation center to brush their teeth with water coming out of a green garden hose.

Food and water shortages are plaguing the recovery effort, even as the search for the missing goes on in the mountain town of Minamiaso.

U.S. airlifts delivered water, bread, ready-to-eat food and other emergency

supplies to a the remote area of southern Japan stricken by the two powerful earthquakes.

Authorities said at least 44 people died and about 1,100 were injured in the quakes on Thursday and early Saturday. An aftershock with magnitude 5.8 hit the area Monday evening, but no further injuries were reported.

The flights by two MV-22 Ospreys were a gesture of cooperation between the two allies and a chance for the U.S. military to demonstrate the utility of the tilt-rotor aircraft, whose deployment has raised controversy in Japan due to safety concerns.

Limited flights also resumed to Kumamoto Airport on Tuesday, but outbound flights remain suspended because the terminal building is too damaged to handle security checks.

Minamiaso, a town of 12,000 on the southern island of Kyushu, was partly cut off by landslides and road and bridge damage. Residents there marked their location with chairs aligned in a giant “SOS” while await-

ing the U.S. relief flights, which also delivered tents and portable toilets and waste treatment kits.

Yachiyo Fuchigami, 64, was among those keeping a wary eye on puffs of smoke rising from nearby Mount Aso, Japan’s largest active volcano.

Fuchigami suffered a broken arm when a bookshelf fell on her during the second earthquake. The first quake caused more damage in another, less remote city, Mashiki.

“The second earthquake caught us by surprise,” she said. “We survived the first one and were watching the scenes in Mashiki on TV. I never thought we were going to be next.”

Nine people died in the first, magnitude 6.4 earthquake, and 35 in the second quake, which registered 7.1, revised from an initial reading of 7.3.

The U.S. has about 50,000 troops stationed in Japan, and the American military played a large role in rescue and relief in 2011 after a massive earthquake and tsunami hit the northeastern coast of the main island of Honshu.

Christian Rivera, the head of emergency services for the capital, Quito, said that depending on the circumstances, a person without serious injuries can survive up to a week under the rubble.

“After that, there’s a quick decline ... and the rescuers’ work becomes very difficult,” he said.

Still, there are good reasons to believe more people will be found alive in the coming hours as some 450 rescue workers from Spain, Peru, Cuba, Bolivia, Venezuela, and elsewhere reached the most-affected areas along the Pacific coast. The U.S. has also offered assistance, but so far President Rafael Correa, a strong critic of U.S. foreign policy in Latin America, has yet to respond publicly.

Correa, upon arriving in Manta late Sunday, said that the priority remains finding survivors.

“Our grief is very large, the tragedy is very large, but we’ll find the way to move forward,” the Ecuadorean leader said, adding that the quake was the worst to hit the country since a 1949 earthquake in the Andean city of Ambato that took more than 5,000 lives. “If our pain is immense, still larger is the spirt of our people.”

Manta, a thriving port city, was among the hardest-hit areas.

BRIEF Israel and Palestinians engage in rare U.N. shouting match

UNITED NATIONS – The Israeli and Palestinian ambassadors engaged in a rare shouting match in the U.N. Security Council on Monday, reflecting Israel’s growing consternation at the upsurge in Palestinian attacks against civilians and Palestinian frustration at the failure to achieve its dream of a truly independent state.

Israel’s Ambassador Danny Danon started the heated exchange at the end of his speech during Monday’s monthly council meeting on the Middle East.

Looking across the council table at Palestinian envoy Riyad Mansour, he demanded: “Will you condemn Palestinians who commit terror attacks against Israelis?”

Mansour, whose initial response was not heard because his microphone was off, retorted when it was turned on: “We condemn the killing of all innocent civilians including Palestinian civilians. Do you do the same?”

During Israel’s war against Gaza militants in 2014, more than 2,200 Palestinians were killed, including hundreds of civilians, according to U.N. figures.

Cullerton’s threat might spur action “The governor has linked things together,” Senate President John Cullerton said at a speech to the City Club of Chicago in January. “We don’t have a budget because he’s got his ‘Turnaround Agenda.’ So I can link things together, too.”

Cullerton was referring to his threat to not pass any funding for K-12 schools until school funding reform is addressed.

Despite being repeatedly blasted by the governor and the Senate Republican leader for planning to take schools “hostage” in order to “bail out” Chicago’s school system with his funding reform plan, Cullerton has not publicly backed down.

And I happen to believe Cullerton’s direct and deliberate threat, perhaps more than anything else, has pushed statehouse types to try and reach a conclusion to this long, crazy impasse.

The governor surprised many Democrats last year when he vetoed the entire budget except the K-12 appropriations bill. He made sure that schools would open on time last fall, taking the potential for an extreme crisis off the table.

Rauner doesn’t seem all that outwardly concerned about the carnage caused by the months-long government impasse, but he made absolutely sure to keep a K-12 shutdown from happening.

Rich Miller Illinoisans are quite upset about this stalemate. Many are even downright furious. But imagine the outcry if schools hadn’t opened last year. The first-year governor would’ve been roasted over a spit, and he knew it.

Rauner told reporters not long before Cullerton made his threat that last year’s school funding bill was the greatest achievement of his first year in office – even though he told Republican legislators to vote against the K-12 appropriations bill (probably to throw the Democrats off the scent). He has said over and over since Cullerton’s City Club address that passing his school funding bill was his top priority and he even demanded during his budget address that it be done right away.

Usually in battles like these, you try to prevent your opponent from achieving his main goal. And since the governor has let everyone know what his main goal is, it naturally became a target.

Cullerton faithfully reads newspaper editorials and other commentary and oftentimes lets the criticism get under his

skin. So there’s naturally a whole bunch of suspicion out there that Cullerton won’t follow through or will eventually relent under extreme duress.

But the chance Cullerton might not cave is most certainly helping to push this thing toward a conclusion. Rauner has essentially admitted multiple times with deeds and words that no K-12 approp bill would lead to an utter catastrophe. And keep in mind that he has moved off the dime just about every time he’s been faced with a calamity that Republican legislators wanted to avoid.

So while it might be downright wrong to threaten schoolkids, teachers and parents this way (and it is wrong, to the point of immorality), somebody had to do something to advance the ball.

The General Assembly almost always waits until things hit a crisis point before it resolves a controversial issue.

Pension reforms, numerous tax hikes, medical malpractice reform, etc., etc., etc., all had to wait until the need for them was so great that legislators had no choice but to act.

Obviously, there would be no greater crisis than the absence of K-12 funding and there has never been any greater controversy in this state than this standoff.

Frankly speaking, if threatening

to close down the state’s entire public education system doesn’t work, then nothing will. They’ll be arguing over a burned-out hollow shell of a state.

Cullerton has taken a carrot-and-stick approach. The stick is his K-12 threat.

The carrot is the encouragement and assistance he’s offered rank-and-file legislators who have been attempting to privately find an end to this insanity.

While other caucuses and the governor’s office now have staff helping out and are even talking with each other, Cullerton has been generous with his staff for quite a while now, deploying them to help work out issues.

Speaker Madigan, meanwhile, was not at all encouraging of the rank-andfile talks. But allowing his staff to work with those members and to also talk with the other staffs is a hopeful sign to many.

Another encouraging sign is that Rauner’s chief of staff has participated in some of the rank-and-file meetings as has Rauner’s chief legislative liaison and his budget director.

That’s important because, obviously, nothing is going to get done without the governor’s agreement.

Time for lawmakers to pay attention to pension reform that’s constitutional Dear Fellow Legislator, With the state strapped for cash and struggling to meet its obligations now and most likely in the near future, we need to turn our attention to pension reform that is clearly constitutional.

As you know, the Illinois Supreme Court recently made a ruling on pension alterations, declaring, “Nothing prohibits an employee from knowingly or voluntarily agreeing to modify pension benefits from an employer in exchange for valid consideration from the employer.”

Therefore, changes to pension plans are allowed if both the state and employee agree to those changes. My House Bill 4427 not only meets this criterion, but can be expanded to save the state more money.

Every employee can keep their plan as it stands now. Or they can take what my proposal offers, and this control given to the employee is what the Supreme Court appears to

House Bill 4427 offers employees the ability to take all or a portion of their pension in a lump sum with a small discount to the state, and this discount is where money could be saved. Why would a pensioner want an immediate lump sum payout? It provides more flexibility. Significant savings on federal taxes can be made with structured withdraws, while giving employees control over their own money. I’d also like to note that a lump sum would become a willable asset. You cannot will a pension the same way.

At this time, this legislation is written to only offer a buyout at retirement. We, as a General Assembly, could expand the bill by offering

other types of buyouts to current employees. For example, we could buy out COLAs. We can buy out a Tier 1 employee into Tier 2. Also, we can offer current employees an option to enter into a hybrid plan. Under this scenario, they would stay on track for a portion of their pension, but the rest would be put into a retirement account. That account would receive matching money moving forward.

Furthermore, one of the biggest opportunities for savings may come from the buyout of vested, inactive employees. There are tens of thousands of these in the system. They likely have other retirement vehicles such as 401(k)s and Social Security.

Many may have moved out of state.

This is a group that should likely want and accept an accelerated benefit.

The Commission on Government Forecasting and Accountability has analyzed my initial proposal, and that analysis is attached. They have stated that this could offer real savings. There is no reason to wait. Let’s give state employees more control over their future, and let’s do it in a way that can save the state money.

This is a win-win.

cherron@shawmedia.com NEW LENOX – With this year’s Lincoln-Way East Sectional regarded as among the state’s best, any matchup involving boys volleyball teams from that field will be significant.

One such meeting that figures to include teams who will likely be in the Andrew Regional took place Monday when Lincoln-Way Central hosted Providence Catholic.

The Knights scored the final four points in the initial set and then collected the last three points in the finale to capture a 25-17, 25-21 nonconfer-

ence victory over the Celtics.

While Central coach Neil Lucchetti knows he can rely on veterans Neal Brown, Mike Kulinski and Mark Sargis to lead the way, the key for his team could be how well some of his younger players develop.

“We have a nice group of young kids and they all play ball, but it’s just how quickly they’re getting adjusted to the varsity game,” Lucchetti said. “When they’re on, the contributions are there. But we need to see a little bit more consistency.

“My message to the boys was that Providence is a good team and they’re scrappy. But we kind of got into a bit

of a lull and rested, and we’re doing that way too often. We have to be on the attack. We don’t play a full match with energy the whole way and we need to do that.”

In the first set, Providence (107) took a pair of early leads before Brown (eight kills) got a kill and Mason Davis (six blocks) added two blocks and a kill to put Central (11-4) back in front.

Things were still up for grabs after the Celtics closed to within 16-15 after a kill by Nathan Heller (five blocks, five kills). But kills from Brown and Willy Kickert helped get the lead to 19-15 before Colin Brankin got a kill

off an assist by Bryan Gronek (20 assists).

The Knights (11-4) scored six of the last seven points to finally pull away as Kickert had three kills and a block and Sargis also added a block for the hosts, with libero Mateusz Korzen leading the way.

“We really are a well-rounded group,” Brown said. “We don’t have any position that we’re kind of lacking in and we’ve got multiple backups on our bench so that if someone goes down, we definitely have someone who can fill in for them.

“They’re a good team,” Davis said.

“Overall, I thought that we played a good game with everyone contributing. We had some good blocking going toward the end, and I also thought we had some good defense with our digs.

“We’re a tight team and everyone is in it for each other. So even if someone’s on the bench, we’re cheering for each other. That’s a great thing that

While Celtics coach Kyle Klaver was impressed by what he saw from the Knights, he also was encouraged with the way his squad performed during stretches of the match.

“They’re a great team that’s put together well with guys at every position,” Klaver said. “We knew in order to have a good match against them that we’d have to execute our game plan and we missed a couple of serves and

let them stay in system. When we were serving aggressively, we were able to pull them back to the 10-foot line and we saw a little success.

“But they did a great job of serving and taking us out of system. We were running half of our offense from the 10-foot line and you can’t be real successful when you’re dominated by the pins. But our guys are starting to buy into what we’re doing and it’s a gradual process. We’re not going to dominate so we’re really going to rely on serving, defense and ball control.”

Roark pitching in No. 4 slot in Nats’ rotation

Of this and that, beginning with pro baseball: • Wilmington graduate Tanner Roark made his third start of the season for the Washington Nationals on Monday night against Miami. He pitched well enough in the spring to open the season in the No. 4 slot in one of baseball’s best rotations.

The right-hander entered Monday 1-1 with a 2.45 ERA. Wednesday, he pitched seven shutout innings in a victory over Atlanta.

Cincinnati left-handed reliever Tony Cingrani (Lincoln-Way Central) is the other Joliet area pitcher currently in the big leagues. He has been in seven games and is 0-1 (the loss coming against the Cubs at Wrigley Field) with a 3.38 ERA. In five innings, he has allowed two hits and walked five while striking out six.

• In the minor leagues, Atlanta Braves right-hander Mike Foltynewicz (Minooka) made his third start for the Triple-A Gwinnett Braves on Monday night against Durham. He was 1-0 with a 0.90 ERA. In 10 innings, he had allowed four hits and six walks while striking out eight.

Foltynewicz is recovering from surgery September to remove a blood clot in his arm. He is working to regain his strength and command and likely will be back with the Braves

Ferguson projects as perhaps a fifth- or sixth-round pick and will bring somebody a back who is dangerous in the running game and passing game. He has good hands, runs good routes and can get separation from defenders.

Fejedelem, who walked on at Illinois after two strong seasons at Saint Xavier, is nothing if not productive. He was one of the nation’s leading tacklers. Draft gurus say he could help an NFL team at safety and on special teams. All he needs is the opportunity.

BASKETBALL

Richaun Holmes (Lockport) played in 51 games in his NBA rookie season with the Philadelphia 76ers. The 6-foot-10 power forward would have played in more if not for a strained right Achilles that kept him out much of the last month. He averaged 13.8 minutes, 5.6 points, 2.6 rebounds, 0.8 blocks, 0.6 assists and 0.4 steals while shooting .514 from the field and .689 from the free-throw line.

Nazareth strikes early, knocks off Joliet Catholic

Shaw Media Correspondent LaGRANGE PARK – The Joliet Catholic baseball team is 6-1 with Vanderbilt-bound Drake Fellows (4-0) and Lewis University-bound George Manikas (2-1) the pitchers of record.

In search for the elusive No. 3 starter for the 6-6 Hilltoppers, JCA coach Jared Voss turned to junior left-hander Al Hartsell (0-1) in Monday’s East Suburban Catholic game at Nazareth.

In his first varsity start, Hartsell ran into an angry bunch of Roadrunners. After being stunned by Marmion on April 12, and again in Saturday’s opener of an ESCC doubleheader at St. Viator, Nazareth (11-2, 2-1) took out its frustrations, pounding out 12 hits, including a pair of home runs, in a 9-4 victory over JCA (6-6, 2-1).

Nazareth pulled into a three-way tie for second place with JCA and Marian Catholic, one game behind surprising St. Patrick (5-11, 3-0), which beat Marian Central on Monday.

Hartsell walked Nazareth leadoff man Joey Muscolino in the bottom of the inning and Hilltopper nemesis Carson Bartels hammered a two-run ho-

mer to left. Bartels, the starting quarterback on the Roadrunners’ Class 5A state championship football team, led Nazareth to a 35-21 quarterfinal victory over JCA last fall.

Nazareth starting pitcher Richie Kiernicki (4-0) ended Hartsell’s day with a two-out solo shot to left for a 3-1 lead after one. Brendan Willis replaced Hartsell and could not slow down the onslaught.

Nazareth scored three in the third as Kiernicki singled home a run and Will McKenna had a two-run single.

The Roadrunners added two runs in the fourth before Hilltoppers righthander Al Analytis, who allowed a run on two hits in 22/3 innings, restored some order.

Fellows drove home another Hilltopper run in the sixth. Nazareth scored a run in its half for a 9-2 lead.

The Hilltoppers showed their mettle, rallying against a tiring Kiernicki for two runs in the seventh. Jack Howard ripped an RBI double, scoring Mark Sienko, who had walked. With the bases loaded, KC Simonich drove home the final run with a fielder’s choice.

“I thought we were in good shape when we jumped ahead in the first inning,” Fellows said. “Our pitchers left some pitches up. This is a small ballpark, and one must keep the ball down to be effective. We just have to bounce back tomorrow at our place.”

The two clubs will meet at Gillespie Field at 4:30 p.m. Tuesday. The game had been scheduled for Wednesday, but the schools agreed to the schedule change because of the ominous weather forecast for Wednesday.

“I was really proud of the way we battled back in the seventh,” Voss added. “We’ll go out and try to get a split in this series tomorrow.”

They have left a litany of once-hot opponents in their wake along the way – from stars such as Chris Pronger and Zdeno Chara to upstarts like Ducks goalie Frederik Andersen, who was as tough on the Hawks in the first three games of the conference final last year (a 1.27 goals-against average, .957 save percentage) as the Blues’ Brian Elliott has been in this series (1.28/.963).

After being stymied by Andersen in the first three games – five goals in nearly 12 periods of hockey – the Hawks scored 18 goals against Andersen in the final four games. His save percentage dropped to .845. His goalsagainst average slumped to 4.13.

It remains to be seen if Elliott will suffer a similar fate, but even if he doesn’t the Hawks have other ways to turn a series in their favor after an uneven start: • In last year’s Stanley Cup Final, Patrick Kane was shackled by Lightning defenseman Victor Hedman to the point of frustration – no goals, one assist and a minus-1 in the first five games. But in Game 6, Kane had a goal and assist as the Hawks clinched the Cup with a 2-0 victory.

• In last year’s conference final against the Ducks, Jonathan Toews was quiet in the first three games (no goals, one assist, minus-2), but almost single-handedly led the destruction of Andersen, scoring five goals in the final four games – including two goals in the final minute of Game 5 (the Hawks lost in overtime) and two goals in the first period of Game 7.

• In the 2013 Stanley Cup Final against the Bruins, Chara was a mi-

nus-6 in the final three games – all Hawks victories. He had been a plus-12 in the playoffs, and a force in the Final, prior to that.

• In the 2010 Stanley Cup Final against the Flyers, Pronger was a leading contender for the Conn Smythe Trophy when the Hawks embarrassed him in Game 5. Pronger, who was a plus-4 in Game 4, when the Flyers tied the series 2-2 (and a plus-7 in the series), was a minus-5 in a 7-4 loss in Game 5. He was on the ice for six of the Hawks’ goals and in the penalty box for the seventh.

What Hitchcock might have to worry about most is something he has no control over – fate often moves its huge hands in the Hawks’ favor late in a playoff series. Trailing the Red Wings, 3-2, in their second-round series in 2013, the Hawks’ power play was in an 0-for-13 slump in Game 6 when Red Wings star Pavel Datsyuk – who had been tormenting the Hawks with his stick all series – broke his stick and was without it when Duncan Keith fired a shot from the point that Andrew Shaw tipped in for a tie-breaking goal in a Hawks victory that tied the series.

The Hawks won Game 7 en route to the Stanley Cup. And last year, the Stanley Cup Final against the Lightning arguably turned on an even more fortuitous event in Game 5 of a 2-2 series. Lightning goalie Ben Bishop ill-advisedly went out to play a puck in open ice and collided with Hedman. As the two players stumbled to the ice, Patrick Sharp – who had not scored a goal in 13 games – retrieved the puck and scored into the vacated net for a 1-0 lead. The Hawks won 2-1, and won Game 6 to clinch their third Stanley Cup.

BOSTON – The Ethiopians ran past the Kenyans on their way to the Boston Marathon finish line Monday and nearly swept them off the victory podium.

Lemi Berhanu Hayle won the 120th edition of the men’s race, and Atsede Baysa overcame a 37-second deficit on the women’s side for Ethiopia’s first-ever sweep of the world’s most prestigious marathon.

Hayle finished in 2 hours, 12 minutes, 45 seconds to beat defending champion Lelisa Desisa by 47 seconds.

Yemane Tsegay was an additional 30 seconds back to round out an all-Ethiopian top three.

“In sports, sometimes that happens. But not always,” said Desisa, who also won the 2013 race. “It is the performance on the day.”

Kenya had dominated the Boston Marathon since the professional era began in 1986, winning the men’s race 14 straight times from 1991 to 2004 and 20 out of 22 before Desisa earned the first of his two victories three years ago.

But the Kenyans have been beset with doping problems. The World Anti-Doping Agency put the country’s athletics program on probation after more than 40 athletes tested positive for performance-enhancing drugs since the 2012 Olympics, including three-time Boston winner Rita Jeptoo.

Instead, it was its East African neighbor that had its anthem played over Copley Square – twice. Ethiopia claimed its sixth title in the men’s race – including three of the past four – to go with six more in the distaff division.

Hayle pulled away from Desisa as they crossed over the Massachusetts Turnpike heading into Kenmore Square. He tapped his chest as he ran down Boylston Street, held his arms out to bask in the cheers of the crowd and then, after crossing the finish line, did a celebratory skip-jump.

Baysa trailed by 37 seconds at the 35-kilometer checkpoint before chasing down Tirfi Tsegaye on Beacon Street in Brookline, two miles from the finish line. The two-time Chicago Marathon champion won by 44 seconds in 2:29:19.

Most of the top Americans, including 2014 winner Meb Keflezighi, skipped the race after running in the U.S. Olympic trials in February. Other countries pick their Olympic teams by committee, and the performances in Boston could help Monday’s top finishers earn a ticket to Rio de Janeiro.

Even with the series lead and homeice advantage, Blues coach Ken Hitchcock understands there are no defining moments in the early stages of a series against the Blackhawks. No messages sent. No calling cards left.

“We just know right now that this series is so even, it’s really early. It’s three games,” Hitchcock said. “I know for some people it feels like five or six.

But it’s three games.”

Even Hitchcock might not fully grasp how much more push-back his team will get as the first-round series enters the Hawks’ wheelhouse in Game 4 on Tuesday at the United Center.

All the pressure is on the defending Stanley Cup champion Hawks, who are coming off a home loss in Game 3 and want to avoid a 3-1 deficit and an elimination game at Scottrade Center on Thursday in St. Louis.

But they can handle it, buoyed by their daunting record of picking up steam late in a series. The Hawks are 43-14 (.754) in Games 4 through 7 of the playoffs in Joel Quenneville’s seven seasons as coach – 26-6 (.813) in the past three seasons, including 15-1 (.938) at home. No wonder Hitchcock isn’t willing to settle for the excellent hockey his team has played so far.

“We have to be better. We have to get better every game,” Hitchcock said.

“Each game has gotten more and more intense, and the animosity and the anger’s gotten to a very high level now.

“I don’t know what they’re going to do. I don’t know what they’re capable of. Their history says they can go to this level that nobody else can play at.

We’re probably going to have to find that out.”

The Hawks are used to showing vulnerability early in a playoff series.

They were down, 2-1, to the Ducks in the Western Conference final last season before rallying to win in seven games. They were down, 2-1, to the Lightning in the Stanley Cup Final before winning three consecutive games to clinch their third Stanley Cup in six seasons. In fact, the Hawks are under .500 (31-32) in the first three games of a playoff series under Quenneville.

That makes their late-series runs even more remarkable – an indication that the Hawks are adept at measuring their opponent, identifying their opponent’s strengths and their own weaknesses, and responding accordingly. Even in years they have lost, the Hawks have finished strong – winning Games 4, 5 and 6 against the Canucks in the first round in 2011 after falling behind, 3-0, only to lose Game 7 on the road in overtime; and rallying from a

Lackey strikes out 11

ST. LOUIS – John Lackey struck out 11 in seven innings of four-hit ball against his former team and had an RBI single, leading the Cubs over the St. Louis Cardinals, 5-0, on Monday night.

Jayson Heyward, playing at Busch Stadium for the first time since leaving to sign with the Cubs, was 0 for 4 at the plate, made two nice catches in right field and was booed throughout.

Dexter Fowler homered for the second time in three days for the Cubs, a major league-best 10-3 and off to their best start since 1970. Chicago has won 15 of its past 16 regular-season road games, going 6-1 this year.

Fowler homered in the sixth, and shortstop Aledmys Diaz misplayed a potential double-grounder in the Cubs’ three-run seventh, throwing the ball wildly for an error as a run scored. Addison Russell had a sacrifice fly and Lackey, who entered with a .111 career batting average, singled for a 4-0 lead and his seventh RBI in 129 career at-

bats.

Mike Leake (0-2) allowed four runs – three earned – and six hits in seven innings in his St. Louis debut. At the plate, he botched a squeeze bunt in the fifth, although Kolten Wong scrambled back to third safely to Lackey’s ire.

Lackey (3-0) struck out cleanup hitter Brandon Moss three times, and fanned leadoff man Matt Carpenter and No. 5 hitter Stephen Piscotty twice each. The 11 strikeouts, one shy of his career high, was his 20th double-digit strikeout game.

Lackey was 13-10 with a career-best 2.77 ERA with St. Louis last year, taking over as ace after Adam Wainwright tore his left Achilles tendon in April.

The Associated Press CHICAGO – Hector Santiago matched a career high with 10 strikeouts over seven crisp innings, and the Los Angeles Angels roughed up Carlos Rodon on their way to a 7-0 victory over the White Sox on Monday.

Kole Calhoun, Andrelton Simmons and Geovany Soto hit consecutive RBI singles during a five-run first, matching the Angels’ season high for runs in an entire game. Mike Trout scored on a throwing error by first baseman Jose Abreu, and Johnny Giavotella capped the opening outburst with another RBI single.

Rodon (1-2) got only one out before he was replaced by Jake Petricka. The No. 3 pick in the 2014 amateur draft allowed six hits and walked two in the shortest of his 29 major league appearances.

Simmons and C.J. Cron each had three hits as the Angels rebounded from a weekend sweep by the Twins.

Simmons extended his hitting streak to 11 games, equaling a career high, and Cron busted out of a 4-for-40 start to the season after he was pushed down to eighth in the lineup.

Los Angeles also improved to 4-3 on a 10-game trip to Oakland, Minnesota

and the Sox. The Sox opened a seven-game homestand with their third consecutive loss after an 8-2 start to the season. Jimmy Rollins doubled and walked twice, but Jose Abreu and Adam Eaton had the only other hits for slumping Sox. Santiago (1-0), traded from the Sox to the Angels in a three-team deal in 2013 that sent Eaton to Chicago, yielded two hits and walked three. Greg Mahle worked the eighth and Mike Morin finished the three-hitter for Los Angeles’ first shutout of the season.

The Sox have scored 11 runs in their past six games.

Cron singled home Calhoun in the third and drove in Simmons with a base hit in the eighth. Cron entered with two RBIs on the year.

Chevrolet has steamrolled the competition since it returned to the series in 2012. The manufacturer has won three of the four championships since 2012, and two of four Indy 500s.

What is not clear is who is to blame for the unbalanced competition. It’s probably true that Honda incorrectly assessed Chevrolet’s commitment to winning. Honda got some satisfaction by winning the Indy 500 in 2012, and again in 2014, and it began to look like Indy is the only race that really matters to the manufacturer. If Honda executives can kiss the bricks at Indianapolis Motor Speedway, then none of the other races really matter.

But the disparity has gotten wider since the introduction of the aerodynamic bodykits that debuted last year.

Chevy was once again more competitive out of the gates. Things got political May when three Chevrolet drivers went airborne during Indy 500 practice sessions, and there were rumblings that a flaw in Chevy’s design was causing the cars to lift.

California horses rule Derby

Those California horses sure love the Kentucky Derby. And there’s not a beach anywhere near Churchill Downs – only a winner’s circle, a blanket of roses and a place in the history books.

Led by unbeaten and top-rated Nyquist, the AP’s latest Run to the Roses Top 10 features four Derby-bound 3-year-olds based at Santa Anita Park.

The others are No. 3 Exaggerator, No. 4 Mor Spirit and No. 10 Danzing Candy.

For those who like the trend, there’s this: three of the last four Derby winners were based in Southern California – American Pharoah, California Chrome and I’ll Have Another.

Nyquist put his hooves in the water in South Florida for one race, and overpowered Mohaymen in the Florida Derby in a showdown of unbeatens a few weeks ago. Since then, the bay colt has been training for the Derby at Keeneland, about 75 miles from Churchill Downs.

He galloped around Keeneland on Monday morning, with a timed workout set for the end of the week. Trainer Doug O’Neill’s assistant Jack Sister-

son said Nyquist “couldn’t look any better.”

Gun Runner, holding firm at No. 2 for trainer Steve Asmussen, worked 5 furlongs at Churchill Downs on Monday with regular rider Florent Geroux aboard.

“I thought that he handled the racetrack very well, and I’m obviously very excited about our opportunities,” said Asmussen, who also trains Arkansas Derby winner Creator – checking in at No. 9 this week. “He’s a tremendous individual as far as conformation and pedigreewise, and he’s got a great attitude. He’s very energetic as far as training goes.”

The big news earlier Monday was Cupid being declared out of the Derby after coming out of the Arkansas Derby with a breathing problem known as an entrapped epiglottis. Winner of the Rebel last month, the gray colt trained

by Bob Baffert finished 10th in Saturday’s race.

The Derby preps are over, and all roads lead to Louisville, Kentucky, for the Derby on May 7. If more than the limit of 20 horses are entered, the field will be determined by qualifying points.

In a frantic effort to keep the cars on the track, IndyCar tinkered with some of the rules on pole day. Honda was a reluctant participant because the manufacturer thought the issue was a Chevy problem and its teams shouldn’t be punished. Chevy then swept the top four spots in the 500.

“It was obvious there were two different classes out there,” said team owner Michael Andretti, who won the 2012 championship with Chevrolet and the 2014 Indy 500 with Honda.

During the offseason, IndyCar permitted Honda to make some changes to its aerokit in an effort to catch up to Chevrolet, but the updates haven’t made a difference so far.

Then came word from IndyCar it was instituting a rule change for the Indy 500 by requiring the use of domed skidplates on the cars in an effort to prevent them from going airborne. The average race fan will notice nothing different, but the Honda drivers complained the change made their cars difficult to handle in traffic during testing.

“It’s just another hit to Honda,” Andretti said. “Chevy is already generating a lot more underbody downforce.

The problem is, Chevy is not looking at the show, they are only looking at themselves. And I’m worried about the

show. I want us to put on the best show ever. By doing some of these moves, IndyCar is hurting the chances and it’s like, ‘Why?’ and IndyCar says, ‘For safety.’

“Well, if you make the car harder to drive and guys are crashing because of that, I don’t know if that sounds safer.

OK, so the cars won’t flip over when they get sideways, but Honda didn’t have that problem, anyway. This whole thing was a Chevy problem and Honda has to adapt to it, and that’s not fair.”

Chevy drivers have not complained about the domed skids, and noted that Honda drivers were faster than they were in the first Indy 500 test.

Marco Andretti accused Chevy of sandbagging to make it look like they are behind Honda, and Rahal said any Chevy driver who claims they are happy with the domed skids has been “programmed to message.”

IndyCar is not to blame for this, and neither is Chevrolet. Honda has failed to keep up. With just over a month to go before the Indy 500, it is up to Honda to pull something out of its bag of tricks if it wants a shot at winning the historic race.

LONG BEACH, Calif. – Honda Racing stuck with its longtime tradition of gathering its IndyCar drivers the day after the Grand Prix of Long Beach for visits to three of its California offices.

They had little to celebrate Monday, though, not after Honda was smoked by rival manufacturer Chevrolet for the third time this season. Chevrolet claimed its third win in three IndyCar races this season with yet another dominating performance on Sunday.

After grabbing the first six spots in qualifying, Chevy drivers went on to sweep the podium. Only two Honda drivers finished inside the top 11, and through three races this year, the Chevy camp has led 422 laps to 18 for Honda. With the 100th running of the Indianapolis 500 rapidly closing in, Honda teams are downright scared they don’t have a chance to win the biggest race of them all.

“I just want a fair shot,” said Graham Rahal, who carried the Honda banner last season with two of the manufacturer’s six victories and was the only Honda driver legitimately in the title race. “There’s too much money, there’s too much sponsorship, there’s too much on the line for us to show up and know the best that we’re going to finish at the Indy 500 is 15th.

‘You could feel the pop throughout the body’ Ankle injury doesn’t prevent Homer Glen student from obtaining baseball scholarship

OMER GLEN – High school senior and Homer Glen resident Danny Gleaves is headed to Michigan State University next year with a baseball scholarship and a goal of a degree in engineering.

He loves the sport, and the recruiters loved him. However, Gleaves’ dream of proceeding along the path to a career in professional baseball came close to a screeching halt when he suffered a serious ankle injury early in his junior year.

A messy bone break, combined with ligament damage, was so bad Gleaves was told to say goodbye to a pro sports career.

“They said it would be a surprise if I ever played sports again,” Gleaves said.

The injury happened during football practice with his St. Rita High School team in Chicago.

“I was trying to run in the end zone,” Gleaves said. “I went to the outside of my right foot, and it kind of snapped.

You could feel the pop throughout the body.”

Ankle injuries are common in sports, said Gleaves’ orthopedic surgeon, Dr. Ari Kaz, who is with the Chicago Center for Orthopedics at Weiss Memorial Hospital. Since legs, ankles and feet carry the body’s weight, just stepping wrong while in motion can compromise the joint.

Gleaves said he doesn’t remember much pain at the time of the injury as a lot of adrenalin was pumping through his body. He needed a plate and 12 screws to his fibula at his right ankle to repair it. The surgeon had to stitch a ligament, too.

“I was out for the whole season, plus the first couple of baseball practices, too,” Gleaves said.

Gleaves took his physical therapy seriously. He never missed a session, and he faithfully continued the rehab at home and at the gym. He also worked on his upper-body strength.

“I figured getting in the gym was better than sitting on the couch all day,” Gleaves said.

The next baseball season wasn’t his best, but it was good enough for Michigan State to notice. This season, Gleaves said, he’s at 100 percent.

Ankle sprains account for almost half of all sports injuries and are a common reason why athletes take time off from activities, according to the American College of Sports Medicine.

More than 80 percent of ankle sprains are the result of inversion, or an inward rolling of the ankle, which is most commonly seen in athletic activities that involve running, pivoting and

jumping. Repetitive trauma can also weaken and injure ankle ligaments.

Kaz said most of the ankle injuries he sees result from the side-to-side movements athletes make. He also sees a significant number from one person stepping on another’s foot, especially in

basketball and soccer.

He is seeing an increase in ankle sprains caused by overuse these days.

“Kids are playing sports all yearround, and a lot of that is high demand sports with high intensity,” Kaz said.

“They need time off from competitive sports.”

He hopes parents and coaches consider the body’s need for recuperation when scheduling their student athletes.

“How parents balance that for their children is a very personal choice,” Kaz said. “The balance seems to be tipping toward too much activity and not enough rest.”

Good physical conditioning also decreases the risk of ankle injuries, Kaz said.

“They should make sure they’re in shape before they play at a competitive level,” Kaz said. “They also must understand the proper motions to succeed in that sport, making sure they understand where their body is in space. And to wear protective gear.”

Koins for Kids raises $5,000 to support children’s hospital

PLAINFIELD – Koins for Kids donation jars were set up at Central and Grand Prairie elementary schools in Plainfield, Plainfield Academy, Stageplay Musical Theatre For Kids, White Satin Bridal and the District 202 administration center.

Of the $5,000 raised, $1,977 came from Central Elementary. Maddy Veghts and some helpers from her fifth-grade class used a wagon to gather the donations from each room at Central.

Veghts set a fundraising goal of at least $500. She already bought some toys, including Lego sets, dolls and art supplies.

Joliet Junior College professor publishes book

JOLIET – Joliet Junior College history professor and author Heinz Dietrich Suppan wrote a book about the “Radium Girls” and the old Radium Dial Factory in Ottawa.

“Marking Time: The Radium Girls of Ottawa,” details the tragic story of a group of young women who worked at the Radium Dial Factory during the 1920s, a time when the dangers of radium were not well understood.

They were instructed to paint numbers on wristwatches, pocket watches, and alarm clocks using a liquid that contained radium, which made the numbers light up in the dark. Many of the women died of poisoning not many years after beginning work at the factory.

Even though these events happened almost 100 years ago, traces of radium can still be found in Ottawa soil today.

In his research, Suppan interviewed several people whose relatives worked at the Radium Dial Factory. He also read biographies of the dial painters who brought charges against the company, and visited cemeteries where the wom-

en were buried.

Hall, a fourth-grade teacher and captain of the Liberty St. Baldrick’s team, and has raised about $150,000 for the foundation.

On March 6, the school held its annual St. Baldrick’s community fundraiser that earned $18,000.

On March 7, Peterson promised to greet students from the school’s roof if the school raised $2,000 more by St. Patrick’s Day. He also pledged to spend the night on the roof wearing a leprechaun hat and beard.

Triplets born at Silver Cross Hospital

Presence Saint Joseph gift shop in Joliet celebrates new location JOLIET – Presence Saint Joseph Medical Center recently held a Ribbon Cutting and Blessing for its new gift shop location.

The shop is now just off the Madison entrance, where the shop stood from 2000 to 2009 before relocating to the West Tower.

The new shop will offer extended evening and weekend hours and will continue to offer a variety of items, including balloons, flowers, candy, plush toys, reading material, jewelry, baby clothing, gifts and keepsakes.

The auxiliary, through fundraising and volunteering activities, supports both program and capital needs of the Medical Center. Profits from the gift shop, staffed with over 25 auxiliary volunteers, support the auxiliary.

The PSJMC Auxiliary, which is celebrating its 61st year, was recently awarded the Constituency of Volunteers Heath Care Advocacy Award from the Illinois Health and Hospital association for its many fundraising efforts.

Morris Hospital announces Fire Starter of the Month for March

MORRIS – Bridget Harrington came to Morris Hospital in 2002 as a medical technologist, where she spent most of her time running tests in the laboratory.

When a brand-new phlebotomy supervisor position was added four years ago, Harrington applied. In this role, Harrington spends time each morning in the hospital outpatient lab, even doing a blood draw if needed. She supervises seven laboratory draw sites.

The new paper concludes 70 to 90 percent of cancers are caused by factors in the environment such as tobacco smoke, alcohol and sun exposure. This includes such common cancers as lung, colon, melanoma, stomach and prostate cancers.

It also includes somewhat less common cancers. For example, the paper cites studies finding 75 percent of cases of esophageal cancer are caused by tobacco and excessive intake of alcoholic beverages. It estimates the human papilloma virus causes 90 percent of cases of cervical and anal cancer. It concludes infection of the liver by hepatitis B or hepatitis C viruses causes 80 percent of liver cancer.

By avoiding risk factors, such as smoking and excessive sun exposure, by being tested for cancer-causing infections, such as human papilloma virus, and by getting other cancer-screening tests, you can protect yourself.

As I said in my column last April, we can control our fate, though not completely. That’s true of minimizing our risk of cancer, as well. Cancer is not just a matter of bad luck.

Dear Dr. K: A while back, you commented on a study that said getting cancer was mainly caused by bad luck. You said you thought the study was wrong. Then recently, I heard another study agreed with you. Can you explain?

Dear Reader: In April 2015, I responded to a question about a study from a famous cancer researcher. The media had interpreted the study to say getting cancer was just a matter of “bad luck.” In other words, there was not much people could do to protect themselves against getting cancer.

As I read the original study, I thought its main point was to explain why cancer affects certain organs more than other organs. The authors did say certain types of cancer clearly were caused by factors a person could control. For example, not smoking greatly reduces the risk of lung (and several other) cancers. However, the way the study was presented led the media to conclude otherwise.

The paper created a firestorm among cancer researchers. That’s because a lot of time and money is spent on cancer prevention programs. If getting cancer is just a matter of bad luck and can’t be prevented, then why bother trying to prevent it?

As you say, a new paper on this topic has just been published. It argues strongly many cancers are caused by factors in the environment that can be controlled.

The study concludes only a small fraction of cancers are caused by factors such as defective genes (“bad luck”).

Sometimes genes we inherit from our parents cause cancer. An example is the BRCA1 gene that causes some cases of breast cancer and ovarian cancer. Some people have the bad luck to inherit this gene. However, that doesn’t mean there is

The game of bridge is built on logic. For example, in today’s auction, what does East’s double of three notrump logically mean?

Yes, it must be a penalty double.

But is there anything else?

It asks West to lead the first suit bid by the dummy; here, a spade.

East’s double is speculative, but reasonable. He doesn’t expect the opponents to make an overtrick, and it might need a spade lead to defeat the contract. Which spade should West lead?

South responded with one-notrump forcing, then invited game with two no-trump.

This is one of the situations when the highest spade should be led -here, the nine. To start with the two risks allowing declarer to duck the trick to East and leave him unable to continue the suit profitably.

In this deal from a social game, South can survive if he wins the first trick, but he must read the cards accurately. If he ducks the first trick, which is not so silly, thinking that West might have only two spades, the contract can be defeated. West leads a second spade. Declarer will probably win with dummy’s ace, cross to hand with a club, take two diamond finesses, lead a diamond to the ace, and exit with a heart. East wins, cashes his second high heart, then endplays the dummy with either black suit; say, clubs. The defenders take three spades and two hearts.

To patrons of Commonwealth Edison Company: Commonwealth Edison Company (“ComEd”) hereby gives notice to the public that on April 13, 2016, it filed with the Illinois Commerce Commission (“ICC” or “Commission”) its annual formula rate update, including updated cost inputs, a revenue requirement reconciliation, and supporting testimony and other information, all for the purpose of determining, pursuant to Section 16-108.5 of the Illinois Public Utilities Act (the “Act”), updated rates for delivery services applicable throughout ComEd's service territory in northern Illinois to be applicable beginning with the first monthly billing period of 2017.

As provided in Section 16-108.5 of the Act, the updated costs are based on final historical cost data for calendar year 2015 reflected in ComEd's most recently filed annual FERC Form 1, plus projected plant additions for calendar year 2016, as well as the associated adjustments to accumulated depreciation (change in depreciation reserve), depreciation expense, and accumulated deferred income taxes.

In addition, ComEd's 2015 actual costs, which are now known, are reconciled with the corresponding costs that had been used as part of the prior formula rate update filing. Those updated costs and other inputs, and that reconciliation, collectively result in a distribution revenue requirement on which new delivery services rates are to be based (referred to in the filing as the “2017 Rate Year Net Revenue Requirement”) of $2,652,852,000. This is an increase of $137,515,000 from the analogous revenue requirement approved by the ICC in last year's annual update.

For residential customers receiving bundled fixed price electric service from ComEd, the delivery services charges are only a portion of the total bill. The remaining portion includes the cost of the electricity supply and other services, which are subject to the procurement process established

by Section 1-75 of the Illinois Power Agency Act and the provisions of Section 16-111.5 of the Public Utilities Act and/or to regulation by the Federal Energy Regulatory Commission. Using rates applicable with the April 2016 billing period for such other components, the estimated total bill impacts of changes in the delivery component are provided herein. Increases are denoted by a + sign and decreases are denoted by a – sign.

For such customers, the delivery portion of electric bills represents approximately 42% of the total electric bill, on average, while the supply portion accounts for about 44%, the transmission portion accounts for approximately 8% and other charges such as taxes account for the remaining 6%. As a result, all other things being equal, the updated rates for the delivery portion result in an overall change in the total residential bills, on average, of +$2.23 per month or an estimated +2.7%. Total bill impacts for residential customers vary by delivery class and electric usage. For example, the estimated total bill impact, on average, for multi-family residential customers without electric space heat utilizing on average 343 kilowatt-hours (“kWhs”) per month, is -$0.53 per month or -1.1%. Likewise, the estimated total bill impact, on average, for single-family residential customers without electric space heat utilizing on average 748 kWhs per month, is +$3.82 per month or +4.0%.

Furthermore, the estimated total bill impact, on average, for multi-family residential customers with electric space heat, utilizing on average 798 kWhs per month, is -$0.79 per month or -0.9%. Additionally, the estimated total bill impact, on average, for single family residential customers with electric space heat, utilizing on average 1695 kWhs per month, is -$0.72 or -0.4%. ComEd does not estimate total bill impacts for residential customers supplied by Retail Energy Suppliers.

The updated delivery service rates for nonresidential customers in the Watt-Hour and Small Load delivery classes (100 kilowatts (“kW”) or less of demand), with varying usages result in an overall percentage change in the total bill in the range of +3.3% to +2.0%. Nonresidential customers with larger electric loads (greater than 100 kW) have a wide range of electric load characteristics in addition to electricity supply costs that cannot be reasonably estimated; therefore, the overall effect of the updated delivery service rates on an electric bill for such customers cannot be determined.

The updated delivery service rates include ComEd's updated costs of delivering electricity through its distribution system and apply to all ComEd customers independent of whether electricity supply is procured and provided by ComEd or by a third party (i.e., a Retail Electric Supplier). These updated rates will take effect beginning with the first day of the January 2017 monthly billing period.

A copy of the materials filed with the Commission and supporting data and documents may be inspected by any interested party at ComEd's office located at Three Lincoln Centre in Oakbrook Terrace, Illinois. In addition, Commonwealth Edison Company will place an electronic version of this Public Notice with estimated bill impacts on its Internet website www.ComEd.com.

Customers are advised that the Commission may alter or amend the rates after hearings held pursuant to Section 16-108.5 of the Act and 83 Illinois Administrative Code Part 200, and may increase or decrease individual rates in amounts other than those requested by ComEd.
