Joliet city manager recommends lower bid on construction project

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – The City Council likely will recommend approving a $1.427 million bid for construction of two tunnels at the Joliet Multi-Modal Regional Transportation Center, even though the bid is 50.6 percent above the engineering estimate.

City Manager Jim Hock is recommending the council award the contract to John Burns Construction, the lower of two bids on the project, at tonight’s City Council meeting.

Construction of the two tunnels has to be coordinated with all railroad traffic on the Heritage Corridor tracks, Hock said.

The railroads – Metra, Amtrak and Burlington Northern Sante Fe – plus state and federal authorities have authorized four 8-hour track outages and one 48-hour outage of all tunnel construction impacting the tracks.

“What we’re really paying

for here is that there is such a limited time that the trains can be out of service,” Hock told the council.

Utility and Industrial Construction Co. had the high bid of $1.457 million on the project.

The engineer’s estimate for the project was $947,793.

Hock said he felt the bids were correct despite the overage, noting that the two firms were only $30,000 apart.

On a related project, Hock will ask the council to approve $175,500 to Knight E/A for additional design and engineering on several projects at the commuter center, including: • Raising passenger platform height on the temporary Heritage Corridor passenger platform to meet Metra standards.

• Closing existing platforms at Union State once the new platforms open.

• Adding a back-up generator and cooling for the computer/security system.

• An additional parking lot at Marion and St. Louis streets.

• Plans for the New Street Pedestrian Plaza extension to Chicago Street.

• A variety of work on sidewalks, facades and parking lots.

Hock told council members he will give a full update on the transportation center at the council’s May 6 meeting.

In other business, the council is expected to endorse a legislation by Rep. Larry Walsh Jr. that will allow the Will County Board to establish a fee for court filings.

The $15 to $30 fee would be placed on all cases filed in the court.

The program is expected to raise $2 million to $3 million per year that could be used as funding for a new Will County Courthouse, Hock said.

The city wants the courthouse to remain downtown.

The county is considering purchase of the adjacent Midwest Bank building.

“I think this is an important part of the future of our downtown,” Hock said.

New Lenox officials adopt budget for next year

By FELIX SARVER fsarver@shawmedia.com NEW LENOX – Village officials in New Lenox unanimously adopted next year’s budget, which they say shows signs of the village slowly recovering from the recession.

On Monday, Village Board members approved of the proposed 2014-15 budget that has overall revenues of about $85.2 million and overall expenses of about $87.9 million.

The budget goes into effect May 1, with an estimated fund balance of about $32.8 million and ends April 30, 2015, with a projected fund balance of about $30 million.

The village’s net operating budget is closely balanced, with about $36 million in revenue and expenses. Village officials said they expect the positive signs of the village’s recovery from the recession to continue next year.

“We’ve been seeing signs of a recovery,” said Kim Auch-

stetter, the village’s finance director.

The overall budget is slightly higher than last year with greater expenses because bond proceeds for major capital projects will be spent in the next fiscal year. Those capital projects include the police station and treatment plant expansions, Auchstetter said.

Revenues are expected to be relatively flat for the next fiscal year, village officials said.

The utility tax will increase by $105,000 above the current fiscal year, which totals about $1.7 million. Because village officials don’t expect a repeat performance of this year’s harsh winter, they predict utility taxes will be lower than the current fiscal year.

Village officials added a stormwater system maintenance program to the budget’s general fund. The sewer fund will reimburse the general fund for 50 percent of operating expenses for the program in the form of a transfer.

No new full-time employees were included in the budget.

More than 46 percent of the operating budget relates to personnel services and two union contracts will expire April 30. Because those contracts are not finalized, the budget was prepared with a 2.5 percent increase in salaries, village officials said.

At Monday’s meeting, board members also unanimously approved a request from New Lenox police officials for approval of purchase for mobile radios and mobile data terminals. The department was awarded a roughly $32,768 grant from Will County 9-1-1 for the purchase of 9-1-1-related services.

Police officials have said they need additional mobile radios to replace aging radios, which would cost an estimated $21,114. They also said they have two mobile data terminals that are inoperable and the cost to replace them is $12,615.

Officials are excited for location’s ‘professional atmosphere’

MANHATTAN – Village Hall moved Monday to a location that administrators said offers more room and creates a more professional image for Manhattan.

The new location, tucked inside a plaza at 260 Market Place, puts the entire village government on a single floor but with plenty of room compared to the old location. The village’s police department was left behind until it moves to the new location by early next year, village officials said.

“It’s really a lot more of a professional atmosphere,” Village Administrator Kevin Sing said of the new building.

Last week, village staff moved out of the old location at 245 S. State St., which was a roughly 100-year-old building, Sing said.

The new Village Hall is in a 17,000-square-foot building acquired for $1.6 million from Starcon International.

The location is expected to give staff and board members more space to work while improving the village’s image.

It’s something everyone, including residents, agreed the village needed for some time, Sing said.

One person who finally got his own office is Mayor James Doyle, Sing said. Doyle has said he is excited about the new location and that the village didn’t need to raise taxes to obtain it.

The Village Board already has been meeting at the new location since January. The meeting space also is used for senior citizen luncheons.

The new Village Hall has plastered walls with muted colors. Staff members spent Monday decorating and putting final touches on their new offices.

Most of the offices have room to hold small meetings and offer more privacy, Sing said.

Marc Nelson, the village’s community development director, was in his new office Monday. He said one thing he

Another feature is a lunchroom, which is more important to village staff than an outsider might expect. It’s something they didn’t have before, and they were eating lunch at their desks instead.

“It’s exciting,” Sing said about the staff’s reaction.

“You actually get to see people go to lunch together.”

When the police department is relocated it will move from an existing facility of roughly 700 square feet to one with 6,000 square feet, Sing said.

The old location will be used by the village’s historical society and the Manhattan Area Chamber of Commerce, Sing said. They will be given the space at no cost.

Residents may be able to take a tour of the new facility when the village holds an open house in May, Sing said.

A date for the open house has not been set.

Joliet acts to acquire metal company City wants land for future transportation center

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – A scrap metal recycling company that stands in the way of the future bus line in Joliet’s new transportation center may get thrown under the bus if its owners don’t agree soon to sell the property to the city.

The Joliet City Council recently approved the use of its eminent domain and “quicktake” powers to acquire Ace Iron & Metals Inc., 126-148 St. Louis St. City Manager Jim Hock said the property is needed for the widening and realignment of St. Louis Street, which runs parallel to Chicago Street a block east. The property is located near the intersection of St. Louis and Third streets.

“We’re running out of time and we need this lot, so we need to press forward with a quick take,” Hock told the City Council at its April 1 session.

Hock said the city has been negotiating the sale for more than 18 months but has been unable to make a deal.

But Jason Freeman, general manager of the family business, said Ace Iron agreed to sell the property to the city months ago under an agreement brokered by thenCity Manager Tom Thanas.

But the city neglected to act

on the contract, Freeman said.

“We had a deal in place with Thanas,” Freeman said.

“Then he left and they forgot about the deal.”

Hock said the city has made two offers on the site, one for just the warehouse for the appraised value of $625,000 and the other for the warehouse, plus additional adjoining properties that would involve additional cash and land swaps of some city property.

Ace’s counter-offer was in excess of $1 million, Hock said.

Freeman said the city’s offers would buy part but not all of the property.

“They want to take half and leave half,” Freeman said. “It’s like taking your living room and family room and moving it to another location away from your kitchen and bedroom.”

Finding a new location also has been a challenge, Freeman said. The company has looked at 20 different relocation properties over the last couple of years.

“It’s been hard to find a suitable replacement,” Freeman said.

Freeman said the scrap business, which purchases ferrous and non-ferrous metals from the public and industry, has been at the same location since it was

City Attorney Jeff Plyman estimated it would take at least three or four months for the courts to rule on the quick take.

The city then could take possession of the site, leaving the court to determine the value of the property at a future date. The city would be required to move everything from the site, Hock said.

“We will continue to negotiate right up to the point of a hearing date on quick

take with the property owner and continue to listen to reasonable offers to see if we can settle it prior to an actual court date,” Hock said.

Freeman said he hasn’t heard from the city since its decision to evoke its eminent domain and quick take powers.

Mayor Tom Giarrante said he brought both sides together at a good faith meeting in late March, but they were unable to reach an agreement.

In addition to the widening of St. Louis Street, the city plans to use part of the site for stormwater detention to accommodate runoff

from the transportation center project. The site also will provide replacement parking for a nearby Pace facility that will be partially displaced by the road realignment.

Hock told the council that delays on acquisition of the property probably would not hold up the overall completion of the project, which will include both new bus and train stations.

“But we will eventually need it no matter what for widening of the street and completion of the project,” Hock said. “After 18 months, we haven’t been able to come to any conclusion. There’s really no reason to wait.”

Joliet keeps Tree City USA status; Arbor Day plans announced THE HERALD–NEWS JOLIET – The Arbor Day Foundation has designated Joliet a Tree City USA for the 23rd consecutive year and has given the city its Growth Award.

Tree City USA is awarded to cities that meet certain standards, which include spending at least $2 per capita on urban forestry and maintaining a tree board or department, according to a news release announcing the distinction. The

Growth Award is given to cities with higher levels of commitments to urban forestry.

Tree City USA cities also are required to have Arbor Day celebrations, and Joliet will have its celebration at 2:15 p.m. April 25 at Wesmere Ele-

mentary School, 2001 Wesmere Parkway. Fifth-grade students will participate in a tree planting ceremony.

Joliet also recognized four winners of its “Trees Are Terrific” Arbor Day Poster Contest from the fifth-grade class

at Wesmere. They are Maya Ordaz, first place; Anicka Anderson, second place; Brianna June Harris, third place; and Hannah Faragoi, honorable mention. The posters will be on display at City Hall through April 25.

Past could catch up with murder suspect

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Prosecutors want to use during the trial a murder suspect’s history of gun use and threats against women.

Assistant Will County State’s Attorney Jessica Colon-Sayre on Monday presented Judge Carla Alessio-Policandriotes with a binder of reports supporting their motions to introduce eviEric Glover dence against Eric Glover, 42.

Defense attorneys will review the reports and set a future date for the court to hear those motions.

On June 17, 2002, Velma Franklin’s then 11-year-old daughter found her lying in a bed in their Third Avenue home with a gunshot wound to the head. The girl told police she’d last seen her mother alive the night before when she argued with Glover, her live-in boyfriend.

Glover arrived while police were processing the crime scene and claimed he’d spent the night at a friend’s house after being locked out during the argument. He was charged

with Franklin’s murder, but those charges were dropped when the state’s attorney’s office decided there wasn’t enough evidence to proceed to trial.

But Glover, who already had drug and weapons convictions, was sentenced to five years in prison for telling police he owned a .38-caliber handgun that he discharged in the house two months before Franklin’s slaying.

In 2007, Glover confronted the sister of an ex-girlfriend who came over to retrieve a barbecue grill from his residence and threatened to pistol-whip her with the .38-caliber handgun he was carrying, according to police reports.

In 2009, Glover was carrying a .38 when he was pulled over for drunken driving by Joliet Police Officer Shawn Wascher. According to court filings, Glover threatened to kill Wascher.

He was convicted of being an armed habitual criminal and is currently serving a seven-year sentence at Stateville Correctional Center.

While Glover was imprisoned, the state’s attorney’s office reviewed the Franklin homicide as a cold case and charged him in June 2012 with her murder.

Prosecutors plan to argue the earlier shooting in the house and the confrontations with his ex-girlfriend’s sister and Wascher can be used during the murder trial.

They will also use statements Franklin made to her mother and best friend about Glover’s abuse prior to her slaying. Such hearsay evidence could be admissible under “Drew’s Law” if it’s shown Glover gave up the right to confront Franklin about what she said by killing her.

Statements that Drew Peterson’s fourth wife, Stacy, made to others before her disappearance in 2007, were used when he was tried for the murder of his third wife, Kathleen Savio.

Such statements were made permissible under a new law that has since been referred to as “Drew’s Law.”

McDonough Street project has started

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – A one-mile stretch of McDonough Street just south of the Inwood Golf Course will soon receive a facelift with the addition of a cross-section lane and a multi-use bike path.

Several utility services this week are relocating and replacing pipelines and facilities before the start of construction.

The road work will start in mid-May and be completed

by November.

The Will County Board on Thursday is expected to approve a $3.6 million contract with P.T. Ferro Construction Co. for the widening of McDonough Street from Houbolt Road to Infantry

Drive.

The improved road will feature pipe drainage, curband-gutter sewage, a 16-footwide center median to allow for turning in both directions and a 10-foot-wide multi-use path along the south side of McDonough, Will County Engineer Bruce Gould said.

The slated construction is part of an agreement that the city and county had struck years ago to improve the county-owned roadway and transfer jurisdiction to the city upon completion, Gould said.

A good majority of the project’s funding will come from the county’s Build Will fund while the city will chip in about $400,000 to pay for the bike path and new lighting, Gould said.

If residents don’t do so before Tuesday, they can face steep penalties from the federal government, said Al Shalash, district manager of Liberty Tax Service, an income tax preparation firm in Joliet.

“Just by filing on time, you cut your penalties in half,” he said. “You can deal with ‘How do I pay them?’ later. Just get

it filed.”

The penalties for not filing or paying owed taxes on time include an additional 5 percent charge a month for the payment that the person failed to deliver on time. The maximum penalty is capped at 25 percent, but there’s also accrued interest, Shalash said.

Individuals who need additional time should request an extension by mailing the correct form in by Tuesday. As long as the form is filled out correctly and is postmarked by April 15, an extension will be

Any tax returns placed there past the collection times will be considered late by the IRS. “We’re encouraging customers to pay attention to the collection times posted on the mailboxes,” Howard said.

Howard said the post office no longer extends its business hours because of the growing number of people who opt to file electronically.

Shalash said filing electronically is not only an easier alternative, it’s required by the IRS unless the person has a

“really good reason” to file the old-fashioned way.

“Sometimes, if your initial return gets rejected or say, hypothetically, someone had stolen your identity or there’s wrong information on the form, obviously the only alternative is to mail in the correct information,” Shalash said.

“That’s really the one good reason to file that way.”

When returns are filed electronically, Shalash said, most tax refunds are mailed within 21 days but some come even sooner.

Cause of Saturday explosion in Channahon still being investigated

By CHRISTINA CHAPMAN–VAN YPEREN cchapman@shawmedia.com CHANNAHON – One person was hospitalized after a garage explosion Saturday at a Channahon home. The cause of the explosion is still under investigation, although Channahon police have said the blast could have been linked to a propane or air tank.

About 8:45 p.m. Saturday, the Channahon Fire Protection District was called to 24261 Burr Road for an explosion in a garage that was attached to a house. There was exterior damage to the house and debris in the street, but no fire, according to the fire department.

“A small smoldering spot was found inside the garage, but certainly no cause for

concern,” Fire Chief John Petrakis said Monday.

Two people were in the house – one adult and one child – when the garage exploded, Petrakis said. They were able to get out.

But one of the occupants was later taken to Presence St. Joseph Medical Center in Joliet with what appeared to be injuries that were not life-threatening, the chief said.

The fire department has not yet stated a possible cause for the explosion. Channahon police on Saturday issued a news release that stated it was possible a propane tank or other type of air tank exploded in the garage.

Damage estimates were not known as of Monday. The Channahon Community Development department is con-

ducting an inspection of the home.

Fire crews established precautionary actions at the scene in case the fire spread, with hoses put in place to establish protective fire suppression measures. Specialized air monitoring devices were used to monitor the area around the home for combustible gases, and Petrakis said no hazardous readings came up at any time.

Authorities requested assistance from Nicor and ComEd. In addition, fire crews from Minooka, Troy, Rockdale and Elwood assisted at the scene.

As of Saturday night, the American Red Cross was working with the occupants to arrange temporary living arrangements and other domestic needs.

By JESSICA BOURQUE jbourque@shawmedia.com MINOOKA – A nationally franchised company is considering building a new hotel in Minooka as early as this summer.

If the project moves forward, the 83-room hotel would be constructed on the north side of Minooka near Bob Blair Road and would employ roughly 25 people, according to information from the Grundy Economic Development Council.

“The village has been in

talks for several months now with a group of investors,” Minooka Administrator Dan Duffy said. “The project is still in the preliminary planning stages.”

The village is working on an incentive package for the investor, which likely will include property tax abatements. Because it is in the early stages, the name of the hotel is not being released.

Duffy said the new hotel – complete with a swimming pool, meeting room and board room – would be about a $10 million project.

The entire project could be finalized within the next two months with construction beginning as early as July, Duffy said.

“We’re really hoping to make this a reality,” he said.

The investor and the village looked at a combination of economic factors before drawing up plans for the new facility. Duffy said both parties agreed the hotel would be a good investment for the community.

“The economy and dynamics are in the right place,” Duffy said. “We want to make

sure if we bring a hotel into Minooka, it will be successful.”

Duffy said Minooka has worked to attract industrial investors to the area, but wants to expand its commercial presence as well.

“We’ve worked really hard on the industrial side,” he said. “Now we want to bring more commercial amenities.”

Nancy Norton Ammer, CEO of the GEDC, said the hotel could be the first of what could be many more commercial projects in Minooka.

“The village has been work-

ing very hard to attract a hotel to the area,” Ammer said.

“Not just for the investment that the hotel will bring in, but the ancillary businesses that will follow. A hotel has been a target for Minooka for a very long time.”

Ammer said restaurants are among the secondary businesses typically developed after the construction of a hotel.

The project proposal – which has already gone before the Minooka Village Board – will go before the remaining taxing bodies for review in the next few months, Ammer said.

Plainfield park board meets to consider adding members THE HERALD–NEWS PLAINFIELD – The Plainfield park board will hold a special meeting Thursday that could include a vote on expanding the size of the board in a future election.

The board also will discuss state legislation aimed at forcing expansion through state legislative appointments.

The board meets at 7 p.m. in the Heritage Professional Center, 24023 W. Lockport St. The agenda includes a motion to support House Bill 5593, a state bill that would expand the park board from its current five members to

seven. The two additional members would be appointed by local legislators and would have the effect of diluting a board majority that has faced opposition in the community.

Another item on the agenda is a motion for the park board to itself expand its membership from five to seven with the additional members to be selected in a future election.

Board Vice President Janet Silosky, who had been part of the majority targeted by the state legislation but has recently been breaking away, has proposed the board expansion as a substitute for the state legislation.

OBITUARIES THOMAS C. BONNER Age 71, passed away Saturday April 12, 2014, at Presence St. Joseph Medical Center.

Survived by his loving children Ted (Kathy) Bonner, Don (Dawn) Bonner and Debi Bonner; beloved grandchildren Christopher, Jacob, Brandon, Justin, Cameron, Aaron and Addison; one sister Judy (Donald) Bedford; brother-in-law James Ingersoll; his little buddies Lily and Jax. Numerous nieces and nephews also survive.

Reunited in spirit with his wife, Phyllis M. (Fance) Bonner; one son Thomas Bonner Jr.; mother, Lois Blount; sister, Carolyn Ingersoll; brother, Harlen Bonner.

Born in Joliet, Thomas lived in Breckenridge, CO for a few years and loved being in the mountains.

Retired from Golden Eagle and Ceco Steel.

Preceded in death by his wife of 62 years; Margaret (McFadden) Havidich (2013), his parents; Paul and Frances (Brelich) Havidich, two brothers; Frank and Bernard “Bernie” Havidich and one sister; Anne Miller.

He retired after 40 years as a route salesman for Beatrice Foods/Meadow Gold Dairy. He also worked as a toll taker on the IL tollway road system and as a ranger at Prairie Bluff Golf Course.

Tom served honorably in the Army Air Corp during WWII as a radio technician on the B-24s as part of the 456th Liberator Bomb Group stationed in Cerignola Italy.

In keeping with his wishes, cremation rights have been accorded. No services were held.

Private interment with full military honors will take place at a later date at Abraham Lincoln National Cemetery in Elwood.

Ron was born and raised in Oak Lawn, he was a handy man and owned and operated “Ron's Home Repair”. He was a loving father, grandfather, uncle, brother and friend. He was known to many as “Pops” and he will be missed.

Music degrees from the College of St. Francis, Joliet. She received her Master's degree in Music at DePaul University in Chicago. While she furthered her education in various fields at other institutions, music continued to remain the focus of her ministry.

Sister Kathleen began her ministry in education and music at St. Mary Magdalene in Columbus, Ohio teaching grades 1 and 2 and serving as Parish Organist. From 1939 to 1944, she taught Kindergarten and Music at St. Raymond's in Joliet, Illinois. Her music ministry took her to grade and high schools throughout Illinois and Ohio. In 1969, she spent a year teaching Music Education at the University of San Carlos in the Philippines. When she returned to the United States in 1970, she taught for one year at St. Procopius High School in Chicago and then began a ten year ministry teaching social studies at Immaculata High School in Chicago, Illinois. From 1981 until 1989 she served as the bookkeeper for the Cathedral of St. Raymond Parish in Joliet, Illinois. In 1989, she became a Crisis Line Volunteer Operator and worked there until 1994. After some time for family ministry, Sr. Kathleen ministered in Pastoral Care at St. Raymond Cathedral in

. Raymond Joliet, retiring from active ministry in 2009 when she moved to Our Lady of Angels Retirement Home.

RAYMOND G. SUGG Age 90, of Lockport, passed away on Saturday, April 12, 2014, at his home. He was born in Harrisburg, IL, living in the area since 1942.

Retired from Caterpillar in 1994 after 33 years of service. Member of the Lockport fraternal Order of the Moose Lodge #1557, he loved to read, play Euchre, was very handy and he was also a part-time farmer.

He was born in Streator, Illinois February 28, 1950 to parents, Thomas and Emma (Drapp) Novotney. He graduated from Streator High School in 1968, and received his Bachelor's of Science degree in math education from the University of Illinois, and his Master's of Science degree in math education from Bemidji State University. He was previously married to Mary Dow (deceased 1979). He married Betty Fulton of Bemidji, Minnesota, on August 22, 1981.

Larry was a lifetime fan of basketball and baseball, specifically the University of Illinois, and the Chicago Cubs. One of his greatest accomplishments was teaching high school math for 39 years, and coaching high school basketball for 34 years. He taught and coached in four states including Illinois, Minnesota, Montana and Missouri.

Larry taught and coached at the following high schools in Illinois: Richmond-Burton, Momence, Putnam County, and Lincoln-Way Central. He concluded his teaching career at St. Bede High School.

Following his retirement, Larry served as the athletic director at Seneca Grade School, and worked at the fitness center at Seneca High School. He was an active member of Our Savior's Lutheran Church in Seneca.

Larry was an amazing husband, father, grandfather, uncle, and friend. Larry's love of sports connected his life with many, and often in the form of coaching. His laugh, love, candid sense of humor, and “handyman capabilities” will be dearly missed.

Larry is survived by his wife, Betty; daughters, Debbie (Marty) Wietfeldt of Bloomington, IL. Kathy of Morrison, IL, and Molly, at home; and one granddaughter, Lauren Wietfeldt. He is also survived by two nieces, Kim (Ron) Dankenbring of Streator, IL, Valerie (David) Bahr of West Lafayette, IN; and one nephew, Jack Pieper of Mesa, AZ. Quinn tour highlights questions of taxes

CHICAGO – Gov. Pat Quinn’s tour of the state to push his program aimed at helping first-time homebuyers quickly turned political Monday as both he and his Republican gubernatorial opponent wasted no time highlighting likely recurring themes in the 2014 race: wealth and taxes.

In four planned appearances, Quinn sought to promote his “Welcome Home Illinois” program, which would help first-time homebuyers make down payments on homes and

secure lower mortgage rates.

In Chicago, the first event, Quinn said the program would “help families who don’t have political action committees, who don’t have lobbyists, who don’t have millions of dollars to buy more than one home.”

It was a not-so-subtle reminder that his GOP challenger, Bruce Rauner, is a wealthy venture capitalist who owns multiple homes.

Before Quinn had stopped talking, Rauner’s campaign had responded in a statement, dismissing the housing program as old news – the latest of three such programs that have been launched, another

by Quinn and one by predecessor Rod Blagojevich.

Rauner’s campaign also used Quinn’s speaking tour to raise questions about whether the governor might soon allow property taxes to be raised in Chicago and thus hurt people he says he’s trying to help. The Illinois Legislature has sent the governor a bill that would allow the city to overhaul two city pension programs, partly through such a tax hike.

“Will he break his promises again and again and allow Chicago property taxes to rise?” Rauner’s campaign statement asked.

Quinn again Monday gave

no hint whether he will sign or veto the bill, saying only that he is continuing to study it. Quinn has broadly railed against raising property taxes, and reiterated Monday his decades-long devotion to cutting property taxes.

Mayor Rahm Emanuel is hoping to use the bill to push for local approval of the tax increase, even though the provision that explicitly called for the increase was stripped from the bill after Quinn said he would not support it.

Quinn also stopped in Rockford and Moline and was scheduled to visit Bartonville late Monday afternoon.

The proposal to offer firsttime homebuyers $7,500 for down payments and interest rates as low as 3.75 percent for a 30-year fixed-rate mortgage is the “most aggressive program in state history to encourage home ownership by every by everyday people,” Quinn said in Chicago.

Illinois Housing Development Authority spokeswoman Cami Freeman disputed the Rauner campaign’s contention after Quinn’s Chicago appearance, saying the program is not new, but offers a better interest rate and a larger down payment than previous programs.

Alyssa Hermann is a junior from DeKalb High School who took the test in December to prepare for this month’s free exam at school, according to a report by The DeKalb Daily Chronicle.

“I feel like you have to take it really seriously because all the colleges look at it,” she said.

Dylan Moore is spending time with his classmates at Sandwich High School studying for the test, which he says is vitally important to his future.

Soda tax prompts man to pull gun in Chicago store

Employee charged with diverting money from firm

CHICAGO – Police accuse a Chicago man of pulling out a submachine gun in a convenience store because he didn’t want to pay a 22-cent tax on a two-liter bottle of soda.

A Cook County judge ordered 36-year-old Nahshon Shelton held without bail after the Sunday afternoon incident. Shelton is charged with aggravated assault, unlawful use of a weapon by a felon and having an invalid Firearm Owner’s Identification card.

Prosecutors say Shelton pulled out a blue-steel Intratec .22-caliber submachine gun and threatened to kill everyone.

Authorities say he told police it “is my neighborhood, I’m tax exempt.”

The Chicago Sun-Times reports prosecutors say Shelton’s gun had eight live rounds in one magazine, five live rounds in another magazine and one in the chamber.

Shelton doesn’t have a listed telephone number.

CHICAGO – A Chicago trading firm’s office manager is facing a federal wire fraud charge after authorities say he diverted more than $700,000 from the company’s dividends to buy land in Indiana.

In a statement Friday, the FBI says 29-year-old Joseph Tagler of Oak Lawn worked at Eagle Market Makers and stole payments for more than two years.

Investigators say Tagler used the money to buy property for himself as well as his brotherin-law.

The FBI says the alleged scheme was uncovered when a co-owner realized he wasn’t getting as much money in dividends payments as company documents indicated he should have received.

He was arrested Thursday and released on $50,000 bond.

It wasn’t immediately clear if Tagler had an attorney and his telephone number wasn’t listed.

STATE BRIEFS Illinois debates continuing free ACT test DEKALB – Thousands of high school junior students are preparing for this year’s ACT as Illinois lawmakers consider whether to continue paying for them to take the college readiness exam.

Nearly 143,000 Illinois juniors took the test last year, which is given to students each April for free as part of two-day testing that’s been a graduation requirement from the state since 2002.

But state education officials are now debating whether to pass along the $52.50 exam fees to students and their families as a way to save money.

“It seems like the state is devaluing the ACT while colleges see value in it,” said Joe Burgess is superintendent of Genoa-Kingston School District 424. “I feel like we’re caught in the middle.”

State board officials estimate it will cost $14 million for all high school juniors to take the ACT test next year, which they want to keep even though it is scheduled to be phased out with the implementation of other

Gas station owners oppose fuel tax hike SPRINGFIELD – A recent proposal to raise the Illinois fuel tax to pay for state transportation costs is meeting opposition.

Retail gas station owners announced their opposition to such a plan Monday in Springfield.

They say raising the tax hurts drivers and businesses during a tough economy.

Bill Fleischli is the vice president of the Illinois Petroleum Marketers Association. He said the state should stop diverting money intended for roads to other areas of the budget.

Two weeks ago, the Transportation for Illinois Coalition unveiled their plan for funding road construction and public transit.

It included increasing the motor fuel tax by 4 cents and eliminating the ethanol credit for gasoline.

Funding for a five-year capital program is set to expire this year.

The state gas tax hasn’t increased since 1990.

Ohio Attorney General Mike DeWine told The Associated Press last week that his job is to defend Ohio’s statutes and constitutional provisions and that he will continue to do so.

He declined to speculate what the outcome of the state’s appeal will be or the future of gay marriage rights as a whole.

“Every state is having a lively debate over this and I think that’s a proper thing to do,” he said. “I think it’s pretty obvious that all these issues are going to be resolved by the 6th Circuit and some cases are going to get to the Supreme Court. They’re going to have a decision in the United States Supreme Court and we’re all going to have to accept that.”

Work zone signs changed But lower limits remain for work zones, where drivers need to as speed limit climbs SPRINGFIELD – Illinois transportation officials are adding extra safety precautions to work zones around the state after the speed limit was increased to 70 mph on some highways.

The Springfield State Journal-Register reported motorists are being warned of construction projects with extra signs, including speed indicators.

CINCINNATI – A federal judge Monday ordered Ohio to recognize the marriages of same-sex couples performed in other states, and civil rights attorneys and gay marriage supporters immediately began looking ahead to their next fight: a lawsuit seeking to force Ohio to allow gay couples to marry.

Judge Timothy Black’s ruling was a partial but significant victory for gay rights supporters, who called it a stepping stone for full marriage equality in Ohio.

Black ruled that Ohio’s refusal to recognize gay marriage is a violation of constitutional rights and “unenforceable in all circumstances.”

“The record before this court ... is staggeringly devoid of any legitimate justification for the state’s ongoing arbitrary discrimination on the basis of sexual orientation,” Black wrote.

The state plans to appeal Black’s ruling, arguing that Ohio has a sovereign right to ban gay marriage, which voters did overwhelmingly in 2004.

Al Gerhardstein, the Cincinnati civil rights attorney who filed the lawsuit that led to Black’s ruling, said Monday that he’s been speaking with several gay couples who want to win the right to marry in Ohio. He plans to file a lawsuit in the matter in the next couple weeks.

He called Black’s ruling “a sweeping declaration” in favor of gay marriage and thinks the judge has given a clear indication that he would rule in favor of forcing Ohio to allow gay couples to marry in the state.

By JIM SUHR and MARIA SUDEKUM The Associated Press OVERLAND PARK, Kan. – Never one to keep his hatred to himself, Frazier Glenn Cross for decades sought out any soapbox to espouse his white-supremacist beliefs, twice running for federal office with campaigns steeped in anti-Semitism.

Yet there’s scant evidence the Army veteran and retired trucker with Ku Klux Klan links ever resorted to violence before Sunday, when authorities say he opened fire with a shotgun and pistol outside a Jewish community center and retirement complex near Kansas City. None of the three people killed turned out to be Jewish.

The 73-year-old Cross, who shouted a Nazi slogan at television cameras when arrested minutes later, has been jailed

awaiting charges that investigators said could come as early as Tuesday. At some point, a federal grand jury is expected to review the slayings, which authorities now deem a hate crime.

U.S. Attorney Barry Grissom said the victims “happened to be in the wrong place at the wrong time” and had “a firsthand encounter with evil.”

The FBI and police have not offered any public explanation for what triggered Sunday’s deadly outburst in Overland Park on the eve of the Jewish festival of Passover. While the FBI and other law-enforcement agencies were familiar with Cross, Sunday’s gunfire was “very random,” the FBI’s Michael Kaste said.

“We don’t really see how this could have been prevented. There’s at least no obvious answer,” said Mark Potok, a senior fellow at the Ala-

bama-based Southern Poverty Law Center, which tracks hate groups and had a considerable dossier on Cross. “He is one of the more frightening characters out there, no question about that.”

A Johnson County jail official reached Monday by The Associated Press refused to make Cross available and referred inquiries to his attorneys and Overland Park police.

The Kansas City Star reported that Cross had been assigned two federal public defenders.

Knocks by an Associated Press reporter went unanswered Monday at Cross’ small, single-story home bordered on three sides with barbed-wire fences near the southwest Missouri town of Aurora, some 180 miles south of Overland Park. Police: Utah mom admitted to killing her 6 newborn babies

By BRADY McCOMBS The Associated Press PLEASANT GROVE, Utah – Megan Huntsman was clear about what she did with six of her newborn babies.

Huntsman, 39, told police she either strangled or suffocated them immediately after they were born. She wrapped their bodies in a towel or a shirt, put them in plastic bags and then packed them inside boxes in the garage of her home south of Salt Lake City.

What’s not clear is why.

A day after her arrest on charges of killing her six babies, investigators and her neighbors puzzled over the grisly discovery, including how she could have concealed a half-dozen pregnancies over a 10-year period.

Huntsman, who was arrested Sunday on six counts of murder, was ordered held on $6 million bail – $1 million for each baby. The remains of a seventh baby police found appears to have been stillborn, authorities said.

According to a probable cause statement released by police Monday, Huntsman said she gave birth to at least seven babies between 1996 and 2006 at her former home in Pleasant Grove, a leafy, sleepy town about 35 miles south of Salt Lake City.

All but one of them was born alive, she said.

Her estranged husband, Darren West, made the discovery Saturday morning while cleaning out the garage of the house, which is owned by his parents. He called Huntsman, who admitted to him it was

her baby, according to court documents.

West called police, who then found the bodies in the garage.

Investigators believe Huntsman is the mother of them all based on what she has told them but have ordered DNA tests to make sure that’s the case. Huntsman’s three daughters – one teenager and two young adults – also lived in the house.

It could take weeks to get the results, Utah County Attorney Jeff Buhman said.

Investigators believe West and Huntsman were together when the babies were born, but don’t believe he was aware of the killings. Buhman said Huntsman is the principle suspect, but didn’t rule out more arrests as the investigation continues.

Mayor Dan Clevenger said Cross often distributed racist pamphlets.

The Southern Poverty Law Center said Cross, who also went by the name Frazier Glenn Miller, has been immersed in white supremacy most of his life. During the early 1980s, Cross was “one of the more notorious white supremacists in the U.S.,” according to the Anti-Defamation League.

He founded the Carolina Knights of the Ku Klux Klan and served as its “grand dragon” before launching the supremacist White Patriot Party, the law center said.

By 1987, he was the target of a nationwide manhunt for violating terms of his bond while appealing a North Carolina conviction for operating a paramilitary camp. Federal agents tracked him along with three other men to a rural Missouri mobile home stocked with hand grenades, automat-

ic weapons and thousands of bullets.

A federal grand jury indicted Cross on weapons charges and accused him of plotting robberies and the assassination of the law center’s founder, Morris Dees. He then served three years in federal prison. As part of a plea bargain, he testified against other Klan leaders in a 1988 sedition trial.

Cross ran for the U.S. House in 2006 and the U.S. Senate in 2010, each time espousing a white-power platform.

Violence proved fatal to his son. Jesse Miller was 30 and wielding a shotgun in 2008 when he was shot and killed by a police officer he wounded in Marionville. The confrontation happened moments after the younger Miller had gunned down a passer-by who stopped to help him after a car crash. It was never clear why Miller resorted to gunfire.

April 15 not much of a deadline for most taxpayers

By STEPHEN OHLEMACHER The Associated Press WASHINGTON – The calendar shows April 15, and you haven’t even started on your federal tax return? Chances are, you don’t need to fret.

If you’re due a refund – and about three-fourths of filers get refunds – April 15 isn’t much of a deadline at all.

The Internal Revenue Service doesn’t like to talk about it, but penalties for filing late federal tax returns apply only to people who owe money. The penalty is a percentage of what you owe. If you owe nothing, 5 percent of nothing is ... nothing.

But it doesn’t make much sense to file late. If you are owed a refund, why wouldn’t you want it as soon as possible?

And if you have unpaid taxes, the late fees add up quickly.

“Most people with refunds are filing early in January,

February and March because they’d like the refund early,” IRS Commissioner John Koskinen said. “So we don’t see an incentive and we don’t see much experience of people waiting later for us to keep the money longer.”

The failure-to-file penalty is generally 5 percent of your unpaid tax bill for every month, or part of a month, you are late.

It kicks in on April 16. In general, the maximum penalty is 25 percent of your original tax bill.

There also is a penalty for failing to pay your tax bill, separate from the penalty for failing to file at all, but it’s much smaller. That’s because the IRS wants you to file a return even if you don’t have enough money to pay what you owe.

The failure-to-pay penalty is 0.5 percent of your unpaid taxes for every month, or part of a month, you don’t pay.

Snowden, a former contract employee at the NSA, has been charged with espionage and other offenses in the U.S. and could get 30 years in prison if convicted. He has received asylum in Russia.

The ASSOCIATED PRESS ABUJA, Nigeria – Suspected Islamic militants struck in the heart of Nigeria on Monday with a massive rush-hour bomb blast at a bus station that killed at least 72 people and wounded 164 in the deadliest attack ever on the nation’s capital.

Survivors screamed in anguish and the stench of burning fuel and flesh hung over the area, where billows of black smoke rose as firefighters worked to put out the fires.

Rescue workers and police gathered body parts as ambulances rushed the wounded to hospitals.

Visiting the blast scene,

President Goodluck Jonathan blamed Boko Haram, the homegrown terrorist network that has targeted schools, churches, mosques, villages and government facilities, killing thousands in its fiveyear campaign to make Nigeria an Islamic state.

Authorities said at least 72 people were killed and 164 wounded, though the death toll was sure to climb because it did not include victims whose bodies were dismembered, the health ministry said.

It was the deadliest attack yet in Abuja, the centrally located capital that is hundreds of miles from Boko Haram’s stronghold in Nigeria’s north-

east.

“I can’t count the number of people that died. They took them in open vehicles. People were running and there was confusion,” said civil servant Ben Nwachukwu.

A counter-terrorism expert said the bomb appeared to have been buried underground, while the emergency management agency said the explosives were apparently hidden in a vehicle.

The explosion, which struck at 6:45 a.m. in the poor satellite neighborhood of Nyanya, left a 4-foot-deep crater and destroyed 16 luxury buses and 24 minibuses and cars, police spokesman Frank Mba said.

Robotic submarine deployed in plane search

By MARGIE MASON The Associated Press PERTH, Australia – Search crews sent a robotic submarine deep into the Indian Ocean on Monday to begin scouring the seabed for the missing Malaysian airliner after failing for six days to detect any signals believed to be from its black boxes.

Meanwhile, officials were

investigating an oil slick about 3.4 miles from the area where the last underwater sounds were detected, said Angus Houston, the head of a joint agency coordinating the search off Australia’s west coast.

Crews have collected an oil sample and are sending it back to Australia for analysis, a process that will take several days. Houston said it does

not appear to be from any of the ships in the area, but cautioned against jumping to conclusions about its source.

The unmanned underwater vehicle, the Bluefin 21, was launched from the Australian navy ship Ocean Shield, the U.S. Navy said. The autonomous sub can create a three-dimensional sonar map of any debris on the ocean floor.

Courts keeping pace with media In a decision that bolsters openness and transparency, the Iowa Supreme Court recently approved amendments to rules regarding audio and video recording and photography of courtroom procedures.

The new amendments broaden the court’s definition of news media and allows for live electronic reporting, such as tweeting and blogging by media, provided there is advance approval from the presiding judge. We believe those amendments are in line with the expanded use of social media in all segments of society, including the jobs of collecting and disseminating information and news.

The new rules take effect May 1. Iowa has a solid reputation of openness in its judicial branch of government. It was less than three years ago when we were arguing in support of the Cameras in the Courtroom Act, which would have required television coverage of open sessions of the U.S. Supreme Court. Iowa was one of the states leading the way regarding television cameras in the courtrooms on a state basis, getting on board with that concept in 1979. The issue regarding these new amendments in Iowa was reviewed for 10 months by a 15-person Iowa Supreme Court advisory committee that consisted of Iowa judges, attorneys and members of the media.

Iowa Supreme Court Justice Bruce Zager, who is from Waterloo, commented on the amendments.

“I am confident the expanded news media coverage rules as amended will continue Iowa’s tradition of openness and transparency of court proceedings and move us closer to Chief Justice [Mark] Cady’s goal of being the best court system in the nation,” Zager said.

District Judge Colleen Weiland said the updated rules address two problems with the expanded media provisions.

“One being who counts as media and the other being nontraditional types of coverage including live blogging. The old rules did not address either of those two items,” she said.

It hasn’t been clear under the old rules whether reporters could use computers and phones to report, blog and tweet live on courtroom proceedings. It also wasn’t clear how bloggers and others who do not work for traditional media outlets were treated.

In the new rules, the news media is defined as anyone who regularly reports on matters of public interest “in any medium.”

In comparison with the rest of the nation, Iowa has a good record of openness and transparency.

The way in which we are reporting community information and breaking news has been changing.

That is apparent to everybody. These amendments help keep pace with technological change, while maintaining Iowans’ access to the judicial process.

Madigan now a media hound A long time ago, I asked Illinois House Speaker Michael Madigan why he never golfed at his golf outing fundraisers.

Madigan explained that he was a terrible golfer (he’s since improved, I’m told). If people saw him embarrassing himself badly on the golf course, they might take a dimmer view of him as a leader.

He has applied this lesson to just about everything he does.

He examines every angle before he acts. He hates mistakes and almost never acts precipitously or impetuously.

For example, Madigan and his staff gather a few times a week to read through every bill and every amendment to those bills to look for flaws, hidden agendas or to discuss strategies. He always wants to be as prepared as possible.

As a result, he rarely fails.

But something else has been happening over the past year or so.

Madigan has become a media hound.

The Speaker has never really

VIEWS Rich Miller sought media attention. He does what he does, and then he goes home, or, more likely, back to his office. A Republican friend of mine calls him “James Bond.”

But after getting royally hammered by the Chicago media over how he asked Metra to give one of his loyal patronage workers a raise, he’s seemed to change.

Nowadays, he seeks publicity and credit.

It started after the House passed the gay marriage bill.

It wasn’t an easy task by any means and Madigan publicly took the credit for its passage. A few months later, he took the lion’s share of the credit for passing the long-sought pension reform bill.

Then, earlier this year, out of the blue, he proposed a 50 percent cut in the corporate income tax rate. He got a ton of media cov-

erage, but he hasn’t yet followed up on it. It looked like a “press release bill.” Legislation unveiled merely to generate media interest.

It might yet resurface, but as of now it has been disappeared into the ether.

Madigan also was working behind the scenes this spring with the Senate Democrats on a constitutional amendment to impose a 3 percent surcharge on income over $1 million. But then Madigan went ahead with his own announcement of the proposal.

It was referred to in pretty much all media reports as “Madigan’s millionaire tax.”

At the time of the unveiling, Madigan said he’d done his homework and had talked to his members before announcing his proposal. The constitutional amendment required a three-fifths super majority, so Madigan would need every single one of his Democrats if he couldn’t lock down any House Republican votes.

Ask state senator to vote ‘no’ on HB 5967 Dear Editor: The Illinois Senate is considering legislation that will put thousands of school children at risk, increase traffic congestion and harm the environment.

House Bill 5967 would radically alter the formula that guarantees yellow bus service for all students living at least 1½ miles from school. Under HB 5967, the minimum distance would increase to 2 miles, adding 172 square blocks, or 43 percent, to each school’s exclusion zone. This “small” change would virtually end bus service at many schools and force tens

of thousands of students to find a different way to school.

These alternatives are not good for our economy, our environment, nor, most importantly, for the safety of our children.

Buses are the safest mode of school transportation. In 2012, more than 600 children were killed nationally traveling to and from school. Only 10 fatalities occurred in a school bus. Reducing school bus service increases the chances of more student deaths.

Each bus takes an average of 34 vehicles off of the road, cutting traffic and the pollution that comes with it, as well as helping to curb student absenteeism and truancy.

Many school districts are actually looking at reducing the 1½ mile minimum because of parent concerns about safety issues and the effect of added traffic congestion on the environment.

Please ask your state senator to vote “no” on House Bill 5967 and preserve the yellow bus for more students.

Rep. Jack Franks, a Democrat, from Marengo, who prides himself on never voting for tax hikes, offered tentative early support, but his support was tied to allowing the 2011 income tax hike to expire. Just days later, Madigan publicly supported keeping the tax hike permanent.

Franks said he told the Speaker that he couldn’t back the proposed constitutional amendment a couple weeks ago. Madigan asked for time to try and find GOP votes. In the meantime other Democrats went off the reservation, including Rep. Scott Drury, who issued a news release last week announcing his opposition.

The momentum was going too fast the other way, so the plug was pulled.

Madigan, through a spokesman, blamed the Republicans for the proposal’s defeat. But Madigan had surprised the Republicans with his plan’s unveiling, instead of finding some GOP support in advance.

As it turns out, Madigan simply bit off more than he could chew. His proposal

To the Editor: As police chiefs, our No. 1 mission is public safety. Certainly that means making arrests and keeping criminals off our streets – but far too often we are left wondering how they ended up there. We are convinced that giving more children a solid start is the best way to cut down on crime in years to come.

Numerous scientific studies have shown that the “architecture” of children’s brains is established before they turn five and that everything they learn, both as children and as adults, is built on the strength of that architecture. Too many children from low-income families start school at a disadvantage and fall farther behind as lessons get more rigorous. This ultimately leads them to drop out of school and face a life of underemployment and, in many cases, involvement in crime.

Quality early learning sets kids on a different course. In one rigorous study, the Perry Preschool Project which serves disadvantaged children in Ypsilanti, Mich., researchers followed kids who were randomly assigned to participate up to the age of 40 and compared them with the children who did not participate in the program. At age 27, those who had not participated were five times more likely to be chronic lawbreakers with five or more arrests.

Our state preschool program, funded by the Early Childhood Block Grant, has already lost 25,000 kids in the past few years, including a loss of more than 500 spots in preschool right here in Will County.

failed, but he sure got a lot of publicity about it, much of it favorable.

And, hey, lemons into lemonade. Pro-business groups like Americans for Prosperity Illinois offered up praise for Rep. Drury, who faces a Republican opponent in November. Drury and Franks, “should be commended for siding with taxpayers and small businesses by taking a courageous stand against this proposal,” said AFP Illinois State Director David From via news release. That’ll surely make Drury more palatable to tax sensitive business owners in his district.

And the proposal put Republican gubernatorial candidate Bruce Rauner in a difficult spot. Rauner flatly opposed the tax, while leaving open the possibility that he could favor taxing retirement income and services. It didn’t make him look good.

Maybe this is all part of some grand scheme. But right now it sure looks like James Bond has gone tabloid.

PLAINFIELD – After scoring 15 points in the second set and then falling behind 16-9 in the finale, things didn’t look good for Plainfield North’s boys volleyball team Monday.

But just as Bolingbrook appeared to be on the verge of claiming a nice victory, the Tigers dug deep and decided they wanted to walk away as winners.

North scored 16 of the match’s final 21 points to help it pull out a 25-19, 15-25, 25-21 nonconference win over the Raiders.

“Bolingbrook played unbelievably and was scrappy and got every ball up, so give them credit,” Tigers coach Kevin Vesper said. “We got outplayed in game two and lost our aggressiveness. But in game three we started swinging and getting more confident.

“This was definitely the most-emotional game that we’ve had. There were a lot of highs and lows so this was the first time that we had to react to that. Our crowd got really loud, and that helped us so we may have to create that energy by ourselves in the future.”

Bolingbrook (8-4-1) was riding high after Christian Ales (10 kills, 6 digs) recorded a pair of kills and served up consecutive aces to give his team a 16-9 lead in the final set.

But North (8-3) started chipping away at the advantage and finally moved ahead again at 21-20 on a kill and then a block from Doug Aremka (eight kills, three blocks).

After Ales tied it up one final time with a kill, Alex Orr answered with a kill and then Shane Yeo (27 assists) closed things out at the line, serving up an ace to go along with a kill by Alex Robles (six kills) and a match-ending net violation.

“We had a sloppy start in the second game but we really came together as a team when we needed to,” Yeo said.

“We’re an emotional team, so we just had to get the team excited again. Hopefully, we can

keep this momentum up in conference. We’ve been playing together since we were young so we’re close and feed off each other.”

Bolingbrook, which lost in two sets to the Tigers earlier this season, looked like it was in good shape after easily winning the second set and build-

ing a big lead in the finale.

But while the Raiders came up a bit short in their quest to beat North, coach Andrea Bercot is impressed by how her squad performed.

“I told the guys that this was going to be a test about whether they could compete against higher-level programs,” Bercot said. “It would have been nice to win and it’s bittersweet but that was a huge step for us in the right direction. We have an unselfish group that’s team-oriented and this will give us confidence going into conference.”

In the initial set, the Tigers used a service run by Robles that featured a block by Yeo and a kill by Mitch Chapman (9 kills) that built up an 18-12 lead that never got smaller

than two points the rest of the way.

The second set was a completely different matter, however, as Devin Oliver went on a long service run that gave the Raiders an early 10-2 lead. He had two aces in that spurt while Ales added a kill and Marcus Yarburough and Steven Richmond each had blocks.

Bolingbrook also received nine kills, six digs and two blocks from Avery Johnson while Enrique Barajas had five kills and 24 assists and Tyler Peloquin added eight digs.

The Tigers were led defensively by Chris Paige, who had 19 digs, and Gregory Rash, who contributed 11 digs.

Lockport teams host Strike Out Cancer Day

STAFF REPORTS Lockport’s baseball and softball booster clubs are joining together to host a multigame event Saturday called Strike Out Cancer Day, where all proceeds will benefit the nonprofit Make Your Mark Foundation, which raises money for pediatric cancer.

Lockport’s varsity, sophomore, JV and freshman A and B baseball squads and the Porters varsity and sophomore softball teams will all participate in the event. A total of five baseball games and six softball games will take place at the Athletic Field.

Paid admission of $8 for

ages 10 and older and $5 for senior citizens and kids ages 3 to 9 includes a donation, one wrist band souvenir and a food ticket for a picnic lunch.

Additional donations will also be accepted.

The booster club will also be selling 50/50 tickets throughout the day (the winner need not be present). All players from Lockport, Minooka, Downers Grove South and Peotone will be wearing special shirts honoring a family member or loved one who has battled or is currently battling cancer.

Baseball games against Minooka begin at 10 a.m. with the freshman and continue

through 6 p.m. when the varsity teams meet. Over on the softball fields, the Porters face Peotone at 11 a.m., followed

by Downers South and Peotone and then Lockport and Downers South in the finale at 3 p.m.

The University of St. Francis claimed the No. 20 position in the 2014 NAIA Football Coaches’ Spring Top-25 Poll released Monday afternoon.

Under second-year coach Joe Curry, USF posted a 7-4 overall record and finished as the runner-up in the Mid-

States Football Association Mideast League with a 4-2 conference mark this past season. Dating back to Nov. 1, 2000, USF has appeared in 35 of the past 43 NAIA polls overall, including 30 of 34 rankings conducted during the regular season.

NAIA national champion Grand View University was the unanimous No. 1 selection.

NCAA goes on offensive: Talking points warn of pitfalls The ASSOCIATED PRESS INDIANAPOLIS – The NCAA contends that unionization by college athletes could lead to fewer scholarships and championships as well as a drop in academic support and career counseling.

In a set of talking points issued to school leaders late last week, college sports’ largest gov-

erning body urged school leaders to have a unified voice on the topic that could dramatically alter college athletics.

This document includes some traditional points of emphasis for the NCAA – that school leaders want athletes to focus on their classwork, the NCAA has liberalized rules to allow athletic departments to purchase items such as suits

and members continue to work on legislation to provide money to cover the full cost-of-attendance.

But the NCAA also warned that “scholarships would be cut or eliminated. The number of championship experiences would be dramatically reduced.

Smaller sports would lose funding.”

It also said support services

such as academic support, career counseling and tutoring could all be “cut significantly or eliminated.”

“Do we really want to signal to society and high school students that making money is the reason to come play a sport in college, as opposed to getting an education, which will benefit you for a lifetime?” the NCAA memo reads. “That’s not the

message I want to send.”

The talking points were issued as the National Labor Relations Board weighs a decision by a regional NLRB official clearing the way for football players at Northwestern to form what would be the nation’s first union for college athletes. The NCAA, Big Ten Conference and Northwestern all oppose the move, and the school has appealed.

FIRST TASTE Buhrke was 12 years old when his life changed forever.

It was the summer of 1960.

Buhrke was a neighborhood kid, out riding his bicycle with friends, when he passed

by Wrigley as the Cubs were playing a game.

Suddenly, the crowd roared. A ball came screaming over the stadium fence.

BY THE NUMBERS Buhrke had caught the ballhawk bug, or maybe the ballhawk bug had caught him.

Either way, he was hooked.

There was no going back. Not for the kid who loved baseball but had to work his tail off just to make his high school team at Evanston.

“It’s been a lifelong dream to be a major league ballplayer,” Buhrke said. “This is the closest I ever got. But it definitely puts you in the middle of things.

“Because when they hit that ball out and you catch it, just for a second, you’re a part of that game.”

All told, Buhrke had caught 3,533 balls in his life, from spring training to Wrigley to midseason road trips and the Arizona Fall League. He had caught 179 in-game home runs.

He even had caught two ingame footballs from the 1960s, when the Bears played at Wrigley and goal posts towered over Waveland.

Now, more than a half-century after his first grab, the split-second rush still fueled Buhrke. He drove from his home in Des Plaines on this day in search of the first ball of his 55th season as a ballhawk.

In the meantime, he works at Glenview Ice Center, recently working 16 out of 18 days in order to free up his schedule for baseball.

“I want to get to a place to retire where there’s nothing but baseball almost 365 days a year,” Buhrke said. “If I can still move and my lungs are still breathing, I’ll be doing something that has to do with baseball. I love baseball.”

“It makes you feel young,” Buhrke said. “It does. Until you try to run with some of these kids and find out that you can’t run anymore.”

STRANGER THAN FICTION Baseballs are simple to count, but much tougher to tally are the stories that Buhrke has collected from his spot on the sidewalk.

Like the time Mickey Mantle hit the second floor of a yellow house near Sheffield during batting practice of the 1962 All-Star Game.

Like the time Dave Kingman drilled the front of a house three buildings down on Kenmore.

Like the time Glenallen Hill crushed a ball into the rooftop bleachers across Waveland.

In addition to seeing great strength, Buhrke has witnessed plenty of strange.

Like the time when Reds pitcher Tom Browning crossed Waveland in the middle of a game, in full uniform, to watch his teammates from the rooftops.

“We saw it happen,” Buhrke said. “We didn’t know what in the world he was doing.”

Or like the time when a UPS delivery truck was traveling down Waveland as a home run ball sailed through the air. The truck had no doors on the driver or passenger sides, and it never stopped as the ball skipped through the cab.

“I swear to God, the ball bounced through one side of the truck and out the other,”

Buhrke said. “That was one of the nuttiest things I ever saw.”

ENDANGERED SPECIES The old baseball stories were happy and funny, always ending with a smile.

But Buhrke’s grin faded as he discussed the changing culture surrounding the Cubs.

Before long, he said, Wrigley’s ballhawks would be forced into extinction.

About eight years ago, the Cubs renovated and expanded the bleachers to stretch past part of the street. The expansion eliminated about twothirds of home runs that used to leave the stadium, Buhrke said.

Now, the Cubs want to erect a massive scoreboard atop the left field bleachers.

“If they throw that thing up there, it will be all over,” Buhrke said. “And they will eventually put that up there, there’s no question about it.”

Could this be the final year of the ballhawks?

“It very well could be,” Buhrke said. “When we said goodbye last fall, we thought that was it. But then about halfway through the winter, you realized that there was no way that they were going to get the OK to go ahead with [the scoreboard].

“So we knew we’d get one more year out of it. And that’s probably going to be it.”

At Wrigley, at least.

Buhrke eventually hopes to retire to Arizona or some place else where he can attend baseball games year-round.

Despite Buhrke’s high hopes, batting practice had proved to be a disappointment.

The Cubs had skipped their session, and the Pirates were failing to hit long balls.

Even though the wind was blowing out, only two balls had cleared the stadium, and neither landed close to Buhrke.

Another ball had headed toward him on a perfect trajectory, but it thudded against the top few rows of the expanded bleachers.

Only a few minutes remained before batting practice would end.

And then it happened.

A ball soared toward the sky and into Buhrke’s line of sight. He turned to his right as it landed in the middle of Waveland and hopped high against the side of a building.

After the ball hit the building, it ricocheted and rolled to a stop against a wrought-iron fence that lined the sidewalk.

Buhrke crouched and scooped the ball with his bare right hand.

The first ball of Year No. 55.

The 3,534th ball of his life.

The unofficial ending to a long, cold winter.

“Look,” Buhrke said.

He held out his hand. It was shaking.

“It’s always that way.”

If only for a moment, Buhrke was 12 years old again.

He was a neighborhood kid with a bicycle. He was clutching a major league baseball, admiring its seams and its stitches and its scuff marks.

It was a good day to be a ballhawk.

CHICAGO – It was a good day to be a ballhawk.

The wind was blowing out, straightaway to center field, stretching the American flag atop the Wrigley Field scoreboard. The sky was overcast, which made it easier to spot flying baseballs. And the Cubs’ opponent, the Pittsburgh Pirates, had some boppers who could blast home runs beyond the left field fence and on to Waveland Avenue as the team’s batting practice started 90 minutes before a recent game.

“The ball is carrying like crazy,” said Rich Buhrke, 67, as he peered toward the sky.

“There should be quite a few out here.”

Buhrke stood on the sidewalk across the street from the stadium. His typical station is at the northeast corner of Waveland and Kenmore avenues, but because of the day’s hitter-friendly conditions, he shifted about 75 feet toward left-center field.

As time passed, dozens of Cubs fans strolled past Buhrke, heading toward the turnstiles. A man in a hot dog costume – “EAT ME… at Full Shilling,” it said on his back – strode toward the row of bars on Clark Street. Fire engine No. 78 pulled out of a nearby station and rumbled east on Waveland, siren blaring.

Buhrke barely noticed. He was focused on the sky.

“So far, there’s been nothing right here,” said Buhrke, who wore a black Mizuno mitt.

“But there will be.”

He’s a lifelong Cubs fan. Of course he’s an optimist.

pedaled toward the landing spot to see what had happened.

There, they learned about the existence of ballhawks, a group of men who wore gloves and stood outside the stadium in hopes of catching long home runs.

“It was an Ernie Banks home run,” Buhrke said. “It turned out that one of the guys misjudged it and it hit him in the side, and the ball marks, the seams, were still on his hip. That’s when I first realized, ‘Hey, they hit balls out of here.’

“I came back the following weekend, and the rest is history.”

Before long, Buhrke had his first catch: a Willie Mays’ batting practice home run.

The ball smacked against Waveland and ricocheted off a nearby tree branch.

“It hit the limb of the tree and came right down into my glove,” Buhrke said with a chuckle. “So, it caught me, I didn’t catch it.”

For once, Bears’ need for an offensive tackle is low

By ARTHUR ARKUSH aarkush@chicagofootball.com After beginning last season with four new starters along the offensive line, the Bears expect to return the same starting combination up front for the first time since 2007, the year after their last Super Bowl appearance.

The Bears were one of three clubs whose offensive line started every game in the same spot a season ago.

Thus, it’s the first time in recent memory that targeting offensive linemen in the draft isn’t a top priority.

No one along the front wall is more entrenched than left tackle Jermon Bushrod, who in 2013 stabilized the blind side of Jay Cutler (and Josh McCown) after receiving almost $18 million guaranteed as part of a five-year pact last spring.

Bushrod is a notch below the NFL’s elite left tackles, but offensive coordinator Aaron Kromer’s former pupil in New Orleans is a terrific fit with the Bears and a massive upgrade over anything else they’ve had at the position in recent memory.

Jordan Mills, selected in the fifth round (163rd overall) last April, led the NFL in performance-based pay after playing in more than 70 percent of the Bears’ offensive snaps as the starting right tackle. Mills experienced his share of struggles as a rookie – especially handling speed rushers off the edge – but he’s a tireless worker and one who should benefit from having a full offseason to work on his technique.

The Bears re-signed veteran Eben Britton, whose primary role last season was as an extra offensive tackle in heavy formations. A former second-round pick, Britton is a valuable depth player who can fill in on the right side if needed.

Of course, we must also mention another Long, 2013 rookie stud Kyle, who was terrific at right guard but could have a future at left tackle because of his rare athleticism.

Indeed, Emery has upgraded the talent level at tackle, but Mills took enough lumps as a rookie that the Bears could make him compete for the starting spot. Kyle Long is the prototype for what Emery will be searching for in the draft: a superior athlete with versatility and room to grow.

Kromer employs a zone-blocking scheme, which requires offensive linemen who have the foot speed to quickly reach second-level defenders and the intelligence and awareness to understand angles and work in concert with other linemen.

Emery’s aggressive offseason suggests the Bears are all in for 2014, meaning they’ll likely covet immediate help on defense in the first couple of rounds. The first opportunity to pounce on offensive tackles could be in Mills’ territory

a season ago, fifth round and beyond. With starters in place, the Bears could be more inclined to acquire developmental prospects.

Former Boise State tackle and Shea McClellin teammate Charles Leno Jr. could be a target for Emery in the same area Mills was selected last year. McClellin has struggled to make the transition to the pros, but Leno has the type of raw athletic traits Emery loves. He also started on both sides in college and could be an intriguing project for Kromer to develop.

Wesley Johnson, who started all 51 games at Vanderbilt, has the Southeastern Conference pedigree Emery loves and outstanding movement skills.

He’s undersized but boasts the versatility and smarts to be an intriguing fit for the Bears in the fifth or sixth round.

Remember, the Bears do not have a selection in the final round next month, but Emery has an extra sixth-rounder as trade ammunition to trade down and procure extra picks.

Charles Siddoway, Kevin Pamphile and Matt Pachan could be targets in the final round or as priority free agents.

CHICAGO –The Blackhawks’ defense of their 2013 Stanley Cup got off to a positive start Monday when the first two skaters for an optional workout stepped on the ice at Johnny’s IceHouse West.

That automatically makes the Hawks stronger than they’ve been in two weeks as they prepare to face the St. Louis Blues in the first round of the Stanley Cup playoffs Thursday in St. Louis.

Kane has missed the past 12 games with a sprained knee.

Toews missed the past six games with an unidentified upper-body injury after taking a hit from Penguins defenseman Brooks Orpik.

Although their return is the best news yet for a Hawks team that sloshed it way through the second half of the regular season, it doesn’t come without some trepidation in the form of two huge questions: How effective will Toews and Kane be in their first real games? And how quickly can the Hawks hit full stride once Toews and Kane are re-introduced to the lineup?

Toews said he felt “really good” and “absolutely” recharged after skating Monday with Kane, goaltenders Corey Crawford and Antti Raanta and defenseman Michal Rozsival and proclaimed himself ready to go for the playoffs.

“I don’t feel like I lost anything,” Toews said. “It was only a short while to be away from playing. I’m not too worried about being rusty or any adjustment I have to go through.

“For anyone who’s been playing right until the end of the season, it’s going to be an adjustment with the speed of the playoffs. So everyone’s going to have to step it up a little bit.”

Toews’ amazing record of accomplishment in hockey is built on a foundation of self-control, self-confidence and never showing weakness.

If he were anything less than 100 percent, he wouldn’t tell us. On the other hand, when Toews – with his two Stanley Cups and two Olympic gold medals – said he’s more rested than rusty, who can argue with him?

Toews figures to be as effective and productive as when he left. His injury isn’t going to prevent him from doing what he does best – which is being at the right place at the right time.

And, as with every other facet of his game, Toews has history on his side. In 2012, he missed the final 22 games of the regular season with a concussion. He returned for the playoff opener and needed all of 4:04 to score the Hawks’ first goal against the Phoenix Coyotes. He added an assist and was a plus-4 through the first two games of that series, both on the road.

Kane’s return comes with a little more uncertainty. Like Toews, he feels rested and recharged and ready to go. But the nature of his injury – a knee – and the dynamic nature of his game leaves even Kane a little less definite about his effectiveness in Game 1.

“I feel pretty good,” Kane said. “While the team was on the road, myself and Johnny did some contact drills just to kind of gauge ourselves where we’re at … so I guess we’ll know a little bit more in practice [Tuesday] and Wednesday.”

Coach Joel Quenneville didn’t have any concern about either player. He’s putting his faith in the fact that they are Jonathan Toews and Patrick Kane.

“We know they’re ready,” Quenneville said. “They haven’t played games in a while.

But the level they’re accustomed to playing at, they should be fine.”

Should be. But as Quenneville himself likes to say, we’ll see.

CHICAGO – Joakim Noah had 18 points and 10 rebounds and eight assists, Mike Dunleavy scored 22 points and the Bulls pulled away late for a 108-95 victory over the Orlando Magic on Monday night.

With one game left in the regular season, the Bulls are fourth in the Eastern Conference playoff race and looking at a first-round matchup with Brooklyn. To catch Toronto and finish third, the Bulls would need to win the season finale at Charlotte on Wednesday and have the Raptors lose at New York.

Kyle O’Quinn led Orlando with 20 points on 9-for-11 shooting, and Andrew Nicholson added 19. Rookie Victor Oladipo was limited to 10 points after scoring a career-high 35 points against the Bulls earlier in the season.

Jimmer Fredette had 17 points for the Bulls.

With guard D.J. Augustin missing the game with an undisclosed personal issue – he wasn’t in the United Center – the Bulls’ rotation was a bit off in the first half.

Fredette was the first player off the bench and he showed the rust of not playing much since being picked up at the beginning of March.

Still, the Bulls used a run of 10 straight points early in the second quarter to open up a 38-26 lead and took a 57-44 halftime lead. Noah led the way with 11 first-half points, and Carlos Boozer added 10. Rookie Tony Snell had nine points in 6½ minutes in the second quarter.

Joliet family is ambassador family for March of Dimes local chapter

That’s how Erin and Rick Weiss of Joliet felt when learning they were expecting twins. Twins didn’t run in their families, Erin said.

“I made the ultrasound technician check four or five times,” Erin said.

The Weiss family became involved with March of Dimes when the boys, born prematurely, turned a year old. To further raise awareness, the Weiss family is the 2014 ambassador family for the March for Babies Walk in Joliet, which is scheduled for April 27.

“It seemed like the right thing to do,” Erin said.

Greg Carrell, director for the March of Dimes Northeast Illinois Division, said the March for Babies Walk is the biggest fundraisers for the organization’s local chapter.

Former president Franklin D. Roosevelt began the organization specifically to find a cure for polio, which at that time struck tens of thousands a year, Carrell said. Jonas Salk received a March of Dimes grant and invented the polio vaccine in 1955, Carrell added.

Since then, March of Dimes has focused on reducing premature births and birth defects, as well as promoting healthy pregnancies, Carrell said.

The folic acid campaign encouraging women of childbearing years to take the vitamin to prevent neural tube defects was a March of Dimes project, Carrell said. So was the research leading to life-saving procedures and technology used today and the development of surfactant to help preemies breath, Carrell added.

“These are things that are in our win columns,” Carrell said.

Locally, the Will County Health Department uses March of Dimes educational publications in many of its departments, said Vic Reato, Will County Health Department media services manager.

It also uses the March of Dimes prenatal bilingual curricula, approved through the Illinois Department of Health Services, for its grant-funded Better Birth Outcomes program, Reato said.

“The program provides home visits for high risk moms,” Reato said. “The grant allows for a maximum of 60 clients at any one time and we have 60 clients.”

For the first half of her pregnancy, Erin continued working as a special education early childhood teacher at Bruning Elementary School in Wilmington, where Erin still works.

Then, at 22 weeks, Erin experienced a “funny pain.” The school nurse sent her to the hospital.

Doctors gave Erin medications to stop the labor, kept her overnight and then instructed her to stay home on bed rest.

A week later, Erin’s water broke and Erin’s doctor sent her to Rush University Medical Center in Chicago, where Erin would stay for the next six weeks.

“We were scared. ... I knew there wasn’t a real high survival rate that early,” Erin said. “We

The earlier in pregnancy a baby is born, the odds for health problems increase, according to the March of Dimes’ website. Problems include respiratory distress syndrome, brain bleeds, heart failure, vision loss, infections and problems with the kidneys and the liver.

Erin remained in bed except for showers, bathroom visits and occasional permission to sit in a chair, she said. She prepared and sent classroom lesson plans, shopped online and slept.

On March 26, Erin developed “belly tenderness,” which doctors thought might indicate an infection.

Labor was induced that same day, without anesthesia, as it could spread the infection, Erin said.

Erin labored that night in an operation room, in case she required general anesthesia. A team of 20 medical professionals consisting of doctors, nurses, pediatricians and anesthesiologists assisted her, she said.

On March 27, 2009, Erin gave birth to Gavin (2 pounds, 14 ounces) and then, 15 minutes later, to Dylan (2 pounds, 8 ounces).

Gavin breathed on his own but was placed on a CPAP (continuous positive airway pressure) machine to deliver additional oxygen. Dylan had to be intubated. Both babies went to the highest critical care level of the neonatal intensive care unit at Rush.

A heartbroken Erin was released from the hospital seven weeks before her babies were. Each day, Erin drove from Joliet to Chicago to be with her tiny sons.

“I would call in the middle of the night to see how they were doing,” Erin said, “and first thing in the morning to see how their night was.”

In the NICU, Erin did plenty of “kangaroo care,” or holding the babies, backs covered, on her bare chest. The March of Dimes website listed several benefits of kangaroo care for premature babies.

It maintains body warmth, regulates heart and breathing rates, promotes deeper sleep, reduces crying time and improves a mother’s breast milk production. Weiss used the method to care for one baby in the morning and the other in the afternoon.

“They just kept getting stronger and stronger and graduating up through the nurseries,” Erin said.

The twins required blood transfusions for jaundice; Dylan underwent surgery for a hernia. Erin’s Mother’s Day present was the removal of all her sons’ tubes. Gavin and Dylan came home May 13.

“It was so overwhelming,” Erin said, “but we were so excited to finally have them home.”

Today, Gavin and Dylan today are normal 5-yearold, in preschool, Erin said. Gavin is artistic and reserved; Dylan often acts silly. They are also good big brothers to their 11-month-old sister Peyton, Erin added.

“They still have had no issues or developmental delays,” Erin said. “They are truly a miracle. I just know how lucky we are.”

Students ‘Jump Rope for Heart’ in Frankfort FRANKFORT – Chelsea Elementary School third- through fifth- grade students broke their own record in funds raised during this year’s 18th annual “Jump Rope for Heart” event.

Last year the school placed fifth in the nation for raising $50,078. This year, competing against more than 30,000 schools, the Chelsea students raised $52,047. They submitted the fundraising total to the American Heart Association.

The students will later learn where they placed nationally.

The students created websites for online donations and jumped rope during their physical education classes.

Many parents helped with the program and some parents also jumped rope with their children as part of the school’s “Parents in PE” program. The students had the option of jumping in honor or memory of a friend or

organizations, is leading a massive effort to highlight the importance of advance health care decision-making – an effort that has culminated in the formal designation of April 16 as National Healthcare Decisions Day. Dick Gregory, a comedian, social activist and writer, said, “I wouldn’t mind paying taxes – if I knew they were going to a friendly country.”

On tax day in the United States, let’s examine a deal that ought not to be taxing for someone who remembers the bidding.

First, though, look at the South hand. West deals and opens one club. After two passes, what should South do?

In this balancing seat, the meanings for three of South’s bids change. The first is a oneno-trump overcall. It is no longer strong. Now it is weak, showing 11 to an unappealing 15 points.

North then wisely passes, leaving South in one no-trump.

How should he plan the play after West leads his fourth-highest club and East puts up the jack?

Note that with a strong no-trump, South would double first and hope to rebid one no-trump on the next round (if an eight-card major-suit fit was not revealed). Here, that would be easy. But if West’s opening bid were one of a major, South might be forced to rebid two notrump, which is uncomfortably high. Then, a balancing one-notrump overcall might contain a poor 16 points.

South has only four top tricks. The best chance for the extra tricks lies in diamonds.

From the bidding, West is a heavy favorite to hold the ace. So declarer should win the second (or first) club trick in his hand with the ace and lead a low diamond to dummy’s king. After it wins, he returns a diamond and plays low from his hand.

When the ace comes tumbling down, South has seven tricks: two hearts, three diamonds and two clubs.

Parents should talk to their kids early about cyberbullying Dear Doctor K: My daughter will be starting middle school this year. How can I protect her from cyberbullying?

Dear Reader: Bullying can be particularly difficult during middle and high school, when popularity and peer acceptance feel like the most important parts of life. Adding technology to the mix makes it worse still.

Cyberbullying is not simply bullying that takes place through electronic means. There are two unique problems with bullying through text messages or social media. First, if the bully keeps quiet about it, the bullying can be invisible to others. Just your child and the bully know about it. And if your child has trouble talking to you about it, no one else will know – not teachers, school counselors or your child’s friends.

Second is the opposite problem made possible by modern technology: The bully can hurt your child by spreading false and hurtful stories very easily to large numbers of people, including most of your child’s classmates.

Once something is out in cyberspace, it’s very hard to control it.

For these reasons, cyberbullying can be particularly damaging.

ASK DOCTOR K Anthony L. Komaroff It can lead to anxiety, depression, substance abuse – even suicide.

It’s not easy to prevent cyberbullying. Probably the most important thing parents can do is talk to their children about what they do, see and experience online. Start these conversations early – as soon as your child starts using the Internet or a cellphone.

Your child may not come to you if she experiences cyberbullying. For clues that it might be going on, watch for changes in behavior. Ask lots of questions if you notice this occurring.

If she does encounter any cyberbullying, report it. Some of it could be illegal and should be reported to the police. This includes threats or sexually explicit content.

Even if it’s not illegal, all cyberbullying should be called out.

After years of neglect, the problem of school bullying is being taken increasingly seriously. Ask your school’s advice about who the best person to help would be.

It may be a guidance counselor,

or the parent of the bully.

There are two sides to cyberbullying, and you should also talk to your daughter about not becoming a cyberbully herself.

Let her know that comments and posts, even offhand ones, can make people feel bad.

Tell her that bystanders also play an important role. Some kinds of bullying, particularly cyberbullying that involves widespread distribution of hurtful information, involve the actions of a group. Help your daughter understand that she will become part of the bullying if she passes on hurtful comments, or laughs at – or talks about – the victim.

But if she refuses to participate, stands up to the bully and stands up for the victim, she can help make things better.

By being mindful of behaviors that indicate your daughter is bothered by something, and by gently inquiring, you may be able to detect bullying and work with your daughter to do something about it.

Dr. Wallace: I dated Rachel for over two years.

She was my first true love, and I really thought she had deep feelings for me, too. Well, I guess I was wrong. During the spring break she went to a cousin’s wedding and met a guy from another school. She broke up with me and told me it was “love at first sight” for her and Andrew, and that he had broken up with his girlfriend to go with her.

I was completely caught by surprise when she broke up with me, and I began to feel really depressed. I started attending church regularly and met Emily at a church party. We really hit it off and we have been seeing each other over a month. I have wonderful times when I’m with her, and she makes me completely forget about Rachel.

Out of the blue, Rachel called me up last night and wanted to get back together because she and Andrew had broken up. She said she really loves me and had made a huge mistake breaking up with me. I told her I’d think about it. Now I’m all confused.

Dear Mother: I don’t believe parents should select friends for their children, but I do feel it is extremely important for parents to know all of their children’s friends and to stop them from associating with those they feel to be unacceptable. Friends have a very strong influence on one another.

Few parents will buy the argument that “just because my friends get in trouble doesn’t mean I will.” This is not a risk a responsible parent is going to take.

Dear Abby: I read your Jan. 8 column about the warning signs of an abuser. Would you use your influence to say that men are also victims of abuse?

My son was in a three-year relationship with a woman who scored 15 out of 15 on your list. We knew it was a toxic relationship, but he couldn’t see that.

The night he came to us for help, battered and bloody, I finally took a stand. It took six months to get her out of his life. My son was ashamed to be a battered man, and she had told him that men who call 911 go to jail. It kept him from calling.

Please, Abby, help to change that. If you use this, please keep me anonymous. He thinks I’m an “interfering mom,” but at least he’s not being abused anymore. Johnny Depp is a prince among actors – a solid performer, unafraid to take on risky parts, friendly to his fans, accommodating to journalists.

Well, accommodating if you can get to him. At last week’s press gathering for his new film “Transcendence” at the Four Seasons Hotel in Beverly Hills, more than 100 feature writers requested some one-on-one time with him.

Alas, he was only there for a few hours, and most of us – myself included – had to make do with the hopes of getting a couple of questions in when the microphone was handed to us at a crowded press conference.

In the smartly written science fiction thriller “Transcendence,” Depp plays Dr. Will Caster, a brilliant artificial intelligence researcher who, after an attempt is made on his life by anti-technology terrorists, has his mind melded into the Internet. Complications ensue.

I had two questions for Depp. Being a science fiction buff myself, I wanted his memories of which SF films knocked him out as a kid. I also knew that Wally Pfister, former cinematographer and now first-time director of “Transcendence,” shot a video for Paul McCartney’s lilting song “My Valentine” a couple of years ago, which featured Depp hand-signing to McCartney’s singing and string-syncing one of the coolest acoustic guitars I’d ever seen. I wanted to own one of them. My (non-film-related) second question would be about the make and model of the instrument.

Alas, the press conference ended early; I was never handed the microphone. But as Depp was headed for the

Me: “Johnny, what was that amazing guitar you were playing in the ‘My Valentine’ video?”

Depp: “Oh, right, yeah, that’s a beautiful old guitar.

It actually has two f-holes on the back.”

Me: “Who makes the guitar? I want to buy one.”

Then his handlers pulled him out of the interview room. My question was asked, but catching him off guard, I got only a quasi, unsure answer in return. Hey, a good try.

I went off to do other interviews, wrote a review of the film and, about four hours later, headed to the hotel’s business center, where I Googled “Unitone guitars,” but came up with nothing.

Again, a good try, but you’ve got to know when to give up. I signed off, gathered up my papers, opened the door, walked

out ... and bumped right into Depp as he was passing by, still surrounded by handlers, on the way to one last interview of the day.

He recognized me and let out a genuine, “Hi, how are you doing?”

Me, walking with him: “Great, but I couldn’t find anything called a Unitone guitar. Do you think it might have been another name?”

Depp (eyes closed tight): “Umm, umm, I can see it, but I just can’t remember.

Are you staying here at the hotel?”

Me: “Yeah.”

Depp: “Will you be here tomorrow?”

Me: “Yeah, but I’m leaving pretty early, probably before you’re up.”

Depp: “Do you have a card? I’ll call home tomorrow and find out the name, then I’ll get it to you.”

Me (reaching for one of my cards): “Oh, that would be very cool!”

While I was doing that, he closed his eyes even tighter, reaching deeper, thinking to himself, “What is that name?” Then he opened his eyes wide. He had it.

Depp: “Vivitone! It’s definitely a Vivitone!”

Me: “Great! Thanks! Isn’t it funny how the mind works?

Just like the mind stuff that was going on in the movie.

Oh, I really enjoyed the movie.”

Depp: “Thank you. I hope you find one of those guitars.

It shouldn’t be too much trouble. I’m glad you dug the movie.”

Then his handlers pulled him into the interview room.
